So actually before there's no loud speaker along the streets.When did this loud speakers of Sound System started to be used on the street along side with the coming up of the Official Music for the Festival.
yup.. i can still remember.. we have old photographs before.. mga early 1980's pa.. during that time it was Manukan Country who was always dominating the streetdance. pirmi second place ang GSIS. both my parents work there. kag mga dancers nila mga empleyado sang gsis mismo.
we have an old pic na,, i guess its 1981 masskara. kay that time mom was pregnant, (she gave birth january 1982). ang style sang una is to have a large float in front of the dancers or sa likod, ara sa float ang large speaker.
and during those times, they still use papier mache for the masks,. right now.. most of the mask is already made of fiberglass. ang ginbakal ko 2 years ago nga masskara from one dancer is made of fibergalss din.
it was actually lopues who started this trend....
and yeah.. masskara is now starting to lose its glitter. for many tourist, its still good. with all the noise and colour. but if you were born on the 70's or 80's you could actually see a big difference on how they celebrate the fiesta.

^^ Sad to say, i can't remember how was the early Masskara Festival until lately i have read the news and glad you did mentioned the Manokan Country Dancers .Somehow i did recall those memories but i don't know anything about this first Masskara festival used to be.All i know is that many festival's in the country get the ideas from Bacolod Masskara Festival and i think Masskara Festival is one of the earliest festival.

ahaha peho ta gali mga produkto sang masskara. lol ano na nga year ang alibangbang? the usic still rings in my head. i guess mga late 1980's ina?

^^ It was a good and wonderful experience.Hambal sang amon instructor bahala na maobahan ka,nakamasskara ka man.Wala huya huya todo lang saot.kag hamabal sa amon nga feel like as if nagabayle ka sa turugban.:lol: Then we were declared as grand champoin,we were invited to performed in some towns and cities in Negros.I remeber i was interviewed in one of the radio station.Gin akigan pa ko sang instructor namon kay i was asked if how long was our preparation and i answered 3 months.Hambal sang instructor namon siling nya dapat 1 month lang ginhambal ko.:lol:

Arinday: Oktoberfest and MassKara

TWO DISTANT lands, two different cultures, both caressed by the chilly fingers of the month, have discovered in each other the common strands of ethnic and cultural feasts in the limpidity of uninhibited happiness uncorking the bottled waters of phantasm of either sorrows or other dreams.
Bavaria, a former highland and once a kingdom until 1918 and famous for its beer brewing industries, is several thousands of miles away from Bacolod, once a hilly place overlooking the warm sea, the transit point of shipping its sweet product to the neighboring island where the forebears of the leading families known as the sugar barons came from what is known today as Iloilo.
But Bacolod through the industry of its people and the people of the whole province of Occidental Negros became the country’s principal sugar capital, hence the name Sugarlandia.
Bavaria, being the source of the finest beer in the world, has given honor to its thriving industry and created the world famous beer feast known as Oktoberfest.
On the other hand, Bacolod, out of the chaos of the un-lamentable New Society under the said Orwellian regime, created MassKara to simulate joy and pour our their bruised feelings of losing most of their civil liberties, like a surrealistic and magical creativeness gave birth to such unprecedented feast that in its deepest sense a metaphysical form of protest.
But now, it is a culture by itself drawing away from the brief madness of the time under the Marcosian doctrine of “smiling” New Society.
The smiles in varied hues worn by the participants or the revelers have been becoming genuine and deeply-seated in the tradition which coincidentally takes place with the humming of the sugar mills after the season of death when the farm workers were idled and scrimped for their daily needs.
With the coolness of the weather, sometimes disrupted by the jealous rain just like the heavy snowfalls in Bavaria (A German province bounded by Italy and Austria in the south and southeast respectively), the MassKara festival by natural evolution attaining perfection has resembled in many ways the Bavarian Oktoberfest, when beer drinking becomes one of the main features from whence a peculiar form of happiness exudes a singular feeling where the hours are slow, the laughter profoundly expressing like an “Invitation to the Waltz.”
MassKara is really filled with positive joy, an unexplainable exhilaration to celebrate life and where dancers interpret in myriad ways the meaning of existence like the scents of sampaguita cavorting with the delectable aroma of grilled or broiled delicacies.
While the loud music competes with the thoughts of what tomorrow shall bring as you pour the wine or beer, the realization of what you are celebrating is the hourless moment in “the innermost” chamber of your heart is the “truest hymn” that life must go on, bidding farewell for a brief period to solitude and the sad madrigals of Life itself. On the higher plain of your dreamy state while the soul of the wine or beer titillate your thoughts you wish the brewed ambrosia to help you understand the significance of the event and the poetic symbols of varied smiles masking the actual faces behind.
Perhaps, to some possessed of poetic imagery, it would not be difficult to construct the significance that once in one’s existence, there is always a vast reservoir of pleasantness and the problem is where to find the right pathways.
Oktoberfest and MassKara are empirical symbols with deeper meanings other than being beer or wine guzzling.
The socio-cultural underpinnings have its own secrets to be discovered in relation to the needs of community festivities like the annual Oktoberfest and MassKara.
But as the winds of October would make its whiplash and the snowfalls, let it be considered that those seasons do not “cover the hopes of spring”---as the song goes.
In merriment, the ultimate aim is to express our gratefulness to the Omniscient One that we should not be immersed always in the hourglass of pain. A smile we deserve from everyone.

Hero's welcome awaits world champ Nietes
A hero's welcome awaits newly-crowned World Boxing Organization miniflyweight champion Donnie Nietes when he arrives in Bacolod City today.
Expected to welcome Nietes at the Cebu Pacific terminal at 8:30 this morning are Negros Amateur Boxing Association president and former Vice Mayor Juan Ramon "Monju" Guanzon, Bacolod Rep. Monico Puentevella and Murcia town officials.
Nietes, 25, was born in Murcia and raised in Barangay Granada.
Guanzon, who was at the ringside late Sunday night at the Waterfront Hotel in Cebu City to witness the Bacoleño's triumph, said the win by Nietes was a shot in the arm the local boxing movement needs.
He also lauded the ALA stable of Antonio "Bidoy" Aldeguer, who took in Nietes as a ward.
Puentevella commended the fourth world boxing titlist in House Resolution No. 263 that will also be presented to the Negrense pug during the press conference.
Nietes defeated Thailand's Pornsawan Kratingdaenggym via a unanimous decision for the vacant WBO miniflyweight crown.
His win elevated him to the ranks of Filipino world champs Florante Condes, minimumweight, IBF; Nonito Donaire, Jr., flyweight, IBF, IBO; and, another Negrense from San Carlos City, Gerry Peñalosa, bantamweight, WBO.
Puentevella, in House Resolution No. 263, paid tribute to Nietes, who amazed the crowd with his great defensive skills and resistance in eventually overwhelming the hard-hitting Pornsawan.
"Such courageous feat and display of determination and fighting spirit continue to provide a source of hope and inspiration to our people. Donnie deserves honor and respect," the solon's resolution added.
After a brief motorcade, Nietes, NABA officials and party will proceed to the Business Inn.
He will then pay a courtesy visit to Negros Occidental Gov. Joseph Marañon before proceeding to Murcia, where Mayor Sonny Coscolluela and local residents have prepared another hero's welcome for him, the NABA said. *

Museum sets canvas documentary
The Negros Museum in Bacolod City will feature a canvas documentary called "The People and Life in Coastal Negros" by Roland Dayon and Chalmer Relatorre, Oct. 5 to Nov. 5, a press release from organizers said.
The documentary is aimed at recording and learning the tasks and chores of ordinary folk in the coastal areas, and to appreciate the best that human beings can do, the press release added.*

may ara ko sina sang coke bottle. i bought it 2years ago. for non bacolenos u can buy that in ebay.ph damo da bidders, pero mahal ila baligya. the SMB bottle just started last year, wala ko nag bakal kay kalaw ay sang design.. aside from masskara i also have the sinulog version of the coke bottle i bought last january in cebu

"Participants then were mostly schools, Latin music in vogue was used, each group carried their own cassette and it was so ‘crude’ not everybody could hear the music but the simplicity and naiveté brought with it unexplained joy,” Macainan said.
Macainan stressed, “If there is one joy MassKara had offered, it’s because almost all cities in the entire Philippines followed the idea of MassKara street dancing. In varied forms and styles, people around the Philippines are dancing in the streets now and it’s so beautiful,” he added.

We have to be proud because somehow other cities and town around nation have inspired to create thier own festival as similar to us with street dancing.That's why every year Bacolod welcomed many representatives and guest from other towns and cities to get the ideas on how Masskara Festival is being organized.

Sad news though,about Joan Tipon defeat in the National Open but it was not the original class which he normally contest for.
^^ It's quite disappointing in that case Eric but nothing to worry about Bacolod has known for the Masskara Festival.It's always present in the DOT ads.

ther'es one place in the philippines that has copied the masskara's concept, and i really really hate it. wala sila originality. that's why you will never see photos of their festival in Byahilo, despite the fact nga kapila ko na sila makita nag perform. It's the Boling-Boling Festival of Catanauan Quezon.

Feedback Last week in a series of issues the national papers published the 2006 Commission on Audit financial reports for the 77 provinces, 115 cities, and hundreds of municipalities.
I went over them and in this issue I will discuss the provinces, particularly in West Visayas and later I will discuss the operation of the cities, and municipalities, still later. Last year, I also did this with the 2005 COA report that showed that of all the cities, Silay incurred the biggest deficit and La Carlota, too. This time they are now O.K. Publication of reports has its good effects.
At that time, then Mayor, now Congressman Jeffrey Ferrer sent me a letter, which I published, justifying the deficit. Mayor Carlo Gamban of Silay did not react.

Negros Occidental, said the report, ranks No. 3 in terms of total income among the 77 provinces. But in net income it ranked at No. 21. In WV, Negros Occidental is No. 1 in both total and net income. Even if we combine Iloilo with Guimaras.
Iloilo for the whole country ranks No. 11 in total income and No. 26 in net income. In West Visayas, here's how the six provinces rank nationally. Negros Occidental, No. 3; Iloilo No. 11; Capiz, No. 30; Aklan, No. 45; Antique, No. 49; and Guimaras, No. 73.
Here's the respective total income of the WV provinces. 1. Neg. Occ., P1.477 billion; No. 2. Iloilo, P1,059B; 3. Capiz P632.336M; 4. Aklan, P478.904M; 5. Antique, P466.455M; and 6. Guimaras, P245.332M.

Here are the top 10 provinces and their respective total income: 1. Bulacan, P1.718 billion; 2. Cebu, P1.620B; 3. Neg. Occ., P1.477B; 4. Cavite, P1.392B; 5. Laguna, P1.387B; 6. Pangasinan, P1.363B; 7. Batangas, P1.344B; 8. Rizal, P1.259B; 9. Bukidnon, P1.245B; and 10. Quezon, P1.059B.
In the ranking of net income, the picture changes. In terms of percentage of net income to the total income, Occ. Neg. has 9 percent of its total income in the net income while Iloilo has 12.
The other provinces are Capiz, 20; Aklan and Guimaras 15 each, and Antique, 14 percent.

Feedback Last week in a series of issues the national papers published the 2006 Commission on Audit financial reports for the 77 provinces, 115 cities, and hundreds of municipalities.
I went over them and in this issue I will discuss the provinces, particularly in West Visayas and later I will discuss the operation of the cities, and municipalities, still later. Last year, I also did this with the 2005 COA report that showed that of all the cities, Silay incurred the biggest deficit and La Carlota, too. This time they are now O.K. Publication of reports has its good effects.
At that time, then Mayor, now Congressman Jeffrey Ferrer sent me a letter, which I published, justifying the deficit. Mayor Carlo Gamban of Silay did not react.

Negros Occidental, said the report, ranks No. 3 in terms of total income among the 77 provinces. But in net income it ranked at No. 21. In WV, Negros Occidental is No. 1 in both total and net income. Even if we combine Iloilo with Guimaras.
Iloilo for the whole country ranks No. 11 in total income and No. 26 in net income. In West Visayas, here's how the six provinces rank nationally. Negros Occidental, No. 3; Iloilo No. 11; Capiz, No. 30; Aklan, No. 45; Antique, No. 49; and Guimaras, No. 73.
Here's the respective total income of the WV provinces. 1. Neg. Occ., P1.477 billion; No. 2. Iloilo, P1,059B; 3. Capiz P632.336M; 4. Aklan, P478.904M; 5. Antique, P466.455M; and 6. Guimaras, P245.332M.

In the ranking of net income, the picture changes. In terms of percentage of net income to the total income, Occ. Neg. has 9 percent of its total income in the net income while Iloilo has 12.
The other provinces are Capiz, 20; Aklan and Guimaras 15 each, and Antique, 14 percent.

If she wins the MassKara Queen 2007 crown, one of the things Patricia Marie Kinjho said she wants to embody and uphold is the honor that comes with the title.
"I want to be a role model by being decent," Kinjho said.
Kinjho, a judo black belt holder, said she wants to preserve the integrity usually expected from beauty queens which, she said, have been stained by the actions of some pageant winners who explored the "wild" side of being a celebrity. As a MassKara Queen enjoys the limelight, the 18-year-old Filipino-Japanese said she also has to ensure that her actions do not degrade her image and the prestige of the title she carries.
"A beauty queen must be conscious of other people's opinion in the things she does," Kinjho, a Commerce student at the University of St. La Salle, said. Kinjho said one important thing a title-holder must consider is her choice of persons she associates herself with, from the many people who usually want to "befriend" a newly-crowned beauty queen.
"When you're bearing the title, you should really be careful in choosing your friends. You must see to it you're not influenced by the negative things that they do," Kinjho added. There was a breakthrough regarding this issue though, the Cuencas will be giving up their ownership and give it to the farmers. Hopefully that agrarian reform would move on to its true mission, to both hacendero and mang-uuma.

Battle of the Bands
The University of St. La Salle - University Band bagged the championship in the 1st Negros Occidental Private School Sports, Cultural, Educational Association Battle of the Bands - Open Category, held at the opening of the 28th MassKara Festival, Monday, a press release from event organizers said.
The Colegio de San Agustin Top and Brass Band, and West Negros College Top and Brass Band were first and second runners-up, respectively.
The U-Band delighted the crowd with their rendition of "Proud Mary" and "Yugyogan Na". The Colegio de San Agustin and West Negros College bands, on the other hand, gave renditions of "Jeggae", "Come on Eileen", "McArthur's Park" and "Lintik na Pag-Ibig", the press release said.
Other performers who were awarded consolation prizes were the Riverside Medical College - Read My Lips Band and La Consolacion College - Main (High School).
Also joining this year's competition were bands composed of students from Don Bosco Technological Institute, John B. Lacson Colleges Foundation, St. Joseph's School - La Salle, St. Benilde School and University of Negros Occidental - Recoletos.
This is the first time this competition was included in the NOPSSCEA, and incorporated with the MassKara celebration, Rudy Reveche of the NOPSSCEA cultural committee, said.
Bacolod City Mayor Evelio Leonardia assured support to the NOPSSCEA.
We hope to see a second time for this event as much as we would want everybody, especially the people of Bacolod, to enjoy the rest of activities of our prestigious festival, Leonardia added in the press release.*

A faculty member of the University of St. La Salle - College of Education in Bacolod City has recently completed with Grand Distinction, her DEA Degree in Sciences Agronomiques et Ingéniere Biologique, from the Gembloux Agricultural University, in Belgium, a USLS press release said.
Ana Rosa Carmona has been assigned to Commission for Development-funded bilateral research project on "Building Local Capabilities in Water Resource Management."
It is a three-year research project (2005-2008) undertaken by USLS in partnership with three Belgian Universities and with Environmental Science for Social Change, a Philippine non-government organization, the press release said.
Carmona passed her research defense in Belgium on the topic "Soil Quality Assessment for Sustainable Land Use and Management Options, Lupit River Catchment, Bacolod City, Philippines."
Project partners from Belgium are the Facultes Universitaire Notre Dame de la Paix-Namur, Universitaire Catholiques de Louvain (Louvain), and Gembloux Agricultural University, (Gembloux). Linkages that led to this project were initiated through partner university, FUNDP, through the initiative of Dr. Francoise Orban -Ferauge, chairperson of the Department of Geography, the press release added.*

I think bacolod's busiest year was 2005 during the sea games..it also had the uni games at that time..and then last year the ASEAN football qualifiers was also held at Panaad...

Maybe soon once the NBSA start it's operation,as mostly this one of thier requirement to host international events,an International Airport.Remember a series of Volleyball Championships was supposed to be held in Bacolod if city was ready to finance the air travel of the competing countries from Manila.I think that was last year.

Offhand, Kabankalan has since been a consistent performer under Mayor Pedro Zayco. Its savings are big so it can afford to put up big projects, like an airport, without needing funding help.
This is the advantage of a city or municipality which has big savings. Bacolod used to earn more than what Iloilo was earning. In 2003, Bacolod already lagged behind.
Bacolod has made it up with a bigger savings. Bacolod saved 22 percent from its total income, while Iloilo saved only 15 percent.
That is why in net income Bacolod and even Kabankalan overtook Iloilo.
May we ask our other friends to help us to make this analysis.

^^ Seeing the figures is something to be happy with and must work hard more.Glad to see aside from Bacolod,the rest of Neg Occ is having thier fair share in the local economy.The data show that there's a progress on the whole province and not being concentrated on Bacolod alone.Quite remarkable production output of the local economy of the entire province.What a fruitful 2006.

Pag-IBIG housing exhibit set Oct. 15-18
The Pag-IBIG Fund Bacolod Branch will hold a housing exhibit on October 15 to 18 at the ground floor of St. Francis Center in Araneta Street, Singcang, Bacolod City, a press release from the agency said.

Yesterday, I discussed the provinces' financial reports putting Neg. Occ. as the country's third biggest province in total income after Bulacan and Cebu. There are 115 cities, 77 provinces.
In cities, I limit myself to the cities in West Visayas only, 16 of them, three in Panay and 13 in Negros Occidental.

just remember that total income for bacolod city and the province are separate..
the figure for negros occidental will not include bacolod city since bacolod is an HUC, and is not under the provincial government....
So the total income for the whole province would be...the total income of bacolod plus the total income of negros occidental...
I'd like to make that clear since if you add the total income of the cities of the province(with bacolod), they would surpass the total income of the entire province... just remember that Bacolod is separate from the province..:cheers:

How would those in Aklan or Capiz react if they found out they have to travel even farther just to have new passports or whatever? Think for the majority.

IRA is not a dole out from the government,.. there are requirements in how much IRA a city would receive based on how much income it earns..particularly taxes.
(a) Twenty percent (20%) shall accrue to the city or municipality where such taxes are collected and shall be allocated in accordance with Section 150 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991;
that means the higher the tax collected the higher the IRA...
IRA shares is also determined by population, land area, and natural resources available.
and of course rank ,.. whether it is a city or municipality is important.
technically it depends on the city or town how much allotment it could get.
..The IRA is based a lot on how much revenue a town or city, could give to the central government since 80 percent of the tax revenue goes to the republic,
after that congress will plan the budget and determine how much would be given to the LGU's,.. via the allotment,... The IRA is actually the operating budget given by the central government to the LGUs,... and the budget share is determined by how big the province is and how much income it gives to the government...that is what you reap is what you sow..
that's why we have city rankings, the moment a town approaches a certain level of income, it is turned into a city, if it doesn't earn as much it remains a town,.. or a municipality in our case.
The IRA is an LGU's just share in the national internal revenue taxes based on the collection of the third fiscal year preceding the current fiscal year as follows.
Population is highly important, because every person pays a certain amount of tax, if you have more people, more people would earn the government more money through taxes,.. and the government in turn must provide a certain budget for this people hence the IRA for LGUs and other govt services.
this goes the same for land, since land is also taxed .

The City of Bacolod has been selected again as a finalist for the 2007 Most Business-Friendly Local Government Unit, City Category in the whole Philippines, Bacolod City Administrator Roger Balo said yesterday.
Balo said the invitation dated October 4, 2007 addressed to Mayor Evelio Leonardia was signed by Miguel Varela, the chairman emeritus of the Philippine Chamber of Commerce and Industry. He said the final judging will be on Oct. 9 at the Heritage Hotel in Pasay City.
Balo said he will represent the mayor in the final judging and he has requested Permits and Licensing head Ardis Jaculina to assist him in the final interview.
Leonardia has left for Las Vegas as guest of Philippine ring icon Manny Pacquiao in his fight against Marco Antonio Barrera on Sunday.
Balo said he is optimistic that the city will win the award.
Bacolod City was adjudged the Most Business-Friendly Local Government Unit, City Category for Visayas last year by the Philippine Business Conference Award Committee of the PCCI.*CGS

Just a point here iloilocitykid, its not only language and culture can prove as basis in creating a region. Political alliances and affinities can create a spell as well.

I've made a bit of research with the Local Gov't Code (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html) and you quoted Sec 150 (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html). I don't think it was referring to IRA rather it was about the share of LGUs in taxes from businesses.
Meanwhile, Sec 284 (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html) states that the formula for IRA is:
1. Population - Fifty percent (50%);
2. Land Area - Twenty-five percent (25%); and
3. Equal sharing - Twenty-five percent (25%)
That equal sharing as you said is determined by rank (cities or municipalities). For 2006, the equal sharing of municipalities was around 10M and for cities was around 80M regardless of how much local income it generated or how much natural resources it has because both are not considered in computing for the IRA. So no matter how big a city's economy is or how much tax revenue it contributes to the nat'l budget, it will still get as much IRA as small cities, which could hardly generate a sizable local income. These small cities can just rest on their laurels because they know they're going to receive hundred of millions of pesos from the nat'l gov't anyways. That's why they can have a 100M net income for a year (net income isn't always necessarily a good thing, you know) and afford to build their own airports when most of non-city LGUs all around the country can't even afford build roads or even fix existing ones.

I've made a bit of research with the Local Gov't Code (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html) and you quoted Sec 150 (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html). I don't think it was referring to IRA rather it was about the share of LGUs in taxes from businesses.
Meanwhile, Sec 284 (http://www.comelec.gov.ph/laws/local_govt_code/lgc_b2t3ch1.html) states that the formula for IRA is:
1. Population - Fifty percent (50%);
2. Land Area - Twenty-five percent (25%); and
3. Equal sharing - Twenty-five percent (25%)
That equal sharing as you said is determined by rank (cities or municipalities). For 2006, the equal sharing of municipalities was around 10M and for cities was around 80M regardless of how much local income it generated or how much natural resources it has because both are not considered in computing for the IRA. So no matter how big a city's economy is or how much tax revenue it contributes to the nat'l budget, it will still get as much IRA as small cities who could hardly generate a sizable local income.

Fun-filled MassKara events lined up this weekend
THE 28th MassKara Festival gears up for more exciting activities this weekend that include a car show, art exhibit and martial arts tournament and other entertainment events.
To pump up the weekend, the Silver MassKara Festival Organization Inc., in cooperation with the Black Artists in Asia Association, Inc. will launch Club Majica at Gallery Orange at Lopues Mandalagan Annex at 6 p.m. Saturday.
Meanwhile, the Volkswagen Club of Negros Island will open a car show at SM City parking area.
The club will also hold a parade featuring Volkswagen cars on October 14, the organizers said, adding that the exhibit is an opportune time for Volkswagen owners to interact, as well as provide an added attraction to the festival.
At 2 p.m., the Philippine Integrated Martial Arts Academy Filipino - Tang Soo do Association Inc., in cooperation with YMCA of Negros Occidental will hold the Best of Filipino Martial Arts Exposition at the Negros Occidental Multi Purpose Activity Center at the provincial capitol area.
The activity is intended to educate the public, especially the youth, on the benefits of martial arts training particularly on character development and physical fitness.
Proceeds of the tournament will be used to build a semi-permanent multi-purpose hall at YMCA to serve as a venue for spiritual, cultural, and sports needs of the Negrenses.
The Federation of Senior Citizens Associations of Bacolod City Inc., on the other hand, will hold its own activity at the BAY Center, which will include the coronation of the Elderly Queen at 5 p.m.
On Sunday, DYKB-Radyo Ronda is hosting an amateur singing contest dubbed, Dalan sang Kadalag-an, at the SM MassKara Village, Reclamation Area at 5.

THE Silver MassKara Festival Organization, Inc., in cooperation with the Black Artists in Asia Association, Inc., opens Club Majica at Orange Saturday, 6 p.m. at Gallery Orange.
The group exhibition is composed of a large collection of 25 installation works from 25 Negrense artists, all anchored on a structural theme that play out the artists' take on humanity as expressed through the fundamental female form.
It will be opened in a uniquely participative manner where guests become club members for a night and join in as part of the live exhibition the minute they don a mask.
The exhibiting artists are Richard Aguillon, Edmund Bacia, Jose Carreon Jr., Barry Cervantes, Tot-c Co, Inocentes Cristales, Giovanni Demasu-ay, Rex Falcunitin, Joe Geraldo, Israel Mark Gonzalez, Jovito Hecita, Jose Inocencio Jr., Rolf Lachat, Alden Macazar, Leo Mahinay, Laurence Mangaw, Emilio Montelibano, Manny Montelibano, Santiago Onatin, Norman Posecion, Leah Remolado, Rianne Salvarita, Georgette Sanchez, Susanito Sarnate, and Nonon Yee.

The entire body of works, along with the video installation set-up on the gallery landing and the works featured on the bridge, intend to start people thinking and questioning our individual biases and perspectives which otherwise will not have a voice, used to being relegated behind the radiance of smiling masks.

Elderly week at SM City
IN CELEBRATION of this year’s National Elderly Week, SM City Bacolod has lined-up week-long activities specially dedicated to the elders that will run until October 7, 2007.
The Philippine National Red Cross-Negros Occidental and Bacolod Chapter with the leadership of its chapter administrator Raul Garganera led the opening of the event by offering free Blood Pressure taking and Bloodtyping at the north wing Event Centre of SM City Bacolod.
Meanwhile, the Wushu Federation of the Philippines-Bacolod Chapter will showcase a Wushu and Taichi Exhibition called Elderly Fitness Weekend at 11 a.m. Saturday at the malls Event Centre.
To indulge the elderly in an afternoon of fun and recreation, the F Channel on Sky Cable Bacolod 13 will subsequently tape its Kaya Pa Namon Ni! television show from 3-6 p.m.
This will feature the popular local oldies band of Ed Malata together with senior ballroom enthusiasts in Bacolod. A segment of this will be an interview with groovy elderly on how they keep up with the present fast-chaging society.
Moreover, the famous musical couple Mr. Bagguer and Cossete Villaluz will perform live on October 7 at 4 p.m. at the Event Centre. Both are producers of the TV show Musically Yours being aired on Sunshine Channel 14.
The Villaluz couple will tribute to the elderly an afternoon of pure music entertainment with invited TV personalities in the city.

Masskara badminton tournament scheduled
Taking part in the celebration of the MassKara Festival in Bacolod City, the Pohang Badminton Center will hold the 2007 Pohang MassKara Badminton Invitational on Oct. 20-21.
In a press release, tournament director Karl Michael Po said badminton enthusiasts all over the country are invited to compete in the men's, ladies', and mixed categories with levels: Open, A, B, C, D and E. Po said the first 50 registrants will receive imported sports shirts. Registration fee is P600 per player, and additional P500 for a second entry of the same player.
Based on its technical guidelines, the tournament will adopt the IBF rules for the current year for all matches. Other matters and unforeseen incidents, not covered by the rules, will be decided by the Organizing Committee whose decision will be considered final.
The tournament committee shall have the power to reject an entry that may be against the interest of the tournament, sponsors or Pohang Badminton Center, the guidelines stated. It added that misrepresentation in any form and unruly behavior insider or outside the court at any point in the event will be a ground for disqualification from the tournament and future disqualification to join any affiliated tournaments.

Yes you are right and that logic is the reason why there a lot of cities in Negros Occidental, a large province (in terms of land area) and subdivided into few political subunits. Thus each town/city has a very large land area (compared to an average town/city in the phils) and therefore has more population because more people are aggregated in that land area.
Town + High land area = High Population = City
Once they become a city they get a higher IRA computed for each person and each sq. km. of land (the amount is equal to all cities regardless of how much economic value each of those person or sq. km of land has). Which gives that city an exorbitant amount of IRA. An amount, which may or may not reflect the actual economy, business, and trade in that city (but probably not).

^^ I think this started when Negros or should I say only Negros Occidental wants to have the whole Negros Island as a region even if it doesn't qualify to be a region because the qualifications for being a region are Language and Culture.
There's nothing wrong with what Collin posted. In fact, Kabankalan had this because it is very dependent, in fact 2nd most dependent city in the region to the IRA.
How would those in Aklan or Capiz react if they found out they have to travel even farther just to have new passports or whatever? Think for the majority.
Well at least you can see the kabankalan a progressive city , About the Pavia town I remember that was 1997 when Cory Aquino declared the town as the agro industrial center in western visayas. in the command of former late mayor june gorriceta, he was proud to annnounced during the fiestas . na "matib-ong and banwa sang pavia, in 10 years". so what happened? and Kabankalan at that time is only small town, or i called sitio lang sang Pavia. but now ano na. may airport na.

Why don't you come over to Negros Occidental, Chy? You will be surprised to see that Kabankalan, Cadiz, Talisay, Victorias, San Carlos, Sagay, and Silay are a bit crowded at the city center. They are quite deserving of their designation as a city. If you remove the farmlands surrounding each of the above mentioned city, you will only get a much higher population density which means that the hacienda's do not really contribute much to the population density. You will also find that the income does not only come from purely agricultural sources.
Cadiz has income from fisheries, sugar, and commercial revenues as it is the main city in the North. It does not survive on plantation income only. It's shops cater to the needs of the surrounding towns.
Kabankalan is the commercial & transportation center for the South and it is bustling city. People from as far south as Hinobaan go to Kabankalan to Shop. Kabankalan is not a provincial capital like Roxas or Dumaguete, and yet it is growing and attracting investors. This in itself proves that Kabankalan is not a mere town with a bloated land area.
Talisay is just a suburb of Metropolitan Bacolod. It's main source of income up to the eighties was from the sugar industry. Now it is home to prestigious developments. Ford and Honda built their dealerships there despite it's rather small population. It is now home to some of the richest people in the Visayas. It's downtown is bustling and is made up of several streets.

Why don't you come over to Negros Occidental, Chy? You will be surprised to see that Kabankalan, Cadiz, Talisay, Victorias, San Carlos, Sagay, and Silay are a bit crowded at the city center. They are quite deserving of their designation as a city. If you remove the farmlands surrounding each of the above mentioned city, you will only get a much higher population density which means that the hacienda's do not really contribute much to the population density. You will also find that the income does not only come from purely agricultural sources.
Cadiz has income from fisheries, sugar, and commercial revenues as it is the main city in the North. It does not survive on plantation income only. It's shops cater to the needs of the surrounding towns.
Kabankalan is the commercial & transportation center for the South and it is bustling city. People from as far south as Hinobaan go to Kabankalan to Shop. Kabankalan is not a provincial capital like Roxas or Dumaguete, and yet it is growing and attracting investors. This in itself proves that Kabankalan is not a mere town with a bloated land area.
Talisay is just a suburb of Metropolitan Bacolod. It's main source of income up to the eighties was from the sugar industry. Now it is home to prestigious developments. Ford and Honda built their dealerships there despite it's rather small population. It is now home to some of the richest people in the Visayas. It's downtown is bustling and is made up of several streets.

I've been outside Bacolod several times but not too far. I hope too that I'll be able to visit them in the future.
I'm not saying they don't deserve to be a city, I'm sure they do. I'm just clarifying on the computation on how much a city gets as IRA and how the political/geographic setup favor them to become cities and when they do, get a lot of money from IRA.

Another good thing about this development in the entire province is,it is widespread in several town and cities and is not only concentrated in one area.The whole province is moving in progress all along together.

Torre Memorial Hospital) has acquired the latest state-of-the-art equipment, making quality health-care available and accessible to Negrenses. "We are on the era where modern technology is truly a partner in giving efficient, accurate an fast medical services to our fellow Bacolodnons and Negrenses," Riverside president Joaquin Torre said Monday during a media presentation of the hospital's modern facilities.
Riverside is also recording a first in Bacolod City hospital care when it opens its satellite services center on May 30 at the Lopue's Extension in Barangay Mandalagan. Basic health services, including facilities for laboratory tests, an Outpatient Department with Consultation Clinics, X-ray and ECG services as well as a Pharmacy will be available at the center, which Torre envisions to be of service to residents of the northern-side of Bacolod. Among the guests at the inauguration on May 29 will be Spanish Ambassador Ignacio Sagaz Temprano.
The first of the series of extension services that Riverside is set to implement, the satellite center in Mandalagan will offer the same outpatient rates like in the hospital and will also recognize senior citizen discounts, RMC vice-president for operations Ma. Cecilia "China" Gallaga said.
Torre has also introduced Riverside's paradigm shift that promotes hospitality care as a basic complement to hospital care. Riverside is a people's hospital "we want to make our hospital smell and look like a hotel", he said.
But while Riverside boasts of top-of-the-line technology that makes it a center for wellness that is at par with the best medical centers in the country, it also offers package deals for surgery and OB-GYNE. "We are re-engineering the hospital and offering the best technology and at the same time make it more affordable to the public," Torre said.
Riverside marked a first in Philippine hospital care when it adapted the pneumatic tube system that ensures the fast and efficient transport of medicine and laboratory specimen to the different areas in the hospital.
What many people don't know about Riverside is that riverside is that it has many firsts in Western Visayas and in the Philippines, Gallaga said.

The laboratory is also equipped with a fully-automated Sysmex Coagulation machine which determines clotting factors for prothrombin time, activated partial thromboplastin and thrombin time. The hospital is also set to implement the laboratory information system solution that will integrate machines in the laboratory. The Non-Invasive Vascular Laboratory also has the HDI 5000 Ultrasound Sono CT and the HDI 4000 Ultrasound System, which allows, among others, live viewing of the fetus inside the womb. The HDI 5000 Ultrasound Sono CT, meanwhile, can do multidisciplinary cardiovascular procedure and is capable of rendering 2D Echo with Color Doppler Stress Echo, among others.
Riverside has also revolutionized its radiology department with the acquisition of the Fuji Computed Radiography that offers better diagnostic quality than conventional film and screen methods. The dialysis center has been spruced-up with state-of-the-art machines, although the price for treatment has gone more than 50 percent down compared to six years ago, dialysis center head Sharon Estores said.
Apart from the advanced technology that Riverside offers, the hospital has also strengthened its patient-centered approach at the Emergency Room, department head Dr. Dave Gamboa said. - Cedelf P. Tupas

Bacolod business-friendly finalist

The City of Bacolod has been selected again as a finalist for the 2007 Most Business-Friendly Local Government Unit, City Category in the whole Philippines, Bacolod City Administrator Roger Balo said yesterday.
Balo said the invitation dated October 4, 2007 addressed to Mayor Evelio Leonardia was signed by Miguel Varela, the chairman emeritus of the Philippine Chamber of Commerce and Industry. He said the final judging will be on Oct. 9 at the Heritage Hotel in Pasay City.
Balo said he will represent the mayor in the final judging and he has requested Permits and Licensing head Ardis Jaculina to assist him in the final interview.
Leonardia has left for Las Vegas as guest of Philippine ring icon Manny Pacquiao in his fight against Marco Antonio Barrera on Sunday.
Balo said he is optimistic that the city will win the award.
Bacolod City was adjudged the Most Business-Friendly Local Government Unit, City Category for Visayas last year by the Philippine Business Conference Award Committee of the PCCI.*CGS

to me iloilo is much bigger and ahead of bacolod...
using common sense just like two loafs of bread.. one is bigger the other one is smaller..
common sense tells u the larger one is better u can eat it in say 3 mouthfull of bites than the smaller one which u can just swallow whole.
but the fact is the smaller loaf made is twice as large as the bigger loaf becoz it's mass compressed more tightly than the bigger loaf yet occupies less space.
based on my obersavtions i can say the same with the case of the city of iloilo and bacolod.
iloilo is like the small bread.. it may seem small but it is more densely packed and when u expand the borders of iloilo into 150+ sq km same as bacolod it would eat up nearby towns like oton.. pavia.. etc,,
When that happens iloilo will surpass bacolod's population and will dish out numbers bacolod will not be able to match.

On the news sometime ago i heard some gov't officials in central luzon region want their towns to become cities... but the citizens refused and go against it.. becoz they don't feel their little tiny town fit to be called a city becoz it would be ridiculous and funny... and i salute them for staying and keeping it true.. that what the rest of us should do and stay true keep that fake plastic stuff away.

By the way guys,this December hopefully maka abot na ang box nga ginrequest ko nga donation sang mga Filipinos ko nga kilala.It contains used clothes,toys and etc.etc.Please send me a pm for some of the charities in Bacolod,like Home for the boys,or best mga orphanage.I'll need one or 2 lang.Kaloy-an basi madamo na macollect ko next year.:)

Hyping????????Are you saying we are denying the reality in Bacolod? we are just posting the developments in here which is beneficial for others and that we always haveprovide and attached the necessary document,data,pictures to support it.I myself is not in Bacolod and this is the other way i think i can help my city aside from the remittance that i send.We are not hiding something in here.Bacolodnons are everywhere,they are hunger for news and how thier hometown is doing.Imagine the viewers you get from this forum,huge.We are doing our share here in promoting the city image and what the city can offer for those plan to travel and visit Bacolod.This are not motives to compete with other cities.I suggest you wait for your time and run for a position in the City and do whatever you think is best for the city.For the meantime,do your share.Do it in a positive way.Think of what you can do good if you are really sincere in uplifting the lives of every Bacolodnon.One tourist that you can convince and the money they spend there,can feed the needs of one family.:)

How can we progress if we only talk all positive things?? and WE TRY TO AVIOD THE PROBLEMS AND NEGATIVE THINGS WE SEE EVERYDAY IN OUR CITY?? Like our poor gov't officials example like monico and bing they both fight amongst each other but both of them are crap politicians that are only concern on the spotlight and media hype. They never do progress, infact they hinder our progress.
Making the little nonsense things big on the media and make the people content becoz they think awww this is something big but infact it's nothing it is senseless like the SEA games, the football, the monico TV show.. it all means nothing yet they want the feeble minded to think it is something big.
So in the process people will not ask for more they will not search for bigger things and strive for it becoz their definition of progress and something big became shallow.
I don't want to convince tourists saying it's all this and but when they go here it's not what they expect. Let's keep things for real, remember most tourist are from well off countries when we talk to them about our urban progress they will just laugh inside... what they go here for is the beach resorts.. nature... the hot weather.. or finding a wife to take care of them etc.

The question is, what have you done so far to help your city or province? This is Bacolod Thread we have seperate Thread for Negros. Things are moving progressively.We don't have instant solution to this.This problem that you are saying is not being experienced by our province alone.The entire nation is having this problem and you cannot wipped it out in one day,one month or in a year.All is striving to make everyone a better life.Even First World Country have poverty and problem.Just do your share,simple.We are known to be a Third World Country and people overseas knows what to expect from it.All i'm saying is share whatever we can offer beacuse even me i was amazed with all the beautiful places in Negros and coudn't believed that they do exist.They are comparable with what the others countries can offer.I can attest to that beacuse i have been travelling and sometimes i feel cheated beacuse ours is more better.We cannot neglect the fact that we lack investments in infrustracture.We have to deal with it.We are not scaping the truth and the reality here.
For me,as what i've seen with my last visit there,so many improvements have been done in a matter of year and more surprises evrytime i go home.Tourism generates jobs and a good example is Thailand.I know we get a very small pie of the tourism market and we need to work hard.We'll get there soon!Our small share will go a long way.:)

One thing I can say about the Negrense people as a whole is that they are not "Ingrato". When the Negrense meets a foreigner, especially an American, they usually see a friend and are often to happy to assist him/her. My wish is that we never change and that we will always remember the good that people from their country have done for us...

We all want progress but one of the things i find so ridiculous... is example.. like weee!! may bagong 4 story building!!... then someone will post a full 1200x600 pics of it... in 5 different angles.. xD
i mean what's the big deal u know... ang iban gani nga syudad and iban nga countries sobra pada pero they just keep a low profile on it. Abi pigado pero kibut kna lang pag ara kana 2 nga amu na ni sila gali ya ka asenso. Ga pa simple lang daw sa wala lang pero grabe na gali ang lamang nila sa atun ya.

You are still very welcome to visit Bacolod even if you think that most of the Negrense people as "tikalon". That is your own opinion and all I could say about my fellow Bacoleno's is that they are very competitive and will do what is needed to reach their goal. As some famous person used to say "pretend to be one until you get there". I don't find anything wrong with ambitious people so long as they study, work hard, and do everything honestly.
One thing I could say about the Ilonggo and Negrense is that they are basically honest. We haven't lost anything during the past two decades to thieves here in Bacolod and in Iloilo. I left over PhP 10,000 in the car when I left it in the carwash in Mandalagan and I still found it in the same place and arranged in a neater manner inside the glove compartment after fetching it two hours later.
In Iloilo, my father left his mobile phone in a cab and the cab driver returned within twenty minutes to the terminal to return the phone. He did charge PhP 50 for the fuel and toll fee but would not accept anything more.

For you nga ara ka dira no deal,pero sa mga OFW's big deal and we are happy looking at it.We are so thankful and have appreciate thier effort in sharing it in here.You have to be aware of this,once in a blue moon lang ang iban makapauli.And iban 10 years,15 years like ang kilala ko 11 years and naingganyo siya magpauli tungod sang mga nakita niya diri.This is the the only outlet for some OFW's and others who wants to know what going on in there in terms of development.Indi ka man makakita sang mga good news sa newspaper puro negative man lang and that's not new.So kon ikaw ara sa abroad di ka ganahan magpauli at least nacompensate ka diri sa mga updates.Be happy of what Bacolod has achieved kay kon dira ka lang di mo maappreciate ang gakatabu.i have known some friends who went home and has came back and they were happy with what they saw with developments.It give them more inspiration to work hard for thier retirement in the Philippines which they have not planned before.But when they saw thing are more better and heading in a good direction they've decided to retire there and make some investment while thay are here.I know how hard life there for some ordinary Bacolodnons and same with rest of the country.And Bacolod is not only doing this about the thing you don't like.Visit the other threads of the Cities and Towns all the way from Luzon to Mindanao.:)

di nata mag bais sa iloilo ako gina admit ko gd nga ahead gd ang iloilo city overall sa atun.. di nta mag bais pa kun cnu ahead kun cnu number 1.. dis and dat.
kag isa pagid.. ang negros tood magaranon daku sa income tungud sa mga haciedas kag mag bigtime ng mga family ari diri.
pero ang pamangkot ang ina nga income ga balik bala sa pamuluyo?? or naga tinir lang sa mga prominente nga pamilya?? gina invest bla nila diri balik sa probinsya para maka generate jobs or do they invest it elsewhere??
Siguro amu ni ang rason ngaa nga saka dako sang kwarta nga gina generate sang atun probinsya pwerte dyapon kadamu sang mga pigado.

I do understand your sentiment pero maskin diin parti sa pinas damo pigado,nagatinguha na sila,that's why we have to be happy with the entry of Call Centers,Shopping Malls,Restos and Cafe,They have encourage the locals for enterpreneurship.There are livelihoods to help them.maskin ako di ko na nalipay sa situasyon sang iban naton nga kasimanwa.Look at those who have succeeded in life nga pigado.Indi nangin hadlang ang ila pagkapigado sa ila nga pag asenso nga wala may ginasaligan.Kinahanglang lang dira ang damo nga investment.forget the dirty politics lets just do whatever we can.Fight lang bala,may pag asa pa.:)

tol, i feel negative becoz i think we wasting a lot i think bacolod will be so much better than this so called present progress... this present progress is pathetic and small.. We are not realizing our true potential and if we could only workout things the right way things for bacolod will be so much bigger and better than this.
if only ang income nga gina generate sang province ga balik sa province mismo kag wala ga kad2 kun sa dn nga lugar gina invest.

tol, i feel negative becoz i think we wasting a lot i think bacolod will be so much better than this so called present progress... this present progress is pathetic and small.. We are not realizing our true potential and if we could only workout things the right way things for bacolod will be so much bigger and better than this.

The CICT looks at factors like availability of human resources, peace and order, power and telecom infrastructure.
"Redundancy is an important factor in terms of infra. There must be at least two telcos or service providers present (in an area)," Ibrahim said in an interview.
Aside from those in Metro Manila, the initial list of cities include Cebu and Davao in the South that already have a sizable number of BPO firms.
"Bacolod (Negros Occidental), for example, has been getting a lot of interest. Sta. Rosa (Laguna) is also investing in a number of buildings that are attracting investors," Ibrahim said.
Other cities identified by CICT include General Santos, Dagupan (Pangasinan), Cabanatuan (Nueva Ecija), Bacoor (Cavite) and Lipa (Batangas).
The CICT was assisted by Department of Trade and Industry regional offices in doing the assessment.

to develop ICT roadmap
Local Information and Communications and Technology education stakeholders will hold a province-wide conference and preparatory workshop on October 29 and 30 in Bacolod City to develop a provincial ICT roadmap.
Councilor Batapa-Sigue, chairperson of Bacolod IT Focus Team and conference convenor, said the conference seeks to make Bacolod City and Negros Occidental viable IT locations by pursuing ICT readiness and competitiveness.
Other convenors aside from Batapa-Sigue are Lea Gonzales, director of Department of Trade and Industry-Negros Occidental; Yolanda Porschwitz, director of the Technical Education and Skills Development Authority; Sheila Oberio, director of Department Science and Technology-Negros Occidental; Mary Tolentino, chairperson of the IT Schools Network-Negros Occidental; and Bonifacio Belen, executive director of the Cebu Educational Development for IT.
During the two-day conference, participants will develop a comprehensive plan to yield a more accurate picture of the provincial workforce and a rationalized program of infrastructure and human resource build-up.
Moreover, they will also build on respective strengths as the conference will encourage synergy and avoid duplication of efforts and minimize competition among local government units.
Batapa-Sigue said that after the conference, the convenors envision stronger networks with other cities like Cebu and Iloilo and linkages with concerned government agencies, industry associations and the academe.
The conference will also tap local ICT advocates in designing mechanisms to lobby for review and update of the country's education system for the integration of ICT.
+++ Meanwhile, Commissioner Monchito Ibrahim of the Commission on Information and Communications Technology welcomed the conduct of a province-wide ICT conference, Batapa-Sigue said.

I think bacolod's busiest year was 2005 during the sea games..it also had the uni games at that time..and then last year the ASEAN football qualifiers was also held at Panaad...
makes you wonder ; when will bacold host another international event??

National youth confab kicks off in Bacolod

THE national convention and first youth encampment by Pag-asa Youth Association of the Philippines (PYAP) hosted by Bacolod City and Negros Occidental kicked off yesterday at Panaad Park and Sports Stadium in Barangay Mansilingan, Bacolod.
Themed "Kabataan, Pahalagahan Para sa Kaunlaran," the convention will run from Oct. 7 to 11.
PYAP is a community-based organization handled and supervised by the Department of Social Services and Development for the out-of-school youth.
It aims to strengthen the psycho-social competencies of the out-of-school youth through the provision of preventive and developmental activities and projects.
Participants are from 17 regions in the country.
Organizers are looking forward to give the youth sector the avenue to excel and show their potentials that somehow were forgotten by the society.
Among the activities that will highlight the weeklong event are the cultural presentation to be participant by every region, fellowship, friendship games, formulation of the national PYAP plan of action, group forum, skills demonstration, on the spot painting contest and lakbay aral.

Group formed to empower women in the farms

FOURTH District Representative Jeffrey Ferrer congratulated the Samahan ng Kababaihan sa Kuatro Distrito (SKKD) for having been organized and officially recognized by the province, therefore, will be entitled to benefits and congressional funds for livelihood projects.
Ferrer was inducting officer of the SKKD officials last Saturday, October 6, 2007 at the Grand Regal Hotel.
Ferrer urged the SKKD to register with the Securities and Exchange Commission (SEC) so it can sign contract with the his congressional office for the group's other needed resources.
Ferrer explained that, at present, there are eight pending bills in congress designed to uplift women's plight and uphold women's rights, but he does not need to wait for these to be passed.
He then told SKKD, "After my meeting with Tesda, you can already avail of congressional funding to start your training needs."
"It is more difficult for a congressman to extend help than the mayors. But I have brought along with me Pontevedra Mayor Joemar Alonso and La Carlota Mayor Demy John Honrado to assure you that our support for the cause of women is all-out," Ferrer further stressed.
Meanwhile, SKKD president Josefa Alfonso explained that the fight against poverty is long and arduous, saying, "The first priority in women empowerment is herself. She must understand her role and she must have potentials to help in augmenting family income."
"She must, therefore, transcend from her 'minor' role in society to become the leading light," Alfonso added of a woman.
"Along the way, the woman will begin to see vested interest, political evil and substandard public support system around that will stop her from leading a life," she also said.
Alfonso stressed, "This is where the SKKD will come in. Our campaign is to educate women how to source funds from their own barangay but eventually must develop a skill that goes beyond pulling weeds in the farms," she added.

The 28th MassKara Festival is expected to attract more people compared to previous years, festival director Eli Francis Tajanlangit said yesterday.
Tajanlangit said they have hit the daily 25,000 people foot traffic in the first week alone compared to about the same figures for the whole celebration last year.
"For a first week to hit a daily 25,000 people is something, meaning we are attracting more people now than we used to attract which shows that people love the MassKara Festival," he said.
Tajanlangit said if the trend continues, they will have a record breaking attendance to this year's festival.
He said this year's celebration will feature the first "Electric MassKara" along Lacson Street on Oct. 19.
Tajanlangit said they will be closing 5th Street to North Drive on Oct. 19 starting 2 p.m. The Electric MassKara parade is a dance parade that is smaller in number but with lighted dancers, he said. They have invited the Bayles de Luces dancers, one barangay contingent from Bacolod, and two other experimental groups to join the activity, he said.
Tajanlangit said they are requesting restaurants along Lacson Street to put up umbrella tables outside their establishments so people can eat "al fresco." They will install lights all over the place at night and there will be two major firework exhibitions to be sponsored by Chowking and Pepsi, he said.
On Oct. 20 they will again close Lacson Street starting 4 p.m. until nighttime for the MassKara Fantasy Costume Competition to be held starting 8 p.m, he added.
Tajanlangit said this is the launching pad of Mayor Evelio Leonardia's vision of turning Lacson Street into a tourism belt. He said the mayor is looking at Lacson Street beyond MassKara and that they might also put up something like this in the same area during the Western Visayas Tourism Assembly in November and also for Christmas.
There will also be three live concert stages along Lacson Street on Oct. 19 and 20, Tajanlangit said.
Rudy Reveche, MassKara street dancing committee chairman, said the barangay streetdance competition on Oct. 20 will be participated by about 29 barangays, while there will be 11 entries in the schools category on Oct. 18.
Meanwhile, Tajanlangit said the countdown to the Charter Day is on Oct. 18 and several Manila-based bands will be performing in four concert areas along Araneta Street.
Tajanlangit said that since Bacolod will be celebrating its 70th Charter Anniversary next year they have adopted the theme "Icons of Bacolod." He said "We are starting to focus on things about Bacolod so the festival also becomes an awareness campaign of the things we love about the city."
Tajanlangit said they are expecting the diplomatic corps, expats from Italy, Japan and the Middle East and many others to come for the MassKara Festival. He said this will be a star-studded activity with "Marimar" and "Sergio" having a mall show at SM City on Oct. 20.
Secretary to the Mayor Goldwyn Nifras said a group of showbiz personalities led by Cedric Carreon will compete against the Team Pacquiao in a basketball match on Oct. 19. Philippine ring icon Manny Pacquiao is also expected to arrive during the MassKara Festival, he said.*CGS

They have invited the Bayles de Luces dancers, one barangay contingent from Bacolod, and two other experimental groups to join the activity, he said.
Tajanlangit said they are requesting restaurants along Lacson Street to put up umbrella tables outside their establishments so people can eat "al fresco." They will install lights all over the place at night and there will be two major firework exhibitions to be sponsored by Chowking and Pepsi, he said.
On Oct. 20 they will again close Lacson Street starting 4 p.m. until nighttime for the MassKara Fantasy Costume Competition to be held starting 8 p.m, he added.
Tajanlangit said this is the launching pad of Mayor Evelio Leonardia's vision of turning Lacson Street into a tourism belt. He said the mayor is looking at Lacson Street beyond MassKara and that they might also put up something like this in the same area during the Western Visayas Tourism Assembly in November and also for Christmas.
There will also be three live concert stages along Lacson Street on Oct. 19 and 20, Tajanlangit said.
Rudy Reveche, MassKara street dancing committee chairman, said the barangay streetdance competition on Oct. 20 will be participated by about 29 barangays, while there will be 11 entries in the schools category on Oct. 18.
Meanwhile, Tajanlangit said the countdown to the Charter Day is on Oct. 18 and several Manila-based bands will be performing in four concert areas along Araneta Street.
Tajanlangit said that since Bacolod will be celebrating its 70th Charter Anniversary next year they have adopted the theme "Icons of Bacolod." He said "We are starting to focus on things about Bacolod so the festival also becomes an awareness campaign of the things we love about the city."
Tajanlangit said they are expecting the diplomatic corps, expats from Italy, Japan and the Middle East and many others to come for the MassKara Festival. He said this will be a star-studded activity with "Marimar" and "Sergio" having a mall show at SM City on Oct. 20.
Secretary to the Mayor Goldwyn Nifras said a group of showbiz personalities led by Cedric Carreon will compete against the Team Pacquiao in a basketball match on Oct. 19. Philippine ring icon Manny Pacquiao is also expected to arrive during the MassKara Festival, he said.*CGS

THE plan of Mayor Evelio Leonardia to transfer all fish vendors along Luzuriaga and Gatuslao streets to Bonifacio and Ballesteros streets met vehement objection from a Chinese-Filipino businessman.
Businesman Jose 'Tong-on' Go, one of the old-timer Tsinoy businessmen in Bonifacio street, expressed confusion in Monday's joint committee hearing conducted by Councilors Alex Paglomutan and Wilson Gamboa Jr., chairmen of the City Council committees on market and traffic, respectively.
Go also cited Leonardia's letter to the council seeking authority to enforce the clearing of fish vendors surrounding the Central Market.
According to Go, who claimed to speak for several Tsinoy business owners along Bonifacio and Ballesteros streets, "Our invitation did not mention anything about gathering all the fish vendors and closing Bonifacio street for them."
"But to gather all the fish vendors to Bonifacio and Ballesteros streets will not make Bacolod a 'City of Smiles' but 'City of Smells'," he said.
James Chua, president of the Bacolod-Filipino Chinese Chamber of Commerce, Inc. (BFCCI), stressed that to show concern for the livelihood of fish vendors, the mayor should not make any move at the expense of others.
"Closing the Bonifacio street will deprive businesses there of loading and unloading spaces and discouraging potential clients knowing that at a certain period, roads will be closed for them," Chua said.
Another Tsinoy businessman at Bonifacio, Mars Yu, reminded the body of one's constitutional rights to road access and that roads are not made for fish vendors.
To settle the matter, Paglomutan, Gamboa, and City Legal Officer Allan Zamora accepted all contributions of the affected businesses.
Paglomutan appealed to the Tsinoy community that "the Mayor's plan will be on an experimental basis."
Zamora, instead presented the plan of the City Planning and Development Office (CPDO) where the Masa Mart and the fish vendors will be moved towards the extreme side of the market and there will be no parking on the other side.
Paglomutan and Gamboa agreed that 2.5 meters will be allocated for access but the City must implement a no parking policy except for loading and unloading of stocks.

I enjoyed the concept of closing the Araneta Street during the Charter Day for the bands playing all together.It is closed to all vehicles starting at 5pm.Walking through the streets of Araneta while each bands offering different types of music,it is truely a diffirent kind of experience.Turning the entire street into a massive place of revelry.You can see people of diffirent ages,enjoying the moment,dancing to the tunes and partying all night.
I remember like three years ago,they installed a huge projector in front of the City Hall and a helicopter with a cameraman from ABS-CBN running around capturing the faces and the scenes around the area transmitting it to the projector live and if people see thier faces in the projector screen they screamed,wave and some reveal thier more wildier side thru gestures and dance moves.That was really a one big street party.
And this year,aside from the Charter Day Celebration in Araneta St,this time another street party in Laczon St. with the introduction of the Electric Masskara.

i dont think this concept is new. but having this kind of activity is agood addition to the already famous masskara streetdance that we are all used to. this concept is somewhat similar to the Bailes de Luces Festival of La Castellana, thus they we invited to prform during the elctric festival night. and i guess Bailes de Luces (or the Dances of Lights en español) pa ang ang festival sa bilog nga pilipinas nakita ko nga gabi ang main event. because they need to perform under the dark skies. Bailes de luces is held every new year sa La castellana.

nag nami na gani actually ang charter day tungod sang countdown. i remember 2 years ako, gulpi nag ulan. ara ko sa tunga dalan. what i did was run to dunkin donuts, asked for a small plastic bag, ina bala ang good for one donut nga silopin.... kag gin ***** ang cellphone ko kag nag balik pamayli sa tunga dalan. in short, i was partying all night, dripping wet. ehehe
but it was fun! on of my most memorable charter day experiences ever.

During the third week of October, the long and wide roads of Bacolod City, capital of the Sugarlandia, Negros Occidental gets short, and narrow. While the locals are busy preparing for the greatest performance of their life, tourists are scrambling to get the cheapest airfare leading to the city, or make hotel reservations.
This is October. And this is the Masskara Festival. It is during this time when the Philippines’ City of Smiles gets loud colorful and crazy. Masskara is a Celebration of Life. It is a yearly tradition that reminds people to be strong and firm despite all the problems, and tragedies.
Bacolod City Philippines Masskara Festival
History would tell us that more than two decades ago, Bacolod City and the entire province of Negros Occidental were worst hit by the slump of prices of sugar in the world market. As if this is not enough, a ship of Negros Navigation sank killing hundreds of Ilonggo passengers. And to add more pain to the itching scar, Time, one of the world’s best-selling news magazine published an article about the hunger and poverty crisis in Negros Occidental.
No. It didn’t just publish an article. It made the cover page. An image of a young malnourished Negrense kid made it as its cover. And because of that news reportage, malnourished kids were then called the “Batang Negros” (A Negrense Kid).
Many civic groups in Bacolod then thought “Enough is enough. We should not let this catastrophes and disasters bring us down, no matter how strong they are” So they all planned and think of activities that could uplift the spirits of the people.
Civic leaders, then headed by cartoonist, Ely Santiago, thought of creating a local festival of masks. Its idea is to wear smiling masks and hide the grim faces of the Bacoleño. And that’s what they all did. People made masks painted with different colors, wore colorful costumes, and dance to the street to the tune of the Latin music.
The event is also being covered by the national and International Press. Photographers from all over the country are all gathered in this central Visayan City just to witness this grand event.
Through the years the festival got bigger and better. Various civic groups are active in promoting the festival as the premier event of the city. Tourist arrivals are also steadily increasing each year. Although the way Masskara Festival is being celebrated today is tad different from the past, one this is still evident in everyone’s faces: To enjoy life despite all the calamities, disasters and catastrophes that we face each day.

Some 2 years ago?basi ikaw to nakito nga nagalumbayag sa ulanan.:lol: joke.It was really fun and most revellers have had a great time.At first when the rain started to pour some people doesn't bothered by it and then when the band in front of the city hall played the song "Pinoy Ako" by orange and lemons, some people who take covers from the rain,they simply rush in front of the stage and start dancing ,jumping and singing with the band.What a tremendous joy you feel from inside.That's wonderful moment you can appreciate how the crowd express thier happiness even for that short time.You can see no worries and no feeling of sadness around.:)

Fifty schools have signified their intention to join the 2007 National University Games that will be hosted by the Bacolod University of St. La Salle from Oct. 22-28.
As of yesterday, 15 schools from Manila have been given the green light to see action in the 12 sporting disciplines that have been lined up for the week-long games. The UAAP teams are led by Far Eastern University, which has showed the UniGames is its turf the past two years. FEU scored a twin-kill in volleyball and also topped men's badminton and men's table tennis and women's athletics.
Except for women's volleyball, the Tamaraws are back to defend their crowns. They are also strong favorites in basketball, along with the Ateneo De Manila University Blue Eagles, who placed third in this year's UAAP tournament, and defending champion Emilio Aguinaldo College.
Ateneo is also sending its athletics, women's football, lawn tennis and men's volleyball squads but is skipping women's basketball, where it is supposed to be the defending champion.
De La Salle University is fielding a total of 14 squads with 137 athletes, although its newly-crowned UAAP basketball squad will be absent in this year's Games. The Archers claimed a record eighth straight title in women's football last year, following victories in women's swimming and women's chess.
De La Salle-College of St. Benilde is also joining 14 events and is hoping to retain its titles in lawn tennis and table tennis.
San Beda College, which has dominated men's swimming the past few years, is set to return for another crack at the crown.
The other Manila schools seeing action are University of the East, University of the Philippines, Adamson University, Assumption College, Eulogio Rodriguez Institute of Science and Technology, Lyceum University, Philippine Christian University, Rizal Technological University, St. Francis of Assisi College and University of Perpetual Help.
With 175 athletes, USLS is joining all events except women's football. The La Sallians are seeking their fourth straight men's football crown and defending champion in sepak takraw.
Another local school, West Negros College will see action in both divisions in football and chess and men's basketball. The Wesnecans are hoping to keep their men's chess crown. Other local schools vying in the games are taekwondo powerhouse John B. Lacson Colleges Foundation, badminton favorite Riverside College, University of Negros Occidental-Recoletos and La Carlota City College.
Central Philippine University, JBLCF-Iloilo, Iloilo Doctor's College, University of Iloilo, University of San Agustin have also confirmed their participation, along with Filamer Christian College from Roxas City.
The schools from Central and Eastern Visayas are Asian College of Science and Technology, Foundation University, Holy Name University, Negros Oriental State University, Silliman University, University of San Carlos and University of San Jose-Recoletos.
The Mindanao schools include Ateneo de Davao, Ateneo de Zamboanga, Brokenshire College, Holy Cross of Davao College, Mindanao State University-Marawi, MSU Tawi-tawi, University of Immaculate Conception, University of Mindanao, Xavier University.
Seeing action from Northern Luzon are St. Louis University and University of Northern Philippines, while Angeles University Foundation and Holy Angel University will be the entries from Central Luzon.
De La Salle-Lipa and Dasmariñas are the entries from Southern Luzon.

BACOLOD Vice Mayor Jude Thaddeus Sayson led Wednesday the distribution of checks for the City Government’s assistance to 11 schools and 29 barangays which have confirmed their participation in the 28th MassKara Festival street dance competition.
The turnover ceremony was held at the BAY Center and was witnessed by Councilors Greg Gasataya and Dindo Ramos, festival director Eli Francis Tajanlangit and street dance committee chair Rudy Reveche.
Each participating school received P60,000 while the barangays got 50 percent of the P100,000 city assistance which the remaining 50 percent to be released after submission of liquidation reports and other documentary requirements.
This year’s competition will have a record-breaking 29 entries for the barangay category of the streetdancing competition while the Department of Education limited the school entries to 11.
The school category, dubbed the TeleTech Cup, will be on October 18 while the barangay category is on October 20 and open category on October 21.

^^ Sugar,that's a very nice vision.A few more years,that could be a reality.It seems SM City is already positioned itself as one of the factor that could drive the Bacolod Economy by investing more project.I heard some project of SM City aside from what Sugarbowl Fairy had mentioned.SM City location is a prime location and imagine the impact if they would develope the whole area.It could be mini-city in a city.Let's just wait and see.

^^ Sugar,that's a very nice vision.A few more years,that could be a reality.It seems SM City is already positioned itself as one of the factor that could drive the Bacolod Economy by investing more project.I heard some project of SM City aside from what Sugarbowl Fairy had mentioned.SM City location is a prime location and imagine the impact if they would develope the whole area.It could be mini-city in a city.Let's just wait and see.
yep,,,like at the back of the robs place mall expansion having an al fresco types in a near future...this two malls are begging into a competition...having a long listings of the itenerary every months...
