^^ OK thanks Kyle@1008. nice pictures.
actually gonzar thats a very good idea.they have to think about this facelifting thought of yours before the airport's closed.once the airport is closed and be opened in silay it may have an impact on the businesses around the area.what other establishment needs to add in the area?they already have the hotel, restaurants, bowling alley.what else do have in mind, anyone?
Hoping the high-rise buildings will be rise to there and I guess same with to the bacolod old airport.

that building sang NOVO is very beautiful. a fine example of an Art Deco architecture. the RCBC building is also awesome as always.

that's the Maria Golez house...
Purchased by the Silay Branch of Republic Commercial Banking Corporation in 1992, the house was restored and was ready for occupancy by 1993. The house is an excellent example of architectural reuse. The lower floor of the house which was rented out to shops has been renovated to house a bank. The bank’s interior, though new, is done in a style consonant to the general design of the house.
Heritage Features: The residence is planned as a town house which combines living space on the upper floor with commercial spaces on the lower floor. Art Deco elements, especially in the archways, and the corner entrance and Classical motifs;masques and caryatid and lion heads decorate the house.

so smallville is patterned from our famous goldenfield? famous na ini nga place kay most of the people i've met knows goldenfield.mini red light area yung binangga nang eroplano nang pal o yung mga hinahakot from neighboring cities na may mga bugaw sa kalye..i think the goldenfields management is aware of what is going in thier premises and those bugaws has been in existence since then, long time ago.la pa akong nakikitang police na nagpapatrol dyan.:ohno: and i smell somethings fishy kung bakit hanggang ngayon ay naglilipana pa ang mga yan dyan.

Silay's downtown is actually a museum in action..its like a walk down memory lane.i cant understand why Silay's local govt never took advantage of making this as a big tourism boost..tourists need not go to Vigan just to experience these..and w/ Negros' fine white sand beaches, Bacolod's commercial viability, its a tourist haven all in one.

Bro, please correct me if i am wrong but my understanding is that the existing Bacolod airport is owned by Philippine Air Lines and NOT by the city/ government. That is the reason why Cebu Pacific cannot use the airport terminal and has to use a "house" like structure beside the Bacolod airport for its Bacolod airport operations. That is the only airport in the Philippines which is owned by PAL - making PAL's Bacolod office unique.
So, when that airport will be sold, does it not follow then that PAL should decide on what to do with it? Unless, PAL has delegated the task of selling to the government. I do not mean to rock the boat here. Just wanted to know how you knew of the interested developers. Are they dealing with PAL?

On the other hand, PAL may have just leased the terminal bldg (or portions of it) for its exclusive use. I think it is conflict of interest if the commercial airline using the airport also owns it. In other countries, some airlines have their own terminals within the airport complex, but they dont necessarily own the whole airport.

cebu pacific originally used the bacolod domestic airport... till they decide to transfer...besides Lucio Tan's sister lives in bacolod,..he's always been a friend of the city, if PAL does own it,..he'll be the one to develop it, that would be an oppurtunity for him...

That is precisely the point and which makes the Bacolod airport unique. It is privately owned.
Anyway, regardless of who owns it, i hope it is utilized for commercial/ development purposes so more jobs will be available to local residents. It would also help if it lands in the hands of big name developers with a good track record in property development.

Thank you for that info eric. With such ownership set-up, i guess it makes the disposition of the property more complex than i thought of - unless the multiple owners coordinate so the property can be marketed as one. I dont discount that possibility. It can happen provided they all have an entrepreneurial and progressive mindset.

convert the old Bacolod airport into an Export Processing zone or a TechnoPark. I think Bacolod is ready for it. The city has a good port(Bredco/Top harbor), an airport of international standard, and tourism growth potentials.. we are slowly following Cebu's footsteps, in terms of development.. next should be, POLITICAL WILL.

Eric thats true, the building owned by the Philippine airlines, not the entire airport, excluding the runway, I still remember the runway extesion way back long time ago. ang city pa gani nag gastos, thats means they owned a big piece of land. not the terminal. In the United States each airlines leases the terminal building to the city goverment. but not here in the philippines. only in bacolod PAL owned the building.

Bing’s dream: running for president of the LCP
UPON hearing that Mayor Bing Leonardia is running for president of the League of Cities in the Philippines, my first reaction: Ha?!!!
Well, that’s it, according to Iloilo City Mayor Jerry Treñas who is currently the league president. The plan of Mayor Bing is a tall challenge for him considering that he set to clash against Mandaluyong City Mayor Benhur Abalos and Mayor Mel Sarmiento of Calbayog City.
Mayor Bing. Although this is very “ambitious” on the part of Mayor Bing but Bacolodnons should consider this as pride to have their mayor on top of the league.
Mayor Bing as the next president of LCP is another thing that each and every Bacolodnon should be proud of in the future. If Ilonggos made proud of Treñas who reigns LCP from 2004 up to the present, Bacolodnons would also have the same feelings later if Mayor Bing wins the LCP election.
Hope that Negros city mayors will support Mayor Bing’s quest to be the next president of LCP. In Negros Occidental, 12 newly and re-elected city mayors are set to cast their votes soon. These include Mayor Eugenio Lacson of San Carlos City, Mayor Melecio Yap of Escalante City, Mayor Alfredo Marañon, Jr. of Sagay City, Mayor Bading Escalante of Cadiz City, Mayor Severo Palanca of Victorias City, Mayor Jose Montelibano of Silay City, Mayor Eric Saratan of Talisay City, Mayor Ramon Torres of Bago City, Mayor Demy Hondrado of La Carlota City, Mayor Pedro Zayco of Kabankalan City, Mayor Soledad Montilla of Sipalay City and Mayor Carminia Bascon of Himamaylan City.
Hoping that all of them will help Mayor Bing. After all, they should also be proud that the next LCP president is also a Negrense like them. Good luck to Mayor Bing! SOURCE (http://www.sunstar.com.ph/static/bac/2007/06/21/oped/erwin.ambo.delilan.the.buzz.html)

Mambukal Resort to celebrate Mudpack Festival

(Who among these beautiful,

Mambukal Earth 2007 on Saturday?)
http://i161.photobucket.com/albums/t226/cosmosnegros/mudpack.jpg
Mambukal Resort will once again celebrate its annual Mudpack Festival this coming June 23-24, 2007 with the theme, “Earth, Water, Air and Fire OUR Body, Mind and Spirit”. Now on our 11th year, we have more activities line up for your entertainment.
Mudpack is a unique event as it centers on the harmony of man and nature. The celebration features Mambukal’s distinct multi-colored clay to stir people’s awareness of the importance of our environment. It is a Festival of Arts and this serves as venue where artist from all over Negros gather to exhibit their respective artistic talents in ethnic dances, crafts and music.
In 1986 after the Edsa Revolution, Mambukal Resort was in disarray. People were scared to go up. Artist Rudy Reveche and Louie Dormido and friends trooped to Mambukal to enjoy the place and started playing with the multi-colored clay abundant in the area creating souvenir items. A foreign tourist took interest in their art works and encouraged them to make more.
Mambukal local artist Cris Garzon and members of the Art Association (AAB) gave their support and more artists were enticed to join. They would meet once a year in Mambukal and showcase their individual talents.
When NIDCORP managed Mambukal in 1996 they officially started celebrating the festival which is now known as the Mudpack Festival. Since then, the Provincial Government has continued to support the celebration, developed more activities and integrated the relevance of the protection of the environment in the festival. Commercial economy is alive & vibrant, world renowned Masskara festival, geothermal energy, a good port(Bredco/Top Harbor), airport of international stardard, IT ready infrastructures, white sand beaches, mountain resorts and great historical heritage. btw, guys hows the proposal of negros island to make it a one province and the Kabankalan City they will make it a province capital city? i heared this news in a radio when i was there in southern negros occ last summer. Kabankalan will be having an airport in a future, a call center, robinsons mall. i think a seaport is not far behind, which i think Ilog will be the best place to put it up. So seaport and airport tandem means more investors. the city has already a Gaisano Mall and Lopue's Dept. Store. what's the other?

dyosko kung gusto nila mag opne island one province. its either bcd lng or dgte ang m capital tani. its useless to move the capital to another town or city.
example na lng.. ang Camsur. sang una ang ila capital Naga, sang nag chartered city ang naga the capital was moved to pili. pili nga ng capital pero ang business activites and all, ara man gihapon sa naga.

@eircd001, i agree with you.. we need not to complicate things here..if Kabankalan is experiencing an economic upswing, then thats great..jobs generation for all our Negrense fellows within our province is a welcome treat.. it only shows Negrense need not go to Manila or Cebu or abroad to earn a living.. let that reverberate among other cities and towns in Negros as a whole.

Asia's 1st E-Jeeps to hit Bacolod streets
The famous jeepney's electric-powered version will soon be weaving through the streets of Bacolod City to pick up passengers.
A multisectoral group is importing two electric jeepneys (E-jeeps) from China in an effort to introduce a low-carbon but sustainable transport system in the city.
Unlike the metallic jeeps that rule urban cities' roads, the E-jeeps are made of fiberglass, and can seat only 12, excluding the driver. They will carry batteries that will be charged for eight hours daily to give them power to cover 80 to 100 km.
Once the E-jeep becomes viable, more of them will be shipped to Bacolod for commercial operations. Who knows, this may be replicated in other cities across the country.
But the E-jeep is just the icing on the cake. The real magic lies in the fact that the jeep will be running on electricity produced by a renewable energy power plant from the city's market and household wastes.
Green Renewable Independent Power Producer Inc. (GRIPP) conceived of the 1-million euro (P61.88-million) project -- the first in Southeast Asia -- to further cement Negros Occidental's move to go for clean energy five years ago.
GRIPP is the same network of civil society groups, business sector, local government units and green groups that led Negros' campaign to foil the construction of coal plants in the province and stay clean.
The idea, eventually, is to have a fleet of 50 E-jeeps plying the secondary routes, or those streets not covered by the 3,000 to 3,500 locally-made jeepneys.
After getting 300,000 euros (P18.56 million) for the entire fleet from the Dutch institution Doen, GRIPP ordered two E-jeeps worth 6,000 euros (P371,280) each from Langqing Electric Vehicle Co. Ltd. in Guangzhou.

the success of this e-jeeps will depends on how the people of bacolod will going to react on this project.the city council should promote and support this project not only they will make the city become known of being an environmental friendly city,it will help boast the tourism because of curiousity people around the countryside will flock to bacolod.this a good exposure to the city,a very positive advertisement.when this project becomes successful we might get the attention of the international media and be feature in thier newspapers in thier respective country.we might attract large number of international tourist as well.we must take advantage on this one.so freinds from bacolod encourage your friends and family, spread the news to support the e-jeeps.this a good way of helping the environment it helps people awareness of how important it is to protect our environment.lets help build bacolod a truly clean and green.

Bacolod Electric jeepneys
The Climate Friendly Cities project, the first of its kind in the Philippines and in the Asian region, is an integrated approach to solving urban environmental problems while creating innovative solutions for mitigating climate change through a range of cutting-edge technologies. The project will begin full operations with a fleet of 50 electric jeepneys within a three year period.
BACOLOD Mayor Evelio Leonardia has another challenge to face. This time from the representatives of Green Renewable Independent Power Producer Inc. (GRIPP) and Solar-Generation Youth who dared him to support electric jeepneys that will take the streets of Bacolod soon. cont'd (http://www.sunstar.com.ph/static/bac/2007/06/15/news/support.electric.jeepneys.bing.told.html)

So: E-jeepney and Jack
IN a month or so, a new kind of public jeepney will be plying the streets of Bacolod City. This costs about P380,000 each, is made of fiberglass, seats only 13 including driver and doesn’t need gasoline to run. It’s an e-jeepney.
E-jeepney is an electric-powered jeepney that will debut in the streets of Bacolod, a city where the latest automobile models cruise. If you want to find out what’s new in the auto industry, you’ll find your answer in this city that’s 20 flying minutes from Cebu.
Since it does not run on gasoline or diesel, the e-jeepney is dependent on rechargeable batteries. For it to go an 80- to 100-kilometer trip a day, it needs to be charged for eight hours.
So what happens when the battery is almost drained, does the e-jeepney stop in the middle of the road, or does it warn the driver that it can go only for this distance so he can tell the passengers, “Guys, this is where you get off now. It’s only about two kilometers to your destination anyway and walking will do you good.”?
Green Renewable Independent Power Producer Inc. (Gripp), the private sector group that is behind the e-jeepney endeavor, wants to test the viability and sustainability of the electric-powered mass transport in Bacolod before it brings the vehicle to other cities, maybe Cebu.
I called up Jack Jakosalem, the Cebu City councilor who seems to have an answer to whatever question I ask him, be it the distance between his house in Maria Luisa and the moon or a behavioral analysis of the mayor. Jack heads the Council committee on transportation, energy, utilities and communication.
Do you think an electric-powered jeepney can work in Cebu, Jack?
He answered: We’re moving towards that direction—using vehicles with hybrid engines, partly gasoline, partly energy. They cause less strain on our environment and our pockets. But so far, it’s still private vehicles, no public transport yet. The private cars running on hybrid engines are expensive.
Later, he texted: With the inventive instinct of the Filipinos and the jeepney being a Filipino concept, I’m sure they will find a way to make the jeepney a cheaper and more maintenance-free mode of public transportation eventually.”
Off the cuff, I think the e-jeepney might be environmentally friendly but it might not be practical for Cebu City where the increasing number of vehicles is aggravating the traffic congestion. If the e-jeepney seats only 12 passengers (I think its Chinese makers have the average Asian size in mind), then it has the size of a multicab. What Cebu needs is a mass transport similar to the KMK buses that accommodate passengers of three to four 12F jeepneys.
There is more to the e-jeep than passenger sizes, fiberglass body and probably a crocheted sign of “God knows Hudas not pay.” It will be powered by electricity that is produced from waste. The e-jeep will be charged by batteries that will be charged at a power plant.
As described in news reports, the power plant consists of a generator, a high solid anaerobic digester and gas engine. Organic refuse will be emptied into the digester where this will be dissolved and converted into gas, which in turn will be pumped into an engine that will now produce the electricity. A physicist or a science teacher, or maybe even Jack, can explain this process better than I do.
When I visit Sun.Star Bacolod next month, I’ll try the e-jeepney, but I’ll be crossing my fingers that I get to my destination before it goes low-batt.

Editorial: Friendship Bridge
NEGROS is lucky to have Governor Joseph Marañon who is very, very persistent to pursue the proposed "Friendship Bridge" that will connect the Negros and Panay islands.
Although there are some who say that building the Negros-Panay bridge is impossible, yet the governor is not losing hope.
He said he wanted the proposal to be included in the President's Mega-Region Project to be assessed by the National Economic Development Authority (NEDA).
The governor is imagining that in case this Friendship Bridge is realized, a bulk of businesses including the traveling public will flood in Negros and that it will translate into huge investment and income.
But in case the proposal is not feasible, the governor said he won't insist to continue it.
Meaning, at this point in time, Marañon is optimistic that the proposed Friendship Bridge has still hope. We salute Marañon for this optimism. He's really a kind of leader whose dream is really for Negros...and for the development of Negrenses.
He's really a "rare specie" of a politician at this time. source (http://www.sunstar.com.ph/static/bac/2007/06/23/oped/editorial.html)

Diaz’s MyShelter Foundation has constructed a fireproof, waterproof, and earthquake-proof earthbag shelter in Negros Occidental
“Social enterprise is all about net impact and empowerment,” Diaz professes. “It’s about making people and their skills part of the solution instead of adopting the usual charity system.” Employing this philosophy, Diaz has successfully merged business and civic duty, all the while ensuring that the venture will be self-sufficient even if it does not rake in the highest of profits. “You engage in this kind of business because you expect to go beyond profit. Wealth is not all about money.”
Aside from Pier One, Diaz has been spreading his message of social entrepreneurship through other projects, such as his pioneering effort to build low-cost shelters made of bags of earth through the MyShelter Foundation, of which he is founder and executive director. In November 2005, he finished constructing an earthbag shelter in Escalante, Negros Occidental, the first of its kind in Southeast Asia. Originally conceived by the California-based Cal-Earth Foundation, the dome-shaped structure is fireproof, waterproof, and earthquake-proof, and can be easily built by residents in a community.
Bannered as the “house of the future,” the dome-shaped shelter is built of rice sacks filled with soil (around 86%) mixed with stabilizers like cement, sand, and bagas, a by-product of sugar production. The sacks are stacked on top of each other, held together by barbed wire laid between the layers of earthbags. Since it only requires P70,000 to build an earthen home using this technology, various social organizations and local government units have already sought the help of Diaz in creating these dome structures in their areas to serve as schools, community health centers, and community housing.
Diaz also contributed to the development of a peanut sheller, a low-cost device that mechanizes the shelling of peanuts. The shelling process is largely still done manually, which has kept peanut farmers’ output low and led to a shortage of about 59,000 metric tons. The sheller that Diaz helped develop can be built by the farmers themselves and be used to boost production. He is currently working with cement company Holcim Philippines and the Technical Education and Skills Development Authority (TESDA) in teaching peanut farming communities how to build the simple device for their

Speaking of bridges, i am now watching National Geographic. It features the planning and construction of the "longest bridge in the world" (Planned and started 1999, completed 2004). It is located in Greece and timed to be inaugurated before the 2004 Athens Olympic. Take note, it is roughly 4 kilometers long and is considered the longest bridge in the world. Guimaras to Negros/Bacolod is more than 12 kms. The significant difference though is that the seabed between Negros and Iloilo is not as deep?

regarding with the propose "Friendship Bridge" just wondering why i only hear this project proposal from the negros governor maranon.is any counter action from iloilo?please dont take this bad as to spark another quarrels between two cities.this is just an inquiry based on what i noticed.any positive answer would be great.thats why its called"frienship bridge",it means that bridge proposal is plan of both neigbouring islands.both would benefit.i fully trust gov maranon on the route where bridge will be connected.they have longer plans for this why they will not use guimaras as the connecting point especially on the ports of bacolod.maybe it might be an obstruction to boats going in and out of bacolod.gov maranon has many completed projects which were very benefitial to the people of negros thats why i fully support him.

Environment champs named
Barangays Quezon in San Carlos and Bulanon in Sagay, Negros Occidental were named champions yesterday in the search for Environment-Friendly city upland/urban and city coastal barangay categories. The champions received P100,000 each. Payao in Binalbagan also received top honors for the municipal upland/urban division, while Tibsoc, San Enrique won in the municipal coastal barangay.
In the school level, La Carlota City's Ara-al Elementary School bested 12 other entries from different cities in the province to bag the Most Environment-Friendly School award, city division category while J.L Suarez Elementary School in Victorias topped the contest for Provincial Schools Division level.
The awards were presented during the closing rites of the Provincial Environment Week at the Negros Occidental Multi-Purpose Center with Bukidnon congressman Miguel Zubiri as guest of honor. In his speech, Zubiri said he was the only candidate during the campaign who talked about environmental issues.
He said that while some politicians do not consider it a "hot issue", environmental awareness is as important if not more important considering the effects of global warming experienced today. Zubiri said that the magnitude of damage wrought by typhoons last year was record-breaking. Shortage in sugar supply last year was also caused by too much rain, he said.
But alongside environmental protection is the effort for sustainable development, Zubiri stressed. He pointed out that Eco-Tourism was the answer to the logging problem in Bukidnon in the 80s. Zubiri said that the challenge is to convince the community that environmental protection can be beneficial.
He also thanked the people of Negros for their support in his senatorial bid. He said that next to Bukidnon, the second province to give him big votes was Negros Occidental. Calling himself an "Genuine Ilonggo", Zubiri asked the people of Negros to continue praying for him as he awaits the results for the 12th Senate slot. Al Gore lauds Bacolod NGO
for climate change solution
BY CARLA GOMEZ
A Bacolod-based foundation that has perfected sustainable energy technology in Negros Occidental that has brought clean water to 15,000 people in 68 remote hillside villages in the Philipines, won the second prize in an international green energy tilt in London Thursday evening.
Auke Idzenga from the Alternative Indigenous Development Foundation Inc. in Bacolod City received the second prize of 10,000 pounds for Education and Welfare for developing ram pumps at the 2007 Ashden Awards for Sustainable Energy at the Royal Geographical Society in London that was addressed by former US Vice President Al Gore, Aladino Moraca, AIDFI Executive director, told the DAILY STAR yesterday.
The Bacolod group represented by Auke Idzenga, a Dutch development worker who has lived in the Philippines for 16 years and heads the AIDFI's Appropriate Technology Department, was one of 10 finalists from around the world, Moraca said.
Gore congratulated the Bacolod foundation and the winners chosen from around the world for their inspiring efforts to create lasting solutions to climate change, Moraca said.
Even if we did not win first place, the recognition we got has given a big boost to our work, Moraca said.
The recognition more than the prize is what we need to hasten the propagation of our work to help more people, he said.
He said Idzenga who represented AIDFI at the awards rites has been meeting with a lot of people in London interested in replicating their work around the world.
This is great because when we first introduced our ram pumps people would not believe that the technology worked until they saw it in the villages they had been installed in, he said.
It was like shouting in the desert, with the international recognition given to AIDFI, we hope it will spur more local governments and groups to use our green technology to help more rural villages, Moraca reiterated. "No-one can attend an event like the Ashden Awards and fail to be inspired… We must find a path from an unsustainable present to a sustainable future," Gore said.
"What impresses me most about these projects is they truly are becoming the change that's needed in the world," Gore added at the ceremony. These awards tell us how to illuminate the path to a sustainable future together. I hope that we can make it quickly," Gore said.
A statement from AIDFI quoted Sarah Butler-Sloss, Executive Chair and chair of the judging panel, as saying: "The judges were impressed at the AID Foundations' revival of an 18th century technology to deliver desperately-needed water supplies to villagers in the Philippines, helping people enjoy better health and earn more income from crops and livestock. "Our winners show how sustainable energy can improve" health, education and livelihoods and at the same time reduce carbon emissions," she said.
"If these technologies were expanded and replicated on a large scale, they would play a significant role in helping us to tackle climate change and poverty. What we need now is the political will to scale-up and roll-out these solutions," she added.
The Ashden Awards for Sustainable Energy were created in 2001 by the Ashden Trust. The 2006 Awards are funded by nine Sainsbury Family Charitable Trusts along with the John Ellerman Foundation, Esmée Fairbairn Charitable Trust and Climate Care.
The AIDFI hopes to use its price money to replicate its award winning ram pump technology in Laos , Indonesia and Thailand , Moraca said.
Ram pump technology was developed 300 years ago but AIDFI has enhanced the technology using cheap locally available materials, such as door hinges, that allows the transfer of water up to 200 meters, he said.
Our installations have no operation cost since they have no need for electricity or fuel, they work on a 24-hour basis, last long and part replacement is cheap, he said.
With AIDFI's ram pumps remote villages now have ample water supply, around 200 to 1,000 litres/day for each household, which is used for washing, sanitation and irrigating crops, Idzenga said.
With the support of the community, AIDFI pumps can last at least 20 years. The success of the scheme has also changed the mindset of local people who now see renewable energy as the best option for them he said.

Lim: Capitalize on hosting
of Visayas business confab
Samie Lim, president of the Philippine Chamber of Commerce and Industry, is encouraging the business sector in Bacolod City and Negros Occidental to take advantage of the investments opportunities that will come with its hosting of the 16th Visayas Area Business Conference in September.
"We hope the (conference) will bring in investments, we hope Bacolod will take advantage of (it)," Lim, who met with Metro Bacolod Chamber of Commerce and Industry officials, led by their president Roberto Montelibano, Saturday to discuss preparations for the upcoming conference.
Lim told the DAILY STAR the hosting of this year's Visayas business conference is "a turning point for Bacolod," wherein PCCI is offering it a chance to show what it has to the rest of the world in the two-day gathering.
"You have two days to tell the world - Bacolod is back in the investment scene, and what it is you can do," he said.
For Bacolod, Lim posed the questions: "What do you want to be known for?" and "what kind of investments do you want?" Issues and concerns on Tourism, Biofuels, and the Comprehensive Agrarian Reform Program will discussed during the 16th Visayas Area Business Conference.
Jose Ng, PCCI vice president for Visayas, said that based on the presentation of the MBBCI on Saturday, it would seem that the land reform program is an urgent for the business sector in Bacolod.
The MBCCI itself is pushing for a review of the implementation of the CARP in the last 20 years.
Ng said that every year, the PCCI gives opportunities to every local chamber to host the Visayas Area Business Conference, and after Dumaguete last year, they decided to come to Bacolod for this year's gathering. As Lim said, "The best time to be in Bacolod is now."*NLG

Bro, where in Araneta St. is Pietro? Because two stores away from Sueno in SM City is marked "Pietro Kafe" Opening Soon. So i assume that Pietro along Araneta St. is the original resto. Sa lapit airport na or nearer downtown?

BACOLOD City opens Tuesday its exhibition booth at the Cebu ICT 2007, an international conference and exhibition in the fast-paced field of information and communications technology (ICT).
Bacolod ICT Focus Team chair and Councilor Jocelle Batapa-Sigue was designated by Mayor Evelio Leonardia to lead the delegation composed of the Bacolod Business Investment and Promotions Office represented by Ardis Jaculina, Department of Trade and Industry represented by Engimar Tupas, and the IT Schools Network (ITSNET) of Negros Occidental represented by its chair, Dr. Mary Tolentino.
Pinoy Votes: Sun.Star Election 2007 Coverage
View here the list of local winners
Teletech is also set to join the booth exhibitions to promote Bacolod as an ideal host for IT enterprises and professionals.
Bacolod Web Page Olympics 2007 winner and La Consolacion College student Roger Alvin Vallejera will participate in the International Web Page Olympics on Wednesday.
The objective of the conference is to provide a venue that will bring together significant stakeholders from the ICT capitals of Asia -- Thailand, Indonesia, Malaysia, Vietnam, Singapore Hong Kong, South Korea, Taiwan, Japan, China and India -- to discuss their vision of sustaining and accelerating the transformation of Asia into the world’s premiere IT investment destination and global outsourcing center.
The combination of skilled, highly-trainable and proficient workers coming from Negros Occidental and all over Western Visayas, conducive climate for business and economic activities, cost-effective utilities such as cheap and reliable power, affordable and quality water, reasonably priced telecommunication services and infrastructure make Bacolod the latest alternative ICT destination in the Visayas, Batapa-Sigue said.
Another landmark event of the Cebu Chamber of Commerce and Industry, Cebu ICT 2007 is being held in conjunction with the department of Foreign Affairs (DFA) and the Department of Trade and Industry (DTI), and in collaboration with the Commission on Information and Communications Technology (CICT).
Approximately 250 local and international participants are expected to attend the three-day conference and exhibition.
These include Asian IT Leaders from government, industry, academe, and non-government organizations as well as top executives and presidents of Asian ICT companies, sales and marketing directors, human resource directors of Asian-based ICT companies, trainers, instructors and IT practitioners, systems integrators and resellers, and IT-enabled service firms.
The conference sessions will be at the Shangri-la’s Mactan Island Resort and Spa while the exhibitions, break-out sessions, job fair and other activities will be at the Cebu International Convention Center.

TWO of the country’s certified heartthrobs – Piolo Pascual and Sam Milby are coming to Bacolod Friday.
Both, dubbed as the absolute hunks, will rock Bacolod in a concert to be held at the University of St. La Salle Coliseum, 8 p.m.
Piolo is not just an actor but also a singer.
Sam, on the other hand, is a commercial model-turned-Pinoy Big Brother housemate and now an actor and singer at the same time.
Piolo started his acting career at ABS-CBN’s elite circle of homegrown talents collectively known as Star Magic.
His first big break on the small screen came via a weekly primetime series entitled Sa Sandaling Kailangan Mo Ako (The Moment You Need Me), where he received an Asian TV Awards (1999) Best Drama Actor nomination for portraying the villain role of Raffy.
He starred on The Vizconde Massacre the Movie in 1991, Batang PX 1997 and Lagarista in 2000 where he received his first Gawad Urian nomination for Best Actor.
Later, he was paired with Judy Ann Santos in television’s teleserye Esperanza in 1997 to 1999.
Then he was known in several movies like Esperanza - The Movie (1999) where he received his first Metro Manila Film Festival and FAMAS nominations (Best Supporting Actor), Kahit Isang Saglit (2000), Sa Puso Ko Iingatan Ka (2001-2003), Bakit ‘Di Totohanin (2001) and Till There Was You (2003). They reunited in 2006 in the movie Don’t Give Up On Us and in the soap opera Sa Piling Mo, among others.
Sam, on the other hand, is a Filipino-American actor, commercial model, and recording artist.
He grew up with a Filipina mother native to Tago, Surigao del Sur and an American father.
Milby became an instant celebrity and heartthrob after leaving the Pinoy Big Brother House in November 2005.
He currently appears in a Sunday musical variety show, ASAP ’07, through the segment called ‘The Hearththrobs’ with Piolo Pascual and John Lloyd Cruz. He also rendered his version of Only You to ABS-CBN’s Tagalog-dubbed Korean soap of the same title.
His first major film debut was Close to You, produced by ABS-CBN subsidiary Star Cinema and co-starring John Lloyd Cruz and Bea Alonzo. Milby also released a self-titled debut album in early 2006, which was repackaged in the third quarter of 2006.
Meanwhile, with Piolo and Sam in Bacolod are Rachelle Ann Go, John Pratts and Pokwang.sunstar-bacolod

'Bacolod at right time to become IT center'
Bacolod City is just at the right time in positioning itself as one of the next Information Technology hubs in the country, Samie Lim, president of the Philippine Chamber of Commerce and Industry said.
Lim, who visited Bacolod recently as part of the preparations for the Visayas Area Business Conference in September, said that what is happening in the Philippines right now in terms of business process outsourcing is just the tip of an iceberg.
"It's not too late to come in. We're just starting," he said. Lim said that for Bacolod to become an IT hub, it should put stronger emphasis on IT, and one way to do it is by bringing in exhibitors from the industry. Lim said that Bacolod has an advantage because it has a lot of students and it is a good place to live in.
"The key is the young people," he said, who can be trained in language and other skills proficiency. At present, Bacolod is host to major call center companies,Teleperformance and TeleTech. Another leading contact center service provider, Convergys, is scheduled to launch its operations in the city late this year.
Still, Councilor Jocelle Batapa-Sigue, chairperson of the Bacolod IT Focus Team, said she believes the city could also do with high-value sub-sectors such as software development, transcription, animation, game development, auto-CAD, encoding, and other forms of BPOs, knowledge process outsourcing and legal process outsourcing. The Bacolod IT Team also participated in the ICT 2007 International Conference and Exhibition in Cebu that ended Wednesday. source (http://www.visayandailystar.com/2007/June/29/businessnews1.htm)

GAMES TODAY (Rizal Baseball Stadium)
9 a.m.—Negros vs Manila
1 p.m.—Cebu vs Makati
MANILA, Philippines—Fancied Cebu and Negros try to arrange a showdown for Baseball Philippines’ pilot series crown as they slug it out with Makati and Manila, respectively, today in the semifinal round at the Rizal Stadium.
The Dolphins topped the single-round elimination with a four-game sweep to clinch the top seeding while the Roosters sealed the No. 2 spot after carving out a 3-1 (win-loss) record.
The Sharks and the Mariners, in contrast, had to go through the tiebreak to advance, edging the Laguna Tigers via the least allowed runs to book the No. 3 and No. 4 seeds, respectively.
Cebu blanked Makati, 8-0, on opening day while Negros battered Manila, 6-1, last week in their first meeting in this tournament organized by Community Sports Inc.
The Joseph Orillana-led Roosters battle the Sharks at 9 a.m. while the Dolphins, spearheaded by top hurler Ernesto Binarao, take on the Mariners in the main game at 1 p.m.
“He’s our heart and soul, but the other guys should step up too,” said Cebu manager Isaac Bacarisas, referring to his 22-year-old pitcher.
“Yes, we have a strong pitcher,” Negros manager Roberto Ituralde said. “But our real strength is our hardwork and determination.”

Meg thats nothing sa pic ni xavier gin kuha, not even 50% finish the interior design, is not only Bacolod Masskara theme she said ( bacolod airport designer) its more on negros historical design. they put more money on these concept.. the newly open airport., they emphasized more on the modern infrastructure, 21st century ang designed but this airport more on negros historical concept. they want to bring back the old memories. Am not sure kong and tubo nga e design nabutang na. so she said it takes for theme another 3 weeks to finish the interior concept.. basi hindi pa ini matapos asta sa end of the month. this is not a 24 hrs work.

^^ I'm waiting for those designs to be finished, they must show the character of negros in this place, after all this is the first thing people would see when they land,.and the last of course...
it must not be a generic airport with no local characteristics in it,.. but I'm confident with the design team's ability...
for the past years bacolod has been hosting international events, and tourism income is rising,.. with sipalay and lakawon marked by lonely planet as one of the best beaches in the world, and silay being placed one of the top 25 destinations in the country,.. negros' doorstep (the airport) should be poised well,..and to show character...

Ecozone vital to boost local IT sector
The need for the creation of an economic zone in Bacolod City and Negros Occidental to boost the local IT sector was stressed by Councilor Jocelle Batapa-Sigue, chairperson of the Bacolod Information Technology Focus Team, yesterday.
Batapa, whose group attended the Asian Summit of Information and Communications Technology Leaders in Cebu last week, said in a press release that an ecozone is vital if both the city and the province have to be globally-competitive.
ICT is one of the 15 sub-sectors identified to be part of the ASEAN Economic Council to be created by all Southeast Asian countries by 2015.
Batapa said the lack of coordination between Bacolod and Negros Occidental, and Bacolod and Iloilo in the ICT sector is very apparent when they are placed side by side with Cebu, which aggressively takes the lead in the sector.
The Philippine Economic Zone Authority PEZA, headed by director general Lilia De Lima, had already offered its full support to the efforts of the Sangguniang Panlungsod to make Bacolod a more profitable site for investments by converting the existing Bacolod Airport into a special economic zone.
Philippine Chamber of Commerce and Industry president, Samie Lim, had earlier said that Bacolod City is just at the right time in positioning itself as one of the next IT hubs in the country since the Philippines is just starting to take off in the business process outsourcing industry. source (http://www.visayandailystar.com/2007/July/02/businessnews1.htm)

Makati, Negros forge title tiff
By Marc Anthony Reyes

GAMES SUNDAY (Rizal Ballpark)
9 a.m. -- Cebu vs Manila (for 3rd)
1 p.m. -- Negros vs Makati (championship)
MANILA, Philippines -- Makati took advantage of Cebu’s daring experiment with an untested Korean pitcher, hammering five runs at the top of the opening inning and holding on to a 5-4 upset Sunday to arrange a title match against Negros in the Baseball Philippines pilot tournament at the Rizal Memorial Ballpark.
The Mariners, the last team to hitch a ride to the semifinals by way of the quotient, gamely took on the challenge of the Dolphins, who surprised everyone at the stands when they started with Ha Jeung Sun instead of national team pitchers Joseph Orillana and Darwin dela Calzada.
It was a coup of sorts for Makati, which will take on Negros for the title. Negros was a 6-4 winner over Manila in the morning game.
Makati inflicted on Cebu the powerhouse squad’s first loss in the tournament after the Dolphins swept their way to the crossover semis.
“We got a lot of help when they started with the Korean,” said Makati team manager Jeffrey Santiago in Filipino. “We had to take advantage because the opponent is very strong. That’s why we didn’t score the rest of the game.”
Jeung gave up three hits immediately with leadoff Ace Baguiran, Mark Castillo and Wilfredo Hidalgo loading the bases.
Things got even better for the Mariners -- and worse for the Dolphins -- when pitcher/outfielder Jonjon Robles hit a line drive double to the right to score the runners and lead Makati to a 3-0 lead.
Surprisingly, Cebu team manager Isaac Bacarisas, who earlier vowed to field Jeung for at least two innings every game, decided to stick to his choice even when Alden Lozada singled to left field and advanced Robles to scoring position.

Pacquiao, Revilla arrive today for
Bacolod's inaugural rites
BY CHRYSEE SAMILLANO
Philippine ring icon Manny "Pacman" Pacquiao will be in town for the inaugural ceremony of the in-coming government officials of Bacolod City at 5:30 p.m. today at the Bacolod Public Plaza.
Pacquiao, Bacolod's adopted son, was invited by re-elected Mayor Evelio Leonardia as one of the honored guests together with former Miss International Aurora Pijuan, Architect and Urban Planner Felino "Jun" Palafox Jr., and Higaki Yusuke, Asian Commission of Tokyo Japan. Senator Ramon "Bong" Revilla Jr., who is the guest of honor and speaker, will be accompanied by his wife, actress Lani Mercado.
Revilla will be the inducting officer for Leonardia, Judge Ray Alan Drilon of the Regional Trial Court for Vice Mayor Jude Thaddeus Sayson and Judge Lorna Demonteverde of the Municipal Trial Court for the members of the City Council.
Leonardia has also invited her Excellency President Gloria Macapagal Arroyo, Gabby Claudio, Secretary of Political Affairs, Ramon Revilla Sr., chair of the Philippine Reclamation Authority, Ambassador and Mrs. Eduardo Cojuangco and business tycoon Lucio Tan, also an adopted son of the city.
Negros Occidental Gov. Joseph Marañon is expected to give a message at the inaugural ceremony to which other government officials of the province have also been invited.
Leonardia said Bacolodnons will be treated to a free post inaugural show and a night of fun and entertainment in cooperation with ABS-CBN TV 4, at the plaza.
There will also be 15 minutes of fireworks, also at the plaza after the inauguration rites.
Isabel Granada, Rey PJ Abellana, Linda Rose and Bentot, Jr. are among the showbiz personalities and talents who will present this variety show.
"I invite the people of Bacolod to watch and be part of this significant event of our city," Leonardia said. Meanwhile, the Mayor swore into office Councilors Reynold Iledan and Catalino Alisbo, both of the Performance Team, Saturday at City Hall before they all proceeded to the San Sebastian Cathedral for the Eucharistic mass that signified the beginning of the new term of the Leonardia administration.
Only Councilors Dindo Ramos and Alex Paglumotan, who were reportedly out of town, were not able to attend the mass sponsored by the Bacolod City Government Employees Union, headed by Dido Samson.
Fr. Ernie Larida was main celebrant, with Frs. Tomas Rito, Mamerto Alfeche and Hernani Cañete as co-celebrants.
Leonardia had earlier sworn in Councilor Celia Flor, an independent candidate, also at City Hall.
The Mayor said he appreciates the city officials who did not run under his ticket and yet decided to have him administer their oath of office. "I take this to mean, in a sense, a way of harmonizing the executive and the legislative," he said.
Leonardia said "Together with the mass and the assembly of the city officials with the employees, that at the strike of 12 noon Saturday, which is the official take over of incoming officials, I believe that we started on the right foot." And starting with the right foot is already an advantage, he added.
He said he hopes to see a set of city officials who can really work together.
Leonardia said he knows that there are those who are sowing intrigues by saying there is no fiscalizer in the new set of officials. That is clearly a political intrigue because, in a way, such people are agitating the officials to "make noise", he said.
Leonardia said "What our people need now is not noise, but action and performance." People should not worry about fiscalizing because we have built-in mechanisms, he said, adding, we have the media and the public.
"After the elections I already reached out to the officials in the hope that the political scene in Bacolod will change after a long period of discord," Leonardia said. If there is cooperation among officials, there will be good governance, he said.*CGS

Let's ready groundwork for more investors: Bing
"Let us prepare the groundwork for more investors and set the foundation for economic growth and more jobs," Bacolod Mayor Evelio Leonardia said yesterday in his address during the inaugural ceremony of the incoming city officials at the Bacolod City Public Plaza.
He said advancing economic prosperity provides a good foundation for the difficult work of addressing the needs of society but it cannot by itself create a moral and cooperative society. cont'd (http://www.visayandailystar.com/2007/July/03/topstory2.htm)
Bacolod Surpassing Neighbors
http://i161.photobucket.com/albums/t226/cosmosnegros/bing.jpg
(Bacolod City Mayor Evelio Leonardia takes his oath of office before Senator Ramon "Bong" Revilla Jr. as his wife, Elsa, and children, Evelio Jose and Kara look on)
Senator Ramon "Bong" Revilla Jr. yesterday lauded Bacolod City for being in the process of surpassing its neighbors through an agenda that builds human resource programs for the Information Technology industry. Bacolod is also at the forefront of becoming known as "climate friendly city," he said, being identified as a pilot area for the integrated waste management and sustainable energy project. He said the Climate Friendly Cities project, the first of its kind in the Philippines and in the Asian region, is an integrated approach to solving urban environmental problems while creating innovative solutions for mitigating climate change.
Revilla cited that the Philippine Chamber of Commerce and Industry has affirmed the sustainability of Bacolod as the "Most Business Friendly City in Western Visayas" in 2006, and that in September the city will host the 16th Visayas Area Business Conference, with more than 120 chief executive officers of various corporations nationwide. Revilla said Mayor Bing believes the attendance of these CEO's is significant in the light of the thrust to put Bacolod into the investment map of the Philippines. He said Bacolod has even been proclaimed by the Asian Institute of Management as one of the five Most Competitive Cities in the Philippines, and as the "Most Business-Friendly Local Government Unit" by the PCCI.
"If our neighbors like Korea and Singapore can grow and progress, so can we," he said. "Yet people continue to perceive weakness in our governance and to perceive mismanagement in our public institutions," he added.

E-jeeps set to be
unveiled in Bacolod
ILOILO CITY-The use of renewable sources of energy in the country will get a big boost with the introduction this month of electric-powered jeepneys, according to a company which pioneered solar energy technology.
Robert Puckett, president of the Solar Electric Company Inc. (Solarco), said the 50 electric jeepneys (E-jeeps) will serve as mobile billboards in the promotion of cleaner energy at a time when there is growing concern over the impact of global warming resulting from worsening pollution.
Solarco, the sole distributor and marketer of the E-jeeps, will pilot the units this month with the presentation of two units in Makati City on July 4 and the rest of the 50 units in Bacolod City in Negros Occidental later this month.
The company is part of the Green Renewable Independent Power Producer Inc. (GRIPP), a network of environmental groups including Green Peace, business firms and local government units promoting the use of renewable energy and against fossilized fuel like coal.
GRIPP conceived of the project a year and a half ago after it got funding from the Dutch foundation Doen. The E-jeeps that costs P550,00 with 5-horsepower engines running solely on electricity. An eight-hour charging of its batteries is enough to cover 120 km each day at a maximum speed of 40 km per hour, said Puckett.
The design of the E-jeeps is patterned after the original passengers jeepneys in the 1950s which were converted from American military jeeps.
Puckett said the E-jeeps are roomy and would afford the driver and passengers a better view because of its wider space. He said a person less than five feet in height could stand upright inside the jeepney.
The units are designed to carry 10-12 passengers at the back and three passengers, including the driver, in front.
The first units of the E-jeeps will come out in red, blue and yellow with fancy designs that reflect the Filipino culture. The designs were conceptualized by artists who studied jeepney designs since the 1950s, said Puckett.
Aside from being safer to the environment, the E-jeeps will also increase the income of drivers because of lesser maintenance expense and because it does not use any diesel fuel.
Puckett said a daily electric charge of an E-jeep's batteries would cost around P150, way below than the daily gasoline expense from P800 to P1,000 of passenger jeepneys. The drivers and commuters will also be spared by fluctuating oil prices in the world market which are sensitive to political and social developments especially in the oil-producing countries.
"E-jeeps provides for cleaner and better lives for the drivers and the community," Puckett told The News Today.
Solarco expects to sell around 80 units this year and 200 by this year.
Puckett said there are many companies who are interested in providing financing to operators and interested buyers of the E-jeeps.
He said that aside from Bacolod City, they are also prioritizing cities that are known to be pro-environment like Puerto Princesa in Palawan and Baguio.
While the first batch of E-jeeps were manufactured and assembled by the Langqing Electric Vehicle Co. Ltd. in Guangzhou in China, Puckett said they hope production will be done locally within the next few years.
Puckett said they hope the E-jeeps will help propagate their advocacies on the use of renewable energy and correct the "misconception" that solar energy technology is expensive and still beyond the reach of the most of the people.
Solarco last week signed a memorandum of agreement with the Iloilo-based micro-finance institution Taytay Sa Kauswagan Inc. to provide solar-power units to rural areas beyond the power grid of the National Power Corp.
This program will provide solar energy systems to households costing a minimum of P21,000 which can power three electric bulbs or its equivalent consumption.
Mylene Capongcol, Director of the Department of Energy and head of its Rural Power Project, who witnessed the event said the aim to energize 90 percent of households by 2017 cannot be done without the help of the private sector.
Puckett said the country has rich sources of renewable energy like solar, hydro, bio gas and wind. He said while ventures to tap and developed these sources are costly, many business firms including from other countries are interested in investing in these areas.*NPB

SP passes ordinance
on ICT industry dev't
An ordinance for the Development of the Information and Communication Technology Industry in the City of Bacolod was recently passed by the Bacolod Sangguniang Panlungsod.
The ordinance authored by Councilors Jocelle Batapa-Sigue and Lyndon Caña, said the Information and Communication Technology industry is a relatively young industry in Bacolod City, with a huge promise for investment and employment.
While ordinarily, business is governed by the principle of free enterprise, experience of the other local government units have shown that it is impossible for the industry to succeed without adequate protective measures in place, it said. On the other hand, the City Council of Bacolod is also fully cognizant of the balancing principles of the Constitutional guarantee and protection against restraint of trade, free enterprise, equal opportunity and full employment, the ordinance said.
Bacolod Mayor Evelio Leonardia, by virtue of Executive Order No. 8 Series of 2005 dated May 27, 2005, has created the "Information Technology (I.T.) Focus Team," with a mandate to promote the ICT industry, it said.
Meanwhile, the SP also passed on first reading a proposed ordinance also authored by Batapa-Sigue, instituting stringent measures towards the protection of bio-diversity and the attainment of the status of the City of Bacolod as an Organic Food City by banning the entry, importation and introduction of genetically-modified plants and animals within territorial jurisdiction of the Province of Negros Occidental.*CGS

Guv outlines Negros
growth targets
Cites ethanol, organic food bowl, Negros-Panay bridge
BY CARLA GOMEZ
Gov. Joseph Marañon yesterday outlined nine priorities of his administration for the next three years ranging from the production of ethanol, putting Negros Occidental's organic food drive on the world map, creating an export processing zone and pushing major infrastructure projects to hasten economic growth.
"The bottom line of all these efforts is to further push economic prosperity in the countryside," the governor said in his State of the Province Address at the inaugural session of the Negros Occidental Sangguniang Panlalawigan at the Capitol in Bacolod City. The governor said in the north the provincial government will support the bio-ethanol project of San Carlos City.
We will also aggressively support the move of the sugar planters to utilize the country's excess sugar for the production of bioethanol through existing alcohol distilleries by October or November, he said.
He said this is in line with the implementation of the Biofuels Act, which mandates that within the next two years at least five percent shall compromise the annual total volume of gasoline fuel actually sold and distributed by each and every oil company in the country.
BRIDGES, AIRPORT
The governor said he will also persistently lobby with the national government for the construction of a bridge linking Negros and Panay islands for the remarkable impact it will have on the economy, he said.
In an interview, the governor said he is meeting with prospective foreign investors in the bridge project in Manila today.
Marañon said that if the bridge cannot be completed during his term, he would be happy if a feasibility study is done and the ground work for its construction is completed.
We shall be building more roads, bridges and other needed infrastructure facilities to promote investments and tourism that will definitely provide additional employment and income in the rural areas, he said in his SOPA.
The provincial government will also support the initiative of Kabankalan City to construct an airport to further spur development in the south, he said.
EXPORT PROCESSING ZONE
In Sagay City, the governor said the provincial government will continue supporting the development of an agricultural export processing zone.
This export processing zone is vital in achieving the thrust of making Negros Island the Organic Food Bowl of Asia, the governor said.
Together with our counterpart in Oriental Negros, we will bid in Italy next year for the hosting of the 2011 International Federation of Organic Agriculture Movement Congress in Negros, he said. The congress is expected to draw 3,000 delegates from around the world, he said.
PAGLAUM REACQUISITION
Marañon said the provincial government is also working on the reacquisition of the Paglaum Sports Complex in Bacolod City so that it can be adequately maintained.
"It deserves preservation for its historical value to the Negros Occidental High School that has produced many alumni who have given pride to Negros Occidental," he said.
INTEGRATED JAIL The provincial government is also negotiating with the Bureau of Jail Management and Penology for the integration of the Provincial Jail with the BJMP and its transfer to a bigger property acquired by the province in Barangay Tabunan, Bago City, the governor said.
PNB PROPERTY
We have renegotiated a 1960s contract with the Philippine National Bank where PNB - which was then majority owned by the government - undertook to pay the provincial government P1 a year for the use of prime property for 99 years, with an option for renewal for another 99 years at one peso a year, he said.
As part of the renegotiation, the governor said PNB will give the provincial government a share of rentals from its tenants and return to the province 4,000 square meters of the leased property, which we intend to develop into a commercial center, the governor said.
P200M LOAN
To give the provincial government more flexibility in aligning its resources, the provincial government expects to embark this year on a second program loan amounting to P200 million with the Municipal Development Fund Office of the Department of Finance, the governor said.
On top of the nine targets he outlined the governor said in the next three years of his term he will also continue his seven-point agenda as a framework for development.
The seven-point agenda covers food security, agricultural productivity, health, education, housing and other basic social services, infrastructure facilities, environment conservation, rehabilitation and protection, investment and trade promotion, and tourism development.
In response to the speech of the governor, Vice Governor Isidro Zayco read a pledge of support of the Negros Occidental Sanggunian to his leadership and governance.
Marañon said that when his term ends, the legacy he wants to leave behind is that the officials of Negros Occidental were able to work in unity to bring progress to the province.*CPG

Monico eyes Polytechnic College for City
Bacolod Rep. Monico Puentevella yesterday said he is looking at the possibility of establishing a state-of-the-art polytechnic/IT college in Bacolod City to meet the manpower requirement of Korean firms in the country.
Puentevella said he has invited Man-Hwan Park, country director of the Export-Import Bank of Korea, together with project consultant George Aquino, to visit the Don Carlos Hilado Memorial State Colleges in Brgys. Estefania and Alijis which currently has 7,000 students. He said the school produces 2,000 graduates every year which they hope to increase in order to meet the demands of Korean firms for additional skilled workers, once the project is realized. Puentevella said he will see the South Korean Ambassador to request for a feasibility study grant for the project that will be able to provide the graduates direct employment with some of the Korean businesses now established in the Philippines.
He said Hanjin Ship Building Corp. in Subic, the fourth biggest ship-building company in the world and one of the top business companies in the country, is now looking for skilled workers like carpenters, welders, electricians, maritime architect and engineers, among others,.
Puentevella said that in a few more years, Hanjin, which is a Korean firm, will employ between 20,000 to 30,000 people. cont'd (http://www.visayandailystar.com/2007/July/04/topstory8.htm)

Good plan for Bacolod airport
retention needed, mayor says
BY CHRYSEE SAMILLANO
Mayor Evelio Leonardia said the city must come up with a good study on the existing airport in Bacolod City in order to convince authorities to reconsider their stand.
During his recent meeting with President Gloria Macapagal Arroyo in Malacañang, Leonardia said the President told him that she believes the existing airport should be sold.
Leonardia had tasked Secretary to the Mayor Roger Balo months ago to come up with recommendations on the alternative uses of the existing airport and Balo said one of them is for the retention of the Bacolod airport for short flights or as an alternative airport.
Leonardia said he hopes the findings of Balo will include a situation where the two airports can both be operational. This is because authorities in urban planning have informed them that there are cases worldwide where airports are near each other and the trend is not to close airports but to open more, he said. "If that happens here in Bacolod, we can be a trendsetter in the whole country," he added.
Leonardia said he hopes to come up with a very good study to present to authorities, and even to Lucio Tan, who owns a portion of the Bacolod airport property, and to the President. If the owner is open to the idea of retaining the airport, he said, one option that can be considered is using the area for a training school for pilots.
Leonardia said he is very open to any possibility and if it calls for the local government to operate the airport here, he would prefer that it continues to operate. If the city has to invest, he is inclined to do that, he said.
Leonardia recalled that he had spearheaded before the move of having mayors and congressmen sign a petition to retain the Bacolod airport for a number of reasons. "If you are also talking of serving Negros Island, you have to consider that the southern side has a bigger population than the northern part," he added.
Meanwhile, former Bacolod Rep. John Orola said "I believe losing the Bacolod airport will have an adverse impact on businessmen since they will opt for a place where they can readily do business."
Orola said the facilities in the Silay airport, including its surroundings, are not yet ready and the transfer of the airport should not be hastened because many will be dislocated.
He said there should be consultations made and the mayor should come up with his economic advisers or consultants.
Orola said the original plan was to expand the existing Bacolod airport runway to the sea which would only cost about P400 million, as against the P4.3 billion construction of the airport in Silay. But there was a big group that pushed for the airport in Silay, he said.
If ever the airport in Silay is operational, how prepared is the area, and how are we in Bacolod prepared to lose all these opportunities, considering that most tourism establishments like hotels and restaurants are located in Bacolod City? Orola asked.
If the city decides to continue the airport, he said he also suggests that it be converted into an economic zone.*CGS

Bacolod City will continue
to be ICT friendly- mayor
"We will see to it that Bacolod will provide a conducive environment for business to grow in and will continue to be friendly to the ICT industry," Bacolod Mayor Evelio Leonardia yesterday said during the inauguration of TeleTech's expansion area in Bacolod City.
Leonardia and TeleTech executive director of operations, Scott Sim, graced the opening ceremonies of TeleTech's expansion area at its delivery center that will serve a North American telecommunications client.
Leonardia said this was his first official ribbon-cutting function in his new term, drawing applause from company officials. TeleTech began operating in Bacolod City in June 2006 with about 1,100 employees and more than 900 workstations at the end of the year.
With the expansion area's more than 250 workstations, Bacolod Delivery Center is now TeleTech's largest in the Visayas region with over 1,800 employees. Leonardia said if TeleTech has 1,800, employees the city has reached the 2,000 mark in less than a year which he had expected the IT industry to provide in terms of employment. He said "If we can make TeleTech grow, we can also make Bacolod grow." He also said that Bacolod will prepare its manpower to support the industry.
Maulik Parekh, vice president and general manager of TeleTech's Asia operations, said expanding its Bacolod center is a clear proof that the city has fully supported TeleTech.
"We remain upbeat and optimistic about TeleTech's business in Bacolod City and we will continue to help in this city's socio-economic development," he said.
Meanwhile, Leonardia said the Bacolod Sangguniang Panlungsod has passed an ordinance for the development of the Information and Communication Industry in Bacolod City. He said Bacolod's ICT Investment programs was cited as one of the 10 best public sector practices in Region 6.
Councilor Jocelle Batapa-Sigue said that with approval of the ordinance, there will be an ICT Council formed. She said the Commission on Information and Communications Technology under the Office of the President has said that it is willing to support all the initiatives of the ICT Council of Bacolod City.
Batapa-Sigue said the Philippines right now is trying to redeem its reign second to India in terms of the ICT sector. The Mayor has supported the idea that they will undertake a drastic and aggressive human resource development programs for the city, she said. This means we will try to address the needs of the ICT industry, she

Teleperformance to add
200 seats for call center
Call center company Teleperformance yesterday said it will further expand its operations in Bacolod by 200 seats more to accommodate additional accounts.
Dave Rizzo, managing director of Teleperformance Philippines, said in a press release the hiring of the latest addition will bring the number of their call center seats to almost 800, which means more than 1,300 jobs for Bacolod and Negros Occidental.
Teleperformance is also in the process of recruiting more call center agents to fill in the target 600 seats for its technical support and customer service account.
The company will also hold a job fair in Iloilo City shortly.
Rizzo said Teleperformance Ortigas site also needs more than 1, 000 employees just for one program and will expand to more than 1,500 before the year ends.
He added that for their almost a dozen of new accounts, Teleperformance will agents, quality analysts, reports people, mission control analysts, trainers, supervisors, among others.*

guys it is good gid man siguro that they will continue to operate the Bacolod-singcang airport. mas damo ang population sang southern negros compare to the northern part of negros. even that the kabankalan city will put up to their own city airport but it is too far distances between bacolod and kabankalan and also even to the sipalay airport is need to re-open as Sipalay known as a Jewel of Sugar Isles of Negros. the San Carlos airport is now under construction, 2009/2010 is the target of operation.
for the seaport updates Pontevedra town will be having a seaport and also the Himamaylan city in a future and possibly the Kabankalan city. Sipalay City and Pulupandan has already a seaport. from the northern part are San carlos city, Cadiz city, Escalante city, Victorias city, EB Magalona. At present, Negros Occidental has 9 existing ports.
damo na gid mga plano ang mga opisyalis sa Negros. damo na gid mga projects nga gina propose kag ga tulohaw na gid. mayo lang kay nagdaug si Marañon kag si Bing ma continue nila ang na start na nila nga mga projects.

^^ Its the same case,in Australia,in the State of Victoria where two domestic airport is operational. Its like 45 minute drive connected by a freeway where you can drive in a speed up to 100km/h from each other and if you don't drive there are buses where you can organise to transper to another airport.Melbourne Airport has an international and domestic airport combine while the other airport is purely domestic and flight training for Qantas.

Puentevella announced the interest of the South Korean government through its Philippine-based Economic Development Cooperation Fund (EDCF), in establishing a polytechnic-industrial technology (Poly-IT) university here in Negros Occidental. Puentevella, along with the country director of the ECDF Philippine Resident Mission Man-Hwan Parks, disclosed that they had already made an ocular inspection of the Carlos Hilado Memorial State College’s Talisay and Barangay Alijis campuses for the possible integration of the plan with said College. The South Korean government had already expressed to fund the feasibility study of this Poly-IT university and eventually construct the building itself. This is the reason why we had conducted an ocular inspection of the CHMMSC. Meanwhile, Puentevella was asked regarding Bacolod City College which he had once recommended to Congress to become a polytechnic college. For so long as my services are needed by the City, I am very willing to help. If the city needs national funding for the improvement and expansion of Bacolod City College, no hard feelings, but I will help. source:sunstar

Negros muscovado
readied for France
BAGO CITY - The muscovado mills of Alter Trade Manufacturing Corp. in Brgy. Calumangan here are taking a respite until the milling season starts again in September.
But in one building of the millsite, the activity continues. Yesterday afternoon, the ATMC workers were busily packing certified organic muscovado sugar intended for export to France. France is just one of the European markets of the Alter Trade Mascobado sugar, processed and packed by the ATMC. The organic sugarcane comes from the Alter Trade Foundation Inc. communities in Negros Occidental, comprising 19 cooperatives.
"Mascobado" is an ATMC trade mark which means "mas" for people and "cobado" for sugar thus, the people's sugar.
Arnel Ligahon, ATMC assistant manager and quality control supervisor, said that, aside from France, Mascobado is also being exported to Germany, Switzerland, Italy, and Austria and Asian countries like Japan, Korea and Malaysia.
In the country, its buyer, Sharmila, distributes the Mascobado to various supermarkets in Metro Manila.
ATMC works with Alter Trade Corp., dubbed the people's trading arm, in finding markets for muscovado both in the Philippines and abroad.
ATMC has been processing muscovado at its two mills here since 1994, after leaving their first smaller millsite in San Enrique, to be able to meet the growing demand for the commodity.
Indeed, the Mascobado has gone a long way since then. When in 1994, ATMC only supplied 300 to 400 tons of muscovado yearly, now, at least for 2007, they have already a confirmed order of 1,800 tons.
In the first six months, ATMC has already exported 812.5 tons of Mascobado.
But Ligahon said that aside from their existing customers, numbering about a dozen, they have received inquiries from about 20 other groups in other countries.
In Switzerland, the Mascobado is used as ingredient in making chocolate while in France, buyer Alter Eco supplies it to manufacturers of body scrub.
ATMC is also processing muscovado rock, syrup and flakes.
Muscovado is popular for its health benefits. Because it's a certified organic product, it means that it has zero chemicals unlike brown and refined sugar.
But Ligahon said that despite these benefits, it is still a challenge to make the market price of muscovado competitive. In local supermarkets, the Mascobado is sold from P48 to P50 per kilo, while refined, only P30 to P32, and brown, P25 to P27.*NLG

I dont think its appropriate for us to keep two airports...there will soon be 2 more airports that will be serving the southern part of Negros. Cebu's airport is in mactan, yet the city of cebu is still booming. Its the same case. If one will open as an international airport then its perfectly ok so that the other will only serve for demostic flights.

regarding the international airport in silay all i can say is first of all
1. it is too far away for people in bacolod specially kun wala ka car even kun may ara kalayo gid ya. Specially sa amun kay pirmi mga pamilya ko gapa pa manila kag overseas ti kabudlay mag sagi pirmi sugat2 dulong sa pagka layo2 nga lugar.
2. the old domestic airport is actually longer than the new international airport... omg xD dn kana kita ya man amu sina??!!
3. there was a proposal nga within the city limits of bacolod ang new international airport pero gin cancel ini kag nag propose si monico nga e butang sa silay nga sapag ka layo na ya.
4. anomalies of pang kurakot sa international airport project are still not solved asta malimtan na sang publiko ang mga hitabo.
5. what will they do the old airport?? i know sa iloilo ang sm and ayala and other companies are already bidding for the lots... sa atun ya anu ni ang plano??

btw, how is the long distances between bacolod to silay and cebu to lapu-lapu? i guess mas far distance ang bacolod to silay, so means its better too to continue the existing airport and for the future preparation also of bacolod developments. Looks whats the big citations that bacolod and neg occ has gained and received. bacolod and negros has already visionized. the other reason is the population of southern part is more than compare to northern part of that province. thats why in september the city will host the 16th Visayas Area Business Conference, with more than 120 chief executive officers of various corporations nationwide. Mayor Bing believes the attendance of these CEO's is significant in the light of the thrust to put Bacolod into the investment map of the Philippines.
if the bacolod existing airport will not to continue to their operation it is better too to convert it a special economic zone. And I think damo gid ang ma join sa bidding.

It may be a little bit of a distance just like Clark is to Manila. But how often are we going to ride the airplane? Everyday? :ohno: :ohno:
thats precisely the point...Lets take a look at the census of the inbound and outbound passengers of each airlines...For the Province, one airport is enough...why not use the existing airport as an economic zone so the province will generate more income and provide better jobs for the people, not just in Bacolod but for the whole negros. And we have to accept the fact that the area where the airport is now located has long been debated since it poses hazard to the public. look what happened last time when the the plane crashed and it caused heavy traffic...good thing it never exploded...if it does, it will be the worlds most shocking event. The best thing that the province could do is to create a road that leads to the airport and i know that they have plans about i already....they are going to use the circumferential road as an alternate route leading to the new airport. and I guess it would be better if were going to be more realistic about it rather than setting up a trend for others to follow.

The International airport is not yet fully complete it needs an additional 500m runway to the existing 1800m runway inorder to accomodate international flights and become an certifide international airport and also the access shortcut road from bacolod to silay to shorten commute time.
In the news it said it will take an additional 5 years to finish it all..... ka bilitin sini.. :(
Indi gd ya sensible nga e operational mo ang silay as domestic airport at the same time amu man ang old airport.. anu na ya man... mayo tani kun overcapacity na ang old airport kay indi man dba??
Kag sino nga taga bacolod kag southern negros ma tiyaga sakay pakad2 silay nga may ari man lang di mas lapit nga airport sa tangub... ang mga sakay sa silay most possible people from escalante to talisay towns... sufficient bala ina nga mga towns mag provide passegers nga indi ma pirdi ang airport??
Sa akon possible gd nga insufficient kag ma pirdi ang airport kay tam-am ka dutay ka population from these towns inorder to generate passengers...
So sa according sa news 5 or more years until ma butangan nila additional 500m ang runway and access road to bacolod... so dugay pani nga hulat and the old airport will still be functional as long nga indi ma add ang 500m runway and access road sa silay ap.

European envoy lauds Alter Trade (http://www.visayandailystar.com/2007/July/06/topstory5.htm)

(Ambassador Alistair MacDonald, head of delegation of the European Commission to the Philippines, with Jose Ma. Valencia, chief of staff of Gov. Joseph Marañon ( right), at a press conference in Bacolod City yesterday)
Ambassador Alistair MacDonald, head of the European Commission Delegation to the Philippines, yesterday lauded the Alter Trade Group for the success of their European Union-funded sustainable organic culture project in Negros Occidental.
MacDonald, who met with reporters in Bacolod before visiting farmer beneficiaries La Castellana, said the Alter Trade initiative, "Nurturing Learning Communities on Organic Agriculture for Exports to European Market," is one of the most successful programs the EU has funded in the Philippines.
The P10.18-million EU grant funded various activities for Alter Trade-assisted agrarian reform farming communities such as farming technology transfers through Farmers' Field Schools, educational tours, video documentaries and radio program. Alter Trade also established a Learning Resource Center at their office in Brgy. Bata, Bacolod City.
In November last year, Alter Trade organized an International Conference on Organic Agriculture in Bacolod that linked Negros producers with other organic practitioners, traders and consumers in the Philippines and Europe, Japan, Korea and East Timor. cont'd (http://www.visayandailystar.com/2007/July/06/topstory5.htm)

DOTC chief to act on airport road (http://www.visayandailystar.com/2007/July/06/topstory10.htm)
Transportation and Communication Secretary Leandro Mendoza has promised to push for funding for the alternative road to the new Bacolod-Silay airport, Gov. Joseph Marañon said yesterday.
Marañon, who met with Mendoza Wednesday, said President Gloria Arroyo is already aware of the need for an access road to the airport in Silay City.
The alternate road is targeted to be built through Guinhalaran, as the McKinley Road that is being repaired passes through two cemeteries where traffic to the new airport is expected to be congested.
Marañon said completion of acquisition of the property for the Guinhalaran road is the task of the new Silay Mayor Jose "Oti" Montelibano.
"Let us see him use his persuasive powers," Marañon said. The advance party for Arroyo's visit on July 13 is expected to arrive today to inspect the new airport site, he added.
Meanwhile, Marañon said he will also raise the possibility of building an irrigation highway by interconnecting water from the big rivers of the province through impounding with Agriculture Secretary Arthur Yap. This will need a feasibility study, he said.

BACOLOD Metro Third District. (http://www.sunstar.com.ph/static/bac/2007/07/06/oped/editorial.html) This as everybody knows that with the new airport, a lot of things leading to progress will surely happen for the benefit of the entire Negrenses. Of course, there's no doubt that the Metro Third District composed of the localities of Talisay City, Silay City, Victorias City and E.B. Magalona and Murcia will be the first and direct beneficiaries of good things to happen when the new airport in Silay opens soon.
But progress and development in Metro 3rd District will surely spread out to the neighboring localities very, very soon until we can see the entire Negros a progressive province all over the country. Therefore, it's agreeable that Marañon soon will retire in politics leaving a lot of tangible legacies.
These include the rehabilitation of the Old Capitol Building and Mambukal Resort in Murcia, construction of Teresita Jalandoni Memorial Provincial Hospital also in Silay and rehabilitation of other district hospitals, construction of Marañon-Zayco school buildings in various public schools in different towns and cities in the province, among others and that to include the new airport in Silay.
Congratulations also to newly-assumed Silay City Mayor Oti Montelibano for having the new blessing in their city - the new airport. Hope Montelibano can manage well both the tourism and investment promotions in Silay. Because Silay has already been known all over the world as the"Paris of Negros." Meaning, tourism and history wise, Silay is the best.

Victorias City Coliseum: The colorful Dome (http://www.sunstar.com.ph/static/bac/2007/07/06/oped/erwin.ambo.delilan.the.buzz.html)
IF YOU go to Victorias City in northern Negros, you can immediately notice the most colorful dome at the midst of sugarcane plantations. And the one I am talking is the newly-opened Victorias City Coliseum painted with more than five pastel colors - the yellow, green, blue, orange, white, violet, red. Well, it's no secret anymore that the Victorias City Coliseum had gone through to a lot of controversies.
Victorias City Mayor Severo Palanca however was unfazed by any media critics of what will really happen soon since the project has already been attacked through media reports. And Palanca's perseverance paid off because almost everybody is saying, "Oh, my God! It's beautiful." The like of Mayor Palanca then should be emulated by other mayors.
And that to be a courageous man and having futuristic plans, I think Mayor Palanca is among to be respected. This as he shown to everybody in Negros that in spite of all the controversies, still he stood pat on what he believes is really for the public. Kudos to Mayor Palanca.

Thousands of Bacoleños flocked to the plaza to witness the oath-taking of city officials led by Mayor Evelio Leonardia, Monday, in rites administered by Senator Ramon "Bong" Revilla Jr. and two Bacolod judges.
Ring icon Manny Pacquiao, the adopted son of Bacolod, could not make it to the occasion but was represented by his long-time friend and trainer, Boboy Fernandez who, surprisingly, spoke fluent Hiligaynon as his roots are in the northern part of Negros Occidental, having been born in Manapla.
Mayor Bing read a text message from Manny who said he had to accompany his two kids and his wife, Jinky, to a meeting at the exclusive Brent school where they have been enrolled. Well, the show must go on, as it went with Revilla inducting Mayor Leonardia into office, and Vice Mayor Jude Thaddeus Sayson and the members of the Sangguniang Panlungsod inducted by Judges Ray Alan Drilon and Lorena Demonteverde, respectively.
The Leonardia and Ramos clans were in full force. Also present were Msgr. John Liu, Assistant Transportation Secretary Ricardo Tan, former Miss International Aurora Pijuan, architect and city planner Felino Palafox Jr., former Bacolod Rep. John Orola, former Bacolod Mayor Amado Parreño Jr., Manapla Mayor Manuel Escalante, Candoni Mayor Cicero Borromeo, Eleanor Fukuda who had to fly in from Japan just to witness the affair, representatives from the private and business sector, balikbayans, the academe and city government officials, and the mayor's classmates, among others.
In his speech, Senator Revilla lauded Bacolod City for being in the process of surpassing its neighbors through an agenda that builds human resource programs for the Information Technology industry.
He said the city is also at the forefront of becoming known as "business friendly city," as no less than the Philippine Chamber of Commerce and Industry has affirmed the sustainability of Bacolod as the "Most Business Friendly City in Western Visayas" in 2006, among the other many achievements of the city under the reelected mayor's watch.
Good luck to our newly elected leaders!

That's the problem when politicians start to grand stand. This project should serve its purpose as an airport for the people of bacolod and not as a mouthpiece for credits of some politicians. If the reports are true...imagine 5 years??? I hope this is not true :ohno: :ohno:

European envoy
lauds Alter Trade
Ambassador Alistair MacDonald, head of the European Commission Delegation to the Philippines, yesterday lauded the Alter Trade Group for the success of their European Union-funded sustainable organic culture project in Negros Occidental.
MacDonald, who met with reporters in Bacolod before visiting farmer beneficiaries La Castellana, said the Alter Trade initiative, "Nurturing Learning Communities on Organic Agriculture for Exports to European Market," is one of the most successful programs the EU has funded in the Philippines.
"The EU very much appreciates the efforts of Alter Trade, as a very effective project implementor, and the hardwork of the farmers themselves, in successfully completing this important project, and thus helping increase farm incomes and promote sustainable development in some of the poorer areas of Negros Occidental," he said.
MacDonald said more than 1,500 farmers in the province directly benefited from the project, and the cooperation between the EU, and Alter Trade is seen to help bring a sustainable increase in farmers' income through awareness on higher-value organic farming and the marketing of organic and Fair Trade products to European markets.
MacDonald said interested groups can also submit proposals to the European Commission for funding under the Small Projects Facility which provides grants to non-profit organizations in the Philippines.
In La Castellana yesterday, MacDonald held a dialog with farmer beneficiaries at Hacienda Isabel, Brgy. Sag-ang who earned a net income of P2.8 million in their 2006 production project and recently acquired a tractor and a post-harvest truck.
Alter Trade is assisting agrarian reform beneficiaries in adopting organic farming systems to rehabilitate the soil and ecology in the province and to provide safer foods for consumers.
The beneficiaries farms are inspected yearly by an international agency and are certified organic based on the EU rules as stipulated in Regulation 2092/91, Naturland and Bio Suisse Standards. Alter Trade exports its certified organic Mascobado sugar to Germany, France, Italy, Austria and Switzerland.
MacDonald said there is a growing market for organic products not only in Europe but in Japan and Korea as well, and even in the Philippines.
"There's an increasing consumer awareness on the importance of organically-produced food in a healthy diet. The consumer is willing to pay more (for it) ," he said.
At the press conference in L'Fisher Hotel, MacDonald was joined by Jose Maria Valencia, chief of staff of Gov. Joseph Marañon, who assured him and the Alter Trade officials of the provincial government's commitment to organic agriculture.
Also present were Norma Mugar, president of ATFI and chairperson of Alter Trade Corp.; Edwin Marthine Lopez, Alter Trade Foundation Inc. executive director; and Earl Parreño, vice president of Alter Trade Corp.*NLG

Hi (manong, I dunno the age, hehe) jaywalker! Thanks. Nakabalik na gid ko liwat. Hehe, kapoy gid me this few weeks eh. Anyway, about 888 Chinatown Square, it's around 30% complete from my observation. It's touted as the "Real Divisoria in Bacolod" or what it's posters says it is. I passed by there yesterday and seems like the construction is pretty fast. Of course, the Bacolod City Government Center construction is slow as usual, since may mga controversies pa about it left and right. I went to Robinson's Place yesterday, too, and I think the proposed bridgeways a la SM City Bacolod will be connected through the second floor (near the Sun Cellular Shop), they've already cleared off the area. Construction of the Metro Dome is also fast, I thinjk it's around 45% complete from my observation. I dunno the other building constructed adjacent to it.
The reason I think why the flyover construction hasn't yet started is that, practically, IMO, Bacolod needs it the least. There are hardly any traffic in Lacson St. If Bacolodlodnons would say that there is such a congestion there at peak hours, try to compare it with other cities and you'll see what real traffic is. We need to thank to government for our wide roads. Lacson is a 4 lane street and that goes to 6 and 8 lanes when going north to Robinson's Place then to Talisay City.

yah, i agree.. but i think bacolod needs flyovers na.. it has the most organized roads in visayas and mindanao region..
uhm,, tell me..wat are the proposed projects at reclamation? a convention center? cool dude! i hope they will continue the UNIWILD harbour mall in Northern Bacolod! as what i have observed, when i was riding in a car, i noticed that Bacolod Lacson st., infront of Robinsons Place was like ur in Manila!! Big and tall billboards, Robinsons Mall, Overpass, wide road, traffic congestion, 1st class Condominium, ABSCBN.. i feel like i was in Manila.. haha..
malalaki ksi ang mga billboards dun eh,, at saka,, there are soo many of them,, all over lacson st.,  then nag sidewalk punong-puno ng mga tao! then ang road, full of luxurious cars! whoa! haha..
did you know? Bacolod City is 2nd when it comes to luxurious cars?? haha.. that is wat my teacher and uncle sed.. they say, 45% of Bacolodnons can afford to buy Toyota Prado, Fortuner, Ford Explorer 2007, Camry, Teana, BMW, benz and alot more..
in Ayala North Point Subd., Talisay City; Capitolville Subd., Mandalagan; Villa Valderama and Sta. Clara Subds has alot of luxurious cars! sa Capitolville, halos lahat ng bahay may Fortuner, Camry and Mercedes Benz.. in one house in the same subd., they have 3 fortuners, 2 toyota Prado, Lincoln, Lexus, 2 Camry and Benz! whoah.. ang dami.. haha.. but they are not that famous you know.. hehe.. but ang yaman! haha..

Thanks for the update toto xeltran:lol: .I agree, vehicular build up happens only in the intersection where there are traffic lights. They have conducted a study in this areas where flyovers will be built and they saw it that it will create traffic chaos in the coming years. We will benefit from this project.

:) One of the main reason why Bacolod Thread should have this beacuse i have read on some Philippine Thread describing Bacolod as a sleepy town or like a ghost town with dont have much economic activities and way far beyond developed compared to the neighboring Visayas Islands.

Time for entrepreneurship in Negros now ripe: Dizon
By Gil Alfredo B. Severino
HARVARD-trained and La Salle Brother Rolando Dizon sees great business and entrepreneurship opportunities in the areas of a fully-diversified agriculture, tourism and information technology here in Negros.
In a forum conducted by the Philippine Center For Entrepreneurship (PCE) "GoNegosyo sa Bacolod" Friday held at the Business Inn, Dizon posed the question, "How much of our efforts are anchored in the development of these strengths as a province and grab opportunities in business?
Dizon took note of the curriculum, for example, which train students to become nurses abroad, saying, "Our educational system does not train graduates to have a mindset of accessing and building capital and start their little business at such a time when entrepreneurship is ripe."
Dizon explained that right after graduation, students are thinking of employment here and abroad rather than do something bigger by accumulating information regarding business opportunities here in the province.
He said in the area of agriculture, opportunities are there in "kasla or jathropa" planting and its byproducts where the province's monocrop economy could be steered into full diversification.
Dizon deplored, however, the lack of mindsets both among the young and the institutionalized businesses to take diversification seriously.
Also, in the area of tourism where Dizon said, "Negros is endowed with much resources, talents and creativity, again, mind sets apparently are misdirected losing opportunities offered by our endowments."
Meanwhile, Ramon Lopez, executive director of the Philippine Center for Entrepreneurship shared that the mission of "GoNegosyo sa Bacolod" is to provide business mentorship and consultancy.
"Our main concern is not financing anymore because of easy access and availability of microfinancing. There appears to be no more reason not to take off economically because the climate is set," Lopez said.

City, GRIPP to sign pact
on E-jeepneys on July 13
The Bacolod City government and the Green Renewable Independent Power Producer will sign a Memorandum of Agreement on July 13 to formalize the city's support to the Climate Friendly Cities Project.
The MOA signing will be followed by the launching of three electric jeepneys in Bacolod on the same day, Karla Mae de Guia of Solar Generation-Pilipinas said yesterday.
The Climate Friendly Cities Project is a joint project of GRIPP with Greenpeace Southeast Asia and Solar Generation-Negros.
During their session last Thursday, the Sangguniang Panlungsod approved the MOA after months of deliberation on the benefits of the E-jeepneys.
"The city won't be spending any centavo (for this project). It is an environmental cause," Councilor Homer Bais said.
Councilor Al Victor Espino said the city's primordial concern is the preservation of the environment.
Niel Sianson of Solar Generation-Pilipinas said: "I'm glad that the city is now embracing clean technologies under the Climate Friendly Cities Project. Aside from complying to the previously signed resolution on Kyoto Protocol, the city is taking initiatives in combating climate change and its impacts through reducing its green house gas contribution."
Sianson said his group considers the launching of E-jeepneys is a big challenge for the city and its people. "But, with continuous support from the local government and the people, together we can go for a 100 percent Renewable Energy Negros," he said.*NLG

La Salle to host
University Games
BY CEDELF TUPAS
The University of St. La Salle has been awarded the hosting rights of the 12th National University Games, after De La Salle-Dasmariñas gave up the responsibility of staging the week-long multi-event competition in Cavite, USLS sports director Roger Banzuela said yesterday.
Banzuela also said that beach volleyball will be played for the first time in the history of the Games, which will be supported by the Commission on Higher Education. De La Salle-Dasmariñas, the host of the Games in 2003, pulled out from hosting the UniGames because of an ongoing revamp in its sports department, Banzuela said.
In contrast, Banzuela said the committees and venues are all in place if the Games are held in Bacolod.
The UniGames, a brainchild of former USLS president Bro. Rolando Dizon, gathers about 2,000 athletes and coaches from about 40 schools all over the country.
Far Eastern University emerged as the winningest squad last year finished its campaign with five crowns, followed by College of St. Benilde and De La Salle University.
Host USLS emerged as the top local school with two titles. West Negros College took one title, the same output of Ateneo de Manila University, San Beda College, University of the East and the University of Santo Tomas. *CPT

TECHNOLOGICAL UNIVERSITY OF THE PHILIPPINES IN THE VISAYAS
TALISAY CITY, METRO BACOLOD
BRIEF HISTORY OF VISAYAS TECHNICIAN INSTITUTE (http://forums.tupvians.com/index.php?showtopic=624)
(now Technological University of the Philippines-Visayas)
In December 1969, President Marcos issued an Executive Order creating
the Presidential Commission to Survey Philippine Education (PCSPE) for the purpose of analyzing and recommending ways to improve the performance of the Philippine Educational System. When the study revealed that the country was faced with the shortage of middle level manpower, the President issued Presidential Decree 6-A which called for, among other things, the creation of a special project unit to supervise, implement and evaluate the educational development programs.
The project unit created was the Educational Development Projects
Implementing Task Force (EDPITAF). The task force negotiated and signed Credit Agreement No. 349PH with the International Development Association and the World Bank as the funding institution for $12.7M which paved the way for the establishment of three TECHNICIAN INSTITUTES and ten Regional Manpower Training Centers in strategic locations in the country.
Under the INSTITUTES Project was the establishment of two Technician
Institutes, namely; Bacolod Technician Institute (which was later on renamed Visayas Technician Institute) for the Visayas, the Manila Technician Institute for Luzon; and the upgrading of the facilities and selected faculty of the Iligan Institute of Technology under the Mindanao State University for the Mindanao area.
The loan amount intended for the INSTITUTES Project was used to
construct the buildings and purchase the equipment of the three technician institutes. The original buildings of VTI cost P5.5M while the equipment was P7.2M.
Portion of the loan was also spent for the training of the Core Faculty of the
three institutes, including the cost of technical assistance provided by technical experts and their local counterparts.
The core faculty of the institutes was trained in Manila by a consortium of
schools headed by Don Bosco Technical College and a consortium of industries for about three years (from 1974 to 1977). It was this group of faculty together with the foreign and local technical experts who developed the original curriculum of the Technician Institutes.
Visayas Technician Institute opened its doors in June of 1977 with 196
students from the different provinces in the Visayas.
On December 28, 1978, the President issued Letter of Instruction No. 79
(LOI 79), directing the establishment of the National Polytechnic System (NPS) through the integration of state-supported institutions in the Philippines. The Technological University of the Philippines (formerly Philippine College of Arts and Trades) became the umbrella institution. Visayas Technician Institute came under the administrative supervision of the Technological University of the Philippines.
