MassKara: Bridge To The World

"Let us make the MassKara Festival our bridge to the world," Bacolod Mayor Evelio Leonardia said yesterday at the opening of the 27th MassKara Festival in Bacolod City.

The MassKara Festival officially opened yesterday with the raising of flags of the countries of Belgium, Finland, Germany, Japan, Laos, Netherlands, New Zealand, People's Republic of China, Switzerland, the United States and the Philippines.

Leonardia also said "We should remember that the MassKara Festival has become known not only in the Philippines, but to the rest of the world and has now been institutionalized." He said the festival has become an instrument that gave the city an identity.

Hotels, pension houses, inns now fully booked: CTO

AS expected, the Masskara Festival once again rendered the 44 hotels, pension houses and inns in Bacolod City fully booked as of press time Monday.

City Tourism Officer Imogene Kana-an confirmed the bookings Monday, adding that his office is conducting an inventory on some dormitories, which might be tapped in case additional visitors comes in the City for the Masskara highlights within next two weeks.

Although Kana-an cannot as yet ascertain the statistics for tourists this year, she is confident that this year's Masskara will boost the city's tourism arrival.

As for Mayor Evelio Leonardia, he said he still do not know the dignitaries, stars, among other VIPs (very important persons) coming in Bacolod for the Masskara.

"I still have to ask Councilor Dindo Ramos, chairman of this year's Charter Day, who his invited guest speaker is.

"As to the Masskara streetdancing highlights, I don't know who are coming. No one informed me yet," the mayor added.

Leonardia though expects that this year's Masskara will be better compared to the previous years.

"Every year, Masskara is getting better and better as everyone in Bacolod is struggling to excel and do better to make Masskara always a success," he said.

The mayor is also hoping that with the entry of various call centers in Bacolod, Masskara will be brought nearer anywhere in the world. (EASD)

and right now i answer approx 20 email inquiries about masskara everyday. hay i just hope that this is a good sign for bacolod

baw damo customer website ta gali!

may schoolmate here will go there to witness the Masskara. they will stay daw in hotel there. maybe nagpapareserve na sila before.

ako daw indi ko maka pang Masskara kay basi maka upod ko sa fieldtrip namon sa Cebu. but i'm not sure pa. excited man ko tani sa duwa ka adventures ba. if indi ko maka upod sa Cebu sbong sa next year compulsory gid nga maupod ko.

bernie.. na intriga ka? lolz i know the story behind pero wala ko lang gina pa gwa sa byahilo..

the group nga naga champion since year 2000 ang group sang pahanocoy, kag ang vilalmonte subong is one and the same. isa lng isa choreographer. si Panoy. isa lng ila designer sang ila mask. the same designer sang una sang lopue's.

sang nag grandslam na ang pahanocoy, panoy went to brgy villamonte. kag didto naman sya halos the same dancers. then last year nag grand slam sila.

this year. guess where are they. ehehehe ara sila sa brgy alijis. still the same costume designer and mask designer. pero more or less mas diverse ang ila dancers kay nag open sila auditions sa alijis kung sino gusto mag join.

i got this inside info from a friend nga former dancer man ni panoy kag choreographer naman subong.

btw, i might be going to the alijis dress rehearsals kung maabutan ko. usually its closed doors and by invitation only. sino gusto mag upod? hambala lang ako.

bernie i doubt if i can bring my video cam this year. di ko pa napaayos. perol ill get a copy of the video sa ABSCBN. i doubt if its legal nga i post sa youtube since its copyrighted.

and besides ill be bringing with me 2 cameras kaya medyo budlay ang mag lagaw lagaw for me damo dala.. aheheh pero mga images nga kuha ko.. some of them himuan ko slideshow kag i upload sa youtube.

Two consultants sent by the Spanish government arrived in Bacolod City yesterday to start the feasibility study for the city's Solid Waste Management Program.

Bacolod Mayor Evelio Leonardia welcomed the consultants and said their coming signals the beginning of the project for which he had sought the assistance of the Spanish government through its Embassy in Manila. Leonardia had signed the memorandum of agreement for the P14 million grant with Spanish Ambassador to the Philippines Ignacio Sagaz and Economic Counsellor Juan Miguel Cortez in Manila early this year which, he said, was a culmination of several months of negotiation.

Engineer Juan Lekube of Idom and environment consultant Dimas Ramos are in Bacolod to start the study, collate all existing information, and assess the status of the SWM in Bacolod. The grant will be given to the Spanish contractors, who will perform the job on the SWM project.

Bacolod is the only city in the Philippines given a P14 million grant by the Spanish Embassy for the project. The Spanish government has selected three recipients of the grant, namely China, Vietnam and the Philippines.

Lekube, the project leader, said they want to revise the existing SWM plan of the city in close cooperation with the city's technical department. They also came to prepare a feasibility study and produce the preliminary designs to build a new sanitary landfill and material recovery facilities for Bacolod, he said. All the documents they will produce will be comprehensive and in accordance with R.A. 9003 or the SWM Act, he added.

Lekube said the timeframe to develop all these documents and study is eight months and added that they want to finish the project as soon as possible. He said this is their first visit to Bacolod and they plan to make a couple more visits after they have revised the documents.

CONSULTANTS SURPRISED

He said they were surprised to discover that a lot of work has been done in Bacolod that will help in the development of high quality study and establish the basis for their documents. They have visited some sites where the potential sanitary landfill will be located because they want to carry out some geotechnical analysis of sites to decide which will be the best site, he added. Lekube said they also have to prepare the documents for the future bidding of the construction and operation of these structures since the budget does not include their construction.

ANOTHER INVESTMENT

Leonardia thanked Ambassador Sagaz and Counsellor Cortez for the project. "I believe we should welcome the project and consider it an investment," he said. He also appealed for the cooperation of the community.

City Administrator Lorendo Dilag said the project was consummated through the efforts of the Mayor, and because of his connection with Vince Locsin, a free lance economic development consultant and a former employee of the Spanish Embassy assigned at the Commercial Section.

HELP FROM BACOLEÑO

Locsin, a native of Bacolod who is now based in Manila, said the Spanish government has been offering official development assistance to the Philippine government for some time now.

In 2004, the Commercial Counsellor commissioned him to do a market study and assessment of SWM systems in the Philippines because they could see there was an area where they could assist Philippine local government units, he said. After the study was finalized and after he gave his recommendation, the Spanish Embassy saw there was a need for assistance and it was something they wanted to pioneer in because, when it comes to environmental expertise, Europe is way ahead of Asia and even Japan and South Korea, he added.

Locsin said that after Leonardia was informed that the Spanish Embassy had chosen Bacolod as its pilot project, the Mayor instantly flew to Manila and met with the Commercial Counsellor. He was the very first Mayor who discussed the project seriously with them, Locsin said. They were impressed, he said, so the Commercial Counsellor sent a technical team to do a site visit to see if it is true that Bacolod needs assistance in this field.

Locsin said that, after a long evaluation conducted in Spain, the Spanish government finally approved the proposal to give a technical assistance grant to Bacolod by the end of 2005.*CGS

SM Prime to build 4 new malls next yr

SM Prime Holdings Inc., the country’s largest shopping mall developer and operator, has earmarked P7 billion next year for the construction of four new malls and the expansion of SM Fairview and SM Cebu.

SM Prime president Hans Sy said the new malls will be constructed in Bacolod City; Baliwag, Bulacan; Taytay, Manila; and Muntinlupa.

Sy said the 2007 capital budget excludes land acquisition.

Jeffrey Lim, vice-president for finance of SM Prime, said the projects will be funded with a combination of borrowings and internally-generated cash.

SM Prime earlier said it intends to build four to five malls annually for the next three years in 14 locations including Marikina, Parañaque, Tarlac and Pangasinan.

SM Bacolod is slated for opening in the first quarter of next year.

The company opened last month SM City Lipa in Batangas, bringing the number of SM Prime’s malls to 27.

Launched earlier were SM Supercenter Pasig, SM City Sta. Rosa, SM City Clark, and SM Mall of Asia, the group’s biggest so far.

SM Prime expects its flagship Mall of Asia which opened in May, to help net profit rise by up to nine percent this year from 2005. Net profit is seen to reach P5.3 billion to P5.4 billion from P4.97 billion in 2005.

Mall of Asia, which was construted at a cost of P7 billion, will account for about two percent of net profit this year, and 10 percent of annual profits in the long-term.

Rental revenues from new malls and cinema ticket sales boosted SM Prime net profit in the first half of the year by nine percent to P2.6 billion from P2.4 billion in the same period last year. Total revenues grew 17 percent to P6.09 billion from P5.2 billion.

The Sy family was earlier reported to have acquired majority control of a 430-hectare property in Boracay Island. The Alba family who owns the property will retain a 30 percent stake.

Initial plans for the property include the establishment of another SM mall and a recreation area and a spa resort to cater to tourists visiting the island resort.

Why October 19? It's a holiday

OF ALL the dates in October, the City Government of Bacolod chose the 19th as the final date for the 13 contractors of the New Government Center to submit their respective designs and concept.

October 19 is a holiday in Bacolod, it being the city's Charter Day celebration.

Lopue's East, South Square and Lopue's Mandalagan are malls... though the layout is more similar to American malls than to Asian ones. The rest are just department stores and some are just supermarkets. Zyanz did not say that Lopue's Sagay and Lopue's Hinigaran are malls... so why were you asking?

any update about they say a biggest Lopue's Mall will be rise soon in Bacolod? also the Ayala Mall rise on the site of abandoned talisay city sugar central.

ang sa front of robinsons place nga building is a combination of hotel & hospital daw. that's true? if so, what is the name of that building?

and the Active Center or Trafalgar Square (i dont know if it is one).

bacause those small value stores of loupes were included in the Bacolod Malls banner(picture collection/photoessay).. remember..?. so i was just wondering..dont worry..cool it man..

How are the Masskara Festivities going? I'd love to go there, but I don't have enough finances to do so :(

More than 1,400 workers were asked to report and to continue working on the civil, structural, mechanical and engineering aspects of the airport project.

He also said that President Arroyo wanted to fast track the remaining construction works to beat the scheduled date of completion and opening on the first and second quarter of 2007.

Tan said Takinaka Itocho, a Japan-based contractor of the Silay airport, vowed to immediately replace the damaged generator set at the airport's powerhouse.

During the committee hearing at the Senate, Drilon said that of the P17.6 billion budget proposed by the DOTC, P2.712 billion was allotted for the New Iloilo Airport and P2.788 billion for the Silay airport.

"The rise of first-rate airports in Western Visayas that is compliant with international standards is crucial to the development of the country. This will boost our air transportation services, making the Philippines more accessible to the rest of the world," he added.

Meanwhile, the Silay airport site is now being secured about 30 members of the military elite force - the Scout Ranger Regiment Force. An augmentation unit from the Army's 11th and 61st Infantry Battalions in Negros Occidental was also sent.

Talisay to close dump site, readies solid waste program

TALISAY CITY, Negros Occidental -- To ease its garbage problem, the city government has launched a solid waste management program and announced that the dump site in Barangay Catabla will be shut down soon.
Mayor Anthony V. Lizares told reporters that a budget of P2.5 million has been approved for the construction of the materials recovery facility, a requirement under Republic Act no. 9003, or the solid waste management law.

In Bacolod City, several recycling centers and junk shops buy flattened cans, plastics, styropor, tetrapacks and other recyclable items; they provide income to those who responsibly segregate wastes.
Junk shops and recycling centers in Bacolod include Milabo Lopez Jaena and San Sebastian streets, Ma-Vill recycling center along Narra Extension in Barangay Villamonte, Kathy junk shop in Sto. Niño and Ini Aton Merchandise on Burgos and San Juan streets.

Some Historical Footnotes on the MASSKARA

JUST as Chairman Mao Tse Tung declared October 1 as "The Great Cultural Leap", Taiwan celebrating "Double 10" every October 10 and so does Bacolod celebrates the Masskara Festival on dates nearing its Charter Day October 19.

So, there we have it, the Bacolod Public Plaza and vicinities are crowded with all sorts of sprees and frolics. Having all the elements, Masskara is a "fiesta" and I wonder if fiestas in other Negros Cities and Municipalities are like this, too? I have not heard of a syndrome called "fiesta buff", we have "shopping", "window shopping" and "malling" in these commercial times. So, who would be interested in the frolics at the Plaza?

From a one-time experience then, I saw entrepreneurial and beer spirited people crowding the place; the hyper-acidic have to vomit right where they drink as the Plaza is crowded to run for cover. The sight, cigarette fumes and urine smell combined at our area then were nauseating, the socio-psycho history in me began to ask "what is the likely explanation for such mass crowding"? Could this be the concept-etymology of the word "mass"-kara?

Like the typical fiesta in other provinces, the Patron Saint seems to be the object; here it looks like liquors and pageantries in the guise of culture.

A classmate in the Graduate School was saying that Masskara was originally conceived as an occasion for mask designs participated by all Barangays of Bacolod City. The winning Barangay Mask Design will be funded by the City thru the Tourism Office for mass production then sold to markets abroad. Later, the contest evolved into street dancing and the Plaza converted into week-long business centers and beer garden. Such evolution is what we see now. When asked where my classmate got this information, the answer was her neighbor in their Barangay. I questioned the reliability of the source, of course, but partly thought it pertinent.

The context with which this conversation took place was in a lecture series organized by the U.P. Visayan Studies, in the mid-90s.

One of the lecture topics was “Interpreting Masskara” delivered by a public school teacher from here in Bacolod. I was pleased by the brevity of the lecture but the highlight was to glorify the Negrense ability to “Mask” economic depression with a smile. The lecture did not delve into the anatomy of defense mechanisms. The logic was to smile for tourism! I smiled, nevertheless, remembering Msgr. Gigi Gaston’s picture of the Mask, calling it “Yuhum sg Lapsi-on” (death paled smile). This may be a “literal” interpretation but the allusion is evidently far intellectual than hypocritical.

Back in College days, my professor in Society and Government used to satirized "fiesta" as vanity, emptiness and expenses then quoted Jose Rizal’s condemnation of such. Subsequently, he assigned us to read St. Augustine ’s “City of God ” as one grounds for socio-structural formation. In a capsule, the Augustinian treatise talked about social commonality towards national character. The professor gave us a quiz connecting the “City” with Iloilo ’s Dinagyang.

Dinagyang as a fiesta crowd gathering with the Sto. Niño icon as one base factor; patron saints appear to be the “national character” of the Filipino Fiesta. As an Ati-Atihan clone however, Dinagyang was a dismal failure.

“Vanity, emptiness and expenses” are difficult to quantify but the increase in student absenteeism and man-hour expenses on street cleaning as a consequence the following week, seems to be Jose Rizal revival.

Pit Bacolod Masskara with St. Augustine’s national character and Jose Rizal’s condemnation of the fiesta. With dust, puke, waste, urine, contribution to culture, education and income, how do we score?

Malas, di ko kakadto da subong pero at least ara ko da last year. KAAAAAAPPPPOOOOOYYYYY GUID!!! Naghalin kami sang friend ko sa Iloilo by 8AM thru Dumangas Ro-ro kay barato. Nag-abot by 9:30AM, sarado na ang Plaza. Napa-Rob kay didto naniaga upod sang mga classmates ko nga sembreak at that time. alas-dos, nakadto kami sa CityPlaza (yung mall bala sa tupad sang Plaza..nalipat ko name sina) dason naghulat asta alas-3. May mga artista kag media personalities pa ako nga nakitan. Nakaposisyon na kami sa dampi Araneta. Nabungol sa sound system sa likod ko, hehehe! Dason nagpuli kami dayon sa Iloilo by 5PM, last trip sang Weesam. Naglibot pa kami halin City Hall pakadto sa likod sang Catedral kay wala maagyan. Kapoy pero sulit sa experience.

IMO, i found last year's Masskara better than what I've witnessed 3 years earlier sa Paglaum Stadium. Maayo gani guinbalik nila sa Plaza ang main venue. Subong me ara na SM. Nice!

Enjoy kamo da. Bawi lang ako next year. Next October ukon next January sa amon.

South Africa eyeing investment in Negros

South African Ambassador Pieter Vermeulen said during the weekend that his country is considering the possibility of investing in Bacolod City, as well as, exploring the possibility of working together on some biofuel programs in Negros in the future.

Vermeulen and French Ambassador Gerard Chesnel were in Bacolod City during the weekend to take part in the raising of the flags of nations at the Bacolod Public Plaza Saturday. The rites involved another batch of 10 countries participating in the MassKara Festival which revolves around the theme "Masks of the World."

Gobalization is indeed happening in many different levels and one of the things that is tying the whole world together is the rush for fossil fuels, Vermeulen said. There is a global rush out there to develop biofuels, he said.
"You have a very strong sugar industry here and are running with some biofuel programs, just like in South Africa," Vermeulen said.

Mayor Evelio Leonardia said Bacolod is one of the first cities outside Manila visited by the ambassador. He said that, together with the City Council, they are expressing their interest to tie up with a city with similar circumstances as Bacolod in South Africa.

Leonardia said the Bacolod Society in America has also agreed to be the liaison of Bacolod in its sisterhood pact with the City of Long Beach, California. Long Beach is one of the five big cities of California, he said.
Meanwhile, Miss MassKara Vancouver 2007 Aleah Kaye Cepe joined the flag-raising rites Saturday at the Bacolod plaza, to represent Canada.

The flag-raising activity was followed by the international parade of masks, one of the highlights of the 27th MassKara Festival, where Canada was represented by Cepe. The parade marked the first Expats Day in Bacolod City.

PCCI: Bacolod named most business friendly

The Philippine Chamber of Commerce and Industries has announced that Bacolod City has been adjudged as the 2006 Most Business-Friendly Local Government Unit, City Category, for Visayas by the Philippine Business Conference Awards Committee.

Miguel Varela, 32nd PBC Awards Committee chairman, informed Mayor Evelio Leonardia yesterday that the awarding ceremonies will be held during the gala night of the Philippine Business Conference at the Manila Hotel Thursday with Vice President Noli de Castro, as the guest of honor.
Bacolod is one of the 28 cities in the whole Visayas region.

He said this was granted in the same way that Bacolod also won the Most Competitive City award from the Asian Institute of Management.
In the 2005 survey conducted by AIM, in cooperation with the USAID, the Asian Foundation and the German technical Cooperation, Bacolod had ranked number one in the Quality of Life and in Infrastructure.

The PBC award, which adopted the slogan "What's Good for the Citizenry is Good for Business," is a nationwide competition to select the most business-friendly LGU in the country.

Balo said the numerous national awards won by the city : the 2005 Most Competitive Medium-Sized City in the Philippines Award, 2005 Apolinario Mabini Award for Most Disabled Friendly City, and the ANVIL National Awards - for the One-Stop-Shop for business permit processing system, INSUMIX Program, supplemental feeding for school children, and the MassKara Festival as major tourism festival were also mentioned in the interview.

Also cited was the entry of SM City to Bacolod, the four call centers now operating in the city, as well as, the accreditation of the Philippine Economic Zone Authority of Information Technology zones and buildings in Bacolod and the plan of the biggest IT, the Convergys.

Bacolod named 'Football City'

The Sangguniang Panlungsod has unanimously approved a resolution declaring Bacolod as "Football City" from Oct. 23-Nov. 30.

"Hudyat Negrense: Putbol!" will drum up Bacolod's hosting of the Asian Football Federation Cup that will be staged from Nov. 12-20 at the Panaad Park and Stadium in Barangay Mansilingan.

NOFA president Rep. Charlie Cojuangco (4th District, Neg. Occ.), who requested for Bacolod to be declared as a football city, said that the launching is set to project the city and province as a conducive venue for international football events.

The launching of "Hudyat Negrense: Putbol!" will be held before the announcement of the MassKara streetdance competition winners on Sunday at the Bacolod public plaza.

Bais said that these football activities are expected to impact on the economic development of Bacolod, especially in the area of sports tourism, as they will project the city as a dependable host of international events.

“THE year 2006 is a great year for the City of Bacolod,” said Mayor Evelio Leonardia Thursday, as the city celebrated the 68th Charter Day Anniversary.

For one, investors like the call centers and the SM chain of department stores are now in Bacolod.

This is aside from the fact that Bacolod has been getting grants from the Spanish Embassy and is on its way of building a P400-million Government Center.

Leonardia said the Spanish Embassy gave P14 million to Bacolod as a feasibility study grant for the Solid Waste Management program. Only three countries were given such a grant, the others being China and Vietnam.

Bacolod is the grantee for the Philippines.

Leonardia said that before the year ends, the City would have started with the rehabilitation of the P54 million slaughterhouse project in Barangay Handumanan and the construction of the new Government Center.

He disclosed that the Land Bank of the Philippines (LBP) had already approved the City’s loan of P400-million for the new Government Center.

In terms of the new business processing outsourcing (BPO), Leonardia said that 800 people from Bacolod are now employed as call center agents.

Pangasinan Representative Mark Cojuangco (5th District) lauded the programs of the Leonardia administration. He was in Bacolod City Thursday as guest speaker in the Charter Day Anniversary at the Bays Center.

“Bacolod is really improving and so many investors want to expand their business in this city,” said Cojuangco.

Awardees

The highlight of the Charter Day Anniversary was the awarding of the City Government employees, the “Ang Banwahanon” awardees, and the Top Business Taxpayers of the Year.

This year’s Banwahanon Awardees were Alfredo Barcelona for business, Carlos Javellana and Luz Sia for community service, Ernesto Namin for medicine, and Manuel Puentevella for civic works.

For Corporation Category, the awardees included McJola Inc. (McDonald’s), Neo Food Corp. (Jollibee), GLP Foods Corp. (Jollibee), Marketing One Unlimited Inc. and Coca Cola Bottlers Philippines.

For Individual Category, the awardees were Orley Ong, Wilson Chong, Erwin Lim, Jose Ma. Cajili and Rogelio Sy.

For the Top 10 Realty Taxpayers for Corporations Category, the awardees included Coca Cola Bottlers Philippines, San Miguel Corporation, Robinsons Land Corporation, Bacolod Commercial & Industrial Park Corporation and SM Mega Holdings Inc.

For Individual categories are Luis Ong, Stephanie Ong, Belina Ong and Eusebio Chua.

Awards for Bacolod

In February 2006, Bacolod City was included in the Top 5 Most Competitive Cities in the Country (mid-sized category) in the Philippine Cities Competitiveness Ranking Project 2005 of the Asian Institute of Management and the German Technical Cooperation.

Leonardia said Bacolod City was awarded the Apolinario Mabini Awards as Local Government Unit category in2005. This award is given to individuals, groups and agencies that have made outstanding contributions to the wellness and rehabilitation of people with disabilities.

He added that Carmen Salazar, principal of Special Education (SPED) school in Bacolod received the Mabini Presidential Award for her contribution to the education of the disabled by authoring books for the blind, the deaf and the near-deaf.

The Bacolod City Police Office was a finalist in the 2004 Best CPOC Awards held in Makati City in April this year, he said.

Bacolod also won three Anvil Awards of Excellence for Insitutional and Corporate Programs from the Public Relations Society of the Philippines, he added.

Among these programs were the INSUMIX Feeding Program for preschool children and the elderly, the One-Stop-Shop Operations of the City Permits and Licensing Division, and the MassKara Festival 2005 for special events category.

Bacolod also won as the Most Business-Friendly City in the Visayas, adjudged by the Philippine Chamber of Commerce and Industry, from among the 28 cities in the region, the mayor said.

Bacolod also received “Gawad Pangulo sa Kapaligiran Award” special award for highly urbanized cities in consonance with the Clean and Green Project of the National Government.

The City is also second placer in the national search for the Best City Peace and Order Council Award while the Bacolod City Police Office (BCPO) was named the best police station in Region 6.

A very Happy Anniversary To Our City!

Bacolod City marks its 68th anniversary today. There will be parades, there will be celebrations all over town, there will be speeches and congratulatory messages from people who wish us well, as there had been in previous observances of this event.

But perhaps this one today, October 19, 2006, will be quite different from previous ones in that there is so much more for our people to celebrate and look forward to. We have several new businesses established recently, with more coming in. Our city has been blessed with so many awards and recognitions from prestigious national agencies, even foreign ones.

We have reconnected with sister cities from various parts of the world who have been generously assisting us in reaching our goals.

We have just recently been gifted with a generous donation by a philanthropic family who has made available to our city a five-hectare lot on which to construct the much longed-for City Government Center. We have also been granted the means for realizing it with an affordable loan package from the Development Bank of the Philippines.

Since the last celebration of our Charter Anniversary in 2005, our city has been bestowed such inspiring awards as the most child friendly, the most competitive, the best peace and order council, and the most business-friendly among others.

And we also have been blessed in our people, many of whom gained recognition for their accomplishments. Heading them is one of our very own, Antonio Meloto, who has not only cleared the horizon for the millions of squatter families in the country, but also brought further honors to our city by being chosen as one of this year's Magsaysay awardees.

Bacolod, therefore, has so much to be thankful for, and let us all work and pray that the Good Lord will always bless and protect us and our city.

51 schools sign-up for Unigames 2006
FIFTY one schools from various parts of the country have confirmed participation in the 2006 edition of the National University Games (Unigames) which is scheduled October 23-29 in Bacolod City hosted once again by the University of St. La Salle.

Contingents from Adamson University, Emilio Aguinaldo College, St. Louis University in Baguio and Holy Angel University in Pampanga arrived early Thursday becoming the earliest contingents to set foot for this year’s staging of the tertiary event, which is a brain child of former Commission on Higher Education (CHED) chairman Bro. Rolando R. Dizon, FSC.

Turning out to be the most widely contested event in this week-long competition so far is volleyball, which has already registered 27 teams in the men’s competition and 19 in the women’s side, according to Coach Malot Lozada of the USLS Varsity Sports Office.

Athletics has 21 teams in the men’s division and 15 in the women’s category while basketball has 18 in the men’s division and another 10 in the women’s side.

Thirty teams are competing in chess—16 men and 14 women; taekwondo has 20 men’s teams and 17 women’s teams; swimming has attracted 11 men’s teams and 5 women’s teams; sepak takraw has 5 participating teams; lawn tennis has 6 men’s teams and 5 women’s teams; table tennis has 11 men’s and another 8 in the women’s side while football will be contested by 14 men’s squads and another 6 in the women’s side.

Football, which is enjoying a high level of interest in anticipation of the 2006 Asean Football Cup (formerly Tiger Cup) qualifying matches slated November 12-20 at the Panaad Sports and Recreational Park in Barangay Mansilingan, will be played at the USLS and Paglaum Sports Complex pitch.

Negrense commissioner Ritchie Garcia of the Philippine Sports Commission (PSC) is the invited guest speaker during the opening ceremonies on Monday, October 23, 6 p.m. at the St. La Salle Coliseum.

Also invited to the opening rites are representative Monico O. Puentevella (lone district, Bacolod City), Bacolod Mayor evelio Leonardia, Governor Joseph Marañon, Bro. Roly Dizon, FSC and USLS president Bro. Gus Boquer, FSC. (HCV)

Mayor seeks support
to move city forward

Bacolod Mayor Evelio Leonardia yesterday asked for the support and cooperation of the Bacoloeños in order to make Bacolod move forward and become the most progressive city in the whole of the Visayas.

In his speech during the Charter Day program at the BAYS Center in Bacolod City, Leonardia said, "We have seen how our city has grown over the years and have seen the opportunities that have come our way, therefore, it is now within us to see to it that we continue this march towards progress and prosperity."

Barangay Alijis performed a big upset by bagging the championship in the MassKara Festival street and arena dance competition-open category yesterday in Bacolod City besting 17 other participants, after failing to land in the top three in the barangay category Saturday.

Alijis also won all special awards like best mask, best costume, call and response, best in concept and best choreography yesterday. It received a trophy and cash prize of P100,000 plus P5,000 for each of the special awards.

The choreographer, mask and costume designer of Brgy. Alijis is Segundo Jesus (Panoy)) Cabalcar, Jr., who was also the chorographer of last year's grand slam champion, Brgy. Villamonte.

Brg'y 23, winner, too

Barangay 23 bested 21 other performers Saturday in this year's barangay category of the MassKara Street and Arena Dance competition at the Bacolod Public Plaza and won the grand prize of P100,000 plus P5,000 each for Best in Concept and Choreography.

Brgy. 32 - first runner up, received P75,000, and Brgy. Singcang P50,000 as second runner up.

All received trophies as well.

Barangay 32 also won as Best in Costume, Barangay Singcang won as Best in Call and Response, while Barangay Handumanan was Best in Mask.

The Barangay 23 entry stood-out among other barangay performers with their lively performance, dance steps with influences of foreign folk dances including Chinese Pandan and Japanese Parasols.

9th Adobo Festival set in Silay

The Balay Negrense Museum, or the Don Victor Gaston y Fernandez House in Silay City, Negros Occidental will present the 9th Adobo Festival on Nov. 5, a press release from event organizers said.

The contest will feature original entries or interpretations of fried and true adobo recipes.

Eliminations will be held at the Balay Negrense on Oct. 28 to determine the eight finalists who will compete for the first to third best adobo recipes, to be featured in the 206 Adobo Cookbook, the press release said.

Renowned food specialist of the country will judge the contest which will start at 10 a.m. at the Balay Negrense compound. After the event, the public can enjoy a choice of 12 adobo dishes for lunch and shop in stalls selling specialties.

The competition will simultaneously launch the 1st Muscovado Best Recipe Contest.

With regards to Masskara, how was it? Not just the street dance itself, but the atmosphere of Bacolod as well.

SM-Bacolod opening moved anew in March

AGAIN, the opening of the Shoe Mart (SM) - Bacolod at the Reclamation area will be moved from December 16 this year to March 16 next year.

Ardis Jaculina, chief of City's Permits and Licensing Division said Monday.

This is the second time that the management of the giant mall postponed the opening date.

First, it was scheduled this October supposedly in time of the MassKara Festival.

But bad weather in the early part of the year caused some delays in the construction and SM management rescheduled it to Dec. 16.

Jaculina said by January next year the construction will be totally complete except for some interior items which will still be imported.

"That's why, the SM management asked for two more months to complete the installation of all the interior structures," Jaculina added.

He said SM advised that they will be moving the final opening date to March 16 next year.

"We were also instructed to start putting up a one-stop-shop processing center for business locators who wanted to do business or get shops at SM City-Bacolod. Around 200 shops are up for lease," Jaculina added.

Unigames to become Ched Unigames next year

STARTING on the 12th edition of the National University Games next year, the annual gathering of the athletes from the different colleges and universities all over the country will be known as the Commission of Higher Education (Ched) National University Games.

This was announced by founding chairperson Bro. Rolando Dizon, FSC during the opening ceremonies of the 11th Unigames held last Monday evening at the
University of St. La Salle Coliseum.

A battle between Lin-ay Sg Negros and MassKara Queen

REIGNING Lin-ay sg Negros 2006 Jan Nicole Puentevella and newly crowned MassKara Queen 2006 Angelique Robles will compete in the search for Miss Western Visayas Tourism to be held Saturday night at the WVSU Cultural Center, Lapaz, Iloilo City.

Puentevella who will represent the Province of Negros Occidental was crowned Lin-ay Sg Negros last April at the Panaad Stadium in Barangay Mansilingan, Bacolod City.

Masskara Queen 2006 Angelique Robles, on the other hand, was crowned last October 16 at the University of St. La Salle Coliseum. She will represent Bacolod City.

Cadiz ready for kasla production

THE City Government of Cadiz and the Metro Bacolod Chamber of Commerce and Industry (MBCCI) are now finalizing the plan to utilize 13,000 hectares of forestry land in the upland areas of Cadiz for jatropha curcas (locally known as kasla) plantation for bio fuel production in the future.

Cadiz City Mayor Salvador "Bading" Escalante Jr. said MBCCI is finalizing everything with its financier to proceed with its plan of converting the Cadiz upland areas into kasla production center.

Cadiz City port 23 percent complete

THE ongoing construction of the P195 million Cadiz City Commercial Port (CCCP) is now 23 percent complete, revealed Cadiz Mayor Salvador Escalante Jr. Thursday.
The mayor said he is hoping that by April next year, they can have the structure blessed and inaugurated.
It's completion will mean a change in Cadiz's economic landscape.

salamat nakabawi man ko nakita ko ang Alijis Masskara '06 champion dri sa iloilo nagperform bago lang. also the Babaylan festival. nami gali. and also the Lin-ay sang Negros '06 and Miss Masskara '06.

hahaha zyanz good for you naka kadto ka sa parade of festivals. ang mask sang alijis weighs aprrox 1.5 kilograms. imagine wearing that heavy headress under the heat of the sun.

ILOILO CITY -- Tourism Undersecretary Oscar Palabyab disclosed that Bacolod City will host the next Western Visayas Tourism Assembly.

Negros Occidental wins 8 awards at Region VI Tourism Assembly

Negros Occidental bagged three major awards at the First Regional Tourism Excellence Awards, a highlight of the Western Visayas Tourism Assembly, held at Sarabia Manor Hotel and Convention Center in Iloilo City recently, a Capitol press release said.

The awards went to Sagay City for its Sagay Marine Reserve as "Best Eco-Tourism Product"; Sipalay City as "Best Emerging Destination", and Bago City as "Best Tourism-Oriented Local Government Unit."

Teresita Lopez Jalandoni Provincial Hospital (TLJPH) - Silay City

Mayor Carlo V. Gamban and Vice Mayor Jay Jalandoni welcome the provincial officials led by Gov. Joseph Marañon and Vice Gov. Elpidio Zayco during the blessing of the Teresita Lopez Jalandoni Provincial Hospital (TLJPH) here Tuesday October 3, 2006.

The blessing coincided with the birthday of Teresita Lopez Jalandoni. The new provincial hospital sets in a 3-hectare property donated by the heirs of Teresita Lopez Jalandoni situated in the intersection of the national highway and Bangga Lantad, Silay City. The hospital 200 bed capacity hospital worth P162M, has a floor area of 7,000 square meters and equipped with the latest hospital equipments. In an interview Marañon said the new provincial hospital is a tertiary hospital unlike the one in Kabankalan and Cadiz cities that are secondary hospitals.
“The equipment that we have in the new provincial hospital is not really that complete yet but more donated equipment from abroad are coming. The transfer of the patients from the old provincial hospital will be done in 2 weeks time” Marañon said.
According to the Governor the inauguration is not finalized because the President has not yet accepted the invitation sent by the province. The groundbreaking was done on September 22, 2004 and the construction started on October 25, 2004 with the funds provided by the Provincial Government and Municipal Development Fund Office, Dept. of Finance through the Procurement Policy Loan. Rev. Fr. Felix Pasquin, parish of San Diego Pro Cathedral officiated the blessing assisted by Fr. Rayman Asoy and Fr. Eusebio Manaay.

Two memorandums of agreement were inked in China yesterday in the presence of President Gloria Macapagal Arroyo that will pave the way for the building of two ethanol plants in Negros Occidental estimated to cost $65 million (P3.237 billion) and are expected to create thousands of jobs, Rep. Ignacio Arroyo (Neg. Occ., 5th district) said.

Doors or lots are already almost fully reserved in SM(puno na gid) it will open it think sa march kuno.. Our shop will also open there... there are over 200 doors or lots in SM. Pa-una una naman ni ang jollibee kag mcdo haha pero laban una naman ang jollibee lakas daan ang jollibee sa SM.. hehe

FOR those who wanted to know how Silay's San Diego Parish Church, the only pro-Cathedral outside Manila, was established including its "ups and downs" for the past 230 years, they may now read this in a book.

Silay City parish priest Monsignor Felix Pasquin Friday announced that the launching of the 175-page book "Parokya Ni San Diego, 1176-2006" will be on November 11, 9 a.m. at the St. Teresitas Academy.

when i work outside i always make sure that every rights of my subject is upheld. even the right to privacy. thats why i always ask permission before i take photo.

in fact i have tons of pics people here, but i jaz cant release them anytime due to privacy issues.

and thats also the reason why its hard to take photos of squatters here in manila. many of them are aloof, and are kinda afraid when they get to see cameras.

I think you can only sell chinese products at the proposed 888 mall (china square mall). I'm not sure though...

BACOLOD CITY---President Gloria Macapagal-Arroyo said today the Philippines enjoys a competitive edge in tourism and now is the best time for investors to pour money into the sector.
In her keynote address at the 16th Vice Mayors League of the Philippines (VMLP) National Convention at the Bacolod Convention Plaza Hotel, the President stressed that like the information and communication technology industry, tourism offers great potential because of the country’s natural beauty and its people.
"Let us have more investments in tourism. It is a good time to make direct investments in tourism," she said.
She cited as strong incentives to investments in tourism the prevailing interest rates, which are lowest in 30 years, strong peso, bullish stock market and the budget deficit that is now under control.
As a result of renewed confidence of the international financial community in the country, the Japan Rating Agency has upgraded the country's rating from negative to stable.
"These are parts of the fruits of fiscal and economic reforms" that her administration has instituted despite strong opposition coming from her usual critics, the President said.
She said the positive developments in the economy and fiscal position are solid inducements to businessmen to invest in the country, particularly in the tourism sector.
The Chief Executive also commended the local governments represented by the VMLP for their contribution to the improvement of the economy.
She likewise congratulated Sipalay City and Negros Occidental for having been adjudged the most outstanding tourist destinations during the Convention of Women in Travel.Negros Occidental, she said, is known for its beautiful beaches and other tourist attractions.
"Invest in more rooms and convention facilities to fulfill your tourism potential. There is in this province that tourism potential," she exhorted local businessmen.
Tourism, one of the country’s top dollar earners, is among the key programs that the government expects to help generate six to 10 million jobs by 2010.

Chinese firm on plans to use local materials, workers too

Bacolod City – After the momentous signing of the two memoranda for the plans of Chinese investors to build not just one but two ethanol plants in this province, good news doesn’t stop pouring when these Chinese investors are firm to use local materials as well as tap local workers to do the project.

5th District Representative Ignacio Arroyo Jr. who was also present during the signing of the MOA confirmed this in a press statement.

The solon further said that China CAMC Engineering Limited and B.M. SB Integrated Biofuels Company and Negros Southern Integrated Biofuels Company is set to sign the final contract by the end of this year in time for the expected signing of the Bioethanol Bill by Congress and the Office of the President....

US hospital shuns WNC nursing grads: Baldago

PROFESSIONAL Regulatory Commission (PRC) Western Visayas Director Lily Ann Baldago revealed last Saturday that a hospital in Bronx, New York is rejecting West Negros College nursing graduates.

"A very close friend of mine who is a nurse in a hospital in Bronx, told me that nurses from WNC are banned from working there after they received news about these graduates," she said during an interview.

Baldago was initially asked about the number of board exam repeaters in the region. After revealing the names of the schools, she was asked if there's a WNC nursing graduate who took the exam here and she said none...

IN MY hometown of Silay City, at the junction of Golez (formerly Mckinley) and Cinco de Noviembre Streets, lies the historical marker commemorating that momentous uprising of the Silaynons led by Nicolas Golez, Melecio Severino, Olympia Severino, Timoteo Unson, Vicente Gamboa, and Leandro Locsin against Spanish rule in Negros Occidental.

On that historic date, November 5, 1898, the Silaynons simultaneously rose in revolt together with the Taliseños and the Bagoeños, under the command of Generals Aniceto Lacson and Juan Araneta, respectively.

At that precise spot where the marker now stands was the location of Leandro Locsin's botica where the Silaynon revolucionarios assembled on the fateful day.

The rest is history. That street which stretches from Antonio Luna in the north to Figueroa Street in the south bears that historic date for its name since then.

Silay in fact has been dubbed as the "Cradle of the Negros Uprising. Both Talisay and Bago have their own respective monuments to venerate the heroism of the Negros revolutionaries.

But what makes the Silay monument unique is the authentic Spanish colonial-era cannon, which forms part of the memorial.

This vintage cannon was donated to the City of Silay some time in the latter part of the year 2000 by a scion of the prominent Gaston Family, Mr. Claudio G. Akol, Jr. (a.k.a. Tito Claudito), a dyed-in-the-wool Silaynon whose only motivation in donating that priceless antique to the city of his birth was to initiate the building of a shrine in Silay City which will honor the bravery of its native sons during that uprising.

Silay, unlike Talisay and Bago, had no "Cinco de Noviembre" memorial of its own at that time.

Several issues back, I wrote about how Tito Claudito lamented the manner by which his cannon was shabbily displayed thereat. Well, last Saturday, November 4, 2006, I happened to bike all the way to Silay and while I made my rounds of the streets I used to haunt, I ultimately reached the "Cinco de Noviembre Memorial." I must admit that I was curious to see what happened to Tito Claudito's cannon.

And as I approached the shrine, lo and behold, the cannon was already placed on top of a concrete replica of a Spanish man-of-war cannon mounted on a four-wheeled cart. Boy, was I floored at the site of that aesthetic and artistic representation of a cannon mount, which was definitely much better than its previous steel frame mount. And upon its front base, the name of Tito Claudito as its donor was proudly emblazoned.

Thus, in my excitement immediately upon my arrival at home, I instantly called my "kumpare" Yves J. Akol to tell him the good news about Tito Claudito's cannon and how the city government of Silay had taken steps to give it the representation befitting its historical value. I even proudly proclaimed to my "kumpare" -- MISSION ACCOMPLISHED! They must have surely read the article I previously wrote about his dad's cannon.

Yet, in the course of our conversation, my "Kumpare" Yves jokingly retorted that while their family is grateful to the administration of Mayor Gamban for what they have done to the cannon, the mount he however noted is not the accurate representation of what it should have been.

He pointed out that the proper mount should have been a two-wheeled cart, the cannon having been used as an artillery piece by land infantry forces and not the naval representation of a smaller four-wheeled cart of a Spanish man-of-war. Oh well, only an ardent history buff can take note of that flaw. But nonetheless, a cart is a cart. And a cannon is still a cannon. Nobody could tell the difference unless he is a history buff himself. But they are few. So what the heck! At least the cannon looks pretty much imperial on its new mount, in fairness. Thanks to Mayor Gamban!

So now Tito Claudito could heave a sigh of relief. While the rest of Negros could collectively shout -- VIVA CINCO DE NOVIEMBRE! Funny but it seems that only the Cities of Silay, Talisay, and Bago marked the event while the rest of the entire province was relatively quiet. Isn't November 5 supposed to be Negros Day?

LET it be known that the "Movimiento de Cinco de Noviembre, 1898" (November 5, 1898 Movement) is not about Generals Juan Araneta and Aniceto Lacson. In the Actas Del Gobierno Revolucionario de Negros Occidental (The Revolutionary Government of Negros Act), a Severino was there, Don Melecio Severino who proposed the election of officials, they were:

President -- Aniceto Lacson
Delegate of War -- Juan Araneta
Delegate of Hacienda -- Eusebio Luzuriaga
Delegate of Government -- Simon Lizares
Delegate of Development -- Nicolas Golez
Delegate of Justice -- Antonio Jayme
Delegate of Agriculture and Commerce -- Agustin Amonabar
Secretary -- Melecio Severino
Sub-Secretary -- Fortunato Hugo
Military Commander -- Rafael Ramos

These officials have the means to be formally educated, thus the enlightened class who can afford to construct monuments and the political networks to name streets in their honor.

We must never forget, however, that without the countless participation of hacienda (sugar farm) workers, it is impossible to launch an attack leading to the surrender of the Spanish Casadores Colonel Isidro de Castro on November 6, 1898 (Bacolod Public Plaza was named, thus) and the last Spanish flag was folded on November 8, 1898, never to fly again in Negros.

It is unfortunate, that not a single monument was ever dedicated to their memories, not a single street or purok down south was named after the sunburned "terrorista" Dionisio "Papa Isio" Magbuelas.

At least, Lapu-Lapu has a fish and a Cebuano City. Perhaps, this humble essay can be an eulogy of some sort, these "little people" deserved.

A revolution is to overthrow existing social order, violent or otherwise. Where do we place the Negros Revolution of November 5, 1898? In the first place, the first act of President Aniceto Lacson was to telegram the Malolos-based Emilio Aguinaldo government about the victory and proclamation, but never asked for instructions.

The Agoncillo-Constantino interpretation is that the hacienderos never trusted the "radical" Aguinaldo ever since.

His revolutionary feats are destructive to their properties. Besides, Ilonggo scholar, Dr. Cecile Locsin-Nava further concluded that the Aguinaldo Government cannot guarantee a market for sugar anyway.

So, on November 12, 1898, a week after the proclamation, aware that the American Cruiser Charlston was docked in Iloilo, the movement eventually hoisted the American flag at the Bacolod City Hall, perhaps among the first in the country to express public display of American affection.

The Babaylanes led by Papa Isio who was to contend with hunger, poverty, criminal consequences and their longing for the "kaginhawaan" (salvation) had the bravery to burn haciendas with foreign conspiracy. Hoisting an American flag is an abomination!

What came out of this Cinco de Noviembre Revolution? The Malolos Government pressured loyalty, the Babaylanes were a hostile threat, Spanish revenge is still a possibility (Lacson, Araneta, et al, got amakan canons) and the Americans are shrewd enough to recognize the Philippines depending on the signing of the December 18, 1898 Treaty of Paris, US$ 20 Million for Spain and the Filipinos were not even invited to attend the signing.

This needs re-thinking. Cinco de Noviembre is an ideological vacuum and a market dependency.

Kabankalan wins GPK competition

The City of Kabankalan in Negros Occidental again won in the Gawad Pangulo sa Kapaligiran 2006 contest of the Department of the Interior and Local Government Office, a press release from the city said.

It's because i thought he hasn't been to Mindanao and Davao in particular that all he could mutter for it is to be a place where muslims dominate and we know how people outside of Mindanao shun it for this reason. Well, like I said he'd better get some education and learn to be sensitive to issues that have been a bone of contention since eons ago. I just realized though that he didn't mean to denegrate the muslim sect and it was just a matter of not handling the language so well. I'm sorry for chastizing him here for his slip up, I know he is one with a good heart and so loyal to his hometown just like you and me.

Peace Zyans! There is more to learn for a young man like you. This forum (SSC) could be your good ticket to it.

peace to all. i miss bacolod so much. 2 weeks pa lng ako naka halin sa bacolod. and imiss my hometown again. ive been craving for calea cheesecakes since i left there, i ve also been craving for the Aida's inasal and the Pendy's napoleones.

actually nag pa order na ko isang blueberry cheesecake from calea. as in 1 whole cake ipa eroplano ko by christmas.

hayyyyyyyyyyyy bacolod. its still 2 months before i can go back there.

PATAG PAGE @ SILAY CITY

The maiden mountains of Patag in Silay City are among the world’s age-old treasures. Naturally decorated with diverse forms of life, like the indigenous tree species, giant ferns, wild flowers in bloom, plus hundreds of gushing rivers. Patag is considered as one of the few remaining forest stands in the Island of Negros. Encompassing 1,330 hectares of forest lands, rolling hills and lush vegetation in the terrain, the entire area comprises the North Negros Forest Reserve, which is among the province’s 4.77 percent remaining cover.

Patag is world-famous for its historical significance. During the World War II, its virgin forests served as the last stronghold of the Japanese Imperial Army in Negros Island. More than a hundred families of Japanese soldiers and civilians walked long hours, all the way from Guimbalaon to Patag, braving rains from above and rains from high-caliber artilleries of the allied forces, to take refuge in the forest. Thousands of Japanese were killed in the battle, others died of epidemic disease especially the wives and children.

When the war was drawing towards its end and after months of hiding and resistance, Japanese survivors of the World War and their Filipino families surrendered in May 1945.

Residents claim to have found remains of the Japanese soldiers in shallow graves. War equipment and artifacts are scattered all over the area. A remarkable reminder of the ferocity of war. . . a manifestation of the patriotism of unsung Japanese heroes who shed blood for the Land of the Rising Sun.

Countless man-made caves and foxholes used as hide-out during air raids have also been found everywhere in the forests. Even until now.

In 1959, a decade and a half after the war, a Rest Settlement for tuberculosis patients was constructed through the efforts of Senator Jose Locsin, a native of Silay City. Situated near the site of the Japanese Cemetery, the hospital was operated in 1961 as rehabilitation center for some TB patients until 1970. Immediately after the patients were returned to their homes, the center accommodated some 25 mentally-ill patients from Manila who were under rehabilitation.

A year after, the operation stopped due to lack of financial support from the government. The Rest Settlement in Patag was the first provincial rehabilitation center of the national government. It housed patients from Negros and neighboring islands.

Presently, the dilapidated hospital building serves as accommodation center for visitors who come to take a glimpse of Patag’s historical contribution through well-preserved caves and dug-outs, and war artifacts kept therein. . . or mountain lovers who take time out to trek the last frontiers.

Unknown to many, Patag is not only rich in historical value and famous for its mountain peaks. It features several natural scenic spots distinct from the rest, only found in the midst of Patag’s wilderness.

A few kilometers away from the hospital is the giant Pulang Tubig Waterfall that drops 80 meters from atop, a powerful shower of cold water affluently distributed to rivers and creeks. Old folks believe that blood of Japanese soldiers killed during the war oozed from the peak of Pulang Tubig that descended along the waterflow. Another version tells that slightly red colors in the river stones are caused by the sulfuric reaction. The legendary Pulang Tubig, however, is all-white and crystal-clear. There is one living fact about the waterfall; the glorious sight of stout, bubbling overflow of water oozing from the highest elicits a truly surprising reaction from the visitors – of a profound feeling.

In the mountains of Patag lie hundreds of waterfalls some are naturally hidden in unexplored rainforest. Frequently visited are the waterfalls of Malisbog and Dumalabdab, an hour-less walk from the old hospital.

Gifted with countless springs, cold, hot and miraculous, these water sources have multiple uses for the residents as well as transients. Of the sixteen discovered springs, two are thermal, three are acidic or vinegar-tasting and three more springs are believed to have cured minor illness and skin disorders.

An aerial view from the Sirab peak, where an intense heat and drought in the lowlands burned of old growth trees in 1987, is the Sulfatara, with steam of hot water, an eight hour walk from the barangay proper. The crater spews fire on occasion. Another sulphur deposit nearer to the poblacion is the Sulfatara Gamay, only a five-hour hike.

Few meters away from the site of Sulfatara main are natural rock formations the local folks call, Pandong Bato. These gigantic boulders are well-arranged sheds made of rocks that can shelter 20 people. It is said that pre-historic upheaval caused these boulders to roll and fall into their present positions.

Certainly among the finest sceneries in the tranquil jungle of Patag is the overwhelming Tinagong Dagat. It is embraced by the luscious, flourishing trees and shrubs, fully-carpeted with mosses comparable to the soft, comforting cushions. This famous attraction, according to scientists, was once a volcano which erupted in the 18th century. It sometimes raises to as high as three feet but there are instances when water ebbs and becomes dry for a season. This hidden natural pool is enveloped with mysteries awaiting to be unfold. In this truly charming paradise, one can only fill his eyes and heart up to the limit.

The enigmatic tale of Patag is further manifested by the enchanting natural basin called Kawa-Kawa where waters stays during summer and dries up in the rainy season. Encircled by tall pines and native trees, the natural basin is half a hectare wide and measures even up to eight meters deep.

Like the sky cables in other countries, Patag is so far the only upland area with a modest skyline to boast which helps transport local folks and visitors from one mountain to the other in a matter of seconds. There are two manually operated skylines, once used to transport logs in the ‘70s. The breathtaking skyline ride, for mountain trekkers, is a 25-second experience of thrill and excitement. . . a lifetime chance to soar height.

Another distinction exclusively found in Patag is the endangered wildlife almost nearing extinction. Among the diminishing species housed in the forest are the Philippine Spotted Deer, endemic only in Negros and Panay, the Bleeding Heart Pigeon, the Visayan Warty Pig, indigenous and dipterocarp trees plus a long list of native birds.

The existence of these endangered species could have become a lifeless picture landed in the pages of history with the massive devastation of Negros forest in the recent years.

The alarming scenario of forest denudation in the whole world, however, did not totally transform Patag into oblivion. It was not exempted though, from the hands of treacherous elements in the society. Logging concession in Patag began in the later part of 1950s and took a halt in the’90s. Patag has nevertheless maintained a large portion of its primary growth trees and virgin forests. With nature’s natural process of regeneration, it is still a beautiful sight to behold.

Without the local folks’ deeper realization of the situation and the sense of responsibility to safeguard the natural habitat, Patag could have been just a view of deserted, brown valleys in the far east of Silay.

These barefoot vanguards of Patag forests are indeed instrumental in promotion and advocating for environmental protection in the area and nearby localities.

Even residents themselves are living testimonies of their dreadful contribution to kill the environment – logging, wild hunting, kaingin system and charcoal-making. The massive campaign to end the global disaster and the after-effects of the act have awakened their consciousness and made them active frontliners for environmental protection.

Nestled in the lap of mountain ranges, the community of Patag maintains a conventional, non-artificial lifestyle. Rustic Barangay Patag is Silay City’s farthest and newest barangay yet closest to the hearts of nature-loving Silaynons in the urban. Its all-year round cool temperature and the warmth of about 2,870 people make up the ambience of an ideal community in a native yet carefree living society.

Patag is a home away from home. But the local folks, hard-working as they are, have only their genuine hospitality and heart-warming smiles to give. Nonetheless, they offer a legacy – a Filipino tradition.

Residents largely depend on farming as their major source of livelihood. Through the Stewardship Contract of the government, farmers till their own lands in a sustainable environment-friendly way. These cooperative members practice the methods of Sustainable Agriculture – the Sloping Land Agriculture Technique, production of organic fertilizers and integrated farming. One of the waterfalls was converted into a dam by the government to irrigate the farmlands of some 200 farmers. They also engage in other forms of livelihood to augment the family income.

In fact, Barangay Patag is enlisted in the priorities of the local government. Construction and improvement of the irrigation system and potable water are among the recent programs provided to residents. Community health coordinators are frequently visiting the areas for a regular health monitoring.

Aside from the natural attraction Patag, the City of Silay also takes pride of the well-preserved ancestral houses, architectural structures, cultural presentations and world-class delicacies. Above all – the generosity and hospitality of Silaynons.

Silay City and Patag epitomize a truly remarkable destination. A journey to the past, a journey to the origin of creation.

Patag today will still be the same tomorrow. San alteration, for it has the sympathy and love of its people – the guardians of the earth.

A reason the present generation should be proud of. For they bequeath to their children the greatest wealth in the world.

PROFESSIONAL Regulatory Commission (PRC) Western Visayas Director Lily Ann Baldago revealed last Saturday that a hospital in Bronx, New York is rejecting West Negros College nursing graduates.

"A very close friend of mine who is a nurse in a hospital in Bronx, told me that nurses from WNC are banned from working there after they received news about these graduates," she said during an interview.

Baldago was initially asked about the number of board exam repeaters in the region. After revealing the names of the schools, she was asked if there's a WNC nursing graduate who took the exam here and she said none...

Kabataang Silay Performing Arts and Rondalla Ensemble (KSE)

Silay once dubbed as "the Paris of Negros" by writer Beth Day Romulo has reiterated its commitment through the sincere dedication of the local administration to pursue cultural development especially to the less fortunate children in the community.

In 1992, when the former Honorable City Mayor Edwin D. Velez became the local chief executive, he had a vision for the youth. He saw that young artists could serve as a perfect medium for the promotion of the City of Silay, while pursuing a thrust towards artistic excellence.

The Kabataang Silay Ensemble started as a group of 36 elementary students (Grade III - Grade VI) who had successfully hurdled auditions conducted by the cultural staff. Currently, the City of Silay holds a summer arts and sports awareness program (Dagyang Bakasyon sa Arte kag Isports ng Batang Pinoy sang Silay). Now on its 8th year, the activity offers for free subject areas in arts and sports. Art courses are on painting and handicraft, cartooning and sketching, folk dance, rondalla playing and rock band playing. Sports courses are in swimming, table tennis, volleyball, basketball, badminton and football.

After a month long training, children who display great potential for skills development are integrated in the City's year-round training programs. Thus, folk dance workshoppers undergo auditions for pre-membership status in the Kabataang Silay Ensemble (KSE). A three-month screening and accreditation process is conducted by the KSE staff. This procedure is similarly done for the rondalla program. As it is, all performances of the KSE requires the accompaniment of live rondalla music.

Now on its 10th year, since 1993, the Kabataang Silay had been active in the promotion not only of the City of Silay, but also of traditional Filipino folk dances and music.

KSE has served as an effective component for tourism promotions and youth development. Earning the title "Young Cultural Ambassadors", these children has traveled extensively within the country and abroad to exhibit and display the rich cultural heritage of Silay as the premier cultural and arts center in the province of Negros Occidental.

The group has also participated in international festivals. They represented the Philippines to the 2nd Asian Children's Folklore Festival in Guandong, China in August, 2000. A year after, they took part in the 2001 Aberdeen International Youth Festival held in Aberdeen, Scotland.

^^Yes, its unfortunate for the students/nurses because its really not them its the school. But they got the full brunt of it at the end. I posted this news not to gloat but to inform our forumers,concerned lang, With regards to Mrs. Baldago being vindictive, i don't know about that, she was just asked, if you read the article again it says....

Baldago was initially asked about the number of board exam repeaters in the region. After revealing the names of the schools, she was asked if there's a WNC nursing graduate who took the exam here and she said none.

"They might have taken the board exam in a different venue," she explained.

Baldago was one of the oppositors in the release of the nursing board test results prior to making a thorough revisit of students' performances.

The PRC recently reasoned that the WNC nursing graduates have took subjects more than what is allowed per semester. She said some students took as much as 46 units per semester, "which is almost impossible to achieve by a regular nursing student."

"Wherever a nursing graduate goes, good performance is a must. The same performance is instilled by proper training in one's school," she said.

It seems that there is so many issues hounding Nursing in RP today, with the recent cheating scandal in the boards (which is also making RP less credible, other countries are shying away from our grads,and NCLEX not putting up an exam center in RP) and Overloading of subjects, Schools going for quantity over quality,etc.., whats next?

I know a lot of Ilonggas from Iloilo City who have graduated from WNC-NS and some more who are due to graduate soon. Hope that will help you realise that people from your own very beloved hometown also studied at WNC.

Being graduates of WNC doesn't mean that they are less skilled or intelligent than you are... in fact I salute them for being able to make it despite the overloads that the Admin allowed to happen and despite the purported overcrowding in classrooms which would mean that students have more distraction and less time to learn.

^^ As the brother of a registered nurse abroad, I find it very sad that some people will do what it takes, even if how improper, just to acquire a nursing degree from some nursing institutions, which do not care about the quality of their graduates.

I feel that it is unfair to all the real nursing graduates, who sweat it out for four (4) long years, to even consider these people as their fellow "nursing graduates". These people report to their day jobs, come to school on the evenings and weekends for a couple of hours, then expect to "graduate" in two years of doing nothing?

Oh, I'm tired of reacting to news... But you, on the other hand, I find very interesting. Anything wrong with that?

Sam, you must remember that all those second coursers have already taken some of the subjects in other courses. I do agree that 2 years is a bit short, but I think that 4 years is also a bit too long for these older people. Mind you, a lot of these nursing graduates from WNC are already doctors and they do have a very thorough knowledge of medicine as they had gone to school for as much as 3 times longer than most nurses.

I really cannot blame them for wanting to get out of the country as our country is really hopeless for now. The dollar may be down against the peso, but it is all artificial and just bouyed up by the expatriate Filipino's money.

I have a lot of friends in Bacolod who had it all but they decided to take up nursing, and for some, restart a career in nursing. They are doing this not for the money... they have lots of money, cars, haciendas and big homes... but they opt to go out and get new passports for their children, so that their children will have other options in the future. The problem in Bacolod now is that we are running out of people to run the haciendas and businesses.

City eyes putting up business with sister cities abroad

BACOLOD City Mayor Evelio Leonardia called for a meeting of the Commission of Sister Cities of Bacolod City Thursday last week at the City Mayor's Office to discuss the possibility of introducing business to the sister-city relationships of Bacolod.

The mayor explained that there is a need to position the city for global relations and that Bacolod, in the whole Philippines, has probably the most number of sister-cities. It has 32 sister-cities both here and abroad.

Leonardia said the Bacolod Society of America has been designated as liaison between Long Beach and the City of Smiles during his visit last March, 2006.

"There were initial talks of staging a Masskara in the City of Long Beach during my visit," he said.

Long Beach is the 5th biggest city in California, he added.

On the other hand, Masskara Festival Chairman Eli Francis Tajanlangit suggested that a road-show of the festival be done in the state which would showcase a trade fair of Bacolod entrepreneurs and their products, and also feature social developments in Bacolod.

He also suggested that "we might hook up the Long Beach Masskara celebration with the Bacolod Masskara - a simultaneous celebration."

Negros lawmaker to attend sugar gab in London

NEGROS Occidental Representative Ignacio "Iggy" Arroyo Jr. is leaving for London on Saturday to attend an International Sugar Organization Conference from Nov. 19 to 22.

Arroyo said that the conference will also tackle issues on ethanol production.

Electric-powered passenger jeeps to be tried in Bacolod City

The Gripp network is made up of several non-government organisations including the Greenpeace as well as the local government of Bacolod City.

"Solarco is bringing in electric-powered public utility jeeps [locally called jeepneys] in Bacolod City," Puckett said.

He said that Solarco, a company founded in 1976, will operate 50 prototype electric jeepneys that will ply urban routes in Bacolod City.

"Bacolod City's pioneering move to embrace alternative fuels makes it the first city in the Philippines to embrace alternative fuels,," said Puckett.
