Yes very true. I also like the night strip that SM incorporated in the planning of the mall. Though not all spaces have been totally leased out, give it 6 months to a year, when those spaces, i hope, are finally filled, then there will be an active nightlife. Presently, it is just Sueno. Good that Sueno started it, Pietro Kaffe is following suit. The strip on the North Wing though is still not filled. I only see Rairaiken and Shakeys. Im glad Figaro is set to open already (matter of days na lang siguro). I hope some Manila based restos try to open there - North Park/Superbowl and another local based specialty restaurant.

IN 2007 SOCA Bing bares blueprint for Bacolod's growth

Bacolod Mayor Evelio Leonardia presented the blueprint of his administration for the next three years during his State of the City Address before the Sangguniang Panlungsod yesterday.
At the session that was also attended by several city mayors, civic leaders, businessmen and members of the academe, Leonardia disclosed that his development plan for the next three years will focus on two areas: the physical development of the city infrastructure, and the strengthening of the delivery of basic and social services to support the development of communities and growth centers.
Leonardia said the new government center that has been a 50-year dream of Bacolod, has now become a reality. He said he and his fellow officials now have to embark on another dream - a city where people can have a decent life and provide for their families through hard but honest and dignified ways.
As to those who continue to flock to the city hall for jobs, he said it is not the duty of government to hire, but to provide an "enabling environment" that will improve the local economy, expand private business so that opportunities will be provided for the unskilled and unschooled, to find work that can help in their daily subsistence.
Leonardia said that, together with some private groups and individuals, they are now trying to lobby for the retention of the Bacolod airport, adding that he will need the support of the SP in this endeavor.
He also reported that the city's finances are in very good shape and with continued prudent fiscal management, the city has never experienced any deficit since this administration assumed office. Instead, the city has always maintained an appreciable level of cash surplus at each year-end and stayed financially bankable, he said.
Leonardia said the city's fund sourcing has been growing over the past three years. He said in 2005, its Internal Revenue Allotment was P391 million and local sources at P304 million. In 2006, the IRA was P430 million and local sources at P331 million, while in 2007, the IRA is 482 million, he said. For local sources, they originally budgeted it at P288 million for the whole 2007, which only took six months to collect, he said.
"These figures and trends provide the basis for our plan to make our city join the 'Billionaire's Club' in 2008 with a General Fund Budget of P1 billion!" he said. "This will be the first time ever that our budget will hit the billion mark and grow by P245 million, or 32.5 percent, in just a year's time. This has never happened in our history as a city," Leonardia added.
He said that in the first six months of 2007, the city had 1,760 new businesses registered, with an initial employment of 7,291 people. Aside from the employment brought by the new malls and other establishments, seven call centers opened in the city with a combined workforce of about 3,000 and the employment is still growing, he said.
Leonardia also announced that Convergys, another giant call center, is set to open in the first quarter of next year with a potential workforce of 1,000.
As to government infrastructure spending over the past 12 months, the City Engineer's Office worked on 321 projects with a total cost of P152 million, he said. For private sector construction, the Office of the Building Official reported that, as of June 30, 2007, private construction aggregated P2.3 billion, he said, adding that the city has collected P16.7 million in regulatory fees and P1.4 million in zoning fees.
Leonardia said tourism arrivals have steadily grown from 151,704 in 2000 to 245,000 in 2006 - a volume growth of 93,296, or 61 percent in just six years. The City Tourism Office has collected P1.2 million in assessment fees from 1,110 tourism-related establishments in 2006, he said.
In September, Bacolod will be the site of the 16th Visayas Area Business Conference of the Philippine Chamber of Commerce and Industry, which will bring in about 250 top-level executives of leading corporations all over the country, Leonardia said.
Leonardia also said the national government will fund the construction of two flyover projects in the city costing P500 million to help ease the flow of traffic along Lacson Street. He also said the Bacolod City Police Office has reported a crime solution efficiency computed at 95 percent.
Leonardia said the city was able to award a total of 853 lots since the Vista Alegre-Granada relocation site was opened in 2005.
"This is my seventh address to this august body and it makes me sentimental because this will probably be the last time I will be making the report here in this historic Session Hall. By next year, I will be making it to you in the hall of the new government center," he said.
Meanwhile, Bais Mayor Hector Villanueva, vice president for Visayas of the Mayor's League of the Philippines, when asked to comment on the SOCA, said Leonardia has a good vision for the city and has made a lot of things in Bacolod that they don't have, although there are also things in Bais that the city also does not yet have. He also said it can be seen that Bacolod is moving forward fast.
Jose Maria Zayco, Metro Bacolod Chamber of Commerce and Industry vice president, said the Mayor has the support of the local business community.

yes I know your Mayor was talking only about Bacolod... I just went further from the article and made a statement that we (Western Visayas) are growing (albeit separately), and that's very nice to be thinking about and knowing that it is happening.

Robinsons Land Corp. (RLC) posted a 48-percent jump in its first half net profit to P1.82 billion due to the robust rental income growth in most of its shopping malls.
In a report to the Philippine Stock Exchange, RLC said gross revenues rose 24 percent to P5.962 billion, with the commercial centers division accounting for 41 percent or P2.46 billion of total.
RLC attributed the increase in commercial centers revenues to rental escalations and strong rental income from almost all malls, more particularly Robinsons Place — Cainta, Robinsons Place — Pioneer/EDSA, Robinsons Metro Bacolod, Robinsons Place — Lipa and Galleria Mall in Ortigas.

Meg You still remember toto willy or willie in Sum-ag... I bit everybody knows him....I still remember his prediction that was 1995 he featured in TV Patrol Bacolod edition. about the ecocomy of negros.... and he said the giant is still sleeping on the 90's but in the future ma amat-amat bugtaw and dragon na higante and the dragon will roar like a thunder. and nobody can stop this dragon. He said he saw the dragon blowing the fire... and the dragons head is straight forward. and now you can see the negros economy is on the track like a dragon keeps roaring....so toto willie's prediction is correct. hambal ko sang una basi nagadamgo langa sya. gali tuod na.....

Meg biskan sa bacolod airport wikipedia, the arrival of passenger in bacolod is steadily increasing, I remember at that time si Lito Coscuella pa ang governor he said bacolod airport arrival passenger is only 350,000 thousand a year. at that time he said his not keen to have another airport. didto sya nag sala. this is on mid 90's ang predict nya sa arrival of passenger on the 2000's will stay only 350,000. but in 2005 is 562,062 ang arriving passenger, everytime naga book ka sa PAL always fully booked ang flight.

Cadiz traces its beginnings to the establishment of a traditional settlement in a place known as Cadiz Viejo, near the banks of Hitalon River.
Historical records showed that in 1861, the Spaniards came and named the settlement Cadiz because of its northern location which reminded them of the seaport by the same name in Spain.
Cadiz became a municipality independent from Saravia (now E.B Magalona) in 1878. Its first appointed Gobernadorcillo was Antonio Cabahug, married to Capitana Francisca Cito.
The outbreak of the Spanish-American War saw Cadiz taking part in the insurrection. Her sons and daughters headed by Francisco Abelarde, took up arms against their Spanish masters.
During the short-lived government of the cantonal state of the Federal Republica de Negros, Jose Lopez Vito was elected its president.
At the onset of American rule, Cadiz was on its way to prosperity with the operation of two lumber companies in the area. The war years brought a stop to all these economic activities and much suffering to the people of Cadiz.
The resistance movement put up the civil government in the mountains to deal with civilian affairs. In the post-war election of 1952, Joaquin Ledesma was elected mayor.

How to get there
Cadiz City is a 45-minute drive north of Bacolod City by private car. Public utility vehicles reach the place in less than 90 minutes. Other north bound buses are also required to make stopover at the city terminal which is more than a kilometer away from the highway. Four hours-and-a-half away from Cebu by land, Cadiz serves as a spring board to Cebu and from there to Eastern Visayas and Mindanao.

Cadiz City is bounded on north by the Visayas Sea, on the south by Silay City, on the west by Manapla and on the east by the City of Sagay.

The pool is open to public on Wednesday through Sunday. 13 kilometers away from the City proper, it also offers swimming and horseback riding lessons, and accepts wedding occasion, seminars and other parties. Travel time runs about 15 minutes from the City. Entrance fee is P30.00/ person (adult/ children)
Busac-Busac Spring in Brgy. Tinampa-an is the main source of potable water in the city. Sprouting out of the toe of a hill and adorned by surrounding boulders that transform it into an epitome of natural beauty and environmental attraction, Busac-Busac spring’s water is as clear as crystal and anybody can feel its freshness that continuously flows out from its sharp, narrow mouth.
Now a great source of potable water for the Cadiz City Water District, the spring which is 9.5 kilometers away from the city proper, is situated in Hda. Reboton, Barangay Tinampaan. One can get there in about 30 minutes via jeepney or tricycle.
Hda. Buen Pastor Cutflower/ Pineapple Plantation
It’s the City’s agri-tourism potential, with exotic variety of cutflowers and hybrid pineapple. Located in Barangay Jerusalem, it is about 30 to 45 minutes from the city proper.
Faraon Garden flaunts the elegance and beauty of vibrant garden in a natural landscape. It’s an eco-tourism potential that has blooming flowers and budding trees of various rare species.
Tamsi Shrine is situated in Hda. Tamsi, Barangay Tinampaan. The shrine is nestled amid elegant garden of flowers with several life size statues of saints.
Pacol Waterfalls is a spectacular waterfalls that protrudes alongside the forest. Fresh and cool spring water engulfs huge boulders. Set in the mountain of Alimatoc, the place is a fresh new way of experiencing the remarkable gift of nature.
Alimatoc Rice Terraces. Cadiz prides itself in its local rice terraces in Alimatoc. It is artistically, uniquely and beautifully cultivated by the farmers.
Balay Alibangbang is the first live butterfly sanctuary in the province. Located in Hacienda Tagud, the place is ideal for seminars and family outings.
Festival
Dinagsa Festival is the highlight of a weeklong celebration in honor of its Patron saint, the Señor Sto. Niño. Bacolod Mayor Bing Leonardia delivered last Wednesday his State of the City Address at the Sanggunian session hall. Upon his arrival, Mayor Bing was welcomed by fireworks. The event was covered live by Sky Cable and other media outlets. Guests and visitors at City Hall were well accommodated in the well-attended affair.
Present were Mayor's League of Negros Occidental president Manolet Escalante, Mayors Eric Saratan - Talisay, Oti Montelibano - Silay, Menchit Bascon - Himamaylan, Cicero Borromeo - Candoni, Bong Lacson - San Carlos, and Mayor Hector Villanueva from Bais City, Oriental Negros.
Councilor Michael Neal of Croydon of United Kingdom, who visited Asia for the first time, was also present at the SOCA. Here in the province and city, Neal visited wonderful sites.
Also in attendance were VIPs of Teletech Michael Sendall, Michael Tanner, and Cristine Matriano. From the Gonzaga Estate Inc. were Yoyong Cuenca, JV Tanpingco and Dennis Jalbuena, to mention a few.
Of course, members of the Chinese Community were also there. Among them were Andres Valencia, Crispin Chua, Luis Chan, as well as balikbayan from California Roseny Clauor Gonzales.
After the mayor's message there was another colorful fireworks display, followed by a fellowship party at City Hall grounds. Entertainment was provided by the City Hall Band.
Then it was off to a fellowship dinner at Taberna Casino. Indeed, the SOCA highlighted the accomplishments and the bright future of the city under Mayor Bing!

Meg You still remember toto willy or willie in Sum-ag... I bit everybody knows him....I still remember his prediction that was 1995 he featured in TV Patrol Bacolod edition. about the ecocomy of negros.... and he said the giant is still sleeping on the 90's but in the future ma amat-amat bugtaw and dragon na higante and the dragon will roar like a thunder. and nobody can stop this dragon. He said he saw the dragon blowing the fire... and the dragons head is straight forward. and now you can see the negros economy is on the track like a dragon keeps roaring....so toto willie's prediction is correct. hambal ko sang una basi nagadamgo langa sya. gali tuod na.....budlay daan pag ang dragon makabugtaw na..ga sige sige na lang buga sang kalayu..hehehe.. actually a lot of business activities in store for Bacolod shopping, dining and partying public.. soon to open Metrodome entertainment complex, SM City fiesta strip(open), the planned Robinsons Place Bacolod expansion, the huge hotel near Metrodome, the Bacolod Pavilion two towers & convention ctr, the Lighthouse complex @ the Goldenfields, Convergys Bacolod, Gerry's Grill Bacolod(u/c), the Government Center(u/c), NBSA(soon operational).. Whew!!! hehehe.. Lets welcome these investments with warm reception. Definitely, the people of Bacolod and Negros Occidental will benefit in this economic upswing.:cheers:

it will be showed us the Visayas one of the most strategic areas in our nation. the visayas lies peacefully asleep in the heart of our nation. there will be open up chest. release finance that will surprise and shake even like hongkong (especially to cebu). getting ready to move a distribution wealth and to open the oil. getting ready to bring forth a revolution even in the economic system and in the finance system.
so look at now what happening to our cities and provinces. the giant and mega projects are follows (particularly in Cebu, Bacolod, Iloilo, Dumaguete, and other places).

The College of Education of the University of St. La Salle garnered the highert passing rate in Western Visayas in the 2006 National Licensure Examination, according to the Commission on Higher Education (CHED).
The Monitoring Results showed that the Elementary Education examiners received an 85% passing percentage rate while the Secondary Education received 82%.
The national passing rate for elementary is 29% while the secondary is 32%.
...Dean Annabelle Balor, PhD...added that one of the specific steps that they applied to get this standing was securing services of teachers who are holders of professional teacher's license.
"The college has made conscious efforts in reiterating the value of excellence to the students. I still believe that our Education Department is still competitive outside Western Visayas. Just take a look at the college's passing rate," she added.

Negros Occidental Acting Governor Isidro Zayco said, they are studying the possibility after they found out the Mambukal Charter being a town. The Provincial Legal Counsel is studying this and will present it to the concerned government agency especially the Department of Budget and Management (DBM).
Once it becomes a town, the Governor of the Province will also become the Mayor of Mambukal Mambukal Moun-tain Resort which is now owned and managed by the Provincial Government has a total land area of 32 hectares. This is now the premier tourist destination in the province.
This is also one of the income-generating assets of the province. If it will become a town based on its charter, Mam-bukal then will be entitled to an Internal Revenue Allotment (IRA) that will be used for the maintenance and improvement of its facilities and other structures. Mambu-kal now is located and is under Barangay Minoyan, Murcia. Zayco said, once it becomes a town, Murcia will not be affected. ‘Longest’ banana cue in Murcia Posted by pinoy_ako (2007/8/10)
IN A BID to be included in the Guinness Book of World Records, students and teachers at the Central Philippine Adventist College (CPAC) in Murcia town had made the longest banana cue with 1,944 meters long.
It was made of 50,000 saba bananas cooked in 15 sacks of brown sugar from Azucarera de La Carlota in La Carlota City.
Mayor Esteban Coscolluela said, "We are sending documentation of this longest bananacue we have so our town through CPAC will also be recognized in the whole country."

Negros Island, the fourth biggest island in the Philippine archipelago, lies near the central part of the country. Negros Occidental, in the western side of the island, is one of the 6 provinces comprising Region VI, Western Visayas.
It has a total land area of nearly 8 thousand square kilometers and a coastline stretching 800 kilometers. The province is composed of 13 cities and 19 municipalities with Bacolod City as its capital.
Parts of the province are largely level plains and gently rolling slopes separated from its neighboring province of Negros Oriental by mountain ranges. The most famous of these mountain ranges is Mount Kanlaon.
541 thousand hectares of Negros Occidental’s land area are alienable and disposable. The rest are forestlands.
98% of the alienable and disposable lands are agricultural areas, including built-up spaces. The remaining 2% are fishponds.
The province is blessed with generally pleasant climate with an average temperature of 26 degrees Celsius. It has two pronounced seasons: dry season from December to May and rainy season from June to November.
Negros Occidental has a population of about 2.6 million. It is the fourth most populous province in the Philippines with 54% of its people living in rural areas.
Hiligaynon is the widely used dialect. However, most of its people are proficient in Pilipino, the national language, and English. Negros Occidental has a high literacy rate of 91% and employment rate of 89%.
The Negrenses, as the people of the province are called, are regarded as affectionate, fun loving, highly educated, skilled, and entrepreneurial individuals.
The economy of the province is principally driven by agriculture. Land is where the wealth of the province originated and continues to emanate.
Of the agricultural areas, sugarcane occupied 161 thousand hectares, followed by rice with 113 thousand hectares, and the remaining spaces devoted to corn, coconut, fruit and vegetable crops, including built-up spaces.
Over 143 thousand hectares of agricultural lands have been distributed to more than 104 thousand farmer-beneficiaries as of August 2004 under the land reform program.
Sugarcane has been cultivated in the province since the mid 18th hundreds and has been the key factor in bringing material growth to Negros Occidental.
Today, it still dominates the economy and the landscape of the province.
Negros Occidental’s output of more than 1 million metric tons for crop year 2002-2003 accounts for nearly half of the country’s sugar production in an industry that generates an estimated annual revenue of more than P18 Billion.
There are 12 sugar mills in the province, of which only 10 are presently operational. Victorias Milling Company has the highest rated capacity with 15,000 tonnes cane per day.
However, the volatility of the sugar industry forced the province to shift, albeit slowly, to other high value crops and alternative industries. The diversification has proven to be successful.
Production of rice, the basic commodity for food security, has been increasing. By 2003, annual output of 437 thousand metric tons of palay was 33% better than two years ago. This allowed the province to significantly raise its sufficiency level from 65% to more than 84%. The improvement could be attributed to the introduction and promotion of hybrid rice, which increased rice yields to 3.8 metric tons per hectare. Because of the success of the program, area planted to hybrid rice has increased nearly five-fold. The highest hybrid yield was recorded at 10.3 tons per hectare.
Corn also registered increasing gains. Production for 2003 of 42 thousand metric tons outperformed 2001 output by 18%. Average yield per hectare has also grown by 18%.
Other fruit and vegetable crops, except for banana and cassava, likewise improved their harvest.
Harvested coconut was placed at 139 million nuts, while production of banana; fruit and vegetable crops totaled 110 million kilograms.
Livestock and poultry are industries where Negros Occidental has strongly diversified.
With the province successfully quarantined from the dreaded Foot & Mouth Disease and the Bird Flu, and with other endemic diseases under control, total production of livestock and poultry in 2003 of 49 thousand metric tons exceeded estimated local demand by 18%.
Fishing is likewise an industry where the province has remained focused. After all, 9 of its cities and 16 of its municipalities are located along the coast and a great portion of the population depends on fishing for their livelihood.
The area for exploitation by this industry is huge covering most of the coastal areas and the rich fishing grounds of the Visayan Sea on the north, Sulu Sea on the south, Tañon Strait on the east, Guimaras Strait and Panay Gulf at the southern portion of the province. These rich coastal areas and fishing grounds continue to be generous to the people of Negros Occidental.
In 2003, products from deep-sea fishing, municipal marine and inland waters, and aquaculture reached 87 thousand metric tons, 30% better than 2001 production.
The province is rich in mineral deposits. Minerals that abound in the province are primary copper with estimated reserve of 591 million metric tons and gold ore with estimated reserve of 25 million tons.
Silver and molybdenum deposits are also abundant, as well as non-metallic minerals suitable for agricultural and industrial uses.
Notwithstanding its great potential, the mining industry in Negros Occidental has remained virtually dormant since the biggest copper mine in Sipalay suspended its operation.
Another industry being pushed by the province is tourism. It has a high synergy with other industries and a multiplier effect on consumption and services. In 2003, tourist arrivals totaled nearly 141 thousand with foreigners comprising only 1%. However, local tourism in Negros is very strong.
Negros Occidental is endowed with beautiful natural scenery and attractions, rich historical and cultural heritage as well as festivals and events that make it an attractive tourist destination. The gentle, affectionate and fun-loving nature of its people, their gracious hospitality and natural knack for entertaining, including their delectable cuisine complete the elements that make for a wonderful experience worth coming back for more or remembering for a long, long time.
The province also offers many opportunities for leisure and adventure. There are always festivals and events being celebrated somewhere in Negros Occidental every month. But the best known of the more than 50 festivals and events are the MassKara Festival of Bacolod celebrated in October and the Panaad sa Negros Festival staged every April.
The province is rich in beautiful structures and historical buildings. The San Sebastian Cathedral and the Capitol Building are popular Bacolod landmarks. Silay City has fine examples of palatial homes, remnants of a once affluent lifestyle. In other towns, steam locomotives that used to cart sugarcane from the fields to refineries attract steam engine enthusiasts from all over the world. There are also impressive churches all over the province, mostly built during the Spanish era.
Negros Occidental has more than 50 inland and beach resorts to offer its visitors. The most famous among them is the Mambukal, a mountain resort at the foot of Mount Kanlaon.
Among the numerous beach resorts, the most popular for its white sand, pristine blue waters and amenities are Punta Bulata in Cauayan, Jomabo Island Paradise in Sagay, and Lakawon Island in Cadiz.
Through its capital, Bacolod City, Negros Occidental is only 50 minutes from Manila and 30 minutes from Cebu by air. By sea, it is an 18-hour cruise from Manila and an hour by fast ferries from Iloilo. It is also accessible by sea and land trip from Cebu via Escalante City, San Carlos City and Dumaguete City in Negros Oriental. Travel from Bacolod to Dumaguete is only 5 to 6 hours by land.
Seven airline companies, including Philippine Airlines, Cebu Pacific and Air Philippines, serve the province. Four inter-island shipping lines call on 9 seaports of Negros Occidental
The airport is located 6 kilometers southeast of Bacolod City. However, a new airport of international standard is being constructed in Silay City about 16 kilometers from Bacolod.
All cities and municipalities are linked by an extensive road and bridge network stretching more than 1,500 kilometers crisscrossing the province with seven alternative scenic routes to the nearby province of Negros Oriental.
Within the province, travel is also easy, comfortable and even enjoyable by air-conditioned and non-aircon buses or metered taxis. Car rental services are also available. However, the jeepney is still the most common means of transport among the towns and cities.
For accommodations, visitors may choose from a wide range of about 67 hotels, pension and lodging houses and tourist inns. The better known hotels are L’ Fisher, Bacolod Convention Plaza, Casino Filipino Hotel, and Business Inn, Sugarland Hotel, all in Bacolod City.
The province has adequate power and water supplies. It is currently interconnected to the Visayas Power Grid whose main sources of power are geothermal.
Aside from its existing 170 megawatts capacity, Negros Island by the year 2006 will have an additional 105 megawatts of locally produced power from geothermal plants in Bago and Palinpinon, and from bagasse co-generation facility of First Farmers Sugar Mill.
Ample water supply for household, commercial, industrial and agricultural uses is assured by 73 thousand hectares of proclaimed and protected major watersheds, regular rainfall and six major river systems.
Modern communication facilities, as well as radio, television and newspapers, are available in the province. Most are provided by dominant national players in the industry like PLDT, Globe Telecom and their subsidiaries. For television and radio, the major providers are giant network ABS-CBN, GMA and RPN. Cable TV provides access to CNN, BBC, ESPN and other international programs. National and international newspapers are available on the same day of issue in Manila.
International direct dialing, fiber optic data lines and internet services are accessible in most areas of the province. Also, GSM, digital and analog cellular networks provide good coverage in Bacolod City and other areas, including international roaming.
The medical and health care needs of the people of Negros Occidental and its guests are presently being met by 20 government hospitals and 10 private hospitals, as well as several city and municipal health centers, barangay health stations and day-care centers. Doctors, nurses and other medical personnel serving these facilities are not only competent but also very caring towards their patients.
There are 1,318 schools in the province, including 53 registered technical schools. Of these, 158 are private schools, including University of Saint La Salle, and University of Negros Occidental-Recoletos.
Banking and finance is likewise a thriving industry in Negros Occidental. According to the latest count, there are 389 financial institutions competing for businesses in the province. 149 of these are banks.
Negros Occidental offers several advantages for those who are doing business in the province. It is strategically located near Metro Manila, Cebu and Davao, all major international gateways with maximum travel time of only about 4 hours between the Philippines and its neighbors in Asia. It is equipped with major infrastructure facilities for easy travel and shipment of goods within and outside of Negros.
It has adequate information and communication facilities with excellent connection capabilities necessary for, among others, call center operations for business communication and transmission of data. The province is also blessed with abundant water supply and dependable power supply for almost any type of business endeavor.
Modern health care facilities with competent medical professionals are available, as well as excellent schools to care for the needs of the investor and his family. The province is also peaceful and politically stable with strong investment-friendly local government units with no reported kidnappings or terrorist attacks.
Its people are hospitable and friendly. And, its workforce is highly educated, competent, and proficient in the English language receiving reasonable wages.
Moreover, the place offers excellent cuisine, beautiful resorts and beaches, scenic spots, famous festivals, luxurious hotels and convention facilities that make for a fine living. The capital city of Bacolod was adjudged the most livable mid-sized city in the country.
Among the several business opportunities offered by the province, probably the most attractive and potentially rewarding investment areas are in mining, animal feed production and processing, slaughterhouses and meat processing, pig breeder and dairy animal farming, poultry layer farming, yellow corn farming, grain and agricultural storage facilities, organic farming and processing, marine farming and processing, high-end resort development, retirement and second homes, schools for nursing and physical therapy and training centers for caregivers, call centers and economic or export processing zones.

the path of the plane landing in the airport is the downtown bacolod....

they can transfer the cinema and the event center....
so that the food court will expand too...
it means more spaces for business....
they will build the other building by building another two bridge...
one from the building a and other to building b...
replacing those signs with the bridges...
in theat building, they can build 6 to 8 cinemas....
a bigger event center...
and more stores....
and they can call it the sm bacolod entertainment mall...
well its only my insights and my opinion...

big malls aren't always good, particularly if it's just a giant box, I used to avoid SM because if you've seen one you've seen them all,.... I like it that they're updating their concept now....
besides culturally, people in bacolod are more into beauty and aesthetics than size... and come to think of it, the city is not the malling type, it focuses more on the alfresco street life , which has more character.... hence the reason why sm has huge outdoor spaces for its restos...
^^ You could be right on this because i've noticed that even some of the Bacolod stand alone restaurants like Bob's or even Mc Donalds has an additional al fresco dining.

from the PM of Jmok: maybe anyone here can answer this question about. hope this project Harbor View hotel is separate from the Pavill hotel and convention center and the horizon twin towers. they will construct maybe at the reclamation area coz the owner of this area is also Palanca the owner also of those projects i mentioned above.

its nice if sm bacolod would expand the building there...
they can transfer the cinema and the event center....
so that the food court will expand too...
it means more spaces for business....
they will build the other building by building another two bridge...

replacing those signs with the bridges...
in theat building, they can build 6 to 8 cinemas....
a bigger event center...
and more stores....
and they can call it the sm bacolod entertainment mall...
well its only my insights and my opinion...

^^yes Sum-ag is very too far from bacolod downtown (from brgys of singcang, tangub, punta taytay or pahanocoy then the last is SIM-AG) unlike to the northern part of bacolod is not f(rom the brgys of mandalagan and bata only).
am glad our will be the newest town is MAMBUKAL, i like their name. hope the brgy sum-ag will be retown again.

BTW< ill be in bacolod., who wants to meet? im free monday.
im so glad that figaro has opened doors in bacolod. its just one of the very few coffee shops that serves locally grown coffee beans, competing head-to-head with giants like starbucks, seattle's best and gloria jeans.
i just hope that one day's rustand would consider opening an SB branch there.

WV cities may lose P90M IRA

ILOILO City – Sixteen cities in Western Visayas risk loosing an estimated P90 million from its Internal Revenue Allotment (IRA) for 2008 due to the recent conversion of 18 municipalities to cities.
Mayor Jerry Treñas, chairman of the League of Cities of the Philippines (LCP), said that of the 16 cities in the region, only the highly urbanized cities of Iloilo and Bacolod will not be drastically affected.
Treñas said some of the services of the city government might be affected due to the reduction of its IRA share despite the fact that the City of Iloilo is barely 40 percent dependent on its IRA share in executing its plans and programs.
“We are less dependent on IRA but requirements increase…” Treñas said.
According to Alfonso Bedonia, Department of Budget and Management director in-charge in the region, the slash in IRA shares on the existing 118 cities shall take effect next year.
Bedonia said the IRA is equivalent to 40 percent of the revenue collected by the Bureau of Internal Revenue (BIR) for the third preceding fiscal year, and is divided among provinces (23 percent), cities (23 percent), towns (34 percent) and villages (20 percent).
From these shares, Bedonia explained that the IRA is allocated to the local government units based on allocation criteria observed – population (50 percent), equal sharing (25 percent), and land area (25 percent).
For the barangays, a different criterion is observed with the distribution based on the population (60 percent) and equal sharing (40 percent).
The conversion of the 18 municipalities into cities had been opposed by the country’s city mayors because it will feed on the money pie of the existing cities’ IRA, creating a big slash in the shares of their metropolises.
For example, the City of Kabankalan in Negros Occidental with an IRA of P426,810,018 for 2007 shall only be receiving P413,768,082 for 2008 – slashing P13,041,936 of its IRA share. Without the conversion of 18 towns, the City of Sipalay shall have an IRA share of P467,515,579 for next year. It has the biggest cut on IRA shares compared to other cities in the region.
“We are still hopeful that the Supreme Court considers our plea,” Treñas said.
The LCP sought the intervention of the higher Court to nullify the conversion of these towns into cities, arguing that “they did not meet the requirements.”
Treñas reiterated that the Local Government Code of 1991 provides that for a town to become a city, it should meet the standard of P100-million annual income, 10,000-hectare land area, and at least 150,000 population.
The municipalities had asked for exemptions from the requirements set by the amended provision of the Local Government Code of 1991 for a town to become a full-fledged city.
Iloilo City, whose IRA share for 2007 reached P395,629,242 is expected to get P433,188,732 for 2008 but with the conversion of new cities, it shall only get a share of P400,737,228 – loosing more than P30 million.
Bacolod City has an IRA share of P470,270,256 for this year. For 2008, it shall only have a share of P475,457,151 instead of the P515,291,377 without the emergence of the new cities.
Only the cities of Iloilo and Bacolod shall experience an increase of their IRA shares – all the rest will have a reduced amount.
While the existing cities suffer reductions in their IRA shares, new cities shall enjoy a big slice of the pie. The newly-converted cities shall have an increase of 74 percent to 287 percent increase of their IRA shares as cities.
For example, newly-converted City of Tabuk, Kalinga shall receive an IRA share of P359,198,677 from the present P96,831,643 – a whooping increase of P262,367,034, equivalent to 270 percent increase of IRA shares.
The newly-converted cities are Navotas and San Juan in Metro Manila; Tabuk, Kalinga; Batac, Ilocos Norte; Tayabas, Quezon; Bogo, Naga and Carcar, Cebu; Guihulngan, Negros Oriental; Borongan, Eastern Samar; Baybay, Leyte; Catbalogan, Western Samar; Lamitan, Basilan; El Salvador, Misamis Oriental; Mati, Davao Oriental; Cabadbaran, Agusan del Norte; Bayugan, Agusan del Sur; and Tandag, Surigao del Sur.

Treñas: No IRA increases for Iloilo, Bacolod cities

ILOILO CITY Mayor Jerry Treñas, chairman of the League of Cities of the Philippines (LCP), yesterday said the metropolises of Iloilo and Bacolod will have no reductions in their Internal Revenue Allotment (IRA) shares next year.
But these two existing cities stand to lose their IRA increases because of the 18 new cities that will feed on the IRA pie, said Treñas.
The mayor said they have secured a copy of the “2008 Estimated IRA of Existing Cities after Considering Conversion of 18 Municipalities to Cities” from the Department of Budget and Management as basis of the city’s deliberations of its 2008 annual budget.
“The IRA reduction will affect our budget preparations. Thus, we get the indicative for next year’s IRA though this is not yet final,” Treñas explained.
He added that the population census being conducted by the National Statistics Office this August would also affect the IRA shares of cities according to their respective total number of constituents.
The P180-billion IRA is being split among local government units – 33 percent for cities, 23 percent for provinces, 24 percent for municipalities, and 20 percent for barangays, depending on the levels of their respective own-generated funds and the number of constituents they serve.
Treñas initially assessed the effects of the entry of 18 new cities in the IRA allocations of Western Visayas’ 16 old metropolises.
For instance, Treñas said Iloilo City with P395-million IRA this year will only get P400 million of the projected P433 million next year or P33 million less.
“It’s not really a reduction but Iloilo City will be deprived of the 1.29 percent IRA increase. Only Iloilo and Bacolod will have no IRA reductions,” Treñas told reporters.
Passi City with P222 million present IRA is supposed to get P243 million next year but will only receive P215 million or even losing P7 million.
Roxas City with P216 million current IRA is expected to get P236 million next year but will only obtain P213 million, thus losing P3 million.
Aside from Bacolod City, 12 other cities in Negros Occidental will also lose about P5 million to P13 million projected increases in their IRA shares for 2008.
It can be noted that the LCP which is composed of 120 cities has been strongly opposing the emergence of 16 new cities because they were not able to comply with the minimum requirement of P100 million locally-generated income as prescribed by the Local Government Code (LGC) for the creation of a city.
This is aside from the fact that the “rising cities” have threatened to get a big chunk of the IRA of “real cities.”
The newly-created cities have asked for exemptions from the requirements set by the amended provision of the LGC for them to become a full-pledged city.
Treñas, a lawyer, said the six cities “failed to meet the LCG requirement, thus they are not qualified for the city-hood status.”
Treñas said they are not protesting the establishment of newest cities of San Juan and Navotas in Metro Manila because their income and population projections met the standards of a city.
The new cities include Tabuk (Kalinga), Batac (Ilocos Norte), Tayabas (Quezon), Bogo, Carcar and Naga (Cebu), Guihulngan (Negros Oriental), Baybay (Leyte), Borongan (Eastern Samar), Catbalogan (Samar), Lamitan (Basilan), El Salvador (Misamis Oriental), Mati (Davao Oriental), Bayugan (Agusan del Sur), Cabadbaran (Agusan del Norte) and Tandag (Surigao del Sur).

I am returning this week to my home country - Saudi Arabia - after my enjoyable 45-day visit to Bacolod. I have been to other Asian cities and countries, like Bahrain, Syria, Jordan and India, which is the homeland of my mother. Bacolod is a new and a very memorable experience.
At first, I wasn't interested to come to Bacolod. I didn't know much about the Philippines. No one among my friends have visited it either. I know a little about the country from our helper at home, Melchorita Epacta-Cordero, a widow, who has lived with us for about five years now. She is a native of Bacolod and her family hosted me in my stay in the city. When she asked: "Why not visit my country and my city?", I didn't show great interest.
That led me, however, to know a little more about the Philippines. Finally, with school vacation around, I decided to come after thinking about it for so long and even without my parents knowing I was bound for the Philippines. They thought I was spending my vacation in Thailand. "Okay, let's go so I'd know what your country is like," I told here. I've been to other Asian countries, so I anticipated that the airport personnel will not be nice as I experienced in other Asian countries I have been to. I was wrong. At the immigration line, a pretty woman went through my travel papers quickly and in three minutes, she stamped my passport. I proceeded to the domestic airport and there people were so friendly I felt like they were my close friends.
With my host, we flew to Bacolod. Now I know why it's called the "City of Smiles". People all over wear their smile, making me feel I'm most welcome. They are so kind and helpful I didn't realize this city could beo fabulous to a foreigner like me. I will also remember always the fresh food and the weather nice.
One thing that has struck me is the presence of trees and plants in Bacolod City and neighboring towns. Coming from an arid country, I was amazed at the vegetation, especially when we went up to Mambukal Resort. It was wonderful to feel I was in the midst of a big forest. The trees, rocks and the rest of nature there just amazed me so much.
The people are most interesting and friendly. They are so kind and helpful they do things even without getting tips for their service. They love music so much. Back home, people listen to music in special places, like restaurants or in the comfort of their homes, but here, I hear music from neighborhood radio sets from morning till night, with Filipinos singing anytime of the day no matter what they're doing.
For the first time in ly life, I have learned how to plant and even tend my host family's sarisari store and it was fun. I have set my mind and heart to return to the city next year and have more time for enjoyment. And yes, when I get home, I'll advise my friends and others I know to spend their vacation here and savor the good life in the City of Smiles.
The writer Abdul Nasser, 25, is a Literature and Translation junior at the Al-Imam Muhmmod Bin Saud University in Riyadh. His father, a retired supervisor in an oil firm in his country, is married to an Indian national he met while spending his vacation in India. Abdul Nasser has an elder brother, an engineer who works with the same company that employed his father.

Convergys to open ninth call center in Bacolod City

MANILA, Philippines -- Convergys Corp. will open a facility in Bacolod City looking to add at least 500 more people to its workforce in the Philippines.
The Bacolod facility in Negros Occidental province is expected to be operational by the first quarter of 2008.
Initial investment in the site amounted to about $3 million, according to Clint Streit, head of customer care at Convergys.
"We're looking at around $6 million investment in the long term as we ramp up operations (in Bacolod)," Streit said in a media interview Tuesday.
Prior to Bacolod, Convergys operated eight facilities including two in Cebu City also in the Visayas region.
Marife Zamora, Convergys' country manager, also expects the Bacolod site to attract workers from other cities in the Western Visayas region.
"Bacolod ranks high in terms of availability of talent," Zamora said.
Based in Cincinnati, Ohio, Convergys now employs more than 11,000 workers in the Philippines since it started operations in 2003.

Thanks Tumandok!This piece of news confirmed what we've been talking about Convergys earlier.An initial USD3 million for 500 seats and a total investments of USD6 million.Does this mean they are going to hire up to 1000 agents? Surely,it will boost not only the local economy and employment rate at the same time.We might expect more investments in the city after the assembly of Visiyas Businessmen this September where Bacolod serves as the host.:cheers:

Yes, am i glad jay. Their (Convergys) coming is an eye opener. Hopefully, it will set a precedent. There are still other outsourcing companies in accounting, human resources and information technology which Bacolod can take advantage. The opportunities are aplenty.

Thanks Bernie!It was mention on the news before that it be somewhere in Laczon,they were talking about the Sanparq Building which is still on construction.And i've also read that they are going to start thier operation in Bacolod 1st quarter of 2008.Have started the trainings?Bacolod will not only be the one to benefit from this but also the entire Negros and WV and of course for some Bacolodnon's who wants to come back home that are working away from home.

Bacolod is flourishing with stand alone restaurants and cafes.Bacolodnons and Negrosanon who doesn't frequently go home can attest whats Bacolod has been achieved for years.It so lively at night.Many families and groups of friends dine out everynight.One of the organizers of the Go Negosyo, has noticed and qouted that restaurants there are comparable with those in Manila.Dining experience is one the best thing Bacolod can offer.:cheers:

The Metro Bacolod Chamber of Commerce and Industry confirmed yesterday the arrival of former Prime Minister Cesar Virata for the Visayas Business Conference in Bacolod City on Sept. 7-8.
MBCCI president Roberto Montelibano said Virata will be the guest speaker of the conference. Discussion will focus on tourism, biofuel and land reform, he added. He said they drumming up the event to encourage more exhibitors to come to Bacolod and join the conference.
Among those who confirmed participation is the SeaOil company that will put up a booth at the exhibit site in SM Mall, Montelibano said.
The MBCCI also received favorable response from the PNOC Alternative Fuel Corporation, he said, adding that Peter Abaya of PNOC-AFC has expressed interest in the province's potential as producer for bio-ethanol source.
Bacolod City Mayor Evelio Leonardia had earlier said that the business conference is another event that will showcase Bacolod's potential as a business and tourism destination in the Visayas.

The rain did not stop the arrival of the guests at the festive opening of the Mu Shu Asian Resto in Bacolod City, recently.
Mayor Evelio "Bing" Leonardia and Melissa Anglo cut the ceremonial ribbon, and Rev. Fr. Bernard Ybiernas y Mapa, O.C.D., officiated at the blessing of the resto. Red and green canopies occupied the left side of the entrance where the drummers of the Chamber Volunteers Fire Brigade entertained the guests with their traditional Dragon Dance outside and inside the resto to usher in good luck.
Six young entrepreneurs had joined forces to open the traditional Asian cuisine. They are Chef JP Anglo, Carla Lacson, Irene Caram, Beverly and Buboy Yusay, Peachy and Mike Yusay, Honey and Val Quanico. Chef JP studied and worked for four years in Australia's Le Cordon Bleu TAFE and specializes in Asian cuisine.

Unbelievably true,I myself brought around 10 friends at Krua Thai with around 7 types of dishes and has spend less than P2000.00.Not only that it's cheap but the food really taste good,and good service from the staff.So you know good service means bigger tip:lol: An appreciation for the job well delivered.
I've meet a stranger in a party,he mention to me that he has been in Bacolod last year,stayed in Business Inn.Is it in Laczon St? He said what makes him enjoyed most in his trip to Bacolod was the restaurant hopping.Very affordable yet with a touch of class restaurants.

Hi everyone hows life in negros?, I would like to ask a very simple question, I was there for 3 months working the project of NBSA, , We went on tour from San Carlos to Sipalay, I noticed in every cities there are number of banks at least 5 branches. and also an ATM machine. for us it is very convenient, we can get cash anywhere in negros and my co-workers was very surprise the easy access to ATM machine. even in a small city. to cut the story short my question is: why theres so many bank branches in negros? because the economy depends only on sugar. is there any products that pumps up the economy aside from sugar? I still heard even at this time the other province is the most numbered bank in the region. can anybody tell me or correct my statement? my co-workers just elated when they saw this bank branches. and they are filipinos from United States and Europe.

mayung hapon.. ari ko bacolod. that new building in front of Bong bongs is very impressive.
one thing i noticed though,
grabe traaffic sa pahanocoy subong kay gina ubra ang taytay.

Previous news reports mentioned that the scheduled for Gerry's Grill-Bacolod opening will be third quarter of 2007.Good timing for the Masskara Festival.A great addition to the Bacolod's stand-alone restos.Laczon St. is almost filled with restos.It's becoming a food strip at night time as most of this restos only serves dinner while Cafe's are open mid day till late evening.Some restos serves lunch like the Japanese Restaurant in front of PNB-Laczon and Bacolod Chicken House while some fast foods resto like Mister Donut and Jollibee serves breakfast.Am not sure about Mc Do but maybe on weekends they do open early morning.Hopefully someone could post Gerry's Grill rendering or the progress of construction.If only Smile778 still here,will be flooded with photo's in here.

:cheers: Don't forget the fine dining service of Bar 21.And the Bacolod icon, Bob's cafe plus the Pendy's and People Village for a budgeted gimik.An example of a great nite out in Laczon is have a family or a group of friends for dinner in Krua Thai and take a few steps for a tea session at L'sea right next to L'Fisher Hotel after dinner.:)
And i almost forgot the Pala-Pala for your choice of seafoods.

Hey Eonynx:) ,Tama ka.You have enjoy all the things you do.For me,I love coffee because it helps a lot when i'm working morning shift.I like the coffee aroma.I find myself funny because i smell my coffee before making a sip.:lol:
Just an additional info for restos, Pepe's Bar and Grill at Piazza Sorrento, one of the best resto also serve lunch, One best Ceasar's Salad can be found on Cafe Marinero of L'Fisher Hotel.
Has anyone been to Akasya Grill on 17th St,Laczon? and is there a restaurant called Imay's? Does Inaka,another Japanese resto in laczon near to Bar 21 still open?

:lol: That would be another story for Calea for native ilonggo dishes.look how they started.It's trial and error strategy.They always test the market reaction first.A small take-away shop from the beginning and shift to a coffee shop in Rob's.It's reasonably small because of the space consisting of 3 coffee tables and chairs.They might realize soon that they might need to expand soon.
Another place to dine in Bacolod is the Apollo Restauarant.They have one in downtown area which is near to the Public Plaza and one in Burgos st, Shopping which more bigger.It's a 3 or 4 story building.The ground floor is the resto and the rest of the floor serves as Function Halls.Good food especially thier soups.
I've never been to Bascon Restaurant,i heard they serve delicious food too.
A friends wedding reception was held there but i wasn't able to attend.I think Apollo and Bascon Restaurants is in the same league.What about the Bascon Cafe?What do they serve?

There's another tall building in Reclamation Area on going construction.Hopefully 8 storey is tall enough for you.The Horizon Twin Tower a condominum.Based on the rumor before Bacolod Airport which very close to the city is the main reason why builders are discourage built tall ones.

bernie whyte juicydude and kyle met yesterday. pa SM kmi then we had coffee at Kuppa, Geez coffeee here in bacolod is dirt cheap (no pun intended), nag dinner kmi sa Mang inasal nag rice all you can ehehe
after that, we (pwear kay whte, kay nag una puli), went to our house somewhere south, nag ininum kag nag inistorya nga daw wala bwas. wala gid tulog eh, we left house mga 730AM nag breakfast mcdo capitol.
finally, madayun na gd man ang meet sang SSC Bacolod. hulata nyolng pics from bernie and whyte, kay ga andraw ang katamad ko mag kuha pics. ari ko di bcd, pero wla gid ako kuha nga photo...

Bacolod pushed to meet cyber corridor challenges

THE Commission on Information and Communications Technology (CICT) pushed Bacolod City to increase its current programs in ensuring its continued viability as potential location, outside Metro Manila, to be part of the cyber services corridor of the Philippines.
During the regional stakeholders conference in Cebu last week, CICT Director Patricia Abejo challenged Councilor Jocelle Batapa-Sigue and other representatives from three Visayas regions to regularly assess their capacity though the CICT ecosystem scorecard based on human capital, telecommunications infrastructure, real estate, vendor support, local government support, power, transport and communications infrastructure, incentives and quality of life.
In 2005, Bacolod scored high in the government support aspect with the creation of the Bacolod IT Focus Team by the City Government, she said.
In Bacolod, City Ordinance authored by former Councilor Lyndon Cana and Batapa-Sigue mandates the creation of a Bacolod ICT Council.
Currently, thirty-three locations have been scored where only fourteen have existing ICT locators, namely, Bacolod, Iloilo, Duma-guete City, Baguio, Clark in Pampanga, Sta. Rosa in Laguna, Lipa inBatangas, Legaspi in Albay, Naga in Camarines Sur, Cainta in Rizal, Cebu, and Tacloban City in Leyte, Davao, and Cagayan de Oro.
The CICT now encourages all potential locations to establish ICT councils stating that said framework does not exist in Metro Manila as it is too difficult to gather all stakeholders, Abejo said.
In her 2006 State of the Nation Address (SONA), President Gloria Macapagal Arroyo vowed to enhance the competitive advantage of the Cyber Corridor as her flagship project launched in 2001. :cheers:

The answer lies on Bacolod's airport in Singcang. Since the downtown area and even Lacson area is under the flight path of airplanes, CAB requires buildings to have only a limited height.
Remember Sugarland Hotel and the PAL overshooting incident in Singcang? Authorities partially blamed the hotel for the mis-calculation of the trajectory.
Pictures will be posted later in the Bacolod Meet thread and the Iririmaw thread at the Samahan Forums. Tan-awa, pwede gid maghiliusa ang Iloilo kag Bacolod! There is even a proposal to have a new t-shirt of the unified Ilonggo cities for SSC.

MANILA, Philippines -- Amid calls by investors for lower power rates, President Gloria Macapagal-Arroyo has approved open access of power generation in six more areas with geothermal power plants to benefit industries there.
During the command conference of the Department of Energy Monday, Trade and Industry Secretary Peter Favila said they agreed that the Philippine Economic Zone Authority (PEZA) will look into declaring industrial zones where generation may be deregulated "to attract industries."
President Gloria Macapagal-Arroyo told energy officials during the meeting to make the lowering of electricity costs a primary concern.
Favila said the areas to be put under PEZA control are Mt. Apo in Davao, Tiwi in Albay, Makban bordering Banahaw and Makiling, Bago in Negros Occidental, Palinpinon in Negros Oriental, and Tongnan in Leyte.
Favila said an executive order is now being drafted so that open access in these eco-zones may be implemented.
The generation of power in these areas will be deregulated, while the distribution will be regulated by the government.
Once the executive order is signed, Favila said foreign and local investors in Peza-controlled sites can choose their own power source under the open access system.

The 16th Visayas Area Business Conference will be held on Sept. 7 to 9 at the L'Fisher Hotel in Bacolod City and will be hosted by the Metro Bacolod Chamber of Commerce and Industry.

Lim said the event will be "a turning point for Bacolod," as PCCI is offering it a chance to show what it has to the rest of the world.

:banana: :omg: We're glad Neomind join in,we're flooded again with this fantastic photos.Very nice!Coudn't believe it,the streets of Laczon extension is full of billboards.They are everywhere.Still they haven't solve this loading and unloading zone in front of Robs.We coudn't blame this jeepney drivers for the built up of jeeps and cars but at least they should have a little discipline among themselves.They causes traffic jam.:ohno: Paging... ART has always been the embodiment of what is going on in society. Artists are products of their time, their environment, education, and upbringing.
Thus what they express in their work belongs not only to them but also to their time and place. Art is a concrete representation of life in a given period.
In this premise, therefore, Puwersa Pintura, a newly born organization of student-artists from La Consolacion College School of Fine Arts, presents an art exhibition entitled Amats.
Purely a students’ initiative, Puwersa Pintura aims to help each other as students of the arts to seek purpose and direction for their talents as well as to focus their energies to a more productive and worthwhile activity.
The first of the group’s planned series of exhibitions, Amats is a sort of a contribution to the on going national celebration of Linggo ng Lahi. Amats is consists of feature paintings, drawings and mixed media works of students currently enrolled at LCC’s School of Fine Arts.
Amats is a slang word that means effect, consequence, and or, result. The artworks, therefore, speak of things that hit upon the very core of the individual artists’ psyche, the issues that they have to deal with- both the positive and negative that they also absorb from life in contemporary times.
Mark Anthony Tacsagon’s oil on canvas presents a portrait of himself facing the demand of society to most of Tuesday’s young to go abroad for a greener pasture.
Bopip Montinola showcases a series in oil of farm workers who despite of the hard works they exert, still they live in poverty.
Michael John Pama’s surreal rendition of Filipino immigrants abroad who embraced the foreign culture.
Dominic James Tanudra creates a political statement with an oil on canvas “way luwas”- a tableau of social situation where people of power lives in comfort at the expense of the majority.
Another purely political work is being presented through Juan Rosalia’s masterpiece with “Circle in a Palace”.
Sadly satirical, he portrays our Philippine government under the mercy of foreign countries for economic sustenance thus making the Filipino people serving foreigners.
Tristram Miravalles portrays a diminishing sense of dignity with an oil on canvas ‘Paugat sa Apo” that depicts an old man holding a girl’s picture in his hand with all senses of depravity.
The work speaks not only to an individual but collectively to a whole society’s diminishing sense of dignity, a kind of hunger, and a triumph of the flesh over the spirit.
“Silence”, an oil on canvas by Ruel Talanquines portrays the ambiguity of silence. Set against a dark background, the painting gives an impression of a moment where a working class woman painted at the center put a finger on her lips as a command to the two children in front of her thus giving an aura of surprise and frozen expression.
Mostly socially relevant in contents, the exhibit offers a remarkable visual experience because of the variation in rendition, choice of colors, technique and handling of materials as well as each artist’s choice of subject matter.
Each manifests the different perceptions of these young artists trying to make a statement and to be heard in our present times.
Moreover, whether these young artists will succeed or not, only time and their commitment to continue could tell.
Meanwhile, other artists featured on the exhibit are Norman Posecion, Gwen Decena, Charlotte Rodriguez, Nicole Rios, Arian Iligan, Rommel Aguilar, Ronald Jimenez, Harris Destalamento, Ramses Rufin, Keeney Joe Tanes, J Ty, Frankie Tumpag, Vic Macapagal, Juno Tamase, Melkanie Abarte, Robynne Rae Mangubat, Remus Pedienco, Khem Flores, Marjohn Montaya, AJ Baladia, Jared Balintaculo, Oscar Matson Jr., Nelson Tayo Jr., Francis Fajardo, Lenie Makilan, Christine Benidicto, Jerome Marcial, Alfred Macapas, and Catrina Eunice Villanueva.
Amats exhibit is now going on at Event Center of SM City in Bacolod.

A resolution urging the Local Markets Committee and the Socio-Economic Enterprises headed by City Administrator Roger Balo to study the establishment of a "barter trade center" in Bacolod City has been proposed by Councilor Alex Paglumotan.
Paglumotan, chairman of the Committee on Markets and Slaughterhouse, said he has noticed that the sidewalks along commercial areas in the city are flooded with items such as DVD, VCD tapes, and cellphone paraphernalia, as well as relief goods and imported items from China.
Although their presence in the downtown area is in violation of some existing city ordinances, he said he believes there is no way to stop them since it is their source of livelihood, and there is an urgent need to regulate their existence and identify and establish an area for them to do their business ventures legally while subjecting them to taxation as another avenue of income generation.*CGS

There is a plans of converting the old provincial jail site into a business area. Good for the Chinatown Square so that many people will be sprouting over this mall and areas. Hope the squatters will be relocated to the distant brgys very soon.

Good News for our neighboring city.........
Silk breeding station in Bago inaugurated
The silkworm breeding station in OISCA-Bago Training Center was inaugurated yesterday with Congressman Koichi Tani of Japan and Bago City Mayor Ramon Torres as guests.
The breeding station aims to produce high quality of silk, not only for the local market, but also for export to countries like India and Thailand, training coordinator Thelma Watanabe said. At present, about 80 percent of the silk produced by OISCA (Organization for Industrial, Spiritual and Cultural Advancement) in Negros is exported to Panay to feed its traditional hand woven industry.
The silk reeling factory at the Bago Training Center is capable of producing 12 tons of reeled silk per year.
During the inauguration, Tani complimented OISCA for the project which gives income to farmers. Tani is one of the 150 members of the Diet in Japan who are actively supporting OISCA activities.
Torres also cited the assistance given by the OISCA to the people of Barangay Tabunan where the silkworm breeding station is located. He also called for public support to the growing sericulture project in the province.*NAB

:lol: ^^ I can't say anything with this photos.Those photos worth a thousand words.I just keep on staring those photos all the time.I'm just amazed with the city transformation.It like all of the sudden, Laczon Street turned into afiesta strip.Many brand new cars running everywhere.Beautifully design buildings.Well paved roads with wider sidewalks and most of all the presence of trees around the city.
Talking about nightlife.Aside from Piazza Sorrento bars and restos across the street is Mayfair Plaza which also housed to Vienna Cafe and etc.,on the second floor a new Bar called Tempo is a cool place to hang out.On fridays they plays 80's and trance on saturdays.

finally I meet with councilor baiz, we talked about the development of negros. next year 2nd quarter new bacolod gov. center will open. the gonzaga family already draw a plan besides the goverment center or surrounding areas kindly check if theres already a construction. this is another ala araneta center. gonzaga will develop a new concepts of mall. after the goverment center the next big project is the diversion road. from bago city will connect to barrio feliza of Bacolod to the kansilayan road of Murcia. this will pass between mansilingan and paglaum village to Talisay city and connected to silay airport. this will coast more than a billion of pesos. so far bacolod city never owed any money debt free. la planta hotel is a big project he said most modern hotel in bacolod. new silay airport, korean already negotiated to start direct flight from soul korea. two areas high rise building will be soon rise near at the new gov. center and not much in bacolod proper and going to silay city. he said in terms of economy bacolod so far host 6 IT companys and more to follow. bacolod is more faster than other cities here in the philippines. business conference choose bacolod because of ideal friendly for business and cheap electricity. all businessman will hold there conference in septermber. to look for a new business venture in bacolod. sm city will draw plan for convention center. so far meg amo ini ang gin panghambal nya. :nuts: :nuts:

In order for Bacolod City itself to have a highrise, it has to push through the transfer of the airport itself to Silay City so that the developers in the area won't have anything to worry about constructing mid-rise or high-rise. Remember Sugarland Hotel? Subong, ang tag-iya malipay na gid kay pwede na nya ipa-dugang sang floors ang hotel kon matabo ang pagsara gid sang karaan nga airport.
For as long as the old Bacolod Airport in Singcang is still operational, the building height is still limited due to the downtown and most of Bacolod is under the direct flight path of the aeroplanes.

Negrense trainees set to leave for Japan

Bacolod City (23 August) — The Negros-Japan Human Resource Exchange Association, Incorporated (NJHREA) is set to deploy 57 trainees, who belong to the 11th Batch of its On-the-Job Training in Japan on August 29, 2007.
NJHREA Executive Administrative Officer Virgilio Villena, Jr. said out of the 57 trainees, 46 of them are Negrenses from Bacolod City and the rest from other areas in Negros Occidental.
Villena said they hope that these fortunate Negrenses who received this opportunity will do their best to preserve this goodwill so that more Filipino people will have a chance to avail of this privilege.
The trainees consist of 2 masons, 15 carpenters, 28 steel fixers, 6 factory workers and 6 airport cargo personnel who are given opportunity to be trained in Japan for 3 years with a minimum monthly allowance of P35,000 during the first year and a maximum of P45,000 to P50,000 for the second and third year. Negros Occidnetal (23 August) — The Philippine Military Academy (PMA) entrance examination is set on Sunday, August 26, 2007 at the different testing centers in the Visayas.
Entrance Exam Testing Centers are the following: Bacolod City – West Negros College, Iloilo City – Central Philippine University, Cebu City – Southwestern University, Dumaguete City – Silliman University, Tagbilaran City – Holy Name University, and Tacloban City – Leyte National High School.
Walk-in applicants (those who have not filed their application earlier) are encouraged to be early at the Testing Center and bring their form 137 with a grade point average of at least 85 %, birth certificate, and two pieces Mongol pencils.
Applicants must at least be a high school graduate with a general average of 85 % or higher, of good moral character and physically fit, 5′4” inches if male and 5′2” if female, at least 17 years old but not a day older than 22 years on April 1 of the year following the date of examination taken, must be a natural born Filipino citizen, single and never been married.
Benefits and privileges include a monthly salary while studying, a well-rounded education, academics, leadership and physical fitness, progressive career as an officer in the Philippine Army, Navy or Air Force, and the rare privilege to serve the motherland.
PMA Cadets are guaranteed of jobs after graduation from the Academy. They are directly commissioned as regular officers in the Philippine Army, Navy or Air Force.

This answer my thoughts why Master Palafox was in the Bacolod City as guest during the Induction Ceremony of the city's elected officials.We can expect the best result from the plan since it was done by the Palafox Group.Hopefully they can draw out a development plan going south as well because it's left behind when it come to development.Bacolod's East,West and South are booming with projects.Bacolod South chance could be with Sta. Lucia Realty.Manville Royale's front vacant lots are planned for commercial purposes.I assume Bacolod South lacks of middle class earners as compared to the North and the East.

I got an e-mail from the United Stares, one from Bongbong Peñaflorida who lives in the state of Maine. The other was from a long time friend, architect Raming Esteban from Los Angeles.
Bongbong accepted my challenge that if he is really concerned about Bacolod and Negros Occidental he should come home and help both Mayor Bing Leonardia and Gov. Joseph Marañon. He did not say he will come home but he said, he will make a study aimed at creating long term economic sustainable growth for both Bacolod and Negros Occidental. His problem, he said, is the difficulty of getting data and statistics.
I told the Governor yesterday of Bongbong Penaflorida's idea and he said, all are welcome to help the province, I like Bongbong. He told me he can read very well. I was the one, he said, who failed to read, missing one of his points.

of Kabankalan airport eyed

The locally-funded airport in Brgy. Hilamonan, Kabankalan, is expected to be completed in 2010, if there are no hitches, Negros Occidental Vice Governor Isidro Zayco said.
Zayco, who called the project a product of "sariling sikap", said the acquisition of the 100-hectare airport land is almost completed, while the clearing and leveling of the runway and its terminal are now underway.
The Kabankalan City government has appropriated P25 million initially for payment of the airport property, while the provincial government provided a counterpart of P30 million.
When completed, the Kabankalan airport will further spur economic activities and development in southern Negros, known for its agricultural-tourism potentials, Zayco said. Another airport is being pushed by Rep. Genaro Alvarez and Mayor Soledad Chua-Montilla in Brgy, San Jose, Sipalay City, using the 1.3-kilometer airstrip of the Maricalum Mining Company.
Zayco said the Department of Transportation and Communication promised to earmark P400 million for the construction of the 2-kilometer Kabankalan airport runway, with a width of 30 meters.
The airport complex will include basic structures such as passenger and cargo terminals, control tower building and navigational systems, among others. It is three kilometers away from the Kabankalan proper with a travel distance of 10 minutes.
Kabankalan Mayor Pedro Zayco yesterday said the city government has provided the 95 families affected by the airport construction relocation sites and financial assistance for their relocation. He also said they will be given priority in employment during the airport construction.
"The airport will be crucial in providing market access and better delivery of basic social services as well as promoting the booming tourism industry in southern Negros," he added.
Zayco added that the airport will initially operate as a "feeder type facility".
On the other hand, the P4.5 billion new Bacolod-Silay airport of international standard in Brgy. Bagtic, Silay City, is expected to be operational in the first quarter of 2008.
Zayco also told members and officers of the Negros Press Club, that the city government of Kabankalan has a budget surplus of P140 million for year 2006, which will be used to finance various basic social and health services for its residents.
Before his term as mayor expires in 2010, Zayco said he envisions the 35- kilometer city road, including in the remote areas, to all be concreted.
He also said the city government of Kabankalan will enter into agreement with the Development Bank of the Philippines for a P200 million-loan, to finance his road-concreting project.*GPB

Ga commute ko adlaw2x passing Lopues East Area and right now it is experiencing heavy traffic because they are fixing the roads at circumferential. For sure once the government center is open, more business establishment will follow.... daw uma lng na da sng una, now, it will soon become the center of Bacolod City... Galing.. and hoepfully, they can fix the heavy traffic problem at Lopues East Intersection... :banana: :banana: :banana: .. hehe....

The Association of Negros Producers will hold its 22nd Negros Trade Fair at Rockwell Tent in Makati City on October 3 to 8.
This year's theme is "Innovation and Reinvention." ANP President Mary Ann Colmenares said the 22nd Trade Fair is a major ANP project which aims to showcase the best creative output of Negrense producers, who are models of productivity, industry and ingenuity.
"We hope to compete globally, as our products are highly marketable internationally as proved over the years," she said.
Doreen Alicia Pena, vice president for Trade Fair and Marketing, said that through the Trade Fair, the ANP aims not just to create a shopping venue, but to continually seek and tap new domestic and international markets and bolster inter-provincial and international linkages. The ANP has markets in the United States, Europe, Japan, Africa, the Middle East, Scandinavian countries and Singapore.
The 22nd Trade Fair, participated in by 73 ANP producers, aims to gather the Negrense community in Manila and showcase what Negros can offer to the world.
The annual trade fair have gained wide acceptance as indicated by yearly increase in sales and volume of visitors.
The ANP, one of the oldest and largest groups of micro and small entrepreneurs in the West Visayas, has 96 members, specializing in local design and manufacture of indigenous products, including gifts and houseware, furniture and furnishing, fashion and garments and food.
It was started by 15 Negrense housewives in the 1980's when they put up the first trade fair in Manila as a response to the sugar crisis in Negros at that time.*

:okay: ako din...the best beaches from the north is Sipaway, and to the south is Sipalay, to the center areas are the Lakawon Island and the Paradiso resort of Hinigaran

The 16th Visayas Area Business Conference will be held on Sept. 7 to 9 at the L'Fisher Hotel in Bacolod City and will be hosted by the Metro Bacolod Chamber of Commerce and Industry.
MBCCI president Roberto Montelibano said businessman in the Visayas will discuss efforts to make central Philippines a vibrant economy during the three-day event.
The annual gathering, on the theme "One Visayas, One Vision, One Vibrant Economy," will also be hosted by the City of Bacolod and the Province of Negros Occidental in collaboration with the MBCCI. The main speakers will be former Prime Minister Cesar Virata and Senators Juan Miguel Zubiri and Francis Pangilinan.
Jose Maria Zayco, MBCCI vice president for external affairs and conference director, said the area conference will enable businessmen in the Visayas to affirm the role of the business sector in economic development.
Topics that will be discussed include the tourism viability of Negros Occidental, the country's bio-ethanol program and the review of the Comprehensive Agrarian Reform Program.
Samie Lim, president of the Philippine Chamber of Commerce and Industry, had earlier urged the local business sector to take advantage of the investments opportunities that will come with its hosting of the Visayas business conference next month.
Lim said the event will be "a turning point for Bacolod," as PCCI is offering it a chance to show what it has to the rest of the world.
Bacolod Mayor Evelio Leonardia said the 16th Visayas Area Business Conference will be a significant occasion in the light of the city's thrust to push Bacolod into the investment map of the Philippines.

STARTING August 29 to September 1, the Negros Showroom along Lacson street in Bacolod will be having its “Fiesta Sale” as part of its 19th anniversary this year.
Negros Showroom Marketing Manager Olive Javier said they will be offering a 30 percent discount on various items such as gifts, housewares, furnitures, fashions, garments and even foods.
The Negros Showroom is the trade center of the Association of Negros Producers (ANP) which presently has 96 member-producers specializing in local design and manufacture of indigenous products like for gifts, house wares, furniture, furnishing, fashion, garments and food.
This 30 percent discount will also include the living room collection of furniture, lamps, lighting decors, the like, Javier added.
The Fiesta Sale is one major sale event meant for ordinary Negrenses and Bacoleños to also avail of ANP’s best products.

Three from Negros top nursing exams

Three students from Bacolod City schools are among the topnotchers in the June 2007 nurse licensure examination, the results of which were announced by the Professional Regulation Commission yesterday.
In eighth place were Ma. Azucena Lacson Abella of West Negros College and Raymund John Yelo Ang of the University of Saint La Salle with passing rates of 86.20 percent. In 10th place was Mary Anne Real Reynes of Riverside College with 85.80 percent.
A total of 31,275 (or 48 percent) of the 64,909 first-timers, repeaters, and voluntary retakers of all the subjects, passed the June 2007 nursing licensure exam, the PRC announced.
The PRC said 248 (or 73.8 percent) out of 336 retakers of the examination based on a decision of the Court of Appeals, also passed.
Examinees who did not pass the examination may apply for the December 2007 Nurses Licensure Examination from Sept. 17 to 29, the PRC said.
The PRC report also said that, among the Negros Occidental schools the University of Saint La Salle had a passing rate of 73 percent with 332 students out of 452 passing, Central Philippine Adventist College in Murcia - 60 percent with 96 out of 160 students passing, Colegio de San Agustin-Bacolod City -- 47 percent with 94 out of 202 students passing;
Riverside College - 44 percent with 443 out of 1,010 passing, West Negros College - 40 percent with 341 out of 851 students passing, and Fellowship Baptist College - 0 percent with all three of its takers failing, PRC data showed.
In Oriental Negros St. Paul College of Dumaguete had an 88 percent passing rate with 60 out of 68 students passing, and Silliman University - 70 percent with 40 out of 57 students passing.*CPG

bacolod is also good in math.... they are coming from chinese schools like Taytung hs, Huaming or SJI and Trinity..... ang galing ng mga students in these schools sa math.....

Yatco, you are right about good schools but i think we still trail other regional cities when it comes to passing percentages in Nursing. In the write-up, the passing percentages of our schools range between 73% (being the highest) and 40%. This pales in comparison to schools in other cities where passing percentages of their top 5 schools range between 75% to 99%. We still have a long way to go.
In other fields such as Law, Medicine and Accounting, USLS has been making headway the past couple of years. Hope the passing percentage figure continue to increase through the years.

i think it is not a basis if a beach is white or black sand. ang importante dun is clean and clear ang waters and the sorroundings is clear. yes, paradiso may not be a white sand beach, but as far as im concerned, mas matinlo ni sya compare mo sa iban nga world class white sand beach sa kalibutan. did you know that, mas manami maligo sa balck sand beach compare mo sa white sand? heres the theory for it. sa mga white sand beaches, usually, what makes the sand white is mga nadunot na ina nga mga coral particles accumulated as time goes by. and within the vicinity of the white sand beaches are coral reefs. we have the tendency to cause damage sa mga coral reefs ta if damo na guid mga naga paligo sa mga white sand beach. thats why, 50 years ago after some sort of businessman or foreigner discovered boracay, nami nami pa ang coral reefs didto according to some write ups, pero karon, naga deteriorate na ang mga coral reserves nila didto kay mga bakasyunistas man lang ang naga guba. mas mayo pa sa black sand beaches, indi mo na ma agrabyado ang nature, enjoy ka pa. anyway, pareho man lang na sila nga beach diba? so no need to compare. at least, lets try to contribute, how can we promote black sand beaches of the philippines (kay abundant ta dira) para maka bulig man sa aton nga economy right? before and after pa na sya ma develop
i happen to know the engineers for the development of the area. before, it doesnt even have poteble water sources but after years nga wala na ako didto kabalik, when i returned, it looks like boracay na. Indi nga lang as fine as boracay. but the thing is, mas relaxing ang ambiance, like a private sanctuary. basta nami nami guid didto ya. solemn.

the water's not clear, and the sand is grey, black sand is rare, even more rare than white,... there are some in sagay, from what I know as of now they are still underdeveloped , it might be nice to market them in the future,...

anybody can check the expansion of L fisher hotel, according to my source inside they could no longer accomodate the influx of visitors. they always 90-100% booked every month. they already bought a huge lot at the back of the hotel. and according to my recent visitor a councilor of bacolod city, they approved recently a business permit one of the big company's in the philippines will put up mid-rise hotel in Bacolod next year. but I will not tell you guys which one. I will give you a hint: Robinson, SM, and Ayala. guess who? so people in bacolod just find out do some research. good luck.

over the past year,.. robinsons' has been renovating the "old" mall.. new layout, tiles, and even the CR.....
what they did to the cinema complex is quite nice too, new seats, renovated entrance halls, foyer and CRs....:cheers:
