Hotel Koresco marks first year anniversary
Contributed by Butch D. Enerio
The Freeman 11/17/2006

Cagayan de Oro City - Hotel Koresco will celebrate its first year anniversary on November 25, 2006. One of the highlights during the celebration is the Chairman's Cup Golf Tournament. More than one hundred Korean and Filipino golfers are expected to join.

A year ago, Hotel Koresco was inaugurated in response to the Department of Tourism's call to invest in new hotel and resort facilities to accommodate the influx of foreign visitors.

As a gesture of goodwill and gratitude to the people of Cagayan de Oro City, the local government and the business community, Chairman Suk Koo Ko of the Infinite Forest Group (IFG) - Koresco, has announced recently that his company is finalizing plans to put in more investments in the city.

"This development is an indication of our trust and confidence to the city government's support not only to the IFG-Koresco but to other foreign investors."

A major property developer in Korea, Chairman Ko has envisioned to bring Korea's investment through the retiree industry and real estate development. His mission is to instill innovative leisure-culture and environment friendly ventures.

The Department of Tourism has announced recently that the country expects more than 600,000 Korean tourist arrivals by year end. The DOT ranked Korea second only to the United States in tourist arrivals to the Philippines.

Tourism Secretary Joseph Durano was in Korea on November 5 to lead the DOT in selling the tourists destinations of the country through the "Philippine Hotels and Resorts Road Show. The sales mission ended on November 11.

Last year, 393,093 Korean tourists visited various parts of the country, which represented more than 16 percent of the market.

The Chairman's Cup hopes to bring together various leaders in tourism, construction and environment. The tournament is designed to enhance the continuing friendship between the Koreans and Filipinos.

Various prizes which are donated by sponsors and friends from Korea and the Philippines are at stake, notwithstanding the Hole-in-One prize of a Round Trip Ticket from Manila-Seoul-Manila. The awards night and anniversary celebration will be held at the poolside of Hotel Koresco at the Pueblo de Oro Golf Estate.

Four GMs to banner '06 inter-province
By Lynde Salgados

WITH the country's four GMs (chess grandmasters) participating, the P550,000 rich 2006 National Inter-Province chess team and Governor Oscar Moreno Cup chess championship is guaranteed to be a sure-fire hit.

Slated here on October 26-31 at the Atrium of the Limketkai Mall, the weeklong event is also expected to draw the top masters (IM, Fide, NM) and non masters in the land.

Sun.Star Network Online round-by-round coverage of the Pacquiao-Morales Sunday fight here

Already, National Arbiter Domingo Oga confirmed the participation of GMs Mark Paragua, Eugene Torre, Rogelio Antonio Jr. and Nelson Mariano II.

Oga told Sun.Star Cagayan de Oro Antonio will spearhead the powerhouse Tagaytay City while Torre will banner the Misamis Occidental team. RP's first super GM Paragua will power Agusan Sur with Mariano out to pit wits for Zambales.

Many-time Olympian, International Master Chito Garma--who upstages Antonio, Torre and Paragua en route to winning the recently held 2nd Tanauan Active Chess Open Tournament--will take the fight for Palawan.

Another veteran IM, Barlo Nadera--winner of the Pichay Cup Active Open in Manila--will lead the campaign of Tagoloan Tarantula of Mayor Yevgeny "Bambi" Emano with youthful NM Rustum Tolentino and his former mentor NM Levi Mercado off to man the top boards for host Misor's Team A and B.

"As of now, we have already 51 teams confirmed to participate," Oga said.

A P200,000 top purse plus an elegant trophy await the champion's team in the team event with the second, third, fourth and fifth placers out to receive P100,000, P60,000, P40,000 and P20,000 also with trophies.

At stake in the individual events are P20,000, P15,000 and P10,000 plus medals for the top-three finishers.

American IT company to setup branch in Oro
Published: November 7-13, 2006 issue

Utah-based Westerb Wats has 200 clients worldwide

Cagayan de Oro is truly becoming as the preferred investment destination in the country today.

This after America’s largest survey research data collection company, Western Wats expressed its intention to establish a branch here in the city.

Western Wats Philippines president Chris Mangelson last week met with Cagayan de Oro City mayor Vicente Y. Emano and discussed the details of its planned investment here.

Emano welcomed Western Wats’ intention as the said information technology (IT) firm will look for an area in the city for their building and will initially employ around 1,500 persons.

The Utah-based firm provides services to more than 200 clients worldwide. These services include Wats Live Interviewing, Wats Online Web Surveys, Wats IVR Surveys (automated voice messaging), and Wats Data Express Online Data Analysis and Custom Real-Time Reporting.

With its most advanced, fully integrated data collection platform on the market, W.I.R.E., Western Wats operates globally throughout its offices located in the United States, Canada and the Philippines-Cebu.

The firm’s interest in the city is already a big boost to the city’s growing reputation as the fastest booming economy in the country.

Emano pointed out that this latest development in the field of investment generation in the city is a positive sign of the continuing trust and confidence placed by the investors in the economic potentials of the city.

As the year is about to end, more infrastructure and economic developments will be seen and expected by the Cagayanons here in the city.

I agree....the term "mall" is not restricted by any size, area, or number of tenants an establishment has. There's even no definite requirement for an establishment to be considered as a mall. There are regional malls, town centers, or even strip malls......So for me, Oro Rama is a MALL. :) As long as it offers an integrated environment where one can shop, dine, or hang around...the heck everyone cares of its size....it's a mall! ehehehehehehehehhe

Oro Rama is even bigger than

Cebu -Banilad Town Center (stripmall), Raintree Mall, Cocomall, or Emall.
Davao - Lachmi Mall, Chimes Mall, Lakitan Mall, etc.
Manila - Big R in Cainta, Ever Gotesco in Ortigas Ext or Starmall

--- these are based on personal observations lang ha..eheheheh

regarding this 320 room hotel, if it will be built in Limketkai Center, it must be a high rise, like 15-20 storey. Coz i guess LKKC cant accomodate a 320 room horizontal development.. take a look

I dunno if they'd change the plan to build 5 star hotel. What I know, they are hesitant to build huge hotel because of unclear status of entering casinos in this city. Mallberry suites build just to complement their Atrium and Grand Caprice Restaurant. Malawak pa ang space ng LKK, marami pang opportunities.

really? Wow! so Ororama is Invading the rest of Mindanao?

Our neighbor who is a geodetic engineer is the one contracted by Ororama to survey this property.

Right now no developments yet can be found within this (from my estimates 5hectare property), but I am sure developments will perk up once that South Terminal and Supermarket project of the city will start..

I just hope the Ororama owner is not skeptic of pursuing his plans further as the city is becoming more inviting to other big time mall operators.

I hope they build one there.. Also in Iligan.. I want this Ororama to regain the glory it had in early 90s. And that's i guess, attainable through making their presence widely felt..

Air transpo up 16 percent

REPLACEMENT of smaller aircrafts with bigger ones that can accommodate more passengers has increased the number of incoming and outgoing passengers at the Lumbia Airport, Cagayan de Oro City, in the second quarter, this year.

"This only confirms the upbeat mode of the economy in the city that serves as the regional center of Northern Mindanao which has the 3rd highest per capita (per head) gross regional domestic product among all the regions in the country," National Economic and Development Authority Director (Neda) Myra V. Balandra said.
Data compiled by Neda show that compared to the same period last year, incoming passengers increased from 66,614 to 77,909 or 16.96 percent while outgoing passengers also increased, from 67,309 to 77,855 or 15.67 percent.

The number of flights, however, went down from 774 to 740 for both incoming and outgoing due to the replacement of the aircrafts.

On the other hand, the volume of outgoing air cargoes increased, from 913,399 kgs. to 959,942 kgs. or 5.10%, while incoming cargoes declined, from 1,203,658 kgs. to 1,157,462 kgs. or a -3.84%.

Meanwhile, passengers in the seaports of Northern Mindanao for the period, showed a downtrend, from 2,082,887 to 1,697,065 or a -18.52%, as those embarking dropped from 1,047,664 to 850,270 or a -18.84%, and disembarking, from 1,035,223 to 846,795 or a -18.20%.

The number of ship calls also went down, from 8,590 to 8,441 or a -1.73% as domestic calls dropped, from 8,409 to 8,228 or a -2.15%. However, foreign ship alls noted an increase, from 181 to 213 or 17.68%.

The total volume of sea cargoes for the period also posted positive, from 5,360,554MT to 5,921,296MT or 10.46% as foreign cargoes increased from 3,195,336MT to 3,847,145MT or 20.40% but domestic cargoes dropped, from 2,165,218MT to 2,074,151MT or a -4.21%.

Of the foreign cargoes, imports posted a positive 36.65%, from 1,486,067MT to 2,030,688MT and exports by 20.40%, from 1,709,269MT to 1,816,456MT.

In terms of domestic cargoes, those outbound increased from 1,010,871MT to 1,02,837MT or 0.99% but inbound cargoes dropped, from 1,154,347MT to 1,053,315MT or a -8.75%.

"These increases in foreign cargo traffic were mainly due to the high level of shipment transactions of the Philippine Sinter Corporation and the Mindanao International Container Terminal, both located at the Phivedec Industrial Authority in Misamis Oriental," Balandra added. (Trends)

Fayeed Tan: Di Na Mag-iisa (The Album Launch)

This Cagayan de Oro-based alternative pop band will be launching their debut album under the Minda-TONE indie label at the Limketkai Mall rotunda on November 25, 4PM. Here’s a brief snapshot at the tunes and what to expect:

There’s eleven (11) cuts in the album entitled “Di Na Mag-iisa”, also the title of their carrier single. A Lennon-MacCartney kinda collaboration, the lyrics were penned by Eurd and the music and arrangement by Fayeed. Eurd’s not talking but am pretty sure it’s about someone he knows well, judging from passion with which he talks about it. Catch the music video megged by Direk Gelbert Cabunoc of ABS-CBN and produced by DigitalTree Productions now on heavy rotation over MTV Philippines every morning from 7-10AM. You can also catch it on MYX starting last week. The album’s 11th cut is a piano version of the same song with Fayeed at the keyboards.

Chuy! Started out as a theme song from the ABS-CBN show of the same title but grew into something more “about the city where the guys grew up and the cool people who live in it.” Its English-Tagalog-Bisaya lyrics should strike a chord in the young people who can identify with the stuff Eurd and Fayeed sing about, as CDO icons like DVsoria, Ketkai, the river taxi, motorela, the Cagayan river and the Ysalina bridge at Carmen flash before your eyes.

She, Insomniac, and Bitter Sweet are the three English cuts penned by Fayeed while he was still a solo act in 2004; blended and osterized with a full band, they’ve been reborn mainstream as Fayeed Tan (The Band).

The remaining cuts in the album are “Bagay Daw Tayo”, “Gusto Ko Sana”, “Timpla ng Pag-Ibig”; “Kwentong Waiting Shed”; and “Hahanapin Kita”. Like Lennon and McCartney, all lyrics were by Eurd with music and arrangement by Fayeed. What about them?

Come see for yourself and do your own critiquing at the Ketaki Rotonda Saturday, 25 November, 4PM. Opening acts are Tabula Rasa and Joey Ayala (yes, the Joey Ayala). They’ll also be doing covers of Jason Mraz’s “The Remedy” and the Beatles “Come Together”.

Adto ta, kita ra ta didto….

Fayeed Tan: Meet the Boys in the Band

This Cagayan de Oro-based alternative pop band will be launching their debut album under the MindaTone indie label at the Limketkai Mall rotunda on November 25, 4PM. Some bullets ‘bout the Boys in the Band:

Fayeed Tan – 23, vocals, piano and rhythm guitar, composer/arranger and Beatles fanatic. Penned most of the tunes in the album, and all three English tunes (for the international market?) written when he was still a solo act; while the Beatles remain the major influence in his music, he also admits to having the spirits of B.B. King, Tommy Emmanuel, Stevie Ray Vaughn, Jimi Hendrix, Dahong Palay, Gary Moore, Eric JohnsonJohn Meyer in his tunes. How fanatic a Beatle fan, you ask? He can tell you which Beatle album any Beatle song title you throw at him came from, and the year when it was released. Yup, that freaky, man…Solo acoustic act before the band happened, did solo gigs for Frostway, The Site, XCite and Ja’s Ground; hosted a radio show on Sandy 101, believe it…

Eurd – 26, bass guitar, used to have a last name, before going U2 (like, The Edge, you know, or Sting?); session bassist for the likes of Osang and Joey ‘Pepe’ Smith, already cut a solo album, brings tradition and experience to the new sound; wrote all the Tagalog lyrics of the six Pinoy cuts in the album (can’t trust Fayeed with that one huh?) Influences in his music include Joey Ayala and Gary Granada (with whom he played with in Musicians for Peace), Noel Cabugan, Pendong Aban, Jr. and in the one band where our musical paths cross, the Kupka-Castillo band “Tower of Power” (Sparkling in the Sand, So Very Hard to Go, You’re Still A Young Man). But then, you guys are all too young to remember. Most of you weren’t born yet!

Allan Inovero- 24, lead guitar, from Nazareth (sorry, the place, not the band, dude!) ; previous stints as lead guitarist for a show band in CDO; did gigs with Picasso, other clubs…started with the charismatic group at San Antonio de Padua parish during the time of Msgr. Ray Monsanto but God obviously has other plans for him….

Sonny Boy Tan – 21, drums; Fayeed’s kid brotha. Taga Macasandig sila, sorry, still no bad ass metal band by that name yet! But give him time, after all, he just recently gained license to drink beer….

Fayeed Tan, The Band…guys got together August 2005, when Fayeed met Eurd while doing a gig for a fashion show; Guys got to play together for a one-show gig but liked the chemistry so much, they’re still at it, so far...have opened for Rampage, David Pomeranz, Bamboo, MarkBautista…pretty soon those names would qualify for this band’s opening act….Have done Marawi, Bukidnon, and the Bacolod-Silay-Iloilo areas…

Today CDO, tomorrow the World!

Gov't to prioritize int'l airport over Lumbia airport
By Lizanilla J. Amarga

LAGUINDINGAN -- President Gloria Macapagal-Arroyo announced Wednesday that Cagayan de Oro City's Lumbia Domestic Airport would be traded off for the construction of the long-delayed P6 billion Laguindingan International Airport in Laguindingan, Misamis Oriental.

Arroyo authorized the immediate release of P500 million to jumpstart the Laguindigan project and P10 million for the relocation of the 100 families who are still living in the project area.

The President also announced that the bidding and awarding of the project contracts would be held within this year.

But Arroyo said the results would still be subjected to international standards and the approval of the Korean Export-Import Bank as part of the stipulations of the loan agreement.

Arroyo voiced deep gratitude to the local officials and residents, Korean Government and to the Ayala Company among others for their contributions for the realization of this project.

She initiated Wednesday the groundbreaking ceremonies for the airport project together with Misamis Oriental Governor Oscar Moreno, Cagayan de Oro City Mayor Vicente Emano, and Laguindingan Mayor Orville Abellanosa among other officials.

Arroyo explained that the Laguindingan International Airport is the last of the Cagayan-Iligan Corridor projects that has remained unimplemented.

"I have longed for us to have the Laguindingan Airport ever since I was still DTI (Department of Trade and Industry) undersecretary," she said.

Arroyo then recounted how, even when she was still senator, she always pushed for the inclusion of this project in the national budget but then, so far, the National Government's money is never enough to fully implement this project.

"Six billion pesos is really very hard to put up," Arroyo pointed out.

But now Arroyo announced that she would be using the National Government's savings from 2005 particularly those from the Department of Transportation and Communications and Department of Budget and Management for this P6 billion airport project.

She said with the tax reform program and these savings along with the privatization of Lumbia Domestic Airport in Barangay Lumbia, Cagayan de Oro city will provide sufficient funds to pay the loan the government has with the Korean Export Import Bank.

"We will be privatizing the Lumbia Domestic Airport and whatever earnings we have from it will be used to pay the construction of the Laguindingan Airport until it is completed," she said.

The Lumbia International Airport runway will be improved to allow huge airbus jets to land temporarily to generate more earnings.

But eventually it would be phased out to give way to the sprawling 412.08 hectares Laguindingan International Airport.

Arroyo said she is also authorizing the release of P10 million for the relocation of 100 families who are still living within the project area.

She said the families would be relocated just adjacent to the airport project in a land area that has been classified by the Department of Environment and Natural Resources as timberland.

"Naghinaut ako nga tabangan ako ninyo niini nga proyekto kay para kini nato tanan...dili lang karon kita naga-celebrate sa history sa Misamis Oriental, but also, the future of Misamis Oriental," she said.

Arroyo ordered the release of P500 million to start off the project but told media practitioners that she could not as yet determine when the project could actually be started.

She said so as there is the relocation of the 100 families that has to be arranged, the putting up of the access road, and the preparations for the bidding and awarding of contracts.

The President said there would still be one month to update the project cost to current prices, publication of bidding documents, and three months for the actual bidding and awarding to be held.

"So as of now we cannot as yet say when it will start but what is important is that we have already released P500 million for the first quarter for the project," Arroyo said.

In 1998, the loan amount was originally pegged at KrW 21.172 billion with interest rate of 2.5 percent payable within 20 years with 10 years as grace period. This was signed in Feb. 24, 1998 with effectivity date last December 19, 2002.

This as the original project cost then based on the 1996 was only around P902.7 million.

The project cost was revised in 2002 that now pegged the Laguindingan to cost the government P5.386 billion.

Last January 13, 2004, the EDCF loan from the Korean government was amended loan in the amount of US $16.4 million with supplemental loan of US $8.10 million.

Then $38.9 million was negotiated to come from Korean Export Import Bank and fund source NIB for $12 million loan.

Now, the project cost and funding is pegged at US $107.7 million. They are as follows: US $16.3 million from the EDCF, US $8.2 million from EDCF Supplemental loan, US $32.30 million as government equity, US $38.9 million as Buyer Credit, US $12 million as Export Credit.

Pre-construction is set this July 2006 to June 2007, horizontal structures this July 2007 to June 2010, Vertical Structures this July 2008 to August 2010.

Investor eyes tourist resort

A LOCAL investor expressed keen interest in developing a classy river resort near the Vice President Emmanuel Pelaez Bridge in Sitio Taguanao, Barangay Indahag, Cagayan de Oro City.

Mayor Vicente Y. Emano issued this statement, adding that the unnamed businessman disclosed his investment proposal during a recent meeting with him.

He said the river resort developer has already purchased a land property near the bridge where he is planning to establish his resort project.

The proposed river resort will boast of artistically designed cottages, a restaurant, a mini-hotel and a modern swimming pool using filtered-water from the river, Emano said.

If plans don't miscarry, the development of the proposed river resort project will hopefully start early next year, the mayor added. (CIO)

DBM assures funding for Laguindingan Airport next year

Laguindingan Airport project budget for next year assured

by Mike Baños

LAGUINDINGAN, Misamis Oriental (28 November 2006) The Arroyo administration is keeping its pledge to support the Laguindingan Airport Development Project (LAPD) in Misamis Oriental. During the project’s ground breaking rites early January this year, Pres. Gloria Macapagal-Arroyo vowed to keep the funds flowing to keep the project going.

The Department of Budget and Management announced in a statement released yesterday it is allocating P163 billion for priority infrastructure projects next year, including P8.1 billion for 16 airport projects, among of which was the LAPD and similar international standard airports in Bacolod and Iloilo.

Misamis Oriental Governor Oscar M. Moreno declared earlier the LAPD was proceeding as scheduled and is on target to meet its operational date of August, 2010.

“All things considered, the project is on time and on budget,” Moreno said in an exclusive telephone interview. “Our Korean contractor is now finalizing the bidding documents for the construction and we have identified three qualified contractors to undertake the construction of the access road.”

Moreno said the awarding of the contract for the access road is scheduled this December.

Earlier, Engr. Della Capicenio, LAPD manager, said the P188-million budget for the 4.5 kilometer access road is already part of the line items included by the DOCT for the duration of the construction phase from 2007-2010.

A month before, Sen. Franklin Drilon said the Committee on Finance had approved a multi-year appropriation of P5.385 billion for the construction of the Laguindingan airport.

“An international standard airport will definitely give North Central Mindanao the needed economic boost as it opens the region to more investors and tourists ,” Drilon, chairman of the Senate finance committee said.

During the committee hearing on the P17.6 billion budget of the Department of Transportation and Communication (DOTC), Drilon said the finance committee approved P946 million for the LAPD in 2007.

Drilon has also asked DOTC Sec. Leandro Mendoza to fast track the acquisition of the additional 98 has. from the Ayala Corporation covering Laguindingan and Alubijid municipalities after it was decided to expand the project to 265 has. from the original 167.

The LAPD, financed by a soft loan from South Korea, will replace the existing Lumbia Airport which serves the Cagayan de Oro-Iligan growth corridor in North Central Mindanao. It is located about 30 kms northwest of Cagayan de Oro City.

Moreno said the deadline for the availment of the US$ 75.4 million airport loan from the South Korean Export-Import Bank (Eximbank) will again have to be extended since it will expire this December. However, he assured this will be a purely procedural matter since it is a “tied-loan”, meaning the amount will only be released on the proviso that a Korean contractor will undertake its construction.

“LADP, as the Governor has declared, is on schedule and with budget,” Capicenio said. “Last November 22, 2006, one of the items on the agenda of the Philippine-Korea Economic Development Cooperation Fund (EDCF) Policy Dialogue was the possible cancellation of the 31 December 2006 loan termination date and adoption of the original 13 January 2008 loan closing date.”

“In addition to this, the Korean Export-Import Bank (K-Exim) may also grant an additional four-year extension to cover the implementation of the project reckoned from the original loan closing date subject to NEDA approval,” she added.

Capicenio said the draft letter to NEDA requesting for an extension of the loan’s effectivity has been forwarded to DOTC Sec. Leandro Mendoza’s table for his signature and could be with NEDA by the end of the week.

Fayeed Tan's album takeoff

THERE was an incredible display of serious musical mastery last November 25, 2006 at 4 p.m. at the Limketkai Rotunda as Fayeed Tan launched his first album "Di na mag-iisa."

People came in small crowds as the CDs sold like hotcakes during the recess on a high school cafeteria. The band's undeniable abilities to complement each other's skills kept the audience crooned and sang his way to everyone's heart.

The crowd responded really well to his easily relatable songs. I even caught a number of them mouthing the lyrics to his more popular radio hit tunes. His first music video, "Di na Mag-iisa," with the stunning Stephanie Sol (Miss Teen Philippines, 2004) had just come out the previous week, so it wasn't much of a surprise that his fans knew his songs by heart already.

The mayor of Cagayan de Oro City, Mayor Vicente Emano, and Dunkin Donuts couldn't resist sending over congratulatory accolades, which made it inarguable that truly Fayeed Tan has earned his place among those that the city most endears.

What is more inarguable though is that from here on he will only continue to go places with his rhythmic and lyrical finesse - bringing honor and pride and the representation of Filipino talent wherever his music takes him.

His album "Di na Mag-iisa" is now available at Musicvision, Ma-an Video, Modtrade Limketkai, Gaisano, SM City Cagayan de Oro.

For details and inquiries of Mr. Fayeed Tan, text or call Ms. Betsy Alano at 09179125978.

Power shortage could short circuit Korean smelter project

An overloaded air shed in Misamis Oriental and the island-wide power shortage could derail the planned establishment of a South Korean smelter at the Phividec Industrial Estate in Villanueva, Misamis Oriental.

November 29, 2006

Power shortage may short circuit Korean Smelter Project
By Mike Banos

CAGAYAN DE ORO CITY (29 November 2006) The lack of a cheap and reliable source of electricity could leave a South Korean smelter project no other choice but to proceed with its planned establishment in Vietnam.

A recent trade mission led by City Mayor Vicente Emano and Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) President Ruben Vegafria invited the Pohang Iron and Steel Co. (Posco) to move a proposed US$ 750-million smelting plant originally intended for that country to the Phividec Industrial Estate in Villanueva, Misamis Oriental.

The Pohang Iron and Steel Company (Posco) based in Pohang , South Korea is the third largest steel producer in the world. It operates two steel mills in South Korea, one in Pohang and the other in Gwangyang. It also operates an offshort joint venture with U.S. Steel, USS-POSCO, in Pittsburg, California.

Together with Samsung Electronics, Posco is viewed by many Koreans as a symbol of national pride and its 'can do' spirit. With the strong Korean shipbuilding and automobile industry dependent on POSCO for steel , it is generally perceived to be the bedrock of Korea's industrial development during the past 40 years.

Provincial government officials have been trying to hammer out an agreement with domestic power producers and distributors to provide the Korean investors with a power rate competitive to that offered by Vietnam.

Vice Governor Julio Uy said they are negotiating with the National Power Corporation (NPC), STEAG State Power, Inc. and Cagayan Electric Power and Light Co. (Cepalco), the exclusive franchise utility serving the Phividec, to get cheaper power for the proposed smelting plant.

Uy said they are proposing that the smelting plant secure its power supply directly from SPI to cut distribution and franchise costs the plant would otherwise incur if it sourced its electricity from Transco or Cepalco. Large industrial power users in Northern Mindanao have traditionally been permitted to directly source power from the Mindanao grid to enable them to avail of cheaper electricity.

However, industry sources say this option may no longer be open to further negotiation since Steag State Power, Inc. (SPI) which operates the coal-fired power plant has already committed to sell 200 megawatts (MW) of its 210MW output to the NPC for the next 25 years.

Despite this not-so-encouraging outlook, environmental watchdog Task Force Macajalar is nevertheless still calling for 'genuine consultation and transparency" in all aspects of the planned establishment of the multi-billion peso smelting plant in Misamis Oriental.

"Tun-an sa namo ang technical ug environmental impact ani," (We shall first study its technical and environmental impact) said BenCyrus Ellorin, Task Force Macajalar spokesperson. "But for the immediate, we are calling for genuine consultation and transparency in all aspects of this project", he added.

Ellorin cautions how 'history would tell us, environmentally-wise and in terms of sustainable development, investments such as this one do not translate into progress, he remarked.

"Yes, it may spur economic growth in one way or another but our experience with the 'growth at all costs' approach to development does not translate to sustainable development because of two things: 1. It is not ecologically sustainable because the ecological carrying capacity is degraded, ecological life support system is destroyed and, 2. (It is not ) culturally equitable. It does not contribute to the improvement of the over-all well-being of the people especially in the host communities and immediate environs," Ellorin explained. "Instead it causes economic, physical and ecological dislocation."

Green activists in the region have voiced fears the establishment of another "smokestack industry" the size of the planned Pohang steel smelter could overload Misamis Oriental's fragile ecosystem, especially its air shed ( i.e, the air supply of a given region or the geographic region that shares an air supply) which is already heavy with carbon dioxide and other greenhouse gas emissions which causes the global warming phenomenon from existing plants in the Phividec Industrial Estate.

"I doubt if this development would contribute to ecological sustainability and cultural equity," Ellorin said. "If they claim it does, let them prove it. Bottom line is to have transparent, participatory and genuine consultation on the ground," he added.

Promoters of the concert are confident that Sharon will draw audiences from as far as Batangas. But, of course, fans living near or around the Island Cove Resort are expected to jostle for seats. After all, ?This is a once-in-a-lifetime opportunity for us, to have Sharon Cuneta right here in our midst. It?s going to be a truly joyful musical event,? they said.

From Cavite, The Philippine Mega Concert Tour 2006 travels to faraway Cagayan de Oro. On Dec. 9, Sharon will perform at the Corpus Christi Gymnasium, and for this final leg of the tour, she has no less than Christopher de Leon, a Johnny-come-lately on the music scene (check out his album Mga Awit-Pelikula ni Christopher de Leon, and I?m certain you?d end up asking yourself, ?Why just now, Boyet??), as special guest.

Both the Cavite and Cagayan de Oro shows feature Louie Ocampo as musical director.

This year?s Mega Concert Tour is a production of Artist House under the helm of Sandra Chavez, Sharon has traveled all over the country in the past months, performing in Lucena, Clark in Pampanga, Cebu, Zamboanga, and Iloilo to SRO crowds.

Power shortage could short circuit Korean smelter project

An overloaded air shed in Misamis Oriental and the island-wide power shortage could derail the planned establishment of a South Korean smelter at the Phividec Industrial Estate in Villanueva, Misamis Oriental.

Sokor firm targets Oro, Tagoloan sites

MORE and more foreign investors are showing confidence in Cagayan de Oro City's vast investment opportunities, as they are attracted to do business here.

Mayor Vicente Y. Emano disclosed that a technical team from the world's fifth largest steel company Posco, a giant South Korean steel firm, is coming over in Cagayan de Oro on the third week of December, this year.

Emano said the engineers from Posco will be in the city from December 15 to 20 to inspect potential areas in Cagayan de Oro and the neighboring town of Tagoloan where the largest industrial estate, Phividec, is located, as possible project site of their steel plant in this part of Asia.

The mayor said the steel giant firm will have an initial investment of US $750 million and he hopes that the company's technical team will find the city and the province as good location of their steel plant in South East Asia.

Emano asked assistance from the executives of Hotel Koresco, one of the biggest South Korean investments in the island region, to convince the Posco executives to invest in the country instead of going to other Asian countries.

Another Korean giant, Han Jin Shipyard, is lured by the mayor to put their plant in the city instead of putting it in other areas of the country.

Emano said that Phividec is a viable place for these investments as it can provide investors business advantage especially in terms of cost effective manpower, cheap water and power supply and no bureaucratic red tape.

If the representatives of the companies will favorably endorse the city for their investments, the mayor said he will visit South Korea this coming holiday season just to seal their investment proposals in the city and the province.

If these will pursue, the firms will give more than enough development for the local economy as well as job opportunities for the people. (CIO)

Sana man lang they will take their actions as constructive mechanism, tutulong sila sa paggabay sa mga alituntunin na karapatdapat ipatupad sa mga heavy industries hindi lang oppose ng oppose, sayang naman the government did their best to uplift our economy.

Oro, Harbin ties get boost with trip

CLOSER ties between Cagayan de Oro and Harbin city in China is now evident.

According to reports, Mayor Vicente Emano has been invited to grace the 23rd International Ice and Snow Festival in Harbin, China on January 5 to 8, 2007.

Emano said he is seriously considering the invitation.

"I seriously consider this free invitation to strengthen more our relationship and cooperation between Cagayan de Oro and Harbin," he said.

Harbin is the capital of Heilongjiang Province in northeast China.

It may be recalled that Harbin was one of the cities visited by the mayor and other delegates during a trade mission to China years ago.

The yearly Harbin International Ice and Snow Festival, which begins January, is said to be the largest of its kind in the world. It features ice carvings of thousands of artists.

Meanwhile, legislators are slated to approve on Monday an ordinance providing for rules and regulations governing the joint venture agreement between the City Government and subdivision developers for socialized housing projects in the city.

Based on the Urban Development Housing Act of 1992 (UDHA), developers who undertake any subdivision project should provide a socialized housing component equivalent to 20-percent of the entire project area.

Councilor Cabanlas said the HLURB will be a signatory in their MOA as a witness.

Legislators are also set to approve a proposed ordinance authorizing Emano to enter into a Memorandum of Agreement with the Crown Communities, Inc. here in Cagayan de Oro for the implementation of a joint venture socialized housing project subject to terms and conditions of the law.

The P5.5 million project will involve a socialized housing project in a 13.20 hectare lot.

The committees on subdivision and on laws and rules chaired by Councilors Cabanlas and Maryanne Enteria, respectively, favorably endorsed the approval of the agreement. (Press release)
