Mindanao road projects to start soon: DPWH
HEAVY equipments of the Department of Public Works and Highways (DPWH) are expected to start their massive earth-moving activities by March 2007 on a 117.30-kilometer coastal road, which will connect the towns of Sibuco, Siraway, Siocon, Baliguian and Gutalac, Zamboanga del Norte.
When completed in October 2009, this P1.326-B project is seen to improve the peace and order situation in the provinces of Zamboanga del Norte and Zamboanga del Sur.
Having completed the detailed engineering design and the procurement for civil works in September 2006, the construction of the P2.065-B Awang-Upi-Lebak road in Maguindanao province is expected to start in April 2007 and is due for completion in November 2009.
To provide accessibility between the urban and rural centers of Dinagat Island, in Surigao del Norte, the national government will improve its 15-kilometer road for P100-M. Construction is expected to start in April 2007 because it is due for completion in seven months.
The construction of a section (out of the 5 sections) of the P6.278-B Surigao-Davao Coastal Road, which spans from Bacuag, Surigao del Norte to Mati, Davao Oriental, bisecting Surigao del Sur had started in October 2004. This project, which is 60 percent funded by the World Bank and the rest by the government of the Philippines, is due for completion in August 2010.
In fact, the Manay-Mati (Davao Oriental) section has already recorded a physical accomplishment of 59.30 percent. Since engineering preparations are underway, full-blast operations in all the four other sections are expected to start in the early part of 2007.
Seen to propel the development of tourism and provide a wider market for marine agriculture products in the Zamboanga peninsula, the 10.8-kilometer Dapitan City-Dakak road shall be widened at a cost of P210 million out of domestic funds. Civil works are expected to start in April 2007 and completed sometime in August 2009.
In a bid to cut travel time between Tubod, Lanao del Norte and Tangub City by 2 hours and 30 minutes, the Arroyo administration is now trying to fund the P2.7 billion 2-kilometer bridge across Panguil Bay. This project shall be implemented through public-private partnership.
To increase Northern Mindanao's capabilities on job generation, economic opportunities, socio-political stability and to ensure a better quality of life for its denizens, the construction of the P5.386-B Laguindingan Airport Development Project in Misamis Oriental has been scheduled to commence in mid-May 2007.
This project would enable the regional to handle international flights by wide-bodied aircrafts. Financed with a combined National Government and Official Development Assistance (ODA) fund, a new runway of about 2.1 kilometers long and 45 meters wide shall be built along with a state-of-the-art passenger terminal building that could cater to 1.2 million passengers annually.
Since land acquisition is at least 94 percent completed, the contract for the construction of an access road to the project site is to be awarded anytime within the current month. Also within the current month, main civil works procurement is expected to commence.
At an estimated cost of P115 million, some shoreline protection structures shall be built in the Dipolog City Airport starting in the current month. At the same time, fresh asphalt shall be over-laid on its widened 814-meter runway. This project shall be completed in May 2007.
Similar airport improvement projects shall also be carried in the cities of Pagadian, Cotabato, Zamboanga, Butuan, Ozamis and Cagayan de Oro. The total cost of which would amount to some P1.35-B.
These projects are seen to increase the level of trade, tourism and investments within the sub-regional economic growth area (BIMP-Eaga). Some of airports will be able to improve their capabilities to handle night and extreme weather landings.
Physical improvements to be done by midyear 2007 at the seaport of Cagayan de Oro City have also been allocated some P181-M.

P1.3-B expansion of Butuan Airport starts next year

Economic boom in this region's capital city is seen as the government undertakes the construction of the P1.3 billion expansion of Butuan (Bancasi) Airport next year, a region's top public works and highways official on Monday said.
The city government, spearheaded by Regional Development Council (RDC) chair Butuan City Mayor Democrito Plaza and Mindanao Development Champion Jesus G. Dureza, Department of Public Works and Highways (DSWD) Regional Director Engr. Romeo Momo, said the expansion of Bancasi Airport here is definite.
He said the expansion of the Bancasi Airport in Butuan City is already laid out in the Mindanao Super Region of President Gloria Macapagal Arroyo's economic development program.
Momo made the assurance after Sec. Jesus Dureza, Presidential Adviser on the Peace Process (OPAPP), presented to the city government the expansion of the city's airport as among the priority projects of Mindanao Super Region.
According to Momo, President Arroyo is seriously monitoring all the programs and projects that are embodied in the Mindanao Super Region as presented during her State of the Nation Address (SONA) in July, this year.
The region's DPWH chief also said the President is looking forward to the immediate implementation of the project in the city especially in the case of Butuan which is the regional center of Northeastern Mindanao.
"As the region's capital city, it is necessary that transportation facilities are available to improve marketing and trade that is essential in sustaining the economic development of the region", said Momo.
Like the completion of the more than P1-billion second Magsaysay Bridge, Momo also confirmed that basing on their timetable, the state-of-the art 2nd Magsaysay Bridge will be serviceable by the first semester of 2007.
Momo is optimistic that the projects of the Mindanao Super Region can bring total development not only to the island of Mindanao but to the entire country as well.
"We are fast-tracking all infrastructure projects in the region, including the flood system in Butuan City," he said.
The Major Flood Control and Drainage Projects-Cluster II Head Director Philip F. Menez is closely supervising the multi-million peso flood system projects in Butuan City, and its target completion is also ahead of schedule which is early next year, it was learned. (PNA)

At least 2,000 student youth representatives from all over Misamis Oriental graced the First Provincial Youth Summit held at the Provincial Capitol Park over the weekend hosted by Gov. Oscar S. Moreno.
The summit’s theme is ‘Nurturing the Youth, Ensuring Society’s Future’. This is anchored on the principle that by nurturing the youth, they can participate fully in national capacity building and can significantly contribute to the strengthening of institutions in the country.
Mr. Moreno urged the student leaders to carry the banner of Misamis Oriental with pride, dignity and respect. He hopes that among its ranks will rise the future leaders of the nation.
One of the highlights of the event was the signing of the memorandum of agreement that would involve the students in the implementation of the mangrove rehabilitation project.
The students also pushed for the enactment of the proposed NYC version of the Magna Carta of Students that would allow student representation in the governing boards of both public and private schools. This legislation is pending in Congress.

CAGAYAN DE ORO CITY – STEAG State Power, Inc.’s (SPI) 210-megawatt plant in Villanueva, Misamis Oriental is ready for official launching on January 8, 2007, company officials said. On Tuesday, the STEAG officials hosted First Daughter Luli Arroyo who toured the newly completed power plant.

Ms. Arroyo said she was particularly impressed with the continuous emission monitoring system installed at the plant providing the regional office of the Department of Environment and Natural Resources (DENR) with real-time round-the-clock data. Officials said such system is the first of its kind in the country.
Construction of the coal-fed plant, estimated to cost $305 million, has been consistently opposed by Northern Mindanao’s environmental groups.
In previous decades, coal-run power plants in industrial countries have been described as a major source of pollution, prompting environmentalists to strongly lobby against such technology. Company officials, however, assured the plant would apply a state-of-the-art pollution control system and that its emission would meet current environmental standards.
Stability of Mindanao’s power supply in the near term hinges on SPI’s completion considering Energy department officials have warned of severe power supply shortfall starting next year unless a new facility contributes to the Mindanao grid. The new power plant’s share to Mindanao’s near-term supply is estimated at 15% of the island’s total 1.4 gigawatts.
Aside from a tour of the new power plant, Ms. Arroyo made a pitch for the environment when she appeared in several events lined up for her during the visit. She is currently project director for the Philippine Foundation for Global Concerns and director of strategic concerns of the Foundation for I.T. Education and Development.
Upon her arrival, Ms. Arroyo immediately proceeded to SPI's 1,200 hectare reforestation project in Mapawa Nature Park in this city’s Cugman district. The project is part of a 2,000-hectare integrated forest management project of E. Pelaez Ranch, Inc., a privately owned park opened to the general public.
She had breakfast with government and SPI officials led by Mayor Vicente Emano, SPI president Andreas Rubin, and members of the Pelaez clan. Ernie Pelaez said it was the vision of his late father, former vice-president Emmanuel Pelaez, to transform what was formerly bare pasture land to a reforestation park and that the family has entered into an agreement with SPI to develop a substantial portion of it in compliance with the provisions of its Environmental Compliance Certificate.
"I'm no a stranger to Cagayan de Oro," Ms. Arroyo said during an event where she released a young serpent eagle back to the wilds. "My mother lived in Iligan City and Cagayan de Oro was the big city for her then. She even speaks the local dialect," she said.
Ms. Arroyo said that the reforestation project represents a commitment to the future generation which would ultimately benefit from it.
“Progress goes hand in hand with good planning,” she added.

Food, anti-pest firms garner awards

A PEST control company and at least two locally renowned food processors won this year's search for Outstanding Business Enterprise (OBE) -- an annual business award given by the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber).
The award, given during Oro Chamber's board of trustees' election and general membership meeting last Friday, recognizes local companies in the Small and Medium Enterprise (SME) category which have demonstrated excellent business practices.

Aspecon Pest Control, VJANDEP and SLERS bagged awards in the micro, small and medium enterprise categories, respectively, while another food processor, Darling Food Products and SunnyFarm Foods each received special citations for their "exemplary products innovation and research development."
The OBE, now on its second year, is a flagship project of Oro Chamber president Ruben Vegafria, who is stepping out next year after two years at the helm.
During his president's report, Vegafria underscored Oro Chamber's contribution in local business development, including the strengthening of local SMEs, overseas trade missions, creation of inter-chamber links with international partners and the advancement of information and communications technology in the city.
"This year, we saw various collaborations with individuals and organizations, enriching the Oro Chamber as an organization and me as a person," said Vegafria.
Largely praised for his hands-on management, Vegafria's stint also marked the acquisition of a prized property at Pueblo de Oro where the Oro Chamber Business Development Centre will soon rise.
Vegafria's leadership also saw the group's membership rise and its assets grow.
Last October, Oro Chamber's Family Welfare Program was adjudged the best of its kind in the entire country by the Philippine Chamber of Commerce and Industry (PCCI).

Yes, pastel has become one favorite pasalubong delicacy the city offers. It is now a by-word among visitors when they come to Cagayan de Oro City. Observe the airport departure area: one could see leaving passengers carrying boxes of pastel for their families and friends. This same sight is true in ports and in bus terminals.
Pastel is a Spanish term for cake. It originated from Camiguin Island, the smallest, favorite tourist spot in Region 10. Pastel is a native delicacy passed on by the Bollozos family from Camiguin. For decades, pastel is a usual delicacy served during special occasions, especially during fiesta. It has been like that for many years, until one member of the family started it as a business venture.
Eleanor Jose, a descendant of the Bollozos family, has seen the bright potential of pastel as a business enterprise. Thus, from out of was left of her husband’s Christmas bonus of P120.00 she decided to start in the business. She was full of dreams.. and hopes.
Armed with her grand vision and supported by her military husband, Lt. Col. Virgilio Jose, she made a go of her business venture. The initial capital produced three boxes of pastel containing a dozen pieces per box. That was in 1990, the birth of VJANDEP (Pastel of Camiguin). The acronym stands for Virgilio Jose AND Elena Popera), combined name of the couple.
Encouraged by the overwhelming acceptance of the customers, Elena moved forward. The financial assistance from the Department of Trade and Industry (DTI)’s Tulong sa Tao Loan and from the Spanish Assistance for Integrated Livelihood (SAIL) enabled her to expand. Lt. Col. Jose has decided to retire from his military service, to focus on the family business.
In 2001, the Department of Science and Technology (DOST) came in. Through DOST’s Science and Technology Program for Mindanao (STPM), VJANDEP was given a financial assistance of P920,000. It was used for the purchase of the mechanized production equipment. Because of the equipment, pastel production has improved several folds. The manual process has become mechanized.. from mixing, to scaling, to dividing of dough.
The added capital made a big impact. Business become brisk. The daily production output which used to be 20 boxes only has reached to 200 boxes during lean months (January, February, June and August). During the tourists season, holidays and special occasions, production could reach to as much as 700 boxes daily. At present, a box containing 12 pieces costs about P80.00.

While it used to have only one flavor, VJANDEP now has many other flavors like durian, nangka, ube and mongo. A customer can have his choice!
To cope with the demand, the business has branched out to Cagayan de Oro City. It now employes 40 employees working in two branches.
After five years of operation, competitors came. Unluckily, they did not survive. VJANDEP remains the sole pastel producer.
DOST has always been there for VJANDEP, not only for the mechanization of their production process but more so in the improvement of the quality of their product and the packaging. Through DOST’s Manufacturing Productivity Extension (MPEX) program, VJANDEP is now practicing the Good Manufacturing Practices in their production, to conform with the GMP standards. VJANDEP is also upgrading its processes, procedures and facilities including the religious practice of the 5S.
The success of VJANDEP is evidenced not only by sight of visitors bringing home pastel-filled boxes, but also by the many pastel stands distributed all over the city – in the malls, markets, airports, bus terminals and boat ports. It also continues to accept applicants coming from all over Mindanao, Visayas and Metro Manila, who are willing to serve as its consignment distributors. Several grocery stores in the city have also become VJANDE’S marketing outlets.
Of course, the Jose couple is not contented of having the Philippines as its only market. Very soon, it will penetrate the world market, and with its background on good manufacturing practices, nothing can get in the way of that vision! # (Teresita Superioridad Baluyos)

The shows will be in Cavite and Cagayan de Oro, on Dec. 2 and 9 respectively.
The organizers of the nationwide concert tour of the movie/TV celebrity otherwise known as the ??megastar? have been singing ?Hallelujah? in praise of the success of the earlier gigs in different cities in Luzon, the Visayas, and Mindanao.
On Dec. 2 at 8 p.m., Sharon will be at the Island Cove Resort and Leisure Park for the Cavite leg of the tour. She will be joined by up-and-coming singer from Cagayan de Oro, Mark Bautista, in a guest performance.

Gov't to prioritize int'l airport over Lumbia airport

LAGUINDINGAN -- President Gloria Macapagal-Arroyo announced Wednesday that Cagayan de Oro City's Lumbia Domestic Airport would be traded off for the construction of the long-delayed P6 billion Laguindingan International Airport in Laguindingan, Misamis Oriental.
Arroyo authorized the immediate release of P500 million to jumpstart the Laguindigan project and P10 million for the relocation of the 100 families who are still living in the project area.
The President also announced that the bidding and awarding of the project contracts would be held within this year.
But Arroyo said the results would still be subjected to international standards and the approval of the Korean Export-Import Bank as part of the stipulations of the loan agreement.
Arroyo voiced deep gratitude to the local officials and residents, Korean Government and to the Ayala Company among others for their contributions for the realization of this project.
She initiated Wednesday the groundbreaking ceremonies for the airport project together with Misamis Oriental Governor Oscar Moreno, Cagayan de Oro City Mayor Vicente Emano, and Laguindingan Mayor Orville Abellanosa among other officials.
Arroyo explained that the Laguindingan International Airport is the last of the Cagayan-Iligan Corridor projects that has remained unimplemented.
"I have longed for us to have the Laguindingan Airport ever since I was still DTI (Department of Trade and Industry) undersecretary," she said.
Arroyo then recounted how, even when she was still senator, she always pushed for the inclusion of this project in the national budget but then, so far, the National Government's money is never enough to fully implement this project.
"Six billion pesos is really very hard to put up," Arroyo pointed out.
But now Arroyo announced that she would be using the National Government's savings from 2005 particularly those from the Department of Transportation and Communications and Department of Budget and Management for this P6 billion airport project.
She said with the tax reform program and these savings along with the privatization of Lumbia Domestic Airport in Barangay Lumbia, Cagayan de Oro city will provide sufficient funds to pay the loan the government has with the Korean Export Import Bank.
"We will be privatizing the Lumbia Domestic Airport and whatever earnings we have from it will be used to pay the construction of the Laguindingan Airport until it is completed," she said.
The Lumbia International Airport runway will be improved to allow huge airbus jets to land temporarily to generate more earnings.
But eventually it would be phased out to give way to the sprawling 412.08 hectares Laguindingan International Airport.
Arroyo said she is also authorizing the release of P10 million for the relocation of 100 families who are still living within the project area.
She said the families would be relocated just adjacent to the airport project in a land area that has been classified by the Department of Environment and Natural Resources as timberland.
"Naghinaut ako nga tabangan ako ninyo niini nga proyekto kay para kini nato tanan...dili lang karon kita naga-celebrate sa history sa Misamis Oriental, but also, the future of Misamis Oriental," she said.
Arroyo ordered the release of P500 million to start off the project but told media practitioners that she could not as yet determine when the project could actually be started.
She said so as there is the relocation of the 100 families that has to be arranged, the putting up of the access road, and the preparations for the bidding and awarding of contracts.
The President said there would still be one month to update the project cost to current prices, publication of bidding documents, and three months for the actual bidding and awarding to be held.
"So as of now we cannot as yet say when it will start but what is important is that we have already released P500 million for the first quarter for the project," Arroyo said.
In 1998, the loan amount was originally pegged at KrW 21.172 billion with interest rate of 2.5 percent payable within 20 years with 10 years as grace period. This was signed in Feb. 24, 1998 with effectivity date last December 19, 2002.
This as the original project cost then based on the 1996 was only around P902.7 million.
The project cost was revised in 2002 that now pegged the Laguindingan to cost the government P5.386 billion.
Last January 13, 2004, the EDCF loan from the Korean government was amended loan in the amount of US $16.4 million with supplemental loan of US $8.10 million.
Then $38.9 million was negotiated to come from Korean Export Import Bank and fund source NIB for $12 million loan.
Now, the project cost and funding is pegged at US $107.7 million. They are as follows: US $16.3 million from the EDCF, US $8.2 million from EDCF Supplemental loan, US $32.30 million as government equity, US $38.9 million as Buyer Credit, US $12 million as Export Credit.
Pre-construction is set this July 2006 to June 2007, horizontal structures this July 2007 to June 2010, Vertical Structures this July 2008 to August 2010.

OF THE 68 students from the country’s 17 regions who competed in the grand finals of this year’s 27th National Quiz Bee, four emerged champions in the four subject categories.
The winners were elementary school students Vladimir Calanasan Jr. of San Pablo Central School, San Pablo City, in the Makabayan (Philippine History, Culture and Values) category, and Dale Wilson Garcia III of Centex Batangas in the Mathematics category.
In the high school division, Vincent Jerven Barimbao of Gusa Regional Science High School, Cagayan de Oro City, won in the Science category, while college student Rae Emmanuel Echaveria of the University of the Philippines in the Visayas topped the General Information and International Affairs category.

Cagayan de Oro City – For the first time ever, the Department of Tourism Region 10 (DOT-10) in cooperation with the Cagayan de Oro Press Club (COPC), recognized tourism writers and photojournalists who made significant contributions through the press in the Kaabag Awards for Tourism Journalists awarding ceremonies held at the SM Cagayan de Oro Activity Center Sunday afternoon.
Crisanto “Boyet” V. Varias, Jr. of The Mindanao Current was recognized as the Photojournalist of the Year for 2006 while Rene Michael “Mike” D. Baños of Mindanao Gold Star Daily was named Tourism Writer of the Year.
Mr. Baños also contributes stories to The Philippine Graphic, The Freeman, The Zamboanga Peninsula Journal and was formerly a correspondent of The Philippine Star. He is now the Business World provincial correspondent for Northern Mindanao and publishes an internet news magazine Kagay-an.com.
The Kaabag (which means “partner”) Awards for Tourism Journalists was conceived by DOT-10 and the COPC to recognize the contributions of writers and photojournalists in promoting the tourism industry in Region 10 and encouraging the press to write more about destinations and new developments in the tourism industry. It was officially launched last September 20, 2006 in Cagayan de Oro City by DOT-10 Regional Director Catalino “Butch” Chan III and COPC President Uriel Quilinguing.
Other finalists for Photojournalists of the Year included Rodrigo “Rudy” C. Ladao (Phil. Sunday Journal/Golden Chronicle), “Ian” Roy T. Ruiz (Golden Chronicle), and Dante “Dhan” M. Sudaria (Mindanao Gold Star Daily).
For Tourism Writer of the Year, the other finalists were Danilo “Danni” V. Adorador III (Sun Star Cagayan de Oro), Teresita “Terry” D.C. Betonio (Mindanao Women Writers/ The Golden Chronicle), Gil Emmanuel “Butch” Enerio (The Freeman/Business Mirror) and Rubelyn “Ruby” Yap (Philippine News Agency/ contributor, Lakbay.net).

Final Judging for Photojournalists of the Year was conducted last Dec. 5, 2006 by Ms Linda Manalo, Mr Edgardo Pacalioga, PIA-10 and Mr Roy Magrina while final judging for Tourism Writer of the Year was conducted on the same date by Ms Estrella Borja, Xavier University Development communication dept., Mr Manuelito Roxas, and Cagayan de Oro City Tourism Officer Ms Imma Rae Gatuslao, herself a journalist.
Criteria for Tourism Writer entries included consistency (regularly writes about tourism industry in the region/commitment); writing skills (grammar, writing style, content presentation and variety of forms); accuracy of information presented (content) and community relations (professional development, personality traits, credentials, trainings).

Christmas will be merrier here in the city as various activities will be staged to ensure a festive celebration among the different barangays in the city.
Foremost of these activities is the re-staging of the annual Halad Sa Pasko, a major annual Christmas event jointly initiated by the City Tourism Board, City Tourism Office and SM City Cagayan de Oro.
Imma Rae D. Gatuslao, acting city tourism officer, said that the Halad sa Pasko has been staged in the city for the past 25 years and this year, the event will have two major contests-- the Oro Choir Festival and the Indigay sa Parol.
Gatuslao explained that the Oro Choir Festival is a caroling contest while the Indigay Sa Parol is a lantern design contest. Both are open only for residents of Cagayan de Oro.
Along this, Gatuslao is inviting all Cagayanons to join the contest and get their application forms at the City Tourism Office at the Ground Floor of the City Tourism Building and must submit it on or before December 15.
The Choir Festival will have its elimination round on December 15 at the Kiosko Kagawasan while the final round will be on December 18 at SM City.
Interested choral groups are allowed free interpretation on how to venerate the birth of Jesus, allowed only to sing one piece either in Tagalog or in Visayan and must be composed of 15-30 members.
The choral groups will be judged on voice (40%), rhythm (15%), choreography (20%), diction (15%) and costume (10%).
Each of the five finalists will get a P2,000 cash prize while the eight non-finalists will receive a consolation prize of P1,500 each during the elimination. In the final round, the 1st placer will receive P25,000, 2nd placer receives P20,000.00, 3rd placer receives P12, 000 and two consolation prize winners of P2,000 each.
For the Indigay sa Parol, interested parties may use any materials, as long it depicts the Christmas celebration. The lantern will be displayed at the Kiosko Kagawasan on December 15 for the elimination round while the final judging will be on December 18 at SM City.
All lanterns will be judged based on artistry (30%), craftsmanship/creativity (30%), uniqueness (20%) and message/concept/over-all presentation (30%).
Prizes for the elimination round is P1,000 for the fifteen finalists and ten consolation prizes at P500 each while in the final round, winners will receive P17,000 for the first prize, P12,000 for the second prize, and P6, 000 for the third prize. (City Information Office)

Cagayan de Oro City is one of the fastest-growing cities in the country. The number of malls, department stores, and supermarkets have increased in the city since the year 2000. Among the biggest malls in the city is Limketkai Center. It was established more than a decade ago. It has recently been renovated and it houses Plaza Fair and the department store section of Robinsons Cagayan de Oro. Gaisano City Mall is also noted in the city as a multi-level mall with two big buildings connected by a sky bridge. SM City at the Pueblo Business Park and the Robinsons Mall at the Limketkai Center are now serving Cagayan de Oro and the region as well and these have greatly contributed to making the city as the "shopping capital" of the region. bai Boju, that's wiki..I dont believe infos from it at all..
but regarding that..They're not constructing a mall yet(Perhaps, that's for their future development), instead, a high end subdivision.. They're now hiring project engineers, sales officer, etc..

Agency eyes fare rollback

THE regional office of the Land Transportation and Franchising Regulatory Board (LTFRB) is now moving for a rollback of the public utility jeepney (PUJ) minimum fare rates from P6.50 to P6 per passenger here in Northern Mindanao.
"We are now initiating some talks with our local transport groups that they will officially agree that our minimum fare rate will only be P6," LTFRB regional Director Mandangan Darimbang said Wednesday.
He said this move to roll back the fare rates here in the region did not stem from the recent move to bring down the minimum fare rate from P7.50 to P7 per passenger in the National Capital Region, Central Luzon and Southern Tagalog.
Darimbang said this as he pointed out that the minimum fare rate of P6.50 per passenger in Northern Mindanao has always been lower than that of the above Luzon areas, which was at P7.50 per passenger.
He said the move to have the minimum fare at a flat rate of P6 per passenger is for practical and humanitarian reasons during this Yuletide Season.
"It will still all be the same as around 80 percent of our passengers only hand over P6 to our jeepney drivers because of the scarcity of our P.25 centavo coins," he said.
Darimbang said he would also be appealing to these jeepney operators and drivers to give in to this fare rollback on the occasion of this Yuletide Season.
"This is just a request considering that we are now celebrating the Christmas season," he said.
In the Luzon areas, PUJ transport groups have recently yielded to a "provisional fare reduction" in their minimum fare rates from P7.50 to P7 starting last Monday.
The move stemmed from a request from the Tulip Urban Poor Homeowners Association Inc. to roll back the fare rates citing stable oil prices and fuel discounts for jeepneys.
But the United Transport Coalition (UTC) leaders agreed to this petition on the condition that oil prices remain stable until December 31, 2006.
The UTC is made up of Fejodap (Federation of Jeepney Operators and Drivers Association of the Philippines), Altodap (Alliance of Transport Operators and Drivers Association of the Philippines) and MJODA (Makati Jeepney Operators and Drivers Alliance).
Also, PCDO-ACTO (Philippine Confederation of Drivers and Operators-Alliance of Concerned Transport Organization), Pasang Masda (Pangkalahatang Sanggunian Manila and Suburbs Drivers' Association Nationwide Inc.), and NTU (National Transport Workers Union) and Pinag-Isang Samahan ng mga Tsuper at Operators Nationwide (Piston).
Local transport groups such as Transport Federation of Cagayan de Oro (Trafeco) and Solidarity Transport Association in Region X (Starex) have coalesced some themselves with Fejodap, NTU and Piston.
However, Sun.Star Cagayan de Oro failed to contact them as of Wednesday.

KNOWN AS THE CITY OF GOLDEN FRIENDSHIP, Cagayan de Oro has been cited by two Philippine leading think tanks for the vast potentials it holds for investors and businessmen who manage to see beyond the fabled warmth and hospitality of its residents.
Roberto de Vera, author and regional studies director of the University of Asia and the Pacific (UA&P),cited Cagayan de Oro as the best positioned for future growth and investments among 23 leading urban regional cities of the Philippines.

In his 2000 paper "Investing in Regional Cities: the Next Big Thing," de Vera describes how Cagayan de Oro is not only the gateway to Northern Mindanao region, but is its regional shopping center as well.
Although it ranked only 16th among the 23 cities in the study in Gross City Domestic Product (GCDP) with P4.93 billion, it led all others in investments with P16.5 billion. It was also the only city in Mindanao among the top five cited by the study in investments posted with the Board of Investments (BOI) in 1999.
Focused Vision
Cagayan de Oro was also cited in a 2000 study by the Washington Sycip Policy Forum -- a think tank of the Asian Institute of Management -- because of its "focused vision for its economic future."
The study said Cagayan de Oro's competitiveness was enhanced by its strong economic ties such as with the Northern and Central Visayas regions, Cagayan de Oro-Iligan Corridor (CIC), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
Although other regional centers like Davao were also progressive, its average household income from 1994 to 1997 dropped 10%, while those of Cagayan de Oro and General Santos increased.
Infrastructure Support

Another unique feature of Cagayan de Oro is the way by which its strong real estate property development is balanced by inter-regional infrastructure development such as the Laguindingan international standard airport, Mindanao International Container Port, Tubod-Tangub bridge and widening of its Iligan-Cagayan de Oro-Bukidnon Road (ICBR), the road artery which links it to key satellite areas.
With over 100 subdivisions containing 80,000 lots covering over 1,000 hectares and counting, the real estate boom in the city is likewise balanced by intercity infrastructure such as the planned construction of three additional bridges across the Cagayan river, Licoan flyover and the East and West coast public utility terminals aimed at loosening the city's tightening gridlock.
Wide Consumer Base
Which is just as well, since although Cagayan de Oro city itself only has half a million residents, it serves a consumer base of well over three million people covering the five provinces (Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Occidental) and six cities (Cagayan de Oro, Gingoog, Iligan, Oroquieta, Ozamiz, and Tangub) of Region 10 (Northern Mindanao) as its regional shopping center.
Already, SM City and rival Big R Super Center have set up mixed-use shopping malls to rival Gaisano's three malls and the local titans Ororama and Limketkai which all boast of department stores, concessionaires, national food chains and cinemas equal if not better than similar stores in other booming regional centers like Cebu, Bacolod and Davao.
Industrial Parks
Besides retailers, light and medium industries are also finding Cagayan de Oro and its satellite areas an ideal home with its mix of affordable industrial parks, reliable and affordably priced utilities, and central location linked to the rest of the country and the ASEAN region with seamless transportation and communications.
The 3,000-hectare PHIVIDEC Industrial Estate-Misamis Orientalis the country's largest, with the 200-hectare First Cagayan de Oro Business Park and the 80-hectare Alwana Business Park now online. Three others are in the pipeline: Laguindingan Industrial Park, El Salvador Economic Zone, and Gingoog Special Economic Zone.
Already, 19 light and medium industries are operating in Cagayan de Oro, the largest of which are Del Monte Philippines, Inc. and Nestlé Philippines, Inc.'sASEAN regional manufacturing center for coffee and milk powder. Another 30 or so industries are operating in the Phividec Industrial Estate-Misamis Oriental.
Exports Boom In large part due to this mix of industrial infrastructure and locational advantages, exports topped the US$200-million mark in 2001 as downstream industries, taking advantage of the city's proximity to the agriculture powerhouse Bukidnon, churned out an increasingly diverse array of products to complement the region's predominantly coconut-and-pineapple export base.
Telecom
Another reason for the continued increase in exports and gross city domestic product are Cagayan de Oro's recent and planned transportation and communications projects through which the lifeblood of this regional dynamo flows. Already served by five telephone local exchange centers (LECs), and four mobile phone companies, the present 65,000 land lines are set to double by another 50,000 in the next two years, further boosting teledensity beyond 10 phones per 100 persons. Two paging networks and nine Internet service providers provide pinpoint local and global reach.
Improved Services
On top of this, 122 banks and 203 public and private schools provide support services, accounting for over half the region's total for both categories. Health services are equally impressive: Eleven public and private hospitals provide over 1,500 beds -- half the total in Region 10.
These are further backed by some 49 barangay health centers, 66 family planning clinics, and over 200 medical and dental clinics. Medical facilities include world-class institutions like the Northern Mindanao Heart Center and Mindanao Eye Center.
Multicultural Peace
Tourism is another sunrise industry. Regional and national convention-goers find irresistible the city's close proximity of hotels and accommodations, wide variety of easily accessible exotic tourism destinations and amenities including an 18-hole world class golf course and a country club.
Not the least, the leisure industry appears to be crossing even political and ideological lines as Cagayan de Oro has been relatively spared the rash of violence which has rocked Mindanao's urban centers as of late. Although its peace and order situation is by no means impeccable, still it has been spared the wholesale bombings and killings many have come to associate with Mindanao.
The most logical explanation for this is multicultural harmony: Despite the diversity of beliefs and ideological convictions, residents share the same admiration and affection for the City of Golden Friendship, the city that has become a home even to migrants and ever-increasing number of visitors over the years.

Oro allocates P1.2B budget for 2007
THE City Government allocated a total of P1,251,602,000 in services and operating expenses for the calendar year 2007.
City Budget Office issued this statement following the City Council's approval of the city's annual budget for next year
In a press statement sent to Sun.Star, City Budget Officer Zelpha E. Acenas disclosed that next year's budget is just slightly higher than the current year's allocation of P1,226,707,000, representing an increase of only P24,895,000.
Acenas said that the biggest chunk of next year's budget will be spent for general public services which include among others, programs that will promote order and public safety, judiciary, Register of Deeds, administrative overhead and for the regulatory functions of the city which made up 30 percent of the total budget or a total amount of P376,729,684.
It is followed by economic services which takes a 22 percent share of the budget or a total of P275,648,875. This amount will be appropriated for agricultural services, veterinary services, environmental and natural resources concerns, operation and maintenance of the engineering office and city equipment depot.
Social security, social services and welfare owns 14 percent of the city's budget allocation for next year or a total of P179,003,682. This will cover programs that will largely benefit the marginalized sector of the community. Another 14 percent of the budget or an amount of P183,425,320 is allocated for debt servicing.
Health, nutrition and population control get 12 percent of the 2007 Budget with P152,147,739 allocated for the operations of the J.R. Borja General Hospital, supplemental feeding, nutrition program and population control which are part of the city health department's existing programs.
The city allocated 5 percent of the budget for Calamity Fund or an amount of P62,479,500 to cover assistance for all calamity victims in the city. It also provided three percent share of the budget or P22,167,200 as aid to the city's 80 barangays.
With the budget, City Mayor Vicente Y. Emano hoped to achieve such goals as an increase of income per capita; provide accessibility to all basic needs and services requirements to target beneficiaries; provide expanding employment opportunities among the urban poor residents through economic activities enhancing local opportunities and increase agricultural productivity.
Emano also hoped that the 2007 budget can enhance the delivery of preventive health care and hospital services, sustain a responsive governance and effective and efficient public service and maintenance sustainable peace and order in the city. (CIO)

Misamis Oriental crowns MVBA Minda champion
THE cast for the ML Kwarta Padala Mindanao Visayas Basketball Association (MVBA) Second Conference Finals is now complete after Holcim Pryce Pharma-MisOr and M. Lhuillier Kwarta Padala-Cebu City hacked out impressive and exciting Division Finals Game Three wins at their respective home venues December 13.
MisOr of MVBA Chairman Gov. Oscar S. Moreno and Coach Rex Salvaña needed an extra five minutes to grab the Mindanao Division crown from the defending champion MP Warriors-GenSan of boxing champion Manny Pacquiao, 77-74, at the jampacked Xavier University gym here.
Gilbert Demape soared for a lay-up with 24 seconds left in regulation to tie the score at 63-63.
In the ensuing sequence, Demape added more heroics by tapping the ball out of bounds off the body of Apol Coronado and giving MisOr a chance to end the game. However, the Warriors' defense held form to force the overtime.
In the overtime, the Ramon Pido-coached Warriors drew first blood thanks to a stab by Jeffy Locsin but MisOr responded by unloading 12 unanswered points to erect a 10-point lead with 51 ticks left, 75-65.
Still, the Warriors did not give up as Coronado knocked in six free throws to threaten at the 15-second mark, 71-75. Rocky Sanchez then added two free throws to secure the win with a triple by Donald Tadena with a second to play settling the final score.
Demape finished with 17 points and was fittingly named Mindanao Division Most Valuable Player. Sanchez pumped in 14 points off the bench. Coronado led the Warriors with 27 points followed by Tadena with 15. MisOr took Game One, 76-65, while the Warriors recovered to capture Game Two, 81-78.
Over at the New Cebu City Coliseum, M. Lhuillier's Stephen Padilla received an assist from Mike Manigo and buried a wide-open triple with 10 seconds left in the game to eliminate Cebu Landmaster-Mantawi, 90-89, and retain the Visayas Division Championship. Landmaster had a golden chance to win the game but Egay Billones missed a medium jumper at the buzzer.
It was a sorry loss for the Landmaster quintet of Joe Soberano and Coach Jun Tan, who controlled the whole fourth quarter until the fateful final 10 ticks.
Landmaster held a 66-60 lead, thanks to eight straight points by Billones to close the third period. From there, M. Lhuillier slowly crept back in the final three minutes after Coach Raul Alcoseba fielded a novel five consisting of Padilla, Manigo, Woodrow Enriquez, Jett Latonio and Jayford Rodriguez.
Rodriguez tipped in a miss by Enriquez with 46 seconds left to close in, 87-88. In the ensuing play, Padilla fouled Bernie Ursal, but the latter could only split his charities for an 89-87 Landmaster lead. Padilla's miracle shot more than atoned for his failure to hit a similar winning shot in Game One won by Landmaster, 84-82, last Dec. 7. M. Lhuillier rebounded to take Game Two four days later, 83-71.
Enriquez topped M. Lhuillier with 25 points. Padilla added 19 en route to getting the nod as Visayas Division Most Valuable Player. Alex Cainglet paced Landmaster with 29 while Billones, who missed Game Two, finished with 18.

A HERO’S welcome awaits Cagayan de Oro-trained flyweight Violito Payla for winning a gold in the 15th Asian Games in Doha, Qatar.
Mayor Vicente Emano yesterday called on the city council to pass a resolution commending Payla for giving the entire country––and the city––honors.
The capitol also expressed jubilation over the boxer’s victory. Gov. Oscar Moreno said Payla, a Misamisnon, would be honored together with Genebert Basadre, 24, who bagged a bronze after whipping Turkmenistan’s Serdar Hudayberdiyev in their lightflyweight clash over the weekend.
Emano said city hall would reward Payla as soon as he arrives from Doha, calling the boxer’s feat a source of hope and inspiration for amateur boxers in Cagayan de Oro and Misamis Oriental.
The 27-year old Payla hails from Malanang, Opol, Misamis Oriental, but was first trained in boxing in Cagayan de Oro under Barangay 6 chairperson Mario Eronico. Before joining the Philippine team, Payla was a regular at the ‘‘Boxing at the Park’’ here. He is residing at the city government’s relocation site in Macanhan, Carmen.
Opol Mayor Dixon Yasay said the town government would also officially commend and reward Payla.
"Mas ganado karon ang atong mga kabataan nga duna na’y taga-diri nga naka-gold sa Asian Games," said Yasay.
He said officials would meet to prepare for Paylay’s return. A parade is being planned in Opol in honor of the gold medalist.
On Tuesday, Payla overwhelmed former world champion Somjit Jongjohor of Thailand to win the Philippines’ second gold medal in the 15th Asian Games.
Before a raucous crowd at the Aspire boxing hall, Payla offset Jongjohor’s reach advantage with his quickness and agility as he handily won the bout, 31-15.
There was little drama and excitement as Payla took control in the second round after trailing, 3-4, in the first round.
The 32-year-old Thai, who has beaten Payla thrice, appeared slow and was breathing hard at the end of the four-round bout.
Payla thus ended a 12-year gold medal drought in boxing with a performance worthy of an Olympian.
"Ingon ana na gyud iyang batasan nga kung kaya niya ang kalaban dili na gyud ka niya lung-an," said barangay chairperson Eronico of Payla’s fight.
The quiet, unassuming boxer, who bucked a sprained wrist to win five bouts, has yet to see action in the Olympiad.
"I am looking to getting the gold in the Olympics for the Philippines. I want to dedicate this honor to the Filipino who stayed up late at night to watch my bouts," Payla said.
Payla said he has improved a lot since his three defeats to Jongjohor.
"This is my sweetest victory," he said.
Jongjohor admitted he did not prepare enough. "But the game turned around because of the judge. I think he pressed his button according to the people around the ring," the Thai claimed.
The victory brought to two the number of gold medals won by the country with another boxer. The Philippine team was aiming for a third yesterday.
Late Monday, Antonio Gabica defeated compatriot Jeffrey de Luna, 11-7, to win the gold medal in the 9-ball event of billiards
The team has so far won two golds, four silvers and eight bronzes, including two in tennis Tuesday. with reports from PNA

Robinsons opens appliance store
AMPLIFYING its market presence in Limketkai Mall, Robinsons store Friday added to its growing space an appliance store offering a wide array of home implements and electronic products.
Jun Joaquin, general manager of Robinsons Appliances, said the new appliance center offers popular and high-end Korean, Japanese and American brands, including wide-screen, high definition television sets and jumbo refrigerators which are already popular in Manila.
"We have the complete line of known brands, offering customers more options and bringing them the products that before were only available in Luzon," Joaquin told this paper during the appliance center's opening.
The 930-square meter appliance center, located adjacent to Robinsons Supermarket, hopes to capture middle and high class markets, he said. It offers deferred payment plan and charges no extra cost via credit card payments -- in compliance with the order from the Department of Trade and Industry, he added. (DVAIII)

Students' chessfest underway at XU bldg
EXCITING rivalry among the promising youths is set to enliven today the Xavier University's CIT College building with the unfolding of the city-wide CDO X'mas Asset in Chess Inter-School Elementary and High School Individual Chess Tournament here.
This, even as Corpus Christi aces Lennon Hart Salgados and Randolph Dalauta have yet to confirm their participation in the two-day event, staking around P8,600 in total cash prizes plus trophies and chess magazines.
"Mora'g naa pa man gud mi'y exam ana ni Dodoy (Dalauta) so, tan-awon lang," said the 13-year-old Salgados, consistent winner of the secondary chessfest in the local front, who recently topped the Inter-Ateneo Jesuit Jam tourney being hosted by the Xavier University.
If time will permit, Salgados and Dalauta will mix it up with the likes of junior standouts Antonio Chavez Jr., Alfredo Rapanot Jr. and the Porras brothers (Franklin and Francisco) for the secondary title. While a wide-open race for the elementary title looms among XU, Corpus, Bonbon, Macanhan and the Asset-trained toddlers.
National arbiter and local NCFP coordinator Lorenzo "Jun" Cuizon said the seven-round Swiss system tourney is in line with the city's grassroots sports program in cooperation with Xavier University Athletics Department Chess Development and Training Center.
The champions in elementary and secondary divisions will receive P1,000 and P1,500 each, even as category prizes will also be up for grabs for the top performers in the boys and girls' 12-under section down to the 8-under bracket.
