City approves Cockburn tower

THE City of Cockburn has approved the construction of what will be the tallest building in the new transit-oriented Cockburn Central development - a 17-level apartment tower with ground floor retail space.

The $70 million project - a joint venture between the city and two Applecross-based property developers, Castelli Group and Z-Corp - will contain 92 apartments and 6,000 square metres of retail, office and civic space.

This includes the city's new library, five levels of car parking, and a gym for the building's residents.

Castelli Group spokesman John Dale said the project would be among the largest residential developments undertaken by the company to date, although the profile of retailers was yet to be finalised.

"At this point in time, we will be looking for a mixture of complementary retail uses to go in on the ground floor," he said.

Designed by Nedlands-based Eames Architects, completion of the building is expected towards the end of 2011.

In total, at least 600 apartments will be built in Cockburn Central - the majority of which will belong to property developer Australand - although the remainder of the new buildings are subject to a height limit of five levels.

About 10,000sqm of commercial and retail space will also be built, including 4,000sqm in the joint venture project.

LandCorp, which is managing land releases at Cockburn Central, is currently reviewing tenders for the final lot released in stage one, while stage two is due to be released in 2011.

Australand, which will build five apartment complexes as part of its Nexus development, has released 20 of the 56 apartments available in its second apartment building, Linx.

Other projects due to commence construction in the area include the new headquarters for the WA Fire and Emergency Services Authority (FESA).

Architecture firm Woodhead was last month awarded the design contract for the $37 million building, which will house FESA's offices, call register and despatch and the state coordination centre.

The project, due for completion in December 2012, will target a five-star, green-star rating and will allow FESA to consolidate its operations in one location.

Homebuyers flock to pick up Nexus units

Higher interest rates have not deterred some first homebuyers from racing to stump up for apartments in Australand’s first release at Cockburn Central.

Thirty-two of 40 Axis apartments released on March 15 were sold that weekend, indicating that apartment living is still a popular choice.

The apartments, which are part of Australand’s Nexus development at Cockburn Central, were priced between $340,000 and $440,000 and all were bought by local first homebuyers.

The remaining 12 apartments at Axis are on sale in the same price range and include a mix of one and two-bedroom units.

Australand has secured six land parcels in LandCorp’s 42ha Cockburn Central precinct and plans to spend $100 million on developing 500 residential apartments plus commercial and retail space.

Nexus, on the corner of Beeliar Road and North Lake Road in Cockburn, will consist of five terraced apartment complexes — Axis, Linx, Vertex, Axon and Luxe. The release of Linx, the second block with 56 apartments, will take place in the next few months.

Nexus forms part of Cockburn Central’s Transit Oriented Development. TOD is a planning approach which promotes effective use of land and infrastructure to maximise community benefit by clustering mixed-use development, that is, residential, commercial, employment and community activities, around public transport nodes.

Cockburn Central will be the first TOD development along the southern rail line after the successful integration of the concept with the City of Joondalup on the northern rail line.

The new Cockburn regional centre, designed using Network City principles, is a 16-minute journey from Perth by train and close to Gateway Shopping Centre.

Australand executive general manager Peter Burke said the response to the release of Axis was proof that there was solid demand for apartment living in WA and that people realised the benefit of transit-orientated development.

“Young professional couples are particularly keen to invest in apartment living,” he said.

“Cockburn Central has been designed to reduce car dependency, travel time and bring the residential and business communities together to create vibrant hubs which make our developments even more attractive.”

Meanwhile, LandCorp is seeking expressions of interest from developers interested in the commercial development of Cockburn Central Lot 13.

Likely uses for the site include office and retail, with the possibility for some residential development above street level.

It is 8360sqm with frontage to Beeliar Drive and North Lake Road. Offers close on April 11.

Oh my god, a tower in the burbs!!

Are there any 'Save our Undeveloped Vacant TOD' groups yet?

Hawt. I think this project might be the most exciting this happening in Perth (for me at least). It might bring about a change in the mindset, make people realise that apartments in the suburbs can work at that TODs and the Network City plan aren't that bad after all. Or it could end up a token tower in the middle of nowhere.

im looking forward to mid range high rise in osborne park and eventually in joondalup.

The only problem I see with the TOD around Cockburn Central station is that the place is more or less cut off on 3 sides: one side is a freeway and a rail-line, another is a main road and a shopping centre/mall, another side is a small wedge of bush and huge power lines. And there doesn't appear to be any effort to integrate anything that already exists with the TOD, it's just boxed in.

Is there anything planned for the eastern side of the rail line?

The cockburn TOD is far too small atm therefore I think it would be fair to assume that it will eventually expand over the freeway and over north lake road.

I also worry about the viability of any retail when the provisions for parking are so slim (and taken up by commuters) and will compete with the Gateways mall...

Not sure who doesnt know this but the Cockburn Central TOD is on the north side Gateways Shopping Centre. On the sth side their are large number of apartments being built also with the highest being 12 levels and a number of 9 levels.

There is also room to expand Cockburn Central north as their is land able to be developed. There is also talk of expanding North Lake road across the freeway.
