Fuentes/ City Information Office Fifteen out of 17 barangays in Cagayan de Oro City covered under the long-delayed P50-million Telepono sa Barangay Project are now fully operational. This was reported by Supplier Contractor and Networking Telecommunications, Inc. (SCANTEL) president Francisco Z. Villapando, Jr., the project’s contractor, when he met last night with City Mayor Constantino G. Jaraula to give update on the status of the rural telephone project. “We would like to inform you that 15 barangays are already fully operational,” Villapando told Mayor Jaraula during their brief meeting. The 15 recipient-barangays whose telephone lines are now fully operational include Canitoan, Baikingon, Pagatpat, San Simon, Indahag, Lumbia, Bayanga, Mambuaya, Dansolihon, Pagalungan, Tagpangi, Taglimao, Tuburan, Pigsag-an and Tumpagon. Presently, the two non-operational telephone system are those located in far-flung barangays of Tignapoloan and Besigan. Villapando, accompanied by SCANTEL Engineering Head Joselito L. Lozano, explained to the City Mayor that they are fine-tuning the equipment that will be installed to the new replacement sites in Tignapoloan and Besigan. The SCANTEL president, at the same time, requested Mayor Jaraula to start the operational acceptance testing for the 15 operational barangays so that the contractor can properly turn over the telephone project to the City Government. For his part, Mayor Jaraula said he will evaluate the plan of SCANTEL to install equipment to a new sites in barangays Tignapoloan and Besigan as it might have implications on the total costing of the project. The City Chief Executive added that he will tap the assistance of telecommunication experts from concerned government agencies and private sector in order to validate how “viability” and “reliability” of the rural telephone project. It may be recalled that Mayor Jaraula has warned to take legal actions against the project contractor after failing to make the telephone system work and functional despite being given with two extensions of deadline to finish the project. Corrales Of SunStar Cagayan de Oro THE Cagayan de Oro Convention Center in Sitio Taguanao, Barangay Indahag, this city, is one of government infrastructure projects affected by the Supreme Court decision reverting the 105-hectare estate of Dona Josefina Graciano vda Neri into public land. The fate of the still-unfinished convention center, supposed to be the pride of Cagayan de Oro, could hang in the balance just in the case of Lawndale Springs or Kagay-an Resorts, also in Sitio Taguanao. But Willy Cuenca, chief of staff of Senator Aquilino Pimentel, is optimistic that they would no longer reapply for the ownership of the land where the convention center stood, unlike the City Government, which lost Lawndale Springs or Kagay-an Resorts. Cuenca said the convention center is a project by the National Government who became the owner of the Neri estate by virtue of the High Court decision. Senator Pimentel, who hails from Cagayan de Oro, is the main endorser of the convention project. Lawyer Maryanne Enteria, head of the city legal office, said the City Government is set to reapply at the Department of Environment and Natural Resources Land Management for the land ownership of the Kagay-an Resort. Opposition lawyer Manuel Ravanera said the decision transformed the convention center and the Kagay-an Resort into "white elephants." At least, some politicians report to people what the positive possibilities that any place may receive in the future. They don't know VM Emano coz they only believe on persons that have connection to their place. Well, that's to them coz to them their city is realllly perfect. Too perfect that they think its perfectness is as perfect as them as people. This, despite the steady influx of manufacturing and industrial locators and the expansion of commercial ventures and business activities along the coastlines of Macajalar and Gingoog bays. Areas devoted to agriculture, particularly on farming, still account for some 186,534 hectares - mostly in relatively high elevations - with the predominantly agricultural and landlocked town of Claveria getting the biggest chunk of 82,999 hectares. Claveria and the municipalities of Balingasag, Salay, Sugbongcogon and Opol, and Gingoog City, are among the 36 potential sites for vegetable production in Mindanao, which were identified by NorminVeggies in its book, The Vegetable Production Areas in Mindanao that was published last year (2007). The book mentioned of the high-value vegetables that are being produced and these include Claveria's broccoli, carrots and radish, Balingasag's cucumber and bunchy onions, Salay's ginger and Gingoog's lettuce while Sugbongcogon farmers also grow carrots, broccoli, lettuce and sweet bell peppers. Production areas In Claveria, the leading vegetable producing barangays include Lanise, Tamboboan, Madaguing, Parmbugas, Malagana, Pelaez, Sta. Cruz, Luna and Poblacion, all of these situated some 350 to 2,500 meters above sea level. Gingoog, on the other hand, has barangays San Luis, Bal-ason and Lunotan where residents are engaged in vegetable growing. Lunotan, which is 950 meters above sea level, and located about 18 kilometers from the city proper, is the main producer of lettuce. Specific vegetable-producing barangays in Sugbongcogon are Minbuahan, Ampianga, Kidampas and Kaulayanan while Salay has barangays Matampa, Bunal and Saray. In Balingasag, vegetable farmers are found in barangays Mandangoa, Talusan, Napaliran, Waterfall, and Isidro - all of them are found at the foot of Mount Balatukan, the highest elevation of which is estimated at 2,328 meters above sea level. Aside from high-value crops, they also plant baguio beans, Chinese cabbage, sweet peas, tomatoes, cabbage, ampalaya, eggplant, okra and chayote in commercial scale. NorminVeggies observed that the vegetables that are harvested in Misamis Oriental often find their way, through traders and farmers association and cooperatives, to public markets and groceries in Cagayan de Oro, Butuan, Surigao and even Cebu. 'Kurambos' approach Last Monday, during the opening of the five-day 1st Mindanao Vegetable Expo, which incidentally was also the start of the Tourism Week celebration and the quarterly Salo-Tabo agro-industrial fair at the provincial capitol ground, NorminVeggies president Marcelino Remotigue lauded Misamis Oriental Governor Oscar Moreno for the latter's continuing support to agricultural programs and projects in the province. Mr. Remotigue cited Governor Moreno's linkages with government agencies, particularly the Department of Agriculture, in the ongoing construction of farm-to-market roads, irrigation projects, and other forms of assistance to farmers that could boost technology transfer, increase in production, and systematic marketing of produce. Pero kung nagkamali talaga they should have edited it, malay natin. Pero nakita ko din yung upcoming projects nila & sadly wala pa yung sa CdeO or even sa ibang parte ng Mindanao maliban sa Davao. There are about 186,534 hectares of unused agricultural areas along the coastline of Macajalar and Gingoog bays, the group said in a statement. In the nearby town of Claveria, up to 82, 999 hectares of potentially productive land have yet to be cultivated. At least 36 potential sites for vegetable production are being considered by NorMin Veggies, it was underscored during the vegetable trade event. According to STEAG State Power Inc. (SSPI) plant manager Oliver Brock, the company is also making sure the plant does not have to shut down unexpectedly being a baseload plant. “We strictly follow our schedule for preventive maintenance so we won’t have bigger problems later on,” Brock told reporters who visited the plant inside the Phividec Industrial Estate. One of the two 105-megawatt coal-fired units of STEAG is set for preventive maintenance check by November this year which will last for a few weeks, Brock said. To allay fears of coal plants emitting harmful toxic and greenhouse gasses to the atmosphere, STEAG is the only power plant in the country equipped with a real-time continuous emission monitoring system, which is connected to the Environment Management Bureau in Cagayan de Oro City. The system allows government regulators to monitor 24/7 the plant’s emission levels for sulfur oxide, nitrogen oxide, carbon monoxide and other gasses. “This shows our commitment to deliver power but also to protect our host community and the environment,” communications officer Jermoe Soldevilla said. SSPI is owned by Germany’s STEAG GmBH which holds a 55-percent stake, Aboitiz Power Corp. with 34 percent and State Investment Trust Inc. with 11 percent. The coal plant supplies 20.51 percent of Mindanao’s power demand and just came online just in time as the island needed critical energy to feed its economic growth. Once realized, Mayor Jaraula told City Hall officials and employees during Monday’s flag raising ceremony that the project will certainly emerge as Cagayan de Oro City’s newest growth area within the urban center. The City Mayor, at the same time, expressed optimism that the “Paseo del Rio” project or translated as “promenade by the river”, will stimulate the development of Cagayan de Oro as a globally-competitive city and put the city in the global tourism map. Commissioned by the family of Dr. Rafaelita P. Pelaez to craft the project’s architectural design and overall concept, Mayor Jaraula said Falafox is currently ranked at No. 94 out of the top 500 architects throughout the world. The multi-million “Paseo del Rio” project, that will cover open areas surrounding Carmen/Nazareth/Macasandig Bridge, will also complement with Mayor Jaraula’s flagship river boulevard development project which he is boldly pursuing along the riverbank of the Cagayan de Oro River. The initial phase of the “Boulevard” along the river bank will consist of a 600-meter “walkway” from City Hall up to the city’s fifth bridge and a “Boulevard” from Toribio Chaves Street to J.R. Borja Street, about one kilometer, to be known as the “Golden Mile”. JAMES Edward Haggerty, S.J., was the Rector of Ateneo de Cagayan when World War II broke out on December 8, 1941. He later joined and became a key figure in the vast guerrilla movement in Mindanao. He was popularly called "Padre" by American and Filipino soldiers. He later wrote about his war experiences in a book, Guerrilla Padre. On September 8, 1944, American planes started bombing areas around Cagayan that were controlled by the Japanese Imperial Army. Fr. Haggerty witnessed this on a hill just outside the town. He brought with him a surveyor's transit and a tripod so he could take a closer look at the bombed areas. In a chapter of his book entitled, The Planes Are Ours, he vividly wrote about what he saw and the people he encountered in the closing months of war in Cagayan: September 8th Major Fidencio Laplap took his new 81 millimeter trench mortar, just arrived from Australia, sneaked into position, and shelled the Lumbia Airfield about three miles from our house. We watched from our hill and through a transit could see that one plane was destroyed. But the transit and the tripod made a good target for the Japs, so they shelled us with artillery. Then they sent out two planes to strafe and bomb us. No one was hit. September 9th It began just as I was finishing Mass - this wonderful day. A roar of planes - many planes - swept over us just before the end of the Mass. I turned around and told my congregation to take cover. But the planes were gone. The boys said there had been about 40 of them - "and how they dived - not like those old Jap training planes that machine-gunned us - those were real planes!" The hills around us, each had its little group who had climbed out of their hiding places as the news swept around. Even now they were jumping up and down, and cheers came from far away on the breeze. They knew it was America's day, and in delirium they shouted over at me: "Father, Father, America has kept her promise to return." Two hours later another roar grew louder out of the east. Racing up the hill we counted the high tiny specks rushing nearer - twelve, sixteen, eighteen, more, more the sky full of them as they circled. We caught the glint of silver wings, the dark marking on the wingtips - carrier planes - carrier planes. They dived from all directions, and as the thick smoke rolled up they flashed in and out of it - one of the most beautiful sights, it seemed, I have ever seen. A little off to the right, I knew was the college, and the big gymnasium that the students themselves had helped to build. It was our pride; the only one outside Manila. From that direction the smoke was thickest, and I felt not even a pang of regret - it was the Japanese stronghold. Three hours later, planes return for another pounding. Now the whole horizon was filled with billows of smoke. For hours explosion after explosion has continued. Just now fourteen hours after the first attack, the sky above Cagayan is aglow and a heavy black pall hangs over the area for miles. Occasionally still an explosion like a bursting shell roars out, and the flames leap high again. It has been a happy day! I am typing out many notices to be spread in the town tonight for the attention of the Japanese. I am getting an impish "kick" out of this. I have no ribbon on the machine, but carbon paper writer on the second, third and fourth sheets. The notices read: Yesterday, you bombed us with two planes. Today we retaliated with eighty-two. It you try again, we'll double the number. The Mountain Scorpions The Japs never bombed us again. My diary broke off abruptly there; but the planes came back again the next day, Sunday, and one time we counted eighty-two. A day later the Bishop's former cook showed up at my place with a soldier and asked me if I would be his guarantor. People were pouring now out of the occupied areas trying to get behind guerrilla lines. If their names were not on the black list they were placed in concentration; if not, some trusted civilian had to stand guarantor for them. Many of the people now rushing out had played both sides: they had worked for the enemy, yet pretended to send us out information usually useless. The weak-kneed had gone in because they wanted electric lights, running water, good houses and streets instead of mud. Riff-raff had gone with the Japs because they liked the low-class cabarets the Japs always opened. Others saw chances to amass a fortune. A few actually believed the Japs would win. Some were forced in by Japanese patrols. Many were sacadas, captured for forced labor, the first to reach our lines. They had nothing to carry, they had been ill treated by their captors; and they, having lived among patriot forces before, had no fear of us, knowing the Japanese propaganda about us to be false; that we were not bandits, killers, starving, naked desperadoes. Esteban, Bishop Hayes' former cook, was one of these sacadas. He had been cooking breakfast for others like him at a Japanese garrison when the planes came on Saturday. He pointed to the sky, and the Jap sergeant said, "Ours!" proudly. Then the planes dived and the sergeant, less emphatically, said: "Practicing." The planes blazed death out of their cannon and machine guns, and the Japs ran shouting: "No goor - American!" Other Japs, in four different places, were doing their morning calisthenics and bowing in reverence towards the rising sun. The planes mowed them down. Gunners abandoned their anti-aircraft in panic. Later, they lost their heads and fired crazily at the planes with revolvers and rifles. Corrales HOW does an outstanding teacher stand out? After her classroom at the West City Central School in Barangay Carmen was closed down for repairs, Marie Theresse Mabayo Bagas held class for her Grade One students under a nearby mahogany tree. That is how passionate Bagas, 56, is for the teaching profession. She is amply awarded when Metrobank Foundation named her one of the ten outstanding teachers in the country, besting 156 teachers who were nominated to the award-giving body. "(It was) overwhelming," Bagas said of the award. Her journey as an educator started in 1974 at West City Central School when she was accepted to teach elementary students. The story of her holding her class under a mango tree is still fresh in Bagas' memory. The mahogany tree still stands inside the school a mute reminder of her passion to give her students a good education. Visminda Espinosa Rabara, principal of West City Central School, is proud of the honor Bagas brought to this small public school in Barangay Carmen. "We're proud to show to other schools that we do not only mold pupils into good citizens but also groom the best teachers in the education profession," said Rabara, who was judged as one the country's 15 Outstanding female school principals in the country. Bagas said Metrobank Foundation notified her last February that they are seriously considering her nomination to the Ten Outstanding Teachers awards. Metrobank Foundation started checking into her background, even to the extent of going to the Hall of Justice to see if Bagas had a criminal record. The investigators also interviewed Bagas' neighbors in Fairlane Village, Barangay Kauswagan, Cagayan de Oro City. Eventually, the list of nominees was narrowed to only eight, including Bagas. The nominees were interviewed and asked a demonstration of teaching. The eight nominees were interviewed by a panel of judges led by Department of Education (DepEd) secretary Jesli Lapuz and Senator Allan Cayetano, chair of the Senate committee on education. "Sa final interview, lisod pud ilang mga pangutana. Igo-igo pud ta panington," Bagas recalled. Bagas said the judges asked her the question: If she was to choose between global warming and state of economy in the Philippines, which would she choose to address first? She said she answered by not choosing only one but instead linked both issues, which were inter-related to each other. Bagas said she offered a solution on both. According to Metrobank, Bagas bested the other nominees by the way she was able "to maximize" numerous training programs she had attended and used its lessons to improve her teaching. The organizers were also delighted upon learning that Bagas is the class adviser of Grade 6 Narra, considered to be the honors' class of West City Central School. Bagas is no stranger for awards for outstanding teachers. She was awarded as one of the top 10 Most Outstanding Teachers by Senator Aquilino Pimentel in 2004. (RLC), the real estate development arm of the Gokongweis’ JG Summit Holdings Inc., is close to finalizing an agreement with San Miguel Properties Inc. regarding the sale of the latter’s 5.22-hectare property along Aurora Blvd. which houses the Magnolia ice cream plant. The Magnolia ice cream factory was established in 1925 and has since become a stamping ground for its traditional concoctions like banana splits, sundaes and parfaits. The deal is expected to be consummated in a week’s time or until all conditions precedent to the sale has been complied with by RLC. The prime Quezon City property is reportedly being sold for around P1.6 billion. RLC president and chief executive officer Frederick Go said the Magnolia property will be converted into a mixed-use complex with a mall, residential buildings and, possibly, office buildings. Amid an economic slowdown marked by rising costs of fuel, food and construction materials, RLC is aggressively pursuing major new projects which include 16 shopping malls to be developed over a five-year period; and four residential condominium buildings, six housing subdivisions and two office buildings this year. RLC is spending around P16 billion for the new shopping centers, four of which will be built this year. All malls will have a BPO component to take advantage of the continued strong demand for office space from call center companies. For next year, RLC is planning new malls in Dumaguete, Davao and Cebu. RLC has a pipeline of 29 residential condominiums for construction, targeting to launch at least three projects per year and tap new overseas markets which include Europe and the Middle East.
