Business process outsourcing companies check out Bacolod
BACOLOD CITY -- Two business process outsourcing (BPO) companies recently sent separate teams to evaluate the capability of this city to host their operations.
One was a medical transcription company while the other was a call center, said councilor Jocelle Batapa-Sigue.
She declined to identify the companies because they were still evaluating Bacolod as a potential site for their operations.
"There was a group that met with me Friday. They are doing research on the viability of the medical transcription industry here. The question is, can we supply the demand?" she said.
Ms. Batapa-Sigue, who chairs the Bacolod city government’s information technology (IT) focus team, said the group would require personnel who can type fast, are proficient in English and have good listening skills.
"So I am appealing to all our schools to intensify their use of the English language. The demand for medical transcriptionists increases every year and we want to be able to get a number of seats for such demand," she said.
Representatives of another US-based call center company also paid a courtesy call on acting mayor Renecito S. Novero and the members of the IT focus team last week.
"Last Friday, they visited some of the schools and did a random interview with the students and they were impressed [with the students’ proficiency]. They said our students were quite shy but good in English," Ms. Batapa-Sigue said.
The IT focus team earlier said they were targeting to attract US$2-billion worth of IT investments this year.
Recently, the local unit of US-based Teleperformance announced that it was going to open in four months a branch here. -- Robert Leonoras

I'm now in a very rural city in Indonesia with a new assignment. Mrs. Gabayeron's Dept. Store in Hinigaran is 3 times bigger than the biggest one here. The city itself is about the size of Dumaguete but the airport... well the airstrip... is a very tiny affair. Their terminal is about the size of our garage back home. I had quite an adventure getting here. Took me about five days on four different airplanes and airlines, with the smallest being a single engine turbo prop with 12 seats. Had another earthquake here again last night and I didn't even feel it as I was asleep. My internet connection is provided by MAF. Starting to learn a bit of Bahasa as I have to meet and communicate with the locals here. They hardly understand English. Most do not even know what good morning or good evening means... but they do know how to say thank you.

Capitol sets pre-bidding for lease of lot
The Bids and Awards Committee of Negros Occidental has announced that it will hold a pre-bid conference for the lease of the Capitol lot located along Gatuslao St. in Brgy. 9, Bacolod City on August 14, 2 p.m., at the Provincial Administration Center.
The area is about 7,000 square meters and the minimum bid price for lease shall be at P30/sq.m per month.
The opening of bids shall be on August 16, 10 a.m. at the General Services Office - Disposal Services Section at the Provincial Administration Center.
All interested investors may submit their Letter of Intent to lease. The offer should be accompanied by a bidder's bond in form of cash, certified check, cashier's check, or manager's check that is equivalent to 10 percent of the total yearly rental in favor of the Provincial Treasurer's Office.
Those who wish for more information may call the General Services Office at 707-2648 or 434-8518.*
Seems like somebody is planning to put up something on this particular lot. Is Is it the one behind the Capitol? I guess that some company is planning to lease this lot and that the bidding is just a formality that will have to be done for the transaction to be legal. Anybody know anything more about this?

'SM seriously studying
convention center plan'
Bacolod Mayor Evelio Leonardia yesterday said the owners of Shoe Mart confirmed that they are seriously studying the possibility of putting up a convention center in Bacolod City.
Leonardia said he thanked Henry and Hans Sy together with Annie Garcia, SM vice president for operations, for investing in the city during their meeting Tuesday evening in Bacolod. He said the Sys are thinking of the growth of their business and are considering other ventures in the city after the SM City Mall at the Reclamation Area is established. And if the economic climate in the city would allow, they might consider putting up condominiums in Bacolod, he added.
Leonardia said the Sys believe that the malls can spur tourism that is why they established the Mall of Asia in Manila. In the case of Bacolod, if a convention center is established as part of the complex of SM, this would give the business a unique advantage and help our tourism industry, he said.
"We cited to them that while we welcome the entry of the call center industry in Bacolod, we are also concerned that we have lost our flagship facility which used to be the biggest convention hall outside of Metro Manila," Leonardia said.
He told Henry Sy that the SM City will change the physical landscape and the economic climate of the city, he said. "I assured him that on the part of the city, we will do our best to complement the economic foundations with major projects like the new government center, the slaughterhouse and the terminal, among others," Leonardia added.
During their meeting with the Sys he learned that the tentative opening of SM City is the first week of December, Leonardia said. "I think it is better business to have it separate from the MassKara Festival because there is more than enough business generated during the festival so it would be a wiser decision to have another major activity on a separate occasion, he said.*CGS

Bcoz more people eyeing to invest in that reclamation areas, then at behind the capitol they will give to the others non SM investors nalang.

Oil slick threatens W. Visayas coasts
BACOLOD CITY -- The Office of Civil Defense in Western Visayas warned that an oil slick was threatening certain coastal areas of Guimaras Island, Iloilo City and Negros Occidental province after a cargo ship carrying two million liters of bunker fuel for Petron Corp. sank off Nueva Valencia, Guimaras, at around 4 p.m. on Friday.
Local fishermen, passing ships and a coast guard helicopter managed to rescue 16 of the 18 crew of the 998-ton Motor Tanker Solar I.
Two crew members of the ill-fated tanker -- Victor Morados of Dumaguete City and Art Ian Nabua of Bataan -- were still missing, according to the OCD regional director, Rosario Cabrera.
Capt. Luis Tuason, of the Philippine Coast Guard in Iloilo City, reported yesterday that at about 4:10 p.m. on Friday, Solar I, owned by Sunshine Maritime Development Corp. of Manila and chartered by Petron, sank 30 nautical miles south-southwest of Iloilo City.
The vessel came from Lamao, Bataan province and was bound for Zamboanga City when it sank amid strong waves while passing Guimaras Strait. It began taking on water and tilted on its right side.
Cabrera said Tuason informed her that an aerial survey yesterday found an oil slick being drifted by the southwest monsoon to San Roque, Nueva Valencia, Guimaras, and the western portion of Negros Occidental, mainly Bago City and the towns of San Enrique and Valladolid, and Iloilo City.
PCG spokesperson Lt. Commander Joseph Coyme said the actual amount of bunker fuel that was spilled has yet to be determined.
Coyme said the PCG would put up an oil spill boom today to contain the spread of the oil.
Tuason said the Coast Guard had mobilized the Oil Spill Combat Teams with the assistance of Petron.
“We have sent teams to assess the damage and start the clean-up operation early tomorrow (Monday) morning to minimize the effects of spilt oil,” Tuason said.

it has an elevator inside, located at the center of the building. they said it is actually taller than the PNB making it the tallest building in western Visayas but the ground level there where is was built is very low thats why the PNB is still the tallest structure in the west V.

Fellow kasimanwas, we're facing a potential largest oil spill in the history of the country today. And the fact that not only Panay and Negros will be hit but tremendously to Guimaras, our little green island in the sea. Taklong Marine Reserve of UPV will be affected. Thousands will have their livelihoods lost and a tremendous damage in tourism and environment will affect the region if it will not be done immediately.
The hard fact that its 2million liters of bunker fuel, it dwarfed of that in Semirara. As of this time, the slick is drifting towards the northeast to Iloilo coast and the towns of San Enrique and Pulupandan in Negros. Nueva Valencia and Sibunag are already been affected by the spill.

grabe im very much alamred sa balita about the oil spill on the guimaras strait. a lot would be affected. the marine life between negros iloilo and guimaras will be affected. the white sand beaches of nueva valencia could be harmed too.

As of now already we have more than 8,000 plus hotel rooms, plus the new hotel circle inn, expansion of Bacolod Pavilion Hotel, & others eyeing too. So Bacolod, can able to add another a large convention center like the other having a planned to build a largest convention center outside MM.

In Bacolod City, Cebu Pacific is set to offer more flights between Manila and Bacolod at lower costs using the new Airbus A319.
Candice Iyog, marketing director, said travel time between Manila and Bacolod will also be reduced to 30-35 minutes from 45 minutes with the new plane.
Danilo Mojica, general manager, said the use of the new aircraft will boost passenger traffic between Manila and Bacolod.

We have a big problem to confront with and its just in our shores. The largest oil spill in the country's history (dwarfing Semirara's oil spill) is threatening our livelihood, environment, tourism and our promotion of Western Visayas as a tourist destination.
Guimaras is not the only island affected. If the 2 million litres of oil will still continue within the next few days, it'll cover the sands of Guimaras, Negros and Panay of slick, depriving the marine life of clean environment and as for Guimaras that is promoting tourism for its beaches.
It's a disaster! Let's be united from this day on. Iririmaw Taton!

^^ Well read what the authorities are saying in the news. Habagat is quite strong as of this time.
And to think of it, 2 million liters of bunker fuel, don't you think it would create widespread devastation to Panay Gulf-Guimaras Strait?
I think Negros shouldn't be so relaxed with this situation, given the fact that Semirara was a tiny to this humongous quantity of oil spilling out.
Remember, If the authorities hasn't fixed the leaking ship, It'll take more than a year to clean that mess up and weather patterns do change.
So, its not only our place whose gonna be affected. As of this moment, Guimaras has declared a state of calamity.
This is a matter not only of us Ilonggos but the rest of the nation.
As for Bora, it may or may not be. But think of 2 million liters of oil spilling out to the sea.

^^ Kulang sa atensyon ng media, sideline lang. It is really a waste of expensive fuel. Oil is a blessing, along with its stench and color is the curse!

As of this moment, they haven't determined how much oil leaked from the ship. The news told that oil has already reached Pulupandan. I don't know if this is confirmed.
Its a disaster! Marine Reserves are in that location.
They really should act now! Need help in a national scale!

(UPDATE) THE island province of Guimaras has declared a "state of calamity" following what authorities have called the country's worst oil spill, as international lobby group Greenpeace urged the government to hold petroleum firm Petron and its partners “accountable” for the disaster.
"This is a very serious concern and we need all the help we can get because we have had no oil spill of this magnitude," Environment Secretary Angelo Reyes told reporters in central Bacolod City close to Guimaras Island.
The coast guard said in a statement it has sought the help of international oil spill response companies in dealing with two million liters (528,360 gallons) of industrial fuel leaking out of the tanker Solar I, which sank in rough seas Friday off the southern coast of Guimaras, about 500 kilometers (312 miles) southeast of Manila. Two of the 20 crew members were still missing.
It said the oil spill was a potential "environmental catastrophe" and considered it as "the biggest major oil spill that has hit our country."
The Guimaras provincial board held a meeting Monday in Nueva Valencia town and declared the entire province under a "state of calamity," which allows the speedy release of relief funds during a disaster, said town Mayor Diosdado Gonzaga.
Regional environment chief Julian Amador said 1,128 hectares (2,787 acres) of mangrove in Nueva Valencia and another 26 hectares (64.25 acres) on an island marine reserve have been damaged. The oil was about 10 centimeters (four inches) thick at the Taklong Island marine sanctuary.
Gonzaga said nearby Sibunag town also has been affected.
Officials in Valladolid on the southern tip of nearby Negros Occidental province also declared a "state of calamity" as the oil slick approached its shores late Tuesday.
The waters around the island resort of Inampulugan, part of Negros Occidental's Pulupandan municipality, was contaminated Tuesday.
Gonzaga said about 6,000 of his constituents, mostly dependent on fishing, have been affected but the number could increase after local officials complete a survey.
Emergency food supplies -- rice and canned goods -- have been distributed to residents of 11 coastal villages along 132 kilometers (82.5 miles) of the municipal shoreline, Gonzaga said.
"Our shorelines hit by the oil look like they were painted black. Anything it touches turns black," he told The Associated Press by cellular telephone.
He said the bunker oil was "very sticky, like molasses."
He said the oil spill has also spread to 24 hectares (59 acres) of seaweed farms, putting their harvests at risk.
Cmdr. Harold Jarder, the coast guard officer supervising the containment of the oil spill, said the tanker is more than 900 meters (3,000 feet) under water about 27 kilometers (16.5 miles) south of Guimaras.
"We have no capability in the Philippines to reach the bottom," he told the Associated Press.
He refused to speculate on how much fuel has already leaked out of the tanker since it sank, but said the oil slick Tuesday already was 27 kilometers (17 miles) long and about 50 meters (165 feet) wide and being swept by the currents southeastward toward Negros Island.
He said coast guard crews could not contain the spill over the site of the sinking with floating booms because of the big waves. He said they have resorted to spraying chemicals to disperse the fuel.
Meanwhile, the international environmental group Greenpeace, reacting to the spill, urged the government to hold petroleum firm Petron “and its partners accountable for damages to marine and coastal ecosystems and for their rehabilitation.”
“The scale of this oil spill may turn to be even larger than the Semirara oil spill last year and threatens at least three marine reserves in Visayas,” the group said in a statement, warning that the leaking fuel could cause “long-term and possibly permanent damage to the environment and livelihoods of people.”
Greenpeace suggested that regulations be crafted to enforce the “highest standards” on the shipping industry and those chartering vessels to prevent new spills.
“Oil causes climate change which in turn triggers extreme weather events. What is clear is that from oil spills to global warming, the price of oil is a lot higher than what we pay at the pump,” Greenpeace said.
But it added that the “only way to avert either of these environmental catastrophes is to reduce our dependence on oil.”

And i once saw this oil ships they are old rustly oil ships that are not properly maintained. I hope we will learn a lesson from this we must never compromise and take for granted and ignore things that lead to great disasters. This oil company is playing russian roulette with this old junkyark oil ship... they are responsible for this disaster. They are responisble for the millions of family in the panay negros islands that will be seriously affected by this.

The US might give some aid i remembered a rumor that there was a discovery of a genetically enigneered plankton or microrgansim that eats up oil. They could spray it in the sea and after several months they will eat up the all oil spills.

In Bacolod City, Cebu Pacific is set to offer more flights between Manila and Bacolod at lower costs using the new Airbus A319.
Candice Iyog, marketing director, said travel time between Manila and Bacolod will also be reduced to 30-35 minutes from 45 minutes with the new plane.
Danilo Mojica, general manager, said the use of the new aircraft will boost passenger traffic between Manila and Bacolod.

on a sad note, i went to the manila domestic airport yesterday to get my mnl-bcd ticket (YES!!!! MAY ticket na ko oct 18!!!) i was a bit surprised that cebu pacific has already increased its fuel surcharge (YQ) from 750++ to 950++ . so if my basic fare is only 500++, it still totalled to 1700++ due to travel tax and fuel surcharge.

2 W. Visayas governors mull legal suit v. Petron, tanker owner

TWO governors in Western Visayas are considering the idea of suing Petron Corporation and the oil tanker company responsible for the oil spillage in Iloilo last Friday.
Guimaras Governor JC Rahman Nava and Negros Occidental Governor Joseph Marañon maybe compelled to file a damage suit should the spill adversely affect marine resources, coastal and the lives and livelihood of coastal residents.

Nava, however, clarified that he will only be filing charges if the sinking of the m/t Solar 1 is due to the crew's lapses and not that of a bad weather condition.
Both opined that the action should be against Petron Corporation, which chartered the sunken m/t Solar 1, and Sunshine Maritime Development Corporation, the vessel's owner and operator.
About 2 million liters (13,000 barrels) of bunker fuel sank off the coast of southern Iloilo last Friday causing an oil spill along Guimaras strait and threatening to harm the marine resources and coastal areas of Panay and Negros.
The m/t Solar 1 originated from Bataan and is bound for Zamboanga City when it encountered strong winds and big waves.
Nava, in his letter to Police Region 6 Director Geary Barias, reported that at least 14 barangays from Nueva Valencia and Sibunag towns in his province were affected by the oil spill.
Marañon, on the other hand, said he is coordinating with environmental lawyer Antonio Oposa to determine what could be done should the spill to the destruction of the province's aquatic resources.
"Negros Occidental is not yet affected by the oil spill although there is an impending threat that the spill will reach our coastal areas due to the strong winds and water current," he also said.
A barge was sent to siphon as much spilled oil as it can and help control the spillage, Marañon also said.
He added that the spill would normally, under good weather conditions, take two to three days to reach our territorial waters.
Strong winds and currents though can hasten the spread.
Oposa reportedly told Marañon that the oil spill will hurt the livelihood of people near coastal areas and damage mangrove resources and corral reefs.
The oil contamination in corral reefs takes at least six months of clean-up.
"It will take many years, some even for 100 years, to rehabilitate it if it is damaged," Marañon said.
The oil spill may have already damaged the fishing grounds in Iloilo as dead fishes were reportedly seen floating in its waters.
The Negros Occidental Disaster Management Team is closely coordinating with the Philippine Coast Guard, Petron officials, and Local Government Units in the province to monitor the spillage.
Mayors in Pulupandan, San Enrique and Valladolid towns are now on alert as there is a possibility that the spillage will reach their coastal areas.
Marañon said the coast guards are still conducting clean-up and spillage control activities, including the spraying of chemical oil dispersant in the affected areas.

PGMA's SONA welcomed in Negros Occidental
Negros Occidental (27 July) -- The local government units in the province welcome the statements of President Gloria Macapagal Arroyo in her sixth State of the Nation Address.
Governor Joseph Marañon said in his reaction that we should give the President a chance to deliver the promises she mentioned in her SONA.
Marañon together with Bacolod City Mayor Evelio Leonardia welcome the announcement of President Arroyo of the decentralization of funds giving the local government units their share of the revenues.
"Negros will also advance energy independence with ethanol projects in San Carlos City and Tamlang Valley, once the biofuel law is passed…We will link Sipalay via Silay airport funded by the national government and Kabankalan airport being built by its local government", says President Arroyo.
Cities of Sipalay and Kabankalan are doing the local initiatives to boost the tourism industry. Sipalay City with Mayor Oscar Montilla, the local government has filed a case for expropriation to use the Maricalum Mining Corp. airport. Through the initiative of Kabankalan City Mayor Pedro Zayco, talks with the landowners of the area for the proposed airport are conducted.
Although these are local projects, the president is supporting the efforts of both cities.
What the government needs at this point is the support and cooperation of every Filipino, every government agency and non-government institution and every sector to ensure and expedite the implementation of this blueprint of national strength and greatness, according to Malacañang report.

Bacolod clouters get to fly to US, after all
Bacolod’s Junior League charter yesterday patched things up with organizers of the World Series Softball Championship, paving the way for the country’s 13-14 age division players to make the trip to Kirkland, Washiton to see action in the prestigious girls softball tournament.
Robert Evangelista, Team Manila’s coordinator to the Little League International, confirmed the Bacolod batters are bound for Washington, one day after they were reportedly stripped off the competition due to the inability of the Bacolod officials to honor a previous debt with a travel agency.
The travel agency then reportedly tried to pad this year’s squad’s fare to be able to recoup last year’s losses. Little League International officials, however, saw the discrepancies in plane fare and initially opted to strip the Bacolod team off the list instead.
The team is expected to make it to US before the tournament unwraps on Aug. 13.
“Yes, they left this morning for the United States,” Evangelista said. “I guess, they (Little League Inc. just gave them a warning after what happened to the Senior League. Maybe it’s their way to ‘sanction’ the Junior League.”
Despite the guaranteed $25,000 or more than P1 million assistance from Little League international, the Bacolod Senior League, girls playing in the 14-16 age bracket, were barred from the Lower Sussex tournament in Delaware after Jaunts Travel Agency sought to add $280 per person’s ticket to cover for P270, 000 outstanding obligation incurred by another squad last year.

Why Invest In Negros Occidental?
Bacolod has long been the sugar capital of the country. Its fate has been closely tied up with the price of sugar in the world market. Filipino politicians were made and unmade by the sugar barons.
Today, this capital of the province of Negros Occidental is slowly regaining the vitality it had during the sugar boom years in the last century. I recently got hold of the commencement address delivered by Mr. Mayo Jose B. Ongsingco, President of Insular Life Assurance Company, to the Graduate School Commencement Exercise of the University of St. La Salle in Bacolod City last June 3, 2006. Excerpts from his speech will help investors and entrepreneurs assess the business opportunities in the entire province of Negros Occidental.
He first described his province in the 1960s and 1970s: "During those halcyon years, lasting all the way until the seventies, Negros was a booming one-industry economy, owing to the preferential terms for our sugar under the US quota. Then came the expiry of the Laurel Langley Agreement in 1974, marking the end of the preferential terms for sugar exports to the US. The oil shocks of the seventies, a severe drought, super typhoons, and rock-bottom sugar prices in the world market, all these compounded the problems of the Negros economy and by the mid-1980’s our province was in deep trouble. Of course, with poverty came the insurgency. Attempts to diversify into black tiger prawns and alternative crops like ramie, black pepper, and cut flowers did not really prosper given infrastructure limitations and global competition. And yet, if you look around you today you see concrete signs that our province has managed to overcome the adversities we encountered when we lost our competitive advantage in sugar."
As a consultant to a number of companies in the province, I saw at close range what happened to the diversification moves away from sugar. The extravagant habits the sugar producers acquired during the glory days of sugar did not inculcate in them the need for cost competitiveness in the non-sugar activities they ventured into nilly-willy. They just poured money in prawn production, fruits, food processing, cut flowers and other products. They were not ready for global competitiveness. The exception to this general failure of diversification moves among the big players was the entrepreneurial initiatives of housewives that resulted in the very successful Women of Negros consortium that produced handicrafts that were sold profitably in the world market.
The crisis of the 1980s and 1990s helped to reshape the social structure of the province. Mr. Ongsingco, who was awarded the Most Outstanding Alumnus of the University of St. La Salle, noticed the transformation after the last ten years when his visits to Bacolod became infrequent. What he saw in June 2006 impressed him: "Bacolod has also changed a lot. Bacolod now boasts of a Robinson mall and soon an SM mall. Almost all the banks have branches in Bacolod and the outlying areas. Fast ferries now dock directly at the Bredco port near the city plaza, and PAL flies here 4 times daily. I saw the new upscale subdivisions on all sides of Bacolod but what warmed my heart most was the mushrooming of many low and medium-cost housing projects, proof that the Bacolod middle class has grown. I also observe that restaurant diners and mall shoppers were mostly from the middle class. That is the profound social change that I saw: the social pyramid has become much flatter. We have indeed come a long way in a deeper economic and social sense.
"While Negros Occidental remains the sugar capital of the Philippines, it has shaken free of its dependence on the artificial support of the US quota. Domestic sugar prices have boomed, fueled by the needs of our growing population. World sugar prices have also increased due to the strong demand from China. The surge in oil prices has made bio-ethanol quite promising and it should be a source of pride for Negrenses that the first bio-ethanol plant in the Philippines will be coming up in San Carlos. But the most encouraging part is that we have started to reduce our dependence on a single industry. Aside from sugar, Negros has tapped into promising niches in manpower exports, tourism and business process outsourcing."
To my mind, the most promising of the sunrise sectors is tourism. Negros Occidental or for that matter, the entire province of Negros, can be a prime destination for both domestic and foreign tourists. Mr. Ongsingco describes the tourism potentials of his native province: "During my time, Negros had limited tourism facilities, even for local tourists. Now we can boast of developed tourist facilities in Punta Bulata, Danjugan Island marine reserve and Mambucal Resort. Even the 3 golf clubs have been upgraded and now cater to foreign golfers aside from hosting the national golf circuits. Our annual Maskara festival has joined the league of Kalibo’s Ati-Atihan, Cebu’s Sinulog and Iloilo’s Dinagyang festivals. Most important, the new international airport under construction in Silay will literally bring us to the doorstep of foreign direct investments and tourists similar to Cebu, Davao and Laoag.
"Integrate the new international airport, tourism, medical and other support facilities and in the medium term, our province could also venture into international retirement villages. A recent news article cited that developed countries will produce around 870 million retirees during the next 10 years, with monthly retirement benefits of $ 1,000 to $ 1,500 each. These benefits cannot support them in their home countries but can go a long way in the Philippines. If Negros can capture even just one thousand of these retirees, it will translate to around P1 billion in annual inflows to the province. The ripple effect on the Negros economy will be massive—real estate/construction, food and beverage, entertainment, health services and employment in general. What these retirees want are international access, physical security, value-formoney housing, healthcare, educational, and entertainment/leisure facilities that are all available in Negros. In fact, the Philippine Retirement Authority has included Bacolod among the prospective retirement hotspots in our country."
I hope that the descendants of the former sugar barons — who were among those who transferred massive amounts of their earnings abroad—will now see these profitable business opportunities and bring back their capital to invest in their home province. This will be an opportunity for Ilonggos scattered all over the Philippines and all over the world to restore the dynamism to the Negros economy. An even stronger motivation for their investing in Negros should be a desire to contribute to the final eradication of poverty in Sugarlandia.

Pacquiao Investing In City

World Boxing Council International Super Featherweight Champion, Manny "Pacman" Pacquiao, paid a surprise to Bacolod City yesterday to visit friends and look into a potential business investment in the city.
Pacquiao said he is investing in Bacolod because he is confident about its business climate and Mayor Evelio Leonardia is his friend.
Pacquiao told the DAILY STAR last night that he may invest in ShoeMart when it opens at the reclaimed area in Bacolod City and wants to see the site.
He, however, said he did not want to reveal yet what kind of business he is investing in.
SM hopes to open its Bacolod branch in Bacolod City during the MassKara Festival in October.
Leonardia, meanwhile, said that Pacquiao's investment in the city will be a big boost to the image of Bacolod as an investment center because, even in the United States, celebrities are factors in investment promotions.
SM vice president for operations Annie Garcia had earlier also said their firm is investing in Bacolod because they have confidence in the local business climate and its leadership, he added.
Meanwhile, Pacquiao said, "I am glad to be back in Bacolod and I thank the people here who rooted and prayed for me in my last fight against Erik Morales in Las Vegas in January."
Yesterday, Pacquiao also confirmed that he had paid his income tax before the April 17 deadline but did not reveal details of the amount that is believed to be sizable.
Pacquiao has earned millions of dollars from his fights abroad, and millions of pesos locally from numerous advertising endorsements. He cited security reasons for refusing to reveal his total earnings last year.
On Monday he joined the BIR in calling on taxpayers not to wait for the deadline to file their income tax returns.
Leonardia, who welcomed Pacquiao to Bacolod, said he was informed of his visit by Pacman's manager, Wakee Salud, shortly before the champion arrived in Bacolod for the "surprise" visit.

Cities of Himamaylan and Sagay Invest On Urban Housing Projects
SQUATTERS' woes in two cities of Negros Occidental may soon be solved.
The Cities of Himamaylan in the south and Sagay in northern Negros have invested on urban housing projects aimed at solving the problem of illegal settlers in their respective localities.
In Himamaylan, 15 housing units were initially constructed at the Carabalan area thru donations from the private sector.
Sen. Ramon Magsaysay Jr. also gave an additional P1 million donation for the project's water supply.
Himamaylan City Mayor Carmenia "Menchit" Bascon said the relocation and housing project is for informal settlers in critical areas like river banks, canals, highway shoulders, under bridges and other areas identified as flood-prone.
Bascon said that in Barangay Poblacion alone, there are people living in the canals of the Carabalan road and at the riverbanks locally known as "pang-pang."
Outside the poblacion, most squatters are found along the shoulders of the highways or under the bridge.
The desire of seeing every Himamaylanons "living in dignity and security at their own decent homes" prompted the City Government to venture on these projects, Bascon said.
The projects aim to provide residents with their own lots at an affordable cost, she added.
Paid on a long-term basis, the housing project seeks to gradually eliminate shanties in the city.
It is implemented in cooperation with the Couples for Christ's Gawad Kalinga Housing Project.
Sagay City, for its part, offers low cost housing projects not only for squatters but also to its employees.
The City project, initiated by Mayor Rafael Cueva, is expected to build about 150 housing units. It will have complete water and electrical facilities and a mini-park.
The community where the housing project will rise will also have communal bath and toilets.
It will be located within the city.
Living units will be made of concrete and roofing will be of GI sheets.
The project will also have as beneficiaries families whose annual income do not exceed P5,000.
A total of 750 home lots will be provided for the Sagay City Government employees. (EASD)

Cities of Himamaylan and Sagay Invest On Urban Housing Projects
SQUATTERS' woes in two cities of Negros Occidental may soon be solved.
The Cities of Himamaylan in the south and Sagay in northern Negros have invested on urban housing projects aimed at solving the problem of illegal settlers in their respective localities.
In Himamaylan, 15 housing units were initially constructed at the Carabalan area thru donations from the private sector.
Sen. Ramon Magsaysay Jr. also gave an additional P1 million donation for the project's water supply.
Himamaylan City Mayor Carmenia "Menchit" Bascon said the relocation and housing project is for informal settlers in critical areas like river banks, canals, highway shoulders, under bridges and other areas identified as flood-prone.
Bascon said that in Barangay Poblacion alone, there are people living in the canals of the Carabalan road and at the riverbanks locally known as "pang-pang."
Outside the poblacion, most squatters are found along the shoulders of the highways or under the bridge.
The desire of seeing every Himamaylanons "living in dignity and security at their own decent homes" prompted the City Government to venture on these projects, Bascon said.
The projects aim to provide residents with their own lots at an affordable cost, she added.
Paid on a long-term basis, the housing project seeks to gradually eliminate shanties in the city.
It is implemented in cooperation with the Couples for Christ's Gawad Kalinga Housing Project.
Sagay City, for its part, offers low cost housing projects not only for squatters but also to its employees.
The City project, initiated by Mayor Rafael Cueva, is expected to build about 150 housing units. It will have complete water and electrical facilities and a mini-park.
The community where the housing project will rise will also have communal bath and toilets.
It will be located within the city.
Living units will be made of concrete and roofing will be of GI sheets.
The project will also have as beneficiaries families whose annual income do not exceed P5,000.
A total of 750 home lots will be provided for the Sagay City Government employees. (EASD)

Im so damn proud of these girls. kag syempre proud gid ako sa akon Alma Mater eh! I finished my elemetary education in ETCS-1 , batch 1992. It was during our time when the ETCS chorale (under the leadership of Ma'am Lily Cabahug) were the team to beat in the annual National Music Competition for Young Artists (NAMCYA), in CCP Manila.

Bacolod-Cebu Seats at P99 Starting Oct. 2
Cebu Pacific will resume its Bacolod-Cebu flights on Oct. 2, 2006, with an introductory seat sale of P99 for one-way travel, the airline company said in a press release.
The sale will run until Aug. 22 for travel from Oct. 2 to 25, 2006. After the seat sale, the year-round "Go" fares will start at P568 one-way, almost 65 percent less than the current lowest airfare to Bacolod. The "Go" fares are exclusive of regular surcharges and government tax, the press release said.
The Cebu-Bacolod flight, using a brand-new Airbus aircraft, will leave Bacolod at 9 a.m. and arrive in Cebu at 9:35 a.m. and will leave Cebu the next day at 7:55 a.m. and arrive in Bacolod at 8:30 a.m.
Candice Iyog, Cebu Pacific marketing director, said the Bacolod-Cebu service is part of the airline's thrust to help strengthen the local tourism industry, the press release said.
By creating more inter-island connections, we will be able to develop more business linkages and spur domestic travel, she added.*

Mambukal Expansion Eyed
The Negros Occidental provincial government is eyeing the expansion of the Mambukal Resort in Murcia by building high-end facilities for tourists, Gov. Joseph Marañon said yesterday.
Marañon said he discussed with Environment Secretary Angelo Reyes the swapping of the property where the 303rd Infantry Brigade is now stationed with a 1,500-has. property where the Lacson ranch used to be located in Upper Minoyan, Murcia. The provincial government has a memorandum of agreement with the DENR for use of the 1,500 hectares property and in principle Reyes has agreed that the 303rd Infantry Brigade can use it, Marañon said.
The more than 30-hectare 303rd Infantry Brigade property that is adjacent to the Mambukal Resort will then be used for additional structures for the resort, he said.
Under the Capitol's plan the numerous squatters on the property will be moved to one area, after negotiations are conducted, he said. Meanwhile, the Capitol will provide the structures for the 303rd Infantry Brigade at its new site and a road to the site, the governor added.*CPG

^^ Have you watched CNN and BBC this morning? It was made international finally. Reuters has it already.
It is a catastrophe. Here in Iloilo, the Coast Guard says that if there is no immediate remedy for this, it would take an estimated 3 years to clean up and Guimaras and Negros or Panay would never been the same again (damn it!).
Why does it have to happen?

"Negros is safe for now." This was the assurance given by Iloilo Coast Guard Commander Harold Harder to Negros Occidental Gov. Joseph Marañon yesterday afternoon after an aerial survey of the waters between Guimaras and Negros Occidental.
Motor Tanker Solar 1 carrying 2 million liters of bunker fuel sank 16.5 nautical miles southwest of Guimaras Island and 26.5 kilometers (about 49 kilometers) from Valladolid town in Negros Occidental.
The spill has so far hit the coast of Guimaras, its nearby islets and Inampulugan Island facing Guimaras, he said, and was nowhere near the waters of Negros Occidental yesterday.
The Coast Guard is continuing to spray the oil spill areas with dispersants, Harder assured.
Meanwhile, a press release from the Office of the Press Secretary, that quoted Admiral Arthur Gosingan, PCG commandant, as having said in a press briefing in Malacañang yesterday that at least four barangays in Negros Occidental and other parts of Negros Island are now affected by the oil spill has been refuted.
Harder said, perhaps Gosingan had been misquoted, as no area in Negros has been affected by the oil spill yet, and what he had been referring to were threatened and not hit areas.
Marañon said that, while the oil slick was not entering Negros Occidental waters yet, a contingency plan has been put in place to ensure that the province is prepared to ward off any slick that comes in its direction.
Marañon yesterday issued Executive Order No. 15 establishing a Task Force Oil Spill Area Coordinating Center for a "comprehensive, coordinated and unified response" for the entire island to combat the hazardous effect of the oil spill.
The task force is chaired by Marañon with the mayors of Valladolid, Pontevedra, San Enrique and Pontevedra towns and Bago City as action officers of their respective areas.
The Provincial Disaster Management Team will serve as the secretariat, he said.
A proposed budget of P10.7 million for the fight against the entry of the oil spill into Negros Occidental has been proposed. Marañon said the provincial government will allocate P3 million and the local government units will come up with counterpart funds. He has also written to Petron to provide the P2.25 million for fuel needed by the local governments concerned to patrol their waters and ward off any oil spill.

He said SM vice president for operations Annie Garcia informed him of this and that the convention center may be put up on a lot adjacent to the SM mall at the Reclamation Area.

British experts arriving to salvage sunken tanker

GUIMARAS -- To fasttrack the containment operations of the oil spill here, a group of British experts will be arriving Thursday.

Their mission is to first conduct an underwater survey in the area where the m/t Solar I sank and, if they can reached the depth where it now lies, puncture and salvage the vessel as soon as possible.
The procedure will either be done in a "robotic" or a manual manner.
Tito Concio, president of the Sunshine Maritime Development Corporation (SMDC), which owns the ill-fated tanker, made the announcement in a press conference Thursday.
He could not be certain though as to how long will the puncturing and salvaging of the vessel will take. Neither is he sure of the period needed in the containment operations.
Guimaras Governor Rahman Nava said that any containment operation is futile if the sunken tanker will not be salvaged first.
The spill created by the sinking of m/t Solar 1 is not just threatening the waters, livelihood and lives of the people of Guimaras, it is also posing risks for the coasts of Negros Occidental and Iloilo.
Nava likened the sunken tanker as an abscess.
"If an abscess won't be taken from the body, it will surely spread until it worsens. It is the same with the sunken tanker. If it will not be salvaged first, then the oil spill will continue everyday," he explained.
But Concio said his company is not running away from responsibilities.
"As part of our commitment, we've immediately coordinated with our international insurance broker for the possible assistance of international experts to immediately address the problem. And, it is good to note that experts from London have already arrived in Manila and they are coming here (today) with the assistance of the people from Philippine Coast Guard (PCG)," he said.
He added that the group will immediately proceed to conduct an underwater survey and determine the exact location of the tanker.
"We will use all possible options apart from the containment operations just to solve the present mess. And I would like to clarify that we will not ask for a single centavo from the government to share for this endeavor," Concio said.
Apart from SMDC, Environment Secretary Angelo Reyes also announced in a press conference yesterday that President Gloria Macapagal-Arroyo already instructed all concerned agencies to coordinate the efforts to address the sea mess.
"The President also told me that she had already asked assistance from Indonesia and Malaysia to help in the clean-up and recovery operations at the Guimaras strait," Reyes added.
In Manila, the President also convened the National Disaster Coordinating Council (NDCC) in Malacañang to formulate plans for ground level operations and for minimizing the impact of the spill among coastal residents in Guimaras, Negros Occidental and Iloilo.
Nava was appeased by the announcement as he begged Reyes, "Please don't abandon us."
Based on Wednesday's assessment of the spill, the spill has already affected 600 kilometers of shorelines. The spill is also estimated to be 2 inches thick.
"This is no longer tolerable. It can really damage our communities here, the people's livelihood, the marine sanctuaries, mangrove plantations and cause a long-term impact in our eco-system," Nava said.
Asked about the extent of the damage, Nava said, "The spill causes a magnitude of damage everyday that can't be quantified as of this time."
Coast Guard Region 6 Assistant District Commander Bon Dan Chan said the spill is now going towards the eastern and southern parts of Guimaras.
He added that the Coast Guard is already using two vessels and two tugboats for the clean up operations. He admitted though that the PCG has no capability to do the entire clean-up operations.
Petron can't commit yet
Petron Corporation Chairman Nick Alcantara also refused to disclose the amount they are going to give as share in the expenses for the clean up and recovery operations.
"I am just the chairman of Petron, not the owner. I hope you understand," he said when pressed to answer whether Petron is willing to reimburse the expenses of the government units that are doing their share in containing the spill.
Alcantara also denied reports that Petron promised to buy all recovered bunker fuel from the seas at P30 per liter.
"No, it's not true. What we've promised was only to pay the people who will take part in the clean up and recovery operations. We are not buying the recovered fuel," he stressed.
Legal suit
Nava also backtracked on his earlier plan to file a legal suit against Petron and SMDC.
"I've already entrusted the legal matter to our Legal Services Department. (I asked them) to study whether it is possible or not to file charges," he told mediamen.
Negros Occidental Governor Joseph Marañon who also thought of suing Petron and SMDC is also consulting an environment lawyer from the Visayan Sea Squadron before deciding on the issue.
"Let's just separate first the social service from legal matters because, at this point in time, we really need to address the basic needs of the people affected by the mishap," Alcantara said.
That as Concio denied reports that m/t Solar I was no longer seaworthy prior to the accident last Friday.
"It's basically not true. M/T Solar 1 was seaworthy except that it twice encountered heavy seas at Naso Point in Panay on August 9 and later at about 17 nautical miles from Guimaras's sheltering area for sea vessels," he said.
He also clarified that prior the incident, the captain of the vessel made two distress (SOS) calls to Channel 16 in Masbate and in Dipolog Coastal Region.
"It's so happened that the records cannot be retrieved now because it also went down the sea," Concio said.
As to the allegation that they are not taking care of their 18 crewmembers who had survived the mess, Concio said "We're doing everything to attend to their needs from medical to financial and so on and so forth. We are also searching the two others missing."
Meanwhile, Reyes did not as yet approve the use of rice straws and coconut leaves as barriers to contain the spread of the oil spill.
"This is not bad but I suggest that the use of these items should be referred first to the people in-charge in the containment operations," added Reyes.

Rhodora Capulso, head of the DENR regional public affairs office, said Wednesday that parts of the highways that have electrical wires would be planted with hedges like yellow bells and the acacia species called auri culiformis while those without electrical wires will be planted with gmelina and mahogany seedlings.
Capulso said DENR employees are currently gathering “wildlings” or gmelina and mahogany seedlings growing naturally in forests and other areas.

jobs bonanza, mayor says

Bacolod Mayor Evelio Leonardia yesterday said never before in the history of Bacolod has the city experienced a bonanza in employment and business opportunities like the ones being brought about by the advent of call centers and the Shoe Mart mega project now.
Leonardia, in his state of the City Address, delivered before a jampacked Sanggunian session hall and carried live over radio and television, said the city has generated 5,000 new jobs "… and we can only imagine how much all these will increase the city's revenues and taxes."
"When Shoe Mart Mall opens in Bacolod", he said, "We will have 200 new stores expected to hire about 3,500 to 4,000 people." The total investment in this project is estimated at P870 million, he added.
"This will change the physical landscape of our city and, definitely, also enhance our business climate," he said.
Leonardia said four international call centers have started operations in Bacolod City this year, resulting in the hiring of 500 people, most of whom are residents or graduates of schools in Bacolod City.
The mayor said he expects the figures to reach 1,000 by the end of the year.
Another international call center company, Convergys, is also seriously interested in setting up operations in the city, he disclosed.
These are on top of other job generating activities pushed by the city to boost employment opportunities for Bacoleños, he said.
Leonardia said the city's earnings from business taxes was P125 million in the first six months of 2005 and this rose to P137 million for the last six months of 2006, or an increase of 10 percent. He said, that, in addition to business taxes, the city's land tax collections this year is P29 million covering the first six months of 2006, compared to P23 million covering the same period in 2005, or an increase of 26 percent.
INFRASTRUCTURE INVESTMENT
The mayor cited that infrastructure spending, investment promotion, employment generation, livelihood development, tourism and agriculture projects have spurred the economic growth of the city in the past year.
Leonardia said the City Engineer's Office completed 93 projects worth P27.4 million and is presently working on 42 projects with a total appropriation of P 45.2 million, which are expected to be completed by year end. He said there are infrastructure projects worth P123 million that are ongoing in the city.
On private construction projects, he said, the Office of the Building Official collected P11 million from July 1, 2005 to June 30, 2006 for building occupancy, electrical and mechanical permit fees including annual safety inspection fees and certification fees.
INVESTMENT INCENTIVES
Leonardia said that, in the area of investments promotion, the Bacolod City Investment Board has approved the grant of investment incentives, under City Ordinance 323, to Firm Builders Realty Development Corp., Robinson's Metro Bacolod, SM Prime Holdings, Inc., and Grand Regal Hotel.
He said the Bacolod City Tourism Office reported 5,193 more visitors into the city between 2004 to 2005 with an increase of 51 percent in the number foreign tourists in the same period.
In terms of direct income to the city, the implementation of the Tourism Code of Bacolod City has enabled the city to collect assessment fees amounting to P956,000 from 966 tourism-related establishments this year, he said.
The Mayor also reported on other areas that impact on the quality of life and welfare of the people which concern the delivery of basic services. Leonardia said the Department of Social Services and Development spent P23.6 million over the past 12 months ending June 30 for various programs and services to serve thousands of families, children, youth, senior citizens, the disabled, mendicants, women and children in need of special protection.
The city has awarded 516 lots at the Vista Alegre-Granada relocation site since phase 1 opened for occupancy last December 2004. The city has allocated P1 million as counterpart fund to what the Gawad Kalinga can raise house building project on Phase II of the relocation site, he also said.
"As I look back over the second 365 days, I can say that indeed, our city has been richly blest by the Almighty and there is so much to be thankful for," Leonardia said. Meanwhile, Councilor Thaddy Sayson said he is happy with the gains of the administration and hopes these will be doubled or continued in 2007.
Councilor Lyndon Caña said it is the right of the Mayor to pinpoint things which he feels he has achieved and he has done. Negros Occidental will soon have two domestic airport and one international standard airport. It just proves that Negros is a very important area since it is the only area outside Luzon that could support 13 cities and three new airports. If Bacolod City was set up like other provincial capitals, I am sure it would be bigger than Iloilo and San Carlos... But due to the existence of so many medium sized cities, it has to share some of the infrastructure and business and educational institutions with the rest of the cities.

City to become next world-class resort
The mini-airport in Sipalay is not yet abandoned and is currently maintained by the MMC management.
The governor said if opened to chartered flights, a number of tourists could easily explore Sipalay's tourist spots.
Tourism Regional Office 6 director Edwin Trompeta earlier said the details of the two airstrips in Sipalay are being compiled so that the project will push through.
The Department of Tourism targets to open domestic flights to include Cebu to Sipalay, Palawan to Sipalay, Manila to Sipalay and Boracay to Sipalay.
The airport could accommodate at least 24 flights daily from Sipalay to Caticlan.
Trompeta said the proposed Sipalay airport would promote the province's tourism potentials.
Most of the owners of the Sipalay beaches are foreigners.

Guv: Use gov't power on bid to use MMC airport
GOVERNOR Joseph Marañon recommended that the Sipalay City Government use its expropriation power to push through with its proposed airport project using the airstrip of the Maricalum Mining Corporation (MMC).
The MMC management had refused to allow the government the use of the airstrip.
If the president, Teodoro Bernardino, won't agree to the proposal the government may as well use its expropriation powers to effect commercial chartered flights to maximize tourism promotion in the south, said the governor.
Sipalay is headed by Mayor Oscar Montilla Jr.
Utilizing the airstrip of MMC will boost the tourism promotion of the fine and world-class beaches of Sipalay, which are now owned by foreign nationals with Negrense wives, said Marañon.
He added that most of the clients of Sipalay beaches are foreigners.
Montilla earlier disclosed that Bernardino turned down the proposal presented to him by the Department of Tourism (DOT) through Secretary Joseph "Ace" Durano.
But the mayor said this week they will again make re-negotiations with Bernardino, but this time through an offer to buy the property.
Sipalay readied P2 million to buy the property.
In case the renegotiation will become successful, DOT had plans to open chartered flights to the MMC mini-airport that included routes from Palawan to Sipalay, Boracay to Sipalay, Manila to Sipalay and Cebu to Sipalay, all vice versa.
DOT envisioned the MMC mini-airport to be like the Caticlan in Aklan that is hosting about 24 flights daily. (EASD)

Sipalay As Boracay Alternative
Tourism Secretary Ace Durano is reportedly negotiating the opening of two private airports in southern Negros Occidental — the airport owned by the Maricalum Mining Corp. in Sipalay City and the airport of the Construction Development Corp. of the Philippines in Basay, Oriental Negros.

'Bacolod in good shape'
THE City of Bacolod is now in good shape.
Thus said Mayor Evelio Leonardia in his State of the City Address (Soca) Thursday.
He stressed though the need for him to rebuild the City's fiscal management to effectively implement the delivery of basic services to common Bacolodnons.
Leonardia highlighted six basic areas that greatly influenced the economic growth of the city: infrastructure, investment promotion, employment generation, livelihood development, tourism and agricultural projects.
"I am happy to report that as of June 30 this year, our actual collections from local sources stand at P166 million which indicates that as of middle of this year, our actual local collections are ahead of target by 26 percent or close to P35 million."
Such increase, he said, was attributed to effective collection on business and land taxes.
From last year's P650 million, he pointed out, the City's general fund has increased to P675 million although there are still about four months before the year 2006 ends.
Leonardia commended the hard work of the members of the Finance Task Force (FTF) headed by Dr. Rogelio Balo, Secretary to the Mayor, whom he said had developed innovative strategies to increase the city's collections.
City Budget Officer Luz Treyes, City Treasurer Florentino Guanco, City Assessor Benjamin Latorilla and City Accounting Office officer-in-charge Eduardo Ravena were also acknowledged for their efforts in delivering collection efficiency.
Infrastructures/Investments
The mayor also reported to the Council that to date, the City Engineer's Office (CEO) has completed about 93 projects worth P27.4 million.
Forty-two others amounting to P45.2 million are still being constructed and implemented.
As for the investment program, he disclosed that the Bacolod City Investment Board (BCIB) had granted investment incentives to four big companies that have established their businesses here.
This include the Firm Builders Realty Development Corporation (FBRDC), Robinson's Metro Bacolod (RMB), SM Prime Holdings (SPH) and Grand Regal Hotel (GRH).
Employment/Livelihood
The mayor said, the Public Employment and Services Office (PESO) was able to help 641 Bacolodnons to land jobs here and abroad.
Leonardia added that the City's Cooperative and Livelihood Development Office (CCLDO) has also provided loans to nine cooperatives with 671 members with a total amount of P860,000 through the Livelihood Development Fund (LDF).
The tourism industry is also growing as the City Tourism Office (CTO) registered a total of 223,475 visitors last year or 8,612 higher compared to 218,282 in 2004.
Leonardia also commended the initiative of the residents from Barangay Alangilan led by Punong Barangay Degie Tanista for the implementation of the vermin-composting and organic vegetable farming project.
Peace and order
He said Bacolod remains relatively peaceful with no incidence of high profile crimes or violent terrorist incidents even at the height of the Masskara Festival and the 23rd Sea Games last year, thus he thanked City Police Director Pedro Merced for a "job well done."
With this, Leonardia said he is proud that Bacolod was recognized by the Asian Institute of Management as one of the top five Most Competitive Mid-sized Cities for 2005.
"The path ahead of rebuilding our city is always paved with our best intentions to work hard and succeed. We have practically everything in place that we need to make our vision a reality. More than any material resources or technology, we have the best ingredient for success in our midst, we have our people with gallant hearts and eager hands who are ready to carve out a future where we can be proud to bequeath to the generations after us," said Leonardia.
Councilor Lyndon Caña praised the mayor for presenting facts and figures.
"It depends upon the people now to believe it or not. The mayor is entitled to cite his achievements and his successes, so lets just give that to him," Caña added.
Vice Mayor Renecito Novero likewise commended the city mayor for his Soca.

LMP head cites Bacolod achievements in city meet
BACOLOD CITY — The president of the League of Municipalities of the Philippines (LMP), Mayor Ramon Guico Jr. of Binalonan, Pangasinan has declared that Bacolod City is on the right track in achieving of goals of becoming one of the top cities in the country in terms of the tourism, trade and governance. According to Guico, its achivements and practices as local government unit is in line with the objectives of LMP. Guico was in town the other day for the three-day gathering of municipal mayors all over the country for their annual convention hosted by Negros Occidental mayors. Themed "Moving Forward in Achieving Effective Local Governance and Reducing Poverty — field lessons and best practices for a national policy," Guico cited Bacolod as a city worth emulating based on the international awards it had won.

I do agree w/ u Zyanz...it is bst 4 d ct when those squatters area will be demolished...
but even now that i have not heard the news about the removing squatters @ the back of Manokan Country and the Vendors Plaza, i believe that no longer will be exist. maybe nxt year wala na nada. Reclamation Area from now is busy in investing to build any of the establishments. expect that especially when the SM Supermall will be open.
but i heard & read already about the main streets of downtown that they will plan to develop & improve like in Manila Roxas Blvd especially the San Juan St.

I'm now in a very rural city in Indonesia with a new assignment. Mrs. Gabayeron's Dept. Store in Hinigaran is 3 times bigger than the biggest one here. The city itself is about the size of Dumaguete but the airport... well the airstrip... is a very tiny affair. Their terminal is about the size of our garage back home. I had quite an adventure getting here. Took me about five days on four different airplanes and airlines, with the smallest being a single engine turbo prop with 12 seats. Had another earthquake here again last night and I didn't even feel it as I was asleep. My internet connection is provided by MAF. Starting to learn a bit of Bahasa as I have to meet and communicate with the locals here. They hardly understand English. Most do not even know what good morning or good evening means... but they do know how to say thank you.

Indonesia's major cities are Jakarta, Surabaya, Denpasar (in the island of Bali), Jogjakarta, Medan, Semarang, Bandung, Solo and i think Ujung Pandang. A good comparison would be Bacolod to say, Semarang or Solo. Surabaya, Jogjakarta, Medan, Bandung and of course, Denpasar, have plenty of international five star hotel chains. I have been to Jogjakarta (Borobudur), Denpasar, Surabaya and Bandung and they have several "international chain"-run hotels.
As to the language, you have to understand that Indonesians are not schooled in English. Their medium of instruction is their local language which is Bahasa Indonesia. So are the rest of the countries of the world. Instead, one must wonder how a country with people having difficulty communicating in English, can be more progressive. So with Thailand, Vietnam, and other neighbors.

Well, i haven't been to Medan so i could not really comment. But what i know there are direct flights to Medan from Singapore once daily, so with Jakarta, Surabaya and Denpasar. Anyway, siguro, na culture shock ka lang da. Amo ma na ko, considering nga Jakarta ang entry point ko. Nominal per capita income, Indonesia is still below Philippines but you will be surprised at the level of economic activity there. So is their infrastructure. It may not be 1st world status, but it is definitely better than ours. Well, siguro, it is best that you go to Java island where Jakarta, Surabaya and Jogjakarta are. As to the language, you have to understand that Indonesians are not schooled in English. Their medium of instruction is their local language which is Bahasa Indonesia. So are the rest of the countries of the world. Instead, one must wonder how a country with people having difficulty communicating in English, can be more progressive. So with Thailand, Vietnam, and other neighbors.

Well, i haven't been to Medan so i could not really comment. But what i know there are direct flights to Medan from Singapore once daily, so with Jakarta, Surabaya and Denpasar. Anyway, siguro, na culture shock ka lang da. Amo ma na ko, considering nga Jakarta ang entry point ko. Nominal per capita income, Indonesia is still below Philippines but you will be surprised at the level of economic activity there. So is their infrastructure. It may not be 1st world status, but it is definitely better than ours. Well, siguro, it is best that you go to Java island where Jakarta, Surabaya and Jogjakarta are. Gives you a better assessment. :)

Why did CebPac halted its CEB-BCD operations? Competensya sa Ceres? I find the plane convenient especially for business trips. :)
i guess they stopped the bcd-cbu route mga around 2 years ago. kay daw low-volume ang byahe. iamgine once a day lang ang flight, may competesya kapa nga PAL. and during those times, halos pareho pa ang airefare yata nila. 5J was not really that aggressive at that time yet.
pero nakita nila that there is a demand to re introduce the flight, kaya its good news for all of us.

It used to be a 3 storey building in Downtown Bacolod which Gaisano bought and extended vertically. You could actually feel the building is straining to hold its weight. The newer one in Singcang is also vibrating a bit but it is due to extensive use of steel which should be good enough. The one beside the river in Iloilo does not look so sturdy too as they never used piling on its foundation. I never dared go into the old Gaisano Iloilo which I heard is so crowded and full of pickpockets.

Anyway, Bacolod rests volcanic rock that's why its quite stable to establish tall buildings.
The threat of earthquake lies south of Negros which is in the CHICKS area as fault lines and facing Manila trench is a threat in everything Western Philippines (from Manila to Zamboanga)

I'm not imagining that Gaisano City in Iloilo never had piles for its foundations. I never posted any fantasy or imagination here. Whatever I've posted was based on facts, definitions, and experience. Did I ever post a picture of a building or highrise supposedly to be built in Bacolod or Dumaguete, but was far from being built? Now that is what is called an imagination! That's just for starters...
I know that the "Dingo" was intentional! You spelled it out twice. Now, I did not quote you so that you could still delete what you have said earlier. I am not surprised that you would resort to this because many folk from your side often do that when they "feel threatened".
I never meant to attack Iloilo. What I was pointing out was that Gaisano should stop building shabby buildings because people do notice.

Just to clarify...opinions shouldn't necessarily be based on fact, but it is a personal belief or judgement that is not founded on proof or certainty. So it can be based on a person's ideas(speculations and impagination) and thoughts towards something.

Dinho, what city is that in Indonesia? It might not be right to compare that city to Bacolod. Bacolod is one of the major cities of the Philippines (among the first 5 to 6 perhaps?).

Slick to ruin blue crabs habitat in EB Magalona

OIL slick particles were seen in the waters of EB Magalona town Saturday, posing a threat to its world-renowned blue crab industry.
The patches of oil sludge were seen two kilometers away from the shoreline of Sito Pasil in Barangay Latasan, and seven kilometers away from Barangay Tomongtong, Bantay Dagat coordinator Ruben Denaga Tuesday said.
These two barangays are the homes to the blue crabs. The town's blue crabs, (scientific name Portunus Pelagicus), locally known as "alimasag" and "kasag" was conferred People's Choice Award and $42,000 (about P2.1 million) in funding assistance by the World Bank.
The sludge, however, were no longer seen for two days since Sunday, as it is believed to have been washed towards the shores of Iloilo City, said Arsenio Palma, secretariat of Fisheries and Aquatic Resources Management Council (FarmC).
EB Magalona Mayor Alfonso Gamboa, on the other hand, theorized that the oil slick may have been washed due to the continuous heavy rains, where the water current from the town's two rivers, Bago and Malogo, washed it away from the coast.
The Bantay Dagat and FarmC, however, are not putting a let-up, as it regularly monitors the town's coastal areas, Denaga said.
Only 300,000 liters of bunker fuel have so far spread, there is still 2.4 million liters left in the tanker, which could spread anytime, Denaga said.
Since Sunday, the fishermen reported no sightings of oil slick, although there have been reports on Saturday that some caught fish, which smelled of oil, said Ariel Malunes, environment management specialist.
Meanwhile, the FarmC will hold a meeting this week with the fishermen to draft contingency measures in the event the oil slick appears again, Palma said.
Blue crabs
The blue crabs are widely available in the Visayan sea, but are believed to be most abundant in the town of EB Magalona.
Before the Blue Crab Fishing Ordinance, the fishermen were then using two forms of crabfishing: using gill nets (palubog), which catch even small crabs and fishes, and using crab pots (panggal), which only selectively catch adult crabs.
To promote responsible crab fishing, and to implement the ordinance passed by the Provincial Government of Negros Occidental, the municipal government of EB Magalona encouraged the fisher folk to use only the crab pots in crab fishing.
In May 2005, the town joined the Development Marketplace Competition of the World Bank.
Its entry, "An Alternative For Sustainable Use of our Blue Crab Resource" was cited the People's Choice Award and was given funding assistance.
The blue crabs grow best at 70 meters deep and can grow at 16.5 centimeters carapace width.
Of the 600 target beneficiaries, 300 fisher folk were benefited from the assistance.
"But this is not a dole-out, the fishermen have to return the 20 percent of the crab pots value and so the project is sustainable in itself, Malunes clarified.
Oil spill
Mayor Gamboa explained that since oil does not mix with water, its tendency is to stay afloat in the water, and not go down the seabed.
"As long as it stays in the middle of the sea, the better, because over time, and with the help of natural elements like wind, rain, and water current, the oil will naturally break down into carbon," he said.
He added that the problem occurs when it hits the shoreline or anything in its path, because it will stick into it and poison the area.
The fishes are less likely to be affected because it can swim away from the spillage, more likely, those which will be poisoned are shrimps, lobsters, crustaceans, and shellfish, he said.
The spillage will also affect our mangrove reforested areas and all the fishpens, he said.
Spill control
Gamboa expressed his worry in saying that "we are in a predicament now considering that we have no adequate technical equipment to salvage the sunken tanker."
The main problem, he said, is how to lift the tanker that sank 3,000 feet deep.
The use of "sorbent" materials like bagasse, rice straw, bamboo poles are relatively useless because the tanker is still leaking 2.4 million more of bunker oils.
He said the municipal government has no sophisticated equipment to contain the oil spill once it hit the town's coastal areas, and he can only warn residents in the event that it does.

LTO revenue collection reaches P310 M
Bacolod City also topped Iloilo in terms of revenues generated from vehicle registration with the former posting an P86.31 million collection compared to the P64.93 million of the latter.
There were 6,346 new vehicle registrations completed by the Bacolod LTO during the same period and 37,750 renewals, while Iloilo only has 2,488 new vehicles registered on top of the 28,402 licenses renewed, the semi-annual report noted.
Interestingly, the LTO figures showed Roxas City, capital of Capiz province, posted the highest number of new motor vehicles registered for the period at 7,251, while San Carlos City only has 98, with none in Barotac, Guimaras, Guimbal, Pontevedra, Passi City and Dumalag extension offices.

SM-Bacolod postpones October opening

THE SM-Bacolod has moved its target opening date from October to the middle of December this year.
This was disclosed by City Licenses and Permits Division Head Ardis Jaculina who also told Sun.Star Wednesday that the City is yet to install a one-stop-shop processing center for business permits for around 200 business locators inside the upcoming mega mall.
"As far as I know, SM-Bacolod will open on Dec. 16 this year and so we will be busy processing all the business permits for around 200 store outlets this coming October," Jaculina said.
Sources from the SM-Bacolod management, on the other hand, said the delay on the mall's opening was attributed to the interruption of construction works due to the rainy weather in Negros and Bacolod since January this year.
The past three weeks of raining brought about by typhoons "Inday" and "Juan" also affected the on-going works, the sources added.
Despite the slippage on the construction works, still the SM-Bacolod management is confident to have the mall opened by Dec. 16.
The SM-Bacolod is supposed to be opened to the public in mid-October in time of the Bacolod's Masskara Festival.

P130M shopping mall to rise on Capitol lot

A SHOPPING mall using the Divisoria-style concept will soon rise at a Capitol-owned lot, marking another change to the Bacolod City landscape.
This is the China Square Mall (CSM), which is a project of the Bacolod Capitol Hill Land Corporation (BCHLC) and the Provincial Government of Negros Occidental under a build-operate-transfer (BOT) scheme.
Both parties signed a 35-year-contract.
It is set to be constructed at a 7,000-sq. meter lot property of the province fronting the Negros Occidental Provincial Jail along Gatuslao Street in Bacolod.
The project construction, said BCHLC President William Ong, will start either late October or early November this year.
It is also expected to be completed September next year and will hold its grand opening before Masskara Festival 2007.
"It will cost P130 million," Ong said.
"Our purpose of constructing this mall is not to compete with the giants like Robinson's, Gaisano and the upcoming Shoe Mart but to provide the ordinary people a shopping place suited for their budget," he also said.
He said CSM will also be composed of a supermarket, boutiques, restaurants, park, and around 200 store outlets designed like sari-sari stores.
The project is also expected to employ about 1,500 Negrenses and Bacoleños.
As to the site rental, the BCHLC will be paying the province P2.52 million a year or at a rate of P30 per sq-meter per month.
And based on BOT contract, after 35 years, CSM will automatically be the property of the Provincial Government.
Meanwhile, after Friday's signing of memorandum of agreement (MOA) held at the Office of the Governor, the BCHLC immediately handed checks to Governor Joseph Marañon representing the one year advance and three months deposits for the lot rental.
BCHLC, on the other hand, is mulling to buy or rent the 4.5 hectares pala-pala lot property at the back of the Old Capitol as it also plans to construct a hotel and convention center in the area.

Kabankalan City Among Top Earners In WV
The city of Kabankalan outranked two urbanized cities and 13 others in Region 6 in net income, the Commission on Audit Financial Report for 2005 disclosed.
Kabankalan posted a net income of P109.52 million to rank 32nd among 117 cities in the country, a press release from the city government said.
The city's gross income amounted to P398,888,000, placing third after the cities of Bacolod and Iloilo. Kabankalan is the only component city in Western Visayas that made it to the ranks of urbanized cities of Iloilo and Bacolod, whose total assets hit the P1 billion mark at P1,246,833,000.
Kabankalan Mayor Pedro Zayco, Jr. said the city is "adhering to sound financial management to promote transparency and accountability."
The COA, meanwhile, has developed and institutionalized the new government accounting system in Kabankalan to ensure timely and accurate reports, the press release added..*

TeleTech sends students to the US
TELETECH sponsored the travel requirements of three high school students bound for the US through the American Field Service (AFS Intercultural Programs, one of world's largest community-based volunteer and international student exchange non-governmental organizations (NGOs).
Baldado, Cabrera, and Manlapaz, all residents of Bacolod City, were among the 36 scholars chosen to represent the Philippines.
This year, 6,000 applicants nationwide vied for the exclusive program.
The three students also met with Bacolod City Mayor Evelio Leonardia who congratulated them on behalf of the Bacolod City government.
TeleTech Senior Operations Manager, Alyce Cleofe, and Operations Support Manager, Jen Noquilla, were also present to meet and congratulate the students.

I really regret having voted for Lyndon Cana as a city councilor. He is so counter development. What would the government do with the old airport? It'd be better to have it sold since whatever the value of the old airport has already been compensated for with the construction of the new one in Silay. Besides, Negros will soon have more than five airports in just two provinces... so why keep the old airport which is already a hazard to the people of Bacolod.

They tried to copy the setting in other countries without considering that these coutries have rapid transit systems in their airports like Subways and bullet trains and High speed highways to lessen commute time. So IMHO the silay airport will have a long undesirable commute time for the people of bacolod.
But what can we do the project is already there...

I am sure there'll be a new bus route to the new airport. We cannot always just linger on the past and on our problems. What should be done is to think of how we can overcome this problems. Yes they don't complain since the aiport is already 30 some odd years and they got used to it over time but right now many people here in bacolod are feeling uneasy about the commute time becoz it is so far away... which also means that if the commute will take over an hour and very long then the domesitic airport in sincang may remain open for domestic use.
And unless they hasten the Highway project which is already 4 years then good but the problem is that they havent even manage to make about kilometer of the highway in four years.... shame
Despite the recent developments im not very happy it with becoz of how our officials are managing the funds and money. They are all so f**cking corrupt.
I'd be more happy to hear about small projects that are being done with less evidence of corruption on it...

actually i also feel uneasy about the silay airport project. imagine if ill take a flight going back to bacolod. maksaya lan gko ya jeep from airport going to tangub, ara na balay namon dayun. and it will only cost me 7.50 pesos! unless kung mag taxi ako, i bet it wont cost me more than 70.
pero now. ato na sa silay ang airport. malayo, pero i can see that the airport is far more better in terms of quality and standards.
so para sa akon, im willing to travelling bisan amo na kalayo, kung makita ko nga manami ang aton airport, kag para man ini sa growth and development sang syudad.

(international airport ni ha..) kalayo layo man gani sa city center. ato na ya sa border sang ciudad. dyutay pa jeepneys ga byahe sa laoag. kay mostly cales lang kag tricyle. ti pag puli ko pamanila tricycle ko 80pesos eh. international airport nga sila, kagamay naman. there are 8 airlines ga byahe didto. pero kagamay sang airport nila.. promise.

you can travel silay in less than 30 mins from bacolod. for me silay is a very good strategic location. the present domestic airport is not on a good location. just imagine ara sa tunga syudad ang airport mo ya. and we should think big not just bacolod alone. somehow layo man gid toud. pro ara lng na sa taho. people are never contented. people from silay-talisay never complained nga kalayo sa ila sa persent domestic airport haw? kag mas mayo ni gani ara sa Silay kay it will decongest bacolod and spur up new development in Silay and as a city in between talisay will develop too. we dont want bacolod to be like the other cities nga congested because the development is concentrated on the capital city lng. we wanna develop as a province and as a Negros Island. Negros Occ. and Or as Negrenses not devided cebuanos and illonggos.

what we really need is that the government would put a good transportation facilities in the metro. like the proposed north-terminal and south-terminal in bacolod. they need to push through that project fast. put more transportation facilities to linkup the Metro and the province and the also on the Oriental side. put more alternative routes, new roads and bridges within the Metro, the province and the Island.
easier said than done. to much politics we have in our country.

Well, to me i have different thing in mind... i don't want the development nga mag lapta lapta sa negros ang nami tani mag sugod tanan sa bacolod tapos ma spread pa gwa. Indi kay lapta lapta kay kalaway-ay sina nga strategy nga indi concentrated ang develepments.
Kay kun mag lapta lapta tanawa bala example isa ka buidling tapos humayan tapos isa naman ka building tapos maisan naman tapos buidling tapos katobohan tapos balay tapos kakahoyan tapos building naman. Ti lantawa bala anu na ya man kiningkoy na ya.
Ti kung mag amu na ang plastada pigaw ang negosyo kay ang establishments lapta lapta ang tao lapta lapta man.

for me, that why the new airport is in Silay City bcoz Bacolod spaces is for preparation of the future large establishments like high-rise buildings, commercial complex, & others. so, that is good na timprano pa nga daan sa gwa na ang airport of intl standard. look @ the other Phils Intl Airport its to far also how much in Bacolod that now is the Phils 4th metropolis & with Neg Occ province are fast growing of developments too.

what we really need is that the government would put a good transportation facilities in the metro. like the proposed north-terminal and south-terminal in bacolod. they need to push through that project fast. put more transportation facilities to linkup the Metro and the province and the also on the Oriental side. put more alternative routes, new roads and bridges within the Metro, the province and the Island.
easier said than done. to much politics we have in our country.

like the reclamation areas that i have big prospects too. look @ the another large mall will be rise soon @ the Capitol lot the China Square Mall, the Convention Center, & Civic Centre these 3 projects are owned by the Provincial Capitol. Another Jollibee Outlet To Open In Kabankalan City

Burger chain Jollibee will open its second outlet in Kabankalan City, Negros Occidental, on Thursday.
To drum up its opening, Jollibee staff, with their mascot, paid a courtesy call on Mayor Pedro Zayco Jr. at the City Hall yesterday.
The second Jollibee store is located at the Gaisano Mall in Kabankalan City, a press release from the food chain said. The Jollibee mascot had his picture taken with the city government employees' children, and the staff gave away discount coupons to Kabankalan personnel.
The opening and blessing rites are set at 7 a.m. with Zayco as guest of honor. The new Jollibee store has 54 seats and is located at the right side of the main lobby of Gaisano-Kabankalan, the press release added.
The first Jollibee store in Kabankalan was opened in May last year at Guanzon Street, and has since been one of the highest earners outside of Bacolod City.

'Pee' centers to compliment N. Occidental tourism campaign
TO IMPROVE tourism in the province, "pee" stops will be constructed in Bago and Himamaylan cities, and in the towns of Pontevedra, Hinigaran, and Binalbagan on August 10.
Negros Occidental Governor Joseph Marañon said the restrooms will be put up near the plaza or gasoline stations for the convenience of both local and foreign visitors.
It will also include a display stall of local delicacies and products to enhance the local industries and uplift the plight of small-scale entrepreneurs, Marañon said.
The restrooms, is a project of the Women in Travel who have lobbied for the support of the local government executives in the cities and municipalities for over a year.
Luci Lizares-Yunque, president of Women In Travel-Bacolod Chapter, said in her letter to Marañon that the project will help boost the Province's tourism industry especially among local and foreign tourists on a long-distance travel.
The support of the mayors is vital to the success of this project as one "pee stop" is estimated to cost P300,000, Marañon added.
"The project is expected to be self-sustaining, so it is up to our local government executives in maintaining these facilities," Marañon said.
Meanwhile, Marañon Friday met with the city and municipal mayors and private sectors to assess the tourism industry in the province.
The meeting drew consensus from the body on how to improve the tourism programs in Negros Occidental so as to be competitive with other provinces.
Marañon said it is the private businesses, which will "man" the improvements of our tourism industry, and that the government, for its part, will just complement these in terms of putting up the needed infrastructures.

Well, to me i have different thing in mind... i don't want the development nga mag lapta lapta sa negros ang nami tani mag sugod tanan sa bacolod tapos ma spread pa gwa. Indi kay lapta lapta kay kalaway-ay sina nga strategy nga indi concentrated ang develepments.
Kay kun mag lapta lapta tanawa bala example isa ka buidling tapos humayan tapos isa naman ka building tapos maisan naman tapos buidling tapos katobohan tapos balay tapos kakahoyan tapos building naman. Ti lantawa bala anu na ya man kiningkoy na ya.
Ti kung mag amu na ang plastada pigaw ang negosyo kay ang establishments lapta lapta ang tao lapta lapta man.

And Bacolod did have a plane crash less than a decade ago because the A320 could not compensate for the wind shear since our runway is too short.
In short, it is just too hazardous to maintain the old airport. The best thing they could do about it is to sell it off or develop it as a leisure facility with a marina and other facilities.

Kon may ara ngaa abi indi pero for download lang not as a background music. The site will be similar to dinagyang.com. indi lang parti sa festival but about bacolod's development projects, tourism, and of course, dining and entertainment.
by the way, if someone can provide a short write up about the festival, i would appreciate it. i can even spice it up with streams from youtube (kon may ma upload) also the music will be downloadable in this section.

Real planes cannot take off adequately in such a short distance to clear tall buildings. The only planes that could do that are those the we call the VTOL's and there are no passenger planes yet which could do a similar thing as a VTOL. Just recently, there was a plane crash at Blue Grass Airport in Kentucky because it took off from a very short runway. And Bacolod did have a plane crash less than a decade ago because the A320 could not compensate for the wind shear since our runway is too short.
In short, it is just too hazardous to maintain the old airport. The best thing they could do about it is to sell it off or develop it as a leisure facility with a marina and other facilities.

what i mean by compact is look at other cities... try looking in goggle earth and u will notice...
Compared to other cities Bacolod has lot of spaces in between developments which makes other establishments cut off and those establisments are cut off they stagnate.
Example often when u see a lot of big buildings in bacolod they surrounded by mini establishments 1-2 storeys... which is ugly unlike in other cities where there is big building after big buildng and the chain of establishments are compact.
The problem here in bacolod is ga lapta lapta ang mga establisments inid compact ang city ti amu na ang iban nga commercial district ta mga mall daw ghost town nalang.
Look at Lopues South Center, Robinsons Metro, St. Francis Mall, Mayfair Plaza, De la Rama Mall, kag many other mall try da bala sulod and you'll know.
The original airport is indeed hazardous to the skyline but there is hell of a lot open spaces within bacolod and we do not need to go as far as silay.
But it is already there lets just hope they make a good fast transit system to silay airport.

yup, i heard before what happened in the Sugarland Hotel. Sayang supposed to be i think 3 or more flrs? same also of Gaisano City supposed to be is high.
for now lets support to abolish in that airport. kay ga doubt pa ang mga Bacolod government kon e demolish or not. but for me i have a big faith to demolish & make them to an office or manufacturing spaces. then surely the St Francis Mall will be crowded also the Robinsons Metro if the contract of a call center will finish, & Lopues South Square.
imagine many commuters are ride there from Alijis, Pta Taytay, Singcang, Tangub, & Sum-ag unlike the Robinsons Place are only Mandalagan, Bata, & Banago but crowded of shoppers. especilly the Bacolod's premier night life is there the Goldefield Complex.

Remember what happened to PAL last time? it overshoot the runway due to miscalculations due to buildings that were obstacles in take off and landing (particularly, Sugarland Hotel was on the spotlight).
Anyway, if there are two airports, it'll be a burdeb for the part of the government and the taxpayers. Anyway, private planes can land at Silay. At least its much better if it'll be on a brand new airport, right?
Bacolod has lot more spaces to fill in and develop. Its not a nightmare for city planners and SimCity enthusiasts. :D

thats what i love about bacolod. even if ur not familiar with the place madali mag commute coz all jeeps converge at the city plaza. the same man sa traffic planning sa baguio. all jeeps converge at the burnham park. so even indi ako familiar sa place, nalibopt ko bilog nga baguio kay madali lang mag sakay sa jeep...
