well, sabi ng iba Hypermart daw pero hindi pa ma confirm natin wala pang press release eh.. :)

confirmed na SM nakabuy ng property dyan harap ng Gaisano Mall...a friend of mine went to Cepalco last week nag-inquire about connection, nakasabay nya yung anak ng one of the owners dyan (Cadiz yata family name), nag-paremove ng electric meters nila dyan sa Anflo Building kasi i-dedemolish na daw...hindi lang sya sure when and what would SM develop sa site... :cheers:

I see, so let's make it clear na SM na yong property pero gi koral na ang property, pero no sign of construction pa, pero they are demolishing the old Anflo building.. Cool !!! :)

City earns P111M in October

Date Published: 2007-11-12

The City Finance Department has earned for the city government a total of P111,868,728.57 in revenues and other fees for the month of October, this year.
Lino Daral, city treasurer disclosed this as he said that there is a P17 million increase compared to last year’s income which is only pegged at P94,008,281.74.
Of the total amount, P5,427,737.51 is from Real Property Tax; Business Tax is P50,430,624.27; Community Tax P396,189.80; City Economic Enterprise Department-P2,281,630.67; Hospital Fees-P736,403.25; West Bound Terminal and Public Market-P401,615.57; East Bound Terminal and Public Market-P182,792.00; Building Permit-P717,426.03 and other income-P2,404,137.47.
Out of the total income, the city government allocated P2,194,282.81 for Special Education Fund and P985,036.41 for the 80 barangays of the city. The city also received its Internal Revenue Allotment of P48,890,171.00 Daral thanked the taxpayers for the trust they gave to the city government by paying their taxes religiously.
Meanwhile, Daral said that they have started giving the real tax billing for the new assessment value of properties in the city that will take effect on January 1, 2008 to barangays 1-40 and to the barangays of Bugo to Macabalan.

Phones and other telecommunication equipment delivered for Cagayan de Oro's bungled Barangay Telephone System Project had already deteriorated even before its completion, an official of the project contractor said.

The first batch of equipment were installed on 17 recipient barangays in 2003 when the P49 million project started, and--with it incurring substantial delay--the communication devices slowly deteriorated and run the risk of being damaged if powered up again, said Francisco Villapando, president of Supplier Contractor and Networking Telecommunication (Scantel) Inc.

"Of course, electronic equipments deteriorate, and if these have been unused for a certain period of time, they may be damaged if you plug them on," Villapando said.

Scantel, which has been paid over half of the contract price, is being paid on the basis of equipment delivered, said City Planning Officer Estrella Sagaral.

As of December 2005, the City has already paid Scantel P31,544,761.94, records from the Commission on Audit (COA) show.

Neither Scantel nor officials of the previous Emano administration, which initiated the project, however, can explain the delivery of new equipments despite the fact the technical requirements--specifically the signal transmission systems--had yet to be firmly established.

COA in a 2006 report pointed out that the "non-completion of technical requirements needed in the implementation of the project" has caused "substantial delay" that deprived "beneficiaries of adequate and efficient telephone system."

Villapando argued that the telecommunication systems had initially worked in some recipient barangays, but the signals deteriorated as trees and shrubs blocked the path between the receivers and the signal transmitter located in Malasag hill, Barangay Cugman.

Around seven to five recipient barangays did not have the chance to get signals because the project technicians had failed to account that they were located behind the mountains facing Cagayan de Oro, he added.

He admitted that the project might have taken off without the benefit of a "pre-project area survey."

With the phones and other communication gadgets reaching obsolescence, the Scantel official said the completion of the project depends on two options: replace all telecommunication equipment previously delivered, or keep them in use and add supplemental devices to keep the old ones working.

Villapando said these options are still being negotiated with the City Government. Sagaral, however, said the City would not take part in any additional cost outside of the signed contract.

Given only until December by Mayor Constantino Jaraula to finish the project, Sagaral said Scantel on its own shouldered the cost of any modification or replacement to the existing equipment.

CEPALCO PV Farm

Harnessing the power of the sun.

The 1MW Photovoltaic (PV) farm of the Cagayan Electric Power & Light Co. (CEPALCO) is the largest on-grid PV facility that can be found in the developing world.

The output of the facility is exported directly to CEPALCO's distribution system, thereby providing voltage support and clean energy good enough to power the average neeeds of 800 homes.

The facility was built at a cost of $5.3 million and was funded through a grant from the Global Environment Facility (GEF), and the International Finance Corporation (IFC). It occupies 2 ha. of land and is located in Barangay Indahag, Cagayan De Oro in the province of Misamis Oriental in Northern Mindanao.

There are rougly 6,300 panels. This was a turnkey project with the Sumitomo Corp of Japan and all panels were likewsie manufactured in Japan by Sharp Corp.

Ah, so kahit mahal masyado ang lupang yan binili talaga ni Sy... baka may negotiation na nangyari para mababaan ang price or nagtake effect na ang ginawa ng city hall to defer or lessen the new land zoning value.

Gikural na? It means malapit na yan masimulan or proof lang na nabili nila ang lot. Haay, antay nalang tayo kung ano ang press release nila....

Yung Anflo Motors diba maliit lang yun na display center, ang malaki dyan yung old warehouse type building ng House of Travel. Nademolished na rin ba at kasali sa nafenced?

Updates:

^^there's earthworks on-going at Lapasan area just after the overpass right side going to Bugo. I think I counted 4 bulldozers doing the site preparation of the property (area estimate = 2 has.)

^^civil works for the Limketkai Hotel has began with the covering of the creek. Two huge cranes at the site already

Parasat Timeline

1976 – Parasat Cable TV, Inc. started as an electronic retail store & repair shop established by Engr. Elpidio Paras, then known as Paras Electro Industries System. As an electronic shop, it offered customized music cassette tape recording and video (betamax) rental. At the same time, Paras Electro also installed sound system of various disco houses in Mindanao. Engr. Paras, eventually introduced the concept of locating large TV/ VCRs in various restaurants in the city which showcased the latest sports and boxing championships, way before cable tv became a common fixture in every home.

1985 – Engr. Paras began manufacturing satellite dishes not only in Cagayan de Oro but in other provinces as well.
1986 – With the satellite receiving system, Kagay anons were able to capture the EDSA Revolution, which was being beamed for the first time worldwide by CNN.

1987 – Businessmen and entrepreneurs from all over the Philippines began ordering satellite dishes from Engr. Paras.



An Executive Order 205 signed by then Pres. Cory Aquino, allowed a deregulation of the cable industry. In the same year, demand for satellite dishes from other cable operators in the country increased.


1991 – Parasat Cable TV Inc. was established. It became (and still is) the forerunner of cable TV operations in Mindanao.


Operating with less than 10 employees, mostly fresh graduates and on-the-job trainees from technical schools, Parasat began by installing cable lines in the subdivision where they are located initially offering only 12 channels;


In the same year, Parasat Cable TV formally opened its main office at #73 Cruz Taal, Cagayan de Oro City.

1993 – Parasat Cable TV expanded its cable TV operations to another province - Malaybalay City, Bukidnon.

1994 – Parasat Cable TV interconnected with WINERCOM – Opol, Misamis Oriental’s cable operator.

1995 – Parasat Cable TV acquired complete ownership of WINERCOM, thus making Parasat Cable TV the only cable operator in OPOL, Misamis Oriental.

1998 – First Visayas expansion. This year, Parasat Cable TV widened its coverage but opening its operations in the Visayas region specifically San Carlos City, Negros Occidental.

1999 – Parasat Cable TV expanded its operations to a nearby municipality of Cagayan – Tagoloan, Misamis, Oriental.


Parasat Cable TV established Cable 21 Technologies, a subsidiary company that offers high-speed cable internet service using Parasat Cable TV’s fiber optic technology. It is the first cable system to offer internet over cable in Mindanao.



2000 – Consolidating the different business venture of Engr Paras, UC-1 Corporation was established. UC-1 Corporation encompasses the businesses of Engr Paras, such as Cable 21 Technologies, Tia Nanangs Filipino Restaurant and later on PJOES Diner.

2002 – Parasat Cable TV implemented the deployment of addressable decoder set top boxes to all its subscribers in the Cagayan de Oro, Tagoloan and Opol operations. This allowed the company to offer tiered or packaged programs to its customers as well as for future Pay Per View applications. The company was the first to fully deploy this technology in the Philippines.


2004 – Parasat Tagoloan Branch office was transferred to Puerto, Cagayan de Oro City.


2005 – Parasat Cable TV offered its first Prepaid card during the Morales-Pacquaio boxing championship.

The DOME Expedition Tours (DETOUR) was established in 1996 to cater adventure enthusiasts in the tourism industry. Geronimo M. Garcia, a member of the De Oro Mountain Exploreres Club (DOME) Inc. conceptualized it. Its first venture is the Noslek Canopy Walk, which is an eco-tourism project funded by the Department of Tourism. Other adventure tours are white-water rafting “pinoy style,” family camping, river trekking with waterfall hopping, scuba diving and technical caving.

The idea of packaging adventure tours came from Mr. Garcia’s experience as a member of the DOME Club (founded in 1992). The club basically promotes outdoor activities for fun in promotion of environmental conservation. These activities are primarily the core of the packages of DETOUR. DOME member who are trained and qualified with the necessary skills relevant to outdoor activities are tapped by DETOUR as primary guides to its tours.

NOSLEK CANOPY WALK

Imagine a series of viewing decks connected by hanging cable bridges situated 100ft above ground inside a lush tropical forest – this is it. It is designed for nature lovers that want the feel of being suspended on air.

The Walk is a 2-hour ride from Cagayan de Oro with a side-trip to Silkworm Center. From the drop-off, it will be a 1-hour trek uphill. The day trip is good for 10 hours only and the package rate includes fees, transfers to and from Cagayan de Oro and equipment usage. Food is excluded.

For convenience and safety, guests are advised to wear rubber shoes or trekking sandals, trekking long / short pants and to bring extra shirts and jackets in case of rain.


WATERFALL HOPPING

If you delight in waterfalls, this is your trip. Experience the crystal clear and natural coolness of the Magbais River. Enjoy dipping and even swimming in the every nature-made pool you find. You might also get to climb a waterfall.

The series of waterfalls is a 2-hour ride from Cagayan de Oro with a side-trip to a Silkworm Center. The whole trip will be a river trekking activity. It is good for 10 hours only and the package rate includes fees and transfers to and from Cagayan de Oro. Food is excluded.

Here, guests are expected to get wet. Extra clothing and shoes/sandals are musts.

CLIFF RAPPEL

Experience a 150 ft. cliff rappel at 500 per pax, minimum of 4 pax.

For those who wish underground adventure, experience a two-hour exploration of Kweba de Oro. Perfect for beginners and experienced spelunker.

From the City of Cagayan de Oro, it is a 30-minute jeep ride with side trip to the historical Makahambus Cave and Gorge. From the drop-off, the site is a 30-minute trek. Harness will be issued to all guests as they have to rappel a 110ft. vertical entrance.

Guests should be ready to get wet, so bring extra clothing/shoes/sandals. Food and snacks is excluded in the package. Waterproof flashlight is an advantage.

This is a half-day trip for a maximum of 10 guests.


WHITE-WATER RAFTING

Want to maneuver the Cagayan de Oro River rapids without the hassle of paddling? Then try rafting the Filipino way! A ride on a “pinoy” raft in grouped or solo is the ultimate white-water adventure.

Rates are 3,600 for a minimum of 4 pax, P 4,500 for 5 pax, and 5,400 for 6 pax – the maximum number in a group. This is a half-day trip for a maximum of 12 to 18 guests. For a day-trip, the rate is P 1,200 per head with a minimum of 4 pax.


SCUBA DIVING

Dive the Mantangale way and witness the beauty of nature beneath the waves. The site can be nearby the Mantangale Alibuag Resort or in the depths of Camiguin. The package includes dive gears, dive guide, boat ride and lunch. Wet suit and accessories are available for rent and sale.

Rates are P 3,000 for 2 dives and 2,000 in nearby site.

The Arthro Kontra Arthritis-Cebu ended their two-game losing streak with an 87-85 overtime win over the Holcim Pryce Pharma-MisOr on Monday as the last week of the 2007 Mindanao Visayas Basketball Association (MVBA) Second Conference started at the Xavier University Gym in Cagayan de Oro City.

Regulation play ended at 77-77, the league said Tuesday, and in the extra time, Arthro raced to an 87-79 lead with 1:37 to play.

MisOr fought back with three straight baskets by Mark Abadia, Anton Villoria, and Nathaniel Cruz to trim the lead to only two points, 85-87, with 12 seconds to go.

But in the ensuing sequence, Mark Ababon missed two free throws off a Cruz foul. Cruz then grabbed the defensive rebound and passed the ball to a waiting Lowell Briones, who fired a triple from the corner that saw the ball circle the ring only get coughed out at the buzzer.

MisOr forced the extension via two free throws caused by a wild turn of events in the final seconds of regulation time.

First, Doroteo Almacin sank two free throws off Briones with eight ticks left to push Arthro ahead by four, 77-73. Mark Moreño then drove strong to the hoop for a twisting drive to close in, 75-77, with two seconds left on the clock.

As Arthro was about to put the ball in play, Bernie Ursal was tagged with an unsportsmanlike foul after he sent Moreño to the floor via a hard body check.

Moreño then made both charities to knot the count at 77-77 and ball possession stayed with MisOr.

In the final play of regulation, the ball went to Abadia and he drove strong towards the basket, only to be stopped by a wall of Arthro defenders at the buzzer.

The MVBA makes a stop at the South Cotabato Gym and Cultural Center in Koronadal City on Thursday (November 15) with the MP Warriors-GenSan playing host to the Goldstar Hardware-sponsored Duterte Agilas-Davao starting at 6 p.m.

you know what, that mall competition paved the way for CDO's progress way back in the 1990s. Remember when Gaisano constructed that Gaisano City at CM Recto Ave., Hong See also built his Megacenter at Lapasan. When Gaisano established its Carmen Branch, Ororama did the same. With Limketkai Mall opened, Gaisano built the Mall. When SM was constructed at Pueblo de Oro, Limketkai expanded and added Robinson's CDO...and so on and so forth. :cheers:

Well, NTC has mandated that the local interconnection be implemented ASAP. unfortunately, Philcom hasn't budged one bit and since there's already an order from the regulatory body, Philcom is in no legal position to impose the long distance charges... they are legally liable for charging their subs the P4.50 per minute...

A series of Bantay Banay seminar on R.A. 9262 otherwise known as Anti Violence Against Women and Children Act of 2004, will be conducted by the Community Improvement Division Office (CID) of the City Mayor’s Office this week.

Norma S. Sabacajan, city population program officer-IV said that among the important topics that will be discussed during the seminar is the stereotyping of the role of men and women in a gender-based society and the vital provisions of R. A. 9262.

The one-day training will be conducted in the following barangays: Taglimao, Western Kolambog and Sto. Niño in Lapasan on November 13; San Roque, Lapasan on November 14 and Kauswagan on November 17.

The CID through the Oro Youth Center will also conduct learning sessions on confronting threats and risks among adolescents in barangays Puntod, Macabalan, Bugo, Puerto and Bayabas on November 13, 14, 15 and 16, respectively.

A coop management seminar will be conducted also in barangay Camaman- an on November 17.

City govt creates inventory teams to check 80 brgys

Date Published: 2007-11-13 In order to conduct inventories on properties, finances and records of the city’s 80 barangays, the city government organized inventory teams for the purpose.

City administrator Griscelda Joson said that the inventory team is composed of four teams composed of the following: Team I- City Accountant as team leader with the City Treasurer, City DILG officer, City General Services Officer, Community Affairs Officer and City Administrator as members.

Team II- City Treasurer- team leader while members are City Accountant, City DILG officer, City General Services Officer, Community Affairs Officer and City Administrator.

Team III- City DILG officer as team leader and members are City Accountant, City Treasurer, City DILG officer, City General Services Officer, Community Affairs Officer and City Administrator.

Team IV- City General Services Officer as team leader and members are City Accountant, City Treasurer, City DILG officer, City General Services Officer, Community Affairs Officer and City Administrator.

The said teams are tasked to facilitate in the proper turn-over of the properties, finances and records of the barangays from the outgoing Punong Barangays to the incoming Punong Barangays pursuant to Section 375 of the Local Government Code.

The inventory will start on November 14 wherein each team is required to cover at least two barangays per day in order to finish the inventory by November 27, two days before the new set of barangay officials take over on November 29.

CAGAYAN DE ORO CITY — Mayor Constantino G. Jaraula yesterday announced that the city stands to earn millions of pesos in taxes once two major real estate development projects and eight rural barangays are allowed to tap their water systems directly with the Rio Verde Water Consortium’s bulk water supply project.


Two months ago, Jaraula requested the Cagayan de Oro City Water District (COWD) to allow Rio Verde to provide potable drinking water to Ayala Land’s Alegria Hills and Fil-Estate’s Mountain Meadows, Upper Indahag, Lumbia Poblacion, and barangays Dansolihon, Mambuaya, Tignapoloan, Tagpangi, Besigan, Bayanga, Tuburan, Taglimao, Tagpangi, and Pagalungan pending completion of the COWD Eastern Lateral Improvement Project.

"If these areas are provided with water now, instantly they would be up for reassessment to P3,000-4,000 per square meter. This reassessment would mean millions in real estate taxes for the city government of Cagayan de Oro within the next three to five years he added.

Meantime, Jaraula committed to help convince residential subdivisions within uptown Cagayan de Oro to link their respective water systems with COWD following a deadlock in negotiations.

"I will help convince all subdivisions to link with COWD," Jaraula said. "With the recent July 2007 jurisprudence from the Supreme Court ruling against the exclusivity of franchises which are public utilities, COWD can no longer impose on these subdivisions to link with COWD’s Western Lateral Improvement Project pipeline. Just the same I will continue talking with big developers because if we can attain a volume of, say, 70,000 cu.m. daily for COWD from the bulk water project, this could result in reduced water rates due to economies of scale and everyone benefits."

MANILA, Philippines -- Davao, Iloilo and Masbate drew first blood in football with victories over their respective rivals while Misamis Oriental’s baseball team snared the first gold medal in the 2nd Philippine Olympic Festival Tuesday.

Davao scored a 3-0 shutout of a Negros Occidental 15-and-under side which arrived early Tuesday morning after a 20-hour boat trip from Bacolod City.

The heavily favored Negros booters still have a chance to regroup in the tournament being played at the PhilSports field in Pasig City.

Iloilo blasted Muntinlupa, 1-0, and Masbate routed Bukidnon, 3-1, in the other matches.

Over at the Rizal Memorial ballpark, the Misamis Oriental clouters secured the Games’ first gold by default as the rest of the field failed to make it to the competition.

Philippine Olympic Committee and POF chair Robert Aventajado said the competitions have also lured eagle-eyed national coaches.

“Many of our national coaches are already asking who to watch in the games,” said Aventajado. “I told them there are many talents here waiting to be discovered.”

BUC-AFP-PNP forum set in CDO, Nov. 15

Cagayan de Oro City (14 November) -- This year's Bishops-Ulama Conference, Armed Forces of the Philippines and Philippine National Police (BUC-AFP-PNP) Forum for Peace has been scheduled in Cagayan de Oro City on Nov. 15.

To be participated in by some 79 BUC members who are leaders and clerics of Christian and Muslim religious groups based in Mindanao and 51 officers from the AFP and the PNP, the theme of the forum will focus on "Building Bridges with our Peace Officers."

Aimed at supporting the peace process in Mindanao, the BUC-AFP-PNP Forum for Peace is a yearly activity that started in Nov. 1996 or two months after the signing of the peace agreement between the Government of the Philippines (GRP) and the Moro National Liberation Front (MNLF) in September of that year.

The forum engages on various activities that encourage the promotion of mutual knowledge and understanding, acquaintance and friendship, as well as reconciliation, repentance and forgiveness as indispensable elements of the culture of justice and peace, total development and authentic progress of Mindanao.

"All major service commanders of the AFP in Mindanao, such as those from the Eastern Mindanao Command (EastMinCom) and the Western Mindanao Command (WestMinCom) to include their respective Chiefs, Chaplains/Pastors/Imams have been directed to attend the forum," Lt. Col. Greg T. Almerol of the AFP Civil Relations Service (CRS) said.

Meanwhile, activities during the forum will include the messages of the BUC Convenors, namely: Archbishop Fernando R. Gomez of the National Churches of Christ in the Philippines (NCCP) and Dr. Mahid M. Mutilan, President of the Ulama League of the Philippines (ULP).

Which CDO Rafting Trip is best for us?
This question greatly depends on your group. Generally, novices, families and first-timers enjoy the Beginners Course. For those with some experience, or who have previously run through Cagayan de Oro’s beginners’ course, the Advance Course might whet your appetite. It starts out with an exciting section, so there’s less time for warming-up. It has continuous whitewater sections, but the drops aren’t as big as the Expert section’s. For thrill-seekers with solid class 3 to 4+ rafting experience, it might be the time to challenge the Expert section. This rafting section has very few eddies or recovery areas, and is narrow and steep, a real adrenaline rush! If you have the time, a full day trip will best give you a good taste of what rafting is all about.

When is the best time to go Rafting in CDO?
While Cagayan de Oro offers rafting packages throughout the year, there are seasonal changes that make for varying conditions on the river. January to June: Dry Season – trips are normally hot, with low and clear water, is more technical and more fun. July to December: Rainy Season - skies are normally cloudy, with occasional afternoon showers and the water levels are higher. At higher water, the rapids are more challenging.

How safe is it?
The charm and excitement of whitewater rafting is due mostly to the unpredictable nature of the activity. However, as a participant in our trips, you must realize that certain hazards do exist in rafting activities. Our experienced river guides and staff are all well-trained, well-informed and conscientious individuals who place your safety above everything else. All guides are screened and trained by the International Rafting Federation (IRF) for SAFETY and STANDARDS in river techniques and are First Aid and CPR-certified. Guests are required to read and sign an Acknowledgement of Risks and Release form before registering and participate in our trips, so that you go rafting with the understanding that you are aware of and agree to accept the responsibility for all the risks.

What about children?
It depends on the child and the challenge of your specific rafting trip. It is a fascinating, rewarding experience for a child who is prepared for outdoor adventures, who can easily adjust to the company of adults and the discipline that the water and river safety requires. Keep in mind, there may be others in your group who prefer a trip away from the children. Our company requires a minimum age for the whitewater trip depending on the course but we do permit 6 year-old children in the Beginners Course, and 12 year-old children and above in the Advance and Expert Courses, so long as an adult accompanies them during the expedition.

Does everyone need to be a good swimmer?
NO! Each person is issued a personal whitewater floatation device, which must be worn at all times on the river. These floatation devices are designed to keep any individual afloat on the surface of the water. We do recommend that all participants be comfortable in and around the water, especially on our bigger whitewater trips. We do, however, provide detailed instructions before each CDO rafting trip on how to float and what to do should you fall out of the boat.

What do I need to wear?
Rash guards, nylon long sleeves, swimming attire, river sandals or old tennis shoes are great for rafting trips. Try to stay away from wearing anything in cotton. Hats, bull caps, sun blocks are good for sunny days. You can bring your personal dry bags as well.

What do I do with my camera?
You can purchase many single-use waterproof cameras from camera stores. Larger cameras also have watertight boxes. If you have an exceptionally valuable camera, you have an option to either bring it along or leave it at home. We will, however, provide watertight dry bags made by SOTAR.

What do our CDO river trips include?
All of our trips include the following: well-trained personal guides, river and safety equipment and a dry bag for your valuables. We also offer transportation to and from the river on traditional Public Utility Vehicles (Jeepneys) that you can only experience in the Philippines. Regular trips include a delicious “Pinoy style” buffet lunch and beverages. Meal arrangements and variations may be made according to your group's request upon your reservation.

How many people could make a group?
We offer group discounts for 10 or more people. The discount depends on the number of people in your group, the trip, and the date. Our operation can handle groups of almost any size, even groups of more than a hundred. All trips include a river guide for top-quality CDO rafting trip.

What about the weather? Will we go rafting even if it rains?
The answer in most cases is yes, as long as the cold and the winds do not become a possible threat. Thunderstorms are short-lived and offer a wonderful natural perspective. Sun streaming through the clouds is part of the outdoor experience. Save that extra film for the odd rainbow. It might just be the most memorable whitewater raft trip of your life.

How about changing and restrooms?
At the start of the trip, we can drop you off at the Macahambus Adventure Park if you’re not really well prepared for your rafting trip. At the “Put-in,” however, we don’t have toilet and restroom facilities, but in the “take-out” area, we have provided a good set of facilities for your after-trip needs.

What about Gratuities?
All of our staff is adequately paid for their service. However, if you feel someone has helped make your trip especially enjoyable or educational, tipping is a nice way of expressing thanks, and is greatly appreciated! Started over 12 years ago by members of the Northern Mindanao Mountaineering Society (NORMMS, now the NORMMS Ecological Foundation, Inc.) it is the Philippines' first and only year round river rafting course that is a mere 40 minute jeepney ride from the jump off point in downtown Plaza Divisoria.

"Although we were all into mountaineering, our members were also into other ˜extreme" sports like scuba diving, mountain biking and white water rafting," said Rupert Domingo, who started the first white water group with Randy Corrales, Rolly John Baretto, Julius Guioco, Ronnie Vidal and the late Manny Serina.

"Each of us chipped in P1,500 which we used to buy two Zebylor rafts at the Subic duty free shop," Mr. Domingo recalls. "We bought paddles for P20 each from fishermen in Bayabas but they proved too small for the job and we eventually had to design our own."

With virtually no idea of what they were getting into but spurred by the siren call of thrill and adventure, the group literally jumped into the Cagayan river with both feet first in their rickety boats which could only sit four and were not designed for rafting but fishing.

By 1994, the pioneers upgraded their flotilla with four Riken boats through a friend from the United States. The used boats were not much better than their original ones but were designed for river rafting, so the group plunged on, keeping the rattletrap boats together with Pinoy ingenuity like sticking sticks lashed with rubber bands in holes which the boats inevitably got from the battering of the raw amateurs who were learning how to tame the river wild as they went along.

"We started by rafting downriver from Taguanao," Mr. Domingo recalled. "When we had mastered that stretch, we started further upriver from Bayanga, and when we had mastered the longer route, we again started further upriver from Mambuaya (where the amateur or beginner's course now starts) thence to Uguiaban (where the expert/advanced course now begins)."

With no safety equipment like the helmets or life vests which are now mandatory for all rafters, they persevered, driven by the adrenaline kick inherent in white water rafting, until they eventually reached Tal-ubun in Talakag, Bukidnon which they are planning to develop as an advanced expert course which could run up to 12 hrs.

However, they still were not into commercial operations, charging only P50 per person to defray the cost of hiring a jeepney to ferry them to their "put-in" and pick them up later at their "put-out" sites. But when the traffic of friends and 'friends-of-their-friends' began to get out of control, they decided to go into commercial operations to sustain what had by now become an obsession.

"We bought four more used Riken boats for US$200 each from my friend in the US, which we water proofed by swishing paint around their interiors to plug the pinholes," Mr. Domingo said. In 2001, the group organized themselves into the Cagayan de Oro Whitewater Rafting Adventure, Inc. which became the first commercial white water rafting operator in the Philippines (there are now other white water operators in Cagayan Valley and Davao but these do not have year round operations).

Today, the company has 18 Korean-made 13' x 5' Zebec boats which they purchased online for US$800 each but due to the wear and tear inherent in white water rafting, only nine are now available. A 3 hr run from Kabula to Taguanao with 10 Class II-III rapids costs P800 per head (min. of 4 pax); Mambuaya to Kabula (3 hrs, 14 Class II-III+ rapids) is P1,200 per while the advanced/expert course runs 6 hrs. from Uguiaban to Kabula will set you back P2,000 (min. of 4 pax) and has 25 Class II-IV rapids.

Their first competitor didn't appear until five years later when Cagayan de Oro River Tours Corp. (The Red Rafts) started operations. Then, like the proverbial white water on which the industry literally rides on, competitors seemed to come in torrents, until by the end of 2006, there were six players crowding the Cagayan de Oro River's white waters.

"This shouldn't have been a problem until some players started dropping their prices from the standard P1,200/person per run to as low as P500," Rex Tapungot, operations manager of "The Red Rafts" said. "Competition is healthy, but when you have to pay P1,200 for the round trip on a jeepney alone, it puts the long term sustainability of our industry at risk."

'The Red Rafts' started operations June 2006 with six Korean-made 390R (SB) and four 420R (SB) Zebec rafts. Each raft holds a maximum of six passengers and two river guides. Mr. Tapungot says the six companies now serving the white water rafting industry of Cagayan de Oro can deploy up to 56 rafts which can carry up to 336 passengers per run or 672 daily for two runs. He claims the "The Red Rafts" have served close to 1,000 visitors as of January, 2007.

However, the project had a long gestation period. Conceptualized in 2003, it was only in 2005 when Mr. Tapungot managed to convince investors of its viability and plunk down an initial P1.4-million for the rafts and other equipment. The rafts were ordered in February 2006 under the auspices of the Dept. of Trade and Industry's "One-Town, One-Project (OTOP) program and arrived in April.

But it took another two months before the enterprise was ready since its 14 river guides had to undergo and pass a grueling training program which included first aid and basic life support/CPR under the Phil. National Red Cross (PNRC), river running for 2.5 months with a certified trainor from the International Rafting Federation (IRF), Mabuhay Host/Frontline Servicing under the Dept. of Tourism Region 10 and Cagayan de Oro Historical Walkthroughs with the city tourism and historical commission.

Like most of the six players, The Red Rafts offer two types of runs: the beginners or amateur course runs 12.9 kms. with 14 Class 2-3 rapids and lasts 3.5 hrs. (including side trips) while the advanced or extreme/expert course is longer at 18.6 kms and can take up to 5 hrs with 22 Class 2-4 rapids.

The beginners course costs P900 per person (minimum of five persons) and includes a cavern side trip, jeepney transfer to the rafting area from the Park Café in Plaza Divisoria, briefing on rafting, provision of safety and protection equipment, river and rescue guides, and a fresh shower and change of clothes at the disembarkation point. The longer advanced/extreme expert course costs P1,300 per person (min. of five persons) with much of the same amenities.

Rafters are provided with safety and protection equipment including a certified rafting helmet, life vest certified for white water sports, paddle which can also serve as a safety tool in emergencies, and throw bags with ropes with which a dunked passenger be hauled in from up to 10 meters away by rescuers.

Additional safety measures include the deployment of a rescue raft manned by two experienced river guides with every run, first aid kit, and emergency rescue vehicle which can bring any accident victim to the nearest hospital in 20-25 minutes.

"Our guides are professionals, some are nurses, still others are volunteer trainors of the Philippine National Red Cross for First-Aid, Basic Life Support and Water Safety," Mr. Tapungot said.

Rafters are advised to wear comfortable close fitting shirts, preferably quick-dry; short pants preferably light and quick drying, and strap-on sandals or aqua shoes. Other mandatory stuff experienced rafters bring along are extra clothes and under garments, towel, swimsuit and sunscreen.

Value added services include photo/video documentation using 9.0MP DSLR camera with an unlimited number of still photo and action video shots, sumptuous lunch package, and team building facilitation (for corporate HR programs). However, rafters who would want to record themselves are advised to bring water proof equipment and are provided with waterproof bags for protection of their valuables.

One of the Johnny-come-latelies is Great White Water Tours, which also uses six Zebec rafts from Korea like The Red Rafts. Bimbo Uy, who put up an initial P1-million with his partners (a dermatologist and a businessmen, like him both in their early twenties) says they are charging P1,200 for the basic beginners half-day tour but would not drop their prices just to match their competitors.

"We offer the longest tours and our passengers have seven more rapids to cross," said the young entrepreneur, who together with wife Roxanne Paras also runs two restaurants, P.Joe's Diner in Limketkai Center and P.Joe's Junior at SM City.

"Our passengers also get more value added, especially the extreme sports aficionados who sometimes request us for controlled flipping," he added. "Most operators consider flipping dangerous, but some people find it fun, and we can do it safely under controlled conditions with our trained river guides."

Great White Water Tours claims it utilizes river guides who are residents of the barangays through which the white water river runs. "They are farmers and fishermen when they are not with us, so they know the river very well and that's our added safety and fun advantage," Mr. Uy said.

As of the moment, both young entrepreneurs are in the forefront to organize all operators into the Cagayan de Oro River Outfitters Association with the blessings of the City Tourism Office. The proposed association would standardize safety and security measures, and perhaps equally important, standardize rates and services among the players.

"Over 90% of our passengers are beginners or first timers so their safety and security is our paramount concern," Mr. Tapungot said. "But we should also standardize our rates and services for their sake to give them value for their money and equally important, ensure the sustainability of our industry."

CAGAYAN DE ORO CITY — Mayor Constantino G. Jaraula yesterday announced that the city stands to earn millions of pesos in taxes once two major real estate development projects and eight rural barangays are allowed to tap their water systems directly with the Rio Verde Water Consortium’s bulk water supply project.


Two months ago, Jaraula requested the Cagayan de Oro City Water District (COWD) to allow Rio Verde to provide potable drinking water to Ayala Land’s Alegria Hills and Fil-Estate’s Mountain Meadows, Upper Indahag, Lumbia Poblacion, and barangays Dansolihon, Mambuaya, Tignapoloan, Tagpangi, Besigan, Bayanga, Tuburan, Taglimao, Tagpangi, and Pagalungan pending completion of the COWD Eastern Lateral Improvement Project.

"If these areas are provided with water now, instantly they would be up for reassessment to P3,000-4,000 per square meter. This reassessment would mean millions in real estate taxes for the city government of Cagayan de Oro within the next three to five years he added.

Meantime, Jaraula committed to help convince residential subdivisions within uptown Cagayan de Oro to link their respective water systems with COWD following a deadlock in negotiations.

"I will help convince all subdivisions to link with COWD," Jaraula said. "With the recent July 2007 jurisprudence from the Supreme Court ruling against the exclusivity of franchises which are public utilities, COWD can no longer impose on these subdivisions to link with COWD’s Western Lateral Improvement Project pipeline. Just the same I will continue talking with big developers because if we can attain a volume of, say, 70,000 cu.m. daily for COWD from the bulk water project, this could result in reduced water rates due to economies of scale and everyone benefits."


Good news indeed! I believe that the coming of water supply to Indahag will make Ayala's projects out there in a fast pace. Hope the mayor's decision is final at all. ^^

Cagayan de Oro City (14 November) — The Pasundayag Northern Mindanao will again hold its annual tourism exposition dubbed as “Wellness Tourism and Cultural Expo 2007″ on December 7-9, at The Atrium of Lim Ket Kai Center here in Cagayan de Oro City.

Head organizer and regional director Catalino E. Chan III said that the three-day event is aimed to provide guests and tourists a whole new experience in wellness tourism in the region while ensuring the visitors’ awareness and appreciation of Northern Mindanao’s destinations and attractions.

During the event, various activities are lined-up, like training on eco-tourism in protected areas, business planning, seminar on alternative medicine and health foods, natural healing, therapeutic demonstrations, craft demonstrations and cultural performances.

Director Chan added that the exhibitors include the eight cities and five provinces of the region, therapeutic centers, beauty centers, organic food, herbal medicine and other health food suppliers among others.

“We are inviting all interested groups who want to exhibit their services and products to visit our office and register at a very minimal price,” Chan further said.

Regional tourism offices from various parts of the country will also join the affair and will be graced by no less than DOT secretary himself, Joseph Ace H. Durano. (DOST-10)

Nat’l Museum names CdeO HisCCom as cultural properties deputy in Mindanao

The National Museum of the Philippines named the Cagayan de Oro City Historical and Cultural Commission (HISCCOM) as Cultural Properties Deputy in the island of Mindanao.

Corazon S. Alvina, director IV of the NationalMuseum issued the appointment in accordance with the provisions of Presidential Decree No. 374 otherwise known as Cultural Properties Preservation and Protection Act of 1966 which gives the local HisCCom the authority to be the cultural properties deputy for the Mindanao area from October 19 to December 31, this year.

Under the said appointment, the National Museum tasked the HISCCOM to safeguard the interest of the Philippine government by reporting immediately activities related to the excavation of archeological artifacts.

The local historical and cultural commission was also tasked to verify historical and cultural sites, honor claims (site findings) of first discoverer as first claimant, represent National Museum on matters related to the archeological (underwater) sites and inform people regarding laws on antiquities.

Alvina also noted in the appointment that survey/exploration/excavation of archeological or historical sites may be referred to the Director of the National Museum as the agency is responsible in the issuance of permits to survey, explore and excavate. The appointment of HisCCom does not included authority to excavate or dive for archeological artifacts.

For her part Nanette Roa, HisCCom member said that the city government welcomed the appointment and assured the National Museum that the local historical commission will do its best to do what is expected of them by the National Museum.

She also expressed her gratitude to Alvina and the entire National Museum personnel who entrusted the HISCCOM with such a colossal task to preserve and protect cultural properties in Mindanao.

City gov’t tells brgys to run after mobile scavengers

In line with the effort of the city government to make Cagayan de Oro a clean and beautiful community, the city government sought the assistance of barangay officials in solving the prevalence of mobile scavengers who roam around the city on board motorized trisikads and indiscriminately ransacked garbage receptacles.

City Mayor Constantino G. Jaraula issued Executive Order No. CGJ2007-43 directing barangay chief executives and their councils to work with the Cagayan de Oro City Police Office (COCPO) and the community police precincts in the apprehension of mobile scavengers who ransack garbage receptacles and indiscriminately leave garbage scattered all over. Mayor Jaraula issued the said executive order following recommendations by Engr. Jorie Bingona, officer-in-charge of the City Public Services Office. Bingona had told Mayor Jaraula that the city garbage collectors find it difficult to manage garbage collection and are oftentimes delayed in picking-up the garbage as scheduled because of the scattered garbage left by the mobile scavengers. He pointed out that such a practice is a violation of the Republic Act 9003 otherwise known as the Ecological Solid Waste Management Act of 2000 and is undermining the operations of the City Public Services Office (CPSO) in maintaining cleanliness and order in the city streets. Bingona added that the said mobile scavengers are targeting garbage bags and receptacles displayed along roads, highways, public markets, commercial and industrial areas. According to the CPSO, these scavengers were identified to have been involved in the disappearance of drums/plastic receptacles displayed in the city which are likely sold at the junkshops. With the apprehension of such mobile scavengers, Mayor Jaraula hoped that the city government can effectively maintain cleanliness and beautification throughout Cagayan de Oro.

Hosted by the AFP, this year’s theme is "Building Bridges of Peace with our Peace Officers."

The forum encourages the promotion of mutual knowledge and understanding, acquaintance and friendship, as well as reconciliation, repentance and forgiveness as indispensable elements of the culture of justice and peace, total development and authentic progress of Mindanao.

The AFP and the PNP’s participation in this endeavor will enhance closer relationship with the various Christians and Muslim religious groups in Mindanao, organizers said.

It will also provide an opportunity for both to showcase their sincerity and resolve in supporting the peace advocacy of the interfaith groups that the government is an active partner in pursuing peace and development in the region.

The yearly activity started in 1996 after the signing of the peace agreement between the Government of the Philippines (GRP) and the Moro National Liberation Front (MNLF) in September of that year.

Some 80 BUC members, who are leaders and clerics of Christian and Muslim religious groups based in Mindanao, and about 50 AFP and PNP officers are participating.

BUC convenors include Davao Archbishop Fernando R. Capalla, representing the Catholic Bishops’ Conference of the Philippines (CBCP); Bishop Emeritus Hilario M. CEBU CITY — Property developer Ayala Land, Inc. (ALI) is on the lookout for partners and properties for its plan to develop information technology (IT) buildings or parks in the Visayas and Mindanao, particularly in Bacolod, Cagayan de Oro and Davao cities.

Maria Victoria C. Añonuevo, ALI senior vice-president and corporate business group head, said the company was also planning to create special purpose vehicles (SPV) to bankroll these projects.

"It could be a building or a park, depending on the space, the market need and the amount of talent in the place. The market is so bullish. It is true that BPO (business process outsourcing) is a sunrise industry," she said on the sidelines of the unveiling of the eBloc, a 12-storey office building that will cater to BPO companies at the Asiatown IT Park in Lahug.

The P900-million eBloc is bankrolled by the Asian I-Office Properties, Inc., an SPV created by Asiatown developer Cebu Property Ventures and Development Corp. (CPVDC) for the project.

Ms. Añonuevo said the eBloc is the first of many projects at Asiatown.

A year after the eBloc is completed, or in 2009, construction of another office building for BPOs would be undertaken.

This second building would rise within the five-hectare portion of the park that comprises the second phase of Asiatown’s development. Only 18 hectares of the 24-hectare IT park have been developed.

CPVDC President Francis O. Monera said the five-hectare portion would be developed into a BPO enclave next year.

Aside from these IT buildings, a hotel is also expected to rise at Asiatown. The park’s retail component is scheduled to open before the end of the year.

Meanwhile, Ms. Añonuevo said a big US-based call center and two other companies that are expanding their operations are interested in leasing space at the eBloc.

"They (the US-based call center) did it through a third party before. Now they want to do it (operate the call center) on their own. They will invest here," she said.

She declined to identify the company because they have not signed an agreement yet.

Hosted by the AFP, this year’s theme is "Building Bridges of Peace with our Peace Officers."

The forum encourages the promotion of mutual knowledge and understanding, acquaintance and friendship, as well as reconciliation, repentance and forgiveness as indispensable elements of the culture of justice and peace, total development and authentic progress of Mindanao.

The AFP and the PNP’s participation in this endeavor will enhance closer relationship with the various Christians and Muslim religious groups in Mindanao, organizers said.

It will also provide an opportunity for both to showcase their sincerity and resolve in supporting the peace advocacy of the interfaith groups that the government is an active partner in pursuing peace and development in the region.

The yearly activity started in 1996 after the signing of the peace agreement between the Government of the Philippines (GRP) and the Moro National Liberation Front (MNLF) in September of that year.

Some 80 BUC members, who are leaders and clerics of Christian and Muslim religious groups based in Mindanao, and about 50 AFP and PNP officers are participating.

BUC convenors include Davao Archbishop Fernando R. Capalla, representing the Catholic Bishops’ Conference of the Philippines (CBCP); Bishop Emeritus Hilario M. naa sila plan nga i-renovate, in fact gipabalhin gani nila ang equipment sa Smart ug Globe nga naa sa likod sa cinema 1, gipa transfer nila sa 3rd level. Giguba na gani nila ang water tank nga naa pud sa likod sa balcony sa cinema 1. I don't know kung ila na padayunon o prioritize lang sa nila ang construction sa hotel.

City gov’t strictly monitors delinquent stallholders in public markets

The City Treasurer’s Office is now strictly monitoring all stalls in the city’s public markets in order to have an updated inventory of stallholders operating inside the markets.

The action had been made after the Treasurer’s Office Task Force Public Market reported to city treasurer Lino Daral that as of October 15, 20 stallholders inside Cogon Public Market have failed to respond to their final demand letter. The said stallholders failed to pay their stall rental and business tax for years.

Daral however said that out of the 20 delinquent stallholders, the number trim down to ten after the others settled their delinquencies while the rest still failed to settle. The City Treasurer’s office is set to collect P696,740.63 from tax delinquencies. After a consultation with the City Legal Office, Daral asked City Mayor Constantino G. Jaraula to order the closure of four stallholders who owed the city a very big amount of rental fees and business tax. As a result, Mayor Jaraula issued Executive Order No. 2007 CGJ 37 ordering the closure of business of the four stallholders after violating provisions of Ordinance No. 8847-2003 otherwise known as the Cagayan de Oro City Revenue Code of 2003.

Daral said that they are presently monitoring all the stallholders to check for delinquencies, non-renewal of business permit and operating without permit. Closed stalls will be awarded to diligent and dutiful awardees, he added. Carmen Public Market is the next subject of their stall inventory.

MANILA -- Cagayan de Oro's youthful cage team, whose funding was reportedly sourced out from the individual pockets of the players' parents, defeated Quezon City in a best-of-3 series to nail the basketball crown of the ongoing 2nd Philippine Olympic Festival.
