Koronadal City (10 March) -- Pormal na binuksan ngayong araw ni Pangulong Gloria Macapagal Arroyo ang 4th Mindanao Cooperative Summit sa Atrium ng Lim Ket Kai Center sa Cagayan de Oro City na may temang "Sustaining the Economy, Achieving Ecological Integrity, Empowering Communities Yes, Cooperative Can."

Ang nasabing summit ay dadaluhan ng iba't-ibang cooperative leaders mula sa anim na rehiyon ng Mindanao na kinabibilangan ng Region IX hanggang XII kasama ng Autonomous Region of Muslim Mindaao (ARMM) at ng CARAGA region. Dadalo rin ang ilang kinatawan ng local government units (LGUs), non-government organizations (NGOs) at miyembro ng academe at business sectors.

Tatalakayin sa summit na ito ang mga hakbanging isasagawa ng pamahalaan para sa pagpapaunlad ng ekonomiya ng Mindanao sa pamamagitan ng pagkakaisa at pagsama-sama ng mga opinyon ng mga organisasyong nagsisilbing gabay ng Mindanao tungo sa pag-unlad. (Lgtomas/PIA 12) [top]

MacArthur Marker’s Inauguration Set Thursday

Its all systems go for the inauguration of the Gen. Douglas MacArthur Marker at the Macabalan Wharf on Thursday, March 13, 2008.

City Mayor Constantino G. Jaraula will lead the inauguration rites of the MacArthur Marker on Thursday, 7:30 a.m. which will also be witnessed by guests from the national government as well as representatives from the United States of America. Mayor Jaraula disclosed that among those who are expected to grace the historic inauguration are former President Fidel V. Ramos, Executive Director Ludovico Badoy of the National Historical Institute and Lt. Col. Frederick Riker, Commander Le’Ken Brown and Lieutenant Richard Rayos from the Joint US Military Advisory Group (JUSMAG). Mayor Jaraula said that former President Ramos will be representing three sectors during the inauguration being a former president of the country representing the Filipino people, a former military official representing the war veterans, and representing Norfolk, Virginia being a member of the Board of Trustee of the Gen. Douglas MacArthur Foundation. Mayor Jaraula is optimistic that the establishment of the MacArthur Marker will significantly put Cagayan de Oro in the map of the Liberation Trail, thereby boosting the city’s pride as a witness to the significant event in the world history. The city chief executive takes pride in the realization of the MacArthur Marker project being a concrete evidence of a solid partnership between the city government and the private sector. The funds used for the construction of the marker came from donations made by private individuals and companies both in the city and elsewhere in the United States. The inauguration of the MacArthur Marker will coincide with the 66th Anniversary of the landing of Gen. Douglas MacArthur, together with his wife Jean and son Arthur and military entourage at the old Macabalan Wharf at 7:00 a.m. on March 13, 1942. According to history, Gen. MacArthur landed at the Macabalan Wharf aboard PT 41 Boat under the command of Lt. John Duncan Bulkeley. Extremely pleased with Bulkeley’s effort to steer their boat clear from the sight of their Japanese enemies, Gen. MacArthur reportedly declared “Bulkeley, I’m giving every officer and man here the Silver Star for Gallantry. You’ve taken me out of the jaws of death and I wont forget it.” A Cagayanon, then Capt. Fidencio Laplap, now 87 years old and still alive, is one of those who were later awarded the Silver Star for gallantry promised by Gen. MacArthur. After landing at the Macabalan Wharf, MacArthur, together with his family and military entourage then proceeded to Del Monte Clubhouse for his departure to Australia on a B-17 Flying Fortress where he made the famous declaration, “Upon orders of the President of the United States, I came through the Japanese blockade, and I shall return.” The MacArthur Marker in Macabalan boasts of a replica of MacArthur’s PT 41 Boat donated by the Kagay-anon International, and the marker it self which could probably land in the Guinness Book of World Records for being the biggest hat in the world. Mayor Jaraula likewise lauded the exemplary performance of the MacArthur Marker Committee which he created early this year by virtue of Executive Order No. 2008 CGJ 004. The committee composed of Engr. Elpidio Paras as chairman; Engr. Ruben Vegafria, vice chairman; Frank Rolida, treasurer; Arch. Richard Tan, secretary and Hong See, Albino Limketkai, Rodolfo Meńes, John Mark Sarraga and Pastor Genesis Udang as members have greatly helped realize the marker even in a very short period of implementation. Meanwhile, the inauguration of the MacArthur Marker in Macabalan on Thursday will also mark the unveiling of the historical marker of Macabalan Wharf which will be placed by the National Historical Institute. The establishment of a NHI marker recognizes the historical significance of Macabalan Wharf where Gen. MacArthur landed on March 13, 1942, en route to his escape to Australia through the Del Monte Airfield in Bukidnon.

This forum is nice. It seems you all know about construction activities in CDO. In case you don't know it yet, there's on-going construction of a large building near Bulua Public Market. Work is probaby on the 3rd floor now.

Giabi-abi ko ang tanang mitambong dinhi sa Summit sa mga kooperatiba sa Mindanao.

Magpahalipay sab kita kang Administrator Rosalinda Villaseca nga gasaulog sa iyang birthday karon.

Ang kooperatiba gapadaghan ug gapadako sa negosyo nga maoy gikanan sa mga bag-ong trabaho ug labaw pang pag-usbaw sa negosyo. Gipadayon sa gobyerno ang pagpakusog sa mga kooperatiba isip epektibong paagi aron mabuntog nato ang kapobrehon. Gapamatu-od sab kita nga ang kooperatiba maoy gapadako sa kabubut-ong pagboluntaryo ug gahatag sab sa matag tawo ug kumpiyansa sa kaugalingong paninguha.

Nalipay ako nga kahibalo ang mga taga-Mindanao sa pagka-epektibo sa kooperatiba. Ang paglampos sa mga kooperatiba dinhi gapakita kung unsay himuon aron managkuyog ang profit, innovation and competitiveness ug ang katuyuan nga social justice. Dunay hapit ka kooperatiba dinhi ug may labaw usa ka milyong miyembro. Sa matag napulo ka adults nga gapuyo sa Mindanao, usa ang miyembro sa kooperatiba. Maayo kini ng ratio, ug gahamdom ako nga modaghan pa kamo kay sa 100 best cooperatives sa nasod, traynta niini ani-a sa Mindanao. Gahandom sab ako nga kining traynta maka-apil sa mga labing dakong negosyo dinhi sa Mindanao.

Dako ug gitabang ang kooperatiba sa Mindanao sa pagpa-usbaw sa nasodnong ekonomiya, kay mi-abot sa hapit P25Billion niadtong tuig 2006 ang business volume dinhi, ug nakahatag kamo ug trabaho sa hapit 30,000 ka tawo. Nalipay sab ako nga saysenta porsyento sa inyong mga kooperatiba ana-a sa microlending, tungod kay kini usa sa labing importanteng programa sa pamunuan alang sa paglambo sa nasod ug pag-create ug mga trabaho.

Kahibalo ako sa inyong mga isyu,labi na ang mahitungod sa mga buhis. Ang mga matters nga naa sa korte magpadayon didto sa mga korte, labi na ang isyu sa kwalipikasyon sa mga kooperatiba. Samtang tungod kay aduna representante ang kooperatiba sa Kongreso, gatu-o ako nga daghan ang mosuporta sa mga balaod alang sa kaayuhan sa kooperatiba.

Gapasalamat ita sa pamilya ni Kongresman Guillermo Cua nga representante sa NATCCO Party List sa ilang donasyong yuta aron patindugan sa co-op training center sa Mindanao. Naa ta kontribusyon aron matabangan kamo sa pagpatindog ining HRD center.

Tomorrow we will sign the budget passed by Congressmn Cua and his colleagues in the legislature. It is a budget that reflects the will of the government to work together with Congress to invest in the people and keep the economy on a strong, stable path.

Tuyo sa atong mga paningkamot nga pakusgan ang mga kooperatiba aron motabang kamo kontra sa kapobrehon.

A strong and growing economy is the central pillar that we have labored to create to help guarantee peace, order and stability in our country. This is our motivation for getting up every day to work hard and focus like a laser beam to fix our economy. We have made tough and unpopular decisions to raise revenues and as we in the executive crack down on tax cheats so that we could invest in our physical infrastructure and in our people.

When we bring in investments including the cooperatives’ investments and create jobs, our people have a more stable and predictable life. And with more investments come more tax revenues that can be invested in schools, roads and bridges as well as healthcare, education and the environment. Over time, everyone will benefit.

Yet we are aware that no matter how much improvement there is at the top of the economic ladder, many of our people still struggle mightily. We are aware that many hard working men and women especially in Mindanao work every day just to put food on their table and provide adequate shelter for their families.

The high price of gasoline and everyday commodities hits our poor the hardest. While the high price of oil is a global issue outside the control of government, we have nevertheless taken and will continue to take actions to reduce the pain on our people of these high prices. We have cut tariffs. We have started providing targeted cash payments to the poorest of our poor to help them cope. We ask Congress to enact Consumer Bill of Rights to protect our citizens from price gouging, false advertising and other scams that prey on our people.

Cooperatives can do much to reduce the pain on our people of high prices through bulk buying of inputs and transportation services and joint marketing. I instruct CDA Mindanao to work with DA, DTI, DOTC so that the Mindanao cooperatives can do more of these activities.

We live in a time of great challenges. The issues we champion define our being. We count the fight for a strong economy to cut poverty, the fight for a clean environment and the fight for a quality education the highest imperatives of our time.

Cooperatives have helped bring positive and lasting change for the nation. Cooperatives have helped create some of the 7 million in jobs and brought in some of the billions in new investment. Cooperatives have helped bring unemployment down and bring down the incidence of hunger.

Ang mga kooperatiba apil sa mga na-a sa unahan sa atong pagpamuhunan sa katawhan, sama sa edukasyon, serbisyo sa panglawas ug uban pang serbisyong labing kinahanglanon.

Mangayo ang gobyerno ug tabang sa mga kooperatiba aron magpadayon ang pagtubo sa negosyo kay kini ang nagpa-usbaw sa ekonomiya.

Ang mga kooperatiba sa Mindanao dako ug gitabang sa pag-usbaw sa atong nasod. Sa mosunod nga mga adlaw, magpatabang ako kaninyo aron mopaspas pa ang pag-uswag ug Mindanao, kay gipakita na ninyo nga dako ang inyong ikahatag sa atong pag-usbaw.

Gasalig ako nga ang mga kooperatiba dinhi magpadayon sa inyong role isip usa sa mga labing importanteng driver pag-uswag sa sa Mindanao.

Many things are left to be done. I plan on working hard with you the next two years to fulfill our Philippine Reform Agenda until the day I leave office in 2010. I will count on you as we fight for the Economy, Education and the Environment. Will count on you as we work to fix the corruption that still plagues our nation.

I remain bullish on the cooperative movement, optimistic about the future of cooperatives and the future of our country. I am grateful for the privilege of serving Mindanao and the nation together with you.

Funds For Brgys Available -VYE

VICE Mayor Vicente Emano said the P10-million allocation for barangay projects is now available.

In his radio program over dxIF Bombo Radyo yesterday, he said the amount will be divided among the new barangay chairmen starting next week.The vice mayor expressed gladness that Mayor Constantino Jaraula had acted upon his request for an allocation of P10-million out of the 20-percent Development Fund to help new barangay chairmen implement their priority projects.The vice mayor earlier required the new barangay chairmen to furnish him a list of their priority projects.Since the P10-million will not be enough, the vice mayor said each barangay will get P200,000 each.He said although this is not a huge amount it will enable the barangay chairmen to provide better services to their constituents. 760 Students To Get SPES Job This Summer

Some 760 student, are set to benefit from the Special Program for the Employment of Students (SPES) of the City Government of Cagayan de Oro for the coming summer months.

Juvy Paza, acting manager of the Public Employment Services Division (PESD) of the City Mayor’s Office disclosed that the SPES which starts on April 1 and ends on April 29, 2008, aims to help college students coming from poor families earn income this summer which they may use for their school expenses when classes open in June. An orientation will be conducted by the PESD for the SPES beneficiaries before they will be fielded in the different national agencies in the city. Under the SPES, the local government will shoulder 60 percent of the students’ pay while the Department of labor and Employment will take care of the remaining 40 percent. Each student beneficiary of the SPES will earn P4,600 for their 20 days work, which they may use for their tuition in the coming school year 2008-2009. Paza said that interested students who are between 16 to 25 yrs old, and college level may submit their birth certificate; bio-data; 3 pieces 1x1 picture; 3 copies barangay certification (1 original and 2 photocopies); 3 school certification w/ grades (1 original and 2 photocopies) to their respective barangays. The applicants must have an average passing grade for the final term year (2008) and for out-of-school youth, they must have a school certificate from the last school attended and certified by the school that he/ she was an out-of-school youth for 2008. The Special Program for the Employment of Students is mandated under Republic Act 7323 otherwise known as an Act of Employing Poor And Deserving Students which aims to help poor but deserving students pursue their education by providing or augmenting their income through wage employment during summer and Christmas vacations.

Mayor Jaraula Lauds COCPO For Arresting 3rd Most Wanted Person

City Mayor Constantino G. Jaraula today commended the Cagayan de Oro City Police Office under the leadership of P/Sr. Supt. Isagani F. Genabe, Jr. for the fall of the third most wanted suspect in the city.

Mayor Jaraula said that the arrest of one Carlos Ubay-Ubay y Labiano should serve as a stern warning to all criminal elements in the city to stop their illegal activities here. “We cannot allow criminal elements to besmirch the good reputation of Cagayan de Oro as a peaceful and safe place to live,” Mayor Jaraula told members of the Cagayan de Oro City Police Office and the media who witnessed the presentation of the arrested persons at the mayor’s office. Mayor Jaraula likewise exhorted the local police officers to pursue without relent, criminal elements who are still out on the loose and continue to victimize residents and visitors in the city. The city chief executive likewise warned the local police not to release from detention arrested snatchers even if their complainants will not file a case against them. Mayor Jaraula explained that snatching is a public crime which can be filed in court even when the victims do not show interest to file a complaint against the perpetrators. P/Sr. Supt. Genabe presented to Mayor Jaraula this morning, murder suspect Carlos Ubay-Ubay y Labiano, who is No. 3 in the list of Most Wanted Person in Cagayan de Oro and carries a monetary reward of PhP90,000 per Department of Interior and Local Government Memorandum Circular Number 2008-09 dated January 18, 2008. According to police records, Ubay-Ubay is one of the four accused for the killing of a certain Fernando Popera in May 2005. Genabe also presented to Mayor Jaraula this morning, two suspects of the notorious motorcycle-riding snatching artists who were responsible in a series of snatchings in the city. The acting city police director identified the arrested suspects as Michael Mabalos y Besas and Roland Jamaca who were allegedly responsible for the snatching of the shoulder bag containing a sum of money and cellular phone of one Ma. Cecilia Alvarado y Cababaros early late last week, and three other victims.

MOA For MacArthur Marker Inked Today

City Mayor Constantino G. Jaraula today signed a memorandum of agreement with the Philippine Ports Authority, Barangay Macabalan and MacArthur Marker Committee regarding the establishment of the MacArthur Memorial Marker in barangay Macabalan, this city.

Mayor Jaraula, signed the MOA together with Port Manager Efren B. Bollozos representing the Philippine Ports Authority, Brgy. Chair Gertrudes Beja, representing barangay Macablan and Engr. Elpidio Paras, representing the MacArthur Marker Committee, a committee tasked by Mayor Jaraula to implement the project. The signing of the MOA regarding the establishment of the MacArthur Marker came barely two days away from the scheduled inauguration of the marker which is set on March 13, 2008 to coincide with the 66th anniversary of the historic landing of MacArthur at the Macabalan Wharf en route to his escape to Australia during the World War II. Under the MOA signed among the four parties involved, the PPA is tasked to delineate and segregate the 1,000 square meters for the marker, recommend any modifications in the lay-out, design, and other details of the marker as well as control and administer the area. The city government’s major task under the agreement involved sited development, construction and maintenance of the area, while the barangay shall assist the city government in the removal of illegal structures along the periphery of the site as well as responsible for the daily upkeep, cleanliness, security and maintenance, beautification and orderliness of the area. The MacArthur Committee on the other hand, shall assist the city government in the establishment and construction of the MacArthur Marker Project, accept donations, raise funds as may be necessary, and open bank account with any bank under the name of the committee with its chairman, treasurer, and the city government as signatories. The signing of the MOA strengthened the collaboration between the government and private sector along the establishment of the MacArthur Marker which will promote Cagayan de Oro’s significant role in the Liberation Trail. The signing was also witnessed by other members of the committee together with Dr. Johnny Montero, member of the Sisterhood Commission of Norfolk City, Virginia who came all the way from the United States to witness the historic occasion on Thursday. Aside from Dr. Montero, the inauguration of the MacArthur Memorial Marker will also be witnessed by former President Fidel V. Ramos, representatives from the Joint United States Military Advisory Group, and Executive Director Ludovico Badoy of the National Historical Institute.

Alcantara, who ranked first in the Asian Tennis Federation Under 14 division two years ago, and Olivarez are expected to meet stiff opposition in the tourney expected to be participated by countries like Japan, United States, Korea and many others.

A total of 68 boys and 68 girls are already entered in the main draw of the tournament that has been the breeding ground of star players Lleyton Hewitt of Australia, American Andy Roddick and Leander Paz of India.

The last time a Filipino won the title was when Maricris Fernandez reigned supreme in 1997.

"We are expecting to see players that will soon dominate the international scene," Reyes said.

"We’re very proud that for the past 19 years, the Mitsubishi Lancer International Juniors Tennis Championships is considered the grassroots of upcoming tennis superstars," said Reyes.

The qualifiers will be held on March 23 to 24 while the main draw is set on the 25th also at the Rizal Memorial Tennis Center.

PILAR, Baguio City – An orphan from Zamboanga City is this year’s valedictorian of the Philippine Military Academy’s Baghawi Class composed of 197 men and 23 women.

Cadet First Class Ariel G. Rallos of Limon Drive, Canelar Triplett in Zamboanga City will receive the Presidential Saber Award, PGMA Achievement Award for Excellence, Philippine Navy Sword, Jusmag Award and five other citations and plaques during PMA’s graduation rites on March 18.

Rallos, 26, lost his father when he was still in high school. His mother died in 2005.

“Dedication and the will to excel are what brought me here," he said in an interview.

Rallos obtained his BS Physics diploma from the Western Mindanao University before entering the country’s premiere military academy.

The 2006 top PMA graduate, Air Force Lt. Ariel Toledo of the Mandala Class, was also an orphan. Toledo himself died of liver last September.

The Baghawi class salutatorian is Bernard Roderick Joaquin from Aguilar, Pangasinan. He will receive the Vice Presidential Saber and the Philippine Air Force Award for being the top Air Force recruit.

Third in the class is Me-Ann Sinson of Ligao City, Albay, the only woman cadet in the Top 10. She is joining the Air Force.

Dennis T. Legaspi of Zamboanga Sibugay is fourth, getting the Philippine Army Saber.

After graduation, Rallos, Joaquin and Legaspi will pursue further studies in the United States as part of their Jusmag awards.

Vergel Lacambra of Pagadian City comes fifth and Carlo Catalan of Dumaguete City is on the sixth place.

Others in the top 10 are: Francisco Pondoyo Jr of Zamboanga del Sur; Marc Louis Parado of Baliuag, Bulacan; Dennis Moreno of Banga, South Cotabato; and, Vay Caballero of Cagayan de Oro City.

PMA Superintendent Maj. Gen. Leopoldo Maligalig said the top graduates were chosen for their academic records as well as physical and sports training, military science training and character development program. - GMANews.TV

Eusena of the Department of Trade and Industry (DTI), region 10, said a strong peso, broader economic diplomacy and trade, more investments, jobs and infrastructure, as well as peace and security only confirm the rosy outlook of the country's economy.

Thus, DTI has proposed the establishment of the National Economic Research and Business Action Center (NERBAC) in Northern Mindanao to accelerate entry of investment and improve the business environment of the region.

During the 74th Full Council Meeting of the Regional Development Council (RDC-X) held recently, Eusena said NERBAC is expected to answer the call of the business sector in the region for a coordinated and facilitative government support for investment promotion and for businesses to operate and grow by providing them timely and relevant business information.

A one-stop action center envisioned to reduce the processing time and cost of acquiring business permits and licenses by pooling all the government agencies' representatives involved in licensing and registration under one roof, NERBAC will collect and disseminate economic, technical and industry information useful for business enterprises and investors.

It also aims to identify and promote investment opportunities in accordance with the investment priorities of the government for possible business match-up and improve the business environment through policy and regulation reforms advocacy, Eusena said.

Specifically, NERBAC will include the following services: Investment Promotion and Business Information Management to handle investment promotion and provide assistance on the preparation of business plans and maintain information database of all the concerned sectors.

One Stop Business Registration and Licensing to process mandatory permits and licenses for start-up business with participating agencies, such as the local government unit (LGU) of Cagayan de Oro, DTI, BIR, SSS, DOLE, PHIC, HDMF, CDA, IPO and PCAB.

Export Documentation to streamline processing of the required export permits, through the facilitation of member agency representatives and other export-related agencies, such as Philexport-10 and the Bureau of Customs (BOC).

This is final draft of a speech that was not used. I set them in outline last Sunday night and drafted it two parts that night and following Monday morning. Guess it was easy to write. I ought to be a speechwriter, but with lot of things to do, I decline to do so. Better stay as a writer, not as teacher or doctor or politician or priest.

The President is not coming; my Ambassador will not come as city official hoped for. Oh well. Know what, Mr. Mayor? There is one person that would not introduce me to you. Shame, and this person has selfish heart and I hope you would scold her. Yes, a female.

In the beginning of my life my Grandfather Richard Carlson willed to my Deaf father 2 volume of World War I and II Time-Life books. I was told he took command post in US Merchant Marine, delivered fast cargoes into war zone. Through him my interest in military history arose. Because I share my Scotch ancestry with this man, General Douglas MacArthur, I was drawn to Pacific war theater which centered in and around the Philippines. He is my fascination.

Much as your countryman and woman were taught life and heroic deed of Dr. José Rizal, we would find biographic references on General Douglas MacArthur in motion pictures and educational films. He is still a hero back in America, particular to generations whom my Mom think highly of him. Riding front of jeepney do make me feel like General Douglas MacArthur. The history may have forgotten him but we can never forget what he have done to this countury.

Ironically, just few days before my schedule flight to the Philippines from North America, I happened to stubbed across black and white film, They Were Expendable. Starred by Robert Montgomery and John Wayne, the movie story is half fiction. But in one scene that portrayed the arrival of the General and his entourage as they evacuated from island of Corregidor, however true. President Manuel L. Quezon and then-Vice-President Sergio Osmeńa had already left. By the order President Franklin Delano Roosevelt command him to retreat from the Philippines, enchanting place that he hold dear.

With full faith and determination he strongly believe in this Republic, this nation, that was going to be independent. Imaging how you work hard with your blood and sweat and then watch them destroy. This is why he stayed inside Malinta Tunnel, enduring aerial bombing for months, protecting President and the Government of your Grandparents in hoping tide of the War would change. Peace never did came. With advice and consult his friend President Quezon, who appointed this United States Army General to be Field Marshal of Philippine Army, Philippine Scout, and Philippine Air Force, he unanimously made decision to retreat.

Delivered by United States Navy Motor Torpedo Boat Squadron Three by then-Lieutenant John D. Bulkeley under command, PT boats for short, (the one you see replica behind me) came upon tropical Cagayan de Oro that morning 66th years ago. PT 41, PT 34, and PT 35 made it here in this former pier; PT-41 evacuated Gen. Douglas MacArthur, Mrs. MacArthur, Arthur MacArthur (Gen. MacArthur’s son), Arthur’s Chinese nurse, General Sutherland (USFFE Chief of Staff), Capt. Harold G. Ray (USN), Lt. Col. Sidney L. Huff (Aide), and Maj. C.H. Morehouse (Medical Officer); PT 32 was abandoned halfway. It was dangerous time. On arriving, MacArthur said, “You have taken me out of the jaws of death. I shall never forget it.” Very dangerous and daring time.

Last May I came here on similar way by the sea not far from here; while the General stayed for few days, mine was 12 days and I went back to Cebu when there wasn’t home to be found for me. Yet I have return to same spot few months later, and I would not be here today if not for those friends here. [Applause]. Through friendship forge with my fellow Filipinos I have met my beautiful girlfriend Roxanne. [Applause].

What I could safely said: General Douglas MacArthur has a heart of Nemo me lacessit impune! To translate in English from Latin it means, in English: Do not attack me with impunity! Accord to legend, Queen Scotia, after weary day of battle, she sat on field of grass and a prickle flower struck her from behind. Angrier by attack she realized that it is a beautiful pink flower called thistle. So he love all beauty of the Philippines, and do anything to defend it.

Among quotes from the General himself was: It is fatal to enter any war without the will to win it. General Douglas MacArthur believe in defense. He try to tell you: Stand your ground and protect what you think is right. For months he was waiting for reinforcement from Washington, DC that never came. Pearl Harbor in Hawai’i has been disabled few months before, so chance of going offensive was illogical. That is why the General had no choice to stay put and made through battlefront and came upon this dock in peaceful morning of March 13, 1942 66 years ago.

So, keep your country beautiful. Be proud who you are.

MacArthur’s landing at the old Macabalan Wharf en route to his escape to Australia via the Del Monte airfield in Diklum, Manolo Fortich, Bukidnon. The former Philippine president will also lead other dignitaries that include City Mayor Constantino G. Jaraula, Lt. Col. Riker of JUSMAG, Executive Director Ludovico Badoy of the National Historical Institute, Dr. Juan M. Montero, board of director of the Norfolk Sister City Association (NSCA) and Atty. Oscar M. Sevilla, general manager of the Philippine Ports Authority in the ceremonial cutting of ribbon. On the same occasion, the National Historical Institute will unveil and present the historical marker and certificate of transfer to Mayor Jaraula which confirms the historical significance of the Macabalan Wharf in the history of World War II. After landing at the Macabalan Wharf, MacArthur, together with his family and military entourage then proceeded to Del Monte Clubhouse for his departure to Australia on a B-17 Flying Fortress where he made the famous declaration, “Upon orders of the President of the United States, I came through the Japanese blockade, and I shall return.” The MacArthur Marker in Macabalan boasts of a replica of MacArthur’s PT 41 Boat donated by the Kagay-anon International, and the marker it self which could probably land in the Guinness Book of World Records for being the biggest hat in the world.

It is still opinionated but it has traversed from just being a simple online journal that accounts a person's day-to-day life or experiences to allowing the blogger to give online reviews on almost anything they want to write about.

What makes a blog different from a website is that in a blog, your readers can leave a comment, give you their own opinion, and give you advice on love, life and whatever you write about. It is interactive. It is conversational in a way. You talk in your blog and a reader can talk back at you (though you can also disable that function in a blog if you don't really want to know what your readers have to say).

Blogs now come in different forms:

Weblogs (a.k.a. blogs) - these are online journals. There are a lot of blog providers that allow you to start your own blog for free. Try visiting http://www.i.ph or http://www.blogspot.com. You can customize the look and feel of your blog too.

Videoblog - use your phone or your own digicam, talk, perform a dance or sing, rant or even act then upload it online, voila! Your very own videoblog! You can upload this for free on http://www.youtube.com and other similar websites that allow you to upload your own videos.

Photoblog - this is where most of our aspiring and renowned photographers showcase their works online, adding a simple line or two to give the desired effect of their photos. Commonly used for these is http://www.multiply.com but the three sites I mentioned earlier allow you to create your own photoblog too. Just upload pictures instead of creating a post or entry.

Sketchblog - where you can upload those drawings or sketches you make during your lunch break and share it to the world. (There could be other forms out there, but primarily these are the most commonly used blogs.)

What do bloggers blog about?

Personal lives, experiences (a blog about his mother, or a son, or about himself)

Food (the best restaurants, recipes and anything related to food)

Travel (resorts, hotels, how to go on a trip within your budget and the like)

Hobbies (anime, books, authors, sports, dreams, etc.)
Businesses (handmade jewelry, RTW, shoes, services and more)
Fashion (the latest in the fashion industry, models, catalogues)
Entertainment (movies, gossip, stage plays, and so on)

And a whole lot more! (whatever you can think of)

The blogosphere (coined to describe the online community of bloggers and their writing) welcomes everyone who wants to be given a chance to be heard. There are a lot of blogging communities in place here in Mindanao (i.e. http://www.bisayabloggers.com, http://www.mindanaobloggers.com). You may visit their sites and become a member freely to be affiliated. Sometimes, just adding them in your blogroll (a list of links displayed on your blog) will do.

Some people may not like what you write and some might make fun of you, but it all boils down to one's freedom of speech, online. This is your space, your life on the World Wide Web. I personally think that we all want to be heard. We all want to connect to someone. We want someone to be a witness to our lives. Blogging gives you that window of opportunity to be your true self, even if it's only through your blog. Happy blogging!

Arroyo hails Mindanao coops

PRESIDENT Gloria Macapagal-Arroyo on Monday hailed Mindanao's cooperatives as engines of growth and drivers of the island's economy, even as he exhorted them to continue helping the government's poverty alleviation measures.

"Mindanaoans are well aware of the advantages of cooperatives. The success of the cooperative spirit shows what profit, innovation and competitiveness can do to achieve social justice," the President said, addressing the 4th Mindanao Cooperative Summit at The Atrium of the Lim Ket Kai Center Monday.

Mindanao is fast becoming the country's cooperative center, President Arroyo said, noting that at least one of the 10 adults in the island is a cooperative member.

"This is an impressive ratio, and I do hope cooperatives in the island will multiply - the fact that out of the 100 best cooperatives in the country, 30 are based here. We envision that these cooperatives will join the biggest businesses in Mindanao in the coming years," she said.

Mindanao-based cooperatives - numbering 4,211 in all - turned in some P25 billion in business volume in 2006, employing at least 29,124, according to the data provided by the Cooperative Development Authority (CDA).

Cooperatives have greatly contributed to the government's micro-finance programs, Arroyo said, noting that 60 percent of Mindanao's coops are engaged in microlending - providing an alternative credit system for the poor.

"When we bring in investments including the cooperatives' investments and create jobs, our people have a more stable and predictable life. And with more investments come more tax revenues that can be invested in schools, roads and bridges as well as healthcare, education and the environment," she said.

But the President acknowledged that in spite of the cooperatives' contributions to the economy, coops are confronted with issues on taxation. She said the matter should be let for the courts to decide.

Coop leaders seized the occasion to present to the President their woes, chiefly the position of the Bureau of Internal Revenue (BIR) to impose taxes on cooperatives.

First Community Cooperative (Ficco), the country's largest cooperative, had earlier disclosed that it has received series of tax assessments from the BIR in Northern Mindanao in the past few years.

Lawyer Isidro Q. Lico, Ficco chairman, argued that under the law, cooperatives are 100 percent exempted from taxes. He urged Congress to pass a separate legislation underlining that exemption "to prevent the BIR from harassing us and for the courts from legislating on taxes."

A Regional Trial Court (RTC) in Visayas had earlier ruled in favor of taxing savings deposits of cooperatives, lawyer Lico disclosed. The case is now pending at the Visayas Court of Appeals (CA).

Attended by hundreds of cooperative leaders from the six regions of Mindanao, the summit was anchored on the theme "Sustaining the Economy, Achieving Ecological Integrity, Empowering Communities Yes, Cooperative Can.

CAGAYAN DE ORO City will be the government’s pilot area for an energy efficient lighting (EEL), as the city overhauls its street lighting system to save on power costs.

The local government unit and the Energy department last month signed a memorandum of agreement with the Cagayan Electric Power and Light Co. (Cepalco) that operationalizes an EEL for the city streets.

Cepalco has estimated that the city can save as much as P13 million annually if it replaces all its street light bulbs with 70-watt units rather than 250-watt units.

Power rates in Northern Mindanao are highest for street lights, and fall within the range of P6.88-P7.23 per kilowatt-hour.

Further, the energy saved can be used by other users to provide light and access for those areas yet unreached by power utilities, added Cepalco.

The three-way partnership will also implement guidelines on Energy Conserving Design of Buildings, guidelines on Roadway Lighting, and other EEL-related standards and guidelines developed under the project on both private and government-owned buildings.

Common reason

All parties claimed that in the Philippines, overly designed street light is a common reason why local government units incur unpaid power bills.

Poorly designed or lit roads, and largely the absence of street lights in some areas, also aid crime and cause vehicular accidents.

The Cagayan de Oro project is part of the Energy department’s medium-term venture, the Philippine Efficient Lighting Market Transformation Project (Pelmatp), that aims to address issues of energy economics, efficiency, and general safety.

Savings and greenhouse gas (GHG) reductions are due from lower consumption in households, and commercial and industrial establishments.

Pelmatp, supported by a $3.13-million grant from the United Nations Development Program’s Global Environment Facility, was developed with the technical assistance of the Institute of Integrated Electrical Engineers, Philippine Lighting Industry Association and Energy Efficiency Practitioners Association of the Philippines.

Under the program, GHG emissions due to lighting are expected to diminish starting this year as the Energy department significantly increases utilization of new and renewable energy resources for power generation. — MKCC

The rapids of Cagayan de Oro River offer thrills adventure seekers can not ignore. The challenge of paddling through the swirling waters on board a rubber raft, bring on an excitement to those who experienced it the first time.

Taking a break from journalism training on handling conflict sensitive issues, journalists from different parts of the country were recently introduced to white water rafting in Cagayan de Oro. More than a fun event, it was a team building activity that strengthened the network of media practitioners who joined the training.

Grouped into six in every raft, reporters from Luzon, Visayas, and Mindanao were made to wear life vests and helmets and were given instructions on how to use the paddle in navigating through the river. Survival “tips” on how to float properly and what to do in case one falls out of the boat were given by expert boatmen joined the “beginners” in the raft.

The panoramic view of the rocky walls of the river and surrounding lush vegetation add to the exhilarating activity. Tackling the first of the 14 rapids boosted the spirits of the first-timers who conveniently dispelled from their minds the fact that they were on the “beginners’ course”.

To fully enjoy the experience, participants were encouraged to swim in areas were the river water is placid and while diving into the cool water was easy, getting back into the rubber raft was another challenge and a test of strength.

As the rubber rafts navigate their way down the river, participants were given a dose of history of the river, the surrounding caves and the celebrities who had experienced the thrills and the “falls” while navigating the rapids.

Visiting Cagayan de Oro will not be complete without trying the white water rafting experience. It is recommended not just for adventure seeking tourists but also to those who simply love to enjoy and embrace the nature’s limitless beauty.

Former PBA commissioner Noli Eala has a plateful of things to do now that he’s the captain of the good ship Third Force.

Since leaving the PBA, Eala never expected to be this busy. But he’s not complaining. If there’s such a thing, Eala is pleasantly harassed.

Aside from attending to his sports projects, Eala is attending to his flourishing food store – ”Bread All Day” – in front of Mt. Carmel Church along Broadway Avenue and a flower shop called “Blooms in Breezes.” He’s also working on upgrading a family-owned resort in Los Bańos.

Then, there’s the big triple world championship boxing card in Dubai he’s staging on April 18.

At the moment, Eala said he’s putting the finishing touches on Liga Pilipinas which is envisioned to be a home-and-away circuit, like the defunct MBA, with teams all over the country.

“There are 26 applicants for franchises and we’ll screen them down to 16 which is the number we’re looking at for our first season,” said Eala. “The deadline for the submission of applications is March 5 then we’ll decide the teams by March 15. By April 15, we’ll finalize the lineups and by April 29, we’ll get the show on the road.”

Eala said the league will not include a Metro Manila team.

“We’ll limit each team to two ex-pros in our first year and one in our second year because we aim to be developmental,” explained Eala. “But a team will be allowed to go over the limit if the ex-pros are included in the maximum of eight homegrown players in a 14-man lineup. Homegrown players are defined as those who were born in the place hosting the team, those who live there and those who trace lineage to the place.”

Eala said Fil-Ams are welcome in Liga Pilipinas and he plans a dispersal draft to give each team a crack at the pool.

“We’re playing strictly FIBA rules and in the playoffs, we intend to bring in two FIBA referees from overseas,” he continued. “We’re scheduling 175 games in a conference, more than in the PBA, and 380 games in a season. We’ll run two conferences of four months each. We’ll do quadruple headers four playing days a week so we’ll be extremely busy.”

Eala said he is in the process of negotiating a TV contract for the league.

“We’re meeting with three networks,” he disclosed. “We’ll probably sign up one network for games in the North and another network for games in the South. When the playoffs come around, we’ll work out a distribution arrangement. The league will maintain two headquarters, one in Manila and another in Cebu.”

So far, Eala said he has been able to locate sponsors pledging P12 million to support the league.

“The upside is tremendous,” said Eala. “We’ve got interested parties in Cebu, Bacolod, Cagayan de Oro, Zamboanga, General Santos City, Tacloban, Tagbilaran City, Tagaytay, Batangas, Baguio City, Ilocos Sur, Pampanga, Taguig and many more. Henkel-Sista is thinking of adopting Taguig. Mayor Bautista is taking care of Baguio. Gil Cortez is coordinating Pampanga. The league has enormous potential.”

I think because it remain a single subdivision subdivided by phases... Unlike Pueblo de Oro is divided by different subdivisions and subdivision developers.

Are you referring first the A Brown the developer of Xavier Estate? I think Pueblo is the largest developer in terms of area developed. As we all know Pueblo developed 360 has. of master=planned project. But as of now, A Brown aside from Xavier Estate which is 200 has., she has also the latest master-planned project the Teakwood Hills which as of now I don't know how many hectares of it. So I think either Pueblo and A Brown is the biggest real estate developer in the city as of this time.

Well, the construction of a gigantic mall in the Pelaez-Golez area was already abandoned.

But the good news for the coming near future is that both high and low end subdivisions will rise in that vast undeveloped area. :cheers:

It's because the location of SM is not too accessible compare to LKK. That's why SM will really pursue the plan in constructing a super center in front of Gaisano City Mall. :)

Ever since I don't like that area to be developed with huge malls. Kasi ganito ang logic ko, Naglagay nga tauyo ng bagong tulay (kagay-an bridge) dyan para maibsan ang traffic congestion sa Ysalina bridge tapos ngayon na operational na ang Kagay-an bridge gagawa na naman tayo ng scenario na magkatraffic congestion sa isang tulay. Diba, can you imagine that guys? So for the better zoning, mas maganda residential na dyan or midrise condos. Siguro may strip mall lang or commercial arcade for the residents convenience.

Yan ang maganda nilang gawin. Tsaka mas maganda kung idevelop pa nila ang Sport Zone, aside from hotel, commercial arcade, and convention center, mas maganda kung merong mga midrise condos. That place (seems like a valley) surrounds with lush greens hills and clear Cagayan river is a great place for an event or a place to live in.

I agree with you @boju! But talking about condos, hmmm, let me just share this again to Cagayanon forum enthusiasts here. Well, we are talking about thus condos once the 4ID Camp/Evangelista Camp will be transfered to Lumbia. :)

yup...I remembered the time when SM CDO opened for the first time. There was transpo gridlock from Vamenta Blvd. up to Pueblo de Oro, a stretch of 3 kilometers. The fact that this road does not experience traffic before SM. Traffic was starting from 10AM up to 4PM in time for the opening. By past 5PM up to 8PM, all vehicles were moving slowly in both directions. Sometimes, they don't move for 15 minutes due to a gridlock. Mallers were from as far as Butuan City in the east and Zamboanga City in the west. Grabe.... traffic eased up by 10-11PM.

Yeah, so gagawa pa ba tayo ng mga ganong scenario? Kaya tama lang na walang malaking mall sa gitna ng siyudad. Kung ganyan kahaba ang trapik patungong SM, how much more sa gitna ng city. Maraming maapektuhan, mga residential areas, schools at merchants.

the difference between Pueblo and Recto is that when SM opened, there were only two alternative routes going back to downtown CDO at that time: (1) via Lower Balulang (unpaved and undeveloped); and (2) via PN Roa (long circuitous road). sa Recto, ang dami lulusotan but still ma-traffic talaga even walang SM.

This coming April, I won't go anymore to Camiguin just to have penance. I'll rather to cross 9 rivers here at Barangay Agusan, CdeO. Besides, I don't like having pilgrimage in the hills of Malasag just to avoid the crowd.

Anong ibig sabihin nang 9 rivers? During collage days, invite ako ng classmates ko na mag adventure sa 9 rivers pero hindi ako nakasama. Hindi ko na rin natanong kung natuloy ba sila kasi magbakasyon na kasi yun. Can somebody give a details on that?

CAGAYAN DE ORO City will be the government’s pilot area for an energy efficient lighting (EEL), as the city overhauls its street lighting system to save on power costs.

The local government unit and the Energy department last month signed a memorandum of agreement with the Cagayan Electric Power and Light Co. (Cepalco) that operationalizes an EEL for the city streets.

Cepalco has estimated that the city can save as much as P13 million annually if it replaces all its street light bulbs with 70-watt units rather than 250-watt units.

Power rates in Northern Mindanao are highest for street lights, and fall within the range of P6.88-P7.23 per kilowatt-hour.

Further, the energy saved can be used by other users to provide light and access for those areas yet unreached by power utilities, added Cepalco.

The three-way partnership will also implement guidelines on Energy Conserving Design of Buildings, guidelines on Roadway Lighting, and other EEL-related standards and guidelines developed under the project on both private and government-owned buildings.

Common reason

All parties claimed that in the Philippines, overly designed street light is a common reason why local government units incur unpaid power bills.

Poorly designed or lit roads, and largely the absence of street lights in some areas, also aid crime and cause vehicular accidents.

The Cagayan de Oro project is part of the Energy department’s medium-term venture, the Philippine Efficient Lighting Market Transformation Project (Pelmatp), that aims to address issues of energy economics, efficiency, and general safety.

Savings and greenhouse gas (GHG) reductions are due from lower consumption in households, and commercial and industrial establishments.

Pelmatp, supported by a $3.13-million grant from the United Nations Development Program’s Global Environment Facility, was developed with the technical assistance of the Institute of Integrated Electrical Engineers, Philippine Lighting Industry Association and Energy Efficiency Practitioners Association of the Philippines.

Under the program, GHG emissions due to lighting are expected to diminish starting this year as the Energy department significantly increases utilization of new and renewable energy resources for power generation. — MKCC

Ramos is expected to address the people of Cagayan de Oro and other guests who will witness the historic event which coincides with the 66th Anniversary of Gen. MacArthur's landing at the old Macabalan Wharf en route to his escape to Australia via the Del Monte airfield in Diklum, Manolo Fortich, Bukidnon.

The former Philippine president will also lead other dignitaries that include City Mayor Constantino G. Jaraula, Lt. Col. Riker of JUSMAG, Executive Director Ludovico Badoy of the National Historical Institute, Dr. Juan M. Montero, board of director of the Norfolk Sister City Association (NSCA) and Atty. Oscar M. Sevilla, general manager of the Philippine Ports Authority in the ceremonial ribbon-cutting.


On the same occasion, the National Historical Institute will unveil and present the historical marker and certificate of transfer to Mayor Jaraula which confirms the historical significance of Macabalan Wharf during World War II.

After landing at the Macabalan Wharf, MacArthur, together with his family and military entourage, then proceeded to Del Monte Clubhouse for his departure to Australia on a B-17 Flying Fortress where he made the famous declaration, "Upon orders of the President of the United States, I came through the Japanese blockade, and I shall return."ť

I think in theory yun but ayaw ng city to change all street lights from 250 to 70 W. Probably in minor roads OK lang and not in major roads.

Frederick Riker, Deputy Chief, JUSMAG & U.S. Defense Representative to the Philippines; Commander Le’Kean Brown, Naval/Marines Operations Officer and Lieutenant Richard Rayos of the US Navy have already arrived today for the inauguration rites tomorrow.

Ramos is expected to address the people of Cagayan de Oro and other guests who will witness the historic event which coincides with the 66th Anniversary of Gen. MacArthur’s landing at the old Macabalan Wharf en route to his escape to Australia via the Del Monte airfield in Diklum, Manolo Fortich, Bukidnon.

The former Philippine president will also lead other dignitaries that include City Mayor Constantino G. Jaraula, Lt. Col. Riker of JUSMAG, Executive Director Ludovico Badoy of the National Historical Institute, Dr. Juan M. Montero, board of director of the Norfolk Sister City Association (NSCA) and Atty. Oscar M. Sevilla, general manager of the Philippine Ports Authority in the ceremonial ribbon-cutting.

On the same occasion, the National Historical Institute will unveil and present the historical marker and certificate of transfer to Mayor Jaraula which confirms the historical significance of Macabalan Wharf during World War II.

Mayor Jaraula expressed optimism that the establishment of the MacArthur Marker will prominently put Cagayan de Oro in the map of the Liberation Trail, thereby boosting the city’s pride as a witness to the significant event in world history.

Mayor Jaraula takes pride in the realization of the MacArthur Marker project as an evidence of a strong partnership between the city government and the private sector in an effort to promote Cagayan de Oro to the global community.

The city chief executive likewise thanked individuals and companies in the city and elsewhere in the United States who have willingly donated funds for the construction of the marker.

Archbishop Antonio J. Ledesma, S.J., D.D. of the archdiocese of Cagayan de Oro will lead the blessing of the memorial marker.

According to history, Gen. MacArthur landed at the Macabalan Wharf aboard PT 41 Boat under the command of Lt. John Duncan Bulkeley. Extremely pleased with Bulkeley’s effort to steer their boat clear of the sight of their Japanese enemies, Gen. MacArthur reportedly declared, “Bulkeley, I’m giving every officer and man here the Silver Star for Gallantry. You’ve taken me out of the jaws of death and I won’t forget it.”

A Cagayanon, then Capt. Fidencio Laplap, now 87 years old, was one of those who were later awarded the Silver Star for gallantry promised by Gen. MacArthur.

After landing at the Macabalan Wharf, MacArthur, together with his family and military entourage, then proceeded to Del Monte Clubhouse for his departure to Australia on a B-17 Flying Fortress where he made the famous declaration, “Upon orders of the President of the United States, I came through the Japanese blockade, and I shall return.”ť

The MacArthur Marker in Macabalan boasts of a replica of MacArthur’s PT 41 Boat donated by the Kagay-anon International, and the marker itself which could probably land in the Guinness Book of World Records for being the biggest hat in the world. (Cagayan de Oro City IO)

Ic, is that actually 9 rivers or only 1 bale nagkoros-koros lang ang pagdaan natin that's why umabot ng 9. Is it?

the Guadalupe Church was just a small "capilla" when I went there 4 years ago....ngayon concrete na due to many donations from visitors :cheers:

ito kasi ang sabi ng cepalco from the article posted "Cepalco has estimated that the city can save as much as P13 million annually if it replaces all its street light bulbs with 70-watt units rather than 250-watt units".

kaya i replied na hindi dapat sa lahat ng roads. depende po sa classification nito. may different level of illuminance kasi ang mga yan.:)



I think in theory yun but ayaw ng city to change all street lights from 250 to 70 W. Probably in minor roads OK lang and not in major roads.

I think ibang klaseng ilaw na ang ipapalit, low wattage but the same illumination... That's the essence of project to save energy...

Rumored lang, sa Iligan daw. Sa ngayon priority nila ang vegetable oil mill. Mayron silang ginagawang state of the art plant sa Phivedec na patapos na. I do hope after sa plant expansion ng real estate or mall ang kanilang gagawin.

Energy efficient na po yung existing street lamp nyo diyan, like High Pressure Sodium "HPS". Sa Department of Energy website makikita nyo ang Roadway Lighting Guidelines which mention "HPS" type of light ang gagamitin. :)
