hinaot makakita sila para healthy ang mall competition sa cdeo og normin. that way, the consumers will benefit from this mall competition because consumers can choose which mall they want to go to. besides, the more the number of malls, the more ang masuroyan hehehe.

I WAS informed that Robinsons had bought initially 3 hectares already somewhere near the Westbound Terminal and is negotiating with those of the adjacent lots.

I think the one in Gusa was still under negotiation. Robinsons needed a bigger area. They need at least 8 hectares of lot. Initially they acquired 3 hectares near Westound Terminal. they are still negotiating with those of the adjacent areas.

Site of rumored Chinese mall & condotel now cleared

Except for two (2) makeshift houses, the site of the rumored Chinese Mall has been cleared of the informal settlers.

The property which is located at the corner of Capt. Vicente Roa and Antonio Luna Streets is just a few meters away from the on-going mixed-use development of Ayala Land. Late last year, I posted Construction buzzes around the city 4, about this project and that the said area has been chosen by some mainland Chinese businessmen for a mall and condotel development but the presence of informal settlers who occupied the areas along street somehow delayed their investment. Actually, the interior of the lot has long been cleared for more than a year.

The area is on the left as seen along Luna Street.

http://cagayandeorodev.files.wordpress.com/2011/06/img_9773.jpg?w=468&h=351
These are the two remaining houses left. The rest have been relocated in Camaman-an.

http://cagayandeorodev.files.wordpress.com/2011/06/img_9770.jpg?w=468&h=351
The area is not that big as compared to the usual sprawling mall but this will definitely filter buying customers of the nearby pricey mall. I’m assuming this building will be that of an arcade type mall with condotel above it. Expect this area to be fenced in the coming weeks in preparation for the construction.

The recent trade mission to China by some city officials somehow boosted the investment with news of establishing a Chinatown (with Capt. Vicente Roa St. as among the options). In the same street are Metro Hotel and DCLA Plaza, both Chinese owned businesses with Chinese characters along their signboards, opened just recently. Perhaps, this area has an advantage already of being named as the city’s Chinatown.

I thought this will be the China town... another mall din pala? So asa man diay ang China town dapit itukod?

While rain poured outside, I bought some time malling at Cagayan de Oro’s homegrown Limketkai Mall….from the South Concourse to the Rotunda to Robinsons Department Store, Plaza Fair, Robinsons CDO (separate post), the 2nd Level…etc.. It’s teeming with people.

Browse over the photos.

RANDOM SHOTS: Robinsons Cagayan de Oro today
Posted on June 18, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0378.jpg
As a continuation to my previous post HERE (http://cagayandeorodev.wordpress.com/2011/06/18/random-shots-limketkai-mall-today/), here are photos of Robinsons Cagayan de Oro.

Originally named Big R, a stand alone grocery in the second floor with commercial spaces at the ground floor and also with Cagayan de Oro’s first walkalator, it developed into a mall-like business atmosphere. It’s being connected literally to Limketkai Mall has greatly benefited Robinsons.

WASTE of taxpayers money. The current Velez-Recto flyover design does NOT solve the traffic problems.

There's another developer who would like to develop the Gusa area. The proposal is more prestigious than Robinsons'. Hope the deal between the two parties will be successful. It would be better if Robinsons will have its mixed use development in barangay Bulua. :)

PROJECT WATCH: Granvia Residences latest update

Latest update of Granvia Residences shows they are now on the exterior painting stage perhaps on the second-coating.

As shown in the pictures taken this afternoon, quite a unique blend of selected colors for Johndorf Ventures’ first condominium project. It may still look awkward because of the many scaffolding and is still not finished yet. It may look different once finished perhaps close to the released rendering.

SM City renovation updates
Posted on June 19, 2011 by damarre
http://cagayandeorodev.files.wordpress.com/2011/06/img_0406.jpg
Contractors for the renovation of SM City are working every night after mall hours.

As shown in the photos, there isn’t much to see except for the cloth covered steel scaffolding where workers use in climbing up the walls to re-install some new design concepts.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0415.jpg

Below is a sample of the newly-finished wall. The re-tiling of the mall floor was the first to be completed. Also ongoing is some re-coloring (cladding) of portions of the ceiling and ledge.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0416.jpg

There isn’t much change too n the mall’s exteriors except for the changing of the claddings.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0445.jpg

SM City still gets the crowds on weekends but stands to lose more if the management is just contented on such mediocre improvements. But hopefully, top management of SM might still have something up their sleeves to counter the rapid commercial investment in the downtown area. Anyway, SM City has a township to serve.

PROJECT WATCH: 3rd t-crane now rising at Paseo del Rio
Posted on June 19, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0476.jpg
Construction of The Riviera, ZCX Convention Center and Paseo Mall at Paseo del Rio is expected to further speed up with a third tower crane now rising onsite. The Pelaez Group is hell bent on rushing the first three infrastructure projects on the 12-hectare mixed-use complex with the additional t-crane.

As shown in the pictures, it seems the third t-crane will be utilized for the hotel component by the river.
http://cagayandeorodev.files.wordpress.com/2011/06/img_0466.jpg
We could also see further developments as construction is now on the 2nd going 3rd levels of the convention and mall building. The mall is housed on the lower levels of the convention center.
http://cagayandeorodev.files.wordpress.com/2011/06/img_0469.jpg
The ongoing vertical construction has reached a point that we can now see the building over the high fences…picture taken from Rodelsa Circle.

Pimentel opposes CDO port project

Saturday, 18 June 2011

CAGAYAN DE ORO CITY—Former Senate President Aquilino Pimentel Jr. assailed over the weekend the reported plan of the Philippine Ports Authority (PPA) to spend nearly P400 million for the rehabilitation of Macabalan Port in this city, branding the project as “overpriced” and “patently disadvantageous to the government.”

“Why should the PPA and the Department of Transportation and Communications (DOTC) spend such a big amount for port rehabilitation when reports indicated that a globally reputable French-state owned firm can supply modular Roro [roll-on, roll-off] ports, including solar-powered terminal in Cagayan de Oro City at P83 million per port, discounted according to Neda [National Economic and Development Authority] grant element formula?” Pimentel asked.

“The PPA port project would be plain and simple highway robbery if ever it is implemented,” Pimentel said.

The DOTC and PPA had rejected as overpriced the proposal of the French consortium that supply modular Roro ports nationwide, with the PPA claiming that it can build ports for only P40 million to 50 million each.

“The PPA wants to cancel the Roro contract with the French as overpriced, yet here they are proposing to rehabilitate the Cagayan de Oro port for an astronomical sum,” Pimentel said.

The proposed PPA project involves the construction of a new passenger terminal at a cost of P250 million; paving of a newly completed 2.1-hectare back up area (P71.27 million); and the construction of three additional Roro berthing facilities (P50 million).

The P50 million allotted for Roro facilities is only for a three-unit Roro berthing facility to be appended to existing berths and port facilities. It is not for an entire, stand-alone complex as proposed by the French consortium.

The PPA, however, decided instead to build a new one for P250 million. Pimentel said the DOTC’s priorities are highly questionable since it has decided to upgrade port facilities even when the number of sea-going passengers has not increased substantially.

BSP approves loan for Misamis Oriental airport navigation equipment

Saturday, 19 June 2011
Jun Vallecera / Reporter

With the construction phase of the Laguindingan Airport having been recently completed, funding for the purchase of navigational equipment is now secure with the approval by the Bangko Sentral ng Pilipinas (BSP) of a $13.4-million loan from the South Korean Export-Import Bank.

BSP Governor Amando M. Tetangco Jr. announced the approval over the weekend after the Monetary Board gave the green light for the project that would make the Misamis Oriental airport the newest major trunk line airport for Northern Mindanao.

Tetangco noted the “increasing air traffic” between the main island of Luzon and of Mindanao and the sore “lack of globally competitive facilities” meeting this demand.

The Philippine government, with assistance from the government of South Korea, have jointly pursued the project since the 1990s when the initial plans were drafted first, he said.

As in the previous loan facility that built the airport, the navigation equipment purchase phase of the project was also designed on clearly concessional terms. The loan will mature in 40 years and should cost Filipino taxpayers no more than 0.15-percent interest every year.

Tetangco also said the loan augmented the earlier 31.2-billion won loan facility South Korea released in 1998 in the wake of the Asian financial crisis under Korean government’s Economic Development Cooperation Fund or EDCF.

The EDCF provided $30.60 million in loans while the South Korean Eximbank provided another $62.75 million at that time, Tetangco said.

Under the law, all foreign loans drawn overseas require prior Monetary Board approval as the seven-man policymaking body is tasked with ensuring against the likelihood of the IOUs maturing all at once in the future. Such so-called bunching of maturities strain the country’s ability to service the loans as there is only so much foreign currency available in the financial system at any one time.

WASTE of taxpayers money. The current Velez-Recto flyover design does NOT solve the traffic problems.

Why man dili maka solve sa traffic problems sir?

At least siguro maka pa luag sa dagan sa traffic no? though not totally maka solve sa major traffic problem kay for me ang drivers mismo ang problema dinhi sa CDO kay walay mga desiplina and ang strict implementation dayon sa law and traffic rules & regulations.

But I think and maybe hope nga maka tabang ang flyover para sa pag luag sa traffic specially diha nga area sa recto ave.

PROJECT WATCH: Other construction updates 34
Posted on June 20, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0126.jpg

Here are updates of previously posted developments / construction in Cagayan de Oro City. First is the 6-storey mixed use building of Sacred Heart of Jesus Montessori School along CM Recto Avenue.

As shown, the building is now on the 3rd floor. The commercial spaces at the ground floor are also being rushed. Meanwhile, I think the classrooms on the upper floors are expected to be utilized in the next school year. My previous update of this project was last April 18, 2011.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0128.jpg

Next update is the 4-storey pension house along Guillermo and Hayes Streets in Cogon. I first posted this last April 18, 2011. As seen, you can now say the building has already resembled what is shown in the perspective. Guess this will be inaugurated in the 3rd quarter of this year or perhaps before the city fiesta.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0064.jpg

The TS Fashion building along Corrales Avenue is also nearing completion. The previous update was December 28, 2010. As shown, the parking spaces up front are already being paved.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0133.jpg

My previous update on this building below in Lapasan was last January 14, 2011. Now I think this building has reached its final height with what looks to me like an al fresco rooftop. The building is still bare considering the absence of metal cladding or exterior painting but I’m optimistic this will have a very unique design when it is completed.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0452.jpg

And finally, the official name of the 5-floor diagnostics building near City Hall is CDO Physicians’ Building. Interestingly, along the side you can also read Klinika ng OFW’s……My last photo update was December 28, 2010. This building is now occupied.

BSP OK’s $13-M SoKor loan for Cagayan de Oro airport

THE CENTRAL BANK has approved a $13.3-million loan from the Export-Import Bank of Korea (Korea EXIM) to be used to buy navigation aids and train personnel for the Laguindingan International Airport in Cagayan de Oro City.

"We have approved the $13.3-million loan from Korea EXIM for the Laguindingan airport support facility supply of DoTC (Department of Transportation and Communications)," Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco, Jr. told reporters last Friday night.

"The project aims to procure facilities like navigational equipment and will also be used for personnel training," he added.

The 40-year loan will carry an annual 0.1% interest and will have a grace period of 30.5 years, Mr. Tetangco said further.

"This new loan is a highly concessional loan," he said. "It will augment previous...loans worth $21.2 million approved in 1998 -- which is fully drawn and outstanding as of March 2011 -- and another loan approved in 2008 worth 7.6 billion Korean won which is partly drawn."

The Laguindingan Airport Development Project (LADP) is designed to provide a new trunkline airport that will be compliant with international standards.

The operation and management of the airport is one of the projects under the government’s public-private partnership program that are planned to be auctioned off this year.

Started in January 2008, LADP, being undertaken by the DoTC with Hanjin Heavy Industries and Construction Co. Ltd. as contractor, is expected to be completed in February 2012. -- A. S. O. Alegado

Tobacco firm to tap Bohol, CDO farmers for raw tobacco supply

PHILIP MORRIS Fortune Tobacco Corp. (PMFTC) is planning to enter agreements with farmers in the provinces of Bohol and Cagayan de Oro for the supply of raw tobacco.

PMFTC spokesman Elmer F. Mesina told reporters at the sidelines of the briefing for the 5th Brightleaf Awards on Monday the two provinces are currently being tested for planting tobacco.

"Tests are ongoing in Bohol and Cagayan de Oro. These areas have been chosen because of the good soil and weather conditions," he said.

The plan, he said, is to have a contract with tobacco farmers in the two provinces for the firm's supply of raw tobacco.

"We want to make sure we have supply of raw tobacco to meet local demand," he said.

The firm, he said, is likewise producing for its affiliates in other countries.

He said the PMFTC is providing cigarettes to Thailand and raw tobacco in South Korea and Malaysia.

At present, the firm has contracts with farmers in the province of Mindoro and in the Ilocos Region for their supply of tobacco.

Last year, PMFTC reported a production of 57.4 billion cigarette sticks and a market share of 92.8%.

The firm's sales in the Asian region rose by 26.1% to $7.9 billion in 2010. -- Louella D. Desiderio

New police building to rise in Oro
By Annabelle L. Ricalde
Monday, June 20, 2011

PHILIPPINE National Police (PNP) Director General Raul Bacalzo on Friday led the groundbreaking ceremony of the proposed new buildings of the Cagayan de Oro City Police Office (Cocpo).

He led the laying of the time capsule, which marked the start of the construction of the P20 million new Cocpo building on Fernandez street, Barangay 40, Cagayan de Oro City.

Present at the ceremony were Cocpo Director Gerardo Rosales, Police Regional Director Conrado Laza, Mayor Vicente Emano and members of the City Council.

Bacalzo said the P15 million is coming from the PNP funds, while the P5 million is from the local government of Cagayan de Oro, as its counterpart for the class-A Cocpo building.

It is among the 39 police office buildings to be constructed in the entire country, he added.

Bacalzo said the ongoing construction of the new police stations in the country is in line with the PNP-Integrated Transformation Program-Performance Governance System (PNP-ITP-PGS) funded through PNP Appropriations.

Mayor Emano thanked Bacalzo for making the construction of the new Cocpo possible.

He said the construction of the class-A Cocpo buildings will uplift the dignity of the Cagayan de Oro police.

As he assured his support to the local police, the mayor lauded Rosales and Laza for being "kind and humble" police chiefs in the region and city, respectively.

Misamis Oriental's Salcedo wins Asean gold
Monday, June 20, 2011

A GO or bust attitude in the upper half of the standard event handsomely paid off for the brave chess warrior from Inobulan, Salay, Misamis Oriental.

Richelieu Salcedo III, an FEU (Far Eastern University) transferee from Rizal Technological University (RTU-Mandaluyong), racked up four-straight wins -- including a big upset over International Master Ton That Nhu Tung in the penultimate 8th round -- to rule the Open 20-under boys division of the 12th Asean Age-Group chess championships in Tarakan, Indonesia.

The 20-year-old Salcedo, who was slowed down by a couple of draws and a loss to Fide Master Nguyen Van Hai in the early goings, defeated Dang The Nam, CM Huynh Lam Binh Nguyen and Mohamad Satibi in succession to get the chance of facing IM Tung in the pivotal 8th round.

He also survived as he overpowered the highest-titled player in the field before settling for a truce with another Vietnamese, Nguyen Duc Viet in the 9th and final round to complete a come-from-behind victory.

"It's incredible Jong can make it as an army of Vietcongs battered him. But just like Gideon with God on his side he conquered the great odds," Jong's overjoyed father, Richelieu Salcedo Sr. told Sun.Star Cagayan de Oro.

Scanning his Facebook, chessic comments favorably suggests that the younger Salcedo's feat may enable him to become the first ever International Master in Cagayan de Oro or the province of Misamis Oriental.

"We'll be waiting for him to make a courtesy call at the office of Governor Oscar Moreno. He's most welcome being a sports achiever and an inspiration to all," said Maricel Casiño-Rivera, head of the Provincial Press Office, upon learning the development.

"Certainly, this is good news for local chess development. We're proud of him," exclaimed Jong's uncle in City Councilor Edgar Cabanlas.

Salcedo's troika with San Sebastian's Mari Joseph Turqueza and FEU buddy Lennon Hart Salgados of Cagayan de Oro also won the gold in the team event of the 20-under division.

Just like Salcedo, the 17-year-old Salgados--who earlier copped the silver in blitz competition--suffered a single loss also at the hands of FM Van Hai. But for incurring more draws, Salgados managed just 5.5 points in nine rounds to share four to 7th place in the individual standard.

Salcedo capped his sterling show by winning the bronze in the rapid event and another bronze in team effort with Turqueza and Salgados plus the team silver they secured earlier in blitz.

Also, Oro-MisOr compatriots Ronald Canino of Kauswagan Elementary School and Tristan Frech Ibaoc of Corpus Christi Grade School won't be going home empty-handed.

Canino shared the team bronze with Dennis Gutierrez and Lord Khulene dela Cruz in 8-under boys level, as well as Ibaoc in the company of Daryl Unix Samantila and Haince Patrick de Leon in 12-under boys category all in the rapid competition. (LLS)

Cagayan de Oro celebrates Rizal’s 150th Bday
By Rutchie Cabahug-Aguhob

CAGAYAN DE ORO CITY, Misamis Oriental, June 19 (PIA) – Planting of endemic trees at the vicinity of the Camaman-an Elementary School at 5:30 a.m., today, here in the city, ushered in the commemoration of Dr. Jose Rizal’s 150th birthday.

Participated by officials of the Department of Education (DepEd), in coordination with the local government officials, the activity was also part of the Urban Greening Program adopted by the local government unit.

This was followed by the flag-raising ceremony at 6:30 a.m., held at Rizal Park, along Tiano Brothers St., Divisoria Area, after which the National Fun Run for Education sponsored by DepEd took place at 7:30 a.m.

“What makes this DepEd fun run different is that we did not ask for registration fees, but only asked for voluntary school supplies and other school needs from the stakeholders,” Myrna Motoomull, Ph.D., City Schools Division Superintendent of Cagayan de Oro, said.

Some 5,000 people participated in the activity which started at the Divisoria and ended at the Misamis Oriental Provincial Capitol Grounds.

Meanwhile, a literary musical program titled “Jose P. Rizal, His Works and Classic Filipino Music” sponsored by the Cagayan de Oro Historical and Cultural Commission, will be held at 6:00 p.m, today, at the Kiosko Kagawasan, Divisoria.

The Rizal Day activities were actually part of a grandiose weeklong celebration that the city has lined up from June 12-19, this year, for the joint commemoration of the 113th Philippine Independence Day, on June 12, the city’s 61st Charter Day on June 15 and the 150th Rizal Day, today, June19.

Kagawad Adrian Barba of the Sangguniang Panglungsod (SP), Over-all Chairperson of the joint celebrations said last June 12, a flag raising ceremony, also took place, at 6:30 a.m, at Rizal Monument led by Vice Mayor Cesar Ian Acenas together with Maj. Gen. Victor A. Felix, Commander of the 4th Infantry Division (4ID), Philippine Army, and P/Chief Supt. Constantino Rodriguez, Deputy Director of the Philippine National Police (PNP), region 10.

An inter-department sports competition of the city government employees was also opened on June 13 at the City Hall quadrangle while a cultural night sponsored by the City Division of Schools reeled off at 6:00 p.m. at Gaston Park.

On June 14, a “Bangkite” or street feast was held from 6:00 p.m. to 12:00 p.m., also at Gaston Park and the “Bilib sa Kagay-anon” Variety Show by the ABS-CBN TV at Kiosko Kagawasan.

On the other hand, the Charter Day Celebration on June 15 was highlighted by a jobs fair at the City Tourism Hall and launching of the Urban Greening Project with a ceremonial tree planting and signing of a memorandum of agreement by stakeholders.

Capsule-laying of the proposed Macanhan and CM Recto Flyovers and a charter night show with a live band plus the conduct of the Miss Teen Cagayan de Oro 2011 was held on the same day. (PIA-10)

Mazda opens CDO dealership
Monday, 20 June 2011 00:00

MAZDA Philippines opened its very first dealership here in Mindanao last Friday, right along Kauswagan highway in Cagayan de Oro City.

Willy Tee, president of Mazda Philippines exclusive dealer Autohub Group of Companies, said the firm chose Cagayan de Oro for their first Mindanao dealership since according to him, it is "a perfect timing."

"Cagayan de Oro is a fast growing market. Many people come here from neighboring provinces and cities," Tee pointed out, assuring the public that the market will never be saturated despite lots of dealership competitors along the highway alone in the city's east and west borders.

Tee said that Mazda is the second fastest growing vehicle brand in the Philippines and thus is confident that this accolade alone would entice the people in this side of Mindanao to buy any of their models.

Among the variants being pushed through by Mazda right now are the new Mazda 2, Mazda CX-7, Mazda MX-5, Mazda 3, Mazda 6, CX-9 and BT-50.

The fresh, distinctive good looks, sparkling performance and exceptional functionality of the new Mazda 2 takes you place in unequalled comfort and style.
On the other hand, Mazda CX-7 has got sleek, muscular curves combined with dynamic handling and performance to give you a driving experience that's totally unique.

Meanwhile, the Mazda MX-5 makes the journey an experience to savor from everyday trips around town to long distance open top touring.

For the Mazda 3, it's simply the essence of driving exhilaration - a superb statement of Automotive engineering, designed and built to enrich your life on the road in every way possible.

On second thought, the Mazda 6 is styled to look elegant yet engineered to deliver genuine grand touring performance.

But for those who want a simple laid-back driving, then try the Mazda CX-9. Its relaxed power exudes confidence. And luxurious comfort and quality for ultimate satisfaction.

And for people on the go, try the Mazda BT-50 which has a couple of unique utility features and optimized cargo box design to create the new-generation pickup truck.

For more specifications, drop by the new Mazda dealership along Kauswagan highway, Cagayan de Oro City.

DENR to implement NGP, from ridge to reef in Misamis Oriental
By Genesis V. Monterde

CLAVERIA, Misamis Oriental, June 18 (PIA) -- Ridge to reef. This is the the Provincial Environment and Natural Resources (PENR) plan of implementing the National Greening program in this province.

“The NGP aims to plant trees from ridge to reef, from the top of the mountains to the coastal areas,” Forester Edgardo S. Callanta, the PENR Officer said during the NGP launch in June 13 here.

Executive Order No. 26, was issued by Pres. Benigno S. Aquino III, some time in February, this year, which aims to rehabilitate and restore denuded lands particularly through reforestation.

The launching was highlighted by the signing of the Statement of Commitment by the various stakeholders to ensure full implementation, participation, understanding and dedication of the program that included the following: Department of Environmental and Natural Resources (DENR), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Commission on Higher Education (CHED), Department of Education (DepEd), academes, local government units, and private organizations, among others.

Callanta stressed out that unless people would appreciate and understand the real motives of this project only by then, would they deliberately cooperate and partake in this endeavor.

“This is a hybrid program and quite different from the previous years. But we are encouraging all stakeholders to converge with this initiative,” he said

He added that Tree planting is not merely leaving tree seedlings in the ground unattended, rather it includes tree growing, to ensure the proper growth of the seedlings for the future generations to benefit.

The program, he said, has no clear and exact appropriation but is funded through social mobilization, in which participating agencies will provide or somehow contribute on their own by procuring seedlings at their expense.

He added that the main purpose is to encourage everyone to participate in this project, because even though how large the budget is, if people do not cooperate, still the program is useless, Callanta added. (PIA-10)

Misamis Oriental board to probe private schools
By Nicole J. Managbanag
Tuesday, June 21, 2011

A MEMBER of the Misamis Oriental Provincial Board (PB) filed a resolution urging the legislative body to study all private schools operating in Northern Mindanao.

In her resolution, PB member Oliver Actub called on the Department of Education (DepEd) and the Commission on Higher Education (Ched) to publish in regional newspapers the list of accredited educational institutions in the region.

He cited a recent DepEd pronouncement that some 3,000 private elementary, secondary and tertiary schools in the region are operating even without complying requisites required by law.

He said the operation of these unaccredited schools is putting the learning of students at risk.

Actub said the PB's aim is to protect the welfare of the public. However, he said, the board could not do anything if the DepEd and Ched won't cooperate.

CEB reveals 2 new domestic routes; names Tawi-Tawi its 50th destination

The Philippines’ largest national flag carrier, Cebu Pacific (PSE:CEB) holds a seat sale for its 2 newest domestic routes and Zamboanga hub from June 22 to 24, 2011 or until seats last, for travel from October 14 to November 30, 2011.

Passengers from Zamboanga to Tawi-Tawi can buy P488 seats during the seat sale, which is 25% less than the lowest year-round fare for this route. Tawi-Tawi is the airline’s 50th destination and 77th route. It will be a daily service starting October 14, utilizing an Airbus A319 aircraft.

After the seat sale, passengers can begin booking their Zamboanga – Tawi-Tawi flights for as low as P649.

P688 seats are also available for Cagayan de Oro - Iloilo, CEB’s 78th route. It is the only airline offering direct flights from Western Visayas to Northern Mindanao for the benefit of its passengers. It will be a Monday, Wednesday, Friday service starting October 14, utilizing an Airbus A319 aircraft.

CEB also holds a Zamboanga hub seat sale to further promote travel from the region. For travel from August 1 to November 30, 2011, passengers can buy P688 seats from Zamboanga to Cebu and Davao, as well as from Manila to Cagayan de Oro.

Meanwhile, for travel from August 1 to September 30, 2011, P888 seats are available from Manila to Zamboanga and Davao.

Guests can avail of their Prepaid Baggage Allowances upon booking, for travel savings as much as 63% on domestic flights compared to buying baggage allowance at the airport.

“CEB is proud to offer connectivity to Tawi-Tawi, given its religious and cultural diversity and potentials for trade and tourism. With our flights from Zamboanga, more Filipinos can experience the convenience and speed of air travel, on our trademark low fares,” said CEB VP for Marketing and Distribution Candice Iyog.

She added that Tawi-Tawi is known for its abundant seafood, extensive coral reefs, white sand beaches and rich Malay history. The Turtle Islands are located here, which together with three islands in Malaysia, are the only living area of Green Sea Turtles in Asia and the world. It was declared a protected area in 1996.

The oldest Mosque in the Philippines can be found in Tawi-Tawi, as well as ethnic groups Sama, Jama Mapun, Tausug and Badjaos. It also serves as a gateway to Sabah, Malaysia.

For bookings and inquiries, guests can go to www.cebupacificair.com or http://funtours.cebupacificair.com (for Fun Tours packages), or call the reservation hotlines (02) 7020-888 or (032) 230-8888. The latest seat sales and promos can also be found on CEB’s official Twitter and Facebook pages.

Guests who don’t have credit cards may also book online and conveniently pay through CEB partner banks and payment centers. Upon booking online, travelers can also select seats in advance and avail of CEB’s web check-in service for a faster check-in process.

CEB currently operates 10 Airbus A319, 15 Airbus A320 and 8 ATR-72 500 aircraft. By the end of 2011, CEB will be operating a fleet of 37 aircraft – with an average age of less than 3.5 years – one of the most modern aircraft fleets in the world. Barkadahan Grill recently opened their new branch at Divisoria Arcade last Saturday. The place is a little bit small but it seems that the owners are just trying to recover some of the “lost income” when their main branch nearby was destroyed by fire a few months back. If you have time, try to drop by the place right at the back of Jonie’s Sizzlers and Roasts.

Using google earth image then scaled sa CAD, LKK (excluding Robinsons, Rosario Arcade and gateway) naa sa 46,000sqm ang footprint sa LKK. (see image below)

Assuming same ang size sa first ug second floor sa LKK, naa sa mga 90,000sqm ang LKK main mall (apil na sa counting tung entertainment area)

Meanwhile Abreeza is nasa mga 85,000sqm lang (115,000sqm if i apil ang basement parking), G-Mall is also nasa mga 90k+ sqm (130k if including the parking building) while SM Ecoland will be around 125k sqm after expansion.

Thai company to bring Malaysian budget hotel franchise to Cagayan de Oro

CAGAYAN DE ORO -- Red Planet Hotels, a Thailand-based hotel investment company and franchisee of Malaysia’s Tune Hotels for the Philippines, acquired last month a 4,452-square-meter property for a $6-million hotel project located on this city’s C.M. Recto Avenue.
“We expect construction to start in the next couple of months. If everything goes as scheduled, the hotel should open for business by October 2012,” Tune Hotels’ chief executive officer Mark Lankester told BusinessWorld.

When it opens, the hotel will add 162 rooms to this city, which is increasingly becoming a favorite for national conventions and seminars.

The project, which is beside the former Coca-Cola bottling plant, will also set aside a 274-square-meter space for retail outlets.

Mr. Lankester said Cagayan de Oro’s Tune Hotel would be seven storeys high.

“Cagayan de Oro was naturally chosen as it is the commercial hub for Mindanao, which geographically is closest to our home base, Malaysia.

We feel that a mid-level city like Cagayan de Oro deserves a Tune Hotel to serve the demands from business and leisure travelers, both locals and foreigners, who seek good value for their money,” the executive said.

The Department of Tourism’s Northern Mindanao office claims Cagayan de Oro enjoys a hotel occupancy rate of 88%, the highest in the region.

Meanwhile, Red Planet Hotels is expanding not just in Thailand and in the Philippines but also in China, Indonesia, and Bangladesh.

It is currently developing 2,234 rooms across these countries, including a hotel each in Manila, Makati, Cebu, and Angeles City in Pampanga.

Red Planet runs its entire hotel portfolio under the Tune brand, reputed for its “five-star beds at one-star prices,” i.e. accommodations for as low as $3.

Such price is made possible by a business model akin to that employed by budget airlines. A pay-as-you-use scheme for facilities and amenities like air-conditioners, TV, and laundered towels keeps overhead low for a typical Tune hotel.

Nine Tune hotels have so far sprouted in Malaysia since 2007. Last year, Tune Hotels opened a branch in London, its first outside Asia.

There are also two Tune hotels in Bali, Indonesia.

Mr. Lankester waxes optimistic about diffusing the hotel chain towards Cagayan de Oro.

“Cagayan de Oro has really quite a unique mix of travel and tourist draws, good business attractions due to the information and communication technology drive the city has made, and the whitewater rafting that it is becoming very well-known for. We want to enhance what the local government has already set in motion and through our network bring more awareness to its attractions,” Mr. Lankester said.

Cagayan de Oro’s river gets constant mileage from tourists for its rapids, exploited in recent years by rafting companies. The rapids recently served as a filming location for the Star Cinema production Forever and A Day.

“We are very confident that the Tune Hotels model will augur well for the Philippine tourism and travel market,” said Mr. Lankester.

The Tune Group is the private investment company of Tony Fernandes, founder of the Malaysia budget airline AirAsia, which has started a local joint-venture company with businessman Antonio O. Cojuangco.

Aside from Tune Hotels, the company owns Tune Money, Tune Talk, Tune Tones, and the ASEAN Basketball League. -- Al Gerard G. dela Cruz

Cepalco spending P2B in next 4 years
Capex higher than previous level
By: Amy R. Remo
Philippine Daily Inquirer
9:28 pm | Wednesday, June 22nd, 2011

Cagayan Electric Power and Light Co. (Cepalco), the third-largest power distributor in the country, is investing about P2 billion over the next four years in further improving the distribution system within its franchise area.

According to the Energy Regulatory Commission, the approved capital expenditure spending of Cepalco for the third regulatory period (July 2011 to June 2015) was slightly lower than the P2.14 billion it had sought. The ERC disallowed some of its proposed projects.

Still, this period’s capex is higher than the P1.118 billion in the second regulatory period, according to the final determination issued by the ERC.

The reduced budget, the ERC said, would result in lower distribution charges for Cepalco customers over the next four years, under the performance-based regulation (PBR) scheme.

The ERC-approved distribution charges for regulatory year 2012 (July 2011 to June 2012) averaged P1.2491 per kilowatt-hour, lower than its current average charges of P1.5705 per kWh.

Cepalco’s original application, however, sought higher distribution charges ranging from P1.6296 per kWh to as high as P1.8138 per kWh.

“The decreasing price trend on the third regulatory period for Cepalco is a good signal that the benefit of adopting the PRB rate-setting methodology is now taking effect. The PBR has put pressure on the utilities to improve their systems and be more efficient in their operations,” said ERC chairperson Zenaida G. Cruz-Ducut.

With the ERC decision, Cepalco can now translate the approved charges of P1.2491 per kWh for 2012 into rate schedules for its different customer classes and file its application with the ERC for approval.

Upon approval of these revised rate schedules, Cepalco can then start charging the lower rates to its customers.

Cepalco has more than 100,000 residential, commercial and industrial customers in its franchise area covering Cagayan de Oro and the municipalities of Tagoloan, Villanueva and Jasaan, all in Misamis Oriental.

School on bartending produces quality graduates
By Nicole J. Managbanag
Tuesday, June 21, 2011

CAGAYAN de Oro, one of the fastest growing cities in the country, is identified for having many bars and coffee shops serving quality drinks and coffee.

Behind all these branded coffee shops and bars are bartenders who produce the perfect mix of everyday refreshing drinks, who in fact, products of the Jamaican Food and Beverages Consultancy located in Barangay Carmen, Cagayan de Oro City.

The Jamaican Food and Beverages Consultancy, which came to the city in 2003, has always been consistent in producing graduates of short courses on bartending and barista.

Renato S. Sumania, proprietor and the one who personally mans the operations of the institution, said out of 300 graduates they have produced, majority have landed in high-paying jobs here and abroad.

According to Sumania, the P8,000-worth of two months course in bartending and the P7,000-worth 15 days short course in barista are both worth their price.

"We make it a point that our graduates become the best among the best, just like the country Jamaica who is also known for having the best coffee and rum in the world," Sumania proudly said.

Some of their students are already hired in local bars, hotels, coffee shops and first-class restaurants while still on training, something that Sumania is really very proud of.

He said their students are taught how to mix liquors and brewed coffee that are requested by customers of both local and foreign bars.

As trainer and consultant, Sumania emphasized that he also upgrades the training they offer to students every quarter and make references to the makers of Toranni, which is known for their modern techniques in bartending and mixing coffee.

Due to the demand for training for quality baristas and bartenders, the institution was accredited by the Technical Education on Skill Development Authority (Tesda) in 2006, thus giving more credits to enrollees when looking for future jobs.

Currently, Jamaican Food and Beverages Consultancy has provided consultant services to 27 universities and colleges in Mindanao offering Hotel and Restaurant Management courses, and also to famous hotels, bars and restaurants in the city.

Recently, during the first World Food Expo 2011 (WOFEX) in Mindanao held at Limketkai Atrium, this city, five of their products got the championship crown for flair tending and barista competitions with other delegates from Bukidnon, Surigao, Davao and Iligan.

Meynard Silfavan, a student of Jamaican Food and Beverages Consultancy and is currently working in one of the famous bars in the city, was hailed champion during the event and also bagged the award for Best in Flair while Dexter Panen was first runner-up and got the Best in Taste.

For the barista competition, three students garnered the three major titles, namely Bryan Silvano, Lyndon Recera and John Philip Sayson.

Sumania said their products are now qualified for the next round of competition to be held in Manila on October.

He said he is confident that they will win in the competition with flying colors.

National Dunkin Donuts Day celebrated
Wednesday, 22 June 2011 00:00

DUNKIN' Donuts, Filipino's all-day, everyday stop for coffee and baked goods, has once again made the National Dunkin Donuts Day a little sweeter with a special nationwide donut offer to help people celebrate the joy and fun of donuts. Last June 18, 2011, participating Dunkin' Donuts outlets nationwide gave away free Big Dunk Donuts to all kids ages three to 12 years old.

While here in Cagayan de Oro, the annual event kicked off with a motorcade in the morning. Major Dunkin Donut outlets made the kids' day truly special through fun and exciting activities like a free cartoon movie marathon and a Kiddie Videoke Challenge. Free twisted balloons and a photo booth opportunity gave the kids a memorable moment with Dunkin Donuts.

Highlight of the celebration was a mini-variety show held at Limketkai Rotunda. It was a gathering of around 150 kids who actively participated in all parlor games and dance showdown. Kids got thrilled with the live appearance of Transformer mascots Bumblebee & Optimus Prime. Once again Happy Dunkin Donuts Day to all! *

Moresco lauds Rodriguez bill on uniform power utility tax
Thursday, 23 June 2011 00:00

Top executive of Misamis Oriental -1 Rural Electric Service Cooperative (MORESCO-1) has lauded Congressmen Rufus Rodriguezof the second district of Cagayan de Oro and Maximo B. Rodriguez, Jr. of Partylist Abante Mindanao (Abamin) for instituting HB- 4436 that would soon gives a uniform tax to power utilities in the country.

Engr. Julie B. Real said that the bill proposed by Congressman Rodriguez is good and that it will be a big help to the electric cooperatives and its consumers. Engr. Real said that electric cooperatives now are over tax considering that several taxes are being imposed to them that includes among others its franchise tax, real property tax and the twelve percent value added tax.
Under HB 4436 power utilities will be paying a uniform franchise tax for the purpose of reducing the cost of electricity borne by the consumers.

Cong. Rufus, during interview, said that power utilities will soon be taxed by 3 percent that is in lieu of all other taxes that they are paying with the government. He claims that one of the reasons for the high cost of electricity is the taxes that the government imposes.
He added that one of the policies stated in the Republic Act 9136 or the EPIRA Law is to ensure the quality, reliability, security and affordability of electric power but until today the Filipino people are still looking for this affordable electricity that the law promises.

The Rodriguezes even said that the imposition of the 12 percent VAT increases the cost of electricity as this is being pass- on to the end consumers. They then disclosed saying that the passage of HB 4436 would then make power utilities pays a 3 percent tax from the gross receipts and that this is passable also to the end consumers.

Liga Pilipinas’ General Santos leg under way
Wednesday, June 22, 2011

GENERAL SANTOS City—Rep. Manny Pacquiao’s MP Warriors of GenSan will play their first official games at the spanking new GMP Sports Complex with the opening of the General Santos City Leg of the SMC Liga PilipinasConference V today.

The Warriors under Coach Arvin Bonleon will be tested by no less than Cebu Landmaster RDAK-Mandaue, which recently became the first team to bag a second weekly championship this conference, as well as the Laguna Golden Lions and Ilocos Sur CS Tigers.

While Mandaue is currently lording it over the six-team field, focus will be on the battle between the Warriors, Lions and Tigers as the three teams dispute the last two spots in next month’s Super Leg that will determine the next Liga Pilipinas National Champion. Only five teams of the six teams will advance to the Super Leg that is supported by San Miguel, Molten, Summit Natural Drinking Water and Accel.

The Warriors will again draw firepower from forward Alfie Grijaldo and guard Louie Medalla, Liga’s third and fourth best scorers with 14.6 and 14.1, respectively. It is no surprise that the Warriors are also Liga’s top scoring team at 81.3 per game.

On the other hand, Mandaue is winning thanks to its stingy defense engineered by Coach Jun Tan, a Liga-best 61.1. Two-time weekly Most Valuable Player Mark Magsumbol will again lead the team of Joe Soberano and Rick King, along with backcourt mate Axel Doruelo and center Marlon Basco.

This being their fourth and final weekly assignments, the Golden Lions of Gov. ER Ejercito and the CS Tigers of Gov. Luis “Chavit” Singson are expected to go all out and fortify their grip on a Super Leg berth and create distance between them and the Warriors.

The Golden Lions have won five of their last eight games since basketball legend Philip Cezar took over the coaching reins. Coach Cezar brought in an improved defense, coupled by the rise in scoring from Glenn Bolocon (15.6 PPG) and Bryan Faundo (11.4 PPG).

Finally, the CS Tigers are looking for more help for team leader Chito Jaime, their only twin-digit scorer at 13.3. Coach Johnedel Cardel has to extract more consistency from the likes of Ramsey Williams, Jorel Canizares and Warren Ybanez. After winning their first two games of the conference, the slumping CS Tigers have since won only twice in its next ten outings.

In three previous legs held at the cavernous General Santos City Coliseum in Barangay Lagao, the Warriors could only account for a pair of Third Place trophies in Conference II and the Tournament of the Philippines. Playing at the new venue could just be the boost they need. GMP is owned and operated by Rep. Pacquiao and is located in Barangay Tambler near the airport.

Liga Pilipinas concludes its Tour Phase next week in Cagayan de Oro City with the Misamis Oriental Meteors hosting Mandaue, the Warriors and defending National Champion M. Lhuillier Kwarta Padala-Cebu Ninos in all-Southern showdown.

SP To Strengthen CCTV Law (http://www.cagayandeoro.gov.ph/?page=news&id=2067)
by Lorebeth C. Requiroso/city Council Office
Councilor Ramon Tabor on Tuesday proposed that the installation of closed-circuit televisions (CCTV) be among the requirements before the issuance of business permits to high-risk establishments operating in the city.

In his special report during the City Council regular session presided over by Vice Mayor Caesar Ian Acenas, the councilor said a “no CCTV, no permit” policy will strengthen the city’s peace and order campaign and make it easier for local enforcers to immediately solve crimes.“We cannot deny the fact that in Manila and other cities, crimes have been successfully resolved. In our city there were also certain incidents of robbery which have been solved within a very reasonable time because of CCTV cameras,” he explained.Tabor is the principal author of Ordinance No 11075-2008. The ordinance mandates the installation of CCTVs or video surveillance system in the premises of private establishments and public places and providing penalty for violation.Tabor said this is a must for high-risk businesses like gasoline stations, banks, department stores, which are prone to and are being targeted by robbers, thieves and other criminal elements. The councilor noted that petty and heinous crimes have been taking place in the city and in the country in recent weeks. He said security cameras will deter these or ensure a speedy solutions of cases. While commending the committee on police, fire and public safety chaired by Councilor Ian Mark Nacaya for monitoring the implementation of the law, he said the city should go further to ensure compliance of establishments.Authors of the ordinance will soon study the amendment of the ordinance making it a prerequisite for business permits. Councilor Alden Bacal, chair of the committee on public utilities, proposed that all CCTV installed in different establishments and by the city in strategic areas and public places should be connected to a central monitoring system. VYE Backs Election Of Senators By Region (http://www.cagayandeoro.gov.ph/?page=news&id=2064)
by Lorebeth C. Requiroso/city Council Office
“MAS makaayo sa nasod Pilipinhon kon ang pagpili sa mga Senador himoon sa matag rehiyon, kay sa ingon, makabaton gayod sa tingog didto sa hawanan sa senado ang matag rehiyon sa nasod,” said Mayor Vicente Emano in a press statement.

VYE Backs Election Of Senators By Region (http://www.cagayandeoro.gov.ph/?page=news&id=2064)

“MAS makaayo sa nasod Pilipinhon kon ang pagpili sa mga Senador himoon sa matag rehiyon, kay sa ingon, makabaton gayod sa tingog didto sa hawanan sa senado ang matag rehiyon sa nasod,” said Mayor Vicente Emano in a press statement.

nganong mag contest man gyud kung kinsa pinakaDAKO? Naa ba mo "shares" ani nga mga companies/establishments? Kung wala then mas maayo pa mag contest mo padako-ay ug itlog. Kay inyo man gyud na.

Tamaaaaaa! :lol::lol::lol:

ang floor area DOES NOT necessarily mean nga profitable ba ang dagan sa negosyo. You can have all the floor space that you want pero GI-LAGAW diay, then useless lang gihapon...another analogy is bisan man ug dako ka ug itlog pero gi-kurikung diay the useless lang gihapon...:)

Agik-ik man sab ta katawa ani:lol::lol:

ang iyang pangutana nga "pinaka dako" could mean ANYTHING.
- covered floor area
- covered floor area + covered parking
- covered floor area + covered parking + uncovered parking
- ganansya
- alkansi
- ilong
- itlog
- daghan bisita
- and the list goes on.

But your answer will ALWAYS be TAILOR-MADE nga dili ka papilde. Ngano man gyud?

Kanang 100K, unsay apil ana? Main mall, Robi, Grand Caprice and Rosario Arcade na? I'm not questioning the method of getting this kay ACAD baya... Pero, ang figures sa LKK na almost 67K na GLA sa ila website, is more or less accurate, right? Add 18K GFA for Robi and a couple more for the east wing expansion... That's around 90K na... That leaves just 10K sqm for common areas sa whole mall... Murag gamay ra... Luag baya ang Ketkai both sa main mall ug sa appendages... :-)

Gov't to maximize PPP implementation
By EDU LOPEZ
June 23, 2011, 11:14pm

MANILA, Philippines — The government will maximize public-private partnership (PPP) in a bid to boost the productivity and efficiency of the industry and services sectors.

The Medium-Term Philippine Development Plan 2011-2016 identified the commodities included in the priority industry clusters for the next six years.

In Luzon, these are the coffee cluster of the Cordillera Autonomous Region, milkfish of Region 1, dairy and dairy products of Region 2, and bamboo and logistics of Region 3.

The clusters also include the information communications technology (ICT) and IT-enabled services and logistics clusters of Region 4A, eco-tourism of Region 4B, wearables and lifestyles of Region 5, and health and wellness of the National Capital Region.

In the Visayas region, priority industry clusters are the gifts, toys and housewares (GTH), H&W, food, ICT and eco-tourism of Region 6; GTH, H&W, food, ICT and eco-tourism of Re- gion 7; and GTH, food and eco-tourism of Region 8.

Priorities likewise include industry clusters namely banana, mango, seaweed, wood, coconut, mining, eco-tourism and ICT of all regions in Mindanao.

On a larger scale, growth centers or regional hubs will be identified to synchronize the mobilization of public and private resources.

These hubs shall unlock productive capacity in the countryside by providing critical resources in support of private businesses even outside the capital, according to the MTPDP.

"The integrated international air and sea connectivity of Clark-Subic, Cebu and Cagayan de Oro (with the upcoming PPP project for the Laguindingan airport), and Davao shall be highlighted to enhance the profile of these growth centers among foreign and local investors," it noted.

For IT-enabled clusters such as technology business incubators, technology parks and clusters of knowledge-based industries, the country will promote the creation of shared infrastructure and the provision of business support services for innovators and developing entrepreneurs.

The creation of technology business incubators across the country will take into consideration commercial sustainability, careful matching of target markets with the strengths and ambitions of potential firms, and proximity and linkages to research institutions and universities.

"The provision of business support services shall be private sector-led and demand-driven. The clustering of knowledge-based industries through science and technology parks shall be stimulated," it added.

Industry clusters are geographic concentrations of competing, collaborating and interdependent businesses, working on a similar regional infrastructure and creating wealth of regions through exports.

These foster the transfer and adoption of new technologies, create risk capital and attract foreign investments.

Industry clustering has been made the central strategy for export development. This ensures that top export products or revenue streams are sustained through the development of its value chains down to the provinces and municipalities.

Several activities have been lined-up in time for the celebration of the 33rd NDPR Week on July 16 to 23, said CAFEDPA President Melagros Maquiling.

Anchored on the theme “Making The Rights Real For Filipinos With Disabilities,” this year’s observance focuses on the inclusion and recognition of the human rights of persons with disabilities (PWD), she said.

Prior to the weeklong celebration, a Forum on PWD Laws will be conducted in partnership with the Philippine Information Agency (PIA).

More than twenty (20) media practitioners are expected to attend the said forum where the Magna Carta for Disabled Persons and other PWD laws will be tackled.

Maquiling said a motorcade will be conducted on July 17 at around 8:00 am followed by a thanksgiving mass and opening program at Limketkai Center.

On July 18, a clean-up drive will be held at the Divisoria area right after a flag-raising at the city hall.

In the afternoon, a city-wide accessibility audit on compliance of Batas Pambansa Bilang 344 otherwise known as the Accessibility Law will be conducted together with the Department of Public Works and Highways (DPWH).

A medical mission is also slated on July 19 in Nazareth Gym in collaboration with the Department of Health (DOH).

Dental and medical check-up, as well as, blood sugar check and pap smear are among the services to be provided on that day, she added.

Maquiling, who is also the President of the Differently Abled-Women’s Network (DAWN) Inc., said symposia on Accessibility Law with the transport groups and the academe sector will likewise be conducted on July 20 and 21, respectively.

The culminating activities will be held on July 22 at SM City Cagayan de Oro to highlight the awarding ceremony of the “Most Outstanding PWD in Cagayan de Oro” and the launching of the “Most PWD Friendly Barangay.”

The NDPR Week aims to stimulate public awareness on disability issues and concerns, as well as to pay tribute to Filipinos with disabilities and recognize their valuable contributions in nation-building. (PIA-10)

DILG claps for Opol, says town govt set example of full disclosure
Friday, 24 June 2011 00:00

THE Department of Interior and Local Government (DILG) yesterday gave the Opol government in Misamis Orien-tal a thumbs-up for being the first local government in this part of the country to demon-strate its compliance with the full-disclosure policy set by Interior Secretary Jesse Robredo. Loreto Bhagwani, DILG director for Region 10, said the Department has taken note of the publication of the town government's financial statements, including its appropriations and local School board ordinances, this week.

"We are glad, we are very happy, and we hope other local government units would follow the example of Opol," Bhagwani said. "This is a very good example." The 10-page publication in this paper on Wednesday and Thursday detailed the Opol government's general fund, income and expenditures, programmed appropriations and obligations, priority projects, monthly collections, debt service, statement of cash flows and even invitations to bid.

Opol Mayor Dexter Yasay said the town hall decided to have the documents published not only because it wanted to comply with the DILG's full-disclosure policy but also because it wanted citizens living in the town to get involved. He said he and other town leaders were after of feedback from stakeholders. "We want to know what people think about what we have done and what we are planning to do, and point to us our weaknesses if they see anything. This can only be possible if people are well-informed," said Yasay.
He said the same documents were posted in the town hall and could be accessed online.

Yasay said he has urged Opol's barangay officials to replicate what the town government did by posting detailed financial statements, including related ordinances and lists of projects, on bulletin boards that are accessible to the public.
"We want this to be the policy down to the barangay level," Yasay said.

Misamis Oriental Vice Gov. Norris Babiera earlier lauded the DILG for launching the transparency campaign, calling it a welcome step toward making local governments accountable to citizens. Aside from being mandatory under the General Appropriations Act, the DILG's full-disclosure policy would encourage citizens to take an active role in local governance and at the same time, strengthen the checks and balances in local governments, said Babiera. herbie gomez

Filinvest unit plans 200-MW LNG plant

CAGAYAN DE ORO -- The energy unit of Filinvest Development Corp. is planning to put up a 200-megawatt (MW) liquefied natural gas (LNG) power plant at the Phividec Industrial Estate in Misamis Oriental.

Triunfo P. Agustin, chairman of the board of directors of the Phividec Industrial Authority, said negotiations are being finalized for the company’s acquisition of a lot for the project within the 3,000-hectare industrial estate. The project will be undertaken by Strong Field Gas & Electric Corp., a newly formed energy subsidiary of FDC Utilities, Inc.

The $200-million power plant will be part of the $1.8-billion, 1,650-MW energy portfolio announced last May by FDC Utilities. The investment is based on the estimated cost of building an LNG power plant at $1 million per megawatt, excluding further capital expenditures for LNG terminals.

The Phividec Industrial Estate already hosts one locator engaged in energy generation, the 232-MW, coal-fired power plant of Steag State Power, Inc., which supplies close to 20% of Mindanao’s energy demand.

Commissioned in 2007, the plant is expanding its capacity by another 105-MW unit slated for completion by 2013. The coal plant is owned by Germany’s fifth largest power producer, Evonik Steag GmbH of Essen Germany, with local partners Aboitiz Power Corp. and La Filipina Uy Gongco Corp. The $600-million Steag State Power’s expansion will reportedly be undertaken by a new corporation.

There are now at least seven coal-fired power plants in the pipeline in Mindanao with a total planned installed capacity of 1,805 MW costing up to $3.8 billion.

Other proponents include Aboitiz Power Corp., Conal Holdings Corp., San Miguel Corp., Sumitomo Taganito HPAL Nickel Corp. and Sagittarius Mines, Inc. -- Michael D. Baños

CAGAYAN DE ORO THIRD BRIDGE

The project: Completion/Continuation of Cagayan de Oro Third Bridge and Access Road has several phases. The bridge proper with a length of 352 LM had been completed and the ongoing works focus on the construction of access road and coastal road.

The majority of the phases of the project ( Phase I – VIII ) started in 1997 and are already completed. Presently, Phase IX is ongoing with the works focused on the road concreting of Bayabas Section-West Bound Terminal-Iponan Bridge III Junction, Igpit, Opol, National road; road concreting along barangays Kauswagan and Bayabas, and graveling of coastal roads along barangays Lapasan and Gusa. The ongoing road concreting has a total length of 14.423 kms. and a total cost of P642,824,622.51.

CAGAYAN DE ORO THIRD BRIDGE

Aside from the road works, the construction of Iponan Bridge III was completed with a length of 80.00 L.M. and a cost of P 187,939,433.69.

As of press time, Phase IX has an actual accomplishment of 94.850% with a positive slippage of 0.060 %.

To complete the entire project, this office has still an immediate need of P 300,000,000.00 for the payment of Road-Right-of Way (RROW) acquisition along Lapasan to the National Highways of Igpit, Opol, Misamis Oriental. Another needed release to complete the project is the P200,000,000.00 for Phase X that will focus on the additional construction of 620 linear meter Coastal Road along Barangay Gusa without Aggregate Base Course and Portland Concrete Cement Pavement (PCCP) and the construction of Kulambog Bridge along Kulambog, Lapasan, this City. When funding will be available, works identified for Phase X will be started this year.

As programmed, by CY 2012 the work will focus at Phase XI with a needed release of P355,000,000.00. It will be centred on the completion of the Cagayan de Oro Coastal By-pass Road by working on the Junction of J.R. Borja Extension and Gusa National Highway, the Rotonda at Barangay Puntod, the construction of Bitan-ag Creek at Barangay Lapasan and the payment of Road-Right of Way (P50,000,000.00).

When completed, this huge project will be an enormous help to the travelling public along Butuan-Cagayan-Iligan Road (BCIR) by having a smooth sailing travel since heavy-loaded trucks will be rerouted to avoid traffic congestion.

THE Escaño-owned Pryce Gases is reportedly planning to build small liquefied petroleum gas-fired power plants in Mindanao including one in Misamis Oriental.

Pryce Gas already has a facility in Balingasag town and is probably establishing the said power plant in the area.
