mrboy August 15th, 2009, 05:40 PM Council OKs P960M AIP
The City Council on Wednesday approved the city’s Annual Investment Plan (AIP) in the amount of P960 million and the plans and programs lined up in the Local Development Investment Plan (LDIP).
The approval will now pave the way for the mayor to implement all the projects that have been prioritized by the City’s Development Council (CDC) for 2010.
Councilor Benjamin Guingona III, chairman of the Council’s Committee on Appropriation, said all of the projects listed in the AIP were identified by officials of the 98 barangays.
“These are all priorities of the city and that of the barangays. From there, we will pick up the priority among the priorities for its implementation next year,” Guingona said.
Among those listed in the AIP are the purchase of security/surveillance facilities in the amount of P20 million and P10 million for the purchase of firearms and ammunitions for the local police force.
If the purchase of the security equipment will be the priority among the priorities, Guingona said that by 2010, Zamboanga City will have its own Close Circuit Television (CCTV) facilities.
The second term councilor said that projects and programs stipulated in the AIP and LDIP were properly discussed during the CDC meeting held at Garden Orchid Hotel two months ago.
As this developed, Vice Mayor Mannix Dalipe expressed elation that at last the city government has realized the importance of surveillance and security camera.
However, Guingona clarified that the security camera listed in the AIP might be another form of cameras and not exactly the CCTV.
“It might be another form of security equipment. What matters most is that, the city has listed all those important things in the AIP which will be implemented next year. If the city finds the need to purchase surveillance camera, Zamboanga will have its own in the future,” Guingona said. — Jimmy Villaflores

windlady August 16th, 2009, 01:56 AM Filipina joins iconic women
August 15, 2009, 8:24pmA
Jolo-born entrepreneur/humanitarian recently joined the ranks of iconic women Hillary Clinton, Laura Bush, Toni Morrison, Aung Sang Suu Kyi, and Audrey Hepburn.
Rosalind L. Wee, a food ingredients formulator cum socioeconomic advocate, is the 2009 Pearl S. Buck International Woman of the Year. Two years ago it was Bush, in 1999 Clinton, in 1997 Nobel Peace Prize awardee Suu Kyi of Burma, in 1994 Pulitzer and Nobel Prize winner in literature Morrison, and in 1993, Audrey Hepburn.
Pearl S. Buck International president Janet L. Mintzer cited Wee for “an impressive turnaround of the
Pearl S. Buck Philippine office under her leadership and her outstanding commitment to the education, health, and psychosocial development of Amerasian and displaced children.”
When notified about the internationally prestigious award, Wee said, “It came as a total surprise and I am so honored to accept it for our country.”
In the Philippines, the Pearl S. Buck honor was presented to former Philippine President Corazon Aquino in 1995 and Amelia J. Gordon in 2002.
“I was so overwhelmed to find out that I am the third Filipino woman to receive it,” said Wee who has embraced women and children advocacy in the Philippines for the past several years.
Named after Pearl S. Buck, the first woman to receive Pulitzer and Nobel Prize for literature, the award was established 30 years ago to “honor women who have broken barriers with professional achievements and a strong history of humanitarian pursuits, particularly to women and children.”
The awarding ceremony will be held in Perkasie, Pennsylvania in September.
To pursue her voluntary work for Pearl S. Buck Foundation-Philippines for the past four years, Wee, trekked to diverse places like Ormoc, Angeles City, Madapdap, Cebu and Olongapo, visiting displaced kids and their families. She also joined the Pearl S. Buck conferences in Bangkok, Thailand, and Zhenjiang, China, where Pearl Buck lived for 40 years.
What’s more exemplary is that Wee pursued her altruistic endeavors in spite of a visual obstacle, something she downplays. After a harrowing 14-hour surgery to remove a brain tumor, the size of a golf ball, lodged between optic nerves, Wee emerged legally blind, with no peripheral vision and just 25 percent vision in both eyes.
Rosalind Wee is married to Lee Hiong Wee of Zamboanga City. They have six children, four of whom are married, and blessed them with 6 grandchildren.
Other non-profit organizations keep her socioeconomic calendar full. Wee is the president of the Philippine Federation of Local Councils of Women whose main thrust is to teach women at the grassroots level to pursue micro business to augment family income.
She also represents the NGO women sector at the TESDA Women’s Center National Gender and Development Council headed by Dr. Leticia Ramos Shahani. She is a member of the Board of Trustees of Bo Sanchez’s Shepherd’s Voice Radio and TV Foundation Inc., Tagaytay Hospital and Medical Center and treasurer of Philippine National Red Cross, Quezon City Chapter.
In 2005, she was part of the Philippine delegation to the 49th United Nations Commission Conference on the Status of Women held in New York.
An entrepreneur, she is the vice chairperson of W Group of Companies, which owns the W Tower at Fort Bonifacio Global City, Marine Resources and Dev’t Corp. and Rico Carrageenan.
Living life on a full plate, she plays golf with the Tagaytay Highlands Ladies and was the group’s past president

ZAMBOANGA CITY—A tribal group and the producer of an energy-food drink have forged a memorandum of understanding (MOU) for a joint venture that could reach an estimated P800 million worth of an agriculture-based manufacturing project here in Mindanao.
Under the MOU, the Manobo Tribal Communities Association Inc. (Matrica) of barangay Kalagangan, San Fernando, Bukidnon, agreed to produce soya beans and other raw materials for Suming Lee Food Processing Plant of Marawi City.
The Autonomous Region in Muslim Mindanao’s Bureau of Public Information (ARMM-BPI) said Suming Lee manufactures an energy drink made of soya beans marketed all over ARMM and neighboring regions.
The ARMM-BPI said the MOU was forged by Matrica and Suming Lee during the two-day 7th ARMM Business Congress held on August 5 and 6 in Marawi City.
The MOU calls for the project implementation, which will cover some 3,000 hectares of farmland. The parties settled to study the joint venture and had arranged for future discussions and agreements.
The participants of the two-day ARMM Business Congress have expressed confidence in ARMM’s ability to make a major economic turnaround, especially with its participation in the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area.
Meanwhile, ARMM has been stepping up its efforts to make the region the country’s halal hub by striving to make the halal fraud bill a law.
Once enacted into law, the bill aims to control devious businesses and practices regarding halal food as well as protect consumers from products that pose danger to health and safety.

ok..maybe its true, kasi it was once reported before that Zamboanga's soil is sinking at an average rate on .10 cm a year..kaya daw accordingly, Zamboanga is not capable of having supertalls..
zoroethgenre_003 August 16th, 2009, 12:56 PM talaga? parang mas malaki pa nga ang gen. san sa zam. ^^
Zamboanga is the 3rd largest city in the Philippines with an area of 1,483.3849 km2.
In contrary, Gen.San's land area is 492.86 km2..
Zamboanga exceeded Gen.San's area by almost a thousand square meters..
Fahdingding August 16th, 2009, 01:05 PM talaga? parang mas malaki pa nga ang gen. san sa zam. ^^
Di hamak na mas malaki ang ZAMBOANGA sa GENSAN...
Zamboanga: 1,483.3849 km2 (572.73 sq mi)
GENSAN: 492.86 km2 (190.3 sq mi)
Zamboanga is approximately 3x bigger than GENSAN...
In terms of population ZAM is 6th and GENSAN is 14th in the whole country...

that's true that zamboanga has a soil that sinks; but the solution to that would be friction pilings for sandy parts or pre-stress piles. zamboanga's bedrock is just about 20-30 meters below.

the call center in zamboanga city is the first call center in wesmin that uses "Igate" of PLDT. (based on the news). But before the call center in zamboanga the one in dapitan is already operational but still uses broadband technology. But recently PLDT already said that the call center in Dapitan now uses the same technology as in zamboanga.

the main issue here is NOT who really comes FIRST... The REAL issue here is if ZC LGU do not concert DOUBLE EFFORTS in maintaining progress and development in the city, the other cities NEARBY will do its job, posing THREATS to our very own Zamboanga... So, now, MR.LOBREGAT and others, would u want a repeat of itself?! OF course not, so get off from your LUXURIOUS SEATS, and shake ur ASSES some more... please work with the construction workers, engineers & developers NOW!! :bash:

marlowe_cano August 17th, 2009, 08:26 AM Durano: Cagayan de Oro and Northern Mindanao can be RP's top tourism destinations
Mike Banos
August 16, 2009
http://www.americanchronicle.com/articles/view/114539
The man responsible for the spectacular turnaround of Philippine tourism believes Cagayan de Oro and nearby destinations have the potential to become the country´s top tourism destinations with the scheduled commissioning of the Laguindingan Airport in 2012 as an international entry point as now envisioned by the Department of Transportation and Communications. (DOTC).
"Our fastest growing sector is adventure sports and eco-tourism," said Sec. Joseph Ace Durano during a press conference following the 13th Kumbira Culinary Show and Live Competitions at the Atrium, Limketkai Center, Cagayan de Oro Thursday, August 13th. "I think there´s no region in the country today which can match Cagayan de Oro and Northern Mindanao in these niche markets."
After rising 1.5 percent to hit a record 3.14 million tourist arrivals in 2008, the country´s tourism industry grew 10.33 percent to 1.3 million during the first quarter. Growth has been even faster for the first half of the year, with tourist arrivals in the country´s top 16 tourism destination topping 16.5 percent to almost four million for the first semester of 2009 alone, breaking all previous arrival records. This, at a time when the A(H1N1) pandemic and global economic slowdown have adversely affected the global travel industry. In fact, the tourism department earlier cautioned the global economic crisis would likely lead to a contraction in overseas tourism worldwide and forecast tourist arrivals in the Philippines this year would only range from zero to 1.9 percent, "depending on the recovery of key source markets".
DOT records show neither Cagayan de Oro nor any of its satellite destinations in Region 10 are included in the top 16 tourist destinations for the first semester of 2009, which includes Camarines Sur, Cebu, Boracay, Baguio, Davao, Puerto Galera, Bohol, Negros Occidental, Negros Oriental, Ilocos Norte, Masbate, Camarines Norte, Puerto Princesa, Legaspi, Catanduanes, and Sorsogon.
"When I started as DOT secretary, tourism in the Philippines could not be properly described as Philippine tourism," Durano said. "Entry points for foreign tourists were only through Metro Manila and Cebu. But we are an archipelagic country with destinations north and south, east and west."
Durano said one of the best way to push destinations was to increase access, thus the opening of other destinations to charter flights from from Shanghai, Nanning, Guangzhou and Kunming in China, and Taipei and Kaohsiung from Taiwan. Instead of waiting for further investments to improve the country´s tourism facilities, the DOT focused on attracting tourists from destinations three to six hours from the Philippines.
"Your region can focus on attracting tourists from ASEAN, China, Korea, Australia which are among the fastest growing tourism markets in the world today," Durano noted. The Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area should be an especially favorable market with the recent appointment of Region 10 Tourism Director Catalino Chan III as BIMP-Eaga sub-country coordinator for tourism, he added.
Durano attributed the fare war between domestic carriers and Malacañang´s "Holiday Economics" of long weekends also encouraged local tourists to travel, substantially increasing domestic tourism by 20 percent for the second quarter of 2009. The "zero-air fares" and increased number of domestic flights have also encouraged foreign travelers to connect to other destinations in the country by eliminating overnight stays at their initial destinations and increasing foreign traffic by six percent overall despite a six percent drop in arrivals from East Asia and the Pacific.
The increased demand encouraged more entrepreneurs to create new products and experiences for visitors, Durano noted. Tourism accounted for 6.2 percent of the country's gross domestic product (GDP) in 2008.
Although Region 10 is not part of the Central Philippines "Tourism Super Region" envisioned to be the premier tourist destination, one of its component provinces, Camiguin, is included. Cagayan de Oro is also smack in the middle of another Super Region, the CyberCorridor, a 600-mile ICT channel running from Baguio City in the North to Zamboanga down south of the archipelago. With access to the CyberCorridor´s $10 Billion high-bandwidth optic fiber back-bone and digital network, Cagayan de Oro and nearby Iligan have been attracting domestic and foreign cyberservice providers such as business process outsourcing (BPO), contact centers, medical and legal transcription, software development, e-learning, e-entertainment and gaming and other back office operations.
Durano said the Laguindingan Airport would be a key component of the region´s drive to attract foreign and domestic tourists. Doroteo A. Reyes II, DOTC Undersecretary for civil aviation, earlier said DOTC is looking at Cagayan de Oro (Laguindingan) and four other domestic airports to pick up the slack for the anticipated growth in air passenger traffic, especially from abroad.
"Ang problema lang natin, maski matapos ang airport na ito in 2011, the demand for exchanges of passengers will be very great," Reyes noted following a site inspection of the Laguindingan Airport Development Project (LADP) July 3. "The next problem is tourism that´s why right now, the DOTC is in tandem with the Department of Tourism (DOT) to bring about more passengers to this airport."
Comparative data from the Civil Aviation Authority of the Philippines (CAAP) show air passenger traffic through the Cagayan de Oro (Lumbia) Airport growing by a hefty 66% from 544, 936 in 2004 to 902,671 in 2008 despite the same approximate number of flights. This was attributed to the fielding of the Airbus A320 and A319 aircraft by Philippine Airlines and Cebu Pacific Air which enabled the competing carriers to move more passengers with lesser flights.
For the first quarter of 2009, air passenger traffic at Lumbia increased 32,901 or by 16% over the same period in 2008 to 242,731. The number of flights also increased 188 (+10%) after both PAL and CEB increased flight frequencies to accommodate the increasing passenger traffic.
Budget constraints have limited the first phase of the LADP to a 2.1 kilometer runway, though Reyes assured this can accommodate the mid-ranged wide body airliners like the Airbus 320 and A319 which play a key role in Durano´s strategy.
"Once we expand this runway to 2.5 or 3 kilometers we can already accommodate larger aircraft like the Boeing 747 due to the excellent approach from both east and west which will enable big aircraft to maximize the runway," Reyes added.
The Php7.853-billion LADP can handle all-weather and night landing operations with its Instrument Landing System (ILS), VOR/DME, Meteorological Observing System, Precision Approach Lighting System and Precision Approach Path Indicators. Its apron can handle two wide body and three light aircraft at any one time and two air bridges can whisk arriving commercial passengers straight to the terminal building without exposing them to the weather. The terminal building has an annual capacity of 1.2 million passengers while its parking area can accommodate 240 vehicles.

if e base natin sa ibang citie like in cebu, and manila may mga personal call agent meaning as long may client ka and u have your pc and dsl u can have your own call center but it is not recogniz as one kasi your not using the right banwdt required or sabi natin un pang call ceter line talaga, kasi according to my friend who creates call center dsl along cannot handle its trafic wave kaya there is realy an intended line for them. so meaning kahit ako pwede ko gawin ng call center bahay ko if i want to but yet it wont be recognize muna not unless if your connected to the required standard un ang point ni nilo when he was iterviewed thats why dapitan is applying for one but PLDT is still under observation for thier requirements =) simple lang naman mga requirements ng call center but un connection ang problema:lol:, so i think i made your mind clear.

mrboy August 18th, 2009, 03:07 AM DTI product development team reaches out to Zambopen MSMEs
Zamboanga City (August 18) -- In preparation for upcoming trade fairs, the Department of Trade and Industry's product development team was on the road to reached out to 59 pre-identified micro, small and medium enterprises (MSMEs) across Zamboanga Peninsula last week.
The team provided a whole array of services to include lectures on the latest trends in the national and international markets; one-on-one consultations on packaging and labeling product clinic; and the introduction of new product concepts, ideas and structural designs
The team is composed of marketing specialists from DTI-9 and professional product designers and consultants from Manila.
DTI-9 Business Development Division Chief Herminia Cuevas disclosed that 32 of these MSMEs were into food processing, while 27 were into the manufacture of various utilitarian products such as furniture, fashion accessories and handicrafts. Cuevas led the team in the provincial visits.
"The services of DTI will cover not only product development needs of our MSMEs but also marketing of their products. We also conduct marketing events, such as the Mindanao-wide trade fair from October 9-12 here in Zamboanga City. In fact, we are preparing for not one but for two major events this October. These are the Orgullo de Mindanao or the 4th OTOP Mindanao Island Fair (OMIF), as well as the Mindanao Investment Conference," Cuevas revealed.
Cuevas said that the twin events are timed with the Fiesta Pilar celebration, which usually draws a lot of people visiting Zamboanga City.
"More visitors mean more buyers which is good for our small producers, manufacturers and service providers who are among DTI's main clients", Ms. Cuevas added. (DTI9/PIA9-BST)

that's why there is a need to represent zamboanga not only as an observer but to protect the interest of the city.
It does not necessarily mean that if you have a representative the work would be just to observe the signing process. That would be useless. Their work is from the start of the talks until the end. .
Point is, are we just going to repeat and repeat rallies until there is no solution to the conflict?
we have been voicing out transparency and consultations in the past. a representation in the panel would voice out the concerns of the city and to remind tboth parties to follow the constitution. (in my opinion)

mrboy August 19th, 2009, 09:31 AM NGCP sets P1 billion project in Zamboanga
by Sheila Covarrubias
Officials from the National Grid Corporation of the Philippines (formerly NPC) yesterday announced the implementation of a 138 kilovolt transmission line and sub-station project costing roughly P1 billion for Zamboanga City.
As this developed, Mayor Celso Lobregat welcomed this development saying it is proof that Zamboanga is moving forward by leaps and bounds. The project will complement the increasing power demand in the city due to the numerous investments being put up here.
Peter Jubas, NGCP Mindanao Projects Division head and Engr. Ruben Conti, NGCP consultant yesterday morning met with Mayor Celso Lobregat to discuss plans for the immediate implementation of the project through the AER Construction and Development Company Inc. and ALRAF Construction and Enterprises joint venture.
Among the concerns tackled were the acquisition of the road right of way for the passage of the transmission lines.
The supply and delivery of transmission line materials is hundred percent complete and what is being awaited is the construction of transmission lines from Sangali in the east coast to Pitogo in the west coast.
The proposed transmission line reinforcement between Sangali and Pitogo aims to provide or extend reliable bulk power services in Western Mindanao. It is also intended to remedy operational problems such as line outages and at the same time provide for the projected increase in power demand in the area.
The project covers 32 km transmission lines made up of 225 steel towers, according to Jubas. “This will really improve the transmission of power from Sangali to Zamboanga City and this will also address the increasing demand of power in Zamboanga”.
Engr. Conti said the trickle down effects would be the hiring of local people to undertake the project and will ensure power availability, reliability and quality.
The project, according to Engr. Conti, is intended to answer the power demand of Zamboanga City for the next 10-15 years.
“The load of Zamboanga in terms of megawatt and megawatthours is growing by leaps and bounds so we, the power utility industry has to meet this demand that is why we are investing over one billion pesos”, the NGCP consultant stressed.
He stressed power demand of Zamboanga City is quite large, equivalent to the demand of the rest of region 9 and that it growing very fast.
Based on NGCP records, consumption through power transmitter 1 is 37.69 mw while power transformer 2 consumption is pegged at 42.3 megawatts. (CITY HALL PR-Sheila Covarrubias)

“We serve buckwheat tea, vanity tea, royal red tea, organic green tea, black dragon tea, jasmine tea, pu-er tea, and a lot more”, says young proprietress Janna Aming.
Buckwheat tea strengthens human’s digestive system, increases our physical energy and boosts our spirit. It also improves the functions of our five major internal organs, eliminating heat, swelling, eases intestinal congestion. Organic tea acts as an anti-oxidant, anti-viral and it has skin health enhancing effects. It stimulates metabolism, increase immunity, aid prevention of age-related memory loss and dementia.
Pu-er tea lowers body lipids and cholesterol, reduces weight, produces body fluid, quenches thirst, sobers up and neutralizes toxins. Black dragon tea moistens the lung cavity, energizes the nerves, strengthens the mind, Aming explained.
Country Food and Tea House is located at Ground Floor, Midtown Plaza, Nunez Extension, Zamboanga City, with tel no. 922-6838.
The shop also offers crepes and smoothies that make for great, healthy snacks, Aming said. Country Food’s menu offers 15 kinds of crepes - with fillings of seafood to chicken, and fruits to ice cream. It also serves pasta like seafood carbonara, waffles and five flavors of fresh fruit yogurts. Children and teens will especially enjoy any of its 16 smoothies flavors. Completing the diverse menu are ice creams, beverages and special teas.
Crepes are flat, soft wafers made of wheat or other flours that may be folded over any assortment of fillings and served as appetizers, first course, or dessert. Crepes are very popular in Europe.
An artsy interior setting gratifies the senses while the diner nourishes the body with fine food.

psylock2 August 20th, 2009, 04:37 AM OFFICIAL NAME:
Republic of Zamboanga
The First Republic in The Philippines
May 1899 - March 1903
4 Historic Years!
Zamboanga, the ancient and beautiful City of Flowers that was founded in 1635, now acknowledged as Asia's "only" Latin City, was once declared and existed as a sovereign republic within its territory of historic existence inside a revolutionary government popularly chosen by its Chavacano citizens. It resulted from the chaos of war declared between the United States versus Spain and its territories, including its only Asian territory - The Philippines; then, the ensuing war between the Filipinos of Luzon against their former comrades of the conquering U.S. forces; followed thereafter by the battle between the Chavacanos of Zamboanga against their former allies of the ruling Spanish military, and then ultimately against the invading U.S. Army after the Zamboangueños defeated and evicted the ruling Spaniards (who lost and capitulated to the U.S. government in the Treaty of Paris). Afterwards, Gen. Alvarez declared victory and their freedom from all foreign influence by creating their historic Republic of Zamboanga on May 18, 1899.
The Republic of Zamboanga's declared sovereignty lasted from May 18, 1899 until November 16, 1899, wherein its revolutionary government and chosen President General Vicente Alvarez, who led the liberation of the Zamboangueños from the tenuous grip of the retreating Spanish military, along with his victorious military troops, exercised de facto sovereignty over administrative functions and military control within their new country territory and was not subordinate or subject to any other government or authority in the country known as Las Islas Filipinas by its former Spanish rulers, that became The Philippines under its United States conquerors and administrators (which finally resulted as the Republic of The Philippines after its eventual independence from all foreign intervention). President Alvarez proclaimed his new Republic of Zamboanga had overarching rule over the entire island of Mindanao, Basilan and Sulu - effectively the entire southern Filipinas, amidst a tri-party war between the U.S., Spain, and the Philippine islands' natives. Although President Alvarez's overarching claim was grandiose (similar in context to proclaimed Dictator/President Gen. Emilio Aguinaldo's overarching non-de facto claim for the Islands of Luzon and Visayas as the Dictatorial Government of the Philippine Revolutionary Government on June 23, 1898), his more realistic sovereignty was over the existing premises of ancient Zamboanga, which can be estimated to be about the same size as present day Zamboanga City is. Nevertheless, President Alvarez and his troops, along with the redeemed Zamboangueños, became the only citizens of the Filipinas who had complete sovereignty over their de facto jurisdiction, a feat no other Filipinos ever attained during this war, not even his northern cohort, Luzon's revolutionary Dictator/President, and General, Emilio Aguinaldo. That is a sad fact in Philippine history and we aim to correct that misrepresentation herein. Zamboanga was the first sovereign "Filipino" republic ever created in Philippine history.

A Recognition of History: Republic of Zamboanga
( May 1899 - March 1903)
What the Zamboangueños accomplished is quite historical and truly amazing, and deserves to be recognized in the annals of Mindanao, Philippine and World history, regardless of un-published or muted practice. This special historical article was researched thoroughly by Zamboanga.com and is a tribute to all independent Zamboangueños, and a latent recognition of the history of our Republic of Zamboanga. Viva! Libre!
Republic of Zamboanga
IMPORTANT NOTE: the invading U.S. military had command & control over Luzon, so what Gen. Aguinaldo had influence over as President was his guerilla warfare forces, and not a sovereign government that exercised de facto administrative control over its claimed territory. While historical notes referred to Gen. Aguinaldo as a dictator, he eventually proclaimed himself as President of the entire Philippines while having only tactical control over the Manila area (and the U.S. had its military superiority and just defeated the Spaniards), and no sovereignty over Luzon, Visayas, and certainly not Mindanao. In essence, what truly happened during this defining moment of Philippine history was that the former Spanish colony became divided into two (2) separate revolutionary governments:
It must be noted herein that a mere proclamation does not warrant the true meaning and application of sovereignty, and without sovereignty, there cannot be independence. Sovereignty is described as "the quality of having supreme, underived and independent authority over a territory. It can be found in a power to rule and make law that rests on a political fact for which no purely legal explanation can be provided. The concept has been discussed, debated and questioned throughout history, from the time of the Romans through to the present day, although it has changed in its definition, concept, and application throughout, especially during the Age of Enlightenment. The current notion of state sovereignty were laid down in the Treaty of Westphalia of 1648 (Westphalian sovereignty), which, in relation to states, codified the basic principles of territorial integrity, border inviolability, and supremacy of the state (rather than the Church). A sovereign is a supreme lawmaking authority." In essence, there must be de facto control and command over its proclaimed territory and people before a candidate government can ever be considered legitimate. Historically, Emilio Aguinaldo's dictatorial government and revolutionary government never had de facto sovereignty over any of the major islands of the Philippines during the uprising against either the ruling Spaniards or the conquering forces of the United States. Hence, Aguinaldo's declaration was merely symbolic in effort but was never factual in the true application of de facto sovereignty.

( HAHA grabe ang laki pala ng ZAMBOANGA REPUBLIC noon^^)
(Revolutionary Government of Zamboanga): May 18, 1899 - Nov 16, 1899 (de facto) - This was the timeline when the new republic was independent and free of any foreign influence or control.
May 18, 1899 - Fort Pilar and its Spanish troops, in Southern Philippines, surrendered to the Revolutionary Government of Zamboanga.
May 23, 1899 - The Spaniards evacuate the city of Zamboanga for good, after burning down most of the city's buildings in contempt of the Zamboangueños' revolt against them.
President of Zamboanga Republic May 18, 1899 to November 16, 1899 :
General [B]Vicente Alvarez was chosen by his fellow Zamboangueños to be their first president and popular leader of the revolutionary government established immediately after the former Spanish garrison troops evacuated to Manila. The events that followed afterwards were historically described as a mob mentality, filled with divided partisanship that lent to "jealous self-interest, biter rivalry, rapacity, and bloodshed" from assassinations and cattle-shooting for amusement. The president and his fellow Christian Zamboangueños' actions could not be considered heroic by any means, but was paralleled with that of the Moro Pirates with whom the fort of Real Fuerza de Nuestra Señora del Pilar de Zaragosa was erected to defend against.6
The rivalry between the local revolutionary leadership of President Vicente Alvarez and opposition leader Isidoro Midel allowed for the easy subjugation of the city by the American forces when Midel sided with the Americans upon their arrival. As a reward for his help, the new American rulers allowed Isidoro Midel to continue as president of the new Zamboanga Republic for about sixteen (16) months, against the will of the people, after former president Vicente Alvarez fled to Mercedes, then later to Basilan, when the Americans arrived and took control of the fort del Pilar and its remaining armament. The saying "divide and conquer" was aptly applied to the new Zamboanga Republic.6
In Mindanao the Filipino insurgents held the towns of Zamboanga and Mercedes, their force numbering 500 men with rifles, until Commander Very of the Castine, arrived on Nov 18 with 100 men from the Jólo garrison, having been invited by the inhabitants of the towns and Dato Mandi, the principal Moro chief. Alvarez, the Tagal commander, surrendered the posts to the Americans, who promised the inhabitants that they should be allowed to carry arms and to practice the Catholic religion and follow their native laws and customs, and be exempt from taxation until they have recovered in a measure - their former prosperity.
1900s A.D. – The Birth of a Nation and a City
In a municipal election on March 1901, Mariano Arquiza succeeded Isidoro Midel by popular vote and became the first elected President of the Zamboanga Republic, now under American administration, for the next two (2) years: 1901 - 1903.6 The Zamboanga Republic during these unsure years became friendly to the U.S. invading forces, but now that their former Spanish landlords were no longer around and their centuries-old nemesis, the Moro pirates, were being pursued by the American soldiers throughout Mindanao and Sulu, Zamboanga became the same important fort town for the U.S. military as it once was for the Spaniards.
The Republic of Zamboanga and its United States military supervisors used their new-found "friendship" to turn Zamboanga into an embarkation point for U.S. military personnel arriving from Manila or elsewhere to attack various pockets of resistance in Mindanao and Sulu. The legendary Real Fuerza de Nuestra Señora del Pilar de Zaragoza's (REAL POWER OF NUESTRA SEÑORA DEL PILAR DE ZARAGOZA'S) name was shortened to Fort Pilar by the U.S. military and they continued to use the venerable fort as their military headquarters in the southern Philippines.
The U.S. military allowed the patriotic Zamboangueños to hold a "legal" election to publicly elect their next President Mariano Arquiza, after President Isidoro Midel's appointed term expired, in obvious tactic to pacify their "host" while they continue on with their bigger picture of subjugating the rest of Mindanao & Sulu. The Americans learned a lot about the island locals during these friendly period with their Zamboangueño hosts and used it to understand and better implement a ruling strategy over their far-flung empire.
That goal was eventually met after the two year's of President Mariano Arquiza's term, and consequently, the United State's support for the existence of the historical Republic of Zamboanga waned and the country's short existence was terminated as they were getting ready to implement their military rule over the entire southern Philippines, after they defeated the last remaining resistance to their conquest.
After the Republic of Zamboanga was ended, it was given a new life as the seat of government of the new U.S. military rule over the southern Philippines under a provincial entity: the Moro Province.
With the presence and administration of the American conquerors, old town Zamboanga with its mighty Fort Pilar and adjacent U.S. military headquarters in Pettit Barracks was made the capital of the Moro province in 1903, encompassing the islands of Mindanao, Basilan and the Sulu Archipelago. The importance of Zamboanga was elevated to seat of regional government and diocese of Catholicism in the southern Philippines.
As war and conquest have been waged all over the world for hundreds and thousands of years, it is not our place to dispute any sovereignty issues here. However, we can present that the powerful Sultanate of Brunei once controlled an area much larger than the present Philippines, but is now under 6,000 sq. km. in size, slightly smaller than the State of Delaware. Kingdoms rise and fall, rulers come and go, battles are won and lost, but the people remain and rebuild their lives as they have done for centuries, hoping for the best to come to them and peace to be permanent.
Las Islas Filipinas (The Philippine Islands)
(Formerly Under Spanish Rule)
Las Islas Filipinas was split into two (2) revolutionary republics after the former Spanish rulers were defeated in battle by the United States and took command & control of the major islands.
#1: Philippine Revolutionary Government
(Dictatorial Government/Revolutionary type)
started: June 23, 1898
http://zamboanga.com/history/republic_of_zamboanga.html
1.) Under proclaimed Dictator/President Gen. Emilio Aguinaldo, for the Islands of Luzon and Visayas as the Dictatorial Government of the Philippine Revolutionary Government, as spelled out in Article 1 of its declaration. This is the actual history of what happened to the Philippines. In order for any government to govern, it must have de facto control over its claimed territory.
#2: Republic of Zamboanga
(Popular Choice by People/Revolutionary type)
started: May 18, 1899
http://zamboanga.com/images/zamboanga_history_zamboanga_republic_flag.gif
2.) Under President Gen. Vicente Alvarez, for the Islands of Mindanao, Basilan, and Sulu as the Republic of Zamboanga and popularly chosen by the people. There was never a united Philippines during the 1898 revolution, or any time thereafter, until the U.S. gave it independence on July 4, 1946. Anyone who insists on changing the facts of history is practicing tacit dictatorship or a form of martial law.

buenos-Diaz August 20th, 2009, 04:42 AM OFFICIAL NAME:
Republic of ZamboangaThe First Republic in The Philippines
Zamboanga was the first sovereign "Filipino" republic ever created in Philippine history.

psylock2 August 20th, 2009, 06:14 AM Mindanao’s seaweed industry seeks specialized credit for farmers
ZAMBOANGA CITY — Western Mindanao’s seaweed industry, which accounts for 80% of the country’s output, are calling for government and private financing institutions to come up with a specialized credit facility that could boost seaweed farming in this part of the country.
Hadji Adam S. Omar, chairman of the Western Mindanao Seaweed Industry Development Foundation, said seaweed farmers have been complaining of a lack of access to funds, which in turn is hampering the growth of the seaweed industry.
"The farmers want to grow seaweeds but the problem is that they don’t have the means for it," he told BusinessWorld. The government and private institutions have yet to introduce a specialized credit window with fewer requirements that will help finance seaweed farmers, he said.
"For now, most banks only lend money to the seaweed processors and traders [who buy] raw seaweeds," he said. "There is a little support to the seaweed farmers," Mr. Omar said, adding that many farmers are forced to borrow money from pawnshops and other institutions with high interest rates.
"Imagine, most of the seaweed farmers are classified as poorest of the poor but they are visited by collectors daily or weekly. They would end up crippled," he said. A hectare of seaweed, he said, needs 10,000 seedlings, but 1,000 seedlings already costs P15,000.
He claimed the government’s support programs have been unsuccessful which has resulted with most of the farmers living below the poverty level. But Mr. Omar also admitted that some farmers fail to fulfill their loan obligations.
He also took into consideration that banks are generally worried about lending money in some areas in western Mindanao where peace and order is a major problem. Local seaweed production has been gradually decreasing since 2000 from 110,000 metric tons (MT) to around 75,000 MT in 2007, data from the Seaweed Industries Association of the Philippines showed.
Based on the foundation’s data, Indonesia — the closest rival of the country in terms of seaweed production — has now "overtaken" the Philippines’ as the world’s top seaweed producer. Mr. Omar said seaweed production in Indonesia is projected to shoot up to more than 150,000 MT in dried seaweed this year, while the Philippines is expected to drop further to 70,000 MT.
Benson U. Dakay, president of the Seaweed Industry Association of the Philippines (SIAP), earlier said that some seaweed processors in the country are importing raw dried seaweed from Indonesia due to local supply shortage.
The Philippines produces most of the world’s carrageenan in 14 processing plants located in Cebu, southern Luzon and western Mindanao. The seaweed sector is one of the country’s champion export products with roughly $150-million export contribution annually.
The high quality of Philippine seaweed, particularly those from Mindanao, makes the Philippines a favorite source among importers.
It is noted that the majority of seaweed production from Indonesia goes to animal feeds, while two varieties (Eucheuma and kappaphycus) grown in the Philippines are used to produce carrageenan, a thickening and stabilizing agent used worldwide in processed foods and other products.
Aside from the problem of financial access, seaweed industry stakeholders also complain of the government’s failure to introduce new technologies. The government, Mr. Omar said, invested heavily on seaweed farming in Visayas and Luzon, which are not suitable for seaweed farming, while some areas in the southern Philippines have been "neglected."
Traders here confirmed that the current buying price of raw seaweed is now at the P60-a-kilogram (kg) level from last year’s price of P30.
Mr. Omar said they expect the price will eventually go higher to P70-P75/kg in the next few months.

rambuc August 20th, 2009, 07:03 AM The local tourism office of Zamboanga is of no help at all. How I wish they’d appoint someone who is at least passionate and knowledgeable about the city’s history, culture, its people, and the places to visit in the city.
Totally the same with the regional tourism office.
The public should also learn how to keep the city clean instead of just spitting in parks, sidewalks and even in malls discreetly.
Look at paseo del mar, give it three years and it’ll be in a very sad state. Expect graffiti’s, broken lamps and spitmarks… expect floating plastic cups etc along the shoreline beside the park.

Nahh, its not about mega structures and massive malls, it’s about people keeping the place clean, helping together to promote the city.
Why do people from Luzon, Visayas and even Mindanao still think Zamboanga is a scary place to visit? A lot of Zamboangenos outside the city seem to not pride themselves of being from Zamboanga. They seem to be embarrassed.
I remember getting introduced by a friend to a fellow Zamboangeno and he was like, “I’m just from Zamboanga”. A newbie at my former company even said when introducing herself “ hey sorry kung my I speak funny, I’m from Zamboanga lang kasi”:bash:. When asking what’s there to see in Zamboanga, most would answer “ wala, walang SM, walang Ayala, boring!” :ohno:people go to Zamboanga not because of the malls. If that’s the only reason why they should visit our city, why not visit megamall or greenbelt instead, right? There are a lot to do in Zamboanga – trust me.
Every time I go home to Zamboanga, I make sure I get around the city from the east coast down to Labuan.
I may be half Zamboangeno but I’m pretty darn proud of my heritage. salud

marlowe_cano August 20th, 2009, 11:14 AM Country Food and Tea House adds new line of fine teas
A newly-opened food shop in the city is serving a selection of imported special and herbal teas, making Country Food and Tea House the only one of its kind in Zamboanga.
