Significantly, none of them has been posted as Collector of some other district. Instead, all of them have been brought to various State government departments in various capacities. In other words, all these 21 districts will get new Collectors within a few days. Apart from these 21 Collectors, the State government also transferred six IAS officers in key departments. Surjit K Chaudhary, the Secretary, Planning and Development Department, will take over as the Chairman of Teachers Recruitment Board. R Vijayakumar, the Chairman and Managing Director, Tamil Nadu Handicrafts Development Corporation Limited, will replace Chaudhary. However, land acquisition for industrialization in south India’s Tamil Nadu has so far been peaceful, reports CNBC-TV18’s Swathi Narayanan. Out of 57 special economic zones (SEZs) in Tamil Nadu, 26 are already operational, generating over 150,000. Unlike other states, where land acquisition for industrialisation resulted in violent clashes, Tamil Nadu seems to have struck the correct balance. According to the state's SEZ policy of 2003, land banks with the state are given to industry. Over the years, the Tamil Nadu government through various bodies like State Industries Promotion Corporation of Tamil Nadu (SIPCOT) and Tamil Nadu Industrial Development Council has managed to acquire thousands of acres of land for industrial growth. R Sridhar, associate director, PwC said, “Practically, the state govt has been very proactive in this approach. They have been acquiring land and giving it for industry if the land parcel is very big.” Most of the SEZs have come up in wastelands or single crop lands, which include Kanchipuram, Tiruvanamalai, Tirunelveli, Tuticorin and Krishnagiri. The fertile regions have been left for farming. Ravindra Sannareddy, managing director of Sri City pointed out, “We have to select lands that are not fully productive for agriculture. In other words, the dry land category and as the national policy indicates you have to avoid two crop lands.” Another crucial factor that enables peaceful land acquisition is adequate compensation for land owners and farmers. According to experts, Compensation for land in Tamil Nadu is a transparent process wherein the state determines the price based on the circle rate in that area. NR Sharavanan, member, EOU & SEZ Export Promotion Council said, “The government gives the market rate: what the particular land, the guideline value they get from the sub registrar office, they give the same price to farmers.” However, not everyone's happy. Padmanabhan, a landowner from Sriperumbudur, alleges his land was forcefully taken away for setting up the Renault Nissan plant in and the govt has not compensated him till date. “We filed a case in the high court. The court asked the govt to give us compensation of Rs 5 crore. We haven't received the money yet. We have lost our land also and are facing great difficulty now,” Padmanabhan adds. Setting up of big Manufacturing units like the Renault Nissan plant behind involves acquistion over thousand of acres of land and this process has not been entirely smooth even in TN. The state has seen litigation around land acquistion, but it has not become violent as in the case of Singur or Noida. At a trilateral meeting convened by the Union Water Resources Ministry last week in New Delhi on the directions of the Supreme Court, the State conveyed its position in unequivocal terms to Andhra Pradesh that it would not agree to the construction of any reservoir, big or small, says an official. Andhra Pradesh had even sent designs of the proposed reservoir to Tamil Nadu. The Union Ministry of Environment and Forests has not given its nod for the project, adds the official. In March, the court asked the Union Ministry to explore the possibility of resolving the dispute through negotiations. Usually, the Tamil Nadu stretch of the river does not witness surface flows, mostly due to impounding of water upstream. Still, it is a source of water for several towns of several districts, particularly Vellore and Kancheepuram, because of its sandy strata. Many southern suburbs of Chennai depend on this “invisible river.” In their case, it is the contribution of the Cheyyar, a tributary of the Palar, which sustains the supply. According to an estimate, the State gets a meagre 0.75 thousand million cubic feet during rainy season. This helps, to some extent, recharge of the groundwater table in areas along the river. The Palar, originating from the Nandi Hills in Karnataka, flows down to Tamil Nadu through Andhra Pradesh. Of its total length of 348 km, 93 km lies in Karnataka, 33 km in Andhra Pradesh and 222 km in Tamil Nadu. Five years ago, the State government moved the Supreme Court to restrain Andhra Pradesh from building a reservoir across the river in Ganeshapuram, Kuppam taluk, Chitoor district. Over one lakh brides, who hold diplomas or are graduates, will receive 22 ct gold coins for their wedding. After taking charge as chief minister, J. Jayalalithaa signed the first GO regarding the Thirumangalyam scheme. Social welfare minister Selvi Ramajayam told Deccan Chronicle, “The Thirumangalyam scheme is among the major schemes of our government.” She has been holding a series of meetings with her team to work out the modalities. The Moovalur Ramamirtham Ammaiyar marriage assistance scheme was launched in 1989. Girls who had studied up to class VIII and attained the age of18 were given Rs 5,000. Subsequently, the educational qualification and age to receive the assistance were raised by various governments. The former DMK government provided Rs 20,000 as assistance, which worked out to Rs 150 crore and benefited 75,000 families. The present AIADMK government has increased the assistance to Rs 50,000 along with 4 grams of gold. As per the GO, the government will spend Rs 148.22 crore to provide a gold coin free of cost to one girl in each family. Sources said the DMK had not left much funds for the present government to start the programmes. And so plans are afoot to find funds for the marriage assistance scheme. In the 70s when Indira Gandhi launched a program for ensuring self-sufficiency in food production, there were lots of scientists from TN including M. S. Swaminathan were there to make it a success. The nationwide program became a success and India achieved self-sufficiency in food production with a decade or two from then. I meant TN agri din't benefit much due to 1st green rev. 1st Green revolution was a tremondous success for wheat production in the belt of Punjab, Haryana and Western UP and not that much in other parts! It had been written and published with the mala fide intention of defaming the plaintiff and causing disrepute to him, he said. This week, Maran sent a legal notice to Tehelka magazine, calling its cover story on him a “blatant and concocted lie”. The notice said, “The reports published in the magazine are totally false, defamatory, derogatory and has been published with a malafide intention and ulterior motive.” Tehelka had claimed Maran in 2006 deliberately delayed clearing license to certain companies. and “the delay” pressurised Aircel to strike a deal with Maxis, which invested in the Maran family-owned Sun TV. Reacting to Maran sending notices to the media houses, the BJP has hit out at him, seeking his explanation if there was conflict of interest. The Congress, however, did not comment on the issue. “If Textiles Minister Dayanidhi Maran has been asked a few questions, he’s in the best position to answer them. But I must mention here that the Joint Parliamentary Committee (JPC) is doing its job. In the cable dated Feb 23, 2008, the estranged DMK leader was quoted as saying that party “would lose about half of their [Lok Sabha] seats if things continue as they are,” hinting that there was a general impression that the DMK was especially corrupt. “When people get into power they lose concentration and start focusing on making money,” he had said, in what seems to be a dig at Raja, The Hindu reported quoting the cables. Maran also rapped the DMK for its policy of gifting freebies to voters as he said, “The problem when you come to power by promising people free TVs is that people soon forget the TVs you gave them and then ask ‘what are you doing for me now?’” U.S. Consul General David T Hopper in the communique to Washington also wrote that Maran was “very downbeat” about the prospects of the ruling United Progressive Alliance’s (UPA) in the 15th Lok Sabha election, observing that “the UPA is in tough shape, especially after Gujarat.” But Maran’s praise for Congress general secretary Rahul Gandhi was also noted by the diplomat, as the DMK leader went as far as calling him the “only chance” the UPA had of returning to power in the 2009 elections. :weird: By December 1, 2008, Maran was, however, back in the DMK fold after saying sorry to his grand-uncle Karunanidhi. For people who would like to read a English version of the Maran story Minister steals a telephone exchange, loots BSNL CHENNAI: Indeed a shocking, daring robbery. A telecom central minister from Tamil Nadu got the BSNL to connect 323 telephone lines to his home, not in Delhi where he had work, but in Chennai where he had none. He got all the 323 home lines listed not in his name but in the name of the Chief General Manager BSNL Chennai. These lines virtually constituted a telephone exchange in the minister’s home. It was exclusively used for his family business by laying 3.4 km long secret cable along public roads to connect the lines to the business premises. This had caused huge loss to BSNL. Who was that enterprising minister? The infamous A Raja? No. It is the famous Dayanidhi Maran; Raja’s predecessor, now the central Textile Minister. The CBI, which probed the fraud, wrote to the Secretary Telecom on 10.9.2007 recommending action against Maran for the fraud. Dayanidhi Maran was obviously not playing marbles with 323 telephones. He got the BSNL to lay separate and exclusive underground cable from his Boat Club home to the SUN TV office at Anna Arivalayam in Anna Salai and fraudulently linked the 323 home lines to his brother Kalanidhi’s SUN TV network. The first 23 of the 323 lines bore numbers ‘243722 11’ to ‘24372301’ and the next 300 lines bore numbers ‘24371500’ to ‘24371799’. Since the first four digits ‘2437’ were common for all 323 lines, the lines constituted a home telephone exchange. The Dayanidhi home exchange was operational in the SUN TV establishment for at least months from January 2007 through the fraudulent cable connection from Dayanidhi’s Boat Club home. They were no ordinary telephone lines, but costly ISDN lines, which could carry tons and tons of TV news and programmes faster than satellites to any part of the world. These lines, the CBI says in its report, are “normally used by medium to large commercial enterprises to meet special needs such as video conferencing, transmission of huge volume of digital data of audio and video” – precisely the facility that SUN TV would need for its telecasting operations. For this, the SUN TV would have paid huge cost. But it got it all free, at government’s cost. The Maran home exchange, says the CBI, was “programmed in such a way that no one other than the authorised BSNL staff were aware of the existence of such an Exchange created for his [minister’s] exclusive use”. It added that by linking the minister’s home and SUN TV office by the stealthy cables, “it would appear as if the lines were used in the residence of the former minister, but actually the cables laid facilitated SUN TV network to utilise the services of BSNL provided at his residence”. Google map shows the distance to SUN TV as 3.4 kms along the main artery roads of the area, which were dug up to bury the illegal underground cables from Maran home to SUN TV office! It was not one of those secret White Collar frauds, but a crime committed in the open roads. What could be the probable loss to the exchequer by this fraud? On “a sample study”, the CBI says, “it is learnt that 48,72,027 units of calls have emanated from [just] one Telephone No 24371515 in the month of March 2007 alone, which is indicative of the massive multimedia transfer in the underlying connections”. Just one of the 323 lines accounted for over 48 lakh call units in March 2007 alone – Yes almost 49 lakh call units in one month, through one of the 323 phones! Assume that each of the 323 connections was put to use as efficiently as Marans had operated the Number 24371515; the total number of call units SUN TV would have unlawfully robbed the BSNL during January 2007 to April 2007 [Maran resigned on May 13] could be as high as 629.5 crore call units. With the prevailing rate of 70 paise per call unit could the loss to BSNL be as high as `440 crore? Only a thorough investigation can reveal the true loot. But, the story does not end here. SUN TV’s print cousin ‘Dinakaran’, too has got its share of the loot. Says the CBI: “It is also learnt that similar service connections with ISDN facilities have been provided at the office of Dinakaran, a Tamil Daily, belonging to the group of SUN TV Network at Madurai, though specific phone numbers are not available”. But how did the CBI get to investigate the fraud and where is its report now? It calls for a brief flash back. Maran, a grand nephew of Karunanidhi, was the central telecom minister from June 2004 to May 2007. Perhaps the only Hindi knowing family member, Maran was Karunanidhi’s eyes and ears in Delhi and his connect to Sonia Gandhi. The ‘young’ and ‘dynamic’ minister was amongst the most powerful in the UPA government of which the DMK was the most critical partner. Telecom Ministry sitting on CBI report for over 44 months Need an illustration for Maran’s reach then? Not only could he threaten Ratan Tata to part with a third of Tata DTH shares, but he also could threaten him not to reveal that he had threatened him! But suddenly, Maran fell from the cliff into the pit, thanks to a costly slip by Dinakaran, a Tamil daily owned by Dayanidhi’s brother Kalanidhi Maran. On 9.5.2007, Dinakaran carried an opinion poll that had trashed Karunanidhi’s son Alagiri as non-entity in Tamil Nadu politics. Alagiri’s angry supporters burnt down the Madurai establishment of Dinakaran on the same day, snuffing out the lives of three innocent staff. Karunanidhi sided with his son Alagiri against his grand nephews, the Marans. Result, Dayanidhi was instantly out of the DMK and the central ministry. It was then that the CBI probed the daring fraud. And now back to the main story. The CBI had recommended action against Maran as early as in September 2007. MK could not find any corruption in the 2001-2006 rule. 2001-2006 was much better than 1991-1996 JJ regime. 2006 ADMK lost due to political alliance equation only.. In 2006 also, DMK did not get full majority. They were minority only and got upto 99 seats... The Cuddalore Port area, the major fish landing yard, is getting only sardines which have low market value. This variety is much sought after by traders in Kerala, who, in turn, send them to upcountry markets. The sardines fetch good dividends only to bulk buyers whereas the fishermen would have to be content with lesser income. Locally, a limited quantity of the sardines are converted into dry fish Even the sardines are said to be sparsely populated now and therefore, the fishermen affected by the difference in money they spend on fuel and returns they get. Some of the fishermen in the Cuddalore Port area were lucky to get a prize catch in “rays fish” (thirukkai in Tamil) weighing 75 kg on Thursday. It is said to be having medicinal value and hence, would fetch high price. A.Amirthalingam of Thazhanguda told The Hindu that soon after the fishing ban was lifted, the fishermen went to the sea with great expectations of bringing ashore large quantity of fish. But, their expectations were belied as they could get only homogenous variety, that too in lesser quantity. Experience had shown that after the ban period, the sea would be replete with kaleidoscopic varieties of fishes, including high-end varieties such as “seer” (vanjiram in Tamil) and prawn. Mr. Amirthalngam, a seasoned fisherman, said that the depletion in shoals of fishes could be attributed mainly to two reasons - the direction of underwater current, and indiscriminate usage of the “purse seine nets.” He regretted that extensive use of the purse seine nets had depleted the marine sources because these nets would have a deeper reaches to scoop up even the hatchlings. Mr. Amirthalingam was apprehensive that if such a trend continued, fish would go dear for the consumption of even the coastal community. Fisheries Department sources said that strong winds blowing on the high seas had caused the rolling up of fishing nets. The catch would be fairly good only in the widespread net and not in the curled up one. The sources further said that usage of purse seine nets was banned. Arguing that the latest scheme of distributing 20 kg of rice free of cost, introduced by the Jayalalithaa government, was only an extension of his government's policy of selling rice initially at Rs.2 per kg and then at Re.1, the DMK president said it was such social safety schemes implemented by his regime that had ensured food security for the poor and led to a situation in which there were no starvation deaths in Tamil Nadu. His regime had spent Rs.4,000 crore on food subsidy. Further, his government's decision to extend free education to first-generation students admitted to professional courses that led to a substantial increase in admissions in professional colleges and polytechnics – from 2.85 lakh students in 2005-06 to 6.90 lakh in 2010-11. Free colour television sets and gas stoves were among other schemes introduced by the DMK regime for the uplift of the poor, but some had termed them ‘freebies' and argued that these were detrimental to economic growth. “However, considering the fact that the same critics are now coming forward to implement such schemes, the beneficiaries will, hopefully, notice that it is the DMK government's programme that is being continued,” he said. Dismissing criticism that his government had borrowed heavily to meet its ‘freebies' expenditure, Mr. Karunanidhi said that on the contrary, his regime's borrowings were mainly for meeting capital expenditure. Referring to Chief Minister Jayalalithaa's remarks that the DMK regime had left behind a debt burden of more than Rs.1 lakh crore and that the financial position had to be set right soon, he said he was hoping that Finance Department officials would have given her a suitable explanation. His government's borrowings were well within fiscal norms set out by the Centre. During an Out Patient Day he clears around 100 patients, takes rounds in the wards, teaches undergraduate students and post graduate students separately along with other management duties. The same person is paid 1.5 lakh a month in a central institute for a lesser amount of work. How much does a software engineer earn at the age of 50? The doctor also has a family and so obviously he has to do private practice. It is legal to do private practice in TN. If the salary is increased in SG institutes and is given on par with CG (UP, Punjab does) then the things said in the post can be done. The amount of work in a GH is atleast 10 times more than the work in a private hospital. Dinamani, 03 Jun 2011 01:43:22 PM IST மதுரை, ஜூன் 2: தமிழக சட்டப்பேரவைத் தேர்தலுக்கு முன்னதாக, அதிமுக பொதுச் செயலரான முதல்வர் ஜெயலலிதா அறிவித்த "மதுரை மீட்பு' திட்டம் இப்போது தொடங்கப்பட்டுள்ளதாகத் தெரிகிறது. மாநிலத்தில் உள்ள 30 மாவட்ட ஆட்சியர்களும், பெரும்பாலான காவல்துறை உயர் அதிகாரிகளும் பணியிட மாறுதல் செய்யப்பட்டுள்ள நிலையில், நேர்மைக்கும் அதிரடி நடவடிக்கைகளுக்கும் பெயர்பெற்ற மதுரை மாநகர காவல்துறை ஆணையர், மாவட்ட ஆட்சியர், புறநகர் மாவட்ட காவல்துறை கண்காணிப்பாளர் ஆகிய மூவரும் மாற்றப்படாதது "மதுரை மீட்பு' திட்டத்தின் முதல் நடவடிக்கை என அதிகாரிகள் வட்டாரங்களில் கூறப்படுகிறது. திமுக தலைவரும், தமிழக முன்னாள் முதல்வருமான கருணாநிதியின் மகனான மத்திய அமைச்சர் மு.க. அழகிரியின் தலைமையிடம் மதுரை. இங்கு அமைச்சர் அழகிரியின் நெருங்கிய ஆதரவாளர்கள் சுமார் 15 பேர் பல்வேறு சட்டவிரோத நடவடிக்கைகளில் ஈடுபட்டு வந்ததாக ஏராளமான புகார்கள் கூறப்பட்டுவந்தன. மதுரையில் அழகிரியின் அனுமதி இல்லாமல் எதுவும் நடைபெறாது என்பதே நிலை என எதிர்க்கட்சிகளைச் சேர்ந்தவர்கள் தொடர்ந்து கூறி வந்தனர். அரசு அதிகாரிகளும் சுயமாகச் செயல்பட முடியாத நிலை இருந்தது. சட்டப்பேரவைத் தேர்தல் முன்னோட்டமாக மதுரைக்கு கடந்த அக்டோபரில் வந்த ஜெயலலிதா, இங்கு நடைபெற்ற ஆர்ப்பாட்டத்தில் பேசும்போது, அழகிரி மற்றும் அவரது ஆதரவாளர்களின் பெயர்களைப் பட்டியலிட்டு, அவர்கள் சட்டவிரோதச் செயல்களில் ஈடுபட்டு வருவதாகவும், அதிமுக ஆட்சிக்கு வந்தால் அழகிரியிடமிருந்து மதுரை மீட்கப்படும் என்றும் அறிவித்தார். அது பொதுமக்களிடையே மிகுந்த வரவேற்பைப் பெற்றது. தேர்தலில் அதிமுக அமோக வெற்றிபெற்று ஆட்சி அமைத்துள்ள சூழ்நிலையில், "மதுரை மீட்பு' திட்டம் இப்போது தொடங்கப்பட்டுள்ளதாகத் தெரிகிறது. ஆட்சி மாற்றம் ஏற்பட்ட பின்பு முதலாவதாக, காவல் துறை உயர் அதிகாரிகள் பணியிட மாற்றம் செய்யப்பட்டனர். அடுத்து இப்போது மாவட்ட ஆட்சியர்கள் பணியிட மாற்றம் செய்யப்பட்டுள்ளனர். இதில், மதுரை மாநகர காவல் துறை ஆணையரான கண்ணப்பன், மாவட்ட ஆட்சியர் உ. சகாயம், புறநகர் மாவட்ட காவல்துறை கண்காணிப்பாளர் அஸ்ரா கர்க் ஆகியோர் பணியிட மாற்றம் செய்யப்படவில்லை. அஸ்ரா கர்க், முதலில் பணியிட மாற்றம் செய்யப்பட்டாலும், அடுத்த நாளே அந்த உத்தரவு ரத்து செய்யப்பட்டது. மாநகர காவல் துறை ஆணையரான கண்ணப்பன், நேர்மைக்கும், கடமைக்கும் பெயர் பெற்றவர். அரசியல் அழுத்தங்களுக்கு அடிபணியாதவர். சி.பி.ஐ.யில் எஸ்.பி.யாகப் பணியாற்றியவர். மாவட்ட ஆட்சியர் சகாயம், நாமக்கல் மாவட்ட ஆட்சியராக இருந்தபோது, தனது சொத்துக் கணக்கை பகிரங்கமாக அறிவித்து, நாட்டு மக்களின் கவனத்தை ஈர்த்தவர். நேர்மையானவர் எனப் பெயரெடுத்தவர். அதிரடி நடவடிக்கையாளர். மாவட்ட காவல்துறை கண்காணிப்பாளரான அஸ்ரா கர்க், சாதி மோதல்களுக்கும், அரசியல் அதிகார மையங்களின் போட்டிக்கும் பெயர் பெற்ற திருநெல்வேலியில் எவ்வித புகார்களுக்கும் இடமளிக்காமல், நேர்மையாகச் செயல்பட்டவர். சட்டப்பேரவைத் தேர்தலின்போது "திருமங்கலம் பார்முலா' (வாக்குக்குப் பணம்) அமோகமாக அமல்படுத்தப்படலாம் என்றும், அதன் ஆரம்பம் மதுரையாக இருக்கலாம் என்றும் கருதிய தேர்தல் ஆணையம் மதுரை மீது இரண்டு கண்களையும் வைத்து கண்காணித்தது. அதற்காக இங்கு அப்போது இருந்த மாவட்ட ஆட்சியர், மாநகர காவல் துறை ஆணையர், எஸ்.பி. ஆகியோரை மாற்றிவிட்டு, அந்த மூன்று இடங்களுக்கும் முறையே சகாயம், கண்ணப்பன், அஸ்ரா கர்க் ஆகிய 3 பேரும் நியமிக்கப்பட்டனர். இவர்கள் மூவரும் அழகிரி மற்றும் அவரது ஆதரவாளர்கள் கொடுத்த அழுத்தங்களுக்கு அசைந்து கொடுக்காமல் பணியாற்றினர். தேர்தல் அமைதியாகவே நடந்து முடிந்தது. தேர்தல் முடிந்து அதிமுக ஆட்சிப் பொறுப்பேற்ற உடன் இந்த மூன்று அதிகாரிகளுமே வழக்கம்போல் தங்களின் அடுத்த பணியிட மாறுதலுக்கு தயாராகவே இருந்தனர். தங்களின் விருப்பங்களையும் உயர் அதிகாரிகளிடம் தெரிவித்தனர். ஆனால், அவர்களைப் பணியிட மாறுதல் செய்யும் மனநிலையில அரசு இல்லை என்பது இப்போது தெளிவாகிவிட்டது. ஆதலால், இப்போது மாவட்ட ஆட்சியரும், மாவட்ட எஸ்.பி.யும் தங்களின் பணிகளைத் தொடங்கி விட்டனர். மாநகர காவல் துறை ஆணையர் மட்டும் ஹைதராபாத்தில் பயிற்சியில் இருக்கிறார். ஜூலை 2-வது வாரத்தில் பணிக்குத் திரும்புவார் என எதிர்பார்க்கப்படுகிறது. முதல்வர் ஜெயலிலதா அறிவித்திருந்த "மதுரை மீட்பு' திட்டத்தைச் செயல்படுத்த இந்த அதிகாரிகளே சரியான நபர்கள் என அடையாளம் காணப்பட்டுள்ளதாகத் தெரிகிறது. அமைச்சர் அழகிரி மற்றும் அவரது ஆதரவாளர்கள் மீது நடவடிக்கை எடுக்கும்போது அது "அரசியல் பழிவாங்கும் நடவடிக்கை' என்ற அவப்பெயர் வரக் கூடாது என்பதிலும் அதிமுக அரசு கவனமாக இருப்பதாகக் கூறப்படுகிறது. ஆட்சி மாற்றத்துக்குப் பின்பு நியமிக்கப்பட்ட அதிகாரிகளைக் கொண்டு எதிர்க்கட்சியினர் மீது நடவடிக்கை எடுத்தால், அரசுக்கு விசுவாசத்தைக் காட்டுவதற்காக அதிகாரிகள் பாரபட்சத்துடன் செயல்படுவதாக ஏதேனும் ஒருதரப்பில் இருந்து ஆட்சி மீதும், அதிகாரிகள் மீதும் குறை கூறப்படலாம். ஆனால், இப்போதுள்ள இந்த மூன்று அதிகாரிகளும் எவ்வித அரசியல் சார்பு இல்லாமலும், அவர்களது நேர்மை மற்றும் பணித்திறனை மட்டுமே கருத்தில் கொண்டு தேர்தல் ஆணையத்தால் பணி நியமனம் பெற்றவர்கள் ஆவர். அவர்கள் மூலம் நடவடிக்கை எடுப்பது புகார்களுக்கு இடமளிக்காது என அரசு தரப்பில் கருதப்படுவதாகக் கூறப்படுகிறது. மதுரை மற்றும் சுற்று வட்டாரப் பகுதிகளில் தி.மு.க.வினர் மீது ஏராளமான புகார்கள் உள்ளன. நில அபகரிப்பு, ஆள் கடத்தல், கட்டப் பஞ்சாயத்து, கொலை முயற்சி, கனிம வளங்களைக் கொள்ளையடித்தல் என புகார்களைச் சொல்லிக் கொண்டே போகலாம். இப்போது காவல் ஆணையர், ஆட்சியர், எஸ்.பி. ஆகியோருக்கு பணியிட மாறுதல் இல்லை என ஆகிவிட்டதால், அவர்கள் இனிமேல் "பணிகளை'த் தொடங்கி விடுவார்கள் என்பது அதிகாரிகள் வட்டாரத்தின் கருத்து. People commented it will not happen . Now we have the feasibility study. Next they will want to open it before the next election . So we can see mono rail in all these places. If it happens we are the only state to have mono or metro rail in all Major Cities. If they connect these cities with High Speed trains at a regular interval . In a statement on Wednesday, Maran said: “No telecom company, directly or indirectly, had ever invested in any of the companies owned by my brother during my tenure as Telecom Minister. I was not even a minister when M/s Astro invested in Sun Direct in December 2007 as I had resigned on May 13, 2007.’’ Astro All Asia Networks is a Maxis Group company owned by Malaysian entrepreneur T Ananda Krishnan, and its wholly-owned subsidiary South Asia Entertainment Holdings Ltd invested 20% in Sun Direct. Maxis owns 74% of mobile services operator Aircel. The sum-total of Tehelka’s allegation, for which Maran has sued the magazine for Rs 15 crore, is that Maran sat on Aircel’s applications for telecom licences and spectrum in more circles till after its owner C Sivasankaran (“Siva”) sold it to Maxis. The unstated allegation is that Dayanidhi did not want Siva to get licences, and wanted to favour Maxis, for reasons best known to him. Maran allocated 14 circles and related spectrum to Aircel after Maxis took over. Documents available with Firstpost reveal that Astro had agreed to invest $ 166 million (approximately Rs 750 crore) in Sun Direct TV, more than a month before Dayanidhi Maran resigned as Union Minister of Communications and IT. In its quarterly report on consolidated results for the second quarter ended on 31 July 2007, Astro announces: “On 5 April 2007, Astro agreed to participate (in a ) joint venture for the provision of direct-to-home digital satellite broadcast (“DTH’’) pay-television services in India, with Kalanithi Maran (Dayanidhi Maran’s brother) and Kavery Kalanithi, collectively referred to as the Maran Group.’’ In a 30-page quarterly report of the company released in Malaysia, Page 18 reads: “Under the proposed joint venture, South Asia Entertainment Holdings Limited, a wholly-owned subsidiary of the Group (Astro), agreed to invest up to $166 million by subscribing for new equity shares representing 20% of the enlarged capital of Sun Direct TV Private Limited (“Sun Direct TV’’), a company incorporated in India with a licence to provide DTH pay-television services in India. The Maran Group will hold the remaining 80% interest in Sun Direct TV.’’ See report, Page 18 Not only this. The Maran family was allotted additional equity shares at the rate of Rs 10 a share in Sun Direct TV to maintain their total stakeholding. Maxis paid Rs 80 per share, a premium of Rs 70, for its 20% equity shares in Sun Direct TV. “This is quid pro quo in exchange of spectrum allocated to Aircel,” an informed source close to the investigation alleges. (That, however, remains to be proven. Firstpost emailed the Minister a list of questions on this subject on Thursday at his official email address. No reply had been received at the time of writing. Firstpost will carry a full version of whatever he has to say in this matter.) In its preliminary probe, the Central Bureau of Investigation (CBI) has also tracked the proposed funding of $ 166 million for Sun Direct. Initial findings are that a part of the $ 166 million invested in Sun Direct TV had probably started coming in from 31 March 2007. Maran had resigned on 13 May 2007. So whether Maran was actually minister or not at the time of the money coming in is a technicality. He was certainly minister when the deal was done – as indicated in the Astro report above. CBI has reportedly tracked two unsecured loans taken by Kalanidhi Maran’s Sun Direct TV. Gemini Industries and Imaging Ltd, known for film production, graphics and special effects in film-making, had given Rs 61 crore to Sun Direct TV as unsecured loans on 31 March 2007. Kalanidhi’s company also received Rs 117 crore as unsecured loan from a Mauritius-based company DE Shaw Composite Investments. CBI is verifying the genuineness of these loan investments. The agency has also begun investigating the investments of the Maran family’s recent foray into aviation, Spicejet. Kalanithi owns over 38% directly or indirectly in SpiceJet. (Both Sun TV and SpiceJet shares crashed on Thursday when the stuff hit the fan. On Friday, around 12 noon, however, both shares were up by 6% and 5%, partly as a correction from the previous day’s sharp fall of over 31% and 25% at one stage.) Dayanidhi Maran also says in his press statement that “in so far as the issue of grant of UASL (Unified Access Service Licence) to Dishnet Wireless Limited (Aircel) is concerned, as far as I could recall, even before I joined as Minister of Communications and IT on May 27, 2004, there were serious queries relating to the funding potential of the company, its net worth and debt-equity ratio raised by the Department of Telecommunications and the application was under examination even before I became Minister.’’ The Ministry of Communications records do not seem to accord with this statement. Maran’s predecessor Arun Shourie received eight requests for UAS licences from Dishnet Wireless on 5 March 2004 and he cleared all of them within a month without raising any major issue. The Dishnet owner, Sivasankaran, had sought licences in eight telecom circles – Assam, Bihar, Himachal Pradesh, Jammu & Kashmir, North East, Orissa, West Bengal and Madhya Pradesh. Shourie cleared the deck for licences in all the eight telecom circles on 6 April 2004. In seven cases (except Madhya Pradesh), he had even issued Letters of Interest (LOI). Since the LOI was not issued to Dishnet Wireless Ltd for the MP telecom circle, Maran sat over Shourie’s decision and issued several show-cause notices to the company. Maran cleared the Madhya Pradesh licence for Dishnet (renamed Aircel) on 29 November 2006, when Ananda Krishnan of the Maxis Group was already the majority owner of Aircel. See list of applicants and dates During Maran’s tenure, Sivasankaran applied for 13 UAS licences. Two of them were applied for on 21 April 2004 for UP East and UP West, before Maran was minister. Another four of them were applied for on 1 March 2005 for Haryana, Kerala, Kolkata and Punjab telecom circles. Sivasankaran got no telecom licences, only show cause notices, during Maran’s tenure. Siva changed the company’s name from Dishnet to Aircel and then again applied for four spectrum licences on 12 January 2006 (Karnataka, Maharashtra, Rajasthan and Mumbai telecom circles) and again on 3 March 2006 (for Andhra Pradesh, Delhi and Gujarat). This is when he made a sudden exit and sold off Aircel to the Maxis Group. On 16 May 2006, Dayanidhi Maran’s ministry ignored all the show-cause notices served on Dishnet or Aircel in the past and initiated a process to allot the spectrum to Aircel, now owned by Ananda Krishnan. With nine days (between 20 and 29 November 2006) Aircel became the eighth largest telecom company in the country, as Maran cleared all the pending requests for UAS licences to Aircel. CBI is in touch with Aircel’s old owner Sivasankaran, who sold off Aircel to the Maxis Group in 2006. He appeared before the CBI on 18 May, and offered to make himself available for another round of questioning. While details of the new scheme are yet to be worked out, official sources say it will be launched soon. According to the Governor's address in the Assembly, “a new Public Health Insurance Scheme will be launched shortly to achieve the objective of universal health care by terminating the existing health insurance scheme, as it is not comprehensive and effective in fulfilling public aspirations.” The old health insurance scheme for life-saving surgeries was launched in 2009 at a function in Chennai by Union Health Minister Ghulam Nabi Azad. It promised to cover families, whose annual income was less than Rs.72,000 for a sum of Rs.1lakh for four years. The government had set aside Rs.517.3 crore for paying premiums, and issuing cards in the first year. It also roped in a number of private hospitals to carry out life-saving surgeries, and had the insurance companies refund the hospital for charges incurred. Health Department officials said they were working out a smooth transition, in order that card holders were not put to any hardships in the period between end of one scheme and the commencement of the other. MEDICAL TOURISM Also of interest to public health experts was the announcement that the government would pay special attention to the improvement of infrastructure in primary health centres and government hospitals. The eight integrated textile parks (ITPs) proposed in Tamil Nadu with an investment of Rs. 2,100 crore will generate exports worth Rs. 3,700 crore, Union Minister for Textiles, Dayanidhi Maran, said on Saturday. At the inauguration of the Madurai integrated textile park at Thathampatti near here, Mr. Maran said 20 per cent of 40 integrated textile parks proposed by the Centre were planned in Tamil Nadu. The Minister said they would generate employment opportunities for 80,000 people. The Madurai ITP was exporting Rs.75-crore worth textiles involving an investment of Rs.100 crore with the initial 15 units functioning here. The park was expected to get an additional Rs.300 crore investment and the exports would go up to Rs.500 crore. It would give employment to 7,000 persons, he added. Mr. Maran said more development works would come to the State because of the better understanding between the State government and the Centre. The Centre proposed two mega handloom clusters in the country. The foundation stone for the Virudhunagar cluster had been laid and work had started. It was possible because the State government was keen on implementing the Centre-assisted programmes. Whereas in West Bengal, even land acquisition for a cluster had not been done due to the friction between the Centre and State government. Maran’s claim to innocence rests on a letter (dated 6.4.2009) issued by V Meenalochiny, General Manager (OP) Chennai Telephones. This was in response to Maran’s letter sent couple of days before. The substance of the BSNL letter is this: One, “only one BSNL connection was provided” at his Boat Club residence to Maran when he was the Telecom Minister; two, that “only phone allotted was 24371500 ISDN-BRA” and “no other BSNL connection was provided” at Maran’s home till date; three, as an MP, Maran was allowed 4,50,000 call units on that number for three years but he had used just 1/3 of it. So far from pilfering billions of calls, Maran has not even used his quota of calls as an MP. Brandishing Meenalochiny’s letter, Maran asserted that TNIE story that 323 BSNL lines were installed in his home is false. Examine this claim now. The CBI report gives the specific numbers of the 323 BSNL ISDN lines installed in Maran’s Boat Club home. But, Meenalochiny’s letter says only one line — bearing 24371500 — and no other, was installed in his home. If what she says is untrue, Maran’s defence collapses. Here is the evidence that clinches that Meenalochiny’s letter is incorrect. Go to Chennai Telephones directory inquiry search at http://210.212.240.244: 8181/CIPDQ.aspx. And type ‘Dayanidhi Maran MP’ in the name column and click. You will get this: Telephone No: 24371515; DAYANIDHI MARAN MP; 3/1, BOAT CLUB 1ST AVENUE, RA PURAM, CHENNAI, 600028. Note the number that appears. It is 24371515. But Meenalochiny mentions only 24371500 — not 24371515 - in Maran’s home. Now go to the same web page. Fill the name as ‘CGM Chennai Telephones’ with the Boat Club address of Maran. You will get this: Telephone No: 24371500; CGM CHENNAI TELEPHONES RES OF 3/1, BOAT CLUB 1ST AVENUE, RA PURAM, CHENNAI. 600028. So, it is incorrect to say that only one BSNL line was installed in Maran’s home. The BSNL line, 24371500, is not in Maran’s home, but in the name of CGM Chennai Telephones. The other line installed in Maran’s home and name even today is 24371515. This destroys Meenalochiny’s claim that only 24371500 is installed in Maran’s home. More. The number 24371515 is no ordinary number. The CBI talks about the criticality of this number thus: “As a sample study it is learnt that 48,72,027 units of calls have emanated from one telephone No 24371515 in the month of March, 2007 alone, which is indicative of massive multi-media transfer in the underlying connections.” Even granting she was under pressure to respond within 48 hrs, Meenalochiny could not have missed this No 24371515, because, first, out of the 323 lines, this number has been tracked by the CBI for its use and, next, it appears on the Chennai Telephones website even today. Why was this omitted then? Because mentioning this number means admitting the CBI case. And more. The CBI has unearthed the fact that with ‘2437’ as the common first four digits a mini-home telephone exchange with 323 lines was created at Maran’s home and that, by a secret underground cable, they were linked to SUN TV. In the entire Chennai Telephones only 323 lines have ‘2437’ as the common first four digits. If Meenalochiny is correct, there was, even now there is, only one line in the whole Chennai Telephones circle which starts with ‘2437’! Why such an exclusive number without any companion numbers for Maran only? Only she can explain the deficits in her letter; or Maran who relies on her letter to prove his honesty. Meenalochiny is now not GM (OP), but she is still in Chennai Telephones only. All attempts to reach her, as advised by Maran, by SMS and calls proved futile. More. The CBI report says that there are 23 lines with ‘2437’ as the first four digits with the following numbers, namely, 2211 to 2213 (3 lines); 2222; 2233; 2244 to 2246 (3 lines); 2255 to 2257 (3 lines); 2266 to 2268 (3 lines); 2277 to 2279 (3 lines); 2288 to 2290 (3 lines); 2290; 2299; 2300; 2301; it also says that there are 300 lines with the same ‘2437’ as the first four digits followed by the next four digits starting with 1500 and ending with 1799, for the 300 lines. Obviously the CBI has not fabricated these numbers. They existed. But where are they now? Why did Maran forget the No 24371515, which is listed in Maran’s name as MP in his Boat Club home, which, in March 2007 alone, clocked over 48 lakh call units? Is it because not he, but, as the CBI says, SUN TV used it? Is Maran listening? Now Maran is welcome to file his suit against TNIE. But, there is a lesson for those in Maran’s position. The Sun document offering shares to the public, issued few weeks back, introduces one 'Dayanidhi Maran' as part of the Promoter Group of Sun, and stops at that. But that he is also the Telecom Minister who as government handles Sun as a licensee is concealed. The reason why the Sun offer document hesitates to say that the Promoter group member Dayanidhi is the Minister Dayanidhi also is obvious. In his dual role inheres an irreconcilable conflict between his constitutional position as the Minister of Telecom and his business interest in Sun. But this mix-up is no accident, and not because an ignorant Prime Minister gave him a wrong portfolio. It was the case of tail wagging the dog in coalition politics. It was a pre-planned demand by the DMK --read the two families, Marans' and Karunanidhi's-- that Dayanidhi be made the Telecom Minister. It does not need a seer to unravel why such a demand. For, all that the Sun TV would need from the government to promote itself and all that it needs to contain and even crush its competitors and others is vested in the Telecom Ministry, that is, Maran himself if he became the Minister. This power to promote itself and to contain others did not remain idle. It was actively, actually put to use. This is the core of this investigation. A flashback to how Dayanidhi Maran became the Telecom Minister is crucially instructive. The 2004 Lok Sabha elections lifted Dayanidhi Maran from an air-conditioned board room and landed him into dusty street politics. After the elections DMK supremo Karunanidhi forthwith entered into a secret deal with Sonia through her emissary Janardhan Reddy about who should be appointed ministers from the DMK and what portfolio be given to them. Dayanidhi's name figured prominently in the secret pact as the Telecom Minister. This was long before the ministry was constituted. The DMK support to Congress was based on this secret pact. Karunanidhi embarrassed the Congress by disclosing the secret pact when he suspected that the Congress was rethinking on giving the Telecom portfolio to the DMK, that is, to Maran. Surprisingly the ministry of Commerce held by the senior Maran who made India proud at the WTO meet in Doha was abandoned by his family. Sentimentally, Dayanidhi should have insisted on his portfolio. But these practical men knew that there was no room for sentiment in politics and business. With business considerations as the sole driver the Kanunanidhi and Maran families swapped Telecom for Commerce. Dayanidhi became the Minister of Telecom in May 2004. He was the CEO of Sun TV just days earlier. To understand how critical the Telecom Ministry is to control the new economy it is crucial to decipher how important it is for Sun TV to control it through Dayanidhi. This Ministry rations among the users the new economy asset the radio frequency waves, called 'spectrum' in technical language, through which sounds which we hear in cell phones or radio and images which we see on TV screen are transmitted. All wireless users - whether radio stations or cellphone operators, TV telecasters or fast Internet Service providers --have to get the frequency allocated by Dayanidhi's ministry. In short, without licence from Maran's ministry use of wireless is not allowed in law. The ministry's website claims: "The Wireless Planning and Coordination [WPC]wing of the DoT is the authority for spectrum management, including Licensing, and caters to the needs of all wireless users in the country". The Ministry further claims that WPC performs 'the statutory functions of the government' and 'issues licences' for 'wireless stations'. The Standing Advisory Committee on Radio Frequency Allocation [SACFA] makes recommendations for spectrum allocation and use by all wireless-based businesses in the country. Spectrum rationing is the most potent power in the wireless-driven modern economy. Cable TVs cannot operate without wireless license as TV programmes have to be first up-linked to Satellite and then down-linked, both through wireless, and distributed through cable to households. The Maran apologists would say 'but TV business does not come under Telecom ministry; it is under Information and Broadcasting Ministry'. This is a red herring. The question is who actually dictates terms to the TV business in rationing Spectrum? Information and Broadcasting Ministry is just a post office on Spectrum-related issues. It is Dayanidhi's Telecom ministry that solely controls and rations the issue of wireless licences for all uses, including TV transmission. See how Dayanidhi exercises this power not as Minister but as just the Promoter of Sun TV. An instance in point is the Jaya TV case. It had asked for permission from WPC for operating a 24-hour news channel like Sun News. Jaya TV did not seek additional spectrum. It merely asked for more intense use of the spectrum already given to it. The approval should have been granted as a formality. Jaya TV had applied for approval in May 2004 and it has not got permission till today, that is, for two years. Jaya TV filed a writ and the court told the government to decide the issue within a stipulated time. The Writ Petition cited how another channel 'Kairali' was given identical permission within days of application. [It is no one's case that if it had had the like chance the AIADMK would have treated Sun TV differently]. Jaya TV is a known enemy for DMK. But what about the Tata Group? When the DTH license application of their joint venture with Sky landed on Dayanidhi's desk, against all norms of propriety and Ministerial conduct, he kept it pending while his brother conducted a parallel discussion for Sun TV's entry into the joint venture; only after adverse media comment and pressure from the Prime Minister's Office was the Tata-Sky license cleared by his Ministry. How about spectrum allocations for telecom service providers? The Standing Committee of Parliament attached to the Telecom Ministry has made serious adverse comments on Dayanidhi's handling of spectrum allocation to service providers, and the differential treatment of operators using different technologies, in its report of December 2005. It is a matter of national concern whether a scarce resource like spectrum should continue to be given away free, but there has been no response from Dayanidhi to the proposal for pricing of spectrum, including one national player's offer of paying a substantial sum of Rs 1500 crores for the allocation of spectrum for 3G services. Dayanidhi's proximity to certain players may explain his reluctance to take decisions that are in the national interest, and explain why the Prime Minister has finally been forced to constitute a group of ministers to decide on spectrum policy as the Telecom Minister's policy on spectrum had become a tool of favour and disfavour. See how he bends policies for Sun TV related matters. Dayanidhi's conflict of interest as businessman and as Minister became more demonstrable as Sun TV began aspiring for all wireless businesses. This is because of technological convergence of different wireless activities. For example, TV programmes can be transmitted by cell phones and telephones can operate on TV connections. Likewise Internet can carry voice and also TV display. A bill for convergence of wireless licences is pending before government. So, in future, all wireless services will be complementary and therefore competitive. Therefore, Sun TV began to look for all wireless based businesses. The changes in Sun TV business plans and the changes in the government policies went hand in hand. Sun TV floated two companies Kal Radio [on October 7,2005] and South Asia FM [on November 9, 2005] for entry into wire and wireless telephony and other services. Forthwith, drastic liberalisation of telecom policy was announced on November 10, 2005 by Dayanidhi's Ministry as if to welcome the Sun companies into telecom business. Despite critical comment from the Finance Ministry, the licence fee for the National Long Distance telephone was reduced from Rs.100 crores to just Rs 2.5, yes Rs 2.5 crores (and this at a time when several telecom players were on the verge of taking National Long Distance licenses, which could have earned the public exchequer several hundred crores of revenue)! And the International Long Distance licence fee was reduced from Rs 25 crores to Rs 2.5 crores. Restrictions like the minimum net worth needed for grant of licence or the rollout of network in rural areas were all removed. Voice over Internet was allowed. Cable operators were allowed to carry voice traffic. Obviously the Maran family had advance knowledge of the policy changes and formed companies in anticipation of the policy changes. Again, Sun TV claims that it has got the letter of intent for DTH licence from I&B Ministry. But with that almost ends I&B Ministry's role. Thereafter it is Dayanidhi Maran's Ministry which has to grant the Spectrum under the wireless policy procedures. The DTH policy says that after letter of intent is issued by the I&B ministry, the applicant will 'apply to the WPC wing of the Ministry of Telecommunications for seeking wireless operational licences' for DTH. So the one who grants the wireless licence to Sun TV whose promoter is Dayanidhi Maran is Telecom Minister Dayanidhi Maran! Identical is the case of the 67 out of 338 FM radio licences in 91 cities of India obtained by Sun TV group. It bid for 84, got 67 and would retain under the law some 46, and sell the balance. The wireless licences for the huge FM radio business of Sun TV whose promoter is Dayanidhi Maran would also be granted only by Dayanidhi Maran, the Telecom Minister. Obviously the Sun TV group would not be treated like Tata group. It need not have to wait for two years or apply to the court like Jaya TV. It would probably get the spectrum like Kairali TV. This is the Ministry's rule for the Maran family. Yes, it is Maran, the Minister, who grants licenses to Marans the Promoters of Sun TV and it is he who delays and denies them to those who compete with his business and who he is not inclined to. The functions of Maran the Minister and the interests of Marans the Sun TV promoters seem harmonious. The conflict is only between his function as the Minister and the interests of the public. Due to delayed release of funds the PM Grameen Sadak Yojana has come to a standstill in Bihar. Karnataka declared that it is getting hardly any funds under the PMGSY. Uttarakhand has voiced its concern that the Special Industrial Package granted by Shri Atal Bihari Vajpayee for 2003-2013 was unilaterally cut down in 2007. On protest from the BJP, it was extended only till March 2010. For a Hill State which needs to boost its industry for greater employment potential, this was an unfair rejection. Bihar produces only 150 mega watts electricity. Two dozen applications for setting up newer production units are not getting clearances as no coal block linkages are being provided. Karnataka is also suffering due to long delay in allocation of coal linkage to its power projects. In spite of several requests Karnataka has not been given gas linkages. Bihar is also waiting to obtain clearances on a dozen investment proposals of big corporate houses which were interested in setting up ethanol production units in the state. For a state keen on increasing its industries profile and thereby generating employment, the wait has been for more than 4 years. A Government of India order has denied Bihar, without even attempting to resolve any critical issues which may be reasons for this major hold up. Madhya Pradesh had a deficit production of 785.3 million units of power due to the insufficient allocation of coal to its thermal units. The economies of generating power have also suffered because Madhya Pradesh’s own coal blocks are not allotted to it. It is expected to lift it from states far off resulting in higher production cost. A Union Minister arbitrarily ordered suspension of work on the Maheshwar power project preventing the generation of electricity. Conversely, Gujarat which has now reached surplus production in electricity is unable to sell its power to those states which desperately need it as no grid connectivity is provided. States are not consulted when decisions affecting import or export are made. Karnataka alleged that the unilateral decision of the Union Government to drastically reduce the import duty on silk yarn from 30% to 5% has hurts silk economy badly. The sudden ban of cotton export, without consulting Gujarat which produces the maximum quantity has affected the farmers adversely. It is felt that there is no level playing field in the supply of fertilizers to the states. In 2008 a panel of 15 state governments, led by West Bengal, had asked the 13th Finance Commission to increase their share in the divisible pool of central taxes to 50% from the existing 30.5%. Calculations show that states have received only 24% of the total revenue in 2011 while their developmental spending is Rs.512, 000 crores, while the centre’s developmental expenditure was Rs.303, 000 crores only. The States right to financial autonomy for planning annual estimates of expenditure, under Article 202 of the Constitution is severely eroded. A classic example is when the Centre retained Compensatory Afforestation Fund Management and Planning Authority (CAMPA) where the entire money belongs to the states. Furthermore, states suffer when their legislatures pass crucial Finance and other Bills which await the Governor’s or the President’s consent months on end.
