i think this a silly question but i really want to ask that how to build highway in a developed city because i really want to link the city with oher city. My city is link with other city with just road.

Yes, once a city is built you can connect it with a new freeway.
There is a catch. If you have a road that cirlces the edge of your city or the city you are trying to link it up with it will not work. Demolish that road build the link and then you can build the raod back.
