in first half investments
Investments in Negros Occidental during the first half of 2007 reached P1.041 billion, figures of the local office of the Department of Trade and Industry show. But this year's total investments generated through business name registrations is way below than last year's P6.244 billion as of end-June 2006.
DTI renews business name registrations every five years.
Based on the DTI figures, investments in January totaled PP434.034 million; February, P127.304 million; March, P71.292 million; April, P109.769 million; May, P38.433 million; and June, P160.633 million.
From January to June 2007, the services sector posted P877.771 in total investments while the industry sector had P94.115 million. The agriculture, fishery and forestry sector brought in P69.58 million.
Under the services sector are transportation, communication and storage, finance/pawnshop, dwelling/real estate, private professional service, trading/dwelling and other related trades.
The industry sector covers mining and quarrying, construction, and manufacturing sub-sectors.
Included under manufacturing are chemicals and related products, concrete products, crop processing, fiberglass, fireworks, furniture, garments, gifts, toys and housewares, metalworks, mineral processing, processed food and beverage and other related business.*NLG

Parade opens Kabankalan’s 10th Charter Day celebration
Mayor Pedro P. Zayco, Jr. cuts the ceremonial ribbon with Vice Governor Isidro Zayco and Board Member Adolfo Mangao, Sr. during the opening of the 10th Charter Anniversary in Kabankalan City .THE Department of Education (Dep-Ed) spearheaded the opening of the week-long 10th Charter Day and Farmers’ Week which kicked off with a parade and a program 8:30 a.m. at the city plaza.
Guest speaker was Vice Governor Isidro P. Zayco. Mayor Pedro Zayco cut the ceremonial ribbon with Vice Gov. Zayco, Board Member Adolfo Mangao Sr., Rizalino. Tortosa, schools division superintendent and SP members.
Giving the welcome remarks was Mayor Zayco. The mayor announced that the local government will release P1.5 M. for the renovation of the Gabaldon building at Erams West Elementary School, and now a landmark in Kabankalan City, back to its original appearance. The mayor also said the local government will offer a masteral scholarship for public school teacher in the city and he will provide a 4 x 4 vehicle worth P850,000 for the service of DepEd.
In his opening remarks Tortosa said ten years from now Kabankalan will be a much bigger and highly urbanized city and that it has partly accomplished its goal on its 10th year.
Meanwhile, thirty-free booths, including Fedkaciwa, were constructed at the city park displaying the food products of every barangay.

A city museum in the making
It has been City Mayor Pedro P. Zayco, Jr.'s dream to have a museum in the city. This dream is now turning into reality.
The city is lucky to have already an existing building suitable for this proposed museum. It's not actually a new building but the former city hall ideally located in front of the city plaza. This building built in 1933 had been vacant for quite sometime when all the offices were transferred to the new city hall in Brgy. Talubangi.
But life has again been lately restored in the temporarily abandoned building after Mayor Zayco decided for the Information and Tourism office to occupy the building. The mayor wants the museum to be under the supervision of tourism. The transfer was an initial step towards this plan.
The former city hall is now a landmark in the city with its American colonial design and was built with durable hard wood. It's wide windows of Capiz shell and ornate ceiling
designs will be restored to its original state. The second floor of this building will be converted into a display area and will be provided by dividers and display racks while the ground floor will house the information office.
What is encouraging for this proposed museum according to tourism chief Vir Gerongani is the positive and spontaneous response from the public especially the young people.
When the people learned that a museum will be set up in the city many express a desire to donate their art pieces. Even the artists in the city are encouraged to form an organization confident the museum can give them assistance in their projects.
This early, the tourism office is already getting art donations from some of the residents and surprisingly the first donors are from the younger
generation. Our big thanks to Dave Zayco Tajanlangit, a young artist, who donated his abstract oil painting of Madonna and Child and oil on canvas painting of old jars.
Dave also donated three sculpted figures. A life-size clay sculpture of a squatting native in tribal attire and a terra-cotta figures of a sweepstakes vendor and a “katutubo” in ethnic attire.
Our thanks too to Keeney Jose Tañez of this city for his religious paintings which now adorn the walls of the tourism lobby.
President of Kabankalan Senior Citizen Association Rodolfo Garaygay also donated an antique mortar and pestle more than half-a-century old and a primitive corn grinder rarely seen these days.
These gestures from the city residents are good signs of their willingness to be a part of this art center that
will showcase the rich cutural heritage of Kabankalan. Our tourism office is now ready to accept donations of old art pieces, heirlooms, old pictures, etc. from the residents that can be displayed in our museum. These items will be properly labeled to identify donors.

actually i havent seen the original thing...it was just described to me by my friend. It looks like that the new annex bldg daw will have a touch of glorietta/ greenbelt design...daw 2 or 3 storeys, According to the lady at robs, its a different concept daw...i dont know what she meant by that but I'm hoping it will be more different and classy....:) I just hope there will be a food strip...
by the way, figarro will open na soon:) i will take pictures of it. :)

Negros actually is one of the coffee supplier of Figarro and they'll have thier flagship store in SM City for Bacolod.I'm very positive that we will be seeing more of Figarro coffeeshop in Bacolod.SM City is just a beggining.:cheers:
^^ It so wonderful, we are starting to experience Mall evolution in Bacolod starting with Robinson's Mall expansion.This is way beyond my expectation, i thought i would likely see another boxy type of building and another bridge to connect the two building.They have a good location at that back part.Mall goers will be spare from pollutions coming from the vehicles on the main road of mandalagan.Good for Robinson's, they getting trendy in thier mall designs and of course good for the people of Metro Bacolod, better mall experience.

Robinsons Bacolod bares 10th year expansion plans
Robinsons Place Bacolod launched its expansion program during the celebration of its 10th anniversary yesterday in Bacolod City.
The launching was led by Joseph Sian, Robinsons Land Corp., group property manager, and Nilo Mapa, Robinsons general manager, at the fountain area of the mall.
Bacolod Mayor Evelio Leonardia, who led the ribbon cutting ceremony of Robinsons Place Bacolod in July 19, 1997 during his first term as mayor, was guest speaker during the program yesterday.
Mapa said they are extending the rear portion of their mall property to build a larger department store. He said there will also be more stores, food and entertainment, and a multi-purpose hall for more events and activities. Sian said, "I can say putting up a mall in Bacolod was a success as far as Robinsons is concerned." He said he believes they have a very good occupancy rate which tells how they are doing.
Even with the opening of other malls in the city, he said, he believes they can find their own niche and survive in Bacolod.
Sian said opening a mall in Bacolod is one of the best decisions made by their management more than 10 years ago although at that time, some people thought it was premature to put up one in the city.
However, he said they believe in the project and they projected that the development of the city is moving towards the north. "I think we are already a part of the lives of the people in Bacolod and I think that will not change after 10 years despite the fact that we have competitors," Sian said.
Meanwhile, Leonardia said "The opening of Robinsons Place opened so many doors to us. It was for us, here in Bacolod, the birth of the mall age."
He said when Robinsons came in, many things started to happen in the city. Leonardia said Bacolod is trying to provide a climate for business to grow and Robinsons Place is one of those who have availed of incentives provided by the Investment Incentive Ordinance. The city has to continue the program to invite more investors to the city, he said.
Leonardia also informed the Robinsons executives that the city is putting up a bridge connecting the area behind the mall to Gatuslao Street to spur growth and development in the area, and in anticipation of traffic as the airport in Silay opens by the year-end.*CGS

THE Negros Museum recently launched the Negros Museum Children’s Program last July 20, 2007, 10:00 a.m. at the Negros Museum Lobby. Bacolod First Lady Elsa Leonardia gave the message and District of Bacolod Congressional spouse Patching Puentevella led the ceremonial shower of confetti which signified the re-opening of the Tuklas Childrens Center.

Tuklas Childrens Center Directress Lyn Loarca-Mapa explained that Tuklas, a Hiligaynon word which means to discover embodies the Centers aims to provide cultural enrichment to children and their families to experience, create, and learn in an educationally enjoyable environment through exhibits, workshops, performances; and interactive and hands-on activities that will engage visitors and stimulate young imagination.
Ongoing programs of the Tuklas Childrens Center (TCC) include the following: a Pre-School for 2 to 5 year olds, a Childrens Library will open to the public on Saturdays and a year round Art Workshop featuring Cartooning, Teen Theatre, Visual Basics, Oil Painting and Photography.

The one being demolished near the LCC Architecture is privately owned... if im not mistaken it is being owned by seabreeze hotel as what ive heard... most houses there may land title na... amo na di madali dali pahalin kay iya na ka NHA.... Cguro in the near future matabo gid na sa padayun nga pag usyag sang bacolod..either baydan nila ang mga lote.
ah okay, i wonder why that the 1st demolishion is in the back of capitol and not 1st on that areas. so why it is not the Sea Breeze Hotel expand their hotel or any other good establishment that will be add of more jobs and services for bacolodons. or to make it or expand the Manokan Country. isa pa kay daw ka higko gid tulokon nga ara sa city center ang squatters.

Precisely, look at the design...its comparable to other malls in Metro Manila and Cebu. :) I love it!!

Yes, the Metro Bacolod is located in front of the Bacolod Domestic Airport, thats the Home of Teletech right now. :) the one in Mandalagan is the one whose going to have an expansion. :)

The Lopue's Table Tennis Association stamped its class in the 2nd ANDRO Cup National Table Tennis Championships that ended Sunday at the Dr. Enverga University Gym in Candelaria, Quezon.
The LOPTTA paddlers bested 24 other squads to claim the national crown, punctuating its domination of the two-day tournament with a 3-1 victory over Killerspin in the finals. Johnard Baldonado clinched the crown for LOPTTA, winning against Leo De Leon, 3-2, in the fourth match, after teammate Isaias Seroñio blanked Michael Motel, 3-0, and Celjun Ortalla trounced Rodel Valle, 3-1.
The tie was thrown back into the melting pot when Marrel Lagunday, who stunned RP No. 1 Yan Yan Lariba, 3-1, of ANDRO A in the semifinals, suffered a 1-3 defeat at the hands of Jade Jalorin, before Baldonado wrapped up the championship.
LOPTTA, headed by its president Leonito "Diotay" Lopue, swept its bracket, winning 6-0, to advance to the quarterfinals, where it defeated University of Sto. Tomas, 3-0.

you're right dude, mansilinagn is need to develop for now. like the Lopue's Group has a planned to put up it there a largest lopue's mall, but i dunno if this proposal will be continue. hope they will not to discourage to put it there when the SM city and the China Square has constructed in the downtown area. at saka malayo naman yon sa proper eh. isa pa ang daming largest residential houses don sa Mansilingan, Alijis and with together the Handumanan. And also for the out of towns peoples like Murcia and Don Salvador.

^^ It so wonderful, we are starting to experience Mall evolution in Bacolod starting with Robinson's Mall expansion.This is way beyond my expectation, i thought i would likely see another boxy type of building and another bridge to connect the two building.They have a good location at that back part.Mall goers will be spare from pollutions coming from the vehicles on the main road of mandalagan.Good for Robinson's, they getting trendy in thier mall designs and of course good for the people of Metro Bacolod, better mall experience.
i love Figarro.. the Figarro in SM City BAcolod is opening soon.. ilang araw nalg.. wow.. sana they will expand pa sa Bacolod.. sa Metro Dome.. haha..

^^ I'm not really sure with your suggestion Sugar,Brgy Mansilingan is quite close to Lopue's East but you have a good point still a possible location for another Lopue's beacuse of the presence of subdivisions in both Brgy Mansilingan and Alijis especially the subdivisions closed to Panaad Stadium.Panaad alone is surrounded by subdivisons.A lot of big houses in there.If they have previously planned for another branch in that area,i think they should push through with it.Lopue's groceries is not that expensive as compare to SM and Robinson's.We still patronized Lopue's not only cheaper but also it's been there for ages.We support local brands of Bacolod.:cheers:GO LOCAL!!!!

I believe this is incorporated in the plan of Mayor Leonardia in looking for alternate roads exiting northern Bacolod. I read two years ago about plans by the city government for an alternate access road because traffic along Lacson street can be really heavy in most times of the day.
Since Lacson street is the only way out of town northbound, they saw the need for alternate roads. After reading that, i never heard it mentioned again. Now, with the impending opening of the airport in Silay, that need for an alternate access road has suddenly become urgent.

yes the proposal has already done about the alternating the roads from talisay to bacolod. they had already a visioned (proposal) too about the reclamation going to banago similar to the manila roxas buolevard.

LA CONSOLACIO College-Bacolod (LCCB) is home to Negros’ only architecture college and has not lagged in placing its graduates to the top in the Architecture Licensure Examination.
This time, LCCB’s batch 2005 architecture graduate Abemar E. Gegatoni landed 8th placer in the recent June 2007 Licensure Exams.

^^ Sorry jbd,i cannot elaborate more on this proposed alternate road,i just saw it once from one of the office of a land surveyor and i forgot the details of this.At present there is an access road from Banago near banago port entrance exiting Bangga Pepsi in Brgy Bata.What makes you interest in this project?:) Smile, do you have any idea on this?

^^ Two years ago all the road widenings in all Cities and Municipalities have started as part of the President Arroyo Projects to give easy access from farms to market.I have seen the progress from North to South of Neg. Occ.,2 lanes now becomes 4.Like in Bago City,most of the main roads are all well paved by cement and asphalt.Still, there are some parts and areas which are underconstruction.During the election most of this road rehabilitation projects were stopped.I think there should some progress in the areas you've mentioned.Migo Bernie please try to cool down:)

The Solid Waste Management Board of Bacolod City has set a time table for the implementation of the "no segregation, no collection policy" in order to reduce the volume of garbage in the city by 70 percent, Bacolod Councilor Greg Gasataya, chairman of the Committee on Environment and Ecology, said yesterday.
Gasataya, said this was discussed during a meeting yesterday after the SWM Board was convened by Mayor Evelio Leonardia.
He said the tentative schedule for the implementation of the "no segregation, no collection policy" is in September but this will be finalized after they have met with all the barangays.
This is a long overdue law which has not been implemented by the city, Gasataya said. Resolutions concerning the collection of garbage had already been passed by the previous set of Sangguniang Panlungsod members. He said the barangay will be responsible for collecting the recyclable materials.
Meanwhile, Vice Mayor Jude Thaddeus Sayson signified his intention to run for president of the Vice Mayor's League of the Philippines for Negros Occidental.
Sayson said the VMLP elections is tentatively scheduled on August 10 in Bacolod City. He said there are 32 vice mayors throughout the province.*CGS

I heard Robinsons, has already finalized the plans for an extension, ive seen the layout....but i wished they could have planned/designed the extension like SM city cebu, in which the new wing would be connected at the back of the mall, ROB bacolod should turn the parking area at the back into the new extension and make the vacant lot way at the back the new parking area, cos i prefer the ambiance of ROB than SM bacolod, you can smoke inside eh, plus the gaming arcades are better/bigger, and plus the movie houses are much better and bigger, and very easy on the neck
and come to think of it, i have finally realized that the size of SM city bacolod is nothing more than overestimated hype, the design is super, ill give it that but...is it me or is SM more of parking area than mall, its like 35% mall and 65% road and parking areas, and the terminal was never utilized very well for its main purpose but rather its the must have parking area for mall-goers who seek shade XD. The parking areas way at the back for both south and north are still white and unused no markings whatsoever, while the ones near the entrances of the mall are black with tire grooves and skid marks, and whats with all the d@mn watch stores?!, where are the Kenny Rogers, pancake house, Sub-way, Toykingdom, hobby shops, etc. and especially anykind of internet cafe.

Robinsons Place Bacolod revealed their expansion plan during its 10th anniversary celebration here in the City of Smiles.
According to Nilo Mapa, Robinsons General Manager, they will utilize the back area of their Mall to put up a bigger department store. The new building will cater more store tenants, food and entertainment area, and a multi-purpose hall for events and activities.
Bacolod City Mayor Bing Leonardia who is the guest speaker of the event also revealed his plan on putting up a bridge to connect the back portion of the mall to Gatuslao street in anticipation of a much congested traffic from Robinsons Mall and from the newly inaugurated Bacolod - Silay Airport.
The opening of Robinsons Place opened so many doors to us. It was for us, here in Bacolod, the birth of the mall age.

Ha ha ha, my sentiments BossMonkey, my sentiments. I expected more restaurants and new dining concepts. And also, kahit man lang North Park Noodle House or Superbowl and Wendy's? Or maybe i am just expecting too much. And, yes, no internet shop!!

It's ok Xavier.
Its just that post has been posted several times before you arrived here in SSC and it started a somewhat "civil war" in SSC Philippines.
I'm sure that if you'll stay here in SSC, you'll learn so much more not just about the progress of Bacolod and Negros Occidental but other cities and learn to respect other cultures as well. Tan-awa, nindut baya ang feeling nga kahibaw ka sa nagalain-lain nga cultura. :)

Yes, the first time i went to Iloilo last June, nakibot gid ko. Trying to be objective as possible, i say it is really ahead, IMO lang ha. I also have been to Cagayan de Oro a few years ago. Gulat din ako. It is an industrial city with multinationals (Dole, Del Monte) and is the center of Northern Mindanao covering Butuan, Iligan and Bukidnon. No wonder business is booming. Davao is also another wonder.
But now, i am really glad that Bacolod and Negros Occidental has started picking up. Sana makahabol na because the place has a lot of potential. It is about time that potential must be realized.

DEXTER, I think negros is already picking up since the beginning of 2000, we have so many ethanol plant will open next year..... and infact the development of negros is spread all over... you can see different banks branches. all over negros.... I witnessed during my briefted tour in negros. last april... my company inspected different site of airport... as what I understand negros is way ahead compare other province... just think of San Carlos city,, the vital infrastructure is already in place... seaport is done this considered international standard.. and new airport is on the rise.... plus the business park..... windmill is another big project.... check the thread philippine on the rise. bro this is already existed. in Sagay theres a fiberglass boat manufacturing it is already existed..... look at Kabankalan is now picking up. airport will commence this October..... and ethanol plant...... lets say Murcia town...... thats a very small town but chinese already did their ground breaking of ethanol plant..... infrastructure wise Kabankalan its already connected to oriental Negros... bro I was there 2006 cemented na ang road.. daw sa baguio ang dalan...... this will pass thru mabinay town going to Bais city...... Don Salvador Benidicto the road is already cemented, this will pass thru San Carlos City... another ethanol plant is proposing, Mayor De la cruz is my fathers best friend... and she done a lot of project on her city..... may hospital na sila.... jarthropa is another project of Don salvador. this will make bio-fuels in the future...... ang planta na lang gina hulat hopefully soon to rise..... I think thats project I can remember now.... kon may idugang hambal na.... for vital infrastructure I cant complained about negros.... more accessible ang negros oriental and occidental......

NG, yes, agree gid ko nga kadamu na guid sang developments sa Negros Occidental. Actually, i marvel at how good our roads are. All those facts are considered. That having said, all these should translate into more opportunities for the people. The potential is a given.

The purpose of the infrastructure is to hone the potential of the place so that opportunities will come. And through those opportunities, the people's basic needs are met. But how come? We are not a sixth grade province. We are supposedly one of the premiere provinces of the country.
The irony is, we are also a province where really filthy rich families are based. That somehow explains the high number of registered luxury cars and SUVs with LTO. Go to Manila and you will be surprised that quite a number of well to do families of old trace their roots in Negros and Iloilo. Now thats potential.
Just like you, I am happy whenever i read developments in our province and new infrastructure here and there. My family is not landed, nor do we have political connections. My wealth is my good education. Right after college, I did not go home to Negros because there are no opportunities here for me. I have been blessed with good job opportunities that somehow opened my eyes to the world. But how about the rest of my fellow Bacolodnons and Negrosanons? Especially those who are intelligent but could not go to school because wala sila makain? Actually, we have a helper, pinilit namin ang anak niya who is 17 years old na ipagpatuloy ang pag aaral kasi 80+ ang mga grade including math. He had to quit schooling kag mag work sa construction kasi kinukulang sila ng pagkain. If you extrapolate that, how many more?

Proceed to BREDCO port for a sweeping view of the various sea transports between Bacolod and Iloilo and between Bacolod and Manila.

From BREDCO Port, pass by the Bacolod City Hall, the seat of government of the city; then to the Golden Fields Commercial Complex, which is actually best visited at night, being the center of the city's night life. The St. Jude Thaddeus Parish and Shrine is along the way to the 25-hectare PANA-AD Park and Sports Complex comes end.
From the sports complex, travel along the outer circumferential road with the breath-taking view of the 8,000 feet Kanlaon volcano in the background.
Proceed to Burgos-Lopez Jaena extension for that unique site- a private family cemetery that has been included in the Guiness Book of World Records as the only cemetery in the world at the intersection of two highways.
Your next destination should be the Capitol Lagoon in front of the Provincial Capitol; then the Negros Museum with its unique exhibit called "Sugar and Other Negros Tales" that tells the history of Negrense life before, during and after the arrival of the Spaniards.
For the nature conservationists, a visit to the Negros Forest Ecological foundation Breeding and Bio-diversity center is a must. The NEFFBC is just a stone's throw from the Negros Museum.

NSCA Day held in Kabankalan
NEGROS State College of Agriculture marked its NSCA Day, July 31, in Kabankalan City in connection with the city’s 10th Charter Day celebration.
The college started the celebration with a parade at 7am participated in by students and teachers from the Kabankalan main, Sipalay, Cauayan, Ilog and Candoni campuses with floats of the different departments.
A program was held at the city plaza with Mayor Pedro P. Zayco, Jr. and Eduardo Sorreño, retired district supervisor of Kabankalan II, as speakers

The Laguna provincial government was the richest in the country, having accumulated a total financial resources of P1.3 billion in 2000 and P1.4 billion in 2001. Laguna continued to be on top among the 79 provinces for 2 consecutive years based on the Philippine Countryside in Figures released by the National Statistical Coordination Board. Financial resources includes local resources, internal revenue allotment (IRA), grants and borrowings.
In 2001, Laguna generated P630.8 million of local resources in the form of real property taxes, business taxes and licences and non-tax revenues such as receipts from economic enterprises and others. This amount represents almost half (45.2%) of the total resources during that year.
Laguna also reported the highest tax revenue collection of P451 million. On internal revenue collections, it consistenly ranked second highest in terms of remittance to BIR of P5.6 and P5.0 million in 2000 and 2001, respectively. (Cebu topped the revenue collections for the past two years.)
Its IRA represented only 44 percent of its total financial resources (the second to the lowest ratio among provinces) as compared to the national average IRA dependency ratio of provincial governments of about 53.7 percent.
However, among the top ten performing provinces in terms of generation of financial resources, Laguna posted an improvement of 8.4 percent for the year 2000-2001.
Palawan on the other hand showed a more impressive growth of 42.3 percent followed by Nueva Ecija with 28.3 percent.

Cebu Province Has the Most Number of Registered Motor Vehicles in the Philippines

In 2005, the province of Cebu registered 266,086 motor vehicles representing 5.3% of the total motor vehicles registered in the country, and the highest among 79 provinces. By type of motor vehicles, Cebu was top in terms of the number of registered private and government motor vehicles while it ranked 4th in terms of the number of registered for-hire motor vehicles. Out of Cebu’s total number of registered motor vehicles, 229,569 (86.3%) were private vehicles, 33,280 (12.7%) were for-hire vehicles and 2,697 (1.0%) were government vehicles.

By kind of vehicle registered, Cebu is also tops in the number of cars, utility vehicles, service utility vehicles, trucks and motorcycles. It ranked 3rd in the number of trailers and 4th in the number of buses. Among the registered private and for-hire vehicles, motorcycles (123,417 or 46.9%) posted the most number of vehicles registered in Cebu; followed by utility vehicles (81,723 or 31.0%) and cars (32,201 or 12.2%).
Meanwhile, for other provinces included in the top ten provinces, seven were from Luzon: Laguna, Bulacan, Batangas, Pampanga, Cavite, Pangasinan and Nueva Ecija; two from Visayas; Cebu and Negros Occidental and only one province from Mindanao (Davao del Sur).

City SP ratifies agreement on climate friendly project

The Bacolod Sangguniang Panlungsod ratified the memorandum of agreement between the city government and the project proponents of the Climate Friendly Cities project yesterday.
The MOA was entered into between Bacolod Mayor Evelio Leonardia, representing the Bacolod City government, and Athena Ballesteros, representing the Green Renewable Independent Power Producer, in Bacolod City last month during the launching of the project. The launch has established Bacolod City alongside Makati City as a pilot area for GRIPP's Climate Friendly Cities project.
The project, particularly the development of the initial 50-strong fleet of electric jeepneys to be leased to pilot cities, is largely funded by the Dutch DOEN Foundation which provides funding to organizations and projects in the fields of sustainable development, culture, welfare and social cohesion.
Under the MOA, GRIPP will secure the proposal, resources, funding and technical expertise for the electric jeepney component of the project, starting with the development and manufacture of the electric jeepneys, with the initial fleet of three units, whose importation, technical operation and maintenance will be undertaken by their project partners.
It will secure the funding and technical expertise for the power plant component of the project, consisting of a generator, a high solid anaerobic digester, and gas engine that shall provide the electricity to charge the complete fleet of electric jeepneys.
GRIPP will provide for the construction of a depot that shall serve as a charging station and maintenance center of the fleet, and provide the city with relevant information and technical resource persons, as necessary, with regards to the project as part of its information-education campaign.
GRIPP shall be responsible for the actual implementation of the project, particularly the operations of the biodigester and the utilization of the electronic jeepneys and its concomitant results.

Hehe! By the way, Bacolodnon accent of Hiligaynon is different to Iloilo accent of Hiligaynon.
The former has more gentler and rolling intonation while the latter although retaining its gentle accent but quite strong and fast due to the influence of the Kinaray-a speakers of Iloilo's southern and central towns.

IT’S nice to hear that a Negrense like Cherrie Atillano from Silay City was chosen as one of the Ten Outstanding Students of the Philippines (TOSP) awardees for this year.
Atillano, however, graduated not from a Negros school but at Leyte State University with the degree in BS Agriculture major in Horticulture.
But regardless where Atillano graduated is beside the point. What is important is that she is a Negrense and most of all a PAGKAON 2000 scholar of the Province of Negros Occidental.
Making it as one of the TOSP awardees is no joke. One have to pass a lot of screenings with hundreds of outstanding student-nominees from different colleges and universities nationwide.
Atillano, however, proved her worth as she said that her hardwork and determination were really rewarded.
What a nice statement adding that she also thanked the people of Negros Occidental and likewise Gov. Joseph Marañon, Vice Gov. Isidro Zayco and other provincial officials.
Well, we Negrenses are also very, very proud of Atillano.
But one thing to be thanked also is the PAGKAON 200, a scholarship program designed by the Provincial Government during the last term of then governor Lito Coscolluela for the poor but intelligent and deserving students in the Province.
Chosen scholars, however, should only take courses related to agriculture, food technology or something with relevance to the title of the scholarship program.
And, the scholars will only have to enroll in any state college and university anywhere in the country. For seven years now, PAGKAON has already produced a lot of outstanding graduates and the latest, of course, is Atillano.
Governor Marañon should also be given credit for continuing the program despite the fact that it belongs to his predecessor.
Meaning, regardless of who conceptualized and implemented the said program, Marañon never thought of envy. Instead, he thinks of the welfare of so many poor students in the province who are just waiting for the good opportunity to enroll in college.
And with this premise, Marañon really, really deserves our KUDOS. Keep up the good work GOV.!

Mass housing bill
for city pushed
CAR REGISTRATION MEASURE FILED, TOO
Bacolod Rep. Monico Puentevella yesterday said he is calling for the House approval of a mass housing program bill for Bacolod City to address the plight of over 4,000 squatter-families, who dwell in areas considered as "dangerous zones", including bridges, esteros, creeks and other waterways.
House Bill No. 476, seeks an initial P50 million allocation to fulfill one of the administration's major thrusts to provide socialized mass housing to millions of Filipinos, Puentevella said in a press release from his office. "An Act Establishing A Mass Housing Program in the City of Bacolod, Province of Negros Occidental, And Providing Funds Therefor", the proposed law hopes to put a stop to the nagging problems caused by squatting either on public properties or private domain, he said.
Recent statistics show that about 25-30 percent of Bacolod City's over 420,000 population are considered squatters with the number expected to increase, he said.
Bacolod City's annual population growth is pegged at 1.39 percent, he said.
Section 2 of HB No. 476 stipulates that the Sangguniang Panlungsod, in consultation with the city housing board, identify and schedule priority areas for mass housing among the 61 barangays in Bacolod.
The National Housing Authority and all shelter agencies of the national government, should closely coordinate with the city government in the implementation of the program, Section 3 of the proposed legislation added.

I witnessed during my briefed tour in negros. last april... my company inspected different site of airport... as what I understand negros is way ahead compare other province... just think of San Carlos city,, the vital infrastructure is already in place... seaport is done this considered international standard.. and new airport is on the rise.... plus the business park..... windmill is another big project.... check the thread philippine on the rise. bro this is already existed. in Sagay theres a fiberglass boat manufacturing it is already existed..... look at Kabankalan is now picking up. airport will commence this October..... and ethanol plant...... lets say Murcia town...... thats a very small town but chinese already did their ground breaking of ethanol plant..... infrastructure wise Kabankalan its already connected to oriental Negros... bro I was there 2006 cemented na ang road.. daw sa baguio ang dalan...... this will pass thru mabinay town going to Bais city...... Don Salvador Benidicto the road is already cemented, this will pass thru San Carlos City... another ethanol plant is proposing, Mayor De la cruz is my fathers best friend... and she done a lot of project on her city..... may hospital na sila.... jarthropa is another project of Don salvador. this will make bio-fuels in the future...... ang planta na lang gina hulat hopefully soon to rise..... ONE-TIME REGISTRATION
Puentevella has also filed a proposed measure mandating a one-time three-year registration for all brand new cars, a House of Representatives press release said yesterday. Puentevella said House Bill 491 is in response to President Gloria Macapagal-Arroyo's agenda boosting the country's financial stability.
Arroyo has called for all government agencies to come up with cost cutting measures to save much needed resources, he said.
With the bill, Puentevella said the Land Transportation Office and owners of brand new cars will be mandated a one-time registration good for three years.
Puentevella said this will cut a lot of bureaucratic red tape, save car owners time from lining up at the LTO to pay their registration fees, avoid the inconvenience of smoke emission testing and all the hassles involved in annual renewing the registration.
"It is the duty of both Congress to come up with vital legislation which will help the national government generate revenues," Puentevella said.*

Yes kyle, magallanes village too. But these negrenses are already 2nd or 3rd generation mostly who grew up in Manila already - but still come to Bacolod during Christmas, holy week, etc.

Hi Welcome!!! the target date of operation of the new bacolod airport is on 4th quarter of this year.
about Bacolod-Singcang airport>>they will make it a Special Economic Zone and a seaport. but there are some of debates pa if they will continue to operate on that airport or not.

The Negros State College of Agriculture in Kabankalan City is preparing for its conversion into a state university, NESCA president Dr. Freddie Maningo said yesterday. Maningo said they have started their massive faculty development program, with their professors pursuing doctoral degrees.
A requirement for conversion into a university is for the institution to have at least, 20 percent of its professors holding a doctor's and master's degrees, Maningo said. Presently, NESCA has eight professors with doctor's degrees. He said, NESCA offers doctoral and master's courses and while some of their professors and enrolled under the program, some opted to pursue higher studies in other institutions.
By October next year, Maningo said they will be able to reach the 20 percent requirement and will formally apply for university status. In an interview over DYRL, Negros Occ. 6th district Congressman Genaro Alvarez said he will file a bill in congress for NESCA's conversion into a state university. Had it not been for NESCA's extension campuses in Ilog, Cauayan, Sipalay and Candoni, thousands of students in southern Negros would have been deprived of the chance of going to college, he said.
Hopefully, once NESCA converted into a university, it will be able to offer more courses including law and medicine, Alvarez also said.*NAB

Senator Juan Miguel Zubiri Saturday said he is continuing to lobby for the construction of more ethanol plants in Negros Occidental and for the passage of his Renewable Energy Bill, which will provide incentives for the use of non-fossil fuel amid the rising prices of crude oil and problems brought on by global warming.
With crude oil now trading at nearly $77 a barrel, Negros Island is poised to boom as long as it has its ethanol plants in place, he told the DAILY STAR.
The BioFuels Act, that was authored by Zubiri in the House in the last Congress, mandates blending of biofuels like ethanol with gasoline.
But the sad part is that many investors he has met are afraid to put their ethanol plants in Negros because there seems to be some perception that they will have a difficult time dealing with local planters, Zubiri said.
The senator said he has been dispelling the perception that Negros is a difficult place to invest in for the production of ethanol. "I tell them it is actually the area to invest in," the senator said. He said he has told the investors that the best thing to do is to partner up with local planters, citing the ethanol plant being built in San Carlos City that is expected to be operational next year.
The planters in San Carlos are very excited because they will be making more money that those in other parts of Negros with the sale of their sugar for ethanol, he said.
Zubiri said production of ethanol will be the answer to sugar planters having to currently sell their reserve and surplus sugar at very low prices.
With the production of ethanol the country's 10 percent surplus and reserve sugar can be used for that purpose, he said. The country needs 10 ethanol plants in place by 2009 to produce 200 million liters of ethanol annually, he said.
Zubiri said he is appealing to the planters to support the ethanol program for the continuing viability of the sugarcane crop. In his meeting with members of the Planters Association of Southern Negros in Binalbagan Saturday concern was raised over sugar smuggling that was blamed for the drop in domestic millgate prices, he said.
Zubiri said he has asked Undersecretary Antonio Villar, Presidential Assistant for Anti-Smuggling, to help put a stop to the smuggling of imported sugar.
But that is the short term solution, the long term solution is to convert our sugar into a more high value product, which is fuel, he said. Zubiri thanked Negrenses for making him their number two senator in the last election.
I will never forget that, I will continue to be the defender of Negros, the sugar industry and its farmers throughout the Philippines. He pointed out that the sugar industry feeds about 5 million people.
Meanwhile, Zubiri said he has filed Senate Resolution 1303 or the Renewable Energy Bill that promotes the use of geothermal, hydro, solar and wind power.
Many of our problems today are caused by climate change because of too much pollution, he pointed out.
Zubiri said his target is for 50 to 60 percent of the country's energy to be produced by renewable energy by 2025.
"The solution to higher electricity and fuel costs lies in our vast renewable energy resources. Aside from shielding us from expensive import, renewable energy is clean and safe," Zubiri said.
"We are the second largest producer of geothermal power in the world but we have yet to tap our other resources," he said.
Zubiri said he has also filed bills that will provide more benefits to barangay workers, to make computer education mandatory in all high schools hopefully by 2008, and for a total log ban in primary and secondary rain forests.*CPG

and there is a proposal at the possibility of establishing a state-of-the-art polytechnic/IT University in Bacolod. how about kaya the Carlos Hilado Memorial State College? kailan kaya ang conversion into a university? I dont know how big is this school. but they have of more campuses within negros occidental; in Talisay City, Bacolod-Fortune Towne, Bacolod-Alijis, and in Binalbagan. Waste segregation set Aug. 15

he Solid Waste Management Board has scheduled the implementation of the Waste Segregation at Source program in Bacolod City on August 15, Bacolod City Administrator Roger Balo said yesterday.
Balo said this is intended to reduce the volume of garbage in the city. Based on R.A 9003 and City Ordinance 310, he said the responsibility of the city is only to collect residual waste. The recyclable and biodegradable materials should be segregated in the barangay level, he added.
Mayor Evelio Leonardia said the successful implementation of the project will depend on how the barangays will react to the target date. He believes the SWM board will have to continuously evaluate the situation because this is a very gigantic program and it involves everybody, it involves attitude, and even the character of the people, he said.
"While it is ideal that we come up with our target date, we have to be realistic at the same time," Leonardia said.
Balo said theoretical computations show that the city generates 250 tons of garbage daily. With its resources, the city can only collect 180 to 200 tons of garbage per day, he said. If the Waste Segregation at Source program is implemented, it will reduce the number of trips made by the garbage trucks to the dumpsite from 60 to 20 trips per day, Balo said. They are forming an action plan that includes information dissemination and education in the barangays. They will meet with the barangay captains and barangay officials who chair the Committee on Environment and inform the residents about the program, he added.
Balo said the program will bring benefits like livelihood programs to the residents since recyclable materials can be sold in the junk shops and new products can be created out of them. Biodegradable materials can be used for composting, he added.
He said the city is allocating about P51 million annually for the Department of Public Services but with the implementation of the program, this can be reduced by 50 percent. He said the savings of P25 million can be used to enhance material recovery facilities in the barangays to help the people with their livelihood projects. Meanwhile, Balo said the committee that will look into the three proposed sites for a sanitary landfill for the city as required by the Spanish Embassy, has been reactivated.
He said the Spanish Embassy gave Bacolod City a grant of 300,000 euros for its Solid Waste Management Program and requires the city to have three alternative sites for a sanitary landfill. These are located at the present dumpsite at Brgy. Felisa, the Moya property in Brgy. Cabug and one in Calumanggan.*CGS

THE Negros Occidental Provincial Government has been honored for its environmental achievements, and presented with a Green Heroes Wall Shield by the London-based Green Organization recently.
Winners were presented with their trophies at Kensington Palace Roof Gardens in London and awarded by TV Botanist Professor David Bellamy, OBE.
Negros Occidental's award was sent by National Organizer Roger Wolens to Atty. Edwin Abanil, head of the Provincial Environment Management Office, who in turn presented it to acting Governor Isidro P. Zayco. Last year, Governor Joseph Marañon personally received the Green Apple Award for Environmental Best Practices from the Green Organization at the House of Commons in London.
"The effectiveness of any environmental initiative is controlled by the people in the area, for the Negrenses this means quite a turn-around of lifestyle to reforest their lands and become soldiers for their environment," stressed the judges on the success of the environment program of the province.
This is now the thirteenth year of the Green Apple Awards, established as one of the biggest environmental award schemes in the world.
Being a winner, the environment program of the Province of Negros Occidental is published with a selection of others in The Green Book, the international work of reference on environmental best practice that enables many thousands around the world to learn and benefit from the achievements of the winners, disclosed National Organizer Roger Wolens.
The Green Apple Awards are supported by the Environment Agency, the Chartered Institution of Wastes Management, the Municipal Journal and several other official bodies.
The international campaign is led by The Green Organization, an independent, non-political, non-activist, non-profit environment group dedicated to recognizing, rewarding and promoting environmental best practice around the world.
"Our objective is not only to recognize and publicize various environmental endeavors, but also to help others to follow those examples. Anyone can visit the greenorganisation.info website to learn from the environmental experiences of previous winners," said Wolens.
The organizers invite entries from any council, company, community or country that is making an effort to protect or enhance the environment, with categories to cover every sector of commerce, industry, groups and local government. There were almost 1,000 entries that joined the activity.

According to Nilo Mapa, Robinsons General Manager, they will utilize the back area of their Mall to put up a bigger department store. The new building will cater more store tenants, food and entertainment area, and a multi-purpose hall for events and activities.
Bacolod City Mayor Bing Leonardia who is the guest speaker of the event also revealed his plan on putting up a bridge to connect the back portion of the mall to Gatuslao street in anticipation of a much congested traffic from Robinsons Mall.

The Havaianas Pop-Up Shop will visit two cities in Negros Occidental this month to enable Negrenses to shop and try the distinct Havaianas retail experience, a press release from local distributor Terry S.A. said.
On August 10 to 12, Havaianas will open shop in Kabankalan City, at Perico's, Highway Talubangi, from 9 a.m. to 7 p.m., while on August 17 to 19, in San Carlos City, at Carmel's Inn, CL Ledesma Sr. Avenue, from 9 a.m. to 7 p.m.
With the Havaianas Pop-Up Shop, the company's strategy revolves around the concept of making Havaianas' brand of cool available in places outside of the provincial city where a refreshing fashion culture is emerging, the press release said.
"The concept connects with what our consumers want-the answer to their demand for fashion options combined with the element of surprise, exclusivity and buzz," Anne Gonzalez, Terry S.A. managing director for marketing, said. whats the use of the parking lots if the stores is lacking in numbers...
i thought the sm will have all the manila stores.... la gle....

it may be small (smallest in Vizmin?) but (personally) its the best looking SM outside Luzon (even probably the 2nd best looking mall in the Vizmin after ACC).. and is up there with SM Moa, SM baguio and SM Clark as the best looking SM Malls in the country

besides culturally, people in bacolod are more into beauty and aesthetics than size... and come to think of it, the city is not the malling type, it focuses more on the alfresco street life , which has more character.... hence the reason why sm has huge outdoor spaces for its restos...

IN 2007 SOCA Bing bares blueprint for Bacolod's growth

Bacolod Mayor Evelio Leonardia presented the blueprint of his administration for the next three years during his State of the City Address before the Sangguniang Panlungsod yesterday.
At the session that was also attended by several city mayors, civic leaders, businessmen and members of the academe, Leonardia disclosed that his development plan for the next three years will focus on two areas: the physical development of the city infrastructure, and the strengthening of the delivery of basic and social services to support the development of communities and growth centers.
Leonardia said the new government center that has been a 50-year dream of Bacolod, has now become a reality. He said he and his fellow officials now have to embark on another dream - a city where people can have a decent life and provide for their families through hard but honest and dignified ways.
As to those who continue to flock to the city hall for jobs, he said it is not the duty of government to hire, but to provide an "enabling environment" that will improve the local economy, expand private business so that opportunities will be provided for the unskilled and unschooled, to find work that can help in their daily subsistence.
Leonardia said that, together with some private groups and individuals, they are now trying to lobby for the retention of the Bacolod airport, adding that he will need the support of the SP in this endeavor.
He also reported that the city's finances are in very good shape and with continued prudent fiscal management, the city has never experienced any deficit since this administration assumed office. Instead, the city has always maintained an appreciable level of cash surplus at each year-end and stayed financially bankable, he said.
Leonardia said the city's fund sourcing has been growing over the past three years. He said in 2005, its Internal Revenue Allotment was P391 million and local sources at P304 million. In 2006, the IRA was P430 million and local sources at P331 million, while in 2007, the IRA is 482 million, he said. For local sources, they originally budgeted it at P288 million for the whole 2007, which only took six months to collect, he said.
"These figures and trends provide the basis for our plan to make our city join the 'Billionaire's Club' in 2008 with a General Fund Budget of P1 billion!" he said. "This will be the first time ever that our budget will hit the billion mark and grow by P245 million, or 32.5 percent, in just a year's time. This has never happened in our history as a city," Leonardia added.
He said that in the first six months of 2007, the city had 1,760 new businesses registered, with an initial employment of 7,291 people. Aside from the employment brought by the new malls and other establishments, seven call centers opened in the city with a combined workforce of about 3,000 and the employment is still growing, he said.
Leonardia also announced that Convergys, another giant call center, is set to open in the first quarter of next year with a potential workforce of 1,000.
As to government infrastructure spending over the past 12 months, the City Engineer's Office worked on 321 projects with a total cost of P152 million, he said. For private sector construction, the Office of the Building Official reported that, as of June 30, 2007, private construction aggregated P2.3 billion, he said, adding that the city has collected P16.7 million in regulatory fees and P1.4 million in zoning fees.
Leonardia said tourism arrivals have steadily grown from 151,704 in 2000 to 245,000 in 2006 - a volume growth of 93,296, or 61 percent in just six years. The City Tourism Office has collected P1.2 million in assessment fees from 1,110 tourism-related establishments in 2006, he said.
In September, Bacolod will be the site of the 16th Visayas Area Business Conference of the Philippine Chamber of Commerce and Industry, which will bring in about 250 top-level executives of leading corporations all over the country, Leonardia said.
Leonardia also said the national government will fund the construction of two flyover projects in the city costing P500 million to help ease the flow of traffic along Lacson Street. He also said the Bacolod City Police Office has reported a crime solution efficiency computed at 95 percent.
Leonardia said the city was able to award a total of 853 lots since the Vista Alegre-Granada relocation site was opened in 2005.
"This is my seventh address to this august body and it makes me sentimental because this will probably be the last time I will be making the report here in this historic Session Hall. By next year, I will be making it to you in the hall of the new government center," he said.
Meanwhile, Bais Mayor Hector Villanueva, vice president for Visayas of the Mayor's League of the Philippines, when asked to comment on the SOCA, said Leonardia has a good vision for the city and has made a lot of things in Bacolod that they don't have, although there are also things in Bais that the city also does not yet have. He also said it can be seen that Bacolod is moving forward fast.
Jose Maria Zayco, Metro Bacolod Chamber of Commerce and Industry vice president, said the Mayor has the support of the local business community.
Among the guests at the session yesterday were Croydon Councilor Michael Neal, San Carlos Mayor Eugenio Jose Lacson, Himamaylan Mayor Carminia Bascon, Silay Mayor Jose Montelibano, Talisay Mayor Eric Saratan, Candoni Mayor Cicero Borromeo, former Bacolod Mayor Amado Parreño Jr., former Bacolod Rep. as in....
back that time bacolod was a province type city.....
but now...
look at the improvements....

now we have sm....
there are call centers booming in our city....
nice roads....asphalt-layered roads....
robinsons is now expanding....
condominium are now present in the city....
i couldn't believe that bacolod is improving so fast....
construction here, construction there....

no, it has too many empty spaces, and the flow of travel takes too much time. But then it's empty spaces, gives it an airy feeling, not the constricted type...
it's also fairly unique and it adheres to local taste, and one thing I love about it, is it's great view of the harbor and the downtown area,.. with a nice outdoor area...
malls have often been considered in the global sense, as architectural and cultural eyesores,... some of the best cities in the world prefer shopping streets... of course this is untrue in the Phils were mall culture is at it's prime, but then in the last few years, designs have been innovated, and the country is moving forward.. when I heard of SM opening in bacolod I was initially worried that it would create an ugly giant box in it's area, I'm so glad it didn't.

it's also fairly unique and it adheres to local taste, and one thing I love about it, is it's great view of the harbor and the downtown area,.. with a nice outdoor area...

actually the architecture of sm bacolod is very nice....
i like its interior and exterior design.....
especially the cinema area.....
and the design near the exit....
only i hate because its only 1 floor and its too far to get here from the other building passing to these bridge is way too far....
in short the KAPOY!!!!

Yes very true. I also like the night strip that SM incorporated in the planning of the mall. Though not all spaces have been totally leased out, give it 6 months to a year, when those spaces, i hope, are finally filled, then there will be an active nightlife. Presently, it is just Sueno. Good that Sueno started it, Pietro Kaffe is following suit. The strip on the North Wing though is still not filled. I only see Rairaiken and Shakeys. Im glad Figaro is set to open already (matter of days na lang siguro). I hope some Manila based restos try to open there - North Park/Superbowl and another local based specialty restaurant.

i was there at the night of the opening....
i wonder where these thousands of people came from....
as in....
the mall was so crowded the traffic is congested...
the people doesn't stop for coming in the mall...
then the fireworks....
it was so beautiful and WOW!!!

IN 2007 SOCA Bing bares blueprint for Bacolod's growth

Bacolod Mayor Evelio Leonardia presented the blueprint of his administration for the next three years during his State of the City Address before the Sangguniang Panlungsod yesterday.
At the session that was also attended by several city mayors, civic leaders, businessmen and members of the academe, Leonardia disclosed that his development plan for the next three years will focus on two areas: the physical development of the city infrastructure, and the strengthening of the delivery of basic and social services to support the development of communities and growth centers.
Leonardia said the new government center that has been a 50-year dream of Bacolod, has now become a reality. He said he and his fellow officials now have to embark on another dream - a city where people can have a decent life and provide for their families through hard but honest and dignified ways.
As to those who continue to flock to the city hall for jobs, he said it is not the duty of government to hire, but to provide an "enabling environment" that will improve the local economy, expand private business so that opportunities will be provided for the unskilled and unschooled, to find work that can help in their daily subsistence.
Leonardia said that, together with some private groups and individuals, they are now trying to lobby for the retention of the Bacolod airport, adding that he will need the support of the SP in this endeavor.
He also reported that the city's finances are in very good shape and with continued prudent fiscal management, the city has never experienced any deficit since this administration assumed office. Instead, the city has always maintained an appreciable level of cash surplus at each year-end and stayed financially bankable, he said.
Leonardia said the city's fund sourcing has been growing over the past three years. He said in 2005, its Internal Revenue Allotment was P391 million and local sources at P304 million. In 2006, the IRA was P430 million and local sources at P331 million, while in 2007, the IRA is 482 million, he said. For local sources, they originally budgeted it at P288 million for the whole 2007, which only took six months to collect, he said.
"These figures and trends provide the basis for our plan to make our city join the 'Billionaire's Club' in 2008 with a General Fund Budget of P1 billion!" he said. "This will be the first time ever that our budget will hit the billion mark and grow by P245 million, or 32.5 percent, in just a year's time. This has never happened in our history as a city," Leonardia added.
He said that in the first six months of 2007, the city had 1,760 new businesses registered, with an initial employment of 7,291 people. Aside from the employment brought by the new malls and other establishments, seven call centers opened in the city with a combined workforce of about 3,000 and the employment is still growing, he said.
Leonardia also announced that Convergys, another giant call center, is set to open in the first quarter of next year with a potential workforce of 1,000.
As to government infrastructure spending over the past 12 months, the City Engineer's Office worked on 321 projects with a total cost of P152 million, he said. For private sector construction, the Office of the Building Official reported that, as of June 30, 2007, private construction aggregated P2.3 billion, he said, adding that the city has collected P16.7 million in regulatory fees and P1.4 million in zoning fees.
Leonardia said tourism arrivals have steadily grown from 151,704 in 2000 to 245,000 in 2006 - a volume growth of 93,296, or 61 percent in just six years. The City Tourism Office has collected P1.2 million in assessment fees from 1,110 tourism-related establishments in 2006, he said.
In September, Bacolod will be the site of the 16th Visayas Area Business Conference of the Philippine Chamber of Commerce and Industry, which will bring in about 250 top-level executives of leading corporations all over the country, Leonardia said.
Leonardia also said the national government will fund the construction of two flyover projects in the city costing P500 million to help ease the flow of traffic along Lacson Street. He also said the Bacolod City Police Office has reported a crime solution efficiency computed at 95 percent.
Leonardia said the city was able to award a total of 853 lots since the Vista Alegre-Granada relocation site was opened in 2005.
"This is my seventh address to this august body and it makes me sentimental because this will probably be the last time I will be making the report here in this historic Session Hall. By next year, I will be making it to you in the hall of the new government center," he said.
Meanwhile, Bais Mayor Hector Villanueva, vice president for Visayas of the Mayor's League of the Philippines, when asked to comment on the SOCA, said Leonardia has a good vision for the city and has made a lot of things in Bacolod that they don't have, although there are also things in Bais that the city also does not yet have. He also said it can be seen that Bacolod is moving forward fast.
Jose Maria Zayco, Metro Bacolod Chamber of Commerce and Industry vice president, said the Mayor has the support of the local business community.
Among the guests at the session yesterday were Croydon Councilor Michael Neal, San Carlos Mayor Eugenio Jose Lacson, Himamaylan Mayor Carminia Bascon, Silay Mayor Jose Montelibano, Talisay Mayor Eric Saratan, Candoni Mayor Cicero Borromeo, former Bacolod Mayor Amado Parreño Jr., former Bacolod Rep. John Orola, representatives from TeleTech and Teleperformance, the representatives of the Gonzaga family, donors of the government center lot, members of the business community, the police, government employees and other sectors.*CGS

big malls aren't always good, particularly if it's just a giant box, I used to avoid SM because if you've seen one you've seen them all,.... I like it that they're updating their concept now....
besides culturally, people in bacolod are more into beauty and aesthetics than size... and come to think of it, the city is not the malling type, it focuses more on the alfresco street life , which has more character.... hence the reason why sm has huge outdoor spaces for its restos...
