gapa-advertise mana sila pero sa local news lang. they must have thought that by advertising in TFC, both national and international markets, they'll be able to grab a market share from other places especially the OFW's from abroad like donnex and cgyanon. since Filipinos abroad watch the TFC, they think that this is good for their business. :lol: :nuts: :cheers: :banana: :)

OFW and Balikbayan Cagayanons are widespread in all continents, except Antartica:lol:.

For sure, Cagayan de Oro is still their beloved hometown. There's no place like home:)

That's why real estate is very booming now in CdeO. ^^

If you are a keen observer, nagsusulpotan rin ang mga banko. Pati rural bank like Cabadbaran and One Network Bank of Panabo ay nandito na rin sa CdeO. :lol:

ZAMBOANGA CITY—The Mindanao Federation of Shippers Association (Minfesa) is pushing for the opening of a Northern to Southern Mindanao link to serve as a main corridor, similar to the Davao-Cagayan expressway.

Minfesa president Vic Lagdamen said on Monday that like the Davao-Cagayan route, the Northern to Southern Mindanao link would bolster the mobility of goods and people.

“We would like to sell the idea of an integrated logistics highway or corridor, one that connects Northern and Southern Mindanao, two big economic centers in the region, [and] propel Mindanao’s socioeconomic development,” Lagdamen said.

Lagdamen said they will present the proposal at the first Mindanao Logistics Conference on Wednesday and Thursday in Tagoloan, Misamis Oriental.

The conference is themed “Southern-Northern Mindanao Logictics Corridor: Key to Fast Track its Economic Development.”

Lagdamen said the expressway would not necessarily be the one passing through the existing national highway, as long as it will “facilitate a faster movement of goods and people.”

The proposed integrated logistics and transportation plan includes Zamboanga, Caraga and other regions in Mindanao, while the Northern Mindanao link is being pushed as a main corridor.

Mindanao is yet to have an integrated logistics and transportation plan, Lagdamen noted.

He said the plan would fit into efforts to boost infrastructure in Mindanao, noting recent developments with the Mindanao Container Terminal, along with the expansion of seaports and airports and improvement of national roads.

Undersecretary Virgilio Leyretana Sr., chairman of the Mindanao Economic Development Council (Medco), said it is high time that Mindanao has a logistics corridor. Medco is now formulating the Mindanao 2020 Peace and Development Framework Plan.

Leyretana said infrastructure projects are the arteries for progress, providing access to economic opportunities for depressed and vulnerable rural communities by opening new areas for economic development, and linking the production areas with the urban centers and market.

“The shift to logistics infrastructure should be a more comprehensive approach in tackling the overall logistics needs of Mindanao,” Lagdamen said.

Cold-chain and banana industries will also be among the focus topics in the two-day first Mindanao Logistics Conference.

A “banana logistics corridor” in Mindanao has been identified as one of the topics.

Leyretana cited Medco data showing that banana exports continued to remain the second top Mindanao export, raking in $456.11 million in 2008, up 16.12 percent from 2007’s $392.8 million.

Minfesa recently held consultations in Cagayan de Oro and Zamboanga cities, and the sectoral issues and concerns raised there would be presented in the logistics conference.

Lagdamen said they will forward the conference resolutions to concerned agencies like the Department of Transportation and Communications (DOTC), as well as to aspiring presidential candidates, saying that “the new administration should already buy into the idea.”

He said some international players like foreign shipping industries are also expected to join the 200-strong delegation of shippers, shipping lines, cargo forwarders, service providers and representatives from the private sector and government agencies.

The director of Muara Port in Brunei Darussalam is expected to address the conference, to highlight the port and infrastructure development thrust in the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area subregional cooperation, Lagdamen said.

“Luzon is ahead of us in planning its own integrated logistics corridor and building expressways, interconnecting its ports and airports. It is high time for Mindanao to plan its own future and face the global challenge,” he said.

i doubt thats the second phase because the agent told me that the price of the second phase will go as high as Php16,000 per square meter. i dont think Php16,100 per square meter is for a middle class subd.

P16,000 is VERY expensive. That's about AU$400 at todays exchange rate. Diri sa outer suburbs sa Sydney Metro you can still get about AU$180 per sqm. And that's AU standard like sewer system (no more septic tank in Sydney Metro, sewer pipe goes to a sewer substation for waste processing), underground electrical service entrance, and etc.

Pero naa lang gihapon mopalit aning P16,000?

THE Philippines’ largest property developer will follow in the footsteps of other retailers that have expended near residential centers, with a plan to put up five small shopping malls next year to meet the growing demand from the middle income market. Alfonso Javier Reyes, Ayala Land Inc. (ALI) investor communications and compliance head, said these future developments would fall under the newly-formed unit, Primavera Town Centre Inc., which focuses on small-format retail facilities.

These “neighborhood centers” will be located in Makati, Bonifacio Global City, Nuvali and other potential growth centers of ALI in Luzon.

Other mall operators that have expanded near residential centers are Rustan’s, Robinsons’ Supermarket and SM with its SaveMore brand.

Reyes said the new entity would handle the planning, development and management of neighborhood centers within the company’s existing and planned growth centers across the country.

“Neighborhood centers will offer a convenient shopping and lifestyle experience to the immediate mixed-use communities in these growth centers and will have a maximum size of 10,000 square meters of gross leasable area,” he said.

ALI is eyeing an initial infusion of P320 million to finance the five projects for next year.

After 2010, the real-estate firm is considering another three to six neighborhood centers in the next four years.

“This is in line with the company’s growth strategy to expand its market and geographic reach to serve broader economic segments in more areas across the country,” Reyes said.

Jaime Ysmael, ALI chief finance officer, earlier said this formed part of the company’s plan to shift from high-end to middle-income consumers.

“[These are] smaller malls, and most of them will be integrated in our developments. We’ll have provincial play, but mostly in Metro or Mega Manila,” he had said.

“We started as a high-end, but we’ve broadened to cover middle-income. We would like to broaden that further to address a bigger market,” he added.

To date, ALI operates malls like the Glorietta and Greenbelt in Makati City; Alabang Town Center in Muntinglupa; Ayala Center, Cebu; Market! Market!, Bonifacio High Steet, and Serendra at Bonifacio Global City in Taguig; and Trinoma in Quezon City.

thats what i asked the agent too but guess what she said. ayala man gyud daw. ingana gyud daw ng ayala land. ingana man gyud nahitabo sa ayala sa cebu. at first, Php8,000/sqm. a little over a year, gihimo ng 16,000. ingon paman gani sa agent nga tag 25,000 man gani sa alabang, hinoon alabang man to.

bai, dili na mao. kung wa ko masayop, ang kanang phase 2 nga nakabutang sa illustration mao ng alegria hills phase 2. ang avida kay maghimo pa sila sa phase 1. dili na nila itapad ang alegria hills phase 2 sa avida phase 1 kay mabarato ang lot sa alegria. siguro ipalayo nila ang avida para ma-distinguish ang kalainan og kamahalonon.

The old building of COC along Rodolfo Pelaez Boulevard is now being demolished. I believe a joint venture has taken place for a new commercial enterprise because before the demolition, they were looking for a partner for a joint venture to develop that area.

ive been inside to one of the rooms of D Morvie Suites. the place is neat and decent. its not very expensice though because its only Php250 for 12 hours. inside their room is a Sony Bravia LCD tv. i wasnt able to take pictures because i went there during "night fall." each room has a small but very clean CR. for all those frugal people who are in tight budget, i may suggest it. the only problem is that there's no parking area so "pangka" kaayo!

One of the highlights of the inauguration was the conferring of the “Outstanding Swine Raiser of the Year Award” to Edna S. Igbalic (2nd from left) of barangay Carmen and the “Outstanding Goat Raiser of the Year Award” to Gemma Herera (3rd from left) of barangay Puerto by Cagayan de Oro City Mayor Constantino ‘Tinnex’ Jaraula (left). Cagayan de Oro and Misamis Oriental are the lucky beneficiaries of a matching grant project of the Rotary Clubs West Cagayan de Oro and Daegu-Dongshin in South Korea.

These two clubs are currently in the second phase of implementing a long-term project which will ultimately benefit indigent patients through significant improvements in their personal health. The project not only directly benefits beneficiaries but also lays the foundation for long-term care thanks to training and seminars for local dentists.

"With 40 patients for our second mission and 60 last February, we have installed medical implants on some 100 patients overall," said Dr. Jae Yoon Lee, Director of the Duk Young Dental Hospital in Daegu City City in South Korea.

Dr. Jae Yoon Lee has earned a lofty prestige in the dental profession in South Korea and the world. With the highest per capita dental implant use rate in the world and the second largest market in the Asia-Pacific for dental implants and final abutments, Dr. Lee has installed over 60,000 implants over the course of his continuing career and still installs around 300 implants a month.

Dr. Lee was graduated from the Seoul National University College. Besides being the full-time director of Duk-Young Dental Hospital, he is also vice chairman of the Korean International Oral Implant Alumni Association and member of the Korea Dental Implant Academic Society, and Daehan Dental Prosthetics Academic Society.

Over a hundred Zamboangueños and their families are expected to join the festivities hosted by Mr. Jose Nebrao, chairman emeritus of the Circulo.

Mr. Nebrao, perennial chair of the half century old association of families who originated from Zamboanga City, formerly known as "The City of Flowers" but recently restyled as "Asia's Latin City", said the Circulo has also been conducting the traditional nine-day novena for Nuestra Señora Virgen del Pilar de Zaragoza, the city's patron saint.

OT: I was watching the news right now at di na naman maganda ang mga pangyayari dyan sa Mindanao particularly sa may Maguindanao.....grabe naman yon walang awa, walang takot sa Diyos kung sino man ang mga yon. The Political atmosphere in the Phils di talaga maganda, nakakahiya nakikita sa buong mundo buti sana kung sa mga Pilipino channel lang pinapalabas ang balita na yan eh pati sa CNN at Fox News binabalita rin:ohno:


I believe that this issue is isolated....but the image will really affect the whole island of Mindanao. This kind of barbaric attack should not be tolerated. Government should really deal with this very seriously. So Sad.

ive been inside to one of the rooms of D Morvie Suites. the place is neat and decent. its not very expensice though because its only Php250 for 12 hours. inside their room is a Sony Bravia LCD tv. i wasnt able to take pictures because i went there during "night fall." each room has a small but very clean CR. for all those frugal people who are in tight budget, i may suggest it. the only problem is that there's no parking area so "pangka" kaayo!

A FEASIBILITY study for the construction of the ambitious P2-billion Mindanao railways project has been completed, Guiling Mamondiong, transportation undersecretary for rails and special action officer of the Mindanao Railway Project, said Monday.

He said the feasibility study which officially started two years ago cost P51 million after Rep. Rufus Rodriguez of the 2nd District of Cagayan de Oro City, filed a resolution creating the Mindanao Railway Corp. in 2008.

“It was House Speaker Prospero Nograles who ordered the release of the P51 million for the railway’s feasibility studies that would cover some 124-kilometers from Cagayan de Oro City to Iligan City with 22 railway stations along the way,” Mamondiong said.

Mamondiong said the first phase of the project would be from Jasaan in the eastern coast of Misamis Oriental toward the province’s west coast of Laguindingan where a newly constructed airport is expected to be operational in 2012.

According to Mamondiong, the government has already allocated some P100 million for payment and expropriation of “right of way” where the railway is expected to pass through.

He said expropriation proceedings, in cooperation with local government units, where the proposed railway is going to pass, would commence soon, This would be undertaken by the railway management office in Cagayan de Oro City.

Rodriguez said he filed House Bill 1855 creating the Mindanao railways in 2008 prescribing its powers, duties, functions and providing for the necessary funds for its operation.

He said the release of P51 million to finance the just completed Mindanao railway feasibility study was in consonance with the provision of HB 1855.

LIQUOR firm Tanduay Distillers Inc. announced on Wednesday that it plans to sell P5 billion worth of retail bonds to fund spending activities and to refinance maturing obligations.

In a filing to the stock exchange, parent company Tanduay Holdings Inc. said the 5-year fixed-rate bonds will be registered with the Securities and Exchange Commission. Both companies are owned by business tycoon Lucio Tan.

First Metro Investment Corp. and PNB Capital and Investment Corp. have been selected as joint issue managers for the offering. Sister-company Allied Banking Corp. has also been appointed as joint lead manager.

The Credit Rating and Investors Services Philippines Inc. has already assigned the highest rating or “Aaa” to the proposed issuance, which indicates a strong capacity and low probability of default by the issuer.

Tanduay Holdings said the rating agency considered the company’s brand equity and healthy financial performance, indicated by its strong gross margin and net income margin averaging 21.4 percent and 10.6 percent, respectively, for the last five years.

For the third quarter, Tanduay Holdings said net income rose 12.44 percent to P197.18 million. This brings the company’s net income for the first nine months to P499.44 million, up 6.53 percent from the same period last year.

Consolidated revenues were also up 6 percent to P7.5 billion. The 6-percent increase in selling price in January this year allowed the firm to post higher earnings, despite a slight drop in sales volume.

The production facility in Cagayan de Oro, Misamis Oriental also made a positive contribution in meeting the higher demand in the Mindanao region, which accounts for almost half or 42 percent of the total sales volume.

Earlier, Tanduay Holdings said it will spend P500 million to expand the production capacity of one of its plant in Negros Occidental.

The 155-year-old firm is considered the second-largest producer of rum in the world through its flagship product Tanduay Five-Year Rum. The holding company operates four bottling plants and two alcohol distilleries across the country.

Other subsidiaries of Tanduay Holdings include Tanduay Brands International Inc. and Unimark Investments Corp.

Hectic is an understatement to describe the activities at the Shirley Halili-Cruz School of Ballet (SHCSB). After the successful thanksgiving concert entitled “Salute to Pinoy” a celebration of the achievements of the young Filipinos in dance last Sept. 13, 2009 at the Main Theatre of the Cultural Center of the Philippines; the numerous performances and outreach workshops in schools like St. Pedro Poveda College, Miriam College, Liceo de Cagayan, and Adamson University, in the Women’s Rehabilitation Center in Mandaluyong; in the different local government units like Cebu City, Batac City, Cagayan de Oro City, and Roxas City, the group immediately began rehearsals in preparation for their participation in the 21st Century International Arts and Dance Festival in Genting Highlands, Malaysia.

The 21st Century International Arts and Dance Festival is an international festival for young dancers which shall be held on Nov. 25-27, 2009 in Genting Highlands, Malaysia. This festival is a global event. It brings together some of the finest young dancers from around the world to exchange ideas and share their love of dance – on and off the stage. Each year the 21st Century International Arts and Dance Festival selects one dance group from the different countries in Asia, Europe, Africa, and America to participate in the festival and competition.

This year, in recognition of the SHCSB’s outstanding work in the dance and performance arts, Shirley Halili-Cruz and the dancers of the Halili-Cruz School of Ballet is once again chosen as the official delegates of the Philippines in the 21st Century International Arts and Dance Festival. The festival will be participated in by about 800 participants from the different parts of the world. The goal of the festival and competition is to inspire young dancers and teachers to fulfill their artistic dream and desires through education and performance.

The SHCSB from its end selected 26 dancers to participate in various activities of the festival and competition. The Philippine delegation is composed of the following: Artistic Director Shirley Halili-Cruz, with Teachers Grace Garalde-Perez and Anna Lissa Tuazon-Balmadrid and dancers Jillian Feliciano, Ella Louise Francia, Angela Esluzar, Margarita Isabelle Garcia, Veronica Mendoza, Selina Ma. Victoria Noel, Maxime Andrea Leigh Samson, Chloe Gabrielle Torres, Samantha Azura, Anne Patrice Barin, Meryl Jacqueline Chua, Kimberly Anne Therese Davies, Mary Ann Joy Farro, Samantha Nicole Herrera, Audrey Kho, Angelica Khong Hun, Ma. Mikaela Jose, Isabella Marta Legarda, Clarisse Andrea Lim, Ma. Elizabeth Lo, Nicole Paredes, Shayna Robbie Ragos-Ty, Erika Faye Rapinan, Marie Angelique Reyes, and Ma. Winnalee Young.

The 21st Century International Arts and Dance Festival is a unique and great opportunity of learning and exposure for the dancers. The SHCSB is the only dance school that provides such opportunity to its young aspiring ballerinas. In fact, the SHCSB considers participation in international training, workshops, festivals and competitions as integral to the wholistic development of its students. It is intended to provide cultural exposure at global level to make the students not only artistically excellent but intellectually and culturally equipped ballerinas.

The trip of the SHCSB to Genting Highlands, Malaysia is just one of the many lined up international travels of the school. The driving force behind the successes of the SHCSB is its founder and artistic director Shirley Halili-Cruz who is one of the prime movers of dance in the country. She is everywhere, attending to the affairs of her school and dance company while providing an active and quality leadership to the National Committee on Dance of the National Commission for Culture and the Arts. Ms. Halili-Cruz organize national and international events for the Philippine dance community inspired by her rich experiences from participation to the different international events.

It had been the hope of Ms. Halili-Cruz to organize dance events that would gain international prominence. She began the realization of this dream with the implementation of the Dance Xchange: The First International Dance Workshop and Festival and the up coming Sayaw Pinoy: The First NCCA National Dance Competition.

MANILA, Philippines – The Department of Tourism is coordinating with travel media and tour operators in informing potential tourists to Mindanao that Maguindanao, Sultan Kudarat, and Cotabato City are not part of the “main tourist circuit” in the region, Tourism Secretary Ace Durano said Wednesday.

President Gloria Macapagal-Arroyo declared a state of emergency in these areas Tuesday, a day after over 40 people were massacred in Maguindanao in what was apparently an election-related incident.

"We really appreciated that the state of emergency was specified in Maguindanao, Sultan Kudarat and Cotabato City. Itong mga lugar na ito ay di [These areas are not] part ng [of the] main tourist circuit in Mindanao which includes Camiguin, Siargao, Davao and Cagayan de Oro," said Durano in an interview with INQUIRER.net on the side of the Philippine Tourism Congress at the Marriott Hotel in Pasay City.

"Ang trabaho namin ngayon [Our work now] is to inform and coordinate with the travel media and tour operators that these areas are not part of our tourism circuit and our tourism circuits are stable, safe, and enjoyable," added Durano.

Durano described the massacre incident in Mindanao as an "isolated incident" although he recognized that this was not the first time that there was chaos in Mindanao.

"We make sure that there is a normal traffic of tourists in our tourist circuits in Mindanao. Hindi naman talaga kasama sa tourism circuit ang Central Mindanao [Central Mindanao is not really part of the tourism circuit]," said Durano.

In her speech before the tourism congress, President Gloria Macapagal-Arroyo praised the growth of the Philippines tourism industry, attributing this to the partnership of the private sector and the government.

"The biggest number of tourists comes from our neighboring Asian countries with Koreans, topping the list for several years. Also, there is a 500 percent growth of tourists since 2001 from China," said Arroyo.

"This tourism congress is not only the first compliance in the new tourism act but also to celebrate P555 billion of infrastructure investments in tourism," said Arroyo.

The Tourism Congress, a private sector consultative body, is tasked to assist the DoT in development, implementation, and coordination of tourism policies.

This year, RA 9593 or the Tourism Act of 2009 was enacted to boost the tourism industry in the country, which can generate investment, foreign exchange, and employment.

A FEASIBILITY study for the construction of the ambitious P2-billion Mindanao railways project has been completed, Guiling Mamondiong, transportation undersecretary for rails and special action officer of the Mindanao Railway Project, said Monday.

He said the feasibility study which officially started two years ago cost P51 million after Rep. Rufus Rodriguez of the 2nd District of Cagayan de Oro City, filed a resolution creating the Mindanao Railway Corp. in 2008.

“It was House Speaker Prospero Nograles who ordered the release of the P51 million for the railway’s feasibility studies that would cover some 124-kilometers from Cagayan de Oro City to Iligan City with 22 railway stations along the way,” Mamondiong said.

Mamondiong said the first phase of the project would be from Jasaan in the eastern coast of Misamis Oriental toward the province’s west coast of Laguindingan where a newly constructed airport is expected to be operational in 2012.

According to Mamondiong, the government has already allocated some P100 million for payment and expropriation of “right of way” where the railway is expected to pass through.

He said expropriation proceedings, in cooperation with local government units, where the proposed railway is going to pass, would commence soon, This would be undertaken by the railway management office in Cagayan de Oro City.

Rodriguez said he filed House Bill 1855 creating the Mindanao railways in 2008 prescribing its powers, duties, functions and providing for the necessary funds for its operation.

He said the release of P51 million to finance the just completed Mindanao railway feasibility study was in consonance with the provision of HB 1855.

Both Rodriguez and Jaraula has vowed to find ways for the success of the Mindanao Railway System project which will link the city Laguindingan, Misamis Oriental, site of the nearly completed international standard airport.

Rodriguez said the planned mass transit system will be a more efficient mode of transportation to and from Laguindingan and will solve not only traffic congestion but will also boost tourism and business along its route.

Rodriguez in 2008 had filed House Bill 1855 which created the Mindanao Railways Corporation.

“We already have P10-Million budget for the office of the MRS,” Rodriguez said.

The lawmaker, together with House Speaker Prospero Nograles, is also working for the release of an additional P51-Million to move the project forward.
For his part, Jaraula said the Mindanao Railway System project is expected to spur economic development in the region saying the project will pave way for an efficient, cheap and reliable railway network, which will criss cross the length and breathe of the island.

The railway system is also expected to spur productivity as well as lure in additional investments, Jaraula said.

DAVAO CITY, Nov. 26 (PNA) -- Key players in the island of Mindanao are pushing for an integrated logistics highway or corridor that would link the northern area to the south where two big economic centers in the region are located.

Vic Lagdamen, president of Mindanao Federation of Shippers Association (MINFESA), said the link would enable greater mobility of goods and people and propel Mindanao's socio-economic development.

The proposal was presented to the government during the first Mindanao Logistics Conference held on November 25 to 26 in Tagoloan, Misamis Oriental with the theme: “Southern-Northern Mindanao Logictics Corridor: Keyto Fast Track its Economic Development.”

The conference was attended by 200 strong delegations from shippers, shipping lines, cargo forwarders, service providers, representatives from private sector and government agencies.

He said the expressway would not necessarily be the one passing through the current national highway, as long as it will “facilitate for a faster movement of goods and people”.

The Northern Mindanao is also being pushed as a main corridor and the proposed integrated logistics and transportation plan should also include Zamboanga, Caraga and other regions in Mindanao.

He said the plan should figure significantly with the recent infrastructure boost in Mindanao like the recently built Mindanao Container Terminal, the expansion of seaports and airports, and improvement of national roads.

Lagdamen said the approach must be more comprehensive in tackling the overall logistics needs of Mindanao.

Prior to the conference were consultations made in Cagayan de Oro and Zamboanga and their sectoral issues and concerns gathered in the consultations were also presented in the conference.

Lagdamen said they will forward the conference resolutions to concerned agencies like the Department of Transportation and Communications (DOTC) and to aspiring presidential candidates, saying “the new administration should already have a buy-in into the idea”. (PNA)

Deputy Director General Rolando Tungpalan of the National Economic and Development Authority made this disclosure in his report to President Gloria Macapagal-Arroyo.

GNP expansion in the third quarter was caused by the continuous growth in remittances of overseas Filipino workers (OFWs) and the country’s policy of depending less on export earnings.

According to Tungpalan, the services sector, particularly business process outsourcing (BPO) in Metro Manila, Cebu, Cagayan de Oro, and Davao, helped trigger growth.

He said the global recovery, along with increased campaign spending for the 2010 national elections, will have a positive effect on the local economy.

For January to October this year, foreign direct investments (FDIs) grew to $ 1.5 billion.

He mentioned an earlier Bangko Sentral ng Pilipinas report that investor interest will grow, given the right infrastructure, lower business cost, and a streamlined business processes to reduce red tape.

The government, he added, will continue to encourage the establishment of small and medium enterprises (SMEs) “as sources of revenue and employment so that we will not be depending on export revenues.”

He evinced confidence the fourth quarter growth, which is traditionally high, will be triggered by consumer spending for the holidays. (PNA)

The bonds will be registered with the Securities and Exchange Commission and will have a tenor of at least five years.

An unsecured bond is not backed by any asset, and relies only on the creditworthiness of the issuer.

Tanduay Holdings said the Credit Rating and Investors Services Philippines, Inc. has assigned the highest rating of “AAA” to the proposed bond issuance, which indicates a “strong capacity” to pay debt.

The beverage company said among the factors considered by the rating agency were its “strong brand equity” and financial performance.

First Metro Investment Corp., Allied Banking Corp. and PNB Capital and Investment Corp. have been appointed joint lead managers.

Tanduay, which celebrates its 155th year anniversary this year, is the second-largest producer of rum in the world and has a total of 140 international awards to its credit. The company operates four bottling plants and two alcohol distilleries in strategic locations in the Philippines.

Products include Cossack Blue, Cossack Vodka, Tanduay Rhum, and Jamaica Lime Juice.

Profits of the Tanduay Holdings grew by a tenth to P500 million from January to September over the same period last year because of lower interest expense and lower income tax.

Revenues were also higher by 6% to P7.5 billion for the nine-month period because of a 6% increase in the selling price of its products, which managed to offset the slight decline in sales volume.

Tanduay Holdings said the production facility in Cagayan De Oro, Misamis Oriental has also made a positive contribution in meeting increased demand in the Mindanao region, which captures 42% of the firm’s total sales volume.

Based on its latest financial performance, the company has total liabilities of P6.28 billion, of which P1.72 billion will mature in less than a year. The rest will mature between one to two years.

Philippines: Mindanao growers report sharp rise in vegetable shipments to Luzon and Visayas markets (http://www.freshplaza.com/news_detail.asp?id=54481)

Three growers’ associations in northern, southern and central Mindanao have reported a 75-percent increase from 2007 to 2009 in shipments of vegetables to Cebu and other markets in Visayas and Luzon.

The annual aggregate vegetable out-shipment by these Mindanao growers to the two regions totals approximately 4,730 metric tons (MT) annually, or about 90 MT weekly; a significant increase from the annual shipment of 2,700 MT in 2007, according to reports compiled by USAID’s Growth with Equity in Mindanao (GEM) Program.

“The market has begun to recognize the capabilities of vegetable growers here and the fact that we can maintain production even during bad weather in other parts of the country,” said Jovic Santos, president of the Central Mindanao Vegetable Industry Development Council (CEMVIDEC).

The largest of the three groups reporting on their shipments is the Northern Mindanao Vegetable Producers Association (NorMinVeggies), with a membership base of more than 7,000 growers, whose individual vegetable production areas total more than 3,000 hectares in Misamis Oriental and Bukidnon.



The other groups are the Vegetable Industry Council of Southern Mindanao (VICSMIN), which has 800 members and a total vegetable production area of more than 650 hectares, and CEMVIDEC, which has more than 350 members and approximately 400 hectares.

NorMinVeggies reports that its members are supplying more than 70 MT of assorted vegetables weekly to Luzon and Visayas buyers.

Through its NorMinVeggies Vegetable Consolidation Center alone, the group ships at least 5 MT of assorted semi-temperate vegetables per week to key Cebu-based institutional buyers, including Metro Gaisano supermarket, consolidators for fast food chains KFC and Jollibee, and hotel and restaurant distributors.

“Buyers like these require large volumes of consistently high quality vegetables, and growers here have proven that they can deliver,” said Marcelino Remotigue, NorMinVeggies president, and also a strong advocate for the “commodity clustering approach,” in which groups of farmers focus on a specific commodity and time their harvests to coincide with shipment schedules agreed by buyers and growers.

Santos, whose group hosted the National Vegetable Congress in General Santos City in July, said that participants from other parts of the country were “surprised by how well-organized the growers were in different areas of Mindanao.”

“We expected about 500 participants, but about 700 to 800 attended, with 11 regions represented,” Santos said. “They visited our farms and could see we are practically at par with growers in Luzon in terms of quality and sustainability. It was a good marketing opportunity.”

“Mindanao has big tracts of land, including large upland areas well-suited for growing semi-temperate vegetables,” Remotigue added.

“Mindanao’s great advantage is that it is typhoon-free,” said Ray Acain, president of VICSMIN. “This allows growers to engage in production all year round and ensure regular shipments.”

Acain also heads a VICSMIN affiliate, the 200-member Davao del Norte Vegetable Industry Development Council (DNVIDC), which weekly ships at least 10 MT of chayote and “pinakbet vegetables”—squash, eggplant, okra, bitter gourd and others—to Leyte province, which lies within the Visayas typhoon belt.

“Leyte has its own growers, but they can only produce during certain months,” said Acain.

His group established a supply agreement with a Leyte wholesaler last year when it conducted its first market exploration tour of the province, with support from GEM, which works with the Department of Agriculture and other partners to strengthen the vegetable sector. The GEM Program is being implemented under the oversight of the Mindanao Economic Development Council.

Santos said that in the wake of the last two “super typhoons,” the Department of Agriculture called on Mindanao growers to help stabilize the supply of vegetables in major demand centers in the country.

Seizing the opportunity, CEMVIDEC has shipped approximately 64 MT of assorted vegetables from Mindanao to Luzon from October to mid-November this year, Santos said.

Even newer groups such as the Zamboanga del Norte Hi-Green Farmers Association (ZaNorte) and the Caraga Vegetable Growers Association (CaraVeggies), are expanding their vegetable production for the Visayas market. ZaNorte is now shipping at least 3 MT of tropical vegetables to Cebu weekly.

Vegetable producers are also supplying larger-scale food manufacturers such as tuna canners based in General Santos City, that require huge volumes of sweet pepper, carrots and other vegetable ingredients for their products.

Growers say there still are industry hurdles which have to be overcome by Mindanao’s vegetable sector. “We need more farm-to-market roads, better access to financing for growers, and we have to step up marketing,” said Remotigue.

Acain noted that growers must keep pace with new [production and post-harvest] technologies through training. But, he added: “The demand is there, and more growers are waiting to join the industry. There’s definitely room for expansion in Mindanao.” GEM

Some 200 stakeholders who gathered yesterday at Phivedec Industrial Estate, the province economic zone, pushed for the establishment of the North to South Mindanao link to enable greater mobility of goods and people in this southern Philippines island of Mindanao.

Participants to the two-day conference include international players like foreign shipping industries also attended the two-day confab with delegations from the shippers, shipping lines, cargo forwarders, service providers, and representatives from private sector and government agencies.

“The main focus of this conference is the logistics infrastructure. Linkages of Northern to Southern Mindanao, a main corridor like a Davao-Cagayan expressway,” Rep. Rufus Rodriguez, (2nd District, Cagayan de Oro City), said.
Rodriguez who welcomed hundred participants said several infrastructures were expected to be built in key places in Mindanao to fast track its economic development.

Rodriguez said, like the ongoing infra-projects he started in Cagayan de Oro early this year it would be of big help if the plan fully materialized.

“The ongoing projects like the Laguindingan Airport, the planning of the Mindanao Railway System which will connect the cities of Iligan and Cagayan de Oro is the start idea of a logistics corridor,” said Rodriguez.

In Cagayan de Oro, he said the approval of an overpass to be built in Barangay Puerto worth P230- million will help the land cargoes from Bukidnon to Cagayan de Oro.

“That overpass will help cargoes from Bukidnon as it will be connecting to the new planned coastal super highway from Puerto to Macabalan port,” said Rodriguez.

The Mindanao Federation of Shippers’ Association (MINFESA) Inc. who spearheaded the conference made some proposal as it will presented during the said conference with the theme: “Southern-Northern Mindanao Logistics Corridor: Key to Fast Track its Economic Development.”

MINFESA President Vic Lagdamen said the “expressway” would not necessarily be the one passing through the current national highway, as long as it will “facilitate for a faster movement of goods and people.”

He also said while the Northern-Mindanao link is being pushed as a main corridor, the proposed integrated logistics and transportation plan should also include the Zamboanga, Caraga and other regions in Mindanao.
Mindanao is yet to have an integrated logistics and transportation plan, he said.

He said the plan should figure significantly with the recent infrastructure boost in Mindanao, wherein major infrastructure were recently built like the Mindanao Container Terminal, along with the expansion of seaports and airports, and improvement of national roads.

Business Growth Development program manager Renne P. Subido said that the integrated logistic highway or corridor that would connect two big economic centers in the region the Northern and Southern part of Mindanao is planned by Minfesa in cooperation with some groups like Growth with Equity in Mindanao (GEM).

“The GEM will give some technical assistance and part of the conference’ resolution and one of the co-funding groups,” said Subido.

Davao City (24 November) -- A Northern to Southern Mindanao link—a main corridor like a Davao-Cagayan expressway—that would enable greater mobility of goods and people is now being pushed by Mindanao logistics and infrastructure industry players.

"We would like to sell the idea of an integrated logistics highway or corridor; one that would connect Northern and Southern Mindanao, two big economic centers in the region, that will propel Mindanao's socio-economic development," said Mr. Vic Lagdamen, president of the Mindanao Federation of Shippers' Association (MINFESA).

The said proposal will be presented to the government during the first Mindanao Logistics Conference this week November 25 to 26 in Tagoloan, Misamis Oriental with the theme: "Southern-Northern Mindanao Logictics Corridor: Key to Fast Track its Economic Development."

Lagdamen, who spearheaded the conference's regional consultation here recently, said that the "expressway" would not necessarily be the one passing through the current national highway, as long as it will "facilitate for a faster movement of goods and people".

He also said that while the Northern-Mindanao link is being pushed as a main corridor, the proposed integrated logistics and transportation plan should also include the Zamboanga, Caraga and other regions in Mindanao.

Mindanao is yet to have an integrated logistics and transportation plan, he said.

"It is high time for Mindanao to have something like a logistics corridor given that infrastructure development in Mindanao is being fast tracked, and most especially since MEDCo is now currently formulating the Mindanao 2020 Peace and Development Framework Plan," said Usec. Virgilio Leyretana, chairman of the Mindanao Economic Development Council (MEDCo).

Infrastructures are the arteries for progress, they provide access to economic opportunities for the depressed and vulnerable rural communities by opening new areas for economic development and linking the production areas with the urban centers and market, he said.

"The shift to logistics infrastructure should be a more comprehensive approach in tackling the overall logistics needs of Mindanao," Lagdamen said, noting that the cold chain and banana industries will also be among focus topics.

A "banana logistics corridor in Mindanao" has been identified as one of the topics in the two-day conference. Banana exports continued to remain the top 2 Mindanao export raking in US$456.11 million in 2008, a 16.12 percent increase from 2007's US$392.8 million, according to MEDCo data.

The conference also had its consultations in Cagayan de Oro and Zamboanga that will gather sectoral issues and concerns and will be presented in the conference.

Lagdamen said that they will not only forward the conference resolutions to concerned agencies like the Department of Transportation and Communications (DOTC) but to aspiring presidential candidates saying that "the new administration should already have a buy-in into the idea".

Some international players like foreign shipping industries are also expected to attend the 200-strong delegation of shippers, shipping lines, cargo forwarders, service providers, and representatives from private sector and government agencies.

The port director of the Muara Port in Brunei Darussalam is also expected to be one of the conference speakers which would highlight port and infrastructure development thrust in the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) sub-regional cooperation, Lagdamen said.

Bayan backs outsourcing in 'Next Wave Cities'

MANILA, Philippines - Lopez-owned Bayan Telecommunications has committed to support offshoring and outsourcing (O&O) companies exploring business possibilities in the so-called Next Wave Cities, or the emerging growth centers outside Metro Manila.

The top 10 Next Wave Cities in the Philippine identified by the Commission on Information and Communications Technology (CICT) are Iloilo, Metro Laguna, Metro Cavite, Davao, Bacolod, Pampanga Central, Bulacan Central, Cagayan de Oro, Bulacan South and Lipa.

With the local O&O-information technology industry posting $7 billion in revenues in 2008, the Philippines is seen to grab 10 percent of the global O&O market by 2010. But to achieve this, about one million new employees are needed to join the industry, a challenge that Bayan said it plans to address by helping O&O companies explore business possibilities in Next Wave Cities.

Bayan participated in the Iloilo leg of Convergence 2009, a project of the CICT, which is geared to further grow the information and communications technology as well as the O&O industry.

“Bayan is honored to participate in CICT’s Convergence 2009 as our company has always been fervent in promoting the Philippines as the number one O&O destination in the world,” according to Fred Bernardo, Bayan’s managing director, “Our partnership proves that the government has confidence in us and in the quality of our services in the telco industry.”

Oro holds Halad sa Pasko 2009 choral content, "indigay sa parol"
Manila (27 November) -- The two (2) biggest malls in Cagayan de Oro City have joined hands with the City Government and the City Tourism Board to make the celebration of Christmas meaningful for Kagay-anons.

This was announced recently by Ms. Josy P. Aliñabon, Chairperson of the City Tourism Board which is organizing the Halad sa Pasko 2009, an endeavor which aims to harness community involvement in spreading goodwill especially during the Christmas season.

SM City Cagayan de Oro partners with the City Government and the City Tourism Board in the conduct of Halad sa Pasko 2009: Bangga sa Daygon, a choral contest for the public and private elementary schools in the City. The contest, which will require the children’s choirs to sing Tagalog or Cebuano Christmas songs, will be held at the Atrium of SM City on December 11 (elimination round) and December 19 (final round).

Up for grabs is a P25,000.00 cash prize for the winning children’s choir, P20,000.00 for the second prize and P15,000.00 for the third prize.

Meanwhile, Lim Ket Kai Center partners with the City Government and the City Tourism Board in the conduct of HALAD SA PASKO 2009: Indigay sa Parol.

The contest of lanterns or parols will require the entries to be made of recyclable and reusable materials such as plastics, tin foils, candy wrappers and other such materials. Such recyclables and reusable materials to be used must be able to withstand exposure to the elements. The use of indigenous materials such as ginit and gasing and such other materials is discouraged.

The contest will be held on December 6, 2009 in the rotunda of Lim Ket Kai Mall.

Up for grabs is P17,000 for the first prize, P12,000 for the second prize and P8,000 for the third prize.

The contest is open to barangays, schools or organizations or offices. It encourages the public to creatively make use of recyclables and reusable materials in making this well-loved Christmas symbol, the parol.

DAVAO CITY, Philippines — Once a week, the drone of airplanes shatters the early morning calm in Calinan, a cluster of small farmlands in the hilly terrain around Mount Apo. It is the signal for farmers to rush indoors or take cover and stop feeding livestock, for women to pull down clothes hanging out to dry, and for everyone to stay indoors, windows shuttered.

The small fixed-wing planes, known as crop dusters, are owned by the huge banana plantations nearby, spraying fungicide—a kind of pesticide that destroys fungus—on the banana plants. Residents say anyone caught outdoors during an aerial spray is likely to experience skin itching, eye irritation and nausea. Water exposed to fungicide turns milky white, and vegetables like malunggay curl up or retain a sticky residue.

Because of their rapid expansion, Davao’s big banana plantations are encroaching into the city’s built-up areas and farmlands like Calinan, where small farmers grow crops and fruits such as durian and lanzones that are sold in Davao City markets. Communities around these plantations have been complaining of health problems every time toxic pesticides would drift their way.

Convinced of its ill effects on health and environment, the city government of Davao passed an ordinance in February last year banning the aerial spraying of pesticides. City officials and small farmers have since been locked in a legal battle with the banana companies over the ban.

When powerful banana growers questioned the constitutionality of the ordinance, the lower court upheld the ban, as did the Office of the Solicitor General. It was only in the Court of Appeals where banana companies scored a victory: The CA issued an injunction to stop the ban, allowing them to continue aerial spraying.

Last July, the Davao City government, in alliance with farmers, asked the Supreme Court to break the impasse in what is now considered a landmark case that will test the power of the local government to protect public welfare.

Aerial spraying is done on 1,800 hectares, about one-third the total area of banana plantations in Davao City, said a fact-finding report headed by City Planning and Development coordinator Mario Luis Jacinto. Pilots guided by Global Positioning System devices spray 30 liters of solution per hectare using automated nozzles.

Although the Philippines has no specific law on aerial spraying, government regulations require pilots to observe buffer zones “20 to 30 meters away" from plantations, according to regional officer Estrella Laquinta of the Fertilizer and Pesticide Authority. The rule is meant to spare humans, animals and plants from the ill effects of the spraying. But it is a rule only on paper.

Rosita Bacalso, whose farm is just three meters away from the Cavendish banana plantation of Davao Fruits Corp. (DFC), said she saw white insects swarming toward her coconut trees from the corporate farm when aerial spraying began in 2004. The coconut fronds turned black and began falling off, while the young fruits failed to mature fully. As a result, her usual income of P12,000 from coconuts fell to P3,000 every quarter.

On one occasion, Bacalso recalled, she looked in horror at a glass of water from the tap after heavy rains washed off pesticide residues from the gutter into their water tank. “Murag gatas. Mao ni ang among ginainom (It was milky. Is this what we’ve been drinking)?" she wondered. Since then, the family has been fetching water from the community tank 200 meters away.

Another farmer, Virginia Cata-ag, said members of her family experienced eye irritation, nausea and skin diseases after getting directly hit by pesticide spray. Her house in barangay Sirib is surrounded by a DFC banana plantation, the nearest border just 10 meters away, and the company does not notify them when aerial spraying would be done.

In barangay Dacudao, longtime resident Cecilia Moran said her family had to sell their cows that started getting sick from grazing on pasture land hit by pesticide spray. Leafy vegetables such as malunggay and camote tops curled up or had sticky residue that could not be washed off, forcing them to buy from the market what had once been a daily supply of fresh produce from their own farm.

Just a ‘perceived’ problem

The Pilipino Banana Growers and Exporters Association (PBGEA), together with DFC and Lapanday Agricultural and Development Corp. (LADC), has dismissed the complaints against aerial spraying of fungicide as “a perceived (but nonexisting) problem."

In a petition with the Regional Trial Court to declare the city ordinance invalid, the banana companies claimed that “fungicides are comparable to safe household items such as Nizoral anti-dandruff shampoo or anti-fungal preparations such as Trosyd."

The firms said aerial spraying of fungicide is necessary to control the Black Sigatoka disease, which mainly attacks leaves. If the infection spreads to fruits, the bananas can “suffer from premature ripening, rendering them useless for export."

In the same petition, however, the banana companies admitted that a simple way to eradicate the Sigatoka disease without resorting to aerial spraying of pesticide “is to cut off the leaves and prevent the spread of the disease to other nearby banana plants."

Reacting to the city government’s report that other banana plantations use truck-mounted boom spray to manually apply 80 to 200 liters of fungicide solution per hectare, the companies said this method only covers up to 60 hectares per day, compared to aerial spraying that covers 250 hectares in three hours.

“Aerial spraying is the method of choice considering that it is the safest, most effective, and most accurate method of applying the water cocktail containing the fungicide," the banana firms said in their petition.

The banana companies also disputed testimonies of residents that they do not issue warnings. They said an alarm is sounded 15 minutes before the planes start spraying fungicide, and notices about spraying schedules are placed in strategic areas.

They also said the first three loads are sprayed near the boundaries at daybreak to avoid foot traffic, before the planes start spraying toward the interior of the plantation. In Calinan, people usually wake up and go to their farms at dawn.

In an affidavit supporting the banana firms’ petition, plant pathologist Anacleto Pedrosa of the AMS Group of Companies, which includes DFC, asserted that fungicide spray has “no adverse effects" on the skin or respiratory system.

“Exposure must be by ingestion. An adult person has to directly ingest 425 milliliters of fungicide (which is more than a bottle of beer) to cause some adverse effect," he said.

Pedrosa also downplayed the health risks reported by anti-aerial spraying advocates, claiming that “a person can eat one million apples (directly treated with Mancozeb) a day and still show no adverse effect from the ingestion."

Mancozeb is the active ingredient in Dithane 600, a fungicide sprayed in banana plantations, with up to 1.5 liters used for every 30-liter solution, according to Pedrosa.

No safe dose

In pushing for the ordinance, the joint committees on environment, agriculture and health of the city council rejected the banana companies’ arguments. Instead, they put more weight on the statements of Lynn Panganiban, head of the National Poison Control and Management Center at the University of the Philippines.

“There is no such thing as a safe dose when it comes to pesticides," Panganiban said. “Pesticide vapor is the best predator of the child."

Anti-aerial spraying advocates often show a photograph of children walking to school while a crop duster flies over a nearby banana plantation in a Davao City suburb.

“The theory now of cancer development is a one-cell-hit theory, meaning one molecule in our organ could be hit and this can already produce clonal transformation which will eventually develop into cancer," Panganiban added.

At a forum in UP Diliman last July, Panganiban said various studies have linked Mancozeb to health risks such as skin diseases, thyroid gland disorders and cancer.

Saligan, a legal assistance group helping the farmers in their complaints against the banana companies, showed a specimen label of the fungicide Dithane in court that clearly stated it “may cause irritation to nose, throat, eyes and skin." The label also contains the advisory, “Do not breathe dust or spray mist."

Several health studies in recent years have shown abnormally high rates of cancer, anemia and skin ailments among residents living beside banana plantations. In a 2006 study, the Kalusugan Alang sa Bayan health group documented nine patients who had died of cancer in a plantation site in Davao City. Seven of them had been working for a long time in the plantation, up to 29 years in one case.

Felixberto Batuhan, who used to work in a plantation, cleaning canals and harvesting bananas for three years, blames his employer for the loss of his eyesight. He recalls the pesticide spray getting into the workers’ breakfast, as they had to be inside the plantation at 6 a.m. He is now one of the blind masseurs working in Davao City’s malls.

Even the city government’s Jacinto report, which has been widely criticized for allegedly favoring the banana companies, validated the complaints of farmers on the impact of aerial spraying on coconut trees, saying the fronds had become susceptible to attacks.

“This can happen when the fungus Metarhizium anisopliae, which infects and kills the Rhinoceros beetle, is eliminated or killed by the fungicides that drift to the coconut. Thus, about three to five rows of coconuts adjacent to the banana plantations commonly manifest Rhinoceros beetle-damaged leaves," the report said.

The city ordinance banning aerial spraying had started on a milder note with a resolution from city councilor Nenita Orcullo in 2004 seeking to regulate the practice. Orcullo, who lives in a community where aerial spraying is done, changed the proposal to a total ban a year later following widespread clamor from affected residents in various places.

Earth Day in April 2006 saw the legislation’s supporters coming together under the loose alliance Mamamayan Ayaw sa Aerial Spray, which received logistical support from the environmental group Interface Development Interventions.

These groups found an influential ally in televangelist Apollo Quiboloy, whose prayer center in Calinan is adjacent to banana plantations. A video made by his television company showing the misty trail of the crop dusters and calling for a stop to the practice has been made into an anti-aerial spraying campaign material on the Internet.

Quiboloy was photographed standing beside Davao City Mayor Rodrigo Duterte when the latter signed the ordinance banning aerial spraying in the metropolis. - Vera Files

MANILA, Philippines—By what other force could we Filipinos match the devastation and blows that calamities and poverty bring? How else would Filipinos, directly affected or those who read and hear about them, react? With bayanihan and bahaginan ingrained in our culture, the hands and heart of a volunteer are ready. The spirit is willing to give at the first sign of need.

Similarly, it was how the Jesuit Volunteers Philippines (JVP) came to be. It was when freedom was limited during the martial-law years that Fr. William “Bill” Kreutz, SJ, Fr. Noel Vasquez, SJ and Jesuit scholastics, formed a program that sought to respond to the call of service and contribute to development.

Looking for alternatives
With only a few NGOs at that time, many young people were looking for opportunities and alternatives where they can give their time and talent in the service of others. The program, even with limited resources, found graduates and young professionals who were attracted to the alternative way of being in solidarity with the marginalized, especially those in the countryside.

They recruited Jesuit volunteers who shared their skills, not ideologies, and carried their faith, not arms.

Founded in 1979, JVP was patterned after the Jesuit Volunteer Corps in the United States.

JVP is the longest-running domestic-volunteer-sending program in the country. For a year, with a possibility of a one-year extension, college graduates are sent to communities and organizations with insufficient resources across the country.

First JVPs
The first few batches of volunteers worked alongside either Jesuit-run institutions or rural schools. They taught in Mindanao and lived among indigenous communities. The volunteers recalled many fond memories of adjustments to a new language, food, climate and culture. Back then, there were no established volunteer orientations. The founders felt the need was urgent and the volunteers had to be sent as soon as possible.

They were just given general job descriptions, broad enough to include being catechists and youth formators. Back then, they were just briefly introduced to JVP core values, given boat tickets from Manila, came together as a batch for the mission Mass, and hoped they would see each other at the end of the year.

With the generous support of German organizations Misereor and Missio, the volunteers were given seminars and training to build their capacity as educators, NGO and parish workers, community organizers and youth formators. In 1993, JVP was formally established as a foundation. A program office was set up to support volunteers. Seminars were organized to evaluate volunteer performance and enhance skills.

Profile of a volunteer
In the seminars given to the volunteers, they deepen and grow in faith and understanding of the five core values. Inspired by the spirituality of St. Ignatius of Loyola, the volunteers embrace the values that guide them during their mission and throughout life. During the mission Mass, a volunteer is given a cross to symbolize the JVP core values—service, social justice, solidarity, simplicity and spirituality.

Graduates of other schools
So what does it take to be a Jesuit volunteer? One doesn’t have to graduate from the Ateneo universities in Cagayan de Oro, Davao, Naga, Manila and Zamboanga. Although they serve as recruitment bases, graduates from other universities and colleges are welcome to apply and serve the full-term of 10 months.

There is no course requirement for one to volunteer, for one to serve. Graduates of applied chemistry, business, music, civil engineering, creative writing, nursing and law have applied and successfully finished their volunteer year.

Modest allowance
Contrary to what most people think, volunteers are provided with modest allowance for food, transportation and lodging. Beds may not always have a soft mattress or pillows and traveling may be atop vegetable-delivery trucks or on foot for hours. The volunteers embrace a life of simplicity.

The placement of each volunteer is based on one’s professional skills and personal qualities that fit a JVP partner institution’s request. To assess the volunteer’s performance and enhance skills, volunteers have three major seminars in a program year.

Twitter, Facebook
Regular communication with a program officer and formation staff, composed of former volunteers, is available as a form of support. Even in this age of Twitter, Facebook and SMS, volunteers still keep the tradition of mailing handwritten letters to one another to tell stories of their experiences, inspire one another and nurture the spirit of service. Wherever they are, the volunteers pause and pray for one another at 9 p.m.

Communities changed
Through the years, JVP has been involved in a wide range of development work. To name some, volunteers have been mentoring indigenous schoolchildren in the Cordilleras and in Bukidnon, teaching computer literacy to the deaf in Bacolod, raising funds for a differently abled community in Cainta, organizing fisherfolk in Zambales, supporting gender-advocacy programs in Naga and assisting people’s organizations in Eastern Samar.

Through partner institutions, the volunteers have facilitated education and life-skills programs for the Mangyan youth in Mindoro, and other beneficiaries in Payatas, South Cotabato and Iloilo. While it may be easy to measure a Jesuit volunteer’s success in terms of the number of proposals submitted, school days taught and funds raised, JVP chooses to measure its small victories in the lives improved and the positive change promoted through the help of its volunteers.

JVP at 30

JVP is humbled by the recognition given to it for its contribution to spreading hope through volunteerism. In 2005, the Philippine National Volunteer Service Coordinating Office gave JVP the lifetime achievement award. Recently, the Quezon City government recognized JVP as an outstanding organization. Former volunteers, who completed the 10-month program, are organized into local chapters in Cagayan de Oro, Davao, Naga, Manila and Zamboanga.

JVP envisions these professionals, who are now in various fields, to form a network of leaders not only to support JVP as a foundation but also to contribute to the country, all drawing from their rich experiences and learning from their volunteer work.

To date, JVP has sent more than 800 volunteers and engaged with as many rural schools, parishes and nongovernment and people’s organizations. Grateful for the support of the Philippine Province of the Society of Jesus, Misereor, Missio, local benefactors and donors, JVP looks forward to more years of, like the full-pledged Jesuits, “going where there is greater need.”

Longest-running
JVP began when there was limited freedom and when resources were scarce. Yet, it has grown to be the longest-running organization of its kind. JVP proves that the heart of a volunteer and the willing spirit know no boundaries and season to reach out to others and serve. JVP hopes to be a testament that people helping people awaken the good within and build communities and the nation.

HUNDREDS of members of the Couples for Christ-Gawad Kalinga Misamis Oriental chapter gathered at the Corpus Christi gymnasium Sunday, November 22, 2009 to mark the community´s 22nd anniversary with a day of games and thanksgiving.

The highlight of the day-long celebration was the inspirational talk given by GK Founder Tony Meloto, who only a week ago became the only non-government organization head invited to the APEC CEO Summit 2009 which brought over 800 top business leaders from all over the world to meet with leaders of the Pacific Rim´s most powerful nations.

Meloto lauded the growth of CFC-GK Misamis Oriental-Cagayan de Oro since it started 22 years ago.

"I was with them when they started. They have grown, both husbands and wives, and raised their families with good children and the right values," Meloto said shortly after his inspirational talk. "It is God-fearing families like theirs which now make up the nearly one million strong GK army all over the world today."

Meloto said the CFC-GK Misor-CDO chapter is significant to the GK ´Army´ because its 26 communities has helped make GK the most popular movement in the US as the channel for overseas Filipinos "despaired over their country´s stubborn poverty and yearned to do something about it" by helping bring their fellow countrymen out of poverty through donations.

Meloto´s talk about Gawad Kalinga in the CEO Summit presented GK as a global model of social development consistent with the UN Millennium Development Goals which seeks to cut poverty in half by 2015.

GK has transformed over 1,700 poverty ridden and crime-laden communities throughout the Philippines since it started in 2002. GK noted that in the Philippines, "40 percent of urban families occupy what the Asian Development Bank calls ´makeshift dwellings in informal settlements.´

As the most successful Asian model for community development and poverty alleviation, GK has become the model for similar projects in East Timor, Papua New Guinea, Indonesia and Cambodia.

"I told the CEOs it paid to invest in GK since it would result in the expansion of their market base in the long run," Meloto said. "I said if you are doing business in Asia, your Corporate Social Responsibility (CSR) programs should be aligned with the people of Asia to enable them to rise from poverty because a prosperous and peaceful nation would be a growing market for your products and services."

He cited how multinational companies like Shell, Unioil. HSBC, Colgate, Coke, Pfizer have successfully worked with GK in RP leading to the establishment of over 2,000 GK communities all over the country to date.


Alfonso "Jun" del Fierro, Jr., CFC -GK Misamis Oriental-Cagayan de Oro area and provincial director said that since GK started in the area in 2002, it has established 26 Gawad Kalinga communities with over 500 units of housing, the latest of which is a 35-unit community at La Paz 1, Lapasan to be constructed with the assistance of the Priority Assistance Development Fund (PDAF) of Rep. Rufus B. Rodriguez, of Cagayan de Oro´s 2nd Congressional District.

Rep. Rodriguez has committed P2.9 million from the 2nd District´s Priority Development Assistance Fund (PDAF) for the undertaking which aims to set up 35 units of GK houses in the seafront sitio.

"Our plan calls for 35 units with a 40 square meter lot and 20 sq.m. house in this site," del Fierro said. "Besides helping disadvantaged sectors set up their own homes, CFC also aims to improve the tourism potential of our seafront and boulevard along this area," he added.

"We would soon be undertaking construction of additional 300 units in Barangay Calaanan in coordination with Mayor Constantino Jaraula," del Fierro said. "The city will provide the land and concrete aggregates with GK doing the actual construction and more important, community mobilization, values formation, and Kapitbahayan seminar/training."

Beneficiaries of the newest GK community will be residents displaced by city hall´s Golden Mile project, which include some CFC members. The Golden Mile is Jaraula´s pet project aimed at attracting more investors and tourists to the city. Its first phase includes a 600-meter long "walkway" from City Hall to the 5th (Kagay-an) Bridge, and a one kilometer "Boulevard" from Toribio Chaves Street to J.R. Borja Street.

Under the original GK777 plan, GK envisioned building 700,000 homes in 7,000 communities in 7 years. This was later updated to GK2024, a 21-year vision which provides the roadmap towards a First World Philippines with 2024 set as the target year for the eradication of poverty in the country.

In his book, "Builder of Dreams", Meloto shares his vision of the GK community. "The best way for us to rise as a nation is to help ourselves, to dream our own dreams, to care for those among our people who have lost their capacity to dream. This is the GK way for us," he said.

"The GK way is a path where faith and patriotism, merge in one expression, where nation-building is considered Kingdom-building, where love of God is measured in terms of heroic sacrifices for country and the poorest neighbor."

Like Manila´s famous COD Department Store animated Christmas Show, the Christmas Village of VIP Hotel is slowly growing into an annual tradition that would soon be one of the harbingers of the Yuletide season in Cagayan de Oro City.

"We hope to make this an annual tradition Kagay-anons of all ages can look forward to come the first Sunday of Advent," Butch Canoy, Chairman of the Board of the Canoy Group of Companies, said during the Christmas Village´s second edition last year.

Designed by Ma. "We hope to add something new every year to this collection so eventually, the village will grow as time passes," Ms. Canoy said. The village collection includes selected items from the famous Lemax Village Collection and Department 56. "The other items such as lights and trees we got individually but we made the bridges and roads ourselves," she added.

After a brief opening program and unveiling of this year´s VIP Christmas Village, the hosts and guests proceeded to the fifth floor for a tour of the hotel´s newly renovated Executive rooms and suites designed by Don Canoy.

"We will completely renovate all 80 rooms from top to bottom," said VIP Hotel Director Eileen San Juan, daughter of Sumulong "Yoyong" Escobar, its first general manager, in what can only be interpreted as a determined bid to regain the hotel´s distinction and prestige as Cagayan de Oro´s premiere business hotel.

CEBU, Philippines - The administration candidates, presidential aspirant Gilberto “Gibo” Teodoro and his running mate actor Edu Manzano yesterday assured the officials of the Associated Labor Unions-Trade Union Congress of the Philippines that their platform of government will include the issues concerning the workers.

Both Teodoro and Manzano, who were in town yesterday as guests of the convention of the One Cebu party of Governor Gwendolyn Garcia, made the assurance when they personally visited ALU-TUCP National President Democrito Mendoza at his office at the JSU-PSU Mariner’s Court/PSU-ALU office.

Teodoro lamented the fact that some managements ride on the issue of the global economic crisis to avoid giving what is due for their workers.

He explained the situation of the workers here in Cebu does not have much difference to those who are in Manila and even in other regional offices where ALU has members.

Union officials said that the economic crisis is not just affecting the workers in the industrialized sector, but also those who are working in the plantation.

However, they added that there are still measures that can prevent massive retrenchment by telling union members to be stronger and united.

Teodoro said that his platform of government will cater to the issues concerning the workers especially those who are union members.

According to him, he had noticed the important role of the labor sector in the development in the country.

Manzano, on the other hand, said that he will support the programs of Teodoro particularly the ones concerning the workers.

The vice presidential aspirant shared that he owned an arrastre firm based in Cagayan de Oro City and he recognized the important role of the workers especially during dark times.

The Customer Service Center is carefully designed for a look and feel of comfort and convenience. Its friendly Customer Service Representatives are ready to assist the customer’s needs whether it may be for mobile phone cleaning or even TV repairs.

The Service Center is a one-stop shop that provides after sales service to all Samsung products. And since it is a “green” center, recycle bins are stationed inside the Service Center for people who want to dispose their batteries containing lead and other toxic chemicals.

Xavier University -Ateneo de Cagayan will be celebrating its 76th year of service on December 2-5, 2009 with the theme “Xavier Engage: Take the Frontier.” This annual celebration promises an exciting line-up of activities.

Mr. Ivanell Subrabas, the Executive Chair of Xavier University Festival Days (XUFD) 2009 said that XU Engage is “a way of affirming the engagements of the university with the community”.

These engagements are classified into four major feats: Engaging the mind (academic and student activities), Engaging the heart and soul (spiritual maturity and formation); Engaging hope with others (community involvement and service); and Engaging our roots (Culture and Arts). XUFD is also one of the highlights of the university’s sesquicentennial celebration of the 150th year since the return of the Jesuit’s Mission to the Philippines.

For this year’s celebration, the present engagements of the university will be underscored to highlight what XU has become after 76 years. “We are trying to make this year’s celebration really different from the previous XU Festival Days,” explained Mr. Subrabas. Traditional activities have been reinvented and were given new twists such as the integration of contemporary and multi-faceted concepts to spice up conventional live band shows, concerts and contests.

XUFD will be officially opened with the traditional holly mass on Dec 2, to be followed by the lighting of the trees along the campus lanes. The crowd-favorite variety show and fireworks display will kick off the different activities and exhibits.

This year, several activities have been added such as a quiz game show for the grade school, high school and college levels, and Engage Dance Party, the much anticipated festival-ender. More activities from other units (i.e. XU Chapel, Athletics Office, Central Student Government, and co-curricular and extra-curricular organizations) will also be showcased.

Manila (27 November) -- The two (2) biggest malls in Cagayan de Oro City have joined hands with the City Government and the City Tourism Board to make the celebration of Christmas meaningful for Kagay-anons.

This was announced recently by Ms. Josy P. Aliñabon, Chairperson of the City Tourism Board which is organizing the Halad sa Pasko 2009, an endeavor which aims to harness community involvement in spreading goodwill especially during the Christmas season.

SM City Cagayan de Oro partners with the City Government and the City Tourism Board in the conduct of Halad sa Pasko 2009: Bangga sa Daygon, a choral contest for the public and private elementary schools in the City. The contest, which will require the children’s choirs to sing Tagalog or Cebuano Christmas songs, will be held at the Atrium of SM City on December 11 (elimination round) and December 19 (final round).

Up for grabs is a P25,000.00 cash prize for the winning children’s choir, P20,000.00 for the second prize and P15,000.00 for the third prize.


Meanwhile, Lim Ket Kai Center partners with the City Government and the City Tourism Board in the conduct of HALAD SA PASKO 2009: Indigay sa Parol.

The contest of lanterns or parols will require the entries to be made of recyclable and reusable materials such as plastics, tin foils, candy wrappers and other such materials. Such recyclables and reusable materials to be used must be able to withstand exposure to the elements. The use of indigenous materials such as ginit and gasing and such other materials is discouraged.

The contest will be held on December 6, 2009 in the rotunda of Lim Ket Kai Mall.

Up for grabs is P17,000 for the first prize, P12,000 for the second prize and P8,000 for the third prize.

The contest is open to barangays, schools or organizations or offices. It encourages the public to creatively make use of recyclables and reusable materials in making this well-loved Christmas symbol, the parol.

CAGAYAN DE ORO CITY—The chief executive of a Misamis Oriental municipality is personally promoting organic farming in his town as his way of advocating measures to protect the environment and at the same time, promote healthy food.

Mayor Dixon Yasay of nearby Opol town said he wants to see all farmers in his municipality adopt and implement organic farming before he steps out of office next year.

He said he is promoting organic farming in all the municipalities of Misamis Oriental through his office as president of the League of Municipalities of the Philippines-Misamis Oriental chapter.

Yasay, a graduate of BS Agriculture with a major in Agronomy at Xavier University-Ateneo de Cagayan, has been mayor of Opol for three consecutive terms. He was elected president of the LMP-MisOr chapter in 2007 after Tagoloan Mayor Vincente Yevgeny Emano relinquished the post following his election as the province’s representative to Congress for the second district.

“I strongly believe that local government units [LGUs] have a responsibility to the environment for the present and future generations,” he said in an interview. Yasay said he is encouraged to continue his organic-farming advocacy every time he talks because of the interests shown by his constituents and listeners.

Rep. Rufus Rodriguez assures restoration of Mindanao Railways project office budget

The budget for the Mindanao Railways Systems office in Cagayan de Oro will be fully restored to enable the project to move forward next year.

This was the assurance made by Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) during a project presentation update hosted by the project office at a local hotel November 23.

"The biggest obstacle now facing this project is the budget for the project office," Rodriguez said. "But I am confident we can restore the full amount once we tackle the budget in detail later ."

Earlier, the Department of Budget and Management scratched the P13.2-million budget allocation for the 2010 operations Mindanao Railways System project office.

Rodriguez said he immediately went to see House Speaker Prospero Nograles and appropriations committee chair Rep. Junie Cua to urge them to officially write DBM to restore the amount.


The congressman is optimistic the entire amount will be restored to enable the project office headed by Dept. of Transportation and Communications Undersecretary for Rails Special Action Officer Guiling A. Mamondiong to pursue the railways project.

"The bill I filed in 2008 is House Bill # 1855, an act creating the Mindanao Railways Corporation prescribing its powers, frictions and duties, and providing for the necessary funds for its operation," Rodriguez said. THE two biggest malls in Cagayan de Oro City have joined hands with the city government and the City Tourism Board to make the celebration of Christmas meaningful for Cagayanons.

This was announced recently by Josy Aliñabon, chairperson of the City Tourism Board which is organizing the Halad sa Pasko 2009, an endeavor which aims to harness community involvement in spreading goodwill especially during the Christmas season.

SM City Cagayan de Oro partners with the city government and the City Tourism Board in the conduct of Halad sa Pasko 2009: Bangga sa Daygon, a choral contest for the public and private elementary schools in the city. The contest, which will require the children’s choirs to sing Tagalog or Cebuano Christmas songs, will be held at the Atrium of SM City on December 11 (elimination round) and December 19 (final round).

Up for grabs is a P25,000 cash prize for the winning children’s choir, P20,000 for the second prize and P15,000 for the third prize.

Meanwhile, Lim Ket Kai Center partners with the City Government and the City Tourism Board in the conduct of Halad sa Pasko 2009: Indigay sa Parol.

The contest of lanterns or parols will require the entries to be made of recyclable and reusable materials such as plastics, tin foils, candy wrappers and other such materials. Such recyclables and reusable materials to be used must be able to withstand exposure to the elements. The use of indigenous materials such as ginit and gasing and such other materials is discouraged.

The contest will be held on December 6, 2009 in the rotunda of Lim Ket Kai Mall.

Up for grabs is P17,000 for the first prize, P12,000 for the second prize and P8,000 for the third prize.

The contest is open to barangays, schools or organizations or offices. It encourages the public to creatively make use of recyclables and reusable materials in making this well-loved Christmas symbol, the parol.

Those interested to know the details of the contest may visit the City Tourism and Cultural Affairs Office in the City Hall compound or call telephone number 857-3164. (cio)

MANILA, Philippines—The state-run Saudi fund for Development may provide as much as $1.3 billion in cheap financing to fund the government’s planned construction of a railway system through parts of Mindanao deemed vital to the economy.

The Department of Transportation and Communications (DOTC) said officials were currently looking for concessional loans from several sources to fund the Mindanao Railway System, listed as one of the Arroyo administration’s priority projects.

“One possible party is the Saudi Fund for Development. They’ve expressed willingness [to finance] this project,” DOTC Undersecretary Guiling Mamondiong said in a recent interview.

The official said the estimated cost to build the Mindanao railway project’s first phase, which will pass through the Cagayan de Oro-Iligan industrial corridor, was raised to $1.3 billion from the previous $800 million to $1 billion due to changes to include more municipalities.

“There was some realignment of the railway in our studies. Four municipalities—one in Lanao del Norte and three in Misamis Oriental—were included,” Mamondiong said. “The project will now be 124 kilometers long from the 120 kilometers originally planned,” he said.

“This will be good for their local economies,” he added.

The government earlier approached lenders from Poland and Spain for help in financing the railway’s construction, but the Saudi Fund had emerged as the most likely funding source.

“They’re just awaiting the Neda’s [National Economic Development Authority] approval of the feasibility study for the project’s phase one, so there’s a possibility that they will fund the entire project if they are willing,” Mamondiong said.

Once the feasibility study for the project has been approved by the Neda and construction is given the green light, Mamondiong said the railway would likely be operational in five years time.

He said the transportation agency has also approached lenders from Japan and South Korea for the possibility of multilateral financing for the single project.

The railway system aims to link two vital Mindanao gateways, Mamondiong said. These are the Laguindingan International Airport and the Mindanao Container Terminal. It will have passenger and cargo operations.

Discussions for the succeeding phases for the entire railway system have not yet taken off, the DOTC official said.

The Cagayan de Oro-Iligan route is being prioritized since the covered stretch is an industrial gateway and a key trade center for the southern Philippines island group.

The planned Mindanao railway is made up of a network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

The plan for the railway started with former President Fidel V. Ramos. It was revived by his successor Joseph Estrada, but the project failed to take off.

its a good thing that this project is always talked about. when a certain project is always talked about, there's a big propensity that this will push through. i cant wait to snap some pictures of this project next year.

Rep. Rufus Rodriguez assures restoration of Mindanao Railways project office budget

The budget for the Mindanao Railways Systems office in Cagayan de Oro will be fully restored to enable the project to move forward next year.

This was the assurance made by Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) during a project presentation update hosted by the project office at a local hotel November 23.

"The biggest obstacle now facing this project is the budget for the project office," Rodriguez said. "But I am confident we can restore the full amount once we tackle the budget in detail later ."

Earlier, the Department of Budget and Management scratched the P13.2-million budget allocation for the 2010 operations Mindanao Railways System project office.

Rodriguez said he immediately went to see House Speaker Prospero Nograles and appropriations committee chair Rep. Junie Cua to urge them to officially write DBM to restore the amount.


The congressman is optimistic the entire amount will be restored to enable the project office headed by Dept. of Transportation and Communications Undersecretary for Rails Special Action Officer Guiling A. Mamondiong to pursue the railways project.

"The bill I filed in 2008 is House Bill # 1855, an act creating the Mindanao Railways Corporation prescribing its powers, frictions and duties, and providing for the necessary funds for its operation," Rodriguez said. "The P51-million that I and Speaker Nograles worked for the release to finance the just completed feasibility study is in consonance with that bill."

THE Occupational Safety and Health Center recently opened its newest branch in Cagayan de Oro City to bring its services closer to the people of Mindanao. The new office, located at 3/F Gonzalo Go Building, Corrales Avenue, Cagayan de Oro City, is also a response to the clamor of the Occupational Safety and Health Network-10 for more permanent presence of OSHC in the region.

“The opening of this new branch will help ensure the safety and health of workers and consequently help bring more business to this economically fertile place,” said Labor Undersecretary Lourdes M. Trasmonte during the program attended by representatives from various government agencies, the academe, local government offices, trade unions and the media.

“Having an OSHC office in Cagayan de Oro further affirms our economic potential,” OSHNET President Arthur Mencius Quiblat added.

Through research, training, information dissemination and technical services such as safety and health (OSH) audits and work environment measurement, the OSHC CDO Branch will assist establishments, businesses and offices in both private and public sectors.

The OSH specialists assigned in the CDO Branch will closely cooperate with the DOLE Regional offices in Mindanao as well as other stakeholders to better improve the safety and health condition of workers and the working environment in the area.

The CDO Branch is the second branch opened, the first being in Cebu.

The Center envisions the CDO branch to be a fully functional OSHC with laboratories and equipment to duplicate the functions of the main office..

ZAMBOANGA CITY – The Mindanao Federation of Shippers’ Association (MINFESA) presented to the government a proposal that would connect via sea lanes Northern and Southern Mindanao which is aimed to propel socio-economic development and activities in the region.

The proposal was presented to the Department of Transportation and Communications (DoTC) and other government agencies during the first Mindanao Logistics Conference held from November 25 to 26 in Tagoloan, Misamis Oriental with the theme “Southern-Northern Mindanao Logistics Corridor: Key to Fast Track its Economic Development.”

“We would like to sell the idea of an integrated logistics highway or corridor, one that would connect Northern and Southern Mindanao, two big economic centers in the region, that will propel Mindanao’s socio-economic development,” said MINFESA president Vic Lagdamen.

According to Lagdamen, the “expressway” would not necessarily be passing through the current national highway, as long as it will “facilitate for a faster movement of goods and people.”

A similar view and opinion was also aired by the Mindanao logistics and infrastructure industry players who attended the Mindanao Logistic Conference.

Some 200-strong delegation of shippers, shipping lines, cargo forwarders, service providers including international officials of foreign shipping industries and representatives from private sector and government agencies attended the two-day conference.

While the Northern Mindanao link is being pushed as a main corridor, he said the proposed integrated logistics and transportation plan should also include the Zamboanga Peninsula, Caraga Region and other areas in Mindanao.

Mindanao is yet to have an integrated logistic infrastructure and transportation plan, he said.

Adding that with these plans, it will eventually help boost the economy of Mindanao, where he noted that some major infrastructures were recently built like the Mindanao Container Terminal, along with the expansion of seaports and airports, and improvement of national roads.

“The shift to logistic infrastructures should be a more comprehensive approach in tackling the overall logistic needs of Mindanao,” Lagdamen said.

The port director of the Muara Port in Brunei Darussalam was one of the conference speakers giving emphasis to port and infrastructure development in this part of the country.

Railway project awaits RDC approval

THE city has moved closer to having a modern railway system as the feasibility study of the P2 billion Mindanao Railway System project (MRS) is nearing completion, a top official of the Department of Transportation and Communications (DOTC) said Monday.

DOTC undersecretary for Rails Guiling Mamondiong made the statement during a briefing with local officials Monday on the Cagayan de Oro-Iligan-Corridor (CIC) railway project.

“We are looking at the approval of the Regional Development Council (RDC) before it will be submitted to NEDA in Manila,” Mamondiong said.

Present during the briefing were Cagayan de Oro 2nd District Representative Rufus Rodriguez, Mayor Constantino Jaraula and some municipal mayors whose areas will be covered by the railway system.

Both Rodriguez and Jaraula has vowed to find ways for the success of the Mindanao Railway System project which will link the city Laguindingan, Misamis Oriental, site of the nearly completed international standard airport.

Rodriguez said the planned mass transit system will be a more efficient mode of transportation to and from Laguindingan and will solve not only traffic congestion but will also boost tourism and business along its route.

Rodriguez in 2008 had filed House Bill 1855 which created the Mindanao Railways Corporation.

“We already have P10-Million budget for the office of the MRS,” Rodriguez said.

The lawmaker, together with House Speaker Prospero Nograles, is also working for the release of an additional P51-Million to move the project forward.
For his part, Jaraula said the Mindanao Railway System project is expected to spur economic development in the region saying the project will pave way for an efficient, cheap and reliable railway network, which will criss cross the length and breathe of the island.

The railway system is also expected to spur productivity as well as lure in additional investments, Jaraula said.

Local heavyweights to file COCs Monday

CAGAYAN de Oro Representative Rolando Uy (1st district) ended all speculations on his 2010 elections plan over the weekend, saying he will file his certificate of candidacy (COC) for mayor Monday along with his entire slate.

The neophyte congressman, however, did not divulge the identity of his running mate, though he had earlier said he may run under the ruling Lakas-Kampi-CMD without a vice mayoral candidate.

In Misamis Oriental, Rep. Yevgeny Vincente “Bambi” Emano (2nd district) will lead the filing of COCs for the province’s PaDayon Party ticket, which has on its slate lawyer Michael Paderanga as gubernatorial candidate.

PaDayon will field a full slate in the province, and Paderanga’s running mate will be known during the COC filing Monday, said a source close to the party's campaign in Misamis Oriental. Paderanga is up against incumbent Governor Oscar Moreno.

PaDayon’s candidates in Cagayan de Oro, meanwhile, are likely to file their COCs Tuesday, the last day for doing so -- as it has been the practice Vice Mayor Vicente Emano, the indigenous party’s leader.

Despite overwhelming speculations from friends and foe alike, Emano remains coy on whether to seek the mayoral post against after ending his three full terms in office having been mayor for nine years.

He has, in the past weeks, repeatedly said he may retire from politics to give way for the young blood the within the party to take the reins. Many, however, don’t take these oft-repeated lines seriously, as Emano had issued similar reservations in at least three elections but didn’t make good any of his words.
“He (Emano) will run and that’s for sure. You just know it especially when he says he won’t,” said Councilor Roger Abaday, a former political ally of Emano’s.

Joseph dela Cuesta, 45, a registered voter in the city, said an Uy-Emano derby makes for an “exciting political fight.”

“It’s highly anticipated. I can’t wait for it. It’s something we haven’t seen in the past years,” said Dela Cuesta, an engineer. He did not say on which side he is.

Another voter, Rema Santos, noted that unlike his past opponents, Emano is vying against a rival with a built-in political base.

“Naay bailiwick daan si Uy. So murag maingon ta fair ang fight karon,” said the 30-year-old Santos, referring to the vote-rich Barangay Carmen where Uy formerly served as chairperson.

With only a day left before the deadline for the filing of COCs, several candidates had already formalized their intention to run for public office.

Cagayan de Oro Rep. Rufus Rodriguez (2nd district) formalized his candidacy Saturday. He was accompanied by his family, among them his sister, Jocelyn “Bebot” Rodriguez, the barangay chairman of Nazareth. Other hopefuls in the city who had filed their COCs are Rey Abacahin for vice mayor; Tito Dechosa for first district congressman; Temotio Yap of Barangay Apovel, Rey Angana, of Barangay Carmen, Rizalde Balinado, Eric Saarenas, Marlo Almeda and Sonny David all filed their CoCs for City Council seats.

Hmmmm IMO I dont hear nor see any big projects in the city si UY as a congressman, anyway nabanggit ko lang dito kasi any politician who runs for any position in the city or Mis. Or has an impact somehow to the ssc thread sila kasi minsan ang nag bibigay buhay sa pamamagitan ng mga proposed projects.

MANILA, Philippines—The state-run Saudi fund for Development may provide as much as $1.3 billion in cheap financing to fund the government’s planned construction of a railway system through parts of Mindanao deemed vital to the economy.

The Department of Transportation and Communications (DOTC) said officials were currently looking for concessional loans from several sources to fund the Mindanao Railway System, listed as one of the Arroyo administration’s priority projects.

“One possible party is the Saudi Fund for Development. They’ve expressed willingness [to finance] this project,” DOTC Undersecretary Guiling Mamondiong said in a recent interview.

The official said the estimated cost to build the Mindanao railway project’s first phase, which will pass through the Cagayan de Oro-Iligan industrial corridor, was raised to $1.3 billion from the previous $800 million to $1 billion due to changes to include more municipalities.

“There was some realignment of the railway in our studies. Four municipalities—one in Lanao del Norte and three in Misamis Oriental—were included,” Mamondiong said. “The project will now be 124 kilometers long from the 120 kilometers originally planned,” he said.

“This will be good for their local economies,” he added.

The government earlier approached lenders from Poland and Spain for help in financing the railway’s construction, but the Saudi Fund had emerged as the most likely funding source.

“They’re just awaiting the Neda’s [National Economic Development Authority] approval of the feasibility study for the project’s phase one, so there’s a possibility that they will fund the entire project if they are willing,” Mamondiong said.

Once the feasibility study for the project has been approved by the Neda and construction is given the green light, Mamondiong said the railway would likely be operational in five years time.

He said the transportation agency has also approached lenders from Japan and South Korea for the possibility of multilateral financing for the single project.

The railway system aims to link two vital Mindanao gateways, Mamondiong said. These are the Laguindingan International Airport and the Mindanao Container Terminal. It will have passenger and cargo operations.

Discussions for the succeeding phases for the entire railway system have not yet taken off, the DOTC official said.

The Cagayan de Oro-Iligan route is being prioritized since the covered stretch is an industrial gateway and a key trade center for the southern Philippines island group.

The planned Mindanao railway is made up of a network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities.

The plan for the railway started with former President Fidel V. Ramos. It was revived by his successor Joseph Estrada, but the project failed to take off.

THE Occupational Safety and Health Center recently opened its newest branch in Cagayan de Oro City to bring its services closer to the people of Mindanao. The new office, located at 3/F Gonzalo Go Building, Corrales Avenue, Cagayan de Oro City, is also a response to the clamor of the Occupational Safety and Health Network-10 for more permanent presence of OSHC in the region.

“The opening of this new branch will help ensure the safety and health of workers and consequently help bring more business to this economically fertile place,” said Labor Undersecretary Lourdes M. Trasmonte during the program attended by representatives from various government agencies, the academe, local government offices, trade unions and the media.

“Having an OSHC office in Cagayan de Oro further affirms our economic potential,” OSHNET President Arthur Mencius Quiblat added.

Through research, training, information dissemination and technical services such as safety and health (OSH) audits and work environment measurement, the OSHC CDO Branch will assist establishments, businesses and offices in both private and public sectors.

The OSH specialists assigned in the CDO Branch will closely cooperate with the DOLE Regional offices in Mindanao as well as other stakeholders to better improve the safety and health condition of workers and the working environment in the area.

The CDO Branch is the second branch opened, the first being in Cebu.

The Center envisions the CDO branch to be a fully functional OSHC with laboratories and equipment to duplicate the functions of the main office..
