To wit, this year's fiesta is actually more of the same, though with Councilor Jose Benjamin Benaldo at the helm it did become a little more hip, thanks to a logo and nickname called "Tsada Cagayan," which sounds more like the title of an afternoon variety show in some major TV channel. A proposal to dub the fiesta as such is contained in an ordinance and Mayor Vicente Emano threw his support for it, saying it's about time the city fiesta gained its own image comparable to the Sinulog, Kadayawan, and MassKara festivals in Cebu, Davao, and Bacolod respectively. While this writer is all for image-building of Cagayan de Oro's fiesta, the idea proposed by businessman Reuben Vegafria still sticks as the most logical theme and catch-all phrase of the Cagayan de Oro fiesta which is the "Lambagohan festival." Vegafria's proposal is nothing new; in fact if memory serves this was the same proposal being brought before by the city's history experts and was supported by the City's Historical Commission. To rewind, Vegafria pointed out that all of the country's great festivals has a running theme, product or image that sticks close to the imagination and recollection of both domestic and foreign visitors alike. For Sinulog, it's the Sto. Ni¤o; for the Kadayawan it's the native tribes, the same thing with Kaamulan though the difference lies in the founding lumad tribes of Bukidnon and the MassKara festival of Bacolod has the masks. Vegafria said while "Tsada Cagayan" as theme is descriptive--"tsada" being a Visayan term for beautiful--it's too generic and thus doesn't give a definitive image or impression for the average tourist. More on this topic in the coming days. For me, I'll stick to Tsada Cagayan Fiesta but I'm too promote Lambagohan Festival in other period of time. Tsada Cagayan will be the theme of the city fiesta in honor of our patron Saint Augustine. Lambagohan Festival should be move through other month maybe in March or April where the rivers in CDO are in crystal clear waters. Why, in order to give our visitors the best serenity of the river. In the month of August, the color of the river turn to brownish or mocca that is because this time is wet season (rainy months), large volume of waters from the upland mix the fresh waters of the river. If we change it to March or April then we will experienced the best that the river can offer. Pwede tayo maliligo habang nanonood sa paligsahan at makapagboating pa kasi kalma ang tubig sa mga panahon na yan. "Seeing the great potential of Mindanao as a growth area, we are expanding our presence here by investing P1 billion in the Tanduay facility beside the Asia Brewery plant and another P250 million for a softdrink facility, (both) in Cagayan de Oro City," Tan said. Tan bared his investment plan in his speech entitled "Investing in Mindanao: A Testimony" during the opening of the plenary of the three-day 15th Mindanao Business Conference here. He said Tanduay Holdings Inc., a wholly owned subsidiary, is now expanding its production in Mindanao. He said the $100-million liquor facility of Asia Brewery in Cagayan de Oro City — the first in Mindanao — is one of his biggest investments. The state-of-the-art brewing plant is capable of producing 24 million bottles of beer a year. In its annual report, Tanduay Holdings said it has cornered 49 percent and 35 percent of the market in the Visayas and Mindanao, respectively, with Luzon contributing only 16 percent. In 2005, its total sales went up slightly by 0.59 percent to P6.8 billion from P6.76 billion a year ago. Tanduay’s Five Year Rum topped all brands, capturing 74 percent of total sales. The new investment in the brewing and liquor facilities in Cagayan de Oro City is in anticipation of the company’s export market, Tan said. Earlier, Tanduay Distillers Inc. bared its plan to export its rhum and other liquor products and spirit beverages in the Asia-Pacific region by next year. According to the company’s website, its rhum products include Tanduay 5 Years, Tanduay Gold, Tanduay Rhum 65, Tanduay White, Tanduay Philippine Gold, Tanduay Dark, Tanduay Centennial Rhum, Tanduay ESQ, and Tanduay Superior. WHAT A GOOD NEWS! boju September 2nd, 2006, 12:37 AM Saturday, September 02, 2006 Kagay-an bridge will have P130M additional funds PRESIDENT Gloria Macapagal-Arroyo has committed the release of P130 million as additional funding for the construction of the Carmen-Macasandig Road and Bridge Project. This was revealed recently by Mayor Vicente Emano after a brief meeting with the President during her recent visit to grace Cagayan de Oro's fiesta celebration on August 28. The construction of the city's fifth bridge, to be known as Kagay-an Bridge, has already started in April this year through a loan from Land Bank of the Philippines. Emano said that the construction of the bridge is scheduled for completion within this year to provide another alternative road network for motorists coming from the eastern and western parts of the city. The city chief executive sees the completion of the Kagay-an Bridge as a big help to the City Government's effort to alleviate the heavy volume of traffic of vehicles that pass through Ysalina Bridge in Carmen and the Maharlika Bridge in Kauswagan during peak hours. The city's fourth bridge, the Vice President Emmanuel Pelaez Bridge-which connects Balulang and Taguanao, offers a diversion road for the city's southern part while the third bridge that connects Puntod and Kauswagan bridge will provide diversion road network for the northern part of the city. The P333-million Kagay-an Bridge is a four-lane pre-stressed concrete deck girder bridge that will connect barangay Carmen and Barangays Macasandig and Nazareth passing through Biasong Road and Tomas Saco Street. It used to be SM-Bulua highway, now Macapagal drive. boju September 2nd, 2006, 12:42 AM Saturday, September 02, 2006 Capillas: Fiesta talks part 2 By Stephen Capillas The Lowdown DURING a press conference on the launching of Nestle Philippines's "Laki Sa Gatas" program at one of the restaurants here in Cagayan de Oro, local columnist Mike Baños and Mindanao Current publisher Ed Montalvan got into a discussion about whether or not the fiesta preparations should be turned over to the private sector. Mike said it might be best for the private sector to handle the fiesta celebrations so it won't be encumbered by the delay in the selection of the overall fiesta, which happened to Fiesta 2006, otherwise known as "Tsada Cagayan." For his part, Ed said there is nothing wrong with the setup and it's fine the way it is. He explained that it may be advantageous if the private sector were to sponsor certain events but major activities like the Lambagohan festival need the coordination, planning, and implementation of the barangay officials who can easily be tapped and mobilized by City Hall. Mike also pointed out to this writer that the Cagayan in Cagayan de Oro was derived from "Kagay-an" or "the place by the river" which thus in itself pays homage to the Cagayan de Oro river or the rivers that had been used as the means of travel for the early settlers of the area now occupied by the city. Which makes sense except that "Cagayan" could also be mistaken for Cagayan Valley as is the case pointed out by Mayor Vicente Emano when he received a meat product from Slers, a meat processing company that was labelled "Hamon de Cagayan." Names may mean little to the average city resident of Cagayan de Oro who simply wants to have a good time during the fiesta despite the frowning and gentle reminders of the Church not to engage in too much frivolity. So why not "Tsada Kagay-an?" Just a suggestion. Anyway, Montalvan also has a point when he said it would prove disorienting if the private sector were to take over the reins of the fiesta celebration since the City Hall setup had been there since God knows when. He then suggested that some events like the Miss Cagayan de Oro beauty contest can be sponsored/handled by the private sector in the belief that this can be marketed to the city's domestic and foreign tourists as well as businesses. But again, if the private sector were to handle the fiesta celebration, specifically a group or foundation similar to that in Cebu or Davao, there won't be any delays in selection of the overall fiesta celebration just like what happened this year. However what may be the problem if the private sector were to handle the fiesta celebration is the accounting of funds which had bothered the Sinulog foundation in this year's version of the Sinulog. Questions supposedly arose as to how the foundation sourced its funds and whether there was any accounting done which in turn generated sharp reactions from its incorporators. The same controversy may happen here in Cagayan de Oro where it is being speculated that the Promote CDO Foundation is being eyed as the group that may handle the fiesta activities. Montalvan also was correct when he said that politicking isn't confined to the local and national governments. Then again, the private sector has proven its mettle in handling major events and had been turned to by the LGUs themselves in terms of tourism promotions and generation of business opportunities of which the fiesta is a major venue for. These and many other related issues would have to be taken into consideration but may wait especially as the city gears up for the elections--if there is any next year. Tan announced his company's P1.2-billion investment in the region during the three-day 15th Mindanao Business Conference (MBC) held in Zamboanga City late last week. (GSMI) are both putting up new plants in this Northern Mindanao province to consolidate their forces for control of the lucrative hard liquor market in the Visayas and Mindanao, as well as nearby markets in Asean. GSMI drew first blood when it took an option for 30 hectares of the Phividec Industrial Estate in Misamis Oriental on August 27, 2004. And who should call the office but Councilor Jose Benjamin Benaldo, recent chairman of the 2006 fiesta executive committee. Apparently he had a few things to say about what businessman Reuben Vegafria commented on the fiesta subject. Aside from the fact that media is obligated to give right of reply to anyone on any issue he or she feels strongly about, the otherwise successful outcome of the fiesta does give the councilor enough "bragging rights" so to speak in order to give his side on the subject. Anyway, the gist of the discussion dwelled on the differences in opinion on the theme and motif of the fiesta, which Vegafria said should be focused on the river since a major fiesta event, the Lambagohan festival, does pay homage to the Cagayan de Oro river's role in the city's history. Accoridng to the councilor, he did push for the Lambagohan as a theme and motif, but the City's Historical Commission pointed out that a city ordinance naming the city fiesta as "Kagay-an" already existed. As pointed out last Saturday, "Kagay-an" connoted "a place by the river" so the river theme had already been implied. The councilor also said the fiesta had already topped expectations by being the first to go global, "having been televised over the Filipino Channel of ABS-CBN" and promoted via the Internet, with Cagay-anon communities in the US and around the world reading about the city fiesta via news sites in the Internet. The councilor likewise pointed out that the fiesta also had some spiritual significance, as shown in one program in which dancers discarded golden bands in reference to St. Augustine's denouncement of wealth in pursuit of spiritual fulfillment. Adorador III THE next Cagayan de Oro congressman is going to be called Member of Parliament once the parliamentary election envisioned by the Malacañang prospers. House Speaker Jose de Venecia discussed this 2007 election blueprint with local officials in a gathering Saturday, reiterating the administration's determination to hold parliamentary elections next year. Accompanied by the city's lone congressional representative, Constantino Jaraula, de Venecia made the charter change pitch to city officials, including Mayor Vicente Emano, members of the City Council and barangay officials. De Venecia reiterated the purported advantages of shifting the country's system of government to parliamentary-unicameral from the present presidential-bicameral set-up: less corruption, more transparency and accountability, speedy dispensation of government priorities, among others. Under this proposal, de Venecia earlier said the President would still have "substantial" powers but assisted by a Prime Minister who would be the chief operating officer of the government. The House is targeting an Interim Parliament by January 2007 hoping to finish Charter amendments by the end of October this year and prepare it for plebiscite by November and December, according to House Majority Leader Prospero Nograles. Jaraula, who heads the House committee on constitutional amendments, explained the advantages of general redistricting -- part of the proposed set-up whereby existing congressional districts are to be re-assessed, their number to be determined by population size. Proposal The redistricting will promote political parity and infuse more funds to the city -- with one or two additional districts being eyed for Cagayan de Oro City, said Councilor Maryanne Enteria who attended the gathering, quoting Jaraula during the forum. "That is good news since equal representation is enshrined in our constitution as one of the guaranteed rights of our electorate," said the councilor, herself eyeing the city's congressional post -- if she receives, she said, the backing of party. Two others in the administration bloc have expressed plans for the same post, namely Councilors Jose Benjamin Benaldo and Majority Floor Leader Edgar Cabanlas. Among the opposition -- former vice mayor Antonio Soriano, former mayor Manolo Tagarda, and independent Councilor Alvin Calingin are also interested. All have supported Jaraula's proposal, said to be in the final stages in the House. De Venecia's visit to the city to promote the administration-led charter change initiatives confirmed an earlier statement in which the House Speaker vowed to go "full blast in deliberating the proposed Charter amendments." He made the statement after the decisive vote by the House to dismiss (173-32-1) the impeachment complaint against President Gloria Macapagal-Arroyo -- which pave the way, de Venecia said, "for the mother of all reforms, which is constitutional reforms." If the people's initiative fails to get the SC nod, De Venecia Jr. said they will initiate a parallel move by pushing a Con-Ass using a resolution containing 195 signatures or three-fourths of the 232 congressmen and 23 senators to shift the government system to unicameral parliamentary. Jaraula has said that if the House can muster the 195 signatures, it will go alone in pushing the proposed Charter change -- a plan criticized by the Senate, saying it violates the bicameral nature of Congress. Either the 2007 elections would be parliamentary or a regular mid-term vote, Enteria said this will not have bearing on the fate of the local redistricting. Billy Casino, President of the organization officially announced the start of the celebration by making announcements onstage. A wide streamer that announced the fiesta celebration was hanged attractively in the vicinity giving fiesta goers an easy time to find the group of Kagay-anon picnickers amidst thousands of other nationals that normally hold their social gatherings in the park. Beneath the scorching, waning summer sun, the big white tent installed for the purpose gave comfort to the smiling faces of charming girls, young and old, from Cagayan de Oro - - the city that prouds itself of true friendship. Yup, the city of golden friendship. The elderly Kagay-anons enjoyed the camaraderie and sincerity of the young ones who gave them honor and due respect. Two very long dining tables accommodated numerous food and drink as well as four large size lechons and sweet items brought by the participants (potluck style) in what was estmated as one of the largest group ever since the tradition was held yearly. Lots of beer painted red and pink the faces of the young men who went up to the stage to render songs of yesteryears. They also performed modern dances, ballroom and everything that never had been seen in previous celebrations. The group of Balingasag Residents Association headed by Nora Varquez-Kabisares, paraded to the park to join their friends and relatives. From as far as New York city, it was also learned that Kagay-anons there had a very successful celebration of the feast of Saint Augustine. Sounds of the same celebrations were also heard from Los Angeles, San Diego, Long Beach, Houston, Texas, Las Vegas, Nevada, Hawaai and Toronto, Canada. Kagay-anons had a habit of giving honor to their patront saint every city fiesta wherever they are. Patront Saint Augustine is credited for giving the city peace and comfort, abundance in food and everything. The city has joined the modern regatta of modernization and to many local residents who have long gone to foreign lands to find their identities, look the city as something new, with new facades and structures. The city is now like those from modern Europe and countryside of USA or Canada. The city has expanded from North to South and from West to East. What was jungles of long ago are now roads and bridges, giant business firms, modern superstores and malls. Gone are those days when Cagayan de Oro was just bounded by Burgos Street in the West; Licoan in the North; Dolores Street in the South and Corrales Avenue in the East. And gone also were those days when only the sound of horse steps pulling a tartanilla are heard in what was already the wee hours at still 9:00 o'lock in the evening. September 4, 2006 Hammer&Anvil MikeBanos Casino in Cagayan de Oro : Caveat Emptor! No, I don’t mean to say go out and buy yourself a casino. This all started when I met Rep. Tinnex Jaraula during the launching of the Cagayan de Oro “Coffee Table” book last week. When asked by some media men whether he favored or opposed the opening of a casino in Cagayan de Oro, the honorable congressman replied: “I will not answer that but let you decide for yourself after hearing about some facts about the casino experience of other countries.” He then recounted how Macau’s peace and order improved with the advent of the casinos. Known as the “Monte Carlo of the Orient” Macau's economy relies heavily on gambling. Its casinos generate over 40% of the Gross Domestic Product (GDP) of Macau. Since the early 1960s until the late 1990s, around 50% of Macau's official revenue was derived from gambling. The percentage remained steady. In 2002, the government signed concession contracts with two Macau gaming companies, opening the gambling market for competition and significantly increasing government tax revenue. It also attracted more tourists to Macau. According to official statistics, gambling taxes now form 64% of Macau's government income. The honorable congressmen also recounted how casinos drove Las Vegas, Nevada in the United States. Statistics from the Las Vegas Convention and Visitors Authority show a record 29.6 million travelers visited Las Vegas in 1996. This was 10 years ago but for comparison’s sake let’s just say Las Vegas has had quite a head start on us so these stats would still serve our purpose. A nationwide survey by the U.S. Travel Industry Association found that 38% of all U.S. residents have been to Las Vegas in their lifetime. The average length of visitors' stay in Las Vegas was almost 4 days (3.7). 87% of all people who visited Las Vegas in 1996 gambled. Of people who gambled, the average gambling budget for the trip was $580.90.Those gamblers gambled an average of 4 hours per day. The largest percentage of visitors to Las Vegas were in the age group of 65 and older (22%). Over 60% of American adults gambled last year or over the past twelve months on some activity. Over 80% say that gambling is legitimate and casinos are okay. In 1996 there were over 100,000 hotel rooms (101,106) in the city of Las Vegas. New York City has 63, 279 hotel rooms. In 1996 Las Vegas hosted 3,827 conventions and 112 trade shows. On the Las Vegas strip in 1996 there were 40 casinos with gross gaming revenue of at least $1 million for the year. This is probably why Las Vegas is the fastest growing city in the U.S. Players lose $6 billion a year at Las Vegas casinos. Gambling has become a $40 billion dollar a year industry in the United States. From 1974 to 1994--20 years--the amount of money Americans legally wagered has risen 2,800 percent, from $17 billion to $482 billion. Gambling generates more revenue than movies, spectator sports, theme parks, cruise ships and recorded music combined. The fastest growing industry in the world is Indian gambling. There are 150 Indian casinos in the U.S. as of May 1997 Indian gaming is a $27 billion a year business in the U.S. (1997). Interestingly, a U.S. News & World Report computer analysis of 55 counties that got casinos between 1990 and 1992 found that the 4 percent increase in new businesses in these counties matched that for the rest of the nation, leading to the conclusion that gambling does not generate economic expansion in the areas in which it operates. Two decades ago, only two states had legal gambling and 48 states outlawed it. Today, 48 states have some form of legal gambling. Only Hawaii and Utah do not. That’s a trend that could very well happen in our country, given its propensity to bet on everything from basketball games to boxing and cockfighting. But what disturbs me even more about gambling in the U.S. is how gambling interests have contributed $4.5 million to political parties and candidates at the federal level since 1991 (Center for Public Integrity, 1996 report. Worse, this number is dwarfed by the amount spent at the state-level, as FRONTLINE's "Easy Money" report shows. Most of the laws regulating gambling are state laws.) During Virginia’s 1995 legislative session, gambling interests hired 48 lobbyists. In Texas, they hired 74, more than two for every state Senator and one for every two members of the Texas House of Representatives. Experts outside the gambling industry estimate that while people with gambling addictions account for only 5% of the total number of players—but contribute 25% of casino and state lottery profits! In her report, “Littlejohn Leaves Las Vegas: The Reporting on Las Vegas Course” Marni Wahler reports how Professor David Littlejohn and fifteen journalism students of the University of California Berkeley Graduate School of Journalism sought to find the real city behind the glamour and glitter. Littlejohn had envisioned a course that would enable students to report outside the Bay Area, as had other classes that traveled to Cuba and Mexico. "I very much wanted to do something like that in my domain, which is essentially California and the western United States, but focus on the cultural, rather than the political, fields," said Littlejohn. "There was only one obvious possibility, one city that we can easily get to and that provided hundreds of possible stories that haven't been told before." Their journey led them to outposts often overlooked by the media and inhabited by suicidal teenagers, the homeless, Latino laborers, marginalized blacks, frenzied policemen, and senior citizens. A year of reporting and three trips to the Nevada desert introduced them firsthand to the social problems plaguing the fastest growing city in the West. Their essays now serve as chapters in a book that Littlejohn is editing for possible publication. Las Vegas proved to be a very depressing city, said Littlejohn, largely because of its number one industry. "The gambling mentality totally infuses the city from every respect, down to how teenagers behave," said Littlejohn. Michael Stroh, who reported on gambling addiction, found that Las Vegas' urban problems are not unique, except in their origins. Few U.S. cities can link so many problems to the gambling industry. But, said Stroh, "that's what the city is known for. Of course, we've been lucky enough to look behind the mirage. But most people, that's all they know. That's how the media portrays Las Vegas, and there's been nothing else to tell them different." OK, so Las Vegas is the fastest growing city in the West, largely due to gambling. But as many reports already indicate, the social costs are staggering, especially among the young. So how about the “Monte Carlo of the Orient?” Has its peace and order markedly improved as a direct consequence of its gambling industry? Macau's economy relies heavily on gambling. which generates over 40% of its Gross Domestic Product. Since the early 1960s, around 50% of Macau's official revenue have been driven by gambling. The percentage remained steady until the late 1990s. At this moment, according to official statistics, gambling taxes form 64% of Macau's government income. However, the gambling industry is also a source of instability in the Macau economy, as the nature of gambling business is not susceptible to technological advancement or productivity growth. The gambling business is still dependent on the prosperity of other Asian economies, especially that of Hong Kong. The casino industry is viewed by some as harmful to society. A high crime rate was one of the biggest problems that Macau's colonial Portuguese government had to face. Since Macau's return to China's rule in 1999, the public security situation has markedly improved. Gangland violence has virtually disappeared with the departure of the Portuguese administration, widely perceived as corrupt and inefficient. With the growth of the casino industry, a business called ‘bate-ficha’ was developed and it is usually run by different triad societies. Bate-ficha involves selling customers “dead chips” that cannot be exchanged for cash in the casinos, but only by bate-ficha men or women, who are officially known as “gaming promoters” or “middlemen” for a commission. Triad involvement in Macau casinos makes a serious social impact on the local area. It attracts Chinese gangsters, whose deadly battles over the fortunes to be made from racketeering and extortion in the territory are a continuing problem. As different triad societies compete for territory in the casinos and on the streets, violent disputes between societies occur from time to time. Even worse, triad societies have grown so powerful in Macau that people tended to seek help from these societies rather than from the Police. Although the situation has improved since the 1999 handover to China, the problem is still enrooted in the local area. So there you have it, peace in Macau courtesy of the Triads and their bate-ficha. Although gangland violence has virtually disappeared with its return to China, this couldn’t be directly related as a result of gambling but because of the SAR takeover. Casino for Cagayan de Oro? You have the facts, you tell me. Or better still, in fairness to our Honorable Congressman who is now Rotary International’s District Governor, let’s subject it to Rotary’s Four-Way Test: * Is it the TRUTH? * Is it FAIR to all Concerned? * Will it build GOODWILL and BETTER FRIENDSHIPS? * Will it be BENEFICIAL to all concerned? Story of the Four-Way Test More than 60 years ago, in the midst of the Great Depression, a U.S. Rotarian devised a simple, four-part ethical guideline that helped him rescue a beleaguered business. The statement and the principles it embodied also helped many others find their own ethical compass. Soon embraced and popularized by Rotary International, The Four-Way Test today stands as one of the organization's hallmarks. It may very well be one of the most famous statements of our century. Herbert J. Taylor, author of the Test, was a mover, a doer, a consummate salesman and a leader of men. He was a man of action, faith and high moral principle. Born in Michigan in 1893, he worked his way through Northwestern University in Evanston, Illinois. After graduation, Herb went to France on a mission for the YMCA and the British Army welfare service and served in the U.S. Navy Supply Corps in World War I. In 1919, he married Gloria Forbrich, and the couple set up housekeeping in Oklahoma, where he worked for the Sinclair Oil Company. After a year, he resigned and went into insurance, real estate and oil lease brokerage. With some prosperous years behind him, Herb returned to Chicago, Illinois, in 1925 and began a swift rise within the Jewel Tea Company. He soon joined the Rotary Club of Chicago. In line for the presidency of Jewel in 1932, Herb was asked to help revive the near-bankrupt Club Aluminum Company of Chicago. The cookware manufacturing company owed $400,000 more than its total assets and was barely staying afloat. Herb responded to the challenge and decided to cast his lot with this troubled firm. He resigned from Jewel Tea, taking an 80 percent pay cut to become president of Club Aluminum. He even invested $6,100 of his own money in the company to give it some operating capital. Looking for a way to resuscitate the company and caught in the Depression's doldrums, Herb, deeply religious, prayed for inspiration to craft a short measuring stick of ethics for the staff to use. As he thought about an ethical guideline for the company, he first wrote a statement of about 100 words but decided that it was too long. He continued to work, reducing it to seven points. In fact, The Four-Way Test was once a Seven-Way Test. It was still too long, and he finally reduced it to the four searching questions that compose the Test today. Next, he checked the statement with his four department heads: a Roman Catholic, a Christian Scientist, an Orthodox Jew and a Presbyterian. They all agreed that the Test's principles not only coincided with their religious beliefs, but also provided an exemplary guide for personal and business life. And so, "The 4-Way Test of the Things We Think, Say or Do" was born. Speaking on local radio, Mayor Vicente Emano said he tried to talk to Arroyo about the plan but the President did not show enthusiasm on the subject. ‘‘Naglikay siya kay ma-issue nasad unya," said Emano. He said he would have thoroughly discussed with the President a proposal to allow only those who can present a P3-thousand show-money inside the casino. This, he said, would prevent the poor from gambling. "Tana-on lang sa nato na," said Emano, quoting Arroyo. The influencial Roman Catholic Archdiocese in Cagayan de Oro has remained steadfast in opposing attempts to operate casinos in the city. Archibishop Antonio Ledesma said, "I hope they will see this in the light that we should not promote the culture of gambling. Even if there is a form of gambling that can be legalized, we should look at the overall effects.’’ He said he feared poor people would risk losing their meager incomes in hopes of winning in a casino. The President, assisted by Mindanao Economic Development Council (Medco) Undersecretary Virgilio Leyretana, Secretary Hermogenes Ebdane of the Department of Public Works and Highways (DPWH), Mayor Vicente Y. Emano, and city lone district Representative Constantino Jaraula, unveiled the marker of the 8.5-km. road project, which now connects the city, and the provinces of Misamis Oriental and Bukidnon. Implemented by the Project Management Office for Rural Road Network Development Project II of the DPWH, the newly opened road is expected to promote the government's agriculture and food program in Northern Mindanao in terms of easier transport of farm products to market centers. It would also enable agricultural inputs and services to reach the production areas, enhancing the over-all productivity in the area, as well as bring rural communities into the mainstream of progress, the DPWH describes the project. According to the City Planning and Development Office, the road project, also known as the SM-Bulua Junction-P.N. Roa-Lumbia Airport Road Junction Project, now connects the Lumbia-Uguiaban-Talakag Road to the national highway. This road span also serves as an alternate route to the Iligan City-Cagayan de Oro City-Butuan City Expressway, which cuts through the city proper where traffic is congested. The implementation of the Macapagal Drive West Diversion Road Project is intended to open a new growth area in this part of the city, the CPDO also said. Started in March 2005, the project is funded by the Japan Bank for International Cooperation (JBIC) under the 20th Yen Loan Package per Loan Agreement No. PH-162 entered into between the Philippine government and Japan. It was contracted to the SCP/PERSAN/G&P joint venture and supervised by consultants Katahira & Engineers International and Tekniks Group Corporation at a revised contract amount of P121,472,282.40. P2-B roads, bridges At the same time, President Arroyo and Mayor Emano also inaugurated various roads and President Bridges projects in the city costing P2.035 billion. Euseña of the Dept. of Trade and Industry (DTI), region 10, said. Bukidnon which came next with a 27.69% share in the RTI posted an increase of 19% in investments, from Php3.483B to Php4.149B, followed by Lanao del Norte, an RTI share of 1.30% and an increase in investments of 51%, from Php194.15M compared to Php128.36M in the same period of 2005. Misamis Occidental, likewise, contributed an RTI share of 0.97% with investments of Php144.59M or an increase of 29% compared to Php111.80M while Camiguin with an RTI share of 0.25%, posted a negative13% in investments for the period, from Php54.83M to Php37.90M. Topic was the proposal to turn over the management of the City Fiesta to the private sector. Tsada Kagayan 2006 Fiesta Executive Committee Chair Councilor Benjo Benaldo brought up the proposal after Oro Chamber President Ruben Vegafria suggested the city organize a private foundation which would manage and bring the fiesta to unprecedented heights like similar institutions have made Cebu’s Sinulog and Davao’s Kadayawan blockbuster money making machines. Benjo has proposed to sponsor an ordinance that would turn over the planning, management and conduct of the fiesta celebration activities to the private sector and rename it “Tsada Kagay-an” to impress on all and sundry its “going global” in tourism potential and economic production. Ben believes the city should create an events management bureau that would start preparations for the fiesta early so funds would be available to finance well-organized activities and the whole process would be transparent. Ben says we get peanuts in sponsorship deals compared to the Sinulog and Kadayawan where the private sector has closed million peso deals with sponsors who use fiestas as a venue to maximize the advertisement of their products. Ed doesn’t believe the present management by the city government is wanting. He’s a great believer in the old adage “if it ain’t broke, don’t fix it.” Well, I’m afraid in this particular aspect I tend to side with Hizzoner who earlier reiterated that the celebration of the city fiesta should be kept simple to just defray expenses and not be a burden to the city's businessmen. You see, guys, this fiesta started as a thanksgiving to the Patron of Cagayan de Oro, San Agustin of Hippo, for the blessings the city and its people have received in the preceding year. It’s a sad day when the schedule of the novenas and masses for Sta. Monica and San Agustin fails to merit some space in the city’s impressive line-up of activities bustling with sports, concerts, parties and all sorts of celebration and bacchanalian merrymaking. Time was when the early morning procession for Sta. Monica and San Agustin was the high point of the city fiesta. Too bad most people these days are apparently busier thinking of ways to fleece thousands of visitors who flock to the city each year for fiesta week, rather than offering thanksgiving to the Patron who watched over them while they slept and keep their coffers overflowing with profits as a result of that peace. The thanksgiving doesn’t have to be the orgy of spending the fiesta has degenerated into. In the New Testament, Jesus tells the story of the poor widow who put in her last two coins in the temple’s collection box compared to the rich Pharisee who ostentatiously placed a large amount and made sure the most number of people possible saw him doing it. The Christ said the poor widow gave more in her poverty gave more than the rich Pharisee because he was merely giving away a small portion of his wealth compared to the poor widow who put in all she had. Thanksgiving and sacrifice, they’re two faces of the same coin, amigos… The management of the fiesta isn’t all our good friend Ben wants to change about the fiesta though. He told Stephen that he thought it would be good to focus the Cagayan de Oro fiesta theme, motif and image on the Lambagohan or river festival. He pointed out to Steve how the famous and commercial successful Philippine festivals have their “branding” to keep alive their name recall in the minds of domestic and foreign tourists. He cited how Sinulog has its Sto. Niño, Kadayawan has its native motif, the MassKara Festival in Bacolod has masks, and the Kaamulan festival in Bukidnon has its lumad theme. Why not name the Cagayan de Oro fiesta “Lambagohan” in honor of the Cagayan de Oro river which is now being used as a tourist attraction and an income earner for enterprises like the river taxi and river restaurant? Why not indeed? No quarrel there, Ben. As Ed recalls, Cagayan de Oro used to be named Kalambagohan for the abundance of lambago trees which used to line the banks of the Cagayan River. Ben is also not sold on placing “Tsada” in the fiesta name because he believes it’s too “generic”, whatever that means. I think Ben is just too shy to say in public the widely held misconception that “Tsada” is “swardspeak” or the language of gays. Not so, says Nono Montalvan, Ed’s younger brother and a noted local historian. In fact, Nono said “Tsada” comes from the Spanish word fachada, or “facade.” “Tiene facha” thus refers to someone who has “form” or in teenspeak, “Japorms”. But there’s a grain of truth to Ben’s supposition that “Tsada” is too generic because it is also used in Dumaguete to basically mean the same thing that it means here in Cagayan de Oro, ergo, it is not as unique to CDO as previously thought (this acronym is for mi bien amiga, Nanette Roa, just to wake her up this Friday morning). Going back to Lambagohan, while it’s true it is riverine in origin and could be used to stress the “riverside” theme of the city fiesta as Ben believes, let me quote Ed Montalvan again at this point: if it ain’t broke, don’t fix it. You see, Ben, the name is already riverine in origin, and in fact, would serve the purpose of stressing the role of the river in Cagayan de Oro City’s history and culture better than “Lambagohan” which as of the moment has minimal, if any, name recall, compared to Kagay-an which is instantly recognizable to any blue-blooded Kagay-anon where ever in this planet he may be. Not too long ago, I had a lively discussion with Nono and Elson Elizaga, webmaster of Heritage Conservation Advocates, on whether there should be a hyphen, or as Nono puts it, a ‘glottal stop’ between the words Kagay- and –an. Elson consulted Dr. Lawrence A. Reid, researcher emeritus of the University of Hawaii’s Dept. of Linguistics about this hyphen-thingy, and following is a portion of his email to Elson: “August 31, 2002 -- In a series of emails, Reid explained that cagayan comes from an ancient word for "river". According to Reid, the original word is unknown because the ancient speakers of the Proto-Philippine language are dead. But it can be scientifically reconstructed as *kaRayan, pronounced like “Cagayan”. The asterisk in *kaRayan is a linguistic symbol, indicating that the word is hypothetical. The capital R represents an unknown sound -- referred to by Reid as “proto-phoneme” -- that was most likely a fricative g, which is similar to the sound of g in "gamma". *kaRayan then evolved into the Northern Cordillera kagayan, the Ilokano karayan, the Kapampangan kayayan, and others. All these words mean "river". Some sources say that the original word for river is kagay, which, when combined with -an (place), became kagayan (river place). So, to paraphrase Kuya Ed Montalvan, “If Kagay-an serves the purpose of describing the fiesta’s riverine theme better than ‘Lambagohan’, why change it to something which has even lesser name recall among the target market? Whether the hyphen or ‘glottal’ stop should remain between Kagay- and –an is we already discussed previously, inconclusively unfortunately, but that’s another topic for another day. Unless we can keep the Feast of St. Augustine true to its original purpose of thanksgiving for Cagayan de Oro City’s patron saint, I believe it would be better for everyone if the city and the private sector push through with its idea to “commercialize” the city fiesta by holding it instead on the city’s charter day on June 15, where focus would be more on the city, its officials, its people and how all have come together to make this a prosperous and progressive city, rather than on August 28 which should be returned to its religious origins to which it belongs, and which unfortunately many of us have already forgotten, or choose to forget in the midst of our good fortune and prosperity. ======================================================= My side: That's why I want to separate the Lambagohan Festival to other month from the feast of Saint Augustine. Let the feast of Saint Augustine preserve and remain the theme as Tsada Kagay-an as in beautiful day of the city! Perhaps now is an opportune time to recall, give thanks and celebrate those ties that bind these two places as the “heart and soul” of Northern Mindanao, as Cagayan de Oro celebrates the Feast Day tomorrow of its patron, St. Augustine of Hippo. In 1818, the Spanish Government divided Mindanao into three politico-military districts, the largest of which was the Segundo Distrito de Misamis. This area was composed of today's Misamis Oriental, Misamis Occidental, Camiguin, Bukidnon, Lanao, Zamboanga del Norte, and the northerns part of Cotabato and Maguindanao. It was named Misamis after its capital town at the mouth of Panguil Bay (present day Ozamiz city). Here, the Spanish Jesuit Jose Ducos built the Fuerza Real de la Virgen del Triunfo (better known nowadays as the Cotta) as a fortress against Moro raiders who had to pass through the narrow bay in their raids against Spanish and Filipino towns along the coast. The Misamis district was further subdivided into four: the Partido de Misamis, Partido de Dapitan, Partido de Cagayan, and Partido de Catarman. On February 27, 1872, the Spanish Governor General Carlos Maria de la Torre issued a decree declaring Cagayan the permanent capital of the Segundo Distrito de Misamis. All Spanish politico-military governors of Misamis, who were all lieutenant colonels, lived at the Casa Real de Cagayan, built in 1831, the site of today's Executive House of Cagayan de Oro. During this era, the town was called Cagayan de Misamis. The Misamis district, particularly the Partido de Dapitan, is significant historically because it was here where our national hero Dr. Jose Rizal was exiled from 1892-1896. Rizal's famous friends, patients and visitors and his many sojourns around the region have become part of the places rich oral tradition. For instance, the Jesuit lay brother Juan Costa’s Aguas Potables waterworks in Balingasag, Misamis Oriental became the inspiration for Rizal's famous Talisay water system which still works to this day at the Rizal shrine in Dapitan. Misamis was the only region in Mindanao which actively joined the Katipunan revolt against Spain. On September 27, 1896, 350 revolucionarios, overwhelmed the Spanish garrison in Calaganan (present-day Balo-i, Lanao del Norte) raided the armory of the Fuerza Nueva Victoria in Iligan. Cagayan de Misamis (as Cagayan de Oro was then known) played a key role in suppressing this so-called ‘Mutiny at Calaganan’ when the Spanish soldiers based here repulsed the rebels in Sta. Ana, Tagoloan with the help of Kagay-anon Voluntarios led by Apolinar Velez. The revolucionarios proceeded to Sumilao where they were joined by 50 Higa-onons and marched down the coast where they commandeered a boat and landed in Balingasag. From there the group stormed the Tercio Civil outpost in Gingoog where the uprising was finally put down in January 1897 with the help of reinforcements and the gunboat Mariveles from the Tercio Distrito de Surigao. Local historian Antonio J. Montalvan II writes that although the Camiguin writer Vicente Elio y Sanchez wrote an account of it in the Manila newspaper La Oceania Española, it was censored by the Spaniards. Augustinian Recollect chronicles reveal that this revolt was in fact instigated by a communication from Katipuneros in Luzon personally delivered by Pio Valenzuela (a relative of the famous amazon Arcadia Valenzuela of Lapasan) making Mindanao the ninth province to join the Katipunan revolt, albeit not included in the eight rays of the sun in the Philippine flag which represent the eight provinces which first rose against Spanish tyranny. Misamis was the first region in Mindanao to join the new Philippine Republic under Gen. Emilio Aguinaldo. On December 10, 1898, the United States and Spain signed the Treaty of Peace. Immediately, the Spanish governor relinquished his authority to two Filipinos elected by Aguinaldo: Jose Roa y Casas, who was appointed first governor of Misamis; and Toribio Chavez, appointed first Filipino mayor of Cagayan de Misamis. On January 10-11, 1899, Cagayan de Misamis celebrated independence by organizing the so-called Fiesta Nacional. The people held a parade, played music, presented speeches and fired cannons outside the Casa Real. The first set of local officials were elected and the Filipino flag officially raised for only the second time ever in the island (the first was in Surigao). During World War II, Misamis became a part of world history when Gen. Douglas MacArthur, supreme commander of the United States Armed Forces in the Far East (USAFFE) successfully evading the Japanese Navy blockade from Corregidor in a flotilla of PT Boats and landed in Macabalan port in Cagayan de Misamis on March 13, 1942. He stayed over at the Del Monte compound in Bukidnon until March 17, 1942 when he, his family and some of his staff were airlifted to Australia in two B-17s. A week later, Phil. Commonwealth President Manuel L. Quezon and Vice President Sergio Osmeña, Sr. also used the same route to escape from Corregidor to Australia. The United States Forces in the Philippines (USFIP) under Col. Wendell W. Fertig based in Oroquieta, Misamis Occidental, was the rallying point for the guerrillas in Mindanao. This was historically significant because Oroquieta was considered to be the capital of the entire Free Philippines, the only time in Philippine history when its capital was in Mindanao, in the region then known as Misamis. Misamis is also significant in Philippine pre-history through the discovery of the Huluga caves in Cagayan de Oro city in the early 1970s. A fragment of a skull sent to the Scripps Institute in La Jolla, California for a dating technique known as acid racemization showed it dated back to the Late Neolithic Period or 377 A.D., making it the oldest archeological site in Mindanao. Starting 1946, Misamis Congressman Pedro S. Baculio lobbied in the Philippine Congress so that Cagayan de Misamis would be declared a city. On December 17, 1949, the new Congressman Emmanuel “Maning” Pelaez of Medina, Misamis Oriental introduced House Bill No. 54, entitled An Act Creating the City of Cagayan de Oro. President Elpidio Quirino signed the city charter at 11:30 am, June 15, 1950. (based on Antonio J. Monvalvan II’s paper Resurgence of Identity: The Heritage of Misamis, 1818-1945. Montalvan is a Mindanao anthropologist and ethnohistorian. He is a Ford Foundation scholar and has a doctorate in anthropology on Mindanao Studies with the Mindanao Anthropology Consortium. He has written articles about Mindanao history and culture in academic journals, and contributes a monthly column to the Philippine Daily Inquirer. Not even with Oakwood and Jose Pidal. Not even after the Department of Environment and Natural Resources (DENR) of Region 10 ruled against the Cagayan de Oro city government with a Cease and Desist Order to stop the illegal destruction of the Huluga heritage site. The diversion road and bridge project of city mayor Vicente Y. Emano rams right through the middle of an archaeological site that to this day continues to yield precious artifacts of Philippine prehistory. The issue refuses to die because of Emano's intransigence. He has ordered his lawyers not to concede, no matter if that were the only logical and legal recourse. One of his two lawyers privately confided to us that Emano ordered them to file a motion for reconsideration denying the site had been damaged, thereby contesting the DENR decision. The damage is there for the whole world to see, recorded on film and television cameras. The motion of Emano's lawyers is certainly the latest version of "The Emperor's New Clothes," with all the emperor's sycophants singing "see, no damage" hosannas. One such sycophant brought along last September 1 Father Joesilo Amalia of the National Commission for Culture and the Arts' Committee on Monuments and Sites, hoping that Amalia would issue a favorable media statement. Before leaving, Amalia met with the Heritage Conservation Advocates and got to see the real picture. He disclosed that he was not made to see the damaged portion of the site. By Thursday, September 4, Amalia had reported his findings during a meeting of the NCCA committee in Manila. The committee's verdict: the road project should be re-routed; there is a breach of the assurance that the site would be spared from the project's path. Pity the frustrated sycophant. Both the National Museum's Corazon Alvina and the UP Archaeological Studies Program's Dr. Victor Paz have sent letters to Emano, affirming that the road project had indeed damaged a portion of the Huluga Open Site. Emano refuses to face the problem squarely, that is, admit his wrongdoing and comply with what the law now requires of him. Huluga has drawn all sorts of visitors, from students to teachers, tourists and media people. What makes Huluga doubly valuable is the on-the-spot education it provides. The artifacts are just on topsoil for the picking. It is a virtual field laboratory. Thanks to Emano and his denial team, the science of archaeology has suddenly been resurrected from the esoteric to the realistic. Since June, Huluga has been visited in succession by some of Manila's famous. Eliza Romualdez Valtos, the former television news anchor now completing her masters in archaeology at UP, brought some artifacts to the National Museum for analysis. A week after, Presidential Assistant Tingting Cojuangco, in town for the staging of the Filipino ethnic fantasy drama "Ibong Adarna," dropped by Huluga and found herself scooping up potsherds with her bare hands. Unknown to many, the famous lady is an anthropologist, about to complete her doctorate in the field. Other notables have joined in the chorus of protests. Tourism's Richard Gordon has issued a statement calling for the site's preservation and enjoining the people of Cagayan de Oro to "fight for their heritage." Then last August 5, Senator Loren Legarda filed Senate Resolution 656, directing a Senate inquiry, in aid of legislation, into the destruction of the site. Emano probably thinks that by repeating his denials over sycophant radio stations, the damage will simply vanish like a phantom. But ghosts haunt. Just this past week, two statements of solidarity were issued from two of the three universities in Cagayan de Oro, calling for the preservation of the heritage site: one came from the student leaders of Xavier University (whose administration has been unusually speechless on the issue); the other, from the social science faculty of the recently minted Capitol University, whose executive vice president Dr. Fe Rosales Juarez has personally visited the site. The lady of the land herself, President Macapagal has sent Agriculture Secretary Cito Lorenzo, the Cabinet officer for Region 10, to look into the controversy. The President can direct the compliance with DENR's August 15 order, coordinate with the National Museum (which is under the Office of the President) and release funds for the "rescue" of Huluga's archaeological heritage that the National Museum has recommended. But the day is late for a win-win solution. Damage had been done. There can only be a lose-win solution. Yes, this is about the rule of law. This is about the Strong Republic. Once Emano completes his compliance, the project can proceed for all it can do to the Strong Republic's Nautical Highway. For Huluga is a test case for all onion-skinned local government officials who believe their every word is sacrosanct. As we write, Butuan City has decided to heed the call of local historians for a rerouting of the new Butuan diversion road to spare the Bonbon Shell Midden, a newly discovered prehistoric site in Butuan City, from destruction. There's a win-win solution. Emano and his denial team can build a thousand roads and bridges, but they cannot restore a heritage site. They can hire a hundred thousand flying voters this coming elections, but the people of Cagayan de Oro will always remember their lost heritage site. They will always remember who ordered Huluga destroyed. What I'm pointing is that Tourism WILL put CDO as a legitimate investment hub that's why it needs the necessary amenities to boost its INTERNATIONAL investor visibiliy (world-class hotel, business district, shopping complexes, leisure complex with casino, world class transport facilities & premier attraction) So far meron nang World-class port and shopping complexes ang CDO. Soft Sucks Band, composed of band members Mike Anthony Tuazon, Paul Dacillo, Jonald Reyes, Mychal Edward Simene, Paola Pilapil and Mohammad Hamdi Piti-llan, emerged as the Band of the Year. Opusaria was the second best band followed by Psycha who was judged as the third prize winner. Other finalists were Nanito's Peak, Blew Pipe, Hipolitus-Maistro, Funk All stars and Rhythmic Session. The Grand Finals was highlighted by the contestants' excellent performances of alternative, mellow, and pop rock. Each band wowed the audience with 3 songs of either their original compositions or adoptions. It all started with an argument, said investigators, quoting witnesses. Authorities are looking for Taroy Saluaga, 43, because witnesses said he threw a gas stove at his brother at the height of a fight. Investigators said the gas stove may have caused the fire that struck the thickly populated community in Barangay 15, between Kalambaguhan and Burgos, this city. Cagayan de Oro fire marshall Oscar Abecia said the fire razed to the ground over 50 houses and other establishments. At least 200 families were left homeless. Badly hit areas were the interior areas of Makahambus, Kalambaguhan, Burgos and Capistrano streets. A woman, Irene Miranda, was hurt when the 25-year-old jumped from the 2nd level of a burning house. A two-door apartment owned by ex-vice mayor Antonio Soriano was destroyed. Fe Licayan, a witness, said she saw the Saluaga brothers exchanging blows. Shortly after, she said she heard an explosion and then the fire spread. Others said the fire started from the house of Joaquin Saluaga. Abecia ordered arson investigators to dig deeper and see if the Saluaga brothers were really responsible. He said the local fire bureau would press charges if a case is established against the Saluagas. "We are still verifying the reports. But this early, it really looks like an arson case based on what residents are saying," Abecia said. It took more than two hours for firefighters to extinguish the fire. Abecia said the absence of protective gears such as gas masks made it difficult for firefighters to contain the fire that quickly spread because the houses were mostly made of wood. Abecia said firefighters could not penetrate because of the absence of a pathway. Curious onlookers and affected residents also gave firefighters a difficult time because it took time before they cleared the streets. She said about 90.33% (Php9.4B) of MisOr's investments from the chemical-based sector included the expansion of Pilipinas Kao, Inc. within the PHIVIDEC Industrial Estate-Mis.Or. (PIE-MO) of which Php3.7B was allocated to buy new equipments. PACANA CHAIRMAN, HISTORICAL COMMISSION Two thousand years ago, there were already ancient Kagay-anons living around the vicinity of Hulaga, Himologan and Tagbalitang caves around 8 kilometers south of Cagayan de Oro City. Fr. Francisco Demetrio, S.J., noted archeologist and Filipino folklorist of Xavier University had collected tools, implements, potteries and shards from these areas and subjected these to the Carbon dating process at the Philippine Historical Museum to determine their age. It was found that these tools and implements were already used by the ancient Kagay-anons during the Neolithic Age. This shows how old Cagayan de Oro is before the coming of the Spanish “conquistadors” to the Philippines in march 1521. There were three great Sultanates of Mindanao and Sulu. These were Sultanates of Sulu under Sheriff Aljaluddin, the Sultanate of Maguindanao under Sheriff Mawi, and Tagoloan under Sheriff Mohammed Kabungsuwan. The Sultanate of Tagoloan extended from Baloi, Lanao del Sur, to Butuan, Cagayan de Oro (or Kalambaguhan, by which name it was then known), was merely a passageway from Baloi to Butuan, which was already a great trading center like Zugbu, Panay and Manila. Kalambaguhan has a small settlement of Bukidnons who lived along the riverbanks of the Kalambaguhan River. This river (now the Cagayan River) was so known because of the “Lambago” trees that grew profusely along its banks. Cagayan River During this time, however, the Cachel Corralat (Sultan Kudarat) marauding warriors attacked such places as Manticao, Tagnipa, (El Salvador), Iligan and Kalambaguhan to bring these places with their domain. They captured the women, children and working animals of the inhabitants in these places and brought them to their Sultanate. Because of these constant raids, the Bukidnons along the river fled to the hills of Hulaga led by their ruler, Datu Salangsang. Sometime in 1622, long after the Spaniards had established themselves at Butuan, Spanish friars under Fray Agustin de San Pedro known as “El Padre Capitan” went to see Datu Salangsang and sought to invite him and his people to come down to their told settlement at Kalambaguhan under the protection of the Spaniards. Present day Gaston Park Datu Salangsang’s aunt, a Christianized woman of influence whose name was Magdalena Bacuya. With a messenger from El Padre Capitan reiterated his offer to Datu Salangsang and convinced him to come down to their ancient settlement of Kalambaguhan. To protect the Bukidnons from the constant raids of the Muslim from Cachel Corralat, El Padre Capitan built a fortification around the settlement, which is now Gaston Park. Several raids of the Maguindanao warriors were repulsed by the courageous El Padre Capitan that the Muslims never returned again to the settlement. It was from this small settlement that the present Cagayan de Oro originated. A small church was built on the site, which later became the present San Agustin Cathedral. St.Cathedral5.JPG (141394 bytes) San Agustin Cathedral Thereby, the fame of El Padre Capitan as an able military strategist, spread far and wide. He vanquished the Muslims around Lake Lanao. The people of Cagayan de Oro come from a blend of two cultures those of the Muslims and Bukidnons. These were the native people that had settled in the region long before the coming of the Spaniards in fact, the first Christians among these natives were the Muslims from Lanao who were the descendants of the Samporna clan. They were the first to be baptized along with the Bato-Batos, the Wagas, Abas, Dagumbals and several families. How did Cagayan de Oro got its name? Pre-War folks said that Cagayan came from “Cagaycay, ” an ancient Bukidnon word meaning to rake in the earth either with one’s bare hands or with a piece of wood. It also means rocks gathered from the river or ores raked in from the hillside or streams. Gold have always been abundant in the Cagayan River gold ores are still found in the nearby of Cagayan as Tumpagon, Pigsag-an, Tuburan, Taglimao and other nearby places. Before the Spaniards came to Cagayan (or Kalambaguhan), there were already places where on could rake in the earth. ANOTHER VERSION IS MORE ROMANTIC Another version of how Cagayan de Oro got its name is told in of that story of a Bukidnon chieftain on the eastern side of Cagayan River (whose name according to old folks was Mansicampo), once had a quarrel with a Muslim Datu across the river (now the RER Subdivision), his name was Bagongsalibo. The quarrel became intense that the Bukidnon chieftain wanted it settled by war. However, the Muslim Datu across the river wanted to live in peace with his people in that part of Cagayan. Mansicampo then called on all his followers and relatives from the Bukidnon tribes of Daan Lunsod, gathered on the eastern side of the river ready for combat then Mansicampo ordered his son, the Bagani, to go and see Datu Bagongsalibo and arranged for a council of war. Therefore, the young prince went to see the Muslim Datu and confirmed with him. During the conference, however the young prince noted that there was a beautiful young woman who kept on peeping from behind a door looking at him. She was so beautiful that the young prince was immediately captivated and forgot his main purpose in the council. The young prince immediately proposed his intentions to the Muslim Datu who was only too willing to accept his land in marriage as he was not very keen about going to war against a neighbor. When the Bukidnon chieftain heard about his son proposing marriage to the daughter of his enemy. His warriors bid goodbye and left to live near the hills of Lumbia vowing never return to his former settlement which he now call “Kagayha-an” (or in Bukidnon, a place of shame). Since then, Cagayan de Oro has grown into one of the most peaceful and progressive cities in the entire Philippines. THE COMING OF THE AMERICAN From 1622 to 1898, the Spaniards ruled over the entire Philippine Archipelago until the Treaty of Paris on December 10, 1898 signed between Spain and the United States in Paris where the Philippine Island was turned over the United States by Spain for a payment of 120, 000, 0000 dollars. When the Americans came, the Kagay-anons were restive and hostile. At the time, the “Tercios Revolucionarios “ was organized and among whose leaders where Anselmo Abejucla, Apolinar Velez, Nicanor Capistrano, Cayetano Pacana, Uldarico Akut, Tirso Neri, Agripino Bautista, Near Vicente, Roa Y. Racines, Justo Gaeron and others. This revolutionary leaders organized and trained the Cagayanons to do battle with the American forces. Armed only with a few rifles and bolos. This Kagay-anons fought the Americans in the famous battles of Cagayan in April 7, 1900 and the battle of Macahambus in June 4, 1900. The Kagay-anons in spite tremendous odds like lack of training, lack of arms, lack of food, medicines, transportation, heavy artillery and competent military strategies necessary in modern combat made a good account of themselves in sheer courage and undaunted bravery that won the admiration of the Americans were soundly defeated not only by arms but by sound strategy. The Kagay-anons revolutionaries could not fight along drawn-out war against the American as they lack the essential weapons, logistics, food, medicines and manpower. General Nicolas Capistrano therefore was forced to surrender to the American forces at Sumilao Bukidnon. Sometime in August 1900 from that day, peace reigned over Cagayan de Oro. Civil government was then immediately organized in Cagayan de Oro, immediately after that, Tirson Neri, who featured prominently as a revolutionary leader during the revolution was the first mayor of Cagayan de Oro. He was the one who opened the streets around the present Divisoria. His team was form 1901 to 1903. After him, Cayetano Pacana became Mayor of Cagayan de Oro and opening of streets, roads to the rural areas continued Cayetano Pacana’s term as from 1903 to 1905. Therefore, the political, social, economic and spiritual development of Cagayan de Oro continued until the outbreak of the 2nd World War in December 8, 1941. Emano Present Mayor Legal Basis Creation of Cagayan de Oro Republic Act 521 On June 15, 1950, Republic Act 521 was passed by Congress granting a CITY CHARTER to Cagayan de Oro City. The first city mayor was then MAYOR MAXIMO Y. SUNIEL. From that time up-to-the-present, Cagayan de Oro City grew and developed into the most progressive and peaceful city in Mindanao. Its growth and development has been unsurpassed and is still going on at a rapid rate. THE CITY’S MANDATED FUNCTIONS: 1. Exercise thru the city Mayor, general supervision and control over all programs, projects, services and activities of the City Government. 2. Enforce all laws and ordinances relative to the governance of the city and in the exercise of the appropriate corporate powers, implement all approved policies, programs, projects, services and activities of the city. 3. Initiate and maximize the generation of resources and revenues and apply the same to the implementation of development plans, programs, objectives and priorities particularly those resources and revenues programmed for agro-industrial development and countryside growth and process. 4. Ensure the delivery of basic services and the provision of adequate facilities for the people. 5. Approve ordinances and resolutions necessary for an efficient and effective City Government. 6. Promote the general welfare. 7. Exercise the inherent powers of Government as police power, taxation and imminent domain. 8. To maintain peace and order among the City residents. 9. AND OTHER INHERENT FUNCTIONS OF THE CITY GOVERNMENT This, in brief, is the History of Cagayan de Oro City. BACKGROUND INFORMATION THE CITY OF CAGAYAN DE ORO ITS LEGAL BASIS The grant of the City Charter or REPUBLIC ACT NO.521 making CAGAYAN DE ORO a Chartered City took place at Malacañang Palace on June 15, 1950 when President Elpidio Quirino signed the said law. Congressional representative Emmanuel Pelaez of Misamis Oriental who fathered REPUBLIC ACT NO.521 in Congress. Mayor Maximo Y. Suniel and other Officials of Cagayan de Oro City were present at the signing. Actually, it was the brainchild of the former Congressman of Misamis Oriental, the late PEDRO SA. BACULIO who introduced a bill in Congress for the grant of the City Charter to Cagayan de Oro. This was not however pushed thru because of political reverses and it was the new Congressman of Misamis Oriental Congressman Emmanuel Pelaez who worked for the bills passage in Congress and its approval by President Elpidio Quirino. Officials headed by Mayor Maximo Y. Suniel, Vice Mayor Pedro P. Sambaan, Waldo McVickers, Herardo Sabal, Pio L. Roa, Juan Regalado, Alfredo M. Shapu and Dr, Jesus V. Seriña. Congressman Emmanuel Pelaez at the Patag Airport, at 12:30 p.m., Wednesday June 21, 1950, a big bouquet was tendered in the honor at the MAJESTIC HOTEL in Cagayan de Oro where many invited guests other than Government Officials attended. On the afternoon of the same day at around 3:00 o’clock in the afternoon, the City Officials led by Maximo Y. Suniel, Vice Mayor Pedro E. Pimentel and all the City Councilors took their oath of office at the Plaza Kiosk in the Divisoria. The expenses for al these official activities was Php 500.00. It must be recalled that the Municipality of Cagayan, Misamis Oriental was established sometime in 1901. Its first Mayor who was then called the Municipal President was Tirso Neri a stalwart Cagayanon leader battle in war and peace. He was the Municipal President from 1901 to 1903. Next to succeed him was Cayetano Pacana or “TANO TANO” as his fellow Cagayanons fondly called him, he was a hero in the battle of Cagayan on April 7, 1900, in the battle of Macahambus on June 4, 1900. His term was from 1903 to 1905. All other Mayors followed successively up to the present. From 1901 to 1950 or for a period of 50 years more or less Cagayan grew and developed into one of the most peaceful and prosperous cities in Mindanao. SM City mall manager Bienvenido Paul Ferrer said the company has filed its application to the Philippine Economic Zone Authority (PEZA) and the support of the City Council is necessary for the approval of the application. He said SM City has allocated at least 4,000-square meter lot, which would include the mall and the car park building for Information Technology companies. He added that this development will pave the way for the employment of more people and therefore increase government revenues. It may be recalled that the City Council earlier deferred approval of the resolution for further study. INCENTIVES The declaration of IT building or park will be advantageous to the city as it will be a selling point to locators and IT companies, according to DTI director Liza Pabillore. "Any locator in PEZA zones can avail of incentives," she added. The Power learned that IT zones will be entitled to income tax holiday for four to six years, among other incentives. Acting City Administrator Wilma Rugay said the city government also has existing tax incentives, which the locators can apply for. "We have existing incentives and they can enjoy both national and local and they have the option to apply to avail of such incentives," she added. Earlier, the City Council also passed a resolution supporting the declaration of the Pueblo de Oro as an IT Park, which was granted by virtue of a Presidential Proclamation. Ferrer clarified that SM City is not covered in the Pueblo de Oro declaration. According to Rugay, Mayor Vicente Emano is supporting SM’s application with PEZA. Pelaez Ranch Inc. where the famous Mapawa Nature Park is ably located. Now, who says pollution abound in a city like Cagayan de Oro? At the E. Pelaez Ranch, you can commune with nature, see the beauty of God’s creations, and even get amazed at a 250-year-old Lawaan tree being literally hugged by a giant Balete, a strange phenomenon according to ranch manager Jonathan A. Primne. “Usually, if a tree grows inside a Balete, it would die because the Balete tree would eat all the nutrients of that tree. But not in this case. Both the Lawaan (host) and the Balete (parasite) trees are alive,” Mr. Primne said. A group of media practitioners—mostly members of the board of directors of the Cagayan de Oro Press Club--recently took time out from their hectic schedule to visit the Pelaez property, situated at Sitio Mapawa in Barangay Cugman, thanks to Steag State Power for sponsoring the trip. The media practitioners even had their pictures taken at the 250-year-old Lawaan and Balete trees, and took their sumptuous lunch at the beautiful ranch house. The ranch, covering 1,920 hectares, is a tenurial land acquired by Emmanuel and Edith Pelaez under a Pasture Lease Agreement from the Marfori family in 1960. A portion of the total area was converted into an Industrial Forest Management Agreement in 1995. Mr. Primne said one objective of the Pelaez company is to take care of the existing forest and plant more trees. “About 200 hectares of the ranch is natural forest, the only existing natural forest in Cagayan de Oro. There are 122 species of trees here identified by a professor from the Central Mindanao University and at least two species that are not yet identified,” he said. He added they don’t cut trees at the ranch unless the purpose is due to sanitation or the branches are over-dominant. Mr. Primne said they have established a total of 774.6 hectares of tree plantation since 1996 but only about 540 hectares are left due to forest fires that occurred from 2003 to 2006. He said the Pelaez family has decided to open the ranch to the public to show that forests need to be taken cared of and to encourage visitors to show their concern to the environment. Presently, the company has joined forces with Steag State Power for the establishment of a 10-hectare tree plantation in a year within the ranch. Aside from the natural forest, also located within the ranch is the Mapawa Nature Park, a perfect haven for those who enjoy river trekking, rappelling, water sliding, canyoneering and horseback riding. Tourists at the park can also try the zip line, the trampoline, do camping on the side and enjoy such group activities as palosebo, cattle wrestling, team building and other fun-filled tricks. Adorador III A SPILL-over crowd that may lead to a deadly stampede remains the biggest worry of organizers during the live showing of popular game show "Wowowee" in Cagayan de Oro City this weekend. Retired Colonel Rene Lusbo, executive vice president for security of broadcast giant ABS-CBN, which airs the show, emphasized that failure by authorities to control a large crowd getting ahead of the queue may result in agitation, and lead to a riot similar to the Ultra tragedy. The February Ultra stampede killed 74 people and injured about 400. Lusbo said they expect around 60,000 people, while the show's venue in Limketkai grounds can only hold up to 40,000 persons. The adjacent areas can still be used to house the excess crowd, he said, but poses a potential security snag "because fans would always like to be as closeas possible to the exact venue." This scenario, he said, may result in pushing and shoving, leading to the front crowd stumbling and developing into a violent stampede. This was what exactly happened to the Ultra tragedy, he recalled. For security reasons, the show will not allow entry to pregnant women, frail and sickly looking senior citizens, and children below 6 years old. Councilor Jose Benjamin Benaldo who heads this year's Fiesta de Oro, appealed for understanding, saying all the security precautions are aimed at ensuring the public's safety. The show was part of the original fiesta activities, but was later scrapped because of overwhelming security concerns. Lusbo, together with ABS-CBN's security team from Manila, met with Cagayan de Oro officials Wednesday, also urged the police to shoo away people who are already camping near the venue, following reports that fans from nearby provinces had already stationed themselves as of Wednesday morning. The broadcast network's security team and local police also agreed to cut the original 1,000 security personnel to at least 400, including the traffic marshals, medical team, and fire personnel. The Fourth Infantry Division (4ID) said they will deploy at least 80 personnel. Lusbo explained that the smaller the security contingent is, the more efficient security can be managed within the crucial areas of the venue. Marisue Jacutin, daughter of Ricardo Jacutin, Jr. was formerly ranked No. 57 in the whole world and now ranks No. 1 in the Northern California area. She holds the degree of Bachelors of Science in Information Technology from Oklahoma City University. A member of the varsity team during her college days, Jacutin won the 2000 super Bowl. She was also ranked No. 1 in NAIA during her freshman days and was on the First All-American team. She won the Small Colleges Super Bowl in both singles and doubles when she paired with a Chinese teammate who was occupying rank No. 72 in the World. Jacutin participated in 12 open tournaments since 2005, won four of them, reached the finals in four and the semi-finals in the other four.. Jacutin declared that she is very much inspired to teach young Filipino tennis players so she can impart to them her skill and knowledge of the game. “Although I have been in the USA for quite some time, my heart belongs to my country,” she said.
