From January to December 17, of the four major points of collection, only the Port of Manila met its target. GearX December 22nd, 2008, 03:50 AM Review: Casa Crystalla (Budget hotel in Cagayan de Oro City) (http://www.mindanaoan.com/2008/12/18/review-casa-crystalla-budget-hotel-in-cagayan-de-oro-city/) December 18, 2008 by Taga Mindanao Back in college, the Ateneo Glee Club had a joint concert with the Xavier University (Ateneo de Cagayan University) Glee Club. (Don’t laugh but I was one of the Sopranos of the Ateneo Glee Club :D) Anyways, all of us had to stay with either foster families or in lodging houses in Cagayan de Oro City. Casa Crystalla, a budget hotel in the City of Golden Friendship, was one of the concert’s sponsors and they offered several rooms for my co-club members. (I stayed with the lovely Yap family) Fast forward a few years later, Casa Crystalla is now one of the CDO inns I stay in whenever I’m in town. There are a couple of reasons why I like staying there - for one, the rates are very affordable (I usually get the deluxe room with ref, table and chairs - like a mini sala set of sorts - and bath tub worth P900.00 per night), secondly, the rooms are clean and thirdly, Casa Crystalla is located right in the heart of the city — just a block away from Xavier University and a few steps away from the Divisoria area where the Night Cafe is held every Friday and Saturday. It’s also very easy to take the jeep or a cab from the inn. The inn’s room service is actually from Mom’s Corner, a food joint beside Casa Crystalla. You’d need to fork out service charge for every order, though. If you want to dine out, however, you have lots of choices! Casa Crystalla is near fastfood joints (Chowking, McDonald’s, Jollibee are all just a few blocks away), restaurants like Max’s and even local favorites like Annabel’s (where I always have my fill of their killer palabok!) Mom’s Corner is closed on Sundays, though, so if you need to have breakfast or lunch on a Sunday, you’d need to go out of the inn. SM Cagayan de Oro City is just a jeepney ride away (or if you want to take a cab, prepare roughly P80.00) as well as LimKetKai Mall. Every room in Casa Crystalla has cable TV. What I just don’t like sometimes is the buggy cable receiver and remote control. Sometimes I need to get up to adjust the volume or to change channels. The bed sheets are clean and I think the management just recently changed the comforters and pillow cases. There’s also a large closet for your clothes, some hangers and a space for your bags. No in-house slippers are offered so you need to bring your own pair. Oh yeah, before I forget, one of the things I like is the fact that there’s a seat the foot of the bed. Not exactly a seat SEAT but at least a space where you can place your bag while you sort through your things or where you can sit on while putting on your shoes. It’s nothing big, I know, but for a frequent traveler like myself, I find it nice that a small lodging place in Cagayan de Oro City took the time out to put something like that. I often only find seats like that at the foot of the bed in larger hotels. Guests are provided with towels and soap. If you forgot to bring shampoo and other toiletries, you can buy some from the front desk. The bathrooms are clean - the bathtub is clean and there’s hot and cold shower. By the way, just in case your room has a couple of coffee, sugar and cream packs near the vanity table, do note that those aren’t for free. I think we ended up paying P15.00 for every serving - still affordable, IMHO. And yes, the room we usually get has an electric water heater. So just in case you want to drink coffee early in the morning, you can just do so right in your own room. So there you go - if you’re looking for a budget hotel or budget inn in Cagayan de Oro City, why not try staying in Casa Crystalla? I’m sure you’ll like the place as much as I do! The Bureau of Customs (BOC), he announced to reporters with great alacrity on Friday, is dead sure it could hit its revenue-collection target—and maybe even exceed it slightly—of some P255 billion this year. This is most certainly good news to the administration, which expects to do some heavy spending for job-generating infrastructure projects next year (with its P1.4-trillion budget). The programmed infra spending is apparently intended to counteract the effects of the raging global recession. If nothing else, it shows that the system of reward and punishment imposed under the attrition law is pushing the BOC to strive and hit its revenue target, otherwise everybody, from the commissioner down to the rank-and-file, would be “attritable.” The term means they become eligible for transfer or removal. Under the attrition law, should the BOC or the Bureau of Internal Revenue (BIR) miss its revenue target by 7.5 percent, the commissioner and his key people become attritable. Conversely, if they exceed the targets set for them, they become entitled to a share of the surplus. It’s all spelled out in the Attrition Act of 2005. Morales’s optimism and high spirits spring from preliminary figures submitted to him showing that 10 days before the year ends, the BOC had collected a total of P250.24 billion, which is only less than P5 billion shy of the revenue goal set for the agency. The figures were collated and tallied by the BOC’s financial services department. From January to October, the BOC was plagued by collection shortfalls in practically all the major ports—including such traditional money-raisers as the Port of Manila, Batangas port, the Ninoy Aquino International Airport (Naia) and the Manila International Container Port (MICP). Then in November a miraculous surge occurred, wiping out much of the shortfalls. Even the BOC’s collections from December 1 to 17 of P15.07 billion, according to Morales, was P6.6 billion short of target. The unexpected surges in collection were posted by the MICP, ports of San Fernando, Legaspi, Cebu, Cagayan de Oro, Davao and Clark. Heading the list of “flunkers” was the Port of Manila, headed by district collector Horacio Suansing, who boasts of being a protégé of Sen. Miriam Defensor-Santiago. The Port of Manila is supposedly the biggest of the so-called billionaire ports, yet it collected only a total of P3.343 billion against a target of P4.1 billion. This, despite the addition of Harbour Centre to its jurisdiction and a downward adjustment of its collection target. Yet Suansing wants to be promoted. It’s an open secret on the waterfront that he is aspiring to replace Deputy Customs Commissioner Celso Templo, who is scheduled to retire next month. Next on the list of negative performers is the Naia, another billionaire port, under district collector Carlos So. So is another aspirant for Templo’s soon-to-be-vacant post. Naia’s assigned goal was P1.95 billion, but it collected only P1.406 billion. The Port of Batangas is third on the list of underachievers. Under district collector John Tan, Batangas—where the refining facilities of Shell and Petron are situated—managed to collect only P3.796 billion against a target of P4.762 billion. The other flunkers are the ports of Iloilo, Tacloban, Surigao, Zamboanga Subic and Limay. The under-par district collectors, of course, must now be feeling antsy. They know only too well that, technically, they can be relieved from their present posts anytime if the law were to be followed to the letter. But then, of course, the reality is that they did not rise to their present coveted positions by virtue of their basic qualifications alone. Most of them got appointed to their posts mainly because of their political connections. Show me a district collector who is not being backed up by a powerful politician or some vote-rich religious sect, and I’ll show you a saint. It’s this kind of backing that often gives a key appointee in the Bureau of Internal Revenue or the BOC a bastard kind of “security of tenure.” Thus, even the rigid provisions of the attrition law specifying who should be removed could be bent—depending on the strength of an appointee’s political backing. According to my sources, Commissioner Morales has, in fact, prepared a tentative list of the district collectors who have to be replaced. For his own sake, Morales cannot take any chances. For 2009, the BOC’s revenue target has been raised to an even P300 billion, the highest in its history. This goal can only be attained, of course, if the BOC’s ports are run by the right people. Morales, meanwhile, is said to be quietly appealing to the Department of Finance, budget department and the National Economic and Development Authority for a lower revenue target. He seeks a “more realistic” collection target in the face of the global economic slowdown, which could stanch the inflow of imported goods (and corresponding duties and taxes) into the country. At the BOC premises, meanwhile, most employees are wearing long faces, definitely not in keeping with the Yuletide season. The reason was pithily explained by an official who has seen it all for the past 20 years. The President bared this today when she was interviewed by Rey Maraunay of radio station DXCC-RMN at the VIP Lounge of the Lumbia Airport here Wednesday morning. Maraunay is the news manager and host of “BIRADA,” a popular program of the DXCC-RMN AM station in this city. The President arrived at 10:15 a.m. at the Lumbia Airport here, together with Cabinet Secretary Silvestre Bello III and Labor Secretary Marianito Roque. Welcoming the President and her party were local officials led by Misamis Oriental Gov. Oscar Moreno, City Mayor Constantino Jaraulla, Vice Mayor Vicente Emano and Misamis Oriental 2nd District Rep. Yevgeny Vincente Emano. During the interview, the President said she launched a massive government infrastructure program aimed at building up the economy particularly in Mindanao to generate job opportunities. She made special mention of Camiguin for its tourism potential. Speaking in the Cebuano dialect, the President said she led last May a historic RO-RO caravan from Luzon to Mindanao under her Strong Republic Nautical Highway program passing through Bohol and Camiguin. The President said the RO-RO route has resulted in faster and easier access for goods, passengers and tourists via the Jagna-Mambajao route. Earlier, Camiguin Gov. Jurdin Jesus Romualdo said the launching of the Jagna-Mambajao RO-RO route has increased by ten-fold the passenger and tourist arrivals in Camiguin. Aside from its sandbar and pristine white beaches, Camiguin is famous for hot springs, waterfalls and the Lanzones Festival in October. The President said the construction of the Laguindingan Airport is expected to be completed ahead of schedule and should be ready for a “test run by 2010.” Located some 46 kilometers from the Lumbia Airport here, the Laguindingan Airport is one of the President’s flagship projects under the Cagayan de Oro-Iligan Corridor special development project. Ricalde and Mark Francisco THERE must be plenty of differences between "CDO" and "CdeO" -- monicker of Cagayan de Oro -- for Councilor Alden Bacal to pass a resolution to change it properly. For one, Bacal, who chairs the Committee on Tourism, doesn't like the monicker "CDO" because it is the same with a famous brand of carne norte and sardines. Bacal said "CdeO" is more appropriate because the initials "de" has some historical basis on it. "Cagayan de Oro the city of Gold was formerly known as Cagayan de Misamis," he said. Bacal said there would be no penalty for anyone who refused to use the city's official initials "CdeO" once his resolution is passed as a local ordinance. But he cautioned those who will be stubborn and still use the monicker "CDO" that it is already a registered brand owned by businesswoman Corazon Dy Ong, the carne norte and sardine maker. Bacal said the City Government would not lift a finger to anyone who will be accused of copyright infringement for using "CDO." City officials have frowned after Ong's carne norte and sardines became a household brand two years ago. Agnes Paulita Roa, the chair of the Cagayan de Oro Historical Commission, said calling Cagayan de Oro as "CDO" is an abomination because they somehow reduced her beloved city into brine-cured meat. This city is just two hours away from Iligan City where two bombs exploded in a commercial area last week killing three and wounding over 40 shoppers. Hoping to catch up with family members and relatives in time for Christmas Eve’s noche buena, passengers from Agora are generally bound for nearby provinces and regions. Jigger Rojo, who handles police operations for the terminal, said they are on high alert as a result of threats coming after last week’s Iligan blasts. "We are not only deploying uniformed personnel at the entrance and exit of the terminal but also men in plain clothes monitoring the terminal premises," said Mr. Rojo. He added that more police personnel were assigned in crowded places like shopping malls, churches and in this city’s Divisoria district, the central business district, where all routes of jeepneys pass. Wendy Z. Espanilla, dispatcher for Rural Transit Mindanao, Inc., one of the major bus operators on the island, said despite the busy foot and bus traffic on the eastbound terminal, the number of passengers was still below the previous days. "We had lots of passengers this morning because there are many coming from Cebu and Manila," said Mr. Espanilla. But he said their busiest operations were on Dec. 22 to 23. "Our usual trips would be at 20 to 25 trips but we went to more than 31 trips for our non-airconditioned buses those days," he said. He said they would operate for 24 hours until Christmas Day. "We have to accommodate the travellers who would be arriving later," said Mr. Espanilla.
