Its final! Cagayan de Oro now has two congressional districts.
City Mayor Vicente Y. Emano made this disclosure after the Senate Committee on Local Government approved yesterday the creation of a second congressional district for Cagayan de Oro. A public hearing was held yesterday in the Senate Committee on Local Government chaired by Senator Alfredo Lim. It was attended by some local officials led by Vice Mayor Michelle Tagarda-Spiers. The creation of the second congressional district was authored by Congressman Constantino G. Jaraula of the lone district of Cagayan de Oro through House Bill No. HB05658 which pushed for the creation of a second congressional district in the city by splitting the present lone district. Mayor Emano said that the creation of a second congressional district in the city will mean more voices to carry the sentiments of the Cagayanons before the Congress. “I am glad that it was finally approved because it will mean better and improved services for the growing population of the city,” Mayor Emano pointed out. The city chief executive said that the creation of a second congressional district is very timely as the city experiences an enormous socio-economic progress, securing its position as bustling metropolis in this part of Mindanao. The committee of Sen. Lim is now bringing the approved bill in the plenary hall of the senate for approval before February 10, after which it will be brought to Malacanang for the President’s signature. The creation of the city’s second district will pave the way for the election of two House representatives for the city in Congress and 16 city councilors at the local legislative branch. Mayor Emano likewise thanked all the officials and the people of Cagayan de Oro who supported the creation of the city’s second district.

Big players’ entry seen to boost Cagayan de Oro property market
Cagayan de Oro City — The entry of Ayala Corp. and other Manila-based property developers into this city is expected to create a more exciting and challenging property market.
"We welcome national property players here. That means Cagayan de Oro must be doing well because Ayala is coming," said Marlon B. Escalicas, manager of property developer Crown Communities Cagayan, Inc.
Officials of the city’s local planning and development office told BusinessWorld earlier that Cagayan de Oro’s blueprint through 2010 calls for the development of the uptown portion of the city anchored largely on major investments from private developers.
The city’s strategic plan is divided into two parts: west up-town and east uptown, with the Cagayan de Oro River as the reference point.
The Pueblo de Oro Township, owned by Manila-based Regatta Properties and Beacon Property Ventures, leads the west uptown’s development while the east up-town’s plan has close to 700 hectares of land for development by Ayala Corp. and Fil-Estate Land.
The city’s planning office said the infrastructure systems in these areas are already in place. Construction is ongoing for support facilities.
In 2005, Ayala executives informed city Mayor Vicente Emano of a planned P4-billion mixed-use complex targeted for development in barangay Indahag, east of the city. Under the plan, an initial investment of P2 billion will increase to P4 billion by 2010, the mayor said.
The planned complex will include a shopping mall, high-rise structures, recreation facilities, and other upscale community amenities.
"[Ayala] already submitted its locational clearance, and after processing their documents such as development permit and others, it will start to develop the area," said Estrella F. Sagaral, acting city planning and development coordinator.
Attractive market
Cagayan de Oro, with a population of over 600,000 growing annually by 3.12%, strategically links Mindanao’s cities to major ports in the Visayas.
The local property market covers not only local residents and institutions and those in the province of Misamis Oriental, but also includes establishments and workers in the 50-mile Cagayan-Iligan industrial corridor.
Estimates showed that a major chunk of this market has a monthly income of P14,000 to P75,000 per household, figures that could qualify under economic and open-market housing.
"Overseas workers provide a major impact on our sales since they have high purchasing power," said Remy Alejandrino, senior manager for corporate affairs of Pueblo de Oro Development Corp.
Aside from overseas workers, affluent families from nearby Bukidnon, Lanao del Norte — especially Iligan City — and the Caraga Region also buy local housing packages offered in the city.
Although the market is generally biased towards low-cost housing, or units priced up to P600,000, the industry is currently looking at medium-cost projects, or those priced up to P1 million, and up-scale packages of up to P5 million per unit.
Crown Communities, Pueblo de Oro, A. Brown Co., Johndorf Ventures Corp. and Robinsons Land are a few of the major property firms operating in the city. Crown Communities is developing its 150-hectare European-style subdivision called Gran Europa.
With projects in the Lumbia area going to the city’s airport, the company aims to accommodate all segments of the market.
"We would like to articulate to the buyers that they can have a taste of Europe but don’t have to spend much," said Mr. Escalicas.
The expansion of the subdivision also indicates the direction is towards high-end packages. It is currently developing another enclave with a French-Italian concept which has house-and-lot packages costing P5 million to P6 million.
Pueblo de Oro has also been developing its township project composed of residential subdivisions, a commercial center, business and information technology park and a golf and country club.
"We are developing the building blocks for the buyers to be secured when they live here," Ms. Alejandrino said.
The firm has partnered with Johndorf Ventures Corp. and Robinsons Hillsborough in the development of economic, medium-cost and high-end packages that are priced from P300,000 to P4 million.
It is also developing a 360-hectare property in Lumbia into a subdivision called Forest View Town-homes.
Another major Cagayan de Oro player is A. Brown Co. which is developing a project within the Xavier Estates at the Lumbia area, with the Xavier Sports and Country Club as one of its amenities.
It also has a new subdivision in Agusan district located at the west uptown part of the city. It also owns Teak Wood Hills, an upscale development.
Ms. Sagaral said Ayala’s entry comes at a good time since the city has been bullish in developing its infrastructure system.
"We welcome [major property firms here]. They are important to the growth of the city," she said.
Ayala’s entry also adds to the city government’s income and provides economic opportunities to local residents, she said.
"Ayala will hire local people and thus would boost local employment," she added.

TAXICABS operating in the city will soon take part in the campaign to advertise the city’s tourist spots. This developed after the City Council during its regular session yesterday presided over by Vice Mayor Michelle Spiers enacted an ordinance requiring owners or operators of taxicabs to paste or attach plastic stickers printed with the name or drawing of any of the tourist spots in the city on both the rear side doors of their units and for other purposes.
The ordinance provides that posting of such posters will be a prerequisite in the issuance of business permits to the operators. It authorizes the City Tourism Office to accredit and designate a single supplier to come up with the best design and specification for the purpose. Taxi operators will be granted tax rebates equivalent to the cost of the required stickers. The City Council also passed a corollary resolution requesting the Land Transportation Franchising and Regulatory Board (LTFRB) to make this a requirement in the issuance of franchises for taxicabs. Councilor Edgar Cabanlas, chair of the committee on tourism and Councilor Reynaldo Advincula, jointly authored the ordinance, in an effort to maximize information drive to promote the city’s tourism industry.

I had lunch with him last Tuesday aand that's when I learned about his plan. He has some reservations about safety purportedly due to the recent terror scares in Mindanao. I hope I did well in my sales pitch for him both for my products and Mindanao as well. :lol:
I told him about getting accomodation at Mullberry Suites which I said is within a commercial complex called Limketkai where most of the necessities are conveniently accessible.

CAGAYAN DE ORO CITY -- Ayala Corp. plans to build a P4-billion complex in Bgy. Indahag in this city that will feature shopping malls and high-rise condominiums.
This was learned from Mayor Vicente Emano, who said Ayala Corp. representatives visited city hall recently to discuss the project.
He also said that with an initial investment of P2 billion growing to P4 billion in several years, the Ayala project would help create jobs for city residents.
Cagayan de Oro currently hosts nine mixed-use shopping malls: SM City, Robinsons' Big R Super Center, Limketkai Center, and three malls each for the Gaisano and Ororama groups.
Limketkai, a pioneering mall developer in this city, is developing its Limketkai Center into a central business district. Aside from the shopping mall, the center now hosts open cafes, restobars, and a few townhouses. Limketkai mall also features an atrium that can accomodate 4,500 people.
Limketkai proposes to put up condominium units, a hospital with links to US-based specialists, a commercial building for private offices, and a government building that will house local and national government offices.
Part of its plan is the development of a one-hectare area into a basement parking, ground floor department store, four modern theaters on the third floor, and a 320-room business hotel.
The 30-hectare Limketkai Center opened in June 1991. So far, nine hectares have been developed. Two of the biggest locators in the center are Plaza Fair and Robinsons.

AS an act of gratitude to the Texas and Los Angeles Medical team, the city government, through the City Tourism Board headed by Rhia Rita Abalos, will host a Pasalamant Party for them tomorrow night. Mayor Vicente Emano, who invited the medical team to serve the city’s indigents, will distribute plaques and certificates of appreciation to the visiting doctors and all those who supported the three-day medical mission held at the City Tourism Hall.Rep. Constantino Jaraula, Northern Mindanao Medical Center head Dr. Evelyn Clarete, OIC Dr. Jose C. Chan, chief of the Medical Professional Staff, and Misamis Oriental Medical Society President Meneleo Navarro are among those invited to grace the affair.
SERVICES The medical specialists, in cooperation with the City Health Office headed by Dr. Jerie Calingasan, were able to serve hundreds of men, women and children during the three-day outpatient services at the City Tourism Hall. Free medicines were also given to the patients. Meanwhile, the surgical team also performed various surgical procedures to 71 patients at the NMMC. Based on data gathered by The Power, 11 patients were operated for Thyroidectomy, 10 for Herniorrhaphy, 6 for Cholecystectomy, 4 Thyroid Lobectomy, 5 Hydrocholectomy, 7 for Total Abdominal Hysterectomy and Bilateral Salpingo-Oophorectomy (TAHBSO), 4 for Total Abdominal Hysterectomy, (TAH) and 2 for Mastectomy.Other procedures included excision of Thyroid mass, aspiration of cyst and excision of mole adenopathy, among others. In an interview with The Power, NMMC Operating Room Supervisor Imelda Akut said that the doctors were not only efficient and fast but also used state-of-the art gadgets and modern procedures. The medical mission ended yesterday. The visit of the foreign doctors was facilitated by a special committee created by Mayor Emano headed by City Accountant Wilma Rugay and the City Tourism Board. The City Council during its regular session on Wednesday also adopted a resolution thanking the medical mission for its laudable project in serving the city’s indigent constituents.The resolution was authored by Councilor Simeon Licayan, chair of the committee on health.

I watched the telecast of 129th regular session of the city council. They discussed the ordinance which should give benefits to the people in Kauswagan and Bonbon as they shall be relocated soon to give way for the Coastal Road and Reclamation project on such coastal barangays.. This project shall be implemented in 2008 under BOT scheme..
Kung madevelop na kanang reclamation area, maforce nasab ang Ayala nga i-develop nila ang land nila duol or abay diha. Another huge business district soon will rise! Reclamation area + Ayala will boost the development in the Northwest portion of the city. Ug kanang westbound terminal and Market sa Bulua nga duol ra sa reclamation area, mosamot na kabibo ug mafull pledge na ang pakinabang nito.

Dati ang Cagayan na pangalan ay "Cagayan de Misamis" and nung na city na siya tinanggal ang misamis since capital naman talaga ng Misamis Oriental at pinalitan ng Oro basing on the legend and history of past na may mga ginto sa mga ilog. And then former mayor Rubin Canoy named "CDO: City of Golden Friendship" dahil wala nang nakikitang mga ginto sa mga ilog nagyon kundi ang "valuable friendship "ng mga tao sa lungsod na ito na singhalaga ng ginto.

The Sacred Heart Chaplaincy at RER Drive Subdivision which is administered by the Congregation of the Blessed Sacrament is organizing a fund raising concert dubbed “MARRI NALLOS – THE CRYSTAL VOICE OF ASIA “on March 2, 2007, Friday, at The Atrium, Limketkai Mall at 7:30pm.
The concert aims to raise funds to complete the ongoing development of Sacred Heart church preparing it to become a center of Eucharistic Life in the Archdiocese of Cagayan de Oro. The Sacred Heart parishioners ‘personal commitment to financially support the project has been overwhelming according to the Chaplain, Fr. Joel Ruben Lasutaz, SSS. However, the church needs to raise more funds since the cost of construction materials is increasing and the overall estimated cost to finish the whole project amounts to around 10M.
The Sacred Heart Chaplaincy is very proud to have The Crystal Voice of Asia, MARRI NALLOS who has generously pledged her talent for the concert.
MARRI was born in Rome, grew up in London but remains Filipino in heart and is fluent in Tagalog. MARRI, 23, is also a composer and pianist. At the age of 9, MARRI won 1st Prize in Tawag ng Tanghalan in Le Palais London and thereafter won various Kanobe competitions, picked from over 20,000 children all over UK to be the Most Talented Child nationwide contest for children in UK at age 12, was crowned Munting Mutya ng Pilipinas in Hammersmith London, Miss Teen Philippines-UK and was a Bronze winner in the Shanghai Asian Songfest 2000.
MARRI has also had several international appearances in TV, film, commercials and theatre, recordings in London and in the Philippines with six (6) albums to date – Mari (Star Records), Marri Nallos Vol. 1 (Universal Records), Destiny (Viva Records), The Christmas Album and Marri Nallos, The Crystal Voice of Asia (Sony/BMG).
MARRI also sang the theme song “Mahal Naman Kita” of the just concluded GMA Korean teleserye “A Rosy Life”. DOT, COPC Recognize Tourism Writers, Photojournalists In Kaabag Awards
Cagayan de Oro City – For the first time ever, the Department of Tourism Region 10 (DOT-10) in cooperation with the Cagayan de Oro Press Club (COPC), recognized tourism writers and photojournalists who made significant contributions through the press in the Kaabag Awards for Tourism Journalists awarding ceremonies held at the SM Cagayan de Oro Activity Center Sunday afternoon.
Crisanto “Boyet” V. Varias, Jr. of The Mindanao Current was recognized as the Photojournalist of the Year for 2006 while Rene Michael “Mike” D. Bańos of Mindanao Gold Star Daily was named Tourism Writer of the Year.
Mr. Bańos also contributes stories to The Philippine Graphic, The Freeman, The Zamboanga Peninsula Journal and was formerly a correspondent of The Philippine Star. He is now the Business World provincial correspondent for Northern Mindanao and publishes an internet news magazine Kagay-an.com.
The Kaabag (which means “partner”) Awards for Tourism Journalists was conceived by DOT-10 and the COPC to recognize the contributions of writers and photojournalists in promoting the tourism industry in Region 10 and encouraging the press to write more about destinations and new developments in the tourism industry. It was officially launched last September 20, 2006 in Cagayan de Oro City by DOT-10 Regional Director Catalino “Butch” Chan III and COPC President Uriel Quilinguing.
Other finalists for Photojournalists of the Year included Rodrigo “Rudy” C. Ladao (Phil. Sunday Journal/Golden Chronicle), “Ian” Roy T. Ruiz (Golden Chronicle), and Dante “Dhan” M. Sudaria (Mindanao Gold Star Daily).
For Tourism Writer of the Year, the other finalists were Danilo “Danni” V. Adorador III (Sun Star Cagayan de Oro), Teresita “Terry” D.C. Betonio (Mindanao Women Writers/ The Golden Chronicle), Gil Emmanuel “Butch” Enerio (The Freeman/Business Mirror) and Rubelyn “Ruby” Yap (Philippine News Agency/ contributor, Lakbay.net).
The evaluation for all entries was conducted last Nov. 29, 2006 at the DOT-10 office at the Pelaez Sports Center. Evaluators of entries for Photojournalist of the Year was conducted by

While evaluation for entries for Tourism Writer of the Year was done by Atty Cancio Nicanor Guibone, Ms Christie Saligumba and Ms Ma Elena O. Manalo (DOT-10).
Criteria for Tourism Photojournalist entries included consistency (regularly came out with a published tourism photo /commitment); composition ( proper framing of shots, angling format of the sharp and precise sharpness,) accuracy of subject presented (content) and community relations (professional development, personality traits, credentials, trainings).
Final Judging for Photojournalists of the Year was conducted last Dec. 5, 2006 by Ms Linda Manalo, Mr Edgardo Pacalioga, PIA-10 and Mr Roy Magrina while final judging for Tourism Writer of the Year was conducted on the same date by Ms Estrella Borja, Xavier University Development communication dept., Mr Manuelito Roxas, and Cagayan de Oro City Tourism Officer Ms Imma Rae Gatuslao, herself a journalist.
Criteria for Tourism Writer entries included consistency (regularly writes about tourism industry in the region/commitment); writing skills (grammar, writing style, content presentation and variety of forms); accuracy of information presented (content) and community relations (professional development, personality traits, credentials, trainings).

How a couple from Cagayan de Oro became Amway Philippines only Diamond producers for 2006 outside of Metro Manila.
It’s an old business adage that people who find prosperity in adversity are more than halfway there to that elusive pot of gold at the end of the rainbow. In fact, that’s how a couple from a city originally known for its gold nuggets mined diamonds from the same place where their fortune from a previous business was slowly being frittered away.
By dint of hard work and business savvy, Mario and Evelyn Tero had made their drug and medical distribution company, E&M Marketing the No. 1 local medical distributor in Cagayan de Oro and Northern Mindanao by the middle nineties. They had 24 employees who had their own vehicles covering virtually all medical clinics and hospitals in the region.
But their very success proved to be their undoing. As the parents of their supplier company in Manila retired, the daughter who was educated in the US took over the management of the firm and decided to instead undertake the provincial distribution by themselves.
“We instantly lost 60% of our business,” Ms. Tero, who is known as “Babes” to friends, revealed. “During the period 1997-2000, our operations were no longer profitable as we had to struggle with fixed salaries and competing against the very company which previously supplied us.”
The couple tried to keep the business afloat by getting new investors and bank loans but was stymied by cut-throat competition from importers of very cheap generic drugs from China and India.
“In 2000 our medical business went almost bankrupt. We started to downsize. It was a hard time settling our account payables. We were having terrible financial troubles,” Ms. Tero said. She was in and out of hospitals as she succumbed to the stress inherent in the medical business.
“We had to sell our dream house that we built 1995 just to settle our financial obligations. We were getting ready to leave for the US, hoping for an immediate solution to our problems. I also got involved in construction and the real estate business in Manila, leaving my family in Cagayan. I thought it would augment my income but life in Manila became more miserable that I ended up with nothing,” Mr. Tero recalled.
In September 2003, Ms. Tero asked her husband to come home to help her care for Mr. Tero’s father who was suffering from osteoporosis and to help her in our Amway business.
The Teros were first exposed to Amway in Manila in 1997. But they were reluctant to join since they already had an ongoing enterprise. They eventually decided to give it a try out of consideration for their friends.
“When they did the presentation, we fell asleep and woke up already towards the last part,” Ms. Tero recalls. “Having just finished a marriage enrichment seminar from the Worldwide Marriage Encounter Movement, we were too exhausted to pay full attention.”
Actually, the couple had little choice. Comparatively speaking, their traditional business required a large amount of capital, or approximately PhP200-300,000 per month to produce a return of say, PhP40,000.00. It also required skilled medical personnel who were difficult to find, higher salaries and 8-12 hours of supervision daily.
“In contrast, you need as little as PhP1,800.000 to start an Amway business, which you can parley into an even bigger monthly income in 6-12 months, depending on how hard you work and how committed you are,” Ms. Tero said. “You don’t even have to be a college graduate to make good in this.”
She cited one of her downlines, a taxi driver from Gingoog city who is in his late 30s, a high school graduate and who doesn’t know how to communicate in English. His group now produces P18-20,000 sales a month and he himself realized an income of PhP210,000 last year.
Three years after deciding to go into Amway full-time as Independent Business Owners (IBOs) , Mario and Evelyn Tero officially achieved the highest level attained by IBOs in the Philippines so far as they became one of only five Independent Business Owners (IBOs) in the country to be awarded Diamond status in 2006 by Amway Philippines, a global direct-selling company providing the Amway opportunity to Filipinos since 1997.
They were also the first ever Diamond distributors in Mindanao where Amway maintains its largest Amway Distribution Center (ADC) in the country.
“We take pride each time a new Diamond status holder is awarded for we know that we are once again successful in providing an entrepreneurial opportunity,” said Ador Bonquin, Amway Philippines senior country manager.
Already, the next generation is coming online. Virga, their 23-old adopted daughter who is an HRM graduate from Lourdes College, is now a Gold Producer while 16-year old Mario II, who is known as “MM”, wants to be just like his Father and Mother in being significant to other people’s lives by being a positive influence in their lives.
We asked the Teros the secret of their success.
“Most important, you need to maintain good relationships with your downlines and uplines,” said Ms. Tero. “Care for their dreams. Your purpose in helping them is for them to achieve their dreams.”
She also cited focus, citing the need to leverage time and effort by spending time equally with all of their six direct and their six indirect legs and strategy, to pick key potentials from the downlines recruited by their own directs.
Training is also another key factor for success, and she cited Network 21 for their role in helping them achieve Diamond status.
“Ninety five percent of all achievers in the Philippines undergo constant training on entrepreneurship and business orientation,” Ms. Tero said. Since Filipinos tend to be employment oriented, she said Network 21 plays a key role in facilitating the transformation of “key potentials” into achievers.
“The most important learning from the Network 21 trainings that IBOs pick up is to develop a way of thinking, a way of life that is parallel to those of successful people, the outstanding achievers who’ve made it big in Amway.”
So what lies in the future for the Golden City’s Diamond producers?
“We promise to continue helping our teams achieve their dreams because in journeying together, their success also becomes our success and their reward our reward,” said Mr. Tero.
“The journey has just begun. We have bigger goals in our Amway business,” Ms. Tero replied. “With God’s help, we shall move forward to the next level: Founders Diamond and Executive Diamond Club.”

The City of Cagayan de Oro (abbreviated C.D.O.; Cebuano: Dakbayan sa Cagayan de Oro; Tagalog: Lungsod ng Cagayan de Oro) is the premier city of Northern Mindanao. It is the capital of the province of Misamis Oriental, Philippines and the regional center for Northern Mindanao (Region X). According to the 2000 census, it has an estimated population of 461,877 people in 200,000 households.

Cagayan de Oro is base to multinational companies such as Del Monte Philippines (formerly Philippine Packing Corporation). It has been operating in Cagayan de Oro since the 1930's. Pineapples in nearby Bukidnon Province are transported to their Processing Plant in Barangay Bugo and shipped to the entire Philippines, Asia and the Pacific.
Cagayan de Oro City is the center of education in Northern Mindanao. The city is the site of large state-run educational institutions and universities.
Current Mayor of Cagayan de Oro City is Vicente Y. Emano and current Vice-mayor is Michelle Tagarda-Spiers.

The PHIVIDEC Industrial Authority (PIA) was created by Presidential Decree No. 538, as amended by PD 1491 on August 13, 1974.
It is a government corporation vested with special powers to establish, develop and professionally administer and/or operate industrial areas and the ports and utilities inside such areas. The objective is to catalyze a faster development in Northern Mindanao and to pursue the Government's policy to disperse industries to the country side as a means of equitably distributing resources.
The first industrial area administered by PIA is the 3,000-hectare PHIVIDEC Industrial Estate in Misamis Oriental (PIE-MO). In 1994, the Philippines Government designated PIE-MO as the hub and showcase of its flagship program for industrialization in Northern Mindanao, the Cagayan de Oro-Iligan Corridor Special Development Project.
One important infrastructure project pursued by PIA for a fast-paced development in Northern Mindanao is the Mindanao Container Terminal (MCT) located in PIE-MO.
In administering and initially operating MCT. the goal of PIA is to establish MCT as a container port of international standards that would address the need of shippers to efficiently transport their cargoes not only to and from PIE-MO but also those coming in and out of the other places in Mindanao, into the BIMP-EAGA Region, as well as in the Asia-Pacific Region.

Laguindingan International Airport
Laguindingan International Airport is an international airport that is currently under construction in Laguindingan, Misamis Oriental in the Philippines. This airport will cater international flights, mostly for Cagayan de Oro and other cities in Northern Mindanao.
The airport is a flagship project of the Cagayan de Oro-Iligan Corridor special development project, which covers the two key Mindanao cities of Iligan and Cagayan de Oro, five coastal towns of Lanao del Norte and the 14 towns of Misamis Oriental's first congressional district. It is located 46 km. from the Lumbia Airport in Cagayan de Oro.
Background
Plans for the airport have existed since 1991, but have been stymied by land acquisition and financing problems.
Groundbreaking ceremonies on the US$107 million project were held on January 11, 2006 and attended by President Gloria Macapagal-Arroyo.

Investment Center
In his 2000 paper "Investing in Regional Cities: the Next Big Thing," de Vera describes how Cagayan de Oro is not only the gateway to Northern Mindanao region, but is its regional shopping center as well.
Although it ranked only 16th among the 23 cities in the study in Gross City Domestic Product (GCDP) with P4.93 billion, it led all others in investments with P16.5 billion. It was also the only city in Mindanao among the top five cited by the study in investments posted with the Board of Investments (BOI) in 1999.
Focused Vision
Cagayan de Oro was also cited in a 2000 study by the Washington Sycip Policy Forum -- a think tank of the Asian Institute of Management -- because of its "focused vision for its economic future."
The study said Cagayan de Oro's competitiveness was enhanced by its strong economic ties such as with the Northern and Central Visayas regions, Cagayan de Oro-Iligan Corridor (CIC), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
Although other regional centers like Davao were also progressive, its average household income from 1994 to 1997 dropped 10%, while those of Cagayan de Oro and General Santos increased.
Infrastructure Support
Another unique feature of Cagayan de Oro is the way by which its strong real estate property development is balanced by inter-regional infrastructure development such as the Laguindingan international standard airport, Mindanao International Container Port, Tubod-Tangub bridge and widening of its Iligan-Cagayan de Oro-Bukidnon Road (ICBR), the road artery which links it to key satellite areas.
With over 100 subdivisions containing 80,000 lots covering over 1,000 hectares and counting, the real estate boom in the city is likewise balanced by intercity infrastructure such as the planned construction of three additional bridges across the Cagayan river, Licoan flyover and the East and West coast public utility terminals aimed at loosening the city's tightening gridlock.
Wide Consumer Base
Which is just as well, since although Cagayan de Oro city itself only has half a million residents, it serves a consumer base of well over three million people covering the five provinces (Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental and Misamis Occidental) and six cities (Cagayan de Oro, Gingoog, Iligan, Oroquieta, Ozamiz, and Tangub) of Region 10 (Northern Mindanao) as its regional shopping center.
Already, SM City and rival Big R Super Center have set up mixed-use shopping malls to rival Gaisano's three malls and the local titans Ororama and Limketkai which all boast of department stores, concessionaires, national food chains and cinemas equal if not better than similar stores in other booming regional centers like Cebu, Bacolod and Davao.
Industrial Parks
Besides retailers, light and medium industries are also finding Cagayan de Oro and its satellite areas an ideal home with its mix of affordable industrial parks, reliable and affordably priced utilities, and central location linked to the rest of the country and the ASEAN region with seamless transportation and communications.
The 3,000-hectare PHIVIDEC Industrial Estate-Misamis Orientalis the country's largest, with the 200-hectare First Cagayan de Oro Business Park and the 80-hectare Alwana Business Park now online. Three others are in the pipeline: Laguindingan Industrial Park, El Salvador Economic Zone, and Gingoog Special Economic Zone.
Already, 19 light and medium industries are operating in Cagayan de Oro, the largest of which are Del Monte Philippines, Inc. and Nestlé Philippines, Inc.'sASEAN regional manufacturing center for coffee and milk powder. Another 30 or so industries are operating in the Phividec Industrial Estate-Misamis Oriental.
Exports Boom In large part due to this mix of industrial infrastructure and locational advantages, exports topped the US$200-million mark in 2001 as downstream industries, taking advantage of the city's proximity to the agriculture powerhouse Bukidnon, churned out an increasingly diverse array of products to complement the region's predominantly coconut-and-pineapple export base.
Telecom
Another reason for the continued increase in exports and gross city domestic product are Cagayan de Oro's recent and planned transportation and communications projects through which the lifeblood of this regional dynamo flows. Already served by five telephone local exchange centers (LECs), and four mobile phone companies, the present 65,000 land lines are set to double by another 50,000 in the next two years, further boosting teledensity beyond 10 phones per 100 persons. Two paging networks and nine Internet service providers provide pinpoint local and global reach.
Improved Services
On top of this, 122 banks and 203 public and private schools provide support services, accounting for over half the region's total for both categories. Health services are equally impressive: Eleven public and private hospitals provide over 1,500 beds -- half the total in Region 10.
These are further backed by some 49 barangay health centers, 66 family planning clinics, and over 200 medical and dental clinics. Medical facilities include world-class institutions like the Northern Mindanao Heart Center and Mindanao Eye Center.
Multicultural Peace
Tourism is another sunrise industry. Regional and national convention-goers find irresistible the city's close proximity of hotels and accommodations, wide variety of easily accessible exotic tourism destinations and amenities including an 18-hole world class golf course and a country club.
Not the least, the leisure industry appears to be crossing even political and ideological lines as Cagayan de Oro has been relatively spared the rash of violence which has rocked Mindanao's urban centers as of late. Although its peace and order situation is by no means impeccable, still it has been spared the wholesale bombings and killings many have come to associate with Mindanao.
The most logical explanation for this is multicultural harmony: Despite the diversity of beliefs and ideological convictions, residents share the same admiration and affection for the City of Golden Friendship, the city that has become a home even to migrants and ever-increasing number of visitors over the years.

The Food Technology Department of Xavier University(Ateneo de Cagayan) has successfully conducted pilot batch processing of some common fruits into sweet wines which are now available for commercial or village-level production to interested parties.
The Food Technology Department of Xavier University(Ateneo de Cagayan) has successfully conducted pilot batch processing of some common fruits into sweet wines which are now available for commercial or village-level production to interested parties.
“We have successfully conducted pilot trials for guyabano, pineapple and Bengal currants, more commonly known as Karanda,” said food technologist Sylvia T. Aguhob, department chairman of the XUCA Food Tech Dept.. “We have also conducted public taste tests for our products and received positive responses from the tasters.”
Guyabano, or soursop ( Annona muricata) is better known to Cebuano-speaking Mindanaoans as the abana, virtually the same name by which it’s known in its sister Spanish colony of Mexico as the huanaba.
Although cultivated commercially in some countries of Central and South America, West Africa, Asia and South Florida in the United States, Filipinos have generally taken it for granted despite its deliciously tart, white edible pulp and high carbohydrate content and significant amounts of Vitamin C, Vitamin B1, Vitamin B2, Potassium and dietary fiber (but low in cholesterol, saturated fat and sodium).
Mix together the guyabano pulp, kalamansi juice and sugar in a blender with some ice or cold water and process till smooth and voila! A beverage cooler that’s not only delicious but healthy as well.
Besides being eaten raw as a fruit and health food, abana is also processed into candies, tarts, shakes, ice cream, sherbets and other beverages. It is also used in many rural areas as a medicinal plant as a antispasmodic, sudorific and emetic and its juice as a herbal remedy for urethritis, haematuria and liver ailments.
However, it’s so commonplace in Northern Mindanao that it’s not even monitored as a commercial fruit by the Bureau of Agricultural Statistics (BAS) since it is not utilized commercially except for powdered Guyabano juice which was developed and marketed by some Luzon based companies some time ago.
But Ms. Aguhob hopes to change that perception, at least in Cagayan de Oro and later maybe the entire Northern Mindanao with her “Sweet Guyabano Wine.” Response to the demo batch displayed at the Aggies booth during the Xavier Days last December was positive and she is confident it is ready for technology transfer. The pencil-pushing for its commercial production is now being undertaken by the XU Economics Department under Vennie Laroza.
Another fruit which the XUCA Food Lab has developed into a “sweet wine” is the pineapple. Although it has had more success as a commercial fruit than the abana, the pineapple is more popularly known hereabouts as fillers/extenders for various “Del Monte products” canned at its cannery in Bgy. Bugo rather than as wines. Fresh and processed pineapple products by Del Monte have traditionally been one of the region’s top five exports, although it is also extensively planted for the table in backyards and private farms of Northern Mindanao.
In fact, pineapple as a fruit wine has already been developed and marketed in Hawaii by a private company and marketed as “Maui Blanc”. The Hawaiian pineapple wine is a non-vintage wine made from the juice of pineapples, which is produced and fermented in the similar manner as grape wines. The result is a soft, dry, fruity wine with an unmistakable pineapple bouquet.
Developed by Ms. Aguhob some three years ago, XUCA Food Dept.’s “Sweet Pineapple” wine has yet to be taken up for commercial production by a private investor, although the Jesuit community of XU has been enjoying it as a table wine for some time now.
More recently, Ms. Aguhob undertook the development of a sweet wine from the Bengal Currant, more popularly known hereabouts as the Karanda, or caramba, caranda, caraunda or perunkila in other places around the country.
Ms. Aguhob was constrained to develop the Karanda wine after Mr. Lewke, planted some 300 shrubs of the plant in the slopes of Manresa, the sprawling campus of the Xavier University College of Agriculture (XUCA) in Upper Carmen began to bear fruit.
The karanda is a small fruit resembling a purple grape, with a berry-like flavor which can usually be harvested from May to October. It is a rank-growing, straggly, woody, climbing shrub, usually growing to 10 or 15 ft (3-5 m) high, sometimes ascending to the tops of tall trees; and rich in white, gummy latex. It may have great potential as an intercrop since it has been observed to climb and thrive on fruit trees like mango and avocado.
The karanda is native and common throughout much of India, Myanmar and Malacca and dry areas of Sri Lanka and has been growing in Java and around Jakarta, Indonesia. The karanda first fruited in the Philippines in 1915 from seeds sent by the Middle Egypt Botanic Garden in 1912 and P.J. Wester (who sent the second and third batches of seeds) described it in 1918 as “one of the best small fruits introduced into the Philippines within recent years.”
Analyses made in India and the Philippines show ripe karanda has the following nutritional vauies: calories, 338-342/lb (745-753/kg); moisture, 83.17-83.24%; protein, 0.39-0.66%; fat, 2.57-4.63%; carbohydrate, 0.51-0.94%; sugar, 7.35-11.58%; fiber, 0.62-1.81%; ash, 0.66-0.78 %. Ascorbic acid content has been reported as 9-11 mg per 100 g. The karanda fruit and its leaves, roots, and bark also have many applications in herbal folkloric medicine.
Although initially developed by Ms. Aguhob as a jam, it did not pass the “taste test” among the XUCA’s resident club of tasters who found it tasted rather flat. However, when Ms.Aguhob developed it as one of her sweet wines instead, it instantly found praise with the department’s resident connoisseurs who found its taste and color at par, if not better than ‘sweet red wines’ sold in groceries and supermarkets.

The Cagayan de Oro Arnis Association is set to host the 2nd National Inter-School Arnis Tournament in March, this year.
This as the city government through City Mayor Vicente Y. Emano is making the necessary preparations to ensure the success of the said national sports event.
Already, Mayor Emano sought assistance from the Philippine Sports Commission (PSC) to provide such equipment as paddle stick, head gear, hand gear, chin gear, groin protector, rubber mat and score board.
The mayor said that supporting national sports event like this will not only boost the promotion of sports but will also serve as an avenue to discover and hone the talents of young Filipino martial arts enthusiasts.
Among the local arnis instructors are retired Police Supt. Honorio Cervantes, who had served as city police director of Cagayan de Oro, and self-defense instructor Samuel Cantal.

Sa ngayon, ang purpose ng walkway is to connect the Rosario strip to its main mall. Maganda din kung magkaintindihan ang ketkai at Ororama na idugtong thru walkway.

Cagayan de Oro City- The Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) will host a strategic assessment workshop on January 31, 2007 in this city to explore the viability for a Cagayan de Oro Business Council for Information and Communications Technology (ICT).
Heidi Grace P. Mendoza, Oro Chamber secretary-general, said the council will initially bring together existing ICT sectoral organizations to give them a stronger, united voice for the industry.
“Initially, we aim to create an ICT Conveners’ Group,” Mendoza said. “We envision a body to plan, execute and coordinate ICT programs and projects on investment promotion, business matching, business development, human resource development, policy advocacy and capacity building.”
Expected to join the workshop are the Cagayan de Oro Computer Dealers Association, Cagayan de Oro Software Developers Association, Computer Animators Group, internet café operators association and the newly created Telecoms and Power Development Group of Cagayan de Oro.
“We have also invited ICT representatives from chambers in Zamboanga, General Santos, Davao and Iligan to sound them out on the prospects for a Mindanao-wide ICT business council in the future,” Mendoza said.
The Oro Chamber first started discussing the concept of a united voice for the ICT sector in June, 2006 when it hosted the 1st Northern Mindanao Business Summit on ICT which sought to generate interest in opportunities which had opened to local investors as a result of new trends in ICT.
In September, 2006, some 400 participants from all over Mindanao flocked to Cagayan de Oro for the 5th Mindanao ICT Congress. The two-day congress identified key players in the ICT sectors from business, academe and government who then established the Mindanao ICT Agenda.
Mendoza said the congress has also invited officers and representatives from the US Agency for International Development (USAID) and the American Chamber of Commerce, and others from key support industries and institutions in the private and public sectors involved in telecoms infrastructure, training and regulation.
Cagayan de Oro now leads the ICT industry in Mindanao with its nascent business process outsourcing (BPO) industry which includes three call centers with over 1,000 seats and more entrants expected this year, two medical transcription firms, and over a hundred other companies involved in software development, internet café operations, graphics animation, and telecommunications.
The ICT Profile provided by the DTI-Misamis Oriental office describes the ICT infrastructure in Cagayan de Oro as being traversed by two major backbones: PLDT's 10 gigabytes per second (gbps) Digital Fiber Optic Backbone (DFOB) which is directly connected to five international submarine cable systems in the Asia Pacific and Southeast Asian region with onward connections to North America, the Middle East and Western Europe, supported by an extensive Digital Microwave Backbone; and Telicphil's 10 gbps National Digital Transmission Network, a 2,762 kms. fiber optic backbone facility that originates from Cuyapo, Isabela in the north and terminates in Cagayan de Oro in the south.
“Connectivity is important in the call center industry,” said Engr. Teodoro Buenavista, NTC-X regional director and member of the Regional Information Technology and E-Commerce Committee of Region 10 (RITECC-10) e-cluster group.
Bautista stressed it is not only connectivity in hardware but between the local players that the local BPO industry needs to maintain an edge over the competition, hence the imperative need for an ICT business council.
“RITECC-X will continue to push public-private partnership in three areas of development : policy, implementation and advocacy,” Bautista said.
The Department of Trade and Industry says the Philippines is fast catching up with India as the “Call Center Capital of Asia” due to the increasing costs of doing business in G-7 countries.
A 2005 study conducted by research firm Frost and Sullivan, reveals that the Philippine call center industry now ranks ninth in the Asian region with $9.8-million invested in hardware and software as of 2005, trailing its English-speaking rivals: India ($21 million) and Singapore ($20.3 million). From only a handful of call centers at the start of 2000, there is now an estimated 105 call center companies in the country, or double the figure from 2003.

Cagayan Electric Power and Light Company (Cepalco) vice president Jose Edgardo Uy, however, assured that no excess charges were made on currency adjustment rates last year, adding the firm welcomes any inquiry from the City Council.

The City Council, in a resolution passed Monday, also demanded Cepalco to explain why it has continued imposing the additional currency adjustment rates on four successive months last year when the peso had begun appreciating against the dollar.
They also want to know why Cepalco had not returned the supposedly excess charges, contrary to the Luzon-based Meralco's action to refund its customers this month due to the continued appreciation of the peso against the dollar.
But Uy assailed this, saying there was no reason to effect a refund similar to that of Meralco since the situation between the two power firms was different. He did not elaborate.
In a separate resolution, they also asked the Energy Regulatory (ERC) to strictly regulate the Currency Exchange Rate Adjustment (Cera)--one of the cost recovery mechanisms in which utilities can charge customers for every upward or downward change in the present exchange rates.
Councilors Jose Benjamin Benaldo and Edgar Cabanlas, who both rendered respective special reports on the matter, shared what they said was a growing public perception that a strong peso had done nothing to lower electric rates.
Examining his own electric bills from June, July, and September last year, Benaldo said the Cepalco had imposed during these months Cera charges of P19, P23, and P24, respectively.
At this period, the councilor noted the peso had started its upward trend, reaching to an average rate of P50.4001 to $1 in September from P53.157 to $1 in June.
While Cera can be imposed anytime by distribution utilities -- per their own assessment of real-time currency adjustments -- Benaldo said a consumer safeguard should also be in place whereby excess Cera charges can be returned automatically without the usual arm-twisting between consumer groups and power firms.
This argument was contained in a separate resolution, in which the City Council asked the ERC to strictly regulate Cera.
In the Department of Energy website, it was explained that this cost-recovery system acts as a shock absorber for any increase in maintenance expenses and foreign debt principal payments due to changes in the peso-dollar exchange rate.
But Councilor Alvin Calingin believes this type of cost recovery mechanism has been abused by power utilities, and called on ERC to put more teeth on the process of consumer refund once found out that Cera was wrongly charged.
The City Council has summoned Cepalco officials in an inquiry over the matter next Monday.

LEGISLATORS this week expressed full support for the creation of a second congressional district in the city. At the regular session Wednesday presided by Vice Mayor Michelle Tagarda-Spiers, the City Council also adopted a resolution thanking all resource persons during the public hearing conducted by the Senate committee on local governments for interposing no objection to the move.
Councilor Ian Mark Nacaya, who was one of those who attended the public hearing, cited that officials of the Department of Budget and Management, the National Statistics Office, the National Geodetic Office of the Department of Environment and Natural Resources, and the Bureau of Local Government Finance, among others, did not oppose the move. After the public hearing, The Power learned that the Senate committee on local government headed by Sen. Alfredo Lim approved the bill filed by Rep. Constantino Jaraula for the purpose, and is now up for its plenary approval and subsequent signing into law by the President.
