isaidso October 1st, 2008, 10:43 PM Northbank Place is excellent as are many of the others. The Yarra River, Victoria Harbour, Docklands, and that huge park downtown are huge assets for Melbourne. These are features which not every city is blessed with.

Cariad September 24th, 2009, 03:37 AM The RMIT proposal looks terrible (to me)! The view from the CUB makes it look like the a future "ugliest building" for Melbourne. My opinion is that RMIT and Melbourne could do much better! Love the rest though.

Would it be possible to have some more information such as which projects are already approved for Cogeneration/trigeneration (in house power generation using gas turbines/gas engines etc.) or are planning to go ahead with cogeneration/trigeneration for power and HVAC requirements of these buildings?

WERRIBEE Open Range Zoo opened to the public 25 years ago. Back then it was a much simpler operation: a guided tour of bison, deer, ostriches, kangaroos and rhinoceroses. Twelve years ago, it relaunched itself with themed attractions and a much broader range of interests for the visitor, such as an African Walking Trail and a Savannah Discovery Centre. Over the next decade it kept improving and expanding with, for example, a Volcanic Plains Walk, more rhinos (incorporating a successful breeding program), Slumber Safaris, the Lions on the Edge program and the Kubu River Hippos program.
The zoo says more than 2.5 million people have visited it. This would seem an impressive number, until a third party suggests that more than 1 million people could visit each year if a certain course of action were taken.
That course of action is to expand the open range zoo into a theme park. Entertainment goliath Village Roadshow proposes a $220 million makeover within the zoo's grounds. The amusement park, over 40 hectares, would be known as the African Safari Park and would have the biggest roller-coaster in Australia, among other rides, and attractions such as an animal tour to be called the Serengeti Safari, a theatre, and a wildlife education and conservation centre.
Village believes the African Safari Park, which it says would rival Disney's Animal Kingdom in Florida, could attract 1.3 million visitors a year, making it the state's biggest tourist drawcard. The company, which started life in Melbourne as the operator of a drive-in theatre in Croydon in 1954, has experience in operating theme parks. It operates several on the Gold Coast, including Sea World, Wet 'n' Wild and Movie World. The parks are magnets for tourists. The Victorian Government, in welcoming Village Roadshow's proposal for Werribee, hopes that that attraction may reverse polarity and lead to an influx of people to this state and Melbourne.
Certainly on figures from Tourism Victoria, something is needed to build visitor numbers. From 1999 to 2007, "interstate visitor nights" spent in Melbourne grew only 1.4% annually. The statewide figure was 1.5%. For the year ending December 2007, domestic visitor numbers to and within this state fell 0.1%. Melbourne had 6.5 million domestic overnight visitors in the year to December, which was a fall of 1.7% on the previous year. Parts of regional Victoria registered increased tourist numbers, but the figures point to little growth verging on stagnation. That being so, it is easy to understand the enthusiasm of the Tourism Minister, Tim Holding, for the Werribee plan — "a fantastic proposal". Mr Holding spoke of concerns that "without a theme park here in Victoria, we are losing visitors".
The other side of the coin to the theme park is the actual reason for its mooting: the animals. Village's zoologist, Trevor Long, says the entertainment aspect of the park will be sited away from the animals. Indeed, Village's managing director, Graham Burke, says the company has no plans to buy the zoo's animals. This is a welcome notice of intention. Zoos Victoria's chairman, Andrew Fairley, on Sunday was forthright in defending Werribee Zoo's stewardship of the animals. As to a takeover of the zoo, "we would not be prepared to acknowledge that that had any merit whatsoever". By yesterday, Mr Fairley was "comfortable in working with Village in putting a theme park in", but he indicated the welfare of the animals was the zoo's responsibility. This is right and sensible. There is a world of difference in operating a theme park and running a zoo. The two concepts do not need to be mutually exclusive, but there does need to be clear delineation between what constitutes the entertainment of people and the conservation of animals.
This issue was visited earlier this year in a series of articles The Age published into allegations af animal abuse and neglect at Melbourne's zoos. A former curator at Melbourne Zoo, Peter Stroud, said at the time: "In reality, all the resources go into the human experience at the expense of the animals." It was the "Disney" effect, he said. As The Age commented in an editorial, it was a question of balance. If the Werribee theme park is established, the animals must be looked after to a standard as high as anywhere in the world. Their needs must not be overshadowed by the need to build the fastest, most thrilling roller-coaster ride in the country.
If the park is built and operated with regard to the needs of both animal welfare and entertainment, Victoria has the chance to draw huge numbers of tourists. Werribee could become a big game attraction.

Southbank high-rise gets OK from VCAT
THE way has been cleared for a 226-metre, $400 million Southbank tower by noted architects Fender Katsalidis after the City of Melbourne lost a legal battle with the state government.
The Victorian Civil and Administrative Tribunal (VCAT) has rejected an appeal by the city council against the government's decision in April to grant the tower a permit. The 72-storey building will be built on the corner of City Road and Southbank Boulevard.
The council had argued that the tower dramatically broke what it regarded as the 100-metre height limit in the current planning scheme - and in the council's proposed Southbank structure plan - for that part of Southbank.
However, VCAT found that the design overlay did not specify a maximum height or preferred maximum height. The approval of earlier planning amendment C122 had ''effectively made 100 metres the threshold for the consideration of height in this location''. The proposal achieved the design objectives of the policy, it said, and was an example of exemplary architecture.
The chairman of the council's Future Melbourne (Planning) Committee, Cr Peter Clarke, said the proposed development failed to meet the objectives and requirements of the Melbourne planning scheme.
"The appeal to VCAT was lodged because we believe the development is excessive in both height and bulk," Cr Clarke said. ''It has excessive building bulk, inadequate separation from other towers nearby and relative to future developments, and potential for adverse wind effects.''
Cr Clarke said the council generally supported the architectural quality of the proposal, but the height was more than double the discretionary height limit.
The building will include 532 apartments, six levels of office space, a fresh food market, cafe/restaurant, car and bicycle parking as well as several ground floor retail shops. At 226.4 metres, 70 Southbank Boulevard is a little shorter than its neighbour Eureka Tower, which has 92 floors and is 300 metres high.
Two of the development partners are Benni Aroni, director of Stralliance Developments, and Nonda Katsalidis of Fender Katsalidis Architects, both of whom worked on the award-winning Eureka Tower. The third partner is Adrian Valmorbida Group.
Mr Aroni said Southbank needed a quality fresh food market. One innovative design feature was a vertical garden of living foliage, designed by Steve Calhoun of Tract, that would be installed over the car-parking levels, he said. VCAT said the design element provided a welcome green space in Southbank.
VCAT's decision casts a shadow over Melbourne City Council's structure plan for Southbank - developed because the council fears growth patterns threaten to turn the precinct into a skyscraper jungle like Hong Kong.
The structure plan divides the precinct into seven sections with different height maximums, ranging from 160 metres directly on the south bank of the Yarra, to 100, 60, 40 and 24 metres. However, the state government can overrule the plan through its power to approve buildings of more than 25,000 square metres.
The council envisages a range of zoning changes to give planning flexibility to enable the establishment of shops, services and entertainment, and more ''street life''. It will meet later this month to finalise the structure plan.

They are predicting in the next 20 years Melbourne's population will grow larger than Sydney!
Melbourne currently has 4 million and Sydney has about 4.7 million ... I blame the NSW government for the lack of development and progession in NSW/Sydney.
nameless dude October 9th, 2010, 03:28 AM ^^It's more like a cycle. The two cities have been leapfrogging each other in terms of population for over a century, so who knows? Growth rates change all the time, so projections are largely inaccurate as they only show the trend with a few sets of numbers at a specific period of time. Recently, figures have shown that Sydney is on the rise again. NSW recorded the highest population growth as a state in the last quarter but again, you can't take them for granted since they change all the time.

The spectacular 31, 000 seat rectangular stadium is a world class sports facility featuring an innovative bio-frame roof creating a highly efficient, cost effective, functional, visually exciting structure.
Arup and Cox Architecture designed a structure where each element serves multiple purposes, using minimal materials. Fire and services solutions were provided by NDY. The design team worked within a virtual 3D environment using parametric modelling. Each member was optimised for size and load, accommodating the final preset geometry for fabrication and construction purposes, giving a lightweight steel structure that uses 50 per cent less steel than a traditional cantilever.
Every component of the stadium's roof serves multiple purposes, ensuring minimal material use. Such precision of the steel roof structure and its connection to the concrete bowl required close coordination between design, fabrication and assembly teams.
AAMI Park's cladding system can be modified to support various technologies including photovoltaic cells, enabling the stadium to evolve with technology and sustainable design practices. Each glass and metal panel is designed to suit a specific location, and allows various levels of sunlight penetration and views into and out of the stadium. The shape of the roof also allows maximum sunlight penetration to the pitch.
The stadium façade lighting scheme was designed to be a ‘living design', able to be updated with content generated by community artists from all genres. Electrolight (lighting consultants) approached the façade lighting considering the stadium's sporting, historical and cultural contexts.
The stadium offers an unrivalled spectator experience that places fans close to the action, where they can immerse themselves into the spirit of the game.
This world class stadium increases Victoria's ability to attract national and international events, adding to its economic growth and Melbourne's claim as Australia's sporting capital.

Minsk August 17th, 2012, 09:51 PM Residents of Clara Apartments in South Yarra to live at one with nature
Elenberg Fraser’s new building ‘Clara’ for R. Corporation is a new master planned estate in South Yarra which has breathed life into an old Council refuse site, creating a secret resort-like complex with a new park in the middle of the well-established suburb.
Featuring town-houses by Jackson Clement Burrows and landscapes by Tract, central to this new development is the Elenberg Fraser-designed apartment building, which draws inspiration from the environment it is situated in. Clara’s form and detailing speak not only of the origins of architecture, but a celebration of living in nature.
Clara can be found in a lush inner-city oasis just north of the South Yarra train station, and the Elenberg Fraser have addressed this proximity by using an isolated slab for the first four levels as well as vibration dampening. Most apartments are not impacted by the train station as they face east, north and west.
The block appears to dissolve into the park that surrounds it; the architects clad the first four levels in black laser-cut panels featuring an abstracted sunflower pattern that calls to mind the vegetal detailing and symbolism of the acanthus leaves of the Corinthian order. This contemporary version of the ancient decoration makes the floral eruption part of the surface itself.
The upper levels of Clara are an architectural language of economy. Slipping in and out, a mere 500mm deep profiling of slab edge creates the balconies’ honeycomb effect, which, like a bee-hive, becomes the society of the building. This inhabitation is given another dimension by the twisting chrome screens that work their way up the height of the building, offering privacy to these outdoor spaces while mimicking the dappled shade that nature creates.
The lift lobby revisits the origins of architecture, with a collection of car park mirrors arranged like shields on the walls, calling to mind the shields that adorned temple walls, another celebration of life through battle. This motif is also featured on the apartment entries, surrounded by wallpaper that fractures images of the landscape.
The apartment interiors bring the outdoors in. The bedroom is contained in a box constructed of renewable bamboo, left with either a natural or Japanese black lacquer finish. The box opens and closes to reveal or hide the kitchen and lounge areas. In the bathroom, residents can step into the transparent glass cubicle, surrounded by a mottled green forest of tiles.

Avenue is Elenberg Fraser’s latest residential building for Fridcorp, situated on the corner site of Alexandra Avenue and Chapel Street in Melbourne. Like the ripples that spread outwards from skipping stones across a creek, Avenue is a series of pillowy curtain walls that radiate out over the surface.
This ripple effect helps the building turn the corner, giving it a picturesque planning outcome; the fluid surface reflects and refracts the sun’s rays. Like a pool of water, Avenue’s surface is cool in the shade, but flares in the warmth of the afternoon sun.
The natural surroundings, from the sky to the trees, are captured in the façade - their movements are mirrored in the surface, creating dynamic inhabitation. In this way, the design of the building amplifies the characteristics of the natural world and then rearranges them into discrete pictures. Without a podium, the sculptural form appears to rise from a contemporary moat: a thin screen of water at the building’s base.
The cushioned-effect walls also create bay windows for each apartment, looking up and down Chapel Street, residents stand in the view surrounded by a canopy of trees and the clouds in the sky. Each apartment also has a balcony-like space within the residence.

Minsk August 17th, 2012, 10:03 PM Residential block takes inspiration from ancient legends with a modern twist
Abode318 is Elenberg Fraser’s new Melbourne CBD residential apartment tower, where everyone gets a stunning view. Look closely at the wave-like 55-storey form and you will realise that each of the horizontal and vertical waves consist of individual rooms articulated as protrusions, creating the effect of a set of drawers pulled out at random.
These drawers gives residents the chance to give their home an individual identity as well as coveted corner views up and down Russell Street, challenging conceptions of the homogeneity and limitations of apartment living. Each apartment has a presentation to the street, creating a collection of variably expressed individuals.
The building achieves a softness that skyscrapers often can't achieve, because they need vertical facades; Abode318's three-dimensional curve is attainable through an innovation in construction technology. In addition to articulating individual apartments, the curved form also has environmental benefits.
The undulation affects wind pressure, which determines the fluctuating amplitude and breaks up downdrafts to protect pedestrians. Abode318 is clad in low-emissivity glass that appears as a pink blush from the exterior, yet is clear from the interior.
The base of the building incorporates industrial design through the detailing of the decorative mesh screen that surrounds it. Inside, follow the Greek myth of Theseus and the Minotaur through the white and silver communal interiors. Silver and white travertine walls adorned with wall reliefs become Ariadne's thread, leading up to the apartments designed by Disegno. Instead of being one of many, each of the 450 apartments is an individual home.

Minsk August 31st, 2012, 02:45 PM Quietly pushing the boundaries of environmental and socially sustainable design
Designed by architects Whitefield McQueen Irwin Alsop (WMIA), together with ESD consultants, Cundall and Project Managers, Johnstaff Projects, the Euneva Avenue Community Healthcare centre and Living Car Park is Melbourne’s first environmentally aware multi-deck car park.
Located within the Glen Waverley Activity Centre and completed in July 2012, the new $17 million (AUD) building features extensive natural ventilation, sensor activated low energy lighting and services, innovative water management and sustainability driven materials selection throughout. A unique partnership between The City of Monash and the Department of Health resulted in a challenging brief calling for a broad exploration of ESD initiatives and the establishment of a new benchmark for the building type.
The result is a remarkable hybrid building featuring 6 levels of public multi deck parking, a ground floor community healthcare centre and private basement car park. Via a simple utilisation of the site, the traditionally deep car-park format was fractured to allow an open wedge to penetrate deep into the plan. This enabled a number of initiatives including natural ventilation and maximising access to natural light to all levels above basement.
The modular facade panels use sustainably sourced timbers (FSC certified) with slats of weathering steel mixed in. Cantilevered planters distributed on the north and west facades provide seed points for native seasonal climbers, literally bringing life to the building. Rainwater is harvested, stored on site and filtered through a central bioswale for use by the planters and the centre amenities. Enough water is stored on site to supply the drought tolerant planting for a three month dry period resulting in a garden-facade suitable for the Australian climate. The building envelope reflects the changes of the seasons and local environment so establishing itself as a built member of the local community.
Internal columns of the car-park feature extensive commissioned stencil paintings by local high school students which serve to further integrate the project into the local social fabric. This building quietly pushes the boundaries of deliverable environmental and socially sustainable initiatives and will be used by the client and others as a bench mark for future similar building types in both private and public sectors.

Minsk September 16th, 2012, 12:30 AM Lonsdale Street's boulevard becomes the heart of central Dandenong once again
A five hundred metre long boulevard established via the extension of patterned paving and the creation of garden rooms with pedestrian and cyclist priority environment has become a vibrant and successful shopping centrepiece for Dandenong. A linear garden runs along the length of the road, with double rows of Pin Oaks creating a significant arrival element that forms a park environment and a desirable community meeting place.
In line with urban stormwater best practice, a series of rain gardens captures and treats localised stormwater run-off to be reused for irrigation purposes. Creating a lush planting display and textured boulevard; Lonsdale Street has become a vibrant and successful spine for Dandenong.
Central Dandenong has a unique cultural richness, a dynamic produce market, performing arts precinct and distinctive retail sector, yet the economic decline of the city over many years took its toll on the overall civic character and public realm experience. Lonsdale Street was historically a prosperous retail spine but in recent years had developed into a major arterial route dissecting the retail heart and creating a significant physical and psychological barrier to the city.
Lonsdale Street was redesigned by TCL & BKK working in collaboration, as a grand boulevard with a pedestrian and community focus. Through traffic was concentrated into a central band defined by four rows of trees creating a majestic boulevard. Adjacent to the retail frontages, a broad tree lined plaza, shared traffic zones and linear gardens provide a pedestrian realm of generosity and distinction for the interaction between pedestrians and vitally missing community spaces.
The design is an example of an interdisciplinary project led by landscape architects, with a large and diverse team of engineers and many governmental stakeholders to successfully complete the boulevard redevelopment. The design team challenged the current condition of a car dominated environment and proposed a radical redesign of the main road to treat pedestrians as the highest priority, establishing a design approach around four key principles.
The first principal was to reduce the amount of asphalt and vehicle carriageway and greatly increase the pedestrian realm. The second aimed to introduce pedestrian prioritised crossings along the entire length of the street. The third aimed to create pedestrian spaces where motorist have to acknowledge pedestrians; and to the final principled aimed to realign all engineering aspects of the street to establish a new boulevard at the heart of Dandenong.
The rethinking firstly of what a road can be and then realising the built outcome was achieved by a team of civil, structural, service and traffic engineers led by a landscape architect. This leading role demonstrates the importance of landscape architects in large and complex public realm infrastructure projects such as Lonsdale Street.

Despite Bates Smart’s National Centre of Synchrotron Science (NCSS)’s deceptively simple form - a perfect square - it’s a building that is celebratory and of spectacle quality that glows mysteriously in suburban Melbourne. The new building will be a base for research by Australian Synchrotron whose light-based work has inspired the illuminated architectural design.
The design intent was to portray and hone in on the complexity and importance of the client's work (which is involved in research using the light to advance treatments in diseases, e.g., cancer) rather than opt for an excessively detailed design. The square plays on and complements the perfect circular motion of the synchrotron as does the circular traffic route that envelopes the lecture theatre inside.
A key point of innovation is the way light and plastics interact to create a new level of materiality. One example is the way light and the work of the research are manifest in the material fabric of the building, while light and the way it interacts with different surfaces brings a unique look and feel to the building’s façade and interior.
NCSS is the new public face for the Australian Synchrotron facility of scientific research - with the design intent of conveying an internationally-recognised, sophisticated, high technology science and research facility to a broad audience - it's a workplace for the scientists, a place for education, conferences and exhibitions.
The architecture takes the visitor through a series of surprising experiences that are solely about the quality of the light as a pure medium including the arrival point for visitors using a translucent polycarbonate facade which has been enhanced through a dichroic protective coating which refracts and diffuses daylight so the building hues change throughout the day.
Bates Smart collaborated with Gary Emery to create a restrained graphical language for the building signage - to ensure it was read as simple information rather than a fussy design element. Again light is applied to embellish its appearance.

An interesting post to start the thread. Five years later, twelve of these- by my count- are up or almost up; and no doubt I've missed out up to a dozen more. I've counted "Northbank" as a single project. Some are still rather doubtful can't see much happening at David Jones ... and the big wheel, after much angst, due to over-heating in the sun, still isn't in operation.

Where?House was the Hub of Melbourne Music Week 2012, a 10 day pop-up event space held in the Argus building. The iconic yet dilapidated building on the corner of Elizabeth and La Trobe Streets was transformed into a series of spaces hosting live and electronic music, seminars and workshops, a dining hall and bars, vintage clothing, film screenings, projections and art installations.
The existing building, in its crumbling state, compelled each outcome of insertion. Each installation was governed by the constraints of the existing conditions. Balancing the integrity of the event space and safely hosting 1200 persons at any one time was challenging. Upon initial access to the site it became immediately evident that circulation was going to be one of the first most difficult issues to tackle with jumps in slab levels, unfinished floor surfaces, the requirement for stairs and no covered roof. The production team entered a decaying space and slowly began injecting new life forms.
At the event launch the building was breathing again; filled with music, art, food, light and people.
The intention to evoke the warehouse party culture of the early 90’s meant the fitout was kept to a minimal and raw industrial look. Scaffolding was a reoccurring material that was used unconventionally to create picnic table furniture and service fronts for the food vendors and main bar.
The cave-like main dance floor area came to life with projection mapping that changed daily. As the only ticketed area (apart from ticketed events in The Learning Curve – Powered by Intel), the main stage was approached by unassuming visitors.
Entering from La Trobe Street, the main stage was discovered after walking through a wide screened corridor flanked by fencing and a light installation (Image 3) created by Geordie Barker. Turning at the corridor’s corner and following the sounds of reverberating music the full impact of the warehouse space was revealed.
The first floor dining hall, bar and lounge areas were open and free to the public from 11am-11pm each day. The two temporary gantry style stairs were carefully designed to negotiate access in the existing slab void between deep steel beams and formed a pocket of space at ground level as a meeting area and designated smoking area. The stairs were inserted in the cavity void allowing people to experience the view around the two open levels and up through the giant empty space towards the sky.
The market-style first floor also hosted the SONOS Sonic Garden which was filled with plants, lounges and a herb garden. People gathered to eat and drink around the garden spaces whilst listening to live DJ’s and browsing the vintage market.
e Learning Curve (Powered by Intel) workshop space was designed based on the logo curves of event partner Intel. The room was constructed out of 3.6m high natural plywood walls which created a creative learning space nestled in the back corner of the first floor. Music seminars, presentations and workshops were hosted within the Learning Curve (Powered by Intel) which was located adjacent to the free Intel Wifi Lounge.
Where?House gave Melbournians a once in a lifetime experience to wander through the mysterious Argus Building.
