Toronto's "Main Streets" policies have not resulted in a great number of developments for a number of reasons (mainly economic), and very few by first-rate architects. An exception is The Russel Hill, a luxury seniors residence, designed by Diamond & Schmitt Architects. Interestingly, this stretch of St. Clair between Spadina and Avenue Road is not even designated an "Avenue" under the new Official Plan (in spite of the width of the street and the St. Clair streetcar ROW), owing to longstanding opposition from the Forest Hill Ratepayers (dating back to the 1960's) to anything over 4-storeys. The Russell Hill at 7-storeys, as modest as it may seem, only got approved as the result of a 6-week OMB hearing a few years ago. As logical as it may seem to intensify locations on wide streets opposite parks, as we know, logic often has little to do with city planning.
