Ched mulls ordering refund of XU fees

THE regional office of the Commission on Higher Education (Ched) is now studying the petition to order Xavier University (XU)-Ateneo de Cagayan to make a "full refund" of the allegedly "illegal increase in tuition, matriculation, and other fees" imposed in academic year 2006-2007.

The XU students who are clamoring for a refund staged an activity dubbed as "Ateneans Light Candles of Hope for Accessible and Quality Education" at XU late afternoon Monday.

Ched-Northern Mindanao chief education program specialist Dr. Zenaida Gersana Tuesday said their office recently received the petition to order XU for a full refund.

"Our technical division is now studying their petition," she said, adding that they have 15 days to act on the matter.

Several XU students last Monday submitted to Ched a petition to order XU to immediately refund its students for increasing its tuition, matriculation, and other fees imposed for academic year 2006-2007 without consultation.

The students who organized themselves as Lihok Atenista! -- an alliance of Ateneans for accessible and quality education -- said XU justified the above increases without consultation by citing Ched Memorandum (CMO) 14.

They added that CMO 14 has been declared illegal by Congress last year as it is inconsistent with Section 10 of Republic Act 6728 that provides for proper parents and student consultation before an increase in school fees be imposed.

Gersana said they have received reports that last December 2006, there was a national conference of tuition fee coordinators that was attended by congressmen.

She said they were informed that the congressmen has reportedly asked Ched to come out with another CMO to revise CMO 14 and its implementing guidelines considering that it runs counter to Republic Act 6728.

"For now we are waiting on our Central Office," she said.

Nevertheless, Gersana said the petition filed by XU students no longer came as a surprise to them because of the December 2006 conference.

"Our Central office anticipated something like this," she said.

Lawyers, who requested anonymity, told Sun.Star Cagayan de Oro that Congress cannot just declare a valid memorandum order as illegal and thus, null and void.

They said the students needed to go to court to have CMO 14 declared illegal and petition that a full refund to the students must be made.

"Only the courts can declare a memorandum order as illegal, thus creating no right or obligation on the concern parties," one of the lawyers said.

"Besides, it is highly unlikely that Ched will come out with an order for Xavier to refund the students considering that this government agency will somehow be indirectly admitting that it was wrong," added the lawyer.

ABS-CBN expands network coverage

MORE in-depth stories and expanded coverage of Northern Mindanao are expected with the recent integration of TV Patrol Northern Mindanao that was launched at the station's Bulua office compound last Monday.

ABS-CBN news chief Adroel Alcober and the network's Mindanao cluster head Louis Benedict Bennett said the integration was initiated as early as last year but was only completed this year owing to technical preparations.

Local and national government officials along with representatives from the media, civil, and business sectors attended the launching.

Alcober explained that the integration means that the station's Northern Mindanao news program would be aired simultaneously in Cagayan de Oro and Iligan City from 6 to 6:30 p.m.

"With the integration, we can also expect reports from Butuan City and our correspondents from Caraga region, though Butuan has a separate news program. The move towards integration was based in part on cultural similarities between Cagayan de Oro and Iligan," Alcober said.

For his part, Bennett said the expansion only signifies that TV Patrol Network Northern Mindanao isn't merely confined to the communities it serves.

"The news program is not parochial or confined to (the local area) delivering community news...it is not competing locally but on an international level," Bennett said.

The two said an eventual integration with its Butuan station may be forthcoming but not in the near future.

The network covers the cities of Cagayan de Oro and Iligan as well as the provinces of Misamis Oriental, Misamis Occidental, Lanao del Norte, Lanao del Sur, Bukidnon and Camiguin and some parts of Zamboanga del Norte and Zambaonga del Sur.

The integrated TV Patrol Northern Mindanao is anchored by veteran journalists Alden Bacal and Conchita May Tanate.

Its Cagayan de Oro-Iligan reporters consist of Lorenzo Luzon, Shiela Joy Labrador, Maricel Butardo together with Iligan Senior Reporter Ronnie Enderes and Reporter Roxanne Arevalo. (Stephen Capillas)

Nadeal na siguro kanang yuta atbang sa Gaisano sa mga Floriendos. Other proof is that I heard from the newss of Mike Baños that SM will put up hypermarket in downtown area.

City earns P22 million from business renewal

THE continuing registration and renewal of business permits covering January 2 to 15 this year earned a total of P22,910,288.70.

In a press statement sent to Sun.Star Cagayan de Oro, City Treasurer Lino Daral said the figure is 15 percent higher compared to the same period last year with only P19,924,522.15 collected last year or a difference of P2,985,766.57.

The total collection was derived from 6,109 business establishments that renewed their business for the year. Daral said they are still expecting 10,000 more business establishments to renew before the deadline on Monday, January 22.

A total of 16,000 business establishments are expected to renew and open for the year, Daral added.

The city treasurer pointed out that the increasing number of businesses that registered this year is a clear indication of the continuing trust and confidence placed by the business community in the city government.

On the other hand, Daral urged those who have yet to renew their businesses to process their business permit applications until Monday, January 22, to avoid 25 percent surcharge and two percent penalty.

Daral said the one-stop-processing center is open on Saturday and Sunday from 8:00 a.m. to 5:00 p.m. and on Monday, the City Finance Department will be open until 12 midnight.

The city treasurer also clarified that even if business permit applications are already received before the due date, the date of payment will still be the determining factor in the imposition of penalty and surcharge.

Daral said the processing of business permits is now very convenient with the assignment of priority numbers for the transacting public. Benches are also provided to ensure comfort of those who are waiting while the their permits are being processed. (CIO)

Cagayan de Oro will take the centerstage in the up-coming celebration of the National Arts Month for Mindanao in February this year.

Imma Rae D. Gatuslao, acting city tourism officer disclosed that the month-long celebration entitled “Pasundayag…Alay Sa Inahang Yuta” will showcase the rich culture and arts not only of the people here in Cagayan de Oro but in other parts of Mindanao and the rest of the country. The celebration will open with an opening ritual called “Pagpupugay” on February 3, 8:00 a.m. at the Capitol University. But the formal opening will be held at 3:00 in the afternoon of the same day at the Atrium of the Limketkai Mall.

Along this, Gatuslao enjoined the public to witness the street dancing at the Limketkai Complex that will be performed by such performers as the Valencia City Kaamulan Dancers, Capitol University Dance Troupe, Xavier University Dance Troupe, Kagayan Performing Arts, and the Cagayan de Oro City High School. Also expected to perform during the opening program are the Sining Kambayoka, Integrated Performing Arts (IPAG), the City Central School Children’s Choir, Capitol University Glee Club and the Consolacion Street Band. Key figures from the National Commission for Culture and the Arts such as Dr. Alejandro Roces, a national artist for literature; Presidential Adviser on Cultural Affairs and NCCA Executive Director Cecile Guidote-Alvarez; and Director Carmencita Bernardo of the Outreach Division of the Cultural Center of the Philippines are expected to grace the opening program of the month-long celebration of Philippine Arts.

IT is said that the past may come back to haunt you. Well, it did on a trip to Cagayan de Oro last year, though not in the horrific way you may imagine.

While waiting to judge the next round of the culinary competition called Kumbira, an usher said a former student wanted to talk to me. And there she was, her face so familiar even if I could not recall her name at that moment. When she mentioned it, of course, I remembered.

Next day, she brought some more classmates, whose freshmen faces I used to look at each morning during the one year I taught at Xavier University.

All have children, some even have grandchildren. Some are engaged in business or have climbed way up the corporate ladder.

We lunched at Bigby’s, a restaurant set up by a couple, young entrepreneurs who are constant competitors (and winners) at the culinary contest. We moved to another venue owned by a young chef who trained abroad and who specialized in pastries and cakes.

All around, there were several eating places, some just being constructed.

The way it was

They are a far cry from the few restaurants that were there during my teaching year. I went out with a group of seniors (I myself had just graduated then) some evenings.

We frequented this pizza place and the owner knew when my friends’ allowances came and when I was paid my salary. We would order whole pizzas and the laughter in the place was decibels higher. Compare that to just one slice each and the subdued conversation during lean days and you get the difference.

I learned to take salad with my lunch in Cagayan de Oro. At the time, iceberg lettuce was difficult to get in Manila, but the farms were already growing greens in the cool climate of Bukidnon.

At last year’s Kumbira, growers met with the chef-judges from Manila to find out how they could market their goods during the stormy months when Baguio and Tagaytay couldn’t supply Manila restaurants.

Bukidnon is still a beautiful plateau of grazing lands. The Del Monte pineapple plantation that was, and still is, a too exclusive place is located here. My friends and I plotted to go there during the harvest season because we were told that after the choice pineapples were picked, anyone could get as much of the fruit that were left in the field.

Being culinary ignoramuses then, the thought of eating all that pineapple scratched that adventure from our must-do list.

Marawi was a must-visit place even then, an adventure certainly because it was the height of the Muslim separatist movement. And yet we rode a Xavier University bus into Muslim territory. The mayor sought to reassure us by saying, “When you are in Marawi you are safe.” Not welcome, just safe.

A taste of ‘marang’

I don’t remember what we ate at the Mindanao State University canteen but it was there that I had my first taste of marang, the aromatic fruit that looks like a smaller version of the jackfruit.

Because I was already in Mindanao, plans were made to visit other places there. We thought of going to Davao City by car. There was a chance to go to the Dole plantation in South Cotabato because a first cousin was married to the president.

Both involved complicated planning and the lack of good roads at the time wasn’t encouraging. But I think the plans were scratched because, by then, I was terribly homesick.

Mindanao was not really a strange place during that teaching stint. I had been there before during one college vacation. My sisters and I traveled to this southern island on an interisland boat.

On that trip I dared to taste my first durian in Davao City and, on board a Japanese ship loading cut logs, I tasted the best sukiyaki.

After that teaching stint, it would take several years before I would see Mindanao again on personal vacations and for work. By then, food was always the focus.

More than the volcanoes, Camiguin will always be an island of specialties such as the piñatos, pastel and barquillos.

In South Cotabato, I had the best imbao (big clams) at a roadside restaurant and bought dirt-cheap fruits.

T’boli delicacies

In Lake Sebu, tilapia was harvested from its waters and we ate every cooking version of it including one called nilagpang. That’s fish broiled then sautéed after which evaporated milk instead of coconut milk is added.

Falen, our T’boli guide, cooked binacol, their version of small fish (tabios or ayungin) cooked in a bamboo tube with lemon grass, tomatoes and a bit of salt. A visit to a T’boli home showed us not only the weaving area but also the kitchen, embers still hot from cooking breakfast.

In Zamboanga, I had my first taste of satti with its soupy tomato sauce. The best time I had was savoring durian and marang standing on the market sidewalk.

In Tawi-Tawi, I saw unfamiliar fish in the market and ate wild lanzones that were huge and sour. I regretted not tasting the cassava processed into cake, which was eaten there with seafood.

This year I hope there will be more Mindanao provinces to visit and food to taste. I look forward to eating the best lechon of Ozamis City, which one reader wrote about. And to having all the fruits I can eat in Makilala, Cotabato.

Oro to be divided soon: execs

BEFORE PaDayon Pilipino members decide to get at each other's throats over Cagayan de Oro's lone congressional seat, Cagayan de Oro Representative Constantino Jaraula said there would be two House seats before the filing of local candidacies ends on March this year.

In a radio interview, Jaraula said the Senate will tackle this coming Monday the House Bill dividing Cagayan de Oro City into two congressional districts.

"I have talked with the senators and with Senate President Manuel Villar over the division of Cagayan de Oro and they all assured me they would pass the law sometime next week," he said.

Mayor Vicente Emano echoed this over his weekly radio program, saying that he was called up and assured by Villar that the division bill will be passed very soon.

"Once the bill will be passed it will then be forwarded to the President who I believe will immediately sign the Cagayan de Oro bill into law since it is, after all, an election season," Emano said.

Opposition figures voiced doubts that the Cagayan de Oro division bill would be passed in time for the elections, citing the budget deliberations as one reason.

The assurance comes even as the administration PaDayon Pilipino party preferred to keep its silence on its lineup of local candidates long after some opposition groups like the Pundok Mindanao already announced their lineups.

The local chapter of the Nationalist People's Coalition (NPC) group headed by former governor Antonio Calingin also said they are completing their lineup sometime soon.

The so-called opposition coalition Sulog had yet to formally announce their lineup.

Among those in the PaDayon city slate eyeing a shot at Congress include Councilors Jose Benjamin Benaldo, Maryanne Enteria, and Edgar Cabanlas.

Some barangay officials have also voiced their intention to run for Congress.

The mayor said he told PaDayon Pilipino members to choose among themselves who the strongest candidates are or else he chooses the candidates. (Stephen Capillas)

Phase six pa yun sa plan no ang CDO-DVO line. Sana machange na ang klaseng train na ilagay, bullet train na dapat yun. Tama si @Pinamaloylaker na bullet train with the speed of 200 to 300 miles per hour. Kung pupunta ka ng Davao galing CDO para na sigurong pumunta ka lang ng Iligan.:)

Yung malaking bilog na green is major connecting point daw. But it doesn't mean na yun lang any may station, syempre meron ding minor connecting points yan at yan ang mga local train station. Yung major kasi such like CDO at Iligan na magkadulo. Halimbawa sa LRT1, major connecting points are Monumento, Central station, at Baclaran.

IT is said that the past may come back to haunt you. Well, it did on a trip to Cagayan de Oro last year, though not in the horrific way you may imagine.

While waiting to judge the next round of the culinary competition called Kumbira, an usher said a former student wanted to talk to me. And there she was, her face so familiar even if I could not recall her name at that moment. When she mentioned it, of course, I remembered.

Next day, she brought some more classmates, whose freshmen faces I used to look at each morning during the one year I taught at Xavier University.

All have children, some even have grandchildren. Some are engaged in business or have climbed way up the corporate ladder.

We lunched at Bigby’s, a restaurant set up by a couple, young entrepreneurs who are constant competitors (and winners) at the culinary contest. We moved to another venue owned by a young chef who trained abroad and who specialized in pastries and cakes.

All around, there were several eating places, some just being constructed.

The way it was

They are a far cry from the few restaurants that were there during my teaching year. I went out with a group of seniors (I myself had just graduated then) some evenings.

We frequented this pizza place and the owner knew when my friends’ allowances came and when I was paid my salary. We would order whole pizzas and the laughter in the place was decibels higher. Compare that to just one slice each and the subdued conversation during lean days and you get the difference.

I learned to take salad with my lunch in Cagayan de Oro. At the time, iceberg lettuce was difficult to get in Manila, but the farms were already growing greens in the cool climate of Bukidnon.

At last year’s Kumbira, growers met with the chef-judges from Manila to find out how they could market their goods during the stormy months when Baguio and Tagaytay couldn’t supply Manila restaurants.

Bukidnon is still a beautiful plateau of grazing lands. The Del Monte pineapple plantation that was, and still is, a too exclusive place is located here. My friends and I plotted to go there during the harvest season because we were told that after the choice pineapples were picked, anyone could get as much of the fruit that were left in the field.

based on my readings from news articles. the second phase shall be from Gingoog to Butuan and Surigao then the 3rd phase will be Butuan to Davao and Gensan.

I think mas daghan makinabang sa Surigao-Butuan-Davao-Gensan line primarily due to the number of points/cities/provinces it will traverse.

it will be a major travelway also for extreme north provinces like Surigao Norte and extreme south Saranggani and landlocked Agusan del Sur, Davao del Norte and the not so easily accessible provinces of Surigao del Sur, Compostela Valley and Saranggani (I think thats the reason why they will favor these less favored areas) and for me is a lot of sense.

But then again, this contest on what line will be more 'makinabang' will be futile as this project was NEVER mentioned in the Supra Region Plan haaayy :gaah: :gaah: :gaah:

City Hall upbeat over Oro division

CITY Hall officials Friday sought to reinforce reports that Cagayan de Oro will soon have two congressional districts by disclosing that some of them will go to the Senate to join a hearing for this purpose.


Councilor and Association of Barangay Captains (ABC) president Alexander Dacer said Vice Mayor Michelle Spiers and 20 barangay officials will go to Manila to attend a Senate hearing on the division of Cagayan de Oro into two districts.

The Senate hearing will be chaired by Senator Alfredo Lim, chairman of the Senate committee on local governments and a supporter of the bill.

Dacer said the chances of the bill being approved by the Senate this week are good owing to the political season.

Upon approval by the Senate the bill will be forwarded to President Gloria Macapagal-Arroyo who is expected to sign it into law.

Dacer, who voiced his intentions of running for the city's mayoralty post, said the bill would prove beneficial to the city in terms of representation and fund allocations.

The bill would supposedly cite the Cagayan de Oro River as the delineation point for the two congressional districts.

Under the measure, the city would have two more lawmakers and six more councilors.

Mayor Vicente Emano and Cagayan de Oro Representative Constantino Jaraula, both of whom are on their last terms, assured that the law would be passed before the deadline for the filing of certificates of candidacy for local officials sometime on March.

APO Hiking Society to perform live in CDO

IN KEEPING wth Cagayan de Oro's initiatives on local tourism development through culture and the arts, the APO will perform live here in Cagayan de Oro on February 23, 2007 at 8 p.m. at the Atrium of Limketkai Center.

According to Vince Abad Santos, the executive producer of Full Swing Events Manila, the project is dubbed as the biggest revival kick-off concert event of the year.

CEBU CITY -- Cebu could look forward to more investments in its retail sector as SM Prime Holdings bared plans to build one or two more shopping malls here.

"We are bullish about Cebu," SM Prime president Hans T. Sy said in an interview.

If this plan pushes through, SM Prime would be putting in at least P1 billion to build just one shopping center, Sy said.

Sy was in Cebu on Friday to attend the inauguration of the five streets around SM City Cebu, which were repaired and improved out of the taxes advanced by the mall to the Cebu City government, and the unveiling of a huge billboard depicting the mall expansion called The North Wing.

"Definitely, we're looking into a second and third location for a shopping center here in Cebu. We believe that Cebu is an area where we could still expand," Sy said.

While the company is interested in the South Road Properties (SRP), Cebu City's south reclamation project, SM Prime is also looking at other areas, he pointed out.

"It's still early (to say) but if the numbers are right we definitely will go into (putting up a shopping center in the SRP)," Sy said.

The price of the land and the Cebu City government's development plan would be among the criteria for choosing the SRP as a shopping center site, he explained. "But we're interested (in the SRP)," Sy added.

He said the additional malls would be in the 60,000-sq.m. to 75,000-sq.m. size range -- similar to the SM Supercenters.

However, he said, SM Prime is looking for lots ranging from five to ten hectares to provide the new malls being planned with room for expansion.

He said the P1-billion investment in the The North Wing underscores SM Prime's confidence in Cebu.

"We saw the success of the existing mall and we saw the potential growth," Sy said.

He said the first two floors would be commercial centers while the upper levels would serve as parking areas.

Upon the completion of The North Wing in the third quarter, Sy said SM Prime plans to develop the parking area at the back of the hotel property.

He said the company has to complete The North Wing, which has three levels of parking area, so that there would be no problem with parking when the new development starts.

The concept would be patterned after the Mall of Asia but it has yet to be approved by the board, Sy said.

SM Prime is also eyeing at least two shopping centers in Mindanao, one in Davao and another in Cagayan de Oro, Sy said.

The company also sees Bohol as a potential location for an SM Supercenter but not in the immediate future, he added.

According to Sy, Bohol's infrastructure is not ready yet for this type of investment. "It may take some time. We may go into Bohol, putting in a 35,000 sq.m. size shopping center like the Supercenter," he added.

Sy noted that the Mall of Asia in SM BayCity has been performing beyond expectations.

"The Mall of Asia is now doing very well. We're 50 percent over our projection," he said.

The mall traffic ranges from 300,000 people on weekdays to 500,000 on weekends, Sy said. He disclosed that the company plans to build an aquarium, similar to that in Singapore.

The ongoing construction projects at the 60-hectare SM BayCity include the 5,000-sq.m. Discovery Center, a science museum costing P300 million, a 100,000-sq.m. call center building, and a 50,000-sq.m. international convention center.

City Hall upbeat over Oro division

CITY Hall officials Friday sought to reinforce reports that Cagayan de Oro will soon have two congressional districts by disclosing that some of them will go to the Senate to join a hearing for this purpose.

Councilor and Association of Barangay Captains (ABC) president Alexander Dacer said Vice Mayor Michelle Spiers and 20 barangay officials will go to Manila to attend a Senate hearing on the division of Cagayan de Oro into two districts.

The Senate hearing will be chaired by Senator Alfredo Lim, chairman of the Senate committee on local governments and a supporter of the bill.

Dacer said the chances of the bill being approved by the Senate this week are good owing to the political season.

Upon approval by the Senate the bill will be forwarded to President Gloria Macapagal-Arroyo who is expected to sign it into law.

Dacer, who voiced his intentions of running for the city's mayoralty post, said the bill would prove beneficial to the city in terms of representation and fund allocations.

The bill would supposedly cite the Cagayan de Oro River as the delineation point for the two congressional districts.

Under the measure, the city would have two more lawmakers and six more councilors.

Mayor Vicente Emano and Cagayan de Oro Representative Constantino Jaraula, both of whom are on their last terms, assured that the law would be passed before the deadline for the filing of certificates of candidacy for local officials sometime on March.

Agency ready for first release of road fund

FIFTY-percent of the city's five-percent share from the Road Use Fund for 2005 is ready for release, according to the Department of Public Works and Highways (DPWH).

During the meeting of the City Council committee on public works chaired by acting Vice Mayor Juan Sia, Anavilla Labiano of the DPWH-Northern Mindanao said that only a resolution from the City Government for the Memorandum of Agreement between City Hall and the DPWH-Northern Mindanao is needed to facilitate the release.

She said the remaining fifty-percent will be released upon liquidation by the City Government and the submission of needed reports.

The city is expected to receive over P3 million for its 2005 share and another P3 million for 2006.

The DPWH representative said that the 2006 allocation will be processed when necessary documents shall have been submitted.

The amount represents five percent of the amount collected from the Motor Vehicles Users Charge by the Land Transportation Office, which will be used for the improvement of city and barangay roads.

In a press statement sent to Sun.Star Cagayan de Oro, the basis for the city's share in the road use fund is equitable sharing, vehicle population and the size of road network.

The implementation of the projects under the Special Local Road Fund (SLRF) in the city is in line with RA 8794, also known as the Motor User's Charge (MVUC) on motor vehicles, which shall be collected from and paid by the owner of the motor vehicle.

From this, 80 percent is allotted for maintenance of national roads, 7.5 percent for road safety.

As this developed, the committee endorsed the resolution to the committee on laws and rules chaired by Councilor Maryanne Enteria for its inclusion in the agenda for the next plenary session. (Press release)

The government is facing a strong ending for the economy in 2006 and an even stronger start in 2007 as the strong peso hit a six-year high of 49.195 against the US dollar.

“This is actually some kind of good news for Filipino entrepreneurs who are building on the courage, perseverance and skills of our people to bring about the economic stability of the country,” regional director Casimira V. Balandra of the National Economic and Development Authority Region 10 (Neda 10) said.

Per data gathered by Neda 10, a paid-up capital investment of P12.424 million has been registered with the Securities and Exchange Commission (SEC) Region 10, during the 2nd quarter, this year.

These investments have been generated from a total of 53 newly registered firms, 43 of which worth P10.42 million are located in Misamis Oriental and Cagayan de Oro City, five firms worth P1.225 million in Bukidnon and another five worth P872,500 in Lanao del Norte.

Incidentally, no business expansions were recorded for the period and as the data show, majority of the investments are in Misamis Oriental where Cagayan de Oro City is located making these areas the consistent preferred investment locations in the region, she said.

On the other hand, the Second Quarter Regional Economic Situation Report of Neda 10 showed a total new investment of P14.98 billion was monitored by the Department of Trade and Industry (DTI) in Northern Mindanao during the period.

“Getting the bulk of these new investments was the chemical-based sector with P9.4 billion or 62.74 percent share of the regional total, followed by the agri-based sector with P3.5 billion or 23.45 percent,” Balandra said.

The trading sector came next with P607 million or 4.05 percent, service sector with P362 million or 2.42 percent, forest-based sector with P89 million or 0.59%, consumer-manufacturer sector with P64 million or 0.43%, metal sector with P12 million or 0.08 percent and other sectors with P1.166 billion or 6.24 percent.

Among the provinces, Misamis Oriental got the biggest share of the total investments with P10.46 billion or 70 percent mainly from the expansion activities in the chemical-based, trading, infrastructure and services sectors.

This was followed by Bukidnon with P4.19 billion or 28 percent from the agri-based investments in the region which includes the expansion projects of Crystal Sugar Milling Corp. and a number of banana growers like Dole South Skyland, JIKKA Fruits Corp. and Pangantucan Banana Growers Association, she added.

Mayor Emano approves more public school, barangay projects

Considering education as one of the priority thrusts of his governance, City Mayor Vicente Y. Emano yesterday approved more projects and requests of various public schools in the city.

In yesterday’s People to People Program in barangay Bayanga, Mayor Emano approved several requests made by the Bayanga National High School for a DVD player, TV set, electrical materials and plywood for a makeshift room the school is building. Mayor Emano also approved the P1.5 million fencing project of the Calaanan Elementary School and the P645 thousand fencing project of Calaanan High School. All projects will be funded by the Local School Board fund which has for this year, an allocation of P90 million. The mayor likewise approved the P604 thousand budget for the progressive construction of Brgy. 24 mini-gym and the P500 thousand construction of Brgy. 22’s pathway and drainage. The implementation of the barangay projects will be funded under the city’s 20% development fund. Mayor Emano hoped that the implementation of these projects will improve the living condition of the people in the barangay.

Yeaahh, I heard also that Robinson will expand but a stand alone mall but I don't know if they'd already purchased the land beside their store the cockfighting arena (Gold City Colleseum). Wow, if it is materialized, mosamot na kalapad ang shopping area dihang dapita. Tapos meron na namang bridge dugtong nila sa old store to its new mall. Uso gyod sa CDeO ang mall bridge, first the Gaisano mall bridge then Limketkai-Robinson bridge. Pangtatlo n kung matuloy itong new Robinson mall.

sorry but the length of the runway at the lumbia airport is only 2454m x 36m it is not 2800 meters...you can check the data at worldaerodata.com (click airports, then philippines, then look for the airport you are interested in). that site gives all the current important info of the airports world wide. the bacolod and iloilo airports are still not yet updated because those two airports still hasent opened.

sorry but its not only the length of the runway that dictates it to be an international airport. there are alot of things to consider for an airport to be international. the current standard of a runway being international is:

the runway should be atleast 3000 meters in length;
the runway should be atleast 45 meters in width;
in addition to the 45 meters, there should be a furthur 7.5 meters(on both sides of the runway) wide of concrete or asphalt.
there should be blast pads at both ends of the runway;
there should be modern nagivations, like the ils.
and many more....

i believe that new airport that is going to be built in CdO will only have a 2500mX45m runway(which means it will fall short of the required minimum runway length of being international). but this airport will be built to international standards. meaning aalmost all requirements of being an international airport will be met.

the runway at the old CdO airport can accomodate the a330 lengthwise(but it will be full flaps and hard braking;ganun din dito sa davao noon nung 2500meters pa ang runway). but it cannot accomodate the a330 with the present width of the runway. that is why pal is only using the a319 and a320 at the CdO airport.

This area consists of 400 plus hectares but lately the LADP decided to develop only 200 plus hectares and sell the remaining lots to lessen the expenses. Sana ireserved nalang nila ang matitirang area for the future expansion.

Yeah, the government is purchasing the 400 hectars.. but 200 lang ang idedevelop.. a proposed warf is included on that 400++ hectars..

IMHObservation, in the near future, mag-abot na ang Gaisano-Robinson-Ketkai-Ororama-SM hypermart via walkway. Marami pang mga vacant lot within this vicinity and it means "expansion opportunities".

Sana ang Gaisano ang mag-expand dyan dahil palaging crowded ang mall nila para naman makahinga ang mga mamimili, tapos ang i-name na dayon sa Gaisano is: "GAISANO MEGACITYMALL". Kasi dati Gaisano city lang. Then nagdagdag naging Gaisano Citymall. Now kung mag-expand pa sila mas tsada paminawon kung megacitymall na ang name, related to her history.

Well, hindi updated ang reference na tiningnan mo kaya old info pa rin ang nakadisplay sa lumbia. To be able to land huge aircraft while waiting LIA to be finish, the lumbia runway had undergone expansion and facelift of the terminal.

as i have comfirmed from my uncle..the present runway length of the lumbia airport is only 2400++ mtrs...that is why pal only uses the a319 and a320 aircraft to your airport.

naka landing nako Lumbia last December gikan ko Manila. na fully booked na man ako MNL-BXU na flight kay duha ra man ka plane service bet Manila and Butuan.

Dili man short ang runway kay dugay man nag brake ang eroplano. The southern end ends near the tarmac. while the northern tip heads on to those residential areas below it.

the runway seems fine but the CR at the terminal needs attention though.

Oro division seen next month, execs say

CITY Hall officials said they are optimistic that Cagayan de Oro City would be divided into two congressional districts sometime on or before February 24 this year.

City Mayor Vicente Emano said this following report that the Senate committee on local governments approved the creation of a second congressional district for Cagayan de Oro.

The news was welcomed by opposition groups who are also planning to field their own candidates for the extra positions to be made available once the city is split into two districts.

A public hearing was held last Monday by the Senate Committee on Local Government chaired by Senator Alfredo Lim that was attended by members of the City Council and 20 barangay officials.

The attendance of majority of the city councilors had deferred the City Council session for Wednesday afternoon.

The creation of the second congressional district was contained in House Bill No. HB05658 filed by Cagayan de Oro Representative Constantino Jaraula, which pushed for the creation of a second congressional district in the city by splitting the present lone district.

Emano said the creation of a second congressional district in the city will mean more representation for city residents before the Lower House.

"I am glad that it was finally approved because it will mean better and improved services for the growing population of the city," Emano pointed out.

The mayor said the creation of a second congressional district is very timely as the city experiences an enormous socio-economic progress, securing its position as a bustling metropolis in this part of Mindanao.

Lim's committee is now bringing the approved bill in plenary for approval before February 10, after which, it is scheduled for signing by the President.

The creation of the city's second district will pave the way for the election of two House representatives for the city in Congress and 16 city councilors at the local legislative branch.

Emano likewise thanked all the officials and the people of Cagayan de Oro who supported the creation of the city's second district.

This development is being anticipated by both the ruling administration Padayon Pilipino group, which has a slew of members all wanting to run for Congress and the various local posts.

At least four officials -- Councilors Jose Benjamin Benaldo, Maryanne Enteria, Edgar Cabanlas, and Carmen Barangay Chairman Rolando Uy -- are said to be eyeing a congressional seat in this year's elections.

For their part, opposition figure former governor Antonio Calingin voiced support for the bill, saying this would result in further expansion of services to the city.

Former vice-mayor Antonio Soriano also welcomed the move, admitting that this would boost his chances of running for the city's congressional posts.

Soriano is said to be mired in some political infighting within the PDP-Laban ranks with some old party guards following reports that recently inducted PDP-Laban member Councilor Alvin Calingin wanted to run for Congress.

Hopefully that will happen with the fast dev't of the peripheral towns of Misamis Oriental like Laguindingan, Villanueva and Tagoloan.

Gomez, Golez to play in Rodelsa Hall concert

JOSCEPHINE Gomez, one for the Philippines' finest sopranos, and Rudolf Pelaez Golez, rated as one of the country's best pianists today, are set to delight the public with a fusion of their talents in a concert on January 26 at 8 p.m. at the Rodelsa Hall of Liceo de Cagayan University in Cagayan de Oro City.

Dubbed "All About Love," the concert coincides with the end of Mozart's 250th year. The program is highlighted by two exquisite concert arias---"Vado ma dove" and "Chi sa, chi sa qual sia"---and two delightful opera arias---"Voi, che sapete" (from Le Nozze di Figaro) and "Una donna quindici anni" (from Don Giovanni) by the composer.

Gomez will also interpret German lieder: "She Never Told Her Love" by F.J. Haydn, "Ich liebe dich" by L. van Beethoven, and "Liebestraum" by F. Lizst, as well as "Ave Maria" by Bach-Gounod.

She will end the first part of the program with "Un bel di vedremo" (from Madame Butterfly) by G. Puccini.

The program's second half features four Andrew Lloyd Weber compositions: "Memory" (from "Cats"), "Wishing You Were Somehow Here Again" (from "Phantom of the the Opera"), "Unexpected Song" (from "Song and Dance"), and "Love Changes Everything" (from "Aspects of Love"), plus two ballads popularized by Josh Groban: "Se" (from "Cinema Paradiso") and "Gira con me."

This is the first musical collaboration between Joscephine Gomez, recipient of the 1997 Parangal ng Bayan Award, and Rudolf Golez, recently named Best Male Classical Pianist in the 2006 Year-ended Excellence Awards.

Gomez's foreign training includes studies in Israel under Russian voice coach Anna Rodeselskaya. She was enrolled at the Dr. Hocha's Conservatorium in Frankfurt, Germany for Masters in Vocal Performance. She represented the Philippines in the 1st International Music Festival in Krasnoyarsk, Russia in 1992, and is the first Filipino soprano to be presented in solo concerts in Israel and in Brunei Darussalam.

Golez trained at the Juilliard School of Music in New York and finished his Masters in Music, major in Piano, at the University of the Philippines. He won a major prize at the Chopin International Competition in Malaysia.

"She is very secure with her music aside from being a seasoned artist. I am very confident working with her," says the pianist of the soprano.

About him, the soprano says, "I trust his high level of musicianship and am impressed by his sight-reading and piano-playing skills."

Kagay-anon's evening with the Lettermen

"SIMPLY Amazing." "Making Great Things Possible." By word of SMART and GLOBE, respectively, aptly describes the brief encounter of the Kagay-anons with the Lettermen kind.

January 16, 2007 was just like any other evening. It was just one of those evenings. But for those Kagay-anon who witnessed the Lettermen performed live at the Atrium of Limketkai, experienced one of the memorable night of their lives. Like an enchanted evening.

The Lettermen's brand of music, after 47 years, has not lost its soothing spell to anyone and everyone who listen to their songs. Yes, as Tony Butala declared, this year is their 47th anniversary. Donovan Tea joined in 1984 while Mark Preston is the latest member of the group. Individually, when each of them sang their solo that night, each had a great baritone voice. Impressive. But when they sang in trio as the Lettermen, you will be wondering how they blend to give that soft mellow touch of a music. Your heart will be touched and moved by the wondrous gentleness of their voices. Your thoughts will be drifted away in that not too distant past down the memory lane of yesteryears. In some of their love songs that night, there was a stirring in your heart. Somehow, their blend of songs draw out the good and the god-like in you. It has a refreshing feeling deep down in your soul. Like a soothing balm, it eases the pressures of work and the problems of life, each of us are confronting today, and the hulabaloo or sarsuela of the political and economic situation unfolding in our country today.

On a more personal note, I was deeply touched when they sang "Warm." Instantly, memories flashed back to the time when my father was still courting my mother. As my father recounted how he serenaded my mother who was staying with the RVM sister's convent (by the way, my mother was not a nun, she was a working student in her high school then). There were also three of them, like the Lettermen, and "Warm" was one of their "pambato" song that time (I just can't imagine how the nuns react that time). I was misty-eyed. The songs of the Lettermen were passed to us, their children, as we also learned to love and appreciate their music.

Towards the end of the live performance, Donovan Tea said, "If somehow our songs has helped you forget even for a while the problems and trouble of the world outside, then we have done our job." Yes, he's right, because I agree and I think some, if not most, of us Kagay-anons who spent an evening with the Lettermen, somehow has the feeling of unruffled and relaxed mood and demeanor.

The Lettermen's last two songs, "You'll Never Walk Alone" and "I Believe", gave us the hope and inspiration to go on and to move on despite all the complexities of life.

Truly, "music is the language of the soul," in a blend that make the Lettermen's brand.

^^ Yes. Every city is claiming nga progressibo kaayo ang ilang siyudad. Base lang sa ako obserbasyon, mas kusog gyud ang progress sa CdO/Region10 sa Mindano compared to the rest. Maybe tungod kay hub man siya sa Mindanao. Mas accessible siya sa halos tanang destinasyon sa Pilipinas (sea, land, ug air). In fact, ang phase 1 sa MRS sa Northern Mindanao man gani i-implement ug una. Again, opinion lang nako na. :)

Pag-IBIG CDO releases over P7 M for 1st GLAD project

Cagayan de Oro City (23 January) -- Pag-IBIG Fund recently released P7.467 Million representing the land acquisition of the Medina Homeowners Association (MHA) for the Cagayan de Oro Branch's first Group Land Acquisition and Development (GLAD) project.

The 300 square meter project located in North Poblacion, Medina, Misamis Oriental will benefit the 126 members of the said association.

MHA was granted a total loan amounting to P9.039 Million, of which the remaining amount will be used for the site development, for release on a staggered basis.

The OIC/Branch Manager Fermin A. Sta. Teresa, Jr. handed the check to the MHA president and landowner last January 2, 2007, in a simple turnover ceremony held at the Cagayan de Oro Branch. Present during the occasion were the OIC/Chief of the Mortgage Loans Division, Mr. Floyd Zapanta and some Marketing Staff.

KSA hiring 2,000 female nurses

Cagayan de Oro City (23 January) -- The Philippine Overseas Employment Administration (POEA) Regional Extension Unit (POEA-REU-10) has announced that The Ministry of Health of the Kingdom of Saudi Arabia (KSA) is in urgent need of 1,500 female Christian nurses and 500 female Muslim nurses.

In a statement released by Ann Apasra S. Abas, POEA-REU-10 Officer-in-Charge, interested applicants must be a BSN Graduate with Board License (except for Muslim applicants). Work experience is not required.

Further, the applicants must submit the following requirements: 6 pieces of 2x2" pictures; a photocopy of their College Diploma; photocopies of Board Certificate, Rating and Professional Regulations Commission (PRC) ID; and a photocopy of Employment Certificate if applicable.

Applicants should submit the requirements along with a detailed resume with job description at the POEA-REU-10 office, ground floor Trinidad Bldg., Corrales-Yacapin St., Cagayan de Oro City. Deadline for submission is on February 2, 2007.

Meanwhile, President Gloria Macapagal-Arroyo recently said that the boom year of 2007, as projected by the National Economic and Development Authority (NEDA), is "social payback" time that will benefit the Filipino people as a result of the effective implementation of economic reforms by her administration.

The President added that among the biggest contributors to the economic growth are the increasing remittances of overseas Filipino workers (OFW) whose investments in housing and condominiums have driven the real estate industry to a 25-year high.

Pag-IBIG CDO releases over P7 M for 1st GLAD project

Cagayan de Oro City (23 January) -- Pag-IBIG Fund recently released P7.467 Million representing the land acquisition of the Medina Homeowners Association (MHA) for the Cagayan de Oro Branch's first Group Land Acquisition and Development (GLAD) project.

The 300 square meter project located in North Poblacion, Medina, Misamis Oriental will benefit the 126 members of the said association.

MHA was granted a total loan amounting to P9.039 Million, of which the remaining amount will be used for the site development, for release on a staggered basis.

The OIC/Branch Manager Fermin A. Sta. Teresa, Jr. handed the check to the MHA president and landowner last January 2, 2007, in a simple turnover ceremony held at the Cagayan de Oro Branch. Present during the occasion were the OIC/Chief of the Mortgage Loans Division, Mr. Floyd Zapanta and some Marketing Staff.

Oro sees great opportunity in 2007

AS THE city of Cagayan de Oro ends 2006 with a big bang, it is expected to start 2007 with more opportunities for prosperity and growth.

This after Mayor Vicente Y. Emano announces the coming of five giant investments in the city and Misamis Oriental.

Emano disclosed that Ayala Land Corporation, Robinson's Development Corporation, A. Brown Corporation, Sta. Lucia Realty Inc., and Hanjin International will all be starting their enormous investments in the city.

Ayala Land Corporation will start its development of the 350 hectares of land in Indahag while Robinson's Development Corporation will pour in new investments in malls and realty and A. Brown will be starting their biggest subdivision in the island, which will be located in the hills of Barangays Balulang and Agusan.

Another giant real estate company, the Sta. Lucia Realty and Development Inc., will finally push through with its real estate project in Gusa while Hanjin International is already set to relocate its US$1.2 Billion shipyard investment at the Phividec Industrial Estates in nearby Misamis Oriental.

Emano said that with these developments, the city's economy is expected to soar high despite the predictions that 2007 is a hard year for everybody.

"As long as we continue to unite and maintain our stable peace and order we can put these things into greater heights," the mayor pointed out.

He expressed his gratitude to the Cagayanons for their cooperation that translated into economic growth and continued stability of peace and order in the city.

He is hoping that 2007, the year of the fire pig, will be the greatest year in the history of Cagayan de Oro as it will usher in incessant influx of investment.

Siguro dugay na kadtong higayon na gilakag mo ug baka kay as far as the news na gihigpitan na raw ng airport securities na wala nang makapasok na baka o kambing. Ngayon ang problema nalang nila yung mga ibon na lumilipad kasi nababangga ng eroplano. Delikado din daw yun.

Mayor Emano approves more infra projects

Cagayanons has nothing else to ask for in terms of infrastructure development as City Mayor Vicente Y. Emano recently approved various infrastructure projects in the city.

One of the three projects include the construction of an overpass which will be built across Capitol University Medical City, one of the accident-prone areas along the national highway.

Mayor Emano also gave the go-signal for the installation of the P1.5 million water system project at the Phase 3 of Cala-anan Resettlement Site in barangay Canitoan. The said project, duly approved by the Cagayan de Oro Water District board, is part of the P6 million funding for the project in the area.

Another infrastructure project is the rehabilitation and concreting of the 75-meter road in Purok 5, barangay Gusa. Program of works for the purpose is already prepared, the mayor said.

The three projects are among the various infrastructure projects worth P23 million, excluding additional P4.54 million funding, ordered released by Mayor Emano for barangay infrastructure development.

Mayor Emano hoped that with these projects, quality of life of the city?s poor residents will improve.

Big players’ entry seen to boost Cagayan de Oro property market

Cagayan de Oro City — The entry of Ayala Corp. and other Manila-based property developers into this city is expected to create a more exciting and challenging property market.

"We welcome national property players here. That means Cagayan de Oro must be doing well because Ayala is coming," said Marlon B. Escalicas, manager of property developer Crown Communities Cagayan, Inc.

Officials of the city’s local planning and development office told BusinessWorld earlier that Cagayan de Oro’s blueprint through 2010 calls for the development of the uptown portion of the city anchored largely on major investments from private developers.

The city’s strategic plan is divided into two parts: west up-town and east uptown, with the Cagayan de Oro River as the reference point.

The Pueblo de Oro Township, owned by Manila-based Regatta Properties and Beacon Property Ventures, leads the west uptown’s development while the east up-town’s plan has close to 700 hectares of land for development by Ayala Corp. and Fil-Estate Land.

The city’s planning office said the infrastructure systems in these areas are already in place. Construction is ongoing for support facilities.

In 2005, Ayala executives informed city Mayor Vicente Emano of a planned P4-billion mixed-use complex targeted for development in barangay Indahag, east of the city. Under the plan, an initial investment of P2 billion will increase to P4 billion by 2010, the mayor said.

The planned complex will include a shopping mall, high-rise structures, recreation facilities, and other upscale community amenities.

"[Ayala] already submitted its locational clearance, and after processing their documents such as development permit and others, it will start to develop the area," said Estrella F. Sagaral, acting city planning and development coordinator.

Attractive market

Cagayan de Oro, with a population of over 600,000 growing annually by 3.12%, strategically links Mindanao’s cities to major ports in the Visayas.

The local property market covers not only local residents and institutions and those in the province of Misamis Oriental, but also includes establishments and workers in the 50-mile Cagayan-Iligan industrial corridor.

Estimates showed that a major chunk of this market has a monthly income of P14,000 to P75,000 per household, figures that could qualify under economic and open-market housing.

"Overseas workers provide a major impact on our sales since they have high purchasing power," said Remy Alejandrino, senior manager for corporate affairs of Pueblo de Oro Development Corp.

Aside from overseas workers, affluent families from nearby Bukidnon, Lanao del Norte — especially Iligan City — and the Caraga Region also buy local housing packages offered in the city.

Although the market is generally biased towards low-cost housing, or units priced up to P600,000, the industry is currently looking at medium-cost projects, or those priced up to P1 million, and up-scale packages of up to P5 million per unit.

Crown Communities, Pueblo de Oro, A. Brown Co., Johndorf Ventures Corp. and Robinsons Land are a few of the major property firms operating in the city. Crown Communities is developing its 150-hectare European-style subdivision called Gran Europa.

With projects in the Lumbia area going to the city’s airport, the company aims to accommodate all segments of the market.

"We would like to articulate to the buyers that they can have a taste of Europe but don’t have to spend much," said Mr. Escalicas.

The expansion of the subdivision also indicates the direction is towards high-end packages. It is currently developing another enclave with a French-Italian concept which has house-and-lot packages costing P5 million to P6 million.

Pueblo de Oro has also been developing its township project composed of residential subdivisions, a commercial center, business and information technology park and a golf and country club.

"We are developing the building blocks for the buyers to be secured when they live here," Ms. Alejandrino said.

The firm has partnered with Johndorf Ventures Corp. and Robinsons Hillsborough in the development of economic, medium-cost and high-end packages that are priced from P300,000 to P4 million.

It is also developing a 360-hectare property in Lumbia into a subdivision called Forest View Town-homes.

Another major Cagayan de Oro player is A. Brown Co. which is developing a project within the Xavier Estates at the Lumbia area, with the Xavier Sports and Country Club as one of its amenities.

It also has a new subdivision in Agusan district located at the west uptown part of the city. It also owns Teak Wood Hills, an upscale development.

Ms. Sagaral said Ayala’s entry comes at a good time since the city has been bullish in developing its infrastructure system.

"We welcome [major property firms here]. They are important to the growth of the city," she said.

Ayala’s entry also adds to the city government’s income and provides economic opportunities to local residents, she said.

"Ayala will hire local people and thus would boost local employment," she added.

Cybercafe owners plan to operate call centers

INTERNET café operators are now entertaining the idea of converting their shops into call center facilities at nighttime.

This was proposed by Internet café owners during the first Internet Café Owners’ Association Summit, which was facilitated by Microsoft Philippines, Intel, Innove and Level Up.

The summit held last Jan. 19 at the Microsoft Southern Philippines office at the Skyrise building in Asiatown IT Park gathered café operators from Bacolod, Bohol, Cagayan de Oro, Davao, Dumaguete, Iloilo, Tacloban and Cebu to discuss related issues faced by the industry, share best practices, and ways to increase profitability.

Magtanggol Bawal, Microsoft Southern Philippines sales operations director, said Microsoft will bridge Internet café operators and a Filipino company named Biometrix Philippines Corp., which is willing to invest in converting Internet cafes into call center facilities at night.

Bawal said Biometrix will provide café operators software solutions and training modules for Internet cafes to operate as a legitimate call center or outsourcing facility at nighttime.

Revenue

“This will mean a good additional revenue for Internet café owners since Biometrix will rent the PCs (personal computers) for P5,000 a month,” he said.

While some Internet cafés in Luzon have already explored the possibility, Bawal said Biometrix is now showing interest in penetrating the Visayas and Mindanao markets.

“They ran the pilot program in Palawan and proved it was successful,” he said.

Biometrix has been servicing clients in the United Kingdom, United States and Australia.

He said Biometrix is willing to help Internet café owners who want to maximize their existing technologies and plan to operate their own call centers, either for medical or legal transcription.

Microsoft and Biometrix will be holding a roadshow in the first quarter of this year to present opportunities to Internet café owners in Visayas and Mindanao.

“This is our way of supporting the industry and revenue reinforcement is one of the most important tool to save this struggling industry,” Bawal said.

Bawal said industry players still face the problem of “price war,” in which some café owners drop hourly charges for Internet and gaming use to P5 to lure more customers.

During the summit, he said Internet café operators have agreed to a P20 per hour average charge.

Legislation

He said café owners are hoping all industry players will abide by the agreement.

“We are working with the LGUs (local government units) to work on a legislation regarding this,” he added.

Bawal said Microsoft is also working on cleaning up the piracy problem, especially among Internet café outlets.

He said, though, that he understands that café owners face financial restrictions when purchasing licensed software.

“We cannot force them to get licensed software,” he said.

But he said Internet cafes owners who wish to turn their shops as call centers at night, will have to get licensed software due to international clients’ requirements. (MMM)

Entrepreneurs for fruit wine technologies sought: Guyabano Wine, anyone?

The Food Technology Department of Xavier University (Ateneo de Cagayan) College of Agriculture (XUCA) has successfully conducted a pilot batch processing of some common fruits into sweet wines which are now available for commercial or village-level production to interested parties.

“We have conducted pilot trials for guyabano, pineapple and Bengal currants, more commonly known as Karanda,” said food technologist Sylvia T. Aguhob, department chairperson of the XUCA Food Tech Department. “We have also conducted public taste tests for our products and received positive responses from the tasters.”

Guyabano, or soursop ( Annona muricata) is better known to Cebuano-speaking Mindanaoans as the abana, virtually the same name by which it’s known in its sister Spanish colony of Mexico as the huanaba.

Although cultivated commercially in some countries of Central and South America, West Africa, Asia and South Florida in the United States, Filipinos have generally taken abana for granted despite its deliciously tart, white edible pulp and high carbohydrate content and significant amounts of Vitamin C, Vitamin B1, Vitamin B2, Potassium and dietary fiber (but low in cholesterol, saturated fat and sodium).

Mix together the abana pulp, kalamansi juice and sugar in a blender with some ice or cold water and process till smooth and voila! A beverage cooler that’s not only delicious but healthy as well.

Besides being eaten raw as a fruit and health food, abana is also processed into candies, tarts, shakes, ice cream, sherbets and other beverages. It is also used in many rural areas as a medicinal plant as a antispasmodic, sudorific and emetic and its juice as a herbal remedy for urethritis, haematuria and liver ailments.

However, it’s so commonplace in Northern Mindanao that it’s not even monitored as a commercial fruit by the Bureau of Agricultural Statistics (BAS) since it is not utilized commercially except for powdered Guyabano juice which was developed and marketed by some Luzon based companies some time ago.

But Ms. Aguhob hopes to change that perception, at least in Cagayan de Oro and later maybe the entire Northern Mindanao with her “Sweet Guyabano Wine.” Response to the demo batch displayed at the Aggies booth during the Xavier Days last December was positive and she is confident it is ready for technology transfer. The pencil-pushing for its commercial production is now being undertaken by the XU Economics Department under Vennie Laroza.

Another fruit which the XUCA Food Lab has developed into a “sweet wine” is the pineapple. Although it has had more success as a commercial fruit than the abana, the pineapple is more popularly known hereabouts as fillers/extenders for various “Del Monte products” processed at its cannery in Bgy. Bugo rather than as wines.

Fresh and processed pineapple products by Del Monte have traditionally been one of the region’s top ten exports, although it is also extensively planted for the table in backyards and private farms of Northern Mindanao. The Department of Trade and Industry Region 10 office reports fresh and canned pineapples from the Del Monte plantation in Bukidnon and its cannery in Bugo, Cagayan de Oro was Nothern Mindanao’s fifth largest export for the (latest available data) third quarter last year in terms of value (US$ 22,602,179) after crude coconut oil, oleochemicals, cochin coconut oil and dessicated coconut.

In fact, pineapple as a fruit wine has already been developed and marketed in Hawaii by a private company as “Maui Blanc”. The Hawaiian pineapple wine is a non-vintage wine made from the juice of pineapples, produced and fermented in a similar manner as grape wines. The result is a soft, dry, fruity wine with an unmistakable pineapple bouquet.

Developed by Ms. Aguhob some three years ago, XUCA Food Dept.’s “Sweet Pineapple” wine has yet to be taken up for commercial production by a private investor, although the Jesuit community of XU has been enjoying it as a table wine for some time now.

More recently, Ms. Aguhob undertook the development of a sweet wine from the Bengal Currant, more popularly known hereabouts as the Karanda, or caramba, caranda, caraunda or perunkila in other places around the country.

Ms. Aguhob was constrained to develop the Karanda wine after their German consultant Mr. Lewke planted some 300 shrubs of the plant in the slopes of Manresa, the sprawling campus of the Xavier University College of Agriculture (XUCA) in Upper Carmen began to bear fruit.

The karanda is a small fruit resembling a purple grape, with a berry-like flavor which can usually be harvested from May to October. It is a rank-growing, straggly, woody, climbing shrub, usually growing to 10 or 15 ft (3-5 m) high, sometimes ascending to the tops of tall trees; and rich in white, gummy latex. It may have great potential as an intercrop in the Philippines since it has been observed to climb and thrive on fruit trees like mango and avocado.

The karanda is native and common throughout much of India, Myanmar and Malacca and dry areas of Sri Lanka and has been growing in Java and around Jakarta, Indonesia. The karanda first fruited in the Philippines in 1915 from seeds sent by the Middle Egypt Botanic Garden in 1912 and P.J. Wester (who sent the second and third batches of seeds) described it in 1918 as “one of the best small fruits introduced into the Philippines within recent years.”

Analyses made in India and the Philippines show ripe karanda has the following nutritional values: calories, 338-342/lb (745-753/kg); moisture, 83.17-83.24%; protein, 0.39-0.66%; fat, 2.57-4.63%; carbohydrate, 0.51-0.94%; sugar, 7.35-11.58%; fiber, 0.62-1.81%; ash, 0.66-0.78 %. Ascorbic acid content has been reported as 9-11 mg per 100 g. The karanda fruit and its leaves, roots, and bark also have many applications in herbal folkloric medicine.

Although initially developed by Ms. Aguhob as a jam, it did not pass the “taste test” among the XUCA’s resident club of tasters who found it rather flat. However, when Ms.Aguhob developed it as one of her sweet wines instead, it instantly found praise with the department’s resident connoisseurs who found its taste and color at par, if not better than ‘sweet red wines’ sold in groceries and supermarkets.

Cybercafe owners plan to operate call centers

INTERNET café operators are now entertaining the idea of converting their shops into call center facilities at nighttime.

This was proposed by Internet café owners during the first Internet Café Owners’ Association Summit, which was facilitated by Microsoft Philippines, Intel, Innove and Level Up.

Magtanggol Bawal, Microsoft Southern Philippines sales operations director, said Microsoft will bridge Internet café operators and a Filipino company named Biometrix Philippines Corp., which is willing to invest in converting Internet cafes into call center facilities at night.

Bawal said Biometrix will provide café operators software solutions and training modules for Internet cafes to operate as a legitimate call center or outsourcing facility at nighttime.

Revenue

“This will mean a good additional revenue for Internet café owners since Biometrix will rent the PCs (personal computers) for P5,000 a month,” he said.

While some Internet cafés in Luzon have already explored the possibility, Bawal said Biometrix is now showing interest in penetrating the Visayas and Mindanao markets.

“They ran the pilot program in Palawan and proved it was successful,” he said.

Biometrix has been servicing clients in the United Kingdom, United States and Australia.

He said Biometrix is willing to help Internet café owners who want to maximize their existing technologies and plan to operate their own call centers, either for medical or legal transcription.

Microsoft and Biometrix will be holding a roadshow in the first quarter of this year to present opportunities to Internet café owners in Visayas and Mindanao.

“This is our way of supporting the industry and revenue reinforcement is one of the most important tool to save this struggling industry,” Bawal said.

Bawal said industry players still face the problem of “price war,” in which some café owners drop hourly charges for Internet and gaming use to P5 to lure more customers.

During the summit, he said Internet café operators have agreed to a P20 per hour average charge.

Legislation

He said café owners are hoping all industry players will abide by the agreement.

“We are working with the LGUs (local government units) to work on a legislation regarding this,” he added.

Bawal said Microsoft is also working on cleaning up the piracy problem, especially among Internet café outlets.

He said, though, that he understands that café owners face financial restrictions when purchasing licensed software.

“We cannot force them to get licensed software,” he said.

But he said Internet cafes owners who wish to turn their shops as call centers at night, will have to get licensed software due to international clients’ requirements. (MMM)

Big players’ entry seen to boost Cagayan de Oro property market

Cagayan de Oro City — The entry of Ayala Corp. and other Manila-based property developers into this city is expected to create a more exciting and challenging property market.

"We welcome national property players here. That means Cagayan de Oro must be doing well because Ayala is coming," said Marlon B. Escalicas, manager of property developer Crown Communities Cagayan, Inc.

Officials of the city’s local planning and development office told BusinessWorld earlier that Cagayan de Oro’s blueprint through 2010 calls for the development of the uptown portion of the city anchored largely on major investments from private developers.

The city’s strategic plan is divided into two parts: west up-town and east uptown, with the Cagayan de Oro River as the reference point.

The Pueblo de Oro Township, owned by Manila-based Regatta Properties and Beacon Property Ventures, leads the west uptown’s development while the east up-town’s plan has close to 700 hectares of land for development by Ayala Corp. and Fil-Estate Land.

The city’s planning office said the infrastructure systems in these areas are already in place. Construction is ongoing for support facilities.

In 2005, Ayala executives informed city Mayor Vicente Emano of a planned P4-billion mixed-use complex targeted for development in barangay Indahag, east of the city. Under the plan, an initial investment of P2 billion will increase to P4 billion by 2010, the mayor said.

The planned complex will include a shopping mall, high-rise structures, recreation facilities, and other upscale community amenities.

"[Ayala] already submitted its locational clearance, and after processing their documents such as development permit and others, it will start to develop the area," said Estrella F. Sagaral, acting city planning and development coordinator.

Attractive market

Cagayan de Oro, with a population of over 600,000 growing annually by 3.12%, strategically links Mindanao’s cities to major ports in the Visayas.

The local property market covers not only local residents and institutions and those in the province of Misamis Oriental, but also includes establishments and workers in the 50-mile Cagayan-Iligan industrial corridor.

Estimates showed that a major chunk of this market has a monthly income of P14,000 to P75,000 per household, figures that could qualify under economic and open-market housing.

"Overseas workers provide a major impact on our sales since they have high purchasing power," said Remy Alejandrino, senior manager for corporate affairs of Pueblo de Oro Development Corp.

Aside from overseas workers, affluent families from nearby Bukidnon, Lanao del Norte — especially Iligan City — and the Caraga Region also buy local housing packages offered in the city.

Although the market is generally biased towards low-cost housing, or units priced up to P600,000, the industry is currently looking at medium-cost projects, or those priced up to P1 million, and up-scale packages of up to P5 million per unit.

Crown Communities, Pueblo de Oro, A. Brown Co., Johndorf Ventures Corp. and Robinsons Land are a few of the major property firms operating in the city. Crown Communities is developing its 150-hectare European-style subdivision called Gran Europa.

With projects in the Lumbia area going to the city’s airport, the company aims to accommodate all segments of the market.

"We would like to articulate to the buyers that they can have a taste of Europe but don’t have to spend much," said Mr. Escalicas.

The expansion of the subdivision also indicates the direction is towards high-end packages. It is currently developing another enclave with a French-Italian concept which has house-and-lot packages costing P5 million to P6 million.

Pueblo de Oro has also been developing its township project composed of residential subdivisions, a commercial center, business and information technology park and a golf and country club.

"We are developing the building blocks for the buyers to be secured when they live here," Ms. Alejandrino said.

The firm has partnered with Johndorf Ventures Corp. and Robinsons Hillsborough in the development of economic, medium-cost and high-end packages that are priced from P300,000 to P4 million.

It is also developing a 360-hectare property in Lumbia into a subdivision called Forest View Town-homes.

Another major Cagayan de Oro player is A. Brown Co. which is developing a project within the Xavier Estates at the Lumbia area, with the Xavier Sports and Country Club as one of its amenities.

It also has a new subdivision in Agusan district located at the west uptown part of the city. It also owns Teak Wood Hills, an upscale development.

Ms. Sagaral said Ayala’s entry comes at a good time since the city has been bullish in developing its infrastructure system.

"We welcome [major property firms here]. They are important to the growth of the city," she said.

Ayala’s entry also adds to the city government’s income and provides economic opportunities to local residents, she said.

"Ayala will hire local people and thus would boost local employment," she added.

I watched the telecast of 129th regular session of the city council. They discussed the ordinance which should give benefits to the people in Kauswagan and Bonbon as they shall be relocated soon to give way for the Coastal Road and Reclamation project on such coastal barangays.. This project shall be implemented in 2008 under BOT scheme..

City earns P141M from biz renewal

REGISTRATION and renewal of business permits from January 2 to 22 amounted to P141,826,121, according to the City Finance Department.

Lino Daral, city treasurer, disclosed this as the City Government ended on January 23, the two-week business processing period for old and new business establishments in the city.

Daral said a total of 12,615 business establishments have registered and renewed their permits this month posting a 79 percent achievement out of the 16,000 business establishments, which are expected to secure permits during the registration period.

The city treasurer pointed out that this year's achievement in business registration marked a big difference to last year's turnout where the City Government collected only P132 million from a total of 11,000 business establishments, which secured business permits.

He added that because of the positive turnout of business registration during the past two weeks, there will no longer be an extension of the registration period.

This means that those who will renew their business permits will now pay a 25 percent surcharge and a 2 percent penalty.

Daral said the heavy turnout of business registration this month only proved of the local business community's confidence in the local government administration knowing that the tax they are paying are effectively utilized for the much need social services for the people of Cagayan de Oro. (CIO)

POSCO technical team to visit Oro

The technical team from Korea’s largest steel company, Pohang Steel Corporation (POSCO) will visit the city on February 14, 2007 for final evaluation of the prospective site of its Nickel Smelting Plant in Phividec Estate, Tagoloan, Misamis Oriental.

City Mayor Vicente Y. Emano disclosed this as Department of Trade and Industry (DTI) Misamis Oriental director Eliza Pabillore reported to him that the technical team composed of engineers and other officials of the company will be in the city on the said date. Mayor Emano said that the investment would reach up to $1 billion with an initial investment of $750 million once they will decide to put-up their investment at Phividec. The city mayor is hoping that the said company will finally decide to invest here since it is very conducive and friendly to international investors. Its cheap labor costs, quality manpower and complete facilities with full support from the local government are also advantageous to foreign investors. If the Nickel Smelting Plant will be realized, this will contribute greatly to the economy of Northern Mindanao as well as to the island of Mindanao. POSCO, a 30-year old company is the 2nd largest steel manufacturer in the world that produces 28 million tons of crude steel per annum.

Oro cabs required to bear posters of tourist spots

TAXICABS operating in the city will soon take part in the campaign to advertise the city’s tourist spots. This developed after the City Council during its regular session yesterday presided over by Vice Mayor Michelle Spiers enacted an ordinance requiring owners or operators of taxicabs to paste or attach plastic stickers printed with the name or drawing of any of the tourist spots in the city on both the rear side doors of their units and for other purposes.

The ordinance provides that posting of such posters will be a prerequisite in the issuance of business permits to the operators. It authorizes the City Tourism Office to accredit and designate a single supplier to come up with the best design and specification for the purpose. Taxi operators will be granted tax rebates equivalent to the cost of the required stickers. The City Council also passed a corollary resolution requesting the Land Transportation Franchising and Regulatory Board (LTFRB) to make this a requirement in the issuance of franchises for taxicabs. Councilor Edgar Cabanlas, chair of the committee on tourism and Councilor Reynaldo Advincula, jointly authored the ordinance, in an effort to maximize information drive to promote the city’s tourism industry.
