starbucks is nice. pero kung pirmi ka gapangape ull notice nga indi na nami ang kape sang starbucks. indi na consistent sa every branch. i prefer coffee bean and tea leaf. even the yuppies here in manila are now starting to move to CBATL. ask soulmaker and he too is also frequent in cbatl.




i missed the pork barbecue at the back of LCC. sang high skul ko dira ko na sang una ga bakal pirmi sud an.. sa fri dira ko manyaga eheheheh

CBATL in grennbelt?..thats the one facing landmark right?... I'm not allowed to drink coffee na eh...so i go for cream based frap. Same with seattles best, they dont have consistencies when it comes to preparation of their drinks. Ako i would prefer starbucks to open here in Bacolod so people will have plenty of choices to choose from kung sa diin sila ma hang out and have coffee or whatever. You know naman bacolodians really love cozy places to chat...i hope CBATL will also branch out here in Bacolod. :) and also cafe breton (don't know if my spelling is right) basta!! i love their crepes eh. :)

WNC Mustangs to Join Champions Cup (http://www.negrosdaily.com/nov0907s2)

Nine-time NOPSSCEA collegiate champions West Negros College Mustangs are set to leave tomorrow, November 10, for Manila to join the Fil-Oil/Flying V National Collegiate Champions Cup at the Ninoy Aquino Stadium the same day.

The Mustangs lineup is composed of skipper Vengie Vergara, Alfie Villariza, Jetric Sumido, Virgilio Dapar, Jason Melarin, Winrich Pusoc, Briton Javelona, Rolly Jaca, Bernard Suante, Jeff Jacinto, Rhundy Baydo, Raul Suyod and Robert Lauron and mentored by Dennis Tuma-yan with Joebert Pastias as assistant.

WNC sports executive Anthony Carlo Agustin, who is the team manager will accompany the team with WNC Sports Office administrator Romulo Estrebillo.

The Mustangs are bracketed in Group D with Ateneo de Manila University, Jose Rizal University, and Lyceum of the Philippines University. They are slated to take on the ADMU Blue Eagles for their first scheduled game in the elimination round.

It will be the first time former Mustang Sivirino `Nonoy' Baclao, now a starter for the Blue Eagles, to be playing against his former varsity squad. Ateneo and WNC finished second and third behind champion FEU during the October 22-28 12th Unigames hosted here by University of St. La Salle.

They failed to meet in the Unigames as they were bracketed separately.

The UAAP champion De La Salle University Green Archers and NCAA titlist San Beda are ranked one and two, while Ateneo de Manila University and University of the East are ranked third and fourth.

Now on its fifth year, the champion is guaranteed P500,000 in the form of sports scholarships to the champion. The next three finishers will get P200,000, P100,000, and P50,000.

The Mustangs are seeing action in this series by virtue of their being NOPSSCEA titlists while the other league champions also in the cast are: CUSA champion Manuel L. Quezon University, NAASCU titlist STI; UCAA champion St. Francis of Assisi Doves; CESSAFI (Cebu) champion University of Visayas Lancers; Tacloban champion Sacred Heart College; and the winner of the ongoing Davao collegiate league which could be either Holy Cross College, Ateneo de Davao University, or University of Mindanao.

Smart has also put up prizes for the Most Valuable Player (the M.V. Pangilinan Cup awardee), members of two Mythical teams, best defensive team, coach of the series, and best performing referee.

PBL commissioner Chino Trinidad has been named tournament commissioner.

Aside from the Ninoy Aquino Stadium, games will also be played at the Loyola Gym, San Beda College Gym and at The Arena in San Juan where the quarterfinals, semis and finals will be played.*

its too premature to discuss about international flights in bacolod...were not that ready yet to cater flights going to any other continents. I think we'd focus first in tourism to attract more tourists and investors in our province...

I'm just so happy that Goldenfields Commercial Complex has been trying out something again to capture crowd.This is an excellent moved.That is really,really freaking cool:banana:.May lagawan na naman mga hinablos ko.Bacolod is getting better and better place to live.:lol:

For me in Bacolod, the best dyapon ang Bobs-lacson. Basically due to its ambience/location. Esp. the al fresco area. Great place for people "to see and be seen". hehehehe.. :)

Small and medium enterprises in Negros Occidental are aiming to increase their total sales by 10 percent in 2010, the Provincial SME Development Plan shows.

The figure is based on the national indicator of 130 percent increase in sales by 2010, from priority sectors as well as services, tourism, education, health and outsourcing sectors.

The local goal is under the “Access to Market” aspect of the SME Plan which has existing programs and projects being implemented to meet the projected figure.

These include: participation in trade fairs, which involves assistance to member-producers in local and national fairs; skills technical, managerial, productivity and marketing trainings, particularly techno-transfer trainings in creativity enhancement, pricing, costing, among others;

Technology upgrading, specifically for equipment through a program of the Department of Science and Technology; product development clinics, on the improvement of existing products in terms of product design, quality, raw material utilization, to enhance marketability;

Market matching and linkaging, by providing market information and trade opportunities to producers; buying and selling missions, through organizing and assisting local producers in offering their products to identified buyers; and financial assistance programs to members for marketing development, by providing financial package like Purchase Order-Financing.

Aside from Access to Markets, other aspects included in the SME Plan are Business and Investment Enabling Environment, Access to Finance and Productivity and Efficiency.

The formulation of the Provincial SME Development Plan is under the Harmonization of the National SME Development Plan component of the German Technical Cooperation-SME Development for Sustainable Employment Program assistance to the Department of Trade Industry, which implements an SME development program in Western Visayas.*NLG

Hey jay!!! i have a free cup of brewed coffee at figaro everyday...imo na lang na. :) i dont drink coffee na eh. :) but i tell you...their coffee is so strong. :) enough to cause me tachycardia. :) hahahaha!!!!!! pero nami ang mga frosts nila especially the stawberry frost. i also love their chicken tetrazenni.

Hopefully they turned it into like a Splash Island.One more thing that i want to see in Bacolod is a Themed Park.After that a Zoo and a Botanical Garden to make a more Bacolod a complete tourist destination.For the meantime,i'll just add it on to my wish list.:)

yeah like a splash island in disney world in florida, yeah I agree with you Bacolod needs a zoo and botanical garden.

Yeah Thanks for reminding me that zoo and park.Most Bacolodnon are not really aware that we have it.I know it is run by a non-profit private Environmental Conservation Group in Negros.What i mean is a medium size Zoo and a Botanical garden.

Bro Ng, i think the area of space would not allow it.It quite small for a lazy river.I'll make my wish a bit smaller,i'll trade Splash Island to Waterfun like in Sucat, Paranaque.:lol:

This is the Garden cafe in front of PNB...i said DBP...garden cafe or shall we call sweet gardens is a restaurant that offers its costumers a cool and refreshing ambiance..and those plants are for sale...they have different types of landscapes inside...

A zoo in a resort would be ok. Pero stand-alone na zoo park, i doubt of its marketability and profitability. We have the Kanlaon treks and Mambukal. That i guess is enough for tourists(esp. foreign) to marvel at our natural wonders. Not the un-natural ones. Just my thought. Theme park is ok for Bacolod. Pero siguro pocket ones lang coz then again due to its profitability. Its hard to maintain these facilities moneywise. What Bacolod needs is to convert the old Bacolod airport into something that will infuse more taxes to the local treasury. Add to that jobs generation.:)

700 call for bikeways

ABOUT 700 bikers joined the 20-kilometer bike run dubbed as "Go Bike Pilipinas" to promote diabetes prevention, advocate against global warming, and urge the local government to establish "bike lanes" in Bacolod.

The Negros Occidental Cycling Federation (NOCFED) in a letter requested Bacolod Councilor Jocelle Batapa-Sigue to assist in proposing legislative measures to establish "bike lanes".

NOCFED President Hernani Castro cited as an example Marikina City's 60-kilometer bikeways, a project which already received Gawad Galing Pook Award from Malacanan.

In her speech as guest speaker of the bike run yesterday, Batapa-Sigue committed to officially bring the request of the bikers to the immediate attention of the City Council through either a resolution or an ordinance.

In turn, the bikers pledged their signatures to show the overwhelming support of their sector for any legislative move that Batapa-Sigue will undertake to put up bikeways in Bacolod. She mentioned the point from Lopue's East to Alangilan and Mansilingan to Murcia as the usual route of bikers to reach the mountains as being national roads and will need congressional support and attention.

Batapa-Sigue will file today a resolution calling for the serious study or the establishment of bike lanes in Bacolod, as well as for promoting bicycling for fun, fitness and affordable transportation, advocating for better bicycling conditions and transportation choices for a healthier environment, educating children, adults and motorists about safe bicycling.

She commended the organizers led by Dr. Ma Luz Vicenta Guanzon of the Philippine Society of Endocrinology and Metabolism (PSEM) for holding the bike run which not only promoted ways to combat diabetes but also provided alternatives to the use of motor vehicles, which run on fossil fuel.

In order to have a healthy community, we need to have healthy people, Batapa-Sigue said.

"Selling" NegOcc, Bacolod once again

NEGROS Occidental's and Bacolod City's co-hosting of the Regional Tourism Assembly starting today is one good opportunity of "selling" the province's and the city's tourism and investment potentials.

Although, it's a fund-draining activity that entails a lot of funding from the government's coffer, yet it will have a tremendous effect later to our tourism and investment promotions.

Meaning we need to spend much first before we can have big return later.

Imagine that with this 7-day tourism assembly, NegOcc and Bacolod will have an ample time to showcase their best to the people in some parts of Western Visayas like Aklan, Antique, Capiz, Iloilo and Guimaras.

Because for sure, this assembly is one of the biggest in the country as reported by Tourism Regional Officfe 6 Director Edwin Trompeta.

Hope that both our provincial and city tourism officers will learn more how to package NegOcc and Bacolod in terms of tourism promotion so we can also compete with Davao, Bohol, Cebu, among others provinces and highly-urbanized cities in Luzon, Visayas and Mindanao.

Because speaking of tourism potentials, NegOcc and Bacolod have a lot more to showcase and sell.

Examples are the Mambukal Resort in Murcia, Jomabo Island in Escalante City, Punta Bulata in Cauayan, Balay Negrense in Silay, Museo pang Bata in Sagay, Buenos Aires Mountain Resort in Bago, MassKara Festival of Bacolod, among others.

But frankly speaking, compared to Bohol, Negros and Bacolod have the best in terms of tourism potentials. The only problem is we don't have strong marketing/packaging strategies how to lure tourists.

Probably, we still have missing links that need to be discovered yet in promoting our tourism potentials.

Hope that with this regional tourism assembly, we can learn more in tourism promotion that can be applied soon so to earn much for our province and city.

A zoo in a resort would be ok. Pero stand-alone na zoo park, i doubt of its marketability and profitability. We have the Kanlaon treks and Mambukal. That i guess is enough for tourists(esp. foreign) to marvel at our natural wonders. Not the un-natural ones. Just my thought. Theme park is ok for Bacolod. Pero siguro pocket ones lang coz then again due to its profitability. Its hard to maintain these facilities moneywise. What Bacolod needs is to convert the old Bacolod airport into something that will infuse more taxes to the local treasury. Add to that jobs generation.:)

Well maybe if they convert the old airport into an industrial park and more number of Bacolodnon have jobs then maybe that could be the right time of having a zoo in a resort and a theme park in our city.

Having said my wish list for Bacolod it doesn't mean that is what we need at the moment.We might have it after several years.This tourism and job creating projects will again depends on the marketing strategy to survive.It all about business management.The local government can either have a 50-50partnership from the private sector or an investor could be invited to put up this projects.A zoo and a botanical is a very educational tourism related projects.Mostly all the provinces in the country have the natural wonders like beaches,mountain climbing or trekking to lure tourist.So far outside Metro Manila, no city has a theme park.All you can do and see are shopping centers, malls and nothing but malls.

Structures beside creeks, rivers to be declared nuisance

THE City Council of Bacolod City has approved a resolution declaring the houses and other infrastructures beside creeks and rivers in the City as nuisance structures.

This is in preparation on the plan of the City to do the clearing of creeks, rivers and other water outlets like those lying on along Mandalagan bridge, Gatuslao-Mambuloc area and Gonzaga Extension.

Mayor Evelio Leonardia was the one who requested the approval of such resolution in preparation also for the coming rainy days.

A P10 million budget has already been allocated for dredging and clearing waterways in Bacolod. But works have not been completed yet.

Meanwhile, based on post assessment of the flooding problem in city conducted by the office of Acting City Engineer Belly Aguillon, it showed that the opening of the rivers are silted due to the presence of informal settlers and garbage.

Aguillon said the city has started dredging the Banago River but this was temporarily stopped because their dredging machine cannot penetrate the Puno Banago area because of squatters.

The Department of Public Works and Highways (DPWH) had already sent notice of demolition to those houses squatting beside the rivers and creeks yet until now, none ha complied to voluntarily demolish their respective house.

700 call for bikeways

ABOUT 700 bikers joined the 20-kilometer bike run dubbed as "Go Bike Pilipinas" to promote diabetes prevention, advocate against global warming, and urge the local government to establish "bike lanes" in Bacolod.

The Negros Occidental Cycling Federation (NOCFED) in a letter requested Bacolod Councilor Jocelle Batapa-Sigue to assist in proposing legislative measures to establish "bike lanes".

NOCFED President Hernani Castro cited as an example Marikina City's 60-kilometer bikeways, a project which already received Gawad Galing Pook Award from Malacanan.

In her speech as guest speaker of the bike run yesterday, Batapa-Sigue committed to officially bring the request of the bikers to the immediate attention of the City Council through either a resolution or an ordinance.

In turn, the bikers pledged their signatures to show the overwhelming support of their sector for any legislative move that Batapa-Sigue will undertake to put up bikeways in Bacolod. She mentioned the point from Lopue's East to Alangilan and Mansilingan to Murcia as the usual route of bikers to reach the mountains as being national roads and will need congressional support and attention.

Batapa-Sigue will file today a resolution calling for the serious study or the establishment of bike lanes in Bacolod, as well as for promoting bicycling for fun, fitness and affordable transportation, advocating for better bicycling conditions and transportation choices for a healthier environment, educating children, adults and motorists about safe bicycling.

She commended the organizers led by Dr. Ma Luz Vicenta Guanzon of the Philippine Society of Endocrinology and Metabolism (PSEM) for holding the bike run which not only promoted ways to combat diabetes but also provided alternatives to the use of motor vehicles, which run on fossil fuel.

In order to have a healthy community, we need to have healthy people, Batapa-Sigue said.

The biggest WV Tourism Assembly opens in Bacolod

Western Visayas tourism officials and tourist industry leaders started yesterday their one-week meet in Bacolod City to fine-tune their pitches about the tourist spots of the region, in the hope that it could bring into the region more outside visitors.

Or, as pointed out by Tourism Regional Director Edwin Trompeta to make the region a one-stop destination where one can see a variety of unique things to see and savor.

As of this writing, several top tourism officials and resort owners of the 3,000 expected participants have started trekking into the city. There were also travel agencies, transport and tour operators as well as representatives from local government units, the academe and the mass media.

That, to a certain extent, sort of swept under the rug the troubling questions about water-refilling stations and the lack of many securing the necessary health permits from the health department.

The requirement is known to most members of the Iloilo Purified Drinking Water Association, but, as its president Carlos Denosta told local media, many had deliberately skirted the issue. He admitted that his own water refilling station, White Gold, has yet to apply for the initial and operational permit from the health department.

Iloilo City Mayor Jerry Treñas had threatened to padlock non-accredited refilling stations before the 2008 Dinagyang Festival in January.

Denosta said the officers of his organization want to have a dialogue with the DOH and local government officials.

That may have an impact on the tourism advocacy of the WV Tourism Assembly. It is common knowledge that most outside visitors as well as local residents have taken to bottled water as safeguard against unsafe potable water.

But the DOH recently revealed that only 154 of the 504 water refilling stations in Region 6 have complied with DOH accreditation. And worse, roughly 70 percent reportedly have questionable sanitation.

DOH warned that this puts the public health at risk.

In Bacolod, despite my having penned the story, neither the city’s health officials nor the office of Mayor Evelio Leonardia had taken pains to ensure compliance by the city’s many water refilling stations securing their health permits. It was just “merrily we go along.”

Very unlikely that this issue will catch the attention of the assembly. All will be focused on how best to project the unique features of the varied and many beautiful and idyllic spots of the region.

Aklan for example, has its Boracay Island, reputed worldwide for its fine white and crystal clear water. Boracay is the most popular destination of the country, its yearly income running into billions of pesos.

Another top drawer, although on a limited scale, is Antique with its enchanting adventures of majestic mountains and dancing waterfalls, sparkling beaches and rich fishing grounds.

Guimaras, too, is considered a must for foreign visitors. Mango Country, as it is called, is an adventure island. And it has a love of island resorts.

Capiz, too, is another “must” visit. It is known as the country’s seafood capital. But it is not only the bangus and other fish varieties that can entice visitors. There is also the fame “diwal” or “angel wing” shell fish. Although temporarily diminished. “Diwal” is still the reputed best offering of the province which has earned the reputation as the nesting ground of “witches”. The legends about these beings can regale the most devoted folklore students.

Of course, Iloilo has earned its reputation with the Dinagyang Festival. But most will really miss Iloilo for what it really is – the place where one can see historical and cultural attractions with stately mansions, majestic old churches and the most exotic delicacies.

But Negros Occidental is not far behind. It is no longer just Sugarlandia. Negros Occidental, especially the South, boasts some of the most beautiful and enchanting beaches. Underdeveloped during the insurgency years, these have now been re-discovered and a lot of foreigners have recently been making a beeline to the South.

Neither are the beaches and resort of the North to be discounted. The most luring is Refugio Island, off San Carlos City in the North, and the other exotic destinations of Escalante and Sagay. Sagay has its Bata Museum and its world-famed marine preserve. And Escalante has its Jahobo island.

But the most famous destinations are still Mambukal Resort which is operated by the provincial government. The famed township founded by the late President Manuel L. Quezon, has recently lured thousands of weekenders and foreign tourists.

The principal attraction is still Bacolod’s Masskara Festival.

Entrepreneurial Tourism Beyond Tourist Arrivals is the theme of the seven-day meet. Trompeta said the summit will offer not only colorful display of destination attractions – arts, crafts, cultural and historical events, shopping and investment opportunities. But the more important, it will offer a forum to explore, identify issues, resolve priorities and establish linkages for development of Western Visayas tourism.

starbucks is nice. pero kung pirmi ka gapangape ull notice nga indi na nami ang kape sang starbucks. indi na consistent sa every branch. i prefer coffee bean and tea leaf. even the yuppies here in manila are now starting to move to CBATL. ask soulmaker and he too is also frequent in cbatl.

Figaro's pinoy barako tasting coffee for me is best. Their Spanish-Filipino interiors are a plus. But their pastries are not that enticing. :) Coffee Bean is ok with their sandwiches plus coffee. If coffee alone, not so exciting.:)

Bacolod City (12 November) -- Six (6) evaluators from the regional committee for the Most Child Friendly City Search visited this city recently to assess its qualification for the title.

Health, education, protection of children, institution building and reading centers with playground areas are the main considerations to be considered the Most Child-Friendly City.

Evaluators was impressed by the vast improvement in schools like security facilities, clinics, substantial water supply, internet accessibility and the consistent support Parent-Teachers Associations in school projects. Also noted was the prevailing atmosphere of respect in schools towards teachers and the elderly. Bacolod City is also known to have the most number of 5-star daycare centers nationwide.

On the social protection aspect, the team noted the good working relationship between Bacolod PNP's Women's Desk and the local Department of Social Services and Development in solving crimes committed by and against juveniles. about time. not only those structures add to the flooding problem but it also pose risks to the lives of the people living there. same thing is happening also in dasmarinas,cavite. they are clearing their rivers and creeks of illegal structures. i do hope the people affected will be relocated smoothly.

On the Regional Level,Bacolod was choosen as the Most Child-Friendly City in 2006 while the Cleanest and Greenest Title for the Highly Urbanized Cities,Bacolod was inducted to the Hall of Fame for winning the title for several years.

Bikers show support in fight vs. diabetes

Leo and his fellow cyclists from the Kanlaon City Bikers Inc. have been driving their bikes for 11 years now. They are not diabetics but yesterday, along with around 700 other biking enthusiasts, they completed a bike run around Bacolod 's main streets aimed at promoting exercise among people to help avoid diabetes.

Dubbed as “Go Bike Pilipinas”, the 20-kilometer trek was organized by the Society of Endocrinology and Metabolism led by its director, Dr. Ma. Luz Vicenta Guanzon and was simultaneously held with similar bike runs in Metro Manila and Cagayan de Oro City in celebration of the World Diabetes Day yesterday.

After a brief rain shower, the bikers, complete with their helmets, gloves, and water guzzlers, took to the beat of drumbeats at the capitol lagoon, touring the city's main roads in an effort to emphasize that exercise, which could be done through cycling, could fight diabetes.

According to the International Diabetes Federation there currently an estimated 246 million people suffering from the illness worldwide that is considered as the fourth leading cause of global death by disease.

The organization also said that every 10 seconds, a person dies from diabetes-related causes and that two people develop diabetes at the same length of time.

Sangguniang Panlungsod member, Jocelle Batapa-Sigue, committed to the cyclist's call for bike lanes in Bacolod that would further foster biking among people, especially those with diabetes.

Sigue said in a press release that she will bring the request to the immediate attention of the SP through either a resolution or an ordinance that she will file today.*PP

We have an association of mountain bikers in Bacolod right? I forgot the name. Sometimes they also bike up to Granada and Alangilan. Gaka sugata pa na sila namon sang una saka Alangilan galing bmx lang ya dala namon.hehe Very nice gid ya nga although urbanized na ang Bacolod pwede gid gihapon ka nature tripping.:cheers:

Mostly mountain bikes damo gid ina sa ila nagaraya every Sundays gid,siguro they start around 5 or 6 am.They have organized a yearly tournament during the Masskara Season.Nami gid kon mabutangan sang bicycle lanes ang aton main roads just like in Marikina City.Tani approbahan ini sang City Council.:)

The first culinary arts' school in Western Visayas will open at the University of St. La Salle with two well-known Ilonggo chefs, Richard Ynayan and Pancho Bringas, supervising the training of the students.

The Institute for Culinary Arts DelaSalle is committed to train world-class chefs, professionals, and creative entrepreneurs in the culinary arts.

The program includes hands-on training in fundamental culinary arts' techniques using state-of-the-art kitchen facilities recently installed in rooms of the ICA building at USLS.

The students will also study the fundamentals of classic and contemporary cuisine with the integration of Philippine flavors and approaches, Ynayan said.

He added that aside from the food preparation, presentation and appreciation, ICA students will also be trained on table etiquette. They will also be given versatile exposure to a variety of workplaces – world class hotels, professional settings, cruise ships, resorts, restaurants, catering business, and bakeshop management.

The ICA DelaSalle is our alternative to much expensive culinary arts schools in Manila , Ynayan said.

The one-year certificate program in culinary arts is an 800-hour course that includes lectures and 300 hours externship experience in various workplaces.

In preparation for the opening of the ICA DelaSalle, USLS invested P12 million for the construction of the ICA building and the installation of state-of-the art kitchens designed after the kitchens of culinary institutions in New York and California

mauro's one of the best coffee brands ive tried. danesi is also good. i love the sugar-free macchiato blend sang mauro pero the price is a bit higher compared to starbucks.

mga more or less ang venti cup sa starbucks nga price, daw isa lng na ka tasa sang mauro sa sugarnot. but its really worth it. i was in sugarnot last weekend. nangape gin gamit ko ang GCs gin hatag nila sang nag pa press launch sila. namit gd ila kape.

COUNCILOR Jocelle Batapa-Sigue updated members of the media on the program specifics of the forthcoming Information and Communication Technology (ICT) Provincial Conference on November 15 and 16, 2007.

Sigue stressed that the forthcoming conference is a meeting of various private sectors as key participant in the development of a mechanism to generate more employment thus solving certain portion of poverty problems besetting the province.

This effort, according to Sigue, is in line with the initiatives of the Commission on Information and Communications Technology (CICT) under the Office of the President.

"Active participation of the academe, real estate, telecommunications, the business community to capture at least 10 percent of the world's business process outsourcing (BPO) integrated in what CICT called Roadmap 2010," Sigue explained.

"While on the national level, Roadmap 2010 aims to generate one million jobs and US$ 13 billion market, Bacolod and Negros deserved to have a chunk of this in solving its own local employment and poverty problem," she added.

"We need to get all our acts together, however. Politics, parochialism and shortsightedness has no place in ICT. Our people needed jobs, we don't have the luxury of time. Bacolod does have the monopoly of ICT because it can be anywhere in Negros, in fact the whole of Western Visayas." she further stressed.

"We need to get our acts together and put in place human development, government support and creation of business climate for locators to invest in Negros. We don't have this, then the province will lag behind terribly," Sigue said.

Meanwhile, Sigue announced that Senator Edgardo Angara cannot make it as guest speaker, instead, he will send his only son Congressman Juan Edgardo Angara to speak on Novemebr 16, second day of the conference.

‘Bantay Banwa' to help city in managing traffic
“Stop complaining. Do something.”

With that slogan, a group of businessmen in Bacolod called “Bantay Banwa” is supporting the administration of Mayor Evelio Leonardia in implementing the traffic management scheme of the city, a press release from City Hall said.

As its pioneer project, the 24-member group will donate to the city 77 international traffic signages to be installed along the stretch of Lacson Streets from Luxur Hotel, formerly Convention Plaza Hotel, up to Bangga Pepsi in Brgy. Bata. Each signage costs close to P6,000.

Fred Zayco, BB chairman, said once all the traffic signages are put in place, they will help in campaigning for proper compliance with these traffic signs. “We will not penalize but we will educate. We leave it to the city government on how the signs are appropriately implemented and observed,” Zayco added.

Leonardia, in his initial meeting with the group, thanked them and lauded the efforts of the private sector in helping Bacolod move “Fast Forward.”

“The city government holds one side of the rope, we are grateful that we have the support of the non-government organizations and the private sector in coming up with commendable feats that will benefit the greatest number of our people in Bacolod ,” Leonardia said.

The traffic signages will be turned over to the city through the Bacolod Traffic Authority Office and Traffic Management Unit next week. “This will be the initial turnover of the traffic signages,” Zayco said. He added that BB aims to cover all the main thoroughfares in Bacolod with such signages.

In a later meeting with the group, Councilor Wilson Gamboa, Jr., on behalf of Leonardia assured that, as the Chairman of the Committee on Traffic and Transportation, he will propose a resolution and among its provisions will be the protection of the traffic signages, and the information and education campaign that will run for 15 to 25 days, for the people of Bacolod on the international traffic signs.

These international traffic signs will also be beneficial to our residents who might want to go abroad and practise driving there, Bill Gomez said.

Living up to its slogan, the group is very enthusiastic in assisting the city government. Roberto Soliven, BB vice chairperson, said one of the objective of the group especially its elderly members, is to do something good for the city, “so that we can leave a legacy to our grandchildren and the younger generation as a whole.”

After the traffic signages, “Bantay Banwa” plans to assist the city with its Solid Waste Management Program.

Meanwhile, Gomez thanked the Mayor for maintaining the road along La Salle Avenue . Other BB members present in the meeting were Jose Abello, Tonette Kilayko, Roger Yap and Henry Espinosa, the press release added.*

Negros, Bacolod fast track ICT roadmap

THE Bacolod-Negros Occidental Educational Foundation for Information and Communications Technology (B-NEFIT) will initiate the “Uniting for B-NEFIT ICT Conference and Preparatory Workshop” on Nov. 15-16 in Bacolod City.

The Information and Communications Technology (ICT) forum aims to make Bacolod City and the rest of Negros Occidental very viable locations within the Philippine Cyber Corridor by pursuing ICT readiness and competitiveness.

“With the combined strengths of Bacolod City and Negros Occidental, we have proven to the world that our community is ready to be part of the Philippine Cyber Corridor,” councilor and B-NEFIT convenor Jocelle Batapa-Sigue stressed in a statement.

Faced with a lot of challenges in the national level, the Commission on ICT (CICT) and concerned agencies firmly believe that a provincial ICT roadmap for Negros Occidental must be put in place to sustain the initial gains and pursue readiness and competitiveness, she said.

“Planning on a provincial level will yield a more accurate picture of the workforce and rationalized program of infrastructure and human resource build-up for ICT,” Batapa-Sigue explained.

“It will also build on respective strengths, encourage synergy and avoid duplication of efforts, minimize competition among local government units and better prepare the province to become globally-competitive,” she said.

To achieve this goal, stakeholders including local government units, academe, government agencies, business organizations, ICT industry players, real estate developers and media will gather for the two-day forum to start working on doable plans.

The activity will provide updates on the ICT and BPO (Business Process Outsourcing) industries.

The ICT event seeks to push Bacolod City and Negros Occidental to sustain the gains as cyber hubs in the country.

It will also determine the weaknesses, challenges and obstacles as well as find solutions and develop strategies towards a provincial ICT roadmap for Negros Occidental.

“We have to network and establish strong linkages with concerned national and local government agencies, industry leaders and associations as well as the academe in formulating and consolidating strategies and programs that will address the challenges and gaps identified,” Batapa-Sigue pointed out.

“We will design mechanisms to lobby for review and update of curriculum of (the) Philippine education system and integrate ICT therein to produce a more competent and job-ready workforce,” she said.

The ICT conference will be attended by LGUs; colleges, universities and tech-voc schools; government agencies including the Departments of Education, Labor and Employment, and Science and Technology, Commission on Higher Education; Metro-Bacolod Chamber of Commerce and Industry, Inc., and other business organizations, ICT industry players, real estate developers and media.

Guest speakers are Senator Edgardo J. Angara, chair of Senate Committee on S&T; Ray Anthony Roxas-Chua III, CICT chair; Commissioner Monchito B. Ibrahim, Cyberservices Group, CICT; and Bonifacio Belen, executive director of Cebu Educational Development Foundation for IT (CEDFIT).

As of 2006, the ICT industry has provided jobs to about 238,000 Filipinos and contributed an estimated $3.6 billion to the country’s revenues.

The Philippine Cyber Corridor has been known in the world as a preferred destination for ICT services by the global outsourcing and offshoring community, placing third behind India and China.

BPO companies, call centers, animation studios, software development and gaming businesses, medical and legal transcription outfits, knowledge process outsourcing (KPO) outfits and most back-office operations of multinational companies have found a gemstone here.

Evidently, the BPO is a fast growing industry in the country.

CICT is the lead government agency advocating and championing the ICT industry in recognition of the immense power and potential of the ICT sector as a catalyst of economic growth.

8 festival queens to vie for WV crown

Eight festival “Queens” will vie for the title of Ms. Western Visayas Tourism, one of the highlights of the weeklong regional tourism assembly in Bacolod City .

Iloilo Paraw Regatta Queen Christy Joy Camohoy said the pageant will be a “battle among the bests” as each of the candidates are representing their province and people have high expectations of them.

Masskara Queen Rosario Sales said that while competition was tough in last month's Masskara pageant, she would consider the WV Tourism contest as a step higher since she is the host city's candidate.

Also competing in the “ Battle of the Queens” are Iloilo City 's Dinagyang Queen Cara Jeanne Sullano who represented Iloilo in the national pageant of the Aliwan Festival and Capiz' Sinadya sa Halaran titlist Helen Grace Gonzales who joined the recent Miss Teen Philippines national finals.

Representing Guimaras' Manggahan Festival is Jea Ferrer, Michelle Martha Braun represents Aklan's Ati-Atihan and Michelle Ann Acuña, Antique's Binirayan.

The candidates said they are proud to represent their provinces in the tourism assembly which is a showcase of the region's history and cultural heritage.

Sullano said the event is an opportunity to promote Western Visayas and encourage more tourists to visit its beautiful destinations while Sales said the assembly defines the cultural identity of the West Visayans .

A senior Fine Arts student of La Consolacion College in Bacolod City won first place in the Digital Art Category of the recent 40 th Shell National Students Art Competition, a press release from LCC said.

Mylene Stephanie Lacson received from Shell officials Eduardo Chua and Robert Kanapi a total of P50,000 in cash, a trophy, medals and a plaque of recognition at awarding ceremonies held Nov. 7 at the Ayala Museum in Makati City .

Two other finalists were also from LCC-Bacolod. They are Michael John Pama for the oil painting, and Anika Marie Loquite, acrylic painting. Their adviser was Antonio Tejado, program head for LCC-B Fine Arts, the press release said.

The event is an annual undertaking of Pilipinas Shell Petroleum Corporation for college students who submit entries in oil/acrylic, watercolor, sculpture and digital arts categories. It has launched careers of many of today's established and rising Filipino artists.

The LCC- Bacolod School of Architecture, Fine Arts and Interior Design is the only school in Negros Occidental to offer Bachelor of Fine Arts course, the press release added.*

In the record of human events, historical, biblical, or mythological, floods have always been seen as a sign of God's anger and a manifestation of punishment.

The Bible tells us of the Great Flood, when on seeing His people were committing all kinds of sins, God preferred to wipe them out from earth, leaving only the God-fearing and righteous Noah and his family.

In Babylon , there is the 11 th Tablet of the Gilzamesh Epic on how God punished by wiping out the people in a flood because of the same wickedness.

In India , legend tells of how a fish warned a righteous and God-fearing man, named Manu of the forthcoming flood. When the flood came, it was that fish too that towed Manu's vessel to safety.

Like in the Bible, God was also angered by people who engaged in all forms of vices, fornication, rapes, gambling and other vices.

Why did God punish Bacolod with a flood? Were the sins mortal or serious? They could be not too serious because nobody died. God just provided the warning.

What could be those less serious sins? Ah, the flood came after a City Hall executive assistant brought a female news reporter to a motel offering her a job at City Hall. But, why at a motel when, he himself admitted, he could not do it after suffering three strokes already? If he died in action there, that would have been a bigger story.

Or, he could have brought the news reporter there to lecture her on the proper decorum in employment. Is it a style now that, to quote rumors, interviews for employment by executive assistants are made at motels?

And before the flood also, the city council approved the operation of small town lottery here. Could this be another cause of God's anger? God is against vices.

I understand with the campaign against STL by the Bishop and the priests in the Diocese. God must have listened to their pleadings that He sent a warning to the city against STL and bingo operation.

Not just these. There could be other vices in the city that God did not like. Yesterday, there were heavy rains again.

Mayor Bing must have to be a God-fearing and righteous leader in the category of Noah. And to save his people from drowning in case God sends a bigger flood, he must rally his people to be upright and lead them on the path of righteousness.

God's warning must be heeded.

Or if we are not careful, we might become a Sodom and Gomorrah , which God also destroyed because “it became a center of vice and immorality.”

Sodom was so morally wicked that the word “sodomy” was adopted from it.

The story of Sodom and Gomorrah should he read by all, especially City Hall executive assistants.

God was very patient telling Abraham that if there were only 50 innocent men in Sodom , He would spare it. Abraham bargained to make it only 45. When God agreed, Abraham bargained to lower it to only 40, then 30, then 20, and 10.

But there were not even 10 innocent men.

In the story of Lot , he had two male guests. When the men of Sodom learned of it, they surrounded the house of Lot and demanded for the two men whom they wanted “sodomized.”

Lot pleaded to spare his guests, even offering his two daughters. But they refused. The two men were actually angels sent by God.

God told Lot and his wife to leave Sodom before He would send a rain of burning sulfur to destroy the city. God ordered that no one should look back. Lot 's wife looked back and was made into a stone.

This piece is written in a lighter vein. But it does not take away the lessons to learn from the story of the Great Flood and of Sodom . The lesson of Sodom is not impossible. Canla-on is a dormant volcano that can erupt like Mt. Pinatubo any time and rain burning sulfur to our place.

But as our friends go on a caravan led by our friend Crispin Chua against floods this afternoon, let them be reminded of the Great Flood but at the same time asking our officials do something with the drainage and cleaning of the rivers.

Let Mayor Bing Leonardia set a budget for this and for Congressman Newks Puentevella, set aside even just a small amount from his yearly P70 million pork barrel for our rivers seeing to it that the contractors are competent and honest.

And the work does not get washed away even with just a shower. The riff-raff made last year was washed away because the contractor was incompetent with second class materials.

This must go hand in hand with telling our people to be upright.*

Battle of Queens at the WV Tourism Assembly
Eight reigning beauty queens from the provincial culturual festivals are vying for the WV Tourism crown, one of the highlights of the weeklong WV Regional Assembly. Migo Jay, SUV111 mentioned in the previous post that this is in the same area as that u/c lighthouse park/hotel. So this is just beside the bowling alley of Goldenfields. I saw the site u/c also when I was there July 2007. The site is visible(that is, if youre on the right window also hehehe) upon take-off/landing from/at the old Bacolod airport.:)

Negros Occidental Governor Joseph Marañon was acknowledged as Western Visayas Tourism Lifetime Awardee.It was presented to him by the Department of Tourism through the regional screening committee.He was awarded because of his determination and striving hard to make Negros become one of the premier Province in the country.

America Bacolod concert
to help environment drive

The conservation efforts of the Negros Forests and Ecological Foundation Inc. will be benefited by the concert of legendary rock band America at the University of St. La Salle Coliseum , in Bacolod City 8 p.m. on Dec. 2, a press release form the foundation said yesterday.

Part of the concert proceeds will be intended for the work to protect and conserve the Negros environment, especially the rare and endangered animals in its Biodiversity Conservation Center at the Provincial Lagoon in Bacolod .

The best known songs of the band -- A Horse with No Name, Sister Golden Hair, Ventura Highway and Tin Man – and many more are all included in the line-up for the Bacolod concert, the press release said.

The first culinary arts' school in Western Visayas will open at the University of St. La Salle with two well-known Ilonggo chefs, Richard Ynayan and Pancho Bringas, supervising the training of the students.

The Institute for Culinary Arts DelaSalle is committed to train world-class chefs, professionals, and creative entrepreneurs in the culinary arts.

The program includes hands-on training in fundamental culinary arts' techniques using state-of-the-art kitchen facilities recently installed in rooms of the ICA building at USLS.

The students will also study the fundamentals of classic and contemporary cuisine with the integration of Philippine flavors and approaches, Ynayan said.

He added that aside from the food preparation, presentation and appreciation, ICA students will also be trained on table etiquette. They will also be given versatile exposure to a variety of workplaces – world class hotels, professional settings, cruise ships, resorts, restaurants, catering business, and bakeshop management.

The ICA DelaSalle is our alternative to much expensive culinary arts schools in Manila , Ynayan said.

The one-year certificate program in culinary arts is an 800-hour course that includes lectures and 300 hours externship experience in various workplaces.

In preparation for the opening of the ICA DelaSalle, USLS invested P12 million for the construction of the ICA building and the installation of state-of-the art kitchens designed after the kitchens of culinary institutions in New York and California

I saw the site u/c also when I was there July 2007. The site is visible(that is, if youre on the right window also hehehe) upon take-off/landing from/at the old Bacolod airport.:)

I'm guessing this could be somewhere near to Abboy's place.

Not surprising.There's really a lack of media advertising campaign.Even when it was first held in IloIlo,news doesn't spread much in Bacolod not even in some Baranggays.Plus the recent election,people in Bacolod was been very busy since the Masskara Festival.November was not a good timing for WVTA.

Car shows slated at mall
A grand showcase of cars will be held by Hyundai today until Nov. 21 at the Southwing Atrium, and by Isuzu Nov. 19-25 at Northwing Atrium of SM City in Bacolod , a press release from events organizers said.

The Killerbee and PLDT myDSL Speed Circuit event, meanwhile, will be held Saturday 3 p.m. at the Southwing RDU of the mall.

The car drifting will feature one of FHM's 100 sexiest women, Nancy Castiglione, with PLDT myDSL charming crew, Hip Hop party pride DJ Kimosave and emcee Picaso, the press release said.

Investment opportunities in tourism zones bared

Investment opportunities in tourism economic zones were presented by an official of the Philippine Economic Zone Authority at the Western Visayas Tourism Assembly at the Business Inn in Bacolod City yesterday.

Emmanuel Cortero, head of the PEZA Ecozone Development Department, said areas of investments can be in tourism ecozone, medical tourism ecozone and retirement ecozone.

Cortero said before PEZA can approve an application for an ecozone, a developer or operator must have an endorsement from the Deparment of Tourism (for tourism ecozone), DOT and Department of Health (for medical tourism zone) and Philippine Retirement Authority, (for retirement ecozone).

Under the Republic Act 7916, a tourism development zone/ tourism estate is a tract of land suitable for development into an integrated resort complex, with prescribed carrying capacities of tourist facilities and activities, such as sports and recreation centers, accommodations, convention and cultural facilities, food and beverage outlets, commercial establishments and other special interest and attraction activities/ establishments.

Primary fiscal incentive for tourism ecozone developers/operators is a four-year Income Tax Holiday, and those located in less developed areas will be granted a six-year ITH.

Under PEZA Resolution 06-512, medical tourism is defined as the travel to the Philippines for the purpose of availing quality but affordable healthcare services or treatment of illnesses and health problems in order to maintain one's health and well-being.

A medical tourism special economic zone is a selected area which is highly developed or which has the potential to be developed into a Medical Tourism Park/Center planned and designed in accordance with the DOT and DOH standards, the PEZA resolution said.

A medical tourism ecozone developer is granted a four-year ITH on income solely derived from servicing foreign patients, it added.

Meanwhile, PEZA Resolution 06-513 states that a retirement ecozone is an estate which is highly developed or which has the potential to be developed into a Retirement Ecozone Park / Center planned and designed in accordance with the accreditation standards of the PRA.

The developer/operator of a proposed and partially developed retirement ecozone park/center is entitled to pay a special five percent tax on gross income, in lieu of all national and local taxes, except real property tax on land.*NLG

Gordon Lauds Bantay Banwa Initiative

Senator Richard Gordon yesterday lauded the initiative of "Bantay Banwa", a group composed of Bacolod businessmen for their efforts in helping solve the city's traffic problem.

Citing Bantay Banwa's slogan "Stop Complaining, Do Something", Gordon said "This will not only solve the traffic problem, it will also solve our attitude problem."

Sen. Gordon and Bacolod City Mayor Evelio R. Leonardia graced the ceremonial turn-over of the International Traffic Signs donated by Bantay Banwa. A total of 77 traffic signs will be placed along Lacson Street to Bangga Pepsi, in Brgy. Bata. Each sign costs more than P6,000.

According to Bantay Banwa Chairperson Fred Zayco, this is only an initial turn-over, for the group will provide more traffic signs to cover the main thoroughfares in Bacolod.

Also present during the ceremonies were Councilor Wilson C. Gamboa, Jr., Executive Assistant Vicente Petierre and members of Bantay Banwa.*

Everything was there. The confidence in the way her lips moved in a smile, the sensuous sway of her hips, the elegance in her long strides, the wisdom in her thoughts – and then, the crown.

Bacolod 's MassKara Queen Rosario Anne Sales savored yet another winning moment last night when the Miss Western Visayas Tourism silver crown was placed on her head and cheering fans chanted her name.

“I'm proud to have represented Bacolod City ,” Sales said last night at the Multi-Purpose Center while photographers and fans took snapshots.

Aside from the crown and the scepter, Sales took home P50,000, a trophy and corporate packages.

Iloilo 's Paraw Regatta Queen, Christy Joy Camohoy, was first runner up, while Lin-ay sang Negros Christer Mari Taclobos took the third place.

Camohoy, who was also named Miss Negros Navigation and Best in Evening Gown, received P20,000, and a trophy while Taclobos brought home P10,000 and a trophy and the Best in Festival Costume award.

“Maybe it was my complexion and my answers,” Camohoy said when asked what made her stand out.

Taclobos, on the other hand, said it was God's help and her perseverance that boosted her bid for the title.

Perhaps owing to the fact that the pageant was held in her home city, Sales drew applause from most of the 3,000 strong audience, as she received most of the major and minor awards earlier in the two and a half hour show directed by communications professor and dance instructor Rene Hinojales.

And the board of judges gave their approval and applause, too, especially when she replied to the question, “Where do you think entrepreneurial tourism should start, and why?”

“Entrepreneurial tourism starts in every one of us… We are very gifted. It's up to us to maximize our potentials and embark in endeavors. It's up to us to be the best,” Sales said, finishing her answer even when the time was up.

Sales said that ordinary citizens, particularly in Bacolod – where there are many resorts, hotels, transportation, and communication – could start enterprise initiatives that could have an impact on the city's tourism.

The 20-year-old Nursing major at the University of St. La Salle was also adjudged as Best in Public Speaking, Best in Swimsuit, Miss Photogenic, Miss Pepsi, Miss SuperFerry, and Miss Placenta.

The contest's judges were Joey Higgins of the Philippine National Oil Company-Energy Development Corporation, Ruby Plagata of the regional presidential management staff, Jose Manuel Mapa of the Negros Navigation, consultant Nilo Agustin of the Subic Metropolitan Authority, and Miss Philippines Centennial Carmela Arcolas-Gamboa.

DOTC: New airport to
open in December

The P4.3 billion New Bacolod-Silay Airport is expected to begin operations by Christmas, a Department of Transportation and Communication official, said yesterday.

And the old airport in Bacolod City is scheduled to be shut down the day after the opening of the new airport, Director Edgar Mangalili, head of the DOTC airport special projects, said yesterday.

However, the opening date will depend on the availability of President Gloria Macapagal Arroyo for the inauguration, Mangalili informed Gov. Joseph Marañon.

The new airport in Silay City , originally scheduled for opening on Nov. 28, has a runway length of 2,000 meters and will be able to accommodate Airbus 330 planes that carry more than 300 passengers.

The Bacolod airport has a capacity for Airbus 320 flights with passengers of 140 to 160.

The 500 meter runway extension sought by Bacolod Rep. Monico Puentevella will begin at a later date, he said.

The new airport of international standards was originally planned to cater to domestic flights and it is up to the Air Transportation Office and the Civil Aeronautics Board to allow it to open up to international flights, Mangalili said.

Flight tests at the new airport have been completed and one of the requirements for its opening is the international publication of all of the data about the new airport, including location and coordinates, he said.

This is still being undertaken by the ATO, he said.

A Central Negros Electric Cooperative sub-station also needs to be put up to cater to the power needs at the airport.

Meanwhile, the widening and concreting of the McKinley Road in Silay that leads to the new airport is only 23 percent done as work on it is being hampered by rains, he said.

It is expected to be completed in February, and part of its budget covers street lighting, he said.

Even if the road work is not completed by the opening date of the airport, it is passable, Mangalili said.

The work on the road will cost P100 million that is awaiting approval by the National Economic Development Authority, although an internal agreement for its okay has already been made, he said.

Mangalili, said the improvement of the McKinley road was originally expected to be undertaken by the Silay local government unit but it was not carried out by the LGU, perhaps due to lack of funds.

Meanwhile, the extension of the Bacolod circumferential road to the Silay airport as sought by Puentevella is expected to be undertaken by the Department of Public Works and Highways starting next year, Mangalili said.

The 10 kilometer extension is expected to be funded by the Korean Export Import Bank, he added.

Gov. Joseph Marañon said he has no objection to the new airport opening in December, in fact he said it should have opened earlier.

The site of the new airport is nice, all airports now are located out of the city, he said.

He said he will discuss with concerned officials the setting up of affordable transportation for those using the Silay airport, such as the setting up of shuttle buses.*CPG visayandailystar.com

Master plan set: Monico

Bacolod Rep. Monico Puentevella yesterday admitted that the master plan for a flood control system that he lobbied for approval in Malacañang will not be realized without cooperation between his office and City Hall.

He said the congressional office is legislative in nature and he does not have the police power to demolish houses, neither has he any relocation site of his own to offer to residents of illegal structures blocking the city's major waterways.

Puentevella said, he presented the problem to President Gloria Macapagal Arroyo December last year and formally sent a letter to the DPWH on Jan. 3, 2007 but a reply dated October 22 was received by his office only on November 6.

The congressman said he requested for P10 million but the President only approved P6 million.

The DPWH feasibility study on the flood control master plan which can take three to four months will start next month.

Once the Department of Public Works and Highways starts implementing the approved master plan, Puentevella said all illegal structures will be demolished and only the city government has the police power to implement this.

During the press conference of members of the Bacolod Anti-Baha Alliance, they blamed the “culture of passing the buck and blame-shifting between local government officials and the national agencies” for the city's flood problem.

AT USLS 1 st WV culinary arts school to open

The first culinary arts' school in Western Visayas will open at the University of St. La Salle with two well-known Ilonggo chefs, Richard Ynayan and Pancho Bringas, supervising the training of the students.

The Institute for Culinary Arts DelaSalle is committed to train world-class chefs, professionals, and creative entrepreneurs in the culinary arts.

The program includes hands-on training in fundamental culinary arts' techniques using state-of-the-art kitchen facilities recently installed in rooms of the ICA building at USLS.

The students will also study the fundamentals of classic and contemporary cuisine with the integration of Philippine flavors and approaches, Ynayan said.

He added that aside from the food preparation, presentation and appreciation, ICA students will also be trained on table etiquette. They will also be given versatile exposure to a variety of workplaces – world class hotels, professional settings, cruise ships, resorts, restaurants, catering business, and bakeshop management.

The ICA DelaSalle is our alternative to much expensive culinary arts schools in Manila , Ynayan said. The one-year certificate program in culinary arts is an 800-hour course that includes lectures and 300 hours externship experience in various workplaces.

In preparation for the opening of the ICA DelaSalle, USLS invested P12 million for the construction of the ICA building and the installation of state-of-the art kitchens designed after the kitchens of culinary institutions in New York and California

Institute of Culinary Arts – De La Salle

The University of St. La Salle will hold the blessing and inauguration of its new Hospitality Management Building on November 16, 2007. At the same time, USLS will also launch the Institute of Culinary Arts ( ICA) – De La Salle which will be offer its courses at the new the state – of – the art kitchen facilities located in the 3rd floor of the HM building. It will be the first of its kind in Western Visayas.

By January 2008, the one – year Certificate Course will be offered by ICA. The Course consists of 800 hours of lectures and hands-on training, and will include 200 hours of varying work experiences in hotels, restaurants, and cruise ships.

The six modules will be taught by two internationally trained chefs --- Chef Richard Ynayan ( Institute of Culinary Education, New York) and Chef Richard Bringas ( Pacific Institute of Culinary Arts, Vancouver, B.C. Canada). Both chefs have consultancies with reputable restaurants and culinary institutes.

yesterday, the USLS was officially launch its Institute of Culinary Arts its latest offering to the people of Bacolod and Negros Occidental... this is an innovation that will surely attract not only high school graduates but even those who already have acquired colleges degrees and would like to gain more skills that could insure well-paying employment here and abroad... the main course takes about a year but shorter courses will be offered as well...
a preview of the new institute early this week and it is indeed impressive with its gleaming state-of-the-art kitchen facilities and the presence of two very capable chefs who have trained extensively in the top culinary schools abroad... for those interested the course is a bit pricey but if they plan to find interesting jobs as chefs of big hotels and luxury cruise ships this can open big possibilities for them

Everything was there. The confidence in the way her lips moved in a smile, the sensuous sway of her hips, the elegance in her long strides, the wisdom in her thoughts – and then, the crown.

Bacolod 's MassKara Queen Rosario Anne Sales savored yet another winning moment last night when the Miss Western Visayas Tourism silver crown was placed on her head and cheering fans chanted her name.

“I'm proud to have represented Bacolod City ,” Sales said last night at the Multi-Purpose Center while photographers and fans took snapshots.

Aside from the crown and the scepter, Sales took home P50,000, a trophy and corporate packages. Iloilo 's Paraw Regatta Queen, Christy Joy Camohoy, was first runner up, while Lin-ay sang Negros Christer Mari Taclobos took the third place.

Camohoy, who was also named Miss Negros Navigation and Best in Evening Gown, received P20,000, and a trophy while Taclobos brought home P10,000 and a trophy and the Best in Festival Costume award. “Maybe it was my complexion and my answers,” Camohoy said when asked what made her stand out.

Taclobos, on the other hand, said it was God's help and her perseverance that boosted her bid for the title. Perhaps owing to the fact that the pageant was held in her home city, Sales drew applause from most of the 3,000 strong audience, as she received most of the major and minor awards earlier in the two and a half hour show directed by communications professor and dance instructor Rene Hinojales.

And the board of judges gave their approval and applause, too, especially when she replied to the question, “Where do you think entrepreneurial tourism should start, and why?”

“Entrepreneurial tourism starts in every one of us… We are very gifted. It's up to us to maximize our potentials and embark in endeavors. It's up to us to be the best,” Sales said, finishing her answer even when the time was up.

Sales said that ordinary citizens, particularly in Bacolod – where there are many resorts, hotels, transportation, and communication – could start enterprise initiatives that could have an impact on the city's tourism.

The 20-year-old Nursing major at the University of St. La Salle was also adjudged as Best in Public Speaking, Best in Swimsuit, Miss Photogenic, Miss Pepsi, Miss SuperFerry, and Miss Placenta.

The contest's judges were Joey Higgins of the Philippine National Oil Company-Energy Development Corporation, Ruby Plagata of the regional presidential management staff, Jose Manuel Mapa of the Negros Navigation, consultant Nilo Agustin of the Subic Metropolitan Authority, and Miss Philippines Centennial Carmela Arcolas-Gamboa. Zayco takes up transfer of prov'l jail with Puno

Vice Governor Isidro Zayco said he discussed with Interior and Local Government Secretary Ronaldo Puno yesterday the plans of the provincial government to relinquish all its rights on the existing Provincial Jail to the Bureau of Jail Management and Penology which is under the DILG.

Zayco said he was instructed by Gov. Joseph Marañon to discuss the matter with Puno who was in Kabankalan City yesterday for the wake of his aide-de-camp Chief Inspector Benjie Quingking, who died in a vehicular accident.

The vice governor said the provincial government is considering the possibility of transferring the provincial jail out of the Bacolod City proper. He said the province has purchased a lot in Barangay Abuanan, Bago City where the jail can be transferred.

Once all the rights over the provincial jail will turned over to the BJMP, the province is willing to provide the structure for the new jail while the BJMP will take care of the manpower and subsistence of the inmates, Zayco said.

He added that the idea is favorable to Puno and he will send DILG Undersecretary of Public Safety, Marius Corpus, to further discuss the project with provincial government officials.

Zayco said he wanted to show Puno the site of the airport in Kabankalan but the latter was pressed for time.

Puno had to cancel his appointment with the Vice Mayor's League of Negros Occidental as he had to rush back to Manila in the afternoon.*

this is a construction of bigger, modern jail in Negros in the offing…the new jail will be constructed in Abuanan, Bago City on a lot that was earlier purchased by the provincial government for that purpose…guv Maranon said they will pursue their plans of converting the old provincial jail site into a business area. ..so far, the area has been cleared of squatting families and the only remaining obstacle is National Food Authority building

Anyway, we covered the Parade of Festivals from 3PM (from Paglaum to City Plaza) and saw the best of the best of the region. Dep't of Tourism clearly stated that the parade is not a contest but a showcase with some minor awards for best costume, concept, etc.

Dad specifies importance of eco-zone

AS A strategy to feed the hungry through employment and respond to the global tide for ready-to-occupy locations for local and foreign investors, Councilor Jocelle Batapa-Sigue highlighted in her message to local industry leaders, local officials, academe and media of the importance of building an economic zone (eco-zone) here in Negros Occidental.

Sigue stressed that eco-zones are not only for foreign investors but its fiscal and non-fiscal incentives are for Filipino investors or locators as well.

Sigue is the main convener of the two-day Provincial Conference and Preparatory Workshop on Information and Communication Technology (ICT), which started Thursday and culminates Friday at the Grand Regal Hotel.

Delivering a message on eco-zones, Sigue explained, "The overriding principle governing this conference is the strategy laid down by the Philippine Economic Zone Authority (Peza), a government corporation established through legislative enactment known as "The Special Economic Zone Act of 1995."

"This was started by the Ramos administration and fortunately carried through by President Gloria Macapagal-Arroyo. These executive agenda therefore are strengths which we should not miss in Negros," She added.

Already, Sigue said "Bacolod has the Bacolod IT Park, Monfort IT Building, Robinsons Metro Bacolod, San Carlos Economic Zone, Pulupandan Economic Zone, call centers, among others, what we need is to expand some more."

She told participants: "We have no other way but to continue looking for alternative ways and strategies to feed the hungry. We must, however, get all our acts together regardless of which locality we belong and political party we are loyal to. There is a need for all of us to come together, reason where we are going to start, where are we going and how to get there?"

Commission on Information and Communications Technology (CICT) Commissioner Monchito Ibrahim spoke on "The Philippine Cyber Corridor" during the Thursday's preparatory workshop of the Provincial Conference on Information, Communication and Technology (ICT).

In an interview after his talk, Ibrahim stressed that ICT is not equivalent to call centers per se, saying, "Call Centers are just one component of ICT."

According to Ibrahim, "Today, the term ICT professionals perform a variety of duties that range from installing applications to designing complex computer networks and information databases," Ibrahim said.

Also, Ibarhim explained, an ICT includes data management, networking, engineering computer hardware, database and software design, as well as the management and administration of entire systems.

"This is why, ICT involves cartooning, animation, to camera making to management of a camera until we now have digitalized movies," he added.

Ibrahim further said that while ICT is an alternative to agriculture it can be applied and integrated into it, adding, "Like in research, setting up a website and developing internet marketing will be a boost to agriculture if managed this way."

Bacolod warned vs. IT competition

Commissioner Monchito Ibrahim of the Commission on Information and Communications Technology yesterday warned that local IT stakeholders that Bacolod City could be left behind by Iloilo City if they will not embark on the same initiative being undertaken by its neighboring city soon.

Ibrahim, one of the main speakers at the Uniting for Bacolod-Negros Occidental Educational Foundation for ICT Conference and Preparatory Workshop at the Grand Regal Hotel, lauded Iloilo City for the sale of its old airport property in Mandurriao to property firm Megaworld Corp. which will develop the area into a “city within a city.”

Reports said at least six offshoring and outsourcing companies are planning to locate at the 54-hectare Megaworld property where a business park will be build at an initial investment of P1.5 billion.

“This is the reason why I can see that Iloilo is going to move ahead of Bacolod in the next two years, if you don't have the same initiative (here),” Ibrahim said.

With the development in Iloilo , he said that outsourcing locators will also hire people from Bacolod and Negros Occidental. “I just wanted you to realize this,” he told the workshop participants, which included representatives from the academe, local government units, government agencies and IT locators.

However, Councilor Jocelle Batapa-Sigue, convenor of Uniting for BNEFIT, said that Iloilo is not exactly a threat to Bacolod because it is “complementary to our strategic plans.”

Bacolod hosts three major call centers, Focus Communications, Teleperformance and TeleTech, and Convergys which will start its operations in the city early next year.

Both Iloilo and Bacolod are considered as the “next wave cities” under the Western Visayas Hub, according to the offshoring and outsourcing Roadmap 2010 of the Business Processing Association Philippines.

Their combined current full time employees is 4,000 and by 2010, their absorptive capacity is projected to reach 36,000 FTEs.

Among the regional hubs, Western Visayas is second to Central Visayas , which includes Cebu , Mandaue and Dumaguete, with 16,500 current FTEs and a potential absorptive capacity of 47,500 by 2010.

The goal of the Roadmap 2010 is to capture 10 percent of the global O&O market in the next three years, BPAP said

BPO=only call centers. This is the common misconception of the general public.

Pero again, Iloilo and Bacolod are complementary when it comes to IT.

That's true Bern,IloIlo and Bacolod complements each other in IT.Some IloIlo residents works in Bacolod BPO and same with Bacolod residents.Like what you said there's no competition between the two cities in real life.If only this Frienship Bridges would come in reality soon,WV will become more closer to each other and would be easier to navigate and explore the cities and town you like at your most convenient time.

Exactly, BPO has a wide range of jobs.... from simple encoding, accounting, programming, animation, graphics or almost everything else that can somewhat be offshored to other countries like philippines.. infact, my first job was in a small BPO company here in bacolod... its like a back office of a certain company in the US. we do different kinds of projects from encoding, to outbound calling, internet research, news analyst and programming.

^^ Tsakto ka da migs. IMO, call center is for the few. Although they may hire in masse but not for long. We need a sustainable employment except call centers and see families bonded together. Anyway, gasaka naman ang dollar kag medyo pigado ang mga OFW families like me.

ICT creating wealth,local roadmap needed

“The Information and Communications Technology Industry at present creates the wealth of our country as it employs about 230,000 Filipinos and will continue to provide jobs close to one million by 2010,” Rep. Juan Edgardo Angara (Aurora) yesterday.

Angara, who was keynote speaker at the Uniting for Bacolod-Negros Occidental Educational Foundation for ICT Conference and Preparatory Workshop at the Grand Regal Hotel in Bacolod City Friday, said that with such great potential, it is a huge responsibility for stakeholders as well as the local government units and even the national government to strengthen and nourish the growth of the industry.

“If we are to capture even a portion of the demand of the global business process outsourcing industry valued at $10 billion, we must start preparing our labor force through massive training on ICT and the enhancement of computer skills of all Filipinos, he said.

Filipinos are very creative, and if they are given the proper tools by which they can create and innovate, the international community will recognize our talent and skill, particularly on ICT, Angara , who is the son of Senator Edgardo Angara, said.

“Technology has played a crucial role in our growth as a nation,” he said. Based on statistics, the country's economy posted a 7.5 percent growth on gross domestic product in the second quarter of this year, he said.

Angara said the increase in the country's economic growth is primarily driven by the private services sector, which grew by 8.9 percent this year from 7.7 percent in 2006. Its highest contributor was the business services sector, which can be attributed to the continued expansion of the BPO industry by 14.7 percent, he said.

MORE JOBS

An independent ICT research and advisory firm (XMG) said that the BPO industry in our country is expected to post a compounded annual growth rate of 62 percent, outgrowing three other primary destinations, which include China , India and Malaysia , Angara said.

By way of expansion of BPO's, more jobs will be made available to Juan de la Cruz whose expertise range form software development to data transcription and animation, he said.

ROADMAP NEEDED

Meanwhile, Rep. Jose Carlos Lacson (Neg. Occ., 3 rd district) said “A provincial roadmap for Bacolod City and Negros Occidental must be firmly in place to sustain our initial gains, and further pursue readiness and competitiveness in ICT.”

Lacson said ICT has transformed all human activities in ways unimaginable in the last decade and has provided a whole new set of opportunities in engaging the world.

He said considering the contribution it plays in economic, social and political development, there now exist a pressing need for broad based and equitable access to ICT particularly in the rural areas.

NOW A NECESSITY

Lacson said access to ICT is now a fundamental human necessity, and that all people, not just the first world countries should have access to the ICT revolution and benefit from the opportunities it brings.

He said there should be a government entity which will be responsible in providing the policy, legal requirement and the institutional mechanisms that will complement and support the expansion, development and maintenance of the nationwide information and telecommunications network.

Board Member Patrick Lacson, who represented Negros Occidental Gov. Joseph Marañon, said the Governor is committed to the development and expansion of opportunities for the Provincial ICT industry, which is part of his seven point agenda.*CGS

yes...19th street to be exact...as you can see...from 21st down to 19th may mga restaurants na...then sa 14th, 13th, 11th,8th, 9th,6th,5thand 4th st. may ara naman,.,...hala bira gid ni!!!! kada kanto may resto. :) ma ano ka da!!!!!!!! only in Bacolod . hahahahaha

The New Bacolod-Silay Airport in Brgy. Bagtic, Silay City is opening on December or before Christmas.

Edgardo Mangalili, Project Director of the Department of Transportation and Communications for New Bacolod - Silay Airport said, the airport cannot open on November 28 as announced by Senator Richard Gordon when he visited the province last Wednesday.

Mangalili said that although the test flights were already conducted, there is still one thing to be done to perfect the preparation before the airport could be fully operational. Aside from this, Mangalili said the Mc Kinley access road is only about 23 percent complete. The delays are due to the bad weather condition. The President's approval is still needed for the opening of the airport operation.

Meanwhile, Central Neg-ros Electric Cooperative is putting-up a sub-station in Silay City. It will be located at about 700 meters away from the Airport according to CENECO President Roberto "Bobby" Montelibano. The project cost is from P20 Million to P25 Million for the 5 Megawatt sub-station. Silay is already overloaded especially since the airport will soon become operational. When the airport lights operate, some areas in Silay are experiencing brown out and power interruption. The electric posts along the Mc Kinly road will also be relocated for the road widening. The bidding was conducted two weeks ago and the completion of the sub-station will be during the first quarter of 2008, Montelibano stressed.

About the diversion road to the airport from Bacolod City, Lone District Congressman Monico Puentevella has confirmed that the construction will soon start. This will include the widening of the Circumferential Road from the Cegasco area in Pahanocoy to Barangay Bata to the area of La Herencia to Bagtic, Silay where the airport is located. The Korean Import Export Bank will undertake the 10.1 Kilometer road project as approved by NEDA. The pro-ject will start next year and will take one and a half year to finish.

However, Puentevella refused to give the amount of the project as it would involve expropriation of the lands that will be acquired by the government through the Department of Public Works and Highways. He in fact appealed to the land owners whose lands will be involved not to charge too much the government for their property.*
