^^ Agree gid ko meg. Congratulations to Bacolod in achieving that status in terms of budget allocation. But reality bites here. We want a local government that is proactive in its fight in alleviating the lives of each Bacolodnon. We dont want a big fraction of that budget go down the drain and be swallowed among the pockets of corrupt officials. Let the taxes from the people, work for the greater majority. And whether its a big or small budget, I dreamt of someday that all Bacolodnons and Negrenses' standard of living be on top of the poverty line. Where everybody can shop, dine and travel whenever and wherever they please.:)

When you enter politics you must know that you cannot pleases everyone. No matter how pure your heart in dedicating yourself in public service, still, some people will not be contented enough. And besides in politics good deeds are not counted, your mistakes ,your weakness are the ones that they will always look after for. It's human nature of having no contentment.

Yesterday was the first night of Electric Masskara and the streets of Lacson as visioned by Bacolod City Mayor, Evelio “Bing” Leonardia turned into a Tourism Belt where Bars and Restaurants along Lacson catered Bacolod’s visitors.
There were a number of Skywalkers installed from 5th Street up to B.S. Aquino Drive (Ramos) that made the street electrified and glowing. There were also two sets of Fireworks Display that really entertained the crowd especially the young ones.

I was supposed to be there but was cancelled due to financial constraints. Oh well, ara naman ko da for the past 3 Masskaras including the Silver Anniversary. Babawi na lang ko next year and yeah, the WVTA this November.

The UNIGAMES' 12th Edition
It's the biggest-ever University Games, said UNIGAMES President Roger Banzuela.
This year's edition, funded by the Commission on Higher Education, has attracted 54 colleges and universities, three more than last year's 51 schools, making it the most well-attended since UNIGAMES started in 1996. The Philippine Sports Commission is also assisting the games as it has done since it was organized, Banzuela said.
UNIGAMES Founder and Chairman Bro. Roly Dizon said the games are held to provide a venue for best college athletes from the provinces to compete with their peers in the big leagues, particularly the UAAP and NCAA, in a major tournament.
Four delegations – Rizal Technological University, the University of Perpetual help System JONELTA in Binan, Laguna, Eulogio Rodriguez Institute of Science and Technology (Manila) and the Asian College of Science and Technology in Dumaguete City – are seeing action for the first time in the UNIGAMES, which will be held for the ninth time at USLS. Dumaguete ‘s Foundation University hosted it twice while DLSU-Dasmarinas was the venue for the 2003 staging.
For the first time, beach volleyball has been included in the games' calendar, attracting seven teams in both men and women's divisions.
Other events are athletics, badminton, basketball, chess, football, lawn tennis, swimming, table tennis, taekwondo and volleyball, which will be played in both men and women's divisions, and men's sepak takraw.
Attracting the most number of teams, said Malot Lozada, UNIGAMES secretary general, are men's volleyball with 23 entries, men's basketball with teams and women's volleyball with 18.
Events scheduled at USLS are athletics, beach volleyball, chess, lawn tennis and swimming.
USLS will also be the venue for basketball, along with West Negros College and the Natalio Velez Gym in Silay city; football, which will also be held at the WNC field; and men and women's volleyball, with some games scheduled at the Negros Occidental Multi-Purpose Activity Center .
Riverside, which is assisting St. La Salle in the billeting requirements of the games, will host the badminton and taekwondo competitions while table tennis will be held at Lopue's South Square and sepak takraw at St. Benie School.
Metro Manila schools dominated last year's medal tally with Far Eastern University clinching 27 gold medals, De La Salle with 12, Santo Tomas with 13 and San Beda with 10. Host St. La Salle was at the fifth spot with six gold medals.
Last year's team champions were FEU (men and women's volleyball, women's athletics, men's badminton and men's table tennis), De La Salle U (women's football, women's swimming and women's chess), College of St, Benilde ( men and women's lawn tennis and women's table tennis), USLS (men's football and sepak takraw), Emilio Aguinaldo College (men's basketball), Iloilo Doctors' college (women's badminton), Ateneo de Manila (women's basketball), University of the East (men's taekwondo), John B. Lacson Colleges Foundation-Bacolod (women's taekwondo), University of SantoTomas (men's athletics) and San Beda College (men's swimming).

The Block Bldg. B opens
The Building B of The Villa Angela East Block, Western Visayas' first Information Technology Park, was inaugurated early evening yesterday, preceding the MassKara at The Block celebration.
The IT Park, situated along the junction of Burgos Extension and Circumferential Road, is owned by the Fernando F. Gonzaga Inc. headed by its president Ma. Regina Piccio and vice president for real estate Dennis Jalbuena.
Its owners describe Building B as a compact district for dining and entertainment that has a combination of strategic location, innovative and contemporary style architecture with professionally landscaped grounds, garden ambiance, paverstone walkways, park-like setting and spacious parking.
Bacolod Rep. Monico Puentevella, who lives adjacent to the area, said the Gonzaga clan is back and have added another landmark in Bacolod. The Block is an IT, recreational and entertainment hub that the city can be proud of, the solon said.
The East Block, surrounded by residential subdivisions, including F.F. Inc.'s Villa Angela, is strategically located near the site of the New Government Center, which is now under construction.*

Hi there to all. I think most of us will agree with me that this year's masskara custumes are still a replications of of last year and year before. What a shame!
Can't we have originals?
I witnessed 2005 and nothing has changed and as if I never missed it. Same barriotic weird custumes.
Nevertheless, the mask has long way changed and made more interesting but a pity they keep on having the repetitive "salakot" and "feathers". Bugtaw! designers or we all end up junk and garbage.

barriotic you say? i find the masks done in wonderfully! at least from the pix. and ive been to a number of masskara celebrations to experience first hand the intricacy of many of the designs. granting there are setbacks in some of the designs (at least from your point of view), they are all far from ending up as junk or garbage, IMO.

Consular corps giving
citation to Bacolod
BY CARLA GOMEZ
Bacolod City will receive a citation from the consular corps, a group representing the different foreign embassies based in Manila , for its impressive accommodation of some foreign diplomats during the highlight of the MassKara festival, former Bacolod City congressman John Orola yesterday said.
Orola said he and Mayor Evelio Leonardia are invited to attend a consular meeting Wednesday to receive the recognition.
He added that the foreign diplomats from U.S. , Ukraine , Lebanon , and Mongolia who witnessed the street and arena dance competition yesterday were very impressed and they told him that they will bring their staff for a vacation in Bacolod City .
Orola said this year's MassKara celebration was very successful based on the turnouts of merrymakers and visitors.
Meanwhile, more than 75,000 crowd, as estimated by festival organizers, gathered last night at the Bacolod City Public Plaza to witness the festival's closing rites where Mayor Leonardia declared that this year is the biggest and best MassKara celebration so far.
“We made history this year with the longest MassKara dance parade during the barangay competition wherein 28 entries joined,” Leonardia said.
He congratulated the festival organizers and everyone who contributed to the success of the celebration.
In his assessment, festival director Eli F.J. Tajanlangit said the bar has been risen higher this year and the organizers will have to keep on raising it every year to give only the best for the people of Bacolod .
Tajanlangit also cited the artists' community in Bacolod for playing a central role in the festival. Without the active participation of the artists, the celebration will not be as successful, he said.*NAB

A rousing success
After all is said and done, it can now be said that this year's MassKara and Charter Day Celebration has been one of the best so far. Congratulations are in order for the organizers of this year's festivities, who have produced another fun filled 21 days for the people of Bacolod, culminating in a weekend that showcased the creativity and resiliency of the Bacoleño.
The new addition to the MassKara weekend, the first Electric MassKara held along Lacson Street, was a rousing success in the way it attracted a whole new and untapped market of Bacoleños who had become jaded with MassKara and did not want to bother themselves with the sweltering heat and the massive crowd at the Bacolod public plaza, content with staying home during the MassKara festivities. The formula of tapping the higher end establishments along Lacson Street and turning a significant stretch of that major artery into a giant night time street party apparently worked and made this year exceptionally different when the whole of Bacolod literally came out and rubbed elbows again in the name of MassKara in spite of the not-so-perfect weather and the terrible news of the terror attack at Glorietta. For having achieved the unthinkable, the organizers should take a bow.
The older, more established attractions, like the Charter Day Countdown, the MassKara Queen Pageant, and the MassKara Parades, as usual, were also successes. The organizers didn't have to constantly improve on a tested and proven concept, but the primary reason why people from all over the world still flock to Bacolod on this particular weekend, year after year, is the dedication and panache of the organizers and the people of Bacolod . MassKara's continued success is derived from its ability to toe the delicate line between the crass commercialism of today and the fiercely independent creative spirit that was one of the driving forces that led to the creation of the first MassKara festival 28 years ago.
Over the years, the MassKara festival has become a Negrense institution. As such, it is in our best interests to ensure that it continues to thrive, improve, impress, and evolve without losing touch with its original intent. The success of this year's celebration of MassKara is a confirmation that the institution is in good hands.*

Bacolod moving fast forward? There is no stopping Mayor Bing from his economic development program. The secret has been in the investments that came and the businesses that hired many people.
If the momentum is maintained with the increase of the budget for 2008 by 32 percent and another 32 percent in 2009, Bacolod will be competing with Cebu in economic growth. And don't underestimate Iloilo because under Jerry Treñas, it is also making an impressive growth that a few years ago left Bacolod behind in income.
I was asked if Alex Espino's promise to double the income of Villamonte is realistic. I said, very realistic. With the opening of the government center and many other developments in the area, doubling the income is easy for one who knows how to manage it and is frugal enough with public funds.

OPINIONS
Along the Strip
Ninfa Leonardia It was supposed to be launched during the celebration of the 25 th anniversary of the MassKara Festival in 2004. The present festival director, who also started heading the celebration then, Eli Tajanlangit, then, revealed Saturday night that the idea of creating a festival strip, or tourist lane, along a portion of the city's Lacson Street , was already suggested by Mayor Bing then. But the festival committee, Eli said, was hesitant, apprehensive that the idea might not catch fire, not only among the residents, but also among the business establishments along the area.

That's your own opinion.Don't involve most of us.Not really most of us agree with your statement.I'd say THANK YOU and JOB WELL DONE to all the people behind it,the Dancers,Choreographers,Baranggays and Schools in Bacolod.Peace coordinating councils and most specially in Sponsors and others. You just imagine how big the event is.And despite the number of crowds,it was peaceful. Most of the Newspapers said it was successful.
We have to be grateful and understand the essence of the celebration. With the small budget to spend i find it still impressive to come up with such ideas and it's not rubbish. Many revelers have appreciated it.
I suggest, if you find yourself more better than this people who have involve and have indulge thier time and passion for the success of the festival,be a volunteer or be a part of the committee or better yet form your own group and proved that you are more better and greater idea than the rest.
Just bear in mind that most of the festivals was organized because they have asked and get the ideas from the Masskara Festival.

Aside from being this year's MassKara street dance champion, Barangay Alijis was also named Best in Masks and Best in Choreography in the barangay and open categories, respectively.

12th Unigames reels off Monday
By Henry C. Villalva
A RECORD 54 colleges and universities are seeing action in this year's twelfth staging of the Philippine University Games (UNIGAMES), which officially opens Monday at the University of St. La Salle Coliseum with opening ceremonies scheduled at 6:00 p.m.

During last year's games Dizon announced that Ched had agreed to make the Unigames its official tournament with guaranteed annual financial support thereby ensuring the league's stability.

Feedback
with Primo Esleyer
With the opening of the government center and many other developments in the area, doubling the income is easy for one who knows how to manage it and is frugal enough with public funds.
good,,,not only a province but also bacolod alone are overtaking...how much more if the ethanols there started their produces...and the rising of the 2 new cbd's in bacolod (east area, and hopefully the replacing of the old airport, and also the reclamation area) are now on development

Consular corps giving citation to Bacolod

Festival party strip a great idea – Lacson
BY CARLA GOMEZ
Former Negros Occidental Gov. Daniel Lacson Jr. yesterday called the staging of the first Electric MassKara Festival down Lacson Street a great idea and a success.
“I am sure it will bring the MassKara Festival to new heights in the future,” Lacson said.
Festival organizers shut down Lacson Street from 5 th Street to North Drive starting 2 p.m. to midnight Friday and Saturday to turn the area into party strip with restaurants bustling with activity, live bands keeping the crowds dancing in the streets, and rays of lights lighting up the sky.
On Friday MassKara dancers in lighted up costumes danced down the strip and on Saturday models in fantasy costumes turned Lacson Street into their catwalk.
“ Turning Lacson Street into a party strip drew many first timers to the MassKara festivities. A new door to tourism has been opened,” the former governor said.
German seafood processors and traders, who were guests of Lacson Saturday evening, were among those who joined the revelers dancing in the streets.
As soon as the Germans walked down the party strip and saw the lights, people, and festive décor they said – “this is what we want!”
“Sold na sold sila, enjoy na enjoy, they asked me if they could please stay a little longer because they were having so much fun,” Lacson said.
For banker Benjie Gonzaga and many of his friends Friday and Saturday at the party strip was the very first time they had joined the MassKara Festival.
After 28 years it was a first for many and they enjoyed the experience, I was really impressed, Gonzaga said.
It was a mingling of people from all walks of life, the party strip addition to the MassKara festival is something new and off to a good start, he said.
Many people avoid the plaza festivities of the MassKara because it is crowded and hot, but with the opening up of Lacson Street to the festival now we have a place where we can be proud to bring our friends, Gonzaga said.
The MassKara is getting to be like Rio de Janeiro 's mardi gras, he said.
Cugie Loarca, alumni relations officer of the University of Saint La Salle , said he likes the Electric MassKara very much, it is good because the festival organizers are reaching out to more people to come and participate in a more comfortable setting.
Loarca said he and a lot of his friends enjoyed it and he heard many already talking about inviting friends for next year's festivities.
It drew a mixed crowd from the older to the younger generations from various classes, and the streets were kept safe and fun, he said. Many foreigners were also seen at the strip.
Crowds flocked to restaurants along Lacson Street , many of which had set up tents along the party strip for outdoor dining and a good view of the lighted up MassKara dancers on Friday and the fantasy costume parade on Saturday.
They were also entertained by seven bands provided by Smart, Coke and San Miguel on three stages down the party strip that kept many dancing on the streets until way past midnight Saturday, Electric MassKara director Manny Montelibano said.
Smart also provided a series of entertainment activities at its stage in front of the Philippine National Bank from early afternoon to past midnight Saturday that was capped by performances by television entertainers Luningning and Mariposa.
Artists Joe Geraldo, Tristram Miraveles, Otay Hecita, Niel Bienevente, Dennis Ascalon and Charlie Co kept a face painting activity going at the Electric MassKara site that drew the young and old.
And fireworks on both nights lighted up the sky and drew applause from the crowds. Overall MassKara Festival director is Eli Tajanlangit.*CPG

Rep. Mikey Salutes the Resilience, Character of the Bacolodnons (http://www.negrosdaily.com/oct2207h2)
By Carla N. Cañet
"We love you as much as you love us," said Presidential son and 2nd District Rep. Juan Miguel "Mikey" Arroyo of Pampanga as he salutes the resilience and character of Bacolodnons. One good example he cited was during the Charter Day Countdown, October 18. Despite the rain, he noted, the crowd stayed to enjoy the street party.
He was the one who declared the street party open, with Bacolod Mayor Bing Leonardia. And on October 19, 2007, being the guest speaker, he told the audience at the 69th Charter Day program that "you are a different breed. I am proud and I salute your character as a people. This is the heritage we must teach our children."
He said he is supposed to be with his family in the US. But he stayed because of the invitation by Bacolodnons to be the guest speaker in a very memorable occasion which is the foundation or Charter day anniversary of Bacolod, the capital city of the province where his beloved father came from.
"I will be with my family after this celebration and I will surely teach my children about the Bacolodnon's resilience," he said. He urged city officials here to continue "to move ahead with your resilience."
Meanwhile, Mayor Evelio R. Leonardia in his Charter Day message was proud to inform his constituents that Bacolod will soon become a member of the Billionaire's club citing the proposed P1 billion budget for 2008.
"I am happy and very proud to report to you something historic which has never happened before that I submitted a proposed budget for next year to the tune of P1 billion, which we can now say, we belong to the Billionaire's club in the Philippines. Its an increase of P245 million or 32% from this year's budget of P755 million," he declared.
Bacolod is the only city in Western Visayas with a Billionaire status. "It's because we have increased our local tax collection. We will soon wean away our dependence on the Internal Revenue Allotment. This is something unprecedented," he said.
The city has improved tremendously the employment opportunities when call centers employed 3,000 call center agents and SHOEMART also hired more or less 3,000 to 4,000 employees. In 2006, there were 5,900 employees who were hired and in a period of six months, there were 6,200 employees hired.
This is a very interesting part of being on a momentum."We will not let this golden opportunity slip away," he said. The city will continue to maximize the stronger partnership with the private sector.
"We are experiencing something we never had for so long especially in the political aspect as his political group Grupo Progreso continued to be intact and in fact some councilors who are not their partymates are joining them to make Bacolod move fast forward," he said.*

Twelve representatives from different consulates around the world came for the MassKara and Charter Day celebrations in Bacolod City , recently, a City Hall press release said.
They came from the United States , Monaco , Ukraine , the Ivory Coast , Japan , Maldives and Gabon .
These dignitaries later visited the cities of Talisay, Silay and Victorias, in Negros Occidental and were later treated to dinner at the Sweet Gardens by Bacolod Mayor Evelio Leonardia. They also witnessed the 1 st Electric MassKara Dance Parade, the press release said.
A cocktail in their honor was later hosted by former Rep. John Orola at the Casa Orola, Rizal-Hilado Streets, Bacolod City, the press release added.*
Greenpeace campaigns director cited (http://www.visayandailystar.com/2007/October/23/people.htm)
The campaigns director of Greenpeace Southeast Asia was featured by TIME magazine as one of the most innovative and influential protectors of the planet, a press release from Greenpeace said.
Von Hernandez was named as one of this year's “Heroes of the Environment,” for his unrelenting campaign against waste trade and highly polluting waste incinerators in the Philippines and the region.
Hernandez started working with Greenpeace International in 1995 as coordinator for the environmental group's toxics campaign in Asia . It was during this time when he launched the campaign against the ill-advised plans of setting up waste incinerators to deal with the burgeoning waste problems of Metro Manila, the press release said.
His campaign exposing the economic pitfalls, environmental and public health hazards of toxics pollution from the burning of waste, quashed these plans.
That campaign culminated in the passage of the Philippine Clean Air Act in 1999 that included the first ever national ban on waste incineration. With allies in the Philippine environmental movement, Hernandez subsequently and successfully campaigned for the approval of the Ecological Waste Management Act, which mandates the segregation of wastes and the development of materials recovery facilities and recycling targets nationwide.
For this work, he was awarded the Goldman Environmental Prize in 2003, considered to be the equivalent of the Nobel prize for grassroots environmentalists.
Hernandez is the first Filipino to win the prestigious award whose previous awardees include Nobel laureate Wangari Maathai, the press release added.*

Eight out of 20 entries were chosen and worn by models during the Grand Suki Day. From the top eight, three were selected by the judges.
Winning first place was the entry of Teody Nicol, who was awarded P7,000 in cash. His entry describes the pizza Pinoy, the press release said.
Second place winner was Genaro Goopio III, who also took home P4,000 in cash. The youngest among the contestants, Mary Jocynth Regollo, bagged the third place and P2,500 cash. All received gift certificates.
The top eight winners got consolation prizes, the press release added.*

Business booms during MassKara
BY CHRYSEE SAMILLANO
The MassKara Festival has truly matured and can be considered at par with the rest of the world's festival because it is now attracting its own tourists, Silver MassKara Festival director Eli Tajanlangit said yesterday.
Tajanlangit said a hotel manager told him that most of their bookings now are not for conventions, golf tournaments or any family reunions but simply for the MassKara Festival.
He said one soft drink and beverage company has reported a 300 percent increase in its sales compared to that during the 2006 MassKara Festival, while a hotel/food outlet has reported a 500 percent increase in income.
“This is aside from these mainstream businesses and the underground economy that was made very robust during the festival,” Tajanlangit said. There were almost 2,000 small entrepreneurs in the festival site and he also saw people selling masks to the tourists in the hotel entrances Sunday evening, he said.
Mayor Evelio Leonardia said thanked the festival committee led by Tajanlangit, the city officials and employees for their full support and the people who have been contributory to the success of the festival. Tajanlangit also thanked Leonardia for his trust and confidence in him.
“Res ipsa loquitor (a Latin maxim which means ‘the thing speaks for itself')” was how the Mayor described the recent 28 th MassKara Festival and 69 th Charter Day anniversary celebrations.
Leonardia also lauded the police for maintaining order in the city during the festival which came at a time when a bombing incident occurred in Makati . “We were in fact very concerned and tense about the situation but we were in constant contact with the police and the military to ensure that nothing untoward would happen in the city,” he said. He also thanked the public for their cooperation.
Chief Insp. Noel Manaay, Police Precinct 1 commander, said the police exhausted all efforts to ensure a peaceful celebration of the MassKara Festival. He said they arrested pickpockets and cellphone syndicates from Cotabato, Cebu and Manila . On Oct. 20 they were able to recover more than one kilo of marijuana with a market value of about P200,000 in Brgy. Banago, he added.
Leonardia also lauded the participation of the DepEd saying their costume and choreography was beyond their expectations.
Meanwhile, Tajanlangit said he believes sponsorship in the streetdance competition should be encouraged because they hope that the barangays will become financially independent - with or without support from the city. “In fact we already conducted orientation in the barangays to handle the so-called ‘media values' that they could give to the sponsors because we would like to see the day when the barangays will be able to stand on their own,” he said.
Tajanlangit also thanked Sayson and Bais for asking the Comelec to exempt the release of the funds intended for the streetdance competition from the Comelec ban.
On the other hand, Leonardia said that, “With the innovation at Lacson Street we can say now that with the Bacolod Festival Strip – the new tourism attraction for Bacolod has been born.”
Vice Mayor Jude Thaddeus Sayson said he continues get positive response from all sectors concerning the Electric MassKara concept, saying the new innovation is very good and they are hoping to make it a bigger event next year with more participants.
Tajanlangit said they really could not pinpoint who among the artists suggested the Electric MassKara but he believes it came from the many sessions he had with the creative team during the last three years.
But he could remember that it all started in 2004 after the MassKara Festival when the Mayor suggested that they consider turning Lacson Street into a tourism belt of the city, he said. Because it was becoming the restaurant row of the city, they thought of putting up the first Electric MassKara in the area this year, he added.
Leonardia said in 2004 when the Countdown was introduced, it was a resounding success. He said the Lacson Festival strip will become part and parcel of future MassKara celebrations.
They got positive response not only among the residents but also from visitors who found it unique, Leonardia said. “So that is another trademark of the MassKara Festival and this is in line with our connotation that from time to time we should have innovations to keep the MasKara on track, at pace and ahead of other festivals,” he said.
Leonardia also thanked the commercial establishments along Lacson Street for their cooperation and the Lord for the good weather – despite the CNN weather forecast.
If the people did not embrace the MassKara Festival as their own it would not have undergone this metamorphosis, Leonardia said. “This was a people's creation and I'm very proud to be the Mayor of these great people of Bacolod ,” he said.
Councilors Greg Gasataya and Al Victor Espino said also thanked the people of Bacolod for the positive response and support to all the activities of the city.*CGS

Take advantage of ICT job opportunities: exec
Labor and Employment Undersecretary Danilo Cruz said Bacolod City should take advantage of the job opportunities offered by information technology and business process outsourcing industries that are starting to expand outside of Metro Manila.
Cruz, who attended the highlight of the MassKara celebration, said Metro Manila is running out of call center agents, prompting call center companies to tap other areas like Bacolod City for expansion.
Aside from the call centers, Cruz said medical transcription is another booming industry in the country that Bacoleños can benefit from.
He said the quality of education plays a big role in the training of students who are future call center employees, and Bacolod City has very good educational institutions that will easily respond to the challenge.
Part of the efforts of local ICT education stakeholders is a province-wide conference and preparatory workshop on October 29 and 30 to develop a provincial ICT roadmap.
The conference is led by the Bacolod IT Focus Team, Department of Trade and Industry-Negros Occidental, Technical Education and Skills Development Authority, Department Science and Technology, IT Schools Network-Negros Occidental, and Cebu Educational Development for IT. It seeks to make Bacolod City and Negros Occidental viable IT locations by pursuing ICT readiness and competitiveness.
Participants are expected to develop a comprehensive plan to yield a more accurate picture of the provincial workforce and a rationalized program of infrastructure and human resource build-up.*NAB/NLG

MassKara: A resounding success! (http://www.visayandailystar.com/2007/October/23/starlife.htm)
Bacolod , the “City of Smiles ,” was the center stage of merry-making for the past three weeks, because of its world-renowned MassKara Festival.
From the first day of festivities up to the highlights, everybody enjoyed watching and joining the activities only MassKara can offer.
Despite the difficulty due to traffic, I found myself with the Berks and other friends, thanks to a trisikad driver who brought me to PNB Lacson, where the “Electric MassKara,” an innovation of this year's affair, was launched.
Owners of restos put up different shapes of tents in front of their establishments, including Kai Sei, whose delicacies were prepared and cooked on the driveway.
Every night, colorful fireworks displays entertained the crowd, and the bands played all over Lacson Street . At the Lagoon was the Cyclic Jam and Cosmic Jive Band in front of PNB-Pepsi, 11 th Hour and Itchy Worms, and in front of Bar 21 and Resto and Coke – Full Flava and GMT.
It was fun all over at these places!
After watching the barangay streetdancing contest at the plaza, I proceeded to Lacson PNB, and at that time, the crowd already flooded the venue, with so many foreigners watching and swaying their bodies to the beat of the band.
They also had a grand time posing with those sporting the Fantasy costumes.
It was simply fantastic!
Everyone I met was asking who was the brains of this “genius idea” to include Lacson Street . I said it was Mayor Bing and the MassKara Foundation. This year's MassKara was indeed a resounding success.
With a festive air I, Girl Cuaycong, Chona Flores, Lilibeth Lao, Delia Tad-y, Cora Cos and Sylvia de la Paz walked twice from 5 th Street to 21 st Street , with no hassle, not even feeling tired, because of the live bands.
I hope the 28 th MassKara Festival is just the beginning of the wonderful entertainment at Lacson Street .
Congratulations to all barangays who participated in the streetdance competition, the MassKara Queen and the schools who joined the parade.
Above all we congratulate Eli Francis Tajanlangit and his staff, and the City of Bacolod government, especially Mayor Bing.
Remember: “Correction does much, but encouragement does more.”*

SUNDAY night, I was so happy to witness the first ever tribal drumbeating competition by SM City Bacolod with nine competing tribes coming from different towns and cities in Negros Occidental.
It's so thrilling to witness such contest dubbed as "Sigaboom" because I saw that almost everything and everybody was so lively from the contestants themselves to the audiences. Different kind of tunes from various kinds of musical instruments, indigenous and hi-tech, can be heard.
I, therefore, congratulate SM City Bacolod for coming up to this idea of hosting such terrific competition. I'm sure that next year, it will be a more exciting competition with a lot of drumbeating tribes competing.

I am so excited to know that the Province of Negros Occidental is bidding to host the World Organic Conference in 2011. Well, everybody knows how big and how expensive to host this world event.
However, I am confident that with the present leadership of Gov. Joseph Marañon and with the help of pro-organic Negrenses, Negros can really afford to host this event. Moreover, Negros is also ready to showcase its organic products that are now in demand in some parts of the world.
Take as example the produce of Alter Trade, Incorporated. Alter Trade's organic bananas are sought-after in Japan, China, US, Europe, among others.
Add on also the organic produce from the ECJ Farms of former ambassador Eduardo "Danding" Cojuangco in Pontevedra-La Carlota area. Of course, a lot, lot more in the province are now ready to be showcased in the world when it comes to organic farming.
Lets pray that Negros will win in the bidding.

Bob this subdivision is quite far from the transmission line, I only said that because napocor is the landmark, but not exactly besides the napocor or in the area of transmission line, and this is the middle class subdivision.
La Herencia negrense has a road leading to NBSA next year another plus to this subdivision.

You could have said better than that.My point is,it so ridiculous comparing USA standard to Bacolod.Just look at the way, standard and cost of living in America compared to Bacolod. It's way far incomparable.
It doesn't turn out to be city vs city.IMO,as long as we don't have to mention any city it is not harmful and it doesn't convey comparison or competition and that what i'm avoiding. And the thing is i didn't say, we have the most or the biggest number of Toyota Innova. And me,myself was surprised and have witnessed this cars that running around the streets of Bacolod. You can't help not to notice it.
And lastly, i did not mean to make "tinikal" about it and i hope it doesn't sound like that.Am justexpressing my happiness how Bacolod have progressed faster aside from that no other else .As long as it is the truth and we can prove it,there's is nothing to be afraid of.

Focus on Local Products
Two showcases of local ingenuity and enterprise were among the highlights of the MassKara Festival activities. These are the Panubli-on, a regional trade fair, and Aton-Ini! Both are held at SM City.
The trade fair is organized by the regional office of the Department of Trade and Industry with the cooperation of the Association of Negros Producers while Aton Ini! was initiated by the Multi-Sectorial Alliance for Development – Negros in partnership with Peace and equity foundation.
Ma. Dinda Tamayo, DTI senior trade and industry development specialist, said Panubli-on is part of the agency's effort to provide a venue for the promotion of small and medium scale enterprises in Western Visayas , particularly along product development and marketing-related activities. The MassKara trade fair is the first Western Visayas showcase initiated by DTI outside Metro Manila , where three exhibits were held in various malls two years ago.
Sixty-two producers – including 11 from Aklan, nine from Iloilo, eight from Guimaras, three from Capiz , ANP members and the local government of the cities of Bago, Sagay and San Carlos as the towns of Hinigaran, Pulupandan and Toboso – are participating the fair which ends today. Their display includes gifts and housewares, fresh and processed food, novelty items, furniture and furnishings, fashion accessories and holiday decors.
Tamayo said DTI will replicate the trade fair either in October 2008 or the Ati-atihan Festival of Kalibo in 2009 after realizing its impact when held as part of a major celebration, like MassKara Festival.
Aton Ini!, on the other hand, is the second MUAD-PEF promotional activity this year designed to provide local producers an avenue to display their development initiatives and discuss common concerns. The trade fair, themed Lokal nga Negosyo Itib-ong, Kauswaham Ipadayon, pays tribute to community solidarity through their products and services and emphasizes local ingenuity and entrepreneurial spirit vital in national development.
A highlight of the fair is the exhibit of organiz products of MUAD-Negros farmer-beneficiaries and partners in line with efforts of the local governments to develop the organic product industry, an environment-friendly undertaking to address poverty in the island.
We hope to help small farmers increase their productivity and income in a suitable way, at the same time, provide the urban population access to clean and healthy food, Dr. Billy Tusalem, MUAD-Negros president, said.

I hope someday, investors will go for high rise buildings instead...the vast land in negros occidental opted them to go for width and not height..:-/
IMO, if you try to look at Bacolod nowadays, Bacolod is too dense; so a high-rise building someday will be put somehow. Probably a condo or a hotel. When I was there last January this year, I could still see a vast area not too faraway from the seaport. Perhaps the hi-rise building will be built out there. ^^

Bacolod wins again
business-friendly title
BY CHRYSEE SAMILLANO
For the second time, Bacolod City was adjudged the “ Most Business-Friendly City in the Visayas” for 2007, by the Philippine Chamber of Commerce and Industry.
The first time was in 2006.
Bacolod is also a strong contender for the national title of “ Most Business-Friendly City in the Philippines ”, the PCCI, headed by Samie Lim as President and Miguel Varela, Chairman Emeritus, of the 33rd PBC Awards Committee, said.
Mayor Evelio Leonardia and key city officials of Bacolod , will receive the award today at the Fiesta Pavillion in Manila Hotel, during the 33rd Philippine Business Conference. The conference will last until October 26 and will culminate with the awarding of the national title to the deserving local government unit.
Guest of Honor during the conferment night today for area winners and special citations will be Senator Loren Legarda.
Leonardia said “This is very timely because it comes at a time when we are riding high on the momentum brought about by the economic successes of the past three years.”
He said “Winning this for the second time in a row even validates our perception that, indeed, Bacolod City is able to sustain its growth and development.”
Leonardia thanked the City Hall officials and employees as well as, the local businessmen and foreign investors for working together to make Bacolod City one of the premier cities in the country.
He said President Gloria Macapagal Arroyo will present the national award on Friday.

Editorial: Joining the billionaires' club (http://www.sunstar.com.ph/static/bac/2007/10/24/oped/editorial.html)
IT'S good to hear that Bacolod City will soon be joining the billionaires' club of the Philippines.
That's because of the proposed City budget for 2008 amounting to P1 billion, smaller than the Province of Negros Occidental’s P1.8 billion for next year.
And whether we like it or not, the proposed Executive Budget for 2008, which is now under the review of the city councilors, will be approved because majority of the members of the council are pro-administration.
Yes, Councilor Celia Flor is expected to be one of those who will scrutinize in detail the budget components. She might be backed by Councilors Catalino Alisbo and Reynold Iledan. Councilor Jocelle Batapa-Sigue might abstain or may also vote either yes or no to the budget.
But definitely, they will be outshadowed by the pro-mayor councilors like Al Victor Espino, Greg Gasataya, Homer Bais, Alex Paglumotan, Nap Cordova, Jun Gamboa, Dindo Ramos, and Roberto "Bobby" Rojas. ABC President Arturo Parreño and Sangguniang Kabataan federation president
Marx Louie de la Rosa might play "pula o puti" (red and white). But as expected, they will also go with the tide.
But the questions now are:
* Who will benefit from this P1 billion budget?
* Is it really for all Bacoleños through effective public service?
* Or will only benefit the few including the City officials who will approve the budget proposal soon?
Worse, if those who will approve will also become "billionaires" in Bacolod soon. Hope not!
If the mayor were to be asked, the proposed P1 billion budget is an indicator of the vibrancy of the city and the economy in general.
He cited as main factors for the increased in the proposed budget the hike in business and land tax collection, and the mushrooming job opportunities in Bacolod due to SM City and scores of call centers.
Let's just pray that the purpose of the budget will be served and not to be pocketed by some of the City politicos.

Nazareth Institute to hold Halloween show at SM City Bacolod
THE Nazareth Institute headed by its school administrator Ms. Ruby Mirano-Jamero will hold a Halloween presentation entitled Snow White in Neverland on October 27, 2007 at 2 p.m. at the Northwing Event Centre of SM City Bacolod.
In celebration of Halloween, the show is about Snow White getting lost in the woods and finding a witch who asks for forgiveness. It will showcase the talents of 97 students coming from its Preschool, Kindergarten, Preparatory and Grade One classes.
Located in Barangay Pta. Taytay in Bacolod City, the Nazareth Institute is the embodiment of the education thrust of the Nazareth Development and Training Foundation Inc.
Of its 60 students enrolled last year, 20 were scholars. Their free education was partly funded by the Department of Education, Children’s Hour Philippines, and the Corporate Partners of NDTFI.
The scholars were afforded with the same quality preschool training and education, using the same higher than standard school facilities, and with free textbooks, school supplies, uniforms and fieldtrips.
Every school year starting 2006-2007, an elementary grade will be added. The full elementary curriculum will be completed by school year 2011-2012.
The light and salt of Nazareth Institute is a combination of wisdom and experience of retired Bacolod City Schools Superintendent Trinidad D. Seva and the youthful exuberance, dynamism, and creativity of Ms. Jamero.

One thing that's hampering high rises building is the Old Bacolod Airport. We might be able to see this taller building after it will be closed and ceased operations.
You might be referring to the Reclamation Area where Sm City is located. There is a 9 storey Condominium Building being build at the moment. It is called The Horizon Twin Tower. They construction has already the 5th floor while the other one is on the 4th floor.
You could it too dense probably because residential are being seperated from what we called Downtown or the City Center and the main streets of Bacolod are mostly occupied by business establishments.

Toyota Innova maybe ordinary for you but you know how other people strive to have a car and even second hand cars others can't afford to have it.It's better to see this type of cars running in our streets than the surplus ones and seeing this such type of cars that are new ones, assymbled in the Philippines by Filipino workforce is a sign of growth which is something to be happy with.

I am not saying here that I was right or the "inaapi" but what I'm trying to stress here is that next time( if theres still such a thing), please acknowledge also people or SSC forumers here to be more specific, who are already apologetic of his/her mistake/s. This and all will make
SSC-Bacolod threads a more harmonious slice of life in the net so to speak. Thanks by the way for this great effort of yours to make things clear and fair.

Legarda lauds Bacolod
for PCCI business award
BY CARLA GOMEZ
Senator Loren Legarda last night said Bacolod City and the four other local governments named the most business-friendly cities of their areas should serve as models on how to spur the economy.
Legarda was the guest speaker at the 33 rd Philippine Business Conference of the Philippine Chamber of Commerce and Industry at the Manila Hotel, where Mayor Evelio Leonardia received an award for Bacolod City for being “the most-business friendly city in the Visayas”.
Others cited were Marikina for the National Capital Region, San Fernando , Pampanga for Northern Luzon, Legaspi City for Southern Luzon, and Surigao for Mindanao .
All five are contenders for the most-business friendly city of the country to be named Friday at rites, also at the Manila Hotel, to be attended by President Gloria Macapagal Arroyo.
Samie Lim, president of the PCCI, last night also lauded Leonardia, calling him the friendliest mayor he has met.

Bacolod: 'Most biz-friendly City' in RP
By Erwin Ambo S. Delilan and Gil Alfredo B. Severino
THE Philippine Chamber of Commerce and Industry (PCCI) has chosen Bacolod City as the “Most Business-Friendly City” in the country for 2007, a Malacanang source told Sun.Star.
The source said Bacolod bested 13 other city-contenders from National Capital Region (NCR), Luzon and Mindanao. Bacolod represented the Visayas region.
Post your comments on the explosion at the Glorietta 2 mall in Makati City.
President Gloria Macapagal-Arroyo has already been informed of the top choice and asked to lead the awarding at Manila Pavillion Hotel on Friday during the culmination rites of the 33rd Philippines Business Conference.
Bacolod, the source said, excelled in almost all categories for judging like in good governance with quality customer service, public-private sector partnership, and competitiveness with investment promotion, adoption of innovation and inter-local government relations.
The source said Mayor Evelio Leonardia was already informed of the final decision.
It was the second time Bacolod was named as “Most Business-Friendly City” in the Visayas. First was in 2006.
Among the major factors that contributed for Bacolod to hurdle the top honor are SM City, various call centers, among other businesses that came in the City last year and early this year.
The search for the "Most Business-Friendly City" is a yearly search conducted by PCCI in recognition to the best efforts of the local government units in promoting business-friendly environment in their respective locality.
In Manila, the Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI) was also awarded plaque of appreciation in effort to sponsor the 16th Visayas Area Business Conference held in Bacolod City last September 7 and 8, 2007, at the L'Fisher Hotel.

Bacolod City Proposes `Historic' P1-B Budget History in the making (http://www.negrosdaily.com/oct2407l8)
The Bacolod City local government is creating history as it proposes a P1 billion budget for 2007-2008.
The P1 billion - executive budget is already submitted to the Sangguniang Panlungsod (SP) for the deliberation and approval by its members.
"Once approved, Bacolod will be joining the billionaires club where few cities in the whole country has a budget of P1 billion," Bacolod City Mayor Evelio Leonardia revealed during the recent City Peace and Order Council meeting.
The increase in the proposed budget is P245 million or 32 percent from the previous year.
Leonardia added that the local economy of the city is gaining momentum in the last three years comparing it to Iloilo City where the latter took over Bacolod in terms of budget in 2002.
"The budget is an indicator of the vibrancy of the city and the economy in general," Leoanrdia added.
The city in the last three years increased its business taxes, land taxes and generated thousands of job opportunities through the presence of call centers and Shoe Mart.
"Meanwhile, Bacolod is one of the finalists of the Most Business-Friendly Cities in the Philippines which is also one of the many encouraging events to watch out for," Leonardia stressed.* (PIA/EAD)

Future seamen told: Spend money in Negros (http://www.sunstar.com.ph/static/bac/2007/10/25/bus/future.seamen.told.spend.money.in.negros.html)
THE director of a top marine company is encouraging maritime students to invest their future earnings in Negros as he himself can attest to this sound investment by doing the same thing.
Capt. Leo Mirande, director and crew manager of POBAR Marine Services, said that of the 820 Filipino seafarers their company employs to work in 50 international vessels, 220 of these are from Negros Occidental.
The combined annual remittance of these seafarers to the country reached to P1 billion and for Negros alone, the remittance amounted to P150 million, he said.
Special Tourism Envoy for North Asia John Orola Jr. affirmed Mirandes advice and added that the contribution of seafarers to the economy of Negros as revealed by POBAR is a strong indication that there is a very bright future in maritime industry here.
Orola, chairman of the John Orola Maritime Foundation that runs the Visayan Maritime Academy (VMA) Global College, also commended all Negrense seafarers who look back to Negros by investing their money here.
He likewise commended Mirande, an alumnus of VMA and the current president of VMA Alumni Association, for helping Negrense seafarers and even extending assistance to maritime students.
Pobar Marine Services has been providing financial assistance and scholarships to students of VMA Global College since 1998. At present, the marine company is pre-employing 20 students expected to graduate in 2009 and who will later be assigned to their company vessels with deck and engine cadets onboard, Dr. Elizabeth Salabas, president of VMA Global College, said.
Pobar held recently a recognition program for these scholars at the Grand Regal Hotel where they were given awards, tuition fees and allowances for the incoming semester.
Pobar Chairman Capt. Noboyushi Watanabe said that his company is very happy with the performance of the Filipino seafarers and that he is looking forward to hiring more seafarers from here.
Also at the recognition rites were US Embassy Vice Consul Andrew Devlin and his wife, Sara, who assured the maritime students that should they come to the US, their embassy will prioritize the processing of visa of Filipino seafarers.
Pobar (Poblete and Arancon) was established in 1989 as a support manning company by providing skilled manpower in the shipping industry. Later, it entered into a consortium with IINO Marine Services Co. Ltd. of Japan, with IINO taking over its management. (DBD)

The symposium was in line with the 2007 Andong MaskDance Festival which was hosted by the International Mask Arts & Culture Organization organized by the Andong Festival and Tourist Foundation.
The objectives of IMACO in bringing together countries and cities in the region with mask-wearing festivals are: to pursue cultural diversity based on the symbol and mask culture all over the world and to create, research and collect masks, symbol and culture of each cultural area. Other countries which participated were Indonesia, Bhutan, Thailand, Korea and Japan.
Gerasmo was invited as one of the speakers at the symposium. Andong City's Mask Dance festival is selected as the best Festival in South Korea by the Ministry of Culture and Tourism for the past six years. source (http://www.negrosdaily.com)

More investments expected to 'flood' Bacolod (http://www.sunstar.com.ph/static/bac/2007/10/26/news/more.investments.expected.to.flood.bacolod.html)
FOLLOWING the award given to the City of Bacolod as "Most Business-Friendly City" in the country by the Philippine Chamber of Commerce and Industry, local businessmen in Bacolod are now expecting more investments to come soon.
James Chua, president of Bacolod-Filipino Chinese Chamber of Commerce and Industry, expressed gratitude over the recent award given by PCCI to Bacolod City. PCCI picked Bacolod among 13 other city-contenders from the National Capital Region, Luzon, and Mindanao.
"The business community is very happy with the recognition given by PCCI to Bacolod," he said, adding that the award means more investments and businesses for Bacolod. The award, Chua said, would help boost the economy as investors will be encouraged to come to the city instead of investing in other neighboring provinces such as Iloilo.
"Together with the City of Bacolod, we are happy and proud of the award given to our beloved City," he added. Chua also stressed that the award is an added factor to the City as an "investment destination" in the country.
"We foresee a good economy for Bacolod following the recognition given by PCCI," Chua added.
The search for the “Most Business-Friendly City” is a yearly search conducted by PCCI in recognition for the best efforts of local government units in promoting business-friendly environment in their respective locality.

Drummin' the night away (http://www.visayandailystar.com/2007/October/26/starlife.htm)
The mob went separate ways to various festive activities during the MassKara. On that fun-filled day, Oct. 21, the plaza was jampacked with the crowd tirelessly witnessing the streetdance competition.
Near the Bacolod San Sebastian Cathedral, hundreds of heads were also moving to SM City mall, where at 5 p.m., a tribal drumbeating competition dubbed “Sigaboom” 2007 was set at the ground south wing parking area.
It was the first time such contest was staged during the festival.
On my way to the venue, I saw so many kiosks selling everyone's favorite, the “inasal na manok (grilled chicken).” Coupled with rice, soft drinks and mineral water, it was indeed brisk business for the city government of Bacolod City under Mayor Evelio “Bing” Leonardia.
Nine drumbeating tribes joined the contest. They consisted of three from La Carlota City: Tribu Dos, Tribu Tres and Tribu Roberto S. Benedicto; Ugyunan Drumbeaters from E.B. Magalona; Tribu Yab-Yab Dongol – Cadiz City; Carpenteros and Mansilingan from Bacolod City; Tribu Tinabu-ay of Murcia; and Patik Minulu-an of Talisay City. The judges had difficulty choosing the winners.
But none of the tribes went home empty-handed as event emcees MOR disc jockeys Rico and Lorraine announced that each participating entry was entitled to a consolation prize of P2,000 worth of SM gift certificates.
The board of judges was composed of Jeana Morales, Richard Bachinela, Eric Gonzaga, Irene Caram and celebrity judge Manila-based drummer Michael Alba. He entertained the crowd with his magic hands at the drums, piano, trumpet and Indian Table instrument.
Everybody was so mesmerized that Michael was obliged to play. After awarding the winners of the streetdancing at the plaza, Mayor Bing with Eli Tajanlangit and Toks Lopez proceeded to SM to watch the contest.
The winners were Tribu Yab-Yab Dongol of Cadiz - 1 st runner-up, Tribu Tres - second runner-up, and the ground winner Tribu Dos of La Carlota. P10,000.00 in cash prize and P10,000 gift certificate were given to the champion, and the two winners went home with P5,000 cash and gift certificate worth P5,000.
A spectacular fireworks display ended the celebration.* Remember: A hypocrite will often pray on his knees on Sunday, and prey on his neighbors on Monday.*

RP’s biggest pizza on ‘wagon ride’ success (http://www.sunstar.com.ph/static/bac/2006/10/31/bus/rp.s.biggest.pizza.on.wagon.ride.success.html)
FROM a humble pizza station in a wagon that locally originated in Bacolod City, the Mamma Maria’s Pizza has grown nationality and becomes a household name.
Now known for selling the “biggest” pizza in the country, Mamma Maria’s Pizza has already branched out in Iloilo City, Kabankalan, and even in Makati City.
Mamma Maria’s started as a small pizza station in a wagon set up along Lacson-Burgos Street, Bacolod City, November of 2005.
Since then patrons of Mamma Maria’s Pizza have been coming back longing for the biggest (30-inch) Mamma Maria’s special party size authentic Italian pizza with 26 slices at P640 only.
Mamma Maria’s Pizza was named after the wife of its Swedish investor, Maria.
In just a short period of time, Mama Maria’s has turned into a haven for pizza lovers. It is now known to be the “Home of the Biggest Pizza in the Philippines.”
Among its famed pizza favorites includes the Mamma Maria, Tropicana, Mexicana “Hot”, Hawaii, Margerita, Funghi, Vesuvio, Marinara, Paradiso, Bolognese and Frutti De Mare.
Mama Maria’s Bacolod Branch Account Executive Dante Amaguin, said that what makes Mamma Maria’s distinct from other pizza parlors are its cheap price and delectable taste.
“Aside from being cheaper, our pizzas don’t taste too sweet. Although most of our pizzas have only thin crust, it is not oily, too unlike other pizzas in town. Its dough is crispy as that of biscuits with ham fillings,” Amaguin elaborated.
Likewise, he said Mama Maria’s accessibility in terms of location also contributed to its success.
Presently, Mama Maria’s has four outlets including store wagon in Bacolod with its main parlor shop located along Lacson-Burgos.
Meanwhile, Mamma Maria’s Pizza offers free delivery service.
At their main branch, it also offers live entertainment every Wednesday, Friday and Saturday which features local bands here in Bacolod City.
It has also an outdoor giant screen for musical video concerts so the public can watch and jam with their concert idols playing oldies songs while enjoying eating their favorite pizza.

A business friendly city
CARLOS ANTONIO L. LEONARDIA
Administrative Officer
Congratulations to Bacolod City for being named the “ Most Business-Friendly City in the Visayas” for 2007 by the Philippine Chamber of Commerce and Industry, a distinction that it also claimed in 2006. Being named the most business-friendly city in the Visayas makes Bacolod a strong contender for being named the most business-friendly city in the country, which would be a great honor to the leadership and the people of this progressive city.
Businessmen are a particularly difficult group to please, and the nod of the PCCI in adjudging Bacolod as one of the premier cities in the country in terms of doing business speaks volumes of the gains our city officials and employees have made in creating an environment that is conducive for businesses and investors in the city. Bagging this honorable distinction for the second year in a row proves that last year was not a fluke and confirms that our city officials have not been resting on their laurels but have been continuously improving their efforts in keeping Bacolod as business friendly as they can, one of the primary indicators of a which is the reduction or elimination of corruption and red tape in the bureaucracy. Aside from the efforts of the local government, the PCCI must also have recognized the exceptional resources of this city such as its workforce, accessibility, peace and order, and infrastructures that make it possible for businesses to thrive and prosper.
The advantages of being named one of the most business friendly cities in the country cannot be ignored. Businessmen looking for new areas to expand or invest in will definitely have Bacolod in their radar screens, which can only spur more growth and progress for the city. Aside from the plaque from the PCCI, these are the real rewards to the efforts of the people of Bacolod for striving to create a community that is good for business.*

Bacolod City, Negros Occidental, Philippines Sunday, October 21, 200

Hello everyone!
Wee, I just came back from La Salle after watching day 5 of the UniGames. I'm one of the volunteers in the student assistance, hehe.
By the way, the delegates that I talked with (athletes from DLSU-Manila, Ateneo, De La Salle - CSB, UP, and UST) were impressed at the sports venue (USLS Coliseum, the CC, pool, tennis courts...even the rooms of La Salle) and the city as well. They were able to travel kasi city-wide during their breaks. They were amazed kasi even though the city was very urbanized, the city lacked the pollution and traffic that was prevalent in Manila. By the way, a gym in Silay is being used for venue for some of the basketball and volleyball games so they had a nice view of the highway in Talisay. :)
Oh, by the way, pede lang ka -suggest? The pics posted in the threads are very big, as in super big gid ya, that my browser really lags. May I suggest nga tani i-transfrom niyo na lang into clickable thumbnails ang pics? Let's imagine a scenario, if I were a tourist, I'd stop looking in the thread kasi the pics are too large, ergo, loading takes a long time.
Congrats pala to Bacolod City for bagging the award. Grabe! The city really deserves it. It's the most business friendly city not only in the province, Western Visayas, the island group of Visayas, but in the Philippines!

Bacolod named most business-friendly city (http://www.philstar.com/index.php?Headlines&p=49&type=2&sec=24&aid=2007102690)
The Philippine Chamber of Commerce and Industry (PCCI) has chosen the “City of Smiles,” Bacolod, as the “Most Business-Friendly City” in the country for 2007.
“We are very overwhelmed by this. For me the timing is just perfect because it comes at a time when the city is riding on a momentum of the economic success we had in the past three years,” Bacolod City Mayor Evelio Leonardia told The STAR in an interview at the closing ceremony of the 33rd Philippine Business Conference and Expo held at the Manila Hotel.
Leonardia said it was the second time Bacolod was named as “Most Business-Friendly City.” In 2006 it won the distinction for the Visayas.
The 55-year-old Leonardia said Bacolod is positioning itself to be one of the prime cities of the Philippines.
“We would like to be an investment destination, we would like to be the convention center in southern Philippines,” he said.
Leonardia said for the first time the city government will have the biggest budget of P1 billion for next year, 32 percent higher than its 2007 budget.
Leonardia attributed this “dramatic” growth to an increase in real property tax and more efficient tax collection, adding “there is a high level of trust and confidence by our business community in the administration.”
“What is very significant now is this is the first time that our local income will be bigger than our IRA (internal revenue allotment). We used to be very dependent on our IRA, as much as 60 percent,” he said. “Now it has been reduced to only 48 percent so that 52 percent of our budget now is local income, which for us is very significant.”
Leonardia said when he assumed office in 2004, the city had no call center. Today about 3,000 of its people are employed in call centers.
He said Shoemart also created 6,000 jobs, and there are new hotels and malls coming up to further boost the city’s tourism industry.
“We recorded 5,900 new jobs in 2006, but in only six months this year we already have 6,200 jobs created,” he said.
He said that in terms of business, Bacolod could be one of the leaders in the country.
“Whatever gains we have in Bacolod will somehow spur growth not just in our city and the province, but in the entire region,” he said.
“We would like Bacolod to be some kind of an independent republic. We cannot just totally depend on the initiatives of the national government but we have to do our own so that Bacolod will always be a step ahead of the other cities,” he said.
He said Bacolod is basically still a sugar province, as it produces 65 percent of the country’s total production.
Nevertheless, he said, through the years Bacolod has diversified, like other major cities. “We are not that totally dependent on sugar anymore as far as Bacolod City is concerned,” he said.
He said the city is also set to host two international conferences in the first quarter of 2008, which will bring around 3,000 foreign visitors.
“Bacolod is the most charming city, it has a vibrant economy, we want to establish Bacolod as a city with a culture of excellence,” he said.
The search for the Most Business Friendly Local Government Units was a project of the PCCI, which aims to honor LGUs that provide a friendly and efficient business atmosphere that will encourage businessmen.
The award also hopes to serve as an inspiration to other LGUs to provide a business-friendly atmosphere.
Other cities cited were Marikina City for the National Capital Region, Legaspi City for Southern Luzon, San Fernando City in Pampanga for Central Luzon and Surigao City for Mindanao.

More investments expected to 'flood' Bacolod (http://www.sunstar.com.ph/static/bac/2007/10/27/news/more.investments.expected.to.flood.bacolod.html)

Bacolod wins national business-friendly award (http://www.visayandailystar.com/2007/October/27/topstory1.htm)
Bacolod City topped about 130 cities in the country yesterday when it won the “Most Business-Friendly Local Government Unit in the Philippines ” title awarded by the Philippine Chamber of Commerce and Industry.
Mayor Evelio Leonardia received the award from President Gloria Macapagal-Arroyo at the 33 rd Philippine Business Conference of the PCCI at the Manila Hotel yesterday afternoon. As its prize the city will receive a two-classroom school building from the Filipino Chinese Chamber of Commerce and Industry.
Arroyo congratulated Leonardia for the strong government-private sector partnership in Bacolod and told him to keep it going.
In her speech, Arroyo said it will take the private sector working together with government to create the jobs needed to build a strong middle class and a modern, first world nation. “Let us continue to move as one, think globally while taking pride in being Filipino,” she said.
On Wednesday Bacolod had been named the “ Most Business-Friendly City in the Visayas” for the second time. The other regional winners then were San Fernando , Pampanga for Northen Luzon; Legaspi City - Southern Luzon, Marikina City - National Capital Region, and Surigao City - Mindanao .
Leonardia said the award gave him “an overwhelming feeling because it is unprecedented and so prestigious. The timing could not have been better because it comes after the inroads made during the past three years when our economic landscape underwent a dramatic formation.”
He said this will project Bacolod , not only in the region and in the country, but even internationally because the business conference gathers international businessmen as well as members of the diplomatic corps.
This is even more significant and we are very flattered because this time there was no classification of cities and that means Bacolod was competing with 130 cities in the whole Philippines , Leonardia said.
“I was also gladdened to know that while I had emphasized in my Charter Day speech the need for a stronger and sustainable government and private sector partnership, both President Arroyo and Senator Loren Legarda also cited the indispensable partnership of the two sectors to advance the economy of the country,” he said.
SUPPORT FROM BUSINESS LEADERS
Leonardia said he was also happy to see top business leaders of Bacolod like Alfredo Barcelona of the Filipino-Chinese Chamber of Commerce and Industry, Carlos Javellana of the Amity and Roberto Montelibano of the Metro Bacolod Chamber of Commerce and Industry in attendance and giving them moral support. He said former Bacolod Rep. John Orola was also present for the tourism sector.
“With this inspiration, we will pursue the organization of a business group that will have a common goal in promoting and further improving our economy in Bacolod because when we improve our economy, we can help our people more especially the less fortunate,” Leonardia said.
LINE-UP OF JUDGES
The Board of Judges was composed of Employees Confederation of the Philippines chairman and vice president, Feliciano Torres, Interior and Local Government Secretary Ronaldo Puno, Trade and Industry Secretary Peter Favila, Ponciano Intal of the Angelo King Institute, Filipino-Chinese Chamber of Commerce and Industry president John Tan, Philippine Integrated Exporters president Noemi Saludo, and Dave Balangue, senior fellow of Sycip, Gorres, Velayo and Company.
Leonardia also thanked City Administrator Roger Balo who did the presentation and defense of Bacolod before the Board of Judges. Also with Leonardia at the rites in Manila were Vice Mayor Jude Thaddeus Sayson, Executive Assistant for Tourism and Education Benjie Torre, Permits and Licensing head Ardis Jaculina and Stella Cañada.*CGS

INSPIRING MESSAGES
Sometimes it is very strange how events can evolve within a few years. Sometime in the 1990s, I think it was 1997, the government of Marikina , then headed by Bayani Fernando as mayor, adopted Bacolod City as its model for governance. After Fernando visited Bacolod , billboards sprouted out around Marikina telling its people that Bacolod was “maganda, malinis, at matahimik (beautiful, clean and peaceful)” and “Bakit tayo hindi ganun (why can't we be like that)?” A Bacoleño who saw those billboards took pictures and sent them to the DAILY STAR and we published them.

There was a hiatus in Bacolod City that lasted for about seven years, however. Then last Wednesday, Bacolod and Marikina faced each other at the conference of the Philippine Chamber of Commerce and Industry in Manila where Marikina was named the most business-friendly city in the National Capital Region, with Bacolod for the Visayas. But, as I was writing this yesterday, news came out on national TV that Bacolod City has topped about 130 cities all over the country, and had received the award for the Most Business Friendly City in the ENTIRE Philippines ! Congratulations, everyone – our cup certainly runneth over these days!* from visyandailystar.com

MBCCI, City of Bacolod Get Awards (http://www.negrosdaily.com/oct2607b1)
The Metro Bacolod Chamber of Commerce and Industry, Inc. (MBCCI) lead by its president Roberto Monteli-bano, and the City of Bacolod under Mayor Evelio Leonar-dia, were awarded Wednesday night during the fellowship of the 33rd Philippine Business Conference at Manila Hotel.
MBCCI was awarded a plaque of appreciation for its efforts when it sponsored the 16th Visayas Area Business Conference held in Bacolod City last September 7 and 8, 2007, at the L'Fisher Hotel.
Also, Bacolod City was again recipient of the Most Business Friendly Local Government Unit (LGU) Award. This is its second, and if it receives the same award next year, the city will be a Hall of Famer in the category.
Mayor Leonardia and City Administrator Dr. Rogelio Balo were present to receive the award and Senator Loren Legarda, who was guest speaker, handed the award to Leonardia and Balo. Innovation and good governance were among the criteria considered in giving the award.
Meanwhile, Conference Chairman Francis Chua announced before Legarda that the Philippine Chamber of Commerce and Industry, Inc. (PCCI) is committed to plant one million trees all over the Philippines.
Legarda, on the other hand, gave Chua a seedling as a token of her commitment to environmental protection, being an United Nations awardee for environmental protection herself.*

Tomorrow, last day of UniGames 2007, pasok sa championship round ang volleyball women and beach volleyball women sang USLS. Ma-compete pa for third place ang Univ. of Sto. It's good that you still have managed to jogged in Bacolod for 3 months during your stay and stay fit.Early morning jog from downtown to Provincial Capitol Lagoon is quite a good daily routine and the city itself is desserted from vehicles at that hour of the day.

Bacolod named most business-friendly city
By Helen Flores
Saturday, October 27, 2007

Merriest MassKara
http://www.visayandailystar.com/2007/Starlife/2007/October/28/images/starcover%2010-28-07.jpg
Color and excitement ruled the streets once more as MassKara streetdancing competitors showcased their skills in the city's October extravaganza just past.
Alijis performers turned around the disappointment of placing first runner-up in the previous day's inter-barangay competition which drew 28 groups when they took the plum in the open category show that highlighted the celebration.
Barangay 23, the inter-barangay contest champion, was relegated to first runner-up with Barangay 28 finishing third.
Alijis was named winner of the Best in Choreography special prize while Barangay 23 took the Best in concept and Best in Costume awards.
In the school competition, Luisa Medel National High School , Domingo Lacson National High School and Bata National High School finished 1-2-3 in the secondary level. Paglaum Elementary School topped the grade-school category with Estefania Elementary School and C.V. Ramos elementary School finished second and third, respectively.
Take a look at the winning and other groups and scenes that made MassKara 2007 apparently the merriest an d the most enjoyable ever in the 28-year history of the Bacolod festival.

Children's Thrill & Chill
Trick or treat, it's the traditional Halloween expression mostly in Western countries. And the occasion comes with children wearing costumes, ranging from creepy witches' attire to magical outfits.
This colorful picture will be brought live to the Bacolod crown during the Halloween Consume Contest at SM City's Northwing Event Centre on Wednesday a 2 p.m.
Mall organizers said the competition is open to children, aged 4-12.
The Halloween mood is evident in the mall where even the sales staff don icons and costumes suited for the occasion. Among the top chill-and-thrill sellers are Halloween stuffed toys, fairy wings and spine-tingling costumes, like those of vampires, pirates and ninjas as well as witches hats and party head gears, skull fences and tombstone replica.
Or one can go for pleasant icons, like flowers, charm bags and fairy wands to make the celebration fun just the same.
The costume competition wll give prizes to the entry with the funniest costume, most fantastic and magical attire and most original superhero outfit, organizers added.

Bacolod wins national business-friendly award
BY CHRYSEE SAMILLANO

"With 3000 foreign visitors, not a local" this is foreign guest this is one of real convention destination outside manila.....they trusted bacolod city to host a big international event, because of stable power, peace order situation and new airport in Silay City with international standard.
In addition: Lea Salonga and America Next Year in concert: Bacolod folks will experience again back to back 2 world class concert.
with this news...Indeed!!!!!!!!!! Bacolod is the CONVENTION DESTINATION IN WESTERN VISAYAS.... even before... with the sprouting of Hotels in the City... Mas lalo pang dadami ang mga conventions... This is because Bacolod is a feasible place to host a convention...wider streets...less traffic...clean...and a lot of things to offer....casino is one big help for Bacolod, also the coffee shops and restaurants all over the City...

Bacolod
Bacolod aims to increase the visitor arrivals by at least 20% annually by positioning Bacolods as the convention city of Western Visayas and a premiere destination for tourism-related sports and special interest/leisure activities. The city also applies marketing strategies to generate more investments to create more tourism related jobs.
The city government also claims to increase the revenue/tax collections for tourism-related establishments to be used for further tourism development. Il also wants to achieve and maintain high quality standards and services for the convenience and satisfaction of visitors and tourists that are visiting the city and the province.
Since Bacolod city and other towns in Negros Occidental have rich historical and cultural attractions, the city also spearheads the development of art and culture to preserve its cultural legacy. It also organizes advocacy programs for environmental awareness and basic value orientation for ecotourism and sustainable programs.

:lol:I always prefer to be the underdog because we have nothing to lose.I think being a not capital city in the region we were suppose to be up to just runner-up and should never be better than them. That should be scenario but the real score was Bacolod has gone far beyond as what it was expected in terms of growth. It has come out from it's shell and started to grow fast.It has received itself numerous titles that has competed with cities around the country and not self proclaimed.
With the recent prestigious award "Most Business Friendly in Visayas and finally, in the whole Philippines,we will be expecting more conferences, meeting and Bacolod is ready to welcome all this delagates with the opening of new hotels and convention center next year.

Guys, I really want this comment to be constructive, and I promise that I will try not to be one sided. Okay, First, we can say that Iloilo is appropriate for a cultural destination, and so as Bacolod. However it doesn't mean that Iloilo is number One in Cultural Tourism, but it is undeniable that the city has a very rich culture. Bacolod however can be a cultural destination BUT, it is stated that it has excellent convention facilities, so it is more of a Convention Destination.
Let us look at it in a simpler way'
Iloilo and Bacolod are both cultural and convention destinations. However, Iloilo's culture is more Dominant as compared to it's Convention Facilities. Bacolod's Convention Facilities are more laudable as compared to its Culture.
What I mean is, any of the cities can be great convention destinations, it only depends with the time and the advantages of the facilities, However, being number one stays in a random pattern, Iloilo might be number One yesterday, Bacolod Now, Undetermined tomorrow...Being realistic, the basepoint is being number one can not be determined by the adjectives "excellent", "good", "great", "better" unless it is stated as "Best"
This is just an opinion though... I lived in these cities... and I love both of them!
Anyways, its nice too see that Western Visayas is thriving with its key cities on the lead!

Thanks, attacks are normal, it happens in every city-thread around here but, attacks are supposed to be ignored right? There are more important ideas, news and updates that are worth our attention.
We can't just ignore him he's the same person who have been arrogant in most of Bacolod threads. He's always doing it most of the times and it spells trouble:) I have read some of his post and try to understand him and as long it's not in our thread, i just let it go.This is not the first time that he challenged Bacolodnon .One time is acceptable but it's too much so everyone in Bacolod thread couldn't just keep quite.
You may noticed no one among us dare to post in your thread and this one of the reason. We are trying to avoid trouble and stay out of it.

so i wonder, when did SUV111 took these photos anyway? i hope to see a more close up view next time of bredco!:) are they building some structures at the present. with the presence of those cranes numbering like spider's feet from a distance, it appears they are building something. or maybe lifting goods?

Bigby's is like fridays...i like their serving...its huge...more than enough for the price. :) they have this challenge...they'll gonna give you the option to pay this amount for the food that theyre going to serve, but if you'll finish it...its for free...good for bunch of people of whose going to eat there....hahahahaha sana magkaroon ng get together ng SSC forumers doon para ubos lahat at wala tayong babayaran kahit singko
