Philippines' first River to Sea Duck Tours take to the waters in Cagayan de Oro (http://www.americanchronicle.com/articles/view/252024)
Mike BanosSeptember 18, 2011

http://www.americanchronicle.com/img/galleries/714/0/200_Sea_Trials_220.jpg

The same group which brought Mindanao the distinction of having Asia´s longest dual zipline could be bringing the country´s first ever Duck tours by next month.

"We are now in the process of obtaining the necessary permits so we can start commercial operations of our LARC V amphibian for the Oro River DUCKTOURS," said Engr. Elpidio M. Paras, president of UC-1 Corporation. "We are now doing our sea trials and everything is Ok except for some minor issues."

The refurbished 32-seat military amphibious vehicle was one of the highlights of the August 27 Kagay-an Festival Golden Float Parade.

"We are installing radios, sonar, GPS, life vests, safety gear and back up electric bilge pumps," Mr. Paras said. "We will be doing the river trials as soon as we can build the concrete ramps to the river and in Macabalan shore."

UC-1 Corporation is the operator of the Dahilayan Nature Park in Manolo Fortich Bukidnon, famous for its Zipzone which boasts of Asia´s longest dual zipline at 840 meters and Great White Water Rafting Tours, one of the city´s white water rafting outfitters.

In a letter of intent submitted earlier to the Cagayan de Oro City Government, Mr. Paras said the proposed Cagayan River and Harbor Duck Tours would use highly modified US military surplus amphibious Duck vehicles which can carry 25-30 passengers in an open sightseeing configuration similar to the Duck Tours now operating in London, Singapore, San Francisco, Boston, Philadelphia and Dubai.

Outfitted with the mandated water safety and rescue equipment, passengers would be treated to a tour of the city´s historical landmarks such as the City Hall, St. Augustine Cathedral, Plaza Divisoria, Xavier University highlighted by a thrilling splash down in Cagayan River and simulated amphibious landing on the shores of Macajalar Bay at the MacArthur Marker in Macabalan Port.

"Like what we did with Dahilayan Nature Park and Great White Water Rafting Tours, we plan to engage our riverside barangays to establish landing destinations to entertain our passengers and boost economic activities and tourism in their respective localities," Mr. Paras said. "Our ducks and crews would also be made available for rescue during times of calamities."

Ducks were amphibious vehicles developed during World War II by the US Armed Forces to land personnel and cargo in places where docks had been destroyed or non-existent.

Code named DUKW (D indicates a vehicle designed in 1942, U for utility or amphibious, K for all-wheel drive and W for two powered rear axles), and colloquially known as "ducks", the six-wheel drive amphibious trucks could transport goods and troops over land and water and crossing beaches for amphibious landings. A modification of the two-ton or "deuce" trucks used by the US military in World War II, they played a key role in allied landings in the European and Pacific theatre of operations but are now uses mainly as tourist craft in marine environments.

However, the UC-1 Ducktour vessel is not WWII vintage but a later model manufactured for the US Army during the Vietnam war. It is a LARC V Amphibian manufactured by Consolidated Diesel, with an all wheel drive train, aluminum hull, 300Hp diesel engine, with fully redundant bilge pumps and a five ton cargo capacity. IT is is similar to those used for similar Ducktours in Singapore, Australia and Malaysia.

thanks for bringing that up. hanjin will really help a lot if they pursue their misor shipyard

of course they will. the recent crisis is the one that's delaying it. Hanjin hasn't even signed any at other countries aside from Philippines, so that alone is an indication that they are still considering PHIVIDEC. :)

PROJECT WATCH: Unitop to occupy 2nd level of Carmen Public Market
Sep.25, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2625.jpg

Unitop, a popular Chinese-owned general merchandise store in Cagayan de Oro and Iligan is set to occupy the 2nd floor of Carmen Public Market.

The market’s second level has not been utilized for several years now and Unitop seems to establish a department store and supermarket as stated in the streamer hung as shown above. Renovation works have began a few months back and now, they are changing the facade of the market as seen in the photos below.

Limketkai Avenue to connect to JR Borja soon
Sep.25, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/lkk-copy.jpg

Limketkai Avenue, the main road cutting across Limketkai Complex will soon connect to JR Borja Extension.

This after site preparation of the relocation site has been done. The affected residents’ relocation site is reportedly in the vicinity of Indahag and Upper Camaman-an. Accordingly, this new road will have no cost to the city government as Limketkai & Sons will shoulder the project as a means of tax credit. Meaning, the cost in constructing the road will be deducted in the company’s future taxes payable to the city government.

As shown in the map I prepared above, this road will certainly ease traffic congestion in the area and in the vicinity of Cogon Market. This affected community is known to be lair for shady characters and illegal drugs trade. Also, they contribute to garbage thrown into Bitan-ag Creek. I’m just glad they have to be relocated somewhere.

PROJECT WATCH: Limketkai Mall expansion updates as of September 25, 2011
Sep.25, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2590.jpg

Here are the latest updates on Limketkai Mall’s expansion projects. Clearly shown above are the columns for the additional floor along the southeast corner of the mall.

The columns are also rising south of the East Wing perhaps expanding over a section of the parking area and across Limketkai Avenue.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2596.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2598.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2595.jpg

Meanwhile, pile driving is still ongoing on the lot next to the East Wing beside DFA Building. Vertical construction have also began in one section of said lot.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2600.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2599.jpg

I mentioned in my blog before that the mall’s expansion goes well beyond Bitan-ag Creek. Pictures below show piles on the area beyond the creek. These shots were taken along the Lapasan-Camaman-an Road near Prycegas Refilling Station. You can clearly see the mall’s East Wing in the background.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2666.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2665-copy.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2666-copy.jpg

Meanwhile, extension of Rosario Strip is also underway and almost done just beside Coffeeworks.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2585.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2587.jpg

With all these developments inside the 30-hectare commercial complex, still the company is mum about such undertaking. They continue to amaze us by continuing to build, demolish, alter, and build again and again. Limketkai is one we can really call homegrown.

Flood control
September 25, 2011, 3:22pm

CAGAYAN DE ORO CITY, Philippines – Thousands of residents in this city can now have a sigh of relief after the government pushed through with the multi-million-peso flood system project along the heavy populated and flood-prone villages here.

The project is expected to benefit the villages of Carmen, Macasandig, Poblacion, and Uno, all flood-prone areas along the side of the vast Cagayan de Oro River.

The flood control project involves the construction of revetment and channel excavation along the Cagayan de Oro River Basin Project (CDOCRBP). It was learned that the project will be completed in 300 days. (Mike Crismundo)

OroChamber conducts livelihood training
Tuesday, September 27, 2011

THE Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (OroChamber) will be holding livelihood trainings for women in the villages on September 27 at the Barangay Nazareth Hall.

The whole-day activity, which would start at 8 a.m., will be attended by women beneficiaries from Barangays Camaman-an, Gusa and Nazareth.

“The rise in the prices of basic commodities is already over-stretching the purchasing power of every Filipino hence there is a need to enhance the livelihood capability of every family,” said OroChamber Vice President for Agriculture, Mining and Fishery Sector Atty. Zoilo Antonio Velez.

Velez said the Chamber thought of helping augment the income of target families in the city to cope with the steady increase of the prices of basic goods by giving them additional livelihood opportunities.

The training intervention, which is lodged in the Chamber’s Ice on Milk Project, is supported by Representative Maximo Rodriguez of AbaMin party-list, BusinessWeek, National Dairy Authority Region X, Magnum Radio, Parasat Cable, Sun.Star Cagayan de Oro, Mindanao Current and Land O’ Lakes.

During the training, the participants will be taught how to make white cheese, yema and lactoflan, which they can readily sell and earn extra income in the process.

The trainers are experts from NDA-Northern Mindanao and the Northern Mindanao Federation of Dairy Cooperatives.

OroChamber president Tony Uy expects a good number of women-participants during the BIMP-EAGA Trade Fair cum Oro Best Expo 2011 in October as the livelihood session will be staged back-to-back the Dairy Forum.

The October 20 event will also train the next batch of trainees from Puntod and other barangays on relevant milk processing techniques. (PR)

“Some are new. We let the Department of Education (DepEd) choose the school beneficiaries,” he said.

By Michael Andrew W. Yu

VICE President Jejomar C. Binay led the ground breaking ceremonies and signing of memorandum of agreement for the housing projects within the vicinity of Phividec Industrial Authority (PIA) covering 2.958 hectares.

Binay, who also chairs the Housing and Urban Development Coordinating Council (HUDCC), said the housing is granted to the PIA employees.

Phividec Industrial Authority (PIA), National Housing Authority (NHA) and Home Development Mutual Fund (HDMF) or Pag-Ibig Fund signed the agreement at the Phividec Area in Tagoloan, Misamis Oriental on Monday morning.

Under the project, 1.94 hectares of the area will be for residential, 0.87 hectares for circulation, 0.07 hectares for park and play ground, and 0.067 hectares for community facilities.

The project was in response to the call of Binay to the government to convert idle properties into housing projects for their employees.

Binay had earlier issued his commitment to provide technical and financial assistance to government agencies that will be undergoing the projects.

Present during the event were PIA General Manager Leo Tereso Magno, NHA General Manager Chito M. Cruz and Pag-Ibig Fund Chief Executive Officer Darlene Marie Berberabe.

Elvera Garcia, PIA Union president, said the housing project is the realization of their dream to own a house.

Binay said once the housing project is completed, beneficiaries will be obliged of the monthly amortization.

Under the project, a 36-sq. m. single-detached house will cost P216,000 with a monthly payment of P1,870 while a 42 sq. m. single detached house costs P252,000 with a monthly payment of P2,086 and a 70 sq. m. two-storey house costs P420,000 with a monthly payment of P2,398 and an equity of P116,000.

The amortization will be 30 percent for six years to be paid monthly.

“The monthly amortization we receive will be used to construct houses and to give more housing projects to the people,” Binay said as he hoped that the current 3.6 million housing gap will be answered within 10 years.

Meanwhile, Binay awarded Transfer Certificates of Title (TCTs) to 90 housing beneficiaries from eight community associations in Cagayan de Oro and Butuan cities under the Community Mortgage Program of the Social Housing Finance Corporation during the opening of the 10th Pabahay Caravan in Cagayan de Oro recently.

by Rutchie Cabahug-Aguhob

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 26 (PIA) -- The construction of a pedestrian overpass topped the list of 14 infrastructure projects that Congressman Rufus B. Rodriguez of the city’s 2nd District, has turned-over to the different recipient barangays of his district, last Sept. 23.

Worth some Php14 million, funding for the said projects were sourced out from the Congressman’s Priority Development Assistant Fund (PDAF).

“These projects were very much needed by our constituents in these areas, that’s why, they had to be prioritized,” the Congressman said during the projects’ turn-over ceremony attended by the residents of the barangays where the projects were undertaken.

“I am, particularly, concerned of the safety of the school children who have to cross the street before and after classes, thus, the construction of the pedestrian overpass, to keep them safe from vehicular traffic,” he said.

In hand to receive the projects were the different Punong Barangays (Village Chieftains) of the concerned barangays, together with the members of the barangay council.

Of these projects, three (3) were on the construction of multi-purpose buildings (MPB), three (3) were on the repair of roads, two (2) were on the repair of bridges, two (2) were on the construction of flood control dikes and one (1), each, were on the construction of a pedestrian overpass, construction/repair of drainage, construction of MPB covered court and repair of water system.

Engr. Allan Borromeo of the City Engineering District, Department of Public Works and Highways (DPWH) said funds for the repair of Agusan Bridge at Php719,069.76 and Bigaan Bridge at Php628,806.80 were sourced out from the Assets Preservation of National Roads Generated from Pavement Management System and HDM-4 Preventive Maintenance of the Butuan City-Cagayan de Oro-Iligan City Road (BCIR). Waste contractor now regularly cleaning Divisoria

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/divi1.jpg

In case you haven’t noticed it, Basura Atbp Inc. (BAI), which has been contracted by the city to collect garbage (LINK) has been deploying personnel at Divisoria, sweeping and collecting trash and other wastes found in the vicinity of the park.

You can clearly spot them with their brightly colored uniform and their gadgets, a broom wheelbarrow, dust pans…I often observe them do their tasks once in the morning around 9AM and again in the afternoon at around 3pM…I think they just reprised the Oro Aides of yesteryears which used to perform the same work decades back. Their task is not easy… unless you make it easy for them by throwing your own wastes in the respective garbage bins.

PROJECT WATCH: Other construction updates 37
Sep.26, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2571.jpg

Here are more new construction projects in the city beginning with the vertical expansion of Metrobank Corrales branch.

This branch was supposed to be the tallest building in Cagayan de Oro when it was constructed in the mid-90s but unfortunately, plans changed and only a 2-storey structure was erected.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2569.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2570.jpg

Next is the vertical expansion of Prawn House Suites and Restaurant at Pueblo de Oro. Based on the photos below, I think they’re adding two more floors. This just shows that the city’s hotel industry is booming that even with the remote and interior location, such expansion is happening.

Fronting Market City is another new yet small construction. I believe this is a spillover of the economic activities of the market cum terminal.

Soft opening for Gaisano Bulua
Sep.27, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2634.jpg

Gaisano Bulua had its soft opening last Friday, September 23, 2011.

Cagayanons particularly living in the western part of the city and nearby municipalities flocked to the opening day which caused traffic in the area. The three level commercial establishment has a supermarket, department store, and appliance center but is still not completely finished as minor works were still being undertaken. Even the facade is still very bare as shown in the photos. So far the only available parking spaces are the ones located at the front and on the side access. The supposed parking in the back is still being developed. Meanwhile, other patrons utilized the parking area of De Oro Home Plus located across Gaisano.

One thing for sure is that this project will minimize shoppers in the area in going to the city proper. The newest branch is Gaisano’s 6th in the city after Gaisano Osmeña, Gaisano Cogon, Gaisano Carmen, Gaisano City-Mall, and Gaisano Suki Club.

PROJECT WATCH: Centrio latest – Kukun Hotel now 8 floors up
Sep.26, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2611.jpg

I passed by Centrio yesterday and took some quick snapshots of Ayala’s mixed use development.

As shown above, the mall’s shape is beginning to emerge as seen along Corrales Avenue. One can observe the 3-storey mall’s height with respect to the existing road level. In my illustration below, the mall’s ground floor is approximately 1.5 meters above the road. I believe this already considered the highest flood level experienced in the area (year 2009). It is basically the same as the ground floor level of Gaisano Mall.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2610-copy.jpg

In the same illustration, construction of Kukun Hotel has now reached the 8th floor of the building (or 5th level of the hotel). The 8-storey hotel sits on top of the mall making it 11 storeys high.

Browse over more photos below.

Music & Booze at PUNCHBOWL
Sep.26, 2011

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2504.jpg

PUNCHBOWL, located along Corrales Avenue just beside Karomata adds to the city’s vibrant night scene.

As the sign states, Music & Booze, it probably offers live music and of course alcoholic drinks. I think the place was formerly called MEET SHOP if I’m not mistaken.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2506.jpg

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2572.jpg

And hey, they’re also hiring service crews and waiters… I wonder if there’s still vacancy.

http://www.cagayandeorodev.com/wp-content/uploads/2011/09/IMG_2574.jpg

Interestingly, right beside PunchBowl is Da Tsa…”Lifestyle In A Cup of Tea”… have some tea to clear the cobwebs out of your head….

This is just a few meters away from Yuri’s Cafe, another popular place at night.

Completion of Laguindingan airport underway (http://www.businessweekmindanao.com/2011/09/12/completion-of-laguindingan-airport-underway/)

By Apipa Bagumbaran

Misamis Oriental––Except for its air navigational system and support facilities, with an estimated cost of Php755.24 million, the Laguindingan Airport Development Project (LADP) is already an airport per structure.

This was disclosed Engr. Ryan B. Gico of the LADP Project Management Office, who said the progress of the project is 1.25 percent ahead of schedule, during the media forum conducted by the National Economic Development Authority (NEDA), in Region 10.

Gico said the physical progress of LADP’s civil works component which includes the horizontal and vertical construction, as well as, site utilities registered an actual accomplishment of 88.92 percent, as of September 7, 2011,
Gico also said the horizontal construction comprising of earthworks, pavement works, storm water drainage works, fencing works, sodding, access road, and landscaping is already 93.35 percent complete.

On the one hand, the progress of the vertical construction is 72.17 percent, while the provision of site utilities including electrical and mechanical equipment is 82.54 percent complete, he added.

Vertical construction includes construction of passenger terminal building, operation and control tower building, cargo terminal building, power house building, administration building, maintenance building, cold water receiving station, DVOR/DME building, gate houses and gateway arch, fire fighting vehicles and other maintenance equipment.

Gico emphasized that the project aims to establish an international-standard airport to meet the increasing demand of air passenger and cargo traffic of the Cagayan de Oro-Iligan Corridor (CIC) and the Northern Mindanao region.

The LADP is expected to replace the two existing airports in the CIC namely the Cagayan de Oro (Lumbia) Airport and the Iligan (Baloi) Airport, both of which, are having terrain and weather restrictions that limit the safe operation of wide-body commercial aircrafts.

Once completed, the project is expected to boost the economic activities in Northern Mindanao, as it anticipates to enhance accessibility to promote tourism in the region and contribute to balanced development among regions.

The LADP started in 2000 but major construction commenced in 2008, with a total project cost of Php7,853.43 million.
Meanwhile, the consulting services component of the project which includes both the detailed design and construction supervision, contracted by the Yooshin Engineering Corporation (YEC) and Schema Konsult Incorporated (SKI) started in 2000 and will end in 2012.

The detailed design consisting of the review and updating of the master plan was completed in September of 2001, while the construction supervision is still ongoing with a progress of 84.04 percent, as of Sept. 7.

About four (4) expatriate experts were deployed by YEC on site while SKI has deployed 17 local consultants and 11 support staff, Gico further said.

The project’s air navigation system and support facilities component is currently under the procurement process by the Department of Transportation and Communication (DOTC), he concluded. (PIA-10)

Housing complex promised to state agency employees

CAGAYAN DE ORO -- A residential development for employees of state-run Phividec Industrial Authority (PIA) is set to rise in Tagoloan, Misamis Oriental after the agency inked on Monday a deal with housing authorities. The PIA Employees Village will take up 2.9 hectares of the Phividec industrial estate with 125 lots set to be distributed.

The National Housing Authority will provide the technical assistance for site development while Pag-ibig Home Development Mutual Fund will lend funds to the beneficiaries for the construction of the houses on the industrial estate.

“Housing is one of our major concerns,” Elvira T. Garcia, president of the PIA Employees Union, said at the groundbreaking ceremony earlier this week.

“A number of employees have been renting at the Phividec’s staff houses for over 30 years now. Some have retired without owning a house while some have become informal settlers inside Phividec. We are looking forward to the completion of this project in two years,” she said.

Vice-President Jejomar C. Binay, who also chairs the Housing and Urban Development Coordinating Council for his part said the employees should do their part to ensure the project’s success.

“Beneficiaries have to fulfill their obligations, to pay the monthly amortization. Paying regularly would give a chance for others to access a similar housing project,” Mr. Binay said. -- Louise G. Dumas

Oktoberfest kicks off with Beer Festival
Wednesday, September 28, 2011

The annual Oktoberfest does not fail to excite music aficionados because apart from a grand lineup of performers, the music event explores other possibilities to give audience a different experience every year.

Last Sept. 16, a 30 foot-tall pyramid made of around 1,200 beer mugs was unveiled at the kick-off party of San Miguel Oktoberfest Beer Festival. The structure, which was revealed during the ceremonial toast held at the Aseana City along Macapagal Blvd., is said to be the first and the biggest of its kind that was ever built for any Oktoberfest or any festival anywhere in the world.

According to a San Miguel official, “The beer pyramid is a symbol of our national pride.” Thus during the ceremonial toast, the official added that the beer brand that has always been a source of pride among Filipinos since 1890 is the star of the entire celebration. In line with that, San Miguel designed limited edition bottles exclusively for Oktoberfest party.]

The annual music fest was headlined by sixteen performers and prominent celebrities like Vic Sotto, Sam Pinto, Isabelle Daza, Pepe Smith, Gloc 9, Rocksteddy and Mayonnaise. Celebrated athletes and endorsers like Efren “Bata” Reyes, Django Bustamante and some members of the Philippine Azkals were also present at the event.

Several tents were put up around the area where the public enjoyed different genres of music depending on their preference. At the main stage, Mocha Girls, The Dawn, and Slapshock were the big draws while Greyhoundz, Nyco Maka, Chilli Tees, Tanya Markova, Htankaru, Light of Luna and Moymoy Palaboy made the evening pumped up with their individual numbers.

Following the kick-off party is another grand music fest on Sept. 30 at the NEPO Complex in Angeles City, Pampanga. In October, the Beer Festival will visit Cebu (MEPZA Field, Oct. 1), Cagayan de Oro City (Limketkai Mall, Oct. 14) and Sta. Rosa, Laguna (Paseo de Sta. Rosa, Oct. 28).

PH, Korea ink deal for Misor airport project (http://www.businessweekmindanao.com/2011/09/12/ph-korea-ink-deal-for-misor-airport-project/)

By Faye P. Velasco

THE Philippines and the Republic of Korea (ROK) signed on Wednesday a loan arrangement for the Laguindingan Airport Air Navigation System and Support Facilities Supply Project in ceremonies held at the Department of Foreign Affairs (DFA).

Signing for both countries were Foreign Affairs Secretary Albert F. del Rosario and ROK Ambassador to the Philippines Lee Hye-min.

The agreement will enable the Philippines to secure a loan of up to US$ 13,293,000 under Korea’s Economic Development Cooperation Fund (EDCF), for the airport’s Air Navigation System (ANS) and Support Facilities.

These would include the acquisition of instrument landing system, Doppler VHF omni-directional radio system, airfield lighting system, air traffic control communication system and automated weather observation system, among others.
The project will be implemented by the Department of Transportation and Communications (DOTC).

In his remarks, Del Rosario highlighted the importance of the Laguindingan Airport in Misamis Oriental, which will serve as a major trunk line airport for the booming Cagayan-Iligan Corridor. The airport is expected to be completed by 2012.

“Laguindingan Airport will meet the region’s growing air transportation demand, and boost economic activity not only for Region 10, but indeed, for the entire Northern Mindanao,” he said.

“Significantly, this project was one of the first to be approved during the very first NEDA Board Meeting held under the Aquino Administration, in 2010. The project is therefore symbolic of the President’s commitment to achieving inclusive growth, as well as to his Administration’s desire to spur development in Mindanao to greater heights,” Del Rosario added.

The DFA secretary stated that the loan is emblematic of the increasingly strategic partnership that the Philippine and Korean governments have embarked on, particularly in the economic field.

XU starts construction of new CIT buildings
by Vanessa Gorra

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 29 (PIA) -- Xavier University (XU) marked the construction of two new buildings of the Center for Integrated Technologies (CIT) at the Manresa campus with a blessing and foundation laying ceremony on Sept 28.

The two new CIT buildings are part of a larger plan to develop Manresa as the new XU campus.

The new structures will house classrooms, laboratories and workshops, canteen, library, auditorium and administration offices.

University Chaplain Rev Fr Calvin Poulin, SJ, who presided the blessing, remarked that the buildings being erected signify Xavier’s continuing service to the Church and the country.

He acknowledged the expansion of CIT, which started out being a small vocational-technical school but has now grown to have its own complex in Manresa.

A technical unit of XU, CIT aims to address the industrial needs of the region for competent technicians.

It also provides alternative education opportunities for students who favor more technical and practical skills. (XU/PIA-10)

XU-Ateneo de Cagayan campus to go green
by Rutchie Cabahug-Aguhob

CAGAYAN DE ORO City, Misamis Oriental, Sept. 27 (PIA) -- Xavier University-Ateneo de Cagayan will explore the frontiers on the care for the environment through greater social engagement.

This was revealed by Fr. Robert Yap, the newly installed President of XU, who said making the campus green will be one of his environmental stewardship projects, along with adapting to climate change.

“We need to take care of creation so that creation can take care of us and caring for the environment is certainly one of the most crucial and most challenging to do in restoring the right relationships with creation,” he said.

Thus, XU will pursue the mandate given by the Association of Jesuit Colleges and Universities Asia Pacific to become a prototype green campus for the other Jesuit schools in the region, he said.

He also said XU will implement the plans formulated under the guidance of Fr. Pedro Walpole of Environmental Science for Social Change and use environment-friendly cleaning agents.

Among others, XU will promote a styrofoam-free campus, will operate a Materials Recovery Facility (MRF) and will reduce the waste volume that it dumps at the city landfill.

It will also manage its many beautiful trees by pruning, landscaping and treating tree diseases, will practice composting of its yard and fruit wastes, will set up a rainwater catchment system and will regularly do an energy audit and improve its energy efficiency.

All of these will involve awareness and training programs so that the whole university community is mobilized to maintain a green campus, Fr. Yap said.

“Ateneo de Cagayan will be a green campus … but … with a blue heart … a heart that appreciates the goodness of creation and discerns the active presence of God within creation,” Fr. Yap added. (PIA-10)

B Hotel to hit Cagayan de Oro soon – Bellevue GM

The magazine featured Chan on building a Filipino hotel brand from scratch, setting standards from nothing, and competing globally.

The whole story is on page 100 and 101 of Expat Magazine’s Vol. 5 No. 3 2011 Issue.

“And no, it will not stop with Bohol. Bellevue will soon hit Cagayan de Oro, General Santos, Cebu and Palawan. The B Hotel brand will also reach other cities in the country. All these are meant to lay the groundwork for even bigger things.”

Still, we don’t know where in Cagayan de Oro. But GM Chan is consistent in stating that they will establish their brand in the city.

Gov’t to spend an initial P500M to train workers (http://www.bworldonline.com/content.php?section=Labor&title=Gov%E2%80%99t-to-spend-an-initial-P500M-to-train-workers&id=39162)

AT LEAST P500 million has been set aside for the Technical Education and Skills Development Authority (TESDA) to develop a training program for students and faculty of state universities and colleges (SUCs).
The program aims to address the labor demand of the business process outsourcing (BPO) industry, a Palace official said yesterday.

Budget Secretary Florencio B. Abad said the government was “making arrangements” for the training program with several industries.

“We have submitted to the President an additional budget of P500 million to train about 62,000 potential BPO applicants with a guarantee that about 37,000 will be hired by the BPOs,” said Mr. Abad.

“It will also be used to recruit 150 members of the faculty, to train the potential BPO employees,” he said.

The goal, said Mr. Abad, is to make graduates of SUCs more competitive, as “they are in a better position to secure jobs, while they are in school or immediately after graduation.”

The P500-million budget will likely be lodged under TESDA, which will be coordinating the training program, said Mr. Abad.

Funding will be sourced from the “windfall income” generated from dividends of government-owned and -controlled corporations exceeding the original program of P5.5 billion; the “unspent portion of carryover appropriations from 2010”; and, if necessary, items in the 2011 budget from which the additional expenditure may be funded.

Similar training projects can be undertaken in other “priority” industries, said Mr. Abad, including tourism, agriculture and fisheries, construction and infrastructure development, and semiconductors and electronics.

“[We are looking at] at least P1 billion, including the P500 million, to support training,” said Mr. Abad.

“We will also be meeting with the Semiconductor and Electronics Industries in the Philippines, Inc., in fact, to work out the same program for the semiconductors and electronics industry,” he added.

For tourism, meanwhile, the government will tie up with hotels, restaurants, and resorts.

“They will also be conducting training…in coordination with TESDA, DoLE (Department of Labor and Employment) and DepEd (Department of Education), that will also benefit the SUCs in about seven tourism zones that have already been identified by the DoT (Department of Tourism),” said Mr. Abad.

Prioritized areas include Cebu, Davao, Metro Manila, and Cagayan de Oro. -- Johanna Paola D. Poblete

Govt to spend P1 billion to widen road to new airport
Thursday, 29 September 2011 00:00

THE Department of Public Works and Highways (DPWH) is preparing for a P1-billion road-widening project from Opol town to Laguindingan in Misamis Oriental.

DPWH regional director Norma Geronilla said government engineers were rushing plans and programs of work for the project.

The national government has reportedly set aside P1 billion for the project that would include the widening of bridges.

The project would start in early 2012 to complement the Laguindingan airport project as recommended by members of the sub-committee on infrastructure of the Regional Development Council.

The RDC sub-committee was concerned because the new airport would likely result in vehicular traffic congestions unless the road from Opol to Laguindingan iis widened.

"We hope to finish the construction in 2013 for the public to have comfortable travel and for travelers heading west to experience no hassle," Geronilla said.

Aside from the 24-kilo-meter road widening, the DPWH would also put in place five new parallel bridges.

Rep. Vincente Yevgeny Emano of the province's 2nd Dstrict said the DPWH informed him of the P1-billion budget for the road- and bridge-widening project. He said a road from Laguindingan to Lugait near Iligan would also be opened.

Emano said the government has also set aside P500 million for a new road to connect Bukidnon to the Mindanao International Container Port in Tagoloan.

Misamis Oriental honors Filipino journalists
by Elaine O. Ratunil

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 29 (PIA) -- The province of Misamis Oriental constructed a Press Freedom Monument in honor of Filipino journalists slain for the past three decades.

The monument, located at the Vicente de Lara Park near the Cagayan de Oro Press Club (COPC) building and a radio station, was commissioned by Governor Oscar S. Moreno and done by prominent Filipino sculptor Eduardo Castrillo.

Moreno said the monument is a modest contribution of his administration to press freedom and democracy and is a part of some Php25-million heritage project that would convert the De Lara Park, which is in front of the provincial capitol, into a heritage park.

The only one in the entire country, the monument is in the form of a tableau made up of three bronze-cast figures which pays tribute to the members of the Fourth Estate, most of them based in the provinces, who mostly lost their lives in the line of duty.

Thus, the figures depict various aspects of a journalist’s job including radio broadcasting, reporting and photojournalism.

Placed at the left side of the figures is a wall that holds more than 100 bronze plates, each containing the names of slain media practitioners, their news clubs and date of their death. (PIA-10)

RC Kalayaan hosts Polio Run
Thursday, 29 September 2011 00:00

THE eradication of polio through the PolioPlus program has been Rotary International's (RI) flagship project for 26 years now.

RI has contributed more than $1 billion to the program. More than two billion children have been immunized in 122 countries, preventing five million cases of paralysis and 250,000 pediatric deaths.

It was in 1979 when RI vowed to immunize six million children in the Philippines through a Health, Hunger and Humanity (3-H) grant from The Rotary Foundation. Inspired by the project's initial success, RI then sought out the help of Dr. Albert S. Sabin, the developer of the oral polio vaccine, thus, paving the way for the launching of the PolioPlus program in 1985.

In 1985 when RI launched PolioPlus, there were 350,000 polio cases in 125 countries. Twenty years later, they have been reduced by 99 percent. That is why there was a documentary titled "The Last Inch" that was nominated for Documentary Short in the Oscar awards a few years ago. It referred to the last one percent, although the documentary focused on the polio eradication efforts in India.

India is one of the four remaining polio-endemic countries along with Afghanistan, Nigeria and Pakistan.

RI has not been alone in polio eradication. Since 1988, the Global Polio Eradication Initiative (GPEI) has been spearheaded by the World Health Organization (WHO), RI, the US Centers for Disease Control and Prevention (CDC) and the United Nations Children's Fund (Unicef).

The Bill & Melinda Gates Foundation has granted a total of US$355 million to The Rotary Foundation's PolioPlus, but with a challenge: that Rotary International also raise US$200 million.

The United Kingdom government has also pledged to double its contribution to polio eradication.
RI's PolioPlus program is now more visible with its "End Polio Now" logo which is projected on famous Landmarks like the Roman Colosseum, the British Parliament and the Sydney Opera House, during RI's annual anniversary celebration on February 23.

The Rotary Club of Kalayaan Cagayan de Oro also aims to contribute significantly to RI's PolioPlus program through the Polio Run on October 9, 2011. Chaired by RC Kalayaan Vice President Lani Deleste, who is a triathlete herself, the run's assembly time is at 4:30 a.m. at the Divisoria Kiosk, Cagayan de Oro.

The routes are as follows: 15K, Kiosk to Cugman and back; 10K, Kiosk to Gusa (JR Borja) and back; 5K, Kiosk to Lapasan (Alagar) and back; and 2K, Kiosk to Water District and back. Registration fees are: 15K, P400; 10K, P400; 5K, P350; and 2K, P300. Registration venues: Capitol University Medical City HR Department, Gusa, CDO and Cyclemart, Corrales Avenue, CDO, 8 a.m. to 5 p.m.; Planters Bank and Maybank CDO branches, 9 a.m. to 3 p.m.; and Gram Convenience Store. Registration period is September 5 to October 7, 2011.

There will be free jerseys for the first 400 registrants.

Open ship of vessels at berth in Port of Cag. de Oro is on its 4th day (http://www.pia.gov.ph/?m=1&t=1&id=56708)

by Galileo Garcia CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 29 (PIA) -– The open ship of vessels at berth in the Port of Cagayan de Oro continues on the 4th day of the National Maritime Week (NMW) observed from Sept. 25 to Oct.1, this year.

Engr. Emmanuel B. Carpio, Regional Director of the Maritime Industry Authority (MARINA), region 10, said the open ship, which started last Sept. 6, gives the would-be sea passengers the opportunity to know the comforts offered by the different shipping companies to the sea- traveling public.

During the open ship, the sea-travelers are given a guided tour by the ship’s crew on the important sections of the ship, such as, exits, mess hall, engine room, fire-fighting equipment, life jacket, and the location of other gadgets, which may be operated in an emergency situation while at sea.

Meanwhile, Carpio said a 2-day exhibit by the different maritime agencies runs at the Capitol University (CU) Gym, here, starting today, Sept. 29, until tomorrow, Sept. 30.

On display are information materials on the procedures and other services offered by the passenger shipping lines, the tugging/mooring/manning ship agents and providers of overseas medical service, Maritime Training Centers, Maritime Review Centers, colleges and universities offering Maritime courses.

Also included are government agencies with programs and services for the seafarers, such as, MARINA, Philippine Ports Authority (PPA), Philippine Coast Guard (PCG), Overseas Workers’ Welfare Administration (OWWA), Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), etc.

Carpio said a friendship bowling game have been arranged, this afternoon, at the Xavier Estates Bowling Lanes, as a team-building activity to develop the unity of the NMW member agencies. (PIA-10)

PROJECT WATCH: Other construction updates 37
Sep.26, 2011

Here are more new construction projects in the city beginning with the vertical expansion of Metrobank Corrales branch.

This branch was supposed to be the tallest building in Cagayan de Oro when it was constructed in the mid-90s but unfortunately, plans changed and only a 2-storey structure was erected.

Next is the vertical expansion of Prawn House Suites and Restaurant at Pueblo de Oro. Based on the photos below, I think they’re adding two more floors. This just shows that the city’s hotel industry is booming that even with the remote and interior location, such expansion is happening.

GSIS to establish own call center
Friday, September 30, 2011

THE Government Service Insurance System (GSIS) will be putting up its own call center to make the agency more responsive to its members.

Robert Vergara, GSIS president and chief executive officer (CEO), said the call center, which will operate 24/7, handles queries from GSIS members, including assistance programs and services.

“Members can just phone in their questions or seek clarification on their concerns right in the comfort of their own homes. With this, we hope we will be able to address the simple issues and concerns of our members,” he said.

Vergara added that they have implemented several changes to improve their accessibility to members.

He said one of these changes is the deployment of additional 500 GSIS Wireless Activated Processing System kiosks across the country, where members can electronically access details of their memberships and apply for usual loans without personally going to the GSIS offices.

Vergara added that GSIS has expanded its partnership with the Land Bank of the Philippines (LBP) to give its members the choice to receive their benefits through a Landbank Automated Teller Machine (ATM) or through their electronic card or eCard.

Vergara said this partnership with LBP will make it more convenient to members and pensioners, especially in the remote areas, to access their benefits and loans.

With close to a thousand ATMs all over the country operating 24 hours a day, in addition to the Union Bank’s network, Vergara said GSIS stakeholders can now withdraw their loan proceeds and monthly pensions, at no service fee, anytime.

With these changes, Vergara is confident that they will be able to increase the number of access points in which members can transact with the agency. (PR)

Menchu Lopez remembers holidays with her mom Glecy Tantoco
PURPLE SHADES By Letty Jacinto-Lopez (The Philippine Star) Updated October 01, 2011 12:00

A kind of Christmas hush: Flower Shop president Menchu Tantoco-Lopez with Filipinas Heritage Foundation’s Mita Rufino, a loyal Rustan’s patron over the years.

For people who like to buy their Christmas presents early, this is the time to do it, when the mad rush hasn’t yet set in and you can enjoy the store’s Christmas décor and ambience without being trampled by shoppers.

Matriarch and Rustan’s founder Glecy Tantoco used to start her Christmas shopping in September. Her daughter Menchu Tantoco-Lopez, who also heads Rustan’s Flower Shop, says, “To my mother, September was not too early to cater to those who want to decorate their homes before the Christmas rush, so we’ve adopted this early-bird practice by starting our Christmas display in September, too. My sister, Rustan’s president Nedy Tantoco, had a personal hand in getting all our Christmas displays out. Our busiest months begin from Sept. 15 through October and go on for the rest of the year.”

Menchu’s daughter Maricar Tiangco says, “I remember Lola Glecy would start planning for the Christmas season as early as May and June. She would remind us that Christmas is the most important season for everyone because of the message of faith and love. That motivated our Lola Glecy to plan early. She would draw a list of what Christmas themes to use for the window displays, the ad campaigns, the promotions and giveaways, the gift-wrapping and packaging and other attendant details.”

Mother and daughter, Menchu and Maricar, talk about Rustan’s this season and reminisce about holidays past.

PHILIPPINE STAR: Will you share some of your fondest memories of Christmas as spent in both the store and with your family?

MENCHU TANTOCO-LOPEZ: Christmas is busy and hectic for all of us involved in the operations of Rustan’s and other family companies. But when it’s Christmas Eve, we all draw breath and devote this time exclusively to the family and the grandchildren especially. We gather to celebrate the birth of Christ with holy mass at our family home followed by noche buena shared among our siblings and loved ones.

For the family, we work extra hard and keep long hours because Lola Glecy always emphasized that we ought to give our best, in time, in effort and attention, to our customers.

We were not allowed to make any personal commitments or take overseas trips nor take leaves from Oct. 15 through to December 24. Lola Glecy made sure all of us were in our assigned offices and stores.

Do you have any advice about work and life in general that you learned from your parents and have passed on to your own children?

Menchu: Oh, my parents taught us a lot! But the one thing I remember most was my mother’s advice to always be different. Be ahead and anticipate what our customers want and what they will find interesting and useful. That was so true whether one s buying or selling.

She also emphasized the importance of building a relationship with our employees, many of whom had been with us since we opened the business or had retired with the company, in fact. “Treat all employees with care,” she stressed.

MARICAR TIANGCO: My grandmother taught us the importance of giving top service. She said that for every item that was sold in our store, we must put a little of ourselves in it. It was like stamping our name behind each product we carry and every service we provide. She was very passionate about giving one’s best and being sincere about it.

Every year, you manage to delight your customers with your Christmas collection, what do you have up your sleeves this year?

Menchu: We always go for the traditional colors of red, green, gold, and silver but add a twist, a surprise, like purple accessories or something different to excite our customers and attract their interest. Our colors remain predominantly classic.

Maricar: We also make sure we have something for the children to keep them thinking happy thoughts over Christmas. We collaborated with three talented designers — Anton Barretto, Marissa Lopa and Tania Lichauco. They lent us their expertise in designing our signature Christmas trees.

Tania designed the gold tree and the red cardinal tree. The wintry white owl tree was by Marissa Lopa, while Anton Barretto and Marissa Lopa worked together on the eco-friendly tree of cones and leaves. Anton also designed the whimsical toy tree for the young and the young-at-heart.

Apart from Christmas angels, the all-time favorites, we are introducing the santos collection (holy images) this year. You will notice that they are reminiscent of the olden days when families displayed their holy images in niches or on an altar, very much like what we would see in our churches.

How far advanced do you plan for your Christmas collection?

Menchu: A year, at least. The items you see now on display were ordered from our suppliers from Europe, Thailand, China, and from our local suppliers. It takes time to run the entire process of product drawings, styling, modifications and selection, up to having the items ordered, shipped and finally displayed on the floor.

What sets Rustan’s apart from other local retail chains?

Menchu: We try to be different with our accessories. We want to make sure that the items we have in the store are those that our customers would be pleased to use because they will not find them anywhere else in Manila, therefore unique and exclusive to them. We make sure our items are reasonable and affordable, too.

Maricar: We give extra service to meet our customers’ expectations. For example, if our customers choose a particular color and its attendant accessories, our in-house artists can assemble and design a flower arrangement or trim a whole tree or other house décor for them. We remove the headache and the work involved in putting together a Christmas theme.

Do you give your suppliers certain designs from your own think tank or do you allow them to come up with their own?

Maricar: We discuss with them what we feel would be accepted by our customers geared toward a strong impact. We encourage suggestions from our suppliers who also come out with fantastic ideas.

In the retail trade, how do you nurture a business relationship with your partners, suppliers, importers, and other related services?

Menchu: Our family has always championed product development, something that my mother had instilled in us. But we also expect our suppliers to maintain a high standard of quality and we’ve kept them committed to this ideal year after year.

We built our company’s standing on honesty and integrity. If you practice fair, good and sound work ethics, the relationship is fortified and it flourishes.

What makes the Flower Shop special to you, your “baby” in fact?

Menchu: It was the first job that my mother assigned to me. When she opened our store in Makati in the late ‘60s, my mother thought of opening a separate flower shop to be attached to the retail store.

I had no inkling about running a flower shop. Luckily, I love flowers and when you love something and enjoy being involved in it, you don’t consider it a task. It was easy for me to grow into the job. The flower shop is sentimental to me and it keeps the memory of my mother warm and intimate.

Your family’s group of companies has expanded beyond the retail operation, what got you started in the coffee business, specifically with Starbucks?
Santa bakers

Menchu: Well-meaning friends and colleagues initially discouraged us but we were convinced that it was a new trend that Filipinos would readily accept given their natural love for coffee. We were however surprised to break record with more than 180 branches now including those in Bacolod and in Cebu.

Cebu was a revelation; we thought we’d be lucky to get one or two branches running, at the most. Now, we have eight branches in Cebu with the ninth opening soon plus a new one in Cagayan de Oro.

* * *

When some customers wandered around the Christmas garden, Menchu and Maricar paused to greet them. That gave me a chance to take a closer look at Tania Lichauco’s red cardinal birds looking regal and pretty on top of snowy branches.

Cardinal birds are not found in our local forests. In America, however, this bird has been called the Christmas bird for its spectacular red color that has become the symbol of the beauty and warmth of the Christmas season.

It is also a loving reminder from Mother Nature to focus on our faith with the cardinal’s scarlet plumage representing the blood of Christ shed for the redemption of mankind.

The other attraction was the white owl on a white tree that designer Marissa Lopa mixed with silver balls, gas lamps and soft blue lights. Owls are thought of as messengers and symbols of wisdom and the pure, unblemished spirit like the newborn Christ.

The toy tree by Anton Barretto is also a winner for the joy and laughter it packed in its branches while the eco-friendly nature tree gave a subtle reminder to guard and protect our trees and forests if we are to prevent and avoid natural disasters.

I found more Christmas arrangements using leaves and flowers. It got me thinking about what one author said about flowers: “There are only three things that matter in life: love, life and death. And all three are celebrated with flowers.”

“Handle our merchandise” has been the open invitation of Rustan’s to all who come through its doors. During Christmas, it would usher once again the spirit of care and trust and sharing that would last the whole year through.

PROJECT WATCH: Macanhan flyover now working on the approaches
Sep.30, 2011

Work on the Macanhan flyover has now shifted on the approaches of both sides.

Accordingly, they are targetting the final week of October as project completion. But then again, completion is not the same as being passable as it would need a few more days for the infrastructure to settle down at least.

Now, we have eight branches in Cebu with the ninth opening soon plus a new one in Cagayan de Oro. --time sa, murag na ratol ko ani. I bought a newspaper with this article but missed this part. Whew! Grabe nani Cagayan de Oro! Although this is expected, with Centrio and Paseo opening soon, but could this be located somewhere outside of these glitzy shopping centers? Enlighten me on this please...

It was my first time to visit cagayan de oro back in september, and i easily fell in love with the place. I like especially the dahilayan park. Having been to many tourist attractions in the country, this is one of the best so far.
You are one of the many people I knew who visited CDO and nearby places like Dahilayan and Del Monte...and fell in love...thanks.

BMW opens first showroom in M’danao (http://www.businessweekmindanao.com/2011/10/02/bmw-opens-first-showroom-in-m%E2%80%99danao/)

By Mike Baños

CAGAYAN DE ORO CITY – Germany’s Performance and Luxury car brand BMW has set up its first ever Mindanao dealership in this city.

BMW Premium Motoren Corporation has just opened a P26-million 1,300 sq.m. showroom and service center at a 3,600 square meter lot in the business park of the plush Pueblo de Oro Township in Uptown Cagayan de Oro.

“We will offer the whole line of BMW car models now available in the Philippines as well as BMW motorcycle and bicycles, plus accessories like High Performance Engine Kits and mag wheels for racing, as well as lifestyle items,” said Alan H. Muñoz, Director for Dealer Development. “Our prices from cars to accessories and services are the same nationwide.”

At present, BMW has five dealerships across the country: Prestige Cars (Makati), Autohaus BMW (Libis, Quezon City), Autozentrum BMW (Alabang), Pampanga Premier Cars and Performance Auto BMW (Cebu). Besides Cagayan de Oro, another BMW dealership in Bacolod will also be opening this month. Asian Carmakers Corp. (ACC) headed by Kagay-anon tycoon Jose Ch. Alvarez, is the official distributor and importer of BMW cars in the Philippines.

“Mindanao is a very good market for our motorcycles,” Mr. Muñoz said. “This is our biggest market next to Manila. And that will continue to grow, because admittedly, not only will we be selling to Cagayan de Oro, but the other major cities in Mindanao. We see Mindanao as one big market and the cities are all interconnected with good roads conducive to motorcycling. Having it in Cagayan de Oro will be good.”

BMW car and motorcycle enthusiasts have welcomed the establishment of the showroom and service center in the city since they previously had to send their BMW units to Cebu for servicing.

“This is welcome news for us BMW enthusiasts who previously had to spend a fortune even just to have our units checked up since we had to send them to Cebu,” said Roberto W. Ansaldo, a businessmen and member of Kagay-anon Krusers, a local group of big bike enthusiasts.

Bayerische Motoren Werke AG (BMW or Bavarian Motor Works) is a German automobile, motorcycle and engine manufacturing company famous for its performance and luxury vehicles, and is a global leader in premium car sales. It also owns and produces the Mini brand, and is the parent company of Rolls-Royce Motor Cars. BMW produces motorcycles under BMW Mootrrad and Husqvarna brands.

Law banning kite, balloon within airport approved
By Nicole J. Managbanag
Tuesday, September 27, 2011

THE Provincial Government of Misamis Oriental approved on Monday the ordinance filed by the local government unit (LGU) of Laguindingan town prohibiting the flying of kites, captive balloons, model planes or any flying gadgets within a radius of five kilometers at the Laguindingan International Airport.

The ordinance also prohibits the breeding of domesticated doves and the littering, loitering or entering of any person, vehicle or animals at the airport.

Board member Arish Canonigo, chairperson of the committee on rule and laws, passed a resolution on Monday declaring the ordinance valid.

“This is to make sure that there will be no disturbance in the area when the Laguindingan airport will be fully operational,” Canonigo said.

The ordinance also considered as restricted areas the ramp, taxiway, runway, other aircraft movement areas of the airport and such other areas as determined by the Civil Aviation Authority.

“Except for animals duly allowed by proper authority to be transported to the aircraft, no owner shall allow his animal of any kind to enter or loiter within the entire area,” Canonigo said.

He said those found guilty of violating the provisions of the ordinance will pay a fine of P500 for the first offense, P2,000 for the second offense and P2,500 for the third offense.

Canonigo also said in case of urgent necessity as the circumstances may warrant, the authorized personnel for the Civil Aviation Authority may shoot any animal that crosses, loiters or enters the premises of the airport to prevent damage or accident to the aircraft and its passengers.

The ordinance will take effect immediately upon the operation of the airport.

12,000 farmers to converge on Peasants Month celebration
Saturday, 01 October 2011 00:00

ORGANIZERS vowed that around 12,000 farmers will converge on October 21 at the Misamis Oriental provincial capitol grounds in Cagayan de Oro City in celebration of Peasants Month.

In a press conference yesterday noon, Kilusang Magbubukid ng Pilipinas (KMP) Northern Mindanao secretary-general Richard Colao said they were able to rally farmers from two provinces - Misamis Oriental and Bukidnon - to join the celebration which is also a gathering to lobby their cause.

Colao further said that half of the farmers come from Bukidnon and the other 6,000 come from Misamis Oriental.

In Bukidnon alone, most of the farmers are occupants of the Central Mindanao University (CMU) property.

They will have a caravan from Valencia City to Malaybalay City a day before the Cagayan de Oro City gathering on October 20.

Colao added that they will stay the night at Malaybalay City before resuming their caravan to Cagayan de Oro City on the morning of October 21.

Colao said they will meet with farmers from the eastern part of Misamis Oriental at Agusan highway before proceeding towards the Misamis Oriental provincial capitol grounds.

Around 1,000 farmers from the western part of Misamis Oriental meanwhile will have a separate convoy towards Cagayan de Oro.

A prelude to the gathering will be held on October 18 where 50 farmers-leaders will have a sit-in at the same venue at the Misamis Oriental capitol grounds.

While they are gathering downstairs, key leaders of the group meanwhile will try to meet with Misamis Oriental Gov. Oscar Moreno and Vice Gov. Norris Babiera to lobby their causes.

Colao said the peasants from Misamis Oriental - most of them coconut farmers estimating 43,000 - have been lobbying for just sharing of produce.

He said most of them come from Gingoog City with a total of 30,807 hectares dedicated to coconut production there.
Data provided by KMP stated that there are around 9 million coconut trees in Misamis Oriental.

Colao said that in Salay, the sharing of produce is 60 percent in favor of the Landowner and 40 percent in favor of the tilling farmers.

But the worse sharing is occurring in Gingoog City where Colao claimed that 75 percent worth of harvested coconuts are yielded in favor of the Landowner while only 25 percent will be retained to the farmers. On top of that, the farmers will be the ones to spend for the harvest.

Cepalco eyes more solar-power plants in Mindanao
Sunday, 02 October 2011 17:22 Paul Anthony A. Isla / Reporter

CONSUMERS in Mindanao could soon expect an additional power coming from the sun as Cagayan Electric Power and Light Co. (Cepalco) is set to soon put a 20-megawatt (MW) solar-power facility.

Cepalco said in a statement that the solar power farm will be built in Villanueva, Misamis Oriental.

The location, according to Cepalco, will have enough room for another 10-MW facility that will be added a year later.

While the rule of thumb requires 2 hectares of land for every megawatt sourced from the sun, Cepalco has earmarked about 50 hectares of an industrial zone for a 30-MW photovoltaic plant in the area. As panel efficiencies rise, the land required will shrink.

“The new plant will help relieve shortages by displacing very expensive oil-fired units—which are then turned into reserves where they should rightly be. It will generate power equivalent to at least 30,000 barrels of fuel oil annually. We expect to generate about 14 million kilowatt-hours of electricity annually upon its completion in five years,” said Ramon Abaya, Cepalco president.

The fourth-largest private power generator in the country, Cepalco said its 1-megawatt (MW) photovoltaic plant was installed at a cost of $ 5.3 million, which was partially funded by the Global Environment Facility (GEF) and facilitated by the World Bank through the Intenational Finance Corp.

Cepalco said the turnkey contract was awarded to Sumitomo Corp. Sharp Japan manufactured the PV modules and Sansha made the inverters.

“The power plant is actually just a demonstration solar farm but it has been providing 1-MW of clean electricity to Cagayan de Oro for the past seven years. For our more than 100,000 consumers, that’s seven years of paying less per kWh of electricity, especially during peak hours,” Abaya said.

Commissioned in 2004, the computerized and fully automated solar photovoltaic plant was also the largest of its kind in the developing world.

Despite its size, the solar farm’s operation and maintenance costs are relatively minimal compared to those of other generating technologies, Abaya said.

“Everyday operations are managed by a lone maintenance engineer together with a security guard and a janitor,” he added.

Since its commissioning, the 1-MW solar power plant has fed the grid with higher-than-expected annual generation. In 2010 the plant generated 1.25 million kilowatt-hour (kWh) of electricity compared to the expected 1.19 million kWh.

With their success in providing clean, renewable and affordable power to communities in Cagayan de Oro, Abaya expressed optimism that the government would fast-track the implementation of more solar-power projects in Mindanao.

“Solar farms can complement existing coal-fired plants and can be quickly installed even in off-grid areas. A 10-MW solar power plant can be installed and commissioned in just six months or even less,” Abaya said.

“In Mindanao alone, 13 solar projects are planned with a total capacity of 260 MW. We will be located in Cagayan de Oro, Davao, Zamboanga, Misamis Oriental, Dinagat Island, Zamboanga del Sur, Sultan Kudarat and Davao del Sur,” he said.

Cag. de Oro LGU accepts PPP’s Project EMPOWERING

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 3 (PIA) -– The City Government of

Cagayan de Oro (CDO) has accepted the public-private partnership (PPP) initiated by STEAG State Power Inc. for project EMPOWERING or Empowering Monitoring System on Poverty Watch for a more Effective and Responsive Approach in Governance.

City Mayor Vicente Y. Emano of CDO, in his message read by City Planning and Development Officer Telly Sagaral, during the recent launching of the project, said he has gladly accepted with profound gratitude, Project EMPOWERING and the responsibilities that come with it.

”This will indeed augment and enhance the local government’s development planning arsenal,” he said.

Funded by Steag with some € 277,125.32 or approximately Php16.9 million, the project is expected to run for 18 months, starting September, this year.

Particularly, it will focus on updating the database and information system of the Planning Offices of Misamis Oriental and Cagayan de Oro City that includes the following:

Assessment and validation of the data available in the target municipalities, to include assessment of community-based monitoring system (CBMS) Implementation, Data Collection and Determination of the general information system (GIS) requirements.

Converting of the data into tabular forms using the CBMS software, Data encoding and digitizing to include data processing and validation of CBMS results, development and integration of GIS.

The installation of data from the CBMS will, further, improve the data banking system of the city and will further enrich the data base that we have in the GIS, the CDO Mayor said.

Implementing the CBMS and maintaining the GIS entail a lot of resources, but the cost is worth it, considering the perspective that it affords the public and private sectors in determining and addressing needs, and assessing the scope and degree of response.

“It saves us both time and money and ensures the quality of the service delivered,” Mayor Emano also said.

Meanwhile, the City Mayor also thanked the Department of Interior and Local Government (DILG), represented by Undersecretary Auster Panadero, for introducing CBMS to the LGU’s and for its facilitation and unfailing support.

In the same way, he thanked Dr. Bodo Goerlich, President and Chief Executive Officer (CEO) of STEAG. for extending their extensive resources to this project and to Fr. Robert Yap, President of Xavier University for always being the city government’s partner in working for a better Cagayan de Oro.

“Rest assured, your efforts and ours will not be for naught. We will work very hard to maintain and sustain this project, which embodies your best hopes and intentions for the city and citizens of Cagayan de Oro,” Mayor Emano concluded. (PIA-10)

BSP conducts financial education expo in Cag. de Oro
by Apipa Bagumbaran

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 3 (PIA) --- To highlight the importance of financial education in building a stronger economy, the Bangko Sentral ng Pilipinas (BSP) conducted a financial education (Fin-Ed) expo for the academe and the working sector, here, last Sept. 29-30.

The 2-day Fin-Ed expo was aimed at providing the participants basic understanding about the Philippine Financial System (PFS), as well, as the consumer protection initiatives and consumer assistance mechanism of the BSP.

The expo also sought to equip the participants with the basics of saving, investing, and borrowing, the different financial products available in the financial market, and demonstrate to them the proper handling of physical money.

“The BSP began holding the expo in 2009 in line with our advocacy towards financial awareness and literacy,” said Atty. Thelma C. Pantig, Deputy Director of BSP – Cagayan de Oro City branch.

It is principally anchored on the belief that the efforts of the BSP to promote financial stability and to strengthen the economic and financial system will have a better chance of succeeding, if they go hand-in-hand, with the efforts to protect and educate the public, she added.

With a theme “Financial Education: Building Block for Stronger Economy,” the expo featured mini sessions and lectures conducted in learning booths covering topics on the PFS, financial consumer protection, currency concerns, personal finance, financial products, and financial regulators.

There was also a primer hub where primers, advisories, and other information materials were displayed.

Primer hunt, centavo guess, knowledge bowl, and other interactive activities related to the different mini-sessions and lectures were also featured in the primer hub.

The said expo is one of the advocacy initiatives conducted nationwide by the Financial Consumer Affairs Group (FCAG) of the BSP to support the interest of the public on financial literacy issues. (PIA-10)

Repair of Mambatangan Section of Sayre Highway seen to improve transport services – Congressman Rodriguez
by Rutchie Cabahug-Aguhob

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 3 (PIA) – Transport of goods and services along the Puerto-Mambatangan-Alae Section of the Sayre Highway, is expected to improve in the next few months.

This assurance came from Congressman Rufus B. Rodriguez of the 2nd District of Cagayan de Oro, during the recent ground-breaking ceremony for its repair held in Barangay Mambatangan, this city.

The Sayre Highway serves as the arterial road that connects to other provinces in the southern most part of Mindanao, such as, the Davao and Cotabato provinces and cities like Malaybalay, Valencia, Gen. Santos and Tagum, among others.

“We have considered this section of the highway very important, as it is being used, not only by the commuters, but most especially, by the businessmen from down south who want to ship their goods to other points of the country, through the Mindanao Terminal Container Port (MTCP) located in Tagoloan, Misamis Oriental,” he said.

Goods like vegetables, fruits and fish and other agricultural products need to be transported fast, he said.

Spanning the road from Barangays Puerto and Mambatangan towards Barangay Alae in the Bukidnon border, the project involves the removal of existing damaged asphalt and concreting of road pavement, 3.927 km. long, 6.70 m. wide and 0.34 m., thick.

The allocated amount for the projects is Php118.297 million sourced out from the regular infrastructure funds of the Department of Public Works and Highways (DPWH), this year.

Rodriguez, however, said the contract amount for the project was only Php60,709,621.16 million, to be completed within 210 calendar days by SOCOR Construction Corp., the winning contractor.

“This means the government was able to save almost Php40 million, which can still be used for extending the length of the project,” the Congressman said.

Meanwhile, Engr. Norma Geronilla, Regional Director of DPWH, region 10, said the project will be done under the Rehabilitation/Reconstruction/Upgrading of Damaged Paved National Roads Generated From Pavement Management System/HDM-4 Project Analysis, Intermittent Section National Arterial, Puerto-Mambatangan-Alae Section, Cagayan de Oro II.

It is expected to be completed by the end of April, as stipulated in the contract, Geronilla said. (PIA-10)

Roxas scraps Ro-Ro deal with French (http://www.manilastandardtoday.com/insideNation.htm?f=2011/october/3/nation2.isx&d=2011/october/3)

by Jeremiah F. de Guzman

The Transportation Department is finally terminating the P11.8-billion Roll-on, Roll-off project conceived by the Arrroyo administration.

Transportation Secretary Manuel Roxas told reporters that the French contractor had been informed that the contract for the construction of 72 ports under the RORO project was being scrapped.

“We have informed them that the contract is under review and that we want to terminate the same. We want to terminate it in its present form,” Roxas said.

The transport agency decided with finality that the 72 ports proposed by the Arroyo administration are no longer needed by the country.

The Philippine Ports Authority has said that only two major gateway ports are needed and these can be built by the port authority.

PPA said it is currently prioritizing port infrastructure work in Cagayan de Oro and Tacloban, which will serve as gateway to the areas and neighboring provinces.

“No more bidding for another contract because it is no longer necessary,” Roxas said.

According to Roxas, the government will just pay for the materials that were already delivered to the Philippines by the contractor Eiffel Matiere.

“We will pay the materials delivered. They can sue us instead of paying them incorrectly,” Roxas said.

Owwa turns over P11.25-M for town hospital
Tuesday, October 4, 2011

THE Overseas Workers Welfare Administration (Owwa) turned over P11.25 million to the Provincial Government on Monday, representing the second tranche of its contribution for the construction of Alubjid Provincial Hospital in Alubijid, Misamis Oriental.

Petrona Bergado, Owwa-Northern Mindanao director, assured that Owwa will definitely complete their contribution as they hope for the project to be finished the soonest possible time to be able to provide medical service to their constituents, especially to overseas Filipino workers (OFWs) and their families.

The Alubijid Provincial Hospital is a pet project of Owwa in partnership with the Provincial Government, which is targeted to be finished before the opening of the Laguindingan International Airport in 2012.

Under an agreement earlier signed between the two parties, Owwa will contribute P45 million for the project to be divided into four tranche, while the Provincial Government will provide P55 million.

Owwa already gave a total of P20.25 million.

However, the Provincial Government’s share is not yet available due to a minor setback earlier between the majority opposition and the administration.

Governor Oscar Moreno said they cannot continue the project yet since the majority opposition is not “cooperative.”

Moreno said he is hoping that the majority opposition will be able to differentiate “public service from politics.”

“But I will look for other means to produce the amount for the completion of the project,” he said.

Moreno said the hospital project is an effort to help the residents of far-flung villages in the province, particularly the families of OFWs.

“Once the one hectare modern hospital will be finished, it will surely provide more employment,” Moreno said.

The proposed hospital will boast of modern and state-of-the-art facilities.

The Owwa will provide the amount in exchange for free hospitalization of OFWs and their dependents in the said hospital.

Moreno said the OFWs, being considered as “heroes,” will be given free hospitalization, not only in the proposed Alubijid hospital, but also in all other hospitals of the province.

Road repair seen to improve goods transport
Tuesday, October 4, 2011

TRANSPORT of goods and services along the Puerto-Mambatangan-Alae Section of the Sayre Highway is expected to improve in the next few months.

This assurance came from Representative Rufus B. Rodriguez (2nd District, Cagayan de Oro) during the recent ground-breaking ceremony for the repair of the said road section recently.

The Sayre Highway serves as the arterial road that connects other provinces in the southern most part of Mindanao such as Davao and Cotabato provinces, and cities like Malaybalay, Valencia, General Santos and Tagum, among others.

“We have considered this section of the highway very important as it is being used not only by the commuters but most especially by businessmen from down south who want to ship their goods to other points of the country, through the Mindanao Terminal Container Port (MTCP) located in Tagoloan, Misamis Oriental,” Rodriguez said.

He said goods like vegetables, fruits and fish and other agricultural products need to be transported fast.

Spanning the road from Barangays Puerto and Mambatangan towards Barangay Alae in the Bukidnon border, the project involves the removal of existing damaged asphalt and concreting of road pavement, 3.927 kilometers long, 6.70 meters wide, and 0.34 meter thick.

The allocated amount for the projects is P118.297 million sourced out from the regular infrastructure funds of the Department of Public Works and Highways (DPWH), this year.

Rodriguez, however, said the contract amount for the project was only P60,709,621.16 million to be completed within 210 calendar days by SOCOR Construction Corp., the winning contractor.

“This means the government was able to save almost P40 million, which can still be used for extending the length of the project,” he said.

Meanwhile, Engineer Norma Geronilla, DPWH Regional Director, said the project will be done under the Rehabilitation/Reconstruction/Upgrading of Damaged Paved National Roads Generated From Pavement Management System/HDM-4 Project Analysis, Intermittent Section National Arterial, Puerto-Mambatangan-Alae Section, Cagayan de Oro II.

Geronilla said the project is expected to be completed by the end of April, as stipulated in the contract. (PIA-10)

Women group to hold ‘fun run’
Tuesday, October 4, 2011

IN TIME for the celebration of the “International Day of No Prostitution (IDNP)” on October 5, 2011, a group of women in Cagayan de Oro celebrates the annual observance with a “fun run” at 6 p.m. on the same day.

Starting at the Kiosk in Divisoria, members of the People Working Against Prostitution (PWAP), employees from the government, volunteers from non-government agencies and the private sector, will tour on foot the whole Divisoria area calling for a stop on prostitution activities in the city.

Sister Carmelita Areña, a PWAP member, said the primary purpose of the activity is to strengthen the women’s advocacy against prostitution of women and children.

Secondly is for the group to raise some funds for its education campaign basically on how women could refuse the temptation of earning huge through “selling their flesh”, Areña added

“This is also for those who love prostitution. We would like them (both customers and prostituted individuals) to understand the ill effects of patronizing prostitution. Instead of making love with them, what if these people tell a woman or a man to stop being prostituted,” she said.

After the fun run, a short program will be held at the same venue.

PWAP expects public’s positive response on calls to stop prostitution activities in the city.

Meanwhile, the PWAP expressed disappointments over the City Government’s “unrecognizing attitude” towards the said international observance, as they noted that no activities were lined up by the City Council and the executive department for the purpose.

The PWAP said despite the Executive Proclamation of former mayor Constantino Jaraula, declaring October 5 as the annual observance of Day of No Prostitution, there are no signs that the present administration would initiate anti-prostitution campaign during the day. (Loui S. Maliza)

Foundation hands out School materials in Cagayan de Oro
Friday, 30 September 2011 00:00
By JIGGER JERUSALEM
Correspondent

WITH smiles on their faces, more than 4,000 public primary School pupils from the city's upLand communities have recently received School materials from Education First Foundation (EFF).

For this School year, a couple of Schools were added on EFF's list of recipients. From one beneficiary-School when the project started in 2007, EFF has now expanded its donation efforts to 13 Schools.

Among the beneficiaries who received the School materials are the pupils of the elementary Schools in Mambuaya, Bayanga, Midkiwan, Batinay, Kiam-is, Upper and Lower Tignapoloan, Tagpangi, Iba, Baluarte, Dansolihon, Mangalay and Pamalihi.

Witnessing the distribution of the School supplies is EFF board member Fiona Julie Fairbairn who came all the way from the United Kingdom where EFF is based.

According to Anna Asiñero, EFF board member and overseer of the foundation's projects in the Philippines, the School supplies consist of the following: notebook, paper, pencil, ballpen, crayons, sharpener, paste, ruler and plastic envelope. Grades 4 to 6 pupils also received informal theme and Sulating Pangwakas booklets.

"We really made it a point to provide the students with all the basic School materials that they need in their studies," Asiñero said.

She said the School supplies are a great motivator for children in far-flung villages to attend their classes.

"Most of these kids have to walk many kilometres from their home to School, and with the materials they now have every reason in the world to go to School," Asiñero added.

The distribution of School supplies to less advantaged children in the countryside is the biggest project the EFF has embarked upon.

EFF is also proud of its five scholars who are currently studying at Xavier University taking up various baccalaureate courses, among them Education and Psychology.

The scholars-Edward Salinas, Eleanor Aseniero, Emmalyn Uayan, Kimberly Ann Elias and Marie Louise Rivera-are the first batch of college students that EFF has supported. Upon graduation, they are expected to return to their communities to teach or help the children in some other ways.

Aside from that, EFF also has initiated other undertakings aimed at helping the kids in the city's hinterLand communities.

In fact, Asiñero said, EFF also funded the construction of a classroom and a teacher's cottage in Iba Elementary School in the village of Dansolihon recently.

The turn-over of the classroom was witnessed by Myrna Castanos, assistant Schools division superintendent of the Department of Education (DepEd); Delia Agbon, ES-1, MSEP Supervisor; Ben Espera, southwest district supervisor of Cagayan de Oro; Naomi Tocmohan, Iba Elementary School principal; and Gilbert Nacalaban, the village chief of Dansolihon.

Rizal-themed ballet at Liceo
Friday, 30 September 2011 00:00

BALLET Philippines is the country's premier dance company based at the Cultural Center of the Philippines (CCP). Moreover, this production commemorates the 150th birth anniversary of our national hero, Dr. Jose Rizal, and intends to awaken the sense of patriotism among our young people, the students specifically, to find meaning in their lives as responsible citizens of this country.

It is our honor and pleasure to invite Cagayanons in their wondrously Educational undertaking through Ballet Philippines production Crisostomo Ybarra. Named after the mysterious rebel who exacts vengeance in Dr. Jose Rizal's second novel Noli Me Tangere, the production is a gripping re-imagining of the iconic narrative set in the idiom of modern dance. After all, the new artistic director of Ballet Philippines, the country's premier modern dance company based at the CCP, is none other than Paul Morales, himself a guru of the art.

On October 5 at 3:00 o'clock in the evening, we bring onstage this production at the Liceo Civic Center in Cagayan de Oro City. This performance will be watched by some 3,000 students from grade School, high School, and college levels in Cagayan de Oro City.

As you know, the organization, Association of Solidarity for Prosperity, Inc. seeks to elevate and uplift the lives of the indigenous people, in particular, the Manobo tribe in San Fernando, Bukidnon. Proceeds from this undertaking will fund the Educational and social services we are providing to the Manobos.*

ADVISORY: LEPTOSPIROSIS

Read more here: http://www.leptospirosis.org

Just a precaution to everyone doing Adventure/Eco Travel anywhere in the tropics. Leptospirosis incidence are now getting reported often to those playing and working in fresh water such as Whitewater Rafting and Kayaking.

^^ I don't think this disease a threat to those doing WWR or Kayaking at Cagayan river. The river path we cross is a continuous flow and no farm animal shelter is nearby water path. For what I know leptospirosis infection can be easily catch in urban still flood water and you have open wound skin. This disease is cause by rats urine or stool that get mixed with flood water. Maybe what I worry more is the mosquito which carry dengue bacteria than leptospirosis.

kung gikan ka sa davao, sa agora terminal/market city ka monaog. there two choices, pwede ka mag-land trip which is the long cut or pwede ka moagi sa pier para mosakay sa fast craft which is the short cut. kung long cut ka pwede ka makadala og sakyanan while dili ka makadala'g sakyanan kung mo-short cut ka. if you take the short cut, pagnaog nimo sa bus, sakay ka either taxi or jeep padulong sa pier sa macabalan. from there, naay fast craft gabiyahe padulong sa camiguin twice a day. if you take the long cut, sakay ka sa bus or imong sakyanan padulong sa balingoan misamis oriental. from balingoan, naay barge gabiyahe from balingoan to benoni camiguin. kung short cut ka, two hours lang while ang long cut kay mga four hours ang biyahe
