Para sa akin magandang may healthy competition kaya nga kung mayroon akong binabangit na accomplishment ng CDO e di ko na tinitira ang ibang syudad kasi nag-focus lang ako sa CDO at sana ganun din ang pananaw ng forumers sa iba-ibang city threads.

TWO top-ranking provincial officials on Monday disclosed that PaDayon Pilipino titular head Mayor Vicente Emano is using the machineries of both gubernatorial candidates -- Lakas-CMD Misamis Oriental Governor Oscar Moreno and Kampi-Northern Mindanao head Second District Representative Augusto Baculio Jr.
This to assure that his son, third-term Tagoloan Mayor Yevgeny “Bambi” Emano, will land in the congressional seat for the second district.
Such development came as the Provincial Capitol on Monday was described as virtually empty and the Provincial Board's regular session was adjourned for lack of quorum.
Moreno said over dxIF Bombo Radyo that they are all in Manila to attend the Lakas-CMD National Convention. The same is held in preparation for the May elections.
United Opposition-Pwersa ng Masang Pilipino (UNO-PMP) political lieutenant Misamis Oriental Vice Governor Julio Uy and National People's Coalition (NPC) Misamis Oriental head Claveria Mayor Paul Douglas Calingin said Emano is allegedly utilizing both Lakas-CMD and Kampi.
Both Uy and Calingin are running for the same congressional seat and will clash head-on with the younger Emano and Baculio's son, Rex, in the poll race this May.
Uy, who is the lone opposition under UNO-PMP, said his former mentor Mayor Emano is riding on the “Lakas-CMD and Kampi horses," knowing that it is the only way for his son to survive this poll race.
He said this is not only splitting the PaDayon Pilipino forces on the field but Mayor Emano, who served as a former governor of Misamis Oriental, will soon discover that the two "political horses" might just be too spirited for him to handle.
"Emano should be careful as it is more painful to fall from riding on two horses," he said.
Mayor Calingin, the son of former Misamis Oriental Governor Antonio Calingin, said he has personal knowledge of how all municipal mayors in the Second District will be voting for Baculio for governor but will be supporting the younger Emano instead of Baculio's son.
He, however, refused to disclose the names of these six municipal mayors who confidentially revealed to him their stand of being Baculio-Bambi when it comes to governor and second district congressman.
Nevertheless, Mayor Calingin hinted that these municipal mayors are not siding with Bambi because the latter is qualified and would do well as their congressman in the second district, but because of the strings being pulled by Mayor Emano.
Meanwhile, Uy said the two Emanos could have avoided taking this path if only they were "not that politically ambitious."
He cited how Bambi could have taken the vice-gubernatorial post instead of immediately jumping to the congressional seat after being mayor for three terms.
"For from the very start, Bambi opted to gun for the vice-gubernatorial seat, as he is still young, there would be no mess with such magnitude as this," he said.
"But of course, I understand that Mayor Emano would not want Bambi to run as vice-governor with him running as vice mayor, as it would appear that the Emanos are only good for a second man post," he said.
Uy said Bambi should not have insisted on running for congressman immediately as the latter could have opted to run as Provincial Board member first.

Pag naubos na ang mga kalupaan na nakapaligid sa city within short distance, condos will mushroom like subdivisions.

As Cagayan de Oro joins in the observance of the Holy Week, City Mayor Vicente Y. Emano directed the Roads and Traffic Administration (RTA) to implement a special traffic scheme in the city’s famous Via Crucis destination—the hills of Malasag in Cugman, this city.
Mayor Emano signed Executive Order No. 028-07 which provided guidelines for a special traffic scheme within Malasag area on April 5, 6 and 8 based on the recommendations of Atty. Ramon Tabor, LGU consultant and executive overseer of the RTA.
Under the said executive order, motorists are advised to observe No Parking of all vehicles on either side of Barangay Cugman National Highway, 150 meters on both ends from Malasag Road.
The same order also allows loading and unloading only in areas after the No Parking area on either side of the National Highway.
Parallel parking is also allowed on either side of the highway only after the loading and unloading zone.
The RTA will also close the road leading to Malasag from all vehicles except for such vehicles as those of the city officials, PNP mobile patrol and military vehicles, RTA mobile patrol, Barangay Cugman mobile vehicle, parish priest service vehicle, fire trucks, government ambulance/City Health/Oro ALERT, media marked vehicles, vehicles of residents living within the area and other government vehicles with clearance from RTA and Barangay Cugman.
Meanwhile, Vice Mayor Michelle Tagarda-Spiers, chair on the committee on Police, Fire and Public Safety urges the Catholic believers who will go to Malasag not to throw cigarette butts anywhere to avoid fire in the area.
Vice Mayor Spiers also urged the people who make their annual observance of the Via Crucis to be vigilant against suspicious characters who may be out to disturb the peaceful observance of the Holy Week here in the city.
The city vice mayor added that any suspicious characters must immediately be reported to the police and other authorities. (City Information Office)

The farthest place I've ever been to was the City Hall itself for that day because I cannot leave my baggage unattended in the port.
They say this place is "Tsada".

Cagayan de Oro City (3 April) -- THE Ayala Land Corporation, leading developer of the country’s high-end subdivisions, will officially start on April 27 the development of its 350-hectare prime property located at the mountains of barangays Camaman-an and Indahag, Cagayan de Oro City.
This after the City Council enacted on Monday Ordinance No. 2007-104, approving the application of the Ayala Land Incorporated for development permit of its high-end residential subdivision phase I with an area of 11.2 hectares.
Estrella Sagaral, city planning and development officer, said that the approval of the development permit and locational clearance from the city government will pave the way for the full blast construction of the real estate project.
After the permit’s approval, officials from Ayala Land informed us that the construction stage will start by May this year or shortly after the scheduled groundbreaking rites on April 27, she added.
Ayala is set to pour an initial investment of P4 billion to develop 80 hectares of the entire property, and will continue to develop gradually the remaining 270 hectares in the succeeding years.
Ayala Land envisioned to develop their property into several village complex that include residential units, sports facility, pocket park, watershed treatment facility, chapel, ravine orchards, promontory point, canyon trails and a central park.

Cagayan de Oro City (3 April) -- CITY Mayor Vicente Y. Emano approved some P3.2 million worth of barangay projects in Cagayan de Oro over the weekend.
These projects include the construction of the P550,000 Besigan Health Center, the P550,000 Besigan Teacher’s Cottage and the P2.1 million water system in Barangay Tignapoloan.
Mayor Emano hopes that with the said projects, the people in this part of the city can now easily access the basic services of the government.
He added that the projects aim to help alleviate the standard of living of the people in this far-flung barangays.

Cagayan de Oro City (3 April) -- THE Cagayan de Oro City Veterinary Office (CVO) earned a total of P179,452 from post and ante-mortem fees of animals slaughtered at the city slaughterhouse for the month of February, this year.
Dr. Perla Asis, city veterinarian disclosed that during the period, 6,750 animals were slaughtered, including 861 cattles; 34 carabaos; 5,765 hogs; 138 goats; 47 horses and 43 ostriches.
Of the total income earned from slaughtered animals, the CVO collected P27,697 in ante mortem fees and P151,755 from post mortem fees.
Dr. Asis said that of the total number of animals slaughtered, the CVO condemned three heads and 2, 390.77 kilograms of animal organs.

Cagayan de Oro City (3 April) -- THE First Mindanao Agriculture and Food Convention (MAFCON) 2007 comes at a very opportune time in the light of President Arroyo’s heightened focus on Mindanao, this time being the agribusiness Super Region of the South.
This statement was made by convention chairman Edwin B. Andot of the Chamber of Agriculture, Fisheries and Food Industries of the Northern Miudanao (CAFFINORMIN) during the recent “Talakayan sa PIA” media forum at the Philippine Information Agency in Cagayan de Oro City.
Slated April 23-25, 2007 at the Grand Caprice Restaurant and Convention Center in Cagayan de Oro, Andot said they are expecting more than 600 participants/leaders of producers and agribusiness organizations representing the millions of members mostly coming from the various sectors such as farmers, farming households, food processors and agri-entrepreneurs or 54% of Mindanao’s total labor force who depend on Mindanao agriculture for their daily sustenance and overall economic future.
President Gloria Macapagal-Arroyo will keynote the convention on April 24, 10:00AM as confirmed by the Office of the Appointments Secretary in Malacanang, he said.
The president, Andot said, might make pronouncements on the various resolutions that were submitted to her office during the first up to the sixth Mindanao Food Congress.
One of the vital parts of this convention is the rendering of reports by foreign donors or partners in Mindanao in support of the agri-business growth like the United States Department of agriculture, AusAID, GEM-USAID, and the United Nations’ Food and Agriculture Organization (FAO), among others.
In one of the plenary sessions, where Executive Director Jerry E. Pacturan of the Philippine Development Assistance Programme, Inc. (PDAP) will be the resource person on organic agriculture, issues and other concerns will be discussed by the various sectors in the fruits, feeds and grains, livestock and poultry, inland fisheries with focus on the marine fish capture and culture, and the food processing industry, he also said.
He reported that of the six industries, Mindanao has enough or surplus supply of fruits, vegetables, livestock and poultry, fisheries and the food processing, but still lack the needed supply for rice.
We still have to promote rice farming to secure the needs of the Filipinos, he further said.
Focused on this year’s theme “Mindanao Agribusiness for the Philippines and the World Market,” biofuels as answer to Mindanao’s need for alternate supply of oil or energy will be discussed by Col. AlejandroAlejando Teves Escano, president of the Philipine Chamber of Agriculture and Food, Inc., Andot also reported.
The leaders of the food and agriculture industry have to address as one, the problems and issues affecting their industry and at the end of the event, stakeholders can come up with continuing platforms, projects, programs, plans and strategies that would complement the agri-business super region program of the administration, Andot stressed.
To have one voice for the Mindanao’s agri and food industry and to advocate opportunity for farmers, a commodity cluster or a coalition of Mindanao agri-industry has to be formed during the convention, he further emphasized.
During the same forum, President Resurreccion de Pano of the Food Processing Association in Northern Mindanao (F0PANORMIN) said their group is aiming to be a “super region” in terms of fruits and foods.
Their sector, she said, is promoting the processing of cassava, fruits like mango and pineapple, meat processing like chicharon, and quality ham for export.
She revealed that their sector had been processing mangoes and already exported to other countries and she challenged mango producers to produce more to answer the demand of processed mangoes at the local, national and international levels.
On his part, President Jimmy Nacua of the mango industry said the convention is a venue to inform concerned stakeholders of mangoes that “this is a big industry” that would increase the income of mango producers, farmers and processors if their concerns would be properly addressed.
He also revealed that in Mindanao, they are adopting the off-season mango growing and production wherein the mango producers change the schedule for fruit production, not following the traditional season, so that farmers will continue to earn income.
On the ornamental sector, Floro V. Dalapag, president of the Northern Mindanao Ornamental Horticulture, said organic agriculture and problems of pollution and energy will also be discussed and promoted during the convention.
He said biofuels will also be discussed, especially tuba-tuba, a potential source of energy.
During the three-day convention, special events will also take place such as the exhibits by service providers, technology providers, support organizations, agri and food producers/processors; business matching with buyers and agri and food processors, suppliers, processors and users of agri products and food, services, inputs, machineries, equipment and others; breakout technical sessions for vegetables, fruits, feeds and grains, livestock and poultry, inland fisheries, processed food, and biofuels. Cagayan de Oro City — Mindanao’s urban centers provide a good market for technology instructional materials that introduce computer-based learning among elementary and high school students.
Techfactors, Inc., a company into technology education materials, is eyeing two major cities in Mindanao for expansion in the near term.
"We initially plan to venture in Cagayan de Oro and Davao because we see opportunities in these cities," said Armando Codera, Jr., Techfactors’ chief executive officer.
He noted these cities host major information and communications technology (ICT)-related businesses. Private schools are also updated on new technological developments and make it easier for the company to propose technology learning option to schools, he said.
Edutainment, or the combination of education and entertainment, defines this unconventional instruction to students. "This allows differentiated teaching and learning and should ultimately improve students’ performances," Mr. Codera said. The textbooks cater to children in the preparatory, kindergarten and elementary levels up to fourth year high school.
The curriculum is adapted to the Philippine setting and uses ICT for problem solving and creating products.
"It makes a world of difference for children," said Mr. Codera.
For elementary pupils, role-playing is one practice used. The learning manuals and interactive CDs are made to have lots of colors, pictures and stories about children applying the things they were learning.
"We try to articulate the lessons that children will relate and understand," Mr. Codera said.
Children are attracted to the colors of Tekkids, a kit for elementary pupils that stimulates creativity and makes learning more engaging.
"These learning manuals are also updated twice a year," said Mr. Codera. The manuals are worked in volumes and are up to date with the lessons in basic subjects like Math, English and for some institutions, Values Education.
Mr. Codera said Tekhigh kit for high school also makes it easier for young students to learn since demonstrations are integrated in every syllabus.

"Pupils are more of visual learners," she added.
Chevy Contreras, an English course teacher in Xavier University, said Tekkids and Tekhigh maybe too advanced for the students that it needs to be taught gradually.
"It may be a bit difficult for schools in Cagayan de Oro to adapt to the system, especially for public schools," she added.
Out of 34 public secondary schools in the city, 11 have no personal computers. Only 70% of 214 schools in the region have personal computers.
"We are encouraging our public schools to have personal computers so students can utilize them even without an Internet connection," said Rodolfo Bayeta of the Cagayan de Oro City planning division of the Department of Education. He said many sponsors, companies and foundations have already donated personal computers since last year.
"Because they were not taught how to use personal computers in elementary or high school, students will be left behind in their classes in college," Mr. Bayeta said pertaining to public schools in municipalities that don’t have electricity because of distance.
Nonetheless, Mr. Bayeta said schools that already have personal computers for students’ use are ready for computer-based learning. "Even elementary pupils now have computer classes," he said.
Now with over 40 full-time consultants and 140 partner campuses nationwide, Mr. Codera said they plan to venture to neighboring countries should they succeed in the local market. "Our major asset is our people; we do whatever we can to contribute to this country, in our human resources for them to be technologically competitive," he said.

A growing number of extreme sports enthusiasts are trooping down south to test their wits and wills against the growing rep of the white water of the Cagayan de Oro River. As the country's first and only year round white water rafting destination, perhaps it's only appropriate that this city and the region to which it is a part of lay claim to the title as the Extreme Sports Capital of the Philippines.
Beyond its official numerical X designation as one of the country's administrative regions, it has developed over the years a number of the X sports destinations that hard core X sports aficionados all over the country have found worth their while to come back to again and again.
Here are three worth mentioning that are within easy reach of the casual visitor or hard core X sport fanatics:
Perhaps adventuresome tourists or novice X sporters would do well to take first crack at the Makahambus Adventure Park. Just 25 minutes from the city proper and 10 minutes from the Lumbia airport (for those who can't wait upon landing or are catching a plane), Indiana Jones wannabes can cross a 120-meter long sky bridge 150-feet off the ground spanning centuries old trees to admire the view of the spectacular Makahambus Gorge from various perspectives.
If that doesn't get your adrenaline flowing, rappel 120 feet down the gorge or brave the 120-meter "Slide-for-Life" Zip Line for only P500 for the whole package or P300 for either Skybridge and Zipline, or Rappelling only.
Makahambus hill has a hallowed place in Philippine history: here local hero Apolinar Velez led the Mindanao Battalion to victory over the Americans in the 'Battle of Makahambus Hill' in June 4, 1900, the only victory of Filipino forces over the U.S. forces in Mindanao during the Philippine-American War.
Further east through the Maharlika National Highway going east and turning right through to the Gardens of Malasag Eco-Tourism Village, lies a 2,490 hectare forest reserve developed by the late vice president Emmanuel Peleaz a mere 30 minutes away from the city proper. It includes a cattle ranch, a forest reserve and the Mapawa Nature Park.
Your P40 entrance fee will buy you access to the park's extreme sports attractions which includes a six-stage zipline course which costs P250 per head, though you can also limit yourself to the first three stages which includes a 60-meter zipline, 25 meter monkey bridge and 70 ft. zip and 13 ft. rappel for only P125/head.
Or try the more advanced second stage with a 100 meter zipline and 100 meter zip return for only P100/head and take your option of a 40-feet rappel at P50/head or 100 meter zipline and 40-foot rappel for P150.
You can also give their trampoline a try, it's only P25 per head for 10 minutes of totally inane or totally entertaining trampoline, whichever frame of mind pervades you that day.
Or you can go horseback riding through the 2,000 hectare reforestation area for only P75/head for a 15 minute trail ride to P175/head for one hour, free riding instructions included. There's also a 3 hr. trail ride to the park's 55 foot waterfalls or 2 hr. cowboy trail ride through the cattle pasture.
You can also coordinate with the management for a variety of team building activities including greasy pig, palosebo, cattle wrestling show, ecological trek, obstacle course, bonfire or camping (day or night). The park has amenities which include view decks, picnic tables, camp ground where you can pitch your tents (day or night, min. 12 pax @100/head), light a bonfire, or go dipping in the swimming hole.
But for that truly unforgettable Xperience, take their River Trekking and Canyoneering Package, your personal epic saga which starts at 7am and ends at 3pm, for only P950 /head (minimum 5 pax) inclusive of bottled water, snacks, packed lunch, trek guides, mountaineering equipment and life vests.
That may sound pretty steep but consider the following Xtreme Adventure: you start off with a 30 minute ride on a trailer pulled by a farm tractor while being briefed on the reforestation project. At the drop off your group takes a 15 minute trek downhill to the river where you all don life vests for a screaming waterslide down a 25 ft natural waterfall, followed by a 30 foot jump from another waterfall and a rappel down a 65 ft. waterfall. After lunch, you can either trek back to the trailer or ride back to the park on horseback (costs extra through). Or you can camp out in the park or stay overnight at the ranch with bed and breakfast, though prior arrangements for this are necessary.
But if all that's still too tame for you, then it's the DOME Expedition Tours by Detour: The Adventure Company for you, which includes the famous Noslek Canopy Walk in Claveria, Misamis Oriental and an option of spelunking in the Kweba de Oro in Barangay Lumbia or Pinoy whitewater rafting using lashed salbabidas.
Definitely not for the faint-hearted, you start off the first day of your weekend X adventure with an hour long trek from Magbais, Mat-i in Claveria to reach the access deck where you will be fitted with a safety harness for your walk in the clouds 3,500 feet above the sea level and 24-36 meters above ground. Your adventure starts with a 40 meter zipline to the first view deck and it will all be hanging "monkey" bridges from there. From you vantage point above the forest canopy, you will have a bird's eye view of the virgin forest in a watershed that's been declared an eco-tourism zone. On your way back, you have the option of a cold dip in the pristine waters of a natural pool with a small waterfall. You can also walk upriver to see more such pools and waterfalls.
Next day, you it's a two-hour spelunking (caving to the uninitiated) of the Kweba de Oro which includes a 110ft rappel down to the cave entrance and a two-hour trek inside the cave following an underground stream through a cavern festooned with stalagmites and stalactites. After lunch, you get up close and personal with the mighty Cagayan River with "Pinoy" white water rafting. It's all fun, no fear, with rafters as young as 70 and as old as two having previously made the trip. You will navigate 6.4 kms. of the Cagayan river with 14 rapids rated Class 3-4 (5 being the highest) with safety helmets and life vests provided by your outfitter.
The nifty thing about DOME's Expedition Tours is the convenience of being able to arrive by plane in the first flight from Manila, go to either the canopy walk or spelunking and Pinoy rafting in the afternoon, yet still have enough time left to make it back home with the last flight around 5:30PM.
The canopy walk will set you back from P1,933 per head for a minimum group of three but goes down to P800 per for a group of 10. A half-day's tubing would cost you P900 per head and P1,500 for a full-day. Spelunking at the Kweba de Oro ranges from P1,717 for a group of three to as low as P760 for a group of 10.
Of course, for the ultimate adrenaline rush, few can match the thrill and adventure of a day's white water rafting in the Cagayan River.
Most of the six 'outfitters' offer two types of runs: the beginners/amateur course runs 12.9 kms. with 14 Class 2-3 rapids and lasts 3.5 hrs. including side trips while the advanced or extreme/expert course is longer at 18.6 kms and can take up to 5 hrs with 14 Class 2-4 rapids.
The beginners course costs P900 per person (minimum of five persons) and includes a cavern side trip, jeepney transfer to the rafting area from the Park Café in Plaza Divisoria, briefing on rafting, provision of safety and protection equipment, river and rescue guides, and a fresh shower and change of clothes at the disembarkation point. The longer advanced/extreme expert course costs P1,300 per person (min. of five pax) with much of the same amenities.
Rafters are provided with safety and protection equipment including a certified rafting helmet, life vest certified for white water sports, paddle which can also serve as a safety tool in emergencies, and throw bags with ropes with which a dunked passenger be hauled in from up to 10 meters away by rescuers.
Additional safety measures include the deployment of a rescue raft manned by two experienced river guides with every run, first aid kit, and emergency rescue vehicle which can bring any accident victim to the nearest hospital in 20-25 minutes.
Rafters are advised to wear comfortable close fitting shirts, preferably quick-dry; short pants preferably light and quick drying, and strap-on sandals or aqua shoes. Other mandatory stuff experienced rafters bring along are extra clothes and under garments, towel, swimsuit and sunscreen.

Cagayan de Oro City (3 April) -- THE Ayala Land Corporation, leading developer of the country’s high-end subdivisions, will officially start on April 27 the development of its 350-hectare prime property located at the mountains of barangays Camaman-an and Indahag, Cagayan de Oro City.
This after the City Council enacted on Monday Ordinance No. 2007-104, approving the application of the Ayala Land Incorporated for development permit of its high-end residential subdivision phase I with an area of 11.2 hectares.
Estrella Sagaral, city planning and development officer, said that the approval of the development permit and locational clearance from the city government will pave the way for the full blast construction of the real estate project.
After the permit’s approval, officials from Ayala Land informed us that the construction stage will start by May this year or shortly after the scheduled groundbreaking rites on April 27, she added.
Ayala is set to pour an initial investment of P4 billion to develop 80 hectares of the entire property, and will continue to develop gradually the remaining 270 hectares in the succeeding years.
Ayala Land envisioned to develop their property into several village complex that include residential units, sports facility, pocket park, watershed treatment facility, chapel, ravine orchards, promontory point, canyon trails and a central park.

Cagayan de Oro City — Mindanao’s urban centers provide a good market for technology instructional materials that introduce computer-based learning among elementary and high school students.
Techfactors, Inc., a company into technology education materials, is eyeing two major cities in Mindanao for expansion in the near term.
"We initially plan to venture in Cagayan de Oro and Davao because we see opportunities in these cities," said Armando Codera, Jr., Techfactors’ chief executive officer.
He noted these cities host major information and communications technology (ICT)-related businesses. Private schools are also updated on new technological developments and make it easier for the company to propose technology learning option to schools, he said.
Edutainment, or the combination of education and entertainment, defines this unconventional instruction to students. "This allows differentiated teaching and learning and should ultimately improve students’ performances," Mr. Codera said. The textbooks cater to children in the preparatory, kindergarten and elementary levels up to fourth year high school.
The curriculum is adapted to the Philippine setting and uses ICT for problem solving and creating products.
"It makes a world of difference for children," said Mr. Codera.
For elementary pupils, role-playing is one practice used. The learning manuals and interactive CDs are made to have lots of colors, pictures and stories about children applying the things they were learning.
"We try to articulate the lessons that children will relate and understand," Mr. Codera said.
Children are attracted to the colors of Tekkids, a kit for elementary pupils that stimulates creativity and makes learning more engaging.
"These learning manuals are also updated twice a year," said Mr. Codera. The manuals are worked in volumes and are up to date with the lessons in basic subjects like Math, English and for some institutions, Values Education.
Mr. Codera said Tekhigh kit for high school also makes it easier for young students to learn since demonstrations are integrated in every syllabus.

When Pueblo de Oro matures, expect "Satellite Cities" to Emerge. Ayala and Sta. Lucia are currently redeveloping hundreds of hectares for real estate and this ones will jump-start the Boom that may soon make CDeO a Metropolis like no other here in the South. :banana:

Both have relatively medium-sized land areas but have booming suburbs. For Metro Cebu, the outlying suburbs are Lapu-lapu, Mandaue, Toril etc. & for Greater Cagayan de Oro they are Villanueva, Tagoloan, Laguindingan etc. So although the cities of Cebu and Cagayan de Oro have smaller land areas compared to other Regional Cities in the South, they have the Biggest & Most Dynamic Economies in the South.

DURING the lull of the Lenten season, and while nursing an aching tooth which confined me at home, I had time to think about the things that will take place in the coming month, you know, the election month.
There was a moment there that I thought now that I am older, the election process would have also grown along with me, but reading one of the headlines yesterday, the sniping, innuendos, and the mudslinging have not changed. They even got worse.
It is so funny to observe how grown-up people, or so they purport to be, act when they are trying to sell themselves in order to be voted into public office. It feels like watching a circus, with all the candidates conducting themselves, like clowns.
For example, since it was assured that there will be elections this year, I have noticed several tarpaulin posters from a prospective candidate carrying his name and picture in it greeting the people of Cagayan de Oro City on Christmas, Valentines and even congratulating the graduates for graduating this March.
So what if he greeted me a "Merry Christmas" last December is it germane to what I need as a constitutient? Doesn't he know the people of Cagayan de Oro need more than a number of posters to subsist living in the City?
Besides, wasn't it campaigning before the campaign period starts? And I know his people would argue it was not my money he used to pay for those posters, it was his. You think?
Well, what about those names displayed as sponsor of this and that activity, like when the Integrated Bar of the Philippines held their national convention in the city a couple of weeks ago, you can see a lot of streamers welcoming delegates from individuals, so?
I could understand brewery and cola products sponsoring streamers because it is part of their advertisement campaigns, but those individuals?
I couldn't get the sense on it aside from deriving a conclusion they were selling themselves. Anyway, whether they paid such sponsorship or not and for how much, would remain unknown.
But one question really that bothers me ever since the time that I could, why would a person run for public office knowing all along he or she is not qualified to do so?
Okay, that's a little bit harsh, but really now, what makes an actor qualified to run for senator?
What can he do for me in the Senate? All right, they say they want to serve the people of the Philippines, how? If they really want to serve the public, all they have to do is not run for office, please.
Just pay your taxes, ask for an official receipt in every purchase, do not vote for unqualified candidates and be vigilant of your rights. You don't have to be in a public office to do these, right?
Last week, the Bar exam results came out and only roughly about 1,800 more or less made it out of 6,344 who took it. Becoming a lawyer is not easy and getting rich being a lawyer is not an easy ride either.
But in politics, even if you are not even an elementary graduate, you can be the President of the Philippines, and become a multi-millionaire even just being a municipal mayor of an obscure town.
It took blood and sweat for many to honestly be public servants without being voted into public office; they even die serving the country doing just that.
The teachers who guard the ballots during elections, the police officers who risk their lives keeping the peace and order in our community, the journalists who took it upon themselves to expose the truth even if it cost them their lives, those are the ones who truly love to serve. And they didn't resort to becoming players in a circus to do that, either.
Well, how I wish, that every candidate for public office this coming May would inculcate the true meaning of public service in their heads when he is in the podium telling the people why they should vote for him and look at every eyes of the voters remembering that it is the people who put them in the position for them to serve, not the other way around. Well, that might be wishful thinking, but I can wish, can't I? So everyone, brace yourselves, hang on because the circus is coming to town. KNOWN AS THE CITY OF GOLDEN FRIENDSHIP, Cagayan de Oro has been cited by two Philippine leading think tanks for the vast potentials it holds for investors and businessmen who manage to see beyond the fabled warmth and hospitality of its residents.
Roberto de Vera, author and regional studies director of the University of Asia and the Pacific (UA&P),cited Cagayan de Oro as the best positioned for future growth and investments among 23 leading urban regional cities of the Philippines.
Investment Center
In his 2000 paper "Investing in Regional Cities: the Next Big Thing," de Vera describes how Cagayan de Oro is not only the gateway to Northern Mindanao region, but is its regional shopping center as well.
Although it ranked only 16th among the 23 cities in the study in Gross City Domestic Product (GCDP) with P4.93 billion, it led all others in investments with P16.5 billion. It was also the only city in Mindanao among the top five cited by the study in investments posted with the Board of Investments (BOI) in 1999.
Focused Vision
Cagayan de Oro was also cited in a 2000 study by the Washington Sycip Policy Forum -- a think tank of the Asian Institute of Management -- because of its "focused vision for its economic future."
The study said Cagayan de Oro's competitiveness was enhanced by its strong economic ties such as with the Northern and Central Visayas regions, Cagayan de Oro-Iligan Corridor (CIC), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA).
Although other regional centers like Davao were also progressive, its average household income from 1994 to 1997 dropped 10%, while those of Cagayan de Oro and General Santos increased.
Infrastructure Support
Another unique feature of Cagayan de Oro is the way by which its strong real estate property development is balanced by inter-regional infrastructure development such as the Laguindingan international standard airport, Mindanao International Container Port, Tubod-Tangub bridge and widening of its Iligan-Cagayan de Oro-Bukidnon Road (ICBR), the road artery which links it to key satellite areas.
With over 100 subdivisions containing 80,000 lots covering over 1,000 hectares and counting, the real estate boom in the city is likewise balanced by intercity infrastructure such as the planned construction of three additional bridges across the Cagayan river, Licoan flyover and the East and West coast public utility terminals aimed at loosening the city's tightening gridlock.
Wide Consumer Base

Industrial Parks
Besides retailers, light and medium industries are also finding Cagayan de Oro and its satellite areas an ideal home with its mix of affordable industrial parks, reliable and affordably priced utilities, and central location linked to the rest of the country and the ASEAN region with seamless transportation and communications.
The 3,000-hectare PHIVIDEC Industrial Estate-Misamis Oriental is the country's largest, with the 200-hectare First Cagayan de Oro Business Park and the 80-hectare Alwana Business Park now online. Three others are in the pipeline: Laguindingan Industrial Park, El Salvador Economic Zone, and Gingoog Special Economic Zone.
Already, 19 light and medium industries are operating in Cagayan de Oro, the largest of which are Del Monte Philippines, Inc. and Nestlé Philippines, Inc.'s ASEAN regional manufacturing center for coffee and milk powder. Another 30 or so industries are operating in the Phividec Industrial Estate-Misamis Oriental.
Exports Boom In large part due to this mix of industrial infrastructure and locational advantages, exports topped the US$200-million mark in 2001 as downstream industries, taking advantage of the city's proximity to the agriculture powerhouse Bukidnon, churned out an increasingly diverse array of products to complement the region's predominantly coconut-and-pineapple export base.
Telecom
Another reason for the continued increase in exports and gross city domestic product are Cagayan de Oro's recent and planned transportation and communications projects through which the lifeblood of this regional dynamo flows. Already served by five telephone local exchange centers (LECs), and four mobile phone companies, the present 65,000 land lines are set to double by another 50,000 in the next two years, further boosting teledensity beyond 10 phones per 100 persons. Two paging networks and nine Internet service providers provide pinpoint local and global reach.
Improved Services
On top of this, 122 banks and 203 public and private schools provide support services, accounting for over half the region's total for both categories. Health services are equally impressive: Eleven public and private hospitals provide over 1,500 beds -- half the total in Region 10.
These are further backed by some 49 barangay health centers, 66 family planning clinics, and over 200 medical and dental clinics. Medical facilities include world-class institutions like the Northern Mindanao Heart Center and Mindanao Eye Center.
Multicultural Peace
Tourism is another sunrise industry. Regional and national convention-goers find irresistible the city's close proximity of hotels and accommodations, wide variety of easily accessible exotic tourism destinations and amenities including an 18-hole world class golf course and a country club.
Not the least, the leisure industry appears to be crossing even political and ideological lines as Cagayan de Oro has been relatively spared the rash of violence which has rocked Mindanao's urban centers as of late. Although its peace and order situation is by no means impeccable, still it has been spared the wholesale bombings and killings many have come to associate with Mindanao.
The most logical explanation for this is multicultural harmony: Despite the diversity of beliefs and ideological convictions, residents share the same admiration and affection for the City of Golden Friendship, the city that has become a home even to migrants and ever-increasing number of visitors over the years.

Okey I am at fault then. I retract from what I said. And don't ever think I despise Iligan because I know it's role in Mindanao economy i.e. industrial capital of the Philippines. It's always been a part of my itinerary whenever I head up to CDO and Camiguin. Again, my apologies! :cheers:

For starter, one of its wings will host a McDonald outlet--that is if gastronomical delight occupies the top spot in your hospital checklist.
The Polymedic Medical Plaza will be a tertiary, 150-bed, fully air-conditioned hospital that will boost of new and modern medical equipments. Construction will begin this July and the facility is expected to stand prim and proper by
August 2008, says Arsenio Sebastian III, project management consultant.
"By constructing this facility, we hope to decongest the not just our two hospitals but others as well. This new spacious medical facility aims to provide a conducive environment for fast recovery of patients," Sebastian beams during the facility's groundbreaking two weeks ago.
The project, costing P260 million, will bring Polymedic hospitals to three--one in Velez and another in Tagoloan, Misamis Oriental--and double its present 150-bed capacity, adds Sebastian.

Mindanao's place in the Philippines and the World Food Market will be the focus of the Mindanao Agri and Food Convention (MAFCON 2007) slated for April 23-25, 2007 at the Limketkai Center, this city.
"We are expecting 600-700 leaders of producer and business organizations to attend," said Edwin Andot, president of the Chamber of Agriculture, Fisheries and Food Industries of Northern Mindanao (Caffinormin) which is hosting the event. "With the theme, Mindanao Agribusiness for the Philippine and the World Market, MAFCON 2007 should highlight Mindanao's appointed role under the remaining years of the Arroyo administration as the "Agribusiness Super Region of the South."
Mr. Andot disclosed that the Office of the Appointments Secretary in Malacanang has confirmed President Gloria Arroyo's acceptance of their invitation to be the convention's keynote speaker on April 24. Mr. Andot said they are hoping to hear from the president updates on various resolutions previously submitted to her office during the sixth Mindanao Food Congress.
"We also aim to organize farmers into commodity clusters which shall form a Mindanao-wide agro-industry coalition which can speak as one voice for Mindanao's agriculture and food industry," Mr. Andot added.
The three-day congress will have a co-located event, the PhilSouth AgriBiz Exhibits and Seminars which will feature exhibits by service providers, technology providers, support organizations, agri and food producers/processors; business matching with buyers and agri and food processors, suppliers, processors and users of agri products and food, services, inputs, machineries, equipment and others; breakout technical sessions for vegetables, fruits, feeds and grains, livestock and poultry, inland fisheries, processed food, and biofuels. Farm and plant tours to successful agri enterprises are also included.
Joji-Iligan-Bian, former chair of the Mindanao Business Council, recently underscored Mindanao's key role as the country's Southern Food Basket.
"Mindanao is the second largest island in the Philippines with a land area of 102,043 square kilometers, occupies one-third of the country's total land area and is larger than other Asian countries like Taiwan or Singapore," Ms. Bian said. "We contribute over 40 percent of the Philippines' food requirements and more than 30 percent to the national food trade."
Ms. Bian said a third of the island is planted to the country's major crops: 91 percent of its pineapples, 90% of its cacao and over 50 percent of coconut, coffee and corn.
It also produces tropical fruits like pomelo, mangosteen , rambutan , lanzones and a growing share of temperate vegetables like lettuce, tomatoes, carrots, cauliflowers and cabbages.
"Our fruit basket of bananas account for $79.5 million of our exports; fresh pineapples $33.5 million and the tuna $22.3 million," she added.
Investments in processed foods and beverages' sector remain strong, growing 20 percent to P256 million from January to April this year from P213 million during the same period last year. Investments in the livestock, poultry and feeds sector tripled to P203 million from P69-M last year.
"We have a total labor force of 8.2 million; 95 percent are working or gainfully employed while the remaining 5 percent or 430,000 are unemployed. These are the seasonal workers in the farms and the plantations who make up the majority of our workers in Mindanao. Due to our robust agriculture based economy, our employment rate is higher by two percentage points compared to the country's 92.7 percent," she added.

Actually lahat naman nagclaim na pinakapeaceful ang lugar nila. When I was in Malaybalay, they claim they have the safest city, nung andun ako sa Butuan, pinakasafest city din daw sila. And I heard a lot of articles figuring their city/province or place as the safest in the country. Sino ba namang mag declare na delikado ang kanyang lugar. :)

First of all congratulations on your victory dear Mayor! We wish you the best and may you be magnanimous on your victory. In other words, extend an invitation to your opponents in the last election. Forget all the criticisms and personal attacks in the last election. The people will admire you more if you can do that. The admiration will even go farther when you make friends with your election opponents and forge a partnership with them in making Cagayan de Oro move forward.
As Mayor you will not be lacking of critics. There will be many. Try your best not to quarrel with your critics. Listen to them and invite them for a dialogue. Ask them how they can help the City.
You may or may not like former Mayor Vicente Emano but likeable or not, you cannot deny that Emano had accomplished a lot more than any mayor in Cagayan de Oro or dare I say even compared to all the mayors combined? Look at the bridges, the markets, his outreach programs and more. The challenge before you then is to do better than Mayor Emano.
Here are a few challenges that you can do:
When I was still in grade school, the only public market in Cagayan de Oro was located in DVsoria along Burgos St. where the amphitheatre is now. When then Mayor Justiniano Borja moved the market to Cogon, the people complained why the market was relocated far from the city. At that time, the Cogon market was reachable only by Luzon St extension (now JR Borja St) and by a road from Camaman-an. Limketkai mall was nothing but a swamp then. There were no streets behind Xavier University and no streets behind City Central School and MOHS or MOGCHS. The city and provincial schools served as boundaries of the city proper.
Today, both City Central School and MOGCHS are no longer boundaries. They are, in fact, in the heart of Cagayan de Oro. Relocating City Central School and MOGCHS to another location is long overdue. Mabini, Montalvan, Kalambagohan and Makahambus should be opened through Corrales Avenue. This will ease the congested traffic of the city. Homes that will be affected by the road openings should be compensated and lot properties should be replaced with lots vacated by the school. The rest of the vacant lots should be converted into parks. The City needs those parks but the library should remain with a new building and perhaps alongside a museum.
Mayor Emano wanted to relocate City Hall but was opposed by politicians masquerading as lovers of historical buildings. He could have relocated it and sold the building with a sales contract that the buyer and future buyers will not deface the building’s façade and keep one area as a City Museum. That should give comfort to the “historians”. Do you think dear Mayor you will have the courage to do that?
Cagayan de Oro is the gateway to Northern Mindanao and is also the region’s economic hub. The downside of this is that we have so many transients who don’t care about the cleanliness of the city. But it is not only the transients. Even our own citizens do not seem to care. Can’t the City have an ordinance like they have in Puerto Princesa for anti-littering that imposes fines? If Puerto Princesa can do it why can’t Cagayan de Oro do it? If we already have such an ordinance why can’t we impose it? Property owners with overflowing garbage in their front and backyards should be fined too for alth hazards aside from ugliness. Can we do this dear Mayor?
Can the City designate certain areas where jeepneys, taxis and motorcabs and other public utility vehicles pick up and drop passengers? Right now they obstruct traffic because they stop anywhere and sometimes in the middle of the street. Licenses of violators should be confiscated and returned to them only after they have attended a one day seminar on traffic rules and courtesy.
If you look at the City’s electric/telephone poles, a tourist would think spiderman lives in the city. Those cables look like cobwebs. Can’t the City have an ordinance making the electric and telephone companies take care of their wires and cables? Have them remove the unused ones and fine them if they don’t. Those fines will be another source of revenues for the City.
Then there is the matter of streets being dug up for water pipes, cables and other utility uses. The problem is that those diggers don’t repair the street and return them to its original condition. They leave unsightly mounds of earth. Can’t we also have an ordinance against that?
“Isla de Oro”. It’s a beautiful name for an islet. But please visit the place dear Mayor. The islet is nothing more but condensed mud. How many people live there? It is really irresponsible of us to allow those people to continue living in that islet. How many lives will be lost when another flood comes like those in 1912 and in the 1950’s. It is a tragedy waiting to happen again. Can we relocate them dear Mayor?
Really dear Mayor, resolving the City’s cleanliness is easily doable but admittedly resolving the traffic is difficult but certainly not impossible. Cleanliness and the traffic should be at the top of your agenda.

To be known as the Cagayan de Oro Polymedic Medical Plaza, this new medical haven envisages a place of wellness that has an airy atmosphere, welcoming, and draped with a comfortable modern look of functionality that invites that curative "feel" among the unwell.
erenely situated along the Kauswagan highway, the Polymedic Medical Plaza is a bit removed from the hustle and bustle of city life, but is close to immediate amenities found in hospitals downtown. For starter, one of its wings will host a McDonald outlet--that is if gastronomical delight occupies the top spot in your hospital checklist.
The Polymedic Medical Plaza will be a tertiary, 150-bed, fully air-conditioned hospital that will boost of new and modern medical equipments. Construction will begin this July and the facility is expected to stand prim and proper by
August 2008, says Arsenio Sebastian III, project management consultant.
"By constructing this facility, we hope to decongest the not just our two hospitals but others as well. This new spacious medical facility aims to provide a conducive environment for fast recovery of patients," Sebastian beams during the facility's groundbreaking two weeks ago.
The project, costing P260 million, will bring Polymedic hospitals to three--one in Velez and another in Tagoloan, Misamis Oriental--and double its present 150-bed capacity, adds Sebastian.

N. Mindanao 2006 tax revenues at P407-M
ALL revenue regions (RR) and revenue district offices (RDO) nationwide have been directed to check on establishments found issuing fake receipts and not paying correct taxes by Commissioner Jose Mario Bunag of the Bureau of Internal Revenue (BIR).
Bunag's directive came after the BIR, based on verification of winners in the Premyo Sa Resibo Raffle Promo (PSRRP) launched June last year, revealed that half of the 140,000 business establishments who submitted official receipts as entries had no record of income tax payments.
"Generating some 7.8 million texted receipts as entries, the PSRRP was part of the government's efforts to collect billions in unpaid taxes which is gaining ground with the discovery of business establishments with fraudulent tax records," Bunag said.
Meanwhile, a total revenue of Php4.017 billion have been collected in Northern Mindanao by BIR, region 16, last year, posting an excess of P407.23 million or 11.3 percent over its collection of P3.610 billion in 2005.
Data gathered by the National Economic and Development Authority (Neda) show that collection of the Value Added Tax (VAT) in 2006 posted the highest increase in collections, from P667.188 million to P1.054 billion or 58 percent.
This was followed by "Other" Taxes, from P232.743 million to P253.136 million or 8.8 percent and Income Taxes, from P2.534 billion to P2.536 billion or 0.1 percent.
Percentage taxes, however, went down, from P175.8 million to P172.813 million or a negative 1.7 percent. Excise taxes amounted to P478.538 million but there is no data to compare it with in 2005.
The Neda data also show that the 2006 fourth quarter collections of the region went up by 32.5 percent with VAT posting the highest increase, from P149.526 million to P411.609 million or 175.3 percent and "Other" Taxes, from P46.914 million to P86.708 million or 84.8 percent.
However, negative performances were observed during the period in Percentages Taxes which went down from P51.379 million to P49.350 million or a negative 3.9 percent and Income Taxes, from P654.343 million to P647.914 million or a negative 1.0 percent.
On the other hand, all RDO's of the region posted positive performances in their collections in 2006, the highest of which was Ozamiz City, from P268.993 million to P318.656 million or 18.5 percent.
This was followed by Iligan City, from P540.948 million to P627.476 million or 16 percent, Malaybalay City, from P428.568 million to P482.163 million or 12.5 percent, Gingoog City, from P139.870 million to P156.644 million or 12 percent and Cagayan de Oro City, P2.231 billion to P2.432 billion or 9 percent.
As the NEDA figures indicate, improved performances were also shown by the NorMin RDO's during the last quarter of 2006, with Cagayan de Oro City posting the highest increase in collection, from P537.8 million to P786.58 million or 46.2 percent,
Next was Iligan Ctiy, from P139.265 million to P163.943 million or 17.7 percent, Ozamiz City, from P75.86 million to P84.249 million or 11.1 percent and Gingoog City, from P37.82 million to P39.798 million or 5.2 percent.
The coverage of BIR-16 include six RDO's, i.e. five from Northern Mindanao, namely: RDO 97, Gingoog City, RDO 98, Cagayan de Oro City, RDO 99, Malaybalay City, RDO 100, Ozamiz City and RDO 101, Iligan City and one from the Autonomous Region of Muslim Mindanao (Armm), RDO 102, Marawi City.
The latter have been placed under BIR-16 because of its proximity to Cagayan de Oro City its regional base than in Cotabato City where the Armm regional center is located.

When I was in Malaybalay, they claim they have the safest city, nung andun ako sa Butuan, pinakasafest city din daw sila. A lot of Cebuano's are really now taking their investments to CDO like the Cebu Property Holdings (a division of Ayala) that will have a formal groundbreaking of their world-class mixed used center in CDO in the 2nd quarter.

CUMC @boju, Capitol University Medical City is the official name.. This new facility of Polymedic must be bigger than the one in velez perhaps, coz its capacity is equivalent to the combined capacity of Polymedic Velez and Tagoloan..

Village exec now in NPC's fold

THE Nationalist People's Coalition (NPC) here in Cagayan de Oro City formally took in PaDayon Pilipino political stalwart Carmen barangay chairman Rolando Uy as its guest candidate for congressman of the first district amidst some 3,000 spectators in Carmen Tuesday night.
But PaDayon Pilipino lieutenants were quick to criticize Uy who they believe should just back out from the poll race together with city councilors Edgar Cabanlas and Annie Daba who are also running for a seat in Congress for the sake of their party.

Genuine Opposition-PDP-Laban mayoral candidate Pablo Magtajas and his slate are now firmly convinced that PaDayon Pilipino titular head Cagayan de Oro City Mayor Vicente Emano's house is "inevitably crumbling."
All Genuine Opposition senatorial bets Wednesday will be arriving in the city except Lieutenant Antonio Trillanes IV, said Rufus Rodriguez, former President Joseph Estrada's lawyer and congressional bet for the Second District of Cagayan de Oro City.
NPC-Cagayan de Oro led by the party's own mayoral candidate former Misamis Oriental governor Antonio Calingin and vice-mayoral bet former centennial mayor Manolo Tagarda Sr. and their slate held a proclamation rally last Tuesday night at Barangay Carmen.
Authorities approximated around 3,000 people as composing the crowd gathered that night with most of them residents of the same barangay.
After a short introduction, Calingin called up Uy to the stage and with his entire NPC-Cagayan de Oro ticket raised arms with him "in solidarity" with the thick crowd cheering them on.
In an interview with Sun.Star Cagayan de Oro, Calingin said he took in Uy for four major reasons -- Uy was never directly involve in Emano's anomalies at this City Hall, adding that this barangay chairman is the most qualified among all candidates and that it is politically advantageous for both of them.
"Both me and Barangay captain Uy are both former PaDayon Pilipino members who were junked by Emano," he said.
Uy for his part sent this text message to Sun.Star Cagayan de Oro: "I am only a guest candidate without any commitment."
PaDayon Pilipino political lieutenants who occupy top-rank positions at City Hall Ding Gempesaw and lawyer Noel Guibone Tuesday slammed Uy for such a move.
They said over dxIF Bombo Radyo that Uy was among the PaDayon Pilipino leaders who already agreed with their founder Mayor Emano that they would abide with the latter's decision.
Gempesaw said Uy like city councilors Edgar Cabanlas and Annie Daba all attended a meeting to discuss who would be picked for congressman of the First District.
"It would be best that Uy, Cabanlas and Daba for the sake of the party," he said.
Uy was one of the Magic 10 barangay chairpersons who were instrumental in bringing victory to Emano when the latter stepped down as governor of Misamis Oriental in 1998 and run for mayor in Cagayan de Oro City.
This particularly as Uy's barangay has always been the highest number of registered voters. This May elections, Barangay Carmen has around 20,800 registered voters.
For his part, Magtajas who is running for mayor said the entry of Uy into Emano's political archenemy Calingin's camp is a sign that indeed the PaDayon Pilipino in Cagayan de Oro City is disintegrating fast.
He said he will not at all be surprised when after the May elections people "will only think of Emano's PaDayon Pilipino as a defunct or the disbanded political party."
This former mayor said Emano's PaDayon Pilipino group no longer has any leg to stand as even almost all of its Magic 10 barangay officials have bolted the party.
"A house torn apart cannot stand and Emano's house is now being torn apart fast," he said.
During his Barangay Carmen proclamation rally, Calingin talked of how his 18 years of having a “close relationship” with Mayor Emano soured when he was still governor of Misamis Oriental.
He told the crowd how his son Andy Calingin almost died just because of Emano and his PaDayon Pilipino's thirst for power.
Calingin then narrated how PaDayon Pilipino provincial officers led by then vice-governor Miguel de Jesus stormed the Provincial Farmhouse and used all force to oust him, his family and other supporters out of the building.
He said at that time, there were so much chaos, and that his son Andy was still at the Provincial Farmhouse.
"And if something untoward happened at that time, my son Andy Calingin would have died, and I realized, for what? Their thirst for power?" he said.
He said Emano should by now understand that "power is like holding grains of sand in your hand, the more you hold on to it, the more it will slip through your hand."
Also, Calingin focused on three issues -- justice for market vendors in all public markets, transparency and responsible governance.
For him, their slate if elected will look into making sure that a "win-win" solution will be found for all those public market vendors who are suffering the extravagant fees in all public markets particularly built-operate-transfer ones.
Calingin said he will also carry on with actually facing the barangay officials and all his constituents unlike what Mayor Emano is doing right now.
He said he will open the doors of the Mayor's Office to all and that a special day will be allotted for barangay officials to talk to him and his department heads for any request, complaint or follow-up.
"It will not be like today where you will be made to wait hours and hours for the mayor to come only to be told that he does not have the time for you being only a common tao," he said.
I just quote this one as an update of CDO's political rumble. He, he, he, note that former Mis. Oriental Gov. Calingin want also to be mayor of CDO, gusto yatang gayahin niya si Mayor Emano. Also got my attention itong si former mayor Magtajas gusto ring babalik pagkamayor. In fairness naman sa kanya, malaki rin ang progress ng CDO sa term niya, ang kulang lang niya is political will. He, he, he, I just puzzled lang why former congressman Damasing didn't appear. In last 3 elections he was so aggressive. Divine Mercy group holds feast

THE DIVINE Mercy Foundation Mindanao (Phils.), Inc. is now gearing up for the Feast of the Divine Mercy this Sunday to be held at the Divine Mercy Hills, Ulaliman, El Salvador, Misamis Oriental.

"We are inviting all who are interested to come and visit the Divine Mercy Shrine where every person is blessed and will experience God's ocean of mercy," said Foundation executive director Paquita Adaza in a press conference at the Divine Mercy Shrine Wednesday.
The activities include a "Kumpisal ng Bayan" this Easter Saturday April 14 from 8 a.m. to 6 p.m. at the Divine Mercy Hills.
An Overnight Vigil Prayers in Preparation for the Feast of Mercy will follow at around 6 p.m. and end the following day at 3:30 a.m.
The Feast Day Celebration will include a procession that will assemble at around 3:30 a.m. at the PSB-Junction Road and the Procession and Enthronement will end at around 5 a.m.
Eucharistic Celebrations will be held with a High Mass at around 5 a.m. with Archdiocese of Cagayan de Oro Archbishop Antonio Ledesma and a second mass at around 4 p.m. with Msgr. Elmer Abacahin.
Adaza issued her invitation to all as she revealed that most of the devotees who used to gather at the Malasag Gardens or have to travel to Camiguin for their Holy Week religious observance came to the Divine Mercy Shrine instead.
Adaza said there were thousands of people who gathered at the Divine Mercy Shrine particularly last Maundy Thursday, Good Friday, Black Saturday, and Easter Sunday.
"This is part of God's plan as He promised that this Divine Mercy Shrine will not only be for those in Cagayan de Oro or Misamis Oriental or for Mindanao but for all people who thirst for His Mercy," she said.
Those who joined Adaza during the press conference include her husband, Foundation president and high-profile lawyer Atty. Guerrero Adaza, Provincial Board of Misamis Oriental Member Butch Olano also stood in for his wife, Foundation vice president Lisa Olano.
Also, the Foundation's board of trustees--Col. Edsel H. Salvaña and his wife Ma. Rosario, Victoria Neri, Vivian Dayot and engineer Benjamin Delute, among others-- also joined in the gathering.
Adaza said the Divine Mercy Shrine, which is nestled on the tranquil hills in El Salvador and overlooking the Macajalar Bay, provides a holy place for worship and devotion.
"It serves as a beacon of hope for weary souls and a fountain of respite for all peoples," she said.
Adaza said the Divine Mercy Hills also have three springs where "pure healing water" surges to the surface for all who want and believe in God's overflowing mercy.
"Daghan na gud manganhi lang diri gikan sa Davao, Zamboanga ug lain-lain lang nga dapit para magkalos ug tubig sa spring," she said. (There are several believers who come from Davao, Zamboanga and from all over the country just to get some supply of this spring water.)
Adaza told the media that they are expecting more and more people to gather and avail of God's Divine Mercy every Holy Week.
This as their Foundation is looking into the putting up of "life-size" statues depicting the Stations of the Cross at the Divine Mercy Hills.
"Those who will be going through the Stations of the Cross will end up at the foot of our 50-foot Divine Mercy statue and into the chapel," she said. "And no one leaves the Divine Mercy Shrine without bringing something from God."

Coop federation turns 40
MINDANAO Alliance for Self-Help Societies-Southern Philippines Educational Cooperative Center (MASS-SPECC), the premier federation of cooperatives in the Philippines will celebrate its 40 years on April 14, 2007 at Pryce Plaza, Cagayan de Oro City.
The 40th year anniversary will coincide with the 33rd Annual General Assembly and 38th Mindanao Leaders' Congress on April 12 to 14, 2007.
More than 200 cooperative leaders and officers from MASS-SPECC's affiliates all throughout Mindanao will participate in these grand events. A tribute to MASS-SPECC pioneers will be given on the 14th.
Cooperative leaders and supporters such as Congressman Guillermo P. Cua from the COOP- NATCCO Party List, Undersecretary Lecira V. Juarez, CDA Chairperson, and Senator Aquilino Pimentel Jr., are expected to grace the events.
With the theme, "40 Years of Cooperation for Mindanao Peace and Development," MASS-SPECC hopes to contribute to improved Mindanao condition through the strengthening of its primary affiliates located in the six regions of Mindanao.
A book entitled "My Cooperative Journey" authored by lawyer Mordino Cua, a MASS- SPECC founder and pioneer, will be launched during the MASS-SPECC celebration Saturday.
Over the years, MASS-SPECC has proven its leadership in the cooperative movement by providing services to its members such as training, education, consultancy, central fund system, hostel services, and information technology.
MASS-SPECC has been successful in providing coops with MSRTE (MASS-SPECC Standard Run-Time Edition) accounting software, which is now running live in 134 sites all over Mindanao.
The federation has also introduced ATM (Automated Teller Machine) service to its affiliates.
At present, two coops are using the ATM, Oro Integrated Cooperative in Cagayan de Oro City and Sta. Catalina Multi-Purpose Cooperative in Cotabato Province.
More coops will have ATM installations in 2007. The Megalink connectivity is explored and will hopefully be materialized this year.
The events on April 12 to 14, 2007 are open to all affiliates and non-affiliates of MASS-SPECC. (Press release)

Agot Isidro to perform at SM City-CDO
PATIENCE is a virtue and Agot Isidro knows this by heart. It's been years since Agot last came out with a CD and there's no better time for her to release one than now.
While she is, first and foremost a singer, Agot has, through the years, branched out and spread her wings. She has taken on hosting chores in corporate and social events, dabbled in acting on stage, television, and the movies and has been enjoying her role as a wife to advertising executive Manu Sandejas.
"There's different fulfillment in different undertakings," she shares, adding, "and one can experience equal levels of happiness in these pursuits." The singer responsible for the hit song "Everyday" certainly knows what she is talking about.
Her most recent stage performance in Zsazsa Zaturnnah got glowing reviews and finding herself on the fast lane again, Agot has also started work on a new daily action-fantasy show on ABS-CBN called Rounin.
But what she is most excited about is her new CD from Holiday Records entitled The Island. This special bossa nova CD is out in the market now and Agot likes what she has heard after all the careful brainstorming nights, strategic planning meetings and thorough recording sessions that were supervised by Holiday Records' President and Executive Producer Eugene Villaluz with Supervising Producer Alwyn Cruz and music producers Moy Ortiz, Bobby Fider and Lindie P.E. Achacoso.
"They say everything happens for a reason," she says, "and if it' meant to happen, it will, at the most perfect time. My being with Holiday Records, this bossa nova CD, I believe everything came together at the right time." Agot shares that she has always liked bossa nova and it's good that this musical genre is starting to be received well again in the country.
In reality, the task of choosing the carrier cut from this CD was a tall task for both the singer and members of the Holiday Records team. Since each song was carefully chosen and meticulously recorded, it took a lot of thinking before the team finally decided on the song "I Wish That I Was Making Love To You Tonight," never mind if it has the longest title, because in the end, it had all the ingredients needed for a potential hit.
After listening to her version of Neil Sedaka's "Alone at Last," Agot felt more than good, she sensed a feeling of elation. "I won't be surprised that the song will be chosen as another single in the next few months. It's such a wonderful song," she enthuses. A special feature of the CD is a duet by Agot and the country's premier male jazz vocalist, Mon David as they create perfect harmony and rhythm with the song "Waters of March." And let Agot's own version of Orange & Lemons' original "Hanggang Kailan (Umuwi Ka Na Baby)" surprise every listener as she gives it her own sultry rendition.
Other notable entries include Ernani Cuenco's "Bato sa Buhangin," Antonio Carlos Jobim's "Dindi" and "Corcovado," Stevie Wonder's "AS," Boy George's "I'll Tumble for You," Sergio Mendes' "So Many Stars" and the sexy French dance hit of the late 80s, "Lanca Perfum."
This CD is a wonderful way of reminiscing about the music that Agot grew up with in Marikina. The long-playing albums of Sergio Mendes, Burt Bacharach, Ray Conniff, John Denver, Patti Austin, Stevie Wonder, The Carpenters, Barbara Streisand, Astrud Gilberto and The Manhattan Transfer were part of the collections of the musically gifted Isidro family.
"We used to have a Marantz stereo so I'd play these albums there and memorize the songs. In our family, music was as integral as the food on the table. We had great fun!" Agot recalls.
Agot's older sister Olive, who still sings as back-up for megastar Sharon Cuneta, likewise feels overwhelmed at how this CD turned out to be. "I'm so proud of Agot. She worked really hard for this and I hope she could harvest a few hits," big sister says.
Agot recently turned another year older, and she vows to continue taking each day as it comes, playing her many roles in life, and expecting only the best for herself, her career and her loved ones. Agot Isidro has indeed taken some big, brave steps over the years, but this is perhaps her biggest musical leap.

nice...i hope more and more electric companies will try to find new alternatives for renewable source of energy such as this solar panels...in ilocos there is wind power plant...i hope many of these will be here in the next years...

Sa Coal fired madali lang mag-expand, as what I've heard kung walang coal fired power plant na itatayo sa Cotabato area, maforce and STEAG Coal plant dyan sa Villanueva to expand if ever the Hanjin Industries and other Korean Huge investments will push thru. it is because the current Coal plant has already signed the contract to NPC and Transco. In this reason, the Coal plant can't tap directly to the future huge industries as what the demand of this coming industries to tap directly to energy supplier to lower the cost. That's why they are ready for expanding an Executive of STEAG said if the huge investments materialize.

for the past 3 years... I have been bringing my family to CDO as a jump point for long drives to places like Camiguin.. Dakak... and other place there sa northern mindanao...
this year.. we just stayed sa Koresco for the holy week.
the kids had a golf day then they realized... we were the only filipinos in the hotel for 3 days... everytime we had breakfast & dinner we were surrounded by koreans...
my eldest notice also... koreans at the front desk... kitchen and at times in the construction on the hotel expansion... WOW they are everywhere!
We went to CDO for fun at the river rafting, skywalk & best of all the heart stopping zipline... HAD A GREAT TIME!

For decades I have lived in Cagayan de Oro City.
Growing in and with it, I’ve seen its continual novelty.
The city has charms a-plenty –
peaceful. progressive, endowed with nature’s bounty.
It’s northern boundary is shaped by calm Macajalar bay,
with beaches along its eastern and western coast way.
At the south part, near and distant, are hills of scenic beauty.
To build a home, raise a family – this is my kind of a city.
Churches are numerous, vibrant and alive,
serving the multitude who are spiritually responsive.
Educational institutions are many and competitive,
offering scholastic programs and standards that are varied,
molding the young and educating the intellectually active.
Business enterprises, big and small, cater to serve;
many thrive, others struggle to survive, some take a dive.
These and many more make the city luring and attractive.
The city has quite a distinct and unique culture –
friendly, ready-to-please-others is a Kagayanon nature.
“A City of Golden Friendship” Cagayan is noted for.
A strong sense of community is also a Kagayanon character.
“Kapayason” ( a sense of pride) is a Kagayanon trait for sure.
Its openness and appeal have made the city grow much more,
putting grave pressures on its system of infrastructure,
and creating major changes in the city’s life and culture.
A “model” city is watched by others to learn from.
Cagayan has lots to offer, such as its awful traffic jams
that test one’s temper and patience to stay calm.
Effective, efficient traffic management has yet to come.
“King-of-the-road” undisciplined drivers are a shame,
like bees they swarm at an intersection and on a lane,
their lack of road education gives the city a bad name.
This “model” city has become embarrassingly a sham.
This “model” city teaches others another good lesson,
especially on waste management and garbage collection.
On sidewalks and roadsides waste and garbage are thrown,
scavenger cats and dogs spread them all around
until rundown government trucks make their round
to collect them after days or weeks of stinky accumulation.
This is Cagayan de Oro’s contribution
to the body of knowledge about pollution.
Learn from the “model” city of Cagayan de Oro
where vendors sell their wares on sidewalks with gusto.
Residences and shops extend out into the sidewalks too,
because the city government thinks this is the way to go
to help the people especially the poor – a political lingo.
No matter at what expense and the negative impact they do.
No matter if they crowd out the streets and walkways too.
This is a “model” city showing others what NOT to follow.
Cagayan de Oro’s territory includes the urban center
extending to the outlying rural areas which are the greater.
People eke out a living from the land and forests there.
Much of the forests are gone, an environmental disaster.
Rural areas and people do not get much attention and care.
They’re not priority except during an election year.
Rural roads and the transport system are unkind to the traveler.
Rural schools, water system, health care are as bad as ever.
There must be a way, a strategy and action for this situation.
Crucial is a leadership the people have faith and trust upon,
whose leadership notion is not to be a sweet-talking politician.
The city badly needs a government that has great vision,
with genuine principles, guts and intelligent administration.
The city needs citizen support, cooperation and participation,
to make it a real model and a GREAT city beyond question,
progressive, beautiful, peaceful and a caring population.

Sa Coal fired madali lang mag-expand, as what I've heard kung walang coal fired power plant na itatayo sa Cotabato area, maforce and STEAG Coal plant dyan sa Villanueva to expand if ever the Hanjin Industries and other Korean Huge investments will push thru. it is because the current Coal plant has already signed the contract to NPC and Transco. In this reason, the Coal plant can't tap directly to the future huge industries as what the demand of this coming industries to tap directly to energy supplier to lower the cost. That's why they are ready for expanding an Executive of STEAG said if the huge investments materialize.
Mas maganda kung i-expand nalang ang coal-fired l\plant kasi kung mas malapit ito sa proposed Hanjin/other Korean huge projects. :)

Community-based businesses meet for 2nd BMBE gab
BARANGAY Micro Business Enterprises (BMBEs) will be given another close study during the 2nd BMBE Conference to be hosted by the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) this coming May 3, 2007 at the Pearlmont Inn.
A highlight of the biennial conference is the midterm report of the Oro Chamber's Creating Opportunities and Resource Management for Enterprises (Core) Project, highlighting it as the local chamber's delivery mechanism for the Promoting Regional Opportunities for Enterprise and Livelihood (Propel) Development Program of Sen. Francis Pangilinan.
"The challenge for micro, small and medium enterprises (MSME) development is for us to identify what are the quantifiable measures to say we're doing good," Mr. Pangilinan told Oro Chamber officials during a recent exclusive meeting to evaluate the impact of PROPEL funding on the Core program.
PROPEL has released a P1-million fund to finance Oro Chamber's Core project for BMBEs including good business forums and focused group discussions, short-term trainings, and promotional and technical assistance to the coco sugar industry in Balingasag, Misamis Oriental.
"PROPEL is a prime example of how the PDAF, which comes from the people, goes back directly to the people," explained Mr. Pangilinan. "A key component of private and public partnership is that it fosters greater transparency and therefore results in added accountability in the manner in which government resources are utilized."
"Besides the May 3 BMBE Conference, we have also scheduled a Product Development Training this July, the launching of our website to further market coco sugar, and extending funding to Balingasag coconut sugar producers for the physical improvement of their new processing plant which was recently granted accreditation with the Bureau of Food and Drug (BFAD)," said Heidi Grace Mendoza, Oro Chamber secretary general.
Although PROPEL originally focuses on MSMEs, Ms. Mendoza said the chamber and Mr. Pangilinan's office agreed to focus assistance in Cagayan de Oro and Region X on BMBEs, with the assistance of the Department of Trade and Industry (DTI). The development of BMBEs has been supported by an enabling law, Republic Act No. 9178 also known as the "Barangay Micro Business Enterprises (BMBEs) Act of 2002".
RA No. 9178 was legislated to encourage the creation and sustainability of BMBEs and to upgrade enterprises in the informal sector into the mainstream economy. Tax incentives granted to BMBEs include exemption from income taxes arising from the operation of the enterprise; exemption or reduction of local taxes, fees and charges; and exemption from gross receipts tax. It also grants certain exception from the Labor Law.
The Oro Chamber has been appointed by the local government of Cagayan de Oro to act as the official clearing house for BMBE applications in the city.
"We provide short briefings to those who come to the Oro Chamber office for BMBE information. So far, with the number of applications we assisted, City Hall has approved a total of 79 BMBE registrations since November 2005 till March 2007," said Ramid P. Gualberto, Oro Chamber supervising trustee for the CORE program.
"MSMEs make up the most promising and dynamic sector of our economy," said Mr. Pangilinan. "MSMEs comprise over 90% of local enterprises in the entire country, employ 70% of the nation's labor force and generate 33% of our total GDP. That's why I'm committed to MSMEs because I don't think anything matches them for poverty alleviation and wealth creation."
Already, the Oro Chamber has identified constraints facing BMBEs such as the lack of Bureau of Internal Revenue (BIR) guidelines on tax exemptions extended to such enterprises. "The Department of Finance can come out with guidelines which are contrary to the spirit of BMBEs," noted Arsenio L. Sebastian III, Oro Chamber chairman of the BMBE & SME affairs committee. These issues shall be included in the discussions during the upcoming 2nd BMBE Conference.

But I read in a Sunstar awhile ago that Cagayanons don't even want to support Koko. Ano kaya main reason?

In order to produce 60MW we need an estimated peso of 15Billion and 120hectares of land. This price could build 200MW coal fired power plant same in Phivedec Industrial Estate.
But coalfired power plant is too dirty and contributes pollution .

Thanks @Exile. I think the propose Polymedic Medical plaza is better than CUMC but my expectation failed. Anyways, their concept is sprawling hospital. Kakulay din sa Velez St. na Polymedic.

May tama ka @bariQ, magparamdam lang kasi siya pag may eleksyon pero pag wala kahit anino hindi maaninag. But for all of that dark side, I always support and campaign KOKO to be one of the elected Senator as well as MIGZ ZUBIRI. I will give them a chance, they are young and our hope for Mindanao. I am hoping they will never fail me when time comes.

Smart Summer Band Bash kicks off in Oro
THE grand summer bash builds on the immense success of the first Smart Buddy Hot Summer Samahan, which enlivened the summer of thousands of attendees in 2006.
Now, on its second year, bigger and more exciting activities have been fused into the formula, including a nationwide search for the next hit band that will conquer the airwaves.
Each leg of the Smart Buddy Hot Summer Samahan Year 2 is a two-day nonstop fun that will involve games for the whole gang, raffle draws, contest for the daring and a big concert with the hottest band of the moment, Bamboo. But the highlight of the entire event is the regional search for the next big band billed the Smart Buddy Hot Summer Band Challenge.
Each leg will yield one winning band, which will be flown to compete with all the other winning groups at a huge showdown in Metro Manila where the last leg culminates on May 26.
The big bash began at the Limketkai Center here in Cagayan de Oro last April 13 and 14. Of the 17 bands that joined the screening, five were chosen to compete for the next big band challenge. They were Suitcase, Eutomia, South Race, Dios Heir and K-9.
Epi Quizon and Kyla, celebrity Smart Buddy endorsers, graced the contest, with Bamboo and his band in concert, which highlighted the event.
The Smart Buddy Samahan also moves to Bayanihan Park in Angeles City, Pampanga on April 20-21, then on to the summer party capital of Boracay on April 28-29. The party will continue in Puerto Galera on May 4-5 then culminates with a bang in Metro Manila on May 26.

you might have seen the facade with aluminum cladding + blue glass.. that's not all.. you should see the one facing the highway.. an all semi clear blue glass wall^^.. i'll take a pic next week, pag di na busy..:)

OVER 400 athletes, coaches, chaperons and delegation officials--representing the Cagayan de Oro Athletic Association (COAA)--leave here today for the 2007 Northern Mindanao Regional Meet Palarong Pampook set on March 18-21 at the Mindanao Civic Center in Tubod, Lanao del Norte.
The four-day event, serving as Region 10's final selection of its deserving athletes to this year's Palarong Pambansa, will have at least 17 sports disciplines to be disputed in elementary and secondary levels.
These include athletics, badminton, baseball, basketball, chess, football, gymnastics, softball, swimming, table tennis, taekwondo, lawn tennis, volleyball, sipa takraw, arnis, archery and boxing.
"As of now, we're still pre-occupied in verifying the athletes' documents to ensure that cheating can be avoided. It's a tedious effort but COAA team is in high spirit," said COOA's athletic manager Delia D. Agbon who guarantees the safety of the students-athletes in their assigned billeting quarters.
Agbon said the COAA team will stay at the National High School building of Kapatagan, some 15 minutes ride away from the playing venue.
"We've just gone there in Tubod to inspect the venue ug ang katulganan sa mga participating teams where among nakita nga plastado ang tanan," Agbon told Sun.Star Cagayan de Oro.
Fely T. Yu is this year's head of delegation with Edna L. Maghinay, lawyer Adrian L. Barba and Agbon as assistant head of delegation.
Majority athletes from Corpus Christi and Balubal National High School will carry the fight for COAA in the centerpiece events--swimming and athletics, even as the multi-titled Francis Casey Alcantara of Xavier University High School is arguably the most prominent athlete off to strut wares in Tubod Meet.
Alcantara is the country's winningest bet in age-group and junior lawn tennis event where he already won numerous championships in recent overseas outings.
"Ganahan gihapon ko modula sa Tubod Palaro kay taga didto man dapit sa Kapatagan akong Lola," said Alcantara in his usual humble demeanor.
Like Alcantara, however, secondary basketball coach Edgardo "Boy" Dacoco has considered Iligan as their logical threat for the throne.
"Iligan among bantayonon kay kami sab ilang gibantayan," said Dacoco who has the 6-foot-4 stalwart Philip Paredes from Sacred Heart of Jesus Montessori School (SHJMS) to boost his frontline.
The slam-dunking Paredes, the prize catch of Oro Chowking manager Ferdie Padilla and Dacoco in Malaybalay City, Bukidnon, is expected to stir the basketball crowd anew in Tubod.
Other hot prospects from COAA are 13-year-old sensation Lennon Hart Salgados of Christi Christi and the equally-strong Antonio Chavez Jr., 16 of CDO-National High School who will team up for the first time in regional Palaro chess.
