In the afterglow (http://www.visayandailystar.com/2007/November/05/twinkling.htm)
The haze of success has started to dissipate, the fulsome congratulatory words spoken, the plaudits from all over the country and even from abroad have been acknowledged and feasted on. In the days following the hugely successful staging of the 28th MassKara Festival in Bacolod City, all one could hear from both locals and visitors were statements of approbation and wishes for the next one to be as enjoyable and colorful, if not more than the latest one.
It is good to note that the people behind the celebration, the workhorses so to speak, have been quite modest in success and properly appreciative of the cooperation, support and encouragement given them by all sectors. Of course there were some discordant notes from those who may have wanted to play more prominent roles and also bask in the limelight, but that was to be expected. It is hoped, though, that next time they will help build up, rather than tear down what is intended to be for the good of Bacolod which we all profess to LOVE.
I do not intend to be one of them, but I would like to give some unsolicited advice to those behind the undertaking which they may adopt or discard, as they deem best. It is only because I feel that now, while everybody is still basking in the afterglow of the celebration, is the best time to give my two-bits worth that I think could help make the festival understood and appreciated better by both residents and visitors.
Among these is the language used by emcees and annotators during the activities. I noted that most of them make their announcements and comments, as well as instructions to participants in Ilonggo, which is the locally spoken dialect. This enables locals to easily understand everything, but what about the foreign visitors, the tourists we are trying to attract and also entertain? I noted that many of them looked confused, and some were asking their companions what was being said. Even the announcements about lost children – what if it was a foreign visitor whose child had strayed?
We were proud that our festivities, our parades, street-dancing and plaza performances were aired and shown on TV, not only in the country, but even abroad. So how about the non-Ilonggos, even if they are also Filipinos, what could they make out of the announcements? I hope that next time, organizers will provide something like spoken subtitles, with another emcee translating the comments and presentations, sotto voce, into English. I am sure that while perhaps 80 percents of the Negrenses present could understand English, maybe only two percent of the foreigners could understand Ilonggo. How about it? Are we trying to go global or just local?
And then the emcee for the plaza competition of the MassKara dancers. Although the poor fellow did a very good job, one could see that it must have been a very tiring one for a soloist. Isn't it the usual practice to have at least two, so they could relieve or supplement each other? And how about having the emcees also wearing masks, even just lightweight ones, in keeping with the MassKara spirit? I remember the very first time the festival was held. Digoy Montalvo was the mayor then, his children played key roles in the preparation. Bing L was the Tourism official of the Province and City. There was a suggestion that taxi and jeepney drivers and even policemen also be made to wear masks. We applauded, but the Police Chief tamped us down, pointing out that snatchers and holduppers might take advantage of the masking, as they could not be recognized. We all quieted down after that.
As for the MassKara Queen search, it was professionally and beautifully presented. The girls were well prepared, poised and enthusiastic. When they came out in their formal gowns, the stage looked very elegant, indeed. And then came out this little known singer wearing denims and a very informal shirt, and belting out some tuneless songs. What a let-down. I was surprised he wasn't booed off the stage. And, as a finale to my nitpicking, aren't the masks supposed to be smiling ones, this being known as the City of Smiles ? At the Electric MassKara parade, one group had very impassive-looking ghostly white masks that didn't jibe with the affair at all. Perhaps they mistook the event for Halloween?*

An Affordable, Quality School of Nursing (http://www.sunstar.com.ph/static/bac/2007/11/06/feat/an.affordable.quality.school.of.nursing.html)
By Ma. Cristina B. Orbecido
THE School of Nursing at Northern Negros College of Science and Technology in Cadiz City provides affordable, quality nursing education for the less fortunate. It operates through a consortium between the provincial government and NONESCOST.
Compared with nursing schools in Bacolod City whose tuition fees range from P30,000 to 45,000, the school of nursing in NONESCOST is cheaper at more than half the price requiring only about P10,000 per semester.
Under a 50-50 sharing scheme, the province provided the lot, building equipment, and facilities while NONESCOST provided the administrative needs and faculty for general education. Since its start in 2004, it has earned about a million in revenues.
Atty. Japhet Masculino, head of the Economic Enterprise Development Department, said, "This is one of the legacy programs of Governor Joseph Maranon which will never be forgotten by any graduate of the school. They have availed of education that is affordable and with quality. We already know that if you are poor, we took pains in trying to send our children to school."
"Hopefully before (Governor Maranon's) term ends in 2010 we will have nursing board passers," he added. Aside from the nursing bachelor's degree course, the school also offers allied courses or a short-term course on health aide program. To date, the school already has produced two batches of health aide graduates.
Masculino also revealed their plans to put up their own community college. "We are now finalizing the feasibility study on this proposal. In fact, the ordinance on the provincial college was already approved on first reading," he said. The proposed provincial college will be managed by the provincial government, and it will not only offer nursing and health related courses but will also other bachelor's and vocational courses for the Negrense youth.
This is in support of the thrust of Maranon's education program which is "to bring quality and efficient education services to our people."
That is good news. Bacolod seems to be attracting a lot of BPO companies. Problem is, we have very few schools to train and educate our youth. There might come a time that companies will stop considering Bacolod once they realize that Bacolod does not have as many universities as the neighboring cities in the region. It is high time that our government start investing in education as well as start inviting educational institutions to invest or expand here. The wealthy in the city should also start investing in our city by providing scholarships to deserving students.
i think BPOs already know about the existing schools here in Bacolod and they'e not worried about it. Thats already included in their studies before putting up a business here. Maybe what attracts them most is the business atmosphere in City and the efficient, hardworking people of Bacolod. We may lack universities here but that doesnt hinder the city to attract BPOs in putting up a business here. But then again...it will be a good idea if the government will consider in expanding the educational facilities in the city
Government must make education a priority. I think it should be on top of its priorities. Bacolod have the numbers in terms of human resource needed by these BPO's. But i agree with you that supplies are limited and may drain in years time. Qualified graduates from towns and cities around Negros can always be tapped. But of course it would be best if this problem be anticipated and resolved the soonest by Bacolod's local council. These BPO's are attracted to setup their operations in Bacolod mainly due to the huge number of potential applicants whose English proficiency are at par or even higher than industry standards. Not to mention Bacolod's good environment(low crime rate & greenest), tax breaks/incentives(business friendly) and excellent IT infrastructures.:)
The City of Bacolod has initiated a program that will enhance the skills of Bacolodnon and to prevent human resources to run out in IT.This program is headed by Councilor Batapa Sique. It's in Bacolod website. They have a special section of the website dedicated to IT sector titled "Make IT Bacolod".I saw an ads of UNO-R and some school for IT courses.
on the proposals,,,3 colleges institutions will be rise
1. a Human Resourse based-school in Silay
2. Polytechnic IT university in Bacolod
3. a Community college (on the above news)

New int'l routes opening in Visayas airports
By Roderick T. dela Cruz
New international routes will be opened to bring foreign tourists from Russia, China and Korea to different destinations in the Visayas over the next two months, according to the Department of Tourism.
The DOT said direct flights between Shanghai in China and Kalibo, the capital town of Aklan province, which has jurisdiction over the world-renowned resort island of Boracay, were expected to begin next month.
He said direct flights between Incheon City, where Korea's main international airport is located, and Bacolod City, the capital of Negros Occidental province in Western Visayas, would also be mounted.
In December, international flights will be launched between Beijing, the capital city of China and Kalibo, according to the DOT.
The Tourism office said more international flights would also be opened to bring visitors from Russia and China to Cebu, the main gateway in the Visayas.
Early this month, Asian Spirit launched new flights from Macau, China to Sta. Ana, Cagayan, which is being developed as a free port and gaming destination in the northeastern part of Luzon.
The DOT said the plan aims to "internationalize our provincial airports" to bring tourists directly to major destinations, without passing Metro Manila.
The Department of Tourism disclosed that a group of Korean investors was building an international airport in Carabao Island in Romblon to transform the island into the next Boracay

1st National Adobo Challenge at SM City-Bacolod
THE Negros Cultural Foundation is concocting something delicious this November. Adobo: A Culinary Tradition First National Adobo Challenge will showcase crafts and organic food on Nov. 9 & 10 while professional chefs will demonstrate their expertise in revolving the traditional adobo into a lavish meal on Nov. 11 at the Northwing Event Centre of SM City Bacolod.
Not only is it inviting both kitchen experts and food lovers from all over the country to feast on what essentially is the Philippine national dish, it is going to serve this gastronomic treats that are enchanting and nostalgic.
Highlighting the event is the Adobo cooking competition where students and amateur cooks will be submitting their original entries at the historic Balay Negrense Museum (Don Victor Gaston Ancestral House) in Silay City, Negros Occidental.
After nine years of organizing the adobo competition locally as part of the Al Cinco de Noviembre celebration, NCF president and chair of the adobo festival Lyn Gamboa said it is now worth sharing with the rest of the country in a national exhibition for chefs to create adobo recipes with traditionally gourmet values.
Professional chefs like Rodrigo Reloj of CCA, Pancho Bringas of Sugarland, JP Anglo and Patricia Locsin will also be invited to share their expertise while Pia Lim Castillo, freelance writer on Culinary Anthropology; Nancy Reyes Luman, publisher of Cook Culinary Magazine; and Lory Tan, vice chairman of WWF Philippines will give a talk on the heritage of Adobo.
Other enticing activities include a fund raiser opening cocktail and dinner, street party, lounge party, food trips around towns in Negros, heritage tour, and performances.
This event is sponsored by the City Government of Silay, Province of Negros Occidental, Department of Tourism, SM City Bacolod, Office of Cong. Jose Carlos Lacson, Globe, Hawaiian Philippine Company, LBC, Pioneer Insurance, Plantation Bay, Merk Communication, Maras Organic Market, and West Negros College.

Bacolod ram pumps
now in Afghanistan
BY CARLA GOMEZ
Three ram pumps produced by a Bacolod-based non-government organization were installed in the Kunduz River Basin in Northern Afghanistan from mid September to October to help Afghan farmers.
Auke Idzenga, a Dutch development worker who has lived in the Philippines for 16 years and heads the AID Foundation's Appropriate Technology Department, said the project was contracted by Mercy Corps that is carrying out a long term program to help Afghan farmers with European Union funds.
The Bacolod NGO's ram pump was one of 10 winners of the Ashden Awards for Sustainable Energy in London in June. Former US Vice President Al Gore presented the award, which came with a 10,000-pound cash prize.
“In Afghanistan most agricultural lands are rain fed and when not cultivated look like a desert. The soil is still very fertile but 80 percent of lands are subject to land erosion and this is very visible,” Idzenga said.
Only 2 percent of Afghanistan 's forest is left. The water tables are dropping fast and many people rely on surface water for drinking, he said.
Idzenga said Paul Smith, the manager of the Catchment Development Program of Mercy Corps, set up field offices and nurseries and hired engineers and agriculturists in Afghanistan but was faced with the problem of having water in the rivers but not on the hills that are his target for planting trees.
Smith started searching for a solution and got attracted to the ram pump of AID Foundation because of its combination of durability and the local availability of spare parts, Idzenga said.
Other suppliers dropped off the list because they were too expensive, not repairable locally or they did not want to go to Afghanistan to do installation and technology transfer, he added.
The AID Foundation ram pump is a device that is water powered and which automatically pushes up a portion of the water flowing through it to very high elevations 24 hours a day and with hardly any maintenance cost, he said.
A contract was signed with AID Foundation for three installations and training of Afghan farmers who will be using the ram for irrigating their hills for the growing of fruits such as apricots and apples and nuts, Idzenga said.
Under difficult circumstances like availability of materials, the Ramadan, a lot of travel time and security problems Idzenga and Felix Inocencio from AID Foundation were able to make the three systems work and train the beneficiaries in repair and maintenance and the Mercy Corps staff in the technology.
“The installations can produce more water than was agreed and expected. On the highest site, the water is pushed up to 145 meters in a volume of 5,200 liters per day. More than enough to water the planned trees on the five hectares land,” Idzenga said.
Smith and AID have discussed a continuation of the technology for Afghanistan since there are tremendous potentials for the ram, he said.
One idea is to have a technical person from Afghanistan come to Bacolod for a longer period to train him in all facets of the installation, operation, repair and maintenance of the ram pump, he said.
This will be followed by a combination of sending ram bodies from AID Foundation in Bacolod for fabrication in Afghanistan , he said.
On the long term, the idea is to totally transfer the manufacturing to an entrepreneur in Afghanistan , he added.*CPG

Air Force to enhance
Silay airport security
BY GILBERT BAYORAN
Maj. Gen. Victor Ibrado, Armed Forces Central Command chief, said yesterday that the security of the Silay airport will get a boost from the Philippine Air Force.
Ibrado said the headquarters of the Tactical Operations Command 6 Philippine Air Force, which supervises the operations of military aircrafts in Western Visayas, will be transferred from the old domestic airport in Mandurriao, Iloilo , to the airport of international standard in Silay City .
Ibrado paid a courtesy call yesterday with Governor Joseph Marañon. He said this is a good development for the Silay airport.
The airport is presently secured by the Philippine Army and 6 th Regional Mobile Group troopers, following the rebels attack on it in October last year.
The transfer of the Air Force TOC 6 headquarters at Silay airport, is also expected to boost the mobility and firepower of the 303 rd Infantry Brigade in the campaign against insurgents in Negros island, through its helicopter gunships.
Ibrado also announced the increase of combat pay for soldiers engaged actively involved combat operations in the Visayas
He said P100 a day will be added to the P240 combat pay of an individual soldier, for a total of P340 a day.
Ibrado said the morale of troops remains high in Visayas, as he has not monitored any attempt to recruit soldiers for the destabilization of the government and soldiers in the Visayas remain focus on their mandated tasks.*GPB

Plan to put up ecozone gets boost from 2 dads (http://www.sunstar.com.ph/static/bac/2007/11/07/bus/plan.to.put.up.ecozone.gets.boost.from.2.dads.html)
By Gil Alfredo B. Severino
THE plan to build an ecozone somewhere in Bacolod City is getting a boost with the initiatives of both Councilor Jocelle Batapa-Sigue and Provincial Board Member Patrick Lacson of the 3rd District of Negros Occidental.
Sigue and Lacon met and discussed to join forces in transforming Negros Occidental into an eco zone hub.
Both have also individual reservations because of the enormity of the task but the dire need of the province to employ as many members of the population is extremely urgent as well.
Sigue for her part, had made headway in passing various ordinances related to information technology (IT) but stressed that IT has to expand to include tourism, medicine, agriculture and paramount of them all, the serious development of education to fit the needs of an ecozone.
Sigue explained that she is so excited on creating an ecozone as it has a hundred ways and characteristics that could fit the multiple needs of a potential locators."
"Presently, I am in contact with locators other than IT locators who are willing to invest here. Unfortunately, neither our province nor Bacolod is ready for them. I saw no reason why we cannot be ready," Sigue said.
Sigue stressed, "Notice these locators and you can see that they are seemingly 'unpredictable' as far as location is concerned. This is why my perspective goes beyond the perimeters of Bacolod City. They are actually looking at the whole Visayas making Negros as their base."
"And their number one choice for Negros are not our beaches but our human resources. So how are we doing with our technical-livelihood development programs?" Sigue asked.
Meanwhile, Lacson for his part, vowed to begin a series of consultations with the end result of passing a comprehensive ordinance comprehensive for retirement, medicine, tourism, agriculture and other industries.
Lacson will actively participate in the forthcoming Provincial Information and Communication Technology (ICT) Conference in November 15 and 16 2007. From ICT, Lacson will move "horizontally" to towards the creation of an expanded economic zone.
Lacson vowed to be of help in reinforcing TESDA accredited educational institution all over the province. "I don't have a grandiose illusion. All I need is to start somewhere and the partnership with Councilor Sigue is a good starting point. It's one thing to pass an ordinance, it's another to implement," Lacson said.
Lacson stressed that slowly, every step will be planned to expand what has been started by Councilor Sigue with the IT in Bacolod.

Historical Institute Marker Unveiled
Local executives of three cities in Negros Occidental yesterday led the unveiling of National Historical Institute (NHI) Marker which was installed at the Fountain of Justice fronting the Bacolod City Hall. The occasion marked the 109th anniversary of the surrender of Spanish soldiers to the Negrense revolutionaries who used improvised wooden weapons that frightened the enemies.
Mayor Jose "Oti" Montelibano of Silay City, Mayor Ramon Torres of Bago City, and Mayor Evelio Leonardia of Bacolod City represented by Vice Mayor Thaddy Sayson and assisted by Board member Dino Yulo of the 5th district, who represented GovJoseph Marañon, with historian Roque Hofileña as executive director of Negros Occidental Historical Council, mediaman Rolly Espina as descendant of national heroes Lopez Jaena, Councilors Greg Gasataya and Catalino Alisbo, department heads, and employees in the provincial government of Negros Occidental and City Gov't of Bacolod.
Hofileña said, the Negros revolutionaries came from Bago City in the south, and Silay City from the north, then converged at Bacolod City. They were led by Gen. Juan Araneta and Gen. Aniceto Lacson. While the Spanish soldiers who surrendered to the Negrenses were led by Gen. Isidro de Castro. Hofileña also said, Mayor Evelio Leonardia has accepted without funfare when they suggested to have yearly celebration of this historic event dubbed Cinco de Noviembre. Next year, he said, they will invite local officials of the whole province because the event speaks of Negros heroism and join the valleys of history, that can help fight poverty, rise above themselves and work for the better.
Vice Mayor Sayson said the official declaration by the National Historical Institute (NHI) of Bacolod as seat of surrender of the Spanish soldiers to the Negrense guerillas, is something for the Bacoleños.
Hon. Ludovico Badoy, executive director of NHI said the historical marker signifies the bravery and heroic deeds of Negrenses.
Badoy and VM Sayson have signed the certificate of transfer of historical market from the NHI to the Bacolod City government.*

Something I noticed too:
Araneta Street is asphalt
Lacson Street is concrete
Majority of Bacolod's City street and roads are of concrete.
I think the reason why Bacolod and Negros Occidental's roads are made of concrete, its because of the sugar trucks plying the highways. Asphalt can easily deteriorate, given our tropical and monsoon climate and heavy trucks loaded with sugarcane and others. Concrete on the other hand is resilient towards the elements.

In additon to your post,Most of the roads that were used by Sugarcane Trucks are made of Concrete and they are not allowed to passed thru Bacolod Downtown area or in laczon St.Sugarcane truck coming from the South normally diverted to Cegasco Road.

Thats right...thats the main reason why they put up a traffic light along east intersection. They want to place order in the traffic situation in the east side since its becoming more congested knowing that a lot of establishments are operating there already. :)

^^ As what my visitors from Mindanao said, is it Washington DC? :D It was their first encounter with the Capitol (unfortunately it was under rennovation during those times, so we didn't have much time going inside of it, but anyway they'll be back)
Anyway, the urban planning was a success for Bacolod due to less density and less landowners (most of the landowners by the early 20th century were hacienderos), therefore it was easy to make a grid-like street pattern and formation of greeneries.
I would say that it is associated with the "Cities Beautiful Movement" in the early 20th century, as Burnham and Arellano planned for Baguio, Manila, Cebu & Iloilo.
Tomorrow, Architect Von Eisendel will be discussing about the evolution of urban planning in the streets of Silay City. I'll get the details so we may know the history of urban planning and urbanization in Negros Occidental. :)

my view is this, they should also rehabilitate the public plaza, flower shops should look like nice flower shoppes, not that we have now that looks like shanties and all. its all dirty and even the steps are dilapidated. flowering plants are either full stretch in some parts but most of the stretch are not a stretch at all theyre like dashes and not straight lines. another one is that some fountains are shooting water everywhere. and moss green water? instead of lilies, sweet corn wraper ang makita ko. that plaza is great, however it should be rehabilitated.

A cocktail party for consuls and balikbayans (http://www.visayandailystar.com/2007/November/08/starlife.htm)
It was MassKara time and Bacolod simply sizzled with guests from all over. There were social events galore every night and the city simply rocked! One of the “must” socials of the week was the cocktail reception for the Consular Corps and the Balikbayans from the USA . This was tendered by Tourism Envoy of North Asia and SKAL International Bacolod Chapter president and former Bacolod Rep. John Orola Jr. at Casa Orola.
By the time we arrived, the place was filled with the dignitaries (who were fashionably on time) and the guests who happily mingled with their old and new friends. Sparkling white wine, properly chilled, overflowed all evening. Manila socialite Fortune Ledesma (Consul of Monaco), looking like a movie star, was the cynosure of all eyes.
Honored guests were Andrew and Sarah Devlin of the US Embassy, Vincent Carlos of Ivory Coast, Rene Ledesma of Bulgaria, Pete Saad of Lebanon, Oscar de Venecia of Ukraine, Eduardo de Guzman of Gabonese Republic, Toshiro Morita (general manager of Japan Airlines) who came with his wife Mie, Antonio Rufino of Mongolia and Armita Bantug Rufino of Phil. Heritage Festival.
Everyone enjoyed the delicious cocktail fare and the scintillating conversation at every table. Sitting with our group was Al Denila, founding chairman of the Bacolod Society in America and Dr. Manny and Honey Lazo, president of BSA.
They kept raving about the MassKara Festival and how much they enjoyed the various events. John kept the audience laughing during his welcome remarks (this guy's energy is simply amazing!). We could have stayed all night enjoying the company but there were still a lot of activities to go to that night.
Kudos to John O for such a swinging affair!*

Rehabilitation is the key here. If they could only make the plaza look like what it has been rendered before. More euro-look. We must stop also adding modern structures inside the plaza. It defeats its euro-classic appeal. Just like the case of Silay's Rizal avenue. All those heritage structures looked very funny with all those commercial signage here and there. Actually its everywhere. Just my thought.:)

I agree with you on the clean, green and safe idea mig. But the thing is, Bacolod public plaza is the heart of the city. Its one of the most identified attraction in the city especially the bandstand & gazeebo structure. The plaza had been built years before our parents were born. Rehabilitation for me is bringing back the structures' past glory. And not new ones, modern stuff that is, to make it look ok. Actually it doesn't. AIDFI lemon grass
oil project gets prize
The “Community-Based Lemon Grass Oil Production” project of the Bacolod-based Alternative Indigenous Development Foundation Inc. was one of the winners of the Philippine BiD Challenge 2007 that recognized the 10 best business ideas in the country.
The AIDFI entry was one of the 45 that reached the second round of the competition where the winners were selected and awarded P100,000 each in cash at the awarding rites held late last month at the AIM Conference Center in Makati City .
Another awardee from Negros Occidental is the crab shells project of E.B. Magalona. Crab shell is a waste product that can be processed into chitin and chitosan, widely used in pharmacology, medicine, dietetics, bio-technology, cosmetics, waste water treatment, textile and wood and paper manufacturing.
AIDFI Executive Director Aladino Moraca said their participation in the Philippine BiD Challenge will help them in the promotion and marketing of their products.
This will enable us to penetrate the international market for food, cosmetics and pharmaceutical industries, he said.
The lemon grass oil production project aims to construct three community-based essential oil factories using appropriate technologies and practical approaches in creating sustainable livelihood and alternative sources of income for poor upland communities in Negros Occidental.
So far, AIDFI has already set up two community-based factories – one in Sitio Bigong, Brgy. Mambugsay Cauayan and another in Sitio Napungalan, Brgy. Jonob-Jonob, Escalante City .
Moraca said AIDFI produces lemon grass oil through stem distillation in partnership with poor upland communities – Mambugsay Essential Oil Producers Association and Napungalan ARBs Multi-Purpose Cooperative.
He said that AIDFI conducted three years of research on the design of the extractor or distiller, management, community organizing approaches and marketing to guarantee the smooth operation of the enterprise.
Operations of the essential oil plant is handled by a trained community operator who is in-charged of the boiling while each farmer-beneficiary takes part in the production, harvesting of their lemon grass and hauling to the factory for boiling.
AIDFI ensures good quality of the product by strictly following the standard process as a requirement in producing organic lemon grass oil, Moraca added.
Lemon grass oil is extensively used as a source of perfumery and as ingredient in making soap and hair care products, and known for its pharmaceutical purposes because of its anti-infection and anti-fungal effect.*NLG

Sanchez: A green Bacolod (http://www.sunstar.com.ph/static/bac/2007/08/06/oped/benedicto.sanchez.nature.speaks.html)
By Benedicto Sanchez
Nature Speaks
IN THIS era of dramatic climate change, what should a green future for Bacolod look like? Or for that matter, cities anywhere else in the country? How should local government craft policies to address green issues?
The recently-published State of the World 2007: Our Urban Future examines changes in the ways cities are managed, built, and lived in that could tip the balance toward a healthier and more peaceful urban future.
It asserts that strong communities require a holistic approach that not only provides the traditional deliverables of economic development - jobs, income, wealth, and security - but also protects the environment, improves community infrastructure, increases and develops local skills and capacity, strengthens the social fabric, and respects heritage and cultural identity.
It sets benchmarks for developing green cities: providing clean water and sanitation; farming the cities; greening urban transportation; energizing cities; reducing natural disaster risks; charting a new course for urban public health; strengthening local economies; and, fighting poverty and injustice in cities.
Clean water and sanitation requires that Bacolod City joins the provincial government to protect and conserve the Bago Watershed, its principal source of freshwater for Baciwa. Tree planting activities along highways are near to useless if the watershed is not rehabilitated. Sanitation obliges the city to implement the Ecological Solid Waste Management Act. It has been seven years, and the city is still stuck with the business-as-usual tasks of collecting, transporting, and disposing solid wastes to its dumpsite. All we see are token material recovery facilities, no program for waste segregation for public markets and malls.
Urban transportation? A strategic move is the plan to build flyovers at the junctions of Lacson-Burgos and Lacson-B.S. Aquino Streets of Barangays 18 and 19, Barangays 3 and 5, respectively under GMA’s Tulay ng Pangulo sa Kaunlaran program.
Flyovers and bridges however encourage people to buy more fossil fuel-based vehicles. More cars of course imply more carbon emissions. It also means worse traffic congestion in Bacolod’s narrow lanes. Unless, Greenpeace’s e-jeeps fly and more PUV owners buy more of them. But they all miss the more basic issues. No one has talked of mass transport systems, not just in Bacolod but in the entire island. Trains, trams, subways. None has broached these ideas. Many of them don’t use gasoline anymore.
How about designating bicycle lanes? Many developed countries have them. And building them doesn’t cost much. Pedaling away is also a good way to avoid obesity, the creeping scourge of sedentary people in urban areas.
With mass transport systems, more farm-market goods can be delivered at fraction of their prices, more people can live in outlying cities and go to work in city and town centers. That way, Bacolod and the province can avoid over-congestion in Bacolod. Japan, Hong Kong, and Europe show that this can work. Farming in the cities? Yes, it’s totally possible. Who was it who said Bacolod is basically urban? Meaning, large rural areas, with its highly urbanized areas located along the coast.
If Bacolod’s landowners shift to urban farming in vacant spaces, they can even find a ready market in the cities, without spending so much on transportation costs. Better if they adopt organic farming, in keeping with the two Negrense provincial government’s program of making the island the organic food bowl of Asia.
The technology exists even for cramped spaces. Energy? With global warming worsening, we expect heavy use of aircons to cool off. More heavy use of power. Why not adopt California Governator Arnold Schwarzenegger’s policy of designing buildings in such a way that resources are used responsibly, relying on structures whose design, construction and use energy, water and material resources efficiently. Such green buildings lower temperature at the height of summer and increases the temperature when it gets cold (which is almost a non-issue in tropical Philippines, anyway)?
To this end, I propose to the Bacolod City council to craft an environmental code along those lines. That way, the current and future local executives are forced to look beyond their three-year terms. Paging Councilor Jocelle Batapa-Sigue! Please email comments to bqsanc@yahoo.com.

Just want to share thoughts too.Bacolod Public Plaza's present state is not really worst. It just need a face lift but not major. The existing structures of Flowers Shops which is like a "tiange" could somehow be change like the flower shops in Paris. It needs a little of creativity and could be place in every corner of plaza and not only in that place. It need more lanscaping and needs more water fountains. And please hopefully no more new structure with the plaza.Lastly the public toilet,it need a massive renovation.

And please hopefully no more new structure with the plaza.Lastly the public toilet,it need a massive renovation.
hehehe sir jay, i'd have to say the public toilet should be the top priority! :puke:
just kidding..hehe

Gee!!! you've made a point!!!! it stinks...
Well, i guess the thing that could be done in that area is the restoration of its old design...a little retouch can somehow bring back its majestic look. Good thing that made the fountains work again...at least, it made the area look cool and refreshing. But what i really hate most is the sex trade going on at night. But i salute to the PNP who made the effort in arresting all the sex workers the other day. :) i hope they will do it regularly kay kung indi...mabalik balik man na dyapon ang mga @#!*LOG!!!!!

Based on the picture posted by SUV111 on the previous pages, the construction is in full speed. The building has shown it's beauty eventhough it's still bare.Exterior side they might start installing the glass windows and some painting job might start. They have finished it's final form and reached to top floor. Therefore the interiors could start as well with all of the fixture ,plumbing, and electrical works.

Bacolod NGO wins 2007 Philippine BiD Challenge competition
Bacolod City (9 November) -- The Philippine BiD Challenge 2007 drew more attention and applicants a year after its launching in September 2006, generating 211 business plan entries from Luzon, Visayas and Mindanao.
156 plan-finalists are qualified in the initial screening, representing 47 established and 109 start-up business nationwide ranging from various sectors such as agriculture, services, training, food, health, finance, etc. Forty-five (45) business entries reached the second round of the competition.
From these 45 entries, 10 best business ideas were selected and awarded cash prizes at the Philippine BiD Challenge Award event at the Asian Institute of Management (AIM), Makati City. Business plan developed and submitted by Alternative Indigenous Development Foundation, Inc. (AIDFI) "Community-Based Lemon Grass Oil Production" was one of the 10 best business plans nominated and awarded. Present during the awarding of winners - His Excellency Robert Brinks, Ambassador of the Royal Netherlands and Mr. Manual V. Pangilinan, PBSP Chair and Chairman, Philippine Long Distance Telephone Company (PLDT). "Participation to the Philippine BiD Challenge competition will help us in the promotion and marketing of our products triggering to penetrate the international market of food, cosmetics and pharmaceutical industries," Aladino Moraca, Executive Director of AIDFI said in a statement.
The Business in Development (BiD) Challenge is a worldwide business plan competition run by the BiD Network Foundation which started in the Netherlands in 2004. The BiD Challenge is the first online community for poverty reduction and entrepreneurship in developing countries. It was organized by the Dutch National Development (NCDO), Netherlands Development Finance Company (FMO) Rabobank, TNT and partners. The BiD Challenge has now expanded to include one international competition and seven national competitions in countries like India, Philippines, Tanzania, Kenya, Argentina, Peru and Columbia.
The Philippine BiD Challenge was first launched in Manila in September, 2006 with Fair Ventures and the Philippine Business for Social Progress (PBSP) as main organizers. The Philippines was the very first in the world to host its own Local BiD Network with the support and participation of local partners.
Community-Based Lemon Grass Oil Production of AIDFI aims to construct three Community-Based Essential Oil Factories using appropriate technologies and practical approaches in creating sustainable livelihood and alternative sources of income for the poor upland communities in Negros Occidental. At present we have already installed two community-based factories, one in Sitio Bigong, Brgy. Mambugsay Cauayan and one Sitio Napungalan, Brgy. Jonob-Jonob, Escalante City.
Lemon grass in its pure oil is packed in an amber bottle with label and properly sealed to avoid leak during transport.
AIDFI produced the lemon grass oil through stem distillation in partnership with the poor upland communities (Mambugsay Essential Oil Producers Association and Napungalan ARB's Multi-Purpose Cooperative). Operations of the essential oil plant are handled by a trained community operator who is in-charged in the boiling. Each farmer beneficiaries takes care in the production, harvesting of their lemon grass and hauling to the factory for boiling. AIDFI ensures good quality of the product by strictly following the standard process as a requirement in producing organic lemon grass oil.
Lemon grass oil product is derived from organically grown lemon grass. The specie used is the West-Indian Lemon Grass, Cymbopogon citratus. The extracted oil is a thin yellowish liquid with a strong lemon odor. The active ingredients of this specie make the oil suitable for many purposes. It's high in myrcene. The myrcene is effective as antibacterial and as pain reliever. The citral content is 65 to 85 %. The combination of the myrcene level and the lower citral content makes the oil less irritating to the skin. Other active ingredients are citronellal, citronellol and geranilol.
Externally, the oil is extensively used as a source of important perfumery and cosmetic industry, in soap and hair care products. Likewise, it is also used for pharmaceutical purposes because of its anti-infection and anti-fungal effect. Common uses are to combat respiratory infections, fever and fungal conditions such as athlete's foot. For aromatherapy, it can be used to stimulate blood circulation. It is effective to open pores and traditionally recommended to treat acne and oily skin.
AIDFI has conducted three years of research on the design of the extractor or distiller, management, community organizing approaches and marketing of produce in order to guarantee the smooth operation of the enterprise. (AIDFI/PIA)

SP authority sought
for anti-flood action
BY CHRYSEE SAMILLANO
Bacolod Mayor Evelio Leonardia is requesting the Sangguniang Panlungsod for a special session on Saturday to ask the body to declare “nuisance per se all structures and houses constructed along the rivers, creeks or waterways of Bacolod City .”
The Mayor also signed Executive Order No. 19 Wednesday creating the Bacolod City Flood Control Coordinating-Action Team with Councilor Roberto Rojas as chairperson.
The team will review, gather data, integrate and implement an effective flood control plan for Bacolod with the comprehensive involvement and participation of government, non-government, private professional and technical groups and barangays.
City Legal Officer Allan Zamora yesterday said the mayor will request the SP to declare nuisance per se all structures in the rivers and creeks within three meters from the embankment.
Once these have been declared nuisance per se, the structures can automatically be demolished without any Court action, he said. In a way, the city will take over the function which belongs to the DPWH since this has not taken action, he added.
Zamora said the Mayor could always invoke the general welfare clause provided under the Constitution and the Local Government Code.
In his letter to the SP dated Nov. 8, 2007, Leonardia said records will show that the SP has appropriated P10 million for the dredging of Mandalagan River , and the Bata and Banago creeks.
He said the dredging of the Banago Creek has already started but its process has been obstructed by the structures and houses illegally constructed along it, specifically along Puno Banago (Puroks Nami-Nami and Mahimulaton).
Leonardia said that in many conferences with residents of the affected areas, they were assured by the DPWH, Bacolod City , that it will undertake the removal of the structures and houses constructed along Banago Creek.
Consequent to such assurance and undertaking, the DPWH wrote the occupants on Jan. 15, Mar. 1 and Mar. 2, to remove their houses and structures along the Banago Creek with 15 days, he said.
Leonardia said such letters of the DPWH were totally ignored by the occupants and what is unfortunate is that it did not do anything to remove the structures and houses after its letters were ignored.
It would appear, therefore, that the DPWH cannot effect the removal of the structures and houses illegally constructed along the Banago Creek, despite the fact that such structures are situated in a danger zone, Leonardia said.
Because of the failure of DPWH to remove the structures, it becomes necessary that the City of Bacolod undertake the removal, citing provisions of the Local Government Code, he said.
Such assumption of undertaking could also be considered as an exercise of police power, he added.
Leonardia said such assumption of undertaking could only be immediately implemented if all structures and houses constructed along rivers, creeks or waterways of the city are declared as nuisance by the SP.
Meanwhile, Councilor Roberto Rojas said he and the Mayor met with the newly elected barangay officials Wednesday to discuss the flooding problem in the city and how this can be resolved.
On the other hand, the DPWH investigation showed that the riprap, which it had constructed last year in Purok Ylac, Barangay 1 was destroyed because of strong water current during the rains last Nov. 1. The DSSD said two houses were destroyed and seven were damaged.*CGS

Zayco takes up transfer
of prov'l jail with Puno
Vice Governor Isidro Zayco said he discussed with Interior and Local Government Secretary Ronaldo Puno yesterday the plans of the provincial government to relinquish all its rights on the existing Provincial Jail to the Bureau of Jail Management and Penology which is under the DILG.
Zayco said he was instructed by Gov. Joseph Marañon to discuss the matter with Puno who was in Kabankalan City yesterday for the wake of his aide-de-camp Chief Inspector Benjie Quingking, who died in a vehicular accident.
The vice governor said the provincial government is considering the possibility of transferring the provincial jail out of the Bacolod City proper. He said the province has purchased a lot in Barangay Abuanan, Bago City where the jail can be transferred.
Once all the rights over the provincial jail will turned over to the BJMP, the province is willing to provide the structure for the new jail while the BJMP will take care of the manpower and subsistence of the inmates, Zayco said.
He added that the idea is favorable to Puno and he will send DILG Undersecretary of Public Safety, Marius Corpus, to further discuss the project with provincial government officials.
Zayco said he wanted to show Puno the site of the airport in Kabankalan but the latter was pressed for time.
Puno had to cancel his appointment with the Vice Mayor's League of Negros Occidental as he had to rush back to Manila in the afternoon.*

Kalapad sang parking lot sang SM City. It's almost the same size of SM City's floor area.
As for Gaisano City, the left portion,on the riverside, that driveway and the structure is somewhat new to me.What building is that? They also expanded thier parking lot.
Sugar, good job for enlarging the photo.I think that bridge goes all the way to Kalong-Kalong in Tangub and to Magsaysay Ave.

Oic,I haven't noticed that driveway in that direction and am i seing mall entrance from the left side or just a delivery point. When did they built this?
I still remember when Gaisano City did thier midnight sale we parked on that muddy part on the right side. There were lot's of car parked and heaps of people inside the mall. What i like about Gaisano is aside from cheap prices, is thier Lower Ground parking area which is also free.Hopefully Gaisano would line up some trees on the river side.

Feedback with Primo Esleyer
BCC has outstanding students
I am happy to read about Councilor Alex Paglomutan pledging to increase the BCC budget on hearing the speaking skill of Bacolod City College students.
I'd like to tell my friend Alex P that BCC students are not only good in speaking. They are well-rounded. Remember in the examination for teachers, BCC registered very well among Bacolod City schools.
It is because we have good teachers and administrators, lowly paid though they are. Attention from city officials like the one shown by Councilor Paglomutan can mean a lot to the morale of BCC teachers.
BCC was founded by Mayor Bing Leonardia during his first term as Mayor in the late 1990s. It does not plan to have a big enrolment. It's a question of quality, not quantity.
BCC will improve the faculty and the teaching. Even with its limited budget, it plans to give the best. Unlike private schools, it is not after profit. So, the meager income it gets from tuition and other fees will be used for the operation plus whatever help the city can give.
What reason has it not to excel?
If it cannot be the best college in the city, then it should plan to fold up. This is the school supported by our taxes. And this is the school to accommodate students from poor families only.
Mayor Bing Leonardia is the board chairman. In the years to come, and if the plan succeeds, BCC will be his monument.

@Jay: The pic of the new Italian resto made me sneak into the past. It was in that building where my dad used to hold office. hehehe.. ga attend pa ko da pirmi pag Christmas party nila. :)
I didn't take noticed much of that building during my school days because there's nothing catchy with it's design.Simply pure common boxy structure and paintless. Now,somehow it caught attention of the passers-by because of its distinctive color. There's used to be a travel agent occupying on the other corner of the building and a snack haus.

tratoria uma is very expensive resto....one serving of garden salad will cost around 700 pesos...louise is a french style restaurant...very nice interior...like pendy's and they serve great foods....daw!!! havent tried eating there yet..maybe when i get back from cebu...i will treat myself there. :)

Montelibano defends
contract with KEPCO
AT CENECO ASSEMBLY
BY NANETTE GUADALQUIVER
Roberto Montelibano, board president of the Central Negros Electric Cooperative, explained his decision to sign a 40-megawatt power sales contract with KEPCO-Salcon Power Corp. before about 4,000 member-consumers at the 32nd Annual General Membership Assembly at the Colegio San Agustin-Bacolod Gym Saturday.
Montelibano, who raised the issue that he had earlier said would not be included in the agenda, said that CENECO had been looking for additional power source for a long time.
There was no howl over his explanation except from a member-consumer, Ding Flores, who asked if the CENECO board had conducted a consultation before Montelibano signed the contract.
Montelibano, however, only noted the query and said CENECO is also willing to buy power from other suppliers.
He reiterated that the contract with KEPCO will ensure stable power supply for CENECO after 2010 as no other power generator have offered to supply its base load requirement.
He said that this year alone, CENECO's power requirement increased by an average of 13.4 percent. “Growth of power is an economic indicator of good business in Bacolod ,” he said.
Romana de los Reyes of Visayas for Renewable Energy, a member-consumer from Bago City , asked why Montelibano took up the CENECO-KEPCO contract during the assembly when he had earlier said it would not be taken up.
The meeting was conducted in a high-handed way, she said.
De los Reyes' group had earlier planned to raise the issue during the meeting but were apparently not able to do so as they were even prevented from bringing protest materials inside the gym.
Their group prepared a manifesto they planned to present during the meeting.
Sugar planter Luis Mirasol also aired his observation over the swift approval of all items in the agenda.
“Why is it so fast to approve? Is there something to hide?” he asked.
Federico Pillo, a councilman from Brgy. Villamonte, said he is supporting the CENECO-KEPCO contract because he believes it will ensure power supply for CENECO.

PCCCI supports jobs creation agenda (http://www.visayandailystar.com/2007/November/12/businessnews4.htm)
Officers of the newly-launched Philippine Chinese Chamber of Commerce and Industry have pledged support to the jobs creation program of the government aimed to alleviate poverty, Malacañang announced yesterday.
The PCCCI issued a “Manifestation of Support to the Ten-Point Agenda” of President Gloria Macapagal-Arroyo, stating that they will help generate not only “six million” but “10 million jobs” in six years.
Under her Ten-Point Agenda, Arroyo is targeting the creation of six-10 million jobs by 2010 through interventions in priority development areas.
The manifesto, signed by 44 Chinese business leaders, expressed the PCCCI's “unqualified support” for the President's Ten-Point Agenda, “more particularly in the generation of ‘opportunities for 10 million jobs' by bringing in more investors in the area of tourism, agriculture, mining and other manufacturing industries.”
Arroyo, who spoke at the PCCCI launching and induction of officers led by chairman emeritus Francis Chua, board chairman John Co and president Anson Tan, asked the “new generation” of Chinese leaders to work “hand in hand with the government to create more jobs and broader business opportunities” to help eradicate poverty which, she said, is the “central mission of (the) government and our society,” Malacañang said.*
