Look at this... currently, the Lumbia airport's runway is at 2.2km (2200m).. Look, it can further be extended southwards and northwards to reach the international standard w/c is 2.5Km. Developing this would cost the government lesser than LIA.

Di ko gets eh... This article hopes that the proposal push through right? And that proposal is to connect CDO with BIMP-EAGA right? So, does it mean an international flight? For CDO having not even started its international airport yet? Wow.... How much more if we have it(LIA)..

The creation of LIA is very promising. Northern Mindanao is situated centrally in the South Philipines between the rest of the Mindanao and in Visayas. If we have now an international airport then the route is more feasible because it attracts passengers all over South Philippines.

Arroyo orders 5-year airport dev't plan
By Lizanilla J. Amarga

THE US $107 million Laguindingan International Airport may not have been mentioned in her State of the Nation Address (Sona) but President Gloria Macapagal-Arroyo recently issued an order for reserving a 344,219-square meter site for the families affected by this long-delayed project.

The President is also ordering the concerned agencies to submit a five-year developmental land for this relocation site to its office this year.

Misamis Oriental Governor Oscar Moreno through his Provincial Press Office chief Maricel Casiño-Rivera said they have just received Arroyo's Proclamation Order 1099.

The order is a presidential proclamation to reserve 344,219 square meters for a Laguindingan Relocation Site for the families.

"This is evidence that the President is really serious in implementing this project," she said.

Earlier, there were apprehensions as to why Arroyo failed to mention the Laguindingan International Airport as among the priority projects during her Sona last July 24.

But as early as July 14, Arroyo already signed this Presidential Proclamation 1099 entitled "Reserving for Laguindingan Relocation Site Purposes Certain Portion of the Public Domain Situated in the Barrio of Tubajon, Municipality of Laguindingan, Province of Misamis Oriental Island of Mindanao."

The three-page order contained Arroyo's declaration and setting aside "subject to private rights, if there be any," certain "parcels of the public domain" in Barrio Tubajon.

"...for relocation site purposes for the inhabitants of Laguindingan, Misamis Oriental who were displaced by the establishment or creation of the Laguindingan International Airport," her order reads.

A description of Lot 155-A GSS-880 of Tubajon, Laguindingan was contained in Arroyo's order including the boundaries of this 344,219 square meters relocation site "subject to final ground survey."

Arroyo then ordered that the administration and management of the area covered by the reservation shall be under the Local Government Unit of Laguindingan, Misamis Oriental.

This in coordination with the Department of Environment and Natural Resources (DENR).

Arroyo said, "Any development activity therein shall have minimal effect to the ecosystem."

And for this purpose, she said, a five-year developmental plan shall be submitted to her office within one year from approval. A copy of this plan should also be furnished to the DENR through the Forest Management Bureau.

"The cutting and utilization of timber and other forest products remaining in the area shall be subject to Forestry and Revenue Laws and Regulations," her order reads.

I don't think that simply extending the length of the runway can make an airport at par with international standards. There are other considerations like terrain, weather, etc. Lumbia has a perennial problem of inaccessibility (low visibility) during bad weather; it is also located in a plateau with surrounding mountains, making it risky for bigger aircrafts to land. It is also located in a fast growing area, where demand for space is getting acute. It is much better to build the airport in a vast plain with low built-up (especially near the coast; there you have room to expand. The new LIA is also intended to serve not only CDO but other cities and provinces in Northern Mindanao as well.

yeah, infact buildings in Pueblo are only allowed to rise up to 12 storey.

actually it will only serve flights in CDO, for in Iligan there are no commercial flights. Butuan airport i guess would still be operational even when LIA opens.
In bukidnon, thare is a plan building a commercial airport, particularly in Valencia City.

Two air firms open up in Oro

TWO airline companies are set to present to Mayor Vicente Emano their respective plans of including Cagayan de Oro in their air routes.

Rhia Rita Abalos, chair of the city tourism board, disclosed that the upcoming entry of more airline companies into the city's air transportation sector is a result of the proposal made by the board to the different air transport service operators during the recently concluded 3rd Bimp-Eaga Cluster Meeting in Koronadal City.

Abalos identified the two airlines who responded to their call as the Frontier Aviation and the MesPhil Aero.

Balos said in order for foreign tourists and investors to easily access Cagayan de Oro, more airline links are needed to directly connect Cagayan de Oro to the rest of the Brunei Darussalam-Indonesia-Malaysia- Philippines East Asean Growth Area (Bimp-Eaga).

The 3rd Bimp-Eaga Cluster Meeting in South Cotabato also became an avenue where Cagayan de Oro through the Department of Tourism 10 with Cagayan de Oro Hotel and Restaurant Association (Cohara) and the Cagayan de Oro Tour and Travel Association (Cotta) showcased its best products and services to the Bimp-Eaga tourism delegates.

Free travel tax for those who will use the BIMP-EAGA route was also proposed by the Cagayan de Oro group to encourage more tourists to visit Cagayan de Oro.

Abalos is hopeful that the proposal will be positively considered by air transport providers in the Bimp-Eaga as it will position the city as the premier destination in Southern Philippines.

Let's put a little spice to the thread. :D

I would like all forumers to answer this questions:

1. I've heard that some Jeepneys in CDO are so many they have to race to get their passengers. I don't see anything negative about it, but hope you understand...

2. I saw the wide lot of SM in CDO and it has a lot of potentials. Will its expansions be larger than the other SMs in the past?

3. Does CDO have plans to reclaim land? :D (stupid me)

and

4. Does anyone here have a picture of Gaisano? :D

I'll try to post some pics, the ones I got from CDO.

Ciao! :D

1. I've heard that some Jeepneys in CDO are so many they have to race to get their passengers. I don't see anything negative about it, but hope you understand...

:D
That’s true. Kung pabunggahay sa mga jeepney way makalupig sa CDO. Halos mga brand new ang mga jeepneys dito katulad sa mga taxis. That’s proven when the statistics said CDO has high purchasing power compare to others. To prove some, Toyota CDO enjoyed several years of making number one in sales performance throughout the country.

In the other hand, because of so many PUJs, drivers are keen in finding passengers to pay their boundary. Like in Manila, MMDA propose a regulated number of busses plying to EDSA to reduce traffic and make the bus profitable on their daily travel. I guess the CDO government are now regulating the franchise of PUJs.

2. I saw the wide lot of SM in CDO and it has a lot of potentials. Will its expansions be larger than the other SMs in the past?

The wide lot around SM CDO is not of Sys but its of Pueblo de Oro businss park and I think it was already sold out by private firms who want to have business in this area. The expansion is not so big, it is only 30 thousand more or less square meter. For now SM CDO in gross floor area is bigger then Davao.

3. Does CDO have plans to reclaim land? :D (stupid me)

There are investors from Australia who want to have business here in the Northeast part of the city. In my views, it’s too early to have reclamation in this city since there are wide vacant areas to be filled up. The first site that the Australian investors want to build up business is where the first news way back three years ago that the Ayala will have a plan to build a business district but it had problem in procuring the rights of the land. Maybe that’s the same reason why they propose for reclamation. The propose reclamation site is nearby the first site they want.

4. Does anyone here have a picture of Gaisano? :D

later, busy pa kasi.... :)

I'll try to post some pics, the ones I got from CDO.

^^ Thanks for answering my questions Boju.

Here's another. Is it "positive" to have malls in the main road? When we passed by CDO (literally "passed" because we went to Maria Cristina) I was clicking away to the malls. Gosh, Ororama, Gaisano, another Ororama. Will this sometimes pose problems to traffic?

CDO has a lot of potential. I might live there when I have lotsa money (hehehe) in due time. But for some time, it needs not only to focus on dev't but on peace and order.

CDO's geographical area makes it accesible to other areas in the Visayas and Northern Mindanao. You have Camiguin, Iligan, Butuan, Cebu, Bohol, Cebu, Bacolod. Your port definitely is busy because of its location.

Like in Metro Manila, EDSA is the main avenue where the first three big SM are located (namely: SM North EDSA, Megamall, and MOA) and a lot more shopping centers. It is likely positive, it is now in the government how to manage road and traffic situations.

SM CDO annex is completed & from what I heard it is slightly bigger than SM Davao in terms of Gross floor space pero in terms of Gross Leasable space mas malaki parin yung sa SM Davao.

Internet service firm opens in Oro
By Stephen Capillas

AN INTERNET and telephone service provider opened its doors to the Cagayan de Oro and Northern Mindanao market through the inauguration of its office at Hayes-Corner Pabayo streets this city last Tuesday evening.

The company called DcTech Micro Services Inc. provides Internet and DSL connections in partnership with the Misamis Oriental Telephone Co. (Misortel) and Teloff CICT.

Dc Tech Micro Services Inc. Project Coordinator Malou Orioste said their company is the fastest growing Internet provider with its main branch in Davao and others in General Santos City, Marbel North Cotabatao and Tagum City.

Orioste said their Cagayan de Oro office will service commercial and residential areas in Northern Mindanao.

She said their city office is composed of 85 personnel excluding those from the sales department.

Their services for residential areas and commercial establishments are divided into three with Pisolutions and Extreme Net for residential homes and Extreme Misornet for the commercial establishments.

"Right now we are providing 80 percent of the Internet connections to Cagayan de Oro for both commercial and residential areas," Orioste said.

For his part, Dc Tech marketing partner Manuel Marriz Agbon said the launching of Dc Tech Micro Services Inc. is also in line with providing affordable Internet services down to the masses.

"Like cell phones, which have become accessible to most everyone in the country, Dc Tech Services aims to do its part to expand access by everyone of Internet services," he said.

the annex(parking building has ground floor, 2nd, 3rd, 4th, and roof deck. only the ground floor area is allocated for more leasable space.(as for now, it's still vacant)... the 2nd, 3rd, 4th, and top levels are for parking space. SM CDO has no enough parking space that's why they built that annex.

August is definitely the best time to visit Mindanao. The island is teeming with activities from North (Kagay-an Festival / CDO) to South (Kadayawan Festival / DAVAO). Add to that is the new Tipupo Festival of Kidapawan City being celebrated this August too.

the annex(parking building has ground floor, 2nd, 3rd, 4th, and roof deck. only the ground floor area is allocated for more leasable space.(as for now, it's still vacant)... the 2nd, 3rd, 4th, and top levels are for parking space. SM CDO has no enough parking space that's why they built that annex.

how come?..SM CDO and SM Davao are twins..dont they have the same florr plan and site development plan?

TV show, Arroyo to grace fiesta
By Danilo V. Adorador III

A POPULAR television show, a gold-themed mardi gras, and a visiting President Gloria Macapagal-Arroyo will make this year's fiesta grandest, organizers said, describing the August 28 festivity as a global celebration.

While retaining most of the previous traditional roster of activities, this year's fiesta will see improved content, broad participation from private sectors, and will be shown overseas, said Councilor Jose Benjamin Benaldo, the event chairman.

In a press conference together with executive fiesta committee members Friday, Benaldo said organizers are tapping multi-media resources, including the Internet, to attract domestic and foreign tourists -- especially balikbayans -- to boost the city's tourism potentials.

While concerts, stage shows, and similar crowd-drawers entertainment performances are crowd-drawers, organizers said preparations are being done one single major event -- the live showing of popular television game show Wowowie -- which they expect to gather around 200,000 people.

The same show will be broadcasted live at ABS-CBN's international channel, which the network giant say is watched by thousands of Filipino subscribers abroad.

Anticipating an enormous crowd and the security and sanitation problems associated with it, organizers also assured that everything has been sorted out two weeks before the big day.

City Deputy Police Director Antonio Montalba said additional security will be provided by 100 police personnel from the Regional Police Office.

The Cagayan de Oro-based Army's Fourth Infantry Division (4ID) will also provide "outer" security such as manning additional checkpoints, he said.

To prevent deadly stampede that happened in Manila early this year, all government and NGO rescue units have been enlisted for the Wowowie show, said Punong Barangay Anthony Brellita, fiesta execom head. Wowowie is the same TV game show, which was earlier blamed for the Ultra stampede that killed scores of people.

Brellita admitted that a careful, well-defined contingency plan should be put in place to prevent deadly stampedes and similar harmful riots and similar fatal incidents.

Sanitation will be maintained by City Government personnel, while portable toilets will be made available for public use, he said.

But just a peek of how massive this year's fiesta is, Benaldo assured that not a dime will go out from the city's coffers. All expenses, he said, will be shouldered by private sponsors.

Yah, they are twin in architecture but in terms of land size, SM Davao is too wide its 13.2 hectares while SM CDO is 5.2 hectares.

Nope. If generally speaking of ABS-CBN's noontime show, they already had their live airing from CDO back in 2001(I guess) through its show "MTB"(having Roderick/Amy/Randy/John as the main hosts). If I could remember it right, it was held in Lim Ket Kai, particularly in the space where the new atrium takes its place right now. On the other hand, if you specifically say "Wowowee", then this will be the first time.

Interested participants should form a four-man team ages 18 to 60 years old and must be physically fit. President Arroyo to grace Tsada Kagay-an Festival 2006

Cagayan de Oro City (15 August) -- It will be a truly global celebration of the city fiesta for Cagayan de Oro, as no less than President Gloria Macapagal-Arroyo will grace the event on August 28, 2006.

City Councilor and chair of the “Tsada Kagay-an Festival 2006” Jose Benjamin Benaldo disclosed that the Office of the President already confirmed President Arroyo’s arrival on the day of the city fiesta.

While in the city, President Arroyo will inaugurate the P118-million west diversion road that connects the Bulua National Highway and Masterson Avenue in Upper Balulang, which leads to SM City and the Lumbia Domestic Airport. The road will pass through barangay Canitoan.

Aside from the inauguration, the President will also grace the Lambagohan Festival at the Cagayan de Oro River, one of the biggest events of the city fiesta.

Benaldo is optimistic that the President’s visit in time for the fiesta will boost the city’s intention to promote the Tsada Kagay-an Festival 2006 as a global tourism showcase.

Aside from the Lambagohan Festival, guests and visitors can also witness and participate in the grandest Kagay-an Festival, a street dancing showdown at the streets of Capistrano, Del Pilar and Velez on August 25.

Clad in indigenous costumes dominated by gold color, contingents coming from the city and other places in Northern Mindanao will compete in lively and intricate dance steps for fabulous cash prizes.

Cagayanons and guests who will witness the Kagay-an Festival can also get the chance to win prizes and surprises if they come in the most colorful and creative costumes reflecting the celebration’s theme, “Saulogon Ta Ang Bulawanong Kagikan.”

Other activities lined up for the city fiesta are the Indigay sa Banda sa Divisoria, Pista sa Kaumahan, Search for Miss Cagayan de Oro, Kumbira, Fashion Dayag, Mayor’s Marathon, Nightly Cultural Show, Rodeo and Horse Show, and pop singing competition, among others.

But more than just the fiesta activities, guests and visitors may also experience adventure activities that Cagayan de Oro is famous for, such as whitewater rafting, pinoy rafting, kayaking, spelunking, rapelling, skybridge walk and ziplining.

While in Cagayan de Oro for the city fiesta, guests and visitors may also learn Higaonon and Tinikling dances, tribal beadwork and indigenous weaving at the Gardens of Malasag Eco-Tourism Village. (City Information Office / RAGCOM) [top]

Hotel reopens doors, new resto to public
By Danilo V. Adorador III

A BRAND new Conchita Hotel greeted guests and patrons during its grand re-opening Tuesday.

Wow! Restaurant, which serves as the hotel's complimentary food service, also opened the same day.

Catalino Chan, Department of Tourism-Northern Mindanao regional director, graced both events together with local officials.

Sleek and comfy in green and gold motiff, Conchita's 65 newly refurbished hotel rooms were shown to the public, including the hotel's new function rooms and other additional amenities.

Standard hotel fixtures were also added in all hotel sections to add functionality to the hotel's interiors, the management said.

The hotel's resto bar located at the ground floor is another added service, while a bar and cafe will be put up soon in the coming weeks, said Food and Beverage manager Cybil Canoy.

Conchita's aesthetic makeover, Canoy said, is best complimented by their new sets of mixed Filipino and international cuisines.

Aside from the hotel's in-house food service, Wow! Restaurant, located separately near the hotel's main entrance, will also provide clients and walk-in guests other alternative entrees, said restaurant manager Jimson Yankee.

"We have 15 varieties of foods and hotel clients and other customers can enjoy these through our eat and drink all-you-can for only P135," Yankee said.

After more than a decade into the hotel business, Conhita's rebirth hopes to attract new customers--especially, tourists, he said.

"I'm also confident that our location here in the heart of Cogon Market will not hamper the hotel's competitive edge," he added.

The management hopes to recover its investments within two years, he added.

Oro scores low in AIM survey

By Mike Banos / August 14, 2006

FORMER Socio-Economic Secretary Cayetano Paderanga Jr. shocked local businessmen, government bureaucrats and policy planners when he disclosed the results of how the city fared in the Asian Institute of Management’s (AIM) biennial survey of city competitiveness during the Mid-Year Economic Briefing hosted by Finex-Cagayan de Oro here last week.

From third overall and first in Mindanao in 2003, Cagayan de Oro slid in rank on urban competitiveness in the 2005 edition of the AIM Policy Center "Philippine Cities Competitiveness Ranking Project" (PCCRP).

In 2003, Cagayan de Oro scored high in the following: dynamism of the local economy (3rd, 6.53); human resources and training (3rd, 6.84), responsiveness of local government to business needs (3rd, 6.13), infrastructure (2nd, 6.17). Together with its third-place rank for Mid-Sized Philippine Cities (first among five in Mindanao), and overall urban competitiveness score (6.18), the survey said "its rankings and scores indicate it already enjoys above average competitiveness but still has room for improvement, and hence accommodate new players."

However, the latest survey shows Cagayan de Oro’s rank sliding to fourth in infrastructure (from 2nd in 2003); to 10th in cost of doing business and 12th in quality of life.

Sixty-five cities were surveyed in PCCRP 2005, the fourth edition of the project. Cities were categorized into 13 metropolitan cities (cities comprising Metro Manila, Metro Cebu, and Metro Davao), 15 mid-sized cities (non-metro cities each with a population greater than 200,000), and 37 small cities (each with a population less than 200,000).

But the same survey results for 2005 shows Cagayan de Oro nowhere in the top five mid-sized cities cited as the Philippines’ most competitive.

The findings of the biennial survey were first revealed in a national conference held at the Inter-Continental Hotel in Makati last Feb. 13.

"There is a perception that our hidden costs are significantly higher compared to other of our competitor cities," said former trade regional director Ninfa Albania, now the administrator of the Phidivec Industrial Authority. Albania remains in the forefront of attracting investments in the region through the Mindanao Container Terminal (MCT) in Villanueva, Misamis Oriental and the Phividec Industrial Estate-Misamis Oriental (PIE-MO).

However, Paderanga said that while the PCCRP uses both quantitative and perception-based indicators, cost of doing business and quality of life could have been interpreted by 60 respondents as subjective, thereby contributing to the low rating.

"But let these results be specific areas of concern for you which you must address to improve your city’s competitiveness in time for the next scheduled survey next year," Paderanga said during the briefing last Wednesday.

In his presentation last Feb. 13, Policy Center executive director Dr. Federico Macaranas named the following as the most competitive cities for each classification (in alphabetical order):

Metro: Davao, Las Piñas, Makati, Marikina, and Muntinlupa

Mid-size: Bacolod, Batangas, Iligan, Iloilo, and San Fernando, Pampanga

Small: Dagupan, Koronadal, Legaspi, Naga, Olongapo, San Fernando (La Union), Sta. Rosa, Surigao, Tagbilaran, and Tagum.

Among the top five for mid-sized cities, Iligan had displaced its sister city to the east and was the only Mindanao city to make it to the elite group while Koronadal, Surigao and Tagum were the Mindanao cities making it to the top 10 for small-sized cities.

The keynote speaker during the conference, Sen. Francisco Pangilinan, said: "Cities must become pockets of excellence... Each city is not competing against other cities; it is competing against itself. It must surpass its own self."

"All development is local," declared Jon Lindborg, USAID mission director. "A growing body of evidence shows that business growth is most supported at the local level."

President Arroyo recently lauded Cagayan de Oro Mayor Vicente Emano for the significant decrease in corruption reports involving public projects from 65 percent to 38 percent as indicated in the Social Weather Stations Survey of Enterprises on Corruption dated July 6. The SWS survey involved local business executives.

However, opposition politicians were quick to point to the slew of graft charges facing city hall officials and the fact that the survey also covered the city of Iligan.

For his part, Emano clarified that the survey also included regional offices of the BIR, Customs and other revenue-generating agencies usually associated with corruption as the source of corruption that continues to persist in the area.

"Benchmark the opposition."

As the guest speaker for the 2nd Quarter General Membership Meeting of the Oro Chamber, Pueblo de Oro Chair Guillermo D. Luchangco outlined a five-point program which included benchmarking the opposition, being proactive in making the city attractive and friendly to potential investors, organize teams to personally share first hand experience with visitors, brief "champions" in government on Cagayan de Oro's potentials by personally inviting them to experience the city, and more pragmatically, tempering the city's vaunted 'opposition" stance so as not to make it a deterrent to potential investors.

Luchangco cautioned residents may have to work at becoming the organization to which investors are automatically referred if they are looking at Cagayan de Oro since "few people may actually come to you just because your team exists."

Luchangco said the latest PCCRP shows Davao city among the top five for Metro Cities and Iligan City among mid-sized cities.

He urged the Oro Chamber to study what enabled Davao and Iligan to qualify for this ranking, then set a goal to put Cagayan de Oro among the Top 5 next year. Equally important, albeit sensitive, was the frequent comments regarding Kagay-anons' "chip-on-the-shoulder".

Luchangco related how he heard about the survey of the attitude of the potential work force commissioned by a foreign company for its call center which eventually decided not to locate here since the survey results showed that "employees would likely have a tendency to be difficult to deal with, to often clash with management, rather than cooperate, to be defiant."

Luchangco said it is incumbent upon business leaders to exert influence to temper that tendency in appropriate degrees whenever the problem was perceived to be arising, rather than just sit back and watch such events transpire; to get involved, try to intercede and explain to people where they are too quick or too negative in reacting.

Too bad we Kagay-anons have a tendency to be adversarial about such matters, especially when it comes to our politics. For instance, few know how 44 of the 60 civil society complaints on which the 8th impeachment complaint now being discussed in Congress were signed by Kagay-anons.

Instead of a rationale discussion on why the national leadership crisis has struck such a responsive chord among locals, supporters of the present local and national administration have been quick to isolate the signatories as "not representative of the local population."

A dialog between these two groups who are both Kagay-anon to evaluate how this development could adversely affect local business initiatives given the tendency of the administration to "over-react" to sentiments such as these would have been much more constructive than the subsequent word war in local media which has followed this disclosure.

Not the least, Luchangco cited the key role played by meticulous preparation.

He cited how 'Team Pueblo de Oro' first studied what call center operators considered favorable factors when locating their facilities to a particular location when it decided to attract a call center to locate here. Then the team prepared a presentation that addressed the facts call center owners wanted to know, from power rates to supply, to telecommunications availability to supply of the types of people they would want to hire.

Luchangco said one call center company told them it was the most impressive and comprehensive presentation they had ever experienced.

Not the least, the capitan emphasized the need to "do your homework."

He stressed how sitting down with visiting businessman and talking small talk is definitely not the way to go : knowing your statistics and facts about Cagayan de Oro versus the rest of the Philippines is.

And of course, to be hungry enough to be in among the country's Top Five Mid-Sized Cities again. Very hungry

^^ Criticism by AIM does not reflect the development of a city. The people will speak for themselves. I think CDO is experiencing also a good boom for itself. Who will benefit mam pod sa AIM? It's ego-boosting. The people will "experience" the boom and experience it. AIM is for those who don't live in CDO.

Why should CDO aim to be only in the top 5 when it can aim for the #1 position? I believe CDO has the potential to do that.

Anyway, I am quite surpised at how a lot of people see the results of AIM as authoritative when it is just a small survey done by an independent body. I I've seen Cebu/CDO & through personal observation I can say they are tops in their class.

By Abigail Chee Kee-Malalis

THE opening of "Kumbira: The Best of 10" Thursday at the Atrium of Limketkai Center here was witnessed by different participating establishments and schools and other guests, visitors and sponsors from all over Mindanao.

Eileen San Juan, COHARA's immediate past president, told Sun.Star Cagayan de Oro that this year's Kumbira has the most number of entries participating in the different competitions.

"There are more than a hundred entries with the holding of two competition categories; the professional and student divisions. 21 schools and 23 establishments also participated in," San Juan added.

Other added competitions are the Artistic Bread Showpiece and the Bed-setting competition, among others.

This year's Kumbira showcase the best culinary creations in the region.

One of the significant events during the celebration of Kumbira is the valuable tips on cake decoration and "Caked In Sugar" book launching of Ms. Penk Ching, one of the country's best cake artist.

Kumbira will run until Saturday with the showcasing of different trade exhibits on hotel and restaurant equipment, supplies and services.

ITS ranks stretched thin due to security preparations for the annual city fiesta, thus the 600-plus strong Cagayan de Oro City Police Office (Cocpo) would have to make do without 20 of its members from the City Mobile Group (CMG).

The CMG under Inspector Danilo Tumanda would be assigned for one month to the Valencia police precinct in Valencia City, Bukidnon, said City Police Director Aurelio Trampe.
"These personnel are temporarily assigned there and they will be returned to the city," Trampe said.

The entire Valencia City police force is undergoing a "moral recovery" program owing to the spate of robberies that occurred in their area.

Personnel from the PNP-Northern Mindanao regional office, assigned at the Valencia City police force, were transferred to Cebu for the forthcoming Asean summit.

"But I requested from the Regional office for some personnel from Police Regional Mobile Group," Trampe said.

Trampe said it's not possible that the city police would have to make do with the absence of the CMG especially in the midst of preparations for the city fiesta.

He added that the city residents should not be alarmed about this because he is finding ways to augment the absence of personnel.

The city police's hands are full not only with the daily operations against crime, but also with the arrival of several top personalities including President Gloria Macapagal-Arroyo in time for the city fiesta in August 28.

City Hall officials are questioning whether the city police is up to task providing security and crowd control measures for the popular ABS-CBN program "Wowowee" to be held here.

The program had already experienced a tragic security lapse when several persons died following an onrush of people during the celebration of its anniversary this year.

To further complicate things, Philippine National Police (PNP)-Northern Mindanao Regional Director Florante Baguio said they received intelligence reports that a group of thieves plan to hit Cagayan de Oro and several other cities in Northern Mindanao region this month.

Baguio said while he ordered the regional PNP to step up its monitoring, these reports should not be disregarded.

"There are always criminal elements so the police would maintain their alert," Baguio said.

Trampe later said that the city police would set up its preventive measures in response to the threat.

Mayor Vicente Emano said he ordered the city police to launch saturation drives to round up several suspected thieves, pickpockets and petty criminals roaming the city streets.

Emano said these criminals come from either the city or the nearby cities of Davao, Sugbo and others who arrived in Cagayan de Oro to take advantage of the city fiesta to victimize city residents and visitors.

Most of these criminals, Emano added, are usually seen prowling the city's malls to victimize middle class to rich city residents and domestic as well as foreign visitors. (Stephen Capillas with a report from Sun.Star SuperBalita)

ABS-CBN calls off 'Wowowee' in Oro due to security concerns

By Lito Rulona / August 18, 2006

ABS-CBN called off the Aug. 26 staging of its popular noontime game show ‘‘Wowowee’’ in Cagayan de Oro mainly due to security concerns.

Officials of the television network called organizers of the upcoming fiesta activities to inform them that the show had to be cancelled due to the absence of a suitable venue and lack of preparation.

Councilor Jose Benjamin Benaldo, chair of the fiesta executive committee, confirmed that he received a call from the TV network’s executives yesterday. It was Benaldo who told members of the fiesta committee that the show was called off.

"It’s a sad development. Wala kita’y mahimo, sila mi-back out," he said.

But sources said ABS-CBN made the decision after local officials and the police failed to finalize a security plan.

While ABS-CBN required a security force of over 300, deputy police director Antonio Montalba said the Cagayan de Oro City Police Office (Cocpo) can only deploy less than 100 to provide security for the celebrities and the crowd. He said there were other places and activities that need to be secured by the undermanned local police force.

Montalba’s assurance that Camp Alagar and Camp Evangelista, in addition to Ronda Tanod members, would beef up the city’s security forces on that day was not good enough for the television network executives.

The TV network’s executives earlier told officials they needed a comprehensive security plan. They had also asked that city hall provide railings around Gaston Park or Limketkai Center, the proposed venues at that time.

ABS-CBN had expected a crowd of some 200 thousand to watch the television show that has become popular for making millionaires out of top winners.

But Benaldo hinted that despite the decision to call off ‘‘Wowowee,’’ its host, comedian Willie Revillame, was still expected to come over during one of the fiesta activities.

"No other details were given," said Benaldo.

In what I understand, it is CDO police office who had fault in this scenario. If the police office can't provide 300 hundreds personnel, why did the city government would not request additional men from the Regional Police Office? With this, its clearly they don't gave proper and comprehensive plan that ABS-CBN needed. In short, they don't do thier job. Bad trip.

On building and burning bridges

By Joe Pallugna / August 14, 2006

AS Cagayan de Oro City moves into the next two decades, there is nothing comparable to the extreme necessity and outright usefulness than the bridges that cross our great river.

And as in any civilization, development always start on riverbanks. Rivers are not only sources of food for fishermen and irrigation water for farmers, they also provide for the best way of travel, transport and trade.

Any great city in the world has a great river. New York, Shanghai, Manila, Hongkong, Paris, London and all the great cities of the world have major rivers. And when they pour out into the sea, these great cities have great ports for ships to dock into and unload and load their cargoes and passengers.

This is so true with Cagayan de Oro. We have a great river and a great port area. So we have this great opportunity.

So Mayor Dongkoy Emano can never be wrong in building bridges over Cagayan de Oro River with earnest to capitalize on the mode of water transport. As one realizes, rivers and seas constrict the means to transport if left to themselves. Siltation inevitably ensues. Yet, these waterways can be exploited to the fullest if used as major transways.

By building bridges, the city is forced to make a comprehensive plan for dike building along the riverbanks, for dredging to avoid siltation and uncontrollable flooding and river-overflowing and the general plan of river-control and management.

Along these plans include beautification of the river embankments and the riversides where people could jog, play, watch the water flow and keep their peace. They then appreciate more the beauty of our river.

Thus building bridges across Cagayan de Oro River is a very wise and timely idea.

After the Ysalina Bridge, the second is the Marcos Bridge, third is the Pelaez Bridge, fourth is the Puntod Bridge, fifth is the Carmen-Macasandig Bridge, and sixth is the J.R. Borja-Carmen Bridge. From two bridges to six bridges in less than 10 years! That’s a great feat, really.

Only one with a vision for development and progress could think of that. Not even the past three mayors of our city did ever envision building bridges over our great river. Not one even accomplished one beyond getting millions of pesos for a feasibility study that never got off the ground––although all the P23 million have already disappeared days before election day in 1998.

And bridges really are that important. That’s why Israel bombed all the bridges leading to and out of Lebanon and why the US forces bombed all the bridges vital to travel in the invasion of Iraq.

Bridges really are that important. I’m sure the Spanish government thought of this importance when they decided to finance the JR Borja-Carmen Bridge project.

With six bridges in all, the comprehensive plan for river control, dredging, dike-building, siltation management, boat-traffic, safety standards and economic infrastructure-building will be finalized. This is the end-result of all these bridge-building binge of Mayor Emano.

I’m sure there is no better way. Building bridges has always been desired by civilizations past. From the Tigris and Euphrates rivers did civilization begin. From Cagayan de Oro River will our city move into the next century. ...

With these passable bridges now, two more to be completed in the next couple of months and another bridge courtesy of Spain, we are on the road to progress six times faster. ...

N. Mindanao posts more than 5% hike of air passengers

AT LEAST 68,625 incoming air passengers have been recorded by Cagayan de Oro City's Lumbia Airport during the first quarter of the year, up by 5.45% compared to 65,081 in the same period last year.

Data compiled by the National Economic and Development Authority (Neda) in Region 10 show that outgoing passengers also went up by 5.35%, from 67,336 during the quarter to 70,936 in the same period of 2005.

However, the number of both incoming and outgoing flights went down by 10.01% each, from 769 to 692 flights as smaller aircrafts were replaced with bigger ones to accommodate more passengers, Regional Director Myra V. Balandara of Neda said.

Decrease cargoes

On the other hand, the volume of incoming flight cargoes dropped by 12.65%, from 1,245,677 kilograms to 1,088,151 kilograms while outgoing cargoes dropped by 21.98% from 975,993 kilograms to 761,504 kilograms.

Moreover, a total of 7,116 ship calls were recorded in the region during the first quarter, this year, down by 2.09% compared to 7,268 ship calls recorded in the same period of 2005.

Some 6,961 of these ship calls were made by domestic vessels, down by 2.03% compared to 7,105 in 2005, while foreign vessels posted 155 ship calls, down by 4.91% compared to 163 in the previous year.

Balandra said the decrease in foreign ship calls and foreign trade in the ports of Cagayan de Oro, Iligan, and Ozamiz cities are mainly due to the transfer of Maerks Lines to the Mindanao Container Terminal Port (MCTP) at the Phividec area in Tagoloan, Misamis Oriental.

Similarly, the volume of sea cargoes also dropped by 20.96%, from 5,704,589MT to 4,508,950MT with those carried by the domestic vessels recorded at 1,880,664 MT and those by the foreign vessels, 2,628,296MT.

Of those carried by domestic ships, 1,010.714MT were inbound while 869,950MT were outbound. Of those carried by foreign ships, 1,70,968 MT were imports while 1,557,328MT were exports.

Sea passengers for the period, however, were recorded at 1,271,749 individuals, down by 11.42% compared to 1,435,690 during the same period in 2005. Of the sea passengers, 630,086 were embarking while 641,663 were disembarking. (Trends)

City exec calls for support in Oro river protection

Cagayan de Oro City (19 August) -- City Vice Mayor Michelle Tagarda-Spiers is calling on all Cagayanons to do their share in protecting and preserving the Cagayan de Oro River as a gift to the succeeding generations.

Spiers made this call during the switching-on ceremony of the Lambagohan Festival 2006 last night at the newly developed wharf in Barangay 1.

The city vice mayor said that the task of protecting the Cagayan de Oro River does not only lie in the hands of the city government but the community as well.

One of the competitions in the Lambagohan Festival that is aimed to drumbeat public awareness on river protection is the search for the cleanest riverside barangay.

AN EXCELLENT brand image and central marketing vehicle will ensure the success of Cagayan de Oro tourism, a business leader said Monday.

As in most of the country's tourist hubs, "packaging" and a global-oriented campaign will define the success or failure of the local tourism, said Ruben Vegafria, Cagayan de Oro Chamber of Commerce and Industry president.

Vegafria sees the need for a more improved, well-defined "branding" of the city's tourism image, which, he said, will shape the city's identity parallel to its attractions.

He lamented that Cagayan de Oro has not still been included among the elite clubs of cities frequently featured in the country's tourism promotional campaigns.

"A local businessman traveling in Manila will see the cities of Davao, Cebu, Subic etc. in tourist leaflets, but not Cagayan de Oro. Why? Because I think we need to improve more on the area of branding and marketing," he said.

The business leader's observation came barely a week before the city's fiesta, in which domestic and foreign tourists are expected to witness the festivities.

In line with this, Vegafria said Oro Chamber is actively pushing for the creation of a central body for tasked for organizing and handling conventions and special events, such as the fiesta.

He named the special body as Convention and Events Bureau, which he said, will ensure that conventions and other tourism-related events are handled orderly.

Oro Chamber and the City Government are also coordinating for the creation of tourism and investment units, he said.

Meanwhile, Vegafria reiterated Oro Chamber's support to City Hall's trade mission in Australia next month, which is aimed at selling Cagayan de Oro's tourist destinations and bring in foreign investments.

Mayor Vicente Emano and a group of local businessmen will visit Melbourne and Sydney in Australia before proceeding to New Zealand.

Emano said he is optimistic the two-nation sorties will engender foreign investments and bring in more tourists.

Editorial: Casino talks again
WHY City Hall would want to raise anew the establishment of a casino in the city is speculation at this point though it's not local officials this time but the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber) that issued the call.

Even if it was Oro Chamber officials led by businessmen Ruben Vegafria who made the call, there's little doubt in the minds of people that some top local officials like Mayor Vicente Emano are behind, if not backing the call for a casino in Cagayan de Oro.
Else why the repeated statements of foreign visitors and traders asking that the casino be built in the city that originated first from Emano and is now being followed by the traders?

Following their vocal support for the casino, City Hall officials like Emano reiterated that contrary to the Church's claims the casino won't result in worsening moral and social conditions like an increase in prostitution, for example.

They reasoned that since it is only the foreigners or the rich people who can enter the casino and play and not the poor people then it wouldn't contribute to a decline in morality or an increase in prostitution.

Maybe the poor can't enter the casino but what's to prevent the rich from becoming poor as a result of gambling away at a casino? Sure rich people can afford to play at the casinos but is that all they're willing to do here in the city?

A story on the multi-awarded news magazine program called Probe featured the story of a girl's family that was broken due to the father's gambling problem.

And mind you, this is not an isolated case as it turned out. The girl, who wept as she recounted the millions lost by her father at the baccarat tables in the casino, warned that unless they seek treatment compulsive gamblers whether rich or poor would eventually cost the financial security of their families.

The poor certainly couldn't gamble the way the rich people do, spending a paltry five pesos to one peso betting on suertres, tarik-tarik, even the local cockpit.
But the fact is, like the rich people whom they wish to become. They are spending hard-earned money on an activity that may cost them more than what they're spending for it in the first place.

The fact is gambling in whatever form is immoral and should be curtailed if not outright eliminated. The gambling situation is already serious enough as it is so why contribute to it further by allowing the rich people to gamble instead of allotting their resources to something more beneficial like investments.

There is no guarantee that anyone who gambles in a casino would pour in their investments here. And if they do come in droves at the casino who will ultimately profit-the casino or the city residents of Cagayan de Oro? These are some of the questions local leaders and businessmen must consider if they are determined to allow the entry of the casino in the city.

Cagayan de Oro needs to study the casino. Anyway, casinos are not entirely immoral in my own opinion. But I believe that a casino coupled with a mixed-use leisure center would be better. For example Singapore is a city where discipline and morals are highly prized. But why did Singapore embark on a casino & leisure complex? Short answer. It is very profitable for the local economy since most of the gamblers are foreign tourists and a few wealthy residents.

Anyway, are there any updates of the Laguindingan Int'l A-port?

For me I look on forward for the establishing casino here in CDO. But the mere facts, gambling is rampant in Northern Mindanao especially here in CDO. Most of the gamblers are poor people, now why don't we allow the rich to play gamble here in our place? Even without casino here in this city, rich people will go to casino in nearby places like Cebu and Davao in which they spent more money in their travel and accommodation. Establishing casino here doesn't mean we allow culture of gambling but we only wisely filter the wealth of the gamblers to flow in our city coffer! Even if how the church preach the bad side of gambling, they can't command them to stop play it even the poor masses are divulge in it.

Casino as run by PAGCOR involves in charitable works and one recipient on it is the Catholic church's outreach program.

^^ What is the basis of establishing a casino? Is it the number of Class A&B in the city's population? In Iloilo, there was a casino but due to protests, it was closed.

Anyway, are there any updates of the Laguindingan Int'l A-port?

By the way, I like Pastel. Tasted for the first time and I'm craving for it! :D
Maybe, after all, classes A&B are the one's playing the casino. There was also a casino in cdo, in suburb Opol.. Allegedly, owned by mayor Emano. 'twas underground casino.

^^ Yeah, pastel is delicious. Esp if mainit pa.

Cagayanons go global in Fiesta de Oro

(1st of two parts)

WELCOME to Cagayan de Oro City -- the Adventure Capital of the Philippines; the country's ICT Goldmine; home to friendly people and golden opportunities; truly a City in Bloom, in Blossoms and in Boom.

And what better way to celebrate the city's unprecedented rise to fame than to showcase the best things about coming to Cagayan de Oro for the annual Fiesta celebration in honor of St. Augustine, the city's patron saint, and the Almighty for continually blessing this city with peace and progress through a community of tri-people -- the Lumads, Muslims and Christians.

So, celebrate Cagayan de Oro City Fiesta and experience a personal encounter with the city's best destinations, exhilarating adventure activities, fun festivals, must-try cultural immersion, and the best products that the city is famous for.

Kagay-an Festival

Always and consistently, Cagayan de Oro is known for something gold: real gold deposits, golden friendship, golden opportunities and ICT goldmine, thus, the Kagay-an Festival's golden tribute to the glittering reputation which Cagayanons have managed to nurture through the years.

The Kagay-an Festival is a street-dancing showdown of competing contingents whose costumes are dominated by a golden motif and the making use of indigenous and recyclable materials such as food wrappers, shells, seeds, tetra-packs, and the likes.

If at all, Kagay-an Festival will endeavor to be a real showcase of the city's richness which can be found in the strong confidence expressed by foreign and local investor to the city's investment potential; the influx of tourists who marveled at this premier adventure destination in the country, and the character of the people here, whether Christians, Muslims or Lumads, who work together and live together to build a city that is truly a haven of friendly people and golden opportunities.

Lambagohan Festival

In a vibrant show of ethnic dances onboard exquisitely decorated bancas, boat racing competitions by the city's farmers and fisherfolk, white water rafting sprint competition and a jetski and kayaking demonstration by sports enthusiasts, the Lambagohan Festival depicts life of the yesteryears and the many more possibilities of life with the Cagayan de Oro River in the new millennium.

But Lambagohan Festival is not only meant to be a festive activity to coincide with the annual fiesta celebration in the city. More importantly, it is meant to raise and heighten the level of awareness among the people on the need to protect and take care of the Cagayan de Oro River, with City Mayor Vicente Y. Emano at the forefront of this effort.

With the Lambagohan Festival, the city government does not only pay tribute to the Cagayanons' riverine life as a way of fulfilling its responsibility to the city's past. It is a festive way to drum up its commitment to clean up the river and make it the choice destination where children can swim in clean, crystal clear waters, or do the leisurely sakay-sakay aboard a sampan, a raft, a taxi or a kayak.

Pista Sa Kaumahan

Celebrate Cagayan de Oro Fiesta with a bountiful harvest of farmers and fisherfolk in one festive agricultural fair. Pista sa Kaumahan is a fitting tribute to the proverbial "hands that feed the nation," an acknowledgement of the significant contribution of the farmers and fisherfolk to the city's rapid economic development.

The agricultural fair is an avenue where guests can buy fresh farm fruits, vegetables, crops and delicacies produced by farmers and fisherfolk organizations, women's groups, 4-H Clubs, and Rural Improvement Clubs.

An added attraction to the agricultural fair is the rodeo and horse show competition.

Search for Miss Cagayan de Oro

From a history that dates back to as early as 1899 when the first Miss Cagayan de Oro was crowned, the annual Search for Miss Cagayan de Oro is one of the most awaited event of the month-long fiesta celebration.

The Search for Miss Cagayan de Oro is a true test and display of a Cagayanon lady's charm, grace and wits as local ladies vie for the title of being the rightful city ambassadress of goodwill. (To be continued)

Cagayanons go global in Fiesta de Oro

(2nd of two parts)

Kumbira

ONE major fiesta event that guests and visitors should not miss in Cagayan de Oro is the Kumbira, which has been launched for the past 10 years by the Cagayan de Oro Hotels and Restaurants Association (COHARA).

Aptly named to mean a feast of gastronomic delights, Kumbira is a culinary exhibit showcasing the best of Cagayan de Oro and Northern Mindanao's cuisine using the latest trend in international culinary art.

Fashion Dayag

A fashion showcase wittingly coined from the vernacular word pasundayag, Fashion Dayag is one spectacular event within the month-long fiesta celebration that showcases the best of the Filipino fashion sense.

More importantly, Fashion Dayag is a tribute to the young and promising fashion designers in the city whose creations, every Cagayanon can proudly claim as world-class.

Indigay sa Banda sa Divisoria

Watch local breed of music talents as they perform love songs, jazz, disco, slow rock and original Pilipino music in a battle of live band performance at the Kiosko Kagawasan in Divisoria.

Aside from providing an avenue for local artists to hone their talents, the Indigay sa Banda sa Divisoria is the City Government's way of promoting worthwhile activities for the youth and keeping them away from the influence of illegal drugs.

Mayor's marathon

Now on its 7th year, the Mayor Vicente Y. Emano Marathon, is a never-miss activity come fiesta celebration as athletes from the city and elsewhere in Mindanao compete for speed and stamina in various categories ranging from 32-K Open, 15-K Women Open, 6-K Fun-Tastic Gay Walkathon, 10-K Midnight Marathon, 4-K Executive Fun Run for City Government Employees.

Nightly cultural show

The city fiesta in Cagayan de Oro is not only a religious celebration among Cagayanons but is also an occasion where they share their God-given talents which they offer in nightly cultural presentations at the City Amphitheater.

The nightly cultural performances showcase the best of Mindanao's exotic and rich culture. These are rendered by talents coming from the city's 80 barangays, academe, and other institutions.

Cagayan de Oro Adventures

While in the city for the fiesta, guests may experience the various adventure activities that make Cagayan de Oro as a prime tourism destination in the country. From the wild rapids in the upstream and the placid waters of downstream Cagayan de Oro River, guests will surely love the thrill and fun of whitewater rafting, pinoy rafting, body boarding and kayaking.

Guests should not also miss to explore the awesome caves of Martha Beto and Monigue, exhilarating skybirdge walk, rapelling and ziplining at the Macahambus Adventure Park, and the super-challenging adventures at the Mapawa Nature Park.

Up Close and Personal with Cagayanon Culture

Cagayan de Oro City prides itself as a community of tri-people. What better way to appreciate and understand this distinct Cagayanon culture than to learn some of the ritual dances of the Higaonon tribe as well as tinikling, or try your hand at indigenous weaving and tribal beadworks at the tribal houses situated at the Gardens of Malasag Eco-Tourism Village.

One of the various interesting activities that guests may also experience while enjoying the festive celebration of the city fiesta is the pot rowing at the famous ceramics and stoneware potteries in barangay Bulua.

Best Pasalubong Treats

For the best products and pasalubong treats, every Cagayanon visitor must try the city's famous delicacies among them are the S&N Peanuts; cashew nuts from barangay Lumbia; famous ham from Slers, Pine, Oro Ham and Darling Foods; candied fruits; manticado; leche fresca puto; ostrich meat, handmade paper; and sinamay fabric; among others. too bad, when i passed by the river yesterday, i noticed that it turned to moca from emerald color. Maybe because of the rains upstream. I hope the color restores before the Lambagohan.

There are attempts to put up PAGCOR run casino in the first wave way back 1996 or 1997, I forgot the exact year but the cause-oriented group headed by the church official and also with the top local executive formerly mayor Ambing Magtajas rallied on it. Even the first Lotto outlet was locked them but thru negotiations it prevailed in establishing many lotto outlets.

Cadoc generates P525.06 million

Published: August 15-21, 2006 issue
GOLDEN CHRONICLE (http://www.freewebs.com/dot75/economy.htm)

Cagayan de Oro City (Cadoc) is truly growing.

This, after the City Treasurer’s Office (CTO) reported in its midyear collection report that the city government of Cagayan de Oro generated P525,066,243.22 from January to June this year.

Nena Salon, assistant city treasurer for operations said that the figure is 9.44 percent higher than the collection of same period last year which amounted to P475,478,706.24.

Salon said that of the total figure, January has registered the highest collection with P184,736,298.59.

The city government collected P53,785,318.53 in February; P74,979,294.94 in March; P93,586,991.64 in April; P52,574,335.39 in May and P65,404,004.13 in June, based on the report.

The collection during the period came from real property tax, business tax, sources from the national government and other fees and charges, Salon added.

Salon attributed the significant increase on tax collection due to the taxpayer’s diligent payment on their tax dues even as the CTO heightened their house-to-house collection drive in all barangays of the city.

Cohara’s initiative

For the past 10 years, we have kept an eye on the activities of the Cagayan de Oro Hotel and Restaurant Association (Cohara) and we have been a witness at the remarkable transformation of the hotel and restaurant industry in Cagayan de Oro and Northern Mindanao region.

Getting organize is already an initiative and an unselfish act since hotels and restaurants admittedly compete with each other in many aspects, be it business or otherwise.

Yes, there is competition among owners of hotels and restaurant. But observing the Cohara officers and members put their hands together for the annual Kumbira, we can easily conclude they have set aside business competition.

And, if ever they compete such is placed on a higher level which all the Cohara members, including other hotels and restaurants in the city and in nearby cities could benefit out of the outcomes.

Every year, the number of participating schools, hotels and restaurants is increasing, so is the recipients of bronze, silver and gold awards that are being decided upon by judges, most of them are renown chefs in the country and abroad.

This clearly shows that Cohara through its annual Kumbira project has elevated the standards of products and services which local and foreign tourists with discriminating tastes are looking for.

More and more schools are offering courses on hotel and restaurants and these educational institutions do recognize their limitations and Cohara’s Kumbira could adequately fill-in what is lacking in them. Afterall their graduates would eventually be joining the workforce of Cohara member hotels and restaurant.

But it is sad to note that those who have attain certain levels of competence in their respective fields of specialization are leaving Cagayan de Oro to other urban centers in the country while others would opt for an even higher pay in other countries.

Though it is disheartening yet knowing that more and more people from hotel and restaurants—trained and experienced—in Cagayan de Oro are being hired abroad is a clear indication that Cohara has indeed been doing well in providing them the much-needed exposures and even job opportunities to chose from.

Pres. Arroyo opens P121.5-M diversion road in Oro

Cagayan de Oro City (29 August) -- PRESIDENT Gloria Macapagal-Arroyo today opened the newly completed P121.5-million Macapagal Drive West Diversion Road Project in Lumbia, Cagayan de Oro City.

The President, assisted by Mindanao Economic Development Council (Medco) Undersecretary Virgilio Leyretana, Secretary Hermogenes Ebdane of the Department of Public Works and Highways (DPWH), Mayor Vicente Y. Emano, and city lone district Representative Constantino Jaraula, unveiled the marker of the 8.5-km. road project, which now connects the city, and the provinces of Misamis Oriental and Bukidnon.

Implemented by the Project Management Office for Rural Road Network Development Project II of the DPWH, the newly opened road is expected to promote the government's agriculture and food program in Northern Mindanao in terms of easier transport of farm products to market centers.

It would also enable agricultural inputs and services to reach the production areas, enhancing the over-all productivity in the area, as well as bring rural communities into the mainstream of progress, the DPWH describes the project.

According to the City Planning and Development Office, the road project, also known as the SM-Bulua Junction-P.N. Roa-Lumbia Airport Road Junction Project, now connects the Lumbia-Uguiaban-Talakag Road to the national highway.

This road span also serves as an alternate route to the Iligan City-Cagayan de Oro City-Butuan City Expressway, which cuts through the city proper where traffic is congested.

The implementation of the Macapagal Drive West Diversion Road Project is intended to open a new growth area in this part of the city, the CPDO also said.

Started in March 2005, the project is funded by the Japan Bank for International Cooperation (JBIC) under the 20th Yen Loan Package per Loan Agreement No. PH-162 entered into between the Philippine government and Japan.

It was contracted to the SCP/PERSAN/G&P joint venture and supervised by consultants Katahira & Engineers International and Tekniks Group Corporation at a revised contract amount of P121,472,282.40.

P2-B roads, bridges

At the same time, President Arroyo and Mayor Emano also inaugurated various roads and President Bridges projects in the city costing P2.035 billion.

Mayor Emano told the President that all these projects were implemented with her help. "You've done so much for the city and the country," he added.

Funds for education

President Arroyo also turned over to Mayor Emano and Regional Director Estrella Babano of the Department of Education educational vouchers worth P5 million.

The President said the vouchers are her fiesta regalo to the poor but deserving students in Cagayan de Oro so they could enroll in private schools in school year 2007-2008.

New police cars

During the inauguration rites, President Arroyo received 11 newly purchased police vehicles from Mayor Emano, which she turned over to PNP-10 Regional Director Chief Supt. Florante Baguio.

The vehicles were purchased by the city government as support to the different police precincts of the Cagayan de Oro Police Office to enhance the maintenance of peace and order in the city.

Lambagohan Festival

Following the rites, the President hied off to get a glimpse of the fluvial parade at the Cagayan de Oro River--a highlight of the Lambagohan Festival, which also features whitewater rafting competition, jet ski and kayak exhibitions, boat paddle race, and float competitions.

The festival depicts the Cagayanons' riverine life from past, present to future, as well as promotes the river's preservation and protection.

The riverine activity is among the highlights of the "Tsada Kagay-an Festival 2006"--an almost month-long series of festive activities to celebrate the city's fiesta in honor of St. Augustine, as well as to unveil the city's progress to the world. (GUP & DJR/PIA 10)

1st Cagayan de Oro Coffe Table Book

At the launch of the city coffee table book …

Mayor Emano sells Cagayan de Oro to the world

City Mayor Vicente Y. Emano went all the way to sell Cagayan de Oro to the global market when he launched last week the Cagayan de Oro Firstbook, a coffee table book on the city.

In the launching activity held at the Rotunda of the Limketkai Mall, Mayor Emano declared that Cagayan de Oro is now ready for the foreign investors and tourists who will come to explore the city’s thousand possibilities.

“I am proud to say that we are the most peaceful city in the country and we are indeed ready for the investments that will be coming over here, “ Mayor Emano said.

Agreeing with Fr. Jose Villarin, S.J., President of the Xavier University Ateneo de Cagayan that Cagayan de Oro is Mindanao’s pathway to the world, Mayor Emano pointed out that Mindanao is the key to the realization of the national government’s intention to progress.

“We must cease to be parochial in our vision for economic progress and instead work together to develop Mindanao because unless this happens, our country will never succeed in its intentions for development,” Mayor Emano enthused.

Meanwhile, the Mayor thanked the strong support which the city government gained from the local business community which helped realize the Cagayan de Oro Firstbook.

The city mayor particularly thanked the men and women behind Promote CDO Foundation, Inc. through its president Mr Rudy Meñes, Dir. Eliza Pabillore of the provincial office of DTI and the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) through its president Ruben Vegafria, and all those who have unselfishly contributed their resources to realize the city’s first coffee table book.

The Cagayan de Oro Firstbook contains a comprehensive reference for understanding the inimitable character of the people of Cagayan de Oro, including personalities and institutions that crafted the city as a bustling metropolis.

It also aims to allow the readers to gain a deeper appreciation of the local economics that has attracted both budding entrepreneurs and corporate giants to locate here.

The coffee table book can be bought at P990 at the Mindanao Show Room along Cruz Taal-Capistrano Sts. or at the provincial office of the Department of Trade and Industry along Tiano-Gaerlan Sts.

Tourism showhouse opened

http://i59.photobucket.com/albums/g283/boju4289/cdotourism01.jpg

The city’s tourism promotions will scale to new heights and higher level as the tourism showhouse opened last Friday at the heart of the city in Divisoria.

The Cagayan de Oro City Tourism Show House is a showcase of how Cagayanons do things together to achieve peace and progress.

City Mayor Vicente Y. Emano emphasized this point as he led the inauguration of the P750 thousand tourism show house at the Bonifacio Park fronting Kiosko Kagawasan in Divisoria.

During the inauguration, Mayor Emano said that the construction of the tourism show house which used to be the tourism information center, is part of the intentions of the city government to bring Cagayan de Oro to the rest of the world.

“We have shown the world today that when we do things together, we can do so much and achieve greater heights of progress,” Mayor Emano said.

But Mayor Emano reminded those present during the inauguration ceremony which included barangay officials, civic leaders and local businessmen that the united effort they have exerted are not only for the present generation of Cagayanons but for the future citizens of the city and the rest of Mindanao.

“We endeavor to build pathways, roads and bridges to peace and progress not only for us today but for those who will come after us, the future children of this city,” the city mayor added.

The construction of the Cagayan de Oro City Tourism Show House is also made possible through the active support of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber), the United Architects Association of the Philippines, provincial office of the Dept. of Trade and Industry and the Promote CDO Foundation. The city tourism show house is also supported by the Cagayan de Oro Hotels and Restaurants Association (COHARA), COTTA, and the various tour operators in the city.

The tourism show house will display the various products, services and destinations that Cagayan de Oro is famous for.

Imma Rae D. Gatuslao, acting city tourism officer disclosed that after its two months renovation job, the tourism show house opened to the public with new glamour being the main information center of the city’s tourism industry.

The new tourism center cost around P1 million after City Mayor Vicente Y. Emano released a budget from his own fund for the re-development of the said center in line with his thrust to intensify tourism promotion in Cagayan de Oro this year.

The center is equipped with tourist benches fronting the center while the flooring is made of bricks.

With the opening of the show house, Gatuslao is hoping that the city’s tourism industry will continue to flourish as the city hopes to promote Cagayan de Oro globally.

According to the Mayor, the showhouse was designed by the Oro Chanber with its President Ruben Vegafria presenting to him the concept of the design and the whole plan of the project.

The newly crowned Miss Cagayan de Oro 2006 Miss Kaye Manansala and the Miss Tourism Miss Jedyl Jamaca also graced the occasion. (with contribution from CIO)

Chinese investors eyeing vapor heat plant at MisOr

CHINESE investors recently met with Mayor Vicente Emano to present plans of putting up a Vapor Heat

Treatment Plant in Misamis Oriental.

Mayor Emano said Dennis Su and Jianzhong Su from China had informed him that the company is considering Manolo Fortich, Bukidnon or the Phivedec Industrial Estate in Tagoloan, Misamis Oriental as the possible sites of the proposed plant. He said a building is now ready for the plant’s immediate operation at Bukidnon. But the company is also considering the Phivedec area because of its proximity to the container port, the mayor said.

Mayor Emano expressed gladness over this development even as he has been working for the coming of investors not only to the city but in Misamis Oriental and Mindanao.

“Dako kini nga planta kay kon hingpit na operational, mo-export kini sa 15 ka mga container vans matag bulan ug mao nga ato kining gi-endorse diha sa Phivedec kay makatabang sa atong mga mango, banana ug asparagus growers, sa katawhan nga makatrabaho ug labaw sa tanan sa ekonomiya ning dapita,” (This is a big plant because when it reaches full operations it can export 15 container vans a month and this why we have endorsed this at Phividec because this can help our mango, banana and asparagus growers, the people who will be able to work in the plant and most specially the economy of the area) the mayor added.

Last week, Korean investors also met with Mayor Emano regarding investment possibilities for its sintering plant.

In another development, Emanao announced during the inauguration of the Tourism Showhouse that an investor endorsed by former President Joseph Estrada has called up wanting to see him for possible investments in the city. The Mayor said he has asked the investor to come after the fiesta and to talk to the officials of the Oro Chamber to receive guidance on possible investment areas in the city. Service sector posts highest share in 2005 GDP of NorMin

by Rutchie Cabahug-Aguhob

Cagayan de Oro City (26 August) -- The service sector posted the highest share of 39.39%, in the gross domestic products (GDP) for Northern Mindanao, last year, up by 0.81% compared to that of the previous year.

This was followed by the industry sector with 30.73% and the agri, fishery and forestry sector with 29.88%., Regional Director Myra V. Balandra of the National Economic and Development Authority, region 10 said.

“The GDP is the market value of all production for final demand within a given country for a given period estimated through the gross regional domestic expenditure (GRDE) and gross regional domestic income (GRDI) approaches considered the most comprehensive of output measures,” she said.

Production for final demand means production of goods and services that will not be used for further production in the same country during the same period, Balandra also said.

Moreover, of the GDP from the service sector, those on trade posted the highest share of 22.78%, followed by dwellings and real estate with 6.44%, transport with 3.48%, private services with 3.31%, government services with 2.61% and finance, 0.77%.

On the other hand, manufacturing posted the highest share of 22.90% from the industry sector. This was followed by construction with 4.26%, electricity and water, 2.98% and mining and quarrying, 0.59%.

Agriculture and fishery also posted the highest share of 29.79% from the agri, fishery and forestry sector, followed by forestry with 0.09%.

In terms of growth rates, the GDP the service sector posted 6.0%, industry sector by 3.1% and the agri, fishery and forestry sector by 1.7%.

Meanwhile, the international community has fully discounted the political noise in the Philippines and is anticipating the country’s big economic takeoff.

Secretary Romulo L. Neri of NEDA said the growing political stability and burgeoning enterprise will save the day for the millions of poor who are waiting for the social payback of the economic reforms.

“That payback is soon to be realized in terms of investments, jobs, infrastructure, education and better services,” Neri added. (PIA 10)

Kumbira Festival
By Butch D. Enerio
The Freeman 08/29/2006

The Cagayan de Oro Hotel and Restaurant Association (COHARA) proudly celebrated its 10th year anniversary with the successful holding of the three-day Kumbira 2006 at The Atrium in the city's Limketkai Mall.

The holding of the Kumbira, a culinary show and live competition, has become an annual COHARA tradition since its organization in 1996. Scheduled right before the city fiesta on August 28, it has served as an appetizer for the city's week-long celebration in honor of her patron saint: St. Augustine.

It is where culinary students and professionals in the food industry get to show and prove their skills in cooking, food preparation, table setting, beverage mixing and the like. Kumbira, the local term for banquet, has gained recognition as the most notable culinary event in Mindanao and is considered the second best to the Chefs on Parade in Manila.

"The event (Kumbira) continues to improve and it's getting better every year. The participation of students makes it more meaningful as we are assured of more chefs in the future," said one of the judges, Chef Thomas Wenger of the Mandarin Oriental Hotel.

COHARA was organized through the initiative of the Department of Tourism Region 10 with the aim of uniting hotel and food industry players, and for the DOT to hasten its reservations in hotels and restaurants to accommodate the increasing number of conventions held in the city.

Since its organization, COHARA has continuously updated the skills of its employees through training and seminar workshops with the experts in both industries. It has worked with the Canadian Executive Service Organization, which trained hotel and restaurant workers on the different aspects of the hotel and restaurant operations.

"We, the members, have become friends in the industry so there's a healthy competition among us," said Alexis "Ging" A. Chaves, COHARA president and Kumbira's over-all chairperson.

For their continuing education, COHARA members regularly attend the Chefs on Parade in Manila and other culinary festivals in the country. The organization has also been recognized as the leader in the promotion of tourism development in Northern Mindanao. It is an affiliate chapter of the Hotel and Restaurant Association of the Philippines.

As part of COHARA's social responsibility, it involves itself with outreach programs such as milk feeding, gift giving and sponsorship of meals for orphans and the needy in the city.

SLERS opens Express Meals
By Abigail Chee Kee-Malalis

WHAT started as a cottage industry in Del Monte Bukidnon now became one of Cagayan de Oro's pride and the city's true brand name.

SLERS, which is an acronym of the names of Raul and Fely Pelaez's children (Shirley, Litlit, Earl, Ray and Sharon), makes a big wave in the business enterprise here in Cagayan de Oro as it opens its SLERS Deli Express Meals in a corner of the Gaisano City along C.M. Recto. It offers Busog Meals with Jamon Cagayan de Oro as its specialties, Party Chicken and Desserts.

No less than His Excellency Ambassador Peter Sutherland of Canada grace the opening ceremony yesterday at the Gaisano City with Mayor Vicente Emano, Mr. Timothy Moiket (Country Project Manager of CESO BAP) and Mr. and Mrs. Steve and Mary Gaisano.

SLERS is one of the many recipients of the Canadian Executive Service Organization-Business Advisory Project Phase 2 (CESO-BAP2) business advisory services for free in the Philippines.

The Business Advisory services of CESO-BAP provides technical assistance and business consultancy services to Small and Medium Enterprises (SMEs) that will able to enhance their global competitiveness thru improved marketing, products, technology, production practices and organization and management systems.

CESO-BAP is a bilateral project between the Philippines and Canada that started in 1999 and is funded by the Canadian International Development Agency (CIDA). It aims to increase the operating effectiveness of Small and Medium-Sized Enterprises (SMEs) in Visayas and Mindanao.

With the help of the Department of Trade and Industry here in Cagayan de Oro, SLERS, with its general manager Mercedes P. Mejia, was able to access the CESO-BAP services.

In a press conference Tuesday, Moiket said, "SLERS is a living proof of the growth and improvement of the small and medium enterprises with the assistance of CESO-BAP."

Now on its 37th year, SLERS has five branches in different parts of the country.

They are located at the Limketkai Complex, Robinsons, SM City, all in Cagayan de Oro and just recently at the SM Mall of Asia in Manila and here at Gaisano City.

Mejia took pride in the assistance they were able to acquire from CESO-BAP.

Laguindingan Airport Update: Bidding Process for Access Road Starts, Construction slated for January 2007

Some 10 companies have expressed interest in constructing the 4.3 km P188-million access road to the Laguindingan Airport

Bidding Process for Access Road Starts, Construction slated for January 2007

By Mike Banos

CAGAYAN DE ORO CITY – No less than ten companies have signified their intention to participate in the bidding for the access road to the soon-to-be constructed Laguindingan Airport in Misamis Oriental.

Engr. Della P. Capicenio, manager of the Laguindingan Airport Development Project (LAPD) said the invitation to bid has already been published as mandated by law, and the evaluation and actual bidding set for the next 60 days.

The 4.3 kilometer access road’s entry point will be the Bgy. Poblacion in Laguindingan with its exit point in Bgy. Kibaghot, also in the same municipality.

“Since it is a national road, it will be a four-lane highway which shall form part of the airport complex and will be constructed and maintained by the Dept. of Transportation and Communication’s Air Transportation Office (ATO),” Capicenio said.

The budget for the P188-million project is already part of the line item included by the DOTC for the duration of the construction phase of the LAPD from 2007-2010, she added.

“So far, President Arroyo has already released P530-million to the LAPD for this year,” Capicenio said.

At present, the LAPD project office is focusing on land acquisition, specifically the administrative and judicial titling of lots which have already been acquired and still to be acquired under the project.

“We have already completed acquisition of 90% of the 265 hectares (has.) needed for the project,” Capicenio said. “The balance to be acquired consists mostly of lots belonging to Ayala Corporation.”

Although they have asked Ayala Corp. to donate the additional 94 has. for the airport and 1.7 has for the access road to the government, the Ayala Board of Directors has reportedly expressed its preference to have the DOTC secure it by expropriation, Capicenio said.

The company has previously donated 88 hectares to the LAPD but the additional 96.7 has. of its property which covers Laguindingan and Alubijid municipalities are now needed after the total area for the LAPD was expanded from the previous 167 hectares.

Mayor Emano hails success of Tsada Kagay-an Festival

Cagayan de Oro City (30 August) -- Breaking the record as the most festive and biggest fiesta ever in the history of the city, this year’s Tsada Kagay-an Festival, is truly a successful celebration.

Mayor Vicente Y. Emano made this pronouncement during his weekly message in this week’s flag raising ceremony at the city hall grounds, in recognition of the one-month fiesta celebration which is chaired by City Councilor Jose Benjamin Benaldo.

Mayor Emano said that the celebration of the city fiesta became even more meaningful when no less than President Gloria Macapagal-Arroyo visited the city yesterday to inaugurate the Macapagal Drive that connects Bulua Highway to SM City.

The city mayor expressed his gratitude to the people who worked so hard especially the fiesta executive committee for the successful turnout of all the activities both run by the private sector and the city government.

Mayor Emano thanked the Roads and Traffic Administration for making the city’s traffic smooth; the Cagayan de Oro City Police Office, the Regional Police Office-10 and the 4th Infantry Division for maintaining the peace and order; the tri-media for their support and the sponsors for their unwavering commitment to the city’s progress.

The city chief executive also agreed to the proposal of making an ordinance that will henceforth name the city fiesta celebration as Tsada Kagay-an Festival, with the hope of establishing the city’s own identity in the many festivals held around the country.

As the city goes global, Mayor Emano hopes that the unity among the city’s tri-people and the stable peace and order condition here will continue beyond his term. (City Information Office/RAGCOM)

Kanang delata, Corazon Dy Ong na.. Sa Luzon man tingali na nga company, somewhere in CALABARZON..
Anyway, the city hall ordered the resident of the city not to use CDO anymore, instead, CdeO..to avoid confusion with the delata thing.Hahaha..

Benjo: Private sector may host fiesta 2007
By Stephen Capillas

WITH Wednesday's conclusion of the 2006 city fiesta Councilor Jose Benjamin Benaldo said it may now be the private sector's turn to host the annual activity.

In talks with Sun.Star, Benaldo, this year's fiesta executive committee chairman, said he was receptive to sentiments voiced by businessman Ruben Vegafria who had pushed for private sector management of the city fiesta.

"In fact I nominated him to chair the ways and means committee that would entice private sector involvement in this year's fiesta," Benaldo said, adding that he and the committee only had six weeks to undertake preparations for the fiesta.

Earlier Vegafria, president of the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (Oro Chamber), voiced his lament over the short time alloted by City Hall for the fiesta preparations.

He said this is not the experience with other cities like Cebu, which had its Sinulog Foundation to prepare for its famous fiesta or Davao City, which also has its foundation for the Kadayawan festival.

He then pointed out the need to create an events management bureau that would spearhead in coordination with City Government officials the preparations for the fiesta, including sponsorships for the activity.

"The chairman of the whole fiesta committee would be a figurehead, while the brunt of the groundwork would already be done by this bureau or committee at least one year in advance so by the time the fiesta arrives, everything is already prepared and accounting of funds would be done," Vegafria explained.

Vegafria explained that what happens is that City Hall takes valuable time selecting local officials that would chair the fiesta executive committee.

"Compared to the Kadayawan festival in which the private sector secured large budgets from sponsors, all we received were small compared to them. Remember fiestas are a venue for them to maximize the advertisement of their products," Vegafria said.

Mayor Vicente Emano earlier reiterated that the celebration of the city fiesta would be kept simple in order to defray expenses and not place any burden on the city's business establishments.

Later Benaldo explained that he may pass a proposed ordinance co-authored by six other councilors that would turn over the planning, management and conduct of the fiesta celebration activities to the private sector.

"We will make this proposal to Mayor Vicente Emano and in fact we'll propose to name the fiesta as 'Tsada Cagayan' to convey to others in the country and the world that the city is going global in terms of its (tourism potential) and its economic progress," Benaldo said.

However, Vegafria told Sun.Star in a phone interview that he was open to the idea of focusing the Cagayan de Oro fiesta's theme, motif and image on the Lambagohan or river festival.

He pointed out that festivals have their motifs, themes, and image associated with and unique to the areas celebrating them that also makes for easy recall among domestic and foreign tourists.

"Sinulog has its Sto. Niño, Kadayawan festival has its native motif, the MassKara Festival in Bacolod has masks, even the Kaamulan festival in Bukidnon has its lumad theme. So why not name the Cagayan de Oro fiesta as Lambagohan in honor of the Cagayan de Oro river which is now being used as a tourist attraction and an income earner for enterprises like the river taxi and river restaurant?" he said.

Cell phone scam hits Oro schools

A PERSON who posed as a substitute teacher recently stole around 20 cell phones from nursing students at a university.

Agora police precinct chief Salvador Radam confirmed this and said that this had been happening to various universities in the city for sometime.

A woman, reports said, posed as a teacher for the class, whose professor was absent at the time. It was learned that the nursing students had an exam scheduled for that date and the woman impostor even checked their attendance.

According to a teacher who requested anonymity the woman suspect who identified herself only as "Mae" once went up to her with her face covered partially and volunteered to check on the attendance of the students.

The same teacher also recounted that she heard from the victimized students that this "Mae" would conduct lectures and even play a game with them where she would require them to place all their cell phones in one plastic bag.

The suspect even managed to escape the notice of the school's security guards.

"It's SOP (standard operating procedure) for the school to leave the cell phones so there won't be any disturbance and any chance of leakage," Radam said.

When all the cell phones were collected, the woman impostor leaves and never returned.

Radam said the suspect had been engaged in this modus operandi for sometime.

"This modus is the same as a person posing as a maid and then waiting for a chance to steal from her employer," he said.

A university official confirmed the incident but declined to comment, saying the incident may damage their reputation.

The official said the incident also occurred in other universities and schools. (Sun.Star SuperBalita with a report from Lizanilla Amarga)
