The final consultation with the concerned villagers ends this week. A favorable response from the residents would most probably result in the issuance of an ECC (Environmental Compliance Certificate). After that, there’s no more turning back. This bio-ethanol plant is expected to generate income not only for the people but also for the barangays. A fruitful livelihood is assured when the residents begin to plant cassava, the main crop in processing bio-ethanol. While some people are happy about it, some are not and for good reasons, too. Behind the move to stop the project are the groups of Kagay-an Watershed Alliance (Kawal) and Gising Barangay Movement (GBM). The issues and concerns they raise are worth anybody’s attention. It is a good idea but a bad location. The world seems to be in a frantic search for alternative fuel. Alsons Consolidated Resources Inc. believes bio-ethanol is the answer. The problem is that Alsons chose a place near the watershed of Mambuaya and Bayanga, declared as an agricultural zone under the city’s land-use plan. Manny Valdehuesa Jr. describes the project as putting a toilet near a deep well, the source of potable water. “Cassava is well-known to have cyanide, a highly toxic chemical. As a by-product that will not easily breakdown especially if mixed in with 1500cu/m-2,200cu/m per day waste.” The proposed plant is situated in the heart of our watershed system, atop the white-water rafting route, flanked by two major rivers (Cagayan and Iponan). The plan not only threatens the area but also the downstream barangays, including the poblacion. Kawal and GBM would be there during the Jan. 29 consultation. They will present their documented and scientific arguments. Everything is debatable really. It boils down to that question on job and livelihood or environmental protection. I do want to raise this question. Alsons wrote the vice mayor (Dongkoy Emano) on Dec. 27, 2007. On Jan. 7, 2008, the city council passed an ordinance reclassifying the land use of about 24 hectares from agricultural to agri-industrial. Was there a consultation made before the ordinance was passed? Considering the time frame and the holidays, I don’t think there was any consultation at all. It smells fishy. Only a controlled city council can make an ordinance in so short a time. I must repeat that Kawal and GBM are not against the project. They are against the location. And if you want to further know why, go to the place. Visit the elaborate Munigi cave, a system over two kilometers long. Discover a network of small and large tributaries to the two rivers, the rich aquatic life, the flora and fauna that includes the tarsiers. Then judge for yourself if this project should be relocated elsewhere or not. The biggest loser would probably be the proposed declaration of Cagayan River as a “Heritage Cultural River” and Mayor Jaraula’s Golden Mile Boulevard. Schools can also spur commerce and trade in a certain area thereby adding more density and traffic problems. Rufus Rodriguez two days ago. He wanted to clear up some ‘‘misconceptions’’ about the Priority Development Assistance Fund (or PDAF, better known as the pork barrel) which had been aired in media by vocal oppositors of the proposal. It seems there were objections aired through local media about his proposal to petition Congress for an additional congressional district in Cagayan de Oro City since our population had so obviously already exceeded the mandatory 750,000 figure which entitles us to an additional congressman. However, Rep. Rufus believes this is not going to happen anytime soon, since there hasn’t been an official census on population for some time now which can validate the 750,000 figure. Thus, even before he clarified the other issues this proposal has brought up in media, he said he was pretty sure a third congressional seat for Cagayan de Oro isn’t coming anytime soon. Rep. Rufus also clarified that the PDAF a third congressman would come in would total P70 million, and not only P30 as previously cited by my neighbor in this opinion page, Jay Valleser. P40 million of that figure is for infrastructure and P30 million for PDAF projects. It truly is a pity we can’t access that additional fund our city is rightfully entitled too especially in the wake of the destructive floods which just flushed downriver millions worth of properties and investments. An additional P70 million in infra and PDAF projects would sure go a long way in helping rehabilitate the damaged areas of the city. On top of that, Rep. Rufus also clarified that it’s a common misconception that the total pie received by members of Congress for the PDAF is fixed. What is fixed is the amount each congressman is entitled to: P40 million for infra and P30 million for PDAF projects but should the creation of additional congressional districts be approved, the P70 million allocation will not come from the share of other congressmen already receiving that amount but rather from the National Treasury where an additional P70 million per congressman would be allocated. Since there isn’t much we can do at this point, perhaps the best option for the city now would be to coordinate with the city planning and development and the city engineer’s offices to coordinate and prioritize with the respective congressmen in their areas when and where such funds would be best used if and when we could be entitled to an additional congressional allocation after the next census on population. Alba deevex75 January 31st, 2009, 10:47 AM BISTRO MERCEDES/ A Taste of Auld de Kagay-an (January 31-February 1, 2009) MIKE BAÑOS WHEN siblings Fara and Emily got together with their mom Mercedes Tan Vda de Pacana to conceptualize their dream restaurant, they wanted it in an old Kagay-anon house. For besides showcasing its cuisine, they would remind residents of the genteel days of the old Cagayan de Misamis when almost every house had a piano. As destiny would lead them, they stumbled upon the residence of former Judge Nazar Chaves along Toribio Chaves street near the corner of Capistrano Street, right next to Lourdes College, Mercedes’ alma mater where she graduated with a degree in Home Economics since schools didn’t offer courses in culinary arts then. Built during the mid 1920s by the grandfather of the late judge, it has a long and storied history as a private residence of old oligarchs. Over the years, the building was used as a law office, medical clinic, barber shop, Internet cafe, among many others. Among the prominent occupants of the place at one time or another were Drs. Delfin Rabe and George Limjoco, pioneers of the medical profession in the city. Ambassador to the USA Raul Rabe also took abode in this house, said Nemesio Justino “NJ” Chaves, son of the late judge who is now the administrator for the building. “We wanted to preserve the Kagay-anon heritage contained in its structure,” said Ramid “Boy” Gualberto, Fara’s lesser half. “To complement the old historic ambience, we also scouted around for antique chandeliers, wall sconces and commissioned a Venetian mirror to bring back fond memories of the auld Cagayan de Misamis, as the city was then called when it was still the capital town of the Segundo Partido de Misamis during the Spanish times.” With ideas and concepts from Boy and Fara, architect Rey Galua successfully brought back the glory of the old residence, preserving the original structure while enhancing a focal point here and there with an antique chandelier, a French window, circa 1930s furniture and a row of wall sconces accented by natural wood stones from Bukidnon. Of course the venue is just but one, albeit key aspect of the many intangibles which collectively make up Bistro Mercedes. Amidst its distinctive elegance and fine dining ambiance, the restaurant offers healthy dishes using extra virgin olive oil with fresh salads, pastas and entrees prepared in their true authentic cuisine. Among the fancy preparations in the menu is the eggplant caviar on blini, a French specialty which takes up to two days to prepare. There is also the bruschetta with fresh mozzarella, garden fresh basil and tomatoes. Fara, who is a hands-on cook, manages the kitchen and dining room staff. She intimated that most preparations are done roasted, grilled or baked. These healthy cooking techniques she learned in her culinary studies at the Institute of Culinary Education in New York. A casual rundown of unique items in the bistro’s menu quickly sets those taste buds salivating: roasted pink salmon with asparagus risotto and vegetable sides, prime rib in lemon oil with mashed potatoes and sauteed greens, and prawns thermidor. To ensure the preservation and protection of the remaining watershed areas in Cagayan de Oro City, a vast 3,000 hectares of forestlands in the city’s hinterlands will now be under full control of the City Government in partnership with the Department of Environment and Natural Resources (DENR). This was revealed by City Mayor Constantino G. Jaraula at City Hall after President Arroyo approved his proposal on the matter when the President visited the city to look into the plight of the flashflood victims. “We have to make a rainforest in Cagayan de Oro,” the mayor told City Hall officials and employees, referring to the city government’s plan on massive reforestation program in the watershed areas of the city. Cagayan de Oro City’s remaining 3,000-hectare watershed areas lie within the boundaries of barangays Dansolihon, Tignapoloan, Mambuaya, Tagpangi, Tuburan, Taglimao, Tumpagon and other outlying barangays. During his talk with the President, Mayor Jaraula suggested that the government’s reforestation program and total log ban could not be sustained or futile, if the people are still allowed to cut trees for firewood use. Corrales THE proposed 24-hectare bioethanol plant in the uplands of Cagayan de Oro runs roughshod over the law that classifies the city’s land use into distinct categories. This is according to an engineer who took part in drafting a land classification measure in 2001 that led to the enactment of Ordinance No. 7959-200, otherwise known as the Comprehensive Land Use Plan (CLUP). Engineer Greg Macabudbud said he can’t recall the CLUP having classified the planned bioethanol plant site in Barangays Mambuaya and Bayanga as an industrial area. CLUP classified land use into: general land use, urban, agricultural, forest, tourism and potential growth area. Alsons Consolidated Resources, Inc. plans to build a P2 billion cassava processing plant in a contiguous site covering 24 hectares in the two hinterland villages. Once finished, the plant would be capable of producing 100, 000 liters of bioethanol -- a fuel additive. Macabudbud, a member of the Kagay-an Watershed Alliance (Kawal) that opposes the bioethanol plant's site, underscored the need to scrutinize again the conversion of the target areas from agricultural to agro-industrial and see if it did not violate the land use law. For his part, Opposition Councilor Roger Abaday said there was a need to review the entire contents of the City Council ordinance that reclassified the upland areas -- long known as a watershed zone. The councilor said he voted for the measure when it was presented before the City Council early last year without knowing that a bioethanol plant had been reserved for the areas being converted. “I didn’t know that this was meant to accommodate this bioethanol plant. The ordinance did not say!” a visibly irked Councilor Abaday said. Granting that he gave his assent for the bioethanol plant site in voting for the re-classification, Abaday explained he would have been relieved to think the legislative processes -- public consultations, committee hearings -- were strictly followed by the majority. “I condemn such stealth, deceptive tactics. Had we (Opposition councilors) known the underlying motives behind the ordinance, we would have voted against it outright," the councilor said. Meanwhile, Barangay 15 Chairperson Lourdes Echem appealed for “better judgment” among the members of the barangay councils in Bayanga and Mambuaya. Fearing that the bioethanol plant's wastes would pollute the river, Echem said low-lying villages in the city would bear the brunt during floods. Seeking to appease the opposition on the bioethanol site, Alsons has assured that the processing plant would not affect the quality of the Cagayan de Oro River nor damage its surrounding environs. George Milabo, chief consultant of Alsons, said the plant would be good for the community because 120 jobs will be generated from it. Unlike other cassava processing plants, Milabo said Alsons will be using dried cassava chips to make it more environment-friendly. But environmentalists say Alsons has chosen a wrong location, though making it clear they are not opposed to bioethanol production per se. The 5-foot-7 Filipino ace lost his father Francis when he was only 10 seven years ago. It was a painful blow. Alcantara, the oldest of three boys, learned the game at the age of five playing doubles with his father at the Nazareth Lawn Tennis Club across the street from their home in Cagayan de Oro. Alcantara’s father was 37 when he succumbed to a heart attack. His mother Sarah, a Social Security System employee, took over as the family’s sole provider. “I dedicate the victory to my dad who’s watching over me up there,” said Alcantara who turns 17 on Wednesday. “I’m really proud to be a Filipino. I’m also dedicating the championship to all our countrymen.” The seventh-seeded Alcantara and Hsieh mowed down five pairs to bag the title. First to fall were Toni Androic of Croatia and Sudarwa Sitaram of India, 6-3, 6-4. Then came James Chaudry of England and John Morissey of Ireland, 6-0, 6-3. In the quarterfinals, Alcantara and Hsieh crushed Germany’s Kevin Krawietz and Dominik Schultz, 6-4, 7-6. (MPIC) is beefing up its healthcare service portfolio with plans to acquire two or three more hospitals in and outside Metro Manila this year. MPIC chairman Manuel V. Pangilinan refused to name the hospitals they were planning to purchase but said the takeover targets have a total of 600 to 900 beds. These planned acquisitions are in line with the group’s vision of establishing the first nationwide chain of premium high quality hospitals in the country. MPIC is targeting to build up to 5,000 beds over the next three to five years. It is on the lookout for properties or existing hospitals in Northern, Central and Southern Luzon and in the cities of Cebu, Iloilo, Cagayan De Oro, Bacolod, Zamboanga and General Santos. On Saturday, the once scrawny 16-year-old who had to bulk up over the holidays, became the first Filipino to win a Grand Slam event after pairing with a Taiwanese for the boys doubles title of the Australian Open tennis championships. Alcantara, known to friends as Niño, paired with 17-year-old Cheng-Peng Hsieh to demolish Mikhal Biryukov of Russia and Yasutaka Uchiyama of Japan, 6-4, 6-2, in the final match to achieve what no Filipino has done before. En route to the championship, the duo did not drop a single set and only twice did they have to play a tiebreak. “I don’t know what to say. I’m very happy. I guess it still has to sink in,” Alcantara, the Philippines’ top-ranked junior player and No. 20 in the world, told the Philippine Daily Inquirer over the phone from the bus back to his hotel. Filipino youngster Felix Barrientos reached the semifinals of the Wimbledon juniors singles in 1985, the year he was ranked No. 1 in the world in the junior circuit. RFM February 3rd, 2009, 05:03 AM La Vetta brings French Mediterranean cuisine to Cagayan de Oro's Rosario Strip Mike Banos January 31, 2009 There's a new restaurant at Limketkai Center's Rosario Strip which boasts of Cagayan de Oro's first ever master chef from Europe, and a lot of other new things besides. La Vetta (Italian for the peak of the mountain) serves French Mediterranean cuisine at very affordable prices, considering what comparative dishes would cost at similar places in Malate or Cebu. It's run by the mom-and-pop tandem of Carsten Radke, a master chef from Berlin, Germany and his Filipina wife, Jenny Abarado, a true-blue Kagay-anon and Xavier University grad, as operations manager. The couple worked together at The Tinderbox in Cebu to conceptualize its elegant dining Restaurant Aziza, Carsten setting up the menu and Jenny the operations. Something must have clicked because they soon got together for good and decided to open their own restaurant in Cagayan de Oro. Before he came to Cebu, Carsten was executive chef of the 5-star Hotel Beau-Rivage in Switzerland. Prior to that, he was working for Lufthansa, Hotel Bergsonne, Europe Grand Hotel in Lugano, Restaurant Copenhagen among many others and was also the second master chef of Tschuggen Grand Hotel Arosa, a 6-star hotel also in Switzerland, at a relatively young 24. Starting out as an apprentice chef in the German system of Handwerks (Chamber of Crafts and Trades), Carsten had to undergo dual training in the Oberstufencentrum (training center for chefs) the classroom and kitchen where he made his mark in kitchen management and cooking meat and fish. These skills were honed further under the mentorship of top chefs like Horst Korschnike and the legendary Otto Limacher who was then the executive chef of Tschuggen Grand Hotel Arosa. Meantime, Jenny was finishing her undergrad studies in Pyschology at XU, following that up with her masters in the University of San Carlos in Cebu and was only six months into her job as HRM officer at The Tinderbox when she was promoted to operations manager. Later on she worked as Restaurant Manager for Marco Polo Cebu Plaza. The couple considered putting up their restaurant in other cities before settling for Jenny's hometown because as Carsten puts it, it's "It's a very nice place to raise a family." La Vetta had a soft opening last December 19, and the couple admits they weren't ready yet but decided to open it gradually, quickly learning from their mistakes to make it a fine dining establishment worthy of its chef's resume. So far, Carsten's long years as an executive chef has held them in good stead. Besides being responsible for running the food preparation in the kitchen, an executive chef also supervises the kitchen staff, and two weeks before opening date, the couple were already training their kitchen and service crew. Still, the inevitable opening day jitters were there and some linger, though the couple's combined talents and experience in people management ensured these grew lesser in number every day. Carsten describes La Vetta's French Mediterranean cuisine as full of "herbs, fresh vegetables, light sauces, olive oil, healthy, organic" and predominant in France's Cot d'Azur and Provence region which is rich in quality citrus, vegetables and fruits, especially olive oil. Due to its proximity to Switzerland (less than two hours by land from the Mediterranean coast in France) French Mediterranean cuisine has a strong influence in Swiss cookery, Carsten adds. Herbs such as thyme, sage, rosemary, basil, savory, fennel, marjoram, tarragon, oregano and bay leaf abound. Seafood goat cheeses, air-dried sausage, lamb, and beef are also popular in the region. Garlic and anchovies can be seen in many of its sauces and Pastis can be found in many of the bistros of the area. Thirteen desserts in Provence are the traditional Christmas dessert (e.g. quince cheese, bisquits, almonds, nougat, apple, and fougasse. Rice can be found growing in the Camargue, which is the most-northerly rice growing area in Europe, with Camargue red rice being a specialty. So far, Jenny says their most popular menu items are their pastas and pizzas, imported rib eye and ternderloin steaks and fish dishes like 'grilled blue marlin with tomato paste and beurre blanc' (white butter sauce). This is where Carsten's strength as an excellent Saucier (Saucemaker/Sauté cook) comes into play. All of La Vetta's sauces and gravies are personally prepared in-house and cooked ala minute. La Vetta has an open kitchen so people can personally see the master chef and his kitchen brigade at work and be assured they're getting the 'real deal' and not someone else's interpretation. For our interview, Carsten personally prepared four of his staples for me to taste : honey-rosemarie (for chicken dishes), terragona-balsamic (for pork tenderloin), peppercorn (for beef tenderloin), and grainy mustard sauce (for rib eye steaks). All served to enhanced the beef tenderloin I tested them on although as a true-blue Pinoy, I gravitate towards the stronger tasting peppercorn and grainy mustard sauce though I imagine other palates would have their personal preferences. But for their specialty, Carsten recommends their 'lamb chops with olive pecorino grilled to exquisite tenderness.' Although he's aware lamb is not generally on most Pinoy's list of fav foods, he dares all adventurous diners to try them at least once. "People here are nice, they're very friendly, and very curious about our food," Carsten notes. Indeed, that sounds just like home for a resto like La Vetta in this City of Golden Friendship. RFM February 3rd, 2009, 05:13 AM Bulk Water Buffers Cagayan de Oro's Potable Water Supply During Calamity Mike Banos January 31, 2009 Most residents of the calamity stricken Cagayan de Oro City remained blissfully aware they narrowly avoided another water catastrophe thanks the foresight of some of the city's fathers to set up a bulk water supply. The only clue residents had of the near catastrophe was the low water pressure experienced in some areas but other than that most had no knowledge of the drama unfolding at the Cagayan de Oro City Water District due to intermittent brownouts which adversely affected broadcast communications. When the flash floods first struck on January 3, it inundated not only residences in low-lying, flood prone areas of the city but many of the COWD's production wells as well. COWD has 28 production wells (26 of which are operating when the first floods struck in January 3) distributed in six (6) well fields situated at Macasandig, Balulang, Calaanan, Bugo, Tablon and Agusan. The latest situationer report from Engr. Edward Tesoro, Division Manager C, Production Department said repairs on two production wells in Balulang and Calaanan earlier scheduled for repair and maintenance have not yet been completed while the thre production wells affected by flood water contamination have been repaired, disinfected and resumed operations last Jan. 20-23. "The recent calamity had caused flooding and damage not only to our production facilities but also to our pipelines and service connections," said Ladele Sagrado, COWD Spokesperson from the Public Relations Information Division. Due to intermittent brownouts as a result of the floods, Sagrado explained the operation of COWD's production wells were affected since it was difficult to stabilize pressure in the pipelines. "There were also wells which have been contaminated with floodwater so even when power was already restored, we deemed it necessary not to put them back in operation so we could conduct flushing and disinfection," Sagrado said. Other wells had to undergo electrical/mechanical repairs. The strong rains and flashfloods have also damaged the water district's connections causing leakages. All these resulted in low pressure or no water in the entire service area specially in elevated areas like Camp Alagar, Hillside Macasandig, Aluba, Terry Hills and high rise buildings. To prevent the situation from deteriorating further, COWD issued a purchase order to its bulk water supplier Rio Verde Water Consortium Inc. for an additional 8,000 cubic meters (cu.m.) of potable water on top of the 40,000 cu.m. already being supplied to the water district on a daily basis. At present, COWD routes the bulk water to the western section of the COWD's service area to improve water pressure and availability in barangays Upper Lumbia, Carmen, Patag, Bulua, and Iponan. This allows COWD to concentrate the bulk of its existing water sources to the eastern section of its service area to improved water service to the entire service area. Cagayan de Oro remains the only highly developed urban center in the Philippines with its own bulk water supply. To address the needs of the residents of areas where there was practically no water like Opol, Camp Alagar and Gusa, COWD had to deliver water with its tanker. "Repairs have been carried out along with flushing and other quality control procedures. Some wells were restored to normal operation Tuesday and Wednesday," Sagrado said. "By the weekend, pressure is expected to improve considerably when rehabilitation works would have been completed." Corrales CONTROVERSY over the construction of a bioethanol plant in a watershed zone appears to be queuing in the Congressional investigations’ hot list. Groups opposing the 24-hectare cassava processing plant site have found new allies in Cagayan de Oro 2nd district Rep. Rufus Rodriguez and Akbayan Party-list Rep. Risa Hontiveros-Baraquel. Rep. Rodriguez said he opposes the location not the project. He wants the House committee on ecology to conduct a probe on the matter. Rep. Hontiveros-Baraquel, who was in town over the weekend, said she will support Rodriguez’s resolution to have Alsons' project investigated in Congress because it would use coal to power the bioethanol plant. “Our party supports the promotion of the use of renewable sources of energy. Since this proposed plant will reportedly use coal -- known to be the dirtiest kind of fossil fuel -- we are one with you in opposing it,” Hontiveros-Baraquel said last Saturday in a press conference attended by Rodriguez and Cagayan de Oro Archbishop Antonio Ledesma. Alsons Consolidated Resources, Inc. is about to build the P2 billion bioethanol plant in a contiguous site that spans from Barangays Mambuaya and Bayanga -- areas that environmentalists say belong to the watershed zone critically situated just below the city’s aquifer. The bioethanol plant is still on the technical planning stage. Once finished, the plant would be capable of producing 100,000 liters of bioethanol -- a fuel additive. That the bioethanol plant would use coal to power it up could be independently verified as of press time. Environmentalists have demanded Alsons to transfer its plant to industrial areas such as the Phividec Indistrial Estate in Misamis Oriental before actual construction begins. "If approved, the bioethanol plant will, among others, threaten the Class A status of the Cagayan de Oro river, risk damage to its water and air quality, endanger flora, fauna and aquatic features of the environs, imperil downstream barangays including the poblacion, debase the nation's whitewater rafting capital, and discourage eco-tourism development," said Jun Cheekee, a member of the Gising Barangay Movement (GBM). Lawyer Antoinette Royo-Fay, president of Kagay-an Watershed Alliance (Kawal), said they are also concerned with the Monigue Spring near Alsons’ proposed plant site, as it is the main source of drinking water for the residents in the area. The area also hosts the Monigue Cave, a network of caves that spans six kilometers and a known sanctuary of the Philippine Tarsier in Cagayan de Oro. The two barangays are also critically located within a watershed zone, Atty. Royo-Faye said, adding a processing plant as big as Alsons’ would denude the areas of trees. "Alternative fuels are important for the nation's economy, but not so essential as to locate their processing in the heart of the city's watershed zone, which would endanger its delicate ecology and life-support system," a Kawal statement reads. Opponents of the project site also lambasted the City Council, which in January of last year passed Ordinance No. 10885-2008, reclassifying the 24-hectare agricultural area into an agri-industrial zone. City Council records show the measure passed without going through a second or third reading, neither a consultation nor committee hearings were conducted prior to its passage. It also had no rationale, as customary in all acts of legislations. Bencyrus Ellorin, spokesperson of local environmental watchdog Task Force Macajalar (TFM) said they will file a formal objection with the EMB to oppose the issuance of an Environmental Compliance Certificate (ECC) for the project. The Environment Management Bureau (EMB) -- the agency that would decide whether or Alsons should be given an ECC -- is due to announce its decision regarding Alsons' application. Alsons, for its part, assured that the bioethanol plant would not harm the environment. George Milabo, chief consultant of Alsons, said the plant would be good for the community because 120 jobs will be generated for it. Unlike other cassava processing plants, Milabo said Alsons would be using dried cassava chips to make it environment-friendly. Engr. Jerome Magkasi, Alsons' chief project officer, defended their choice for the project's site, saying it took them at least three years to look for the most viable site for a bioethanol plant. “The upland barangays of Mambuaya and Bayanga are the best location for the plant. Nandito kasi ang concentration ng cassava planters so we would not have to haul the raw materials somewhere,” Engr. Magkasi said.
