British couple document Kabankalan tourist spots

BACOLOD City – A British couple visited recently the Mag-aso Falls and Balicaocao Highland Resort in Kabankalan City for a video shoot.

The visit of David and Hazel Andres Stuart was in connection with the Western Visayas Digital Video Documentary on Tourism Destinations, a project of the Department of Tourism Region 6 headed by Director Edwin Trompeta.

The British couple is engaged in production of video and film. Both are now semi-retired professionals residing in Iloilo City. Mr. Stuart is a former Bristish Broadcasting stringer and has received several awards in short documentary film.

The couple was welcomed by the Tourism and Information Center staff of Kabankalan City headed by its tourism chief Virgilio Gerongani.

The Western Visayas Digital Video Documentary will feature the attractions, services and facilities of the tourist destinations. This will ensure the competitiveness of Western Visayas in the domestic tourism market and help its tourism action plan 2010, said Trompeta.

Other places visited by the couple were the Rafael Salas Park in Guintubdan, La Carlota sugar mill and Sipalay City.

16 Governors Meet Today On Trans-Visayas Bridges
BY CARLA P. GOMEZ

The majority of the 16 governors of the Visayas and several Cabinet members are meeting at the Provincial Capitol in Bacolod City this afternoon to discuss the proposed Trans-Visayas Friendship Bridges linking the islands of Bohol, Mactan, Cebu, Leyte, Negros, Guimaras and Panay, Gov. Joseph Marañon said yesterday.
Expected at the meeting are Public Works and Highways Secretary Hermogenes Ebdane Jr., Secretary Romulo Neri of the National Economic Development Authority, Energy Secretary Raphael Lotilla and Silvestre Bello III -- Philippine Reclamation Authority general manager.
The meeting will be presided over by Bohol Gov. Erico Aumentado, national president of the League of Provinces of the Philippines. Marañon said Negros Occidental will present a video on the proposed bridge linking Negros and Panay islands that will serve as the gateway to the Visayas mega region.
This will accelerate eco and agri-tourism industries, potential investments and business opportunities, he said. The bridge is envisioned to look like the East Bay Bridge connecting San Francisco and Oakland, that accommodates 280,000 cars per day.Meanwhile, environmentalist-lawyer Antonio Oposa, who heads the Visayas Squadron, will give updates on the Guimaras oil spill during the meeting. Lt. Gen. Hermogenes Esperon, Armed Forces chief of Staff, will discuss the AFP program to promote cooperation between the military and the local government units in the Visayas.*CPG

Marapara Social Hall Inaugurated

The newly-renovated social hall of the Negros Occidental Golf and Country Club, Inc. was inaugurated in Barangay Bata, Bacolod City recently.

NOGCCI public relations consultant Henry Streegan said that the social hall will serve as a venue for different types of occasions such as conferences, meetings and reunions.

The NOGCCI will open the social hall to the public, while the rental for the venue varies on the occasion that will be held, he said.

Some schools have already booked the social hall for their various activities as well as the Rotary Club, he said, adding that the NOGCCI has shelled out P1.5 million for the renovation of the venue.

NOGCCI president Epifanio Torre led the event together former Bacolod Vice-Mayor Ramiro Garcia, who was the architect of the social hall's renovation. The NOGCCI golf course has served as the venue for different prestigious tournaments including the RP Amateur Open last year. *CIT

P10B needed to realize Negros-Panay bridge

* If approved and funded, the project is expected to be completed in three to four years

AT LEAST P10 billion or P1 billion per kilometer is needed for the proposed Negros-Panay Translink Bridge said Negros Occidental Governor Joseph Marañon Wednesday.

That is, if his preferred alternative route, which is from Tomongtong Point in Negros' E.B. Magalona town to San Juan Point in Banate town, Panay island is carried.

The Tomongtong-Banate route has an actual distance of 15.5 kilometers. However, the government can cut on cost for at least 5.5 kilometers, thus reducing the budget to only P10 billion instead of the P15.5 billion.

Marañon said the 5.5-kilometer distance will not cost as much because these portions are shallow and would not need as much materials as those in the deeper portions.

The proposal was presented Wednesday during a special meeting of the Visayas governors held at the Negros Occidental Governor's Conference Hall.

"The project is expected to be completed in three to four years, and considering the magnitude of the budget, it would need foreign assistance," Marañon also said.

Meanwhile, Marañon is also set to ask Bohol Governor Erico Aumentado, president of the League of Provinces of the Philippines, to request the National Government for foreign funding or access to foreign loans at a concessional rate should the proposed bridge push through.

The Negros-Panay bridge is part of the proposed Cebu-Negros-Panay (CNP) bridge aimed at physically linking these three islands and boost its tourism, trade, commerce and investments. It is a part of the Trans-Visayas bridges, which will link the islands of Bohol, Mactan, Cebu, Leyte, Negros, Guimaras, and Panay.

All these are under the Trans-Visayas-Mindanao Highway/Waterway Linkage, generally known as the Strong Republic Nautical Highway (SRNH) of the Mega Region project of President Gloria Macapagal-Arroyo.

The SRNH, connecting the islands of Luzon, Mindoro, Panay, Negros, and Mindanao, has enhanced the public access to goods and services aside from creating new and bigger markets for inter-island trade and tourism activities, Marañon said.

He backed his claims by presenting a data, which showed that Leyte and Panay islands constitute more than 60 percent share of the total cargo by seaports.

Leyte ranks first in passenger traffic, Aklan, Iloilo, and Negros Occidental are the most visited places in Western Visayas, while Cebu enjoys the lead in the distribution of travelers in Central Visayas.

Meanwhile, the Department of Public Works and Highways, (DPWH) also presented a separate proposal to construct a bridge connecting Panay and Guimaras island, and another connecting Guimaras and Negros island, Marañon said.

The Negros-Guimaras bridge, however, would cost a bigger budget compared to the proposed Negros-Panay bridge.

This as Negros to Guimaras is about 22 kilometers in distance while the route from Tomongtong Point in E.B. Magalona to San Juan Point, Banate in Panay island is only 15.5 kilometers.

As construction cost estimates is pegged at P1 billion per kilometer, the Tomongtong-Banate route, which can be cut by 5.5 kilometers, can be reduced to only P10 billion, as against the P20 billion needed for the Negros-Guimaras bridge, Marañon said.

A more accurate estimate would be disclosed after a feasibility study shall have been conducted, he said.

Marañon said the Banate-Tomongtong option is cheaper because both Banate and Tomongtong are less than three kilometers away from the national roads and will thus be more accessible to commuters.

Farfetched

"The Negros-Panay bridge seems a farfetched goal, but we have to start it now. If not now, then when? And if not us, who else will?" Marañon queried.

As a result, nine out of the 16 Visayas governors that came to the meeting agreed with the proposed project Wednesday.

These include Governors Salvacion Zaldivar-Perez of Antique, JC Rahman Nava of Guimaras, Neil Tupaz of Iloilo, Marañon of Neg. Occ., Erico Aumentado of Bohol, Gwendolyn Garcia of Cebu, George Arnaiz of Negros Oriental, Orlando Fua Sr. of Siquijor and Rogelio Espina of Biliran.

Presidential Adviser for Western Visayas Rafael Coscolluela, Philippine International Trading Corporation Chairman and President Roberto Pagdaganan, and Armed Forces of the Philippines Chief Hermogenes Esperon were also present.

Central Phils Island: World's richest marine biodiversity

IF THERE is something good that resulted from the oil spill, it's when people have focused their attention again to our marine resources.

So said Antonio Oposa of the Visayan Sea Squadron, who also advised the governors to be continually on alert even if the immediate danger in the Visayan sea has passed.

Oposa, an environmental lawyer, gave an update on oil spill crisis during a special meeting of the Visayas governors Wednesday held at the Negros Occidental Governor's Conference Hall.

The good news is that we have already located the sunken vessel, m/t solar 1, Oposa said.

Also, the Northeast monsoon (amihan) has washed away the spillage from the Visayan sea, as the Negros Bantay Dagat team has seen the oil sheen headed to Palawan, he added.

Oposa also said the government is set to declare the entire Visayan sea as a marine protected are, thereby enforcing Marine Conservation Law.

This as he said, based on a scientific study, the Visayan islands are considered home of the world's richest marine biodiversity.

Call centers explore
'areas of cooperation'
Executives of the four call centers operating in Bacolod City recently explored possible areas of cooperation and discussed common concerns during the joint conference with the IT Focus Team and the IT Schools Network of Negros Occidental.

Councilor Jocelle Batapa-Sigue, chairperson of the Bacolod City Information Technology Focus Team, said the meeting was held under the concept of an IT Council earlier proposed by Councilor Lyndon Caña, a press release from Batapa-Sigue's office said. Present were Jheanette Velandria, Teleperformance operations manager; Veeneth Iyengar and Michael Sendall, Teletech site director; Julie Gretchen Dizon and James Martin, Focus Communications site director and Fernando Gonzales, i-Solutions Outsource Asia president and manager, the press release said.

The locators primarily stressed the importance of a sustainable and competent human resource pool to address their regular need for call center agents, particularly costumer service and technical support representatives.

Also cited were the need for first-class hotel accommodation and internet access for their top level executives and international clients.

They also pointed out the security and safety of their personnel who work at night, as well as access to 24/7 public transportation, Batapa-Sigue said in the same press release.*

It would be nice to have some more five star and first class (4 star) hotels in Bacolod in addition to the two five star hotels and several 1st class hotels currently operating in the city. And I hope that somebody would be able to build a bigger five star hotel in the city since the two five star hotels in Bacolod are quite small.

Pagunsan 3rd placer in Brunei

Bacoleño Juvic Pagunsan carded a total of 212 to settle for a share of third place in the Brunei Open at the Empire Hotel and Country Club in Bandar Seri Begawan recently.

The 27-year-old Pagunsan shot a par 71 in the final round to finish as second runner-up together with American Anthony Kang and Rahil Gangjee of India, who booked a 69 and 68, respectively, in the last round.

Pagunsan fired three bogeys, but also registered the same number of bogeys in the final round to end up four strokes behind Taiwanese veteran Wang Ter-chang and David Gleeson of Australia.

It was a sub-par performance for Pagunsan in the last round after scoring a 66, 68 and 67 in the first three rounds to put him one shot off the lead in the earlier stages of the tournament.

The Bacolod hotshot could only par in the 17th and 18th holes of the final round Sunday after going five-under in the final two holes in the first three rounds of the $300,000 event. Pagunsan, who entered the tournament ranked 90th in the Asian Tour money list, jumped to 61st with his third place finish.

Pagunsan grabbed the 2005 Southeast Asian Games individual and team gold medals before turning pro last January. *CIT

^^ Before we think of more hotels lets us first think of the factors the will trigger the hotel boom... let us ask for that first before we ask for more hotels... What is the use of more five star hotels with no people in it??

Let us not focus on grandure like the usual bacolod mentality let us change and let us focus more on the fabric or the base that will hold the "BACOLOD ECONOMY" steady not just pa en-grandehanay lang pirmi kag pa nami2x pa sosyal2x..... lets focus more on sectors like industry, agriculture and commerce.. ;)

For me tourism will not fall on bacolod but on other cities like sipalay.. So we must focus on other things and not rely too much on tourism for bacolod...

Industrialisation IMHO is the thing we should strive for.. :D

We got lots of jobless people here and tourism and call centers only relieves a small chunk of it. We need to lure manufacturing investors here make our offers more lucrative.. So it is up the people in the government to do that...

Well, you are right about building up more industries and increasing commerce in the city. But hotel are an important part of business as well because they provide a room and food to investors who are planning to visit. If our Five star hotels are always full, then, it could affect their decisions as staying in an uncomfortable hotel could cause so much irritability and headaches. Hotels are not only for the tourists TJ.

for me, the one that needs a 5 star hotel is kabankalan considering its access to the south like sipalay-hinubaan beaches and other mountian resorts. but an airport should be made first in the south before a 5 star would push through.

i dont think its necessary for cities like san carlos sipalay, and kabankalan to have a 5-star hotel.. what it needs are at least clean and decent accomodations.

im afraid that 5-stars wont live long there, as of now. knowing for a fact that these glitzy 5-stars are very pricey. think of Shangrila, manila hotel, manila Penn. they're 5-stars. u think they can susteain long enough in kabankalan?

i doubt

Kabankalan maybe can able to put-up a 5-star hotel bcoz of its also to fast growing economics & others. but Bacolod also i think must needed too bcoz this is the Neg. Occ. gateway & capital city & also it is going to the promoting as a Phils metropolis.

Court To Order Airport Takeover

Kabankalan Regional Trial Court Judge Henry Arles yesterday said he is set to issue a writ of possession to enable the Sipalay City government to take over the airport of the defunct Maricalum Mining Corp.

Arles on Wednesday denied the petition of G Holdings Inc. to stop the Sipalay City government from expropriating 10-hectare property in Barangay San Jose, Sipalay.

Arles said a board to be created by the court will determine just compensation for the takeover of the property.

Gov. Joseph Marañon yesterday said the city government takeover is good news for the tourism industry of southern Negros.

I hope the mayor of Sipalay will act immediately to ensure the early operation of the airport, he said.

Sipalay Mayor Oscar Montilla yesterday said he is waiting for the writ of execution so action can be taken on the airport that will allow 20-seater airplanes to bring in tourists his resort.

Sipalay Tourism Officer Cristine Mansinares said there are seven beach resorts in Sipalay city, and the number of tourists visiting Sipalay have increased this year.

Sipalay tourists arrivals last year were 14,427 and in the first half of the year they increased to 15,292, she said. President Gloria Macapagal-Arroyo, in her recent state of the nation address, said she supports the bid of Sipalay City to re-open the airport to make destinations in the south easier for tourists to reach. She said Sipalay's resorts can become the next Boracay.*CPG

Their will also be a festival street party on the opening day, featuring the most colorful festivals of Negros Occidental.

Bacolod City is such a beautiful place... The last time i went to Bacolod was about a year ago, sadly i wasn't able to enjoy Bacolod's night life since i have to go back to Iloilo the next day... But i really like Bacolod, since i'm from Iloilo, i don't feel nostalgic in Bacolod bcoz' the culture of both cities are almost the same...

Bacolod Named 'Most Child-Friendly' City

BACOLOD City has recently topped the search for the "most child-friendly" city in the whole Western Visayas.

Sally Abelarde, newly-appointed Social Welfare Officer III of the City Social Services and Development Office, said Bacolod won in the highly urbanized category as announced by the regional technical working group committee Friday last week.

"We are very happy for the award. We did well in Region 6," said Abelarde.

She said the criteria include the planning and policy formulation, like the resource generation and resources given by the non-government organizations (NGOs), social services program and the community participation.

Bacolod City Mayor Evelio Leonardia, on the other hand, said that the welfare of the children in Bacolod is one of his top agenda as the local chief executive.

Leonardia said the City do not want the children to engage in illegal activities such as drugs, and gambling, among others.

For her part, City Councilor Ana Marie Palermo said the City's health workers are very child-friendly.

Palermo, chairman of the committee on laws, policies and good government, said they created the "Kahon ng Kalusugan" program and "Bantay Bata Corner", which is aimed to give comprehensive protection for children.

"The city government is doing its best to improve the program for children," Palermo said.

Palermo is the author of an ordinance which establishes the Bacolod City Barangay juvenile justice program.

Palermo said the ordinance aims to provide for rehabilitative measures, mechanisms, support programs and services for the diversion of children in conflict with the law.

The ordinance is also aimed at amending the provisions of Article 8, Sections 7 and 8 of the 2004 child, youth and family welfare and development code of Bacolod City.

Abelarde, in related interview, said that Bacolod will compete in the national level category, the awarding of which will be held on December 10 at the Malacañang Palace in Manila. (RLB)

Bacolod having been declared as the most-child friendly is a very good news for us. an exact opposite of the "Batang Negros" image our provice had around 20 years ago...

i hope that our local govet will continue to provide programs for the young, and the DSWD will also provide programs especially for the OSY's. Making them stay out of vices like drugs is a must.

It would be nice to have some more five star and first class (4 star) hotels in Bacolod in addition to the two five star hotels and several 1st class hotels currently operating in the city. And I hope that somebody would be able to build a bigger five star hotel in the city since the two five star hotels in Bacolod are quite small.

how is the L'fisher a 5 star hotel? under what agency's accreditation?
coz AFAIk, the only 5 star hotels in the vismin are:
(this could be outdated though as it does not include plantation bay and Ceub's Marriott)

Boracay's panoly resort (5 star resort)
Cebu's Shangri-la Mactan and Maribago blue waters (5 star resort)

even Cebu's Waterfront lahug and Davao's Marco Polo are only 4-star deluxe....

We had a very interesting discussion regarding this matter at some of Bacolod's previous threads. Casino Filipino was a 4 star hotel when it was operating under the name of Goldenfield Garden Hotel. Both hotels are five star hotels according to some foreign travel "bureau's". But according to the Philippine accreditation agency, both belong to first class hotel because of their small room capacities.

Hope this clears things up.

WawaY[625]
September 5th, 2006, 12:57 PM
its not just because of the small room capacity, AFAIk before a hotel gets accredited as 5 stars, it should pass requirements like # of restos and other facilities as well as services, ive stayed at L'fisher and it is definetly not 5 star..maybe 3 stars at best....(hey dont hate me ok, am only keeping it real .please understand)

You are confusing the classifications. If we are talking about the following ratings than both L'Fisher and Casino Filipino Hotel would not qualify as deluxe hotels due to their size.

Deluxe
First Class
Standard
Economy

If we are talking about the star rating, I know that both would belong to the 5 star category by virtue of their facilities, service, and the quality of their rooms and restaurants. I had been to a lot of 5 star hotels in the USA, Singapore, and a few in the Middle East and I think that they shouldn't have been considered 5 star hotels in the first place. L'Fisher is definitely several notches better than them and I heard this is also true for Casino Filipino Hotel.

Just a question, why are you Davaoenos so selfish that you have to make sure that no other city in the Visayas and Mindanao (except for Cebu) will even give a slight hint of improvement? First it was Graygy who did it and then another guy came into the picture, and now you?

WawaY[625]
September 5th, 2006, 01:37 PM
FYI i am gravy...

And no im not being selfish, in fact if you follow my posts, i post at CDO (my favorite place BTW), Zamboanga, Iloilo and even here (like when i appreciated SM bacolod's design). Why would i be upset if other places become progressive? Coz for me thats good news as there are a lot of places in the philippines to go to.I only post clarifications when forumers post outlandish, non-realistic issues..and no i dont bash them, i make clarifications, theres a difference

as to L'Fisher

...i was just asking how come L'fisher became 5 star when in fact it isnt..why are you so upset? Im just keeping it real (kumbaga walang lokohan) i say it as i see it, in fact i even found it funny (read my posts in the davao thread) that waterfront davao and royal mandaya were rated 5 stars by some phony reviewer when in fact they barely pass for 4 star..

So if i may have upset the bacoleno forumers, i apologize, like i said, i like to hear about developments all over the philippines, and im happy whenever i see one, but part of my monitoring the philippines progress is to be skeptical as to which is outlandish and which is real...

PS..

And why do you generalize davaoenos as such? (selfish) if i were to follow that type of thinking can i say all negrense forumers are outlandish posters? but i wont, coz its just you and oh well ritche (sometimes)

Bacolod forumers ask question lang ko. ang Rivson's Place gali sang una daw gamay pa man pagbakasyon koda kita ko daw nagdako, is that a supermart or a department store?

ang daming local shopping centers sa Bacolod. gapanguna gid ang Lopue's group mapatindog sila kono pinakadaku nga Lopue's mall dira.

also the China Square Mall the construction will be start on October & will be open on September 2007, also a local owned by the Provincial Capitol. parang Divisoria style daw in Manila. we have already a Divisora mall in Bacolod but only a small.

the Libra Mart are also the leading mart in Bacolod & NegOcc. Libra Mart Bacolod-Centroplex Mall, Libra Mart Bacolod-Libertad Town Center, Libra Mart Talisay City, Libra Mart Kabankalan City, Libra Mart Escalante City. that's all my list.

yung tanglad naman, it usually used as stuffing for the lechon manok. paired with sampalok leaves and salt

Negros Trade Fair goes to Rockwell

The Association of Negros Producers will hold its 21st Negros Trade Fair Sept. 22 to 26, at the Rockwell Tent in Makati City, a press release from ANP said.

This year's trade exposition theme is "Gifts of Life," and underlines the key role of the ANP as a business service organization and its mission to help build small to medium-sized enterprises in the province, with the end goal of helping generate employment, and contributing to a better economy for Negros, it said.

"ANP is a testimony that there is hope for displaced workers, and a chance at generating better employment for these workers," Olive Hofileña-Javier, operations manager of the ANP Showroom, said in the press release. The Negros Trade Fair will showcase the best creative output of 75 ANP producers, with the most unique and creative product designs on display, ranging from furniture and furnishings; gifts and novelty items, fashion accessories, food, basketry, garments and indigenous handicrafts.

Since 1988, the Negros Trade Fair has become an effective venue to promote Negros producers' quality handiwork, arts and crafts to the domestic and international markets in Europe, Asia, US, and Middle East, the press release added.*

i guess amo na ni nga ti-un ma puno ang Rockwell.

for those who have no idea Rockwell (or The PowerPlant Mall) is a high-end Class A mall in makati. as in daw gina langaw ang mall., kag supoer fashionable mga tawo da. just think of Lacoste, D&G, Ferragamo, Marlboro, Calvin Klein. these are just some of the brandnames nga ara sa rockwell. and very very few Filipino stores. I guess there no jolibee in rockwell.

ano nga hotel ang malapit sa paglaum complex man? dira na xa gina hiwat ang masskara? Inde lng mahal nga hotel ha plsssss. :)

collin, masskara route slightly changes every year. this year wala di pa na release ang streetdance routes. there are year that has performances in paglaum. there are years din.. (like last year) na wala.. what is definite is... araneta street lagi ang dinadaanan, and final judging area is the city plaza...

dont fret, though if u can get inside the plaza. this years scoring system for masskara is 50% from streetdance and 50% in plaza. at least u will now be guaranteed excellent dance performances kahit sa kalsada pa lang..

there are a lot of accomodations near the parade route.. try mo.. Bacolod Pension Plaza, or Check Inn Hotel. or King's Hotel.

these three may not be 3 or 4 stars but, hell yeah.. theyre just walking distance from the parade route.

sama ka pala sa amin sa Masskara Meet ng SSC ha!!! uwi din ako bacolod. eheh

Call Center try out in 5th district slated

THE Office of fifth district Rep. Ignacio T. Arroyo Jr., in coordination with the Technical Education and Skills Training Development Authority (Tesda), is set to conduct an interview and assessment for call center aspirants in the different localities in the 5th congressional district by third week of this month.

According to Arroyo the program is under the PGMA Training for Work Scholarship Project for the Business Process Outsourcing sector and is open to all qualified applicants from the localities of La Castellana, Moises Padilla, Isabela, Binalbagan, Hinigaran and Himamaylan City.

Applicants will be interviewed and assessed from each locality and will later be informed whether they passed or not.

Those qualified will be given by Tesda a scholarship certificate of P5,000 for the two weeks and a half training in any Tesda accredited computer schools in Bacolod City.

Arroyo pledged to shoulder the transportation expenses of the trainees from the district to Bacolod City and vice versa.

After training, the applicants will be referred to call centers for possible employment.

Arroyo said he is also planning to put up a training center for call center applicants in his district.

"It cannot be denied that a lot of businesses are sprouting in Bacolod and a number of jeepney, tricycle and trisikad operators, seeking business permits, is also growing," she added.

Jaculina said that it is a good indication of a blooming business climate in Bacolod.
This coming October, the CLPD is putting up a one-stop-shop processing center for business permits only for the 200 store applicants at SM-Bacolod in Reclamation area.

Jaculina disclosed that SM-Bacolod is set to open on Dec. 16.

Meanwhile, as to the business and regulatory fees' collection, Jaculina said her office was able to collect a total of P91,933,137.34 in the first quarter of this year or about P8.4 million increase compared to the same period of last year's P83,482,725.18.

NINE teams in two separate divisions are seeing action in the ongoing 1st Doc Eric Saratan Football Tournament at the University of Negros Occidental-Recoletos in Talisay City campus pitch, which reeled off Friday.

The tournament is organized by the Talisay Football Club headed by Prof. Ruben Clavecillas and is being staged in cooperation with the Talisay City Mayor's Office.

Teams seeing action in the Under-19 category are: Carlos Hilado Memorial State College, Atleta, Inocencio Ferrer School of Fisheries, UNO-R Talisay and Panton Malunsi.

In the open category, the squads entered are: Atleta, Panton Malunsi, Trangka and Doña Enrica.

Negros Occidental Football Association (Nofa) officials through deputy secretary Warren Concepcion, a former Talisay Football coach himself, lauded the staging of the 1st Doc Eric Saratan Football Tournament "as a positive sign for football activity in various municipalities and cities in the province".

He told Sun.Star Bacolod that the staging of different football events in the province serves to heighten interest in football prior to the staging in Bacolod City of the 2006 Asean Football Cup (formerly the Tiger Cup) scheduled on November 12 to 20 to be hosted by Nofa.

Nofa, headed by Rep. Carlos Cojuangco (4th district, Negros Occidental) is currently staging its 2006 Men's Open Provincial Championship which is scheduled to culminate on Sept. 16 with the finals match to be played at the Panaad Stadium pitch. It will also host the Visayas Regional finals of the Under-19 Adidas Cup competition to be participated in by teams from Cebu, Iloilo, Negros Oriental and the host team representing Nofa which is West Negros College, the team that topped the recently concluded Nofa Provincial U-19 championship.

The top two teams in the regional tournament will advance to the national U-19 finals slated later this year in Zamboanga City.

Bing: Gov't center will be our legacy

September 13, 2006

"The government center will not just be our legacy to the city but it is a gift to the great people of Bacolod which they so richly deserve," Bacolod Mayor Evelio Leonardia said at the signing of the P400 million loan agreement for the project yesterday.

'HONOR FOR LBP'

Romarate said the signing of the MOA will be recorded in the rich history of Bacolod, as one of the most important milestones and that being part of this big undertaking is an honor on the part of LBP.

NOT IN THEIR LIFETIME

Leonardia said they envision a three-storey building with a 11,900 square-meter space, with its own lagoon, and a park. He said it is going to be a very unique property because, together with the facilities that will be provided by the city government, they will be inviting all the other national agencies to also construct their offices there. If possible, they will provide them offices so the project will truly become a government center for Bacolod City and the rest of the province and the island.

FULL SPEED AHEAD

"I believe this is something Bacoleños truly deserve, that is why I am very happy that the members of the SP shared my vision. Now we can say that we are all going in the right direction," Leonardia added.

Gokongweis to put up P795M ethanol plant in Kabankalan City

September 13, 2006

FINDING a future on ethanol production in the country, the Gokongwei group is reportedly putting up a P795-million ethanol plant at the Southern Negros Development Corporation (Sonedco) in Kabankalan City, 92 kilometers south of Bacolod City.

This is aside from the Gokongweis' two on-going projects at Sonedco worth P2.543 billion. The projects include the installation of a new sugar refinery to be operational in October next year and the expansion of its existing refinery that is expected to be on stream by July 2007.

The new refinery costs P1.322 billion while the expansion of its existing facility has a budget allocation of P1.221 billion, a report from the DTI said.

Zayco said, "This is the answer to my plan a long time ago -- to make Kabankalan City a trade center of southern Negros."

Soon, Kabankalan will also have its own mini-airport for light cargo and passenger planes to be constructed at Barangay Hilamunan.

Hernandez, meanwhile, said the fuel ethanol project of JGSHI is designed to produce 100,000 liters daily of fuel grade anhydrous ethanol suitable for gasoline blending.

The first ethanol plant, however, is set to be constructed at San Carlos City as soon as the Ethanol Bill is passed in the Senate.

Mga taga-aton dira... Kamusta na kamo? Excited na siguro, ha? I can't wait to be there during the Masskara festival, since I haven't been home for over 20 yrs. Sigurado guid ko na sadya-sadya guid ini, even though I'll just be there for a week... OK lang... So my question is, do you guys know of a good cigar shop/store that carries good/quality Philippine cigars? Para maka relax-relax man na dutay, inom-inom kag cigar-cigar man na dutay... hehehe... Would really appreciate some sourcings. Thank you guid...

Would anybody from Bacolod here know how to set up a website with forums, albums, information for Bacolod? The one that was mentioned earlier wasn't started by a Negrense, so it would be to our disadvantage to use that one.

THE Regional Echo Seminar on Arnis Officiating was successfully held by the Department of Education (DepEd) under Regional Director Victoriano B. Toril Jr. and Physical Education and School Sports (PESS) Division Chief Edna B. Deriada.

This was in collaboration with the Western Visayas Technical Officiating Association (WVITOA) last September 7 to 9, 2006 at the Pana-ad Covered Gymnasium, Barangay Mansilingan, Bacolod City.

The purpose of the seminar was to orient PE teachers on Arnis officiating, update Arnis officials of the latest rules in sport Arnis, and enrich knowledge on the conduct of DepEd Arnis competition.

The seminar was attended by Division PESS/MAPEA/MSEP supervisors/coordinators, secondary PE teachers, and DepEd officials both in the elementary and secondary public and private schools in Western Visayas as well as few renowned arnis grandmasters from Negros Occidental.

The lecturers, who primarulky came from Iloilo City, were John S. Corona, Julius P. Pondaya, Neil L. Godilano, Jemmy T. Losano, April May G. Fama, Fernando A. Aloro, Geronimo Salmorin, Charlemagne B. Yabut, etc. Arnis Philippines (ArPi) Commissioners Randy Seneres (Iloilo Province) and Bonnie Celendro ( Iloilo City ) were the demonstrators of the basic skills of Arnis.

Covered topics include Arnis history, terminology, warm up, laban laro (full contact/sparring) and anyo (forms), sinawali, and officiating.

Arnis is the national martial art of the Philippines as recognized by the Filipino Government, previously governed nationally by the National Arnis Association of the Philippines (NARAPHIL) by then Chief of Staff Fabian Ver and today by the arnis Philippines under the leadership of its President Raymund Velayo.

Arnis is a generic term applied to the hundreds of traditions, forms, styles, and systems of Filipino Martial Arts (FMA), whether indigenous, eclectic, and foreign based, scattered all over the 7, 100 islands of the Philippine archipelago.

Arnis is a corrupted Spanish term which means “armor, mail, or protective bracelet.” When applied to FMA, it refers to one’s ability to defend oneself as if one is wearing an armor.

It is variously known as escrima/eskrima, baston, olisi, garrote, estoque, estokada, etc. in various parts of the country. Hon. Juan Miguel Zubiri had authored a bill that makes Arnis the National Sport of the Philippines.

In Negros Occidental, more prominent organizations working to preserve and/or propagate Arnis to different levels of the society include Negros Occidental Baston Federation (NOBF), Bacolod Negros Arnis Federation International (BNAFI), Inc.

Original Filipino Tapado Long Stick Fighting Association (OFTLSFA), Inc., Vasquez Modified Martial Arts International (VMMAI), Intercontinental Federation of Filipino Martial Arts Schools (IFFMAS), and Conceptual Martial Art Society (CMAS).

In Iloilo, Pons Seneres Arnis Association, Lightning Scientific Arnis, and Philippine Si-Su-Do Association are some of the propagators of Arnis.

Last July, 115 foreigners from 15 countries traveled to the Philippines to train in Arnis during the 3rd World FMA/Modern Arnis Festival last July 2006 in Tagaytay City, Cavite.

PRA head to help city on BREDCO

The Mayor left on an official trip to Sweden on Sept. 14 to attend the Study Visit Organizational Development Seminar, as part of the Consolidating Philippine Local Government Association Program of the Department of Interior and Local Government, from Sept. 14-28.

Leonardia said that among the issues he took up with Revilla is the fact that, according to the memorandum of agreement, the PRA should help the city in facilitating the titling of the ports. He said he has already discussed with City Legal Officer Allan Zamora the processing of the transfer of the titles of the ports and everything that is legal, especially so when the Sangguniang Panlungsod came up with a resolution asking the executive branch to have the titles of the ports transferred in the name of the city.

IN THE 16th century, a number of religious of the Augustinian province of Castille, moved by a special collective charisma, expressed their desire to live with renewed fervor, and according to new norms, the type of consecrated life which St. Augustine established in the Church.

Thus on the 5th of December 1588, during the Provincial chapter in Toledo, Spain, the Augustinian recollection was born. The life of the early Recollects were embodied in the “forma de Vivir” written by Fray Luis de Leon.

It stressed the intensification of contemplative and communitarian life and emphasized the strict observance of ascetic life.

In 1606, a group of recollects set sail to the Philippines to evangelize the people. Thus, from this time on until 2006, the Recollect presence in the Philippines and Asia has already reached the 400th year.

The religious history of Negros Occidental traces back to the arrival and administration of the Religious belonging to the Order of the Augustinian Recollects. The Augustinian Recollects have been in the country for already around 400 years. They set sail from Spain to Asia and particularly the Philippines. We have studied in our history classes that the Recollect Friars were the last religious order to come to our shores.

Shortly after taking charge of the other parishes left by the Jesuits, a few of the Recollects set sail to this island in the Visayas. Arriving with only 11 parishes existing, in few years time, they have more than tripled the number. It shows how zealous were the Recollect friars in evangelization and propagation of the Catholic faith.

They established the towns and parishes of Kabankalan, San Carlos , Binalbagan, Hinigaran, Bago, Sagay, La Carlota, Valladolid , Talisay and other small parishes in the island. The missionary zeal of the Recollects burned in every parish or town they established. They were not only concerned of the religious but were also involved in socio-political development.

Padre Fernando Cuenca was well-known of his contribution to the Province. He was responsible for the promotion of the sugar industry. With the help of carpenters, they have established the first hydraulic pressing mill for sugar.

He produced sugar out of the sugarcane. Having foreseen the dangers of mono-cropping in agriculture, he introduced also the propagation of several tuber crops, abaca and coffee. Being a physician, he helped the health problems of the province. He made his convento in Talisay as his clinic and successfully applied hydrotheraphy to his patients.

Another Recollect friar worthy of mention is Fr. Mauricio Ferrero. He was the Parish priest of Bacolod. During his presbyterate, he built the San Sebastian Cathedral, the Episcopal Palace, the Puerto San Juan (now the Provincial jail, according to Negros Historian Modesto Sa-onoy), the old City Hall, and the public plaza.

During the revolution of 1898, all the Friars were rounded up and incarcerated in Puerto San Juan. Only Fr. Cuenca and Fr. Ferrero were spared of all the humiliation subjected to the Friars. In 1900, all the Recollect Friars were ordered to leave Negros. All left, except Fr. Fernando Cuenca.

The exodus of the recollect Friars left the Negros Church in crisis. There were less native secular Priests. The Bishop of Jaro wrote the Papal Nuncio of his fear that the revolution in Negros would usher in Protestantism which would come with Americans. His fears materialized as Negros Oriental was really taken by Protestantism in 1901 with the coming of the Thomasites.

All over the country, the Philippine Mission had produced six most outstanding Recollects. They are: Fr. Rodrigo san Miguel, thereat Church and convent builder; Fr. Agustin de San Pedro, known in history as “El padre Capitan”; Fr. Diego Cera, builder of the famous bamboo-organ; Most Rev. Jose Aranguren, the first Recollect Archbishop of Manila; St. Ezekiel Moreno, the great missionary and Fr. Fernando Cuenca.

They are some of the contribution of the Order of the Augustinian recollect to the Men and women of the Roman Catholic Church.

Today, with the same zeal and fervor that moved the early recollect friars, The recollect religious of the Province of St. Ezekiel Moreno (Philippines, Taiwan and Africa) are not only concerned of their pastoral and missionary apostolates but are also involved in the educational and formation apostolates.

Continuing the legacy of the early recollects in the field of education, the recollect administer the following schools: University of San Jose Recoletos (Cebu); University of Negros Occidental–Recoletos (Bacolod and Talisay); San Sebastian College-Recoletos (Cavite and Manila); Colegio de Sto. Tomas-Recoletos (San Carlos City); San Pedro Academy (Negros Oriental).

Also to cope up with the need for more religious, the Order has established Formation Centers: Sto. Tomas de Villanueva-Recoletos Formation House (minor seminary); Casiciaco Recoletos Seminary (College); St. Ezekiel Moreno Novitiate–Recoletos; and Recoletos Formation Center (major seminary).

Answering also the pastoral and missionary calling of the Recollection, the St. Ezekiel Moreno community located in Brgy. Handumanan, Bacolod City has been established. It is a relocation and rehabilitation project initiated by UNO-Recoletos.

Squatters of Purok Katilingban in Brgy. 39,who were originally adopted by UNO-R for its community outreach project. Now, the whole project is run by the Recoletos Outreach Center (RESOURCE). The beneficiaries have been given socialized housing and livelihood skills training. The community is well equipped with a Day-Care Center, a first-class health center and a vocational training school.

So let us all be thankful of the growth of our Catholic faith to the Augustinian recollects. Let us celebrate with them their quadricentennial celebration which ha already been launched this year.

Ginpamasyal ko man lang ang mga kaabyan ko sa Bacolod kay gusto nila magtour sa Iloilo-Bacolod after our Council Meet that happened in Miag-ao. They've enjoyed it biskan gabinagyo at tha time.

Bidding process for new gov’t center questioned
By KARL G. OMBION

BACOLOD City – A flurry of questions concerning the bidding for a new government center here is being raised, less than a month after the city government inked with Land Bank of the Philippines a P400-million loan for the center’s construction, and barely a week after the Bids and Awards Committee chaired by City Administrator Lorendo Dilag published its invitation to bid.

Former Vice Mayor Ramiro “Chick” Garcia said that prior to the bidding invitation, city hall must first have a comprehensive plan for the new government center -- like engineering and architectural drawing plans, number of offices to be built and number of personnel to occupy the center, perspective drawing plan, site development plan, and the total costs estimate of the entire project based of fair market value
