Paulita Roa Past Speaks Wednesday, December 30, 2009 Print Email Comment ShareThis Subscribe IN YEAR 1898, near the end of Spain's colonial rule in this country, the Spanish army and civil officials in Misamis Province became fearful of a possible violent retaliation from persons that they had long abused and mistreated. Historian Filomeno Bautista (1967) wrote that many left secretly with their families. Provincial Fiscal Pedro Cenarro was first to escape. The Judge of the Court of First Instance, Emilio Gaudier and his wife were known to publicly insult and even hurt many Kagay-anons. They would call them "monkeys, wild savages and ignorant." They left in haste with their children. However, the popular Padre Recoletano, Angel Contreras Balaza, vicar of Cagayan left secretly not because he feared for his life but took the precious items of the church. It was the town gobernadorcillo, Cayetano Pacana along with Filomeno Bacarrisas and Tomas Cabanilla who rushed to the wharf and confiscated the boxes containing the valuables from the priest. The boxes contained the jewels of the birhen sa Cotta, the robe of San Nicolas that was full of gold ornaments, the gold chalice, the silver and gold candelabras and others. They were promptly returned to San Agustin Church. When the Treaty of Paris was signed between Spain and the United States where the Philippines was sold to America for $20M, all the Spanish soldiers, officials and civilians were advised to leave the country for Spain. In Misamis Province, some Spaniards brought their Filipina wives and children to Spain while others chose to stay behind. The last military governor of Misamis, Lt. Col. Cristobal de Aguilar, appointed a five-man junta that would oversee the affairs of the province when he left for Spain on December, 1898. Shortly after the Spaniards went back to their home country, the first local elections were held in Misamis Province on December 28, 1898. The province was now politically aligned with the Aguinaldo revolutionary government. For this first election, representatives of President Emilio Aguinaldo were sent to Misamis Province as observers to this important historical event. The officials elected were the following: * Jose Roa y Casas - Provincial President of Misamis * Manuel Corrales - Police Adviser for Peace * Pio Roa y Alcala - Judge of the Court of First Instance and Register of Deeds * Ramon Neri y Abejuela - Internal Revenue Officer * Toribio Chaves - Municipal President of Cagayan de Misamis President Aguinaldo appointed Anselmo Abejuela y Ramos as military chief of the province. Provincial President Roa and his council organized the local military forces. A gun and ammunition factory was also set up and this was headed by Timoteo Baz. The elected officials all came from the illustrado class and were educated in Manila. For the next fifteen months, the people experienced total freedom from colonial rule and what it was to be governed by local officials. The heady months of independence ended on March 30, 1900 when American soldiers came and totally occupied the capital town and the rest of the province. By then, a new and glorious chapter of local history was opened and this time, it was written in blood. Pacman's success in the ring with seven world titles in different weights after subduing Marco Antonio Barrera, Juan Manuel Marquez, Oscar de la Hoya, Ricky Hatton and Miguel Cotto is history that has installed him as one of the greatest fighters of all time. His mauling Ricky Hatton in just two rounds in May in Las Vegas, Nevada and reducing Cotto's face into a bloody pulp on November 15 in the same venue also cemented his value as boxing's highest box-office magnet. The only Asian boxer to have graced the Time Magazine, he has practically won all the awards and plaudits to be given by the worldwide sports media while being counted as one of the most influential persons. He is also one of the wealthiest sportsman with an income of US$ 40 million. Pacquiao will now face Floyd Mayweather in what could probably the last fight in his 10-year career in March. His political ambition of becoming a congressman appears in peril though against a Chiongbian kingpin in Sarangani. While it is true that Pacquiao hogged the limelight, there were other boxers seen in lesser lights but winners also like Nonito "The Filipino Flash" Donaire Jr. snatching away the World Boxing Association(WBA) Interim crown from a rugged Rafael "El Torito" Concepcion of Panama in August in Las Vegas. Filipino-Hawaiian Brian Viloria retained his International Boxing Federation (IBF) lightweight crown in a unanimous decision against Mexico's Jesus Uribe in Honolulu, Hawaii last September; while Rodel Mayol bombed Mexican Edgar Sosa in the second round to win the WBC light flyweight belt last November. Donnie Nietes felled Mexican Erik Ramirez four times to retain the World Boxing Organization (WBO) minimum weight crown for a unanimous decision. World champion Z Gorres topped Colombian Luis Mendez in a 10-round unanimous decision but collapsed due to a swelling inside his left brain which needed surgery that practically ended his promising career. The war between the Philippine Olympic Committee (POC) and the Philippine Sports Commission (POC)on the size and composition of the Philippine delegation was expected to lower the boom on the athletes in the Laos 25th Southeast Asian Games but they move up a notch higher than their 2007 sixth place in Thailand with 38 gold, 35 silver and 51 bronze medals. Athletics collected the most with seven gold medals in its coffer, including the record-breaking win of 28-year old long jumper Marestella Torres. Boxing brought home with five with the Filipinas dominating their female counterpart this time with five gold medal harvest while taekwondo kicked high with four golds. Swimming which had 2007 eight golds, splashed with four while wrestling pulled a big surprise with three golds. Billiards, highlighted by the sweep of Rubilen Amit in the 9-ball and 8-ball singles, collected three golds, one silver and two bronzes. There were two golds for wushu, judo, golf and tennis but muay thai, karate, archery and shooting accounted for one gold each. The Union Cycliste International refused to recognize the licenses signed by a faction of the Integrated Cycling Federation of the Philippines (PhilCycling)headed by patron sportsman-businessman Mikee Romero resulting to the Filipinos' inability to win two sure golds they topped in Thailand in 2007. In chess, 16-year old genius Grandmaster Wesley So of Bacoor Cavite became a household name after shocking Ukraine's World No. 12 ranked GM Vassily Ivanchuk in round 2 and defending champion Super GM Gata Kamsky of the US in round 3 in the 2009 World Chess Cup recently in Khanty-Mansiysk, Russia. So gave the Philippines its best finish ever in the World Cup even if his impressive fourth round run was cut short by the far more mature, GM Vladimir Malakov of Russia. So went home US$ 30,000 (P1.41 million) richer. His fourth round finish surpassed the second round finishes of compatriots Rogelio Antonio Jr. and Mark Paragua who served as his analysts after they were booted out early from the tough mental competition among the world's best chess players. Asia's first GM Eugene Torre reached only the quarterfinal stage under a different elimination format. In billiards, the Filipinos had more success this year, winning three pool titles -- in the World Cup of Pool, Women's World 10-Ball and the 1st World Mixed Doubles Classic. Efren "Bata" Reyes and Francisco "Django" Bustamante recaptured the World Cup of Pool by outlasting Ralf Souquet and Thorsten Hohmann of Germany, 11-9, in a riveting final last September at the SM City North Edsa in Quezon City for the US$ 30,000 (P1.4 million)first prize. Petite and pretty Rubilen Amit won the inaugural women's world 10-ball event at the expense of Taiwanese Shin Mei-Liu, 10-4, last June at the SM North Edsa in Quezon City. Amit bagged the US$ 20,000 top purse. Three months later, Amit teamed with Reyes to rule the 1st World Mixed Doubles Classic at the expense of Charlie Williams and Eun Ji Park of Korea, 9-7. A fourth title barely escaped RP's hands when Lee Van Corteza beat World No. 1 Mika Immonen of Finland in the final of the second World Ten Ball Championship held early this month. In tennis, teenage sensation Francis Casey Alcantara of Cagayan de Oro became the first Filipino to win Grand Slam. Alcantara paired up with Taiwanese Hsieh Cheng-Peng to crush Mikhal Biryukov of Russia and Yasutaka Uchiyama of Japan, 6-4, 6-2, in the final match of the Australian Open in Melbourne and become the first Filipino to win a Grand Slam title early this year to help revive interest in tennis. Felix Barrientos reached the junior semifinals at Wimbledon in 1993 Grand Slam did not win a title. With Alcantara around, the Filipinos also proved successful in Davis Cup competitions, beating New Zealand, Hong Kong and Pakistan. The long-limbed, 28-year old Marestella Torres finally ended the Philippines' 22 years of Asian gold drought by ruling the November women's long jump in the Asian track and field championships at the Guangdong Olympic Center in Guangzhou, China. Torres leaped 6.51 meters in trying conditions to beat Chinese Chen Yaling and Japanese Sachiko Masumi. The country's last Asian gold was when Asia's former sprint queen Lydia de Vega completed a sprint double in 1987 in Singapore. Torres, likewise improved her third place finish in the 2002 Asian championship in Colombo, Sri Lanka. Surprise came off in basketeball, the San Sebastian Stags ended San Beda's straight three-year reign in the National Collegiate Athletic Association (NCAA) basketball tournament via a sweep in their best of three finals battle. Manned mostly by rookies, the Stags struggled to make the Final Four last season but under the aegis of former PBA MVP Renato Agustin of SMB, the Stags upset the favored Red Lions. Agustin's formidable squad cut short San Sebastian's seven-year title drought while giving a first collegiate trophy to Agustin. At the University Athletic Association of the Philippines (UAAP), the Ateneo de Manila Blue Eagles completed a back-to-back title campaign. Hardly feeling the loss of team former team captain Chris Tiu, the title favorite Blue Eagles finished the eliminations with an impressive 13-1 record before defeating University of the East in the best-of-three finals series. Led by the graduating, 6-foot-9 Finals MVP awardee Rabeh Al-Hussaini, who averaged averaged 25 points in the team's two won games in the finals led a talented batch of Blue Eagles in duplicating Ateneo's first back-to-back title feat in 1987 and 1988. Surprise runner-up University of the East failed to end its 24-year title drought but under new coach Lawrence Cheongson, they have developed confidence to become a force to reckon with in the 2010 season. Just to prove that their UAAP win is no fluke, Ateneo Eagles also won their second Philippine Collegiate Championship League title in November. In the PBA, Talk 'N Text captured its second PBA All-Filipino crown in February, while Harbour Centre of the Philippine Basketball League exulted with its sixth diadem, a feat unequalled since the league started in the 80s. Golf is not lacking in heroes too. Carlos Philippe Winsett Palanca's feat of being first Filipino champion of the US Kids Golf European Championship; and Dottie Ardina's win in the PNGA (Pacific Northwest Golf Association) Women's Amateur Championship, Jhonel Ababa's triumph in the 25th Sabah Amateur Golf campionship are just a few achievements in the sport. Ex-caddy Elmer Salvador is RP Open golf champion of the Philippine Open at the Mount Malarayat course. The win worth P410,000 came at the expense of more illustrious compatriots and Asian Tour regulars Angelo Que and Artemio Murakami and participation to the 2010 Asian Tour. VELASCO January 1, 2010, 7:41pm Power project sponsors eyeing to add up capacity for Luzon can gain more leeway planning and bringing their proposed facilities into fruition given forecasts that the need for additional supply in the grid may still be stretched until 2014. Nevertheless, given the long gestation period for power projects before they can be set on stream, it has been noted that processes leading to the project’s implementation may already start between this 2010 to 2011. In the interim, the comfort level for supply of the country’s largest power grid would be the uprating and rehabilitation of the privatized plants of the National Power Corporation (NPC), which is generally seen by the industry as a capacity shoring-up measure for the next 2 to 3 years. Absent an updated and accessible Power Development Plan emanating from the Department of Energy (DOE), power industry players have been relying heavily on their own feasibility studies as guide for their respective investment plans. “My own estimates when new capacity will be needed in Luzon is around 2014,” Aboitiz Power senior vice president Luis Miguel Aboitiz has opined. Greenfield capacity for Mindanao, in the same vein, is seen needed by 2014; while the completion of the three coal-fired power projects in Visayas will momentarily provide level of stability in the grid’s supply. Aboitiz echoed that the two fastest ways to supply additional power would be through: privatization of the NPC plants; and the start of the Wholesale Electricity Spot Market (WESM) in the Visayas. By the assumption of Philippine Independent Power Producers Association (PIPPA) president Ernesto Pantangco, “there is definitely no current supply shortage in Luzon and shortages in peak power is still expected in 2012-2013.” Citing the year 2009 peak demand of 6,400 megawatts as reference, Pantangco indicated that Luzon grid will still have enough room to plan for greenfield or new power projects. He proposed though that government must start working now on improving the business climate as well as on the implementation of policies so capital will flow as they are needed. “What is required is political will to converge all of the government agencies’ approval processes and coordinate power investments with local government units,” Pantangco stressed. In Mindanao’s case, the PIPPA chief executive noted that the problem is more on the reliability of transmission lines supplying power from Cagayan de Oro to the economically-burgeoning Davao and General Santos areas. dark_knight_detectve January 1st, 2010, 03:25 PM Three of 28 ecozones being developed are in Visayas, says PEZA (http://www.pna.gov.ph/index.php?idn=0&nid=3&rid=250125) CEBU CITY, Dec. 31 (PNA) – Three of the 28 economic zones being developed nationwide are in the Visayas while eight are in Mindanao, according to the Philippine Economic Zone Authority (PEZA). The annual aggregate vegetable out-shipment by these groups increased from 2,700 metric tons (MT) in 2007 to 4,730 metric tons last year or about 90 MT weekly, according to USAID’s Growth with Equity in Mindanao (GEM) Program. “The market has begun to recognize the capabilities of vegetable growers here and the fact that we can maintain production even during bad weather in other parts of the country,” said Jovic Santos, president of the Central Mindanao Vegetable Industry Development Council (CEMVIDEC). CEMVIDEC has more than 350 members cultivating 400 hectares. The Vegetable Industry Council of Southern Mindanao (VICSMIN), on the one hand, has 800 members with a production area of more than 650 hectares. The largest of the three groups is the Northern Mindanao Vegetable Producers Association (NorMinVeggies) with 7,000 growers cultivating more than 3,000 hectares in Misamis Oriental and Bukidnon. It supplies more than 70 MT of assorted vegetables weekly to Luzon and Visayas. Through the NorMin Vegetable Consolidation Center alone, the group ships at least 5 MT of assorted semi-temperate vegetables weekly to institutional buyers in Cebu. “Buyers like these require large volumes of consistently high quality vegetables, and growers here have proven that they can deliver,” said Marcelino Remotigue, NorMin Veggies president. On one hand, CEMVIDEC has shipped approximately 64 MT of assorted vegetables to Luzon from October to mid-November last year. It also hosted the National Vegetable Congress in General Santos City in July. Santos said that participants from other parts of the country were “surprised by how well-organized the growers were in different areas in Mindanao.” “We expected about 500 participants, but about 700 to 800 attended, representing 11 regions. They visited our farms and could see we are practically at par with growers in Luzon in terms of quality and sustainability. It was a good marketing opportunity,” Santos added. VICSMIN, on the other hand, has established a supply agreement with a Leyte wholesaler last year when it conducted its first market exploration tour of the province, with support from GEM, said Ray Acain, its president. In fact its affiliate Davao del Norte Vegetable Industry Development Council (DNVIDC) weekly ships at least 10 MT of sayote and pinakbet veggies squash, eggplant, okra, bitter gourd and others to the province. Even new groups such as the Zamboanga del Norte Hi-Green Farmers Association and the Caraga Vegetable Growers Association are expanding their production for the Visayas market. And vegetable producers are also supplying larger scale food manufacturers such as tuna canners based in General Santos City that need huge volumes of sweet pepper, carrots, and other vegetable ingredients. However, their problem now, said Remotigue, is that they “need more farm-to-market roads and better access to financing for growers” and they “have to step up marketing.” dark_knight_detectve January 2nd, 2010, 06:28 AM Power capacity addition fo Luzon grid seen deferred to year 2014 (http://www.mb.com.ph/articles/236538/power-capacity-addition-luzon-grid-seen-deferred-year-2014) By MYRNA M. National Dairy Authority (NDA) Administrator Orkhan Usman said some 812 dairy animals have arrived in the country, comprising 600 Holstein Freisian-Sahiwal crossbreeds, 199 Kiwis (cross between Holstein and Jersey), eight brown Swiss, two Jersey bulls, and three Holstein Freisian bulls. It was the first time for the NDA to acquire a multi-dairy breed for animal loan dispersal, he noted. "These 812 dairy animals from New Zealand that arrived in the country just recently have opened greater opportunities for dairy farmers," said Usman. "This project is meant to augment local dairy production and address milk sufficiency in the country," he stressed. Usman said the animals were shipped through MV Hereford Express and arrived at Cagayan de Oro port to unload 383 animals allocated for the Visayas and Mindanao, after which the vessel proceeded to Batangas port to deliver the remaining 429 animals for Luzon farmers. The 383 animals for Mindanao and Visayas have been quarantined for 30 days at the Del Monte Philippines Inc. Feedlot Project in San Miguel, Manolo Fortich in Bukidnon while the Luzon animals have been quarantined in San Simon, Pampanga. "This 30-day quarantine is a mandatory requirement of the Philippine government to ensure that the said animals are free from any disease or abnormality that may manifest during the quarantine period," said Usman. He said the quarantine also allowed the animals to acclimatize to tropical conditions and adopt to local dairy management practices. Of these animals, about 212 will be dispersed to Mindanao dairy farmers, and 171 will be shipped to the Visayas after the quarantine. In a separate livestock project, the Department of Agriculture (DA) is also expanding its goat production program, initially in the Ilocos region, to meet the rising demand for the ruminants not only in the country but also in lucrative export markets like Saudi Arabia and Bahrain. This expansion program was launched recently in La Union through the establishment of the Small Ruminant Center (SRC) in Barangay Cuenca in the town of Pugo, which is the first of its kind in the Ilocos region, according to DA Regional Executive Director Cipriano Santiago for Northern Luzon. Livestock Development Council (LDC) Director Carlos Mendoza earlier said that the SRC will help meet not only the domestic demand for goats but also the growing demand for the ruminants in export markets in the Middle East like Bahrain and Saudi Arabia, which are in need of 4,000 head of goats a month. Dr. Jovita Datuin, who manages the Ilocos Integrated Agriculture Research Center, said the concept of establishing an SRC in Pugo town was the result of the DA’s expansion program on Rural Enterprise Development for Innovative Goat Production Systems (RED-IGPS). A project of the DA’s Research Division, the RED-IGPS showcases various technologies on goat production that aims to make interested goat raisers become entrepreneurially equipped on goat production systems. Its goal is to reduce poverty incidence in the countryside by improving the daily incomes of farmers through goat-raising. After Pugo, the DA is set to expand the project in the La Union municipalities of Bacnotan, San Juan and Bauang and two other municipalities in the province of Pangasinan. The Ginintuang Masaganang Ani (GMA) Livestock Program in the Ilocos Region will provide counterpart funding for the expansion of the project in these municipalities. Datuin said the SRC in Pugo, which is managed by farmer-cooperator Artemio Calletong, will serve as the show window of different breeds of goats such as the Anglo-nubian, Saanen, Boer and upgrade breeds that are available for sale at the SRC. Goat production technologies such as the selection of breeds, housing, nutrient and health management practices are likewise available at the SRC for duplication and adoption by interested farmers. The center also processes goat manure and other farm wastes into fertilizer, which is an effective alternative to costly commercial fertilizers. "The congressmen and senators from Mindanao have worked together to bring in almost a billion pesos worth of projects to Cagayan de Oro and Region 10," Rep. Rufus B. Rodriguez (PMP, 2nd District) told members of the Cagayan de Oro Press Club during a social occasion in a downtown restaurant Dec. 21. The biggest appropriation was P500 million for the right-of-way (ROW) acquisition for the Mindanao Railway System (MRS) project to commence next year. Earlier, Rodriguez said he would work to get some P100-million for the acquisition of the Cagayan de Oro side 30-meter ROW of the MRS next year on top of the P13.2 million restoration of the MRS project office operations budget headed by Undersecretary for Rails Guiling A. Mamondiong, concurrently MRS Special Action Officer. After its approval and endorsement by the Regional Development Council 10 during its Dec. 11 full council meeting, the project is next slated to be evaluated by the NEDA´s Investment Coordinating Council (ICC) technical committee and thence to the NEDA Board for final approval. Rodriguez said he has also managed to have the second tranche P360-million allocated for first phase of the P1.4 billion Cagayan de Oro Coastal Super Highway, a 12-kilometer four-lane coastal road running from Puntod to Bugo. Included in this amount would be the addition of another lane in Julio Pacana street along Bgys. Puntod and Macabalan. The Department of Public Works and Highways (DPWH) already has an initial P120 million to reclaim land for the superhighway along Lapasan to Gusa. Not the least, Rodriguez said the Mindanao bloc of Congressmen also included P86-million to add another lane to the 3-lane portion of Sayre Highway which rises in Carmen Hill along Bgy. Puerto, Cagayan de Oro going to Manolo Fortich, Bukidnon. Sayre Highway is the portion of the Philippine national highway which links Puerto, Cagayan de Oro City to Kabacan, North Cotabato, traversing Misamis Oriental, Bukidnon and North Cotabato. Origignally named Route 3 , it was renamed in honor of Francis B. Sayre, the U.S. Philippine High Commissioner who spearheaded its construction. It extends southward through central Mindanao for a distance of about 100 miles, linking the northern and southern arms of Route 1 (Digos-Butuan Highway). This section of the Philippine national highway was constructed during the American occupation of the Philippines. The biggest appropriation was P500 million for the right-of-way (ROW) acquisition for the Mindanao Railway System (MRS) project to commence next year. Some P360 million was also allocated for first phase of the P1.4-billion Cagayan de Oro Coastal Super Highway, a 12-kilometer four-lane coastal road running from Puntod to Bugo. Included in this amount would be the addition of another lane in Julio Pacana street. The Department of Public Works and Highways (DPWH) has an initial P120 million to reclaim land for the superhighway along Lapasan to Gusa, according to Rep. Rufus Rodriguez of Cagayan de Oro’s 2nd District. Not the least, the Mindanao bloc of congressmen also included P86 million to add another lane to the three-lane portion of Sayre Highway which rises in Carmen Hill along Puerto, Cagayan de Oro to Manolo Fortich, Bukidnon. Sayre Highway is the portion of the national highway which links Puerto, Cagayan de Oro City to Kabacan, North Cotabato, traversing Misamis Oriental, Bukidnon and North Cotabato. dark_knight_detectve January 4th, 2010, 02:20 PM i think i know the area where the planned state of the art hospital will be. i passed by the area yesterday TONZI January 4th, 2010, 04:18 PM ;49474543']dili na lang sad unta ta magpadungog dungog bai kay thru that mahimo tang the same people we hate  oi, depende na na sa imong perception about sa akong gi post basta kay daghan baya pud sosyalan og mapagpuna bisan sa asang dapit. We vehemently condemn such dastardly and barbaric act that has no place in a civilized society. We should now be resolved more than ever to work for peace in Mindanao. Greed-driven structures protected by private armies that spawned such heinous crime should now be made obsolete. This is the least that we can do in expressing our deepest sympathy, that after-all, the brutal death of the helpless victims and the fallen kindred in media will not be for naught. Unknown to many, there is an on-going massacre that is equally brutal, systematic and with utmost impunity but has merited just an iota of concern, which is, the plunder of our dipterocarp forest and all the life forms that go with it. Since, the late 80s, the environmental coalition that I have the privilege of leading, Task Force Macajalar, has struggled without let-up to save our remaining forest. We, together with the ecological people – the lumads, farmers, fisherfolk – had launched series of human barricades against logging. Such was not an easy task as it was always life-threatening. All the 20 to 30 ten-wheeler trucks carrying illegally cut logs from the watersheds of Cagayan de Oro and Lake Lanao were with armed escorts. Such shameless and illegal carriages of timber were passing the thorough-fares of Cagayan de Oro at early dawn so as not to be noticed. The 10 long years of barricading logging trucks saw us slapped with court cases by the logging companies including the hurling of a M2K2 hand-grenade that miraculously did not explode. These harassments did embolden us to intensify our advocacy that even led us to confront personally no less than then President Joseph Estrada in the barricade area. Our battle-cry then was, “Protecting God’s vanishing creation is the highest form of worship.” Although we were successful in stopping logging to save the remaining forest but such victory came only after a decade of direct actions because the structure of greed that got support from power-that-be together with cabal of vested interest was very formidable. This contention is well backed-up by evidence that we have kept all these years. By then, the remaining forest in the watersheds of Cagayan de Oro had gone down to only 2,000 hectares from 37,000 hectares 30 years ago (based on the Satellite Map.) Yes indeed, the 48,000-hectare city of Cagayan de Oro is almost without forest cover. Now, are you still wondering why we are suffering from ecological disasters? What is painful is when water rises causing floods, it is those without money that suffer the worst! The loggers are well secured in their mansions and those who did connive with them! Indeed, the sins of a few loggers are now visited upon our people. From 17 million of natural forest a century ago, our country, an archipelago of 7,100 islands that needs some 10 million hectares of forest cover to have ecological security, has barely half a million left. We have been advocating to put those who have wantonly massacred our forests accountable. From 1971-1988, the loggers have harvested 3.88 million hectares of virgin forests. Many were politicians who used their gargantuan income to buy votes. Don’t you know that one shipment alone of logs would earn a logger 360 million pesos? The logging industry despite amassing forty-eight billion dollars (Asian Development Bank) from 1970-1988, in the same period, it had only contributed from 0.5% to 1.3% to the total Government Revenue. In the period of 1988-1994, the forest sector lost a total of P104 billion worth of old and secondary growth forests. (Phil. Assets Account 1998). Don’t you know that one tree alone can house 130 kinds of living organisms that include ants, birds, orchids and what have you. A century ago, the Philippines was teeming with biodiversity, composed of flora and fauna many of which were found only in our forests. With our forest gone, our country has become a lost Eden. For massacring the 16 millions of hectares of dipterocarp forests and the billions of life-forms that were erased from the bosom of Mother Earth, a great number of which had become extinct before they were discovered, we Filipinos have a lot of explaining to do to our Creator. But first, we have to suffer the consequences of our failures as stewards of God’s creation, which is only ours to protect for the coming generations. "One possible approach is the grant of ample tax benefits to shipping firms that acquire spanking-new vessels. Another parallel option is to set compulsory re-fleeting deadlines," Manzano also said. Manzano, a former vice mayor of Makati City, was responding to a Department of Transportation and Communications (DOTC) report that all of the country's 179 inter-island roll-on and roll-off (RORO) vessels are more than 20 years old and should be phased out. The DOTC said the M/V Baleno 9 lost off Verde Island in Batangas on Dec. 26 was 25 years old. Six people were killed while 47 others are still listed missing on account of the mishap. The compulsory upgrading of the country's maritime fleet could also serve as springboard for a vibrant domestic shipbuilding and repair industry, according to Manzano. "The potential multiplier effect of dynamic shipyards on the broader economy is huge. They will spur increased demand for steel, iron and other shipbuilding materials as well as ship furnishing," he explained. "Moreover, shipyards are highly labor intensive. They can directly and indirectly employ tens of the thousands of Filipinos desperately looking for jobs," he said. The provinces of Zambales and Batangas in Luzon, Cebu in the Visayas and Misamis Oriental in Mindanao should be fully reinforced as the country's hubs for shipbuilding and repair, Manzano said. South Korea's Hanjin Heavy Industries and Construction Co. Ltd. already has a shipyard in Subic Bay and is rolling out a similar facility in Misamis Oriental. Japan's Tsuneishi Group already has a shipyard in Cebu. Singapore's Keppel Corp. Ltd. already has shipyards in Batangas, Cebu and Subic. "In driving the modernization of the shipping sector, we will not only ensure safe sea travel and the efficient transfer of goods, but also stimulate a whole new shipbuilding and repair industry," he said. Up to now, Manzano said that the country's shipping sector remained reliant primarily on imported, second-hand and aging vessels, mostly from Japan. "Why should we continue acquiring pre-owned and dilapidated vessels from abroad, when we can build brand-new ships here, and gainfully employ tens of thousands of Filipinos to do the job?," he said. "We are a maritime nation of more than 7,100 islands. It is imperative that we have a solid and secure shipping industry backed by equally strong shipyards," Manzano said. The police official said Cocpo has already requested bomb experts and bomb-sniffing dogs as part of the safety measures during the feast. The Army’s Fourth Infantry Division is also expected to deploy tight security as they did last year. Earlier, Monsigñor Rey Manuel Monsanto, parish priest of Nazareno Church, said that the devotees of the Black Nazarene will be more than double this year during the feast. An estimated 10,000 devotees joined the procession last year. “Na-aware naman gud ang uban sa taga-Mindanao nga naa na ang replica sa Black Nazarene dinhi,” said the priest. The 250-kilo religious icon, a replica of the Black Nazarene of Quiapo, was given by the Quiapo church to permanently enshrine the statue for Mindanao. Starting on January 6, the replica will be delivered to three parishes for the overnight mass in Nazareth Church on that day, in Dansolihon Church on the following day and to Cathedral Church on January 8 as the final stop for the feast in the succeeding day. Five succeeding masses shall also take place on January 9 starting at 4 a.m. to 12 noon before the celebrated mass on 3 p.m. Right after that, the procession will take place at 4 p.m. However, Msgr. Cagayan de Oro City Mayor Constantino Jaraula made the announcement during the city’s first flag-raising ceremony at the city hall grounds yesterday. According to Jaraula, a group of businessmen from South Korea presented to him their plans during the Christmas holiday break. He said the businessmen ‘though did not mention any project cost hinted that they will proceed with the project if the local government allows them to collect toll fees for 30 years when the project is completed. Asked whether the project is feasible, Jaraula said the South Korean entrepreneurs must have already made a feasibility study prior to presentation of their proposal. Jaraula also said that he is not aware on whether the South Korean consortium had already approached Davao City officials or the national government regarding this plan. Travelling on the current route toward Davao City via Bukidnon highway will take about six hours. “Ang proposal sa mga Koreans nga kung naay lawom, himoa’g tulay. Kung naay bukid, bangagan ug himoa’g tunnel. Dili parehas karon nga mag-zigzag ang dalan ug maglikay-likay kung naay bukid,” (the South Korean investors said that they would construct bridges on mountain cliffs and construct tunnels to cross mountains. Unlike today where travelers had to negotiate on zigzag roads as a way of cutting through mountain ridges), Jaraula said. “If the project comes true, it will certainly benefit Mindanao’s economy considering that movement of people and commodities would be easier and faster,” Jaraula added. this is a fantastic plan. perhaps the plan will consider for both vehicle road and railroad. a big travel cut from 6 hours to 2 hours. people from davao region can come to CDO for white water rafting within 2 hours only and of course for a faster travel route to other major destinations like NM cities and Visayas cities. Taegon January 5th, 2010, 06:34 AM ‘Tis the season to be golfing - again 01/04/2010 | 08:29 PM GMANews.TV The New Year revelry is over. The cool morning dew is nurturing the fairways and greens of the exclusive clubs. Yes, it’s the time of the year again to get rid of the holiday hangover, to clean those sticks and to head out to a new golfing season. The first five months from January to May are the busiest time of the year. Amateur golf kicks off with the 48th edition of the Philippine Ladies Open at the Legends course of the Manila Southwoods on Jan. 13 to 15 in Carmona, Cavite. Chihiro Ikeda, the individual gold medalist in the recent Southeast Asian (SEA) Games in Laos, is clearly the favorite though she will have to face a tough opponent in defending champion Louise Manalo and a host of lady golfers from the ASEAN region. Ikeda Before the SEA Games, the 18-year-old Ikeda had already won seven titles in both local and international events that included amateur opens in Hong Kong, Indonesia, and Malaysia, and two triumphs in the Future Collegians World Tour (FCWT) in Florida. A lot of people thought that Manalo will no longer bid for a consecutive crown because her family migrated to the United States. But the honor and prestige is just too hard to pass up and she will definitely be coming home within the week. The next month, the country’s top professionals head to Bangkok, Thailand for the Asian Tour curtain-raiser, the $300,000 Asian Tour International at the Suwan Country Club from February 4 to 7. It promises to be an exciting start to the new Asian Tour season which will include a minimum of 28 tournaments with nearly US$40 million on offer to the region’s top stars over the next 12 months. Back home, the annual Philippine Airlines (PAL) Interclub’s two-week tournament blasts off in Cagayan de Oro City from February 13 to 28. The succeeding month will be a crucial one for the men’s pros who are not competing regularly abroad. The National Golf Association of the Philippines (NGAP), the franchise holder of the Philippine Open, is still uncertain if it will partner with the Asian Tour. Although both camps are in constant communication, there is no clear plan at the moment. Tentatively, though, the Asian Tour has given the dates March 25 to 28 for the RP Open, Asia’s oldest national championship. So, it will be a race against time to solicit for sponsorships for both NGAP and Asian Tour. – Adrian Flores, GMANews.TV Taegon January 5th, 2010, 06:41 AM ‘Tis the season to be golfing - again 01/04/2010 | 08:29 PM GMANews.TV Back home, the annual Philippine Airlines (PAL) Interclub’s two-week tournament blasts off in Cagayan de Oro City from February 13 to 28. However so sad to say that this upcoming prestigious golf tournament, the time that even foreign golfers can play, was alreay postponed due to what happened in Maguindanao where there was a massacre in just a day. That's the problem of our Manila media here. Generalization is always in their mind. :ohno: Maguindanao is too far away from CdeO. :ohno: It is estimated that the said upcoming event will generate 20 million pesos for CdeO. But this won't materialized in our city as what I had already said. :ohno: The upcoming PAL Golf Tournament will be held in Bacolod City. ^^ Taegon January 5th, 2010, 07:18 AM City mulls state-of-the-art hospital in Gusa (http://cagayandeorodev.wordpress.com/2010/01/04/city-mulls-state-of-the-art-hospital-in-gusa/) Posted on January 4, 2010 by damarre Cagayan de Oro City Mayor Constantino Jaraula is planning to construct a state-of-the-art city hospital somewhere along JR Borja Extension in Gusa. This will materialize if he pushes thru with the multi-billion loan being offered reportedly by some Korean investors. Based on radio interviews and discussions in the City Council shown on TV, the new hospital will complement the existing JR Borja Hospital at Carmen which has been a subject of criticisms from the political opposition. The new hospital will cater to mostly residents coming from the eastern part of the city. Access to the city hospital has been hampered by traffic at the city proper and seems to be a little distant for east-based would be patients. Most residents also prefer Northern Mindanao Medical Center, another government hospital but more modern and better equipped than most government hospitals. Accordingly, part of the loan being offered is also for the Golden Mile Project which is planned to be extended up to Macabalan. Forgetting too much criticisms as part of dirty politics of antiprogress camp, well once this state of the art hospital will be materialized, this will somehow increase our city's hospital beds to fill up the ever growing demand of patients, even as far as Bukidnon for e.g. Hope our city officials could invite an investor likewise to build up an advanced tertiary hospital in uptown Pueblo (where subdivisions are already mushrooming), so that residents out there will no longer travel to downtown area to seek medical care, much more in the case of emergency. If ever our city government could loan the huge amount of money from the Korean Exicom Bank, THEY should prioritize also that it's indeed necessary to build a public hospital particularly in Lumbia, so that ordinary people out there will have an easy access when it comes to provide health care. Taegon January 5th, 2010, 07:24 AM Big card ushers in 2010 By Joaquin Henson (The Philippine Star) Updated January 05, 2010 12:00 AM Philstar MANILA, Philippines - A major international boxing card will start the new year with a bang at the Waterfront Hotel and Casino in Cebu City on Jan. 14 as ALA Gym warriors A. J. Banal and Milan Melindo face separate opponents to launch PLDT chairman Manny V. Pangilinan’s bid for big-time sports action on his newly-acquired TV-5 network. ALA Gym owner Tony Aldeguer told The Star yesterday it was Pangilinan who personally instructed Smart sports marketing and special projects director Patrick Gregorio to headline the card with a championship bout featuring a Filipino challenger. “Challenging a champion is always a big test and guarantees the fans an exciting contest,” said Aldeguer. “Mr. Pangilinan didn’t want a hand-picked fighter for a Filipino. He wasn’t in favor of a bout for a vacant title where the opponent could be chosen to suit the convenience of the Filipino fighter. Mr. Pangilinan made sure the Filipino’s opponent isn’t a patsy.” Aldeguer said it wasn’t easy finding a champion willing to stake his crown against a Filipino in the Philippines but luckily, WBC Youth Intercontinental flyweight titleholder Anthony Villarreal of California was available. Villarreal, 22, will make the first defense of his WBC crown against the unbeaten Melindo of Cagayan de Oro. “When we were about to give up, a courageous newly-crowned WBC Youth Intercontinental champion readily accepted the challenge but the problem was he is the flyweight champion and Milan fights either as a minimumweight or lightflyweight,” said Aldeguer. “In spite of the weight difference, Milan accepted the fight without any hesitation.” Melindo, 21, has a 19-0 record, with five KOs, while Villarreal’s mark is 9-2, with four KOs . While Villarreal’s title will be on the line, Melindo stands to lose a lot more if the American of Mexican descent wins. As a 105-pounder, Melindo is ranked No. 1 by the WBO, No. 3 by the IBF and WBA and No. 5 by the WBC. Villarreal is not rated. For updates from around the country, follow Sun.Star on Twitter So far, Supt. Hebron could not say how many policemen would be involved in maintaining peace during the festivity, which is expected to draw thousands of devotees comparable to that of the riotous Black Nazarene festival of Quiapo. A replica of the one in Quiapo, the Black Nazarene image at the Nazareno Church is the only one in Mindanao. This is very logical since the province is a major transhipment hub for both passengers and cargo from Mindanao to Visayas and Luzon and vice-versa. Philippine Iron Construction and Marine Works (PICMW), a major shipbuilding repair facility is located in Jasaan, an industrial, shipping and fishing town in the province. Ships running aground in Macajalar Bay are being repaired in the drydocks of the PICMW Complex for a long time now since 1972. The facility is also into shipbuilding but of smaller scale like barges. I think there are only two shipyards in the Philippines with a synchrolift system, PICMW and Keppel Batangas. Also, South Korea’s Shipbuilding giant Hanjin Heavy Industries and Construction Co. Ltd., which already has a shipyard in Subic Bay has plans for a similar facility at PHIVIDEC which development has been ceased temporarily due to the world wide economic crisis but everybody is hoping that the project will resume this year. Who can check it out? Hehe! ^^ Anyway, it seems that there's a growing demand in our city when it comes to own a condo unit. Well, sino ba yung nagsabi last year sa kanyang article na it goes like this na Bakit progressive sila? May condos naman kami dito ahh! :D To answer "the illogical reasoning of that guy," the city already has The Courtyards, Koresco, and soon Primavera, and even condo-hotels such as Uptown Condotel, and the proposed 30 storey Korean Condotel. Exempted for now in regards to rumored See Hong 11-12 storey condotel in Cpt. Vicente Roa street. But even with kind of development, I don't think that CdeO is/will more progressive than the other cities. :D basin lahi pod nga condo ang kang Unabia. ill try to check it out this weekend. basta ang uptown condotel nagsugog na gyud. dark_knight_detectve January 5th, 2010, 01:04 PM PROJECT WATCH: Christian Ladies Dormitory Posted on January 5, 2010 by damarre http://cagayandeorodev.files.wordpress.com/2010/01/100_6683.jpg?w=468&h=353 I am posting this separately because of its size being 7 storeys high…did I count it right? As waters came rampaging from the barren mountains of Northern Mindanao washing away anything in its path, it wasn’t difficult to blame decades old deforestation as the aggravating factor in the destructive floods. Suddenly everyone was cursing the loggers. Even those who mocked the anti-logging human barricades in the 1990s up to early 2000 were asking where the environmental activists are. In response, Cagayan de Oro Second District Congressman Rufus Rodriguez filed two bills in Congress, 1) to make Cagayan de Oro logging free, House Bill 6796 and 2) to reforest 3,000 hectares of the denuded forest watershed of the city, House Bill 05880. Last Christmas, Cong. Rodriguez reported to his constituents that the HB 6796 banning all logging activities in Cagayan de Oro had passed third and final reading in the House of Representatives. We just hope that Sen. Nene Pimentel, a former mayor of the city will push the Senate’s version of the Bill for it to become a law. Although, there are only less than 10 session days left before the election campaign season starts, it would be important to have these environmental measures active in our memories so that when Cong. Rufus gets a new mandate and the Senate will hopefully have another Pimentel, and this time, perhaps with the help of fellow Mindanaoan Sen. Juan Miguel Zubiri, the law which environmentalists have been calling since the 1990 to ban all logging in the city’s critical watershed will finally be cast in stone. More importantly, the twin of this bill which seeks to reforest 3,000 hectares of the denuded Cagayan de Oro Watershed should also be passed as stopping only the cutting of trees is no longer sufficient but a large scale and systematic rehabilitation of our forests, abused without abatement in the last 50 years or so, will have to be firmly rooted in the ground. In the other side of Misamis Oriental, some 120 kilometers from Cagayan de Oro, logging again reared its ugly head on Christmas day with the murder of Berting Pinagawa, a Higaonon tribal leader and anti-logging crusader. Berting as we now know have staunchly opposed the Industrial Forest Management Agreement (IFMA) of Southwoods Timber Corporation covering 11,476-hectares of forest straddling Barangay Eureka and Anakan in Gingoog and Minalwang in Claveria town. It is very unfortunate and utterly disgusting why government, despite the glaring negative impacts of logging have retained the existence of these IFMA. For starters, IFMA is part of the miserably failed selective logging policy of the government, wherein logging companies, in the case of the Gingoog-Claveria IFMA, Southwoods Timber Corporation are allowed to harvest “mature trees” from natural forests for commercial purposes and then purportedly do reforestation. This policy is making Dracula administrator of our blood banks. Historical data of the country’s deforestation are loud and clear that commercial logging on our natural forests is the cause of our losing huge forest cover which now stands at only less than 18% of our total land area. In an archipelagic and mountainous country as the Philippines, scientists are saying that we need between 30 – 50% forest cover for us to have ecological balance. An assessment made by the Norwegian project Options (March 2009) classifies of the Philippines as Low Forest Cover, High Deforestation Rate (LFHD) country Historically, IFMAs are given to former holders of Timber License Agreement (TLA) areas. In the Cagayan de Oro – Lanao watershed for example, when the TLA of Vicmar Development Corporation was no longer renewed in 1995 due to protests launched by environmentalists led by Task Force Macajalar, they simply applied for an IFMA for the same area of their TLA. Worse, in this case, they made use of the Autonomous Region in Muslim Mindanao (Armm) and applied for an IFMA there, claiming that their area of operation is already in the jurisdiction of the ARMM. But if you go to Barangay Tignapoloan, upper Dansolihon and Besigan, Vicmar is operating in these Oro barangays with a permit from Armm. It is appalling that the local government unit of Cagayan de Oro is keeping a blind eye on this for almost 15 years now. Going back to the Southwoods IFMA, I was told by my sources in Gingoog that this covers part of the TLA of the Anakan Lumber Corporation (ALCO), a defunct Gingoog-based logging company. I was also told that logs cut legally and illegally from the forests in Gingoog, Claveria and Magsaysay areas are allegedly being processed in APTCO timber plant in Lunao, Gingoog City. It is a shame that these elephants have been roaming the city of my birth, dubbed the City of Good Luck, and people in the DENR and People’s Palace (that’s how we call our city hall there) have pretended to deny their existence. It took the death of a Higaonon leader and the rantings of NGOs like the Legal Rights and Natural Resource Center that the LGU of the City of Good Luck passed a resolution calling on the DENR to cancel the IFMA of Southwoods. I am not accusing Southwoods of any crime here, but an investigation into its IFMA operations should be honestly and vigorously pursued. While laudable that the City Council of Gingoog has stumped its feet on the matter, there should be no let-up in making everyone accountable in the denudation of the forests of Gingoog and Misamis Oriental. It is encouraging that Congressman Ariel Hernandez, a proud son of Gingoog which is representing the party list group Anak Mindanao (Amin) in the House of Representatives is calling for a congressional inquiry into the Southwoods IFMA and the circumstances surrounding the death of an environmentalist and lumad leader Berting Pinagawa. I enjoin the good Congressman and proud son of Gingoog Ariel Hernandez of Anak Mindanao Party List and the City Council of Gingoog to investigate the compliance of Southwoods to the terms and conditions of their IFMA and make sure that aside from its cancellation, somebody has to be made accountable for any violation of law. Moreno expressed optimism 2010 will be a much better year than last year for Misamis Oriental, Northern Mindanao and the entire Philippine economy. Moreno, during his weekly television program Ang Lalawigan Karon, said the global economic crisis is already “a thing of the past” since there is “recovery signs” in many countries. “Asia is expected to take the lead,” said the former financial analyst and banker turned local chief executive, adding that China and India are expected to take lead in the recovery from recession that has been experienced in other economies, including the United States of America. “That is good for us (in the Philippines),” he quipped. The Philippine economy performed relatively well in 2008 and 2009, hence it is expected to do even better in 2010, according to the governor. Moreno said he is confident Northern Mindanao will maintain and sustain its leadership status in terms of gross regional domestic product among Mindanao regions and the rest of the country for this year. “In Misamis Oriental alone, we see a lot of business opportunities,” he pointed out, hinting of business expansion plans of multi-million industries in the locality such as Holcim, Kawasaki, Nestle and Steag State Power. He said that even Hanjin Heavy Industries, which is currently undertaking the Laguindingan Airport Development Project (LADP), could just be waiting for the outcome of the national elections in May this year so that it could push through with its planned establishment of a shipbuilding facility in the municipalities of Villanueva and Tagoloan in Misamis Oriental. Earlier, the National Economic and Development Authority (Neda) in its regional economic situationer for Northern Mindanao for the third quarter of last year indicated that investments during the period amounted to P1.85 billion. Though the figure was 65 percent lower compared to the P4.97 billion of investments in the same period last year, yet the report stated that Misamis Oriental’s data showed renewed confidence with P560.77-million investments, an encouraging improvement over the P197.49-million investments in the second quarter of last year. The Neda report stated that 55 percent of the provincial total investments during the third quarter was contributed by locators in the Phividec Industrial Estate in Misamis Oriental (PIEMO) while the rest came from expansion investments in commercial buildings, construction and hardware facilities, housing and hotel facilities in Cagayan de Oro and in the entire province. Already, local Schools Division Superintendent Myrna S. Motoomull had mapped out plans to ensure that the Cagayan de Oro athletes will be well-equipped and well-prepared in meeting the challenge. The 2010 Palarong Pampook will be played here starting on Feb. 21 at the spruced up Don Gregorio Pelaez Sports Center. "So, kinahanglan nga sa atong live-in training..dili mabentaha-an atong mga atleta ilabi na sa mga kagamitan nga ilang gikinahanglan diha sa pag-ensayo. Let us all work hand in hand to build a winning attitude for Cagayan de Oro Team," said Motoomull during her last briefing with team officials and coaches at the City Central School's Conference Hall. Motoomull expressed confidence Team CDO stands a good chance to rule the regional meet with varsity players from various private schools in the city anchoring the COAA's (Cagayan de Oro Athletic Association) campaign in the week-long meet. Responding to the challenge, the badminton team of Corpus Christi High School took the Gingoog City tourney by storm, winning the inter-school mixed team championship last Dec. 28-30. Fortifying the win are the talented fivesome of Danica Peligrino, Charity Bacarro, Rainelle Reformina, Christine Varias and Jhann Abejuela. "Amo g'yong gipadula ang mga bata sa Gingoog in preparation for the regional meet," CCS badminton coach Eric Miguel told Sun.Star Cagayan de Oro. Cagayan de Oro's qualified players for the NMRAA Meet chess competition have also participated in the just-concluded 1st Mayor Jaraula Cup Christmas Open Chess Tournament that offered over P100,000 in total cash prizes to the winners in Men's Open, Women's Open and 14-Under Kiddies categories. "Some of our participants in the Inter-Asset tourney, featuring different sports disciplines at the City Hall grounds are also qualified athletes in the Palarong Pampook," revealed Asset (Advance Scientific System Efficiency Training) chair Edgardo "Boy" Dacoco. jaysan81286 January 6th, 2010, 09:31 AM Hope the Airforce out there will be transferred likewise to another place (somewhere in one of the hinterlands of CdeO), so that buildings as tall as 30 storeys or more than will be constructed in Pueblo and Lumbia areas in the future. ^^ Transferring the Airforce for e.g. in Tumpagon or Besigan will somehow create a growth area in that hinterland barangay. http://cagayandeorodev.files.wordpress.com/2010/01/73253759.jpg?w=468&h=288 From cagayandeorodev.wordpress.com Bye!2x Lumbia airport. ^^ Unsa-un nalang... According to DOTC Secretary Leandro Mendoza, the privatization plan is in line with the policy of the government to recognize the indispensable role of the private sector as the main engine for national growth and development. “In view of the establishment of the new Bacolod-Silay and the projected completion of the Laguindinga, Misamis Oriental airports, the government is now planning to privatize the old Bacolod airport located at Bacolod City, Negros Occidental and the Cagayan de Oro Airport located at Brgy. Lumbia, CDO City, Misamis Oriental,” DOTC chief said. “The privatization of these airports aims to promote a orderly, coordinated, and efficient program of optimizing the utilization of government assets. The old Bacolod and CDO airports according to our study could be better handled by the private sector and inappropriate for the government to maintain,” he said. Mendoza also said that the proceeds of the sale could be used to finance other government infrastructure programs. Likewise, Mendoza assure that the planned privatization will be done through a public sale process in accordance with Executive Order No. 323, an issuance governing the privatization program of the government, and other applicable laws, rules, and regulations on privatizations of government assets and properties. This showed that the plans, programs and policies rolled out by the administration of Revenue District Officer DO Noel B. Gonzales has gone full swing and elicited positive response from the taxpaying public as manifested in the in a consecutive two (2) months excess collections over goals. Tentative figures showed that BIR CDO has collected P215 million against goal of P198 million or a surplus of near to P17 million. Against the same period last year (2008) which posted a collection of P142 million, the surplus is 71.5 million or 50%, the difference is by leaps and bounds and emphatically pronouncing an effective leadership in 2009. The 2009 whole collections surpassed that of 2008 by 200 million or 10% and Regional Director Esmeralda M. Tabule announced in a ceremony that RDO 98 (CDO) is the best performing district in the entire region. Against cumulative goal however, RDO 98 may not have met its target but the ratio of district collection shortfall is way lower than that of the national revenue deficit. In the coming months, RDO 98 may have easy time in meeting its goal as an offshoot of the right BIR programs and policies established by RDO Gonzales. In recognition of an excellent revenue service, RDO Gonzales was transferred and due to report to RDO No. 113-West, Davao City. RDO Gonzales wish to express his heartfelt thanks to the supportive taxpaying public, the MOFCCCI and the Oro Chamber of Commerce and Industry, Inc., the members of media, the heads of local and national agencies, the hardworking men and women of BIR District Office 98, and the BIR Regional Officials led by RD Esmeralda M. "Since these two old airports will now be lying idle and underutilized as a result of the development of the new Bacolod-Silay and Laguindingan airports, the DoTC decided to dispose [of] them in order that the proceeds could be used to finance other government infrastructure programs," the department said in a statement. Transportation and Communications Secretary Leandro R. Mendoza told reporters that the market values of both tracts of land were still being evaluated. "Within the month, if we finish the documents which are being drafted already, we can start the bidding. It is actually the land that we are selling because we cannot have two airports in the areas," he said. Mr. Mendoza said the airports could be converted into commercial spaces because of their proximity to city centers. "It is very much like what Megaworld [Corp.] did for the Iloilo airport when they won the bid and the old airport is now a commercial area," he said. Only the government owned land will be sold at the Bacolod airport. An area owned by Philippine Airlines will not be included in the auction. A developer said his firm could bid for the sites. Rockwell Land president Nestor J. Padilla said in a text message: "we will definitely take a look at [the Bacolod] airport." Mr. Mendoza, meanwhile, said the new Laguindingan airport in Cagayan de Oro would be opened in the third quarter of the year. "We are aiming for a third quarter open[ing] for the airport and we expect that traffic to that airport would be at 1.5 million to two million passengers. President Arroyo was here Tuesday to inspect the construction of the second flyover project here at the junction of Gen. Luna and Jalandoni streets. The President said the project is her administration’s legacy to the people of Iloilo in helping solve the traffic problem of a fast growing city in the Visayas. She, likewise, corrected public impression on the financial status of the project by saying the ongoing flyover is a project of the Philippine Government through the Department of Public Works and Highways (DPWH) and funded with a loan from the French Government. The proposed 282-meter second flyover project here is being constructed under the President’s Bridge Program, Mega Bridges for Urban and Rural Development Project and funded by the French Government with French Supplier Matiere S.A.S. Director Emil Sadain of the President’s Bridge Program Office, DPWH said the P386.5 million flyover project in Iloilo City will be completed by April 2010 or two months ahead of schedule by June 22, 2010. Sadain said that there are 18 bridge projects under the program constructed in Western Visayas. These include 13 projects in the province of Antique, 4 in Iloilo including a flyover in Iloilo City and 1 in the province of Capiz. The 17 bridge projects were already completed in 2009 and the second flyover project will be completed this year. The first flyover in this city was completed in 2008 along the junction of Infante-Gen. Luna streets. The nine other flyover projects with ongoing construction are in the junction of Manila North Road Dagupan-Asingan Road in Urdaneta, Pangasinan; in the junction of Gapan-San Fernando-Olongapo Road-Lazatin Avenue in the City of San Fernando, Pampanga;in the junction of Lacson Avenue-Lacson Circumferential Road in Bacolod City; in the junction of Araneta and Magsaysay streets in Bacolod City; In the Marilao Highway in Marilao, Bulacan; in Naga City, Camarines Sur; in Puerto Sayre Highway in Puerto, Cagayan de Oro City; and in the Maharlika Highway-Tadeco intersection in Panabo City, Davao del Norte. On the other hand, Sadain said the proposed third flyover project in the diversion road here requested by Iloilo City Mayor Jerry P. Accordingly, Mr. Gaisano has bought the property from the Tamparong family and is reportedly developing a commercial arcade in the said lot. Some workers at the site said they heard it will be a warehouse but based on the last set of photos below, the width is shorter that the length of 18-wheeler trucks known to transport goods for Gaisano’s stores. Some also said it will be an arcade which I’m more inclined to believe. I have initially posted this project last June 22, 2009 with assumption that construction will start before year 2009 ends. Well, I should have assumed one more week and I would have been right. Since it became a university, the school has lined up several infrastructure projects to further enhance its status as a university at par with existing government educational institutions. Based on the pictures gathered, two (2) large cranes, including one with a pile driver are working on the concrete piles as foundations for the new building. http://cagayandeorodev.files.wordpress.com/2010/01/100_6710.jpg http://cagayandeorodev.files.wordpress.com/2010/01/100_6708.jpg The concrete piles are shown below and more are believed to be delivered in the coming days. http://cagayandeorodev.files.wordpress.com/2010/01/100_6709.jpg Lectures in the school are not affected because the work site is on the field. Leandro Mendoza, Transportation and Communications secretary, said the Balintawak and Roosevelt stations of the LRT 1 North Extension Project will start operations in February. The project, which costs about $1.8 billion, has four stations: Monumento, Balintawak, Rosevelt and North Avenue. This will close the EDSA Loop as this would be connected to the Metro Rail Transit (MRT) Line 3 North Avenue Station. The DOTC said the Balintawak station will provide modal interchange for bus and jeepney services entering Metro Manila from the north via the North Luzon Expressway. The project would also involve the construction of the P777-million Grand Central Terminal, which could connect the existing MRT Line 3, the proposed MRT 7 and the LRT Line 1. Upon completion, the LRT 1 is expected to serve about 800,000 to one million passengers. Melquiades Robles, Light Rail Transit Authority (LRTA) administrator said a total of 149.44 million passengers used the Baclaran-Monumento Line (Line 1) in 2009, beating the old record of 145.83 million passengers set in 1994. “With this all-time high, the LRT has established itself as the real alternative transportation in the metropolis for both the masses and the middle class. They have really learned to patronize the LRT systems. In fact, our ridership record remained high even during those times when fuel prices were low,” Robles said. He added that street-level congestion, volatile fuel prices, increasing environmental awareness, the fielding of more trains, continuously improving services and affordable fare rates, all contributed to LRTA’s successful year. In a related development, the Transportation and Communications department announced that the government plans to privatize the old Bacolod Airport located at the Bacolod City, Negros Occidental and the Cagayan de Oro Airport located at Barangay Lumbia, Cagayan de Oro City, Misamis Oriental. The disposal of these government assets would be done through a public sale process. The transport department said it decided to sell the two old airports because it would just become idle with the completion of the new Bacolod-Silay and Laguindingan airports. According to the DOTC, it would be better for the private sector to manage and operate the old Bacolod and Cagayn de Oro City airports as it is “inappropriate for the government sector to maintain” these old facilities. Maricel Casiño-Rivera, head of the Misamis Oriental provincial press office, said construction of the monument is still ongoing and is yet to be finished by Monday next week. Earlier, the Provincial Government set the unveiling of the 23-foot heritage monument on January 11 in time for the opening of the annual “Tabo sa Umahan,” which highlights the province’s 80th founding anniversary celebration. The heritage monument, situated at the center of De Lara Park, is one of the two monuments commissioned by the Provincial Government for P27 million with internationally-renowned Filipino artist Eduardo Castrillo. The other one is the “Bayani ng Media” which was unveiled on August 21, 2009. The monument, which will be made of brass, hopes to bring “a message of identity and gratitude, a message of hope, intelligence and destiny,” according to Governor Oscar S. Moreno when the projects were inaugurated early last year. Once finished, the monument would depict two important historical events with which Misamis played significant roles-the Katipunan revolution and the Philippine-American War-with local war heroes Apolinar Velez and Nicolas Capistrano. The monument would also feature the province’s natural landmarks, the Cagayan de Oro River, lush rainforest mountains and terrains, the historic Saint Augustine Church, a Kagay-anon mother with a child that would seek to capture the life of ethnic people, and the leaders who spearheaded the dynamic growth of the province in its early days. At the left side of the monument would be seen the farming life of the province and a Muslim Maiden playing an indigenous instrument as she pays homage to the early settlers who contributed to the well-being and progress of the province. The right side of the monument will show the noted leaders and statesmen who fostered the growth and gained the pride for Misamis Oriental, all of them having held the highest office in the National Government while at the lower side would stand Xavier University. The official seal of Misamis Oriental and the bronze dedicational plaque and marker will serve as the monument’s base. Aside from its tourism value, Moreno underscored the cultural significance of the monument to the province’s heritage and history. (Terry D.C. Quilinguing Cagayan de Oro City (8 January) -- Misamis Oriental has just turned 80 this year. It was carved out from the undivided Misamis province through Legislative Act No. 3537 that the Philippine Legislature approved on November 2, 1929. The other province was named Misamis Occidental. Adoption of the measure however came 10 years later under Legislative Act No. 3777. As they say, the rest was history. Yet, the vignettes of the past are being captured in the ongoing construction of the Heritage of Misamis Oriental Monument, under the guidance of renowned international sculptor Eduardo Castrillo, right at the center of the Provincial Capitol ground. This imposing edifice is expected to be completed early next month and its unveiling to the public will also be one of the significant events as the province marks its 80th anniversary. This year, to highlight this historical milestone, the famed Salo-Tabo, an agri-fair which has been staged four (4) times in a year since 2004 will usher in the anniversary activities. This time, the first-quarter edition and just like in the past, it is dubbed as Tabo sa Umahan to highlight the province's agricultural products. Festive air are expected at provincial capitol ground due to nightly musical and cultural events that would feature the uniquely indigenous beats and tempo, colorful and intricately designed costumes and choreographed steps of the Higaonons, Maranaos and traditional Filipino and Spanish-inspired dances. But before anything else, Msgr. Rey Monsanto, the parish priest of the Nazareno Parish, will officiate the Holy Eucharistic Mass right at the provincial capitol kiosk at 7 o'clock in the morning on Monday, January 11. After which, the opening program of the week-long Tabo sa Umahan (January 11 to 15) to usher in the year-long celebration of the 80th foundation anniversary of the province will follow. Senator Juan Miguel Zubiri, the majority floor leader of the Philippine Senate, will be gracing and delivering the keynote address during the occasion. This, even as Governor Oscar S. Moreno will also give his anniversary message while Vice Governor Norris C. Babiera will do the honors of welcoming the dignitaries and guests. Zubiri and Moreno will then lead the ceremonial slicing of the "birthday cake" of Misamis Oriental province, toasting of the wine, and in releasing 80 symbolic red-blue-and-white balloons into the air. Viewing of the exhibits will then follow, after the ceremonial ribbon of the Tabo sa Umahan shall have been cut. Other than the display of agricultural produce, semi and processed agricultural products, as well as exhibits of agri-support services, the nightly musical and cultural attractions, there will be goodwill basketball games every afternoon. Also, there will be contests on banana cake baking, pinakbet cooking, poster-making, among other crowd-drawing events in the afternoon. The launch of the Citizens Charter on Thursday (January 14) will also be held at 8 o'clock in the morning. Closing and awarding ceremonies of Tabo sa Umahan is set on Friday evening. Nevertheless, total employed persons in the quarter increased by 24,000, from 1.801 million 1.825 million. The services sector -- which included communication, hotels and restaurants, transport, real estate and education -- was the biggest employer with 46 percent, dislodging the agriculture sector which employed only about 42 percent. The real “callejeron" or replica of the famous Black Nazarene is in Cagayan de Oro after it was was given by the Quiapo Basilica to the Archdiocese of Cagayan de Oro last year. And the Cagayan de Oro Archdiocese has prepared for a procession of the “callejeron" at 3 p.m. tomorrow from the St. Augustine Cathedral to the Nazareno church in Barangay Lapasan. Local devotees have already flocked at the St. Augustine Cathedral on Friday afternoon where the religious icon was brought after it made rounds at various churches and places of worship in Cagayan de Oro City this week. On Saturday, the Black Nazarene will be brought out of the cathedral and will be paraded on the streets, carried on the shoulders of “Translacions" or official escorts. Devotees from Quiapo came all the way to Cagayan de Oro City last year and taught locals how to carry the icon by swaying it along the way. Like those in Quiapo, local devotees are expected to wave white and maroon handkerchiefs to honor the replica of a centuries-old statue of the suffering Black Nazarene. Aside from loud yelling of “Viva Nazareno!”, local devotees will not be as unruly, for the local archdiocese frowns upon fanaticism. “Ang importante mao ang atong debosyon kang Señor Nazareno. Maghinulsol kita sa atong mga sala,” (What is important is our devotion to the Nazarene. Let us atone for our sins), Monsignor Ray Manuel Monsanto, parish priest of Nazareno Church, said. The “callejeron" arrived in Cagayan de Oro early January 2009 after the Quiapo Basilica gave it to the Nazareno Church as a gift. Monsanto said the image is not only a gift to the parish but also to the people of Mindanao who are besieged with a continuing unstable peace and order condition and uncertainties. The “callejeron” was the replica of the Black Nazarene that devotees in Manila used to see every January until church officials in Quiapo decided to gift it to the Nazareno Church in Barangay Lapasan. "Our original plan was to borrow just the clothes so we can use it for our own Black Nazarene image here, but Monsignor Jose Clemente Ignacio, the parish priest of the Minor Basilica of the Black Nazarene, told us that they have decided to bring the image here and make the Nazareno Church its permanent home," Monsanto said. A life-sized, dark-skinned, wooden sculpture of the suffering Jesus Christ, the Black Nazarene is held to be miraculous by its thousands of Filipino devotees in this prominently Christian country in Asia. The original image was said to be carved by an anonymous Aztec carpenter and was transported to the Philippines by a Spanish galleon from Mexico. It was first brought to Manila on May 31, 1606 by a group of Augustinian Recollect friars, the image was originally housed in the first Recollect church in Bagumbayan, now Luneta Park. I wanted to go through this entire thread but it seems it is already too long for me to read in full. I was however able to come across some exchanges in the first few pages about the up and coming elections for city mayor. I just want to ask if anyone is familiar with Berchmans Abejuela who is running for mayor. Yes he is the older brother of Councilor Maning Abejuela. He was also a councilor himself but that was a long long time ago. I suppose none of the younger people know him. I suppose the elections will be a battle between only two people, Uy and Emano. The first one shown above is the 5-storey commercial building at the corner of JR Borja and Daumar Streets in Cogon. I posted this first last August 14, 2009. As of today as shown above, the building structure and form has been completed. Workers are now on the exterior finishing and perhaps metal cladding which is the fad nowadays. Next is this building below in Bulua just a few meters across the Department of Budget & Management (DBM) Building. First posted last August 19, 2009. We can now call it the VJANDEP Building, unofficially that is. Owned by the now-famous entrepreneur of Vjandep Pastel, Col. Virgilio Jose, the building bears the logo of Vjandep at the top. It was very clear a few weeks ago but the contractor has covered a large protion of the logo when they installed the metal claddings. Could this be the main headquarters of Vjandep? But one thing’s sure, all the money from the pastel pasalubongs for CDO visitors must have financed the project. http://cagayandeorodev.files.wordpress.com/2010/01/100_6686.jpg http://cagayandeorodev.files.wordpress.com/2010/01/100_6685.jpg?w=468&h=353 Below is the small commercial arcade in the heart of the city, along Rizal-Gomez Streets. First posted last November 6, 2009, it is nearing completion. In fact, one stall is already open as shown below even as construction materials and debris are still in the premises. More commercial spaces will be available. http://cagayandeorodev.files.wordpress.com/2010/01/100_6689.jpg?w=468&h=353 http://cagayandeorodev.files.wordpress.com/2010/01/100_6690.jpg?w=468&h=353 http://cagayandeorodev.files.wordpress.com/2010/01/100_6691.jpg?w=468&h=353 Below is the status of ONE NETWORK BANK in Cogon at the corner of Arch. I thought I finally saw the new name of the hotel but unfortunately, it says: WELCOME HOME LOVAAS FAMILY…HAPPY NEW YEAR!…FROM ABALDE FAMILY. Still, some progress as workers are seen doing all kinds of “renovation” inside the building. http://cagayandeorodev.files.wordpress.com/2010/01/img_1173.jpg?w=468&h=351 http://cagayandeorodev.files.wordpress.com/2010/01/img_11741.jpg?w=468&h=351 As I was saying….the welcome tarp at the entrance…:) http://cagayandeorodev.files.wordpress.com/2010/01/img_1171.jpg?w=468&h=351 Constellation2k January 9th, 2010, 07:54 AM PROJECT WATCH: Nature’s Pensionne – Velez expansion Posted on January 8, 2010 by damarre http://cagayandeorodev.files.wordpress.com/2010/01/img_1220.jpg?w=468&h=351 ust months after opening to the public, I posted last November 6, 2009 the seemingly small expansion at the rooftop of Nature’s Pensionne – Velez. But now, the small has become big with very clear additional floors. Hmmm…..the hotel is facing shortage of rooms as more and more tourists and businessmen alike are looking for affordable yet good accommodation facilities. Info is that they are usually turning down lots of inquiries and reservations as the hotel is always fully booked. No wonder the hotel business is booming in Cagayan de Oro. http://cagayandeorodev.files.wordpress.com/2010/01/img_1218.jpg?w=468&h=351 Constellation2k January 9th, 2010, 07:58 AM PROJECT WATCH: Other construction updates 6 Posted on January 8, 2010 by damarre http://cagayandeorodev.files.wordpress.com/2010/01/100_6676.jpg?w=468&h=353 This is the latest of the series (if you have been subscribing on my blog…hehe). CORPORATION is also building a very large storage facility in Agusan, Cagayan de Oro City. This is just a few hundred meters from Pepsi-Cola Bottling Plant. The company is into cold storage business particularly meat products so probably the Agusan project is of this kind of business too. A lot of construction workers were hired. Good for CDO! http://cagayandeorodev.files.wordpress.com/2010/01/100_6701.jpg?w=468&h=353 Below is another commercial building development in Lapasan near Isuzu Motors. Still along the highway, but I have no idea because construction work was still limited to fencing and some earthfilling. Probably, more info will be revealed in the coming days. http://cagayandeorodev.files.wordpress.com/2010/01/img_1217.jpg?w=468&h=351 Lots of construction for the new year….! The Year of the Tiger! His other Jetti stations are in barangays Kauswagan and Bulua in Cagayan de Oro, and in the cities of Malaybalay and Valencia in Bukidnon. During the City Council’s recent regular session, a resolution was passed by the city councilors endorsing “with social acceptability and no objection” Jetti’s application, subject to the rules and regulations provided for under the city codified ordinance. http://cagayandeorodev.files.wordpress.com/2010/01/100_6694.jpg?w=468&h=353 Councilor Caesar Ian Acenas, chair of the City Council Committee on Environment and Natural Resources, had already reviewed the application and verified the conduct of a public hearing by the Barangay Council of Camaman-an. LOPEZ January 9, 2010, 4:42pm Manila Bulletin Pastel, the melt-in-your-mouth soft buns filled with yema has an interesting story to tell. History books trace its origins to Camiguin. The Bollozo family of Camiguin was the first to make and bake the pastel. The Bollozo’s secret recipe for pastel was then transferred to sweet-toothed couple Ret. Lt. Col. Virgilio Jose and Eleanor Popera who put up enough capital for the business VJ and EP which is popularly known as Vjandep. The company produced its first three boxes of pastel in 1990 and soon, the delicacy found its way to Cagayan de Oro where it became a mainstay and a local favorite. Over the years, tourists and guests coming from CDO would be carrying home boxes of the pastry. The pastel eventually found its way to Bukidnon and had since become the province’s signature sweet. donnex January 9th, 2010, 05:07 PM Comment lang... Ang design kay murag funeral parlor... You know what I really wondered in the first place why our city government has built the legislative building if only the legislative building and even the city hall complex will be sold in the end to an investor. Emano is really serious to transfer the city hall and other local government offices (as one stop) to upper Dagum, Carmen if only he'd given a chance to be the city mayor again. His plan is indeed nice and quite convenience for us Cagayanon since we won't longer spend too much fare (money) or gasoline, time and effort every time we need requirements, e.g business permit, etc. from the city hall and other local government offices. Besides transferring of city hall and other local government offices will create another "growth" in the said new place or let's say expanding more the growth of commercial area of the city, and traffic in downtown CdeO will be somehow minimized. Anyway, "para modako ang price sa pagbaligya sa usa ka businessmen," was the answer I had obtained from one of the city hall employees.
