With those massive developments around The East,I bet the lot properties in that area will have a sky high rocketed price anytime soon and we will be seeing more conversion of those acres sugar plantations near Sta. Fe Resort into a residential.More neighborhoods will be made.More and more commercial establishments are being build around Bacolod.

Monthly waste market fair set at SM City
AFTER its successful launch on June 9, 2007, Waste Market Fair at SM City Bacolod has become a new dimension to malling. This new trading activity in the mall simply proves that there is money in junk.
Customers who want to dispose of papers and cartons, plastic items, computers, and appliances are invited to come at the North Transport Terminal of SM City Bacolod where recycling companies are ready to buy them.
This joint project of SM Supermalls, Department of the Environment and Natural Resources, and the Philippine Business for the Environment will start from 8 a.m. to 2 p.m.
At SM City Bacolod, the Waste Market Fair is scheduled every second Saturday of the month. One can transact business with recycling companies and exchange recyclable items for cash at the Waste Market Fair. It could include items that have no value or those that are considered hazardous like polysterene, Styrofoam, cellphones and batteries.
For SM Supermarket, SM Food Court, SM Cinemas and other mall tenant, it became a practice to drop off their excess items during the fair.
Other nearby residents also brought in their old stuff like computers, karaoke, electric fans, stoves, radios, television sets, and exchanged them for cash.
SM City Bacolod started the Waste Market Fair in support to Republic Act 9003 or the Solid Waste Management Act. The official buyers of this month’s waste materials are Oriental & Motolite Marketing Corp., Ini Aton Merchandise of Mr. Mike Baylon and Desquitado Junk Shop.
This initiative of DENR,SM City Bacolod and PBE is very well applausible.Using SM as a center of drop off point for recycable materials.This will catch attention and create awareness to the people of Bacolod that there is money in garbage.Small extra income for some people and yet it helps the environment.Hope the city government will endorse this project enable to maintain our city tidyness.

Participants of the 16th Visayas Area Business Conference will present a resolution they have passed to the President concerning issues related to tourism and investment.
The resolution will be taken up and consolidated with the other resolutions at the Philippine Area Business Conference in Manila in October, and will then be submitted to President Gloria Macapagal Arroyo, Jose Ma. Zayco said.
The resolution on Tourism and Investment, and Franchising was approved at the closing rites at the L'Fisher Hotel Saturday.
The resolution, which was read by John Marie Lizares of the Metro Bacolod Chamber of Commerce and Industry, focused on issues concerning the Tourism industry such as the expansion of the medical tourism industry, and the establishment of tourism economic zones, among others,
The resolution also proposed that the Philippine government increase its budget for the promotion of destinations like Iloilo, Bacolod, Dumaguete, Tacloban, and other areas, to markets abroad. It asked the government to adopt a clear policy on how the airports of Bacolod and Iloilo could bring in foreign airlines or flights from abroad.
On concerns regarding expansion of tourism products and services, the resolution proposed that local investors of retirement villages should establish linkages with the Department of Health. Educational tours in Luzon and Metro Manila should be conducted to familiarize investors in the business who are from the Visayas.
It also proposed that training for interpreters of Japanese and Korean languages should be held.
The resolution also said that existing spa operators should be organized and their employees upgraded through proper orientation in order to improve their services.*CGS

THE Philippines’ Special Envoy for Trade Agreements Ambassador Donald Dee has called on the country’s businessmen to continue and support free trade agreements with other countries.
Dee was in Bacolod over the weekend as one of the guests of the two-day Visayas Business Conference held at L’Fisher Hotel.
He explained that globalization is a matter of understanding the country’s comparative advantage over every other nation in the world and that trade agreements should be honored.
Dee added, “We need to market our advantages and point of strengths to other countries especially the fully developed countries through trade agreements otherwise other countries will overtake us through stiff competition.”
Dee cited Vietnam which has been aggressively establishing trade agreements with any country that is open to it.
Dee further cited comparative statistics that among the country’s Asean neighbors, Singapore, Thailand, Malaysia, and Indonesia, “we are among the slowest together with Indonesia in establishing trade agreements.”
“This surely will hamper whatever progress we may have with ethanol,” Dee said.
Dee also cited the Philippines’ comparative advantage over neighboring country Japan, saying “Japan is a cold country while ours is conducive to planting all year round. Immediately this should send signal to us that we will supply Japan with their needed agricultural products during their long cold winter season.”
“Also in medical tourism, since theirs is an aging population, through a trade agreement, we can supply them with their medical needs such as care giving and related services,” Dee added.
Dee further said trade agreements expand markets, therefore improving export opportunities while opening the Philippine markets to foreign direct investments.

hello. i'm putnam_47...Friend ni putnam_48, gin gamit ko iya account with her consent.
I just want to say, i am so amazed by the changes in lopues east and the nearby area. My family used to hang out there a lot especially when my nephew and nieces were small because they have a play area on the 3rd flr...It is really nice to know that it's developing and competing with the other big named stores.
Any idea kun ara pa da ang shawarma sa kilid? sa tanan na shawarma natilawan ko amo gid na da pina ka nanamitan ko. i am looking forward na makakaon na naman liwat dira.

President Gloria Macapagal-Arroyo signed an Executive Order yesterday morning designating seven geothermal-producing provinces, including Negros Occidental and Oriental, as special economic zones in a move to attract investors, accelerate the development of the country's geothermal resources and bring down power costs.
Negros Occidental Acting Gov. Isidro Zayco welcomed the move that he said will boost employment and the economy of Negros Island. "We are so happy the President included Negros Occidental," he said.
The announcement of the President is good news for Negros Occidental because it will compliment the economic zone being built in Sagay City, Zayco said.
The still unnumbered EO also listed Laguna, Albay, Sorsogon in Luzon; Leyte in the Visayas, and North Cotabato in Mindanao as special economic zones.
All seven provinces are directed under the EO to develop the economic zones immediately, Malacañang announced yesterday.
In signing the EO in Davao City, Arroyo pointed out that the Philippines has one of the highest industrial power rates in Southeast Asia.
Because majority of the biggest power consumers are industrial locators in economic zones, the EO said there is a compelling need for a more reliable, economical, competitive, and efficient power supply to provide quality electricity to power-sensitive industrial locators in the economic zones and to encourage future locators.
It also said that the government is adopting measures that would give open access to private and publicly-owned economic zones in sourcing their power with the end in view of lowering the power cost in the economic zones and to promote competitiveness.
Identified as potential sources of geothermal power in the designated economic zones are Tiwi in Albay; MakBan, which borders Makiling and Banahaw in Laguna; Tongonan, which borders Ormoc and Kananga in Leyte.
Palinpinon in Valencia, Negros Oriental; BacMan, which borders Bacon and Manito in Sorsogon and Albay, respectively; Mt. Apo in the border of Kidapawan, North Cotabato; and Murcia in Negros Occidental.
The EO declares certain areas adjacent to the geothermal-producing sites as economic zones that will provide alternative locations for investors.
The President ordered the local government units in areas near or adjacent to the geothermal producing sites to develop economic zones in coordination with the Philippine Economic Zone Authority.
She also directed the PEZA to assist the LGUs concerned in the creation and development of the economic zones.

The next day, we embarked on another hike to Pulang Tubig. Our guide told us that it was a 1hour hike to this waterfall, which he said is the biggest in Patag.
Along the way, you can see a view of the lowlands including the U/C Bacolod-Silay airport.

Upon reaching the place, we were in awe of the scale of the waterfall. It's the biggest I've seen so far. Attempted to go to were the water fell but the water was just too cold for me to handle.

When we returned to Bacolod, we toured the place some more. Had dinner in Pepe's at Sorrento ... the food was delicious and definitely worth its price, their bottom less ice tea/lemonade was just P39 and their baby back ribs at P140. I'll definitely eat here again the next time I'm in Bacolod.
Visited McCafe since I was curious about the food they serve.

Didn't like their bibinka though and the choco/coffee drink I ordered tastes like Milo, hehe. Overpriced pa dayun, mas maau pa nag bakal nalang ko value meal, busog pa ko tani.
Also had the chance to visit Kuppa heard about it in Eric's blog. The design of their building was very nice and their coffee tastes great too. I wish I had more time to explore their menu.

OO, nice ang place. The design is similar to other buildings in Bacolod like sorrento and metrodome. I wonder if it's because they are made by the same architect.

'Art is tourism'
GREAT news to all art enthusiasts! The Negros Museum proudly brings to you a new season of fascinating colors, textures, and forms in the Art is Tourism exhibit by the Art Association of Bacolod (AAB) starting September 14 to 28, 2007.
Fifty local artists across the province will display their most recent paintings and sculptures as their contribution and support to the Tourism Month Celebration.
On its 32nd year, the AAB headed by Nunelucio Alvarado is reviving the spirits of the local artists on continuously creating art, and thus, showing the significance of local art in the tourism industry.
The AAB and the Negros Museum promotes art by nurturing artists and developing audiences by bringing art to the public and drawing tourists to the community.

Villalva: Boxing is alive and well

IT was a joy to watch the reopened NABA (Negros Amateur Boxing Association ) Gym overflowing with boxers and boxing enthusiasts last September 8, during the resumption of the association’s inter-club and inter-LGU amateur boxing competition now being run in cooperation with the Province of Negros Occidental through its Provincial Sports Development Office.
With boxers coming from the different cities and municipalities in the province as well as those representing Bacolod City barangays, last Saturday’s eleven bouts (13 bouts were scheduled although two were decided by walkovers) really quenched our thirst for amateur boxing action.

We were seated beside Cadiz City councilor William ‘Bebing” Tabanao who personally accompanied the victorious Cadiz boxers. I told Councilor Bebing that if opportunity allows I will feature two of his boxers—-identical twins Eri and Eric Hulleza--on my Sports Jam TV show over Sky Cable Progress channel 11.
The twins, both of whom won their initial bouts, looked very promising in terms of skills and build. Together with the other standouts who won their bouts we feel quite assured that with the resurgence of amateur boxing tournaments in the city more talented and promising young boxers will be discovered.
By the way, the Monico Golden Gloves Bacolod Inter-Barangay Boxing Tournament will definitely push through next month. This means that amateur boxers from the city’s 61 barangays can now prepare to compete in this event which is also intended to produce more young talents from the grassroots.
That is why we can say that boxing is once again alive and well in Bacolod City and the province. With these twin tournaments being staged side by side and with the partnership between Naba and Capitol on the one hand and between Naba and the congressional field office of Bacolod Rep. Monico O. Puentevella on the other, our boxers now have enough reasons to be happy.
Now we can tell our good friend Joan Tipon, the 15th Asian Games bantamweight gold medalist who is now busy training in preparation for his stint in next month’s pre-Olympic qualifying tournament in Chicago.
As to reports that the city will soon launch its own boxing program we refuse to speculate or be drawn into writing about something that is still on the PR stage.
Better safe than sorry. We’ll cross the bridge when we get there. As of now we can’s even see any bridge yet—just a plan to build one.
In the meantime, let’s enjoy boxing action every Saturday at the Naba gym and starting October every Sunday at the SM City Bacolod parking area.

THATS true electricity in NEGROS is much cheaper compare to other places, and the island has a stable power supply, thats what the investors are looking for, espcially the CALL CENTERS, hotels, and manufacturing.

Five Bacoleños win GSIS scholarship

Bacolod City -- Five GSIS members from Negros Occ. are among the 200 winners of the 10th GSIS Scholarship Program drawn recently in a nationwide contest.
They are Noemi Y. Cabalonga, Anthony B. Carisma, Analie R. Estoya, Jonalinda G. Sadio and Roberto J. Valenzuela.
"Winners are entitled to up to P20,000 in tuiton miscellaneous fees per semester and a monthly stipend of P2, 000," an announcement from GSIS web, said.
Iloilo City has 7 winners. They are: Domingo O. Decrepito, Eulemia V. Dema Ala, Mary Ann G. Edis, Perpetua G. Mabaquiao, Jose Mario S. Mahinay, Virginia N. Monsale and Antonio C. Sustituedo. :)

More call center agents needed in Bacolod City

Bacolod BID surpassing record

The Bureau of Immigration Bacolod Field Office expects to surpass its total immigration fees collection in 2006, Bacolod Alien Control Officer Mita Chuvy Arguelles said yesterday.
Arguelles said their total collection last year was P13,561,400 while as of Aug. 31, 2007, they have already collected P12,688,900.
She attributed the steady increase in collection from 2001 up to the present to strict implementation of approved immigration fees. Records showed that the BI-Bacolod has total collection of P3,077,000 in 2001; P4,421,550 in 2002; P5,682,450 in 2003; P7,518,450 in 2004 and P9,732,250 in 2005.
The total number of applications for visa extension received by the BI as of Aug. 31, 2007 was 4,681. Koreans recorded the highest with 3,122 applications, followed by Americans with 529 and Japanese with 255 out of 49 different foreign nationalities. Total number of foreign students who have applied or were issued Special Study Permit as of August 31 was 1,137, while the total number of permanent or temporary resident visa holders who have made their annual registration was 821.
Arguelles was one of the model employees selected by the BI under the Alien Control Officer's Category during the bureau's recent anniversary celebration. The selected model employees exemplified the highest sense of professionalism, dedication to their work, honesty, integrity and have contributed immensely to the improvement, effectiveness and efficiency of the bureau, Danilo Lopez, a member of the program on awards and incentives for service excellence (PRAISE) committee and personnel officer, said.*CGS

Two Negros provinces among 7
named special economic zones

President Gloria Macapagal-Arroyo signed an Executive Order yesterday morning designating seven geothermal-producing provinces, including Negros Occidental and Oriental, as special economic zones in a move to attract investors, accelerate the development of the country's geothermal resources and bring down power costs.
Negros Occidental Acting Gov. Isidro Zayco welcomed the move that he said will boost employment and the economy of Negros Island. "We are so happy the President included Negros Occidental," he said.
The announcement of the President is good news for Negros Occidental because it will compliment the economic zone being built in Sagay City, Zayco said.
The still unnumbered EO also listed Laguna, Albay, Sorsogon in Luzon; Leyte in the Visayas, and North Cotabato in Mindanao as special economic zones.
All seven provinces are directed under the EO to develop the economic zones immediately, Malacañang announced yesterday.
In signing the EO in Davao City, Arroyo pointed out that the Philippines has one of the highest industrial power rates in Southeast Asia.
Because majority of the biggest power consumers are industrial locators in economic zones, the EO said there is a compelling need for a more reliable, economical, competitive, and efficient power supply to provide quality electricity to power-sensitive industrial locators in the economic zones and to encourage future locators.
It also said that the government is adopting measures that would give open access to private and publicly-owned economic zones in sourcing their power with the end in view of lowering the power cost in the economic zones and to promote competitiveness.
Identified as potential sources of geothermal power in the designated economic zones are Tiwi in Albay; MakBan, which borders Makiling and Banahaw in Laguna; Tongonan, which borders Ormoc and Kananga in Leyte.
Palinpinon in Valencia, Negros Oriental; BacMan, which borders Bacon and Manito in Sorsogon and Albay, respectively; Mt. Apo in the border of Kidapawan, North Cotabato; and Murcia in Negros Occidental.
The EO declares certain areas adjacent to the geothermal-producing sites as economic zones that will provide alternative locations for investors.
The President ordered the local government units in areas near or adjacent to the geothermal producing sites to develop economic zones in coordination with the Philippine Economic Zone Authority.
She also directed the PEZA to assist the LGUs concerned in the creation and development of the economic zones.
PGMA signed the other day an Executive Order naming geothermal producing provinces as special economic zones... Both Negros Occidental and Negros Oriental were named special economic zones...This is the biggest argument why we must retain the Bacolod airport...

The ten-day anniversary affair of the Negros Daily Bulletin (NDB) on its 47th year as a vigilant community publication was capped by a one-hour motorcade from Goldenfield Commercial Complex, passing through the downtown area of Bacolod, the to Rizal and Lacson Streets, North (Aquino) Drive and Shopping Center, the ended at the provincial lagoon and the imposing Capitol building.
Some 47 motorcycles, brand new cars and family vans, including service vehicles and patrol cars of media establishments joined the NDB motorcade.
Aside from vehicles belonging to family members of NDB staffers and kins, some of the broadcast news patrols which took part in the afternoon caravan were those of ABS-CBN, Aksyon Radyo Bacolod, SM City Bacolod, West Negros College, musician Bagguer and Cosette Villaluz, Pert, Jr. and Bernadette Toga, Cyrus and Rose Garde, Manny Canto, William Henry Streegan, Edgar Cadagat and a complement of five uniformed traffic escorts and their wailing motorcycles.
Other NDB activities during the week were family excursions to Pandanon Valley Resort, Mambukal Mountain Resort, field trip to Himamaylan City, Medical and Cataract Screening with free eyeglasses to deserving recipients in Brgy. Felisa, Bacolod City, and visit-lecture-demonstration at the paper charcoal-making project as a source of livelihood. Among the local government officials who made it possible for NDB to realize its objectives of serving the less fortunate and enable the publication staff to celebrate the anniversary with fitting and significant activities were Governor Joseph Marañon, Vice Governor Isidro P. Zayco, Bacolod Mayor Evelio R. Leonardia, Congressmen Jeffrey P. No cause for crocodile alarm’

The Bago City Environment and Natural Resources Office yesterday said there is no cause for alarm for people in Sitio Lucasan, Brgy. Abuanan, after a severely-injured crocodile was captured at the irrigation canal in the area.
Vicente Mesias, environment officer of Bago, said the juvenile female crocodile with its upper part of its snout severed by a bolo hack wound, was turned over to the Eco-Garden in Eroreco, Bacolod City for treatment.
He said Bacolod City CENRO Joan Nathaniel Gerangaya went to the area to verify information that the reptile came from the nearby crocodile farm owned by Deogracias Estrella.
Gerangaya said there were 49 crocodiles in the farm or 14 more than the last count they made in March. However, he said it cannot be determined that the captured crocodile come from the farm as they do not have the technical expertise for that.
Gerangaya said they will submit a report to the office of Protected Area and Wildlife Bureau in Manila to request for experts who can determine if the injured crocodile came from the farm.

THE search is on for the new Masskara Queen of Bacolod.
ABS-CBN TV-4 Bacolod and its Creative Communications Management Promo Specialist Hazel Alvarez had officially launched the search.
ABS-CBN-Bacolod will sponsored the prestigious annual beauty contest in Bacolod that will highlight next month's Masskara Festival.
Alvarez explained, "What is a festival without a Queen? The Queen, however, is proclaimed not because of physical attributes but on what this beauty winner can become."
Alvarez stressed, "We need to change our outlook and understanding of beauty pageants. Perhaps, what we see is the stage presentation alone where costumes glitters and bodies in bathing suits."
"There are more in a beauty contest which ABS-CBN had conceived. Contestants and eventually the queen will be involved in a lot of activities, among them, personal, community and social concerns. From here, these involvements honed them to become the woman they ought to be," said Alvarez.
"Since beauty standards are differentiated by perceptions and attitudes of judges, then this pageant is a preparation for contestants to face rigors and realities of the professional world," Alvarez added.
To participate, beauty hopefuls must have the following qualifications such as at least 16 to 23 years old (during the reigning period), at least 5'4" in height, must the beauty beauty of face and proportionate body measurement, possesses good moral character, single, neither had been married nor given birth and must not have joined previous Masskara Queen pageants.
Application letter, Bio-data and photo (3R close-up and full body shot) should be submitted to ABS-CBN TV 4, 26th Lacson Streets, Bacolod City on or before September 15, 2007.

Western Visayas board approves wage hikes

BACOLOD CITY, Philippines — The Regional Tripartite Wages and Productivity Board has approved a wage increase for Western Visayas ranging from P13 to P41 and staggered over two years.
The board agreed on wage hikes in a meeting at the Royal Amrei Inn here, according to Labor Regional Director Aida Estabillo and RTWPB labor representative Wennie Sancho.
Sancho said the simplification of the wage structure they adopted would allow for a larger and staggered wage hike for those who received less.
Sancho said he had wanted a higher wage hike but he was happy that those who had less would get more under the new RTWPB order expected to take effect by October 1.
The last increase approved by the wage board was on August 1, 2006, granting an across the board increase from P18 to P20 per day.:)

35 farmers graduate from Farmers Field School in Kabankalan City

Bacolod City— The second batch of 35 farmers graduated from the Farmers Field School, a project of the City Agriculture Office in Kabankalan City.
The school trained farmers on chemical-free farming, which is in line with the Organik Program of the Department of Agriculture.
During the graduation rites, the provincial government turned over a donation of 180 bags of organic fertilizers, 3 boxes of humus powder organic fertilizer, two sets of drum seeder and two sets of rotary weeder to the Brgy. Daan Banua Rainfield Farmers Association.
Kabankalan City Mayor Pedro P. Zayco cited the importance of farmers in society and mentioned Brgy. Daan Banua as the “rice granary” of Kabankalan City.
Zayco also announced that a Farmers Center will be constructed in Brgy. Daan Banua.(PIA/cad) :)

Bacolod City cops support national day of prayer

Bacolod City More than 100 policemen held a prayer gathering with church officials at the Bacolod City Police Office (BCPO) in support of the National Day of Prayer for Peace and Reconciliation declared by President Gloria Macapagal-Arroyo.
Representatives from the Catholic Church, Protestant groups, and the Muslim community led the gathering which was followed by a covenant signing.
President Gloria Macapagal-Arroyo declared September 12 as a National Day of Prayer through Executive Order 1362, to promote peace and unity among Filipino people.
BCPO director Senior Supt. Ronilo Quebrar said that the order was not connected with the promulgation on the case of former President Joseph Estrada at the Sandigangbayan, and it was just a coincidence.
Quebrar said that with the covenant signing between the police and the members of the church, the PNP has made a commitment to work with the church in addressing crimes in Bacolod City. (PIA/cad) :)

La Castellana NHS qualifies for ‘Brigada Eskwela’ national finals

Bacolod City — La Castellana National High School (LCNHS) topped the recent Regional Evaluation for Brigada Eskwela also known as the National Schools’ Maintenance Week which also entitles the school to represent the region in the National Level Evaluation.
Brigada Eskwela, one of the programs of the Department of Education (DepEd), aims to encourage the students, teachers, community and stakeholders to prepare the school every opening of classes.
Representing the Division of Negros Occidental, LCNHS bested 14 other Divisions in Western Visayas with Doña Montserrat Lopez Memorial High School of the Division of Silay City ranking third and Sagay National High School of the Division of Sagay City in the fourth rank.
LCNHS implemented Brigada Eskwela last May 21 – 26, 2007. During the six-day activity teachers, parents, students, local government officials, military personnel and members of religious denominations as well as civic organizations worked hand in hand constructing perimeter fences, repainting classrooms, installing water lines, and other clean-up activities to prepare for the school opening. SOME of the true-blooded pro-Erap supporters in Bacolod were saddened by the decision of Sandiganbayan against former President Joseph Estrada.
Former Bacolod congressman John N. Orola, Jr. who is a staunch pro-Erap supporter in Bacolod said," Our judicial system is effectively working but the verdict on Erap is harsh.

Erap also provided funds for the rehabilitation of public markets in Burgos and Bata, fish ports in Banago and Puntataytay, added Orola.
Thus he asked Bacoleños to just pray for Erap for God to give him strength and perhaps secure other legal remedies for the review of his case in the High Tribuna, Orola said.
Former Vice Mayor Ramiro Garcia said he felt sad for the conviction of the former president.
It can be recalled that Erap was also the one who provided funds for the realization of the St. Jude Thaddeus Shrine, a beautiful Catholic Church in Alijis, Bacolod.
But Councilor Dindo Ramos said, "I think we will respect the decision of the Sandiganbayan. They were the ones who received the evidence and evaluated the merits of the case."
Meanwhile, Cadiz City Mayor Salvador Escalante said, "the verdict is fair. Allowing Erap to be detained in Tanay, Rizal showed the humanitarian side of the Sandiganbayan and at the same time respect to the former President.":)

Ceneco-Kepco power deal

BACOLOD City – Negros Occidental First District Board Member Nehemias “Nene” Dela Cruz seeks an investigation into what he believes to be a questionable Memorandum of Agreement between Central Negros Electric Cooperative (Ceneco) and Kepco-Salcon Power Corporation.
Dela Cruz, who heads the Sanguniang Panlalawigan Committee on Energy, said he will invite officials of Ceneco to shed light on its Power Sales Contract with Kepco. He said the agreement was signed with out the benefit of a public hearing or consultation with consumer-members of the electric cooperative.
“How can they enter into a contract for power supply when the said independent power producer (Kepco) is yet to construct its own power plant,” Dela Cruz asked.
The provincial government has been firm in its stand to reject non-renewable sources of energy, Dela Cruz added.
“We already have geothermal power plants in Bago City capable of supplying us with clean and steady source of electricity,” he said.
Kepco will be producing power via a coal-fired power plant.
Dela Cruz alleged that the deal between Ceneco and Kepco will only make the pockets of some officials fatter.
In the MOA, the electric cooperative shall buy from Kepco electricity at P4.30 per kilowatt hour.
Presently, Ceneco sources its power from the National Power Corporation at P2.19 per kilowatt hour but the state-owned power producer will be privatized by 2010. It advised Ceneco to better look for other sources of power.
The militant group Bagong Alyansang Makabayan called for the scrapping of the Power Sales Contract.
According to Bayan, the contract binds Ceneco to a costlier electricity source detrimental to consumers. Common sense dictates that electricity from coal-fired power plants is costlier than that from renewable sources such as geothermal or hydroelectric power plants, it stressed.
Bayan also insisted that Negros already has the Palinpinon I geothermal power plant in Valencia, Negros Oriental and the soon-to-be operational geothermal plant in Brgy. Mailum, Bago City.
With Kepco, Bayan said, consumers will be paying P 4.30 KWh excluding the 12-percent value-added tax and other imposed charges such as transportation, foreign exchange rates and operational expenses of the plant.
Also, Bayan said, by entering into an agreement with Kepco, Ceneco would be promoting a “dirty source of energy.” It said its impact to the environment would be serious.:)

A night of fine music awaits Negrenses when two distinguished musicians perform with The Manila Symphony Orchestra, Asia's oldest, at the Sanctuario de La Salle in Bacolod City on Wednesday at 8 p.m. The performance is a fundraiser of the Bahay
Pag-asa Youth Center and the Negros Forests and Ecological Foundation.
Helen Quach, dubbed as Asia's Queen of the Baton, will conduct The MSO with Cristine Coyiuto, described by critics as "shimmering and powerful on the keyboards", as the piano soloist.
The performance will feature the works of three composers Beethoven (Leonora Overture" No. 3 in C Major, Opus 72a), Edvard Grieg (Concerto for Piano and Orchestra in A Minor, Opus 16), whose death anniversary centennial is observed this year, and Peter Ilyich Tachaikovsky (Symphony No. 5 in E minor, Opus 64).
The musical tandem was featured in a similar concert program in Manila last summer which was warmly received and widely-acclaimed as it was the first time the Sydney-based Quach, born of Vietnamese parents, returned to the Philippine stage in 16 years. She performed last in the country in a concert series in 1991, after which she - in her healing journey - went through a series of medications and therapy sessions triggered by a cancer lump in her breast.
The April concert in Manila also served as a national highlight of the death centenary celebration of Grieg, a Norwegian composer.
Quach gained acclaim as a symphony conductor about 40 years ago, in a competition in New York, which paved the way for her stint as assistant to Leonard Bernstein and the New York Philharmonic. Since then, she has performed in scores of symphony concerts in many parts of the United States, Norway, Germany, Japan, South Korea, Taiwan Macau and Hong Kong. Among the noted symphony performances she conducted in famous halls, including the Kennedy Center and Carnegie, are the Sydney Symphony Orchestra, Washington's National Symphony Orchestra, the American Symphony Orchestra and the Gottinger Symphony Orchestra of Germany.
The maestra, described as one "with knowledge and showmanship… and with natural flair for conducting, which is a very rare gift," was born in Saigon of Chinese parents and studied music in Australia where she founded an orchestra in Sydney and later trained a children's orchestra in Taiwan.
Coyiuto studied piano when she was 3 years old and had her first recital at the age of 9. She later attended the Juilliard School of Music in New York where she earned her Master of Music degree with honors. She later honed her piano skills in various institutions in Europe, where she was featured in recitals. She has also performed in recitals in Canada, United States, France, Switzerland, England, China, Taiwan and Hong Kong.
Reports quoted Coyiuto as describing Quach as "passionate and exacting and determined to bring out the musical lines and colors".

Really? Normally,anu kadugay ila practice? I know a friend who used to be a masskara dancer and they said 3 months ang ila preparation.
Any idea about the thier costumes? Hopefully indi na recycled like last year kay it's like thier 2005 costume they just change the color and the head dress for 2006.

SP okays P4 million for MassKara festival

The Bacolod Sangguniang Panlungsod approved P4 million out of the P5 million Appropriation Ordinance requested by the Mayor as financial assistance to the Silver MassKara Festival Organization Inc. during a special session yesterday.
Bacolod Mayor Evelio Leonardia submitted to the SP certifications issued by Acting City Treasurer Annabelle Badajos and Budget Officer Luzviminda Treyes dated Sept. 11, 2007, which showed that the city has available fund of P5 million which will be taken from the appropriation balance of Personnel Benefit Fund.
Councilor Greg Gasataya said they have deferred for clarification the amount of P1 million allocated for the Department of Public Services. He said they are questioning why the amount will have to pass through the foundation and not be given directly to the DPS as a department of the government.
Gasataya said they may take up the P1 million during their regular session on Wednesday, or hold another special session if the Mayor requests for one. The 28th MasKara Festival, from Oct. 1 - 22, celebrates the "Icons of Bacolod" - symbols, institutions, landmarks and products that have, over time, become representative of the city.*CGS

the costume design and the mask is still under wraps. grabe na si panoy mag ubra choreo. usually wala pa na ka gwa ang official music may mga choreo na ina sya.. gina pang ta-ud ta-ud na lng na nbiya pag mag gwa na ang music, kag mag ubra formations. pero mga basic steps nya dugay na ina nahuman.
RE: sa recycled costumes: masskara 2004 is a copy of the Mantawi festival costume. lantawa bala ang Coke Special Edition nga Cebu Sinulog. sinulog na sya toud anf naka sulat pero ang photo Mantawi Festival ina. preho sila pattern sang headress sang masskara 2004.
IMHO, masskara really needs to create orignal concepts, indi lang mag borrow sa iban nga festival. ETCS2 masskara 2006 borrowed some concepts from pintados de passi, and pili festival of Naga City. amo na pag dress rehearsal nila last year gin hambalan ko gid na choreographer nila. kay kilala ko man.
honestly, i dont like the mask of alijis last year. kun lantawon mo sa layo, daw baboy and itsura. pramis. ahehe

Masskara Festival has come up with diffirent themes every year.I remember before, during the festival ,the city has been accomodating Officials of town and cities around the country to observe and get the idea on how Masskara Festival is being run.I think Masskara Festival is one of the earliest festivals in the country.
So which baranggay si panoy gatudlo,Alijis or Villamonte?Actually most of the steppings are all somewhat good enough.Depende na lang sa pag execute,cheorograph and discipline.
Any idea sa routa sang dance parade this year?Will it be halin sa Pagla-um pakadto public plaza.

its not like the other festivals whose choreography has concept and storyline. ive been to a lot of festivals pero ang masskara, although very colorful sya, wala gid storyline ang mga choreography.
probably ang route sang street dance amo man gihapon. from lizares qaraneta nga crossing asta sa plaza. theyve been using that route for the 3 years already.

Oppose Ceneco
contract, public urged

Central Negros Electric Cooperative consumers are being urged to oppose the 10-year power sales contract between CENECO and the KEPCO-Salcon Power Corp.
Romeo Lavilla Sr., who was at the two-day hearing of the contract presided over by Energy Regulatory Commission chairman Rodolfo Albano, said the agreement is very disadvantageous to the consumers. Lavilla said another hearing on the contract will be held first week of October, to give time for the oppositors and intervenors to go over the documents presented by KSPC.
During the hearing, he said they expect the ERC to consider their position paper filled with signatures of CENECO consumers who are against the contract.
The agreement, signed in July 16 between the KSPC and CENECO, was authorized by the electric cooperative's Board of Directors through Resolution No. 7876.
The CENECO Resolution provides that the Board will render its commitment to KSPC if the latter will give the cooperative the P0.30/kWh mandated power rate reduction or discount to the residential consumers.
Lavilla said this discount was not mentioned in the power supply contract.
Meanwhile, CENECO president Roberto Montelibano explained that the offer made by KSPC was lower than that presented by the Philippine National Oil Compnay-EDC.
While PNOC-EDC's has started generating power from its geothermal plant in Barangay Mailum, Bago City, Montelibano said the supply is not enough to provide the volume that CENECO needs. He said PNOC's power generation is very low and instead of 49 megawatts, the geothermal plant only produces around 20 megawatts.
Montelibano said power shortage looms for the Visayas area and something needs to be done after CENECO's supply contract with the National Power Corp. expires in 2010. He said the power supply contract presented by the KSPC is the best option CENECO has.*NAB :)

Guina kadto-an gid na namon sang una sang mga friends ko when i was still in Manila. Nice place also to meet some of your old Bacolod/Negrense folks. If you're taking naman the Ortigas Ave route, just go straight 'til Boni Serrano st. After you pass the corner of Boni Serrano and Ortigas Ave, just straight ahead pa and may makit-an ka na bridge. Paglagpas lang sang bridge, sa right side, thats JT na. Bon Apetit!!!:)

thanks! ive been craving for authentic inasal since last week. hay. damo di naga claim nga insal houses but nothing can beat the original ilonggo style. kag damo na gahambal nga ang JT namit juno.

Jay, pwede gid mag kinamot..:) actually what adds to the ambience are the Bacolod and Iloilo peeps that abound the place. Syempre, kada grupo may istoryahanay gid whats on and whats not..hehehe.. plus the personal touch pa of Joel Torres' wife na grabe ang PR. Natural PR that is. Actually i took my dinner at JT before i left na. Again, bon apetit!!!

As usual every Masskara Celebration here in Bacolod, we always say that “this year’s Celebration is the most exciting one” since the people behind the festival are always on a brainstorm on how to make Masskara different and much more exciting compared to its previous celebrations.
Here are some of the updates for the 28th Masskara Festival 2007. Just follow the links.
Visayan Daily Star : The Bacolod Sangguniang Panlungsod approved P4 million out of the P5 million Appropriation Ordinance requested by the Mayor as financial assistance to the Silver MassKara Festival Organization Inc. during a special session yesterday.
Preperations for the 69th Charter Anniversary : Members of the Executive Committee for the 69th Charter Anniversary of Bacolod City now gets ready for the big day of the city on October 19. The ExeCom, chaired by Councilor Greg G. Gasataya sat down for its first meeting last Wednesday.
28th Masskara Festival will focus on “Icons of Bacolod” according to Mayor Bing.

Comply with wage hike — Zayco

Negros Occidental Acting Gov. Isidro Zayco yesterday called on employers to comply with the new order that grants wage increases of from P13 to P41 to be implemented in Western Visayas.
What our people really need are living wages but some companies can not survive if such is imposed, he said. It is good that from time to time wages are increased because the prices of basic needs are also going up, he said.
Hopefully, the economy will also get better so we can also further improve the salaries of labor, Zayco said.
Labor Regional Director Aida Estabillo said the new wage hike is expected to be implemented by October.

2007 WV Tourism Assembly slated November in Bacolod
THE 7-day Western Visayas Tourism Assembly with the theme “Entrepreneurial Tourism: Beyond Tourist Arrivals” is slated from November 12-18 in Bacolod City, Negros Occidental.
The assembly aims to highlight, promote, and showcase the diversity of the tourism attractions, services, and facilities of the different areas of Region 6. It is intended to be a colorful display of destination attractions, cultural and historical events, shopping, and investment opportunities.
Some of the highlights of the assembly are the Regional Tourism Fair and Cultural Showcase on November 12-18 at SM City Bacolod, Regional Travel Exchange on November 12-14 at Sugarland Hotel, Regional Tourism Congress on November 14 at L’Fisher Hotel, Tourism Excellence Awards on November 14 at Natures Village Resort, Talisay City, Search for Ms. WV Tourism on November 15 at the Provincial Capitol, and Regional Parade of Festivals on November 16.

'Adventure Negros' launched

Vice Governor Isidro Zayco urged local government units yesterday to develop their own tourism potential and make Negrenses aware of the beauty of the entire province.
During the opening of the Provincial Tourism Week celebration, Zayco said tourism development is one of the priority programs of Governor Joseph Marañon under his seven-point agenda.
He said the province is ready to provide support to LGUs that develop their tourism destinations.
Zayco stressed that tourism is a huge revenue-generating program that can provide livelihood and job opportunities for the people.
Meanwhile, in celebration of the Tourism Week, the Provincial Tourism Office launched "Adventure Negros", a program that highlights the various tourist destinations in the province.
Also given emphasis is the "Probinsiya Ko, Libuton Ko" program. Now on its second year, the program tapped the support of the education sector to bring the government closer to the people

Public lands in 7 geothermal sites to be developed as ecozones
By BERNIE CAHILES–MAGKILAT
The government is expanding its economic zones particularly for power intensive industries by making use of public lands near geothermal power plants.
Philippine Economic Zone Authority (PEZA) director-general Lilia B. De Lima said this was made possible following the recent Malacañang directive to local government units (LGUs) to develop ecozones in areas adjacent to geothermal-producing sites to enable industries in these areas to secure cheap electricity.
"We are going to run the incentives but the developers are the LGUs," De Lima said.
De Lima said these ecozones near the geothermal producing areas are ideal for power intensive companies.
These ecozones are also suited for agri-industrial projects because these are mostly located in the provinces.
Seven geothermal sites have already been declared by Malacañang as ecozones. These facilities include geothermal plant operated by Philippine National Oil Co.-Energy Development Corp. (PNOC-EDC) in Mount Apo in Kidapawan, North Cotabato; Bago City, Negros Occidental; Palinpinon in Negros Oriental; Bacon-Manito in Sorsogon, Albay; and Tongonan, Leyte.
Also covered by the Malacañang order is Chevron’s plants in Tiwi, Albay, and Makban in Laguna.
Under the directive, these zones will have an open access power scheme that will redound to lower electricity costs for locators since they can readily tap nearby geothermal power plants.
In declaring the areas adjacent to geothermal plants as ecozones, the President expressed hopes this could help address complaints from ecozone investors of the country’s high electricity rates.
"With this initiative we can help them use cheaper alternative if they build their plants near these sites. This will entail wide range of benefits for our local communities as it creates more jobs," the President said.

BACOLOD 2ND BEST POC IN THE PHILIPPINES
The Bacolod City Peace and Order Council ranked 2nd Best Peace and Order Council in the Philippines for 2005, in the highly urbanized city category. This was announced by Secretary Ronaldo V. Puno of the Department of Interior and Local Government and Chairperson of the National Peace and Order Council.
Sec. Puno, in an official communication to Mayor Evelio R. Leonardia who is also the Chairman of the City Peace and Order Council said �the exemplary performance and service delivery of Bacolod City Peace and Order Council, despite modest means, shall serve as role model and inspiration to other Peace and Order Councils.� Bacolod comes second to Makati City and shared the honor with Olongapo City.
DILG City Director Ireneo J. Asuga, Jr. said the citation is the highest accomplishment of the City Peace and Order Council under the Leonardia administration.
�We were always at the Top 5 high performing Peace and Order Council,� Leonardia said. He added that landing as the second placer together with Olongapo and being next to Makati, is an achievement for the Bacole�os, Makati being one of the country�s premier cities.� The Mayor will attend the awarding rites in Malaca�ang Palace on September 21, 2007 together with Bacolod City Police Office Director Col. Ronilo V. Quebrar and DILG Director Asuga. An icon in the Philippine boxing world who owns the well-known ALA Boxing stable in Cebu City and several sports leaders including Bacolod Congressman Monico O. Puentevella, unveiled a two-pronged move to promote sports in this side of the world in an unprecedented press conference Sunday, in the residence of the Bacolod congressman.
On hand during the press conference was Donnie Nietes, the World Boxing Organization's (WBO) Asia-Pacific Minimumweight champion who will fight for the world championship in Cebu on September 30. Nietes was part of the package, boxing promoter and trainor of boxing greats, Antonio "Bidoy" Aldeguer, unveiled. The Bacoleño who is now Cebu-based promised that several world title fights will be held in Bacolod at the proper time and events.
Aldeguer said, the program to promote boxing in Bacolod was a great plan and he hopes to contribute his share to develop Bacolod as the center for the sports, this, considering that many boxing greats including Pancho Villa came from Negros.
Present during the press conference were boxing enthusiasts former Vice Mayor Juan Ramon "Monju" Guanzon, who also heads the Negros Amateur Boxing Association (NABA), Vic Tan and Emi Yap, an uncle of basketball player James Yap, husband of actress Kris Aquino.
Aldeguer urged those around to take up the challenge to develop and promote boxing in Bacolod City. Many boxers came from inter-city boxing tournaments, he said.
Bacolod City should have its own stable of world class boxers such as those in Bohol and in Cagayan de Oro.
Citing the September 30 boxing bout pitting several Filipino boxers against South Koreans in the Cebu Waterfront Hotel. Aldeguer said these are the kind of boxing activities which gradually pro
mote the sports in certain localities.
Aside from Nietes, rising boxing star AJ "Bazooka" Banal will fight for the vacant WBO Youth Super Flyweight championship.
Government officials in Cagayan de Oro are bankrol-ling expenses for boxing specifically for promotion.
He said bigtime politicians should also come and do their share. Puentevella for his part said, he will start the Golden Gloves program with Monju Guanzon. They hope to put up training facilities later. If ever bigtime boxing bouts are held here, there are facilities such as the USLS Gym.
The three Melligen Brothers, are training in his stable in Cebu, Aldeguer said.*

More than half of all barangays in Bacolod City have expressed interest in joining the MassKara Festival streetdance competition this year, a press release from festival organizers said.
An unprecedented 32 barangays have signed up for the streetdance competition of the 28th MassKara Festival set Oct.1 to 20. "This is the biggest number of barangays ever to have been listed as entries, and I think this is an indication that the festival has grown a notch higher in maturity," festival director Eli Tajanlangit said.
Tajanlangit also said that the P4 million fund approved last week by the Sangguniang Panglunsod, will be used as assistance to 29 barangay and 11 school entries.
He clarified that the Silver MassKara Festival Organization Inc. will only act as a conduit of funds for the P4 million, which will all go to the barangays and schools. Not a centavo of this budget will go to any other festival activity, he said in a press release.
Only the first 29 barangays that have listed up are qualified for funding. To process the fund assistance, the SMFO is asking each of the 29 to submit a letter from the barangay captain requesting for the funds detailing the budget, plus a list of the names of its choreographers, trainers and dancers who will comprise their street dance entry.
To ensure that the funds are properly spent, they will be released in two tranches. The second tranche will be released after the first has been liquidated.
The festival will revolve around the theme "Icons of Bacolod." It will start Oct. 1. The streetdance and arena competition is set Oct. 18, for schools; Oct. 20, barangays; and Oct. 21, for the open category.
A civic military parade will be held Oct. 19, during the Charter Day celebration, the press release said.
Meanwhile, Mom's Radio 90.3 FM, presentor of this year's MassKara SuperMom search is inviting mothers between 21 and 40 years old, to join the contest, a press release from the station said.
Now on its 4th year, the MSM '07 will be bigger, more colorful and a level higher as it takes the "Icons of Negros" theme in its pageant day, at Gaisano City Supermall.
Interested mothers may visit Mom's Radio 90.3 FM Office, located at 3rd Floor Capitol Subdivision Building, 16th Lacson St., in Bacolod City, or call Tel. No. 434-4252.
Deadline for submission of entry form will be on Sept. 26.
Last year's winner was Cherry Ann Biaco, a guidance counselor/educator of a Bacolod university, the press release added.*

The Bacolod Sangguniang Panlungsod passed a resolution Wednesday authorizing Councilor Alex Paglumotan to travel to Wuhan City, China.
Paglumotan will attend the regular meeting of the executive committee of the World Professional Boxing Federation in his capacity as the first vice president of the federation, and to represent the city as vice chairman of the SP Committee on Tourism, Municipal, Local and International Cooperation.
The resolution was authored by Councilor Homer Bais. The SP also passed a resolution last week addressed to Chinese Ambassador to the Republic of the Philippines Li Jin Jun requesting him to facilitate the possible forging of a sisterhood relationship between the Cities of Bacolod and Wuhan for the purpose of establishing technical, cultural and sports exchanges and in promoting tourism.
This was in response to the letter received by the Committee on Tourism and Sister Cities from Wuhan Mayor Li Xianshing through David Young, WPBP president, seeking initial steps and the laying down of ground works for the establishment of a sisterhood relationship between the Cities of Bacolod and Wuhan.*CGS

30 Visayas Journalists at PPI Civic Journalism in Bacolod
About 30 practising community journalists from the Visayas are attending the Philippine Press Institute's (PPI) "Seminar-Workshop on Civic Journalism: The Practice" slated September 25 to 28 at Sugarland Hotel in Bacolod.
Ariel Sebilleno, PPI project incharge told NDB that the participating journalists will come from various daily and weekly newspapers in Cebu, Tacloban, Bohol, Iloilo, Capiz, Leyte-Samar, and Negros Occidental and Oriental.

Sigaboom '07 - The First SM Tribal Drumbeating Competition
SM City Bacolod is providing opportunity to drumbeaters all over Negros and neighboring islands to showcase their talents and skills with the use of drums. SigabooM 2007, the First SM City Bacolod Tribal Drumbeating Competition, will be held on October 21, 2007 at 6:30 p.m. at the mall's North 3A Car Park.
The contest is open to the general public and will start the preliminary screening of interested participants on Sunday, September 23, 10 a.m. at the north wing Transport Terminal of SM City Bacolod.
It will have an Open Category thus, all amateur and professional musicians, drumbeaters, and percussionists and the public are invited to join provided they meet all the requirements and adhere to the rules and regulations of the competition.
All applicants shall be responsible for their own means of transporting their group and instruments to the contest venue. Each group must have a minimum of 8 and maximum of 16 members. Application forms for the SigabooM 2007 are now available at the Marketing Department located at the north wing Administration Office of SM City Bacolod.
Registration is free and only the designated team leader of the group shall be the authorized person to fill out the from. However, all members shall be required to sign in the registration form.*

30 Schools List Up for Uni-Games, May Extend Deadline

Thirty schools nationwide have submitted their entries to this year's 12th University Games (UniGames) to beat the deadline last September 15, but organizers are extending it to the last minute before the holding of the sports events on October 21-28, 2007 at the University of St. La Salle (USLS) in Bacolod City.
Roger A. Banzuela, Uni Games Technical Committee head disclosed that only 30 member schools have submitted their entries, but they are still accepting entries up to the last minute before the tournament starts.
"It was always the habit of Filipinos to submit their entries on last minute and we are trying to be flexible with it," Banzuela said.
The list of the 30 schools will be known as what Banzuela had promised for publication.
Last year, UniGames was also held in USLS and this year will be the ninth time the school plays host to the sports competition, now acknowledged by Commission on Higher Education (CHED) as the only tournament among colleges and universities by the Philippine Sports Commission (PSC).
This year's hosting was supposed to be held in La Salle-Dasmariñas, Cavite, but the change of the school's leadership prompted organizers to shift back to USLS-Bacolod, home of the UniGames, where it was founded 12 years ago by then USLS President Bro. Rolando Dizon, FSC. It went out of the school hosting only thrice. Foundation University in Dumaguete City, Oriental Negros hosted one and the rest at La Salle-Dasmariñas. Last March 19, UniGames Board Meeting held at La Salle-Green Hills decided to award again the hosting to USLS.
"It is my first impression that the hosting should still be held at USLS after UniGames secured a financial assistance from CHED, where Bro. Dizon was once the secretary, because USLS has been there when the organization was cash-strapped," said board of director Tanny Gonzales, who is known as coordinator of Nike 3-on-3. "Now it's good, it was awarded back to USLS because they really sacrificed a lot during that time," he added.
UniGames secured the P2-million financial assistance from CHED through Bro. Rolando Dizon.
Last year, at least 40 schools participated in the week-long sports hostilities.*

Aww, the thread changed its title?
IMHO, the "We're More Than Just Sugar" title was more appropriate because the current title seems to concentrate on the festival only, and nothing else.

Big September Shows
Two performances by nationally -acclaimed student groups and the showing of the first Negrense independently-produced film highlight the September performing arts calendar in Bacolod City.
Ligaw-Liham, a film produced by local talents, will be shown at Robinsons Movie World on Sept. 26-Oct. 2. Its cast is led by Karylle, John Michael Lee, John Arceo and George Macainan. Ligaw-Liham, a Produksyon Tramontina, Inc./7th Film in association with Bridget Josef, was shown in the Cimemalaya Filmfest in Metro Manila in July.
Slated to stage its production is the Sining Kambayoka of Mindanao State University in Marawi City at the West Negros College Gym on Sept. 24 at 7 p.m. The University of San Agustin Little Theater presented Friday and Saturday its annual laboratory works, Juan Pusong: Pusong Juan at the Negros Museum.
The USA Little Theater annual laboratory program, on its fifth year, provides Humanities and Literature students with an opportunity to present scene studies through Eksena Cinco. The scenes were inspired by a collection by Amorita Rabuco of Hiligaynon stories and folktales doe her Ph.D. book requirement.
Sining Kambayoka recently returned from a world tour in a global-linking project in 2006 which gathered 12 youth performing arts groups from eight countries for the 'Contacting the World' program - which allows theater messages to be delivered across the boundaries of culture and geography. It will stage "Broken Dreams', which it presented in that gathering in Manchester, England, which was sponsored by the Arts Council of England, the British Council and the UNESCO International Fund for the Promotion of Culture.
It later performed in Liverpool, also in England, and in Aberdeen, Scotland as well as for Filipino communities in the United Kingdom, including Wales. In all the European perfor-mances, the group received rousing feedback.
The Bacolod performance of Sining Kambayoka is a part of the Cultural Center of the Philippines Outreach ad Exchange Program with the cooperation of the Negros Cultural Foundation and West Negros College. The USA Little Theater Visayan tour, which features five tales - Juan sang Katigulangan, Tamad Nga Ba Si Juan... Pusong?, Idol, Miss Philippines and Song at Bel - is a highlight of the 42nd anniversary of the Iloilo-based group in cooperation with the program of the USA Center for Culture and the Arts.
USALT has participated in cultural presentations of the Philippine-Spain Festival and the national Heritage Month celebration, the 31st UNESCO International Theater Institute World Congress, and the national University Theater Festival, among others. It is a member of TEATROKON, the Western Visayas regional theater network and has been regularly conducting institutional and outreach workshops in acting, movements, scriptwriting, play production and poetry in motion, said Eric Divinagracia, USA culture and arts coordinator.
Ligaw-Liham is set in a small Negros town where the post office has ceased operations in the 1970s - a pre-testing era where people's lives were dependent on the postal mail. Nor, the central character, finds the letters in an old warehouse and replies to a woman's letter under the pretense that he is her husband who was working in Saigon And he starts to fall in love with her.
Ligaw-Liham is directed by Jay Abello and Manny Montelibano with Peque Gallaga providing creative consultancy. Its script is written by Jade Dionzon, Carmel Osmeña and Jet Orbida.

10 MassKara bets draw cheers

Sharing their thoughts on politics, culture and women's issues, the 10 finalists for the Masskara Queen 2007 drew cheers from the crowd as they interacted with the media in a one-hour presentation yesterday.
"I will promote women. Educated women with ambitions and directions," Rosario Ann Sales, a Nursing major at the University of St. La Salle-Bacolod said.
Kristine Alonso, a Psychology student at the University of the Philippines-Visayas added, "(I will push for) women empowerment. Through this contest and through the Festival." La Consolacion College Tourism student Loiza Marie Tonico and Sweetie Pie Borromeo both said they will be role models "to earn more respect for our gender."
Some of the candidates, on the other hand, gave their takes on culture and character. "Tourism through cleanliness. So more people will visit Bacolod," Leslie Margaret Ong of Riverside College said. Kristina Casandra Soriano added, "This contest will develop our friendship which will bond us together to be better persons."
All the candidates said they have what it takes win the crown on coronation night at the University of St. La Salle-Bacolod Coliseum on October 17. Jeffa Chavez, Patricia Marie Kinjho, and Nicole Marie Dimailig said their confidence and talents will help them earn the title. These the public will see on coronation night.*PP

OROLA SAYSDiplomats expected at MassKara festival

Former Bacolod Rep. John Orola said diplomats from the various embassies in Manila are among the expected guests of the city during the MassKara Festival in Bacolod City.
He said they are also expecting other groups from the U.S. and Japan to witness the festival.
Orola, who is currently the special tourism envoy of the Department of Tourism to China, Japan and Korea, said he, together with Mayor Evelio Leonardia and City Tourism Imogene Kanaan, are coming up with a list of promotional projects they will implement in order to promote the city to local and foreign tourists.
When it comes to promotion, MassKara is the best agent, he said, adding that even the DOT is using the MassKara logo and event to invite travelers to visit the country. Orola said "We can make Bacolod just like Singapore, which does not have so much natural resources, but was able to put up big projects that helped promote tourism as an industry. He said Singapore has developed its manmade resources and its people.
Orola said they hope to make Bacolod a destination for foreign travelers, retirees, and Filipinos who live abroad and want to come home for good, or just for the holidays.
"We are also proposing to develop the skills of our people working in the hospitality industry because there is a greater demand for them abroad especially in hotels and restaurants," he said. A training program can be set for them in cooperation with the private sector, he added.
Orola said they will revive the slogan conceptualized by the Mayor which is, "A Tourist is a Friend." He said they are coming up with another program together with the Mayor's Office and will have an initial talk on tourism investment. "If we are targeting local and foreign tourists, we should also look at the accommodation facilities available and prepare our people to receive visitors," he said.*CGS

Electric co-op’s supply contract with power plant opposed
The Philippine Star
BACOLOD CITY – With Negros Occidental positioning itself as a pilot area in the country for renewable energies, consumers of the Central Negros Electric Cooperative (Ceneco) are up in arms against a supply contract entered into by the utility firm with a coal-fired power supplier.
Ceneco, which supplies electricity to Bacolod, Talisay, Murcia, Bago, Silay and Don Salvador Benedicto, are embroiled in a controversy over a contract with KEPCO-Salcon Power Corp. to supply power beyond 2010.
The contract, however, is being opposed by its consumers and cause-oriented groups before the Energy Regulatory Commission which will have to approve it. The oppositors are questioning the alleged preferential treatment given by Ceneco to KEPCO.
The 10-year contract stipulates that Ceneco will purchase 40 megawatts from KEPCO at P4.30 per kilowatt-hour starting year 2011 after its supply contract with the National Power Corp. expires in 2010.
KEPCO will generate power from the 200 MW coal-fired power plant it will build in Naga, Cebu.
Ceneco president Roberto Montelibano said the coop, which has a current peak load requirement of 105 MW, has “no choice” but to sign up with KEPCO because no other power supplier has committed to provide for its base load requirement after 2010.
Philippine National Oil Company-Energy Development Corp., on the other hand, clarified that it started negotiating with electric cooperatives in the province since 1995, with focus on Ceneco.
PNOC-EDC, which operates the Northern Negros Geothermal Power Plant, maintained that the company remains committed to its object of supply the power demand of the province.
NNGPP is the country’s first merchant plant.
PNOC-EDC claimed that it offered Ceneco a 20 percent discount in its proposed electricity price December 2005 to make it more or less comparable with the NPC rates. If we are to assess the true cost of power, we can look at the NPC application of P5.1658 with ERC in 2004, the statement said. However, there was no reply from Ceneco, the company also said.
Since they were not able to forge an agreement with Ceneco and other Negros cooperatives, PNOC-EDC said they allocated the NNGP supply to the Iloilo Electric Cooperative I and the Visayas Electric Cooperative. – Antonietta Lopez

NGP, just what kind of buildings are these? Regarding inflation, it is good that it is low, however, it could also mean that there wasn't enough demand for goods to drive the prices upwards to begin with.

^^ Does it necessarily have to have a great demand for goods to zoom the inflation upwards? What about the competition? Isn't it that businesses tend to lower the prices of goods if competition abounds? I think inflation data is not all but the demand for goods. Just asking. :)

Calling all adobo cook experts and aficionados out there, we have good news for you! The City of Silay will have a culinary competition called Adobo: A Culinary Tradition 1st National Adobo Challenge.
The contest is inline with the Sinco de Noviembre celebration and organized by The Negros Cultural Foundation Inc. which will kicks off on November 9 to 11, 2007.
Students and amateur cooks will send their original entries, and winning recipes will be published in a cookbook. Professional chefs will also be invited to demonstrate their expertise, the press release said. Other activities are fund-raiser opening cocktail and dinner, street party, food and crafts fair, organic market, lounge party, food trips around the towns, heritage tours, exhibits, and a play.

No matter how much competition you have, prices will still go up if the supply couldn't cope with the demand. A little inflation without monopoly is a good sign of progress in my opinion. Try to compare the prices of land in Iloilo as compared with its equivalent in Bacolod.

WHO IS THE BEST OF THEM ALL? Almost all the giant malls have already established branches in Bacolod City, which are Shoemart, Robinsons, Gaisano and not to be underestimated Lopue's. As one can see, the malls are engaged in what we would say is a friendly competition to draw in shoppers. Friendly, because, it clearly appears there have been no effort to downgrade one or the other.
Of course, lately, there appears to be activities which are intended to attract buyers and promenaders to their places. One very palpable tactic all adopt is to bring in well-known groups and personalities from the movie world, and performing arts who are guaranteed crowd drawers.
There are furthermore, varied activities, many of the giant malls sponsor to entertain crowds.
Shoemart, for one, has sponsored photo exhibits and has been innovative in so many activities. It also has very effective PR department informing the media what its activities are. It usually holds activities in its Events Center in the north wing portion of the mall. Among the activities which it has sponsored are the PAL photo exhibits, the very interesting "War of Our Fathers" sponsored by the Philippine Veterans' Bank (PVB), and such activities as book distribution.
On our part, we always find Robinsons houseware department where they sell garden accessories and fertilizers including seedlings as something interesting, as we do gardening.
Insofar as our grocery needs our concerned, though, we cannot do otherwise, but shop near our place of residence where Lopue's is located which is in the east area of the city. Lopue's East has its own guaranteed customers as it is located in an area where there are housing subdivisions up to Granada Village. Going south in the Circumferential Road area are also numerous subdivisions.
MALLING. For malling purposes, however, Shoemart is the best because it is expensive and with two wings. Whiling one's time away especially when it is too hot outside or when it rains, Shoemart allows one to stretch his legs and do some walking. One can also while his time away as its Super Market section which has plenty of commodities for sale. Shoemart, too, is very accessible as it is only one ride away.
Of course, nothing is cheap or cheaper nowadays and goods for sale inside the malls could relatively cost higher compared to those outside. But since the malls are one-stop shops, convenience here is the name of the game.
Also, dining in its restaurants is more expensive but again more convenient and expedient for those with money.
But one could look out for bargain sales in the malls where goods could sell cheaper.
Insofar as the coffeeshops are concerned, for ordinary promenaders, these are, of course, a little bit expensive than say, having one's coffee outside.
All things being equal, malls have and are serving their purpose.*

To restore its lost glory, the City Government of Bacolod will assist Manokan Country to reclaim its throne as the famous Chicken Inasal Destination in the country.
It is really evident that at this moment Manokan is really left behind if you compare it to Mang Inasal and Chicken Deli although they serve common product which is Chicken Inasal but when it comes to service and sanitation, Manokan will lose in the competition.
That’s why the city government will gather the 22 stall owners and will be given a seminar about food service, handling, and market positioning.
This year’s Masskara Festival theme is “Celebrating the icons of Bacolod” and Manokan is one of the Icons

inflation is so low because the cost of doing business is low, the city and provincial governments are giving tax breaks to investors, and basic services (power and water) is fairly cheap, since it's sourced within the island. Transpo is also cheap, due to well maintained infras ( no tolls either)..that's just it :colgate:

Manokan Country to be reinvented
THREE leading entrepreneurs will conduct a seminar on food service, handling, and market positioning for 22 stall owners of Manokan Country on Tuesday at Aboys Restaurant, Bacolod City.
The seminar, which is part of the City Government’s program to relaunch Manokan Country as an icon of Bacolod in connection with the 28th MassKara Festival, will have Association of Negros Producers former presidents Millie Kilayko and Ina Gaston and restaurateur Nestor Aboy Evaristo as resource speakers.
Mayor Evelio Leonardia, in a recent meeting initiated by the Silver MassKara Festival Organization with the stall owners, stressed his administrations plan to revive the Manokan Country, which made Bacolod famous in the country.
“I have a sentimental attachment to this place,” the mayor said, adding that he was the tourism officer who, along with former Mayor Jose Montalbo, pushed for the transfer of all chicken inasal vendors in one place.
There were strong opposition but eventually the stall owners realized the benefits of branding, Leonardia added.
However, stall owners became complacent and never attempted to reinvent to keep up with competition, he said.
It is also sad to note that while the idea of a Manokan Country has been replicated all over the country, the original lost its former glory, he added.
Worse, the stall owners put up walls dividing them, hence, losing the airy atmosphere, he noted.
The mayor said Manokan Country in its present state can no longer attract tourists and even locals for sanitation and security reasons.
This will have to change and it would require the cooperation of all stall owners, Leonardia stressed.
To start this transformation, the mayor ordered the immediate cleanup of the areas surrounding the Manokan Country. He also instructed the City Engineers Office to repair the drainage system and the street lights.
The Bacolod Police, through BAC-UP Precinct 1, was also asked to increase its visibility in the area.
For its part, the Manokan Country Association led by president Marites Lamier agreed to dismantle structures dividing their stalls. They also expressed gratitude for the attention given to them by the City Government.
The Manokan Country will be a major venue for this year’s festival. Concerts and special events will be held at the area.

‘Broken Dreams’ at WNC Monday night
The Sining Kambayoka Ensemble (SKE), the multi-awarded theater company of the Mindanao State University in Marawi City, will present “Broken Dreams” at West Negros College Gym in Bacolod, 7 p.m. Monday night.
SKE was one of the 12 companies selected from eight different countries around the world to take part in Contacting the World (CTW) 2006.
CTW is a unique theater project linking young people’s theater groups from around the world in the spirit of creating theater across boundaries of geography and culture.
All 12 participants collaborated with each other and performed showcases in Manchester.
The project was jointly presented by the Arts Council of England, British Council, and Unesco’s International Fund for the Promotion of Culture.
The event took place from July 17-24, 2006 in Manchester and the SKE and their production “Broken Dreams” was the official representative/entry of the Philippines.
After the very successful turn-out of SKE’s participation in Manchester, the group continued to represent the country in the Liverpool International Street Theater Festival and the Aberdeem International Theater Festival in Aberdeen, Scotland.
In both festivals, SKE received rousing feedbacks from the varied audiences. SKE also performed for the Filipino communities in London and Wales who also gave them “thumbs up” for giving pride and honor to the Filipino culture and the country as well.
This presentation is a project of the Cultural Center of the Philippines Outreach and Exchange Program in cooperation with the Negros Cultural Foundation and WNC. (Press release)

Luxur Plaza declared special economic zone
Luxur Plaza IT Centre, the site of Teleperformance at the old Bacolod Convention Plaza Hotel, has been declared the fifth special economic zone in Bacolod City, Councilor Jocelle Batapa-Sigue said yesterday.
The other special economic zones in Bacolod are East Block IT Centre and Bacolod IT Park, both declared as IT parks. East Block is being occupied by First International Document Masters Inc. and Intervoice Technologies Inc., an in-sourcing company.
The two others are Robinsons Cybergate Center occupied by Teletech and Monfort IT Centre occupied by Focus Pacific Communications.
Batapa-Sigue said she recently received a copy of Proclamation No. 1316 signed by President Gloria Macapagal-Arroyo, creating and designating Luxur Plaza IT Centre as information technology center, based on Republic Act 7916 or the Special Economic Zone Act of 1995 as amended by Republic Act 8748.
The site is owned and managed by Luxur Realty Corp. headed by Rafael Lizares.
Batapa-Sigue said the Sangguniang Panlungsod already passed a resolution endorsing to the Philippine Economic Zone Authority a build-to-suit location to be known as One Sanparq, the site of Convergys, which is set to open in the first quarter of 2008.
IT locators situated in special economic zones can avail of national tax incentives, including income tax holiday and the option to pay a special five percent tax on gross income earned, in lieu of all national and local taxes, except real property taxes on land owned by developers after the income tax holiday period.
Also, they are exempted from payment of import duties and taxes on imported machinery and equipment and raw materials and can avail additional deduction equivalent to 50 percent of training expenses, chargeable against the three percent share of the national government in the special five percent tax on gross income.
The government also allows permanent resident status for foreign investors with initial investments of $150,000.00 or more, employment of non-resident aliens required in their operations other incentives, as may be determined by the PEZA Board.*NLG

the talisay-silay highway is the one which coonects bacolod to silay and to the new bacolod-silay airport... the highway stretches for more than an hour, it's not only wide and smooth, but it's actually very beautiful and scenic, tried to take as much pic as possible, since the landscaping varies...

I congratulate Bacolod for having been adjudged the second best Peace and Order Council in the country, after Makati. The Peace and Order Council started in Bacolod and was copied all over. It was then Police chief Arcadio Lozada who first organized the first Peace and Order Council more than 40 years ago in mid 1960s. in 2004 nominated as one of the Top 5 Finalists

Bacolod City was adjudged second to Makati in the Best Peace and Order Council in the Philippines for 2005, in the highly urbanized city category.
This was announced by Interior and Local Government Secretary Ronaldo Puno, chairperson of the National Peace and Order Council, in a letter to Mayor Evelio Leonardia, chairman of the Bacolod City Peace and Order Council.
The award cited "the exemplary performance and service delivery of Bacolod City Peace and Order Council, despite modest means."
Puno said the awardees shall serve as role models and inspiration to other Peace and Order Councils. Bacolod shared the honor with Olongapo City.
The selection of the Best POC was based on the exemplary performance demonstrated by the Council in coordinating the accomplishment of programs and projects on peace, law and order, public safety and security.
Puno also invited Leonardia to attend the awarding rites in Malacañang Palace on Friday. Leonardia will receive the award from President Gloria Macapagal Arroyo together with Bacolod City Police Office Director Ronilo Quebrar and local DILG director Ireneo Asuga Jr.
Meanwhile, a press release from the city quoted Asuga was saying that the citation is the highest accomplishment of the City Peace and Order Council under the Leonardia administration.
Bacolod had previously been only among the Top 5.
Leonardia said landing the second place, and being next to Makati, is an achievement for Bacoleños, Makati being one of the country's premier cities, the press release said.
Meanwhile, the country observes the National Crime Prevention Week and the awarding program will include the Presentation of the Action Agenda of the Business Sector on Crime Prevention.
Asuga said that Impact Projects of the CPOC include "Eco-Aide Delight", a project designed to assist scavengers and waste pickers in Bgry. Felisa, and launched a Bayanihan Savings Replication Project to teach them to become self-reliant citizens.
Another project implemented is "Adopt-A-Tree" in Brgy. Alangilan. Other entry projects are the creation of Student Crime Prevention Committee and holding of Family Drug Abuse Prevention Program for children with special needs in Brgy. Punta Taytay as pilot area, the press release added.*

the highway actually was controversial, during that time, the planners were planning to demolish several ancestral houses in silay to make way for it. (It was the early 70's and people were not too keen on heritage preservation during those days),.. but the old families of silay protested and thus the highway stopped in the downtown area...therefore preserving a cultural icon for future generations...

The week just past focused on the attractions of Negros Occidental - from natural to human resources - as it celebrated the Provincial Tourism Week with the cooperation of the Association of Tourism Officers of Negros Occidental. The activities were spearheaded by the Provincial Government through the Provincial Tourism Office led by Jennylind Cordero. The celebration, with the theme: 'Tourism Opens Doors for Women'", calendared various activities which also involved multi-sectoral participation, including the youth.
It kicked off with a motorcade and float competition won by Silay City with the Pulupandan and Valladolid entries as runners-up. Towns and cities in the province set up food booth exhibits and a display of photos showcasing their respective attractions.
Also held were a teachers' forum and competitions as well as the First Tourism Adventure Challenge held Friday and Saturday held in La Castellana and Moises Padilla. The challenge involved three members per team which combined skills in, among others, river trekking, swimming and water tubing.

Janella Yuen Sagal of Escalante was adjudged second while Gerle Sulmaca of Silay City placed third.
Tourism quizzes were held in all levels with Anthony Gran Jr. of Himamaylan, Paul Arvin Desamparado of Pulupandan and Marc Daniel Meletindo of San Enrique winning first to third respectively, in the primary level; and Richa Jelo Rodillado of Sagay City, Reilan de Padua of Escalante and Ma. Giedgnah Subong of Murcia dominating the elementary division.
Topping the high school essay writing competition were Venice Marie Anlleza of Sagay City, first; Katherine Cabig of E.B. Magalona, second; and Juliet Clarisse Baylon of Pulupandan, third. .

but the pictures don't do justice to it though,.... the glass in the van was tinted, so it comes out pinkish,.... the real thing is far more beautiful, imagine green grass and trees.... I wasn't able to capture the very scenic route this highway passes by.... classy subdivisons, haciendas and the like...:colgate:

I would just like to express my opinion regarding economic prosperity in Negros.
I would really say there is prosperity with progress when Negros Occidental would diversify and focus on other industries other than sugar. When the sacadas themselves have already that decent living. I like to hear good news coming from Bacolod...that "Tiempo Muerto" is a thing of a past. I like to hear that hacenderos would be fair enough for their workers. I like to hear that the agrarian reform is successful in this area. I like to hear that the discrepancy between the rich and the poor would gradually be minimized. I like to see what I saw when Pope John Paul II visited Bacolod in 1981...both the rich and the poor, united in one stand...which is the message of Bacolod's Masskara "Sige Lang Sige Pa Bacolod Bato kita!"
I want to go beyond the roads and go to the sugarcane fields and ask the farmers if they felt progress, and say "yes". I've been wanting to see the face behind those smiling masks...those smiles that enjoy the beat of the music and neverminded the searing heat.
I'm no contravida of Bacolod as some of my relatives are sacadas themselves. Here is what they wish for Negros Occidental and Bacolod.
IMO, true prosperity starts at the countryside. Its good to hear Bacolod is starting to diversify and create its new middle class and more jobs for their pumuluyo. We have to be genuine with our intentions in agrarian reform and programs that are pro-farmer, pro-people, pro-businessmen.
In this, the true meaning of progress and prosperity would be felt by every Negrosanon. Just my five hundred pesos worth. :2cents:

The Peace and Order Council started in Bacolod and was copied all over. It was then Police chief Arcadio Lozada who first organized the first Peace and Order Council more than 40 years ago in mid 1960s. in 2004 nominated as one of the Top 5 Finalists

Philippine partner region of the German LGU Osterholz develops a nature paradise in a protected area in the coastal waters of Sagay

LGU Sagay. On the sea bottom off the coast of Sagay are growing 60 species of corals! Sagay, a partner region of Osterholz (North-west Germany) for 25 years, is situated in the northern part of Negros Island in the Philippines. The marine biologist Terence Paul Dacles observed schools of exotic fish, sea anemones and sea turtles in this underwater world. The large protected area of 32,000 hectare in the Indo-Pacific is considered as model for others - even world-wide.
Terence Paul Dacles presented his findings and observations on the Sagay Marine Sanctuary during a scientific conference in Bremen. Data, facts as well as photos documented impressively the great development in the Visayan Sea of which the Sagay Marine Reserve is a part. Mangroves were reforested on 500 hectares, sea grass covers 3000 hectares and 60 species of hard corals and 78 species of algae were counted by Dacles and his team. Additionally the found threatened species of sea turtles and five giant shell species which are highly endangered. Offshore one can sea whales and dolphins and also sea horses inhabiting the coastal waters. “Sagay is a model for the future”, the 35-year old marine biologist tells the newspaper in an interview: “I saw with my own eyes the biodiversity abundance in the Sagay waters and it was a most exciting experience”.
Mrs. Charlotte Goedicke, a German adopted daughter of Sagay, can verify this based on her more than twenty years of yearly visit to Sagay as an agent of development. 25 years ago, the underwater paradise began to show signs of deterioration. Especially in the 60s and the 70s fishermen from neighboring islands used dynamite to fill their nets. This practice was destroying not only the fish stocks but also their habitat. The damage done to the corals by the destructive practice is long-lasting if not permanent. “Coral reefs need decades to recover”, Dacles says.
In 1983, the Mayor of Sagay, Alfredo G. Marañon Jr., who had a background in marine biology and a well-respected public official and citizen, initiated a program to protect the coastal resources. In 1995, as a result of the initiatives of Mayor Marañon to save at least part of the Visayan Sea, the Philippine president Ramos (at that time) declared 32,000 hectares of the Visayan sea as protected area.
In 1997, Sagay won a prominent price for the best marine protection program. In 2001, the protective regulations were improved and since then Terence Dacles and his colleagues have witnessed the progress and the success of efforts made. Around the three-core protective zones, coral life and fish are now rich and abundant. Mr. Dacles is also leading an association of nine LGU’s in the northern part of Negros that is uniting to harmonize and strengthen the efforts of local fishermen and marine conservationists. Patrol boats are now watching the waters and enforcing the regulations. As a result, the under water paradise is flourishing again. And the fish stocks have even doubled.

we need more jobs for the population.. to boost demands of consumers.. we don't need no more malls that are half empty with windows shoppers with no one buying coz they have no jobs and cafe and other pa sosyalan bars and fancy restuarants those are crap they provide too little jobs they only haven for the few sosyal elite wihich makes it useless overall...
what we need is more call centers, industrial factories, and that over 20+ years pending carp thing be implemented so poor farmers can have their own lands.
and also reduce the birthrate of our city.. provide condoms and contraceptives and (yeah even legalize abortion) set aside the damn church coz their time is over.
and also provide highrise housing for squaters in the city and not relocate them to far out isolated subdivision areas wherein transport and commute is difficult. they don't have cars and suvs ffs!! like the rich people in ayala.. and other far out rich villages etc..

^^ More jobs means more business and that means "Tiempo Muerto" would no longer exist in the Ilonggo/Negrense psyche but a continuous flow of money and economy all throughout the year. And that is not just for the benefit of some, but for the benefit of all. :)
Along with economic prosperity would be social stability in the countrysides. No longer the sacada's children would undergo child labor (or worse, prostitution), but instead go to schools and later on will be successful in life and will help their families in return. :okay:
I've read somewhere that Negros is a microcosm of the society of the present day Philippines.

- A Baguio-type Vacation in Negros
For two consecutive weekends I have been sleeping at the Nabatang Peak Resort. "Naba...where?", you would probably ask. Not too many people from Bacolod know about this mountain hide-out located between Don Salvador Benedicto and San Carlos City.
We discovered the place almost by accident. A group of us that included relatives and office staff were coming back to Bacolod City from San Carlosthree months ago when we passed by a small innocuius billboard by the side of the highway pointing to a dirt road and saying "Nabatang Peak Resort." Curious, we drove off the highway and followed the path, which quickly became a rocky, bumpsy stretch that made me worry about the car for a while.
I was in fact of a mind to give up and turn back, but there was no part wide enough to make a U-turn. Now I'm glad I didn't. We rounded a bend that sloped steeply down... and there it was, the cutest, coolest, most unexpected hideaway you can find!
The place had a 180-degree panoramic view of mountains and valleys, and the resort itself was landscaped and full of color. It had three main houses which could be rented, and another house, also of white concrete, which offers dormitory-type accomodations. There are bamboo-and-nipa cabanas all around where one can take in the view while sipping coffee. The climate was "Little-Baguio" cool, certainly its most inviting attraction.
Our group could not stay long that first time, but I promised my family we would come back for an overnight stay, and last week we did just that. We arrived at the place around seven in the morning. The house we rented had a kitchen provided with a stove, and we had an early morning breakfast of bacon and eggs, topped off with fried rice and piping-hot coffee. Blend that with the nippy air, and you have a clear idea how we felt that day.
The resort had a barbecue pit large enough to a roast a cow (almost the truth), but for lunch my son Gino and I hunkered down and prepared barbecue. Wife Blandy mixed us lettuce salad and she ordered chopsuey and bihon from the friendly resort staff. For P150 per order, they gave us two huge bowls, one of each, generous enough for ten persons. Since there were only five of us, lunch menu spilled over to dinner.
With the summer heat, Nabatang Peak's most attractive come-on is its cool climate. Bacolodnons were roasting and sweating from the heat and there we were, lying in bed and bundled up with blankets, enjoying the fact that our feet were getting cold. In fact it got so chilly early in the morning that I had to wrap a kerchief around my forehead because it was giving me brain-freeze and a headache... in summer!
We woke up at sunrise to a concert of bird songs. Kingfishers, yellowbills, doves and a host of other winged warblers I could not identify. The resort owner, BB Wee of San Carlos City, prohibits hunting, and the birds have discovered they are safe inside the grounds. It was a great way to wake up.
It's Sunday morning, April 23, 2006, as I type this article of mine. Yours truly is back in Nabatang, this time in the company of my brother Greg and his family, sister Betty and Telly, and Liza Estanilla of the Department of Foreign Affairs who brought along her two sons. I had talked so much about my family's weekend stay that they asked to be brought over too. Nabatang Peak is still great the third time around.
For star readers who want to take a weekend break I recommend you try the resort. Getting there is an hour-and-a-half drive from Bacolod. Just watch out for the Nabatang Peak billboard between Kilometer 70 and 71 in the way to San Carlos City.

Bacolod trackster likened to Lydia de Vega

WHEN Destiny Christian Academy runner Jami Dawn Henares became known during the recent Philippine Olympic Festival in Iloilo after winning the girls’ 200 and 400 meters with impressive clockings, she was immediately tagged as the country’s next track star.
The 15-year-old, in an interview with Sun.Star-Bacolod, said she was flattered when she has been compared to Lydia De Vega-Mercado, a former two-time Asian Games 100-meter champion.
“It is a big responsibility to be leveled to this top Filipino athlete but if I train well, I guess I’ll make it,” Henares said.
Track and field technical officials who supervised the conduct of the POF in Iloilo City immediately informed POF and Philippine Olympic Committee (POC) chairman Robert Aventajado after they found this young speedster.
The 5-foot-6 promising sprinter was noticed during the summer of 2006, when the family visited Virginia for a church-related activity with Emilio Henares, Jami’s father and a pastor at the River of Life Church in Bacolod City.
Without formal training, Jami competed and won a gold medal in the 200-meter dash during the International Student Championships in Harrisonburg, Virginia.
Franklin Echeverria, track and field coach at the University of St. La Salle-Bacolod, revealed that he has been using biometrics to identify what type of training Henares should undergo.
Apart from the right nutrition and supplement, Echeverria said Henares has an on-and-off-season program and adopts a customized training regimen based on Internet research.
Meanwhile, Aventajado has asked Echeverria to outline a training plan for Henares until the 2010 Youth Olympics, which the POC will seriously discuss in the future.

Teleperformance, Capitol joint project set

Teleperformance officials yesterday met with Negros Occidental Gov. Joseph Marañon to discuss a joint project with the provincial government to improve the English skills of students in preparation for call center jobs.
The project includes working with schools to improve teaching skills of English teachers and students, Rich Loveland, Teleperformance director for operations, said.
"This is a provincial government initiative and what we'll be doing is helping develop students' capabilities to the standards needed by call centers," he said.
"We are setting up a forum for all parties to share ideas and determine what resources are available to fast track this," Loveland added.
He also said that Teleperformance in Bacolod City has about 1,000 employees to date and is looking to expand.
Call centers in this country are looking to expand because the Philippines is becoming the number one spot for US businesses, which represents 50 percent of all the call center business, he said.
There are thousands of jobs waiting and the only thing limiting the growth in this region is the level of English capabilities of those needed to be hired, he said.
As soon as we can provide that then the growth is limitless, he said.
Paul Felton, Teleperfomance recruitment supervisor, said Teleperformance hires from 30 to 50 new employees a day.
The Teleperformance officials met with Marañon, Vice Gov. Isidro Zayco, Board Member Emilio Yulo III, Sanggunian Committee on education chairman, and Jose Ma. Valencia, chief of staff of the governor, to discuss the joint project on improving English proficiency of students in public schools and on setting up a call center course.

As long as there is hacienda, there will be endless revolution of the landless farmers until the purpose is achieved.
For a country, province, or city to become fully industrialized and urbanized, true land reform must be implemented first.
However the problem now is that how come the true land reform be happened there and peace be achieved with the leftist farmers when in fact even the 1st Gentleman is having a vast tract of land?
Anyways, I'm still optimistic that this long time big problem will be solve in constitutional way.^^
