I was in Cagayan de Oro for just one day to have my birth certificate authenticated. Took some time to shoot some pictures in the afternoon before I left back to Cebu.

Since Felipe Velez Abrogar was a young boy of eight in the middle sixties, he grabbed every chance he could get to fish in the Cagayan River which ran near their residence in Barangay Nazareth, in the then sleepy city of Cagayan de Oro.
Together with fishing buddies Nilo and Daning Loplop, the boys would frequent the arroyo (Spanish for creek) or sapa near the Archbishop’s House to fish for halo-an (mudfish), pantak (catfish), casili (eel), kikilo (spotted scat) and buwan-buwan (tarpon).

However, unlike most of the boys his age, Pipi, as he is better known to friends, chose not to eat his catch most of the time but instead raised them as pets in pails and barrels in his residence, much to the annoyance of his mother. Of course, those which didn’t survive the trip home ended up in the dinner table, which placated his mother somewhat.

Pipi’s love affair with the Cagayan River and its fishes ran up to his high school days at Xavier University-Ateneo de Cagayan but was abruptly cut when he had to leave for Manila to continue his college studies in music at the University of the Philippines.



Meantime, Kag. Pipi Abrogar takes comfort in the words of a young monk he met at the Thai fish sanctuaries when asked what happens to the fish whenever there was a flood.

The young monk just nodded sagely, smiled and replied, “They will be back.”

CAGAYAN de Oro Archbishop Antonio Ledesma on Wednesday challenged city hall to show some political will by putting a stop to all mining activities in the city in the aftermath of the Typhoon Sendong devastation last month. Ledesma said this a day after the city council majority blocked a proposal made by Councilors Edgar Cabanlas and Roger Abaday for a suspension of mining operations in the city. The opposition council subsequently called for an investigation into the alleged ties of some of the legislators to miners.

The proposal was blocked by Councilor President Elipe. Councilors Alden Bacal and Simeon Licayan threw their support behind Elipe. Elipe argued that there were no data to support the conclusion that mining factored in the floodings last month. The Roman Catholic archdiocese has called on civil society groups to pressure the local government to do something to stop the mining operations.

Irate Cagayan de Oro folk take crusade vs mayor from virtual to real world

CAGAYAN DE ORO CITY, Philippines -- Irate residents of this city launched a public forum on Friday to give the public a venue to vent their outrage against the perceived inutility of City Hall in responding to last month’s devastating flashfloods, which claimed hundreds of lives.

The forum, initiated by Save CdO, a group of city residents who started a virtual forum for survivors of tropical storm “Sendong” on Facebook, was launched at the Kiosko Kagawasan at D.V. Soria with at least 200 people in attendance despite the rain and hundreds more walking in to sign the petition to recall Mayor Vicente Emano.

There was also no electricity, prompting organizers to bring in a generator. Group members said City Hall had not processed their application for a permit to hold the forum.

About Project Cagayan de Oro

On December 16, 2011 the island of Mindanao was hit by Typhoon Washi – locally known as “Sendong”. Heavy rains caused destructive flash flooding which killed over 1,200 people and left hundreds more still missing. Nearly 50,000 homes were damaged or destroyed.

After extensive discussion and assessment, we’ve decided to respond with Project de Oro, opening the door for volunteers to provide meaningful help on the ground. While programs are still in the planning phase, our initial assessment is suggesting two needed activities: clearing mud and debris, and building permanent shelters.

CAGAYAN de Oro Archbishop Antonio Ledesma on Wednesday challenged city hall to show some political will by putting a stop to all mining activities in the city in the aftermath of the Typhoon Sendong devastation last month. Ledesma said this a day after the city council majority blocked a proposal made by Councilors Edgar Cabanlas and Roger Abaday for a suspension of mining operations in the city. The opposition council subsequently called for an investigation into the alleged ties of some of the legislators to miners.

The proposal was blocked by Councilor President Elipe. Councilors Alden Bacal and Simeon Licayan threw their support behind Elipe. Elipe argued that there were no data to support the conclusion that mining factored in the floodings last month. The Roman Catholic archdiocese has called on civil society groups to pressure the local government to do something to stop the mining operations.

‘Bourne’ director Stillman helps typhoon victims

HOLLYWOOD film director Dan Stillman of the Universal Film Studio recently
recounted what he described as a horrible scene when he visited Cagayan de Oro few days after typhoon Sendong devastated the city and other parts of northern Mindanao which left more than a thousand dead and destroyed lives and properties of an unimaginable magnitude.

Stillman, who is the assistant film director and production manager of the Hollywood movie Bourne Legacy which is now being shot in Manila, was also in Cagayan de Oro on December 23-26, 2011 to distribute goods and Christmas gifts to about 300 children whose families were victims of the calamity.

Environmentalist fears another ‘Sendong’ in Oro

AN ENVIRONMENTALIST is urging the government to “clear all riverbanks and flood-prone areas with people” the soonest to avoid another “Sendong-like” tragedy that might come in six months’ time.

Orlando Ravanera, an environmentalist who is also the regional director of the Cooperative Development Authority (CDA), said there might be another flood coming in the city that is even much worse than “Sendong”.


Ravanera had been tagged as a “prophet of doom” when he revealed the coming of a flash flood two years ago if illegal activities in the mountains such as mining and logging would not stop.

This time, he is again calling local officials and proper agencies to stop these illegal activities.

Backup plants spare CdO from brownouts


CAGAYAN DE ORO - In the near term, this city will be spared from rotating brownouts caused by a power supply deficiency because of standby generating plants of the Cagayan Electric Power and Light Co. said David A. Tauli, vice-president of the Mindanao Coalition of Power Consumers, on Thursday.

"In other areas there is already a grid alert," Mr. Tauli said.

The city’s power utility -- which supplies about 130 megawatts to its franchise area including this city and three towns in the province of Misamis Oriental -- is backed up by the seven-megawatt Bubunawan hydroelectric power plant and a one-megawatt photo-voltaic plant.

Over the past few weeks, Mindanao’s power generation plants have been short by 50 to 100 megawatts on a daily basis, but rotating brownouts have been prevented in major cities by backup plants run by local utilities. As of Friday, the Mindanao grid was short 52 megawatts based on data from the National Grid Corp. of the Philippines’ website.

DSWD: Quadruplex homes to be built for 'Sendong' victims in Cagayan de Oro

Quadruplex shelter units worth some P203 million will be built for victims of tropical storm "Sendong" (Washi) in Cagayan de Oro City, the Department of Social Welfare and Development said.

The DSWD signed an agreement with nonprofit organization Habitat for Humanity and the Cagayan de Oro City local government to build shelter units in the city’s Calaanan area.

“Following the signing of the agreement, the DSWD will transfer P203 million to Habitat for Humanity for the construction of quadruplex houses in the area. There will be four families per 40-square-meter structure,” the DSWD said.

Earlier, the 9.4-hectare lot in Calaanan had been identified as a permanent resettlement site for families displaced by “Sendong.”

A padugo ceremony was done Wednesday in the area, while a groundbreaking ceremony has been scheduled on January 25.

Local government urged to create watershed management council
Thursday, January 19, 2012



THE Provincial Planning and Development Office (PPDO) is urging all local government units (LGUs) in Misamis Oriental to create a Watershed Management Council in their respective areas.

Catherine Fonollera-Hooper, representative of PPDO, said LGUs should have a micro-watershed approach and be aware in their area what the watersheds are, especially in the barangays.

At least 27 watershed areas are identified in Misamis Oriental, including the city of Cagayan de Oro.

Hooper said the creation of a watershed management council in every area will serve as an oversight body for every watershed.

She said the council will be responsible to check and conduct planning that will contribute to the stability of the watershed.

“The stability of watershed equals disaster risk reduction,” she said.

Hopper said watershed management pertains to any human action aimed at ensuring a sustainable use of natural resources such as agricultural lands, water bodies and forestlands.

MisOr calls for declaration of watershed areas

THE Provincial Disaster Risk Reduction Management Council (PDRRMC) of Misamis Oriental passed a resolution on Wednesday calling for the declaration of watershed areas in the province and the banning of mining operations within the watershed areas.

Teddy Sabugaa, PDRRMC executive director, said the resolution would be addressed to President Benigno Aquino III asking him to declare these watershed areas and hasten their protection.

Sabugaa said mining should not be permitted within the perimeter of the watershed area, citing that “watershed has the roots of the problem of disaster.”

“Once watershed areas will be declared, mining operation will not be allowed because it destroys the watersheds. The disaster management will only be successful if the environmental management is good,” he said.

Body mulled to probe dams in Oro, Bukidnon

CITY Councilor Alvin Calingin proposed Tuesday the creation of a fact-finding committee that is tasked to hold a dialogue with local officials in Libona and Baungon in Bukidnon to further study whether to allow the reconstruction of dams in the area.


Calingin said the fact-finding committee also needs to study first the possible liability of dam operators and inspect the bridges where the water ran through during the December 16, 2011 flash floods.

Calingin’s proposal came about due to suspicion that the water that contributed to the flash flood came “from somewhere in Libona and Baungon in Bukidnon” allegedly from damaged dams.

Reports said the damaged dams are owned by the National Irrigation Administration (NIA) in Baungon, Bukidnon; Cagayan Electric Power and Light Company (Cepalco) located at the boundary of Libona and Baungon and Rio Verde in Taguanao, Cagayan de Oro.

Lawmakers mull providing subsidies to ‘Sendong’ victims
Friday, January 20, 2012



TWO lawmakers recently filed a bill that seeks to provide subsidies in the electric bills of residents in areas badly hit by Tropical Storm Sendong in Cagayan de Oro and Iligan cities.


Representative Rufus B. Rodriguez (2nd district, Cagayan de Oro) and Representative Maximo Rodriguez Jr. (Abante Mindanao party-list) said House Bill 5685 seeks to provide the subsidies until the residents are fully recovered from the tragedy.

The two lawmakers said both cities need to be rehabilitated and be given all possible assistance, especially the residents.

“And one form of assistance is to give subsidies on their electric bills,” the Rodriguez brothers said.

Also cited as a problem is the influx of many relief goods from donor agencies/companies resulting in the difficulty of storing these goods and the need to establish/improve relief distribution system and logistical mobilization.

Earlier, Councilor Ramon Tabor passed a resolution requesting all government and private institutions like the Cagayan de Oro Water District, Cagayan Electric Power and Light Co., Pag-IBIG, Social Security System, among others, to extend special benefits to their consumers and members affected by “Sendong”.

Local government urged to create watershed management council
Thursday, January 19, 2012



THE Provincial Planning and Development Office (PPDO) is urging all local government units (LGUs) in Misamis Oriental to create a Watershed Management Council in their respective areas.

Catherine Fonollera-Hooper, representative of PPDO, said LGUs should have a micro-watershed approach and be aware in their area what the watersheds are, especially in the barangays.

At least 27 watershed areas are identified in Misamis Oriental, including the city of Cagayan de Oro.

Hooper said the creation of a watershed management council in every area will serve as an oversight body for every watershed.

She said the council will be responsible to check and conduct planning that will contribute to the stability of the watershed.

“The stability of watershed equals disaster risk reduction,” she said.

Hopper said watershed management pertains to any human action aimed at ensuring a sustainable use of natural resources such as agricultural lands, water bodies and forestlands.

MisOr calls for declaration of watershed areas

THE Provincial Disaster Risk Reduction Management Council (PDRRMC) of Misamis Oriental passed a resolution on Wednesday calling for the declaration of watershed areas in the province and the banning of mining operations within the watershed areas.

Teddy Sabugaa, PDRRMC executive director, said the resolution would be addressed to President Benigno Aquino III asking him to declare these watershed areas and hasten their protection.

Sabugaa said mining should not be permitted within the perimeter of the watershed area, citing that “watershed has the roots of the problem of disaster.”

“Once watershed areas will be declared, mining operation will not be allowed because it destroys the watersheds. The disaster management will only be successful if the environmental management is good,” he said.

Body mulled to probe dams in Oro, Bukidnon

CITY Councilor Alvin Calingin proposed Tuesday the creation of a fact-finding committee that is tasked to hold a dialogue with local officials in Libona and Baungon in Bukidnon to further study whether to allow the reconstruction of dams in the area.


Calingin said the fact-finding committee also needs to study first the possible liability of dam operators and inspect the bridges where the water ran through during the December 16, 2011 flash floods.

Calingin’s proposal came about due to suspicion that the water that contributed to the flash flood came “from somewhere in Libona and Baungon in Bukidnon” allegedly from damaged dams.

Reports said the damaged dams are owned by the National Irrigation Administration (NIA) in Baungon, Bukidnon; Cagayan Electric Power and Light Company (Cepalco) located at the boundary of Libona and Baungon and Rio Verde in Taguanao, Cagayan de Oro.

Dams are useless kung wala na mga kahoy sa kabukiran. Second, it will destroy the whitewater rafting business in CDO.

AFAIK, the dam along Bubunawan river was NOT destroyed/broken. Only the powerplant was washed out.

KAGAWad Calingin is trying to fabricate/speculate stories so that he can point a finger to someone else instead of taking responsibility of the deaths of over a thousand people due the city council's decisions (and lack thereof) for political point scoring.

KAGAW Calingin should consult scientist and engineers from XU and any other university in the Phils. and understand why a months worth of rain dumped in the Cagayan River watershed in less than 10 hours can cause damage to the river system.

Blaming someone else upstream is just his ploy to lay blame on someone else.

The flood water didnt reach the top of the dike. The dike is higher than the 2nd level of riviera. But since there aint any dikes in the southern portion to protect paseo, flood water was able to penetrate the complex. All they really need to do is to complete the dike.

if ang dike gikan pa sa upstream, dili ra mulapas.. last 17Dec11 nisulod sa paseo complex tungod kay sa taas palang daan ni invade na ang tubig, so dapat from upstream jud ang dike mag start....

Here are new constructions in Cagayan de Oro City, first for the year. First is this one in Carmen just beside Jollibee Vamenta along Max Suniel Street.
Actually, excavation and pile driving began late last year and now, pre-fab concrete slabs are being installed for the building’s structural frame as shown. I believe this will have 3 floors.

I think I said thank you TOO early. :)

Upon googling, it turns out that the flood water was even higher than the dikes at Paseo Del Rio. I remember 1 photo in the morning of the floods which show a tree hanging at Ysalina Bridge (old Carmen Bridge). This prompted me to google more;

The photos/screen capture below will dispute your claim that "the flood water didn't reach the top of the dike". I beg to differ. :)

As you can see debris on top of the dike. You can also see debris on the 2nd floor. I also remember there was a particular (close up) photos of Paseo del Rio 2nd floor with lots of debris (I just couldn't find this).

^^yup ang tubig nag abot sa tulay, i think the real culprit is the heavy siltation of cdo river that over the years has made the river shallow, what is needed is the dredging, a deep river would have held more water and the damage might have been minimal
