Landco transforms leisure into valuable investments
By Joefel Ortega Banzon
The Freeman 02/15/2007

Monterrazas de Cebu, Landco Pacific Corp.'s first multi-billion real estate project in Visayas and Mindanao, is aimed at providing Cebuanos a leisure lifestyle worthy of their investments.

Manila-based real estate developer, Landco, partnered with Villalon-owned company Genvi Development Corp. in this P5 billion joint venture to develop a high-end residential mountain resort deemed to be the company's key project for the Visayas and Mindanao region.

During a press conference at the La Maison Ayala yesterday, Alfred Xerez-Burgos III, SBU head of Leisure Farms, said the company has been wanting to have its own development project in Cebu, however, circumstances have not allowed them to do so until such time that the Villalon property paved way for the company's dream to finally launch its presence in VisMin.

"Landco is fairly new in Cebu but with the property of the Villalon siblings, Augusto and Margarita, which fits all the requirements Landco looks for in a property to develop, it's huge around 210 hectares, prime location, and fits our market positioning, which is high-end leisure development, we'll definitely reach that critical mass" Burgos said.

Landco VisMin group VP and Head Michael Reyes said like a rough gem, the company is making sure it will be cut properly and polished to perfection to give Cebuanos the "high-end" living they truly deserved.

The first phase of the project will be located in Guadalupe with around 600 to 800 lots measuring 300 to 700 square meters.

The whole development, which is expected to continue for 10 years, will feature houses and lots, townhouses, condominiums, gardens, trails and other amenities.

Initial selling will start in May with lot prices ranging from P8, 000 to P15, 000 per square meter.

The success of Monterrazas de Cebu, will serve as Landco's springboard for other ventures into the other provinces like Zamboanga, Iloilo, Davao and Cagayan de Oro.

The 210-hectare hillside property of the prominent Villalon clan in Cebu covers portions of Barangays Guadalupe, Tisa, Labangon, Buhisan and Sapangdaku. The triangular shaped property covers a cluster of eight hills, with a peak elevation at 330 meters above sea level. It boasts of the best views of the city, the sea, and the nearby islands of Mactan and Bohol.

Monterazzas de Cebu will have the same standards on quality with Landco's other projects such as Terrazas de Punta Fuego in Nasugbu, Batangas and Ponderosa Leisure Farms in Silang, Cavite, among others.

Reyes said the project has already attracted a number of interested buyers, not only from Cebuanos, but also from the non-Cebuano markets as well.

yup...nauna in the business ang Ororama, but i guess LKK came before Ororama Mega Center, w/c is the only "mall" of Ororama brand.. Ororama cogon and Carmen are just Supercenters, and yup, those've been in the business since 80's

and yeah, for the record, ORORAMAs are jologs...:D

But come to think of it, the last time I went there in CDeO, way back 2005, I never entered any OroRama, but when I passed by the main road where GMALL Cagayan was, mas daghag natukod nga OroRama in the main road than any other Department Store, maong plus sa OroRama ang main road nga kung asa sila. Anyway, time really did make a move for OroRama. I'm not sure about that though.

But aren't there more malls for Cagayhanons? I'm just astonished. Mura'g bullish pod inyong mga officials to build new malls there.

POSCO men see Phivedec as potential site for multi-billion dollar Nickel Refinery Plant
by Lorebeth C. Requiroso/City Council
Date Published: 2007-02-15

TECHNICAL men of the Pohang Steel and Company (Posco) find the Phivedec Industrial Estate a very potential site for its multi-billion Nickel Refinery Plant. Posco’s Bae Jak Tak, Han Soo-Yul, Lee Kyung Yong and Ji-un Lee conducted actual site inspection and held a briefing regarding the proposed plant on Wednesday.

According to reports reaching The Power, the Korean investors have noted that the proposed site is suitable for the plant because of the prevailing facilities such as the Mindanao Container Port, the STEAG power plant, a good drainage system and abundant supply of needed raw materials like nickel and ore deposits. Posco is the third largest steel producer in the world. Based on its schedule, the construction of the plant will take place in 2008 and will be completed by December 2009. During the initial construction stage, t he company will be pouring in no less than $.4 billion and another $.6 billion on its second stage. The company will be hiring 2,000 employees and will be producing 1.2 million tons of nickel every year. Mayor Vicente Emano encouraged the company to set up its plant in the 300-hectare lot at Phivedec, citing that it will not only spur the development of the city and the province but the whole island of Mindanao as well. Councilor Simeon Licayan, City Planning and Development Officer-Designate Estrella Sagaral, City Accountant Wilma Rugay, City Administrator-designate Griscelda Joson, together with Oro Chamber"s Ruben Vegafria and business tycoons Max Seno and Elpie Paras also attended the Posco briefing.

Mayor Emano approves P2.3M project in Balubal
by Rubelyn B. Yap/City Information Office
Date Published: 2007-02-16
City Mayor Vicente Y. Emano approved yesterday the P2.3 million allocation for the completion of the Balubal Nationalized High School.

In yesterday’s People to People Program (PPP) Mayor Emano approved the request of Brgy. Chairman Pablo Bactong for an additional funding to complete the construction of the 3-year old barangay high school. Barangay Balubal is a hinterland barangay in the eastern part of the city. High school students residing in the said barangay used to commute to neighboring barangay Agusan where the nearest barangay high school is located. With the opening of the Balubal Nationalized High School, students living in the said barangay are already spared the high cost of transportation and more elementary graduates are encouraged to pursue secondary education. Mayor Emano likewise ordered the City Engineering and Public Works Department to submit to him a program of works and costing of the road concreting from the National Highway to Balubal proper. Aside from the Balubal projects, Mayor Emano also disclosed that he already released the P16 million budget for the Calaanan road concreting from his 20% development fund budget last year. Another infrastructure project that Mayor Emano is set to approve before his term ends is the P1.2 billion Agusan parallel road that connects to Barangay Balubal and the J.R. Borja extension, providing easy access to A. Brown Company’s high-end subdivision in barangay Agusan. Mayor Emano added that the city government also got a national funding for the Tumpagon-Kaayunan bridge that connects Cagayan de Oro City and the town of Opol, Misamis Oriental. Once materialized, the bridge will be the 18th bridge implemented in the city under the President’s Bridge Program. Another major project that will be implemented early this year is the P400 million J.R. Borja Bridge funded by the Spanish government.

By MA. ELISA OSORIO

The Philippine Star

The Department of Trade and Industry (DTI) will aggressively promote areas outside Metro Manila as potential business process outsourcing (BPO) hubs in an attempt to meet the target of creating one million jobs within three years.

The BPO sector, which employed over 200,000 last year, is projected to grow to about one million jobs in 2010.

In a statement, Trade Undersecretary for regional operations Carissa Cruz-Evangelista said improved infrastructure, combined with abundant information technology (IT)-capable manpower, has made regions outside the metropolis attractive locations for various BPO-oriented services.

Evangelista said among the good BPO sites outside Metro Manila are Bacolod City; Baguio City; Cagayan de Oro; Clark, Pampanga; Davao; Iloilo; Leyte; San Fernando, La Union; Sta. Rosa, Laguna and Subic.

Three years ago, there were no e-services companies operating outside Metro Manila. However, Evangelista said since a lot of companies have since signified interest to set up shop in the country, the investments spilled over to neighboring areas.

"Investors are seeing that the regions are profitable places for business activities," Evangelista explained.

Presently, there are 38 BPO firms located in Bacolod, Baguio, Cagayan de Oro, Davao, Iloilo, Leyte and Sta. Rosa, Laguna. Firms operating in the regions include call center/customer care, medical transcription, software development, and animation/computer graphics.

The DTI officials said they are optimistic more companies will come in, thereby developing regional IT hubs like Baguio which now houses Client Logic and PeopleSupport. Regional IT hubs, provinces and cities capable of ICT investment, software and e-services, have been proven attractive with the increase in the number of locators in areas outside Metro Manila.

"Notable BPOs are now in the regions which include InfoNXX, ePLDT Ventus, Client Logic and Teletech. These are multi-million investments that translate to jobs that will further spur the development of the countryside," Evangelista said. "It is important that our IT-competent cities and provinces be recognized in the global economy, encouraging more investments in the countryside."

Bai Francis, Antonio Luna ang name sa street... Pero, what I bragged about in the video is actually factual... The Goodyear High Performance Center at Antonio Luna, owned by LCG Group of Companies, is the largest of its kind in the country... 2nd largest in Asia... I read about it in Mike Banos' Column about Betty Lu, CEO of LCG... Here's the paragraph to support my claim... HEHEHE!
"From the original Tires, Battery and Accessories (TBA) lines, LCG Marketing has grown into a service oriented group of companies which counts among its ranks Toyota Motors Cagayan de Oro, the 2001 Toyota Dealer of the Year (and still the only dealer outside Manila to be recognized as such) and the Good Year High Performance Center, the latest addition to the group launched last October 27, 2006, and reputed to be the biggest such Good Year facility in the country and second largest in Asia. Just recently, the group began importing Case IH farm tractors and implements as its sole distributor nationwide."

South Korea tech team finalizes plant inspection

THE technical team from Korea's largest steel company, Pohang Steel Corporation (Posco), arrived last February 13 here in Cagayan de Oro City.

The team, composed of engineers and other officials of the company, came for final evaluation of a prospective site of its nickel smelting plant at Phividec Industrial Estate in Tagoloan, Misamis Oriental.

Post your Valentine's Day greetings

City Mayor Vicente Emano said the investment would reach up to a whooping $1 billion, with an initial investment of $750 million once the firm pushes through with its huge project at the Phividec.

Emano is hoping that the said company will finally decide to invest here, owing to the city's conducive and investor-friendly atmosphere.

Posco originally wanted to invest in other areas in the country, but Emano said a business delegation from Cagayan de Oro and the province of Misamis Oriental managed to convince the firm to consider their options.

"Cheap labor costs, quality manpower, and complete modern facilities with full support from the local government are also advantageous to foreign investors," the city mayor added.

If the nickel smelting plant will be realized, this Korean investment is seen to contribute greatly to the economy of Northern Mindanao as well as to the island of Mindanao.

Posco is a 30-year-old company and the second largest steel manufacturer in the world that produces 28 million tons of crude steel per annum. (CIO)

Florsheim--timeless, stylish and with edge
By Abigail Chee Kee-Malalis

THE start of a new year is a good time to update your wardrobe with pieces that will give you a stylish edge and confidence to see you through the challenges that you will be facing.

One of the most important considerations in upgrading your personality is shoes.

Even the best outfit will fall flat when worn with the wrong pair of shoes. Do invest in a good pair that is not only stylish and durable but also flexible enough to suit your lifestyle and the demand of your working days.

Your best bet is shoes that have a timeless appeal so that you can keep up with the changing trends and fashion.

Florsheim, which has been the brand of choice of accomplished men for more than a century, has various styles that will give that confident stride.

Florsheim arrived and started its operation here in the Philippines on October 23, 1991.

Florsheim founder Milton S. Florsheim, from Chicago, Illinois, started making shoes on November of 1892 (barely 115 years ago). It has branches at Brazil, India, Australia, Hong Kong and China. Here in the Philippines, it has 14 branches nationwide and Cagayan de Oro's SM City was the first branch to open at SM Malls nationwide.

For men, who have the taste of elegance and class, Florsheim's Relay is perfect for younger men who like to project a formal appeal yet remain a bit on the trendy side.

There are a variety of color combinations to choose from like black and brown or the white and brown combination. But for the minimalist appeal, there's the pure black version of Relay.

For a more outgoing, casual and sporty look, prefer wearing rubber shoes for a more comfy feeling. Florsheim's Thrust is a good choice. These are rubber shoes for men who appreciate rugged footwear that has an elegant appeal. These are available in white-red, white-black and red-white.

Prices of shoes range from P3,000 to P8,000, considered good investments since it will stand long enough for generations to benefit and experience.

Florsheim's sales force has a thorough knowledge of the products and can explain about them to customers. "We're here to answer customer satisfaction, not just selling," as Greg A. Golosino, Florsheim's area coordinator, said.

Florsheim, which is exclusively distributed nationwide by Retail Specialist Inc., is available at the Ground Floor of SM City Cagayan de Oro.

For timeless class and elegance, get the Florsheim that fits your lifestyle.

City govt. takes giant leap for children’s welfare

by Sandra B. Tadeo/City Information Office
Date Published: 2007-02-19

The city government is taking another step forward towards the realization of its commitment to make Cagayan de Oro as a child-friendly city.

City Councilor Simeon V. Licayan, chair of the city council committee on health and social services stressed this point as his committee held very recently a public hearing on the proposed Comprehensive Children’s Welfare Code of Cagayan de Oro. Councilor Licayan said that once approved into an ordinance, the local code on children will serve as one of the city government’s gift to the city’s children and their children’s children. The local code on children stipulated among others, the city government’s policies and principles which recognize the vital role of children in nation-building and in the city’s holistic development. It also manifested the city government’s commitment to protect the children against all forms of neglect, abuse, cruelty and exploitation , and other condition prejudicial to their development. The salient points of the local code on children are the city government’s assurance to uphold and protect the children’s rights on survival, development, participation and protection. Under the survival and development rights of children, the city government laid down policies to implement primary health care program, make early childhood, elementary and secondary education available and accessible to every child, and establish day care centers and a youth rehabilitation center. The city’s code on children also mandates the representation of children in the City Council for the Protection of Children (CCPC) and the Barangay Council for the Protection of Children (BCPC), and the consultation of national government agencies prior to the implementation of national projects in terms of its impact on children. The local code on children also expressed the city government’s commitment to ensure special protection of children who are sexually exploited and prostituted; victims of child trafficking, child labor and other acts of neglect, abuse, cruelty or exploitation detrimental to the child’s development; children in conflict with the law; street children; and abandoned and neglected children. With the formulation of a local code on children, there shall also be created an additional committee at the City Council—the Committee on Children which shall be chaired by the SK Federation president.

CAGAYAN DE ORO CITY—Members of 71 teams began yesterday the first of two practice rounds in preparation for their bids for team and individual titles in the 60th Philippine Airlines Inter-Club championship.

Close to 800 golfers from the United States, Canada, Saudi Arabia and the Philippines got the feel of the Pueblo de Oro Golf and Country Club here and the Del Monte Golf Club up there in Manolo Fortich, Bukidnon.

Those who elected to tackle the par-72, 6,808-yard Del Monte designed by James Richardson and Celestino Tugot played wet rounds as a heavy downpour came in the early afternoon.

Those who played the par-72 Pueblo de Oro had more ideal conditions as they tested it with hardly any wind although the sky was leaden.

The Canlubang Golf and Country Club, which retained the seniors’ championship last week, is the heavy favorite to win its 13th regular championship division trophy and thus, a sweep of the major crowns—again.

Expected to provide the most serious challenges are Del Monte and Manila Southwoods Golf and Country Club.

Other team and individual titles at stake are in the Founders, Sportswriters and Friendship Divisions.

“Competition starts Wednesday. The day before at 8 a.m., special guests will hit the ceremonial drives,” said PAL senior vice president for Mindanao Domingo Duerme, the tournament committee chairman.

These special guests are this city’s Rep. Constantino Jaraula, Court of Appeals Justice Rodolfo Lim Jr., Del Monte Philippines assistant general Henry Lao and this city’s Chamber of Commerce and Industry official Ruben Vegafrancia.

PAL president Jaime Bautista and Duerme will also hit ceremonial drives.

“With players with high credentials, we expect another heated bids for the major championships,” Duerme said yesterday. “Of course, I wish them all luck. At the same time, I would like to thank all our sponsors.”

Action Asia , Airbus, Boeing, Bombardier, Callaway Golf, 105.1 Crossover, GE Aviation, Mizuno, People Asia and Royal Caribbean are this year’s major sponsors. Roger Flores

Wary Canlubang opens title-retention drive

By REY BANCOD

CAGAYAN DE ORO CITY — Canlubang is keeping a close watch on Del Monte Golf Club as it begins its title-retention bid in the 60th Philippine Interclub golf team championships Wednesday.

"If only because of its home course, Del Monte would be our toughest rival here," said Canlubang skipper Luigi Yulo.

Yulo said they have not made up their minds yet on who to field in both courses, but a few would most likely play at Del Monte and Pueblo de Oro.

"We still have to talk to our players later today and ask their preferences," said Yulo.

Three years ago, Del Monte rocked the tournament with a record-setting score of 12-under par on opening day. It went on to win the event, relegating Manila Southwoods and Canlubang to second and third places, respectively.

Yulo said it is important to start strong on the first day, hinting a powerhouse lineup on Wednesday.

"We would try and get the lead at once. A one-point lead would be fine, but 20 points is better," Yulo grinned.

Despite Del Monte’s home course advantage, Canlubang is confident of its chances.

"We have players that have beaten Del Monte’s best on a regular basis," said team official Rolly Viray.

The last time Del Monte hosted a tournament last September, Canlubang swept the first three places courtesy of Jonel Ababa, Jay Bayron and Mark Fernando.

Ababa, who finished six-under in the four-round event, is expected to play exclusively at Del Monte.

Among Canlubang players expected to play both courses are Asian Games standout Jay Bayron and former national players Dave Hernandez and Jun Bernis.

Del Monte, on the other hand, will stick to two lineups that will play exclusively in their assigned courses.

"I think we can still improve on the 12-under total we did three years ago. The boys are playing well," said Del Monte playing captain Yoyong Velez.

Ben Miñoza, younger brother of Frankie Miñoza, is spearheading the home team Wednesday along with Romeo Jaraula, Arsenio Mondilla and rookies Belem Arancon and Banny Abanio.

"These players have been playing the course everyday and are scoring well," said Velez.

Del Monte is reserving its experienced players at Pueblo de Oro, namely: Paul Minoza, Jett Plete, Joep Opaco, Tristan Tabanas and Velez.

Two-time champion Manila Southwoods has two Asian Games veterans in its fold and could make it a three-cornered race.

Asiad bronze medalist Michael Bibat and RP teammate Gene Bondoc are spearheading Southwoods’ campaign made historic with the participation of 10-year-old Miggy Yee, the youngest ever Interclub participant.

"Our focus is on development. We are investing on our young players who would bring many championships for the team," said Southwoods captain Thirdy Escano. "We could have fielded more young players if not for the final examinations in La Salle and Ateneo."

Southwoods is not lacking in experience.

The Carmona-based squad still has Junjun Plana and Erwin Vinluan who provide stability to the team.

Seventy-one teams, including 31 from overseas, are taking part in the fourday tournament which uses the Stableford scoring system.

Each team is allowed to field five players, but only four will count each round.

The event’s major sponsors are Action Asia, Airbus, Boeing, Bombardier, Callaway Golf, 105.1 Crossover, GE Aviation, GECAS, Mizuno, People Asia and Royal Carribbean. Business Mirror, Fortune Tobacco, GMA 7, Honda Cars Davao, Premier Wine & Spirits, Radio Mindanao Network and www.inquirer.net are the corporate backers.

Also supporting the tournament are Century Park Hotel, C-Lium Fibre, Foreign Post, Lufthansas Technik and What’s On Expat Communcations.

Only 80 kms from Cagayan De Oro City and facing the Bohol Sea,
our 6 climate controlled duplex cottages and 2 Executive Suites are nestled on 5.5 hectares of lovingly landscaped grounds planted to Lanzones, Coconut and other fruit trees as well as flowering shrubs. We have an orchid garden which provides the flowers that decorate our rooms and dining tables.

We love hosting Corporate Seminars and Team Building Activities in our fully air-conditioned Conference Room.

If you've got energy to burn, choose from a variety of activities--swim, snorkel, scuba-dive, kayak, fish or cross over to Camiguin and enjoy it's terrestrial and underwater wonders. We ARE, after all, the Experts in Camiguin diving !

There's a mini playground and a tree-house for the kids as well as a sandy beach and glass bottomed boat for those who love the sea.

Our 2 restaurants serve both local and international favorites . Guests rave over our Lechon roasted Cebu Style and our basket of local fruits.

At the end of the day, enjoy the sunset from our Gazebo by the beach as the sky turns Camiguin purple.

TO address the need for more hotel rooms in the province, a Filipino hotel chain operator is eyeing to build a branch of its G Hotel in Manila in Cebu within the next two years.

Waterfront Airport Hotel and Casino (WAHC) sales and marketing manager Shelly Arciaga said Gatchalian-led Waterfront Philippines Inc. (WPI) is looking at the development of five or six hotels under the G Hotel brand in Cebu, Davao, Bacolod, Iloilo and Cagayan de Oro.

According to Arciaga WPI will manage the operations of G Hotel, a boutique hotel.

G Hotel’s first branch in Manila, owned and designed by architect Gerry Contreras, opened last Nov. 19. Arciaga said the hotel was the subject of positive feedback from customers.

“We had a 100 percent occupancy rate during the launch,” she said.

The hotel, which follows a black-and-white interior design concept, houses 10 suite rooms and 40 deluxe rooms with 24-hour personalized butler service.

Arciaga told Sun.Star Cebu that G Hotel will be “competitively” priced and will target foreign visitors and upscale business travelers.

She said, though, that the company is yet to find a site for the hotel in Cebu.

WAHC hotel manager Hembler Mendoza believes that Cebu is a potential market for the G Hotel brand, especially as the local tourism and hotel industry are slowly picking up with the entry of more foreign visitors.

“I think after the Asean (Association of Southeast Asian Nations) summit, foreigners are starting to look at Cebu as a travel destination. Cebu needs to be ready to accommodate them,” he said.

Ayala Land Inc, the Philippines largest property developer, said it is considering Iloilo and Cagayan de Oro cities for new residential projects.

The projects would be among developments for which it will spend P16.2 billion this year, said the company’s chief finance officer, Jaime Ysmael.

The Philippines premier builder this year will begin construction on 10 buildings in University of the Philippines property in Diliman, expand Ayala Center mall in Cebu, open a portion of Greenbelt 5 in Makati City and soft-open the North Triangle Mall (Trinoma) in Quezon City.

“We are also starting the construction of a mall in Angeles City in Pampanga. The project will be a mixed-use project and will have a residential component," Ysmael told reporters at the sidelines of a Financial Executives Institute of the Philippines event.

The Angeles City project will occupy 20 hectares.

“It will probably combine the features of Greenbelt, Glorietta and Market Market," Ysmael said.

As for Trinoma, Ysmael said the company is optimistic that it will perform well, noting that nearby SM City North Edsa has been the best performing mall of the Sy-led SM Group.

“The lease prices for the mall are even higher than what we expected. We believe that that part of Quezon City will be able to accommodate two large malls because people all the way from Bulacan are attracted to that area," he said. -GMANews.TV

PPA inaugurates Access Control Center
By Abigail C. Malalis

THE billionaire port in Cagayan de Oro once again proved its objective of attaining zero accident and better service to the public in the port area here in Macabalan.

The P2-million budgeted Access Control Center is now fully developed and has been in existence for a year now and has been in full implementation since Tuesday during the inauguration.

Arroyo Watch: Sun.Star blog on President Arroyo

The Gate 4 or the Access Control Center is the place where centralized processing of security and safety are being held and caters to the need of pedestrians other than passengers and non-cargo vehicles.

"This is to avoid the risks that pedestrians will be facing in their day-to-day undertakings in the port area," thus, said Jessica Angeles, executive assistant and PIO-designate of PPA.

"Cagayan de Oro is again the first to have a centralized access control center in the Philippines, and it is in this manner that public safety will always be guarded," Angeles added.

The Gate 4 of Access Control inauguration was also in cooperation with Oroport.

60th PAL Inter-Club: Hot pick Canlubang

WITH a powerhouse lineup, the Canlubang Golf and Country Club is the team to beat in the 60th Philippine Airlines (PAL) Inter-Club, which started off yesterday at two championship courses in Pueblo de Oro Golf and Country Club at Xavier Estates, Cagayan de Oro City.

All serious challengers, especially Manila Southwoods and Del Monte, have one common goal: Beat the Canlubang Sweeties to stop them from winning their 13th regular championship to go with the seniors crown last week for an unprecedented sweep of two major crowns again.

Hosting the tournament are the Pueblo de Oro Golf and Country Club, which is famous for its wide and rolling fairways with still young trees and the Del Monte Golf and Country Club in Manolo Fortich, Bukidnon--which is notorious for its very tight fairways and giant trees lining them.

The biggest factor why the Sweeties are the heavy favorites: They have the arsenal, not to mention the motivation, to duplicate what Luisita did in 1998, win both crowns in Davao City last year.

"We have a good shot at the title," said team manager Luigi Yulo after winning the seniors crown last week. "And it would be very nice to sweep both championships again."

"Our strategy is simple," said Del Monte skipper Yoyong Velez after another practice round Wednesday. "We will only field those who usually play well at our course and let the rest of our teammates concentrate on Pueblo de Oro."

And Manila Southwoods team manager Thirdy Escano has an even simpler plan: "We have a very young team. We will maximize their talent, youthful exuberance and enthusiasm to force Canlubang to play their best."

Carrying the Canlubang colors are current Philippine amateur champion Jay Bayron, ex-winner Jun Bernis, Dave Hernandez, Boyet Zaragosa, brothers Joseph and Mario Labajo, Rufino Bayron, Jonel Ababa and Mark Fernandez.

Playing for Manila Southwoods are Michael Bibat, Gene Bondoc, Tonlits Asistio, Anthony Fernando, Jong Laput, Mike Alejandro, Erwin Vinluan, Mike Yee and his 10-year-old brother Miggy.

Aside from Velez, also seeing action for Del Monte are Frankie Minozaâ€(tm)s younger brothers Paul and Ben, Joel Opaco, Jett Plete, Bunny Abanio, Romeo Jaraula, Tristan Tabanas and Arsenio Mondilla.

Highlighting yesterday's activities were the hitting of the traditional ceremonial drives. Then the team captains held their usual meeting at the Pueblo de Oro Clubhouse.

In that meeting, they decided that next year's host would be the Negros Occidental Golf and Country Club in Bacolod City and the Bacolod Golf Club in nearby Binitin, Murcia.

Those who hit the ceremonial drives were immediate Cagayan de Oro Chamber of Commerce and Industry past president Ruben Vegafria, Court of Appeals Associate Justice Rodrigo Lim Jr., Del Monte Philippines Inc. assistant general manager Henry Lao, Pueblo de Oro chairman Rolando Ramos, PAL president Jaime Bautista and PAL senior vice president for Mindanao and tournament chairman Domingo Duerme.

Arroyo signs law dividing Oro into 2 districts
By Lizanilla J. Amarga

CAGAYAN DE ORO CITY -- President Gloria Macapagal-Arroyo signed into law Thursday the measure creating two legislative districts in Cagayan de Oro City.

A group, however, is moving to have the law declared unconstitutional and null and void.

Arroyo Watch: Sun.Star blog on President Arroyo

With the city's division into two districts, residents will be voting for two representatives to the House and 16 councilors during the May 14 polls.

House Bill 5859 created a second congressional district in the city by splitting the present lone district into west and the east with the Cagayan de Oro River as the natural boundary.

Cagayan de Oro Representative Constantino "Tinnex" Jaraula authored the bill, which served as a modification of an earlier proposal on the redistricting of the city.

Jaraula said the new law has to be published for it to take effect.

"For purposes of binding the public, the law needs to see publication in a newspaper of general circulation within 15 days," he said. "This would mean that the law would have its full binding effect by March 10 or two weeks just before the start of the electoral campaign."

Jaraula added that they would then submit a copy of this new law to the Commission on Elections (Comelec) for the poll body to come up with implementing rules and guidelines.

He also debunked reports that Arroyo was hesitant in signing the bill into law.

"That's stupidity as it was President Arroyo who certified the proposed House bill as urgent for the Senate to tackle," he said.

Some lawyers who requested anonymity for personal and political purposes are looking into whether they would file a legal action to have the law declared as unconstitutional.

They said the law has several loopholes and items that "could be a good subject for questions of law."

One lawyer said the law even smacks of gerrymandering, as there is a redistricting to suit political ambitions both of the administration and the opposition.

Jaraula clarified though that the move to redistrict the city into two cannot be classified as gerrymandering because the division is based on a natural boundary -- the Cagayan de Oro River.

"It is unlike the previous proposal that some five barangays including Barangay Puntod were proposed to belong to the western district," he said. (Sun.Star Cagayan de Oro/Sunnex) (http://www.sunstar.com.ph/static/net/2007/02/23/arroyo.signs.law.dividing.oro.into.2.districts.html)

Editorial: So Cagayan de Oro is now divided

IF REPORTS are to be believed President Gloria Macapagal-Arroyo already signed the bill dividing Cagayan de Oro into two congressional districts, thus paving the way for the local elections in the city to be more than just a touch interesting.

Both Cagayan de Oro Representative Constantino Jaraula and Mayor Vicente Emano are generally upbeat about this development, with the mayor saying it would result in an increase of Internal Revenue Allotment (IRA) and better representation in Congress and all that.

would actually benefit from this one can yet to fully weigh but for the most part even the opposition is happy about this since it increases their chances of winning more positions in the coming elections.

But there always has to be some flies in the ointment and there are reports that some people are questioning the passage of the bill at this time, in light of the coming elections.

Obviously the bill is a boon to the local administration Padayon Pilipino party since it would free Mayor Vicente Emano's hands more in picking more candidates to fill up the party slate.

There is some speculation that the bill may have been President Arroyo's "gift" of sorts to Cagayan de Oro Representative Constantino Jaraula, who as chairman of the Lower House committee on constitutional amendments acted out the role of good soldier in the campaign for Charter change.

At any rate the general beef of those opposing the passage of the bill is that the approval, for them, constitutes a form of gerrymandering, defined as legislation for the re-districting of a political unit being railroaded for political advantage of a certain political party or in this case, the incumbents.

But then the fact is no one in the Padayon Pilipino party least of all Emano is hiding or even denying the political windfall this re-districting of Cagayan de Oro would bring to them, though they did play up the mantra that this would benefit the city residents most of all.

Which is of course a lot of hogwash since no amount of IRA or increase in the ranks of local officials can ensure the progress and development of a city, town or province if the same officials are corrupt, have no vision at all and are simply incompetent in governance.

While people have every right to file charges against the re-districting of Cagayan de Oro, it must be pointed out that this should have been done earlier when there was little or no noise at all about this if only to dispel suspicions that it's just another publicity stunt.

Dog saves master's wife, grandma from cobra; is killed

By Herbie Gomez / February 15, 2007

A PIT bull terrier proved beyond doubt that a dog can become a man’s best friend when it saved and gave its life for its master’s wife and her grandmother in Barangay Lapasan here.

The dog, named ‘‘Chief,’’ saved 87-year-old Liberata la Victoria and her granddaughter Maria Victoria Fronteras from a spitting cobra that snaked through an opening in the family’s kitchen shortly around 2 p.m. Monday.

On two occasions, the snake was about to attack the women when the dog dashed from a corner and used itself as a shield.

Marlone Fronteras, an employee of Nestle Philippines who owned the terrier, said Chief seized the venomous snake in the neck with its teeth and repeatedly slammed it on the floor until it died.

The dog was bitten, too, by the cobra; it died a few minutes later after giving its master a farewell gaze, according to the dog owner’s friends Marc Sabelita and Derf Ian dela Rama.

An organization of pit bull terrier owners here, Royale Pit Bull Club-Ancient Fraternal Order of the Pit Bulls Inc., honored Chief and gave it the moniker ‘‘grandfather’’ of all pit bulls in the community.

Marlone told the Gold Star Daily that he, his family and members of the pit bull owners’ group gave the dog a ‘‘hero’s burial’’ the same day.

‘‘We just waited for the children to arrive from school because they loved Chief so much,’’ said Marlone.

Sabelita said Fronteras’s wife Maria Victoria was teary eyed when she narrated the dog’s ‘‘heroism’’ to friends.

"The snake was in front of us, maneuvering a deadly attack,’’ Sabelita quoted Maria Victoria as saying. ‘‘I screamed out loud to ask for help.’’

Hearing this, the four-year old pit bull terrier dashed from its sleeping area to fight off the deadly snake, said Sabelita, quoting Maria Victoria.

The cobra fought back and bit Chief at the lower left portion of the jaw. The dog then repeatedly slammed the cobra after it succeeded in immobilizing the snake with its sharp teeth, she said.

Dela Rama said la Victoria was watching television when she panicked and alerted her granddaughter. The old lady said the cobra was about to attack her and the dog came to her rescue.

Maria Victoria said she saw the cobra expand its neck as soon as she turned the lights on. She said the cobra looked like it was spitting as it inched closer, about a meter away, toward her.

De la Rama said the terrier, ‘‘out of nowhere,’’ jumped on the cobra, bit it in the neck, and then shook it till it died.

Moments later, the dog slouched flat and fainted, spreading its arms and feet on the floor, after killing the deadly snake.

"Chief looked tired,’’ said Sabelita, quoting Maria Victoria.

Dela Rama said the dog went wobbly and lost control of its organs some 30 minutes after being bitten by the cobra; it started to urinate and defecate uncontrollably as it grasped for air and panted heavily.

The Fronterases sought the help of a veterinarian but they were reportedly told that it was too late because the snake bite was near the dog’s brain and the venom had already spread.

Sabelita said Marlone rushed home when his wife called him up to tell him of what had happened, and the dog’s master was stunned.

The Fronteras children, who treated Chief like a member of the family and who called the dog ‘‘Kuya Chief,’’ were deeply affected, according to Sabelita.

The last thing Chief did was waggle its tail and gaze at Marlone who had just come from work, said Sabelita.

‘‘Chief gave his two deep breaths and died. (It) was fighting and saving (its) last ounces of breath to see a glimpse of (its) master for the last two seconds of (its) life,’’ added dela Rama.

Sabelita said he hoped people would change how they look at pit bull terriers, a breed strongly discouraged in many countries and banned because of their ‘‘cruel looks.’’

‘‘We never get the chance to know them more,’’ said Sabelita.

THE HERO

Tribute to 'Chief' at Divisoria

By Herbie Gomez / February 17, 2007

NO dog has ever received honors the way a dead pit bull terrier in Cagayan de Oro is getting. Dogs don’t normally grab headlines but the case of ‘‘Chief’’ is different––it died saving two women from a spitting cobra in the city last Monday.

Organized dog lovers in the city would gather at Divisoria to pay tribute to the terrier at 3 pm Saturday.

Eugene Tan, a member of the Royale Pit Bull Club-Ancient Fraternal Order of the Pit Bulls Inc., said balloons would be released and candles will be lit in honor of Chief.

Organizers are capitalizing on Chief’s ‘‘heroism’’ to make people aware that pit bull terriers are not natural-born killers and that they are gentle and very loyal to their masters.

Tan said pit bull terriers have long been stereotyped as a breed that poses great threats to human beings. ‘‘This is not true,’’ he said.

In the United Kingdom, for instance, the Dangerous Dogs Act of 1991 regulates the breeding and sale or exchange of pit bull terriers and three other kinds of dog––Japanese Tosas, Dogo Argentinos, and the Fila Brasileiros.

The regulation covers cross-breeds of those dogs. There, pit bull terriers were once bred for bull-baiting––a ‘‘game’’ where dogs attacked bulls in pits––and subsequently, dog-fighting.

There is no such law here. Nonetheless, pit bull terriers in the country are suffering from this stereotype––and from bad publicity, the organizers said.

Hopefully, the pit bull terrier would have a new image given how Chief saved and gave its life for Maria Victoria Fronteras and her 87-year old grandmother Liberata la Victoria in Lapasan last Monday afternoon, said Tan.

The pit bull terrier jumped on the spitting cobra while the killer snake was about to attack la Victoria and Fronteras on two separate occasions inside their home. The cobra had snaked through an opening in the kitchen and nearly killed the women.

Chief bit, immobilized and repeatedly slammed the cobra on the floor. But before it died, the cobra put up a fight and injected its venom into the dog’s system. Chief suffered as a result of the snake bite at the lower left portion of the jaw and died a few minutes later.

Tan said what the dog did was consistent with the nature of pit bull terriers. ‘‘They can be territorial, and they are very protective of their masters.’’

Tan said Chief would be officially declared the ‘‘grandfather’’ of pit bull terriers in the city. The dog, he explained, was popular among dog breeders here.

The group estimates that there are about 500 pit bull terriers in Cagayan de Oro and up to 60 percent owe their existence to Chief.

‘‘Chief was very popular (among dog lovers). Many loved and sought it for breeding because of its size, and because the dog was tame and loveable,’’ said Tan.

He said Chief even won a weight-lifting competition for dogs.

Tan said, ‘‘To us, Chief was the Manny Pacquiao of pit bull terriers in the city. It was the champ.’’

The dog was a ‘‘champ,’’ indeed, even outside Cagayan de Oro. Marlone Fronteras, Chief’s owner, received messages from dog lovers from all over the country who paid tribute to the pit bull terrier in the discussion board of dog-tracker.com.

a storey is defined as:

" That portion of a building included between the upper surface of any floor and the upper surface of the floor next above, except surfaces that the topmost sotrey shall be that portion of the building included between the upper surface of the topmost floor and the ceiling or roof above. If the unfinished floor level directly above a basement, cellar or unused underfloor space is more than 3.60 meters aboove the grade as defined herein any point, such basement, cellar or unused underfloor shall be considered as a storey"

ang mezzannine ang meron

accdg to the national building code (less than 10 ft yun, forgot the exact height nga lang)

in that case, (malamang) three storey ang dineclare nila kasi mezzanine ang pag consider nila sa 2nd level..which is wrong since accdg to the NBC and definition ng mezzanine is:

"a partial intermeiate floor in any storey or room of a uilding having an area not more than one half of the area of the room or space in whihc it is constructed"

so unless kalahati lang yan level 2 na yan (baka nga naman kasi high ceiling yung ibang parts nung ground level)..dapat 2nd floor yan

malamang ginawa nila yun para makaiwas sa certain regulations re: height ng buildings like

AFAIK..pag 4 storeys and above mas strict ang structural requirements

pag 5 storeys and above, kailangan mo na ng elevator (though baka binaba na sa 4 storeys accdg to the revied building code)

basta mas may advantage ang pag declare ng lower storeys pagdating sa regulations/codes

R12, R10 get most of investments poured in Mindanao
Written by Walter I. Balane / MindaNews
Friday, 23 February 2007

DAVAO CITY (MindaNews/22 Feb) -- Only two regions, Southeastern and Northern Mindanao (Regions 12 and 10), account for 90 percent of the P5.16 billion investment poured in Mindanao in 2006, according to the government's economic overview released to the media this week.

More than 46 percent went to Southeastern Mindanao and about 44 percent went to Northern Mindanao, said a Mindanao Economic Development Council (MEDCo) report.

The remaining 10 percent was poured in the island's four other regions, namely, Western Mindanao, Caraga, the Autonomous Region in Muslim Mindanao (ARMM), and Southwestern Mindanao.

Romeo Montenegro, MEDCo information and communication chief, said investments in 2006 appeared to be lumped in the two regions because of the value of investments poured there.

He clarified to MindaNews that the investment projects were spread out all over the other regions in Mindanao based on the number of projects.

Southeastern Mindanao region received P2.39 billion in investments.

MEDCo attributed it to the investments in packaging products and cargo terminal facility.

The report said the increased competitiveness of the agribusiness firms in the region resulted in the infusion of capital for the two projects both from local and foreign investors.

The two projects accounted for 87 percent or P1.08 billion in total investments to the region.

Other investments in the area went to production of coco peat, hybrid corn, and mass housing.

MEDCo said new investments in packaging products in the region will likewise result in greater competitiveness both for local and international markets.

The establishment of a cargo terminal facility, the report said, also would entice more investors with the prospect of greater efficiency for firms.

The Board of Investments office in Davao identified the facility as owned by fruit company AJMR Ports Services.

The report also cited increase in growth rates for rice and corn production due to the end of the drought induced by the El Nino phenomenon. The report said investment commitment worth P2.4 billion to grow Cavendish bananas in Davao del Sur is expected to spur further increases in the agriculture sector.

Northern Mindanao, on the other hand, got P2.25 billion in investments.

MEDCo said the combined investments of the two regions generated about 2,476 new jobs, which is about 87 percent total jobs created in Mindanao in the year.

Misamis Oriental (capital: Cagayan de Oro), part of Northern Mindanao, got the highest share of investments with P1.7 billion.

Huge investments in Northern Mindanao were in water supply and treatment, which amounted to P1.2 billion, the largest flow accounting for 24 percent total investments in Mindanao.

The report cited that substantial investments in steel billet/steel bars, public construction, fresh pineapples, hotels and resorts, cold storage facilities, and mass housing explained why Northern Mindanao was one of the most attractive regions for both local and foreign investors in 2006.

Canlubang pads lead, nears PAL title

By WILLIE B. CABALLES

CAGAYAN DE ORO CITY — Defending champion Canlubang found an unlikely hero yesterday and the Sugar Barons stretched their lead to 12 points with 18 holes left in the 60th PAL Interclub Golf Tournament here.

Rufino Bayron stepped out of the shadows of his more illustrious elder brother, reigning amateur champion Jay, to tame the Del Monte Golf Club course in nearby Manolo Fortich, Bukidnon and submit a bogey-free six-under-par 66 for 42 points.

Jay complemented this with a one-under 71 for 37 points as the Sugar Barons sizzled with the day’s best of 145 points against the 142 of Manila Southwoods.

Paul Echaves and Jun Bernis had 33 points each while the 30 points of Dave Hernandez did not count for Canlubang.

The combined 79 points by the Bayron brothers helped Canlubang cushion the onslaught by Manila Southwoods which saw Tony Fernando score 37 points, Tonlits Asistio match par for 36 points, Mikko Yee score a 35 and Jong Laput a 34.

Miggy Yee, the youngest competitor in the tournament at 10 years old, had a 31 and did not count for Southwoods.

Canlubang, which led Southwoods by only nine at the start of the day, now has a three-day total of 427 points against Manila Southwoods’ 415.

"Twelve points is a substantial lead, but 15 would have been better. I won’t say the title is in the bag but I have faith in my players," Canlubang team captain Luigi Yulo said.

"If the boys will shoot 34 each tomorrow, we’ll be OK," Yulo added.

‘The Sugar Barons will be fielding Jonel Ababa, Mark Fernando, Joseph Labajo, Mario Labajo and Jesselito Saragoza in their final push for back-to-back titles. Should they win, it will be their ninth in 14 years and 14th overall.

The final round will be played today at the Pueblo de Oro Golf and Country Club here.

IT does not literally mean na hahatiin ang CDO into 2 cities...it only separates to where the jurisdiction starts and ends for the two (2) CONGRESSMEN AND OTHER OFFICIALS who will be representing the 1ST DISTRICT OF CDO from the 2ND DISTRICT...as to where the budget would fall so that there will be no mix of budget flows and also redundance of the budget arrangements...wla kayo dapat ikabahala coz CDO will remain as it is...

i guess, boju is refering to the old rumors that lumbia together with the rest of southwestern CDO is separating from Cagayan, just like what Opol did... Well, that wouldnt happen. For that to be realized, a plebiscite would be needed, and cdo folks wont let that happen..

GMA signs law creating CdeO's 2 districts
by Rubelyn B. Yap/City Information Office
Date Published: 2007-02-22
President Gloria Macapagal-Arroyo today formally signed Senate Bill 5859, creating Cagayan de Oro City’s second congressional district.

City Mayor Vicente Y. Emano made this disclosure after he personally witnessed the historical signing by President Arroyo at about 11:30 in the morning at the Malacanang Palace. “I am glad that it was finally approved because it will mean better and improved services for the growing population of the city,” Mayor Emano pointed out. Mayor Emano said that the creation of a second congressional district in the city will mean more voices to carry the sentiments of the Cagayanons before the Congress. It may be recalled that the Senate approved during its last plenary session last week the creation of a second congressional district in the city by splitting the present lone district. With the signing, the P10 million budget for the said district was readied by the Commission on Elections (Comelec). The Mayor expressed his gratitude to the President, Congressman Constantino Jaraula, who is the principal author of the bill, and city councilor Jose Benjamin Benaldo who went with him at the Palace signing. The Mayor also thanked the City Council, led by Vice Mayor Michelle Tagarda-Spiers, for lobbying the speedy passage of the bill during a Senate committee hearing. He also thanked Senate committee on local government chairman Senator Alfredo Lim, Senator Joker Arroyo and Senate President Manuel Villar for their support in the passage of the said bill. The creation of the city’s second district will pave the way for the election of two House representatives for the city in Congress and 16 city councilors at the local legislative branch.
