Why did the wheel source change from getting one that had been used in the eastern states to one from the manufacturer?

Apparently it will be 50m in height, to give you an idea the bell tower is about 80m. Should be alright, I think it's a good idea. They should have done it like the Singapore one though, 170m!! :banana::banana:

Perth to get giant Ferris wheel by December

A supersized Ferris wheel will rise on the Swan River foreshore next to Barrack Square by the end of the year, its Birmingham-based builder says.

"If you can imagine a traditional Ferris wheel and supersize it, basically the one that we're bringing to Perth is about 50 metres in height," World Tourist Attractions Australia director Nigel Ward told Radio 6PR's morning program today.

"(It) has fully enclosed gondolas providing fantastic views out over the Perth city and out over your river frontage there from your foreshore.

"It is a very graceful machine."

Mr Ward said the giant wheel would have 36 air-conditioned glass gondolas, set at the end of 18 spokes.

The European-designed machine will be shipped from Zurich and arrive in mid-November.

Once it has passed customs and is on-site beside the Swan River, the wheel will only take five days to erect on its 25m x 25m concrete platform.

Mr Ward said he hoped the wheel would be up and running by early December.

He said the wheel would operate between 10am and 10pm seven days a week.

He foreshadowed the need for longer night time operations on Friday and Saturday evenings.

"It is really quite spectacular looking out over the city at night when it is all floodlit and lit up," Mr Ward said.

Mr Ward said an adult ticket would cost $15, and a child's ride will cost $7 or $8.

A special VIP gondola will offer well-healed wheelers champagne, leather upholstery and a plasma TV screen.

His company has a 12-month approval to operate the wheel, with another 12 month option if Perth City Council is happy with its performance.

The company operates six similar wheels in England, one in Brisbane, one in Belfast and is building one in Bangalore.

whether wheels are ugly or not is open to debate.

i like the look of them at night if they are lit properly, which im looking forward to for perth.

its only temporary. Frankly, if it adds up financially, i'm fine with the CoP testing anything that MAY have a benifit for the foreshore. I'm not a fan of ferris wheels, but the fact its temporary allows it to at least be given a go. For all we know it could be a great success.

is the general cencus that the cable car idea is "tacky" i would have thought it would be rather discrete on the landscape and more of a tourist travel mechanism (rather then walking or taking a bus from the CBD) rather than just another gimmick.

In regards to the tacky element of the debate, due to the natural setting of Perth I think it would be more of an asset and attraction for the city over being a tacky tourist grab, a mono-rail would definitely be in the tacky category but I think a cable car linking Kings Park which is arguably Perth number one tourist asset, to a revitalised foreshore, our new potential major tourism asset, would make Perth a real force in the tourism market in our sector of the world.

Where would the cable car start and end? In particular at the city end? Do we believe its something that could go ahead even if the foreshore plan is shelved? Orientated towards the convention centre site and surrounds rather then whats going on on the Esplanade?

There needs to be more at the Esplanade end. I believe, currently, there'd be a large imbalance of people wanting to access Kings Park, but not many using it to access the Esplanade. I guess theres always return trips.

theyd use it to get to within short walking distance to the busport and train station prob.

Otherwise make it go up the terrace then it goes underground at barrack st where you go through an underwater aquarium, then it diverts to the airport, then comes back via burswood, stops off at perth arena then stops off in hay st mall, pops up in london court to really liven the joint up, then ducks back underground and pops up out of the water in front of the bell tower. It converts into a hovercraft and scoots across the river to south perth and back again. Then it turns back into a cable car and goes to kings park and it starts again.

that'd get some tourists onto it wouldnt it?

youre totally forgetting people would be accessing the train on the esplanade to get to kings park via the cable car and return.

the only view your going to see is of south perth, you can't see past the city to the north or across kings park, and you get the same view from kings park!

Plus if we are going to put it anywhere, it should be away from the city area, like south perth, or heirisson island (bring some life to the island).

Its temporary.
Also Herrison island development is in the consuptual planning stages so hopefully something will happen there in the near future.
There is value in having this on the foreshore. If it becomes a popular attraction it might strenghten the case for waterfront development.

that would not work at all. ppl would more likely than not put it in the too hard basket.

Wheel should be on the foreshore. Cars shpuld be stationed on the foreshore.

Have a viable and attractive ferry system that connects to Perth Zoo and boom that doesnt sound too bad.

I know the Ferris Wheel is only temporary, but if it were to stay yeah it would be probably a good spot to put it on Herrison Island. But that island would have to have other facilities there too and not just a wheel otherwise it may as well stay where it is to be built, no point moving it, may just cost more rate payers money... now we wouldn't want to piss off the people now would we... :lol:

Anywhere along the river or in Kings Park would be good, preference goes towards the river though. If the foreshore plan (the good one, not the CV one) actually went through, the wheel would fit very nicely.

Why would u put it on Herrison Island. There is nothing to sustain it there. You would ride the wheel, see how little depth the city CBD has, get off and than what? If it is going to stay and the sculpture island goes ahead, then yes it would be a good idea, but in its current form NO.

The foreshore is the best spot for it.

I learned on a walking tour with some girls from COP who are also on the Young Australian Tourism Association. They were talking to the guides and I overheard that the foreshore could pose a problem... This wheel and its massive concrete base might be too heavy.

THE eye in the sky at Brisbane's South Bank has become a giant wheel of misfortune.

State Government sources said the 60m high Wheel of Brisbane had failed as a major tourist attraction and was now unlikely to last beyond the two-year trial.

The 42 airconditioned carriages can carry about 340 people but is rarely, if ever, full.

The South Bank Corporation last week refused to reveal user numbers.

A South Brisbane resident who regularly passed the wheel said it was often stationary.

"You hardly ever see more than a handful of people in the gondolas. It gets busier at weekends, but is very quiet during the week," she said.

A Sunday Mail survey on Thursday found numbers varied between nine and 11 people riding the wheel over a half-hour period.

Premier Anna Bligh announced Brisbane's own version of the London Eye observation wheel in March.

The Wheel of Brisbane – only half the size of its British sister – was scheduled to start turning in May to mark the 20th anniversary of World Expo '88, but did not debut until Riverfire in September.

Ms Bligh said the big wheel would be a big winner: "It brings a new attraction to the South Bank site and re-lives some of the fun of Expo," she said. "I am sure there will be mixed views, but by and large they should be favourable."

The South Bank Corporation said the wheel had not cost taxpayers a cent. About $50,000 had been spent upgrading the power supply and "on-site co-ordination".

"These costs have been retrieved within the first two months of operation as part of the corporation's commercial arrangements with the operator," a spokeswoman said.

"The Wheel of Brisbane is expected to be at South Bank for at least a two-year period and was introduced to coincide with the Q150 celebrations next year."

The current contract with supplier World Tourist Attractions Australia expires in August 2010.

The spokeswoman said the wheel had "already achieved great success".

"It has generated significant interest from Brisbaneites and visitors to the precinct and it is proving a popular attraction to date.

"Details of patronage figures are confidential for commercial reasons, however, it is predicted the interest in the wheel will continue throughout the summer and the duration of its contract."

The government source said the school holidays would be the "make-or-break" period for the wheel.

"It is anticipated that the upcoming school holidays and warmer weather will continue to build upon the success to date to make the Wheel of Brisbane another key contributor to the already vibrant and thriving South Bank precinct," the spokeswoman said.

A young couple from New Zealand visiting South Bank last week said the $15 per adult price of the 10-minute attraction was too much and deterred them from taking advantage of Brisbane's newest tourist ride.

A British holidaymaker, who went on one gondola with one child and one other adult, said the cost of the attraction was quite expensive, but "worth it for the views".

Troy Harrison, from Spring-wood, said the price was worth it, even if a little expensive.

He said: "It cost us $65, but it gave us a chance to check out where we wanted to visit next.

"It was my first time too and as a local, it was great to see the city. And $15 (per adult) isn't bad, especially considering some of the prices (for rides) you pay at the Ekka.

"We want to go up again at night . . . see the city lights.

"But I could see why the price might deter some people from going up. It's a bit steep."

yeah I reckon it'll do alright for a couple of years. You have to keep in mind that there's not much else to do in Perth so it'll draw the crowds similar to the Da Vinci crap that stayed on for much longer than anticipated and that was truly an overpriced scam imo.

sure it isnt a big city like the ones across the world and the nation but i think its location is a great way of seeing the river and surrounds from a new perspective... one of Perth's major assets.

The installation will consist of a large helium-filled passenger balloon, tethered by a
cable attached to a winch that is buried underneath a surface-level landing
platform.
The passenger gondola is broadly circular, allowing the main tether cable to pass
through to reach the balloon. When passengers have boarded the balloon, the
tether cable is paid out, allowing the balloon to fly. After a suitable interval, the
winch then retracts the cable, pulling the balloon back to surface level. The main
cable is under tension at all times.
Such tethered balloons systems are installed in many countries, and the new
location at Perth is seen as providing an exciting and unique facility to the area.
Planned operating hours will include night-time operation.
Components and Installation
Major components of the system are the envelope, the net, the gondola and the
winch plus tether cable.
The winch is electronically powered, with controls available to both an on-board
operator and a ground station. When not in use, the balloon envelope is pulled
downwards by a series of outer winches, to rest on the gondola. In this position, the
top of the balloon is approximately 80 ft from above surface level. When in flying
configuration, but restrained by the main cable at ground level, the top of the
balloon is approximately 120 ft above surface level.
In addition to the carriage of appropriate navigation lighting, the balloon envelope
can be illuminated by internal lighting.
Location
The site of the installation will be 4.1 miles west of the threshold of runway 06/24,
displaced 0.75 miles north of the extended centreline.
Proposed Maximum Operating Height
The stated Maximum Operating Height (MOH) of the balloon will be 150 metres
(500 ft) about surface level, but the likely MOH of this operation will be 120 metres
(400 ft) above surface level. The exact maximum height above the Australian
Height Datum is yet to be calculated, but it is anticipated that, when calculated, the
MOH will increase by less than 100 ft.
A small mobile crane will be used on site during the final stages of installation.
Investigations are currently being undertaken to ascertain if the operation of the
tethered balloon will lead to a penetration of the Approach Path for runway 06/24 or
the Obstacle Limitation Surface (OLS). Initial indications are that the balloon will not
penetrate either area.

beneath the landing platform or located within a building set to the side of the
platform. The ground works at the site are then finished to a high standard.
Will advertising be offered on the balloon and perhaps the gondola as shown
on the original graphic?
This is not certain at this time, but is very likely.
What are the intended operating hours for the balloon? Are night operations
to be considered?
It is likely that the balloon will operate in conjunction with the operating hours of the
various facilities at Burswood Park. Night operations are planned – the system is
totally silent in operation and this is unlikely to raise concerns in this respect.
What is the maximum number of occupants/passengers that can be carried at
any one time?
The maximum number is 30 per flight.
Was your intended 150m maximum height to be the level of the top of balloon
or the gondola level?

Legal Compliance:
Town of Victoria Park Town Planning Scheme No. 1, Clause 4
Clause 4 of the Town Planning Scheme No. 1 states:
“This Scheme applies to the Scheme area which covers all the municipal district of
the Town of Victoria Park apart from the area comprising the land known as the
“Resort Lands” to which Section 7 of the Casino (Burswood Island) Agreement Act
1985 applies”.
In accordance with the above Clause, any proposed development located within the
Burswood Entertainment Complex is exempt from seeking Planning Approval from the
Town of Victoria Park. Furthermore, approval is not required from the Western Australian
Planning Commission under the Metropolitan Region Scheme.
This does not exempt the need for Burswood Entertainment Complex to seek a building
licence or a sign licence for the tethered balloon proposal.
COMMENT:
The Town of Victoria Park has no planning controls over the area commonly known as
Burswood Entertainment Complex and therefore any comments the Town would like to
include in a response to Westralia Airports Corporation should be confined to potential
building issues only.
Discussions with Council’s Manager of Environmental Health and Building has not
revealed any major building concerns with the proposal, however it has been highlighted
that any plans associated with a building licence application will need to be certified by a
structural engineer.
The only other concerns are in relation to comments from the applicant that the tethered
balloon is likely to be used for advertising purposes. The Town does not support third party
advertising as per Clause 11 (2), l, of the Signs Local Law 2006, which states that the “The
Town may refuse to approve an application for a licence, where the sign advertises goods
or services which are not displayed or offered for sale or otherwise available to the public
upon or from the land where the sign is erected”. Whilst the applicant is exempt from
seeking Planning Approval for signage, a sign licence is still required. It is recommended
to advise Westralia Airports Corporation of this fact upfront, with the intention that the
applicant be advised that any sign licence received in the future which demonstrates third
party advertising, will not be supported by Council.
The safety of the helium in the case of an accident or fire, both in the balloon itself and any
associated storage areas, and the potential privacy issues for nearby residents are
concerns that have been raised by staff. Information in relation to these issues has not
been provided with the documentation referred, nor is there an opportunity for Council to
undertake community consultation with adjoining property owners and occupiers as part of
this referral process. A comment conveying these concerns is included in the

recommendation.
In conclusion, as Council has no planning controls which apply to the subject land, there
are no significant planning grounds for which this proposal should not be supported. The
proposal would be the first of its kind in Western Australia and could be an interesting
attraction located within the Town of Victoria Park.
In view of the above information, it is recommended that comments and advice notes be
forwarded to the Westralia Airports Corporation to recommend to the Commonwealth
Department of Infrastructure, Transport, Regional Development and Local Government
(DoITRDaLG). However, further discussion on the proposal amongst Councillors is
encouraged prior to finalisation of the recommended response.
RESPONSIBLE OFFICER RECOMMENDATION:
In relation to the correspondence received from Westralia Airports Corporation
dated 23 September 2008, it is recommended that Council submit the following
comments to the Westralia Airports Corporation in response to the tethered balloon
proposal at Burswood Entertainment Complex:

1. A building licence is required to be submitted to the Local Government Authority for the tethered balloon proposal. Any plans associated with a building licence application will need to be certified by a structural engineer.

2. A sign licence is required if advertising is displayed on any part of the tethered balloon including the gondola. Please be advised that Council does not support third party advertising in accordance with the Signs Local Law 2006 and as such, the tethered balloon shall only advertise the Burswood Entertainment Complex or the services offered within.

3. Issues of noise from patrons, privacy of residents of adjacent towers, safety implications associated with the operation of the tethered balloon and associated helium storage and its potential flammability need to be considered particularly in light of there being no opportunity for community consultation with adjoining property owners and occupiers as part of this process.

I think we should get past the 'tackiness' tag every time something gets proposed. Perth lacks attractions and if this sort of staff will bring people/kids/families out then I don't see the harm. We need to offer something other than picnic spots and cycling paths for those who want something different. Also let's keep in mind that Perth is not some classy cultural hub anyway it won't be cramping any style. A little tackiness here and there adds a desperately needed dimension

I went on the Hyde Park wheel on Saturday. It was disappointing compared to the London Eye, which has pods so big that you can walk around in them. The pods on the Hyde Park wheel were small, not much bigger than you'd get on a ferris wheel at the Royal Show. But I agree that a wheel will add some interested to an otherwise dead foreshore. If nothing else, it might help people to realise that the foreshore is a wasted asset that could be so much more exciting than it currently is.

Fremantle isn't a one story town. The docking cranes, Maritime Museum, Port Authority building and probably a lot of the taller town structures should be visable. I think that constitutes being able to see Fremantle.

The Port Authority Building has a few levels on it, come on sure most 2 level bldgs but there are a few multistorey stuff, just not really any big guys there.... will those man made islands be still built off the coast there? then the story changes... :lol:

I hadn't even realised there were two different versions. How long has this been the case?

What are the differences between them? I assume advertising would be the main one?

They're the same basic paper. The advertising is the same, to the best of my knowledge. What makes them differ is the time they went on the presses. Country edition deadline is earlier because it has to be off the presses in time to travel (and hit the petrol stations in the metro area by about 10pm, etc).
The news isn't static so anything that needs updating is updated for the first metro edition and then the same process happens again for the second metro.
If a car bomb goes of at 8pm it will have missed the country edition but we might well run with it in the first metro edition and have even more information in the second metro, for instance.

The big Wheel of Perth, which is to be a spectacular new feature of the Swan River foreshore, has arrived –– albeit in pieces. The 50-metre wheel arrived at Fremantle on Wednesday 10 December in 19 sea containers.

The owners and operators of the Wheel of Perth, World Tourist Attractions, plan to have it operational by New Year.

Lord Mayor Lisa Scaffidi said the location for the Wheel of Perth is on the foreshore to the west of Barrack Square.

“This location will provide stunning panoramic views of the city and our Swan River,” Ms Scaffidi said. “The choice of this location will ensure people are easily able to access the Wheel via public transport and to enjoy other facilities in this general area, such as the Swan Bells and Barrack Square with its many dining facilities.”

“The Wheel of Perth will be a very welcome attraction on the foreshore.”

“I am amazed at how many people have been asking me when it would arrive. I can now say that it won’t be long until you can see the big wheel spinning.”

“The City of Perth is advised the installation process will take between two and three weeks, which in itself will be an interesting sight for city visitors and passers-by.”

The Wheel of Perth has 36 capsules and can simultaneously transport 288 passengers. The Wheel experience will last for about 12 minutes and include three full revolutions, including one stop at full height to allow guests to take photos of the spectacular views.

The pricing structure is set to be $15 for adults, $10 for children aged 4-12, $2 for children aged 2-3 and free for infants. Private capsules for up to six adults and two children will be available for $95.

“I look forward to seeing who the first couple are to propose on the Wheel and the sheer joy on the thousands of kids’ faces as they experience something unique for our city,” the Lord Mayor said.

I think it's tacky too and, to be honest, I feel observation wheels are an eyesore. But at least it will fit in between the convention centre and the bell tower. That part of Riverside Drive should be renamed eyesore alley.

im completely for anything that will bring ppl to this part of the city or to the city in general. i think once ppl start going there more often perhaps they will realise how good it would be if that whole area was something other than grass

After a lot of searching I've finally found the business plan for this new Perth wheel:

1) Observe how to properly design and implement a wheel in other countries
2) Take those findings and halve them, quarter them if feeling crap that day
3) Make sure its too late/small/expensive and put it in a stupid location
4) ????????????????
5) Profit

What was wrong with a 100m wheel? That's a nice round figure? Permanently dig the bastard in and put up with all the crying for about 2.8 years then viola! Perth has another halfway decent attraction that will draw tourists and the odd local to the foreshore.

Me for Premier? haha :)

I think people really fail to appreciate the fact that this is not costing the State or the City anything at all.

It is in no way comparable to something like the London Eye, Singapore Flyer or Melbourne Observation Wheel. There are countless cities who have small wheels like this. It is a completely different thing.

i think we also fall for the trap of politicians and real estate agents using words like world class and iconic. sometimes we just need something good to get the job done.

Yeah, ill be getting tickets soon. Ive been to all of them in Perth (except maybe one, i forget. They are all similar things but i cant get enough.

The tent is generally blue and yellow, allthough it was a plain white tent the first time they came to perth.

goran, the belltower is more than the observation deck, for fuks sake man. im not even going to go into it if you dont have a full understanding by now.

the ob deck of the belltower is at a height of around 30m, so your 20m higher here and as i said yesterday, youre in an air conditioned pod with 360 views. the belltower only has fixed window views.

if this was a government project, i could take the whinging, but as a private project the company has obviously decided the size of the wheel based on a cost to profit ratio. if they think they can make money from a bigger one theyll bring one here eventually.

The fact is it's something and if it only brings a small number of people into the city or gives a family a reason to go into the city to check it out then it has done it's job.

There is absolutely no downside to this so stop complaining. Of course a kick-ass big wheel would be better but guess what - it would require public funding and there are a number of projects that are more worthy of public funding in Perth atm than a big wheel.

Construction began on the 50m high attraction just before Christmas and a team of Dutch engineers has worked through the holiday season to erect the wheel.

They expect to install the last of its 36 passenger capsules this morning.

Jason Todd, a spokesman for World Tourist Attractions, which will operate the wheel, said that fully loaded with 284 passengers, the wheel would weigh 278 tonnes.

“You ride at a speed of about 1.5m a second which is, I guess, the pace of a brisk walk,” he said.

Each passenger gets three revolutions on a trip, which will last between 12 and 15 minutes.

Mr Todd said the wheel should look complete at some point today. The electrical fit-out and testing had to be done and staff were still being trained to operate the wheel and act as guides on the ride.

An official opening is planned where some guests will be treated to the VIP cabin, which is expected to become popular for marriage proposals and birthday celebrations.

“It’s more exclusive — it carries only four passengers and has leather upholstery,” Mr Todd said.

“In the UK there is a food and beverage package to go with it and we’re looking at how we can duplicate that here, but we have a fair bit of work to do to get a liquor licence.”

The company was negotiating with the organisers of Skyworks to take part in the annual Australia Day celebrations.

“We’re very keen to offer a special Skyworks experience because it’s called the Wheel of Perth, it’s meant to be a wheel for the people and we’re hoping to make it as accessible as possible,” Mr Todd said.

The wheel will stand between Mounts Bay Road and Barrack Square for two years. Mr Todd said it would initially operate between 10am and 10pm but hours would change according to demand.

Rides will cost $15 for adults, $10 for children aged four to 12 and $3 for children aged two to three.

Aren't CoP leasing the land out at $1 a year? I guess there needs to be a notional figure for tax or accounting purposes.

CoP will benefit for every person the wheel brings into the city who spends a bit of cash in the city itself who might of otherwise gone somewhere else like Hillarys or Freo for example.
