I posted b4 about the ororama after the incident, that robinsons is planning to buy the lot of ororama,but i have new ,got from one of ororama's department head, he said that the owner is having a meeting for the construcrion of the new ORORAMA MALL.

The Bureau of Customs surpassed its collection target in October by 3.2 percent, collecting P24.492 billion, bringing the total collections for the first 10 months of the year to P222.125 billion or P12.465 billion more than its P209.660 billion target.

Customs commissioner Napoleon Morales, however wants the Department of Budget to lower its assigned P300.06 billion target for next year.

Morales said the impact of the current credit crisis will be felt next year.

Next year’s target is about 18 percent higher than this year’s P254 billion target.

Meanwhile last month’s tally still does not include collections from the Port of Manila (POM), Manila International Container Port (MICP) and Ninoy Aquino International Airport (NAIA). On a monthly basis, the collection is P759 million more than its target.

The Manila port is expected to meet its P4.120 billion target, but based on the preliminary report, its collection was 9.9 percent lower than target.

MICP, NAIA and Batangas ports were off target by 4 percent, 15.4 percent 6.3 percent respectively.

BOC is still optimistic that these will be increased once subport collections are computed.

Out of the 17 revenue districts, only seven revenue districts met their respective collection goals, the preliminary report said.

Among the seven, the Port of San Fernando made the highest increment, posting P136 million, or P38 million higher than its target.

The Port of Cagayan de Oro overshot its target by P32 million to P350 million.

Davao collected P188 million, or higher by P22 million than target.

The Port of Legaspi registered P5.9 million, or P2.7 million over target. The Iloilo port generated P27 million, or a P3.5 million surplus

Cebu port had P472 million, P22 million higher than the revenue goal, and Clark collected P63 million, higher by P2.8 million than its target.

Most of the ports that made negative performance were smaller ports such as the port of Tacloban, which was down by P9.5 million, Zamboanga down by P4.4 million, Subic by P152 million and Limay by P127 million as against their respective targets.

The Office of the Commissioner, which also has its own revenue collection target, has not made any collection for the month.

Tax Expenditure Funds (TEFs) from government importations, on the other hand exceeded its P666 million goal, posting P3.220 billion in October.

Tax expenditure funds are non cash payments from the Department of Budget and Management (DBM), which are settled through Statement of Release Order (SARO).

I think that plan was before Robinsons decided to locate inside LKK...other area considered was the Anflocor property but because of financial liabilities besetting Ororama and the Floirendos still undecided, they eventually settled to what is now Robinsons CDO inside LKK Complex.

Hanjin Heavy Industries of South Korea will resume work on its $2-billion shipyard project inside the Philippine Veterans Industrial Development Corp. in Mindanao early next year.

President Arroyo will convene a Special National Economic Development Authority Board meeting today in Laguna where Phividec chairman Ofelia Bulaong will give a presentation on the benefits of the Hanjin project in Misamis Oriental.

Mrs. Arroyo personally urged Hanjin officials to continue with the project in May after Tagoloan Mayor Paulino Emano issued a suspension order, claiming the Korean firm failed to secure a municipal building permit and environmental clearance certificate for its shipyard project.

She made the appeal after Hanjin managing director Myung Goo Kwon reportedly sent a letter to his principals in Albania expressing the desire of the Korean firm to withdraw from the project.

Apart from the shipyard project, Cabinet officials will also discuss today the impact of the declining prices of oil and petroleum products on the expanded value added tax revenue collections.

Economic managers are reviewing the guidelines setting the benchmark for lower tariff on imported oil amid public outcry over the re-imposition of the 3-percent tariff.

“We’re looking at a revenue neutral situation. As to how this will affect the prices, we still have to do some computations. What we can do is review these guidelines. The direction is to help the public but at the same time, the government should not suffer a loss,” Finance Secretary Margarito Teves said.

The government ordered the temporary lifting of tariff on oil in June after the prices of crude in the world market breached the $135 per barrel level.

Under the present guidelines, the trigger point for a 3 percent to 2-percent cut is $83 per barrel of Dubai crude and $105 per barrel of diesel at the Mean of Platts Singapore.

It will be reduced to 1 percent once Dubai crude reaches $92 per barrel and $110 for MOPS-diesel while the zero tariff will be implemented with a $103 per barrel trigger for Dubai and $115 per barrel for MOPS-diesel. Joyce Pangco Pañares

Bwenas talaga ang gobyerno sa CdeO Port. Hindi pala sila nagkamaling gumasta ng malaki sa port na yan kasi ang laki rin naman ng kinikita. :)

9. What are the official initials of our city?
"CdeO" are the official initials of Cagayan de Oro. This is contained in City Ordinance No. 10962-2008.



If I am going to use 4 letters (CdeO) for Cagayan initials, I might as well use CDOC (Cagayan de Oro City). This City Ordinance was objected by local journalists and city historians.

We know that Cagayan de Oro is one of a blooming City here in Mindanao. The City was develop almost 3-5 years already and it has a big improvement.. One improvement that we can see and witness is the Night Cafe at DV Soria which it will happened every Friday and Saturday nights. The big establishment and the businessman who came into the city to invest there business in our beautiful and growing city. The local government in CDO are looking ways to improve the city and to look jobs for those people don’t have jobs yet..

As American citizens votes today for their next president, a number of Cagayan de Oro city residents weighed in on who their favorites are and how their choice may just affect the future of the country and even their own neighborhood.

Office of Muslim Affairs regional director Atty. Ombra Gandamra said they are supporting Democratic presidential candidate Barack Obama rather than the Replubican counterpart John McCain.

“We are supporting Obama, reason is for a change both in foreign and economic policies. There is great impact in our country politically and economically, hence, Cagayan de Oro will be affected,” he said.

National Telecommunications Commission regional director Teodoro Buenavista for his part also favors Obama for change of leadership.

He said Obama’s “youthful energy and new politics will definitely change the geopolitical landscape while cagayan deOro and the country will benefit the perceived shift to or change in geopolitics.”

Integrated Bar of the Philippines-Misamis Oriental Chapter vice-president Atty. Dale Mordeno said he too is for Obama for the latter’s socialist views.

He cited in particular Obama’s message on the “redistribution of wealth to all” saying that Cagayan de Oro city may benefit if our local leaders will share the same convictions.

Atty. Koko Pimentel for his part also supports Obama as the latter would be “more understanding to minority or non-white concerns” and that the Philippines will indirectly benefit with this more understanding US president.

But that Cagayan de Oro, he said there is no direct tangible benefit except that local residents would best see in Obama an example of how a great leader should be.

Philippine Federation of Credit Cooperatives-Northern Mindanao general manager Dave Pajaron for his part said he too is for the Democratic Party’s presidential bet because of Obama’s stand against immigrant and his stand against war on Iraq.

“For Cagayan de Oro and maybe in Mindanao as a whole assistantce through USAID and GEM,” he said.

Xavier University-Association of Law Students former president Kristin Ilya Ravanera and Mindanao Youth Volunteer Corps, Inc. president Rhobert Maestre shared their passion on how they too favor Obama over McCain.

For both youth leaders, Obama’s idealisms are something they can easily identify and relate too as compared to McCain’s “outdated and erratic views.”

Transportation Federation of Cagayan de Oro chairperson Epifanio Tamiok said their group is “passive” on the US elections unless they receive an advisory from their national affiliations considering that whoever sits as the next US president may have some impact on the supply, demand and prices of gasoline in the world market and thus, affect the country’s economy.

Meanwhile, a Roman Catholic priest who requested anonymity sent this text message, “In terms of political and economic policies, I am for Obama. But I have reservations with his stand on the rights of rape victims to having the choice to abort their babies conceived out of their respective rape incident.”

'Serenata @ the Park' to feature live musicals in Divisoria

Cagayan de Oro City (30 October) -- THE City Government of Cagayan de Oro City is inviting the public to the "Serenata @ the Park" every Sunday from 5:30 in the afternoon to 7:00 in the evening at Kiosko Kagawasan in Divisoria.

The "Serenata @ the Park" is a project of the city government of Cagayan de Oro and a brainchild of Mayor Constantino G. Jaraula in his effort to revive the concert in Divisoria, which was popular in the '60s and '70s.

It is also aimed at showcasing local talents, as well as enrich the culture and arts scene in public spaces such as the Divisoria.

Last Sunday, October 26, among the featured artists and musicians were the Army's 4th Infantry Division Combo, playing standards and the oldies but goldies music of the Platters, Cascades and the Lettermen for an hour and a half.

Reviving the "Serenata @ the Park" also aims to provide the public with free quality entertainment, as well as music education.

Since its revival in October this year, the "Serenata" has featured the 4th ID Band and Combo. They will perform until November 2.

Ostrich raising a promising business in RP

The Department of Agriculture (DA) is promoting Ostrich farming as alternative to poultry business, especially in a time when a looming food crisis threatens the country and the whole of Southeast Asia.

Although startup capital of the business is much bigger than an ordinary poultry farm, the agriculture department has assured those who would venture into the business of big income in the long run.

A group of farmers from Southeast Asia visited recently the 11-year-old farm in Opol, Misamis Oriental, the first and the biggest ostrich farm in the Philippines.

The group is to be part of an agri-tourism project of the agriculture department.

According to GMA news 24 Oras report Thursday, among the objectives of the project is to find a solution to the food crisis haunting the region.

“Our country needs to be self sufficient in rice… the price of rice in the market has gone up," said Tanya Alwi, a farmer from Indonesia.

“This is an eco-tourism and agri-tourism project. It’s a combination of agri-business venture and tourist attraction," explained by Elsa Parrot, senior agriculturist of the Dept of Agriculture.

The report said maintenance of ostrich is not really expensive because this huge breed of bird eats regular chicken feeds and kangkong.

It added that ostrich multiply easily because it can lay as many as 100 eggs in a year.

Meanwhile, an adult ostrich can generate about 100 kilos of premier meat that can be sold from P400 to P800 a kilo.

The report said ostrich’s red meat tastes better than pork and a healthier diet, too, as it contains low calories.

Ostrich meat is said to be one of the best-selling delicacies in Cagayan de Oro, where a restaurant offers a stick grilled ostrich meat (ala barbecue) for a low as P40. - Fidel Jimenez, GMANews.TV

yung Gateway based sa Plan ng GOZAR mukhang 2 floors lang pero it seems to be a 4-storey bldg. sa pictures ni GearX. Mukhang maganda ang design ng gateway...:)

UKC builders ang nagtatrabaho sa site. It's along the freeway, left side sya if going to Bugo ang direction. Hmmm.... :)

The 15-year-old Lennon Hart Salgados, a third-year student of Corpus Christi High School in Cagayan de Oro City, placed a strong second (7 points out of 9) in the recently concluded Oro `Class A' 10-man round robin tourney, which served as his final tune-up bout for the 2008 National Shell Grand Finals on November 7-10 in Manila.

Salgados, who is guaranteed full backing by Cagayan de Oro City Mayor Constantino Jaraula and Asset president Lawrence Pastrano, is gunning for a back-to-back championship in the Shell Finals after winning the national kiddies title last year.

What's more inspiring in Salgados' latest outings is that he managed to beat older compatriot Johnnel Balquin, who is considered the most feared Candidate Master in Mindanao, twice (Iligan Open and round robin affair) in succession.

The former Milo Little Olympics MVP also spearheaded the Corpus Christi chessers to a near shut-out win in the 2008 Prisaa Meet, apart from pocketing the individual gold as board 2 enforcer of the Misamis Oriental team in the last inter-province tourney in Tandag, Surigao del Sur.

"Gi-predict nako siya last year nga mag-champion. A HEAVY turnout of entries was observed Wednesday, virtually assuring that Sunday's Milo race will hit its target of 10,000 participants.

"Almost 9,000 na unya naa pa gyod ugma," said event organizer Megdonio Llamera, referring to the registered number of participants.

On Wednesday afternoon, the Milo race office at Pelaez Sports Center was flooded by, more or less, 500 registrants who came from Tagoloan and Jasaan, respectively, representing its national high schools and elementary schools.

The Cagayan de Oro leg, set to fire off Sunday (6 am) at the Capitol grounds, will be the last regional qualifying stage of the 32nd Milo Marathon which has trophies, medals and cash prizes at stake in the kiddies 3K age-group category, 5K fun run and the centerpiece 21K qualifying event.

AFTER a successful drive in Barangay Balubal, the Cagayan de Oro Asset sports clinic looks at the sports-conscious barangay of Bugo as its next possible target.

Asset president Lawrence Rembrant Pastrano has yet to finalize, however, the matter with Barangay Bugo officials and Secretary to the Mayor Rogelio "Jigs" Jaraula Jr.

"Amo pa kining i-discuss para han-ay gihapon ang sunod nato nga sports clinic," Pastrano told Sun.Star Cagayan de Oro.

The sports outreach program in Balubal drew at least 400 participants who were taught the basic rudiments of various sports disciplines, such as table tennis, badminton, karatedo, arnis, taekwondo, volleyball, basketball, boxing and athletics.

I was looking if there was any mention here of the Annual Communication (ANCOM) of the Grand Lodge of Free and Accepted Masons of the Philippines which will be held in Cagayan de Oro on April 2009.

Our Lodge already received an invitation, so i thought naa nay post dire.

Anyway, RW Lim Lo Suy ( i hope i got that right), the owner of Toyota CDO is set to be installed as the Grandmaster of Philippine Masons.

Jaraula today left for Manila upon invitation of business mogul Jaime Zobel de Ayala to join in the 2,000th school celebration that benefited in the “Gearing Up Internet Literacy Access for Students” or GILAS Project, of which Cagayan de Oro City is one of the pilot cities nationwide.

Mayor Jaraula is expected to join with Mr. Ayala and other high-ranking officials of GILAS during the noontime affair which will be held at the Ayala Museum on November 5, 2008. GILAS Project, a joint partnership among Ayala Foundation, Department of Education (DepEd), private individuals and corporations and local government units, basically aims to connect all 35 public high schools in Cagayan de Oro City to the worldwide information highway via internet by next year in line with its mission to improve the students’ learning along information technology. With a combined funding of more than P5 million both from the private donors and corporations and local government unit, each recipient school will be provided with 10 units of computers, servers, printers, networking peripherals and accessories, including one-year free internet use courtesy of Globe. In a letter to Mayor Jaraula, Gilas-Mindanao Senior Manager Archimedes G. Velasco reported that the implementation of the project is going on with the recent deliveries of computers, printers and peripherals to secondary schools in Balulang, Camaman-an and Lapasan-East Gusa. Next batch of deliveries will benefit national high schools in F.S. Catanico, San Simon (Iponan Annex), Dansolihon and Tagpangi, according to Velasco. The next wave of structures in LKK are really a mystery, only LKK corporate officers know the exact outcome. Looks like LKK is keeping the future plans confidential because they anticipate another Big Change coming in the malling of CDO.

@waway I think the comparison came from people who have been to LKK, Ayala & Araneta. I myself see the similarities because of the land areas (Ayala & Araneta around 30-35 hectares & LKK around 25 hectares) & the diverse tenants spread accross the complex. The similarities will be more striking once the major LKK projects are completed like the LKK Hotel and the proposed mall expansions (another anchor dep't store, multi-storey parking building & additional 3-4 cinemas).

The GILAS project makes PLDT or other ISP richer..... their mission is to initiate public schools for internet connection. Watta great marketing strategy in the guise of education.

1. Introduction

Cagayan de Oro (CDO) is one of the important cities in the country being the
regional capital of Northern Mindanao, considered the primary gateway to the rest of the Mindanao regions. Being a port city, it plays the role as a transhipment hub and is economically linked especially with the other port cities in the other islands of the country. With a population of over 400,000 people occupying mostly the urban portion of its 469 square km. area, the city’s socio-economic and political influence extends to another 400,000 people sparsely distributed in almost 3,400 sq. km. area which are parts
of Bukidnon and Misamis Oriental. Not too far it will develop into one of the bustling metropolises in the country.

The perceived emergence of a metropolis with CDO as the core city led to the
conceptualization of the Metro CDO Special Development Project (MCSDP) in 1990. With the joint leadership of the Cagayan de Oro-Iligan Chambers of Commerce and Industry and the support of Regional Development Council (RDC) X and XII, the MCSDP paved the way for the Cagayan de Oro-Iligan Corridor Special Development Project (CIC-SDP) implementation starting in 1993. The government-private sector partnership has allowed for the formulation of the CIC Master Plan and Feasibility Study for a CIC International Airport completed on November 30, 1991. After two years of public consultations which ended with the presentation and approval of the CIC Master Plan by the NEDA Board on September 8, 1992, Executive Order 85 was issued (on May 5, 1993) which ushered the plan's implementation. But after five years of CIC investment promotion locally and abroad, so much still needs to be done specially with respect to developing projects that impact on the originally conceived Metro Cagayan de Oro.

Recently, there has been a realization that the Metro CDO SDP has been focused more on the development of the infrastructure links between CDO and Iligan City. Thus, in 1996, a comprehensive master planning for the Metro CDO was proposed to be undertaken that will focus more on the planning for Cagayan de Oro City and its immediate environs. Towards this end, the Cagayan de Oro Government undertook preparatory consultations with the municipalities in Misamis Oriental including Jasa-an, Villanueva, Tagoloan, Claveria, Opol, El Salvador, Alubujid, Laguindingan, Gitagum and the municipalities in Bukidnon including Libona, Manolo Fortich, Talakag, Baungon, Malitbog and Sumilao. These areas together with CDO City compose the envisioned Metro CDO. This composition was determined based on their interdependence in terms of watershed and water supply as well as infrastructure linkages in terms of seaports, airports and highways. The Misamis Oriental and Bukidnon provincial governments were also represented in these consultations.

2. Metro CDO Current Development and Prospects

2.1 Demographic Characteristics

Almost half (49.7 percent) of the over 800,00 people in Metro CDO, as it
presently defined, is largely concentrated in Cagayan de Oro City (Table 1). The city grew at a high rate of 4.75 percent during the period 1990-1995. Ten-year intercensal growth rate of the city has been high registering 6.5 percent in 1960-1970, 5.9 percent in 1970-1980 and 4.0 percent in 1980-1990.

The development activities undertaken through the years in terms of
infrastructure support, investment generation, and the promotion of the city as the regional growth center, especially with the establishment of the country’s largest industrial estate in the mid-seventies have impacted on other areas especially among the municipalities geographically close to the city. Thus, one will note that population in most of these municipalities have been growing at rates over three percent during the period 1990-1995. Noteworthy of these municipalities include Jasaan, Villanueva, Tagoloan, Claveria, Opol and El Salvador whose high population growth rates can be
attributed to the impact of employment generating projects most especially the PHIVIDEC Industrial Estate.

Other areas composing the envisioned Metro CDO are also expected to increase population in both level and rate of growth in the near future. The Northern Mindanao Regional Development Plan for the 21st Century identified three major events that will shape the future of CDO City and its environs. These include the construction of an international standard airport in Laguindingan, the expansion and upgrading of the CDO Port and the development of the PHIVIDEC Industrial Estate in Tagoloan and Jasaan
where an integrated steel mill will be put up. The implementation of these flagship programs will boost economic growth and will attract movement of people in these influence areas.


2.2. Land Use Development

Cagayan de Oro2 is the first city in the country to have a zoning plan. Guided by the 1962 zone plan its growth further accelerated when it became the regional capital (in 1972) of Northern Mindanao. The region was originally composed of ten provinces and nine cities. The composition was reduced to seven provinces and seven cities when Region XII was created in 1976. When Region XIII (CARAGA) was established in 1994, the composition was further brought down to only four provinces and six cities.

Despite the reduction in the region's geographic size, Cagayan de Oro's socioeconomic influence continues to extend to all these areas and even beyond.


2.3 CDO: Mindanao’s Transhipment Hub

Cagayan de Oro City, while being primarily agricultural, has become one of the
important commercial centers not only for Mindanao but also for the Philippines owing to its strategic location as a port city. As a transshipment hub, the city’s international seaport and trunkline airport facilitate the flow of people and cargoes from the Visayas to Cagayan de Oro became a chartered city on June 15, 1950 during the presidency of President E. Quirino.


Among the five cities studied in mid-60's under the Regional Cities Development Project (RCDP), Cagayan de Oro was among the best planned, owing to its first Land Use/ Zoning Plan dating back to 1962.


3. Approaching Metro CDO Development

A Growth Center Perspective

Metro CDO is presently viewed in the context of a regional growth area. Lying
at the central section, identified in the Mindanao 2000 Development Framework Plan as the North Coast Economic Growth Cluster (the land mass from CARAGA in the Northeast to Panguil Bay in the Northwest), Metro Cagayan de Oro is expected to sustain its crucial role of linking and unifying this high potential growth cluster for both agricultural and industrial development. The North Coast Growth cluster with the Metro-Cagayan de Oro and Iligan Corridor at the center is envisioned in the next 15 years development period to play triple roles. These are: 1) Domestic Food Basket and Agri-Industrial Exporter; 2) the Industrial Corridor of Southern Philippines; and 3) the gateway to the domestic market with potentials for creating market niches in the Northeast Asian Markets.

The current Metro CDO Special Development Project is basically aimed at
spurring the growth of Northern Mindanao Region through the implementation of strategic infrastructures including seaports, airports and highways as well as the promotion of agri-industrial activities including industrial estate development in CDO City and its environs. Corollary to this, most recently, a master planning of Metro CDO is being proposed to be undertaken. The development of the master plan is conceived within the framework of this growth center strategy with the objective of producing a plan, essentially a land use plan for CDO and the 15 adjoining municipalities that will serve as basis for amending zoning ordinances, guide for land reclassification and
direction for government and private initiatives on their investment decisions.

A Metropolitan Perspective
An important complementary perspective of looking at CDO City and the neighboring municipalities as a regional growth center is to view it as an emerging metropolitan settlement. There are already indications of CDO City behaving like a widely sprawling city, spreading its influence to nearby municipalities. It is difficult now to distinguish the city’s boundaries as differentiation between localities is already being virtually erased. For example, the DMPI plantation in Manolo Fortich (Bukidnon) and the Industrial Estate of Tagoloan-Villanueva (Misamis Oriental) are part of Cagayan de Oro City's tourism-investment promotion package.

Moreover, the normative experience of a metropolis which includes urban blight and decay in the inner core resulting from slum dwelling, mounting garbage and rising criminality are being already felt even at this stage. The spill over effects of urban sprawl specially relative to population pressures on agricultural land conversions for urban uses such as housing and industry are a threat to food security. Enticed by better income opportunities and the good life in the city, farm workers have abandoned their seasonal farm activities in search of the proverbial greener pasture but only to be land in
odd jobs or end up as beggars in the city. Thus, a paradigm shift in planning and management has to be looked into to be more prepared in the immediate future to deal with more complex issues inherent in a metropolis.


4. Metropolitan Concerns in the CDO Area

Current urban concerns which transcend local boundaries and assume a
metropolitan character and scope have been identified by regional and local officials in the region and have been recognized as major challenges that will have to be addressed under the region’s development plan for the next century. These include water supply and distribution, solid waste management and transport and traffic management.


4.1 Water Supply and Distribution

In the city proper, water is not yet a problem with a density of 13 persons to aLevel III facility or 9 persons per combined Level II and Level III facility. However, the adjoining municipalities as components of the Metro Cagayan de Oro are still partly served by Levels I and II with one municipality each of Bukidnon and Misamis Oriental largely served only by Level I.


4.3 Worsening Traffic Congestion

As in other highly urbanized cities, traffic congestion in CDO is becoming a
serious problem. Most of the work establishments in the city have adopted a “flexitime” work schedule in view of the unpredictability of heavy traffic occurrences. The problem has been attributed primarily to the roads already made narrow by the tremendous increase in the number of vehicles that ply the area. The heavy traffic occurrences or major choke points are the intersections in front of the City Hall and after the Carmen bridge leading to the Cagayan de Oro International Airport, the JR Borja Hospital and the Carmen market; the crossing in front of the malls/commercial complexes specially that which leads to the Agora Market and the Cagayan de Oro port.

The worst traffic happens within a stretch of a kilometer where one goes thru six choke points from the Ororama Megamall to the Licoan (leading to the Cagayan de Oro port or the Divisoria.), and the intersection at the western end of the Marcos bridge.


5. Metro CDO Planning and Governance

Both the opportunities/potentials and concerns/challenges that transcend
geopolitical boundaries within an area like Metro Cagayan de Oro, have implications on the planning of an emerging metropolis. Singly, an LGU cannot efficiently nor effectively handle the type and magnitude of concerns and services which have spill over effects on nearby LGUs. Traditional urban planning approaches confined to a single political unit would have to shift to metropolitan planning and governance whose powers can transcend the LGUs’.

5.1 LGU Preferences on the Sharing Pattern of Urban-Related Activities and Service Delivery Majority of the LGUs have expressed their desire and willingness to collaborate with the Metro Cagayan de Oro in undertaking the following activities:
a) Planning Activities - 80%
b) Delivery of public health services, along with hospital grants and ambulance services - 80%
c) Police and Fire protection - 67%
d) Housing and Resettlement - 60%
e) Public Transport:
Infra and Traffic Management - 60%
f) Garbage collection, recycling and disposal - 53%
The desire to collaborate with the line agencies and/or the private sector were also indicated in some areas.
1. with line agencies
a) Planning - 53%
b) Health - 47%
c) Housing - 47%


With NGO's/the private sector, the LGUs are willing to cooperate on two areas.
2) with NGOs/Private Sector
a) Garbage collection and Disposal/recycling - 40%
b) Housing & Resettlement - 40%

Very few favor the undertaking of activities of the Metro Cagayan de Oro only
with out the LGUs' collaboration, along the following areas:

a) Transport - 40%
b) Garbage collection and disposal - 20%
c) and Housing/Resettlement - 20%

Relative to activities for LGU undertaking only, the results are as follows:
a) Licensing & Inspection - 80%
b) Finance and Taxation - 73%
c) Planning, particularly land use planning and zoning - 67%
d) Housing and Resettlement - 67%
e) Garbage collection/disposal - 53%
f) Health Services - 53%
g) Police and Fire Protection - 53%
h) Public Transport - 40%

The LGUs' responses show their eagerness to do by themselves many of the
important activities or provide those services over which they would want direct responsibility. However, they are ready or willing to collaborate with Metro Cagayan de Oro as a conglomerate body, with the agencies, and the NGOs in many of these concerns. In fact, some expressed their impatience at the slowness of the process of metropolitanizing Cagayan de Oro to enable them to deliver better and higher level of facilities and services.

The installation of an institutional mechanism for metropolitan governance
within Metro Cagayan de Oro is a unique challenge in itself. The models in Mindanao are those of the Area Development Board of SOCSARGEN and the CIC Steering committee of the CIS-SDP. These institutions operate as coordinative mechanisms that can provide a forum not only to coordinate the broad concerns of development but also, facilitate the implementation of inter-agency/inter LGU projects by concerned 14 agencies/LGUs. They also provide the mechanism for encouraging participation and support of national agencies, LGUs and NGOs, private sector.

5.2 Existing/Potential Barriers to Metro CDO

The LGUs were candid in pointing out some critical barriers to
metropolitanization as follows:

5.2.1 Non-involvement of the provincial governments in the organizational process. The support of the provincial governments is crucial for the smooth functioning and enjoyment of mutual benefits. But the initial reluctance of the provincial government of Bukidnon stems from the unclear delineation of what type of development will happen in the participating LGUs. Moreover, there is an emerging fear of losing its municipal constituents once these political units join Metro Cagayan de Oro.

5.2.2 Lack of Political Will Among Member-LGUs Some LGUs bewail the lack of political will and the lack of commitment of some participants. However, they reason out that probably this is caused by the slowness of the organizational process as initiated by Cagayan de Oro City (with DTI serving as the Secretariat of the Regional Growth Center Committee). Probably, the lack
of commitment also stems from the unclear understanding of a metropolitan
arrangement and the roles they will play in such a metropolitan set-up.

5.2.2 Inadequate Resources to Contribute to the Metropolitan Arrangement
Some LGUs fear that because they are "small and poor" they can be gobbled up by the giant such as Cagayan de Oro City. They fear that because they cannot contribute enough, they can just be made the dumping ground of the metro's toxic industrial and unrecyclable wastes and that they might just be the receiving end of the city's industrial pollution.


6. Concluding Remarks

Metro CDO is presently regarded as a regional growth area. In the long-run,
however, it would be inevitable to view the area as an urban area transforming itself into a metropolitan settlement. While there is yet to evolve a functioning Metro CDO, it may not be long, though, for this to be evident considering the rapid urbanization being experienced in the area and which will further accelerate as industrialization and trading activities are vigorously pursued.

The results of the survey show an overwhelming 80% acceptability of the shared responsibility of metropolizing Cagayan de Oro. The LGUs are convinced that the development of metropolitan Cagayan de Oro will stem from the synergistic cooperation of all concerned: the city, the 15 municipalities along with the two provincial governments, the line agencies, the NGOs/private sector, the citizenry, and the Regional Development Council. The 20% hesitation does not mean outright reluctance or nonacceptance but indicative of the need for clearer understanding of the whole concept, a greater appreciation and understanding of their responsibilities and duties as well as the
benefits that could be derived from a metropolitan arrangement.
There are two basic tasks which the LGUs composing the Metro CDO have
rightly identified. The first is the need to hasten the organizational process to set the momentum for action. O

Once established, the second task is to undertake a meaningful master planning for Metro Cagayan de Oro which shall proceed from a comprehensive
review and analysis of human resources, natural endowments, economic advantages and opportunities, as well as socio-political institutions that will enable Metro Cagayan de Oro to define its power base. This will serve as the bench mark for framing doable initiatives with which to respond to the complex challenges and concerns of the emerging metropolis.

How policymakers regard the area would have implications not only on the
concerns from which development programs shall be based but also on the institutional mechanism that will be established to address the formidable tasks at hand. It is, thus, important to clearly make a dichotomy on the perspective placed on Metro CDO as a geographical subject for development. Taken as a regional growth area, Metro CDO can be seen as a strategic area for locating major infrastructural and capital investment to set the stage for the economic growth of the region. Seen as a metropolis, it provides a
directed focus on the challenges that would have to be inevitably addressed unique to such form of an urban area.

Yes the time is now and that there is a need to visit again that study and to address squarely the identifed barriers to metopolitanization. Without the support of the LGUs of the affected areas, this is difficult.

I would like to emphasize that when we hosted a national conference somewhere in Opol seaside, we used the address Cagayan de Oro City for obvious reasons.

When we were young and residing in Del Monte and whenever we traveled, we always mentioned that our destination was CDO. Although our final destination was Del Monte. :cheers:

Thirteen of the most talented college bands from Metro Manila, Luzon, Visayas and Mindanao are set to battle it out in the biggest and most exciting college band competition in the country, Nescafe Soundskool 2008 Finals night.

The top 13 finalists will get the opportunity to perform with the most popular bands come the Nov. 15 finals night at the ULTRA.

BANDS DOWN SOUTH

The three Mindanao bands that made it to the Nescafe Soundskool 2008 finals display diverse sounds and musical influences. They are C-Shifter from Davao Doctors College, Keyk from St. Mary’s College, and Teachers Stand Together from Xavier University-Ateneo de Cagayan.

C-Shifter is a pop and R&B band composed of cousins (the ‘C’ in their band’s name stands for ‘cousins’) Nikita Vecino on vocals, Lorenzo Gabriel Vergara on guitar, Marilee Manlupig on keyboard, Jan Miguel Vergara on drums, and Patrick Louise Santos on bass.

Keyk, meanwhile, goes for an alternative and electronic sound.

They are composed of Joseph Parcon on vocals, Ivan Krishmer Padilla on bass, Ronnie Utlang and Israel Guagnco on guitars, and Michael Rulite on drums.

Teachers Stand Together, on the other hand, has a ska and funk vibe. The group is composed of Paulo Dumagat on vocals, Doy Vallar on lead guitars, Don Varano on rhythm guitar, Gerard Anthony Du on drums and Norway Gabucan on bass.

ROCK AND REGGAE FROM THE VISAYAS

The Visayas has Skalivur from Easter Visayas State University, Baronets from the University of Cebu, and Sounvile from STI Tacloban.

Skalivur is composed of Dan Margallo on vocals, Jude Dumas on saxophone, Zion Plimaco on bass, Steve Bano on drums, and Rogelio Palacio, Jr. on percussion.

Three funky cousins, meanwhile, make up Baronets. They are composed of Jerlyn Mae Astor on lead guitar, Charma Kurais on keyboards, Elizalde Astor on vocals, and Rea Diaz on bass. It cites Story of the Year and Aegis as their music idols.

Sounvile takes its name from the words "sound village" and they cite the likes of Jill Scott, Paula Cole, Skunk Anansie, Paramore, Silverchair, K’s Choice, and Ereaserheads as their icons.

LUZON'S PRIDE

The Luzon region is proudly represented by Lyceum Institute of Technology’s Maracore, Calayan Education Foundation’s Flaurah, and Wesleyan University Philippines’ 7th School.

Maracore patterned its name from Paramore, which the band claims greatly influenced their sound. The band is made up of Mara Marinne Magaling on vocals, Jan Clint Hidalgo on bass guitar, Aaron Gatlabayan on guitar, Lawrence Anthony Dacuya on guitar, and Joshua Egonia on drums.

Lucena-based Flaurah, meanwhile, is made up of John Mark Loyola on vocals, Mark Lester Loyola on bass, Frank Samuel Diwata on guitar/keyboard, Robert Robles on guitar, and Allen Delos Reyes on drums. It looks up to Switchfoot and Sugarfree as its music idols.

7th Skool is a Cabanatuan City-based band made up of Gideon Reyes on vocals, Allan Teneza on bass guitar, Marlon Reyes and Andrew Sardillo on guitars, and Cepi Torralba on drums.The two-year old band wowed the spectators when it performed Incubus’ "Pardon Me. It likewise impressed the judges with their original composition, "Out of Coverage."

METRO MANILA'S MOST TALENTED

The Greater Manila Area regional eliminations likewise harvested a veritable talent trove. St. Scholastica’s Grace Note, Jose Rizal University’s Project, South East Asian College’s Letter Day Story and the University of Santo Tomas’ Hooligans all displayed that they have what it takes to be the next big bands in the country.

Grace Note is composed of music majors Eunice Evangel Jorge on vocals and violin, Mary Richen Maminta on rhythm guitar, Alvin Ortiza on lead guitar, Rico Cristobal on bass, and Emmanuel Pichay on drums.

Project is composed of Jaworski Sison on vocals, Beejay Valera on guitar, Wlifredo Dela Cruz on guitar, Amado Go on bass, and Ralph Ruiz on Drums.

The Philippine Collegiate Champions League is set to unveil its Zone 4 qualifying games from November 14-18 at the Xavier University gym.

"Dili kini basta-basta lang nga liga kay modula ang mga top collegiate teams in the country," said Gerardo Sabal, athletics director of host Xavier University.

The PCCL is the country's Premier Collegiate Basketball League with more or less 250 colleges and universities participating nationwide.

Sanctioned by the BAP-Samahang Basketbol ng Pilipinas, the PCCL aims to discover basketball talents left untapped due to lack of opportunity and exposure.

Former PBA chairman and Pilipinas shell executive Ray Gamboa heads the list of organizers with former national coach Joe Lipa as the tournament director.

Each team gets to qualify in the PCCL through the local qualifiers such as UAAP, NCAA, Cesafi, Cosaa and the like.

Winners of the local qualifiers play in the regional finals and the regional winners advance to the zonal finals.

The top 2 teams in the 4 Zonal Championships will then join the 8 seeded teams to compose the "Sweet 16."

WHEN its local secretariat starts denying entries of late-coming registrants, it's safe to say that the Cagayan de Oro leg of the 32nd Milo Marathon has timely hit its target of 10,000 participants.

"We have still Friday (today) but as of now (Thursday afternoon) sarado na ang registration sa 21K, 10K, and 5K with only about 100 slots left in the 3K fun run. With our target number of runners virtually achieved, we can now look forward to Sunday's elimination race," said event coordinator Megdonio Llamera.

The Cagayan de Oro race, set to fire off 6 a.m. at the Capitol grounds, is the last qualifying phase of Milo's 23-series regional eliminations throughout the country.

Top 3 finishers in the premier 21-K (male and female) category will advance to the November 30 grand finals in Manila.

Even in the National Tourism brochure, it said there Cagayan de Oro destination but the picture shows white island of Camiguin. Hehe out of context na sa proposed Metro CDeO. It's all about regional views. But even that views, it clearly depicts that CDO the core of Northern Mindanao as to Manila for NCR. :cheers:

^^sarap ng whitewater rafting. bilib talaga ako sa pagka-green city ng CDO. i remember (middle 90s) when we had a family reunion there, yung mga relatives namin from MM and Davao nagulat sila. kasi nga daming trees everywhere, from the airport down to poblacion CDO. sana ma-maintain ng city ang cleanliness and greenery ng city para maiba sya sa mga urban cities na halos kalbo na. :lol:

Yes you are correct. But what I am saying here is that CARAGA people also come to CDO for their shopping needs (although not as frequent as our brothers from Lanao). I can attest to this point because I have friends from CARAGA (Butuan, Surigao).

I have also friends from Zambo Siay who are coming to CDO from time to time for their shopping needs (you know... like shoes).:)
