Laguindingan airport interchange proposed

CAGAYAN DE ORO -- An interchange project for Laguindingan Airport has been endorsed for approval by the Infrastructure and Utilities Development Committee (InfraCom) of Northern Mindanao’s Regional Development Council (RDC-10).

"When the Laguindingan Airport will be completed by the first quarter of 2012, traffic congestion is expected with increase in volume of traffic along the national highway, specifically along the junction of the Iligan-Butuan-Cagayan de Oro Road and the airport access road," Jaime H. Pacampara, who heads the secretariat of RDC-10’s InfraCom, said in an interview last week. "This airport road interchange project should be in place to affect traffic congestion prior to the operation of the Laguindingan Airport."

In a meeting last June 14 of the Special Committee of the Laguindingan Airport Development Project, officials of the regional office of the Department of Public Works and Highways presented a proposal to build an interchange along the national highway and linking to the Laguindingan Airport access road.

The proposed interchange will consist of a two-laned elevated highway with an estimated length of 1.5 kilometers including a 25-ton, 60-linear-meter bridge.

The project is estimated to cost a total of about P500 million.

"Due to the urgency and importance of the project as a complementary infrastructure support facility [of Laguindingan Airport], the RDC-10 InfraCom recommended for approval and endorsement by the full council meeting scheduled on June 28," Modesto C. Babaylan, private sector representative and InfraCom co-chairman, said separately.

The Laguindingan Airport was conceptualized as a replacement for Lumbia Airport in Cagayan de Oro City and Balo-i Airport in Iligan City.

Constraints imposed by the terrain surrounding both airports preclude their expansion to cope with rising air passenger and cargo traffic due to increased economic activity in Misamis Oriental, Bukidnon and the two Lanao provinces.

Besides terrain constraints, both the Lumbia and Balo-i airports are situated at relatively high altitudes and adverse weather conditions at both sites have occasionally resulted in canceled flights.

Latest available data from the Civil Aviation Authority of the Philippines show passenger traffic through Lumbia Airport rising 19.2% to 1.3 million last year from 1.1 million in 2009.

Cargo traffic grew even faster by 38% to 22,244.56 metric tons (MT) in 2010 from 16,112.72 MT in 2009. -- Michael D. Baños

Maynilad eyes infra projects under PPP
By Iris C. Gonzales, The Philippine Star
Posted at 06/27/2011 7:08 AM | Updated as of 06/27/2011 10:03 AM

MANILA, Philippines - Maynilad Water Services Inc. (Maynilad), the water utility firm jointly owned by the Consunji group and Manuel Pangilinan’s Metro Pacific Investments Corp. is eyeing to invest in the government’s infrastructure projects.

In an interview with The STAR, Maynilad chief executive officer Victorico Vargas said the company is interested to participate in the government’s public-private partnership (PPP) program for infrastructure.

“We want to get into other projects outside our concession area,” Vargas said.

He said that if the government would be bidding out PPP projects related to the water service industry, Maynilad would definitely participate.

Vargas particularly noted that the company is interested in the development of water districts in Cebu, Cagayan de Oro and Bohol.

“Some of these projects may be huge projects and it can be in the form of PPP,” he said.

The PPP, considered as the Aquino administration’s centerpiece economic program, aims to tap private sector participation in 80 large-scale infrastructure projects worth P740 billion that will be undertaken from 2011 and beyond.

Under the PPP scheme, the government would be tapping the help of the private sector to fund the different projects.

The government plans to jumpstart at least ten PPP projects this year.

The first five projects are the operating and maintenance contract of the Metro Rail Transit-3 and Light Rail Transit-1; P1.6-billion Daang Hari-South Luzon Expressway (SLEX) Link Road Project; the P10.59-billion Ninoy Aquino International Airport (NAIA) Expressway Phase II Project; and the ambitious P21-billion North Luzon Expressway-SLEX Connector Project.

Finance Secretary Cesar Purisima, one of the chief architects of the PPP program, said that the government is still on track to launch 10 PPP projects this year on the back of criticisms that the program has not taken off.

He said that because there is a focus on solicited projects, it is taking time because the government is doing feasibility studies.

He said that in some cases, the studies have been done but need to be updated.

Purisima assured that by the time President Aquino gives his State of the Nation Address (SONA), the projects would be on stream already.

“By the end of the year, I think the ten projects would have been started already,” he said.

Purisima said that newly appointed Transportation Secretary Manuel Roxas II just needs time to study all the PPP projects in the pipeline.

MAZDA Philippines opened its very first dealership here in Mindanao last Friday, right along Kauswagan highway in Cagayan de Oro City.
Willy Tee, president of Mazda Philippines exclusive dealer Autohub Group of Companies, said the firm chose Cagayan de Oro for their first Mindanao dealership since according to him, it is "a perfect timing."

"Cagayan de Oro is a fast growing market. Many people come here from neighboring provinces and cities," Tee pointed out, assuring the public that the market will never be saturated despite lots of dealership competitors along the highway alone in the city's east and west borders.

Tee said that Mazda is the second fastest growing vehicle brand in the Philippines and thus is confident that this accolade alone would entice the people in this side of Mindanao to buy any of their models.

Among the variants being pushed through by Mazda right now are the new Mazda 2, Mazda CX-7, Mazda MX-5, Mazda 3, Mazda 6, CX-9 and BT-50.

The fresh, distinctive good looks, sparkling performance and exceptional functionality of the new Mazda 2 takes you place in unequalled comfort and style.
On the other hand, Mazda CX-7 has got sleek, muscular curves combined with dynamic handling and performance to give you a driving experience that's totally unique.

Meanwhile, the Mazda MX-5 makes the journey an experience to savor from everyday trips around town to long distance open top touring.

For the Mazda 3, it's simply the essence of driving exhilaration - a superb statement of Automotive engineering, designed and built to enrich your life on the road in every way possible.

On second thought, the Mazda 6 is styled to look elegant yet engineered to deliver genuine grand touring performance.

But for those who want a simple laid-back driving, then try the Mazda CX-9. Its relaxed power exudes confidence. And luxurious comfort and quality for ultimate satisfaction.

And for people on the go, try the Mazda BT-50 which has a couple of unique utility features and optimized cargo box design to create the new-generation pickup truck.

For more specifications, drop by the new Mazda dealership along Kauswagan highway, Cagayan de Oro City.

Mazda opens showroom in Oro

By Nicole J. Managbanag
Tuesday, June 28, 2011

ZOOM-ZOOM Driving, the first dealership of Mazda cars in Mindanao, is now here in Kauswagan Highway, Cagayan de Oro City.

Willy Q. Tee Ten, president of Mazda, said opening the first showroom for Mindanao in Cagayan de Oro is just right since it is the most progressive city and has the most buyers of Mazda in Mindanao.

Mr. Tee Ten is very confident that Mazda cars will be loved in the city, citing their company mission is to make first-class cars that are also affordable.

He said the name "Zoom-Zoom" aims to capture this feeling while expressing the passionate spirit of motoring enjoyment which drives Mazda forward.

Mazda has always been engineering vehicles in pursuit of endless driving pleasure, plus safety features that aim to prevent accidents and eco-friendly attributes to protect the beauty of the natural world.

Mr. Tee Ten also emphasized that long before they opened their newest and most promising "baby," Cagayan de Oro's sales for Mazda cars have been pouring in, counting to 30 percent of the country's sales, quite a number compared to other parts of the Philippines.

Mazda Motor Corporation, with its headquarters in Hiroshima in western Japan, ranks as one of Japan's leading automakers today.

Mr. Tee Ten said with Japan's technology, he can assure the buyers with first-class and built-to-perfection cars suit to everyone's preference.

Mazda boasts of an illustrious history of engineering innovation which is symbolized by the rotary engine.

Although many leading firms attempted to adapt the concept, only Mazda persevered and succeeded in creating a commercial sports car engine.

Today, Mazda is the only manufacturer in the world that makes gasoline, diesel and rotary internal combustion engines.

The latest incarnation of the rotary engine powers the Mazda RX-8, a car that truly embodies the Mazda DNA.

Mazda was originally established in January 1920 and started manufacturing tools in 1929. Soon, it branched out into production of trucks for commercial use.

In the early 1960s, Mazda launched its first passenger car models and began developing rotary engines.

Mazda has been exporting cars to the United States and Europe for over 40 years now. Its overseas sales account for more than two thirds of the total turnover.

Mazda has two main production sites in Japan and 14 overseas facilities. Its factory in Hiroshima is one of the largest single-site automobile plants in the world, with an annual production capacity of about 480,000 units.

The plant, located in Hofu, has a capacity of nearly 410,000 units.
Overseas sites include joint ventures based in the United States and in Thailand with Ford Motor Company, Mazda's largest shareholder.

Mr. Tee Ten said since this is the first Mazda dealership in the city and its eighth branch nationwide, they can guarantee their clients' satisfaction and that clients would not have to worry about going somewhere for repairs, as parts will always be available in the city's service center.

"We always value our clients so we provide them with first-class treatment in terms of repairing check-up," he said.

Two more banks open in CDO
Posted on June 28, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/ster.jpg

Sterling Bank of Asia, a savings bank established in March 2007 by successful businessmen and entrepreneurs, and Philippine Rural Banking Corp. (PR Bank), an Isabela-based bank has opened their respective branches in Cagayan de Oro City.

Sterling Bank of Asia inaugurated their branch yesterday located at the ground floor of VIP Hotel at the corner of Don Apolinar Velez and JR Borja Streets while PR Bank opened their branch located at the ground floor of Royale Business Club Building at the corner of T. Chavez and Velez Street.

Sterling Bank of Asia is principally owned by the JTKC Group of Companies, Surewell Equities, and Star Equities. JTKC Group of Companies and Star Equities are involved in a wide range of industries, ranging from logistics to finance, real estate, manufacturing, hotel and resort properties. Some of these companies include I-Remit Inc., TKC Steel Corp., Discovery Leisure Company (Discovery Suites, Discovery Country Suites-Tagaytay and Discovery Shores-Boracay), The Mansion Group (Amorsolo Mansion, Gilarmi Apartments, Mabini Mansion, Boulevard Mansion), JTKC Land, Discovery Primea, and Kent Vinyl Tiles. Surewell Equities, on the other hand, is a holding company engaged in various interests, among which are, Confed Properties, Inc., I-Remit Inc., Flexi-Woods, Inc., Banwood Construction Center and Six Alps Corp.

On the other hand, PR Bank began in the 1977 in the small town of Naguilian, Isabela. Small and struggling, yet committed, determined, aggressive and hardworking, the rural bank has grown to be the biggest rural bank in Region 2 and one of the largest in the Philippines. The rural bank transformed from a single branch to a 22-branch operation (and still counting), and reaping honors and commendations that are of national prestige and prominence, and metamorphosing from a very traditional banking to electronic banking.

The two banks are just the latest of many new financial institutions which have opened in Cagayan de Oro City, just a proof of their trust and confidence in doing their business in this part of country.

4 provincial airports up for improvement
By: Paolo G. Montecillo
Philippine Daily Inquirer
9:34 pm | Monday, June 27th, 2011

The government is developing four more provincial airports in line with the administration’s plan of increasing infrastructure spending to encourage economic growth outside established urban centers.

Documents from the Department of Transportation and Communications (DoTC) showed that four new airport development projects are being put on the auction block this year.

The DoTC last week published invitations for bidders for the development of existing airports in Legazpi in Bicol province, San Vicente in Palawan, Borongan in Eastern Samar and Cagayan de Oro City. The four projects have a total cost of P463.07 million, all to be taken out of the 2011 budget.

The deadline for submission of bids for the four airports, which are being auctioned off separately, will be on July 13.

The DoTC assured that it would be fair in screening bidders by using a “non-discretionary pass/fail formula in the eligibility check and preliminary examination of bids.”

“The DoTC reserves the right to reject any or all bids, waive minor defects and accept the offer most advantageous to the government,” read all four invitations posted on the department’s website.

The four projects are only the latest in a series of provincial facilities that have been put up for bidding by the Aquino administration.

Last year, the government called for bidders for the development of airports in Maasin (Leyte), Catarman (Northern Samar), Sultan Kudarat, Bukidnon, Puerto Princesa (Palawan) and Ipil (Zamboanga).

Better airports are seen to improve the trade and tourism activities in areas that are currently difficult to access.

Increasing spending on infrastructure, while promoting transparency and fairness in the procurement system under the so-called public private partnership (PPP) scheme, is the centerpiece of the administration’s economic program.

VYE Officially Opens Road To Pagatpat Landfill Site (http://www.cagayandeoro.gov.ph/?page=news&id=2070)
by Lorebeth C. Requiroso/city Council Office

MAYOR Vicente Emano and Vice Mayor Caesar Ian Acenas this morning formally opened the road leading to the new landfill site in Pagatpat, this city.

The ribbon cutting ceremony was also attended by city councilors, department heads of all City Hall Offices, barangay officials, among others. The mayor said the transfer of the city’s landfill from Upper Dagong, Carmen to Pagatpat has been a long-time dream of the government. He thanked Pagatpat barangay officials led by Punong Barangay Rey Mabunay for the cooperation extended to the city government to make the dream a reality. The mayor also thanked Councilor Alvin Calingin, chair of the adhoc committee he created to facilitate the transfer of the sanitary landfill, for a job well done.According to the mayor the project will cost much but it is necessary for the people of the city. “That is the essence of governance, what money we have we spend for our people,” the mayor stressed. He is hopeful that the needed lining for the landfill can be installed so that the operation of the new landfill project can begin. The transfer of City Hall to Upper Dagong is still in his plan, he added. Editorial: Heavy traffic in exchange for development
Tuesday, June 28, 2011

THE planned flyover projects in the city already started but the people have mixed views on this, as the ongoing construction has caused traffic jam, especially during rush hours.

At the Licoan-Velez junction, commuters can’t help but complain on the long hours they have to wait just to arrive at their offices or schools on time and get home in the evening not exhausted.

Some resourceful drivers of public utility vehicles, especially those plying the Bulua Westbound Terminal-Agora Terminal route, try to search for alternative routes just to evade the traffic congestion and reach their destination on time. They say if they won’t look for other ways, they would be stuck at the construction area for more than an hour.

On the bright side, the three flyover projects are beneficial not only to the residents of Cagayan de Oro but to the people of Mindanao as well. These could provide alternative routes, push the city’s business and tourism industries, and give the people a more convenient travel.

The heavy traffic congestion can only be felt now due to the ongoing constructions. But once these are finished, residents and travelers could surely have a sigh of relief.

What we need now is patience... and more patience.

Puregold revives IPO plans
By Zinnia B. Dela Peña (The Philippine Star) Updated June 29, 2011 12:00 AM Comments (0) View comments

MANILA, Philippines - Filipino-Chinese businessman Lucio Co’s grocery chain Puregold Price Club Inc. is pursuing its planned initial public offering (IPO) in the second half of the year.

BDO Capital & Investment Corp., the domestic lead manager for the share sale, said Puregold prefers to hold the IPO this year but noted that everything would depend on market conditions.

Puregold was supposed to debut on the local bourse last March but was forced to defer the move due to market volatility.

The company is seeking to raise up to P11.2 billion from the IPO with the sale of up to 700 million common shares, including a greenshoe option, at P16 each.

The offer, which will account for 36 percent of Puregold’s outstanding stock after the IPO, consists of up to 500 million new shares and up to 200 million shares from selling shareholders.

The company said it has an option to sell 100 million more shares depending on market demand. Proceeds will be used mainly for its store network expansion.

HSBC Ltd. has been tapped as international lead manager.

Puregold has gone full-blast on its expansion program with the construction of 35 new stores this year, 15 of which were slated to open within the first half.

Leveraging on the success of its retail and wholesale model, Puregold intends to establish presence in the largely underserved Visayas and Mindanao markets beginning 2012. Store openings are planned in Iloilo, Negros Occidental, Leyte and Cebu, as well as in Cagayan de Oro, Davao City and Gen. Santos City.

As part of its expansion plan, the company has entered into a total of 20 leasing agreements for its new stores to be opened in 2011 in various parts of the Philippines. These new stores are expected to provide 73,058 square meters of additional net selling space.

Up to 15K families affected by Cagayan de Oro floods
http://www.calamityaid.com/

MANILA, Philippines - Floods spawned by tropical storm "Auring" and the continuous cold front-induced downpour have affected 12,000 to 15,000 families in Cagayan de Oro City so far, Mayor Constantino Jaraula said on Wednesday.

In an interview over radio dzBB, Jaraula said rains in the city that have been fluctuating from light to strong in the past few days have caused floods to lower but not to completely subside.

"Balik-balik ang paglakas ng ulan, mawawala in one hour to two hours, tapos balik na naman (The strength of the rain is fluctuating, sometimes it'd go away in one to two hours, then it will come again)," said the mayor, adding that several flights to the area have been cancelled in the past five days because of the weather.

Jaraullo said the last time the city experienced that kind of strong, continuous downpour was in 1957.

He appealed for food and clothing donations for the affected families, which he said has risen to possibly as much as 15,000 in Cagayan de Oro alone.

The mayor said he has also asked President Gloria Macapagal Arroyo to impose a total logging ban and land conversion ban in the city and in the Autonomous Region in Muslim Mindanao, saying the dearth in rain forests have caused the floods.

"I have suggested to the President [to ban] logging even in the ARMM area," said Jaraullo.

Jaraullo said rain forests absorb 50 to 60 percent of rain water, but agricultural lands, even fully-developed ones, only absorb 10 to 15 percent.

On Monday, Jaraullo issued a directive banning abusive logging and mining operations in the city. In his order, the mayor said the floods caused by tropical storm Auring two weeks ago and the continuous downpour due to the cold front in the past few days were worsened by abusive logging and mining operations. - Johanna Camille Sisante, GMANews.TV

State of calamity
http://www.gmanews.tv/story/143847/Floods-batter-Misamis-Oriental-Cagayan-de-Oro

Also Monday, Senate Minority Leader Aquilino Pimentel Jr. urged President Gloria Macapagal Arroyo to declare a state of calamity in the provinces in Northern Mindanao that was affected by flooding.

"If she has not yet done so, the President should declare a state of calamity in Cagayan de Oro City, Misamis Oriental and other parts of Northern Mindanao and move government aid to thousands displaced by the unusual flood," Pimentel said.

The senator, who hails from Cagayan de Oro City, said the declaration of a state of calamity in the areas in Northern Mindanao would help facilitate the release of government assistance to the victims.

He said almost 20 percent of Cagayan de Oro City was submerged in water when the nearby Kagay-an River swelled within minutes.

Local disaster officials blamed logging and river quarrying for the flood. They said the floodwaters came from the mountains of Lanao and Bukidnon.

Pimentel said since the forests in the mountains have been denuded, there are no more big trees to absorb the water during heavy rains, causing flooding in downstream areas.

He said that Cagayan de Oro City and other low-lying areas became the holding basin of water flowing from the upland areas. On the other hand, the almost unregulated quarrying in the Kagay-an River has caused siltation and destroyed the natural flow of water.

Pimentel expressed alarm that the people in many parts of Mindanao are now suffering from the disastrous consequences of the wanton destruction of the forests by illegal loggers that have been going on over the last several decades.

Typhoon Watch 2009

1. Auring. The first typhoon of 2009 on the second day of the year. Floods in Cagayan de Oro and Iligan, and landslide in Matnog, Sorsogon were reported. But this is a minor typhoon.

paki correct na lng ha kung ang ITCZ ug Typhoon parehas ra.

Puregold revives IPO plans
By Zinnia B. Dela Peña, The Philippine Star
Posted at 06/29/2011 7:00 AM | Updated as of 06/29/2011 7:00 AM

The offer, which will account for 36% of Puregold’s outstanding stock after the IPO, consists of up to 500 million new shares and up to 200 million shares from selling shareholders.

Gov't to maximize PPP implementation
By EDU LOPEZ
June 23, 2011, 11:14pm

MANILA, Philippines — The government will maximize public-private partnership (PPP) in a bid to boost the productivity and efficiency of the industry and services sectors.

The Medium-Term Philippine Development Plan 2011-2016 identified the commodities included in the priority industry clusters for the next six years.

In Luzon, these are the coffee cluster of the Cordillera Autonomous Region, milkfish of Region 1, dairy and dairy products of Region 2, and bamboo and logistics of Region 3.

The clusters also include the information communications technology (ICT) and IT-enabled services and logistics clusters of Region 4A, eco-tourism of Region 4B, wearables and lifestyles of Region 5, and health and wellness of the National Capital Region.

In the Visayas region, priority industry clusters are the gifts, toys and housewares (GTH), H&W, food, ICT and eco-tourism of Region 6; GTH, H&W, food, ICT and eco-tourism of Re- gion 7; and GTH, food and eco-tourism of Region 8.

Priorities likewise include industry clusters namely banana, mango, seaweed, wood, coconut, mining, eco-tourism and ICT of all regions in Mindanao.

On a larger scale, growth centers or regional hubs will be identified to synchronize the mobilization of public and private resources.

These hubs shall unlock productive capacity in the countryside by providing critical resources in support of private businesses even outside the capital, according to the MTPDP.

"The integrated international air and sea connectivity of Clark-Subic, Cebu and Cagayan de Oro (with the upcoming PPP project for the Laguindingan airport), and Davao shall be highlighted to enhance the profile of these growth centers among foreign and local investors," it noted.

For IT-enabled clusters such as technology business incubators, technology parks and clusters of knowledge-based industries, the country will promote the creation of shared infrastructure and the provision of business support services for innovators and developing entrepreneurs.

The creation of technology business incubators across the country will take into consideration commercial sustainability, careful matching of target markets with the strengths and ambitions of potential firms, and proximity and linkages to research institutions and universities.

"The provision of business support services shall be private sector-led and demand-driven. The clustering of knowledge-based industries through science and technology parks shall be stimulated," it added.

Industry clusters are geographic concentrations of competing, collaborating and interdependent businesses, working on a similar regional infrastructure and creating wealth of regions through exports.

These foster the transfer and adoption of new technologies, create risk capital and attract foreign investments.

Industry clustering has been made the central strategy for export development. This ensures that top export products or revenue streams are sustained through the development of its value chains down to the provinces and municipalities.

Filinvest unit plans 200-MW LNG plant

CAGAYAN DE ORO -- The energy unit of Filinvest Development Corp. is planning to put up a 200-megawatt (MW) liquefied natural gas (LNG) power plant at the Phividec Industrial Estate in Misamis Oriental.

Triunfo P. Agustin, chairman of the board of directors of the Phividec Industrial Authority, said negotiations are being finalized for the company’s acquisition of a lot for the project within the 3,000-hectare industrial estate. The project will be undertaken by Strong Field Gas & Electric Corp., a newly formed energy subsidiary of FDC Utilities, Inc.

The $200-million power plant will be part of the $1.8-billion, 1,650-MW energy portfolio announced last May by FDC Utilities. The investment is based on the estimated cost of building an LNG power plant at $1 million per megawatt, excluding further capital expenditures for LNG terminals.

The Phividec Industrial Estate already hosts one locator engaged in energy generation, the 232-MW, coal-fired power plant of Steag State Power, Inc., which supplies close to 20% of Mindanao’s energy demand.

Commissioned in 2007, the plant is expanding its capacity by another 105-MW unit slated for completion by 2013. The coal plant is owned by Germany’s fifth largest power producer, Evonik Steag GmbH of Essen Germany, with local partners Aboitiz Power Corp. and La Filipina Uy Gongco Corp. The $600-million Steag State Power’s expansion will reportedly be undertaken by a new corporation.

There are now at least seven coal-fired power plants in the pipeline in Mindanao with a total planned installed capacity of 1,805 MW costing up to $3.8 billion.

Other proponents include Aboitiz Power Corp., Conal Holdings Corp., San Miguel Corp., Sumitomo Taganito HPAL Nickel Corp. and Sagittarius Mines, Inc. -- Michael D. Baños

When funding will be available, works identified for Phase X will be started this year.

As programmed, by CY 2012 the work will focus at Phase XI with a needed release of P355,000,000.00. It will be centred on the completion of the Cagayan de Oro Coastal By-pass Road by working on the Junction of J.R. Borja Extension and Gusa National Highway, the Rotonda at Barangay Puntod, the construction of Bitan-ag Creek at Barangay Lapasan and the payment of Road-Right of Way (P50,000,000.00).

When completed, this huge project will be an enormous help to the travelling public along Butuan-Cagayan-Iligan Road (BCIR) by having a smooth sailing travel since heavy-loaded trucks will be rerouted to avoid traffic congestion.

Outgoing DoTC chief bares projects (http://www.mb.com.ph/articles/324316/outgoing-dotc-chief-bares-projects)
By KRIS BAYOS
June 26, 2011, 5:09pm
MANILA, Philippines -- Outgoing Secretary Jose “Ping” de Jesus might have spent only a year at the Department of Transportation and Communications (DoTC) but it was not too short a time for him and his team to jump-start, and even finish, several projects in the transportation sector.

Proof is the fact that incoming Transportation and Communications Secretary Manuel “Mar” Roxas II needed a series of briefing to be updated on the finished transportation-related projects and those still in the pipeline separately for the road, rail, aviation and maritime sectors.

Roxas will have his hands full of concerns starting July 1, beginning with transportation-related infrastructure projects that are set for implementation under the public-private partnership program of the Aquino administration.

During De Jesus’ administration of DoTC, bidding processes for the P15-billion contract to operate and maintain the Light Rail Transit (LRT) 1 and Metro Rail Transit (MRT) 3 and P1.5 billion contract to design and build the LRT-MRT Common Station in Quezon City have begun. At least 16 foreign and local firms have purchased bid documents for the LRT 1 and MRT 3 operation and maintenance contracts, while 10 contractors have expressed interest to bid for the LRT-MRT Common Station.

But because of the change in DoTC leadership, the special bids and awards committee (SBAC) facilitating the bid processes of the two contracts decided to suspend what it has started and wait for Roxas to review the undertaking and introduce his direction and input.

Once Roxas gives the green light for the two contracts’ bidding, it is expected that public biddings for the P1.72 billion contract to supply and maintain an automatic fare collection system for LRT and MRT by July, the P50 billion to construct the 12-kilometer extension of LRT 1 to Bacoor, Cavite by August, and the P10.8 billion to construct the four-kilometer extension of LRT 2 to Masinag, Antipolo by November, will start.

As for the aviation sector, the P4.5 billion contract to upgrade the Puerto Princesa Airport is scheduled for bidding by August; the P6.5 billion contract to develop Panglao Airport, the P4.3 billion contract to operate and maintain the Laguindingan Airport, and the P6.6 billion contract to develop the Daraga Airport simultaneously on October.

Privatization contracts for the ports of Davao, Iloilo, General Santos, Cagayan de Oro, and Zamboanga are also set for bidding, while those for the New Cebu Container Port and Cruise terminal is under study pending the completion of feasibility studies.

The planned Bus Rapid Transit (BRT) systems for Metro Cebu and Metro Manila, and proposed BRT for Makati and Northern Manila, are also under feasibility studies, just like the planned Manila Bay-Pasig River-Laguna Lake Ferry Service System. Also under feasibility reviews are the privatized upgrading of Laoag International Airport; de-velopment of the New Zamboanga International Airport and Alaminos Airport; and operation and maintenance of the Northrail, which will link Manila to Clark, Pampanga.

Upon his assumption as DoTC chief in July 2010, De Jesus’ first marching order to the department’s legal division is to review all contracts entered into by DoTC and its 14 attached agencies.

As De Jesus vacates his post this Thursday, the DoTC has cleared 126 contracts out of the 136 that were reviewed.

After a year of reviewing contracts, the De Jesus-led DoTC recommended the restructuring of the Northrail project scope of work and renegotiation with the Chinese contractor on financial details of the long-overdue infrastructure project. The DoTC also recommended the restructuring of project scope and renegotiation of contract for the Greater Maritime Access project of the previous administration, which involves the setting up of at least 70 modular ports nationwide.

The DoTC also recommended the termination of individual contracts of the Manila International Airport Authority and negotiated with Japanese firm Takenaka Corporation for the completion of the structural integrity tests for the Ninoy Aquino International Aiport Terminal 3, which the Department targets to be fully operational by next year.

PROJECT WATCH: Recto-Velez flyover project now underway
Posted on June 26, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0573-copy.jpg

Construction of the CM Recto-A. Velez flyover has began with heavy equipment and initial drilling being undertaken at the site.

Two lanes of CM Recto is now closed to traffic with dozens of workers seen onsite. You could see some excavations below perhaps on the piers of the flyover project as well as concrete piles.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0569.jpg

Work is on both approaches of the flyover with the area fronting UCCP Church shown below.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0558.jpg

The city deactivated the traffic lights in the intersection with RTA personnel manning the traffic. Of course, because of the construction, traffic has become slow in the area but hopefully when this is finished, it will help improve traffic in the area. More photos below.

More demo LED traffic lights installed
Posted on June 26, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0611-copy.jpg

More modern traffic lights using Light Emitting Diode (LED) were recently installed particularly along Corrales Avenue at the junctions of JR Borja and Yacapin streets, respectively. The main difference between the latest system installed and the first ones in Carmen and Ororama Megacenter junctions is the addition of pedestrian LED signals as shown above.

There are also distinct differences between the Corrales-JR Borja and Corrales-Yacapin junctions. The Corrales-JR Borja system uses a timer for both vehicle and pedestrian signals shown below.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0610.jpg

http://cagayandeorodev.files.wordpress.com/2011/06/img_0609.jpg

On the other hand, the Corrales-Yacapin junction uses a system which shows a “decreasing” LED light as a timer to change signals while the pedestrian signal has no timer and simply displays the walk and stop signs as shown.

New city landfill site in full swing
Posted on June 26, 2011 by damarre

The establishment of Cagayan de Oro City’s new landfill site at Sitio Pamalihi in Barangay Pagatpat is now in full swing, paving the way for the transfer of the present landfill located at Upper Dagong in Barangay Carmen.

City officials are expected to hold a meeting at the site on Monday to formally inaugurate the facility which will have plastic lining beneath the dump site to prevent contamination of local aquifers brought about by seepage of leachate.

Photo below shows City Councilor Alvin Calingin (2nd from right), chair of the Ad Hoc Committee for the City Landfill Transfer, accompanied by Pagatpat Barangay Chairman Rey Mabunay (right) and other members during an ocular inspection last June 22.

Monday, 20 June 2011 00:00
by: Damarre

http://cagayandeorodev.files.wordpress.com/2011/06/mazda1.jpg?w=468&h=310

Charming Cagayan de Oro
By Henrylito D. Tacio
Wednesday, June 29, 2011

I HAVE been to Cagayan de Oro City twice and in both instances, I never had the opportunity of exploring the city. So, when I return to the place recently, I decided to discover what so special about this capital of Misamis Oriental.

Thanks to Imma Rae Gatuslao, of the City Tourism Office, and Paul John Vesagas, a friend who writes for the local daily, Sun.Star Cagayan De Oro, I had the opportunity of not only roaming around the bustling city but also seeing the sights of the outskirts.

I had to travel all the way from Davao City to what people touted at the "City of Golden Friendship." I left Davao almost midnight and arrived by six in the morning the following day. From the newly-built Market City, I rode a taxi and went directly to the pension where I would be staying.

After taking my breakfast at the pension's cafeteria, I went straight to my room and took a shower. A few minutes later, Paul came and asked me if I was ready for the tour. I answered affirmatively. Divisoria, where we had to meet Imma, was just a walking distance from where I was staying.

"Divisoria is our centerpiece," Paul informs. "It is here where people from all walks of life converge during weekends. You will see people drinking or singing to a tune; some are simply buying the bargains being sold or just having fun. On weekdays, the whole area contains the usual hustle and bustle."

Since I had not meet Imma personally yet - only through e-mails - I called her asking where she was. When she answered her phone, I knew it was her. I introduced myself and she was glad to see me.

Imma, a very amiable lady, briefed me on the day's activities. Then, she introduced me to Chisum Christopher T. Factura and Rolly John V. Barretto, who were in-charged of my tour during my stay at the city. For his part, Paul begged not to join since he had a meeting to attend to.

Our first agenda was whitewater rafting at the Cagayan de Oro City. The travel time from the city proper to the jump-off point at barangay Mambuaya was about 40 minutes. Here, the rafters are given briefing before they go into the river. Then, they go down to the side portion of the river and the riders are again given instructions on how to use the paddle and what to do during the trip.

During our travel going to Mambuaya, I learned that whitewater rafting was started by Northern Mindanao Mountaineering Society Ecological Foundation Inc. (NORMMSEFI). The group scaled mountains only twice each year and they had nothing to do most of the year. As an alternative, the group decided to find some activities they can do.

One of the members saw a documentary featured by Discovery Channel called A Glorious Way to Die. It was about river rafting and they were intrigued by it. A new group, Cagayan de Oro Whitewater Rafting Adventure (CDOWWRA) was formed in 1995. The members tried to get as much information about river rafting. They bought books, watch videos, and learned to do rafting in the river.

When CDOWWRA disbanded, Factura and two of his companions continued with what they had started and formed Kagay (from the local dialect which means "river"). Then, they started offering whitewater rafting to some locals. When former president Gloria Macapagal-Arroyo visited the city, she traversed the river via rafting.

Soon thereafter, whitewater rafting became such a hit that other outfitters followed suit. Despite competition, Kagay is still the city's premiere whitewater rafting outfitter. They use state of the art rafts (SOTAR) and equipment and offer rafting trips ranging from the beginner's course - which covers class 1-2 rapids - to advance courses, which cover the more difficult class 3-4 rapids.

"There were 14 rapids all in all, each with different names, and characteristics," commented a visitor who took 18-kilometer rafting.

"The whole water rafting lasted for a couple of hours. We didn't notice how fast the time flew as the sceneries along the river were breathtaking. We saw some caves and wild plants. And I will not forget the green, three-meter snake we saw resting in one of the trees."

But there's more to Cagayan de Oro than just whitewater rafting. From Mambuaya, we went to the Macahambus Adventure Park, an underground cave with a 150-foot circular gorge. To go down and up, you can venture yourself doing the rappelling.

If you have fear of heights, don't try the skybridge. Actually, it is makeshift rope bridge and there are three of them tied in three tall trees. If you look down below, you see a ravine thick with various species of plants.

If you can go through the skybridge, you have to go through another breathtaking adventure: zip line. I had never done that when I was there, but here's what travel writer Louie Jon A. Sanchez said of her experience: "After the heart-pounding walk, I had to climb a tower where I would be apparently sent back to where the sky train began. My knees shook at first but there was simply no turning back. And then, I leaped. The ride took at least three minutes to complete."

From adventure, I was now ready for history. Not far from the adventure park is the historical Macahambus Cave, the last stronghold of Filipino soldiers during their battle against the Americans in 1900. Despite the cave's large opening, its interior is very dark so a flashlight is needed to navigate the numerous paths, one of which leads to a promontory with a view of the Cagayan de Oro River.

Another historical site is the MacArthur Memorial Marker, located at the edge of Cagayan de Oro Port. On March 13, 1942, General Douglas MacArthur and his family came to the port from Corregidor. Four days later, they went to Del Monte Airfield and flew from there to Australia.

Actually, the MacArthur Memorial Marker was the last place we visited before the day was over. Before that, we went to the township of the 360-hectare Pueblo de Oro, about five kilometers away from the city hall.

One of its come-ons is the world-class championship golf course designed by Robert Trent Jones Jr. at the Pueblo Golf Estates.

"If you're a golf enthusiast, this place is one of the best places to visit," says Rodolfo Meñes, Pueblo de Oro vice president and general manager for Mindanao.

Cagayan de Oro City is also known for its festivities. For one, there's the Kagay-an Festival, an annual celebration held on the feast day of the city's patron, Saint Augustine on August 26.

It features a street dancing competition, trade fair, sports festival, beauty contest, and civic military parade.

"It is one of our tourism come-ons," says Eileen San Juan, the current chairman of Kagay-an Festival. Not to be outdone is the Kumbira, the annual highlight of the fiesta celebration sponsored by Cagayan de Oro Hotel and Restaurant Association. She calls the event as "tourism in education."

Yes it's not the first time that davao city was struck with flashflood but unlike before which they only occur sa may bukid2 na area...it's the river that underlies parts of the dtown area ang nag overflow. Nothing severe to this extent ever happened.

Xavier University puts up retail center

CAGAYAN DE ORO -- Xavier University, a Jesuit-run institution in Mindanao, has partnered with Pryce Corp. to erect a shopping mall inside the campus that will feature students’ business experiments.

The retail center, once completed by September, will feature 13 leasable stalls where students with the best business ideas will be allowed to try out their plans under an incubation setup.

Accepted applicants would get seed capital, consultancy services, business linkages, technology development, and marketing assistance, among other privileges.

Details on lease rates to be collected from student entrepreneurs have yet to be finalized.

The student mall will be accessible to the general public.

Based on the designs of HS Busgano Architect Studio, the leasable spaces will be primarily housed on the first floor of the structure. The mezzanine will meanwhile house a business center, which would be equipped with computers and telephone and Internet connections. A training/conference room would also be located in the mezzanine.

Some of the stalls will have window displays with one reserved for College of Agriculture students who have been selling their commodities at the school’s dry pond. There will be three collapsible modules measuring four square meters that come on top of the stalls.

JCL Construction, Inc. is putting up the structure between the College of Agriculture building and Science Center.

As such, the structure would double as the school’s newest portal, decongesting its two pedestrian entrances.

Xavier University has produced some of the city’s most successful entrepreneurs. Many small and medium enterprises in the city, such as Butcher’s Best BBQ and, most recently, Malunggay Pastel started out as student projects.

Xavier University was founded in 1933, soon after, it became Ateneo de Cagayan. Upon becoming Mindanao’s first university, it was renamed ‘Xavier’ after the Jesuit saint. -- Al Gerard G. dela Cruz

Dili ta dapat malipay sa suffering sa usa ka syudad. Kung naa moy 911, that is good kay at least prepared inyong syudad sa mga calamities. Dapat na ninyong ipasigarbo. Pero dili pud nato ma deny na ga rise pud ang number of dead and missing bodies despite the presence of Central 911, diba? Mag-ampo nalang kita ug magkahiusa mga Mindanaoans...

PROJECT WATCH: Ongoing completion of CDO Convention Center update
Posted on June 30, 2011 by damarre

http://cagayandeorodev.files.wordpress.com/2011/06/img_0622-copy.jpg

The ongoing completion of the P758 million Cagayan de Oro City International Trade and Convention Center is now under Phase IIE, which covers construction of plant boxes, built-up steel columns, water proofing of retaining walls, floor, walls and ceiling finishings, and installation of electrical wirings and railings.

Phases I, IIA, IIB, IIC and IID amounting to P337.98 million have been completed. Phase IIE costs around P48 million and is exoected to be finished in November this year.

I just hope someone will share a clearer rendering of the building. Anyway, I scanned this full page ad in the newspaper below where I gathered all the info. Click the image for larger view.

http://cagayandeorodev.files.wordpress.com/2011/06/img_0625.jpg

Based on the costs, the 7,700-seater CDOICC still has a long way to go with the stadium seats, air-conditioning system, and perhaps works on the interiors and landcaping yet to be implemented.

CSWD submits proposal for assistance to families with multiple births
by Albina P. Delgra

Sa akong opinion, gwapo ang Puerto flyover... Gamit gyud ni... Alternate na lang dayon ang mo-left from Bugo going to Bukidnon and katong mo-left from Bukidnon to CdeO... I pass this intersection around 4x everyday... Pero, the flyover at Licoan may worsen the traffic situation at the opposite side of the bridge... Dapat naa lain flyover sa opposite side sa bridge to correct this, IMO... Or, pwede pud i-timing na if GO ang left turn from Velez to the bridge, GO pud ang gikan bridge padung sa Bulua... I'm a big supporter of the Mayor, but this project may not be that useful... But, we're not experts so we don't really know if the flyover is a solution to the traffic situation in that area... :-)

Opol town recognizes outstanding taxpayers
by Elaine O. Ratunil

CAGAYAN DE ORO CITY, MISAMIS ORIENTAL, July 1 (PIA) -- Opol town in Misamis Oriental gave recognition to its outstanding taxpayers in the municipality during its 61st Charter Day, recently.

During the ceremony, town Mayor Dexter B. Yasay assured the taxpayers that his administration is trying its best that the taxes they pay are put in good use as he encouraged them to take seriously their corporate social responsibilities and take part in the various programs and projects of the municipality.

He also explained to them how important their taxes are in the effort of his administration in reducing poverty.

Meanwhile, Regional Director Esmeralda M. Tabule of the Bureau of Internal Revenue Region 16 (BIRR16) said with the bureau’s initiatives and with the taxpayers’ continued support and cooperation, BIR RR16 is confident that together, we could achieve the ideal and lofty aspiration of a “Bagong Pilipinas (New Philippines).”

According to Tabule, Everyone who is earning income should pay taxes and contribute his/her share in running the government. Patriotism should also be rekindled in our hearts and be manifested through the payment of correct taxes to fund the vital programs of the government.

“We have to ensure a better country not only for the present but also for the future generations to come,” Tabule added.

Further, she said BIR is raising funds for the government through efficient tax collection and the bureau is intensifying its campaign against tax cheats as part of the high profile crackdown on graft by Pres. Benigno Simeon Aquino III and his administration. (PIA-10)

Agency applies re-routing to ease traffic
By Annabelle L. Ricalde
Thursday, June 30, 2011

WITH the ongoing construction of the P107-million CM Recto flyover project that caused heavy flow of traffic, the Roads and Traffic Administration (RTA) has implemented a re-routing scheme to address the problem.

Engr. Nonito Oclarit, RTA assistant head, said traffic enforcers are also assigned in different areas in Cagayan de Oro City to man the traffic.

"We really looked for ways to minimize traffic through the implementation of this re-routing scheme," Oclarit said in an interview with a television network.

Motorists and drivers are complaining on the heavy flow of traffic due to the ongoing construction of the CM Recto flyover project of the City Government.

A jeepney driver who refused to be named said the working operation of the flyover should be done on Saturdays and Sundays when traffic is not that heavy.

Mayor Vicente Emano, for his part, said the completion of the Recto and Macanhan flyovers will surely decongest traffic problems in the city.

Emano said the supposed target of completion of the two flyover projects is before the August 28 fiesta celebration, but since the groundbreaking was delayed, it will be completed possibly in September.

at least this is a good design and this will work compared to what they are doing at Velez-Recto. Though this design is not feasible at Velez-Recto due to land area limitations, but a skyway is a good option.
