CPDO Processes 18,733 Permits In 2007 (http://www.cagayandeoro.gov.ph/?page=news&id=877)

The City Planning and Development Office of the Cagayan de Oro processed a total of 18,733 different types of permits for approval in 2007.

Estrella F. Sagaral, City Planning and Development Coordinator disclosed in her annual accomplishment report to City Mayor Constantino G. Jaraula that its Planning Division processed a total of 1,922 building permits, 942 occupancy permits and 15,869 business permits. Sagaral said that her office issued a total of 304 certifications and clearances concerning Land Use and Zoning; evaluated and processed 53 applications for subdivision projects by types and category. These subdivision projects included 24 applications for Simple Subdivision/Subdivision Approval (SSA/SA), nine for Preliminary Approval and Locational Clearance, 14 for Development Permit and six for Alteration Plan.

Sagaral added that they have also monitored last year the completion of the Special Project of Mambuaya Rural Water System, and the infrastructure projects of Taglimao Agrarian Reform Community (ARC), Pagalungan-Tagpangi ARC and Mambuaya ARC. During the period, the CPDO also conducted briefings on the Cagayan de Oro City Comprehensive Land Use Plan to 20 different groups from local government agencies, non-government organizations, barangays and the academe.

Other activities undertaken by the CPDO last year included the gathering and consolidation of infrastructure monitoring reports from various agencies such as the DEPW, DPWH sub-district engineering office, DPWH Regional Office, City Admin. Office, City Equipment Depot and City Budget Office; conducted secondary researches from five sectors; validated 11 non-government organizations and private organizations applying for government funding assistance; recommended nine NGO’s and PO’s for accreditation; conducted trainings to 280 barangay enumerators on CBMS data collection and 14 digitalized poblacion barangay maps.

Northern Mindanao unveiled further in 3rd TravelXchange 2008

Or it could be the white water rafting and river tubing at the Cagayan de Oro River, and Philippine eagle and bird watching in Malaybalay City. And in Camiguin, there is the Lanzones Festival every third week of October, and the Pilgrimage Tour around the island during Lenten Season.

What's more, the Del Monte Plantation and Menzi farm (Malaybalay City), the biggest pineapple plantation in Asia with an 18-hole golf course can be located in this region.

"Come, explore and experience this land of adventures, historical accounts, diverse cultures, and tranquil habitat of various flora and fauna," Chan added. "Give us your time and we will promise you a slice of paradise."

The DOT Region X office is set to invite potential visitors with other airlines, hotels, tourism bureaus and travel agencies converging for this three-day travel fair.

EMD Distributes 590 Certificates Of Lot Award In 2007

The City Planning and Development Office (CPDO) facilitated the distribution of 590 certificates of lot award for indigent families in Cagayan de Oro last year.

City Planning and Development Coordinator Estrella F. Sagaral disclosed in her annual accomplishment report to City Mayor Constantino G. Jaraula that under its Estate Management Division (EMD), 22 poor families were awarded certificate of land ownership at the Lapasan Socialized Housing Project, 179 families benefited from the Bonbon Socialized Housing Project, 300 families were awarded lot ownerships at the CDORSHIP Phase 3, 55 families in Balangay Pangandoy Socialized Housing Project and another 34 families were assigned lots in other offsite and onsite relocation projects of the city government. Sagaral said that during the same period, the EMD facilitated the relocation of 203 affected families/people’s organizations. Of this figure, 125 were families affected by demolition orders and 77 families were relocated at Puntabon Paradise Socialized Housing Project. It also facilitated the re-blocking of four project areas namely, the Carmen Adelfa Extension Neighborhood Association; Balangay Pangandoy; Paradise Bonbon and CDRSHIP P3 and Nipa Lane. Sagaral added that the EMD prepared a total of 140 requests for building/electrical/plumbing permits, made 42 reports for building violations, prepared 98 indigenous plans, technical descriptions for 217 tax declarations and water and light connection for 557 beneficiaries. It conducted last year, a total of 205 surveys per request/referral of individual boundary/perimeter survey at CDRSHIP Phase 3, Plotting/computations, vicinity and location maps, structural survey and individual lot survey while another 29 project areas were monitored for building construction/lay-out/renovation and 28 areas for cleanliness program. The EMD also reviewed and recorded 398 requirements submitted by applicants for the Piso-piso Program; evaluated 630 applicants for ON-OFF relocation; validated 914 applicants (husband and wife) referred by the office, other housing agencies and housing related institutions; updated 28 areas of household listings of all OFF-Site and On-Site Relocation Project areas of the city to monitor and determine the status of lot awards and conducted socio-economic survey to 26 areas referred to this office for lot acquisition, households affected with court order for ejectment and demolition and households affected by infrastructure development. Other activities conducted by the EMD last year included the attendance to 64 officers meetings with 8 agencies for assistance in lot acquisition; 75 hearings of cases in relation to Code of Policies of Building Guidelines and 142 monthly/general assemblies for the associations activities; formed community based structures in 28 areas; facilitated election and re-election of officers of 28 associations; created standing committees for newly acquired properties for socialized housing program in six areas and initiated consultation dialogue between 4ID lot occupants affected by demolition and other major stockholders.

'Bitter' Prisaa-Cosaa rivalry resumes

ONLY four years into the league, the acknowledged Cosaa (Cagayan de Oro Schools Athletic Association) frontman believes that their wards have what it takes to topple down favored rivals from the decades-old long Prisaa, otherwise known as Private Schools Athletic Association.

"Our chances are ok," said Cosaa's co-founder Gerardo "Boboy" Sabal. "We are strong in football, taekwondo, swimming, badminton and lawn tennis."

Also to be played in the 2008 City Triangular Meet starting Thursday at Pelaez Sports Center are events in athletics, basketball, baseball, softball, volleyball, arnis and table tennis, among others.

Top billed by Xavier University, the existence of Cosaa in the normally turbulent in-school sports midst had eventually replaced the old City Dual meet with the City Triangular meet, serving as the final qualifying games for COAA's (Cagayan de Oro Athletic Association) contingent to the annual Regional Palaro.

Considered as well funded, both Cosaa and Prisaa are seemingly undermining the capability of the public school athletes to pose a threat in their respective bids of earning Regional Palaro berths.

But that can always be expected as one public school teacher, who obviously did not want to be identified, openly remarked: "Our own eliminations (referring to the city and district meets) were normally done out of budget and without proper conduct of the games as well as the scouting of talents. Our superiors would just tell that we have no resources for that."

Eulogio R. Suaner Jr. of the meet's screening committee meantime revealed to Sun.Star Cagayan de Oro that scores of athletes, both from the public and private institutions, had been disqualified from seeing action in the two-day elimination, owing to some eligibility glitches.

Suaner said most of them failed to come up with birth certificates duly authenticated by the National Statistics Office (NSO).

One prominent cager, who led COAA to the regional championship last year, apparently failed to make the cut this time around.

Sacred Heart coach Boy Dacoco said reliable pointguard Raymund Pe¤alosa exceeded the age-limit set by DepEd's sporting arm which is the Bureau of Physical Education for School Sports (BPESS).

"Peñalosa was born 1989, while the cut-off year is 1988. A very young player from the pasarelle (Eric Neri) is out to replace him," Dacoco said.

Peñalosa's teammate in the 6-foot-6 behemoth Philip Paredes will finally be able to strut his stuff for Prisaa's junior selection in basketball.

"His (Paredes) good grades made him qualified to play this year," added Suaner.

Planned palang ang mga taxi way na yan. Kapag natapos na ang Laguindingan airport, wala munang parallel taxiway just like Bacolod and Iloilo Airport. Airplanes that will depart or arrive will have to do a 360 degree turn at the end of the runway.

The much-needed rehabilitation of the Agora market and terminal will take place next month, according to Vice Mayor Vicente Emano.

The vice mayor expressed gladness that Mayor Constantino G. Jaraula will push through with the project.

The proposed facelift of the old market was conceived and planned by the vice mayor during his incumbency as the chief executive as he noted that the facility is already dilapidated and may pose threat to safety of the vendors and the public.

LODGING HOUSE

In order to protect the tourists and travellers, the vice mayor said the construction of a lodging house would be incorporated in the plan.

The transient inn will provide them a safe place to rest while waiting for their rides, he said.

In this way, they do not have to wait for long hours at the terminal and fall prey to thieves and other bad elements, the vice mayor cited.

The proposed Agora market redevelopment will also be implemented on a Build-Operate and Transfer (BOT) scheme like the Cogon and Carmen Public Markets, he added.

City Spends P35M For DepEd Support In 2nd Semester

The city government has funded through the Special Education Fund, a total of P35,653, 465.54 in projects and activities of the City Schools Division of the Department of Education during the last six months of 2007.

City Schools Division Superintendent Lourdes G. Tolod told City Mayor Constantino G. Jaraula in her semestral accomplishment report that a total of nine infrastructure projects amounting to P14,937,646 were implemented from July to December last year in the various schools in the city. These projects, which were also completed last year included the construction of a school stage at Upper Tignapoloan Elementary School worth P410,000.00; Teacher’s Cottage at Pigsag-an Elementary School worth P680,000.00; and the Teacher’s Cottage at Besigan Elementary School worth P541,260. In the secondary education, Dr. Tolod disclosed that the city government financed the construction of a two-storey school building at the Tumpagon National High School worth P3,993,000.00; completion of a two-storey school building at the Balubal National High School worth P3,000,000.00; covered court at the Cugman National High School worth P2,293,386.00; 8-classroom, 2-storey school building at Camaman-an High School worth P3,000,000.00; improvement of Bayanga National High School facilities worth P70,000.00; and the fencing of the Iponan National High School worth P950,000.00. Under the DepEd’s Alternative Learning System (ALS), the city government also spent P1,358,415 in support to the training of 4,000 ALS graduates, 29 Madrasah instructors and 178 ALS instructional managers. The city government’s SEF also spent a total P22,646,240.36 as support to elementary education and another P7,972,762 for the city’s secondary education.

COCPO’s Relentless Anti-crime Drive Sends A Strong Message, Mayor Jaraula Says

City Mayor Constantino G. Jaraula today said that the Cagayan de Oro City Police Office’s intensified drive against all forms of illegal activities sends a strong message for the deterrence of crimes in the city.

“This (anti-crime drive) is a message to criminals and lawless elements that we will never tolerate all forms of criminalities and illegal activities because this leadership will always run after you,” Mayor Jaraula stressed. Jaraula and Acting City Police Director Isagani F. Genabe Jr. led this morning’s ceremonial smashing of 10 units of slot machines (‘tolilong’ and video karera) and pornographic DVD tapes confiscated during another round of relentless citywide anti-crime campaign by the local police early this week. Before the ceremonial breaking of the confiscated slot machines and lewd tapes, the different precinct commanders presented to the mayor seven suspects who were arrested for violating RA 9287 or illegal numbers game, popularly known as ‘suertres’. Recovered from the suspects’ possession were four motorcycles allegedly used in their illegal numbers game operations, 22 tally sheets and bet money amounting to P1,126.50. The recent police crime prevention drive also collared seven suspects for murder; one suspect for illegal possession of firearm; one suspect each for theft and robbery. Meanwhile, Mayor Jaraula revealed that the money from the confiscated slot machines was turned over to the City Social Welfare and Development Office for its feeding program. In last week’s operation, more than P7,500 were also given to the CSWDO.

Misamis Oriental Gov. Oscar S. Moreno has created a formidable team of experts in skills development in response to the extraordinary demand for skilled workers required by the multi-billion dollar investments in the province this year.

Two huge investments in Misamis Oriental, the Laguindingan Airport Development Project and the $US2 billion shipyard complex owned by the Korean firm Hanjin Heavy Industries and Construction Company, are seen to employ more than 40,000 skilled workers in the next five years.

Gov. Moreno aims to prepare the people of Misamis Oriental and make them competitive in terms of skills training. “We can not sit on our laurels. It’s not enough that we are able to invite investors, it is equally important that we are able to bridge the unemployment gap in the province by equipping our people with the right training,” Moreno said.

A number of business locators have found their homes in Misamis Oriental but most often they employ workers from other parts of the country because the province lacks supply of skilled laborers.

The primary function of the taskforce is to map out and plan the details of this program and harmonize partnership among all sectors that are engaged in skills development.

It will be headed by the regional director of the Technical Education and Skills Development Authority with the president of the Mindanao Polytechnic State College as the vice chairman.

The taskforce is also composed of the administrator of Cagayan de Oro Bugo School of Arts and Trade (COBSAT), administrator of Opol Community College, Tagoloan Training Center, head of the Provincial Jobs Assistance Center, regional director of the Department of Social Welfare and Development-X, head of the Provincial Welfare Services Department, Sangguniang Panlalawigan members Emmanuel Mugot and Wayne Militante.

Moreno has ordered the taskforce to identify the various required skills and the corresponding agencies responsible for their acquisition and immediately implement the plan.

The taskforce will coordinate closely with the project managers of the Laguindingan Airport Development Project and the Hanjin shipbuilding project to constantly monitor the employment requirement.(CAPITOL PRESS OFFICE)

LKK now is a lot different from the original LKK in the 1990s. I think sometime in 2001 or 2002, the management started to renovate the mall from an open roof to a closed structure. Then, they completely removed the skating rink and replaced it with the Multi-purpose Atrium. They constructed an overpass leading to JR Borja Extension, an underpass near Plaza Fair, a bridge connecting Robinsons and another walkway connecting to Rosario Strip. Presently, they're developing the northern block of the 30-hectare complex.

2 tubes arent really enough.. especially from 10am-2pm, the peak hours of Lumbia Airport. 3 planes ang nagkakasabay sabay.. minsan apat pa kasi may 5J pa na CGY-CEB 1400.. So 3 or 4 tubes is a necessity para di kelangang i shuttle bus ang mga pasahero or maghintay na mag take off ang isang plane. Btw, di na pala nakakahiya ang Lumbia airport.. Newly renovated, mejo modern na ang dating nya ngayon with all the lcd screens sa waiting area. Yun nga lang, mejo maliit with only 3 check in counters for PR, 2 for 2P, 1 for 6k, at 3 for 5J na nasa separate building.. a total of 9 check in counters...

the arrival area also needs another baggage conveyor. currently isa lang, sobrang hassle during peak hours..

2 tubes arent really enough.. especially from 10am-2pm, the peak hours of Lumbia Airport. 3 planes ang nagkakasabay sabay.. minsan apat pa kasi may 5J pa na CGY-CEB 1400.. So 3 or 4 tubes is a necessity para di kelangang i shuttle bus ang mga pasahero or maghintay na mag take off ang isang plane. Btw, di na pala nakakahiya ang Lumbia airport.. Newly renovated, mejo modern na ang dating nya ngayon with all the lcd screens sa waiting area. Yun nga lang, mejo maliit with only 3 check in counters for PR, 2 for 2P, 1 for 6k, at 3 for 5J na nasa separate building.. a total of 9 check in counters...

the arrival area also needs another baggage conveyor. currently isa lang, sobrang hassle during peak hours..

agree ko ani. 3 planes jud pag-abot udto simultaneous. alang ipa-init ang mga passengers sa ikatulo.

Newly appointed Cagayan de Oro City Police Office (Cocpo) Director Sr. Supt. Isagani Genabe, Jr. appealed to the local media and city residents to give him some slack while he is still adjusting to his new assignment as the city’s top cop.

“All I’m asking for is some consideration from the media,” Genabe said during the Cagayan de Oro Press Club’s weekly Mediakonek forum Tuesday. “Huwag naman sana iyong tatawag ng mga ala una ng madaling araw or five o’clock in the morning for a phone interview. I’m only human, I also need to rest. And there are times I cannot immediately attend to your calls and requests for interviews since I have more pressing things to attend to.”

Genabe was assigned two weeks ago as the Officer-in-Charge for Cocpo vice Supt. Antonio Montalba who is currently schooling. The 49-year old native of Oriental Mindoro (PMA ’83), who was previously assigned to region 10 as the provincial police director for Camiguin, was later appointed Acting City Police Director after Mayor Constantino Jaraula confirmed his appointment.

Genabe asked for more patience from the media as well as the people of Cagayan de Oro while he was adjusting to his new assignment and staffing the Cocpo headquarters.

“When I arrived here two weeks ago, I practically had no staff since five senior staff officers were on schooling, including CD Montalba,” he revealed. “So I had no deputy and no staff officers for administration, operations and intelligence.”

Genabe also denied there was a shake-up in the Cocpo after three newly promoted precinct commanders were transferred from their commands to Cocpo headquarters.

“I had to pull out the newly promoted chief inspectors to staff the posts vacated by the senior officers who are now schooling,” Genabe said. “However, as of the present I still have no deputy director so a major portion of the burden of daily operations still rests on me.”

However, despite the personnel constraints, Genabe said he was grateful and appreciative of the all-out support extended to him by Mayor Jaraula and Vice Mayor Vicente Emano.

“I thank the Mayor and Vice Mayor for giving me a free hand in re-organizing Cocpo and giving me all that I need to implement the changes,” Genabe said.

However, he reiterated his appeal to residents and the press to be patient and give him more time to implement the changes “since these cannot be done overnight.”

Despite the recent promotions, Genabe estimates the Cocpo to still be short of 17 officers and about 100 patrolmen to become a more efficient unit.

Among the initiatives being eyed by Genabe are the full computerization and networking of all 10 of the city’s police outposts with Maharlika headquarters, including the implementation of the Case Information and Management System (CIMS) for files of known criminals and hoodlums and the issuance of police clearances, radio equipment for the city’s mobile patrol cars, resumption of the bike and motorcycle patrols to increase police visibility

Other programs Genabe has online are the removal of illegal jeepneys terminals for which he has been receiving a rising number of complaints, especially from ladies harassed by dispatchers; one-on-one visitations with barangay officials; and the organization and accreditation of a Cocpo media press corps through the initiative of newly designated Cocpo Public Information Officer P/Cf. Inspector Dexter Paje.

For his part, Cagayan de Oro Press Club (COPC) President Jerry Orcullo promised the full cooperation of the press in improving the peace and order situation in the city.

MANILA, Jan. 31 (PNA) -- The Philippine Ports Authority (PPA) said it has completed 15 of the 34 port projects promised by President Gloria Macapagal-Arroyo in her State of the Nation Address (SONA) in 2006.

The PPA said the 15 port projects are expected to boost the government’s Strong Republic Nautical Highway (SRNH) program.

“Their completion is expected to contribute to reducing shipping and logistics costs, transporting cost-effectively and efficiently the country’s agricultural produce, promoting tourism and related business activities,” the PPA report said.

Among the completed ports are the facilities in Dingalan, construction of passenger terminal buildings at PPA’s Lucena port and in Real, Quezon; Cawit port improvement project in Boac, Marinduque; and, Batangas Port phase II except for the acquisition of land that still has a court case.

The finished port projects also include Jagna port in Bohol; Maasin port in Leyte; Siquijor port; Ubay port in Bohol; reclamation of back-up area in Balabagon port in Camiguin; upgrading of Cagayan de Oro port in Mindanao; and, rehabilitation of quay at Sasa port in Davao City.

The PPA report added that 17 port projects are still in various stages of construction.

PPA general manager Oscar M. Sevilla earlier said that they already have the money to complete the remaining port projects, which would come from the corporate funds of PPA.

Sevilla estimated that some P300 million will be needed to complete the projects.

The ongoing PPA projects include: ports in Aroroy, Bulalacao, Cagayan de Oro, Calapan, Calbayog, Caramoan, Claveria, Dapitan, Davao, Dumaguete, El Nido, Ezperanza, Fort San Pedro, General Santos, Iloilo, Lamao, Lianga, Maripipi, Masao, Mulanay, Nasipit, Pagadian, Plaridel, Poctoy, San Pascual, San Ricardo, Sibunag, Surigao, Taytay, Tacloban, and Zamboanga.

In her 2006 SONA, President Arroyo said: “We will bring Masbate and Biliran into the RoRo Eastern Nautical Highway from Surigao through Leyte through Naval and Maripipi in Biliran through Esperanza, Aroroy and Burias Island in Masbate and on to Bicol.

“Now we will develop more routes like the one from Cagayan de Oro through Camiguin, Bohol, Cebu and Masbate to Bicol, the Central Nautical Highway.” (PNA)

Mayor Jaraula envisioned the McArthur marker to be one of the top destinations in the country after its inauguration on March 13 where US ambassador Kristie Kenney and other US government officials are expected to grace the memorable event in local history.

The establishment of the marker, which will have five huge stars as its foundation, a giant replica of McArthur's hat as its roofing, a replica of a PT Boat, souvenir shops as well as a park, hopes to further strengthen the diplomatic ties between Cagayan de Oro and the American governments.

According to history, Gen. McArthur landed at the Macabalan Wharf on the dawn of March 13, 1945 aboard a PT Boat with submarines and proceeded to Del Monte Clubhouse before his departure to Australia where he uttered the famous line, "I shall return."

As part of the city's grand preparation, Mayor Jaraula recently signed Executive Order No. 2008 CGJ 004 creating the MacArthur Marker Committee (MMC) with Engr. Elpidio Paras as chairman; Engr. Ruben Vegafria, vice chairman; Frank Rolida, treasurer; Arch. Richard Tan, secretary and Hong See, Albino Limketkai, Rodolfo Meñes, John Mark Sarraga and Pastor Genesis Udang as members.

The MMC is tasked to assist the city government in the establishment and construction of the MacArthur Marker; accept donations and raise funds as may be necessary; open bank account, dollar and peso denomination, with any bank under the name of the committee with the MMC chairman, MMC treasurer and the city mayor as signatories.

THERE comes a time that Corpus Christi is going to dominate all of the Palaro events in Cagayan de Oro City.

So impressive was Corpus Christi's contribution for Prisaa's cause in the City Triangular meet that one technical official was tempted to make this unguarded comment.

For one, the brainy game of chess--that used to be a rich source of medals for Xavier University and West City Central School--can now be traced to the Macasandig-based school as its new holdover.

Thursday's culmination of the chess competition saw Corpus Christi winning three of the 4 golds at stake. After Lennon Hart Salgados successfully defended the secondary boys chess title on Wednesday, distaff counterpart Shian Tigulo followed suit by also turning in an unbeaten slate.

Slowed down by consecutive draws in the early rounds, elementary boys hopeful Keith Ibaoc upended the winning streak of City Central bet Erl Cedric Dadole to finish in a tie with Jayson Chezter Coquilla of Xavier University Grade School.

A tie-breaking match then ensued with the white-wielding Ibaoc finally scoring his first win over Coquilla in at least four inter-school meetings by busting the latter's Philidor defense.

Rosevelle's lone entry Julie Anne Opema denied Corpus Christi's sweeping bid when she managed to defeat elementary girls' defending champion Alyssa Isaiah Jamaca who settled for silver.

"My daughter is just fortunate that she has Johnnel Balquin for a chess mentor. Her tactical ability eventually sharpened under Balquin's nurturing," Julie Anne's father, Tito Opema, told Sun.Star Cagayan de Oro.

Other chess qualifiers joining Salgados, Tigulo, Ibaoc, Opema, Coquilla and Jamaca to the forthcoming regional meet are Antonio Chavez Jr. of Cagayan de Oro National High School and Carol Anne Chua of Merry Child Academy.

"Apart from academics, our school is giving strong emphasis to sports development hence, our strong showing in this meet. Of course, our school director would not invest in the construction of good sports facilities for our varsity athletes for nothing," said CCS event coordinator Eric Miguel referring to Dr. Alfonso del Fierro.

With its newly built three-storey building designed to house the regular training sessions for different sports disciplines, Corpus Christi athletes also thrived in badminton, table tennis, taekwondo, lawn tennis, gymnastics and volleyball among other events.

Xavier University's own pool of talents, however, had a fair share of success in these individual events with the multi-titled lawn tennis ace Francis Casey Alcantara leading the charge in the company of Lynette Palasan, Lyrashene Batao and Janelle Llavore.

Not to be outdone, XU-Cosaa's Chesna Torres, Arbel Murillo, Niel Caluma, Dominic Sarmen and Paolo Lim shared the limelight with Corpus Christi's Danica Peligrino, Angela Ayol, Lani Requinton, Jovy Hababag and JD Aganan in badminton rivalry with Rhea Rosello of Bongbongon Elementary School and Ma. XU also ruled in secondary football with Abas Rosevelle holding ground as perennial winner of the elementary football championship. AROUND 30 relatives of the ill-fated Cebu Pacific Flight 387 will visit the Flight 387 Shrine Friday located at the foot of Mt. Sumagaya in Claveria, Misamis Oriental.

Marlene Oca and Dr. Elisa Jamis, two of the widows of the 99 passengers aboard the aircraft, initiated the visit and arranged the necessary transportation and accommodation with the Cebu Pacific personnel here in Cagayan de Oro.

“We already had this visit of the Shrine five years ago and we will be visiting again today after a decade already of the accident,” Oca said, who has her life centered on reaching out to other widows here in the city.

A gathering will be held of the victim’s relatives at the Shrine, while Holy Masses will be held Saturday at the Oro Gardens in Lumbia. By Abigail C. Malalis

Extremely passionate about the project in an attempt to relive history, the mayor even went to Norfolk, Virginia last December. Davis gave Jaraula a tour of the McArthur Museum and Library. He was received warmly by the Norfolk city officials, who expressed enthusiasm to visit Cagayan de Oro and forge a sisterhood city agreement.

After the marker's completion and inauguration, Mayor Jaraula envisions to make it one of the Philippines' top destinations.

US Ambassador Kristie Kenney and other US government officials are expected to attend the event.

The establishment of the marker, which will have five huge stars as its foundation, a giant replica of McArthur’s hat as its roofing, a replica of a PT Boat, souvenir shops as well as a park, could be an instrument in strenghtening further the diplomatic ties between Cagayan de Oro and the American governments.

According to history, Gen. McArthur landed at the Macabalan Wharf at dawn on March 13, 1945, aboard a PT Boat with submarines and proceeded to Del Monte Clubhouse where he uttered the famous line, “I shall return” before his departure to Australia.

As part of the city’s grand preparation, Mayor Jaraula recently signed Executive Order No. 2008 CGJ 004 creating the MacArthur Marker Committee (MMC) with Engr. Elpidio Paras as chairman; Engr. Ruben Vegafria, vice chairman; Frank Rolida, treasurer; Arch. Richard Tan, secretary and Hong See, Albino Limketkai, Rodolfo Meñes, John Mark Sarraga and Pastor Genesis Udang as members.

The MMC is tasked to assist the city government in the establishment and construction of the MacArthur Marker; accept donations and raise funds as may be necessary; open bank account, dollar and peso denomination, with any bank under the name of the committee with the MMC chairman, MMC treasurer and the city mayor as signatories. How come? Many of the Highly Urbanized Cities Provincial Capitals in the Philippines are still dependent on the provincial government. I guess that being the provincial capital doesn't guarantee dependence to the province. Hope that this won't happen to Cabanatuan City, Nueva Ecija.

Marissa and I ate at a new restaurant at Tiano-Makahambus Streets called Chicken Inasal. We shared kinilaw malasugue, which was very good but not quite as good as the kinilaw that Marissa makes for me. I had two of the chicken liver BBQ sticks, for 30 pesos each. Marissa has the Chicken Inasal and boco halo for desert.

The restaurant is in an old but nice house and is pleasantly decorated. The downstairs area is air conditioned and non-smoking. The upstairs area is open-air, the smoking section, with a nice view of the street below.



The food was great and the service was acceptable. I was given a Coke Light rather than a Sprite Light without explanation (of course they were “out of stock” of Sprite Light) and I received only a single Chicken Liver BBQ stick, when I had quite clearly ordered “duha”, two of them.

From my brief perusal of the menu, it appeared all the dishes were native. Highly recommended.

CAGAYAN DE ORO CITY: It envisions to be the world’s biggest cap in existence and perhaps even landing in the Guinness Book of World Records, reported the Philippine News Agency following the ground-breaking ceremonies Friday led by Mayor Constantino G. Jaraula, members of the Sangguniang Panlungsod and other department heads of the city government.

The MacArthur Marker Committee (MMC) expects the city marker at the old Macabalan Wharf to make waves (pun intended) when it will finally be completed in March this year.

Engr. Elpie Paras, MMC chairman, disclosed during the capsule-laying of the MacArthur Marker that its roofing, a replica of General MacArthur’s cap, will span 8 meters in diameter, 5 meters in height, and is made of fiberglass and steel.

The cap sits atop five stars, which serve as the marker’s foundation to represent General MacArthur’s rank as a five-star general.

Each of the five stars will be imprinted with the history of what happened during General MacArthur’s landing at the Macabalan Wharf on March 13, 1942 at 7 a.m. as well as the names of the benefactors who provided funds for the construction of the marker.

According to history, MacArthur landed at the Macabalan Wharf at dawn, March 13, 1942, aboard a PT boat with submarines and proceeded to Del Monte Clubhouse before his departure to Australia where he said the famous line, “I shall return.”

Engineer Paras said the project contractor is doing its best to make the cap replica as closely similar as possible to the original cap of General MacArthur, bearing the emblem of the US Armed Forces and an eagle, with laurels on its visor and the sides of the cap.

The MacArthur Marker Committee is optimistic that once completed, the marker will serve as a good selling point of the city to the rest of the world that will strongly place Cagayan de Oro in the map of world history besides earning the distinction of being the place of the biggest cap in the world.

He added that the site of the MacArthur Marker will also have such features as a replica of a Patrol Torpedo (PT) Boat, a gift shop and a park.

Mayor Jaraula is looking forward to a grand celebration of the MacArthur landing anniversary in an attempt to relive history. Passionate about the project, the mayor even went to Norfolk, Virginia in December and visited the MacArthur Museum and Library where he met with city officials who expressed enthusiasm about visiting Cagayan de Oro and forging a sister city partnership.

CAGAYAN DE ORO CITY – THE city is eyeing a spot at the Guinness Book of World Records in building the world’s largest statue of a cap.

This, after the city government is building the statue of the cap of World War II American hero Gen. Douglas MacArthur at the Port of Cagayan de Oro visible to incoming and outgoing passengers in their ferries.

According to Mayor Constantino Jaraula, the city government could not hold a world record if they intend to replicate existing MacArthur statues in Norfolk, Virginia; in Leyte, the Philippines; and in Inchon, South Korea; thus the reason to build the statue of his military cap instead.

“If you place the military caps of all great American generals from Patton to Schwarzkopf, MacArthur’s is distinct in that it is ruffled. That’s why it’s called a scrambled egg cap,” Jaraula said during the project groundbreaking on Friday.

The construction is expected to be finished by March 13 just in time for the 63rd anniversary of the landing of MacArthur in Cagayan de Oro in 1942 on his way to his retreat to Australia in World War II.

At the time when the country was still under United States (US) sovereignty, MacArthur served as the field marshal of the Philippine Army (PA) when the war broke out.

According to local business process outsourcing (BPO) magnate Elpidio Paras who was tasked by Jaraula to oversee the marker construction, the statue of MacArthur’s military cap stands 8 meters in diameter and 5 meters in height and is made of fiberglass and steel.

The sides of the cap as well as the visor will be embroidered with laurels.

The center of the cap will have a star which can prominently be seen by aircraft crew and passengers flying overhead.

Inside the gazebo of the marker, there will be old pictures of the Port of Cagayan de Oro orregidor. which was then called Macabalan wharf and a mere wooden structure when MacArthur landed via a patrol torpedo (PT) boat from

A 2-foot replica of PT-41 which MacArthur boarded will likewise be installed inside.

Once a person steps inside the gazebo, a motion sensor immediately automatically activates the lights inside and video discourses of MacArthur, his arch-nemesis in the 1942 Battle of the Philippines Gen. Masaharu Homma and Filipino documentor Carlos P. Romulo (who would later become US resident commissioner of the Philippines after MacArthur’s retreat) will be heard.

Paras, who also owns the largest cable television firm in Northern Mindanao, pointed out that construction of the marker is totally financed by the private sector.

“As former president of the Oro Chamber (the largest group of middle-scale entrepreneurs here), I have already tapped our group to finance the construction,” he added.

“Pledges are also coming in from Filipino communities all around the United States where MacArthur has long been revered a hero,” Paras continued.

The Philippine Ports Authority (PPA) has likewise committed to donate 1,000 square meters for the project.

Jaraula’s plan for a MacArthur marker started in 1971 when he was still city councilor.

It was abandoned for lack of financial backing but was later revived when he was president of Rotary Club of Cagayan de Oro in 1994.

For that, a smaller but incospicuous marker was installed still at the Port of Cagayan de Oro.

Jaraula’s administration is mulling to create a souvenir shop inside the marker compound donated by the PPA.

The mayor is likewise urging both the Department of Tourism (DoT) and the Department of Education (DepEd) to conduct educational tours once the marker is realized.

He is also asking the DoT here in Northern Mindanao to urge all travel agencies in the city to make the marker part of the itinerary in their tour packages.

Meanwhile, Rep. Rufus Rodriguez has committed to ask the Philippine Postal Corporation to make a commemorative stamp of the Cagayan de Oro MacArthur marker.

Jaraula recounted from history that MacArthur decided to travel from Corregidor via a convoy of four PT boats rather than the slower submarine which is more vulnerable to the Japanese naval blockade at the time.

At 7:02 a.m. of March 13, 1942, MacArthur arrived at the Macabalan wharf, purportedly looked at his watch and exclaimed, “By golly, I’m two minutes late!”

Jaraula claimed that MacArthur’s travel from Corregidor to Cagayan de Oro was stormy and he was seasick at the time.

He was then with his wife Jean, four-year-old son Arthur, chief of staff Lt. Gen. Richard K. Sutherland and three other US military officers.

Because he was too seasick at the PT boat, the first thing that he ordered to the welcoming party of US Gen. William Sharp was to look for a decent toilet.

MacArthur then proceeded to Del Monte airstrip in nearby Manolo Fortich town in Bukidnon where he and his family boarded a B17 Flying Fortress bomber on the way to Australia.

According to Jaraula, this part of history has never been cited by any book and he intends to change it.

The construction of the MacArthur marker in Cagayan de Oro City has been welcomed by the General Douglas MacArthur Foundation based in Norfolk, Virginia.

“I know that we will be able to help each other and preserve the legacy of General MacArthur. Please let me know your plans for the MacArthur monument dedication once they are realized,” William Davis, General Douglas MacArthur Foundation executive director, told Jaraula during the mayor’s visit there last December.

Jaraula was also able to secure a sisterhood city agreement with Norfolk Mayor Paul Fraim during that time.

The first Saturday of every month is expat night at Zax Retro-bar. (I’m not sure what “retro-bar” means unless it means they play songs from 20 or more years back. I’ve heard the bands there play songs that are from the ’50s.)

This place is packed with foreigners the first Saturday of every month and the word must have gotten out, because this place is also packed with some very fine Filipinas. The women out-number the men 10 to 1 and most of the men bring their own asawas. February 2nd, 2008, was a fine example of how the Filipinas flock to this place on expat night.

Under Billy's leadership, the group raised substantial funds to fund its projects. Last Dec. 6, 2007, Billy Casino & Nena Willkom personally handdelivered its 2nd $10,000 donation to the German Doctors Clinic thru Administrator Dietmar Schug. The organization shipped a container of books given by the San Francisco Unified School District & distributed them to various schools and libraries in the city – 25 boxes each to the following Elementary Schools – Lumbia, Km.5, West City Central, and Camp Evangelista Elementary. City Central and Nazareth Elementary Schools received 50 boxes each while Gusa HS received 25 boxes. The Plazans also received 50 boxes which they in turn distributed to other schools. The City Public Library, thru Myrna Acedera, has received not just books from us but a computer as well.

The Induction cum Christmas Party was a resounding success as can be gleaned from the photos.

SOME P1.01 billion in revenues have been collected by the Bureau of Internal Revenue (BIR), Revenue Region 16 in Northern Mindanao, during the third quarter of 2007 up by 9.5 percent compared to P922,635,944 in the same period of 2006.

"Except for the excise tax, which posted a decrease, all collections for other types of taxes increased," Regional Director Mustapha Gandarosa of BIR-16 said.

He said "percentage" taxes posted the highest increase of 37.2 percent, from P41.321 million in the third quarter of 2006 to P56.711 million during the same period in 2007.

This was followed by "other" taxes or taxes derived from penalties, fines, surcharges, documentary stamps, real estate, capital gains and transfer taxes, which also increased by 22 percent, from P60.413 million to P73.722 million.

Likewise, the value added taxes (e-VAT) posted a growth of 21.7 percent, from P231.899 million to P282.303 million followed by "income" taxes with 1.4 percent, from P588.906 million to P597.082 million. The "excise" taxes, however, dropped by 24.2 percent, from P97,182.60 to P73,692.

On a per Revenue District (RD) performance, Gandarosa said RD 100 of Ozamiz City posted the highest increase of 46.6 percent, from P77.744 million in the third quarter of 2006 to over P113.965 during the third quarter of last year.

Next was RD 102 of Gingoog City, which had the smallest share of the total regional collections but increased by 23 percent, from P38.608 million to over P47.489 million.

RD 99 of Malaybalay City posted a growth of 19.5 percent, from P118.416 million to over P141.507 million, followed by RD 101 of Iligan City with 16.7 percent, from P151.227 million to over P176.558 million.

However, RD 98 of Cagayan de Oro City, which had the biggest collection of over P530.374 million during the period posted a decline of 1.2 percent compared to its collection of P536.640 million in the same quarter of 2006, Gandarosa added. (Trends)

Cagayan de Oro City (5 February) -- THE Kagay-anon International of Southern California (KISC) recognized the exemplary efforts of City Mayor Constantino G. Jaraula while at the helm of the local government of Cagayan de Oro.

This after the US-based group of Cagayanons awarded Mayor Jaraula with a certificate of appreciation for "his exemplary service to the people and to the city that he serves" during Mayor Jaraula's visit to Corona, California on New Year's Day.

In a statement, Roy Gaane, the founder of the organization, said that the mayor together with the city's first lady, Madame Divina B. Jaraula, met with the board of directors and other officials of the organization in a luncheon.

The certificate was handed over to Mayor Jaraula by KISC President Gerlou Gaane and immediate Past President Bella Cristobal.

KISC particularly recognized Mayor Jaraula's efforts in cleaning Cagayan de Oro's streets against illegal sidewalk vending.

During his first three months in public office, he ordered the cleaning of the streets surrounding Cogon Market, Cathedral, City Central School, Divisoria and other major streets of the city which are congested by sidewalk vendors.

The mayor pointed out that it is unreasonable for the sidewalk vendors to ply their trade in the sidewalks as the city government had already provided them with spacious area in the newly redeveloped Cogon Public Market and Commercial Complex and Carmen Public Market where they can engaged a decent means of livelihood.

RTA Administrator Filipino Amoguis said that together with the national line agencies and non-government organizations, the Safekeepers Club International of Region 10 was formed to support the city government's program in promoting clean, orderly and safe streets of Cagayan de Oro.

Cagayan de Oro City (5 February) -- CITY Mayor Constantino G. Jaraula yesterday declared that he will not relent in his campaign to rid Cagayan de Oro of the flesh trade and make the city physically and spiritually clean.

This even as Mayor Jaraula commended the Cagayan de Oro City Police Office (COCPO) under the leadership of P/Senior Superintendent Isagani F. Genabe, Jr. for having arrested five female entertainers who were caught performing lewd shows in one of the night spots in the city over the weekend.

During the regular flag raising ceremony at the City Hall Monday, Mayor Jaraula said that he will not hesitate to order the closure of night spots which will be found as fronts to prostitution and lewd entertainment.

"We cannot tolerate the exhibition of the flesh here," Mayor Jaraula contended.

In November last year, Mayor Jaraula's campaign against prostitution gained strong support from civic organizations and the Church which lauded the city mayor's bold stance against commercial sex.

Mayor Jaraula said that the city government will continue with its campaign to close night establishments that offer lewd entertainments which tend to destroy the moral fiber of the local community.

In an earlier pronouncement, Mayor Jaraula said that Cagayan de Oro can attract more tourists to come to the city through its various interesting destinations and activities, as well as its reputation of being home to friendly and peace-loving people.

Cagayan de Oro City (5 February) -- THE City Local Environment and Natural Resources Office (CLENRO) processed two Community Based Forest Management Agreements (CBFMA) in 2007 which benefited a total of 125 landless farmers.

This was disclosed by Roy Baltazar, CLENRO supervising environment management specialist as he added that they have evaluated during the period, the contract holders of the Certificate of Stewardship Contract and facilitated the Handog Titulo Program for a total of 151.9161 hectares of land benefiting 207 beneficiaries.

Under its reforestation project and tree park establishment, the CLENRO planted a total of 1,825 assorted fruits and 14,200 forest trees in six reforestration projects in Dansolihon; planted 670 mangoes in 10 hectares of multi-partite reforestation project in Tablon; planted 1,600 assorted fruit trees and 1,000 forest trees in a 10-hectare project site for Greening CDO program in Sitio Canaan, Dansolihon.

It also planted 5,500 assorted forest trees and bamboo along the 20 kilometers riverbank of Balulang to Dansolihon for the Riverbank Rehabilitation Project and planted 3,150 assorted fruit and forest trees and Bamboo in the 44 hectares and 1,750 meters for the Barangay Tree Parks.

Cagayan de Oro City (5 February) -- This city will again host a major national conference on caving on March 31-April 6, 2008.

This as the Regional Cave Committee-10 disclosed to City Mayor Constantino G. Jaraula that the city will play host to the 8th National Caving Congress which will be held simultaneously with the Philippine Speleological Society Rescue Workshop.

The event is organized by Speleo Mindanao, Inc.; Conservation & Restoration Exercise, Inc. in partnership with the Department of Environment and Natural Resources-10; Department of Tourism-10 and the local government units of Cagayan de Oro, Manolo Fortich and Sumilao in Bukidnon.

Mayor Jaraula committed to support the event as it will draw tourists to the city especially that Cagayan de Oro is rich in cave systems.

The mayor told the group that he is bent on developing the caves in the city and promote cave tourism as one of selling points of the city's tourism industry.

Along this, Mayor Jaraula said he will soon start the development of the Calavera Cave and its surroundings, and the Macahambus, Monigue and Huluga caves.

An expedition is also set to assess the cave system in the city in line with the congress which is scheduled anytime this month.

Mayor Jaraula pointed out that the richness of the cave system in the city should be promoted and protected at the same time.

The cave congress is expected to draw more than 200 caving, or spelunking, enthusiasts all over the country and is mandated under R.A. 9072 otherwise known as the National Caves and Cave Resources Management and Protection Act.

The event aims to strengthen the camaraderie among the DENR personnel and the caving community; to fast track the implementation and enforcement of R.A. 9072 and enhance methods in cave management, protection and conservation in adoption to the international standards.

Cagayan de Oro City (5 February) -- THE city government of Cagayan de Oro earned a total of P234,859,991.41 in taxes for the month of January, this year.

Lino Daral, city treasurer, said last month's collection is 12.5 percent higher compared to the collection of the same period last year which only reached P208,607,918 or an increase of P26,252,074.35.

The city's income last month included collections from real property tax-P23,526,377.58; business tax- P159,073,031.67; community tax- P6,840,388.42; hospital fee-- P1,097,760.50; City Economic Enterprise Department-P5,302,901.60; West Bound Terminal and Public Market-P581,430.29; East Bound Terminal and Public Market-P172,872.00; Building Permits-P583,930.49 and other income-- P323,921.63.

The city also received its Internal Revenue Allotment of P51,402,704.00 from the national government for the month of January this year.

Daral added that a total of 10,213 business permits were issued during the said period while there are still business establishments which are yet to file their business permit renewal.

The city treasurer is positive that the city government's target collection of P1.3 Billion can be achieved at the end of the year.

Meanwhile, all stallholders in Carmen Market and West Bound Terminal can now process their renewal at the Carmen Market CEED office from February 4 to 12, 2008 while all the stallholders in the markets of Cogon, Agora, East Bound and Puerto can process their renewal at the Cogon Market CEED office where one-stop-processing centers are set-up by the city treasurer's office from February 12-29.

CAGAYAN de Oro City (5 February) -- Mayor Constantino G. Jaraula yesterday said he is planning to transfer the Community Police Precinct 7 from its present location along the national highway in Barangay Bulua to a more strategic area at Kinasanghan junction in Barangay Iponan.

The imminent transfer of Police Precinct No. 7 to its new site was brought up by Mayor Jaraula before members of the City Peace and Order Council during its recent meeting held at the mayor's office.

Mayor Jaraula saw the urgent need for the immediate relocation of PCP 7 at the boundary area specifically in between Sitio Kinasanghan of Barangay Iponan and Barangay Igpit of the municipality of Opol in Misamis Oriental to boost the city's security against criminals and other lawless elements.

The city mayor explained that the new location is a very strategic location that will make it easier for the police authorities to intercept criminals who will escape through the western part of the city.

He likewise pushed for the establishment of a composite checkpoint which will be manned by personnel from the Philippine National Police (PNP) and the 4th Infantry Division of the Philippine Army.

The establishment of the 24-hour police and military checkpoint in Iponan junction aims to prevent the entry/exit of lawless elements coming from and going out of the western side of Cagayan de Oro.

The city mayor noted that the western part of Cagayan de Oro became the 'greater source of entry' of lawless elements citing the absence of a round-the-clock checkpoint.

With the strategic checkpoint at the western side in place, Mayor Jaraula hoped that the illegal activities of these criminals who are usually engaged in big-time crimes such as carnapping, kidnapping, robbery, among others will be curbed.

Cagayan de Oro City (5 February) -- THE city government of Cagayan de Oro served a total of 60,430 residents in the barangays through the several People to People Program (PPP) held last year.


The Community Affairs Division of the City Mayor's Office, which serves as a secretariat for barangay affairs, disclosed in its annual accomplishment report to City Mayor Constantino G. Jaraula that a total of 27 PPPs were held in the city last year benefiting a total of 32 hinterland and urban barangays.

The annual report from CAD revealed that of the total number of residents served by the PPP last year, 27,084 residents availed of medical consultation with free medicines; 3,655 residents availed of dental services; 3,24 children were circumcised; 1,119 couples availed of the mass wedding ceremony; and 2,132 residents availed of late registration.

A total of 7,598 indigent families also received rice and grocery assistance during the PPP last year while another 10,266 children availed of the nutritional feeding; 2,183 farmers availed of veterinary services for their farm animals and 3,151 residents availed of other services offered during the city government's outreach program.

In support of the city government's food security program, a total of 6,549 seedlings of high-value fruit trees and another 7,600 packs of assorted vegetable seedlings were also distributed to barangay residents during the PPP last year.

DESPITE slower movement of domestic goods, the Philippine Ports Authority (PPA) said cargo volumes went up for the first 11 months of 2007 compared to the same period a year ago.

Latest data from the agency indicated that cargo throughput increased by more than 5 percent to 140.02 million metric tons (MTs) for the 11-month period ending November from the previous year’s 140.11 million MTs.

Although domestic shipments yielded a modest increase of less than 1 percent to 66.1 million MTs from the previous 65.53 million MTs, it sluggishness was offset by the increase in foreign cargo, brought about by double-digit growth in exports.

Approximately 81.93 million metric tons of foreign goods were handled at more than one hundred facilities managed by the PPA. Of this figure, export goods comprised 33.12 million MTs, a 24-percent increase from the previous year’s 26.7 million metric tons. The remaining volumes were imported goods.

International cargo volumes were seen highest at Manila International Container Terminal (MICT), ports in Cagayan de Oro, Limay, Surigao and Manila South Harbor, PPA said in a report.

In terms of boxed-cargo traffic, PPA said that it showed the same picture, except that domestic goods slowed by about 838 twenty-foot metal containers to 1.49 million boxes for the period.

Overall, shipments transported by metal boxes increased by 7.5 percent to 3.64 million led by PPA’s facilities in Manila North Harbor, South Harbor, MICT, Cagayan de Oro, Davao and General Santos.

However, for November alone, the state-led port agency experienced a drop in cargo traffic and ship calls by 4.7 percent and 3.7 percent, respectively, compared to the same month last year. Containerized cargo and passenger traffic recorded an increase of 3.8 percent and 6 percent, respectively.

Meanwhile, passenger traffic picked up for the second-straight month ending November. The number of travelers who took sea voyages posted a 4-percent increase to 1.5 million people.

According to the PPA, facilities which formed part of the Strong Republic Nautical Highway—which government plan linking ports and roads—provided most of double-digit increases led by Batangas Port, up by 18 percent, Calapan, 13 percent, and Ozamis, 12.6 percent.

The Limay terminal in Bataan reported a 96-percent plunge in the number of passengers after ferry services to the province were suspended in November 2006. Only a special-chartered trip is currently in operation, serving mainly tourist going to Corregidor. As a result, only 2,807 passengers used the facility for the 11-month period.

The Nokia-RP youth team is in for a tough schedule the next few months.

RP coach Franz Pumaren yesterday said they have lined up at least three tournaments for the 18-and-under quintet that is preparing for the SEABA Youth Championship in Malaysia in May and the Asian Youth Championship in Iran in September.

One of these three is the plan to field the Nationals as a guest squad in the season-opening Philippine Basketball League conference set Feb. 23 similar to what the league did to the Harbour Centre-backed RP team that won the gold medal in last December’s Southeast Asian Games in Nakhon Ratchasima, Thailand.

“We hope to use the PBL as a gauge of the team’s strength, weaknesses because a player may be good in practice but could be different in a real game or vice versa,” said Pumaren, who steered the La Salle Green Archers to last year’s UAAP crown.

Pumaren said BAP-SBP executive director Patrick Gregorio is finalizing details of the Nationals’ entry to the PBL where they would be pitted against all eight participating teams headed by powerhouse Harbour Centre, the four-peat champion, and the Gabe Norwood-led Hapee Toothpaste.

After the PBL, the team is scheduled to leave on March 15 for a series of games in Carson in California before joining a tournament in Los Angeles early April two weeks later.

After the US trip, Pumaren said the Nationals will return to the country mid-April for a few weeks before the SEABA tournament in Malaysia in May.

Accor eyes multi-brand expansion in Philippines

European hotel giant Accor -- owner of the Sofitel chain of five-star hotels -- is on the lookout for possible new hotel projects or acquisitions in the Philippines in view of burgeoning tourism businesses here, a company official said.

Bernd Schneider, general manager of the Sofitel Philippine Plaza Manila, said the group was in talks with various potential partners, including hotel/property owners and developers.

Accor is "considering expanding its Philippine operations in other cities of Metro Manila and in secondary cities such as Cebu, Davao and Cagayan de Oro,” he said in an interview.

When pressed for details, Schneider said, “Everything is still on discussion.”

He explained that Accor was also looking at opportunities in introducing its other brands into the Philippine market, considering the growth shown by the local tourism sector in the past few years.

He said Accor’s other chain of hotels include the four-star Novotel hotels and resorts; the three-star Mercure chain; All Season Premier (four-star); All Season (three-star); the “value-for-money” Ibis hotels and the trend-setting Formule 1 budget hotel chain.

Sofitel Philippine Plaza is at present renovating some 200 rooms following Accor’s takeover of the sea-front hotel in January 2006.

Schneider said the company had earmarked $20 million for the renovation, including the first batch of 300 rooms done last year.

“Our occupancy rate has increased from the mid-60s [percent] before we took over, to the 70s in the first half of 2007,” he said. “We consider that a healthy number.”

He added that room rates had gone up by half in the past 18 months.

Accor operates 3,800 hotels worldwide, covering all segments -- from economy to upper upscale. With INQUIRER.net

HP Global Solutions Center Rises in Pueblo

The first HP Global Solutions Center in the country rises in the Pueblo de Oro Township.

Hewlett-Packard (HP) has partnered with local computer dealer Globalchips Technologies Co. to set up the Center. Globalchips has been an HP authorized service provider, supporting the sales of all HP Products, for the last nine years.

The building is comprised of three stories of 297 sq.m. each and is located at Block 9 of Masterson Mile South. The first floor houses the showroom while the second and third floors are dedicated to office spaces.

According to Globalchips' General Manager William Malagar, the center is scheduled to be operational by the first quarter of 2008.

This will be Globalchips' third branch in the city - the others being in Divisoria (main office) and Limketkai Center. They have also expanded outside Cagayan de Oro with branches in Malaybalay, Butuan, Tacurong, Iligan and Davao.

The HP Global Solutions Center in Pueblo de Oro will focus more on business enterprise and solutions such as corporate software development, unlike their downtown offices which sell retail. Globalchips will be receiving direct support from HP.

The HP GFlobal Solutions Center is the first building to be put up in Masterson Mile South, a commercial development project of Pueblo de Oro fronting Masterson Avenue, a national highway connecting the airport to downtown Cagayan de Oro City.

CLENRO Nets P1.5Million From Quarry, Mining In 2007

The City Local Environment and Natural Resources Office (CLENRO) has earned for the city government a total of P1,599,244.00 from small-scale mining operations and quarrying within the city territory last year.

Benjamin D. Salvador, senior environmental management specialist of CLENRO disclosed in his annual accomplishment report to City Mayor Constantino G. Jaraula that his office issued a total of 44 permits for sand and gravel and mining last year. Salvador said that from the mining operations of small-scale mining operators, the city government collected a total of P492,114.00 and another P1,107,730 from sand and gravel operations. Based on the CLENRO annual report, a total of 6,899 tons of copper ore ; 120 cubic meters of phyllite schist and 53,106 cubic meters of sand and gravel were extracted by the mining operators in the city last year. The CLENRO revealed that of the total number of small-scale mining permits issued last year, 17 permits are now being processed for renewal, 13 applications for sand and gravel permits were approved and the remaining 10 permits have already expired. It can be recalled that in the last quarter of 2007, Mayor Jaraula had ordered a stop to the issuance of mining permits for all firms and individuals involved in small-scale metallic mining in the city. Mayor Jaraula put on hold the applications for mining permit renewals late last year to give time for the concerned local and national government agencies to streamline and rationalize the existing mining laws, rules and regulations in the city and the country. He added that the city government should take the lead role in preventing the exploitation of the remaining resources of the city and to monitor the mining activities within the city.

Mayor Jaraula Mulls Tight Hotel Security Measures

City Mayor Constantino G. Jaraula expressed alarm over the spate of robbery cases that rocked Cagayan de Oro over the weekend even as he cautioned the association of local hotel owners to tighten their security measures in their respective establishments.

In an emergency meeting yesterday afternoon with the members of the Cagayan de Oro Hotels and Restaurants Association (COHARA) led by its president Nelia Lee, Mayor Jaraula urged the group to adopt new precautionary measures so that a similar incident will never happen again. Mayor Jaraula feared that the reported robbery incident where the perpetrators gained access to the pawnshop by making a hole on the wooden floor of an adjoining pension house, might adversely affect the image of Cagayan de Oro as a peaceful and investment-friendly city. The city chief executive proposed to the group a precautionary measure by requiring walk-in customers and patrons in hotels, inns and motels to present their identification card (ID) with photo upon registration before allowing them to check-in. The proposed “ID system”, according to Mayor Jaraula, will enable hotel security personnel and management personnel to easily track down or monitor suspicious characters or criminal elements posing as customers during their stay. Another security measure proposed by the mayor include the installation of closed-circuit surveillance cameras at the hotel front desk, strict baggage inspection and alertness and vigilance by hotel personnel. Mayor Jaraula immediately convened the group after police reports reached his office that a pawnshop and a cable company situated in Divisoria area were reportedly victimized by burglary over the weekend. “I want you all alerted and be protected over these incidents (robberies),” Jaraula warned COHARA members who were obviously stunned upon learning from the mayor that the alleged suspects of the pawnshop robbery have stayed for five days in a room of a pension house located just below the pawnshop. Mayor Jaraula believed that the pawnshop robbery was well-planned by perpetrators as the incident happened on Saturday evening during Night Cafe or early Sunday dawn this weekend where throngs of people flock the area thereby carrying on their heist unnoticeable by security guards or policemen. The robbery suspects reportedly made a hole underneath the bed using sophisticated tools and devices then slipped inside the pawnshop and forcibly opened the safety deposit box, carting away over P2 Million in cash and jewelries. “We have to improve our security system because we are dealing with sophisticated thieves,” Mayor Jaraula told hotel and restaurant owners and managers. Police operatives and National Bureau of Investigation agents are now probing the twin robbery incidents.

DSWD sets up adoption Desk at LKKS Mall


THE Department of Social Welfare and Development (DSWD) is celebrating the Adoption Consciousness Day on February 2 by putting up an "adoption desk" located at Limketkai Mall here in Cagayan de Oro City.

The adoption desk serves as the venue where the pubic can make queries on adoption and foster care and how these are processed. This also gives adoptive parents an opportunity to file petition for legalization of adoption for their children under their custody.

DSWD also encourages potential foster families and prospective adoptive families to extend their home to needy children. The department believes that a family is where a child can form his or her identity, character and notions about life.

While the DSWD is aware of the informal adoption that has been practiced long before, it believes that this is not beneficial to both the adoptee and the adopter. For DSWD, this legal obstacles may possibly arise later that would complicate the already sensitive issue on adoption.

Because the welfare of children is the foremost priority of DSWD, it strongly encourages prospective adoptive parents to seek legal and professional help in adopting a child. Going through the legal adoption process is well worth the time and effort for the benefit of all the parties involved.

The adoption desk is available at Limketkai Mall until February 7, 2008.

TWO weeks before the unfolding of the 1st Juanita Tan Memorial Chess Team Challenge, National Master Roly Tan rings a sound warning to would be participants.

For as long that there'll be no ugly scenario to surface during the games, Tan said the Memorial Cup might become a regular feature annually in the local chess calendar.

"It's just okay for us to sponsor a team tourney every year for as long that there'll be no negotiation in the early rounds. Fighting chess is a joy for everyone to share, uphold and pursue up to the best of their ability," Tan told Sun.Star Cagayan de Oro.

During the culmination of an international event in Manila, re-elected NCFP chair Prospero "Butch" Pichay also urged Filipino chessers to treat every game like "your life is on the line" for Philippine chess to prosper.

"Play the game as if that you're in between life and death. Put dignity in the sport that we love most. This way, we can compete with the best in the world," then said Pichay.

National arbiter Doming Oga expects at least 30 teams to see action in the Memorial Cup set on February 16-17 at the Capitol Chess Plaza.

Over P30,000 in total cash prizes will be up for grabs in the two-day chessfest also being supported by Governor Oscar S. Moreno and the Misamis Oriental Chess Development Foundation.

Awaiting the winning team is the P15,000 top purse plus trophy and gold medal. First runner-up will get P8,000 plus silver medal, while the second runner-up will receive P5,000 plus bronze medal. Third runner-up and fourth runner-up will pocket P3,000 and P2,000 each.

Top individual performers on boards 1 to 4 will receive P500 each. Medals will also be given to youngest (10 years and below), best kiddy (14-under), best junior (20-under) and best senior citizen (60 and above) contestants.

Participating team to be adjudged as best in uniform will win P500.

A side event (knockout blitz), staking P2,000, P1,000 and P600 for the top-3 winners will also take centerstage.

Entry fees for team and blitz events are pegged at P500 and P100, respectively.

I rode one of these the other day and it drove just like a regular scooter, except that it was almost totally silent.

See that small chrome cylinder on the rear wheel with the red end? That’s the electric motor that powers these bikes. The batteries are kept where the engine on a conventional underbone bike would be.

Different models use different battery types and have different wattage outputs. From what the literature says about them their cost to run is a small fraction of the cost of a gasoline powered bike.

Parasat Cable here in CdeO has been implementing a "rent a decoder" for all subscribers for the past three years due to rampant illegal disconnection. You can't avail the facilities/services of Parasat without the decoder. The settings of each decoder/subscriber are set by Parasat through a centralized computer system, divided into different subscription package: basic, premium, etc... more channels, higher rental.

Link2Support, the biggest call center in Mindanao, is again expanding its operations in the Pueblo de Oro IT Ecozone. The call center is adding another 300 seats for a total of 750 seats. This is the second such expansion it has undergone since it went online in 2005.

The Cagayan de Oro Chamber of Commerce and Industry will be transferring soon its operations to its new building along Macapagal Drive beside Golden Glow North. It is expected that before long, the Regional Development Council-10 in tandem with the National Economic Development Authority will follow suit with their plan to put up the Northern Mindanao Institute of Good Governance in the adjoining lot.

Part of the upsurge in development can be attributed to the completion of Macapagal Drive and the Pelaez and Kagay-an Bridges, making the Uptown area even more accesible from different points in the City. In addition, Pueblo de Oro's comprehensive mix of residential and commercial developments has convinced more homeowners and locators to move up.

Already underway is the construction of teh multi-purpose building, where the masses leading up to the feast of St. Francis have been held. The church complex is located in the two-hectare property donated by Pueblo de Oro to the Archdiocese of Cagayan de Oro.

Manned by members of the City Police Force whom we assist with certain logistical requirements, the police precinct amplifies police visibility in our area and provides quick response to any incident requiring police assistance.

In an effort to futher enhance security in our area, we are building yet another police sub-station in the Township, this time on a site facing Masterson Avenue, close to our present Fire Station and Security Office. We believe that the presence of another police station in the area can greatly boost security within and even outside the Township.

In addition to our police and security forces, we have instituted other measures to enhance security in our area. Aside from our gated villages with 24-hour security, we have motorcycle-riding and horse-mounted roving guards that regularly patrol the different areas of the Township. The Mounted Patrol team is particularyly useful in securing the ridges and valley portion of the Township. We also have our K-9 patrol, where we train and maintain guard dogs to help with security enforcement in our area.

With the objective of helping keep the Uptown area safe, we are working with other developers in Uptown, Cagayan de Oro as well as the leadership of surrounding barangays to institute cooperative measures toward said end. Believing that the residents themselves can also help promote peace and security in their respective villages, we, through our Community Relations Unit, are also working closely with the individual homeowners associations to be security concious and to come up with programs that can enhance security in their homes and villages.

In this endeavor, the need for cooperation among the Township residents and the people in the nearby communities cannot be overemphasized. We are proud to say that our Security Office and Fire Department have been responsive not only to Township requirements but to emergencies of our neighboring communities. Thus, in the recent fire incident in Xavier Heights, our fire brigade and fire truck were among the very first to arrive, controlling what could otherwise have been a bigger fire. For this, our Fire and Security Force was commended by the City Fire Marshall and received profuse thanks from the residents whose houses were saved from the spread of the fire. It is the least we could do as a part of the larger community of Uptown, CDO.

There are other measures we are looking at to further enhance security in our area, including installation of security cameras and gadgets in strategic points in the Township. All of these are in recognition that in Township living, security is key.

GINGOOG CITY -- As part of her "infrastructure surge" thrust this year, President Gloria Macapagal-Arroyo is scheduled to open the newly completed President Diosdado Macapagal Bridge and groundbreak the Gingoog-Claveria-Villanueva Road concreting project in Gingoog City Friday.

According to the DPWH, the 203-lineal meter, two-lane concrete bridge costs P112.109 million.

Work on the bridge started in October 1999 and was completed May of last year earlier than the September deadline of completing the project.

Work on the bridge's 1.26-km road component, involving concreting with slope protection at a cost of about P50 million, will be fully completed this month.

Once completed, the DPWH-Northern Mindanao said the bridge will enhance and encourage investment and agricultural production activities within the city and neighboring areas to trading centers as it will enhance the transport of farm products to the markets.

It will also improve the accessibility to remote upland barangays and upgrade their land's market value, as well as disperse economic development.

The bridge will also provide better access to the vast agricultural lands, banana plantations, vegetable farms. Tourists will also have the opportunity to see the agro-industrial areas of Gingoog and the municipality of Claveria.

The bridge will link the Gingoog-Claveria-Villanueva Road, which President Arroyo will groundbreak Saturday.

Once completed, the P824.45-million, 47.10-kilometer road concreting project would serve as an alternate route of the Iligan-Cagayan de Oro-Butuan Road, reducing the travel distance by 25.30 kilometers.

The project will provide better access to vast agricultural lands and agri-industrial areas in the provinces of Misamis Oriental and Bukidnon. (Press release)

BARRING unforeseen glitches, the 2008 Northern Mindanao Regional Athletic Association (NMRAA) meet will be held here on April 1 to 4 at the Don Gregorio Pelaez Sports Center.

At least 12 contingents from Northern Mindanao will see action in the four-day meet, serving as a final qualifying stage for this year's Palarong Pambansa on April 20 to 26 in Puerto Princesa, Palawan.

"As of now, we're still preparing the budget proposal for the Palarong Pampook to be catered out by the city school board in joint undertakings with the DepEd-10's office," said City Division Athletic Director, Delia Agbon.

"We're also holding regular meetings in a bid to improve the technical aspect in running the games."

The regional palaro will have 17 events in the high school category and 14 disciplines in the elementary division.

With the inclusion of Iligan which used to be a vital part of Southwestern Mindanao's own cause, the Northern Mindanao Palaro easily becomes more competitive with host Cagayan de Oro and the neighboring province of Misamis Oriental heading the region-wide rivalry along with Tangub, Lanao Norte, Ozamiz, Misamis Occidental, Oroquieta, Bukidnon, Camiguin and the component cities of Valencia and Gingoog, among others.

Meanwhile, security measure will not only be among the top concerns Cagayan de Oro will take into account in the coming meet.

Cagayan de Oro City (7 February) -- City Mayor Constantino G. Jaraula renewed the contract of appointments of some 435 casual and job order employees of the City Government this month.

Adriano Lumagsao, chief of the Human Resource Management Office (HRMO) disclosed that of the 598 casual and job order employees whose contracts have ended last December 31, 2007, 387 casual employees and 48 job order employees were approved by Mayor Jaraula for renewal.

Lumagsao revealed that among those renewed by Mayor Jaraula are 201 RTA employees, 24 City Assessment Office employees, 15 Eastbound and Westbound Terminal and Public Market employees, 32 City Planning and Development Office employees, 42 MASA employees, 11 CLENRO employees, eight CSWD employees, seven Accounting employees, six COMCENTER employees, five employees each of the Administrator’s Office, HISCOM and PLEB, three employees each of the City Health and Executive, two employees each of APO, CEED and OBO and one employee each of the Mayor's Office, CPSO, SK and LSB.

Mayor Jaraula also renewed the contracts of 48 Job Order employees in the various offices of the city government.

"Completion of the project is seen to ultimately link and shorten the traveling distance from Gingoog to the towns of Claveria and Villanueva, all in Misamis Oriental," Regional Director Sinaolan T. Macarambon of the Dept. of Public works and Highways (DPWH), region 10, said.

It also encourages investment and agricultural production activities from and within the neighboring areas to the trading centers and improve accessibility to upland far-flung barangays, upgrade the market value of the real property, as well as, disperse economic development in the area, he said.

Aside from providing better access to the vast agricultural lands, banana plantations, vegetable, potential tourist spots and agro-industrial areas of these towns, the project also enhances faster and easier transportation of farms products from Claveria to Gingoog.

Moreover, the 2-lane Diosdado Macapagal Bridge has a length of 203-linear meters consisting of eight (8) spans at 25.3 L.M. each and is constructed on a pre-stressed girders resting on steel H-piles foundation, Marichu P Lago, Regional Information Officer of DPWH-10 said.

Total cost of the project is Php112.109 million released on a staggered basis that started on Oct. 22, 1999 and was targeted for completion on Sept. 23, 2007 but actually completed May 15, 2007, she said.

Undertaken by the Equi-Parco Construction Corp., the project had a road component involving the improvement and concreting of an access road with slope protection of some 1.26 kilometers.

Release of funds during calendar year 2007 for the access road which is targeted for completion on Feb. 15, 2008 were as follows: 1st release, Php20 million, 2nd release, Php25 million leaving a balance of Php10 million.

While in Gingoog, the President will also lead the groundbreaking ceremony for the improvement/concreting of the Gingoog-Claveria-National Road, Samay Section, Gingoog City which has an appropriation Php15 million for CY 2008.

Scope of work includes the improvement of existing alignment/lowering of grade and concreting of a 2-lane road that would shorten the traveling distance from Villanueva to Gingoog City and vice versa.

It will be the second time for the President to be in the province after gracing the 78th foundation anniversary of Mis. Or. and visited the Laguindingan International Airport Project in Laguindingan last month. (PIA 10)

The Philippines has many emerging global sourcing districts for business process outsourcing (BPO) investment.

DTI Undersecretary Carissa Cruz-Evangelista, who heads the DTI Regional Operations Group said these regional centers of excellence across the country would pave the way to more business and jobs in the countryside.

Tier-two cities anxious to leverage the surge in outsourcing investment, will demonstrate their investment-readiness during the 8th e-Services Global Sourcing Conference and Exhibition.

e-Services is organized annually by the Department of Trade and Industry (DTI) and the Center for International Trade Expositions and Missions (CITEM) — the DTI agency in charge of export promotion — in cooperation with the Bureau of Investments (BoI) and the Regional Operations Group (ROG) of the DTI. The conference and exhibition take place February 11-12.

DTI assistant secretary and CITEM executive director Felicitas Agoncillo-Reyes said CITEM has designed e-Services as a venue for the business process outsourcing (BPO) community to examine industry trends and exchange perspectives.

One of these trends is the shift of service providers to offshoring hubs outside the business districts of Metro Manila, and other tier-one cities. "We believe that this geographical expansion is an important development, and presents great opportunity to tier-two BPO hubs," said Reyes.

The BPO industry employs more than 300,000 Filipinos and generated approximately US billion in revenues last year, a 34 percent increase over 2006. The industry is expected to grow another 30 percent this year, to US billion.

The next-wave cities among the 150 confirmed exhibitors include: Urdaneta and Dagupan Cities, Pangasinan; Subic Bay Metropolitan Authority; Poro Point, San Fernando City, La Union; Berthaphil, Inc.’s developments in Clark Field, Pampanga; Cagayan De Oro City, Misamis Oriental; Bacolod City, Negros Occidental; Legazpi City, Albay; Santa Rosa, Laguna; Iloilo City; Davao City; Cainta City, Rizal; Balanga City, Bataan; Batangas City; and the Province of Leyte.

A Next Wave Cities Forum will also be held on February 12. wasnt it converted into a dorm or something? i used to think that THAT was the finest hotel in CDO, was it? there was a mini zoo there long ago, dun kami pumunta sa field trip namin hehe!

HP Global Solutions Center Rises in Pueblo

The first HP Global Solutions Center in the country rises in the Pueblo de Oro Township.

Hewlett-Packard (HP) has partnered with local computer dealer Globalchips Technologies Co. to set up the Center. Globalchips has been an HP authorized service provider, supporting the sales of all HP Products, for the last nine years.

The building is comprised of three stories of 297 sq.m. each and is located at Block 9 of Masterson Mile South. The first floor houses the showroom while the second and third floors are dedicated to office spaces.

According to Globalchips' General Manager William Malagar, the center is scheduled to be operational by the first quarter of 2008.

This will be Globalchips' third branch in the city - the others being in Divisoria (main office) and Limketkai Center. They have also expanded outside Cagayan de Oro with branches in Malaybalay, Butuan, Tacurong, Iligan and Davao.

The HP Global Solutions Center in Pueblo de Oro will focus more on business enterprise and solutions such as corporate software development, unlike their downtown offices which sell retail. Globalchips will be receiving direct support from HP.

The HP GFlobal Solutions Center is the first building to be put up in Masterson Mile South, a commercial development project of Pueblo de Oro fronting Masterson Avenue, a national highway connecting the airport to downtown Cagayan de Oro City.
