Concrete piles have been driven to the riverbed as shown in the photo above taken from Barra, Opol side of the river. The right-of-way of the bridge has been cleared on both approaches so I expect the project to be fast-tracked soon depending on the availability of funds from the national government. The project has been delayed due to funding requirements. As you know, contractors can cease their construction works if the DPWH cannot pay their billing. Nevertheless, I am glad that this infrastructure project has finally taken off. The approaches of the bridge from both sides are very wide. Nevertheless the new rendering looks so good, twas more prepared espeacially with the flood control added. Although the old rendering, mas maraming tall grasses, but I love the new hotel perspective looks so massive, as well as the convention center which is so huge. At least we can now seen those tarps on the ground. The vessel, christened ml Quarantine Cebu, will inspect all foreign vessels which will be temporarily anchored in a designated area at the Mactan Channel before being allowed to dock. The Bureau of Quarantine is an agency under the Department of Health (DoH) mandated to inspect all incoming foreign vessels in international ports and incoming aircraft from abroad. It is also tasked to monitor all food centers at the seaports and airports throughout the country. ”We are giving clearance and training to all crews of foreign aircraft and vessels,” said Dr. Edgardo Sabitsana, Bureau of Quarantine director based in Manila. Dr. Emmanuel Labella, Bureau of Quarantine 7 head, said that if ever a foreign vessel has a passenger or crew who is suffering from a disease, he will be immediately isolated and brought to a hospital. Labella said that with the new vessel, everything is systematic. Once the foreign ship will anchor at the designated seawaters, quarantine personnel on board ml Quarantine Cebu will proceed to the area to inspect the vessel. If everybody on board is cleared of any disease, it will be given clearance to dock at the Cebu port. Sabitsana said that the government acquired five vessels at P10 million each and deployed these in various international ports such as Zamboanga, La Union, Cagayan de Oro, Manila and Davao. ”It took us so long to acquire these vessels because of budgetary constraints. We are happy that finally, they were purchased and deployed to where they are needed,” Sabitsana said. Sabitsana said the quarantine staff will also inspect the cargoes to determine whether these are threats to public health. If a shipment if found to cause a disease, it will not be cleared for unloading, Sabitsana said. ”Before ml Quarantine Cebu was acquired, our personnel just boarded a rented vessel hired by shipping agents,” Sabitsana said. He said the vessel is strong because it is designed to approach vessels shipside and to survive strong waves at sea. The vessel, christened ml Quarantine Cebu, will inspect all foreign vessels which will be temporarily anchored in a designated area at the Mactan Channel before being allowed to dock. The Bureau of Quarantine is an agency under the Department of Health (DoH) mandated to inspect all incoming foreign vessels in international ports and incoming aircraft from abroad. It is also tasked to monitor all food centers at the seaports and airports throughout the country. ”We are giving clearance and training to all crews of foreign aircraft and vessels,” said Dr. Edgardo Sabitsana, Bureau of Quarantine director based in Manila. Dr. Emmanuel Labella, Bureau of Quarantine 7 head, said that if ever a foreign vessel has a passenger or crew who is suffering from a disease, he will be immediately isolated and brought to a hospital. Labella said that with the new vessel, everything is systematic. Once the foreign ship will anchor at the designated seawaters, quarantine personnel on board ml Quarantine Cebu will proceed to the area to inspect the vessel. If everybody on board is cleared of any disease, it will be given clearance to dock at the Cebu port. Sabitsana said that the government acquired five vessels at P10 million each and deployed these in various international ports such as Zamboanga, La Union, Cagayan de Oro, Manila and Davao. ”It took us so long to acquire these vessels because of budgetary constraints. We are happy that finally, they were purchased and deployed to where they are needed,” Sabitsana said. Sabitsana said the quarantine staff will also inspect the cargoes to determine whether these are threats to public health. Concrete piles have been driven to the riverbed as shown in the photo above taken from Barra, Opol side of the river. The right-of-way of the bridge has been cleared on both approaches so I expect the project to be fast-tracked soon depending on the availability of funds from the national government. The project has been delayed due to funding requirements. As you know, contractors can cease their construction works if the DPWH cannot pay their billing. Nevertheless, I am glad that this infrastructure project has finally taken off. The approaches of the bridge from both sides are very wide. Roa Once again, Huluga is back in the headlines and this is because of the purported discovery of what they called the Sung burial site. This is named after the Chinese tradeware ceramics that were manufactured in the 9th century during the Sung Dynasty. The Sung wares were found together with numerous human skulls and mandibles in Huluga. The most notable of these finds were skulls that exhibited cranial deformation, which was widely practiced during the prehispanic period by the Visayans as a sign of beauty. Front-page photos in a local weekly show Dr. Linda Burton of Xavier University and Dr. Antonio Montalvan of Capitol University standing besides sacks full of human skulls and bones. Some were spread on the ground and were examined by Mr. Angel Bautista, a noted zoo archaeologist and head of the Cultural Properties Division of the National Museum. However, together with the excitement of such a discovery were headlined stories of Dr. Linda Burton and her heritage group asking Mayor Constantino G. Jaraula to have the land titles around the burial site nullified. This has caused panic among several landowners. So on the October 2, 2009 meeting of the Cagayan de Oro City Heritage Council, it was unanimously agreed by all those present that it is our duty to put this issue in its proper perspective for the supposed new archaeological site is not yet a "done" thing. An official statement was issued to the press informing the public that the site will have to be thoroughly excavated and studied by a team from the National Museum. The results of their work will then be used as the basis by the National Museum to declare if the site is really a Sung burial ground or not. But there is a new twist to the new Huluga saga. Some old residents in the Macasandig and Indahag areas called and then volunteered to guide me to the area where the purported Sung burial site is located. We went with them to the site that is on the side of a small hill. The climb was short but steep and the whole area had tall cogon grass. We reached a small ledge and the guide said, "Mao na ni" (This is it). The guide pointed to two sacks full of human bones. I examined some of them and saw that these belong to several persons who probably died less than two decades ago. I thought that the set of teeth that the guide held up was somewhat new. The pit measured six feet by eleven feet and the soil was brownish black and loose. I also saw grayish sandy soil and pebbles strewn on the floor of the clearing. I was told by the guide that the digging started two years ago by four men who hoped to find antique jars or plates that they can sell for a good price. In archaeological parlance, these men are called "pothunters." They reportedly found skulls with plates on the foreheads. We took photos the pit, the sacks of bones and of a small plastic laundry brush that was soiled and worn. This was apparently used to clean the unearthed artifacts. There were also discarded plastic plates, a mineral bottle, several plastic bags and an opened sardine can. Some human bones were strewn near the pit. But the pit has just been covered with the same soil that was previously scooped out by the pothunters. So I decided not to go down the pit since it seemed to be loose and it is in a heavily eroded area. On the way to our car, our guide told us that this area is sitio Guisoc of barangay Pualas in the municipality of Baungngon, Bukidnon. I was further informed that they will stand on the fact that the diggings were done in sitio Guisoc by four men since 2007. And by the way, Huluga, which is part of Cagayan de Oro City, is three kilometers downhill. I believe that sitio Guisoc could be a rich archaeological site since it located on a higher ground. In the journal written by the two Recollect priests who were the first to enter the Himologan fortress of Datu Salangsang in 1622, they wrote that it was located on a cliff overlooking the river. It was so steep that it required a rattan ladder to get in or out. My graduate studies in Archaeology at the University of the Philippines are of great help to me in doing an investigative report on this recent archaeological discovery. I am taught that it is important for me to get the historical accounts, the landscape data and other important information so I can come up with a credible and viable report. More of this next week. I wish to take this opportunity to inform the readers that the reason why I choose to go back to school and take up graduate studies at the Archaeological Studies Program in the University of the Philippines is because this is the best way that I can serve and make a big difference in my work of promoting awareness, appreciation and preservation of the Kagay-anon cultural heritage. I give Mayor Constantino G. Jaraula the credit for encouraging me to go back to school and supporting me in all my endeavors. When he was a congressman, he also studied and got an MA in Economics for he believed that it will enhance his work in Congress and his service to the people. Engr. Emmanuel Abella-nosa said NGCP put on stream a 100 MVA transformer last Sunday which would cover the projected load growth of the area for the next five to seven years. The power interruptions experienced in some parts of the city early morning yesterday can be attributed to NGCP’s continuing test runs of the new equipment, he said. “We experienced power interruptions this morning (yesterday) because of the switching. You may call this ‘birth pangs.’ I call on everybody to be patient as it will take as at least a week to stabilize the power transmis-sion of the new transformer,” said Abellanosa. He said the transformer is a big investment of NGCP—it costs P100 million. He said it would show NGCP’s resolve to complement the dynamic growth of the city. The NGCP is a private corporation responsible for the operation, maintenance and centralized planning of the nationwide power transmis-sion system. It is covered under RA 9136 of the Electric Power Industry Reform Act of 2001 (Epira) which has effectively privatized the power industry in the country. Abellonosa however explained that all transmission assets of National Trans-mission Corp. (Transco) still remain government-owned. “At the end of the conces-sion period (25 years) all expansion projects will be reverted back to national government,” he said. Entitled ‘By Any Means,’ the travel documentary presents host Charley Boorman and his cameraman Paul “Mungo” Mungeam, as they go around using rare transport vehicles. Hosting the crew and providing information on the country’s interesting modes of transport, the Department of Tourism (DOT) accompanied Boorman and Mungeam in their journey which includes sidetrips to alternative tourist spots. “Apart from presenting accessibility of our different destinations through our creative means of transportation, the show also highlights the unique facets of our tucked- away destinations,” said Joseph 'Ace' Durano, Secretary of Tourism. Meanwhile, Eduardo Jarque, Jr., Undersecretary for Tourism Planning and Promotions, said “We made certain that the group will have a one-of-a-kind feature on the Philippines. We had them visit interesting locales such as a monastery in Bukidnon, a fishing farm in Camiguin and a pineapple farm in MalayBalay.” “By Any Means” planned a 10-day trip starting from Davao to Manila. Allan Bacudo, DoE Science Research Specialist II of the Energy Efficiency and Conservation Division during the recent consultation on Clean Development Mechanism (CDM) and Climate Change in this city said that the MOA will task the VECO to take charge in distributing the CFLs to household residents. Under the MOA, the VECO will identify the distribution center where household residents will exchange their incandescent bulbs (IB) for CFLs, as part of Government’s initiative to save energy consumption. “After VECO identifies its distribution center, household residents can then exchange up to a maximum of six IBs for six CFLs provided that the IBs are not broken and in good condition,” he said. Bacudo disclosed that household residents of this city will be the first recipients of the CFL distribution, while others cities will immediately follow. Meanwhile, the Switch to Efficient Lighting' project of the DOE which is highlighted with the use of CFLs is the DOE's tagline in its aim to hit the 13 million CFLs target distribution in the country that will run until end of next year or early 2011. Further, the distribution of the 13 million CFLs is divided into three lots where the first lot is expected to distribute 5 million CFLs to replace IBs in households in four identified power distribution utilities' areas namely MERALCO for Metro Manila, Davao Light for Davao City, CEPALCO for Cagayan de Oro and VECO of this city. Of the 5 million CFLs which will be distributed in a span of three months, Metro Manila garnered the highest number with 4.45M CFLs for distribution followed by Cebu City household residents with 250,000 CFLs, Davao City with 200,000 CFLs and Cagayan de Oro with 100,000 CFLs. A big delegation coming from the Caraga Region led by Regional Cooperative Development Council chair Francis C. Loque is attending the forum. In that gathering, President Arroyo will receive the Mindanao Cooperative Peace Declaration stressing that "the cooperative movement in Mindanao is declaring affirmatively that it is up to the task of being a vehicle of peace, progress and an instrument of social justice." The declaration will be presented by the chairpersons of the different Regional Cooperative Development Councils (RCDCs) throughout Mindanao. These RCDC leaders are: Rosalino D. Sumile of RCDC-9; Isidro Q. Lico, RDCD-10; Carmelina V. Francia, RCDC-11; Arthur A. Aller, RCDC-12; Francis C. Loque, RCDC-13; and Administrator Sammy G. In that same gathering of Mindanao cooperatives, the President is also expected to witness the conferment of the following: Cooperative Lifetime Achievement Awards to Atty. Mordino R. City environment and natural resources officer Engr. Noel Hechanova disclosed that they are now in the process of final drafting the action plan with the help of the local legislative body as provided in Republic Act 8749, or the “Act providing for a comprehensive air pollution control policy and other purpose.” A national workshop on “Clean Air for Smaller Cities in the ASEAN Region” was conducted last October 22, 2009 in Makati City, Metro Manila by the ASEAN-German Technical Cooperation (GTZ) and the League of Cities of the Philippines (LCP) aimed to discuss the action plan against air pollution. Department of Environment and Natural Resources Secretary Angelito Atienza welcomed all the delegates coming from more than 20 cities nationwide while former DENR Secretary Elisea Gozun served as the facilitator. The cities of Iloilo and Cagayan de Oro presented its respective draft of action plan that draw reactions from the delegates coming from the cities of Baguio, Cabanatuan, Sta Rosa, Las Piñas, Mandaluyong, Makati, San Juan, Iligan, General Santos, Zamboanga, San Fernando La Union, Marikina, Tangub, Santipolo, Valenzuela, Parañaque, Pasay, Tarlac and Calbayog, among others. Hechanova said the cities are currently focus on their own action plan that will serve as a wake-up call on what must be done now that the country has suffered so much from climate change. GTZ representatives Roland Haas, Dr. Axel Friedrich, Dr. Rudolf Petersen and Philip Sayeg discussed the project that is being implemented in seven ASEAN countries, namely: Cambodia, Indonesia, Lao-PDR, Malaysia, Philippines, Thailand and Vietnam. The GTZ said smaller cities tend to be neglected in overall development planning and there is an urgent need to help develop and implement measures to improve quality in smaller cities. Hechanova said in Iloilo, the main focus is on carbon dioxide (CO2) emission from the motorized transport industry and stationary sources industry. Metro Iloilo is one of the 13 designated airsheds and Southern Negros as one of five geothermal airsheds in the country. The city of Iloilo is considered as one problematic area in air pollution as it hosts one of the biggest motorized transport industry that emits carbon dioxide. The city is hosting more than 68,000 registered motor vehicles and more than 10,000 registered motorcycles mostly used as tricycles. The city ENRO said the local action plan will incorporate the provisions of the perimeter boundary ordinance, retrofitting of street lights, lamp retrofitting in shopping malls, promotion of bio-fuels, promotion of green architecture, exhibits on climate change, promotion of liquefied petroleum gas in tricycles and taxis, and a multi-partite monitoring of CO2 emissions. Dr. James Pardis has been treating patients in the state of Montana in the United States of America specializing in treatments of neck and back problems for 20 years. “Well I was trained there and worked there for about 20 years until I got married to a Filipina who wanted to go home and stay for good in Cebu, so here I am,” he said. Dr. Pardis chose carefully the location where he would set up his clinic considering Chiropractic is not a very well known treatment in Cebu or perhaps in the country before. Chiropractic is a health care discipline that emphasizes diagnosis, treatment and prevention of mechanical disorders of the muscuskeletal system, especially the spine, under the premise that these disorders affect general health through the nervous system. Eventually, the couple found a good place in Ayala Center Cebu, which teems with shoppers and mallgoers alike. The clinic location being in a mall gives his patients ample spaces for parking and access to food, shopping and other lifestyle activities that his patients may want to do before or after their appointment with him. The President said the occasion was historic because "the spirit of cooperativism is channeled through development," noting there is a lack of opportunities in ethnic communities due of the armed conflict in Southern Philippines. The President noted that in Northern Mindanao Region, some 40 cooperatives of Lumads and 15 cooperatives of Muslims, including cooperatives of former Moro National Liberation Front (MNLF) combatants, are now engaged in community-based forest management agreements with the Department of Environment and Natural Resources (DENR). The President informed delegates that government has been integrating the programs of the Department of Social Welfare and Development (DSWD), the Department of Health (DOH), and other anti-poverty agencies into a National Social Welfare Program to protect the poorest from the impact of global economic crisis and to help those whose earnings are limited by illness, disability, loss of job or age. Dr. James Pardis has been treating patients in the state of Montana in the United States of America specializing in treatments of neck and back problems for 20 years. “Well I was trained there and worked there for about 20 years until I got married to a Filipina who wanted to go home and stay for good in Cebu, so here I am,” he said. Dr. Pardis chose carefully the location where he would set up his clinic considering Chiropractic is not a very well known treatment in Cebu or perhaps in the country before. Chiropractic is a health care discipline that emphasizes diagnosis, treatment and prevention of mechanical disorders of the muscuskeletal system, especially the spine, under the premise that these disorders affect general health through the nervous system. Eventually, the couple found a good place in Ayala Center Cebu, which teems with shoppers and mallgoers alike. The clinic location being in a mall gives his patients ample spaces for parking and access to food, shopping and other lifestyle activities that his patients may want to do before or after their appointment with him. Dr. Pardis invested over a million pesos to set up the clinic and the clinic apparatus needed to treat his patients. He admits that he was surprised at how open the Filipinos were in embracing the alternative treatment that he was offering considering that it was not widely practiced and was not even included in any courses in the formal education system of the country. “I had many patients coming here for consultation then for treatments even during my early months of operation so investment-wise I was able to achieve ROI (return of investment) within the year,” Dr. Pardis said. Over the years, Dr. Pardis has gathered and treated over 6,000 patients already with a remarkable increase in the number of patients coming to his clinics including Americans and other foreigners like Koreans. “In a day, they would average about 15 clients for consultation and treatments now,” he said. Consultation is free at the clinic and Dr. Pardis would give them his recommendations for treatment after. Treatment duration would vary depending on the patients' case. “In most chronic cases that I treat here and I think would still be treated by me instead of an operation I usually recommend about 10 sessions which could run more than 6 weeks and per session I charge them P1,000,” he said. Cases like abnormal growth and alignment of the spinal chord or the backbone can be treated in the clinic. His clinic assistant Jhen claimed that some cases of scoliosis are due to wrong handling of the baby during delivery and which are not often noticed at an early age because they just develop while the child is also growing. Scoliosis is a medical condition where the spine is curved from side to side. Dr. Pardis said that he has had some challenges in his profession as the only Chiropractic doctor practitioner here in Cebu. “I had many difficult cases but I find them also rewarding especially on cases that I would be able to help my patients,” he said. The clinic has not invested so much on advertising. Dr. Pardis said they have their patients do the advertising for them, when they refer their friends to him for treatments. Just recently Dr. Pardis opened his second clinic in the country in Cagayan de Oro with another American Chiropractic doctor attending to the patients. “His name is Dr. John Daley, and just like me he was trained in the US and has been practising Chiropractic for a long time,” he said. The CDA disclosed that topping the type of cooperatives in the region include multipurpose cooperatives (MPC) – agriculture at 2,051, MPC – non-agriculture cooperatives with 336, credit cooperatives with 160, service cooperatives with 91, consumer cooperatives at 62, producer cooperatives with 60, marketing cooperatives with 45, federated cooperatives have 27, cooperative unions with seven, cooperative banks with five, and one each for insurance and confederated cooperatives. It was gathered that the fresh investments helped the region in generating additional income and creating employment opportunities for the local residents. Northern Mindanao CDA Regional Director Orlando R.
