ஒன்று: மறுக்கப்படும் உரிமைகள்

அகில இந்திய ஃபார்வர்டு பிளாக் கட்சியின் கேரள மாநிலச் செயலாளரான வெள்ளத்துரை பாண்டி இதுபற்றி நம்மிடம் பேசினார். ''முல்லைப் பெரியாறு விவகாரத்துக்குப் பிறகு, தமிழர்களை இரண்டாம்தரக் குடிமக்களாக நடத்தத் தொடங்கி விட்டது கேரள அரசு. 200 வருடங்களுக்கும் மேலாக, இன்னும் சொல்லப்போனால் கேரள மாநிலம் உருவாகும் முன்னரே, இங்கு தமிழர்கள் வாழ்ந்து வருகிறார்கள். வருவாய் அலுவலகங்களில் பிள்ளைகளின் படிப்புக்காகவும், உயர்கல்வி பெறவும் நிரந்தரக் குடியிருப்புச் சான்றிதழ் கேட்டால், தற்காலிக இருப்பிடச் சான்றிதழ்தான் வழங்குகிறது கேரள அரசு. '1951-ல் இருந்து இங்கு வாழ்வதற்குச் சான்று கொடுத்தால்தான் நிரந்தரக் குடியிருப்புச் சான்று வழங்க முடியும்’ என்கிறார்கள். தமிழ்வழிக் கல்வி முறையில் பயிலும் தமிழ்க் குழந்தைகளுக்குப் பயிற்றுவிக்க, மலையாள ஆசிரியர்களையே இப்போது நியமனம் செய்கிறார்கள். அதனால், தமிழர்களுக்கு வேலை வாய்ப்புகள் மறுக்கப்படுகிறது. இது ஒரு திட்டமிட்ட இன அழிப்பு. இலங்கையில் தமிழர்களின் வாழ்வுரிமையைப் பறித்ததுபோலவே நாங்களும் உணர்கிறோம்'' என்று வேதனைப்பட்டார்.

இரண்டு: பொய் வழக்குகள்

முல்லைப் பெரியாறு பிரச்னையின்போது ஆட்டோ ஓட்டுனர்கள், தொழிலாளர்கள், பொதுமக்கள் என ஒரு லட்சம் தமிழர்கள் மூணாறில் ஊர்வலமாகச் சென்றது கேரள அரசைக் கடுப்படையச் செய்தது. விடுதலைச் சிறுத்தைகள் கட்சியின் இடுக்கி மாவட் டச் செயலாளர் ஜெயபால், ''மூணாறில் அமைதி ஊர்வலம் சென்ற 102 தமிழர்கள் மீது, தேச விரோதச் செயலில் ஈடுபட்டதாகவும் மேலும் பல பிரிவுகளிலும் பொய் வழக்குப் போட்டார்கள், கேரள போலீஸார். இதில், அ.தி.மு.க. மாவட்டச் செயலாளர் சூட்டுசாமியின் மனைவி மல்லிகா மீது கிரிமினல், கூட்டுச்சேர்த்தல், தலைமை தாங்குதல் என பல பிரிவுகளில் முதல் குற்றவாளியாக்கி உள்ளார்கள்.

இன்றைய நிலவரப்படி, தமிழர்கள் கொடுக்கும் புகார்களைக் கேரள போலீஸ் கண்டுகொள்வதே இல்லை. கடந்த மாதம், முல்லைப் பெரியாறு போராட்டச் செய்திகளை வெளியிட்டதால், மூணாறு நிருபர் மன்னர் மன்னனை கேரளத்து மார்க்சிஸ்ட் கம்யூனிஸ்ட் கட்சியினர் தாக்கிவிட்டார்கள். இதுபற்றி அவர் போலீஸில் புகார் கொடுத்தும் எந்த பிரயோஜனமும் இல்லை'' என்று வருந்தினார்.

மூன்று: விரட்டும் நடவடிக்கை

தமிழர்களின் குடியிருப்புகளைக் காலி செய்யச் சொல்வதும், தமிழர்களின் நிலங்களை அரசுநிலம் என்று பறிப்பதும் தொடர்கிறது. இதுபற்றி, இடுக்கி மாவட்ட தே.மு.தி.க. செயலாளர் தெய்வேந்திரன், ''இந்தியாவில் வேறு எங்குமே இல் லாத ஒரு திட்டத்தை முல்லைப் பெரியாறு பிரச்னைக்குப் பிறகு கேரளஅரசு கொண்டு வந்துள்ளது. அதன்படி, ஓய்வுபெற்ற ராணுவ வீரர்கள் ஒன்பது பேர்கொண்ட குழுவை உம்மன்சாண்டி அமைத்து, 'அரசு நில ஆக்கிரமிப்பு அகற்றம்’ என்று பெயர் சூட்டி இருக்கிறார். கேரளத்தில் வாழும் தமிழர்களின் குடியிருப்புகள், காலங்காலமாக அவர்கள் பயன்படுத்தி வரும் பொது இடங்கள் மற்றும் விவசாய நிலங்களைப் பறிப்பதுதான் அவர்களின் நோக்கம்.

தமிழர்கள் குடியிருந்த சிவன்மலை - பார்வதி மலைப் பகுதியில் வாழ்ந்த 2500-க்கும் மேற்பட்ட தமிழர்களின் குடியிருப்புகளை சமீபத்தில் அகற்றி, அவர்களின் விவசாய நிலங்களையும் பறித்து விட்டார்கள். மதிகெட்டான் சோலை என்ற பகுதியில் விவசாயம் செய்து வந்த 4,000 குடும்பங்களை வெளியேற்றி விட்டு, அங்கு நேஷனல் பார்க் கட்டப்போவதாக கேரள அரசு அறிவித்தது. அடுத்து கோவிலூர், டாப் ஸ்டேஷன் போன்ற பகுதிகளில் வாழ்ந்த 10 ஆயிரத்துக்கும் மேற்பட்ட தமிழர்களை வெளியேற்றிவிட்டு, அங்கு 8,000 ஏக்கரில் நீலக் குறிஞ்சி வகைப் பூக்களை பயிரிட்டு, 'தேசிய நீலக்குறிஞ்சிப் பூங்கா’ அமைக்கப்போவதாக அரசு அறிவித்து உள்ளது. இங்கே கிட்டத்தட்ட 400 ஆண்டுகளாக விவசாயம் செய்து வரும் தமிழர்களின் நிலத்தை எப்படி பறிக்கலாம்?

மேலும், தமிழர்கள் அதிகம் வாழும் பகுதிகளான உடும்பன்சோலை, பீர்மேடு, தேவிகுளம் ஆகிய மூன்று பகுதிகளையும் பாதுகாக்கப்பட்ட வனச்சரணாலயமாக அறிவித்து இருக்கிறது கேரள அரசு. இதையெல்லாம் வைத்துப் பார்த்தால், தமிழர்களை ஒட்டுமொத்தமாக கேரளாவை விட்டு வெளியேற்ற, கேரள அரசு தீவிரம் காட்டுவது உறுதியாகிறது'' என்று கொதித்தார்.

long back they have written about south Pennai exploitation by Karnataka..
only time, they did not write about Maran(as expected because Maran holds stake in JV)..
JV is not like nakkeeran..
this time during sabarimala trip, lot of people whom i know, they came back in the midway itself.

18 convicts now have computer degrees

SALEM: Showing a flair for acquiring new knowledge, 18 convicts, sentenced to life imprisonment, at the Salem Central Prison have come out in flying colours in computer courses. Nearly 26 prisoners, most of them life convicts, were offered Diploma courses in desk top publishing and computer applications under the Mahatma Gandhi Community College Course.
A batch of convicts received their diplomas on Tuesday in a low key ceremony held at the prison.
According to Superintendent of Salem Central Prison Parameswaran, out of the 18 successful candidates, two scored above 80 per cent and the rest secured first class.
A small computer lab has been set up inside the prison for the community college courses, the prison staff said.

Doesn't the CM have a conference room or something where she could meet such a large group of delegates who could be seated in a much more orderly fashion?

Look at the way they are seated.. Like in school.. Afterall, these people are members of European parliament..

There are various kinds of meetings, that take place.

Only if there will be discussions among various people, conference halls will be used.

If the visit is courtesy and only the leader will talk, then the delegation meets the person only at his / her chamber, as per protocol.

If the meeting is confidential, then they meet at a different room where there will be no outsiders allowed nor camera / press. Even the translator is done with proper prior Due diligence.

Even if they are european parliamentarians, we need not send our CM / Governor to airport or the like.

In New Delhi also, Vigyan Bhavan has various types of halls / rooms. Depending on the meeting, the selection is done.

The row of seats on the left side of the CM facing the camera are for the IAS - secretaries of the respective depts. They sit at the hierarchial order.

The first seat will be generally the senior most official.

Here, in this photo, it is Chief Secretary followed by CM's secretaries. The last man is Venkatraman, I think, who was given an extension today.

The bulk of the discussions / arguments happen only at the officials level and so they are conducted in conference rooms.

Without IAS officers and the babus, CM can not even do any thing in any Govt.

TIRUMALA: There was disquiet atop the Seven Hills on Wednesday with Jaganmohan Reddy entering the shrine of Lord Balaji without signing the formal declaration about his belief in the Lord, which is mandatory for non-Hindus. While believers lambasted Jagan, a Christian for hurting the religious sentiments of Hindus, the Tirumala Tirupati Devasthanams (TTD) top brass was left red-faced.

What is worse, followers of Jagan raised slogans of 'Jai Jagan' just as they were entering the main entrance of the temple during the VIP break darshan in the morning. There were more than 60 members in his entourage which was in violation of temple rules which do not allow more than 10 members along with the VIP. TTD organized a VIP darshan for Jagan, who is an MP. But when Jagan was approached by the temple authorities for a signature on the form on Tuesday evening he refused to do so. When Jagan entered the temple around 7 am on Wednesday the Sahastra Kalashabhishekam special puja was being performed, but a TTD superintendent again requested him to sign the declaration form. But, the young leader again refused and waited along with his followers at the Ranganayakula mandapam till the puja was over.

"The Agama rules do not impose any such condition, but non-Hindu devotees must sign a declaration form which says that they believe in Lord Govinda," Tirumala Tirupati temple peshkar (administrative officer) Chandrasekhar Pillai told TOI. TTD rules, however, prescribe that non-Hindus need not sign these declaration forms every time they visit but sign at least once in their lifetime.

Jagan reportedly argued that when he had come down to Tirumala in 2009 with his father, the then chief minister, he had not filled any form. "Why should I sign the forms now? I had darshan at that time," Jagan argued with the officials.

The authorities gave up in the face of persistent refusals and allowed Jagan to have the darshan of the Lord. Karunakar Reddy, a former TTD chairman and follower of Jagan came to the defence of his leader. "Why is the TTD targeting us? They did not make Congress president Sonia Gandhi sign on the form when she visited the temple five years ago," he remarked.

TTD executive officer L V Subramanyam tried to put up a brave front saying that Jagan must have refused to sign as he had visited the temple earlier. But temple authorities were evasive when asked why they allowed Jagan to have darshan of the Lord without completing the mandatory formalities. "Thousands of pilgrims visit the temple and we have no way of knowing the religious affiliations of all the visitors. However, in case of VIPs who are non-Hindus, our authorities approach them to sign the form. Jagan is a Christian and so, they had approached him," joint executive officer K S Srinivasa Raju told TOI. But temple protection samithi activists and BJP workers cried foul. BJP leader NVSS Prabhakar flayed TTD for allowing Jagan to enter the temple by violating Hindu traditions and temple rules. "Late YSR had no sentiments for Hinduism. He even tried to build a church in Tirumala. Jagan is showing the same disrespect," TDP leader Dadi Veerabhadra Rao alleged.

The top priority VIP darshan accorded to Jagan also created a uproar. TTD has recently restricted quota passes to just 10 for each VIP. "Taking 10 or 15 persons including the family is understandable. But taking along 65 members is a clear violation," rued TDP MLA Gali Muddukrishnama Naidu. Apart from Karunakar Reddy, former TTD ex-officio member Chevireddy Bhaskar Reddy, actress Roja, YSR Congress leader Amabati Rambabu and several others accompanied Jagan.

For a match that is theirs to lose, the Bharatiya Janata Party (BJP) sure does try hard to snatch defeat from the jaws of potential victory in 2014.

The chaotic start to the presidential election foreplay – where the BJP’s official position was shown to be at odds with that of its NDA allies – tells us that the party has no clue on strategy, no sense of what will work given Indian political realities.

No winning strategy can be crafted on the foundations of bluster and statement-mongering before live TV cameras by party leaders and spokespersons.

Let’s see what happened on Monday and Tuesday to see what went wrong. Sushma Swaraj announced that the party found Vice-President Hamid Ansari wanting in stature for the presidency, while various other party spokespersons indicated their opposition to a Congress candidate, including Pranab Mukherjee. Some others talked a day earlier of APJ Abdul Kalam being acceptable to the BJP.

It would help the BJP to have a leader clearly announced in advance. Reuters

These statements had an immediate impact on political alignments. Nitish Kumar and Sharad Yadav of the JD(U) distanced themselves from the BJP’s views; both said these were not the JD(U)’s views. The CPI(M) suddenly said it would not offhand reject both Ansari and Pranab Mukherjee’s candidatures; and the Samajwadi Party criticised the BJP’s statement on Ansari. And this when the SP was said to be favourably disposed towards Kalam.

So how did the BJP goof-up? Where have its survival instincts vanished?

Given India’s current political realities, there are five survival rules for the BJP to adopt in the run-up to 2014.

First, for the BJP silence is strength. In the presidential preliminaries, for example, the party would have gained by letting the other players act out their scenarios and then choose the side where it can tilt the balance. The two sides this time are clearly the Congress and the big regional parties – Trinamool and Samajwadi, which are flexing their muscles for their own reasons.

If the Trinamool or Samajwadi – for their own reasons – had decided to throw up their own candidate, and the other regional parties looked like supporting them, the BJP would have been approached for support. That was the position of power from which it could have bargained. The BJP may even have got a covert deal (my president, your vice-president) from the Congress side in case the latter did not like the choice offered by the SP or Trinamool.

By speaking prematurely on its presidential preferences, the BJP has risked both the coherence of the NDA and created an opening for the Congress to obtain support from many regional parties, including the BJP’s own allies, and also the Left.

The BJP’s best strategy in the current climate of political untouchability is to wait for its opportunities and then strike.

Second, the BJP has to realise that when it is out of power, its attractiveness to partners is low. The BJP’s untouchability quotient rises or falls depending on its proximity to power. Given India’s phony secular orientation — where it is assumed that friendship with BJP means kissing goodbye to the minority votebank – it is obvious that the BJP will find partners only after it proves its strength in 2014 – not before. Also, the BJP will be most effective when it stays in the background, not when it is out there in the media.

Since 2014 is wide open for now, no regional party – barring old allies like the Shiv Sena – will be eager to be seen as a partner of BJP, even if they covertly seek its support. That will happen around election-time and in a natural way. The BJP’s best bet is to not seek durable partnerships before elections are actually announced. In places like Orissa, Karnataka, Tamil Nadu, Andhra Pradesh and Kerala, it may not get pre-poll partners, but will find them closer to the elections.

Three, the party should not focus on putting the Congress down. The BJP should be talking less about the Congress’ corruption, and more about electoral reforms, reviving growth, and futuristic ideas that are non-controversial.

If we accept the reality that the Congress’ credibility has been shot to pieces, normal anti-incumbency trends will ensure the shift of a sizeable chunk of votes towards the BJP in 2014. But this will not happen if the BJP constantly pretends to be holier-than-thou when it has so many skeletons in its own cupboard waiting to tumble out. The more the BJP talks of Congress corruption, the more it will stand exposed and look less credible with the electorate on its own failings. As the saying goes: best to keep your mouth shut and be thought a fool than to open it and remove all doubt. Current BJP strategy is veering towards the latter.

It is best for the BJP to stick with motherhood statements on corruption – how it is a cancer and how it will introduce reforms to change things.

Four, it would help to have a leader clearly announced in advance. But incase this is not possible, the party’s top leadership contenders should enter into a compact that they will at least not contradict each other in public before the leadership issue is finally settled.

They should wait for the Congress to make mistakes — and mistakes there will be aplenty at a time when the economic situation is difficult and harsh decisions have to be taken – and capitalise on them.

Five, the BJP should adopt a regional strategy for coming to power rather than a national one. Since 2004, the Lok Sabha elections have been a bunch of regional elections packaged together as a national one, and the fate of regional players in crucial states like Andhra Pradesh, Tamil Nadu and even Uttar Pradesh and Bihar will now decide who will form the government in 2014.

In 2004, the BJP did not lose the states where it held sway, but its allies lost Andhra and Tamil Nadu – and ended its dream of a second term.

In 2009, the Congress gained not only in UP and Rajasthan, but also in Andhra and Tamil Nadu due to the emergence of spoiler regional parties like Praja Rajyam (now part of Congress) in AP, the MNS in Maharashtra, and the MDMK in Tamil Nadu. These minor parties had a huge impact on the final results – even though they themselves did not score big.

In short, to survive, the BJP has to work its 2014 gameplan from the region up, and not nationally. It needs different strategies for different states, and different allies.

But having a coherent strategy calls for a coherent think-tank. Does the BJP have one? Currently it only seems to have national leaders without a national base.

PS: By now the BJP should have got this: if it proposes something, other parties will want to distance themselves from it. So if it genuinely does not want Pranab Mukkherjee, it should vociferously support him for president.

In 2009, the Congress gained not only in UP and Rajasthan, but also in Andhra and Tamil Nadu due to the emergence of spoiler regional parties like Praja Rajyam (now part of Congress) in AP, the MNS in Maharashtra, and the MDMK in Tamil Nadu. These minor parties had a huge impact on the final results – even though they themselves did not score big.

Do you mean to say that only CMs worsk / takes decisions and not the IAS secretaries. ?

Without IAS officers and the babus, CM can not even do any thing in any Govt.
But CM can fastrack the slow moving things, but only using the Babudom.

பள்ளிப்பட்டு ஒன்றியத்தில் கிரானைட் வளம் உள்ளது. அங்கு ஏற்றுமதி நிறுவனம் அமைக்க வேண்டும் என்றார்.

முதல்வர் ஜெயலலிதா எழுந்து,

எம்ஜிஆரின் பாடல்களை எதிர்க்கட்சி உறுப்பினர்கள் அடிக்கடி கோடிட்டு காட்டுகிறார்கள். எம்ஜிஆரின் சில பாடல்கள்தான் அவர்களுக்கு பிடித்திருக்கிறது.

அதனால்தான் என்ன வளம் இல்லை இந்த திருநாட்டில் என்ற பாடலை பாடியிருக்கிறார். அவருக்கு அந்த பாடல் பிடித்திருக்கிறது. அதே நேரத்தில், நல்ல பொழுதை எல்லாம் தூங்கி கெடுத்தவர்கள் நாட்டை கெடுத்ததுடன் தானும் கெட்டார் என்ற பாடல் மட்டும் ஏன் அவர்களுக்கு பிடிக்கவில்லை? என்று அவர்கள்தான் கூறவேண்டும் என்றார்.

I'm not sure how true this charge is. IMO it is vinavu gumbal manufactured story. As far as I know swarnamalya was at Bay area in CA (during her brief marriage stinct around the that time when Kanchi incident happened which I believe is Aug-Sep 2004). Too many celebrity marriages and divorces like Sukanya during that time. So I am confused and may be wrong with dates.

it raises few questions..
1. why a non Hindus need to sign in a register that they believe lord venkateswara.. IMO..that is too much.. i never see this in Velankanni church..(been twice)

High Court creates record by conducting exam without TNPSC help

The ongoing recruitment process of the Madras High Court for filling up 185 vacancies of District Munsifs and Judicial Magistrates has revealed interesting statistics about the socio-demographic profile of those who prefer to join judicial service and also those who excel in the field of law.

According to court sources, candidates belonging to the Backward Classes – other than Muslims, Scheduled Castes and Most Backward Classes including Denotified Communites – had outnumbered the General Turn candidates in terms of participation as well as success in the written examinations.

Statistics reveal that out of 6,702 candidates who took the written examinations, only 157 (88 male and 69 female) belonged to General Turn, though a majority of 56 out of the 185 posts was left for them as per the recruitment notification issued on January 21.

More shockingly, of the 157 candidates, only five managed to clear the examinations and get selected for viva voce. The data showed that the percentage of their participation in proportion to the total number of participants was just 2.34 and even among them only 1.09 per cent could pass the examinations.

On the other hand, when it came to the Backward Classes – other than Muslims for whom 49 posts were reserved, a total of 3,096 candidates (46.2 per cent), including 2,035 male and 1,061 female, participated in the examinations and 220 of them, equal to 47.83 per cent within the category, cleared all the four papers.

The next big success was achieved by Scheduled Caste candidates. About 1,341 (20.01 per cent) of them, including 977 male and 364 female, wrote the examinations and 111 got selected for the viva voce taking the percentage of successful candidates in their category to 24.13 per cent.

They were followed by the Most Backward Classes and Denotified Communities, whose percentage of participation — 27.42 — was more than SCs but the percentage of success within their category was only 20.65 as only 95 out of 1,838 (1,311 male and 527 female) candidates managed to clear the examinations.

In so far as other categories were concerned, out of 228 (142 male and 86 female) Backward Class Muslims who wrote the examinations, only 24 (5.22 percent) got through and out of 42 (30 male and 12 female) Scheduled Tribe candidates, only five (1.09 per cent) came out successful.

The written examination consisted of four papers (Law Paper-I, II, III and Translation paper) and minimum marks for a pass in each paper was 30 per cent for SC and ST candidates, 35 per cent for MBC, BC and DC candidates and 40 per cent for others.

This time, the High Court had taken upon itself, to the exclusion of Tamil Nadu Public Service Commission, the entire task of recruitment. It was done with the consent of the State government. Chief Justice M.Y. Eqbal was particular in conducting the examinations sans any complaints.

Question papers for the examinations were set by a group of judges nominated by the Chief Justice and Justice V. Ramasubramanian was given full charge of conducting the examinations as well as completing the evaluation process in a record time of a little over a month.

The question papers were printed in an undisclosed location and sent to the examination centres in nine districts across the State in four layers of packing.

It was made sure that the seals were broken in the presence of the candidates in each examination hall on March 24 and 25.

Though 8,895 candidates had been issued hall tickets, the number of those who wrote the examinations trickled down as the exams were in progress and only 6,702 attended all the four papers. Thereafter, the evaluation process began at the Tamil Nadu State Judicial Academy campus in Chennai from April 2.
Evaluation

A set of about 50 District Judges were engaged to evaluate the answer scripts and the work was completed by April 21. Another set of District Judges were engaged between April 23 and 28 to recheck the valued answer papers and the results were tabulated and published in the high court's website on May 3.

Moving from the regular procedure of publishing the results of successful candidates alone, the High Court made sure that statement of marks obtained by all the 6,702 candidates in each of the four papers as well as the aggregate were hosted on the website to allay apprehensions of bias.

Unlike the examinations conducted for recruiting District Judges (entry level) in October 2010, when sons and other relatives of serving as well as retired High Court judges came out with flying colours (as reported in The Hindu on October 30, 2010), this time even the children some of the court officials failed in the written examination

NEW DELHI: The Centre is likely to have a tough time trying to convince states on operationalising NCTC, during the chief ministers' meet on Saturday. West Bengal chief minister Mamata Banerjee and others like Naveen Patnaik and Sukhbir Singh Badal are unwilling to soften their position on certain 'anti-federal provisions' in the February 3 order on the National Counter Terrorism Centre.

Banerjee, who is in the national Capital, gave enough indications that she was not agreeable on the anti-terror body despite the Centre laying down standard operating procedures (SOPs) on operations by NCTC. These SOPs clarify that NCTC would mostly undertake operations jointly with the state police, but can invoke its powers to unilaterally arrest or search a suspect within the jurisdiction of a state, where needed.

Not quite convinced, Banerjee said NCTC would harm the federal structure. "We are opposing NCTC because there are boundaries for state governments and the Centre. No one should cross the boundaries. NCTC is intervening in state's boundaries. It would destroy the federal structure," she told reporters in New Delhi, a day ahead of the chief ministers' meeting here on NCTC.

Odisha chief minister Naveen Patnaik, said in Bhubaneswar before leaving for the meet that his position on NCTC remained unchanged and that the body was not acceptable in its current form. On Thursday, Punjab deputy chief minister Sukhbir Singh Badal had objected to the 'fresh agenda' set by the MHA on working of NCTC, calling the changes as mere eyewash.

"The very fact that NCTC director can authorise its team to enter a state and carry out an operation without informing or intimating the state police is objectionable. By saying NCTC, in most cases, will inform the state police, the ministry (of home affairs) is trying to befool the states," he said.

SOPs, circulated recently to all states, clarify that operations will be undertaken in conjunction with the state police "as far as possible" and that, even if NCTC were to invoke its powers to unilaterally search or arrest a suspect in a state, the state police would be informed upon such action. The arrested person would then be handed over to the local police for prosecution. SOPs also state the state DGPs or heads of anti-terrorist wings of the state police would be represented on NCTC standing council, through which all decisions and actions will be cleared.

While the chief ministers of BJP-ruled states are certain to lambast the Centre's proposal, Tamil Nadu chief minister J Jayalalithaa and her Bihar counterpart Nitish Kumar are expected to continue their campaign against the Centre for 'belittling' the state governments.

கடந்த சட்டசபைத் தேர்தலில் சுனாமியாக எழுந்த மக்களின் எதிர்ப்பு அலை, கருணாநிதியை ஆட்சிக் கட்டிலில் இருந்து அப்புறப்படுத்தியது. ஏகப்பட்ட எதிர்பார்ப்புகளுடன்... அமோகப் பெரும்பான்மையுடன் ஆட்சிக் கட்டிலில் அமர்த்தப்பட்டார் ஜெயலலிதா. மே 16-ம் தேதியோடு ஆட்சிக்கு வந்து ஒரு வருடத்தைப் பூர்த்தி செய்ய இருக்கிறார், ஜெயலலிதா. இந்த ஒரு வருடத்தில்தான் எத்தனை எத்தனை மாற்றங்கள்.

ஜெயலலிதாவின் ஆட்சி முறை, முதல்வராக அவரது செயல்பாடு, அமைச்சர்களின் பங்கேற்பு, மின்வெட்டு, கட்டண உயர்வுகள், சட்டம் - ஒழுங்கு, இலவசத் திட்டங்கள், சசிகலா விவகாரம் என்று 18 கேள்விகளை சர்வேயில் முன்வைத்தோம். விகடன் படை களம் இறங்கியது. கிராமம், நகரம், மாநகரம் என எல்லாம் புகுந்து புறப்பட்டு மக்களைச் சந்தித்து வந்தது ஜூ.வி. டீம். ஏப்ரல் 26 தொடங்கி மே 2-ம் தேதி வரை எடுக்கப்பட்ட இந்த சர்வேயில் 3,659 பேரிடம் வினாக்களைக் கொடுத்து விடைகளை வாங்கினோம். இதில் பெண்கள் எண்ணிக்கை மட்டும் 1,445.

சர்வே எடுக்கச் சென்ற ஜூ.வி. டீமுக்கு நிறையவே புதுமையான அனுபவங்கள். சென்ற இடங்களில் எல்லாம் மக்கள் கேட்டது, 'ஏங்க... இந்த கரன்ட் பிரச்னை எப்போங்க தீரும்?’

'எங்களுக்கு வேற எதுவுமே வேணாம். கரன்ட் மட்டும் கொடுத்தாப் போதுங்க...’ என்று, மக்கள் கெஞ்சுகிறார்கள். மின்சாரத்தை அடுத்து, பால், பஸ் மற்றும் மின்கட்டண உயர்வை மிகவும் கடுமையாகச் சாடினார்கள். காரசாரமான விமர்சனங்களை ஜெயலலிதா ஆட்சி மீது மக்கள் வைத்தார்கள். ஒரு வருடத்துக்கு முன், சிம்மாசனத்தில் தூக்கி வைத்துக் கொண்டாடிய மக்கள், இப்போது ஜெயலலிதா மீது அதிக ஆத்திரத்தில் இருப்பதை உணர முடிந்தது. 'இலவச மிக்ஸி, கிரைண்டர், ஃபேன், லேப்டாப் எல்லாம் எங்களுக்கு இன்னும் கிடைக்கலை. எப்போ கொடுப்பாங்க?’ என்று ஒரு சிலரே கேட்டார்கள். மற்ற அனைவருக்கும் மின்சாரம்தான் முதல் முக்கியத் தேவையாக இருக்கிறது.

ஜெயலலிதாவின் ஒரு வருட ஆட்சி என்ற கேள்விக்கு, 'சுமார்’ என்று பதில் சொன்னவர்களே அதிகம். மின்வெட்டுப் பிரச்னையைப் பொறுத்த வரை, 'மோசம்’ என்று சொன்னவர்கள் 47.31 சதவிகிதம் பேர். 'தி.மு.க. ஆட்சியைவிட மோசம்’ என்று சொன்னவர்கள் 37.66 சதவிகிதம். மின்வெட்டுப் பிரச்னைக்கு மட்டும் 84.97 சதவிகிதம் பேர் எதிர்ப்பு தெரிவித்து இருக்கிறார்கள். அந்த அளவுக்கு மக்கள் 'மின்’ வெப்பத்தில் இருக்கிறார்கள். மின்வெட்டுப் பிரச்னையைத் தீர்ப்பதில் அரசின் செயல்பாடு எப்படி? என்கிற கேள்விக்கு 'அரசு உரிய அக்கறை காட்டவில்லை’ என்பதே அதிக மக்களின் கருத்து.

புதிய சட்டசபை, அண்ணா நூலகத்தை ஜெயலலிதா முடக்கியது தொடர்பான கேள்விகளுக்கு, 'தவறு’ என்று அதிகபட்சமாக 50.23 சதவிகிதம் பேர் கருத்துத் தெரிவித்து இருக்கிறார்கள். பால், பஸ், மின் கட்டண உயர்வு பற்றிய கேள்விக்கு 'படிப்படியாக உயர்த்தி இருக்கலாம்’ என்று கருத்து சொன்னவர்கள்தான் அதிகம்.

ஜெயலலிதா ஆட்சிக்கு சாதகமாக ஒரே விஷயம்... நில அபகரிப்புப் புகார்கள் மீது எடுக்கப்பட்ட நடவடிக்கைகள்தான். தி.மு.க பிரமுகர்கள் மீது தொடுக்கப்பட்ட அபகரிப்புப் புகார்களையும், அதிரடி நடவடிக்கைகளையும் 'நியாயமானது’ என்று வரவேற்கிறது தமிழகம். ஜெயலலிதா கொண்டுவந்த இலவசங்கள் ஏனோ பெரிய வரவேற்பைப் பெறவில்லை. மிக்ஸி, கிரைண்டர், லேப்டாப் போன்ற இலவசத் திட்டங்கள் தொடர்பான கேள்விக்கு, 'மக்கள் வரிப் பணம்தான் வீண் ஆகிறது’ என்று 63.41 சதவிகிதம் பேர் கருத்துச் சொல்லி இருக்கிறார்கள்.

இப்படி சர்வே முடிவுகள் நிறையவே ஆச்சர்யங்களையும் அதிர்ச்சிகளையும் உண்டாக்கி இருக்கிறது.

நம் நாட்டில் விவசாயத்துக்கும் விவசாயிகளுக்கும் மதிப்பு இல்லையே?

இதுவரை நடந்த உரையாடல் கற்பனை அல்ல. போலீஸ் உயர் அதிகாரிகள் நடத்திய விசாரணையில் நடந்தததைத்தான் அப்படியே எழுதி இருக்கிறோம்.

பாசி நிதி நிறுவன விவகாரத்தில், ஐ.ஜி-யான பிரமோத்குமார் உள்ளிட்ட போலீஸ் அதிகாரிகளுக்கு சுமார் மூன்று கோடி ரூபாய் வரை, லஞ்சமாகக் கை மாறியுள்ளதாக சி.பி.ஐ-யின் முதல் கட்டத் தகவலில் தெரியவந்துள்ளது. இப்போது பிரமோத்குமார் கைது செய்யப்பட்டு உள்ளதால், இறுதிக் கட்டத்தை நோக்கி நகர்கிறது வழக்கு.

This Paasi thing played a big game all over TN. A chit fund named 'Paramount Marketing Corporation' started in Madurai and got many investors from all over south TN saying that they give 1000 rs every month if 10000 is invested. It relied on Paasi and deposited in that. They ran away and ultimately the Paramount also ran away :lol: Many of my relatives had invested their bucks in it and finally they are cribbing.

* Bus fare, Electricity & Milk price increase is unaviodable to save public trasport, TNEB & Aavin.. JJ well aware this is the right time to increase all so that next election in 2014, people will be having some other petty issue and forgot all this burden and moves on....

I agree with above points... but -ve are huge

1. manguni ministers (right from chief to lower level ministry)- bending degree, can't take any decision on their own, very poor review of existing project, no vision... in short worst than dmk ministry.
2. poor adminstration - means no change in oppicers attitude, work culture.. means no difference b/w dmk and admk
3. want to escape from everything by blamming mannargudi mafia
4. kurnila mannars of ex-gov were replaced with mannargudi mafia
5. though bus fares were increased, nothing done on improving the service.. and link b/w private operator/omni is quiet openly known..:nuts:
6. no action on sand mafia, infact it now changed from dmk to admk tent
7. drama on new secretrait, samacheeer kalvi, anna library etc.,
8. nammam for chennai, cbe and madurai monorail and halt for 2nd phase of metro rail
9. paramakudi massacare

3. Increase of price/fare for bus/milk/electricity, e-ticketing for bus, bus fleet addition and retrofit.. but spoling the same with same old dabbi design and crap marron color :nuts:
4. power situation is heading towards +ve side from -ve side.

So IMHO, -ves are more for this gvt than +ve. She is giving chance for DMK to grow and to come back for assembly with majority alliance next time.

Sir naaan appadi solla varla Sir.... But whenever I have seen photos of the TN ministry (including the secretaries), it will look like monologue. No dialogue.....! Wont it be nice if there are more dialogues. Whatever I have seen & known to me is, CM asking the respective secretary and finalizing the policy. Not a two-way communication. Wont it be nice to have a discussion panel involving the minister, secretary and a mini-expert panel before making a policy decision?

Sorry. I will explain how it works for better understanding.

You can not come to a decision just by seeing a photo. MK or MKS & JJ use these photo Ops to project themselves as if they are the Architects of all these initiatives.

Any policy is formulated by using the whole system only.

For eg, there are generally 2 broad kinds of initiatives.

One - Normal Needs & Demands vs Existing infra. initiated at ground level.
Second - Initiated by Politicos to get votes / to fulfil old promises.

1. For eg, TWAD JE / AE at the Municipal / Panchayat Level designs a scheme to treat water from a nearby water source and supply to various areas through pipelines / OH Tanks.

It goes to his AEE, EE, SE and CE of the region. By this time the final design is approved and budget is also finalised.

Then it goes to either TUFISIL / Mo MA & WS who will approve the budget.

If the proposal is bigger / coming under JNNURM etc, Delhi approval & Funders (ADB or JICA) approval is must.

Once approved, Tenders are floated and contractor is finalised for execution within a time period.

Here, the role of CM or Politico is minimal in decision making.

2. a. If the local MLA or MP proposes some thing, then they have MPLAD / MLA funds. They identify schemes and give sanction for the same. The Municipalities invite tenders and execute the same.

b. There is another mode - top Down for eg: Vision 2023.

The policy broad guideline was originated from the respective Secretaries based on Gujarat 2020 vision. CM has also announced the same with fanfare.

But the finances & budget are still to be secured.

For eg: if it is a Power Project through PPP initiative, following will be involved.
Finance Dept - For PPP sanctions, Overall Finance & Budgeting etc
Revenue _ Land & related
Power Dept - For Power Purchase Agreement & Budgeting, Evacuation etc.
District Admin - FOr local area related
Industries Dept - For providing the necessary infra for the factory
Port & Highways Depts - Logistics

The panel from all these ministries will formulate a tender for a Technical consultant if needed. He will finalise BOQ / Actual cost etc.

Then based on the Consultants reco, tender will be floated for PPP operator.

Then the budget will be revised in consultation with the successful bidder and the agreement will be signed.

Then the each dept has to do their bit and the project will be finished.

Here the CM's role is the initial initiative with vision. He / She can speed up things in between if it slackens.

3. Another mode - say an auto company wants to open their mfg facility.

Generally, the companies do extensive research before finalising the options and they have Options A & B (may be another state).

The auto Company approaches the concerned Secretary (Industries) and his office does all the prelim talks. Guidance Buruea in TN handles this.

Then if things are falling in line, a MOU is signed. CM generally gets involved here to hog the limelight.

Then the state Govt has to enact all the tasks as specified in the MOU and then only the Company will start paying for the land & facilities.

There are lots of concessions demanded by the companies like Power Tariff concession, Tax Holiday, Uninterrupted Power, Labour laws etc.

Here the decision by CM helps to accept / reject the proposals quickly as the Babus generally do not decide fast fearing retribution from the politicos.

But the reality is that there are 100s - may be 1000s of MOUS which were signed with fanfare have not seen the light of the day or elapsed since TN Govt has not not fulfilled its promises.

As you may see here, it is Babudom, which has to work hard & fast.

In TN, Lower & Middle level Babudom is so pampered and is not accountable at all. More over the top ones are shifted suddenly and so nobody takes real interest in seeing a project through to its final stage.

Unless the Babudom is reformed, we will have to keep complaining for ever.

Even if a CM wishes, a Lower / Middle Level Babu can sabotage the process. Many projects are in limbo due to this. The CM moves on to next issue as they can not keep following on every thing.

The CM generally takes any decision on a single / 2 sheet report submitted to her by the Ch Sec or Dept Sec. He / She has to believe them and take a decision on their recos.

But to prepare the 1 or 2 page report, lots of prelim work is needed from bottom to top.

A few Guidelines which SSC Admin has to follow:

Keep the posts to mainly infra related in the main threads. Kollywood Diary & Attu Nadigarkal threads are for movie info & fun only. Pl do not target individuals.

Discussions are allowed only in Chennai Discussion & TN Arattai Arangam threads.

But here also State vs State, Party vs Party, Personal Bashings about the Ex CM's Familiy or Current CM friends are strictly No... No... (If I miss to edit anything, please PM me).

I observe the following trend:

Some forumers highlight only the negatives and not talk about the positives at all. This invites a barrage of counter arguments from some other forumers.

In the arguments, many good things are discussed but they get hidden among the thrash which is also discussed along with within the same posts.

When ever TN is compared with other states, one group provokes the other by bringing in G word.

Some see red light when ever the G word is mentioned and react just for the sake of arguing. Good things / deeds from others can be appreciated and followed. (even though you may not agree to all about them).

As I have mentioned in my Long post reg TN Governance matrix, it is the Babudom which runs the state, what ever party comes to the power.

Politicos can only act as catalysts and they can not do all work themselves. We all get misled by the press reports which are certainly not neutral / unbiased.

Many good deeds by Babudom are also not appreciated but their mistakes / lack of functioning only are highlighted. But for them, TN may not have seen this much progress in spite of the politicos.

The quality of Babus have also changed over the years. IAS & IPS during earlier time were not open to all due to very high standards. Now India has more districts, more population and more issues to deal with and we need more IAS & IPS. There has been a revival for IAS & IPS craze during this decade from TN after a lull in the past 2 or 3 decades.

(But I am against Engineers & Doctors taking up IAS / IPS after 4 or 5 years of Professional education)

Due to change in rules about UPSC exam in Hindi Language and reservation policy, lots of BCs & SCs are able to make it to IAS & IPS. I welcome it since many of these people do not mind to be posted to backward areas which need them urgently. They can also empathise better than the elite class officers with the local people.

If you regularly see Chaibar threads & posts, you may understand that it invites certain kind of people who are not serious and passionate as we are here.(when it comes to political views). More over the views are more broadbased and not state sensitive.

We delete lots of personal abuse posts there which do not happen here.

Personal abuse of CM & CM's family is not allowed. But their admin deficiencies can be discussed. Their achievements can also be appreciated. :)

TN & Kerala threads are very sensitive as we guys tend to argue & counter argue more.

also when a CMs family member is in post that affects public life then they should not be looked upon as CM family. nobody is discussing their private lives here.

Since I have deleted them, you may not have seen them. I am immediately alerted by forumers when ever such posts are posted.

Kanimozhi & JJ are the most targeted. Next is MK.

Even I have been accused by some forumers for partisan stand since I was not monitoring for a few days due to work.:lol:

SCs, STs in Kerala, TN better off than others

New census data on asset ownership among different social groups has shown that a far higher proportion of the scheduled castes and higher still of the scheduled tribes do not own basic consumer durables like a phone or bicycle as compared to “others”.

Three states however buck this trend. Across caste groupings in Punjab, Kerala and Tamil Nadu, the rate of ownership of basic consumer durables is high. In fact, the asset ownership rate for the scheduled castes (SCs) in these states is better than that of the OBCs and upper castes in all other states.

Newly released census 2011 data shows that while 17.8% of households across India do not own a phone, computer, TV, radio, bicycle or any vehicle, this proportion is 22.6% for the SCs, 37.3% for the STs and 14% for “others”.

While more than half of “others” own a television, less than a quarter of the STs own a TV. Less than 2% of SC families own a TV, phone, computer and some mode of transportation, the usual signifiers of a “middle class” Indian family.

This new data fits in with the argument that economist and Indian Council of Social Science Research chairman Sukhadeo Thorat has been making. Thorat is critical of the view that economic liberalization has narrowed the gap between the SCs and the others.

“Yes, poverty is declining, but the rate of decline of poverty is much lower for the SCs and STs than for upper castes. There has undoubtedly been growth, but the SCs and STs are not getting to participate equally in it,” Thorat says.

Regional variation in new assets census data

There is considerable regional variation in the new census data. Scheduled tribes are worst off in Madhya Pradesh, followed by in Rajasthan, Tripura and Maharashtra, where over 40% of STs do not own any basic consumer durable. Dalits are worst off in Bihar, Madhya Pradesh, Jharkhand and Orissa, where a third do not own any such asset. Unlike with the SCs, asset ownership for STs is worse than other social groups in all states.

While poverty among STs is fairly widespread across all states with a significant ST population, Kerala, Tamil Nadu and Punjab are the only states where the proportion of SCs who do not own basic assets is around 10% or lower, lowest of all in Tamil Nadu. Asset ownership among SCs in these three states is higher than that among “others” in all other states.

While part of the explanation for Tamil Nadu’s status as the best state for dalit asset ownership might be that the previous state government ran a scheme giving free television sets to poor households, this is not the only explanation, as ownership of other consumer durables like phones and computers is also among the highest in TN. In comparison, in Bihar, where the state government ran a scheme to give all school-going girls a free cycle, less than half of all households own a bicycle.

Research by Institute of Applied Manpower Research director-general Santosh Mehrotra has shown that the human development indicators of SCs and OBCs in Kerala and Tamil Nadu are better than those of upper castes in Uttar Pradesh and Bihar. Moreover, all four states have a similar proportion of ‘backward castes’ in their population: so the key determinant of each of these states’ human development situation is not its caste composition, but its politics and governance, Mehrotra says.

“A combination of social mobilization and good governance has lifted all boats in Kerala and Tamil Nadu,” Mehrotra said. Social mobilization alone is not enough, Mehrotra adds, or the last twenty years in Uttar Pradesh would have led to tangible outcomes like improvement in health and nutrition, and not just intangibles like dignity and a sense of empowerment, as important as they are.

^^ true 100%. Any buildings you can find vacant home/office space. many projects/road constructions/flyover works stopped abruptly. weekdays hardly can see people movement in Terminal 3(Emirates) considering the huge size and manytimes 3-4 people use the lift of 100 people capacity.
Reclaimed land near Deira /Jebel ali to construct palm bigger than jumeira and now it is stopped indefinitely.
Dubai madiri overa construct pannavum koodadu and same time nammala madiri onnume pannama irrukavum koodadu.

With a regional party like the Samajwadi Party having swept the UP polls, the question arises as to what are the factors that determine a political party's success and eventually the state's progress. It is evident now from the Bihar experience that the electorate considers development and good governance as key planks on which it makes decisions.In this context, some of our research throws light on the dramatic growth turnaround which Tamil Nadu (TN) experienced in the late 1980s and early 1990s, when compared with states in the north. While on the poverty rate during the 1970s until about 1985, TN was actually about the same as or perhaps worse than UP.

Judged by per capita income, TN was always ahead of UP by a modest margin, but TN had moved far ahead of UP by 2005. We attempted to find answers to TN's performance, which is clear in several indicators we studied, based on quantitative data as well as interviews with officials in the government of TN, who were involved in key policy decisions during the 1980s and 1990s, and scholars.

Based on this, we have strong reasons to suppose that TN had a number of enabling factors which facilitated its rapid turnaround. These factors are summarised below. TN's governance has been dominated by parties which win a clear majority, unlike national elections where usually coalitions rule.

While coalition governments have a lot of transaction costs concurring amongst themselves, parties which are in majority are accountable to their state's electorate. Parties that win a majority have the will to deliver to the state's public; further, when they are in majority, they can make decisions fast and act upon them.

With the absence of national parties, TN has received few investments in central public sector companies. This, however, has not acted as a deterrent to the state's entrepreneurial attitude as the state made its own efforts to attract private investment.

The result has been to get automobile manufacturing to the state with firms such as Ford, Hyundai, Mahindra, Ashok Leyland and the TVS group, which was home-grown in TN. Thus, the compulsion to attract private investment motivated the state to improve infrastructure and efficiently deliver services.

While corruption continues to be a problem, public services and infrastructure have delivered more efficiently in TN, as we have documented in the case of roads and primary education, than in other states (this was discussed in an article in The Economic Times ('Spending versus outcomes', by Paul and Sridhar, July 31, 2009).

Since the state's residents learned English in schools, it facilitated their business with the outside world. Residents of northern states such as UP and Bihar did not feel a strong or compelling need to learn English, and this inhibited their ability to communicate or conduct business with the rest of the world.

According to Census 2011, TN is one of the most urbanised states in the country at 48%, which is a conducive factor in promoting growth. TN's climatic conditions and natural resources are responsible for this. TN has been a rainstarved state with few opportunities for irrigation. Hence, most of the state's economy has been non-agrarian, which is one criterion based on which the Census defines urban areas.Hence it is no surprise that the share of agriculture in the state's GDP has been only around 15-16%, whereas the share of manufacturing has been around 30% and the service sector has accounted for 55% of GDP. No doubt, we find that the service sector led the surge in TN.

An important societal factor contributing to TN's growth is that 'forward' communities constitute only about 6-7%, certainly less than 10% of the state's population, with 'backward' communities including SC/ST, other backward classes and minorities, accounting for the remaining. Because of this, successive political parties in TN have tried to woo the 'majority' backward classes with promises of reservation in educational institutions and jobs.

This led to the development of backward classes and big increases in job opportunities for them led by the initiatives of Kamaraj, MG Ramachandran, Annadorai, Subramaniam, R Venkataraman and others, over the decades. In fact, a recent article in the Wall Street Journal ('Path forward is 'backward' for some castes', December 13, 2011) testifies to this phenomenon and explains how India is trying engineer advancement for its underclass through a vast and growing affirmative action programme.

A major factor which helps to explain TN's economic ascendancy in the late 1980s/early 1990s is its investment in human resources, primarily in health and education, in the post-independence period. For instance, no major investments were made in the state after 1960s on dams or irrigation.In health, various programmes focused on a family welfare, rather than merely on family planning. Hence, the total fertility rate was well below that of Kerala. The other part of the investment in human capital was in primary, secondary, higher and technical education. One example is that public investment in engineering colleges was made in a big way, much higher than that in other south Indian states.

What are the lessons based on TN's experience? A party with a clear majority helps, provided it is committed to the state's residents and delivers public services and infrastructure, which enables efficient and effective making of policies. Private investment could compensate for the lack of public investment if enabling conditions such as better infrastructure exist. Finally, there is a lesson for states to invest in human resources - primarily health and education.

ஐந்து லட்சம் கோடி ரூபாய். எண்ணால் எழுதினால் கூட்டிப் பார்க்கவே பலருக்குத் தெரியாது. தமிழகக் கோயில்களுக்குச் சொந்தமான 4.75 லட்சம் ஏக்கர் நிலங்களின் தற்போதைய பண மதிப்புதான் இந்தத் தொகை.
3 times of so called "2g spectrum revenue loss"..

ஆனால், இந்தச் சொத்துக்கள் முழுமையாகக் கோயில்கள் வசம் இல்லை. இவற்றை ஆக்கிரமித்து வைத்துள்ள அரசியல்வாதிகள் மற்றும் அதிகாரிகளிடம் இருந்து மீட்பதற்காக அரசு சட்டம் போட்டும், சொத்துக்களை மீட்க முடியவில்லை. அதனால், இப்போது சென்னை உயர் நீதிமன்றம் களம் இறங்கி இருக்கிறது. கோயில்களைக் காப்பாற்ற கோர்ட் முடிவு எடுத்துள்ளது!

இந்து சமய அறநிலையத் துறையின் கட்டுப் பாட்டில் 38 ஆயிரத்து 643 கோயில்கள் இருக்கின்றன. இந்தக் கோயில்களுக்குச் சொந்தமான நிலம் பற்றிய முறையான ஆவணங்கள், கோயில் அறங்காவலர்கள் அல்லது செயல் அலுவலர்களிடம் இருப்பது இல்லை. அதனால் சொத்துக்களில் பெரும்பாலானவை, ஆக்கிரமிப்பாளர்களால் கபளீகரம் செய்யப்பட்டு உள்ளன. இதற்குச் சில அறங்காவலர்களும், செயல் அலுவலர்களுமே உடந்தை என்பதுதான் கொடுமை.

இந்த நிலங்களை மீட்டு, கோயில்களின் வளர்ச்சிக்கு அவற்றைப் பயன்படுத்த வேண்டும் என்று பல தரப்பில் இருந்தும் கோரிக்கைகள் வந்தன. அதனால், இந்து சமய அறநிலையத் துறைக் கூட்டத்தை கூட்டி அவசர ஆணை ஒன்றைப் பிறப்பித்தார் முதல்வர் ஜெயலலிதா. அதன்படி, 'தமிழ்நாடு முழுவதும் உள்ள கோயில்களுக்குச் சொந்தமான நிலங்களின் பட்டா, சிட்டா, அடங்கல் மற்றும் வரைபடங்களை முறையாகத் தொகுத்து, அதனை சி.டி-யில் பதிவு செய்து இந்து சமய அறநிலையத் துறையிடம் வருவாய்த் துறையினர் ஒப்படைக்க வேண்டும். அந்த விவரங்களை வைத்து இந்து சமய அறநிலையத் துறையினர், கோயில் நிலங்களை மீட்கும் நடவடிக்கையைத் தொடங்க வேண்டும்’ என்று அறிவுறுத்தப்பட்டது. ஆனால், இந்த ஆணைக்குப் பிறகும் வருவாய்த் துறையினர் எவ்விதமான நடவடிக்கையிலும் ஈடுபடவில்லை.

இதைத் தொடர்ந்து, தமிழக அரசின் ஆணையை விரைந்து செயல்படுத்துமாறு வருவாய்த் துறைக்கு உத்தரவிடக் கோரி நீதிமன்றத்தை நாடியது, அகில உலக ஸ்ரீ வைஷ்ணவ தர்ம சம்ரக்ஷனா சொசைட்டி என்ற ஆன்மிக அமைப்பு.

இந்த அமைப்பின் தலைவர் கோவிந்த ராமானுஜதாசர், ''கோயில் நிலங்கள் பற்றிய அனைத்து விவரங்களும், அவற்றின் வரைபடங்களும் வருவாய்த் துறையிடம் இருக்கின்றன. பல ஆண்டுகளுக்கு முன்பே இவை கம்ப்யூட்டரில் பதிவு செய்யப்பட்டு விட்டன. வருவாய்த் துறை அலுவலக கம்ப்யூட்டரில் இருக்கும் விவரங்களை, அறநிலையத் துறையின் கையில் ஒப்படைத்தால், அவை பல லட்சம் கோடி ரூபாய் மதிப்புள்ள சொத்துக்களாக மாறும். இந்த விவரங்களை சி.டி-யாக வழங்குவது வருவாய்த் துறைக்கு மிக எளிய காரியம்தான். ஆனால் ஏனோ அதைச் செய்யாமல் இழுத்தடிக்கின்றனர். தமிழக முதலமைச்சரே ஆணையிட்ட பிறகும் அவர்கள் காலம் தாழ்த்துவது, பல்வேறு சந்தேகங்களைக் கிளப்புவதால்தான் நீதிமன்றத்தை நாடியுள்ளோம். இன்னும் நான்கு மாதங்களுக்குள் அனைத்து விவரங்களையும் சி.டி-யாகப் பதிவு செய்து தர வேண்டும் என்று உயர் நீதிமன்றம் இப்போது உத்தரவு போட்டுள்ளது'' என்றார்.

வருவாய்த் துறையினரிடம் இந்தப் புகார் குறித்துக் கேட்டோம். பெயர்களை மறைத்துப் பேசினார்கள். 'கோயில்களுக்கு நிலங்கள் தானமாக வழங்கப்பட்ட நேரத்தில், அது தொடர்பான ஆவணங்கள் கல்வெட்டுகளாகவும், செப்புப் பட்டயங்களாகவும், ஓலைச் சுவடிகளாகவும் பதிவு செய்யப்பட்டன. 1863-ம் ஆண்டுக்கு முன்னரே அவை எல்லாம் முறையாகத் தொகுக்கப்பட்டு இனாம் பதிவேடு அல்லது இனாம் பேர் ரிஜிஸ்டர் என்ற பெயரில் பாதுகாக்கப்படுகின்றன. யாரால் வழங்கப்பட்டது? எந்தக் கோயிலுக்கு வழங்கப்பட்டது? எவ்வளவு நிலம் வழங்கப்பட்டது? என்பது தொடங்கி, இப்போது அதை யார் அனுபவித்து வருகிறார்கள் என்பது வரை தகவல்கள் பத்திரமாக இருக்கின்றன. எங்களிடம் இல்லாத பல விவரங்கள் சென்னை ஆவணக் காப்பகத்தில் உள்ளன.

கோயில் நிலங்களில் பெரும் பகுதி ஆக்கிரமிக்கப்பட்ட விவகாரத்தில், ஆளும் கட்சி, எதிர்க்கட்சி என்ற வித்தியாசமே கிடையாது. ஆனால் இது தவிர்த்து, பல ஆயிரம் ஏக்கர் நிலங்களுக்குப் போலிப் பட்டா தயாரிக்கப்பட்டு, வேறு பெயர்களுக்கு மாற்றப்பட்டு விட்டன. இந்த மோசடியை எங்கள் துறை அதிகாரிகள் துணை இல்லாமல் மற்றவர்களால் செய்ய முடியாது. இப்போது தகவல்களைக் கொடுத்தால், உண்மை வெளியாகி தங்கள் தவறுகளும் தெரிந்து மாட்டிக்கொள்வோம் என்ற பயத்தில்தான் அந்தந்த மாவட்டப் பொறுப்பில் உள்ள அதிகாரிகள் அஞ்சுகின்றனர்.

இதனால்தான் விவரங்களைத் தொகுத்து சி.டி-யாக வழங்குவது தாமதமாகிறது. உதாரணமாகச் சொல்வது என்றால், மதுரை மாவட்டத்தில் மட்டும் 1,201 பட்டா நிலங்கள் ஆக்கிரமிக்கப்பட்டு, இப்போதுதான் மீட்கப்பட்டுள்ளன. இதேபோல், கோவையில் 769 பட்டா நிலங்கள் ஆக்கிரமிக்கப்பட்டு இருப்பதும் கண்டறியப்பட்டு உள்ளது. அனைத்து மாவட்டங்களிலும் இந்தக் குளறுபடி நடந்து இருப்பதால்தான், எங்கள் உயர் அதிகாரிகள் சி.டி. தயார் செய்ய தாமதம் செய்கிறார்கள்'' என்று காரணம் சொன்னார்கள்.

A Raja, the man who allegedly planned and executed India's biggest scam, has applied for bail in a Delhi court today. His case will be heard on Friday.

Mr Raja has been in jail for more than a year; he was arrested in February 2011. He has been accused by the CBI of selling licenses for mobile networks and accompanying frequency at huge bargains , costing the country thousands of crores. These licenses were given in 2008 by Mr Raja to companies that he allegedly pushed to the front of a long line of applicants.

Please Refer the history: we are ruled by Dravida parties nearly for 50 years.
you yourself very well know what kind of life Rajaji, Bhakhtavatchalam or even for that matter Anna lived.
Do yourself the math on how current politicians gained huge wealth.
I myself seen and heard from my father on 2 temple(1 in thanjavur and another 1 near Thanjavur)... the food grains stored in 70s80s, nowadays it is not...the amount of food grains coming to the temple is peanuts...
1 more temple near mayiladuthurai, i heard through my relatives got huge land and atleast during 60s receives paddy, banana etc..in huge quantities. nowadays that temple runs on only on the less money from the govt and very poor grains coming from the temple lands.
see the words from the revenue oppicer as per the article...."most of them worrying because their department officials also get caught'.. if the corruption is happened way back in 60s, almost 99% of the oppicers would have been retired and even they might even dead now.
so this words clearly confirms that most of the corruption happened in the recent 20-30 yrs. you very well know who is ruling for these years....
Let me stop here.. Let us wait from TN Govt...when they will come openly on this issue.

To check encroachment Tamil Nadu government today said it will create a database of 4.78 lakh acres of temple land coming under its control.

Hindu Religious and Charitable Endowments Minister MSM Anandan informed the state assembly that a software detailing movable and immovable property belonging to temples, mutts and trusts under the Ministry had been created for the purpose.

A database will be created for the benefit of officials to find details of land at one touch and thereby prevent encroachment of temple lands and ensure their retrieval, besides collecting lease amounts on time from persons who had leased the land, he said.

Anandan was replying to the grants for his department for the 2012-13.

The Minister proposed introducing Wind and Hybrid Solar Energy in select temples of the state, including the Aranganathaswamy Temple at Srirangam, Dhandayuthapani Temple at Palani and Tiruchendur Subramanya Swamy temple, at an investment of Rs five crore.

Temple did the same thing that churches did in olden days. Kind of a center for community, cultural, and social development. Had it been under private control it may have still done what church does now.

those are cultivable lands given to the temple during ancient rule.
during those days, Temples do serve lot of purpose.After they are built
1. give free food to the poor people
2. give shelter to them during natural disaster
3. promoted art & culture.
4. moreover, when a king decide to build the temple, it will take lot of years. So kings allocate those lands to the temple. revenues from that lands are used to pay for the people. they pay in terms of paddy. food also prepared and served to the workers.
5. If you look at the big temple, it is surrounded by big agazhi, so that during war times, people can safely reside inside the temple for the war time. and enemies can not come into the temple.
There is 1 temple in in my native, which is not under TN Hindu temple board. There is no hundi. i remember that is the only temple that has good revenue from their assets. that temple helps the other small temple during festival times.

What do the temples do with this land?

During Pre English & English Period, Rajas & People donate their land to the temples they like.

The produce from the lands were used to feed the poor & public and for the maintenance of these temples. (Please refer old tablets found by Archaeologists)

The Poojaris and other temple workers were given lands and no salaries. They had to till the land and use the produce in lieu of salary.

Later due to urbanisation, temple lands near the town / city were converted into commercial space and the rent was the constant source of income to the temples.

Till the English Rule, things were all in order. Though the English stoked the differences between the religions and sub sects, they never usurped the properties from the temples.

When Indian Politicians took over the admin of Hindu Endowment Board, corruption and encroachment started. It was on a smaller scale till the 1970s and took gigantic proportions later.

TN Govt took over all the land under the board and started giving salaries to the Poojaris and the workers.

Since there is no one with responsibility, many do forgery and usurp the temple lands and sell them off. :bash:

murlee, there are lot of small temples in villages also have got good lands in terms of acres.

TN Govt took over all the land under the board and started giving salaries to the Poojaris and the workers.

Since there is no one with responsibility, many do forgery and usurp the temple lands and sell them off. :bash:

Yes, forgery is bad.. But, what is wrong in selling those lands legally if they are put to much better purposes?

Temple did the same thing that churches did in olden days. Kind of a center for community, cultural, and social development. Had it been under private control it may have still done what church does now.

churches were performing because of money pumped from europe and U.S!!

from where temples will get such huge money unless chicago NRI's pump money into temples.:lol: j/k

Jokes apart, still temples plays its role in development and its contribution cannot be overtaken by other religious establishment any time!!

1. commercial establishment surrounding/for the temples
2. Flower business
3. gvt employed priest and others

and list goes like this...

We cannot say every temple might have prospered well if it was under private control. The present looting done by gvt oppicers/arankavalars/priest might have done by private!! Caste fights!! etc.,

Still things are not out of control, Modi like tuff adminstrator can put this on track i.e to guard the temple's property :)

Don't u think 4.78 lakh acres is kinda big and can be put to much better use? Agri, Housing, Waterbodies etc etc??

Temples during ancient days =

Place of Worship
Place to gather during Festivals
Place to conduct marriages / functions
Meeting Place for the Elderly
Resting Place for the Home Less
Feeding Place for poor & travellers
The areas surrounding the temples will be the main market place of the towns.
For Youth - Kadalai podara palce
Dance, Drama and social functions will be held in these mandapams
Place to support cows, bulls, elephants,goats and other animals past their milk giving / working stage.
During cyclones/ natural disasters, secured & strong resting place for the public
... I can go on and on and on....

This might be very very contraversial...still
only Hindu temples are taken over by the Govt..
not the properties of Churches or Darghas.
I heard about "Wakf" board that has huge properties. not sure how it is handled. last year or sometime back, there are some contraversy on nagore dharga lands...
one of the bangalore Namma metro's LA issue is with Wakf board.

Temples were hub for following in past days (apart from bhakthi)

1. School i.e education
2. Art i.e entertainment in the form of dance, drama
3. Town hall - local gatherings
4. Festival
5. Food storage yard
6. Relief center during climate/war/political crisis
7. streets around temple was the commercial center for food/clothing/house needs etc.,

i.e it was more or less present CBD and doing gvt administration with commanding power from King's palace.

So lands were utilized for above needs. And acres of land were in temple for doing agriculture and to secure the country's food need.

If you look our cities/towns... their CBD's evolved around the main presiding deity temple of the town. :)

Yes, I understand that temples were used for so many activities in the past and hence they reqd huge lands...

My question is, why do they need those such big parcels of land now?

We have seperate places for schools, godowns, cultural centres today..

Or is the old practice still followed in villages?

temples mattum than hindu temple board kitte irukku. not their assets(means the board does not have complete information)..so far, temple expenses are done on the hundi collection, govt expense, their leased properties..
still the revenues are not collected from their assets.
as KT pointed out, what churches/mosque are doing nowdays, temples are not afford to do it.

In continuation to the efforts of Tranport Jalra guys to form the TNSTC Srirangam division, many other departments will be thinking of similar moves..

- Move the state capital to Srirangam as its is geographical center (and in line with MGR's wish(Trichy though)

- Making the Srirangam temple gopuram to be the one in the TN Govt emblem.

These temple lands were occupied pre 60's also, atleast those days sivan koil sothu kula nasamnu people were ethical but the with the rate of corruption raising exponentially after 70;s, it follows the same everywhere I bet it is the same in Congress ruling AP or BJP ruling Karnataka.

இது ஒருபுறமிருக்க, இந்த விஷயத்தைப் பூர்ணமாக விசாரித்துத் தகவல்களைத் திரட்டி, உண்மைகளைக் கண்டறிந்த ஸ்வீடன் நாட்டுப் போலீஸ் அதிகாரியே, ‘ராஜீவ் காந்தி மீது பணம் பெற்றதாகக் குற்றம் கூற ஆதாரமே இல்லை’ என்று கூறி விட்டார். இந்தச் செய்திக்கு, காங்கிரஸ் கட்சியினர்தான் முக்கியத்துவம் தருகிறார்களே தவிர, மற்றபடி எதிர்க் கட்சிகளும், பத்திரிகை உலகமும் இதை அலட்சியமாகத் தள்ளிவிட்டன. ஏன்? ‘ராஜீவ் காந்திதான் இதில் கொள்ளை அடித்தார் என்று இதுவரை தாங்கள் அடித்துக் கூறி வந்தது, பொய் என்றாகி விட்டதே? இந்தச் செய்தியை நாமே பெரிதுபடுத்தக் கூடாது’ என்ற ஒரு மௌன ஒப்பந்தம் இங்கே பத்திரிகைகள், எதிர்க் கட்சிகள் ஆகியோர் இடையே ஏற்பட்டு விட்டது போலத் தெரிகிறது.

நம்மைப் பொறுத்தவரையில், போஃபர்ஸ் ஊழலில் ராஜீவ் காந்திக்குப் பங்கு இருக்கும் என்று நாம் நிச்சயமாக நம்பி விடவில்லை.

1.8.89 ‘துக்ளக்’ இதழில் –

“...ஆனாலும், இவ்வளவு இருந்தும் கூட, ‘பிரதமருக்கு இதில் சம்பந்தம் இருக்க முடியும் என்ற பலமான சந்தேகத்திற்கு இடம் இருக்கிறதே தவிர, பல கோடி ரூபாய் கமிஷன் தொகை பிரதமருக்கே போயிற்று என்று சொல்லும்படியான நிரூபணம் எதுவும் இதுவரை வெளியாகவில்லை”
– என்று எழுதியிருந்தோம். மீண்டும், 1.11.90 இதழில் –

“....மூன்றில் இரண்டு பங்கு பலம் பெற்றிருந்த பிரதமரை, ஜனாதிபதி டிஸ்மிஸ் செய்ய வேண்டும்என்று கேட்டவர்களில் ஒருவர்தான் வி.பி.சிங். அதுவும் என்ன காரணத்திற்காக? போஃபர்ஸ் ஊழலுக்காக! எந்த போஃபர்ஸ் ஊழல்? பதவிக்கு வந்து பத்தே நாளில் நிரூபிப்பதாகக் கூறி, இப்போது பத்து மாதங்களாகியும் நிரூபிக்க முடியாமல் வி.பி.சிங் திணறுகிறாரே – அந்த போஃபர்ஸ் ஊழல்...’

இப்படி சந்தேகத்திற்கிடமாகவே காட்சியளித்த ராஜீவ் காந்தி மீதான குற்றச்சாட்டு, நிரூபணம் ஆகாமல், அதற்கு ராஜீவின் பதவியும் மரியாதையும் பலியானதற்கு முக்கியக் காரணம் வி.பி. சிங்கிற்கு கிடைத்த கண்மூடித்தனமான ஆதரவு.

அவர்தான் ‘ஆட்சிக்கு வந்து பத்து நாளில் ராஜீவ் மீதான குற்றத்தை நிரூபிப்பேன்’ என்றார். ‘ராஜீவ் காந்தி, போஃபர்ஸ் பணத்தைப் போட்டு வைத்திருக்கிற ஸ்வீடன் நாட்டுக் கணக்கு நம்பர், என் பாக்கெட்டில் இருக்கிறது’ என்றார். இப்படி எல்லாம் பேசிய அவரை மக்கள் நம்பினார்கள்; பத்திரிகைகளும் நம்பின. விளைவு, ராஜீவ் காந்திக்கு அநீதி இழைக்கப்பட்டது.

ஆர்ட்போ என்பவர் டைரியில் இருந்த சில எழுத்துக்கள் ஸங்கேதக் குறிப்புகள் என்று கூறிய பத்திரிகைகள், ‘ ’கீ’ என்றால் – ராஜீவ்; ’ஆ’ என்றால் – பச்சன்; ’ஏ’ என்றால் – ஹிந்துஜா; ’இ’ என்றால் – சட்டா” என்று விளக்கம் அளித்து, ’அ’ ஃபார் ஏப்பிள்; ’ஆ’ ஃபார் பேட்; ’இ’ ஃபார் கேட்...’ என்று சிறு குழந்தைகளுக்குச் சொல்வது போல, பாடம் நடத்தி, மக்களை மயங்கச் செய்து விட்டன.

இப்போது, ராஜீவும் குற்றவாளி அல்ல; பச்சனும் குற்றவாளி அல்ல என்று தெளிவாக கூறப்பட்டிருக்கிறது. ராஜீவிற்கு நேர்ந்துவிட்ட பதவி மற்றும் கௌரவ இழப்பை யார் இப்போது சரிக்கட்டுவது? அநியாயம் நடந்து விட்டது.

ஜெயலலிதாவின் அணுகுமுறையில் மாற்றம் வர வேண்டும். அரசியல்தலைவர் களால், மக்கள் பிரதிநிதிகளால், பாதிக்கப் பட்ட மக்களால் எளிதில் பார்க்க முடியாத மனிதராக அவர் இருக்கிறார். இப்படி நடந்துகொள்வது மன்னர் ஆட்சிக் காலத் தின் எச்சம். தெருத் தெருவாகச் சென்று மக்களிடம் ஓட்டு போடுங்கள் என்று கேட்டு வாக்கு வாங்கும் மக்கள் ஆட்சிக் காலத்தில், அனைத்துத் தலைவர்களும் மக்களுக்குப் பதில் சொல்லக் கடமைப்பட்டவர்கள். சட்டீஸ்கர் மாநிலத்தைச் சேர்ந்த மாவட்ட ஆட்சியர் அலெக்ஸ் பால் மேனன் கடத்தப் பட்டபோது தமிழகத்தின் எத்தனையோ குடும்பங்கள் அவருக்கு எதுவும் ஆகிவிடக் கூடாது என்று பிரார்த்தித்தன. அலெக்ஸின் அப்பாவும் அலெக்ஸ் மனைவியின் அப்பா வும் தலைமைச் செயலகத்துக்குச் சென்று முதல்வரைப் பார்க்க வேண்டும் என்று அனுமதி கேட்டபோது கிடைக்கவில்லை. அவர்களை தமிழக முதல்வர் சந்திப்பது என்பது, அந்தக் குடும்பத்தின் பின்னால் மொத்தத் தமிழ்நாடும் இருக்கிறது என்பதை உணர்த்தும் ஒரு சமிக்ஞை. அதன் பிறகு, பிரதமருக்குக் கடிதம் எழுதினார் முதல்வர். ஆனால், பாதிக்கப்பட்டவர்களை அந்தச் சூழ்நிலையில் சந்திப்பதால், அப்பாயின் மென்ட் இல்லாமலேயே அவர்களைப் பார்க்க அனுமதிப்பதால் முதல்வர் குறைந்து விட மாட்டார். அவருடைய செல்வாக்கு உயரத்தான் செய்யும்.

இரண்டாவது... தமிழ்நாடு முழுவதும் கண்மாய், குளங்களில் மணல் கொள்ளை பகிரங்கமாக ஆளும் கட்சியினரின் ஆசீர்வாதத்துடன் பலமாக நடக்கிறது. ஆளும் கட்சியினருக்கு இன்று வருவாய் ஈட்டும் முக்கியமான தொழில்... மணல் திருட்டுதான். பிரதான ஆற்றுப் படுகைகள் மட்டும் அல்லாமல், சிற்றாறுகள், காட்டாறுகளைத் தேடிக் கண்டுபிடித்து மணல் அள்ளுகிறார்கள். தமிழ்நாட்டின் வளத்தை பட்டப் பகலில் சுரண்டிக்கொண்டு இருக்கிறார்கள். இதைத் தடுக்காவிட்டால், தமிழகமே பாலைவனமாகிவிடும்.

மூன்றாவது... சாராயக் கடைகள் மூலமாக வருமானம் அதிகமாவதை ஓர் அரசாங்கம் சாதனையாகச் சொல்வது கேவலமாக இருக்கிறது. தமிழ்நாட்டில் குற்ற நடவடிக்கைகள் பெருகிப்போய், பண்பாட்டுச் சீர்கேடுகள் அதிகமானதற்கு டாஸ்மாக் கடைகள்தான் காரணம். ஜெயலலிதாவும் கருணாநிதியும் சேர்ந்து தமிழ்ச் சமுதாயத்துக்குச் செய்த பெருங்கேடு இது. இனி மதுக் கடைகளைப் புதிதாகத் திறக்கக் கூடாது; ஏற்கெனவே உள்ள கடைகளைப் படிப்படியாக மூட வேண்டும். எலைட் பார் வரவே கூடாது. தமிழ்நாட்டு ஆண்களின் கல்லீரலைக் கெடுத்த கழகங்கள் என்று வருங்கால சமுதாயம் இவர்கள் இருவரையும் சபிக்கும்!''

''ஈழப் பிரச்னைக்கு வருவோம். மீண்டும் தமிழ் ஈழ ஆதரவாளர் அமைப்பு (டெசோ) தொடங்கி உள்ளாரே கருணாநிதி?''

''கூச்சம் இல்லாமல் பொய்கள் சொல்வதும் வெட்கம் இல்லாமல் வேடிக்கை காட்டுவதும் கலைஞர் கருணாநிதிக்குக் கைவந்த கலை. வசனம் எழுதி வாழ்க்கையைத் தொடங்கியவர் அதே வசனங்கள் இன்னமும் கை கொடுக்கும் என்று நினைக்கிறார். 80-களின் தொடக்கக் காலத்தில் தமிழ்நாட்டு மக்களின் இதயங்களில் எல்லாம் 'ஈழம்’ என்ற சொல்லை விதைத்த 'டெசோ’ அமைப்பின் கழுத்தை நெரித்துக் கொன்றவரே கருணாநிதிதானே! 24 ஆண்டுகளுக்கு முன் அவராலேயே கொன்று புதைக்கப்பட்ட உடலை மீட்டெடுத்து... பாடம் பண்ணி... படம் காட்ட வருகிறார். இது டெசோ அல்ல. வெறும் ஷோ!

யாழ்க் கோட்டையில் புலிக் கொடி பறந்தபோது வேடிக்கை பார்த்த அவர்... வடக்கு மாகாணத்திலும் கிழக்கு மாகாணத்திலும் முக்கால் நிலப் பரப்பில் நிர்வாகத்தைத் தமிழீழ அரசாங்கம் நிர்வகித்தபோது கண்டுகொள்ளாமல் இருந்த அவர்... தரைப் படை, கப்பல் படை, விமானப் படை மூன்றும் பிரபாகரனுக்கு இருந்தபோது வயிற்றெரிச்சல் பட்ட இவர்... ஆண்களுக்கு இணையாகப் பெண்களும் களம் நின்ற காலத்தில் கண்டுகொள்ளாதவர்... உலகம் பயன்படுத்தும் எல்லா ஆயுதங்களையும் பயன்படுத்திப் போரிட்டு நின்ற காலத்தில் அதை ஒரு பொருட்டாகக் கருதாதவர்... இன்றைக்குத் தமிழ் ஈழம் அமையப் பாடுபடுவேன் என்று பேசுவது பச்சை சந்தர்ப்பவாதம். கருணாநிதிக்கு இது இயல்பானது.

நான்காவது கட்ட ஈழப் போர் என்பது 2006-2009 காலகட்டத்தில் ஜனாதிபதி ராஜபக்ஷேவால் நடத்தப்பட்ட ரத்த வெறியாட்டம். இன்றைக்கு 'டெசோ’வை உயிர்த்தெழவைத்திருக்கும் கருணாநிதி, அன்று தமிழன் சாகாமல் இருக்கச் செய்த காரியம் என்ன? தமிழ் ஈழத்துக்காகக் குரல் கொடுத்தாரா? கருணாநிதிக்கு தைரியம் இருக்குமானால், நேர்மை இருக்குமானால், 2008 நவம்பர் மாதம் முதல் ஆட்சியைவிட்டு இறங்கியது வரை ஈழப் பிரச்னை குறித்து பேசியது, எழுதியது அனைத் தையும் பகிரங்கமாக வெளியிடட்டும். தமிழனுக்கு எதிராகப் பேசினார். தமிழீழக் கொள்கைக் குத் துரோகம் இழைத்தார். ஈழத் தமிழர்களின் காவல் அரணாக இருந்த விடுதலைப் புலிகளைப் பழித்தார். இலங்கை அரசோடு இணைந்து நாசகாரச் செயல்களுக்கு உடந்தையாக இருந்த மன்மோகன் - சோனியா கூட்டத்துக்கு ஆதரவாக இருந்தார். இந்தப் பாவத்துக்கு கருணாநிதியால் பரிகாரம் காணவே முடியாது.

தமிழர்கள், கருணாநிதியின் டெசோவை சீரியஸாக எடுத்துக்கொள்ளவே இல்லை. அவர் ஆண்டுக்கு ஒரு முறை கதை வசனம் எழுதும் படங்களைப் போலவே ஃப்ளாப் ஆகும் படங்களில் ஒன்று இது.''

''தி.மு.க-வில் ஸ்டாலின் - அழகிரி மோதல் தொடர்ந்து நடப்பதாகச் செய்திகள் வருகின்றனவே?''

''கொள்கைக் கட்சியில் விவாதங்கள் நடக்கும். குடும்பக் கட்சியில் கோஷ்டி மோதல்தானே நடக்கும்?

கருணாநிதியைப் போன்ற திறமையாளர்களைப் பார்ப்பது அரிது. அனைவரையும் ஈர்க்கக்கூடிய பேச்சு, வசீகரம் செய்யக்கூடிய எழுத்து, யாருக்கும் வாய்க்காத ஞாபக சக்தி, எவரையும் மடக்கும் சொற்சிலம்பம், ராஜதந்திரமாகக் காய்கள் நகர்த்துவதில் லாகவம், உலகத் தமிழர்கள் ஒருசேர வைத்திருக்கும் நம்பிக்கை - இத்தனையும் ஒருசேர இருந்தது கருணாநிதிக்கு. திறமையான அவருக்கு காலம் தங்கத் தாம்பாளத்தில் தலைவர், முதல்வர் என இரண்டு பதவிகளையும் ஒருசேர வழங்கியது. திறமையும் வாய்ப்பும் ஒருசேர ஒரு மனிதனுக்குக் கிடைத்தன. ஆனால், அத்தனை திறமைகளையும் சுயநலம், குடும்பப் பாசம் என்ற இரண்டின் காலடியிலும் கருணாநிதி கொண்டுபோய்ப் புதைத்துவிட்டதால் வரலாற்றின் முன் 'தமிழினக் குற்றவாளி’ என்ற பதற்றத்துடன் அவமானமாகத் தலைகுனிந்து நிற்க வேண் டிய நிலைமைக்குத் தள்ளப்பட்டுவிட்டார். இதைப் பார்த்து நான் சந்தோஷப்படவில்லை. பரிதாபப்படுகிறேன்.

எந்த இயக்கத்துக்காக என் இளமையின் பெரும் பகுதியை உழைப்பாக வழங்கினேனோ... எந்தத் தலைவனுக்காக என் வாழ்க்கையை அர்ப்பணித்து நின்றேனோ... அந்தத் தலைவன்... இப்படிப்பட்ட பழிச் சொல்லுக்கு ஆளாகிவிட்டாரே என்ற கவலையிலேயே பேசுகிறேன்!''

''அ.தி.மு.க., தி.மு.க. இரண்டையும் முழுமையாக நிராகரிக்கிறீர்கள். ஆனால், தமிழகத்தை இவர்கள் இருவரும் மட்டும்தானே மாறிமாறி ஆள முடிகிறது?''

''இரண்டு கட்சிகளுக்குமே வலிமையான வாக்கு வங்கி தமிழகத்தில் இருக்கிறது. இதுவே ஆட்சி அமைக்க சாதகமாக உள்ளது. அவர்களுக்கு இதுவே தைரியமும் கொடுக்கிறது. இந்த முறை தோற்றால்... அடுத்த முறை வந்துவிடுவோம் என்ற தைரியத்தில் இருக்கிறார்கள். இதனால் தவறை திருத்திக்கொள்ள முன்வருவது இல்லை.

இதைத் தமிழக மக்கள் உணர்ந்துவிட்டார்கள். தி.மு.க., அ.தி.மு.க., ஆகிய இரண்டு கட்சிகளின் வாக்கு வங்கி வலிமை குறைந்துவருகிறது. புதிய, இளைய வாக்காளர்கள் இந்த இரண்டு கட்சிகளையும் நிராகரிக்கும் மனோபாவத்துக்கு வந்து உள்ளார்கள். மாற்றம் உடனடியாக வந்து விடும் என்று சொல்ல முடியாது. ஆனால், பல ஆண்டுகளுக்கு இது நீடிக்காது.''

''குறிப்பிட்ட அளவு செல்வாக்கு இருந்த, உங்க ளுடைய சொந்தத் தொகுதியான சங்கரன்கோவில் கூட ம.தி.மு.க-வுக்கு வெற்றி வாய்ப்பைத் தரவில்லையே?''

''எங்களை எதிர்த்து நின்ற மூன்று கட்சிகளுமே வாக்காளர்களுக்குப் பணம் கொடுத்தன. ஓட்டுக்கு ஒரு பைசாவும் தர மாட்டோம் என்று சபதம் எடுத்து நாங்கள் நின்றோம். இத்தகைய சூழ்நிலையில் 21 ஆயிரம் பேர் வாக்களித்ததே வெற்றிக்குச் சமம்தான்!''

''புதுக்கோட்டை இடைத்தேர்தலில் நிற்பீர்களா?''

''இல்லை. பகிரங்கமாகப் பண வேட்டை நடத்தும் ஆளும் கட்சியும், அதைக் கை கட்டி வேடிக்கை பார்க்கும் தேர்தல் ஆணையமும் இருக்கும் நாட்டில் இடைத் தேர்தலில் போட்டி என்பது தவறான முடிவாகிவிடும். பணத்துக்கு ஓட்டை விற்பது ஜனநாயகத்தில் விழுந்துள்ள ஓட்டை. இதை சங்கரன்கோவிலில் சரிசெய்ய முடியவில்லை. புதுக்கோட்டை மக்களாவது பணத்துக்கு விற்கும் பாவத்துக்குப் பலியாகிவிடக் கூடாது என்பதே என்னுடைய வேண்டுகோள்.''

ரியல் எஸ்டேட் டூர் போலாமா?
சென்னைக்கு மிக அருகில் திண்டிவனமும் மிகமிக அருகில் பாண்டிச்சேரியும் இருப்பது ரியல் எஸ்டேட் விளம்பரங்கள் சொல்லித் தெரிந்திருக்கும் உங்களுக்கு. மத்தியான நேரத்தில் (அதுகூடப் பரவாஇல்லைங்க... சமயங்களில் நள்ளிரவில்கூட!) டி.வி-யைத் திருப்பினால்... சீரியல் நடிகைகள் ஹெவி மேக்கப்பில் வந்து, 'இந்த இடம் தாம்பரத்துலேர்ந்து தாண்டிப்போற தூரம்தான், வந்தவாசியில் இருந்து வாக்கபிள் டிஸ்டன்ஸ்தான்’ என்று குளோஸப் கேன்வாஸ் செய்வார்களே... அதே விளம்பரங்கள்தான்.

கூடுவாஞ்சேரி தொடங்கி திண்டிவனம் வரை சாலையின் எந்தப் பக்கம் திரும்பி னாலும் பளபளப்பான ரியல் எஸ்டேட் சைட்டுகள் மின்னுகின்றன. 'ஹைவேஸ் சிட்டி’, 'செந்தமிழ் நகர்’, 'குமரன் நகர்’, 'ஜே.கே. கார்டன்’ என மானாவாரி நிலங்களை பிளாட் பிரித்து மானாவாரியாகப் பெயர் வைத்திருக்கின்றனர். ஐ.நா. சபை அலுவலகம் ரேஞ்சுக்கு கலர் கலர் கொடி கள் வேறு. ஹாலோ பிளாக் சுவர்களில் ஃப்ளோரசன்ட் பெயின்ட் கண்களைப் பறிக்கிறது. வெயில் பிளக்கும் மத்தியான நேரத்தில் டெம்போ டிராவலரில் வந்து இறங்குகிறது மக்கள் கூட்டம். ''இடம் எல்லாம் நல்லாதான் இருக்கு. ஆனா, சுத்தி நாலஞ்சு கிலோ மீட்டருக்கு ஒரு குடிசை யைக்கூடக் காணலையே... டெவலப் ஆகுமா?'' என கூல் டிரிங்க்ஸை உறிஞ்சிய படியே கணக்குப் போடுகின்றனர். என்னதான் நடக்கும் அந்த ரியல் எஸ்டேட் சைட் சீயிங்கில்?

'சைட்டைப் பார்வையிட எங்கள் குரோம்பேட்டை அலுவலகத்தில் இருந்து தினந்தோறும் வாகன வசதி உண்டு’ - என்ற விளம்பரத்தைப் பார்த்து, நம்பரை டயல் செய்தேன். ''அந்த வெல்கம் சிட்டி சைட்டுங்களா, அது முடிஞ்சிருச்சே... ஒரே ஒரு கார்னர் பிளாட் மட்டும்தான் இருக்கு. ஸ்கொயர் ஃபீட் 170 ரூபாய். அதுக்குப் பக்கத்துலயே இன்னொரு லே-அவுட் போட்டிருக்கோம். ரெண்டையுமே பார்க்கலாம். நாளைக்குக் காலையிலயே வந்துடுங்க!''- சொன்னதோடு நிற்காமல், அடுத்த நாள் காலை எட்டு மணிக்கே போன் செய்து நினைவூட்டினார். 'வாங்குறவனைவிட விக்கிறவன் சுறுசுறுப்பா இருக்கானே’ என யோசித்தபடி குரோம்பேட்டை அலுவலகம் சென்றால், அங்கு ரேஷன் கடைக் கூட்டம்.

வந்திருந்தவர்களில் சரிபாதிப் பேர் வெல்கம் சிட்டியில் இடம் வாங்கி, அன்று வெள்ளிக்கிழமை என்பதால் பத்திரப் பதிவு செய்ய வந்தவர்கள். மீதிப் பேர் இடம் வாங்க வந்தவர்கள்.

எல்லோருடைய முகங்களிலும் குழப்பம், மகிழ்ச்சி, டென்ஷன், கவலை எனக் கலவையான உணர்ச்சிகள். மனைவி, குழந்தையோடு வந்திருந்தவரைப் பார்த்துச் சிரித்தேன். அவருக்கு என்ன புரிந்ததோ... ''அப்புறம் இவளுக்கு இடத்தைக் காட்ட இன்னொரு தடவை போகணும். அடிக்கடி போயிட்டு வர இடம் என்ன பக்கத்துலயா இருக்கு? இங்கேருந்து மேல்மருவத்தூர் போகணும்ல...'' என்று தன்னிலை விளக்கம் கொடுத்தார். ''மேல்மருவத்தூரா... எது? 'சென்னைக்கு மிக அருகில்’ இருக்கே அதுவா?'' என்றதும் அதற்கும் சிரித்தார். ''அதுக்கு என்ன சார் பண்றது? நாம என்ன அடையாறுலயா இடம் வாங்க முடியும்? இருக்குற ரெண்டு, மூணு லட்சத்துக்கு அங்கேதான் போகணும். விலை ஏறுனா சரி!'' என்றார். ஏறும் என்று நினைத்துதான் இத்தனை பேரும் கிளம்பி வந்திருக்கிறார்கள். ஆனாலும் நடுத்தரவர்க்க பிராண்ட் பயம் விலகவில்லை.

சினிமா முடிந்து வெளியே வருபவர்களிடம், 'படம் எப்படி?’ எனக் கேட்பதுபோல... ஏற்கெனவே இடம் வாங்கியவர்களிடம் 'இடம் எப்படி?’ என்று விசாரணையைப் போடுகின்றனர். அவர் என்னத்த சொல்வார்... ''ஆமாங்க... ரேட் ஏறும்னு சொல்றாங்க. பக்கத்துலயே புதுசா காலேஜ் ஒண்ணு வரப்போகுதாம்ல!'' என அவர் தனக்குத்தானே சொல்லிக்கொள்ளும் ஆறுதல் அவர்களுக்கும் ஆறுதலாக இருக்கிறது.

சென்னைக்குப் பக்கத்து மாவட்டங்களில் 10 ஏக்கர், 20 ஏக்கர் என மொத்தமாக நிலத்தை வாங்கி, அதை பிளாட் பிரித்து 'ஹை ஸ்டைல் கார்டன்’, 'நியூ சிட்டி அவென்யூ’ என்று பெயர்வைத்து விற்கின்றனர். இந்த இடத்தைப் பார்வையிட ஒவ்வொரு நாளும் நகரத்தில் இருக்கும் அவர்களது அலுவலகத்தில் இருந்து இலவசமாக அழைத்துச் செல்கின்றனர். இதற்காகவே டெம்போ டிராவலர் வேன்களை வாங்கி வைத்துள்ளனர். திருவள்ளூர் பக்கம் லே-அவுட் போட்டிருப்பவர்கள், வாடிக்கையாளர்களை மின்சார ரயிலில் அழைத்துப்போகிறார்கள்.

வந்திருந்த குரூப்பை இரண்டாகப் பிரித்து பத்திரப் பதிவுக்குப் பாதியையும், இடத்தைப் பார்க்க மீதியையும் அனுப்பிவைத்தார்கள். வேனில் ஏறி 10 நிமிடம்கூட இருக்காது. உள்ளே இருந்த டி.வி-யில் ஒரு சீரியல் நடிகை வந்து 'பாருங்க... இந்த இடம் ஹைவேஸுக்கு எவ்வளவு பக்கத்துல இருக்குனு...’ என்று பேச ஆரம்பித்தார். ஒரு பாட்டு. மறுபடியும் அந்த விளம்பரம். இரண்டு மணி நேரத்துக்கு இதையே 'ரிப்பீட்’ ரிவிட் அடித்தார்கள்.

இந்த ரியல் எஸ்டேட் டி.வி. விளம்பரங்கள் கொடுமையிலும் கொடுமை. அதில் கேமராமேனாகப் பணிபுரியும் நண்பர் ஒருவர், ''போன வாரம் திருத்தணி பக்கம் ஒரு ஷூட். டி.வி. நடிகர் சஞ்சீவ்தான் ஆங்கர். மொத்தம் 5 டிஜிட்டல் கேமரா, 10 பார் லைட் செட்டப். ஜிம்மி ஜிப் வேற. சினிமா ஷூட்டிங்குக்கே இவ்வளவு பிரமாண்டம் இருக்காது. அன்னைக்கு ஒரு நாள் செலவு மட்டும் 15 லட்ச ரூபாய்!'' என்று மலைக்கவைத்தார். ஆள் இல்லாத வனாந்திரத்துக்குள் நாலு கல்லை நட்டுவைத்து, 1,200 சதுர அடி ரூபாய் 2 லட்சம் என்று விற்று இதைச் சம்பாதிக்கிறார்கள்.

அதிலும் ஒரு மரம்கூட இல்லாத அந்தப் பொட்டல் காட்டில் ஒரு ஊஞ்சல் வைத்திருப்பார்கள். சறுக்கு மரம் இருக்கும். சன்பாத் எடுப்பதுபோல் ஒரு சிமென்ட் குடை இருக்கும். லே-அவுட்டின் நுழைவு வாயிலில் ஸ்டைலான ஆர்ச் இருக்கும். எதற்கு இதெல்லாம்?

''எல்லாம் உங்களை ஏமாத்தத்தான். டி.வி. விளம்பரம் அழகா வர்றதுக்காகக் கொண்டுவந்த செட்டப் இது. இப்போ நடுக் காட்டுக்குள்ள லே-அவுட் போட்டு அங்கேயும் கலர் கலராக் கொடிகளை நட்டுவைக்கிறாங்க!'' என்கிறார் அந்த நண்பர்.

இந்த லே-அவுட்கள் அனைத்தும் நகரத்தில் இருந்து பல கிலோ மீட்டர்கள் வெளியில்தான் இருக்கின்றன. பெரும்பாலான கல்லூரிகளும் சிட்டி லிமிட்டுக்கு வெளியில்தான் உள்ளன. உடனே, இவர்கள் 'வொய்டு ஆங்கிளில்’ கேமராவை வைத்து, 'பார்த்தீங்களா... ஜி.ஜி.ஜி. இன்ஜினீயரிங் காலேஜ் எவ்வளவு பக்கத்துல இருக்குனு?’ என்பார்கள். தூரத்தில் ரோட்டில் ஒரு பஸ் போகும். அதை ஜூம் செய்து, 'மெயின் ரோட்டுக்குப் பக்கத்துலயே உங்க இடம்’ என்று பின்னணிக் குரல் போகும். பஸ் போறதெல்லாம் சரி... அந்த இடத்துல நிக்குமா?

இன்னும் சில விளம்பரங்களில், 'நாம இப்போ இருக்கிறது திண்டிவனம் பஸ் ஸ்டாண்ட்ல’ என்று திண்டிவனம் பேருந்து நிலையத்தைக் காட்டுவார்கள். பிறகு, அந்தத் தொகுப்பாளர் ஒரு ஷேர் ஆட்டோவில் ஏறி, 'நம்ம சைட்டுக்கு ஷேர் ஆட்டோகூட இருக்கு’ என்பார். இறங்கியதும், 'பார்த்தீங்களா... மூணு கிலோ மீட்டர்தான். அஞ்சே நிமிஷத்துல வந்தாச்சு...’ என்று அடுத்த பிட்டைப் போடுவார். யாரும் இல்லாத ரோட்டில், அஞ்சு நிமிஷத்துல வர்றதுல என்ன பெரிய சிக்கல்?!

நான் சென்ற வேன், சில பல கிராமங்களை ஊடுருவிச் சென்றது. 'சாலவாக்கத்துல ஒரு பார்ட்டியை இறக்கிவிட்டுட்டுப் போயிருவோம்’ என்று எங்கெங்கோ கிராமங்களுக்குள் புகுந்து சென்றார் டிரைவர். பெய்யூர் என்ற பச்சைப் பசேல் கிராமத்தில் இன்னமும் முழு வேகத்தில் விவசாயம் நடக்கிறது. கொஞ்சமும் நகரத்துச் சாயல் இல்லை. அங்கு விவசாய நிலங்களுக்கு நடுவே 'டிரினிட்டி பார்க், கிரீன் சிட்டி அவென்யூ’ பெயர்ப் பலகைகள் எங்களை வரவேற்றன. அந்தப் பெயர்ப் பலகைகளுக்கு அருகிலேயே 'வாழ்ந்து காட்டுவோம்’ அறிவிப்புப் பலகை யாருக்கோ சவால்விடுகிறது.

மேல்மருவத்தூரில் ஒரு ஹோட்டலில் எல்லோருக்கும் லஞ்ச். லே-அவுட்டைப் பார்க்க வருபவர்களுக்கு போக்குவரத்துடன் சேர்த்து மதிய உணவும் இலவசம். பேச்சுலர்ஸ் பலர் ஞாயிற்றுக் கிழமைகளில் இன்பச் சுற்றுலாபோல இவர்களுடன் கிளம்பிவிடுகின்றனர். ஒரு நாள் ஜாலியாகக் கழிவதுடன் சாப்பாடும் இலவசம்.

எங்கள் வேன், மேல்மருவத்தூர் கோயிலுக்கு முன்பாக வலது புறம் திரும்பி உள்ளே நுழைந்தது. 'நம்ம சைட்டுக்குப் போற ரோடு இதுதான் சார். நாலே கிலோ மீட்டர்தான். அஞ்சு நிமிஷம்கூட ஆகாது’ என்று வேனில் இருப்பவர்களுக்குச் சொல்லிக்கொண்டே வருகிறார் புரோக்கர். வறண்ட பொட்டல்பூமியில் வளைந்து திரும்பி வேன் நின்றால், டி.வி-யில் பார்க்கும் நூற்றுக்கணக்கான லே-அவுட்டுகளின் அதே சாயல். ஊஞ்சல், சறுக்கு மரம், ஐ.நா. சபைக் கொடிகள் அனைத்தும் உண்டு.

'அந்தா பாருங்க... பக்கத்துலயே மெயின் ரோடு. இந்தா பாருங்க... இங்கேயே ஈ.பி. லைன்’ என, 'பாத்ரூம் குளிக்கலாம், பெட்ரூம் தூங்கலாம்’ மாதிரி சளைக்காமல் சொல்லிக்கொண்டே இருந்தார் புரோக்கர். லே-அவுட் பேப்பரை உற்றுப் பார்த்து யோசிப்பவர்களிடம், ''நம்ம சைட் எல்லாமே பக்கா டாக்குமென்ட் சார். ஒரிஜினல் பட்டா லேண்ட். நாங்களே வில்லங்கம் பார்த்துத் தருவோம். இடத்துக்கும் எந்தப் பிரச்னை யும் வராது. சுத்தியும் கம்பி வேலி போட்டிருக்கு பாருங்க...'' என்ற எக்ஸ்ட்ரா பிட்டுகளைப் போடுகிறார். ரியல் எஸ்டேட்காரர்களுக்கு இந்த வேலி, பஸ் போகும் ரோடு, பக்கத்திலேயே ரயில்வே ஸ்டேஷன், 30 அடியில் குடிநீர்... இதெல்லாம் அல்வா மாதிரி.

அந்தக் கிராமத்து மக்களோ தினமும் சர்சர்ரென கார்களில் வந்துபோகிறவர்களைக் கொஞ்சம் மிரட்சியோடும் கொஞ்சம் பரிதாபமாகவும் 'பலியாள்’போலப் பார்க்கிறார்கள். கடும் பில்டப்புடன் இடத்தைப் பார்க்க வருபவர்களுக்கு தங்கள் மனதில் இருந்த கற்பனை உடைந்துபோன ஏமாற்றம். வேறு சிலரோ தேர்ந்த அனுபவசாலிகள். ''எல்லா இடமும் பார்க்க இப்படித்தான் சார் இருக்கும். நாலு வருசத்துல எல்லாம் வளர்ந்துடும்'' என்கிறார் கௌரிவாக்கத்தைச் சேர்ந்த குடும்பத் தலைவி நிர்மலா. கணவரை வேலைக்கு அனுப்பிவைத்துவிட்டு இங்கு கிளம்பிவந்திருக்கிறார். ''சுதாரிச்சுக்கணும் சார்... இப்பவே இந்த ரேட்டு சொல்றான். இன்னும் ரெண்டு வருஷம் கழிச்சுப் பார்த்தா, வாங்குறதுக்கே இடம் இருக்காது'' என்கிறார் நிர்மலா. ரியல் எஸ்டேட் கம்பெனிகள் ஒரு லே-அவுட் முடிந்து இன்னொன்று, அது முடிந்து அடுத்தது எனப் போய்க்கொண்டே இருக்கிறார்கள். சென்னை மட்டும் அல்ல... தமிழ்நாட்டின் அனைத்து நகரங்களிலும் இதுதான் நிலைமை.

ஏதோ ஒரு மாய மந்திரம் நிகழ்ந்து 'படையப்பா’ ரஜினிபோல ஒரே பாடலில் கோடீஸ்வரன் ஆகி விடமாட்டோமா என்ற 'மிடில் கிளாஸ் மாதவன்’களின் நம்பிக்கையில், வாரக் கடைசிகளில் கலகலவென அரங்கேறிக்கொண்டு இருக்கின்றன ரியல் எஸ்டேட் இன்பச் சுற்றுலாக்கள்!

Good article. Same kind of happenings are going in very small towns like Dindigul, Karur, etc. Those guys use the local channels to a bigger extent. We during college days, used to call them and pass time kalaaichufying them over phone and enjoyed since our voice come in local channel. :lol:

Was pretty good!! I watched the dubbed version; when that was good, in Hindi it must be really good. I especially like the fact that Amir Khan was never judgmental.

And his sheer presence itself has given a great dimension to the program itself....

^^ Ya me too saw the tamil version only in youtube. Looks like Vijay TV is gonna broadcast the tamil version.

Even though this is not a new concept at all ( we have had programs like Kathaiyalla nijam n stuff in the past), the presence of such a mega star definitely helps in spreading the issue quickly..

And recently, Vidya Balan signed up for being the brand ambassador for Sanitation program of the rural development ministry of India..

Hope a few of the Tamil superstars take a cue from these people and help in creating social awareness.

Just imagine what will happen in TN when the likes of rajni, Kamal, Vijay, Ajith etc endorse some social development!!!

தமிழக சட்டசபையில் இன்று அற நிலையத்துறைக்கான மானியக்கோரிக்கை மீதான விவாதத்தில் கலந்து கொண்டு பேசிய அமைச்சர் ஆனந்தன,முந்தைய தி.மு.க. அரசு மாநிலத்தின் பல்வேறு கோவில்களில் மேற்கொண்ட பணிகளில் பெரும்பாலானவை தங்கத்தை பயன்படுத்தியதாகவே இருந்ததாகவும், அத்தகைய பணிகளில்தான் தி.மு.க. அரசு கவனம் செலுத்தியதாகவும் கூறினார்.

”மாநிலத்தின் பல்வேறு கோவில்களில் இருந்து முந்தைய தி.மு.க.அரசு சுமார் 500 கிலோ தங்கத்தை எடுத்து சமயபுரம் மாரியம்மன் கோவில்,உறையூர் வெக்காலியம்மன்,திருப்போரூர் கந்தசாமி கோவில் மற்றும் சோலமலை முருகன் கோவில் போன்ற கோவில்களில்,தங்கத்தேர் அமைத்தல், கோவிலுக்கான தங்கத்திலான விமானம் அமைத்தல், தங்கக்கொடி அமைத்தல் போன்ற பணிகளை செய்துள்ளது.

இதில் மோசடி செய்யப்பட்டுள்ளதா என்பது,மேற்கூறிய பணிகளில் உண்மையில் எவ்வளவு தங்கம் பயன்படுத்தப்பட்டுள்ளது என்பதை கணக்கிடும்போது தெரிந்துவிடும்.இந்த பணிகளுக்கு செலவிடப்பட்டதாக சொல்லப்பட்ட அளவில்,மூன்றில் ஒரு பங்கு தங்கம் கூட பயன்படுத்தப்பட்டிருக்குமா என்று பக்தர்கள் சந்தேகப்படுகிறார்கள்.

துறவு என்பது பெருமளவுக்கு இந்தியச் சமயங்களுக்கு உரியது!

துறவு என்பது உடைமைத் துறவு மற்றும் காமநீக்கம்!

பற்று நீக்கம் என்பது துயர நீக்கம்! துயரம் என்பது உடைமை சார்ந்தும், காமம் சார்ந்தும் வருவதால், துயரத்திலிருந்து முற்றாக விடுபட விரும்புபவர்கள் இவை இரண்டிலிருந்தும் முற்றாக விடுபட்டு விடுவார்கள்!

பற்றில் உழல்பவர்களைப் பற்றற்ற துறவிகளே தூக்கி நிறுத்த முடியும் என்பதால், துறவிகளுக்கு இலக்கணம் வகுக்கின்ற பணியைப் புத்தன் செய்தான்!

ஒரே வீட்டில் மூன்று நாட்களுக்கு மேல் பிச்சை கொள்ள வேண்டாம் என்றான் புத்தன்! அது அவ் வீட்டாரோடு தொடர்பும், அதன் வழியாகப் பற்றும் வளரக் காரணமாகுமாம்!

புத்தன் மன்னனாக இருந்தவன்; எல்லையற்ற செல்வத்தின் மீது மட்டுமன்று; மக்களின் மீதும் அதிகாரம் உடையவனாக இருந்தான்!

பல்லாயிரம் பேருக்கு வகைப்பாடுடைய விருந்தளிக்க முடிந்தவன், ஒரு மஞ்சளாடை அணிந்து தன்னுடைய உணவுக்காக ஓர் எளிய குடிசையின் முன்னால் கையேந்தி நிற்பதற்கு முன் வந்ததையும், அதிகார மணிமுடியைத் துறந்துவிட்டுத் தலையை முண்டிதம் செய்து கொண்டதையும் சிந்தித்துப் பார்க்கும்போது, துறவு நிலை அரச நிலைக்கும் மேலானதாய் இருக்க வேண்டும் என்று புத்தனின் துறவால் உய்த்தறிய முடிகிறது!

அரசனாக இருந்து துறவியாக மாறிய இன்னொருவன் பத்ரகிரி. ஒரு கோயிலின் மேற்கு வாயிலில் பிச்சையைப் பெறுவதற்கு ஓர் ஓட்டினை வைத்திருந்ததற்காகவும், தன்னை ஒட்டிக் கொண்ட நாயை விரட்ட மனம் ஒப்பாது அதை வளர்த்து வந்ததற்காகவும், "பத்ரகிரி ஒரு சம்சாரி' என்று அந்தக் கோயிலின் மேற்கு வாயிலில் இருந்த பட்டினத்தார் கேலி செய்தாராம்!

காரணம் ஓர் ஓடு கூட ஓர் உடைமைப் பொருளாகும் என்றெண்ணிப் பட்டினத்தார் கைகளைச் சேர்த்தே பிச்சை ஏற்று உண்டவராம்!

"என்னிடம் கோவணத்தையும் உத்திராட்சத்தையும் தவிர வேறென்ன இருக்க முடியும்' என்று சொல்ல வேண்டியதுதானே! "இன்ன மந்திரியின் ஏவல் இது' என்று ஏன் புலம்ப வேண்டும்?

ஒரு காலத்தில் பல்கலைக்கழகத் துணைவேந்தர் பதவிகள் ஏலம் விடப்பட்டது போல், ஆதீனகர்த்தர் பதவிகளும் இப்போது ஏலம் விடப்படுகின்றன.

இன்றைய ஆதீனத்திற்கு உதவியாளர்களெல்லாம் பெண்கள்தாம்! இன்ன புடவைக் கடையை இன்ன நடிகை திறந்து வைத்தார் என்று பெருமை பேசப்படுவதுபோல, இன்ன ஆதீனம் பதவி ஏற்றுக் கொண்டபோது இன்ன நடிகை முன்னிலை வகித்தார் என்பதும் பெருமையாகப் பேசப்படுகிறதே இது காலக் கொடுமை!

அரசியல்வாதிகள் மீது குற்ற வழக்குகள் பெருகப் பெருக "இவ்வளவுதானே' என்று அவர்கள் வெட்கத்தை உதிர்த்து விடுவது போல, ஆதீனகர்த்தர்களும் சொரணை இல்லாமல் போய் விடுவார்கள் போலிருக்கிறது!

ஆதீனகர்த்தர்களின் எண்ணிக்கை இருநூற்றுத் தொண்ணூறைத் தாண்டிவிட்டது. ஞானசம்பந்தரைத் தவிர வேறு யாரையாவது யாருக்காவது நினைவிருக்கிறதா? ஞானசம்பந்தர் தங்கச் செங்கோல் வைத்துக் கொண்டா சைவத்தை வளர்த்தார்?

ஞானசம்பந்தர் சைவத்தை வளர்த்தார் என்பதன் பொருள் பெளத்தத்திலிருந்தும் சமணத்திலிருந்தும் எண்ணில் அடங்காதவர்களை மதம் மாற்றினார் என்பதல்லவா!

இப்போது சைவம் யாரையும் தன்னுடைய மடிப்புக்குள் புதிதாக அனுமதிப்பதில்லை. ஒருவன் சைவன் என்றால் அவன் சைவனாகவே பிறக்கிறான் என்பதுதான்!

ஏனெனில் சைவனாகப் பிறப்பவனுக்குச் சமய அடையாளம் மட்டும் போதாது. அவனுக்குச் சாதி அடையாளமும் வேண்டும்!

ஒரு வெள்ளைக்காரனைச் சைவ சமயத்தில் சேர்ப்பதாக இருந்தால், அவனை எந்தச் சாதியில் சேர்ப்பது என்பதற்கு விடை கண்டாக வேண்டும்!

அவனைச் சேர்த்துக் கொள்ள எந்தச் சாதியும் இசையாது! சாதி உறுப்பினர்கள் சேர்க்கப்படுபவர்கள் அல்லர்; பிறப்பவர்களே!

இதே நிலைதான் சைவத்திற்கும். மக்கள்தொகைப் பெருக்கத்தால் சைவர்களின் எண்ணிக்கை கூட முடியுமே தவிர, வேறு எந்த விதத்தாலும் கூட்ட முடியாது. சைவ மடங்களை எல்லாம் மூடி விட்டாலும் இந்த எண்ணிக்கை மாறப் போவதில்லை.

தமிழனுக்குத் தனியான நிலம் உண்டு; தனியான மொழி உண்டு; தனியான பண்பாடு உண்டு. தனியான சமயங்கள் உண்டு; தனியான மெய்யியல் கொள்கைகளும் உண்டு.

ஆனால், இருபதாம் நூற்றாண்டின் தொடக்கத்தில் வீரசாவர்க்கார் காலம் தொட்டுத் தமிழர்களெல்லாம் இந்துக்களாக ஆக்கப்பட்டு விட்டார்கள். அப்படி ஒரு பொதுமை வழக்கு உருவாக்கப்பட்டு விட்டது. இந்துக்களின் மெய்யியல் நூலாகப் பகவத் கீதை ஆக்கப்பட்டது!

தமிழனின் சமய அடையாள இழப்புக் குறித்து எந்தச் சைவ, வைணவ மடங்களாவது போராடியதுண்டா? எதற்கு ஆயிரம் வேலி நிலம்? எதற்குத் தங்கச் செங்கோல்?

தமிழனின் சமயங்கள் சைவம், வைணவம், முருக வழிபாடு, இயற்கை வழிபாடு, மூதாதையர் வழிபாடு என்றிவைதாம். மூதாதையரைத் "தென்புலத்தார்' (43) என்பான் அறிவுப் பேராசான் வள்ளுவன்!

தமிழனின் சமய நூல்கள் நாயன்மார்களின் திருமுறைகளும், ஆழ்வார்களின் பிரபந்தங்களும், திருமுருகாற்றுப் படையும், உலகிலேயே மிகச் சிறிய நூலான பன்னிரண்டே சூத்திரங்கள் அடங்கிய சிவஞான போதமுமேதாம்; தமிழர்கள் எல்லாரும் ஒப்ப முடிந்த வேத நூல் சமயங் கடந்த திருக்குறளாகும்! ஒரு காலத்திலும் கீதை தமிழனின் மெய்யியல் நூலாக முடியாது என்று எந்த ஆதீனமாவது தமிழர்களிடையே விழிப்புணர்ச்சியை ஏற்படுத்தியதுண்டா?

ஞானசம்பந்தர் வாதுக்குப் போனார்; அவரிடம் தோல்வியடைந்ததாகச் சொல்லப்பட்ட ஏழாயிரம் சமணர்களைக் கழுவிலேற்றினார்! சமணம் ஒழிந்தது; சைவம் தழைத்தது; மெத்தச் சரி!

திருமறைகளும், பிரபந்தங்களும், சிவலிங்கமும் பெரியாரால் கேலிக்குள்ளாக்கப்பட்டபோது, எந்த ஆதீனமாவது பெரியாரை வாதுக்கழைத்ததுண்டா? அப்படி நினைத்துப் பார்க்கவே உங்களால் முடியவில்லையே!

தமிழரின் சமயங் குறித்தும் தமிழின் பெருமை குறித்தும் விழிப்பை உண்டாக்கியவர்களும் அதை இயக்கமாக்கியவர்களும் முதற் கட்டத்தில் மறைமலை அடிகளும், பிற்கட்டத்தில் தேவநேயப் பாவாணரும்தானே!

கொழுத்த பணத்தில் புரள்கிற ஆதீனங்கள் இவர்களையாவது ஆதரித்துப் புரந்ததுண்டா?

தமிழ்நாட்டை மராத்தியர்களும் நாயக்கர்களும் ஆண்டபோது, தமிழ்க் கடவுள் முருகனை முன்னிறுத்தித் திருப்புகழ் பாடிய அருணகிரிநாதரின் நோக்கம் தெலுங்கரினின்றும், மராத்தியரினின்றும் தமிழ்ச் சமயத்தை வேறுபடுத்திக் காட்டுவதுதான்! அதனால்தான் தமிழர்க்கே உரிய முருகன் பாடுபொருளாக்கப்பட்டான்!

பெளத்தமும், சமணமும் துறவுதான் பரிநிருவாணத்திற்குரிய வழி என்று வற்புறுத்தியபோது, தமிழ் இளைஞர்கள் இளந்துறவிகளானார்கள்! அப்போது ஞானசம்பந்தர் "எதற்கு இந்த வறண்ட வாழ்க்கை? நீங்கள் இங்கே வாருங்கள்; சிரமமில்லாமல் மண்ணில் பெண்ணோடு நல்ல வண்ணம் வாழலாம்; மேலும் எங்கள் சிவனே பெண்ணோடுதான் இருக்கிறார்' என்று கவர்ச்சியூட்டி ஞானசம்பந்தர் மாற்று மதத்தினரை இழுத்தார்!

""பெண்ணின் நல்லாளொடும் பெருந்தகை இருந்ததே'' என்று அவர் மக்களுக்குச் சொன்னதைத் தங்களுக்குத்தான் பாடியதாக ஆதீனங்கள் சில கருதியதன் விளைவு மடத்தின் போக்கே மாறிவிட்டது!

சமயத் தலைவர்கள் ஆதீனங்களில்லை; அவர்கள் மடங்களின் மேலாளர்கள்!

வள்ளலார் போன்றவர்களே சமுதாயத்தையே மாற்றி அமைக்க வந்தவர்கள்!

வள்ளலார் ஒரு கட்டத்தில் சைவத்திற்கு மாற்று நிலை எடுத்தார். அது முக்கியமில்லை. ""பசிநீக்கம்; உயிரிரக்கம்'' இரண்டையுமே தலையாய கொள்கையாகக் கொண்டார்!

பதவியால், பணத்தால், சாதியால் உயர்ந்தவர்கள் தாழ்ந்தவர்கள் என்னும் நிலை போய், ""ஒத்தாரும் தாழ்ந்தாரும் உயர்ந்தாரும் ஒருமையுளராகி உலகியல் நடத்த வேண்டும்'' என்றார் பசியை நீக்குவதற்கு அணையாத தீயை அடுப்பில் மூட்டிய வள்ளற்பெருமான்!

இவ்வளவு சிறந்த வள்ளலாருக்கு சிவபெருமான் கனவில் வந்து எதுவும் சொல்லவில்லை. ""நின் கருத்தை அறியேன் நிர்க்குணனே நடராச நிபுண மணி விளக்கே'' என்றுதான் பாடுகிறார்!

மகாத்மா காந்தி "வாய்மைதான் கடவுள்' என்று உய்த்துணர்ந்து சொன்னதற்குக் காரணம் இறைவன் அவருக்கு நேரில் வராததுதான்!

நல்லவேளை ஆதீனங்களின் கனவில் நயன்தாரா வராமல் சிவபெருமான் வருவது நல்லதுதான் என்றாலும், அவர் வந்ததை உயர் நீதிமன்றம் விசாரித்து அறியுமாறு நீதிமன்றத்தின் கவனத்திற்கு வழக்கறிஞர்கள் கொண்டு செல்ல வேண்டும்!

மீனாட்சி அம்மன் கோயில் மதுரை ஆதீனத்திற்குச் சொந்தம் என்று கிளம்பி விட்டார்கள். ரியல் எஸ்டேட் விலை ஏறி விட்டதுதான் காரணம்!

பாண்டியர்கள் தாய் மீனாட்சிக்கு அளித்த சீதனம் அது! எல்லாம் அறிந்தவன் நீ; எல்லாம் வல்லவன் நீ சொக்கா! கடைசியில் உன் மடியிலேயே கை வைத்து விட்டார்கள்!

Victoria’s Secret: perfect fit for poor Tamil women

Victoria’s Secret is changing the lives of women other than those who wear the world’s most famous lingerie brand.

In a more definitive way, it is changing the quality of life of some 2,000 women in Tamil Nadu. None of them wears the brand but many have returned from the brink of destitution to relative comfort, thanks entirely to Victoria’s Secret.

More than anything else, it has given them self-respect and economic independence in a completely male-dominated corner of Tamil Nadu.

They mostly come from segments that are among the most impoverished, debt ridden and illiterate in the country. They make lines of the famous innerwear at a $12 million fa*ctory, 70 km from Chennai, holding life-changing jobs.

Gomathi, 32, a section supervisor, earns Rs 16,500 a month — “enough to be able to give a good education to my two children” — at Intimate Fashions, a three-way joint venture of Mast of the US which owns Victoria’s Secret, German innerwear maker Triumph and Sri Lanka’s textile company MAS Holdings.

Another employee ,Revathi, 18, who has just finished her secondary education, has got her elder sister married and sends her young brother to school.

She comes to the factory everyday from 65 km away. A long commute, but she does not mind. “We all have something to look forward to. No one of my family goes hungry.” The lifeline to these women does not come from charity. Intimate Fashions general manager, Prasad Narayan Rege, emphasises that theirs is a ‘for- profit company that would remain that way.”

Lingerie making is labour-intensive and requires a skill that only women have. “Only women know the curves and angles for the stitches and seams.”

Even with their innate knowledge of the woman’s body, they have to be trained. Each seamstress gets intense in-house training for 28 days. “We look for fresh talent not just experienced hands. That is our stakeholders’ philosophy,” says Rege. There are reasons for hiring fresh talent. In stitching seams, the stitches must be accurate to ensure low rejection rates. Only young and nimble hands are capable of such accuracy, he explains. With such fussiness in manufacturing, prices are high. The starting price of Victoria’s Secret innerwear is $30 a piece (Rs 1,620) and goes all the way up to $70. In hiring young talent, wages are not beaten down. Entry-level employees earn Rs 8,000 a month, including a daily incentive of Rs 150. Besides, there is a 20 per cent annual bonus.

Farm wages for women in the area is barely Rs 75 a day. Those women who choose to work as domestic help in cities earn about Rs 2,000 a month.

In such a low-wage area Intimate Fashions shines like high-wage beacon and helps raise the career aspirations of its employees. Tulsi, 27, who has repaid all the debt that her father had taken, aspires to become a manager after completing her education. Along with her job, she is doing a programme in management studies. Production has been going up steadily. This year’s turnover is expected to rise to $45 million from $40 million last year. Orders are pouring in, says Rege. MAS is building another brand called Amante for markets in South Asia and Africa. Triumph that makes Nike and Bodyline innerwear/sportswear is also expected to place orders. “If demand goes up, we will need more hands,” says Rege. The company has 2,500 staff and operates two shifts. They do not plan to add another shift.

Instead, it has opened dormitories to cut attrition, for there is always a danger of others poaching skilled human resources.

The Tamil Nadu government is doing its bit to help women, having started Poodhu Vazhu (new life), a gender empowerment programme. It is supported by the World Bank which has lent it $274 million. The programme builds skill among the rural poor.

The architect of the programme who has helped companies looking at India for setting up production bases is P Amudha, director of the state’s empowerment and poverty reduction project. “Our objectives are very clear. We need to skilled people for meeting the demand for human resources and at the same time provide a livelihood for the rural poor. Skilling women is a natural extension since it helps wipe out poverty, destitution and completely eradicate illiteracy,” Amudha says.

* மாநாட்டுப் பந்தலுக்குள் நுழைந்த ஒவ்வொரு தொண்டரும், தனித்தனியே பெயர், முகவரி விவரம் கொண்ட, "பார் கோடு'டன் கூடிய அடையாளச் சீட்டை காட்டிய பிறகே, உள்ளே அனுமதிக்கப்பட்டனர். இதனால், காவல் துறையினரின் பணிச்சுமை வெகுவாக குறைந்தது.
* பகல் 12 மணிக்கு மேல், மாநாட்டு அரங்கம் செல்ல முயன்ற எந்த வாகனங்களும் அனுமதிக்கப்படவில்லை. 5 கி.மீ., முன்னமே நிறுத்தப்பட்டதால், கன்னியாகுமரி, விருதுநகர் உள்ளிட்ட பல மாவட்ட தொண்டர்கள், மாநாட்டில் பங்கேற்க முடியாமல் அவதிப்பட்டனர்.
