CUSTOMS confident of P254-B target

THE Bureau of Customs (BOC) is extremely optimistic it can achieve its target collection this year because with still 10 days before the year ends, it has already tallied P250.24 billion on December 17, about P4 billion short of target.

Commissioner Napoleon Morales said on Friday, “We expect payments from major oil players Pilipinas Shell, Caltex [Chevron] Philippines Inc. and Petron Corp. of about P3 billion for their previous unpaid taxes.” The remaining P1 billion are expected from taxes collected in the remaining days of the month—giving them hope of even overshooting their objective.

The BOC will have a skeletal force during the long holidays to service importers and those paying taxes.

Data showed that from December 1 to 17, the BOC has collected P15.07 billion, or about P6.6 billion short of target; for the 11-month period to November, however, it collected P245.7 billion, or P13 billion more than its target of P232.7 billion, to make it the second-largest revenue earner of the government.

From January to December 17, of the four major points of collection, only the Port of Manila met its target. Batangas Port, where the Big 3 oil firms pay their taxes, only collected P48.015 billion, or P7 billion short of target.

The Ninoy Aquino International Airport tallied P16.80 billion against its P17.45-billion target, while the Manila International Container Port collected P61.83 billion, off target by P501 million; and the Port of Manila generated P44.26 billion, exceeding its P43.28-billion target.

On the other hand, Limay port, where most of the oil depots are located, only collected P27.50 billion, a shortfall of about P12 billion from target.

Other collection points include the Port of San Fernando, with P1.72 billion for the 11-month period; Legazpi, P57 million; Iloilo, P295 million; Cebu, P5.19 billion; Tacloban, P274 million; Surigao, P7.5 million; Cagayan de Oro, P3.73 billion; Zamboanga, P23 million; Davao, P1.98 billion; Subic Bay, P3.72 billion; and Clark Field, P781 million.

Morales said they collected more this year because of the skyrocketing prices of crude in the world market in previous months.

With the steep drop in crude prices that have reached around $43 a barrel, he expects a corresponding steep drop in collections of taxes on petroleum products next year.

According to the bureau’s estimates, crude oil imports in 2009 can fall to as much as 71.51 million barrels, the lowest since President Arroyo rose to power in 2001, or almost 10 million barrels less than this year’s estimated 80.35 million barrels.

What is Chromite? Chromite is an iron chromium oxide mineral and the only ore of chromium metal. It is a mineral found in ultrabaisc rocks such as peridotite. It is also found in serpentines and other metamorphic rocks derived from the alteration of ultrabasic rocks. Uses Chromite is the only ore of chromium, a metal used to induce hardness, toughness and chemical resistance in steel. The alloy produced is known as "stainless steel". When alloyed with iron and nickel it produces a alloy known as "nichrome" which is resitant to high temperatures and used to make heating units, ovens and other appliances. Back in college, the Ateneo Glee Club had a joint concert with the Xavier University (Ateneo de Cagayan University) Glee Club. (Don’t laugh but I was one of the Sopranos of the Ateneo Glee Club :D) Anyways, all of us had to stay with either foster families or in lodging houses in Cagayan de Oro City. Casa Crystalla, a budget hotel in the City of Golden Friendship, was one of the concert’s sponsors and they offered several rooms for my co-club members. (I stayed with the lovely Yap family)

Fast forward a few years later, Casa Crystalla is now one of the CDO inns I stay in whenever I’m in town. There are a couple of reasons why I like staying there - for one, the rates are very affordable (I usually get the deluxe room with ref, table and chairs - like a mini sala set of sorts - and bath tub worth P900.00 per night), secondly, the rooms are clean and thirdly, Casa Crystalla is located right in the heart of the city — just a block away from Xavier University and a few steps away from the Divisoria area where the Night Cafe is held every Friday and Saturday. It’s also very easy to take the jeep or a cab from the inn.

The inn’s room service is actually from Mom’s Corner, a food joint beside Casa Crystalla. You’d need to fork out service charge for every order, though. If you want to dine out, however, you have lots of choices! Casa Crystalla is near fastfood joints (Chowking, McDonald’s, Jollibee are all just a few blocks away), restaurants like Max’s and even local favorites like Annabel’s (where I always have my fill of their killer palabok!) Mom’s Corner is closed on Sundays, though, so if you need to have breakfast or lunch on a Sunday, you’d need to go out of the inn. SM Cagayan de Oro City is just a jeepney ride away (or if you want to take a cab, prepare roughly P80.00) as well as LimKetKai Mall.

Every room in Casa Crystalla has cable TV. What I just don’t like sometimes is the buggy cable receiver and remote control. Sometimes I need to get up to adjust the volume or to change channels.

The bed sheets are clean and I think the management just recently changed the comforters and pillow cases.

There’s also a large closet for your clothes, some hangers and a space for your bags. No in-house slippers are offered so you need to bring your own pair. Oh yeah, before I forget, one of the things I like is the fact that there’s a seat the foot of the bed. Not exactly a seat SEAT but at least a space where you can place your bag while you sort through your things or where you can sit on while putting on your shoes. It’s nothing big, I know, but for a frequent traveler like myself, I find it nice that a small lodging place in Cagayan de Oro City took the time out to put something like that. I often only find seats like that at the foot of the bed in larger hotels.

Guests are provided with towels and soap. If you forgot to bring shampoo and other toiletries, you can buy some from the front desk. The bathrooms are clean - the bathtub is clean and there’s hot and cold shower.

By the way, just in case your room has a couple of coffee, sugar and cream packs near the vanity table, do note that those aren’t for free. I think we ended up paying P15.00 for every serving - still affordable, IMHO. And yes, the room we usually get has an electric water heater. So just in case you want to drink coffee early in the morning, you can just do so right in your own room.

So there you go - if you’re looking for a budget hotel or budget inn in Cagayan de Oro City, why not try staying in Casa Crystalla? I’m sure you’ll like the place as much as I do!

PAL kicks tires of Airbus 380
NOT only did Jaime Bautista take a roundabout route to get to Toulouse, France last week to fetch Philippine Airlines’ newest Airbus 320, the PAL president even flew, gasp, Singapore Airlines.

Bautista’s Singapore-London flight, his first on the luxury airliner 380, was part of an elaborate courtship ritual by the European aircraft manufacturer keen to extend its 30-year partnership with Asia’s first airline, which is concluding its $840 million, fifteen A320-family fleet modernization program.

“I will send a first-class ticket to [PAL owner] Lucio Tan if he promises to buy the 380,” Airbus chief operating officer John Leahy told a bemused Bautista, moments after PAL signed the delivery papers for the wide-bodied plane.

Even before PAL took delivery of its latest Airbus, the 156-seater jet had already been booked solid for its first commercial flights yesterday, twice to Cagayan de Oro and twice to Iloilo out of Manila.

The record holiday traffic, and the rapid decline in fuel prices from its equally rapid ascent, gives Bautista confidence that PAL would break even or maybe post a modest profit for the third quarter, after having been buffeted by a $133-million loss in the first half of its fiscal year.

“There’s traffic, there are destinations, it’s just a question as to whether Airbus will give us a good price,” Bautista answered when asked if PAL was seriously considering acquiring the flagship 380.

Depending on the euro-dollar rate and the options, the 525-passenger superjumbo can easily cost $320 million upwards, a hefty jump from the $250-million price tag being quoted only four years ago.

According to the grapevine, a 380 or two have quietly become available on the market with an expansive Indian airline, Kingfisher, now seriously rethinking its options on the five A380s it had placed when the commodities surge was still a Jim Rogers’ dream.

Still, the earliest that a 380 could be delivered to the Philippine flag carrier, were it to place an order today, would be 2014.

In the meantime, PAL is taking delivery of two Boeing 777-300 Extended Range by the fourth quarter next year, in time for the holiday travel season.

That should provide PAL numbers-crunchers Cesar Chiong and Alvin Limqueco fresh fuel and passenger load parameters to crank up their financial calculators and compare the strong, and weak, points of the American airplane with those of the European competition.

But, that, as they say, is another story.

If I remember correctly, naka pila mi nga project before nga 2-3 levels lang na nagpa soil test pa (but those were special cases ie nasa bakilid ang building or swampy ang lugar) :yes:

grabe ang traffic sa CDO karon...holiday rush from Kauswagan-Makro up to Gusa...snail pace ang traffic flow....even interior roads puno na rin. Dami tao sa mga malls, groceries, markets, parang ganito palagi ang pinoy, walang economic slowdown kapag xmas....

There are two of these in place, showing a sample of the house type that will be offered in the subdivision. These have been very effective - we have been getting over 10 inquiries, on average, per week, since they were erected on 7/1 and 7/4.

the fenced lot near natasha was the location for the fireworks display last saturday. as for the lot beside discovery hotel, that i want to know as soon as possbile. ill be able to hit two birds with one stone as soon as i get back. one for the mallberry suits expansion and two for the lot that i mentioned above.

A friend of mine who hails from Surigao but works in Samsung Cebu came here in CdeO yesterday. It was his first time to visit here. Since I was busy, I just brought him to THE SITE and he was very impressed with what he saw. He never thought that CdeO is already a certified metropolis with restos, bars, and crowd comparable to Cebu and Manila. And he noticed the tarp of the 21 storey LKK hotel. "I like it here and I will definitely be back here on January. I think this is the third place where I wanna live. First is Cebu, Second Manila, and third Cdeo," he said. I am happy that somehow my guests are having great time here. And according to him, dapat na gyud daw mag invest ang starbucks sa CdeO considering na puno gyud ang mga coffee shops sa CdeO. Proud gyud ko sa atong dakbayan. :)

PGMA hopes Laguindingan Airport will have test run by 2010

Cagayan de Oro City (24 December) -- President Gloria Macapagal-Arroyo said she hopes the Laguindingan Airport in MIsamis Oriental will have a test run by 2010.

This she revealed during an interview wit a local TV and Radio station in Cagayan de Oro City today, December 24, en route to Camiguin Island.

The President said Misamis Oriental Governor Oscar Moreno already told her that the project is 6% ahead of schedule and that civil works have gained significant improvement.

She added that the government is now focusing on infrastructure to help the country ease the effects of the global economic problem and stressed that the Philippine economy remains stable because of the government's determination to set reforms.

"We've made 100 billion from taxes. This fund can be used to carry out a plan for us to face the global economic storm…our protection is from the reforms we made long ago," she said.

President Arroyo, who is scheduled to visit the Camiguin Island today to lead the distribution of Christmas gifts to some 3000 indigent residents at the provincial capitol grounds, said she wants to visit the smallest province in Mindanao to bring Christmas cheers to its people.

The President also urged everyone to be optimistic despite these difficult times so we can survive the economic challenges ahead. (PIA-10)

the people who tested the soil beside discovery hotel are gone. unfortunately, i wasnt able to get photos while they were soil testing but i manage to ask the front desk of discovery hotel. she said that the lot beside their hotel is another soon to rise hotel. she didnt know how tall the hotel will be but she's certain that it will be a hotel that will be owned by a local cagay-anon. she also said that the water supply of this hotel will be handled by a certain family named ROA.

If Customs Commissioner Napoleon Morales is all smiles these past few days, it’s because his prospects of not being removed from his post are brighter than ever.

The Bureau of Customs (BOC), he announced to reporters with great alacrity on Friday, is dead sure it could hit its revenue-collection target—and maybe even exceed it slightly—of some P255 billion this year.

This is most certainly good news to the administration, which expects to do some heavy spending for job-generating infrastructure projects next year (with its P1.4-trillion budget). The programmed infra spending is apparently intended to counteract the effects of the raging global recession.

If nothing else, it shows that the system of reward and punishment imposed under the attrition law is pushing the BOC to strive and hit its revenue target, otherwise everybody, from the commissioner down to the rank-and-file, would be “attritable.” The term means they become eligible for transfer or removal.

Under the attrition law, should the BOC or the Bureau of Internal Revenue (BIR) miss its revenue target by 7.5 percent, the commissioner and his key people become attritable. Conversely, if they exceed the targets set for them, they become entitled to a share of the surplus. It’s all spelled out in the Attrition Act of 2005.

Morales’s optimism and high spirits spring from preliminary figures submitted to him showing that 10 days before the year ends, the BOC had collected a total of P250.24 billion, which is only less than P5 billion shy of the revenue goal set for the agency. The figures were collated and tallied by the BOC’s financial services department.

From January to October, the BOC was plagued by collection shortfalls in practically all the major ports—including such traditional money-raisers as the Port of Manila, Batangas port, the Ninoy Aquino International Airport (Naia) and the Manila International Container Port (MICP). Then in November a miraculous surge occurred, wiping out much of the shortfalls.

Even the BOC’s collections from December 1 to 17 of P15.07 billion, according to Morales, was P6.6 billion short of target.

The unexpected surges in collection were posted by the MICP, ports of San Fernando, Legaspi, Cebu, Cagayan de Oro, Davao and Clark.

Heading the list of “flunkers” was the Port of Manila, headed by district collector Horacio Suansing, who boasts of being a protégé of Sen. Miriam Defensor-Santiago. The Port of Manila is supposedly the biggest of the so-called billionaire ports, yet it collected only a total of P3.343 billion against a target of P4.1 billion. This, despite the addition of Harbour Centre to its jurisdiction and a downward adjustment of its collection target.

Yet Suansing wants to be promoted. It’s an open secret on the waterfront that he is aspiring to replace Deputy Customs Commissioner Celso Templo, who is scheduled to retire next month.

Next on the list of negative performers is the Naia, another billionaire port, under district collector Carlos So. So is another aspirant for Templo’s soon-to-be-vacant post. Naia’s assigned goal was P1.95 billion, but it collected only P1.406 billion.

The Port of Batangas is third on the list of underachievers. Under district collector John Tan, Batangas—where the refining facilities of Shell and Petron are situated—managed to collect only P3.796 billion against a target of P4.762 billion.

The other flunkers are the ports of Iloilo, Tacloban, Surigao, Zamboanga Subic and Limay.

The under-par district collectors, of course, must now be feeling antsy. They know only too well that, technically, they can be relieved from their present posts anytime if the law were to be followed to the letter.

But then, of course, the reality is that they did not rise to their present coveted positions by virtue of their basic qualifications alone. Most of them got appointed to their posts mainly because of their political connections.

Show me a district collector who is not being backed up by a powerful politician or some vote-rich religious sect, and I’ll show you a saint. It’s this kind of backing that often gives a key appointee in the Bureau of Internal Revenue or the BOC a bastard kind of “security of tenure.”

Thus, even the rigid provisions of the attrition law specifying who should be removed could be bent—depending on the strength of an appointee’s political backing.

According to my sources, Commissioner Morales has, in fact, prepared a tentative list of the district collectors who have to be replaced. For his own sake, Morales cannot take any chances. For 2009, the BOC’s revenue target has been raised to an even P300 billion, the highest in its history. This goal can only be attained, of course, if the BOC’s ports are run by the right people.

Morales, meanwhile, is said to be quietly appealing to the Department of Finance, budget department and the National Economic and Development Authority for a lower revenue target.

He seeks a “more realistic” collection target in the face of the global economic slowdown, which could stanch the inflow of imported goods (and corresponding duties and taxes) into the country.

At the BOC premises, meanwhile, most employees are wearing long faces, definitely not in keeping with the Yuletide season. The reason was pithily explained by an official who has seen it all for the past 20 years.

He said: “’Pag bagsak ang koleksyon, marami ang masaya. ’Pag angat ang koleksyon, maraming nakasimangot [When the collections are down, many are in high spirits. When collections are up, many wear a frown].”

CAGAYAN DE ORO CITY --- President Gloria Macapagal-Arroyo said here today that the implementation of the government’s infrastructure projects like airports, roll-on/roll-off ferry ports and land routes will be accelerated in 2008 to increase economic activities and generate job opportunities all over the country.

The President bared this today when she was interviewed by Rey Maraunay of radio station DXCC-RMN at the VIP Lounge of the Lumbia Airport here Wednesday morning.

Maraunay is the news manager and host of “BIRADA,” a popular program of the DXCC-RMN AM station in this city.

The President arrived at 10:15 a.m. at the Lumbia Airport here, together with Cabinet Secretary Silvestre Bello III and Labor Secretary Marianito Roque.

Welcoming the President and her party were local officials led by Misamis Oriental Gov. Oscar Moreno, City Mayor Constantino Jaraulla, Vice Mayor Vicente Emano and Misamis Oriental 2nd District Rep. Yevgeny Vincente Emano.

During the interview, the President said she launched a massive government infrastructure program aimed at building up the economy particularly in Mindanao to generate job opportunities.

She made special mention of Camiguin for its tourism potential.

Speaking in the Cebuano dialect, the President said she led last May a historic RO-RO caravan from Luzon to Mindanao under her Strong Republic Nautical Highway program passing through Bohol and Camiguin.

The President said the RO-RO route has resulted in faster and easier access for goods, passengers and tourists via the Jagna-Mambajao route.

Earlier, Camiguin Gov. Jurdin Jesus Romualdo said the launching of the Jagna-Mambajao RO-RO route has increased by ten-fold the passenger and tourist arrivals in Camiguin.

Aside from its sandbar and pristine white beaches, Camiguin is famous for hot springs, waterfalls and the Lanzones Festival in October.

Romualdo said the President has released P31 million for the upgrading of the Camiguin General Hospital (CGH) and the acquisition of modern medical equipment, and the construction of a Physical and Occupational Rehabilitation Building and a Pediatrics and Septic Neonatal Intensive Care Unit (NICU).

Romualdo said this will qualify CGH as a medical tourism destination.

He added that other notable infrastructure projects involved the initial release of P25 million for the completion of the Camiguin Tourism Pavilion Center cum sports complex, and the allocation of P40 million for the establishment of farm-to-market roads which, together with the FIELDS program, increased the province’s palay production output by 11 percent this year.

During the one-on-one interview, the President said her administration will continue to focus on building the necessary infrastructure facilities to boost the tourism potentials and other economic opportunities in Mindanao like the early completion of the P7.853-billion Laguindingan Airport, a trunkline airport of international standard under construction in Laguindingan, Misamis Oriental.

The President said the construction of the Laguindingan Airport is expected to be completed ahead of schedule and should be ready for a “test run by 2010.”

Located some 46 kilometers from the Lumbia Airport here, the Laguindingan Airport is one of the President’s flagship projects under the Cagayan de Oro-Iligan Corridor special development project.

Once fully operational by 2012, the Laguindingan airport will cater to domestic flights, and later to international flights.

The new airport is expected to attract more investments, create more employment and other economic opportunities, boost tourism and sustain the economic growth of Northern Mindanao, particularly in Region 10.

daghan na man overpass sa CdeO..I can remember seeing one sa may gaisano and sa may sm ug katong skwelahan/hospital man tingali to sa downtown

Na sa TV PATROL kanina, Tangub city daw ung 2nd in terms the no. of tourist
b'coz of Christmas Festival ba? .. i wonder lng..pano nangyari to and saan nila bini base ung no. of tourist.. enough ba makapag accomodate ng ganun karaming tourist ang no. of hotel rooms ng Tangub? .. may airport na ba ang Tangub? .. even in the top 10 tourist destination in the country wala ung Tangub kc? .. ang cdo nga nauubusan na ng hotel rooms sa dami din ng tourist... ang Tangub pa kaya? sori sa mga questions ko...peace ^^

Pwede din siguro maging 2nd ang Tangub in terms of no. of tourist, probably by visual observation considerng the no. of population of the city is quite small compare sa actual na makikita aside siguro sa room occupancy ng hotels, malaking bagay din siguro ang Christmas lantern Festival ng Tangub sa pagkakaalam ko kasi naging Christmas Capital siya in Mindanao dahil sa Famous lanterns nila.....

This one is good to add at least the no. of room for our tourist especially sa may carmen area...kaya lang ba't nasa front area ang exit nila, medyo naaka distruct yata.

Yah, may be some tourist visit Tangub just to see there Christmas Festival and after that they're back to CDO or in other neighbor cities.. cguro confuse lng din ung ibang tourist, what Tangub city Christmas Festival really is.. kc in Northern Mindanao, tourist prefer to visit CDO than any other cities...^^

Difference between CDO and CdeO explained

THERE must be plenty of differences between "CDO" and "CdeO" -- monicker of Cagayan de Oro -- for Councilor Alden Bacal to pass a resolution to change it properly.

For one, Bacal, who chairs the Committee on Tourism, doesn't like the monicker "CDO" because it is the same with a famous brand of carne norte and sardines.

Bacal said "CdeO" is more appropriate because the initials "de" has some historical basis on it.

"Cagayan de Oro the city of Gold was formerly known as Cagayan de Misamis," he said.

Bacal said there would be no penalty for anyone who refused to use the city's official initials "CdeO" once his resolution is passed as a local ordinance.

But he cautioned those who will be stubborn and still use the monicker "CDO" that it is already a registered brand owned by businesswoman Corazon Dy Ong, the carne norte and sardine maker.

Bacal said the City Government would not lift a finger to anyone who will be accused of copyright infringement for using "CDO."

City officials have frowned after Ong's carne norte and sardines became a household brand two years ago.

Agnes Paulita Roa, the chair of the Cagayan de Oro Historical Commission, said calling Cagayan de Oro as "CDO" is an abomination because they somehow reduced her beloved city into brine-cured meat.

"Every time naa koy mga bisita diri, mangu-tana g'yud dayon na sila kung diri ba gihimo ang CDO carne norte (Every visitor we had will ask if CDO carne norte is made here)," Roa said.

Roa have been campaigning since then to change the official city initials from "CDO" to "CdeO."

Councilor Simeon Licayan said there would be no problem in making Bacal's resolution into an ordinance because there are other ordinances that establish the official seal and marching song.

Travellers crowd bus terminal in CdO amid tight security
CAGAYAN DE ORO CITY _ Notwithstanding terror threats in Northern Mindanao, a huge number of passengers lined up at this city’s eastbound Agora bus terminal on Wednesday amid tight security.

This city is just two hours away from Iligan City where two bombs exploded in a commercial area last week killing three and wounding over 40 shoppers.

Hoping to catch up with family members and relatives in time for Christmas Eve’s noche buena, passengers from Agora are generally bound for nearby provinces and regions.

Jigger Rojo, who handles police operations for the terminal, said they are on high alert as a result of threats coming after last week’s Iligan blasts.

"We are not only deploying uniformed personnel at the entrance and exit of the terminal but also men in plain clothes monitoring the terminal premises," said Mr. Rojo.

He added that more police personnel were assigned in crowded places like shopping malls, churches and in this city’s Divisoria district, the central business district, where all routes of jeepneys pass.

Wendy Z. Espanilla, dispatcher for Rural Transit Mindanao, Inc., one of the major bus operators on the island, said despite the busy foot and bus traffic on the eastbound terminal, the number of passengers was still below the previous days.

"We had lots of passengers this morning because there are many coming from Cebu and Manila," said Mr. Espanilla. But he said their busiest operations were on Dec. 22 to 23. "Our usual trips would be at 20 to 25 trips but we went to more than 31 trips for our non-airconditioned buses those days," he said.

He said they would operate for 24 hours until Christmas Day. "We have to accommodate the travellers who would be arriving later," said Mr. Espanilla.

A Rural Transit Bus serving the Zamboanga Peninsula route was discovered to be carrying an explosive device Tuesday in Pagadian City.

Tom Abigail Bendanilio, one of the passengers waiting for the next bus to Butuan City in Agusan del Norte, said he was supposed to travel through fastcraft to Camiguin Island, his home province but there was no fastcraft available. — Geefe P. Alba
