Jhagra says ministers should avoid making controversial statements

Amjad Ali Shah

PESHAWAR: PML-N leader Iqbal Zafar Jhagra Saturday rejected allegations of the NWFP government regarding ban on wheat movement and flour crisis, saying the Punjab government was supplying 120,000 metric tonnes of wheat to the NWFP while 4,000 metric tonnes of additional wheat would be supplied very soon.

He said the NWFP government had asked the Punjab to provide it 540,000 metric tonnes of wheat which was fully being supplied. Accompanied by the party's provincial leaders and activists at the press club, he said the country was facing numerous crises such as flour, electricity and law and order.

Jhagra said the PML-N had played a pivotal role to address all key issues and problems by taking all the political parties into confidence to maintain political and economic stability in the country. He expressed concerns over the statement of NWFP Information Minister Mian Iftikhar who accused the Punjab government of imposing a ban on wheat movement.

Jhagra said the allegations were baseless and such kind of statements could create misunderstanding and misperception between the provinces, adding the ministers should avoid passing such statements in the future. He also condemned Iftikhar's statement against the Punjab government in which he had accused it of maltreatment. He said PML-N Chief Nawaz Sharif always respected the ANP Founder Khan Abdul Wali Khan and remembered him as a great political leader in the history.

Calling upon the political leaders, he said they should not pass any statements which could create rift and misunderstanding between the provinces, adding the PML-N was a solo party which had raised the NFC Award, water division issues and in-camera briefing on the floor.

He stressed the need for a consensus between the political parties on all major issues instead of wasting time on minor problems and passing confrontational statements, saying the country was facing numerous challenges needed to be addressed through mutual understanding and consensus.

The Punjab Information Technology Board (PITB) has ceased operations on more than a dozen projects without completion by terming them unfruitful, compromising over Rs. 180 million the projects have already consumed, ‘The News’ has learnt.

The projects which are a blend of training programs and development schemes have been ceased, terminating over 80 employees working on the projects. Some of the projects given up unfinished include the Computerization of Irrigation and Power systems, Urban Improvable Property Tax, Demand based Training, Computerization of Special Branch Police, Office Automation of PSIC, Hospital Management Information Systems, and Computerization of Labor Department.

Sources have revealed that not only these projects have been shut down but PIBT’s utilization of funds in the first quarter of the fiscal year is below one percent. It is pertinent to mention that (PITB) utilized only a fraction, about 24 percent, of its total allotted budget last year subject to which the budget for the year 2009— 2010 was cut down by Rs 200 million.

The projects are progressive and important when it comes to automation of institutions as per the vision of e-governance promoted by the Chief Minister Punjab himself. The large amounts of funds already consumed are unaccounted for and there is no explanation of this shear wastage of the tax-payer’s money.

The employees fired after the shut-down of these projects have been seeking adherence from the government ever since they were relieved f their jobs. The employees held a protest demonstration on Saturday in front of the chief secretary’s office. The protestors demanded that they should be given justice and the self righteous Chairman PITB Raanaa Ahmed should be held accountable for her actions.

In a recent action taken by the PITB chairman, the General Manager Finance Rana Arshad who was performing his duties pretty well in the said capacity had been shifted from the post of GM Finance and given charge of the GM Admin. The position of General Manager Finance had been handed over to the previously GM Admin and Operation Amir Khatak.

It merits mentioning here that Amir Khatak has already been involved in over-utilization of his compensation and benefits and the case is under the consideration of S&GAD.

The act of giving charge of finance to a person who is already under investigation for financial disorders is beyond comprehension, especially when it does not benefit the PITB. When contacted, Ranaa Ahmed said that the projects that had been shut down were not fruitful and were a source of over recruiting which was not beneficent for the organization. She also said that the projects were all training programs.

He stated this during his meeting with the HEC chairman, Dr. Javaid R. Leghari who called on the governor at the Governor’s House here Wednesday. HEC executive director Prof. Dr. Sohail Hussain Naqvi was also present.

ìBenazir Bhutto Shaheed Women University must come up to the highest international standards and play its role in the dissemination of knowledge in the country”, the governor said. He asked the HEC chairman to enhance student enrolment in the universities to ensure the promotion of knowledge-based economy. He also stressed the need for the capacity building of the university teachers, adding that the HEC should focus on Advanced Sciences studies rather than traditional studies offered at the seats of higher learning in Punjab.

“HEC must also pay close attention to faculty development and academic and resource strengthening of its campuses in the Southern Punjab cities like Bahawalpur, D.G. Khan, Multan, Bahawalnagar etc”, Taseer said.

Punjab is an agricultural Province and it needs biotechnology to enhance its productivity to meet the future requirement of food, the governor said, hailing the role of Punjab University Molecular Biology Center for producing sugar insulin and “interferon” a medicine for fatal disease hepatitis in their laboratories which was a great achievement. The Universities should concentrate on technology production, he added.

The governor urged that the universities should exploit their own resources and involve the local industry and private sector for raising funds. He said that HEC should learn from the experience of Cuban scientists who had excelled in the field of bio-technology.

Punjab to construct 2 high-security jails for terrorists

By: Jamaluddin Jamali | Published: November 27, 2009
PrintFacebookDiggStumbleUponText Size

LAHORE - The Punjab government is constructing two high-security prisons in District Sahiwal and District Mianwali for terrorists while family rooms (quarters) are being built in four jails where long term convicts’ spouses and children will be allowed to stay with them three days a month.
The family rooms, a new concept in Pakistan, are being constructed in Central Jail Kot Lakhpat Lahore, Central Jail Faisalabad, Central Jail Rawalpindi and Multan which will be ready by the mid of next year.

The construction work on two high security jails is in full momentum. Sahiwal Jail will be completed in 2010 and Mianwali Jail in 2011 with prisoners capacity of 1,000 each.

“The small quarters each comprising one room, a kitchen and a bathroom will offer to lodging to children below six or wife of a convict to spend three days with him in privacy,” official sources told The Nation on Thursday.
The sources disclosed that total of 14 jails including two high security jails were being constructed in various districts of Punjab including Bhakar, Layyah, Okara, Khanewal, Lodhran, Rajanpur, Hafizabad and Sahiwal to relax the load of prisoners on 32 over-crowed jails of Punjab. The sources confided to The Nation that new jails were planned owing to lack of space in the available jails for A and B category prisoners. Mostly political prisoners get A and B category facilities in jails. Awarding such categories to any prisoner is the discretion of the home department or the government, he added.
The 32 jails of Punjab have capacity of just 21,527 prisoners but 56,000 inmates are being kept there like animals whereof they are becoming mentally sick besides serious aliments, mostly on account of inhuman living environment and poor sanitation behind the jail walls. The accused of heinous crimes like dacoits and murders are about 10,000 in number in all jails. Most of the jails have capacity of 1,000 to 15,000 prisoners.

Government of Punjab will save Rs. 1.8 billion by using NComputing in over 4,000 schools

More than 2 million students in Punjab, Pakistan will soon receive computer education for the first time with the help of NComputing’s ultra low-cost virtual desktops. The Chief Minister of the Punjab has driven the program, which is setting up computer laboratories in more than 4,000 government-owned secondary and higher secondary schools.

NComputing virtual desktops have revolutionized learning in developed and developing countries by making computer access more affordable than ever before. The solution takes advantage of the fact that today’s computers are so powerful that the vast majority of applications use only a small fraction of the computer’s capacity. NComputing enables a single computer to be virtualized so that many users can tap the unused capacity and share it as if each person had their own computer.

In Punjab, each school will be furnished with a 15-seat computer lab will be run on 3 desktop PCs and 12 NComputing virtual desktops that will connect to the PCs. In addition to reducing purchase costs, electricity usage for these labs will be 90 percent lower than a traditional all-PC computer lab. Finally, when the useful life of the PCs is complete, only a few PCs will need to be upgraded – saving even more funds.

“It is a sustainable and environment-friendly project with very low recurring costs. In the overall context of the project, we are saving over Rs. 1.8 billions, which is almost 36% of the total project cost. As far as the electricity savings is concerned, the Government of Punjab would save another over Rs. 10 million per month as the NComputing devices use only 1 watt of electricity as compared to 110 watts or more for a typical PC,” says the IT Labs project’s Additional Programme Director Joudat Ayaz. “We have reduced the number of PCs being purchased and the cost of uninterruptible power supplies (UPS) has also been drastically reduced”.

“With the NComputing technology, a new era in computer literacy has started in Punjab which will enable the provincial planners to impart meaningful computer training at low cost,” said Mr. Saiyid Hasan Rashaad, VP of NConnexion, NComputing’s distributor and authorized service center for Pakistan & Afghanistan.

“NComputing is proud to have been chosen by the Government of Punjab to enhance computer literacy and to equip the future workforce of the country with the computing skills they need to compete on a global economy,” said Mr. Manish Sharma, Vice President of Asia-Pacific for NComputing. “NComputing has become a valuable contributor to the lives of millions of people across tens of thousands of institutions and organizations in more than 140 countries. We continuously endeavor to enable schools, businesses, and governments to expand and improve their computing capabilities at extremely affordable and sustainable costs.”

All districts to have Rescue 1122 service by Feb 2010: DG Rescue
Saturday, 26 Dec, 2009 1:24 am

KHANEWAL : Director General Rescue 1122 Service Dr Rizwan Naseer said on Friday that the modern emergency health care and disaster management service will be operational in all districts of Punjab by Feb 2010.

While addressing a ceremony after opening a Rescue 1122 office at Lahore More in Khanewal suburbs, DG Rescue said that Rescue service has served around 426000 people so far in times of emergency situations while maintaining good level of performance of responding within seven minutes of the accidents.

He said that fire service will soon be made available in Khanewal rescue centre. DCO Qazi Muhammad Ashfaq termed the opening of Rescue 1122 office as a blessing for the people of Khanewal and thanked Punjab government for this facility.

DPO Dr. Rizwan, other officials and a community leader Hanzala Malik also attended the ceremony. Hanzala Malik unveiled the plaque of new rescue 1122 building.

Later rescuers participated in a mock rehearsal involving shifting of injured to hospital after an artificially arranged blast.

Is there are plan for a similar one in other provinces? whenever i see the news and some terrorist shyt happens on cnn, atleast im relieved to see that they are quick and similar to 911 here

brightside.
December 26th, 2009, 01:33 AM
Forget the blasts. What if someone gets stabbed or shot in a house? Or an old person falls down the stairs? Do they really reach the scene within 7 minutes anywhere in the city? And at least here in Karachi (I don't think Khanewal would be better), I really doubt the responders have any training whatsoever to handle injured people or someone in cardiac arrest. I don't think ambulances are meant for picking people up from private homes in Pakistan, they're only for major incidents like blasts or a traffic accident. If you're dying at home, you're screwed.

December 26th, 2009, 02:34 AM
Karachi isnt in Punjab and shouldnt be used as an example.Hell, they dont even have a central ambulance/police system and the poor mayor has the sindh bootleg govt to thank for that.

Rescue 1122 actually won international recognition and everyone over there is trained, hence why you read on the news of some new batch who graduated or whatnot. I do know they are quick when it comes to medical aid but when it comes to fire fighters rushing to the scene then ehh--too little equipment and vehicles. I believe in South Asia, is one of the most efficient--if not the most efficient besides sri lanka's--rescue team.

December 26th, 2009, 03:42 AM
Karachi is second only to Islamabad in terms of how high tech the police/ambulances services are. 1122 is a fire service, right? What about THE most important service, ambulances? Far more people need ambulances than fire brigades, and sadly due to being a congested/overpopulated country with people living in unmarked streets it is next to impossible to have a good ambulance service. In Karachi, at every major intersection you have Chippa ambulances parked with radio equipment, but the ambulances themselves have only a stretcher and oxygen tank for a patient, no defibrillators etc. And the ambulance staff definitely have little to no EMT training. Same is the case all over Pakistan.

So what I'm saying is, ambulance services should aim to help people who get hurt at home, its very difficult to cart a dying person to the hospital yourself.

^^ yes they do help people who get hurt at home as well and the response time is very less, not sure if its 7 minutes or not....but like everything else no institution or anythting like that behind this service just one guy there current DG Dr Rizwan Naseer...if he leaves today this service will become old "fire brigade" this guy is also helping NWFP and Sindh to set up this service

Don't get so emotional dude, I'd only seen pictures of one of their stations before, what they say on their website is good. That link says 70% of the people they help are involved in traffic accidents, so I am right. Would like to see ambulances serve homes, and if this service does that then great. Call me an old fashioned american fob, raised here since he was 4 haha, but i love pakistani architecture and the red bricked buildings of Lahore. I dont like seeing pakistanis imitate west (hell we come from a land of great culture/literature/architecture and a land of once great prosperity ) and we should be proud.

And brightside, I myself have family living in Lahore who have used rescue 1122 and praised it and no...they arent rich.

Karachi, like I said, needs to be under one administration and needs to go through structural reforms (not cosmetic).

One thing I definitely agree with you on is Lahore's red brick buildings! I LOVE them! I used to go past Al Hamra Arts council on Mall Road every day when I lived in Lahore as a kid, and used to think it was a great building. One added advantage of red brick buildings is that they don't start looking dilapidated after 20 years, like those super ugly white buildings.

Rescue 1122 is a blessing, if you haven't seen them or faced their service - you truly know nothing. They have all the tools and technologies to rescue you from any situation including fire. Trust me when we go on roads, its quite a relief that if something happens, someone's going to take care of me. I know many people who were helped by 1122 teams and they speaks high of them. check the performance here : http://rescue.gov.pk/performance.aspx

I've mentioned it to my mom as well that if something happens like kids get locked or any fire just call 1122 before calling me.

P.S: Also as far as i know, a team of 40+ rescuers from Lahore has been recently deployed in Peshawar with couple of emergency vehicles and stuff to help them after series of these blasts as a good will gesture among provinces.

CHIEF Minister Mian Muhammad Shahbaz Sharif has said that the Punjab government is working on various projects for the generation of energy from alternative resources including hydle power and coal.

He was taking to a delegation of German experts in solar energy sector, led by Alexander Klass, at the Chief Minister’s Secretariat here on Thursday.

The meeting decided to continue cooperation between Punjab and a German company, International Renewable Energy Systems, under which German experts would launch a solar energy project for power supply to tubewells and villages of the province.

Talking to the German delegates, Mr Shahbaz said Pakistan was facing an energy crisis which was adversely affecting agriculture, industry and other sectors. He said agriculture is the backbone of national economy and the government was taking solid measures for the uplift of the sector. He said tractors were being provided to cultivators on subsidised rates and a huge sum of two billion rupees had been allocated for this purpose.

The chief minister said Germany had expertise in the solar energy sector and the technology could also be used in Punjab for operating tubewells and supply of power to villages. He said there were around 800,000 tubewells in Punjab which could be operated with solar energy for improving the performance of agriculture and increasing per acre yield. He said there were prospects of the success of the project in southern Punjab.

The CM asked the German experts to evolve a practicable project for Punjab which should be cheap and beneficial for farmers. He said the German company should invest in the project on a pay-and-earn basis and the Punjab government would provide all facilities in this regard.

He said the German company should initially provide 12 solar energy panels on an experimental basis and after their success, the scope of the project should be extended to 800,000 tubewells. He said the project of solar energy would be executed in a transparent manner and the German experts should submit their feasibility report as soon as possible. The leader of German delegation, Alexander Klass, informed the meeting that he would soon present a feasibility report of the project and measures would be taken for the early implementation of the project.

The agriculture secretary, irrigation secretary, Investment Board vice-chairman, Advisory Council secretary as well as senior officers concerned were present.

Not sure if it is a good decision since it could have opened faster commerce between most export oriented cities like Sialkot, Gujranwala etc and many more. Most international companies do business with these cities....companies like Nike, Adidas, Reebok, Gap etc. Any thing we don't build now has higher cost tomorrow and good infrastructure saves money and earns money.

Prime Minister Syed Yusuf Raza Gilani on Saturday said the government was elected by the people for a five year term and vowed to fulfill the mission of Shaheed Benazir Bhutto to strengthen democracy and the country. “I promise to you to take forward the mission of Shaheed Benazir Bhutto, for the rights of the people, strengthening of the constitution and the country,” Prime Minister said while addressing a large gathering after performing the ground-breaking of an over 1 km long Rs 5.86 billion bridge.
The project named Shaheed Benazir Bhutto bridge on popular demand will connect Rahim Yar Khan with Rajan Pur. Late Bhutto had promised the construction of a bridge while addressing a public rally.

Addressing the gathering in Siraiki, here at Chachran Sharif the Prime Minister mentioned the achievements of the government and said “our government has accomplished in a short period of 20 months things that have not been done by any government in the past.”
Gilani said his government was waging a struggle to ensure that people get their due rights. Shaheeds Zulfikar Ali Bhutto and Benazir Bhutto laid down their lives for giving the people their rights.

The Punjab government is establishing 12 Biodiversity Parks in the Punjab to protect various threatened species of flora and fauna in 12 districts of Punjab at a cost of Rs184.5 million. Hitherto there has been no biodiversity park in Punjab or Pakistan and all parks that are found in the country fall in the category of “recreational parks”.
It is pertinent to mention here that 2010 is the International Year of Biodiversity.
The parks are being developed to augment the various measures proposed in the National Biodiversity Action Plan (BAP) for protection of Biodiversity.
The Punjab Environment Protection department (EPD) is sponsoring and executing authority in the project through concerned District Governments of Punjab, taking a leap forward to protect environment, nature and biodiversity of life. The work is in progress on development of three Biodiversity Parks in Bahawalpur, Kasur, DG Khan, which are stretched over 50 acres of land, 25 acres and 20 acres respectively.
Besides, a big biodiversity park comprising 40 acres of land is being planned in Murree with the technical assistance and consultation of experts of International Union for Conservation of Nature (IUCN), which works for preservation of biodiversity all over the world.
According to experts, the biodiversity parks will place Pakistan in the catalog of the countries working to safeguard irreplaceable natural wealth and reduce biodiversity loss by making set up for preservation endangered species of flora and fauna (plants, flowers /birds, animals) found in Punjab/Pakistan. There is a great biological diversity available in Pakistan, however about half of the wild life species have become extinct and parks will work on preservation of the same heritage.
The project title is “Development of Biodiversity Parks in collaboration with City District Govts, Districts govt and business Community” Director ML&I EPA Punjab will be overall incharge of the project. The nominated staff of the district govt and EPA Punjab will implement the project in consultation with research institutes. The project was launched in 2009 and its completion time is end of 2011, if completed in its stipulated time and time may extend due to enormity of the project. Under the project already designated green areas for development of parks in each district or already developed parks will be converted into biodiversity parks to preserve, protect and grow different species of flora and fauna available at local, provincial and international level.
Director General (DG) EPD Dr Shahgufta Shahjehan told The Nation that the biodiversity parks would stimulate a wider awareness the environment by awakening a passion in the public protection of preservation of nature. She said new regional species of flora and fauna especially birds be housed at the parks. Work has begun at three parks, she said. She added parks would be established 12 districts including Rawalpindi, Multan, Sargodha Gujranwala, Sahiwal, Jehlum, Pakpatan, Rajanpur, Faisalabad and Murree.
The land will be provided by district government(s). Besides local experts, IUCN will give consultation in the project.
Secretary EPD Sajjad Saleem Hotiana said the biodiversity parks would be new concept in the country. “The project will provide facility for students of schools and colleges to use it for their education in botany, biology horticulture, nature and environment besides making awareness about biodiversity in the country,” Hotiana said.

CHIEF Minister Mian Shahbaz Sharif has said that the culture of high quality work and transparent and timely completion of development projects is being revived and every penny of the public money is being utilised for provision of basic facilities to the masses.

He said the government was collaborating with the Frontier Works Organisation (FWO) and the National Logistic Cell (NLC) for the elimination of corruption and speedy completion of uplift projects and the performance of both the organisations regarding the standard of work was commendable.

He was presiding over a meeting to review the pace of ongoing projects being executed by the FWO at Chief Minister’s Secretariat here on Wednesday.

Shahbaz said solid measures were being taken for developing infrastructure in the province and uplift projects worth billions of rupees were being completed expeditiously. He said corruption and delay in the implementation of development projects had been eliminated and people were fully benefiting from early completion of uplift schemes.

The CM said funds were looted ruthlessly during the previous government regime, therefore, when the present leadership took over, the sector was in a pathetic condition. He said the tradition of high standard of work set in 1998 had been revived and third-party audit had been made compulsory for all major projects. He said corruption in the Communication & Works Department was the major cause of substandard construction work and delay in the implementation of uplift schemes, adding that the new secretary would revamp the department for elimination of the menace.

The chief minister directed the commissioner and DCO Lahore to ensure functioning of lights on all the roads of the provincial metropolis and strict implementation of the uniform policy for cuts on the new roads. He said if roads in any part of the city were cut in violation of the policy, action should be taken against the persons concerned.

Shahbaz said the FWO had maintained high standard of work in the construction of the Shalimar Interchange and the Madr-e-Millat Road while the officers of FWO, district administration and members of national and provincial assemblies deserved credit for the achievement. He said services of the NLC and the FWO had been acquired for uplift projects, adding that private contractors could also be allowed to join the development projects if they improved their capacity and ensure top quality and transparency in the implementation of projects.

The CM appreciated the under-construction Park and Ride project at Liberty Market and termed it a worthy example of the private sector. He directed the secretaries of Communication & Works and Finance departments to immediately visit Gujranwala and Sialkot and remove the hurdles in the implementation of development projects.

Earlier, officers of the FWO informed the chief minister about the pace of implementation of development projects in Lahore and Gujranwala which included the construction of main roads in Lahore, bridges in Sialkot, Gujranwala-Sialkot Road, Nandi Pur-Daska Road, Sialkot-Wazirabad Road, Shakargarh-Narowal Road and other projects. He said installation of 69 tube-wells had been completed in Lahore whereas under the Roads Rehabilitation Project, out of 185 roads of the city, 179 roads had been rehabilitated. Members national and provincial assemblies appreciated the efficiency of the FWO regarding the development projects in their respective areas.

Members of national and provincial assemblies, Frontier Works Organisation Engineer-in-Chief Lt Gen Shahid Niaz, FWO Director General Maj Gen Najeebullah Khan, Chairman Taskforce Khawaja Ahmed Hasaan, Chairman Planning & Development, Director General Lahore Development Authority and secretaries of Housing and Higher Education, Commissioner Lahore and other officers concerned were present.

Sources told Daily Times special funds will be allocated to establish an industrial zone in Jehlum, and build three new hospitals, three more Danish schools and a skill-development project as collaborative projects. The education sector has been allocated Rs 22 billion, while allocation for the education endowment fund is also being increased to provide higher education to deserving students. The sources said around Rs 3 billion will be fixed for establishing three new Danish schools in Punjab and manage the current three.

Sasti Roti: They said Rs 8 billion will be earmarked for the Sasti Roti Scheme, with special emphasis on making this project corruption-free. Moreover, Rs 30 billion will be fixed for roads and infrastructure development and subsidy will be announced to improve public transport system. A 50 percent pay raise and a 15 to 20 percent increase in pensions and medical allowances will be announced for over one million public-sector employees. The provincial government will have to bear additional expenses of Rs 48 billion, as it is allocating Rs 252 billion for increasing these salaries against last year’s Rs 204 billion.
