WB rejected bids for 2 Negros roads

The winning bids of Chinese construction firms for two roads connecting Negros Occidental to Oriental to be funded through a World Bank loan had been rejected, prompting the Philippine government to instead foot the bill for the projects to begin.

But Rep. Ignacio Arroyo Jr. (Neg, Occ., 5 th district) yesterday said Budget and Management Secretary Rolando Andaya Jr. has announced that the WB has decided to continue its plan to fund the $232-million road building loan to the Philippines .

Andaya said the country director of the WB, Jean Claude Maryse Gautier, has assured him that the suspension of the WB loans for the National Roads Improvement and Management Program would be lifted soonest, and that Philippine “national competitiveness” rules will henceforth be used.

Phase 1 of the NRIMP implemented by the Department of Public Works and Highways was originally aimed to upgrade about 530 kilometers of national roads, including the Hinobaan-Basay section of Kabankalan-Basay road and the San Enrique-Vallehermoso Road .

Rep. Arroyo said part of the San Enrique-Vallehermoso Road that was to be covered by a WB loan is located in his district and construction started a few months before the May polls with Philippine funds.

He said the project for WB coverage was chosen during the term of his predecessor, former Rep. Jose Apolinario Lozada.

The project was to cover 5 kilometers on the San Enrique side in Negros Occidental and 5 kilometers in Vallehermoso, Negros Oriental, and the first bidding was won by the firm, China State , the second bidding by China Road and Bridge Corp., and the third by China Wuyi and China Road , who won the bid together.

Arroyo said he did not know why the WB rejected the winning bids as this was conducted by the DPWH.

Since the road is really needed, it is now being undertaken with Philippine funds by Deluna Construction that began work four months before the May polls, he said.

Rep. Genaro Alvarez (Neg. Occ., 6 th district) on Tuesday said that in 2004 the WB had rejected a Philippine loan for the 25 kilometer Hinobaan-Basay section because of alleged collusion in the bidding won by the firm China Road and Bridge Corp.

The bidding was done at the DPWH central office in Manila , he said, so the construction of the 23 kilometer section from Hinobaan proper to Barangay Sangke was continued with Philippine funds.

The Philippine government and WB, in a joint statement issued by Malacañang yesterday, said that, contrary to reports, the Bank has not suspended any loans for the NRIMP.

WB rejected bids for 2 Negros roads

The winning bids of Chinese construction firms for two roads connecting Negros Occidental to Oriental to be funded through a World Bank loan had been rejected, prompting the Philippine government to instead foot the bill for the projects to begin.

But Rep. Ignacio Arroyo Jr. (Neg, Occ., 5 th district) yesterday said Budget and Management Secretary Rolando Andaya Jr. has announced that the WB has decided to continue its plan to fund the $232-million road building loan to the Philippines .

Andaya said the country director of the WB, Jean Claude Maryse Gautier, has assured him that the suspension of the WB loans for the National Roads Improvement and Management Program would be lifted soonest, and that Philippine “national competitiveness” rules will henceforth be used.

Phase 1 of the NRIMP implemented by the Department of Public Works and Highways was originally aimed to upgrade about 530 kilometers of national roads, including the Hinobaan-Basay section of Kabankalan-Basay road and the San Enrique-Vallehermoso Road .

Rep. Arroyo said part of the San Enrique-Vallehermoso Road that was to be covered by a WB loan is located in his district and construction started a few months before the May polls with Philippine funds.

He said the project for WB coverage was chosen during the term of his predecessor, former Rep. Jose Apolinario Lozada.

The project was to cover 5 kilometers on the San Enrique side in Negros Occidental and 5 kilometers in Vallehermoso, Negros Oriental, and the first bidding was won by the firm, China State , the second bidding by China Road and Bridge Corp., and the third by China Wuyi and China Road , who won the bid together.

Arroyo said he did not know why the WB rejected the winning bids as this was conducted by the DPWH.

Since the road is really needed, it is now being undertaken with Philippine funds by Deluna Construction that began work four months before the May polls, he said.

Rep. Genaro Alvarez (Neg. Occ., 6 th district) on Tuesday said that in 2004 the WB had rejected a Philippine loan for the 25 kilometer Hinobaan-Basay section because of alleged collusion in the bidding won by the firm China Road and Bridge Corp.

The bidding was done at the DPWH central office in Manila , he said, so the construction of the 23 kilometer section from Hinobaan proper to Barangay Sangke was continued with Philippine funds.

The Philippine government and WB, in a joint statement issued by Malacañang yesterday, said that, contrary to reports, the Bank has not suspended any loans for the NRIMP.

DOH studies request for new hospital

A Regional Health Team from the office of Director Lydia Depra-Ramos and the Center for Health Development for Western Visayas will assess the health needs and current health system in Bacolod City .

This is in line with DOH Administrative Order No. 2006-004 that provides guidelines for the establishment of new hospitals in the country, a press release from the office of Bacolod Rep. Monico Puentevella said.

The press release said the solon has requested Health Secretary Francisco Duque III to seriously consider the establishment of a Bacolod General Hospital .

Bacolod City urgently needs its own hospital to cater primarily to a huge number of poor and indigent individuals and families, Puentevella said in the press release. He also said in his letter to Duque dated Aug. 13, 2007 that the lone government hospital in Bacolod , the Corazon Locsin Montelibano Memorial Regional Hospital , is overcrowded with patients.

“CLMMRH is saddled with the perennial depletion of medicines and laboratory materials. In most cases, many of the patients have to compete for rooms and hospital services because it is flooded with patients coming from other towns and cities in the province,” Puenetvella said in his press release.

Duque, in response, said a more comprehensive assessment of the health needs and current health system of the whole Negros Occidental will have an implication in the requested establishment of Bacolod City General Hospital , it also said.

At the same time, Duque requested the assistance of Puentevella for the continued PhilHealth enrollment of indigent families in Bacolod City , the press release said.*

The University of St. La Salle College of Law Moot Court Team defeated the University of the Philippines in the final round of the 3rd National Moot Court Competition held Nov. 19-21 at the Supreme Court En Banc Session Hall in Manila .

With the win, USLS will represent the country in the 6 th Asia Pacific Moot Court Competition on International Humanitarian Law set March 2008 at the Hong Kong High Court, USLS Law Center executive director and moot court team coach Ralph Sarmiento said yesterday.

The team is composed of students Michael Hanz Villaster, Adylyn Dioso and Jul Davi Pandan.

The competition is sponsored by the Philippine National Red Cross, the International Committee of the Red Cross in cooperation with the Supreme Court and the Philippine Association of Law Schools.

The USLS mooters also earned the Best Memorial and Third Best Memorial citations.

Other schools in the competition were Ateneo de Manila University, Arellano University , University of Sto . Tomas, University of San Carlos, University of San Jose-Recoletos, Silliman University, Xavier University, Ateneo de Davao, Cagayan State University and Cagayan Colleges of Tuguegarao.

The final round was judged by legal luminaries including Associate Justice of the Philippine Supreme Court Justice Adolfo Azcuna as the President of the Court.

I remember what sugarbowl said before, grabe ang ila nga expansion, I heard from reliable inside the city hall they will put up hotel next year, this is a business class hotel.

I've heard about the development plans in the EAST area of bacolod, but for me they also need to focus on the SOUTH starting from the old airport going to SUM-AG, kay ka lapad sng dalan (probably the widest in all of bacolod, 8 Laner I believe?) and alot of undeveloped land, are there any plans in the south area of bacolod that I dont know about?

Yup,most of the developments are happening in the Eastern and Northern side of Bacolod.South daw wala gid maybe because sa North ang location sang mga residential subdivisions sang mga elite nga Bacolenos.Mostly mga pangmiddle class residential subdivision lang ang ara sa South nga part.There's a huge number of consumer in the South kay some residents of Bago City do thier business transactions,shopping of groceries items construction material and agricultural needs in Sum-ag.

Any updates on the planned extension of ROB bacolod?, Ive seen the evident renovation inside the mall and landscaping outside, I wonder if this is a tell-tale sign na ga amat-amat na sila.

DOH studies request
for new hospital
A Regional Health Team from the office of Director Lydia Depra-Ramos and the Center for Health Development for Western Visayas will assess the health needs and current health system in Bacolod City .

This is in line with DOH Administrative Order No. 2006-004 that provides guidelines for the establishment of new hospitals in the country, a press release from the office of Bacolod Rep. Monico Puentevella said.

The press release said the solon has requested Health Secretary Francisco Duque III to seriously consider the establishment of a Bacolod General Hospital .

Bacolod City urgently needs its own hospital to cater primarily to a huge number of poor and indigent individuals and families, Puentevella said in the press release. He also said in his letter to Duque dated Aug. 13, 2007 that the lone government hospital in Bacolod , the Corazon Locsin Montelibano Memorial Regional Hospital , is overcrowded with patients.

“CLMMRH is saddled with the perennial depletion of medicines and laboratory materials. In most cases, many of the patients have to compete for rooms and hospital services because it is flooded with patients coming from other towns and cities in the province,” Puenetvella said in his press release.

Duque, in response, said a more comprehensive assessment of the health needs and current health system of the whole Negros Occidental will have an implication in the requested establishment of Bacolod City General Hospital , it also said.

At the same time, Duque requested the assistance of Puentevella for the continued PhilHealth enrollment of indigent families in Bacolod City , the press release said.*

RP cities vying to be tech hubs
THE GOVERNMENT will name the top 10 information and communications technology (ICT) hubs in the Philippines, next to Manila and Cebu, by next year as the country moves to become the second largest business process outsourcing (BPO) service provider.

The Department of Trade and Industry, in partnership with the Commission on Information and Communications Technology (CICT) and the Business Processing Association of the Philippines (BPAP), said it will start assessing 43 Philippine cities to see which of them are ICT-ready.

"These provinces have very keen interest in the development of the ICT sector. We are now formalizing the ICT scorecard to see which regions are ICT-ready," Trade Undersecretary Carissa P. Cruz-Evangelista told a press briefing.

Apart from Manila and Cebu, other strong players in the industry include Baguio, Angeles, Bacolod, Iloilo, Dumaguete and Dagupan.

The scorecard will provide the necessary framework to identify each city’s strengths and weaknesses and how risks to doing business could be addressed, CICT Chairman Ray Anthony Roxas-Chua III explained.

"Through the scorecard, we can benchmark cities and regions across the country and increase the participation of other regions in the growth of the industry," he said.

BPAP Chief Executive Officer Oscar R. Sañez said an annual ranking of cities would be released in September 2008. Dubbed the "Next Wave Cities" outside Metro Manila, the next top 10-15 ICT-ready cities in the Philippines would be unveiled in September next year.

For cities to become ICT-ready, Ms. Evangelista said criteria to be considered include talent pool, infrastructure, electricity and water costs, rental rates as well as incentives.

The cities to be assessed are Angeles/Clark, Bacolod, Bacoor, Baguio, Batangas, Cabanatuan, Cabuyao, Cagayan de Oro, Cainta, Calamba, Caloocan, Cebu, Dagupan, Davao, Dumaguete, General Santos, Iloilo, Lapu-Lapu, Las Piñas, Legazpi, Lipa, Makati, Malabon, Mandaluyong, Mandaue, Manila City, Marikina, Muntinlupa, Naga, Olongapo/Subic, Parañaque, Pasay, Pasig, Puerto Prinsesa, Quezon City, San Fernando in La Union, San Juan, Santa Rosa, Tacloban, Tagbilaran, Taguig, Tarlac and Zamboanga.

Mr. Sañez said the scorecard is part of the initiatives outlined in the recently launched BPAP Roadmap 2010. Under the road map, the Philippines is setting its sights on 10% of the global market share by 2010 and revenues of about $13 billion to $16 billion.

Patrimonio wants to inspire cagers

His place in Philippine basketball lore already secured, Alvin Patrimonio now wants to inspire and encourage younger players to achieve their dreams.

Although he admits getting involved in the action on the court, the four-time PBA Most Valuable Player said he is happy with his role off-the-court as the team manager of Purefoods, a job that requires him to deal with younger players.

“I concentrate on encouraging and inspiring younger players,” the 41-year-old Patrimonio, who retired from the PBA in 2004, said at a press conference in West Negros College yesterday.

Patrimonio was in Bacolod to promote the match between Purefoods and Air 21 at the WNC Gym on Dec. 15.
Patrimonio, the PBA MVP in 1991, 1993, 1994 and 1997, also expressed elation on Purefoods glowing start in the All-Filipino Conference, where the Giants are currently leading with an 8-win, 1-loss card.

“Everyone is contributing. The team is hungry, the players want to prove themselves,” said Patrimonio of the Giants, who established a franchise-best 7-0 start, before losing to Red Bull in Tacloban City Saturday.

“The sacrifice of the coaching staff and players are paying off. Hopefully, the players stay healthy,” he said.

Patrimonio also singled out Negrense James Yap's performance as one of the reasons of Purefoods resurgence in the tournament.

“James has bailed us out many times. He and Kerby Raymundo are the leaders in the team,” Patrimonio added.

Asked what are his keys to success, Patrimonio said an “attitude of gratitude” and “passion for the game” are crucial to become a better player.

Patrimonio sees a tough match against the Air 21 Express, whom the Giants dealt a 100-81 loss last week at the Araneta Coliseum.

“Air 21 is a very athletic team. I'm sure they'll prepare for us,” he said.

But expect Purefoods to give its all, he added.

It did!!! hehehehe!!!! daw mas nag damo na gid tao sa downtown gani subong :) what i really like about SM is that...when you arrive from iloilo or from Manila through superferry...pag gwa mo, siya gid dayun makita mo and you'll be amazed that its not the usual type na SM na daw box lang na pataas. :) this time.,..its different. :)

Guba barges into semis in Bahrain

Filipino bet Martina Guba barged into the girls' singles semifinals of the Bahrain leg of Asian Under-14 Tennis Championships yesterday following a 6-1, 6-0 whipping of American Natasha Rizvi at the Bahrain Tennis Club in Juffair.
It was a fitting follow-up to Guba's 7-6, 6-1 victory over India 's Anushka Bargava in the quarterfinals Wednesday.

Bargava had defeated Guba, 6-3, 6-2, in the semifinals of the Riffa Views Cup 2007 also at the BTC last week.

Guba and her Malaysian doubles partner Adelle Boey also stayed in contention when they defeated Rizvi and Nicolette Wolny, 7-6, 6-2, to reach the semis.

A standout from La Carlota City, Negros Occidental, Guba, who earned a ticket to the Bahrain tournaments after ruling the Agra Cup in October, grabbed her fourth international doubles title when she teamed up with Boey to beat Rizvi and Wolny, 6-4, 4-6, 10-8, in the Riffa Cup.*
