Panaad '07 athletics
Athletes fielded by Bacolod City dominated the athletics Under-17 boys and girls division, winning a total of 11 gold, a silver and two bronze medals to emerge on top of other participating local government units as the Panaad 2007 sportsfest ended yesterday at the Panaad Stadium in Brgy. Mansilingan, Bacolod City.
The quartet of Libo-on, Uberas, De Piedra and Española outran their contenders in boys' under-17 4x400 relay to bag the gold while their counterpart in the girls' group composed of Jagocoy, Palacios, Caliplip and Henares replicated the feat to secure another golden finish for Bacolod City.
Finishing behind Bacolod City in the medal tally in athletics Under-17 boys category was La Carlota with three gold medals a silver and three bronzes. Escalante finished the event with six silver and two bronze medals.
Bago City ruled the Under-14 boys' category with 6-4-6 gold-silver-bronze medal count after the three-day competition. La Carlota finished second with three golds and a silver while Cadiz settled for third with two silver medals.
In the girls' Under-14 division, Escalante City collected a total of six gold medals, two silvers and two bronzes to rank first while Cadiz City's lone gold and two silver medals were good for second place. La Carlota finished with one gold. *

With around 15,000 Negrenses cheering, Bacolod's candidate, Christer Mari Taclobos, was crowned Lin-ay sang Negros 2007 amid showers of confetti, fireworks, and jumping fans last night at the Panaad Stadium in Bacolod City.
The 18-year-old Taclobos was crowned by senatorial candidates Miguel Zubiri and Tessie Aquino Oreta who was booed by the crowd when she was acknowledged by Gov. Joseph Marañon earlier in the four-hour program.
Ms. Valladolid Rose Sheil Oñate was declared first runner-up while La Castellana City bet Lara Angelika bagged the second runner-up prize. Taclobos bested Oñate and Vera by giving the final question in the contest an answer that made the audience roar and clinched her the title.
She said that being physically, mentally, and spiritually healthy is the most important trait to have inner beauty. "(One) must be physically able, mentally prepared, and, most importantly, spiritually dependent on God," Taclobos said.
Moments later, the second year Medical Technology student at the University of Negros Occidental-Recoletos said that it felt "good," to be this year's Lin-ay sang Negros. Taclobos, daughter of Mr. and Mrs. Christopher Taclobos, also received a scepter, a bouquet, P100,000 cash, and trophies from the Panaad sa Negros and President Gloria Macapagal-Arroyo.
She also took home the Miss Magnolia, Miss Sunsilk, and Miss Negros Navigation awards. Oñate, who had earlier won in the pageant's talent show, received a sash and P60,000 cash and was also declared Best in Swimsuit, Best in Evening Gown, Miss Superferry, and Ms. Cali.
Vera, on the other hand, was awarded with a sash and P30,000 cash aside from the Globe Texters' Choice and Miss PNOC-EDC prizes. Other special awardees were San Carlos bet Kareen Kaye Gustilo - Best in Festival Costume and Miss Ponds; Margarette Bantiling of Sagay - Miss Photogenic; Hinigaran bet Aprille Paz Felicisimo - Miss Congeniality; and Curie Evangelista of Hinobaan - Miss Close-up. source (http://www.visayandailystar.com/2007/April/21/topstory3.htm)
'Little Lin-ay' crowned tonight
The Little Lin-ay sang Negros winner will be crowned at the Panaad 2007 Festival tonight with accompanying serenades from Sam Concepcion, the Little Big Star Champion, a press release from ABS-CBN said.
The Top 12 out of 74 who applied, and are now vying for the title of the first-ever Little Lin-ay, are Hannah Gandola, Pauline Dimaranan, Roshanne Vergara, Priss Lee, Danielle Barron, Cherry Gaborro, Alyssa Ungson, Alexis Ortaliz, Danielle Baga, Angel Timillar, Ma. Rhuella Trecho, and Raquel Legaspi.
They underwent group dynamics and made trips to a mall, a fun shoot with Philip Loyola, at the Provincial Capitol grounds, and Summer Splash for the Ms. Photogenic segment. They also called on Gov. Joseph Marañon yesterday.
The three major awards are Little Lin-ay sang Negros, 1st runner-up and 2nd runner-up, with cash prizes and gift certificates. Also in store are awards for Little Lin-ay Star (for most Talented) Picture Perfect Girl (most Photogenic) Little Lin-ay Friendship (for most Congenial) and Best in Party Dress and Best in Festival Costume. Pageant executive producer is Jonali Visitacion. Teletech gets award from PEZA

The Philippine Economic Zone Authority named TeleTech as "Outstanding Employer" awardee during the recent PEZA Investors Night held at the World Trace Center in Manila.
The PEZA award was given to TeleTech in recognition of its sustainable and growing investments in the country, commitment to the welfare of employees, and corporate social responsibility programs, a press release from the company said. "It is a great honor for us to receive this recognition from PEZA," said Maulik Parekh, TeleTech vice president and general manager, adding that it was made possible by the hard work and commitment of the leadership team and 11,000 Filipino employees of the company.

SP endorses construction of two flyovers in Bacolod

A resolution endorsing the construction of two flyovers projects at the junctions of Lacson-Burgos streets and Lacson-B.S. Aquino Drive in Bacolod City requested by Mayor Evelio Leonardia was approved Thursday by the Sangguniang Panlungsod of Bacolod City.
The nationally-funded project is in connection with the President's Tulay ng Pangulo Program and will cost about P250 million each. Only Bacolod Councilor Catalino Alisbo voted against it, saying owners of establishments at Lacson-Burgos streets should first be consulted through a public hearing. He also questioned the feasibility study conducted by the consultants of the project.
Alisbo claimed that the data required by the Department of Public Works and Highways from the city for the construction of the project has not yet been completed. He is also asking that the SP be furnished with all the pertinent documents, he said.
He said he did not endorse the project because the Corazon Locsin Montelibano Regional Hospital is along Lacson-Burgos and the presence of a flyover will make it difficult for ambulances to make a turn towards the hospital.
Leonardia said he has been pushing for the project since day one because he believes it is a necessity in Bacolod and that will further strengthen the city's image as a modern urban center, which is good for investment. cont'd (http://www.visayandailystar.com/2007/April/21/topstory7.htm)

Hopufully the construction of flyover will go thru next month, this is a good sign of strong economic climate of bacolod city. but theres always a resistance to a change, this certain person his only thinking about his business not the economic prospect of the city, do you think we still need to vote him in next election?

In the battle of poise, wit and beauty and personality, the one with the presence of mind and 'verballistics' emerge triumphant. Thus, representing Bacolod City, Christer Mari Taclobos emerged victorious in a four-hour pageant held Friday night at Panaad Park.

The winner is a second year Medical Technology student at the University of Negros Occidental-Recoletos and daughter of Mr. and Mrs. Christopher Taclobos. Her court is composed of Rose Sheil Oñate of Valladolid, first runnerup, and Lara Angelika Vera of La Castellana City, second runner-up.

Panaad Pleasures
It was another season of splashing colors, upbeat sounds, sumptuous treats and fun-filled activities at Panaad Park where the Panaad Festival ended yesterday. Once more, Negrenses showcased the best and their latest to their visitors in theme booths, stage presentations, farm, sea, business and industrial products, crafts and in their warmth and vibrant spirit.
The fun-seekers trooped to the park, the guest personalities did their best, winning the crowds' heart with their appeal and performance.
The days may have been lesser this year, the activities less grander but the Panaad spirit has remained greater than ever on its 14th year of celebration. New gov’t center 21% complete

BACOLOD City – Engr. Perry Miranda, project in-charge of Hilmarcs Construction Corp., said the Bacolod City Government Center project is 20.88 percent complete.
During the media visit yesterday, Miranda showed the way their men work and the advantage of using the most advanced technology in construction.
The three-storey structure in front is almost finished while they are now working on the left and right wings.
The lagoon situated in front of the main building has already been excavated to deepen the area.
"We are assuring the public that we can finish the building in a period of 14 months," Miranda said.
Under the contract signed between the Bacolod City Government and Hilmarcs Construction Corp., the contractor has 18 months to finish the government center.
"Based on the progress of our work, we are ahead by almost 23 days," Miranda added.
A total of 200 workers are working in the site and most of them came from this city. Miranda also said that some of their materials were purchased in Bacolod City to give opportunity to local suppliers.
Mayor Evelio Leonardia is pleased with the pace of work.
"The government center is my flagship project. It is becoming a reality despite some politicians’ questioning it," Leonardia said.
The City Engineers’ Office has started working on the access road around the site.
"We are also studying now how to widen the circumferential road from Lopue's East to the government center site,” Leonardia added

Sipalay wins coveted Tourism award
SIPALAY City has been adjudged as the grand champion of the "Hiyas ng Turismo" search for new and undiscovered tourist destinations in the country.
Also known as the Jewel of the Sugar Island, Sipalay is about 178 kilometers south of Bacolod City and is becoming known for its fine-sand beaches and beautiful sunsets.
This is aside from the relatively undisturbed pristine marine environment and several diving sites that have already gained popularity among foreign tourists.
Several resorts and tourist facilities have sprouted in the area recently.
The Hiyas ng Turismo award was given during a ceremony at the Hyatt Regency, Pasay City, Wednesday.
Hiyas ng Turismo is a joint project of the Department of Tourism (DOT) and Women in Travel launched last year to introduce new alternative destinations for frequent travelers and to promote domestic and inbound tourism as well as to introduce undiscovered destination in the tourism industry.

Hailed as the first in Bacolod City to offer residential suites or condominium units, the 722 Metropolis Towers combine accessibility and convenience to its residents. Envoy turns over motorcycles,
vows to help Bacolod tourism

Taiwanese Ambassador Hsing-Hsing Wu yesterday turned over to Bacolod City 34 reconditioned motorcycles at rites held at the Fountain of Justice after a motorcade from Tay Tung High School to City Hall, and said he will also try to work for the donation of a fire truck for the city.
In accepting the donation, Bacolod Mayor Evelio Leonardia said he is happy that the sisterhood relationship forged between the city and Taiwan during his first term as Mayor in 1997 continues to bear many fruits.
Taiwan had earlier donated three dump trucks to the city.
Wu also said he will help in the promotion of Bacolod City as a tourist destination for his countrymen.
He said there were about 110,000 Taiwanese tourist who came to the Philippines last year and among their favorite destinations are Cebu, Bohol, Laoag, Subic, and Manila.
Wu was accompanied by James Chang, Ke-Chung Huang, and Vincent Chen, Taipei Economic and Cultural Office Political Affairs Division director, Cultural Center director and PAD executive assistant, respectively.
TOURISM SUPPORT
Wu said they will inform Taiwan of the BacoLaodiat Festival (Chinese New Year celebration) and disseminate the information to the travel agencies in Manila so that they will consider putting Bacolod in their package to lure Taiwanese tourists here.
He said one of the reasons they came back to Bacolod is because of their friendship with Leonardia, adding that they support him without reservation. However, he said they want to remain neutral in politics.

"But of course, as a good friend, we would like to give our blessings to the Mayor since we believe he is a good one," Wu said. He hopes the people will make a wise decision in the coming election, he added.
Wu said he has noticed many changes in the city especially the opening of new malls. That means the officials of the city are working together, he said, and they should make Bacolod City a more promising city in this country.
Wu also said he believes the peace and order in the city is quite good since this is the main concern of their people. He advised that the city should maintain a balanced ecology so that it will have a good living environment.
Leonardia said that if given a chance to serve as mayor for another year, his administration will accelerate its focus on Taiwan.
INVESTMENTS IN RP
Wu said Taiwan has infused an investment of US$1.4 billion into the country in two decades, being the fifth foreign investor in the Philippines. He said it is also the seventh trading partner of the country. They are also the top five tourist resources overseas, he added.
He said there are now over 170,000 Overseas Filipino Workers in Taiwan and they are being treated like family members and as their nationals.
Wu said the OFW's will be enjoying minimum wage as their laborers do since Taiwan is going to implement a wage increase from $400-$700 a month starting July, which is higher compared to other neighboring countries, or even the Middle East.
MINIMUM WAGE FOR OFWs
He said, however, only factory and construction workers are entitled to receive minimum wage. The wages of those employed as caretakers or domestic helpers will depend on their negotiation with their employers, he said.
Meanwhile, Wu remind the people not to neglect the production of sugarcane which can be used as an alternative energy resource of humankind, and because major resources especially gasoline has become almost depleted, all industrial country is now looking for an alternative energy source. Sugarcane can become an alternative source to replace fuel, he said.*CGS

Corneal transplant done
in Bacolod City hospital
A corneal transplant was successfully performed recently by Dr. Miguel Sarabia on Jon Ysasi at the Our Lady of Mercy Hospital, in Bacolod City, a press release from the hospital said.
This is the seventh successful corneal transplants in Bacolod performed by Sarabia, it also said.
Corneal transplant surgery is a high technology eye operation which was not possible in the Philippines until about seven years ago, but is now routinely done with the availability of donor corneas from the St. Lucia Eye Bank foundation of Manila, founded by Dr. Minguita Padilla.
Ysasi suffered from severe corneal problems following a routine cataract operation in Manila 15 years ago. The cornea is the clear membrane covering the front of the eye. It must be crystal clear for good vision.
Disease, trauma and inflammation can damage the cornea, making it hazy and painful. The last resort to save the patient's sight is a corneal transplant. The donor cornea usually comes from a person who has passed away but has donated his corneas to the Sta. Lucia Eye Bank, the press release also said. Sarabia trained in St. Antonio, Texas under the USAF's top cornea surgeon, Dr. Steven Waller.

Few people have heard of the island, but ''Lonely Planet,'' a book
circulated internationally for travelers, has already included the
pristine islet and its shifting white sands among the places
worth seeing in the Philippines.

The well-lighted beach front allows visitors to enjoy swimming
under the moonlight and to spread sleeping bags on the sand.
Many foreigners and local tourists have found Lakawon an
alternative destination to Boracay, Puey says. It takes only an
hour's drive from Bacolod City and a 15-minute pumpboat ride
from Barangay Cadiz Viejo in Cadiz to reach Lakawon. Travel
time is much longer for those going to Boracay.
Rooming rates are also a lot cheaper (P1,400 for an overnight
stay at a cottage that can accommodate 10 people) in Lakawon.
Deliciously cooked seafoods, like crabs, fish, squids and
seashells, are reasonably priced. Along the beach front are
trampoline tents that can be moved into the water by people
who want to enjoy a good meal while feeling the sea on their
feet.
Lakawon is one of those few places in the world that are free of
the boundaries of time and responsibility, says Puey.

Hey...lakawon is such a nice island... nakapunta na kami dito last 2 years when my aunt and cousin from italy had vacation in the philippines... peaceful siya talaga and at night may maliliit na "something" kung inaapakanang sand nag iilaw siya na kulay blue...hehe... hay basta..
mabuti nga hindi may plan na hindi ito icocommercialized ..at least parang masasabi siyang virgin...hehe

Hey...lakawon is such a nice island... nakapunta na kami dito last 2 years when my aunt and cousin from italy had vacation in the philippines... peaceful siya talaga and at night may maliliit na "something" kung inaapakanang sand nag iilaw siya na kulay blue...hehe... hay basta..

^^My Mom's family live in Cadiz, and i've been there (Cadiz) a few times, never heard of this place though, but, it seems to be a great place to go next time i'm in Cadiz, aprub!:okay:

That's good kyle! may magaganda tlagang resorts dito sa amin sa Sagay.. maganda din yung small island na kabinga-bingahan sa brgy. old sagay...hay sana makapunta ako ulit dun last time kung pumunta dun when i was in grade 1 i think...hehe...:lol:

Corneal transplant done
in Bacolod City hospital
A corneal transplant was successfully performed recently by Dr. Miguel Sarabia on Jon Ysasi at the Our Lady of Mercy Hospital, in Bacolod City, a press release from the hospital said.
This is the seventh successful corneal transplants in Bacolod performed by Sarabia, it also said.
Corneal transplant surgery is a high technology eye operation which was not possible in the Philippines until about seven years ago, but is now routinely done with the availability of donor corneas from the St. Lucia Eye Bank foundation of Manila, founded by Dr. Minguita Padilla.
Ysasi suffered from severe corneal problems following a routine cataract operation in Manila 15 years ago. The cornea is the clear membrane covering the front of the eye. It must be crystal clear for good vision.
Disease, trauma and inflammation can damage the cornea, making it hazy and painful. The last resort to save the patient's sight is a corneal transplant. The donor cornea usually comes from a person who has passed away but has donated his corneas to the Sta. Lucia Eye Bank, the press release also said. Sarabia trained in St. Antonio, Texas under the USAF's top cornea surgeon, Dr. Steven Waller.

Flyover construction soon
The construction of two flyover projects in Bacolod City will soon be implemented after the city has complied with all the necessary requirements, Secretary to the Bacolod Mayor Rogelio Balo said yesterday.
Balo said the Sangguniang Panlungsod resolution approving the construction of the projects at the junctions of Lacson-Burgos streets and Lacson-B.S. Aquino Drive in Bacolod City was finally submitted to City Mayor's Office only yesterday.
He said the resolution that was passed by the SP on April 19 yet, was the last requirement they needed to submit to the Office of the President in order for the Department of Public Works and Highways to start the construction of the flyover projects. Balo said they have finally received the resolution 21 days after it was passed by the SP because he sent two follow-up letters to the SP Secretary asking for its immediate release. He said the resolution, which is a requirement for securing an Environmental Compliance Certificate, was sent through fax to the Office of the President yesterday.
Engineer Elsie Monsanto, Environment Section head of Woodfields Consutant, informed him that the construction of the project will take five to six months, Balo said.
He said a team of inspectors from DPWH Iloilo will arrive today to inspect the two sites where the proposed projects will be constructed.
Balo said he was concerned at first that any further delay in the submission of the requirement might result to the cancellation of the project. However, he was assured that the project will go on despite the delay in the submission of the SP resolution, he said.
Bacolod is one of the 10 recipient cities and municipalities of the Tulay ng Pangulo project, Balo said.
He said that while Iloilo City has only one flyover, Bacolod City was given two and each project costs about P250 million.
Meanwhile, the flyover in Iloilo City is in the middle stage of its construction and could be finished by August or September, Balo said.*CGS

I doubt if anyone bothered to sequence its genes. However, luminous bacteria, Vibrio sp. (the cause for the downfall of the prawn industry), has been sequenced partially, as far as I know.

Entertainment hub to expand facility, locate in 3 key cities
EVEN before it turned a year old, stakeholders of a local entertainment hub are mulling plans for expansion.
John Paul Chiongbian, president of Dev Asia Corp. (DAC)—Paseo’s holding company—said the bullish tourism industry encouraged them to put up an additional 7,200-square-meter property to expand Paseo.
Paseo, located along F. Cabahug St., Mabolo, Cebu City, sits on a 6,000-square-meter long-term leased property.

Chiongbian said the development in the area will be more horizontal, which means locators have to “build their own store.”
The selling price for each square meter is still under discussions, he added.
Non-competing
In a press interview, Chiongbian said the new locators will be carefully chosen as he assured these will be “non-competing” outlets.
“There will be a family KTV, auto retailing, a photo studio, etcetera,” he said.
In the next three years, he said two additional outlets will open in Cebu. The company is eyeing Talisay City and Lapu-Lapu as potential sites.
He also said plans to expand in the Visayas and Mindanao areas are in the pipeline, with Bacolod, Cagayan de Oro and Davao as among the key cities being eyed.
The nature of expansion, though, will have to be on partnership basis, Chiongbian said.
“If we open in Davao, we may call it Paseo Davao, for example,” he said.
When the issue of business name registration was raised, as there have been other establishments named Paseo, Chiongbian said “should the need arise,” the company may have to rename it Paseo Cebu to further avoid confusion.
Fusion
Paseo, which began operations in late February this year, is a fusion of food, entertainment and shopping centers.
It caters to 31 food and beverage outlets and 100 night market stalls. The façade features five anchor stores—Off Price, Flame
It, Mr. Coffee, RC Goldline and Chillout Spa and Bar.
It can also hold large-scale events, like concerts and entertainment events, since it has a 2,000-seating capacity and accommodates 5,000 people when standing.

In 2005, the province of Cebu registered 266,086 motor vehicles representing 5.3% of the total motor vehicles registered in the country, and the highest among 79 provinces. By type of motor vehicles, Cebu was top in terms of the number of registered private and government motor vehicles while it ranked 4th in terms of the number of registered for-hire motor vehicles. Out of Cebu’s total number of registered motor vehicles, 229,569 (86.3%) were private vehicles, 33,280 (12.7%) were for-hire vehicles and 2,697 (1.0%) were government vehicles.
By kind of vehicle registered, Cebu is also tops in the number of cars, utility vehicles, service utility vehicles, trucks and motorcycles. It ranked 3rd in the number of trailers and 4th in the number of buses. Among the registered private and for-hire vehicles, motorcycles (123,417 or 46.9%) posted the most number of vehicles registered in Cebu; followed by utility vehicles (81,723 or 31.0%) and cars (32,201 or 12.2%).
Meanwhile, for other provinces included in the top ten provinces, seven were from Luzon: Laguna, Bulacan, Batangas, Pampanga, Cavite, Pangasinan and Nueva Ecija; two from Visayas; Cebu and Negros Occidental and only one province from Mindanao (Davao del Sur).

32,000 tourists visit Sipalay in '06
SEVERAL years ago Sipalay City was predicted to become a major tourist attraction of this province. It only took a few years for that city to prove the prediction is true.
With only 3,361 local and foreign tourists registered in 2003, this has steadily grown over the years jumping from nearly 14,000 in 2005 to more than 32,000 visitors last year, records from the Sipalay City Tourism Office show.

Tourism Officer Cristine Mansanares projects that last year's figure could double this year basing on the number of tourist that flocked to the beach paradise of this province.
Excursionist make up the bulk of tourist in 2006 at 22,071 followed by local tourists 8,538 while foreigners totaled 1,538.
Mansinares attributed the growth of tourism in Sipalay to its marketing strategy that includes opening a website showcasing its tourism attractions.
The word of mouth spread by thousands of its satisfied clients also confirms the excellence of the place.
Mansinares said there are 11 resorts operating in the area and one can choose for a place to stay depending on their budget. Diving, spelunking and mountain biking are among the favorite activities of visitors there. (PIA)

Negros Island: Political center
BACOLOD CITY, Negros Occidental – This election season, Negros Island in central Philippines finds itself again throbbing with politicians out to make a grab into its vote-rich population. Staking quite a big stake in this new campaign is none other than the acknowledged kingmaker and powerbroker himself, Eduardo Cojuangco, Jr.
The two Negros provinces, Occidental and Oriental, are in the top three regions outside Metro Manila with a huge population of voters, Bulatlat.com and Cobra-Ans research reveals. Both provinces have two million voters or 72 percent of the entire region’s 3.2 million population. Negros Occidental has 1.5 million voters out of 2.1 million population while Oriental has a little more than 0.5 million out of 1.1 million people.
Past elections have shown that the Negros electorate has served as a swing vote for politicians gunning for national as well as congressional and Party-list seats.
Aside from national politicians who are keen on capturing the coveted Negros vote, the two provinces’ ruling elite is expected again to use the electoral arena to run for national and local posts – or to support their bets - as a means of increasing their monopoly over the largely monocrop, sugar-based economy. Their grip on the Negros economy and the political power that it breeds will in turn be used to push for laws and policies that further boast their interests
Proof that the Negros vote is crucial is that many of those who became the country’s presidents and vice presidents have either blood ties or close electoral alliances with the Negrense elites. The economic and political conglomerates that they forged have made both politicians and the local elites big names and dynasties in the country’s politics. Among them are Sergio Osmeña, Diosdado Macapagal and his daughter Gloria Macapagal-Arroyo, Ferdinand Marcos, Jose Yulo and Fernando Lopez as well as the Aquinos, Cojuangcos, Aranetas, Benedictos, Gustilos, Montelibanos, Guanzons, Arceos, Ledesmas and Alvareses.
Haciendero politicians
In Negros, so dominant are the local politicians who have deep-rooted economic ties that most often they are able to win elective posts without contest. This crop is led by candidates who belong to the same haciendero class and are affiliated with the United Negros Alliance-Nationalist People’s Coalition (UNA-NPC), the local party of business tycoon and former Marcos crony, and now "ally" of Macapagal-Arroyo, Eduardo "Danding" Cojuangco, Jr. NPC itself was founded by Cojuangco.
Examples are the UNA-NPC bets for governor and vice-governor in Negros' two provinces who are running for re-election unchallenged: Gov. Joseph Maranon and Vice-Gov. Pedro Zayco in Occidental; Gov. George Arnaiz of NPC-Lakas runs unopposed in Oriental.
Except for the lone district of Bacolod, the six congressional districts of Negros Occidental and three other districts in Negros Oriental, including Dumaguete City, are contested by aspirants from UNA-NPC party, with some of them running under Lakas-CMD-NPC "sunshine coalition" and LDP-KNP coalition party. All are also backed by Cojuangco and his associates.
The 18 seats for provincial board members in the two provinces are also running unopposed. They belong to the same political parties backed by Cojuangco and the Maranon brothers.
Other local posts
Most of the aspirants racing for local executive posts in 13 of 16 cities and in 31 of 41 towns in Negros Island are either from UNA-NPC, NPC-Lakas or LDP-KNP-UNA coalition variations. Local political analysts say that whoever wins in the local polls will still be beholden to the Cojuangco-Maranon clique. In addition, there are three cities and one town in Negros Occidental where the Cojuangco bets have no opponents.
Some political observers have noted that it seems everything have already been settled among the ruling elites as far as who would win in the coming elections is concerned. "Daw kaathag naman nga naareglo na nila ang partehanay sg poder, para lang indi makaparte ang mga pumuluyo o ang nagapakig-away sa ila interes" (It seems the elites have already agreed among themselves on the division of power, just to prevent the people or their representatives from opposing parties from taking a share in the political cake), they said.
Cojuangco power
Many Negrenses believe that the Cojuangco factor - or the overwhelming economic power and influence wielded by the Cojuangcos in Negros - has determined much of the allocation of political and economic power in Negros.
By the time Cojuangco, Jr. fled the country with his patron Marcos in 1986, he had acquired a total of 5,303 has. of prime agricultural lands in the towns of Himamaylan, Isabela, La Castellana, La Carlota, Pontevedra and San Enrique and was engaged in sugar farms, orchards, cattle ranches, fighting cocks breeding farms business.
Upon his return in 1991, he made Negros as a base for his economic power recovery and also for his political comeback. The following year, he ran for presidency but lost; his vice presidential aspirant – Joseph Estrada – whom he convinced to withdraw from the presidential race won. (Estrada became president in 1998 but was ousted in early 2001by people power.)
In the May 2004 presidential elections, Cojuangco tried entering the race – and many thought he would pose a strong challenge to the incumbent. He withdrew on condition that the Macapagal-Arroyo government – which anyway is an ally with the NPC in the ruling People Power Coalition (PPC) – allowed him to get back most of his shares in SMC.
In the 1990s, playing well with the power clique in Malacañang under President Fidel V. Ramos, a former Marcos police chief, Cojuangco carefully and steadily cultivated the loyalty of his potential allies by generously providing them with their economic needs and supporting their election bids. His efforts paid off when through them he captured most of the elective posts in the fourth district in 1995 elections, including the district congressional seat that his son Charlie Cojuangco bagged.
In his bid to gain control of the entire province, and eventually the entire island, he consolidated the gains in the 1995 elections and quickly expanded to neighboring districts in the 1998 elections. By then, Cojuangco had exerted a good influence among the key families, hacienderos and politicians in the 5th and 6th districts.
Politics, a one-time Cojuangco supporter told a journalist, goes hand in hand with business and Cojuangco apparently believes that one is necessary for the other to flourish.
It was not a mere coincidence that when he expanded his political base from the 4th district beginning 1995 to other districts, Cojuangco also diversified his properties into orchard farms and aggressively expanded his agribusiness ventures. Today, the Cojuangcos reportedly own not less than 20,000 hectares of rich and productive agricultural lands in the entire region.
In 1998, Danding Cojuangco through his son-congressman Charlie, made important moves that would gradually seal his control of the economics and politics in the region, and elsewhere: the consolidation and development of his 11 haciendas into tropical fruit farms for exports and the massive production and marketing of cassava and corn in the region for San Miguel Corporation (SMC), Cojuangco's most prized asset. These practically clinched Cojuangco’s goal to create "one island, one region" – with most political leaders of Negros in his grips.

Gov. Joseph Marañon yesterday said Julio Ledesma IV (Lakas CMD) is winning the race for congressman of the first district over incumbent Rep. Tranquilino Carmona (NPC), while several incumbent mayors are facing upsets in Negros Occidental after Monday's polls.
Congressional candidates in his coalition set to win are Alfredro Marañon III (KAMPI) in the second district, Jose Carlos Lacson (Lakas CMD) - third district, Jeffrey Ferrer (NPC) - fourth district, Ignacio Arroyo Jr. - fifth district, and Genaro Alvarez - sixth district, the governor said.
In Negros Occidental yesterday, the first to be proclaimed winners by the Commission on Elections were the candidates of the entire Nationalist People Coalition team in San Enrique town headed by reelectionist mayor Jilson Tubillara, who was unopposed.
The other winners are Maria Victoria delos Santos - vice mayor and councilors Glenda Nabua, Pedro Bedayo, Alexander Delfinado, Mario Magno, Armando Magallanes, Jose Tumbis, Philipps Ayson and Arnel Debulgado.
Tubillara said it was the first time in the history of San Enrique that candidates ran unopposed.
FIRST DISTRICT
Ledesma (Lakas CMD) yesterday said he is definitely going to regain the first congressional seat from Carmona (NPC), who was backed by the governor.
Carmona could not be reached for comment as of press time.
I will work at making the first district an agro-industrial base and at the completion of the San Carlos airport, to boost the economic growth of the area, Ledesma said.
Also winning the race for the two board member seats of the first district are Nehemias de la Cruz and Rene Gustilo, Ledesma said.
In the race for mayor, Eugenio Jose Lacson (NPC) beat Elmero Layumas in San Carlos City; Alfonso Baguio Jr. (Lakas-CMD) was winning over Heddo Balgos (PMP) and Felix Claro (PMP); and Melecio Yap Jr. (Lakas CMD) was winning over Alicia Barcelona (NPC), Ledesma and Marañon said.
Also headed for victory were mayoralty bets Laurence Marxlen dela Cruz (KAMPI) of Don Salvador Benedicto, and incumbent Evello Valencia Jr. (NPC) of Toboso, Ledesma said.
But Ledesma said his camp will file a pre-proclamation protest against Valencia to oppose his assumption of the mayorship for being an American citizen.
SECOND DISTRICT
Marañon said sure winners in the second district are Miller Serondo (NPC-UNA) and Eduardo Acuña (NPC-UNA) who ran unopposed for the two board member seats of the second district of Negros Occidental.
Mayoralty winners in the second district are former Rep. Alfredo Marañon Jr. (NPC-UNA) - Sagay City, Salvador Escalante Jr. (Lakas-CMD/UNA) - Cadiz City, and Manuel Escalante III (KAMPI-UNA) - Manapla, Marañon said.
THIRD DISTRICT
In the third district of Negros Occidental, Marañon said sure winners for board member are Patrick Lacson and Frederick Ko.
Also sure winners for mayor are Severo Palanca (Lakas-CMD-UNA) - Victorias, Esteban Coscolluela (KAMPI) - Murcia and Jose Montelibano (Lakas CMD) - Silay.
In EB Magalona, David Albert Lacson (NPC-UNA) said he would win over incumbent Alfonso Gamboa (KAMPI) for mayor by more than 300 votes.
But Gamboa was not conceding, he said it is he who will win when the count is over.
Marañon said incumbent Mayor Eric Saratan (KAMPI) was winning in Talisay City but Ramon Lacson Jr. (Liberal Party) has not conceded.
FOURTH DISTRICT
In the fourth district of Negros Occidental, set to win are Janet Torres and Mae Javellana as board members, the governor said.
Winning in the mayoralty races were Ramon Torres (NPC-UNA) over Carlos Mondia (NPC) in Bago City, Magdaleno Peña (Independent) over Samson Mondia (KAMPI) - Pulupandan, Romel Yagore (NPC) over Ricardo Presbitero Jr. - Valladolid, Demie John Honrado (NPC-UNA) over AnnJoan Lenling (Independent) in La Carlota City, and Jose Maria Alonso (NPC) over Roscoe Deles (Independent) in Pontevedra, Marañon said.
The COMELEC has proclaimed Tubillara the winning mayor in San Enrique.
FIFTH DISTRICT
In the fifth district, Rep. Arroyo . (KAMPI/Lakas CMD/UNA) was headed for a win over former Rep. Jose Apolinario Lozada (LP/PDP Laban), along with board member bets Emilio Yulo (KAMPI) and Melvin Ibañez (KAMPI), Marañon said.
The winning mayors are Carminia Bascon (KAMPI) over Alain Gatuslao (Lakas-CMD), and Alice Gatuslao (Independent) in Himamaylan, Alberto Nicor Jr. (KAMPI) over Fernando Romeli Elumba Jr. (Lakas-CMD) in La Castellana, Francisco Nazareno (Lakas-LDP) over Ella Celestina Yulo (KAMPI) in Moises Padilla, and Hermilo Aguilar (KAMPI) in Hinigaran, Marañon said.
Alejandro Mirasol (NPC) in Binalbagan City and Renato Malabor (KAMPI) in Isabela ran unopposed.
Former board member Angelito Colmenares who is running for vice mayor of Hinigaran was losing to Jose Nadie Arceo (LP).
SIXTH DISTRICT
Former Rep. Alvarez yesterday also said he was winning over Jesus Manuel Dabao (LP) for congressman of the sixth district. Adolfo Mangao (Lakas CMD) and Macario Zafra Jr. (NPC) ran unopposed for the two board member seats of the sixth district.
Winning mayors are reelectionist Pedro Zayco Jr. (Lakas-CMD) in Kabankalan over Reynaldo Novero Jr. (Independent), Cicero Borromeo (LP) over Jechonias Manzano (UNA-NPC-KAMPI) in Candoni, John Rey Tabujara (NPC) over Severino Llamas (Liberal Party) in Cauayan, and Ma. Teresa Bilbao (Lakas-CMD) over incumbent Mary Jane Cubid in Hinobaan, Alvarez said.
Unopposed candidates for mayor are Joyce Alvarez (NPC) in Ilog and Soledad Montilla (UNA-NPC) in Sipalay City.
Meanwhile, Marañon said Negros Occidental Board Members Cora Diploma who ran for councilor in Cadiz City, Reynaldo Depasucat who ran for congressman of the third district and Elmero Layumas who ran for mayor of San Carlos City, lost.
The Provincial Board of Canvassers briefly convened last night but called a recess until this morning when no election returns had arrived from the towns and cities of Negros Occidental.*CPG

Monico leads NAMFREL count,
Novero ahead in Comelec tally

While Bacolod Rep. Monico Puentevella was leading in the National Secretariat for Social Action's "quick-count," congressional candidate Renecito Novero was leading in the COMELEC count.
The result of the NASSA "quick-count" as of 9 p.m. showed Puentevella registering 54,705 votes against Novero's 53,476.
The COMELEC count as of 5 p.m. yesterday showed Novero having 4,248 votes as against Puentevella's 3,061.
While Puentevella expressed confidence that he was winning, Novero was more cautious, saying he will wait for the official figures.
In a press statement he issued to the DAILY STAR yesterday, Puentevella assured his supporters of a third term as he widened his lead over his rival by as much as 2,182 votes in the latest count based on Lakas-CMD's copy of the official election returns as the dominant majority party. He also paced the NASSA tally by 826 votes as of early Monday night, it said.
Meanwhile, Novero said that, according to Puentevella, only 60 percent of the election returns have been tallied and it's not the entire election returns. He said Puentevella already knows the exact result and he knows who is leading and how minimal the difference between them is. "Let's be sober and wait for the conclusion of the official process of canvassing and proclamation and accept the result of the election for the sake of the people," Novero appealed to Puentevella.
Novero said maybe they are the ones resorting to mind conditioning because they already made a statement or conclusion. "I have not mentioned any figure or number and we only report the official result," he said.
The NASSA "quick-count" also showed congressional candidates Andy Hagad with 16,058 votes, Dante Destacamento - 940, Phillen Parreño - 793 and Marcos Templado - 249.
Incumbent Mayor Evelio Leonardia got 77,703 votes against Valdez's 38,652, Vicente Ponteras - 6,387, Oscar Verdeflor - 2,486, Joel Dojillo - 2,279, Jovito Berdin - 813 and Alberto Calaguing - 94. In the vice mayoralty race, Jude Thaddeus Sayson got 50,483 votes against Lyndon Caña - 45,775, Elmer Sy - 26,071 and Abraham Tingson - 544.
In the race for councilor, the top 12 were Greg Gasataya who got 62,919 votes, Homer Bais - 58,735, Jocelle Batapa-Sigue - 57,721, Wilson Gamboa Jr. - 54,327, Dindo Ramos - 52,999, Al Victor Espino - 48,677, Napoleon Cordova - 48,649, Celia Flor - 46,651, Catalino Alisbo - 46,012, Roberto Rojas - 43,556, Reynold Iledan - 42,398 and Alex Paglumotan - 41,601.
One the other hand, Bacolod COMELEC election officer Mavil Majarucon called for a recess at 6 p.m. yesterday to allow the sub-canvassing committees to tabulate the statement of votes. The Board of Election canvassers will resume the canvassing of votes at 7 a.m. today.
Majarucon said they had opened 45 ballot boxes as of 6 p.m. yesterday. She said that since each ballot box contains 26 election returns, they were able to canvass 1,170 ER's. She said there are 11 ER's that have to be accounted for but she believes these will be found.
Majarucon said the Board of Election Inspector concerned informed her that these were turned over to the City Treasurer. She said she believes the teachers may have included them in another ballot box.*CGS

Bowing to the will of the people of Bacolod City, mayoral candidates Luzviminda Valdez, Vicente Ponteras and Joel Dojillo said they are ready to accept defeat and respect the decision of the Commission on Election.
Valdez told ABS-CBN that she has monitored the election results and respects the trend that shows incumbent mayor Evelio Leonardia leading in the mayoralty race.
As of 9 p.m. yesterday, based on the quick count of the National Secretariat for Social Action/NAMFREL Bacolod, Leonardia continued to lead with 77,703 against Valdez's 38,652.
One thing that she asks, Valdez told ABS-CBN, is for the administration to focus on the plight of the poor and give priority to their needs.
Dojillo on the other hand said that while he has not seen the actual results yet, he knew that he lost and he is accepting his defeat.
Ponteras, on his part, said, he is ready to concede and support the winner.
Now that the election is over, we have to unite for the good of the city, he said.
Valdez told the DAILY STAR that there is no need for her to concede as the Comelec can go ahead with the proclamation as soon as the canvassing of votes is over.
She said she accepts the decision of the people and only the official result can show who the winner is.
As of press time, however, another mayoral candidate Oscar Verdeflor could not be reached for comment.
Other candidates for mayor, Vicente Ponteras got 6,387 votes, Oscar Verdeflor - 2,486, Joel Dojillo - 2,279, Jovito Berdin - 813 and Alberto Calaguing - 94.

Mayor aims for
stronger city economy

"We have to concentrate on economics if we hope to serve our people well," Bacolod Mayor Evelio Leonardia said yesterday.
As soon as they are proclaimed, he said, he will immediately start his series of meetings aimed at further strengthening the structures in City Hall.
"I will now also work to get even wider and bigger participation from the private sector that will focus on our economy. After all we ran on a platform aimed at continuing the progress of Bacolod," he said.
Leonardia said he will do his best and always listen to the advice of other concerned people because, he has always believed in participatory management.
Because we had done things in the past that earned us the title from the Philippine Chamber of Commerce and Industry as the "Most Business-Friendly City", that will now become the benchmark of our economic development thrust, Leonardia said.
He said he started to talk with his financial people yesterday and they are going to work for a budget for 2008 that will be record-breaking, since they intend to hit the one billion mark. A budget like that should indicate a push for economic development and prosperity in Bacolod City, he added
Leonardia said that his political career and his having become a mayor is, for him, providential. He said it reminds of the biblical saying that "To whomever much is given, much is also expected."
This, he said, is what will further motivate him. "I did my best in my first term, I will try to do better than my best in my second term," he said. Leonardia said he will also continue the programs they have started, such as providing free miscellaneous and scholarships to students since education is a priority concern, the payment of the Emergency Cost of Living Allowance of the teachers, and the "Patubig sa Kapurukan project," among others.
The rationalization of our employees must also be a top priority because the needs and demands of our people are becoming more sophisticated, Leonardia said. We have to see to it that our employees keep in step with the growth and development of the city, he said.
Meanwhile, Leonardia said he thanked former Mayor Luzviminda Valdez for her statement that she will accept the decision of the Comelec which he believes will be a good start. On their part, they can now start to plan for the next administration.
He also thanked mayoralty candidate former Chief Supt. Vicente Ponteras because some of his watchers helped them since their group has no copy of the election returns.
Leonardia also thanked all the people of Bacolod City especially, he said, those who encouraged and supported him, and all those in the puroks and barangays who welcomed their group very warmly.
He also thanked former Ambassador Eduardo Cojuangco for being the moving spirit of the Nationalist People's Coalition, and for being a source of inspiration to them, and Negros Occidental Gov. Joseph Marañon who has proven to be a very effective adviser to them, as well as, Gretchen Cojuangco, Rep. Freddie Marañon and former Salvador Benedicto mayor, Nemehias de la Cruz for inspiring them.

SunStar Bacolod: REPRESENTATIVE Ignacio "Iggy" Arroyo, Jr. (5th District, Negros Occidental) refused to confirm Tuesday talks circulating in Bacolod and Negros Occidental that he will be the next Speaker of the House of the next Congress.
A source privy to the political negotiation told Sun.Star that since the solon is now leading a wide margin over his rival, comebacking congressman Jose Apolinario "Jun" Lozada, Jr., then it will be a dream come true for Arroyo to become the next Speaker of the House.
A source added that there was already an agreement made between President Gloria Macapagal-Arroyo and House Speaker Jose De Venecia that after the 2007 elections, the latter should relinquish his post to Congressman Arroyo.
But Arroyo said, "For now, I am happy because I am confident of my present lead over Lozada. To be the next Speaker of the House is another story."
Latest results from the 5th District showed that Arroyo is a sure winner in the towns of Moises Padilla, Isabela, Hinigaran, Binalbagan and Himamaylan City.
In La Castellana, however, the battle between the incumbent solon and Lozada remains neck-the-neck.

Oil firm, Chinese traders ink deal for growth of RP's ethanol industry
A LOCAL oil company, Eastern Petroleum Corp. (EPC), has forged with Chinese businessmen a US$350-million agreement for the development of ethanol industry in the Philippines.
EPC chairman Fernando Martinez said the agreement signed between them and the Guanxi Estate Group involves the construction of ethanol plant with a total land area of 10,000 hectares in the next five years.

Martinez said Guanxi and EPC are looking at the possible production of 400 million liters of ethanol in 2010 in preparation for the implementation of E-10 blend.
The Bio-fuels Act of 2007 mandates oil companies to have a five-percent blend of ethanol in their gasoline products two years after the signing of the law and four years upon the effectivity of the law, the blend will be increased to 10 percent.
Martinez said EPC and Guanxi will be forming a 50-50 joint venture corporation. He hoped that other oil companies would join once the company is established.
"We will start looking for potential areas to develop into ethanol-producing lands," he said.
Among the areas being considered where ethanol plant could be put up are Zambales, Region 1, Region 10, Central Luzon, Cagayan de Oro, Davao, Batangas and Mindoro with cassava as the most likely feedstock to
produce ethanol.
"We think that it would be more viable to produce ethanol from cassava instead of sugarcane," said Martinez.
"]San Carlos[/FONT] already signed an agreement with Petron Corp. to supply its bio-ethanol requirements and with commercial operation to start next year. [/FONT]
Only San Carlos Bio-energy and Southern Bukidnon Bio-energy have so far presented concrete plans for the construction of ethanol manufacturing plants.

4 leading senate bets

Senatorial candidates Francis "Chiz" Escudero (GO), Loren Legarda (GO), Miguel Zubiri (TU) and Benigno "Noynoy" Aquino III (GO) yesterday thanked Bacoleños and Negrenses for voting them into the top slots in the Senate race in Bacolod and Negros Occidental, and vowed to reciprocate this by fulfilling their campaign promises.
In Bacolod City, Escudero was in the number one slot while in the Negros Occidental tally covering 31 towns and cities he was in number three.
Legarda was number one in Negros Occidental and in fourth place in the Bacolod count.
Zubiri, who has roots in Negros Occidental, was in number two in the provincial count and in fifth place in Bacolod City.
Aquino was number two in Bacolod City and number four in the Negros Occidental count.
"Thank you very much for the support and for believing in me, I will do my best to prove that that trust given me is not for naught," Escudero said.
Escudero told the DAILY STAR he will fulfill his campaign promise to explore ways to help people find jobs in areas where they live, increase their earning capacities, and limit the increase in the prices of basic needs.
He also said he will also oppose the imposition of any new taxes and instead help legislate measures to improve the collection of already existing taxes.
Legarda thanked the people of Negros Occidental for the overwhelming mandate they gave her, and the officials of Negros Occidental and her partymates for protecting her votes.
She cited Gov. Joseph Marañon and his son, Sagay Vice Mayor Joseph Gerard Marañon, and the mayors of the province for their help.
Legarda told the DAILY STAR she will fulfill her promise to fight for issues concerning agriculture in the Senate and tackle concerns of the sugar industry raised with her during her visits to Negros Occidental.
I will try to live up to the high expectations of the people, she said.
Both Legarda and Ecudero are vying for the number one slot in the national tally of the senate votes.
Zubiri said he is confident he will make it to the 10th or 11th slot in the Senate based on election returns being canvassed "as long as nobody does a Harry Potter on my votes."
Harry Potter is the boy wizard in the JK Rowling series with magic powers.
Zubiri said he is thanking his "kasimanwas" for their overwhelming show of support for him.
I will repay it by focusing on rural development and by finding other alternatives for the sugar industry, he said.
Zubiri, while congressman, authored the Bio-Fuels Act in the House that makes it mandatory to blend bio-fuels, including ethanol from sugarcane, with regular gas.
Zubiri, who is thinking of buying a house in Negros Occidental to make the province his second home, said he will be honored to fight for the causes of the province in the Senate.
Aquino said he was very glad and thankful for the votes he garnered in Negros Occidental and Bacolod City. "It is a tribute to the people who supported me," he said.
"Hopefully my ranking in the national tally does not change so I can begin serving and the dreams that went with that overwhelming support will be realized," he said.
Meanwhile, Senator Mar Roxas yesterday called on all citizens to maintain and intensify their vigilance to ensure that each and every vote is counted properly.
"All of us are interested in seeing our votes properly counted and canvassed, and our true will proclaimed," he said.

SunStar Bacolod: REPRESENTATIVE Ignacio "Iggy" Arroyo, Jr. (5th District, Negros Occidental) refused to confirm Tuesday talks circulating in Bacolod and Negros Occidental that he will be the next Speaker of the House of the next Congress.
A source privy to the political negotiation told Sun.Star that since the solon is now leading a wide margin over his rival, comebacking congressman Jose Apolinario "Jun" Lozada, Jr., then it will be a dream come true for Arroyo to become the next Speaker of the House.
A source added that there was already an agreement made between President Gloria Macapagal-Arroyo and House Speaker Jose De Venecia that after the 2007 elections, the latter should relinquish his post to Congressman Arroyo.
But Arroyo said, "For now, I am happy because I am confident of my present lead over Lozada. To be the next Speaker of the House is another story."
Latest results from the 5th District showed that Arroyo is a sure winner in the towns of Moises Padilla, Isabela, Hinigaran, Binalbagan and Himamaylan City.
In La Castellana, however, the battle between the incumbent solon and Lozada remains neck-the-neck.
"I'm sure now that I will win again. Thank you to all barangay chief, sugar planters, barangay leaders, mayors, among others who gave me the second mandate to serve the people of the 5th District, " Arroyo said. - SunStar Bacolod

Bacolod in four months
The Bacolod City government has achieved an eleven percent increase in tax collection for 2007 compared to last year, based on records of the City Treasurer's Office.
Records showed that the city has a total tax collection of P127 million from January to April 2007, compared to P114.5 million in 2006 covering the same period, or an increase of P12.4 million.
Permits and Licensing head Ardis Jaculina yesterday attributed the increase to the way the city sustained its "business-friendly" environment for the business sector and the way it has sustained and improved its services at the One-Stop-Shop" business permits processing at the BAYS Center, as well as, other innovations offered by the present administration.
Jaculina said these are some of the factors that have contributed to the increase in business taxes and have inspired the business sector to pay their taxes promptly this year. The figures include the increase in business establishments in the city which include SM-Bacolod, she added.
Jaculina projects the increase to go up to 15 percent in October with the opening of the China Town Mall in the city which has about 250 establishments and spaces.
She said she submitted on Monday a purchase request to Mayor Evelio Leonardia to enable Mactan Online to install a router that will connect the Bacolod Investment and Promotions Center at the BAYS Center to City Hall.
Jaculina said they want to ensure the installation of a computerized system by December in preparation for the "One-Stop-Shop" in January to reduce processing time to less than an hour. She said the antenna will connect the BAYS Center to the main server at City Hall.
The "One-Stop-Shop" business permits processing of Bacolod City won the ANVIL national award for its excellence in business performance during the national convention of the League of Cities of the Philippines in Manila last year. It was likewise a significant factor in winning the award for Bacolod City as the Most Business-Friendly City in the Visayas in 2006 :banana: :cheers: :banana: :cheers: :banana:

Amid growing feedback from tenants and would be tenants, requesting that Robinsons, build a new wing expansion not only to attract new tenants but to also bring new flavor, look, and competitiveness for Robinsons bacolod, the rumored plan is either to create a new 2 storey wing using the LOT at the back of Robinsons connected by a bridge, (theyre even planning on making that bridge airconditioned as well like SM, but no stores, just a passage way) or probably just build a 3 storey wing w/o the bridge but with a fiesta strip just like SM, hoping to attract trendy cafes and internet shops for night-lifers.
and on another topic, Kenny Rogers was supposed to open shop in SM city bacolod, but unfortunately the space they wanted was already taken by Figaro, and their sub-options were taken as well, and they decided to suspend opening, cos the spaces left for them were unacceptable, cos they didnt want to settle.

Boss Monkey, since you are on that topic, i just want to inquire if you know what happened to SBARRO. I understand they closed shop at Robinson's with the intention of transferring to SM. I still do not see a SBARRO in SM.
Another thing, i also see "FOR LEASE" signs on the outside portions of the North and South buildings. Some signs now display "XXXX Opens June xx". Does this mean those "FOR LEASE" areas have not yet been leased out? There is also a "FOR LEASE" sign on both brideways, those near the escalators. Hope, some out of town based retailers put a branch in those spaces to intensify and thus, raise the level of competition and hopefullly, benefit the Negros retailing public.

the xxx for lease spaces unfortunately have already been reserved, i also asked my aunt regarding that(shes a tenant there), the reason why some dont have names, is because the tenant owner just had it reserved but still didnt disclose the name of the business, in regards to SBARRO, im really not sure, probably delays in planning or setup, or probably they scrapped the plan cos honestly they dont do too well here, i really dont know why cos their pizza is tasty....really pricey but tastey. still kenny rogers would have done really great here if SM city spaces werent on a first come first serve basis, sometimes i wish'd theyd screen the tenants before allowing them to open shop....and SM CITY BACOLOD has too many watch stores hehehe, the parking area of SM is waaaaaaaaaaaay too big, most people cram their cars in the covered terminal parking area, and the Cinema is kinda small, i prefer ROB cinema cos its spacey...and you cant smoke inside SM, sigh, sucks smoking outside especially with the heat wave and all.

wow ur allowed to bring in cameras in your workstations? its a big no-no for us here @ sykes. they even installed a large metal detector similar to the ones in airport where you need to pass through it, tapos another metal scan check pa and body search before going ton work. no cameras, no cellphones. no burned CDs

Ah okay. Thank you for that. You mean then that all spaces have been leased out. That's good. And yes, many of my friends say that the moviehouses in SM are small and the seats are too near the screens.
As to the parking area, SM owns the land. It is vast indeed but id rather have that than the limited parking spaces at Rob. Besides, in the future, if there is a need to expand the mall, some portions of the parking area can be utilized.
The positive aspect that SM brought to Bacolod was raising the level of competition so much so that it prompted Robinsons to be alert or be left out. Thus, we now hear them planning to "expand". At the end of the day, we consumers win.

In teleperformance bacolod they like to promote an open door policy and that security is not too tight, in order for their employees to not feel constricted and uncomfortable, lol we have teambuilding excerices almost once every week or 2 weeks, going to beaches and resorts here and there in order to unwind and take a load off, superivisor and our call center Managers throw pizza parties, were even going to have something called Videoke idol, plus in order to motivate employees( for our account: Motorola) they offer prices like cellphones and accessories whenever you excel or do good in something...i now have a moto L6 motor KRZR K1 and a
H555 bluetooth headset so it kinda gives you something to look forward to

i dont lilke sbarro, talagsa lng ko da ga kaon. i like the foods in Amici di Don Bosco . it s a small cafeteria in don bosco makati offering authentic italian cuisine. halos pareho lng naman sila price sang sbarro. their piza and pasta are the best, pati gelatto.

AN EXPERT from The Netherlands is in Bacolod to aid a group of businessmen in Negros Occidental who are set to venture on “kasla” (jatropha curcas) production soon.
Ton Hens of PUM, a group providing professional support to any business venture worldwide, is in Bacolod tomorrow to give some pieces of advice for the Metro Bacolod Chamber of Commerce and Industry (MBCCI) on a whole range of business involving kasla plant.

MBBCI targets to plant kasla within the first 1,000 hectares that will serve as model areas for the said venture.
These areas are in Murcia, Don Salvador Benedicto, Bago, Talisay and Silay.
“We are just waiting for the arrival of Agrarian Reform Economic Development Program (AREDP) Director-In-Charge Dominador Andres here in Bacolod on June 7 to finalize discussion on kasla venture,” said MBCCI’s Vice President Frank Carbon.
Carbon said DAR will be the one to provide funding for the venture while MBCCI will facilitate for the marketing of whatever the produce soon.
He also said Hens will discuss with them the different techniques on how to extract kasla seed and convert it to crude oil.
“Hens will also share with us some important tips on how to manage kasla business and solve any problem that may arise along the way,” Carbon added.
Meanwhile, PUM is a group of experts who make available their professional know-how and experiences to the organizations which can be helped.

that's cool eric, I used to hang out in don bosco a lot,... my uncle used to run that restaurant, he was the rector-administrator of salesiana publishing,... they really serve authentic italian food, the priest in charge there is Fr. Colombo, a native italian he oversees all the cooking, and imports many ingredients from italy.....Oh and do try their ice cream and espresso......its uber good!!

Woodbridge pizza newyorker is the best, as well as new orleans, this is the expensive brand, Florida fun, hawaian delight, california veggie are palatable taste. Try the chicken wings a good one to. hopefully they can compete with other pizza's: in Bacolod city.

that's cool eric, I used to hang out in don bosco a lot,... my uncle used to run that restaurant, he was the rector-administrator of salesiana publishing,... they really serve authentic italian food, the priest in charge there is Fr. Colombo, a native italian he oversees all the cooking, and imports many ingredients from italy.....Oh and do try their ice cream and espresso......its uber good!!
yeah their gelatto is uber sarap.. its quite expensive but its really worth a try. im trying to schedule a lunch there, para ma feature ko sya sa blog ko kag sa Pinoy Travel.

That's understandable. We have to consider the period when the building was constructed. SM Iloilo and SM Fairview have the same design because both of them were constructed at the near end of 1990's. Of course, SM should redesign their malls and they applied modern designs in all malls they built right after 2000.
Honestly I like SM Bacolod's design compared to SM Iloilo's.

SM City Bacolod is certainly one of the better malls of SM nowadays.
It's good that SM is trying to break away from its rather uninspired monolithic designs. Their new mall designs are getting better but not utterly their best. :)

SM Iloilo and SM Fairview have the same design because both of them were constructed at the near end of 1990's. Of course, SM should redesign their malls and they applied modern designs in all malls they built right after 2000.

Marañon bares priorities
for final term as governor

Gov. Joseph Marañon, who was again proclaimed the winner of the race for governor by the Provincial Board of Canvassers yesterday, vowed to focus on the promotion of investment opportunities and tourism destinations in Negros Occidental to spur economic growth.
He will also help ensure the completion of the locally initiated Kabankalan City airport that will help in the economic and tourism development of the south, he said.
Marañon, who was proclaimed the winner in absentia on May 18 while he was in Manila, went to the COMELEC provincial office yesterday for a repeat proclamation.
He was proclaimed by Elections Provincial Supervisor Jessie Suarez and Auditor Consejo Palermo of the Provincial Board of Canvassers in the presence of his wife, Aida, and provincial board member Miller Serondo.
Asked if he will reach out to opposition candidates who won in the towns and cities, Marañon said "They need me more than I need them."
He stressed that he does not base assistance to local officials on party affiliation, his door is open to all.
Marañon said he will meet with Negros Oriental Governor-elect Emilio Macias to discuss whether he wishes to continue an agreement forged by his predecessor Gov. George Arnaiz with Negros Occidental for both provinces to work together at making Negros Island an organic food bowl.
This is important because we plan to bid for the hosting of the International Federation of Organic Agriculture Movements conference in 2011, Marañon said.
We will have to participate in the 2008 IFOAM conference in Italy so we can bid for the hosting of the 2011 conference, he said.
Marañon said he will also discuss with Macias the building of bridges that will interconnect Negros Oriental and Occidental in more places to boost development in remote areas. The building of more road networks in the hinterlands to spur development in the countryside is also a priority of his administration, Marañon said.
The governor said he will also look into reported complaints at the Negros Occidental Provincial Jail in Bacolod City.*CPG :banana: :banana:

Silay ready to host export processing zone
SILAY City is ready to host an export processing zone (EPZ) as soon as the New Bacolod (Silay) Airport becomes operational this year, said mayor-elect Jose Montelibano.
This as Montelibano disclosed that Mrs. Cecile Magsaysay had already promised to donate about 100 hectares of their family estate at Hacienda Naval right beside the new airport in Barangay Bagtic for the proposed EPZ.

BACOLOD CITY -- The mayor-elect of Pulupandan, Negros Occidental was injured along with four others while his driver and bodyguard were killed when unidentified armed men opened fire on his convoy of vehicles in the town on Wednesday afternoon, police said.
Pulupundan Mayor-elect Magdaleno Peña was hit by shards of glass on the arm while his driver, Moril Merced, and his bodyguard Boy Gavine, were killed when their convoy was ambushed in Barangay (village) Zone 4 in Pulupandan at around 3 p.m., police said.
Among those wounded was Jeramy Suatengco, who was in the second vehicle of the convoy and who was hit by a bullet in the knee, police said.
Peña and the two killed were in the first vehicle, police said.
Police said Peña and the other victims were brought to the Riverside Medical Center in Bacolod City.
Peña has been at the center of a dispute over a large tract of land occupied by hundreds of residents, including local officials of the town.
Peña has laid claim to the land and has been able to secure a court order, evicting hundreds of residents from their lots, which they said they have been paying for in terms of taxes for years.

No alternate road to airport yet,

The new airport of international standards in Barangay Bagtic, Silay City, Negros Occidental, is expected to be inaugurated next month and to operate sometime in October, but an alternative access road has yet to be built raising fear of traffic bottlenecks along McKinley road that passes through two cemeteries.
Gov. Joseph Marañon yesterday said President Gloria Macapagal Arroyo may attend the inauguration of the new airport of international standards next month.
"No date has been set but we are hoping and expecting that the President will come to inaugurate the Silay airport," he said.
Eduardo Mangalili, project director of the Selected Airports Development Project of the Department of Transportation and Communication, said the about P4.3 billion airport with a 2,000 meter runway is expected to be completed by the middle of July.
After completion, flight tests will conducted for about two months before the airport becomes fully operational, to comply with requirements of the International Civil Aviation Organization based in Canada and the Philippines' Air Transportation Office, he said.
The airport is of international standards but will cater to domestic needs, he said. Mangalili said work on the expansion and improvement of the 4.7 kilometers McKinley road from Silay proper to the new airport has started.
However, work on the Guinhalaran access road cannot be started yet. Funding for the alternate road needs the approval of the National Economic and Development Authority after which it will be subject to approval by the Japan Bank for International Cooperation, Mangalili said.
Marañon said he will push for the construction of the alternative road to the new airport through Guinhalaran because traffic along McKinley road will be congested, especially when there are funerals.
He said the provincial government allocated a P2 million counterpart to Silay City funds to acquire the right of way for the Guinhalaran road.
Mayor Carlo Gamban said the Silay City government put up a counterpart fund of a little more than P2 million for the alternative road and has acquired the bulk of what is needed already.
It is just a matter of one or two more landowners signing, he said.

Mayor's aim: Murcia cityhood
Murcia Mayor Esteban "Sonny" Coscolluela and his entire winning slate took their oaths of office before Gov. Joseph Marañon at the provincial Capitol in Bacolod City yesterday.
Those who also took their oaths with Coscolluela were vice mayor Joselino Santiago Jr., and councilors Ramie Gravino, Jose Gomez, Rene Sagoy, Roland Butch de la Cruz, Antonio Luis Gonzaga, Luisito Tubongbanua and Gerry Llena. Coscoluela said his target is to raise the local income of Murcia to P100 million so their town can be converted into a city.
It was performance over black propaganda that prevailed in the last election, allowing his entire slate to win, which is a first in the history of Murcia, Coscolluela said.

Well according to Cano Tan, Bacolod Aiport well cater only chartered flight from Hongkong, China, Japan, and Korea, this is a special flight was arranged by travel agency. this will be on October during Masskara time No plans yet to put up commercial international flight. we have separate blog bacolod international airport, all question will be answer on that blog.

In fact robinsons Bacolod may luti na sila sa Kabankalan almost 5 hectares, this is a two story mall, purely Robinson Mall and Grocery stores, and small stores , hindi ini pareha sa bacolod, they dont have boutiques. but they have a food court. pareha sa Gaisano City Kabankalan branch. In fact Mc donalds will be soon 2 stores in Kabankalan. We will look forward for Kabankalan Domestic airport. according to the mayor. asian spirit, seaair and cebu pacific already committed for the developement. cebu pacific will use small aircraft ATR 72-500. For San Carlos city almost half way na ang airport. Congressman Jules Ledesma he said he will commit 100 million more to complete the project. this airport called San Carlos City domestic airport. only small aircraft will land there.

^^ I know bout the airport, they have billboards of it all over kabankalan,... nice , a rob,... hopefully Kabankalan would become another Highly Urbanised City,... and also San Carlos,.... both are developing quite rapidly...
this would be a big advantage,... aside from additional budget from the central govt,.. there would be political implications two more HUCs would add two more congressional districts....
currently Negros Occ has 7 which is the second highest ( after Cebu province)

yup2x, its a coral cay project one of the foreign funded projects here in the country just like APO island, to show sustainability, and of course, its a small island but the biodiversity is comparable to cuba's coastline. theres a lot of life there than any big areas, well comparable to the size of the area, and take note some species are not documented yet, they are still on the process of recording the data they can ( scientists and even local ones ) get. imagine one small island represents lifes colourful enigma, asus kadalum ah. lolx.

So far our neighbors doesnt know where Cauayan is located, we need to promote this area as next tourism destination I believe the mayor of Cauayan and Sipalay is pushing the reopening of Sipalay airport. this is another domestic aiport in Negros. called Sipalay domestic airport. We need to spread the new diving sites in southern negros.:banana: :banana: :banana:
We need to tell our neighboring islands negros are many place to offer

me too. Binalbagan is good to be push into a cityhood and also the Hinigaran. Pontevedra will be having a seaport in a future as i read on the local online news before.

In fact robinsons Bacolod may luti na sila sa Kabankalan almost 5 hectares, this is a two story mall, purely Robinson Mall and Grocery stores, and small stores , hindi ini pareha sa bacolod, they dont have boutiques. but they have a food court. pareha sa Gaisano City Kabankalan branch. In fact Mc donalds will be soon 2 stores in Kabankalan. We will look forward for Kabankalan Domestic airport. according to the mayor. asian spirit, seaair and cebu pacific already committed for the developement. cebu pacific will use small aircraft ATR 72-500. Michael Jackson's, Cindy Crawford's bamboo sala set made in Negros

BELIEVE it or not. The bamboo sala sets of the world's famous pop super star Michael Jackson and super model Cindy Crawford are made in Negros Occidental.
And the maker, is no other than known Negrense entrepreneur Emilio Lamata of the Far East Bamboo Exports Inc., formerly in Talisay City, Negros Occidental but now based in Cebu City.

Recently, Far East Bamboo was one of the three awardees of the Department of Science and Technology Cluster SET-UP project this year.
This as DOST recognizes Far East Bamboo Exports Inc. as one of the most successful furniture enterprises in Negros Occidental which most of its products are now being sold to United States, Saudi Arabia, Lebanon, Singapore, Japan, South America, France, Germany, Spain and Austria.
According to Danilo Suhot, family driver of the Lamatas, the bamboo sala set of Jackson and that of Crawford were made and designed in Bacolod City.
This was after Jacson was impressed by the design of a three-seater sofa made of bamboo used during his 1996 Manila concert.
It was also timely that Mr. Lamata has an available product at the Negros Showroom. But first he was hesitant to sell it because it was the only available product he has at the time and it was only for display purposes.
But when told that the end user of the bamboo furniture is Michael Jackson, Lamata immediately sold it for P65,000, Suhot told Sun.Star-Bacolod.
But aside from Jackson, Lamata's bamboo furniture also atrracted world's supermodel Cindy Crawford.
Starting last year, Crawford, according to Suhot, has been placing orders.
Crawford's agent based in New York was the one transacting business with Mr. Lamata, Suhot said.
And Lamata's bamboo products are now included in Crawford's "MY HOME" collections with focus on organic look especially those which are made of rattan, abaca and bamboo.
"For now, I don't who are the present customers of Mr. Lamata in Cebu, but as far as I know also, he's business there in Cebu is doing good," Suhot added.
Suhot also said that based on information, Mr. Lamata has also a lot of orders from various hotels, restaurants, bars, resorts and the like all over the country.
Sun.Star-Bacolod tried but failed to reach Lamata last night.

Bacolod City team invited to India IT
A team from the Bacolod City government is scheduled to visit India to learn from its Information Technology experience which can be replicated in the city.
International ICT expert Ramesh Manghirmalani invited Mayor Evelio Leonardia and Bacolod IT Focus team head Councilor Jocelle Batapa-Sigue to visit Bangadore and Hyderabad, India for an educational visit. Batapa-Sigue said that if the plan pushes through, they will go to India in August.
Manghirmalani is the director of Supply Chain Business Development at Vitria. He manages Vitria's business initiatives with, Sony, Bax-Global, Accenture, CSCm Ford Motor Company and Avon. He was in Bacolod City last week to meet with potential local partners in IT-related businesses. Bacolod IT Team seeking to make mark at int'l event
The Bacolod Information Technology Focus Team will present the concerns of the local information and communications technology sector at the Asian Summit for ICT Leaders on June 27 in Cebu City. Councilor Jocelle Batapa-Sigue, chairperson of the Bacolod IT Focus Team, said yesterday they are hoping to come up with a delegation composed representatives from the local government, academe and business. We are currently preparing our notes for the Summit, she said.
Through their presentation, Batapa-Sigue said, the IT Focus Team will seek recognition from the national government on the need to strengthen the countryside in its quest to generate investments and job opportunities.

Bacolod expecting boost
in hosting regional confab
The Metro Bacolod Chamber of Commerce and Industry will host the 16th Visayas Area Business Conference at the L'Fisher Hotel in Bacolod City on September 7 to 9.
MBCCI vice president Jose Ma. Zayco yesterday said they are expecting about 120 chief executive officers of various corporations all over the Philippines to attend the conference.
He said officers of the Philippine Chamber of Commerce and Industry will come to reaffirm the sustainability of Bacolod City, which has been adjudged the Most Business Friendly City in Western Visayas in 2006 by the Philippine Chamber of Commerce and Industry.
Zayco said the main topics to be discussed during the conference are the tourism viability of Negros Occidental, the bio-ethanol program of the province and the review of the Comprehensive Agrarian Reform Program. He said these will be contained in a resolution that they will submit to the Senate and Congress.
Zayco said the MBCCI believes that CARP needs to be reviewed, if not cancelled, since it has no sustainability and has only reduced their production.
He said it has also created conflicts between the landowners and the beneficiaries since there is no sustainable income that would propel them and that their lives have not been alleviated.
Zayco said they want to see a review of the program, its advantages and disadvantages and the problems encountered in its implementation especially in Negros.
Bacolod Mayor Evelio Leonardia said "The coming over of about 120 CEOs of the biggest corporations all over the country is for us, a significant occasion in the light of our thrust to push Bacolod into the investment map of the Philippines."
He said these business executives started to notice the city after it was recognized as the Most Business Friendly City in the whole Visayas. This will be an opportunity to interact with these people and we hope this will be a chance for the city to sustain its gains towards in the economic progress of Bacolod, he added.
Leonardia said he is thanking the MBCCI for bringing in these top quality business executives who could be somehow very influential and very instrumental if, and when more investments come to Bacolod. He said this is very encouraging in the light of many other business prospects citing, as an example, a big call center company that is very serious in locating in Bacolod, which would mean another 1,000 new jobs for the people.
"At the rate we are going, as far as the call center industry is concerned, we will need more people who are qualified for the job," Leonardia said. This was among the topics he discussed recently with Manapla Mayor Manuel Escalante, president of the Association Chief Executives, and San Carlos Mayor Eugenio Lacson.

MANILA, Philippines—They may not have been on the world-famous Riviera red carpet, but the red-hot duo of Carlo Ledesma and Mel Lozano certainly deserved to be.
So I’m channeling my inner paparazzi and rolling out a red, white and blue carpet of my own for this hypertalented twosome. They recently won the Best Film Award from the Mini Movie International Channel at the Short Film Corner of the 2007 Cannes Film Festival for their film, “The Haircut.” To go with the groovy title and bragging rights for the next few years, the award also came with a hefty paycheck to the kaching of 10,000 euros.
“The Haircut” was produced in Sydney, where the two filipinos had moved to in pursuit of higher studies in filmmaking. Their short film is hardly short on concept. The idea for “The Haircut” began while brainstorming on possible film ideas for Carlo’s graduation film at the University of Sydney College of Arts. Mel came up with the simple premise: what would happen if a bald guy walked into a barbershop and asked for a haircut?
The film was shot on Super 16mm film, an extremely refreshing alternative in this digital mainstream era. “The Haircut” was shot in a barbershop they chanced upon after searching for six weeks around Sydney, in the small beach town of Dee Why. The shop was replete with ’80s Tiger Beat posters of Ralph Macchio on the walls. In other words, it was the perfect setting.
What resulted is a work that is both playful and poignant; perfect vignettes strung together with not a moment wasted. After watching the film, I can honestly say I gained a whole new insight on barbers!
Cut to: two years since its submission to Tropfest, Sydney’s annual indie film fest. “The Haircut” has gained critical acclaim, having been screened in 11 film festivals. Australian film critic Margaret Pomeranz even described it as “gorgeous in its whimsy … so well shot … nicely acted and the milieu is so well-established … it’s a complete film.”
I’ve had the pleasure to get candid with Carlo and Mel about sundry subjects, from their inspirations and film icons, to “Star Wars” and “Palibhasa Lalaki.” Hope you enjoy getting to know them as much as I did!
What films first made you say, “I want to get into film”?
MEL LOZANO: If I had to pick, two movies really made a huge impact on me growing up—“Star Wars” and “Pulp Fiction.” Both movies are indies and blockbusters which to me really aren’t two separate things.
CARLO LEDESMA: It would probably be “E.T.,” “The Empire Strikes Back,” and “Steven,” an uplifting tale about a murdered nerd who comes back to life and gets revenge on his bullies by killing them one by one. It was a video project I made in high school. Amidst the cheesy dialogue, hammy acting, and tomato sauce blood, I knew that this was what I wanted to do for the rest of my life.
It’s refreshing to know that you used film instead of digital format. Was this a matter of stubborn nostalgia, or do you really prefer film quality?
ML: I think every filmmaker has to shoot in film at least once. Digital makes everything so easy. But film, film makes everything beautiful. Even an ugly shot of an ass-crack will look like pretentious art shot on film.
CL: I just found it odd that I was in “film school” yet nobody was shooting on film! They were doing their projects on Mini-DV and I thought I wanted to raise the bar for myself by shooting on Super 16, costs be damned. For all the challenges a film shoot brings—begging for money, bigger crew, slower setups—it’s all worth it once you see the rushes. Iba pa rin ang film.
Still on nostalgia—there was certainly this palpable sense of it in “The Haircut.” Did that stem from your own sentimentality about barbershops?
ML: My family runs a barber shop in QC and as a kid I used to love running around the place, smelling that distinct old-school pomade aroma, playing with the shaving brushes, making kulit our barbers in white suits. Barber shops just evoke warm memories for me. We all agreed to give the film an old-school, bygone-era feel as much as possible.
CL: Barbers are so interesting because it seems like they all have stories to tell, whether it’s their own, or tales they’ve picked up from customers over the years. I also love how most barbershops always seem to be 20 years behind in decor, and that for me brings out some deep-rooted nostalgia. Maybe it’s because time seems to stand still in these places, probably because these aging barbers can’t be bothered to update themselves to the times. I also thought the concept of two people meeting—each totally different from the other—and connecting briefly, then parting ways, was an interesting idea to explore.
Budget is always a nightmare in film production. But you managed to come up with a good, award-winning film with “The Haircut” in spite of your budget limitations. Can you give realistic advise to indie hopefuls out there who want to make good films but lack the budget?
ML: The best thing my professor said in class was “Shoot with what you have.” Wise words. Use your connections, go through your rolodex, call long lost family friends. There’s no shame in pulling strings and being resourceful especially with such a tight budget. It goes a long way.
CL: It’s all about the story. When you sit down and write the script, don’t think about what type of cool angles you’re going to shoot or what lenses to use. Put as much thought into the story and characters as you can. Show your script to people and try to get as many unbiased opinions about it. And, when you have a first draft, do accept that it’s most likely crap. Throw it out and do it again. If you have a simple story that’s well told and thought out, then it won’t matter if it’s shot on 35mm or Video 8.
What do you think about our local film industry? What are the factors that impede wide release films in the Philippines from becoming truly world class?
ML: A number of things, I think. Lack of creativity, originality. Lack of really good scripts and studios that want to take risks. Big part of it also is that we don’t even patronize our own movies. But I think we’re getting there again, with “Maximo” and “Kubrador” making waves abroad.
CL: I’ve been out of the country for three years already so I’m kind of out of touch with the scene, but I have been hearing about lots of talented young filmmakers though, so all I say is, keep ’em coming! Would love to meet and have a beer with all of them.
What needs most improvement scriptwriting? Production? Better acting? Everything?
ML: I think, despite the incredible amount of talent we have in this country, everything needs improvement. Maybe because everything’s compromised with limited budgets. Like when I watch a big fantasy movie here you can still tell how cheap the props are and stuff. The actors still act as if they’re on “Palibhasa Lalake.” There’s just too much formula when you watch those date movies or whatever. I would just like to see a wide release, studio-backed Pinoy movie that doesn’t involve bad dubbing, melodramatic acting, and an over-synthesized score.
What is “Indie genius” to you?
CL: Indie genius is more than just someone with a creative mind and a good eye. It’s also about being a good leader and motivator. If you can convince an award winning cinematographer with over 20 years experience to shoot your film for peanuts based on your script and passion, then you’re a genius.
I also think an indie genius would be smart enough to take studio money, run with it, play the game, yet still come out with something that’s good and not compromised. Alfonso Cuaron and Chris Nolan come to mind.
Best lessons you learned in Uni during film school?
ML: I think I was too busy playing frisbee in Uni to be honest! (laughs) Australia in general has a great foreign movie production market—so many movies and commercials shoot there. Unfortunately, they don’t have much of a local film industry. They actually have the same problem as the Pinoy movie industry.
CL: To be honest, the best film school is making a film. I did make great friends and valuable contacts in film school, but nothing really exposes you to the ups and downs than by just doing it. Save your tuition, use it for a camera, and go shoot stuff. All the theory and techniques are just a Google search away anyways.
Tell us about allOrange films.
ML: Now that Carlo’s still in Australia and I’m in Manila, it would be nice to make it a bi-coastal company. Personally, I would really love to produce a Stephen Chow-like comedy with Vic Sotto or make a kick-ass Pinoy action flick sans the leather jackets and rolling around in abandoned factories.
CL: allOrange Films has been going on for three years. Its latest project is my short action-drama film called “The Last One.” Again, I wanted to raise the bar for myself by setting new goals. With “The Haircut,” it was shoot on film, keep it simple. With “The Last One,” my mindset was, write a film that presents as many challenges as possible. So I have night shoots, car scenes, guns, stunts. Thankfully I left out children and animals!
Finally, If you had a superpower, what would it be?
ML: I’d like to have the power to hire Johnny Depp, get the Bahamas as the main shooting location, and conjure $150 million out of nowhere to fund a mediocre blockbuster sequel. Wait that’s not a superpower. That’s a normal day for Jerry Bruckheimer.
CL: I’ll pick a character from “Heroes”— Eden’s power of persuasion. Imagine:
Carlo walks into Harvey Weinstein’s office.
Carlo: I would like for you to give me $40 million now.
Harvey: Yes. Now.
Carlo: And Natalie Portman’s number while you’re at it please, thanks.

Electric-powered jeepneys to run in Bacolod

MANILA, Philippines -- It may sound unimaginable now, but soon the jeepney's more futuristic, electric-powered version will be weaving through the streets of Bacolod City to pick up passengers.
A multi-sectoral group is importing two electric jeepneys (E-jeeps) from China this month for pilot-testing in the city in a bid to introduce a low-carbon, but sustainable transport system.
Once it becomes viable, more such jeeps will be rolling off airplanes and shipped to this city in the South for commercial operations, and who knows, this may be replicated in other cities across the country.
But the E-jeep is just icing on the cake. The real magic lies in the fact that the jeep will be running on electricity produced by a renewable energy power plant from the city's market and household wastes.
The Green Renewable Independent Power Producer Inc. (GRIPP) conceived the 1 million euro (P61.88 million) project -- the first in Southeast Asia “to further cement Negros Occidental's move to go for clean energy five years ago."
GRIPP is the same network of civil society groups, business sector, local government units and green groups that led Negros' campaign to foil the construction of coal plants and stay clean. The province sources its power mainly from geothermal energy.
That was why Bacolod was the most logical choice for the pilot-testing.
"The concept grew out of a desire to complete the clean energy campaign for Negros. We thought it's fitting to complete that by adding a transport component,'' Athena Ronquillo-Ballesteros, founding member of GRIPP, says in an interview.
The idea, eventually, is to have a fleet of 50 E-jeeps plying the secondary routes, or those streets not covered by the 3,000 to 3,500 locally made jeepneys.
After getting 300,000 euros (P18.56 million) as funding for the entire fleet from the Dutch institution Doen, GRIPP ordered two E-jeeps worth 6,000 euros (P371,280) each from Langqing Electric Vehicle Co. Ltd. in Guangzhou.
It plans to run six E-jeeps for the initial tests from three to six months beginning July this year. Once it has a clear idea how well the operation runs, it will go into full commercial operations by July next year.
``Our dream is that in a period of three to five years, they can increase the fleet from 6 to 50, and eventually, 100, so we can break 10 percent of the market,'' says Ballesteros, also Greenpeace climate and energy campaigner. Greenpeace is part of GRIPP.
The funder is actually a partner in the project.
"The more commercially viable or successful the project is, the more they will support it. In fact, they're even willing to support the replication of the project in other cities,'' Ballesteros says.
Unlike the hard, metallic jeeps that rule urban cities' roads, the E-jeeps are made of fiberglass, and can seat only 12, excluding the driver. They will carry batteries that will be charged for eight hours daily to run 80 to 100 kilometers.
But like the iconic jeepneys, they will be carrying colorful designs on their bodies.
As currently practiced, GRIPP will ask its own drivers to remit a portion of their daily earnings as part of the "boundary,'' the fixed amount that drivers remit to the jeepney owners out of their earnings at day's end.
GRIPP will use the money to fund its own operations.
With no fuel and maintenance costs, drivers of E-jeeps are expected to bring home bigger income each day.
A jeepney driver earns an average of 30 euros (P1,856) a day. But after paying for the gas, and remitting the "boundary'' to the operator, he ends up with a take-home pay of 4 euros (P247.52).
"If the driver remits a boundary of 13 to 16 euros (P804 to P990) a day to the foundation, and take home the rest, then his earnings will be four times what he's earning now. And he's not that exhausted,'' Ballesteros says.
The E-jeep drivers will charge the standard fare approved by land transportation authorities.
Beyond the E-jeep, the more crucial component of the project is the setting up of a power plant consisting of a generator, a high solid anaerobic digester, and gas engine on a land to be provided by the city government.
Here, organic wastes collected by the city's garbage trucks from restaurants and wet markets will be emptied into digesters, where they will be "solubilised'' and converted into gas. The gas, in turn, will be fed into a gas engine that will produce the electricity.
"When we thought of the project it's no secret we had the environment in mind. Climate change, and solving air pollution are two of our primary concerns,'' Ballesteros says.
"With this project, you can reduce both. If you have better, cleaner air for a city like Bacolod, you also reduce the waste and you have more savings in the city,'' she said.
Savings which, Ballesteros says, could otherwise fund the city's other priorities like infrastructure, education and yes, governance issues.
GRIPP hopes to enter into a joint venture with another partner to set up and operate the power plant. Eventually, it has to establish a depot that will serve as a charging station and maintenance center, the project's third component. But this can come later.
Meantime, the jeepneys' batteries will be charged at a local utility. GRIPP wouldn't mind if a city government copies the concept, or the manufacturer of the local jeepneys make its own E-jeep.
"Our hope is to replicate it in other cities in the Philippines, and in the rest of Asia," Ballesteros says. "The goal here is to show that it works in a place like Bacolod."

Business leader backs improved ICT
curriculum in local schools
Roberto Montelibano, president of the Metro Bacolod Chamber of Commerce and Industry, said he is supporting efforts to establish an Information Technology curriculum in local schools that will support the business process outsourcing industry, particularly the call center companies, in Bacolod City and Negros Occidental.
Montelibano said the local academe should be supported to further develop educational and training opportunities for students who can be prospective employees of call centers.
Major call center companies Teleperformance and TeleTech are now operating in Bacolod while another leading operator, Convergys, is also expected to start its operations in the city this year.
The Bacolod IT Focus Team, headed by Councilor Jocelle Batapa-Sigue, had earlier said it is coordinating with the IT Network of Schools in Bacolod and Negros Occidental, composed of 36 colleges and universities, to produce competent graduates whose skills and knowledge are relevant to the development of the ICT industry.
Both the IT Team and ITSNET are hoping to secure at least one percent of the projected 1.3 million jobs under the country's cyberservices sector from 2006 to 2010.
Meanwhile, the Trade Union Congress of the Philippines is pushing for increased government funding for skills training programs that will allow more Filipinos to qualify for good-paying jobs in the call center industry.
The group made the appeal after it completed a one-month skills retooling of more than 1,400 trainees for call center jobs.
TUCP spokesperson Alex Aguilar said the initial training program has been successful, and more than 70 percent of the graduates qualified for full employment in leading call center companies.*NLG

actually gonzar thats a very good idea.they have to think about this facelifting thought of yours before the airport's closed.once the airport is closed and be opened in silay it may have an impact on the businesses around the area.what other establishment needs to add in the area?they already have the hotel,restaurants,bowling alley.what else do have in mind,anyone?

Iloilo's since Calle Real is too smoggy and Boracay's Main Road pollution is insulting to the beauty of its beaches.

@jaywalker, i think goldenfileds need a coffee/cafe resto strip.. most likely facing a park(or mini lagoon) w/ activity area to liven up the strip during weekends or even weekdays..come to think of it, sipping a freshly brewed cup of coffee while listening to some cool bands or a bossa nova tune, LIVE!..hehehe

a comedy bar is also a good place in goldenfields.it is already considered as a mini entertaiment city within the city.i think they should change the streetlamps to a more attractive one.you know like those kind in roxas boulevard in manila to make it more lively at night.there is more space for development in goldenfields.anyway who is running the place.is it a government owned or private?

Provincial tourism gears for international standards
PROVINCIALvincial Tourism Officer and concurrent President of the Association of Tourism Officers of the Philippines (Atop) Jennylind Cordero looks forward to more perks in tourism related investments now that the Silay Airport is about to operate.
Cordero has just arrived from Cebu after attending the Cebu Business Month, Asean Tourism Congress and Exhibits where she represented Negros Occidental and as President of Atop.
She admitted that Negros Occidental may not be at par with the country’s Asian neighbors but things can be worked out given existing strengths of the province.
“Among our local tourism officers, coordinative efforts with private and local government units’ (LGU) leadership are now in process. Our focus is in response to the open skies policy of President Arroyo and to a certain extent, the nautical highway which opened our doors to more and more visitors,” Cordero said.
“We need to study economic implications and impact of the Silay airport in reference to the open skies policy. Our promotion, regulation and development efforts must now be geared towards international standards.” Cordero added.
Among the problems identified by Cordero is a close coordinative efforts must be launched are room accommodation, chartering activities, investment in a huge convention center, exhibit organizing and putting up more signages along major highways.
The training of “Tourist Police” and improving man-made and natural attraction complementing resorts are among the programs that needed focus, Cordero added.
“Let me emphasize that these efforts require huge private investments and engineering works as well. The tourism offices do not have the capacity in said areas except coordinative work. LGUs themselves must lead in terms of policy and we do the legwork.” Cordero stressed.
Present hotel rooms and pension houses are good as far as local visitors are concerned, Cordero added. With an airport of international standards, however, LGUs all over the province, not just Bacolod City, must begin to be serious about accommodating chartered flight tourists and improving their attractions sites, she said.
Cordero is proposing that a tourism office or a tourism building must be established within or the vicinity of the new airport.
As Atop president, Cordero took the floor in Cebu to push for the legislative bill in making the tourism office mandatory for all LGUs.
