Tourism council
reconstituted
BY CHRYSEE SAMILLANO
The Bacolod Tourism Cultural and Development Council was reconvened by Bacolod Mayor Evelio Leonardia through Executive Order No. 22 to develop, promote and market Bacolod City as a major tourism destination.
Former Bacolod Rep. John Orola, who was appointed TCDC chairman and chief operating officer, yesterday said Bacolod City has its golf clubs, adventure tours and culinary courses, and they hope to organize packages related to pilgrimages and arts and culture to make the city a unique and interesting destination.
The members of the Council who were inducted by the Mayor yesterday, include Ronnie Lizares as vice chairman, and Butch Gerasmo, executive officer, and members - Councilors Homer Bais and Greg Gasataya, Ardis Jaculina – Investment and Promotion, Lea Gonzales – Department of Trade and Industry, Ireneo Asuga – Interior and Local Government, Bacolod police director Senior Supt. Ronilo Quebrar, Arch. Lemuel Reynaldo – City Planning and Development Office, Cristina Gaston – Association of Negros Producers, Greg Flores – National Association of Independent Travel Agents, John Marie Lizares – Hotel and Restaurant Association of Negros Occidental, Raymund Tongson – Lions Club, Renier Gerochi – Rotary Club, and Jun Jolita – Negros Press Club.
Orola, who is special tourism envoy to China , Japan and Korea , said the Council is composed of several committees that includes planning, peace and order, promotion and marketing and special events.
He said the Peace and Order Committee, which will be chaired by Bacolod police director Senior Supt. Ronilo Quebrar, includes social services and tourist welfare. The Committee on Promotion and Marketing will create a plan or agenda to promote the city in cooperation with Negros Occidental, he said.
Orola said they will touch base with the various airlines to help them invite travel agents to come to Bacolod and will work with the hotels and restaurants in order to provide them with the necessary assistance especially in the familiarization tours as well as invitational programs to various travel agencies abroad.
“Our target market for Bacolod to become a major destination are the major markets identified by the Department of Tourism, like Japan, Korea, China, US and the ASEAN market,” he said.
Orola said they will also organize travel and trade missions and conduct an intensified tourism awareness campaign using the battlecry adopted by Leonardia before: “A tourist is a friend.” *CGS

SM Foundation to train 100 more Negrense farmers on hybrid farming
By Gil Alfredo B. Severino
ANOTHER set of farmers coming from different towns and cities in Negros will be gathered by the SM Foundation, Inc. (SMFI) by the end of January to be trained on hybrid farming aimed at augmenting their means of livelihood.
Post your comments here on the Makati siege
SMFI partners with the Negros Economic Development Foundation, Inc. (NEDF), Harbest Agribusiness Corp. and various independent suppliers as the marketing arm of the trained farmers.
Dubbed as "Kabalikat sa Kabuhayan," farmers training program, is targetting 100 farmers for its second set.
According to Arsenio Barcelona, president of Harbest, "Hybridization should not be confused with genetically modified organism (GMO). Hybridization is the cross-pollination of locally produced seeds with that of imported high yielding varieties."
"Using the most scientific way of planting, hybrid farming of what whatever variety is available, decreases cost but increases production yields of farmers," Barcelona said.
"Among the methods that will be taught to farmers is the so-called covered elevated farming which can resist floodings and typhoons. Even with poor drainage systems, these plants which are elevated can survive various calamities." Barcelona added.
Packaging production will be taught also to these 100 farmers so that their production will be market friendly and can be displayed in any SM supermarkets.
SMFI and Harbest will be using the demonstration farm of NEDF in Barangay Handumanan, Bacolod.

SM CITY BACOLOD’S PYROMAGIC 2007 MAKES HISTORY
Photos by GTechnology
The SM City Bacolod PyroMagic 2007 broke attendance records for any single event in Bacolod City as throngs of visitors and locals gathered at the SM grounds December 15 and 22 last year to witness the 1st Fireworks Competition in the city.
SM Grounds was jampacked with an estimated 150,000 crowd witnessing the Fireworks CompetitionOrganized by SM City Bacolod together with the City Government of Bacolod, Out of the Box Unlimited, Convergys, and ABS-CBN Negros, the competition made history and ushered the birth of Fireworks Festival in Bacolod.
The crowd wowed in amusement as the six teams from Bacolod, Dumaguete and Manila showcased their spectacular fireworks making everyone cheer and clap with approval of the performance.
Declared as the grand champion of the First Fireworks Competition was the Peacock Fireworks of Bacolod City followed by Manila teams Pyro Haven and Lee Fireworks who won second and third place, respectively.
(L-R) Chuck Go, Rahkee Villarosa, Pyro Magic Champion David Villanueva, SM Executives Leny Eria and Tina MagbojosIt was an unforgettable night, people streamed the streets and just before the event started everybody was sitting on the streets. SM Shoppers were at first treated to a live music and variety show prior to the fireworks display. Reasonably priced food and beverages were also available at the parking lot of SM City Bacolod.
Then the most awaited moment came when the countdown led by Bacolod City Mayor Evelio R. Leonardia signaled the start of the competition.
All eyes headed toward the sky where thousands of shells igniting and dazzling bursts of colors decorated the heavens.
All the cellphones were aimed at the fireworks displays as everybody was trying to capture the moment of the stunning and wonderful fireworks display made by the competiting teams.
It was a sight to behold... truly a spectacular evening for everyone!

Negrense hurdler off to US for training
By Henry C. Villalva
LA CARLOTA City hurdler Sheena Atilano, the long-limbed trackster hyped as the successor of now retired Elma Muros Posadas, will leave soon for the United States to train for three months as part of her preparation for the 2008 Beijing Olympiad.
The 26-year-old Negrense, one of several national athletes who received an award from Scoop (Sports Communicators Organization of the Philippines) Bacolod last December 29, will leave in February for California where she will train under the tutelage of veteran sprint coach Jerry Cablayan, a Filipino professional athletics coach based in King City, California.
Atilano, a former Palarong Pambansa sensation, hit the headlines when she erased the 16-year-old RP record of 13.66 seconds in the 100-meter hurdles, set by Elma Muros in the 1991 Manila Southeast Asian Games, wit5h a new mark of 13.65 seconds established in the Asian Grand Prix in India last June.
Atilano is now considered as the undisputed champion in 100-m hurdles, according to the Philippine Amateur Track and Field Association (PATAFA). She is one of two RP standouts expected to represent the country in the August Beijing Olympics.
Long distance runner Eduardo Buenavista and sprinter Lerma Balauitan-Gabito represented the country in the 2000 Sydney Olympics and the 2004 Games in Athens, Greece.
The pint-size Buenavista competed in marathon while Gabito saw action in the 100-meters.
Up until now, only two Filipinos have won medals in athletics in the Olympics- Simeon Toribio (high jump bronze in 1932 in Los Angeles) and Miguel White (400-m low hurdles bronze in 1936 in Berlin).
Lydia de Vega-Mercado, Fil-Am Edward Lasquete, Herman Suizo and Roy Vence saw action in the Olympics but did not have success in winning medals.
The now-retired de Vega competed in 100-m and 200-m in the 1984 Olympics in Los Angeles and in 1988 in Seoul, Korea; Muros in long jump in 1984 in L.A. and 1996 in Atlanta, Lasquete in pole vault in 1992 in Barcelona , and Vence in marathon in 1996 in Atlanta, the year the Philippines won an Olympic silver medal in boxing through Mansueto "Onyok" Velasco of Bago City, Negros Occidental.

Recycling Market Day at SM City Bacolod
IT'S R-Day or Recycling Market Day on January 19 at SM City Bacolod. After a series of successful Waste Market Fairs that revealed how environmentally conscious many Filipinos had become, all 30 SM Supermalls nationwide will again become trading places for goods like can be recycled. This will be held from 8AM to 2PM at the mall's Northwing Transport Terminal.
Just like in the previous Waste Market Fairs, shoppers can trade their traditional and non-traditional waste items into cash at the Recycling Market Day. Traditional waste items include paper, plastic, PET bottles, tin cans, metal and cartons, while non-traditional wastes include ink cartridges, electronic wastes, computer printers, and appliances.
Recycling means turning materials that would be otherwise become waste into valuable resources. Here are some tips on how to recycle from the SM City Bacolod:
* Recycle any laser/Ink printer cartridges.
* Take aluminum foil, old phone books, glass bottles and jam jars to the Recycling Market Day.
* Compost vegetable peelings, cut flowers, shredded newspaper, and grass cuttings. Composting is nature's way of recycling organic waste into new soil, which can be used in vegetable and flower gardens, landscaping, and many other applications.
* Encourage your friends and family to get involved in recycling at home, at school and in the workplace.
* Support local recycling efforts.
But why recycle? More than just the opportuity to clean your closets, you'll be amazed at its environmental, economic and social advantages.
* Recycling generates civic pride and environmental awareness.
* Recycling helps prevent environmental pollution.
* Recycling saves natural resources.
* Recycling conserves raw materials used in industry.
* Making products from recycled ingredients often uses much less energy than producing the same product from raw materials.
* Recycling reduces the amount of material dumped in landfill sites and helps our waste disposal problems.
* Goods are used productively and prevented from becoming litter and garbage.
For further information about the Recycling Market Day, please contact Tel. Nos. (034) 468-0168 and 708-1010.

San-o kuno matapos ang 100 storey building sa bacolod? wahaha, base sa dalagan sng development sa bacolod, hopefully in the future may ma invest man tag-as na buildings!
hahaha hopefully, investors will be enticed to put up buildings even as tall only as 15 stories. That would be a good start. I'm thinking that it won't be long, Bacolod is really progressing.
my father talk me last week,,,there is a proposal 40-storey building daw na ipapatayo dyan sa bacolod but there is no an exact location yet...he heard this from the Bacolod-DYHB radio news...anyone knows about this?

TEN THINGS I HATE ABOUT BACOLOD CITY
10. The Bacolod Public Plaza had been considered as the heart of bacolod, but have you tried to get inside the male comfort room of the bacolod public plaza? it is just besides the department of tourism and bacolod photographers clu's office, oh my, did this came into their attention? oh my... http://cosgan.de/images/midi/boese/a050.gif
09. Manokan Country was being enfamed because of its savory and mouth watering chicken inasal, it is tagged as visayas home for this delicacy, but it stills suffers the same problem,it doesnt have a nice and hygenic comfort room, i guess advocates for their food turned-off when they went to the comfort room, its damn dirty... too bad... http://cosgan.de/images/midi/boese/a045.gif
08. Just a walking distance from the Bacolod City Hall was a haven of vendors who sell's pirated cd's and dvd's and also just a walking distance from the police precint, but as you pass by on the sidewalks this vendors could sell you an item with a smile... hahaha, in fact a city of smile... http://cosgan.de/images/midi/boese/e080.gif
07. Oh my Oh My, Pedicabs could freely stroll on the streets of bacolod, especially in burgos, hilado and luzurriaga... i hate them, damn traffic and damn risk to bump them, does this "sikads" must not be in main streets? http://cosgan.de/images/midi/boese/e050.gif
06. Dirty Lodging Houses, for 60 or 80 pesos you could have your climax squirt. hahaha... but what a shameful thing to hear was, they have sanitary permit and permit to operate. oh my oh my! http://cosgan.de/images/midi/boese/n025.gif
05. The Corazon Locsin Memorial Regional Hospital, nice name for the Provincial Hospital, but try to get in... its like a place of people who have no sense of smell... they are all immuned, but wheew... it could kill me... so badly... i went to the male surgical ward, dirty, to the maternity building.. dirty... and worse of all was the comfort room.. they need to fumigate it. whooaaa... http://cosgan.de/images/midi/boese/u020.gif
04. Try to get a trip going to abkasa or la herencia... its on the circumferencial road... i think the sidestreet was not been reached by DPS, garbage there was like a mountain stretching forward.. hahaha.... tsk tsk tsk.. not nice... where was the clean and green program that they are endorsing? http://cosgan.de/images/midi/boese/s010.gif
03. wanna have pleasure just for fifty pesos or less? just go in front of the Bacolod Cathedral, they are standing there every night... its up for bargain... youll have free STD's... the city health office and DSSD must clean them up... http://cosgan.de/images/midi/boese/a100.gif
02. Badjao Badjao... had spread in the suburb. they must be brought back to the place that where they belong... aw... nauubos piso ko sa kakadonate... and worse... hinihila pa damit ko pag di ko sila bigyan... http://cosgan.de/images/midi/boese/c015.gif
01. Politics? wanna know why? di ko na sasabihin... komplikado kasi... all of them were fussed.. thats all... http://cosgan.de/images/midi/boese/n035.gif
disclaimer: highly opinionated... no intentions to offend anyone... have a nice day guyz...
fritz here.. PROUD TO BE BACOLODNON...
sorry sa posting ko ha... i just quoted it... lahat kasi ng nakita ko sa thread eh puro positive... dami din namang mga negative kasi... but honestly speaking... daming progress sa bacolod.. i just want to quote those na hindi napapansin... dami pa sana eh... kaya lang... nakakahiya... baka awayin niyo ako guyz... hays...

^^ I bet not only bacolod city suffers from that situations. Well, this is Philippines and sad to say this is happening... In fact, the "basurahan" outside of our house is FULL of "basura" not our own! I don't know maybe some nearby neighbors just don't have the respect! They dump there own waste on our own "basurahan"

blight, I'm not offended...the 10 things you hate about bacolod are very true..and i think you presented it in a funny way.
#1. well the restrooms in manokan, public plaza and CLMMRH are definitely not nice. i guess palaihi ka ay? because you mentioned them in 3 different occasions.
#2. try to enter the ICU of corazon locsin, i bet you it is good in there.
#3. the pedicabs indeed are so...hmmm...not really annoying. i just think they are dangerous. but come to think of it, a lot of them have several children to feed...they have to make a living. Although, i never cease to be amazed of how courageous some people are of bringing children to this world ano..na kita gani na may mga trabaho daw nahadlok pa gawa.
#4. i remembered a few years back, the city government chartered several ships to bring these badjaos to their places of origin...but i guess pareho sang mga subay, bisan ano mo kis-a katago sang pagkaon, matultulan man nila diapon. Hopefully the governemtn could do something about it. In the meantime, just count your alms as your good deeds for the day.
#5. as for your "pleasures" well... just check their pink cards ah. practice ss.... mayo pa sila gani may kalipayan, iban nga tawo wala gid. :)

Study bares 11 BPO sites outside MM
By Riza T. Olchondra
Philippine Daily Inquirer
First Posted 18:54:00 01/06/2008
THERE is no more question that the Philippines is a prime location for outsourced services, tasks for which a company hires another firm to do, and for offshore services, so called because the services are contracted to a company located outside the country where the client is headquartered.
A study by the Institute for Development and Economic Analysis Inc. (Idea) said that the Philippines is earning over P3 billion annually from the outsourcing and offshoring industry, with most of the players located in Metro Manila.
As these companies expand to cope with exponential growth, rental rates and labor costs skyrocket in Metro Manila, the study said. This raises the pressure to find new locations where there is enough labor pool.
The well known alternatives are Baguio City, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna and Lipa in Batangas. These are certainly easy to reach from Manila, with good infrastructure and connectivity to boot. But what of others?
Idea chief Cayetano Paderanga Jr., former director general of the National Economic and Development Authority, said that outsourcing and offshoring companies have 11 other sites to consider.
Up north, Tuguegarao City and Cabanatuan City were found to be viable alternatives to Baguio.
Going to the Visayas, the Bayan-commissioned study showed Iloilo, Bacolod, Camarines Sur, Dumaguete and Leyte to be the best sites south of Batangas.
Further down south, Davao City, Cagayan de Oro City, Iligan City and South Cotabato are giving Metro Manila a run for its money.
"What these locations offer are relatively lower cost of doing business, nominal minimum wage, and population density compared with Metro Manila. While Manila still have more graduates in offshoring-related fields who are fluent in English, these locations have enough English-speaking graduates to sustain supply. They may even offer less attrition because the young graduates would be employed near the home, unlike their counterparts in Metro Manila," Paderanga said.

Tsinoys gear for Bacolaodiat (http://www.sunstar.com.ph/static/bac/2008/01/07/news/tsinoys.gear.for.bacolaodiat.html)
AN OFFICIAL of the Chinese-Filipino community hopes to see deep historical friendship shared between two cultures and the restoration of the Bacolod Shopping Center as a commercial hub in celebration of the Chinese New Year.
Also, Chua explained that one of the 'innovations' this year is the transfer of the festival area from the Bacolod Public Plaza to the Bacolod Shopping Center and the area along the vicinities of Lacson-6th Streets.
Chua explained that the Bacolod Shopping Center is historically very meaningful to a lot of our elders, adding, "Many of the Chinese 'blue blooded' old-timers started their livelihood in 'shopping'."
"As an architect by profession, shopping can be transformed into a real Chinatown. By painting the buildings anew, drainage system and streets repaired and the putting up of streetlights, all these will speak for themselves," Chua added.
"Soon, shopping's lost glory will be restored and people will begin to consider it as an option location for commerce. Tourism industry can be developed here," he added.
nice if this festival of venue will be transfer to the shopping center district...i suggest fronting of the ceres north terminal is a better place to make it a chinatown park for the annual celebration of the chinese new year or bacolaodiat festival

To Blight, Dinho (Bo B), SUV111 & Jaywalker:
Thanks for the great night that I spent in Bacolod City. It will be remembered.
SUV, hopefully, we could do what your trying to propose as bridging the gap between these 2 great cities. I apologize if I couldn't go to the wedding because I woke up late and not feeling well and also because of my schedule. I was really hoping to have a SSC Iloilo-Bacolod meet someday. :okay:
Blight, I'll just contact you later, got to go late afternoon trip. At least nakahapit ko kagabii. We'll have a longer chat along with SSC Bacolod or Iloilo later. Nice meeting you! :)
Dinho, thanks for the treat. Despite our misunderstandings and bashings and being my arch nemesis before, forgiveness has brought us despite our differences. Have a nice year ahead for you, your family and business. :)
Jaywalker, we'll miss you so much. Don't forget to call and always take care. We're always here for you. :)

kabankalan was rising! :) one good news to hear...
kudos!!! :)
I totally agree Mig Blight,Kabankalan is really rising.Based on what i saw last December,i think it is more progressive compared to Bago.Nami man ang Kabankalan kay the Zayco's are currently building a resort not far away from the city central called the The Zaycoland.I think it's more of a family oriented resort with swimming pool and overnight cottages.
^^^^ Kabanlan Airport road is near to the Lopue's Department Store.I think there are 3 Jollibee stores around the city.We could expect more progress to come for Kabankalan.
you're right migo Jay,,,kabankalan was already overtake bago city in terms of development… yup malapit lang sa lopues yon ang street papuntang airport...Jay you mean the spring resort in kabankalan is a Mag-aso Mountain Resort and Balicaocao Highland resort...daming resort sa kabankalan kaya lang ang iba ay hindi pa popular especially when you are going to the southern part of this city...
currently the road widening is ongoing in guanzon extension of kabankalan

blight, I'm not offended...the 10 things you hate about bacolod are very true..and i think you presented it in a funny way.
#1. well the restrooms in manokan, public plaza and CLMMRH are definitely not nice. i guess palaihi ka ay? because you mentioned them in 3 different occasions.
#2. try to enter the ICU of corazon locsin, i bet you it is good in there.
#3. the pedicabs indeed are so...hmmm...not really annoying. i just think they are dangerous. but come to think of it, a lot of them have several children to feed...they have to make a living.
Point taken,... thanks for sharing dude.,..

Kabankalan City – As part of its Capital Investment Program under the 2004-2013 City Development Strategy, the City Government of Kabankalan has already started the 1st phase of the establishment of its locally-funded Kabankalan City Domestic Airport.
This 5-year multi-million pesos joint project of the City Government of Kabankalan, the Provincial Government of Negros Occidental and the National Government is expected to be completed and operationalized by year 2010.
According to the Air Transportation Office (ATO) recommendation, the proposed airport is to be constructed on a green field site in Sitio Cabangahan, Barangay Hilamonan, Kabankalan City. The site is situated on a hilly portion 35 meters above sea level, based on NAMRIA topographic map and is about four (4) kilometers northeast of Kabankalan thru the existing Barangay road.
Initially, it will have cargo and passenger terminals, control tower building, and loading and navigation systems. The runway will be about 3 kilometers long and 30 meters wide.
Setting up of a domestic airport in this southern part of Negros Occidental will be crucial to providing market access and better delivery of social services as well as promoting the booming tourism industry not only in the City but in the neighboring LGU’s whose tourism potential are not fully harnessed yet.

Bacolod City, Philippines Wednesday, January 9,2008
Vice president to open
airport in Silay Jan. 18
LAST BACOLOD FLIGHT JAN. 17 – DOTC
BY CARLA GOMEZ
;
The P5.6 billion new Bacolod-Silay Airport will open on Jan. 18 and the old airport in Bacolod City that began operations in 1936 will close down after the last flight out on Jan. 17, Edgar Mangalili, Department of Transportation and Communication airport project director, said yesterday.
Expected to attend the inauguration of the new airport of international standards in Silay City is Vice President Noli de Castro, DOTC Secretary Leandro Mendoza and Rep. Juan Miguel “Mikey” Arroyo (Pampanga, 2 nd district) , Vice Gov. Isidro Zayco said.
The first flight into the new airport on Jan 18 will be Cebu Pacific from Manila that will arrive at 5:10 a.m. , followed by Philippines Airlines at 6:40 a.m. and Air Philippines as 7:20 a.m. , Mangalili told the DAILY STAR.
The inaugural rites that will include the cutting of a ribbon and the unveiling of a marker will be at 9 a.m. , he added.
Paving of the McKinley road to the airport in Silay has been completed, Mangalili said.
Antonio Alfonso, Air Transportation Office - Bacolod manager, said the Bacolod airport will be shut down on Jan. 17, it cannot be retained because of its proximity to the Silay airport that is within the prohibited distance set by the International Civil Aviation Organization.
The navigational equipment of the old airport will be distributed to government owned airports in need of them, he said.
Meanwhile, all ATO personnel will be transferred to the airport in Silay. The ATO approved workforce for the new airport is 150, including security personnel, he said.
The Land Transportation Franchising and Regulatory Board has been tasked to approve applicants for a shuttle system to the new airport at affordable rates, he said.
Negros historian Modesto Sa-onoy said the Bacolod airport was built 1936 by the Lopez family to service the Iloilo Negros Air Express Co. flights to Bacolod , Manila and Iloilo .
After World War II it was purchased by Philippine Airlines, he said.
The government extension to the privately owned Bacolod airport was constructed over the years to accommodate larger airplanes, Sa-onoy said.
Out of the 37.5 hectares comprising the current Bacolod airport, 20 hectares belongs to PAL and 17.5 hectares to the national government.
The Bacolod airport has since seen the arrival of Pope John Paul II in February 1981, heads of states and dignitaries, celebrities, including Hollywood stars, to Negros Occidental, Sa-onoy said.
Job Lamela, PAL Bacolod manager, said the 39 PAL employees, are ready to transfer to the new airport when it opens.
PAL began flights to the Bacolod airport in 1954.
In the present Bacolod airport, PAL flies in 15,000 passengers a month, Lamela said.
He said the new airport will be good for passengers because it has new and modern flight navigational equipment and better terminal facilities.*CPG

PNOC seeks Capitol's nod for power expansion
By Gil Alfredo B. Severino and Jerome S. Galunan, Jr.
THE Philippine National Oil Corp. (PNOC) admitted Wednesday that its wells can produce its 20 megawatts supply in February yet even with the present clean up operation of accumulated 'crystals' blocking the pipes from the geothermal energy source.
PNOC is presently producing only 9 megawatts because of the crystal blocks in the pipelines.
In view of the problem, PNOC is seeking the conformity of the Provincial Board (PB) for its proposed geothermal energy development by using the 169 hectares buffer zone inside the Mt. Kanlaon National Park.
The PB's conformity will authorize the governor to sign in behalf of the province an agreement with PNOC to expand its power supply.
According to PNOC Community Partnership Department chief Joey Higgins, by virtue of R.A. 9154, PNOC is allowed to use the buffer zone of the Mt. Kanlaon for geothermal operations.
R.A. 9154 further allows PNOC to temporarily cut down forest trees but requires them to reforest the area affected by the digging of new wells.
The PB's conformity will definitely augment the steam supply of the existing PNOC -Northern Negros Geothermal Project thus increasing to 40 megawatts at its peak load.
With increase supply capacity, Higgins still has certain reservations if their total full potentials of 40 megawatts will have buyers.
Central Negros Electric Cooperative, Inc. (Ceneco) President Roberto Montelibano earlier assured consumers of additional purchase with PNOC.
Montelibano was earlier quoted that Ceneco is open to any sources of energy that is available as its covered areas require some 120 megawatts projected based on the daily needs of Ceneco consumers.
Contrary to reports, Ceneco is not bound by the Kepco-Salcon contract to limit its supply to coal fired power plant.
According to Montelibano, "For so long as PNOC can submit a comprehensive capacity report, Ceneco is ready to buy geothermal power from them."
Last January 8, 2008, one of the garbage survey rationale of Metro Bacolod Chamber of Commerce, Inc. (MBCCI), PhilBio and GRIPP as reported by Sun.Star Bacolod, is because of Ceneco's interest to purchase biogas.
Montelibano is also president of MBCCI.
"We are open to all kinds of energy sources for as long as it is stable. I have already met with PNOC foresters because MBCCI will be helping them in their reforestation projects," Montelibano added.

ZAYCO SAYS
Shuttle, road lighting
to new airport needed
BY CARLA GOMEZ
;
Negros Occidental Vice Governor Isidro Zayco yesterday said the need for an affordable shuttle system and proper lighting of the road to the New Bacolod-Silay Airport have to be addressed for the convenience and security of the public.
The P5.6 billion new Bacolod-Silay Airport is set to open on Jan. 18 and the old airport in Bacolod City will close down after the last flight out on Jan. 17, Edgar Mangalili, Department of Transportation and Communication airport project director, said Tuesday.
Antonio Alfonso, Air Transportation Office - Bacolod manager, said the Land Transportation Franchising and Regulatory Board has been tasked to approve applicants for a shuttle system to and from the new airport at affordable rates.
Zayco said a shuttle system will have to be set up by the DOTC to address the need of passengers since the new airport is a bit far and will be difficult to reach for those who do not own vehicles.
The provincial government is willing to help in whatever way it can, he said. We will have to discuss with them what their action plan well be, he said.
The lighting of the road to the airport also needs to be addressed by either the Silay City government or the Department of Public Works and Highways to ensure the security of those who pass it at night, he said.
Some portions of the road are between sugarcane fields, he noted.
Meanwhile, he said policemen can be fielded to patrol the area to provide those who arrive on night flights adequate security.
Zayco said he will also discuss the need for the lighting of the road to the airport with Transportation Secretary Mendoza.
Silay Mayor Jose “Oti” Montelibano also said the approval of the applicants for the airport shuttle service will be made by the LTFRB. However, Montelibano said he does not know who the applicants are yet.
We are working on the kinks for the opening of the new airport, he said.
The New Bacolod-Silay Airport sits on a 6-kilometer stretch in Barangay Bagtic, Silay City , which is about 5 kilometers from the poblacion and about 20 kms. from Bacolod City , information posted on its website (www.bacolod-silayairport.com) said.
It's runway is 2 kilometers, more than twice the length of the 900 meters of the existing airport in Bacolod City . It has provisions for a 500 meter extension which will accommodate bigger crafts serving international routes, the website information also states.
The airport has 15 check-in counters and three pre-departure areas that lead to three tubes, it adds

MBCCI, GRIPP, PhilBio Push Bacolod Waste Survey for Biogas
The Metro Bacolod Chamber of Commerce and Industry (MBCCI), the Green Renewable Independent Power Producer, Inc. (GRIPP), and the Philippine Bio-Sciences Co., Inc. (PhilBio) have launched a joint effort to make Bacolod live up to its name as the ‘Philippines’ Most Business-Friendly City’, and to produce power from garbage.
Frank Carbon and Jose Maria Zayco, MBCCI vice presidents for internal and external affairs, respectively, told NDB that a comprehensive survey of the different sources of wastes in the city has been started.
They said MBBCI, GRIPP and PhilBio will be helping Bacolod in the fight against waste accumulation which had been causing drainage clogging and floodings, among others.
“MBCCI is aware of how much cost it would entail if the Bacolod City government intends to put a serious solid waste management program in place. Ours is to support and do what we can to help in the proper collection and segregation of the city’s wastes,” they said.
Carbon and Zayco explained that the mechanism for biogas will soon be installed by PhilBio using these wastes in Bacolod’s landfill sites.
From wastes, PhilBio is able to convert them to methane (biogas) that will be used to power a biogas generator set, a cleaner electric power source, thus augmenting whatever power shortages industry may need by 2010, they said.
This project in Bacolod has to start by an estimation of how much garbage Bacolod can accumulate using this survey which MBCCI is presently conducting, they also said.
Carbon and Zayco said that using PhilBio’s experience in the Inayawan landfill in Cebu City, it is projecting a 10-megawatt biogas-fed power plant using half of Cebu’s 400 metric tons of solid wastes dumped daily in that landfill.
Fot its part, GRIPP, they said, advocated the running of electric jeepneys in Bacolod using biogas electricity source and the use of biogas-based electricity for Bacolod’s industrial and residential areas.
GRIPP logistics coordinator Albert Lozada together with MBCCI president Roberto Montelibano recently surveyed and analyzed what used to be a dumpsite in Magsungay area in Bacolod.
“That activity was part of this pilot project which has come into fruition led by MBCCI together with PhilBio and GRIPP,” they said. *Arman P. Toga

Lea can't sing in Bacolod on Friday
LEA Salonga's concert dubbed as "All for Love" in Bacolod City January 12 (Friday) will be postponed and will be moved to January 26.
This, as Lea, who just arrived from the United States is now ill with laryngitis.
Her doctors have advised her to rest for a week and cancel or appointments, a statement from the concert organizer said
The Bacolod concert is the first leg of Lea's Philippine Tour for this year.
And her Bacolod concert, along with 33-piece Global One Symphony Orchestra under the direction of her brother, Gerard Salonga, and singer Jed Madela, is for the benefit of Gawad Kalinga (GK).
GK is known for building homes for the homeless.
In her message to the press and GK, Lea said, "It is with deep regret that my upcoming concert scheduled for January 12, 2008 at USLS Coliseum in Bacolod has been postponed."
I have taken ill with laryngitis and thus will be unable to perform. My doctor has advised me to rest my voice and to cancel any and all commitments until my conditions improves," Lea said, adding, "It saddens my whole family as we were so looking forward to our trip.
My mother is from Bacolod so it would have been of great happiness to her to be able to return home even for a brief trip."
Lea also said she's also wanting to return to perform in Bacolod because her last visit in the city was when she was only around 10 years old.
However, she clarified that a postponement of her concert isn't a cancellation.
"I shall be there to entertain you all on January 26, 2008," she said, adding, "Again, our sincerest apologies but we shall definitely be there (in Bacolod) when I'm much better."(EASD)

Bacolod navigational
equipment going to Kabankalan, mayor says
BY NIDA BUENAFE
Navigational equipment from the Bacolod City Airport will be transferred to Kabankalan City where a new airport will be constructed, Mayor Pedro Zayco of Kabankalan said yesterday.
He said they originally requested from the Office of the President for the equipment from the closed down Mandurriao Airport in Iloilo to be turned over to Kabankalan but the request was channeled to the Department of Transportation and Communication.
As advised by the DOTC technical personnel, more appropriate for the proposed airport in Kabankalan are the facilities from the Bacolod Airport , Zayco said.
Regardless of where the equipment will come from, he said they will be grateful to have them since the funds available for the airport project will only be sufficient for the site preparation and structure construction.
Zayco said works in Sitio Cabangahan, Brgy. Hilamonan where the airport will be located, are now focused on earth moving and flattening of the hilly portion of the site.
He said the Air Transportation Office has identified the location of the airstrip and instructions were given to the workers to level off the area.
Zayco added that land acquisition of the airport site is 95 percent complete with payments for the landowners who sold their land processed by the city government.
The construction of the airport in Kabankalan is expected to boost the tourism industry in the south and will provide an alternate landing site for aircrafts bound for the Oriental side of the Negros island, he said.
Kabankalan's strategic location makes it an ideal site for a feeder airport that will make air travel more convenient for tourists who will visit the popular destinations in southern Negros , Zayco said.*NAB

Bacolod now recognized as BPO center: official (http://www.visayandailystar.com/2008/January/11/businessnews1.htm)
The inclusion of Bacolod City in the list of 11 top business process outsourcing sites outside of Metro Manila in a recent study conducted by the Institute for Development and Economic Analysis Inc. was welcomed by Councilor Jocelle Batapa-Sigue yesterday.
Batapa-Sigue said she is happy that Bacolod has been acknowledged as a BPO center, not merely a site for call centers. Batapa-Sigue is the main convenor of the Bacolod-Negros Occidental Educational Foundation for Information Technology.
B-NEFIT, which is seeking registration with the Securities and Exchange Commission as a non-stock, non-profit organization, is a collective effort of the academe and human resource development, real estate and business and local governments to undertake projects and programs.
Bacolod now hosts three major call centers, namely, Teleperformance, TeleTech and Convergys, and has five special economic zones for IT, two of which have been declared as IT parks.
Batapa-Sigue said the inclusion of Bacolod in the list of alternative BPO sites is an acknowledgement of the initiative even before by the city's IT Focus Team to make Bacolod as an ideal site for BPO services.
She added that Bacolod is blessed with a strong fiber optic backbone and quality human resources.
The IDEA study, commissioned by Bayan Telecommunications Inc., also named Iloilo, Dumaguete and Leyte as the best BPO sites in the Visayas.*NLG

Business leaders upbeat on ‘08 economic growth (http://www.visayandailystar.com/2008/January/10/businessnews1.htm)
Top business leaders in Bacolod City are optimistic of a better economy in 2008 based on indicators from various sectors.
“I look at 2008 to be bright for Bacolod ,” Roberto Montelibano, president of the Metro Bacolod Chamber of Commerce and Industry, said, adding that the Philippines has also bright prospects with a projected 6.5 to 7.0 economic growth.
Montelibano, also board president of the Central Negros Electric Cooperative, told the DAILY STAR his projection for Bacolod is based on the power requirement growth of the CENECO areas pegged at 13.4 percent this year.
This shows that the industry is happening, he said. “We're very enthusiastic,” he added.
Montelibano said that energy development could be one of the growth sectors, and in the sugar industry, mills are going into power co-generation projects to generate more power supply.
He also noted that the entry of call center companies in Bacolod will continue to spur economic activities. “For every (call center agent) hired, the ripple effect is 10 times,” he said.
Montelibano said the real estate sector, which is related to other economic activities, is also seen to grow this year.
James Chua, president of the Bacolod Filipino-Chinese Chamber of Commerce and Industry, is also optimistic.
“I foresee a better economic activity this year,” he told the DAILY STAR.
Chua said this could be propelled by several factors, including the continuing dollar inflows from Overseas Filipino Workers which largely helps in the strengthening of the peso.
He also said the rise of call centers in the provinces, as in Bacolod and Negros Occidental, will also help the economy as this development will spur new employments.
Chua said the country's booming mining sector could also be a growth driver as well as the agriculture sector.
President Gloria Macapagal-Arroyo had earlier said yesterday she expects the Philippine economy to maintain its vibrancy in 2008 after posting growth in excess of 7.0 percent in the first nine months of 2007.
Arroyo said the government will devote the new year to bringing in investments, improving educational and public infrastructure, and bringing technology to the rural areas where most of the poor live.*NLG

As a member/supporter of GREENPEACE INTERNATIONAL (SOUTHEAST ASIA-PHILIPPINES), I was proud to be informed that Bacolod City, together with Makati City were chosen to be pilot areas of Climate Friendly Projects and be proclaimed "Climate Friendly Cities of the Philippines". These cities would be spearheading and promoting use of renewable energy. Electric jeepneys that were showcased in Bacolod last year will finally be launched this year (after Makati City last December) to start plying our city streets.
Greenpeace volunteers whom I have talked to, last Jan 4 at Robinson's Place-Manila were very happy that Bacolod City and Negros Occidental has agreed to lead the country in promotion of renewable energy to stop the impending climate change

Equipment, supplies from abroad for Silay hospital
A 40-foot container van containing various items donated by the Medical Supplies Network, Incorporated (MSNI) of the Rotary District 6110 of Tulsa, Oklahoma is now at the Provincial Hospital in Silay City.
The donation consisted of surgery, anesthesiology, respiratory therapy, and urology equipment; central supply, diagnostic, laboratory and nursing paraphernalia; orthopedic and physical therapy apparatus, dental equipment and hospital beds.
Sun.Star Network Online's coverage of the Sinulog 2008 Festival
Jean Trebol, Jarie Yulo and Chole Chua of the St. Scholasticas Bacolod Alumnae Foundation, Incorporated, the group who facilitated the donation and made sure that it reached the intended beneficiary, turned over the medical equipment and supplies to the Chief of Hospital Dr. Ma. Estrella Ledesma in the presence of Vice Governor Isidro P. Zayco.
During the third quarter of 2007, Rotarian Larry Biron, MSNI Director for Operations and Stanley Togikawa from District 5000 Rotary Club of Ala Moana Shiraki Memorial Foundation in Vancouver, Honolulu, Hawaii paid a courtesy visit to Governor Joseph Maraqon and informed the provincial chief executive of the donation.
The equipment will be for the poor and needy constituents who cannot afford the cost of a laboratory examination and other expenses in a private hospital.
Economic Enterprise Development Department head Lawyer Japhet Masculino and the governors executive secretary Gerard Tupas were also present during the turnover.

GO BACOLOD ..........CLIMATE FRIENDLY CITY OF THE WORLD
great news indeed my friend! Choosing Bacolod as one of their pilot areas. :) may i know how many e-jeeps we're gonna have in the city? tnx!

Cisco sees next-wave BPO sites
By Riza T. Olchondra
Philippine Daily Inquirer
First Posted 07:19:00 01/12/2008
MANILA, Philippines -- Information technology company Cisco said it was expanding its presence in secondary cities to support small and medium-scale businesses (SMBs) and business process outsourcing (BPO)
companies.
“We will be expanding through partnerships,” Cisco country manager Luichi Robles said. “We took on 30 new partner firms last year, and will be signing up more. We will also be conducting a mobile showcase called Cisco Express.”
Cisco Express is a 40-foot container truck with its own communications, disaster response and power systems. It was built to showcase Cisco’s products and services and will be driving around Luzon starting Jan. 22 as part of an international road show.
Robles said Cisco sees a greater need for better infrastructure in alternative areas for businesses, especially SMBs and outsourcing firms outside Metro Manila, Cebu City and Davao City.
The company will be taking its cue from the Business Process Outsourcing Association of the Philippines (BPAP) list of next wave cities, but will expand beyond these sites.
Areas in BPAP’s radar are Tuguegarao City and Cabanatuan City, Baguio City, Tarlac, Clark and Subic in Pampanga, Cavite City, Sta. Rosa in Laguna, Lipa in Batangas, Albay, Naga City, Iloilo City, Bacolod City, Camarines Sur, Dumaguete City, Leyte, Cagayan de Oro City, Iligan City and South Cotabato.
“We are targeting many more areas,” Robles said.
Cisco is forming partnerships with rural banks and major commercial banks to make it easier for SMBs to finance their acquisition of Cisco technology.
“We initiated talks with banks because we found that SMBs want plug and play solutions because they can’t afford a highly skilled IT staff, and for the same reason they are price-sensitive,” Robles said.
“It so happens that many banks are also targeting SMBs so we are confident that we can offer a complete end-to-end solution to clients.”
At the heart of Cisco’s SMB offering is the Unified Communications 500 (UC 500) series.
The models in this series have 10 ready configurations to choose from, combining IP-based voice, data and video support, voice mail, auto attendant, Internet with firewall protection, virtual private networking, and an optional wireless network access.
The hardware for the UC 500 series are bundled with related Cisco products and services so that the business owner just has to take them out of the box, plug them in, and use them.
Cisco also has disaster response solutions for government agencies and enterprises such as teleom companies, outsourcing firms, banks and manufacturers.

Migo Jeff ... I think LaBotica is bankrupt now. All of their stores even in Iloilo City were closed. SM Malls converted their pharmacies into Watson... which is nice because Watson is really popular all over asia. Im just wondering how much SM Prime paid for this franchise. A lot of money of course! Hehehe...
Yes @Mackoy. Its because the Sy's wanted to challenge head on the Mercury drug chain of convenience/pharmacy stores. More competition, more fun and lower prices(?).

Biogas Consortium Sees More Investments in Bacolod
A tri-party consortium now undertaking a comprehensive waste survey in Bacolod City for a biogas plant is upbeat about the entrance of more biogas investments after the survey is completed.
The consortium is composed of the Metro Bacolod Chamber of Commerce and Industry, Inc., (MBBCI) the Spanish-funded Philippine Bio Sciences Co. (PhilBio), and the Green Renewable Independent Power Producers, Inc. (GRIPP).
Gregorio Lopez, Public Relations Officer of MBCCI said the waste survey result will be submitted to other biogas companies which have bigger capabilities, saying the results will also determine which kind of biogas technology and mechanism are fit for Bacolod.
Lopez said PhilBio is the first to come, saying its pilot project in Inayawan, Cebu is ready to operate.
“The investment is huge, but in Bacolod the private sector is willing to come in.
They will help us clean up the environment and at the same time generate electric power, create employment and also produce fertilizer,” Lopez said.
Lopez explained that people who subsist on garbage collection will not lose their livelihood once a biogas plant is established.
“On the contrary, biogas factories have mechanisms to segregate non-biodegradable matters systematically so that people dependent on garbage will have more and cleaner items to sell,” he said.
The biogas mechanism, he said, will solve scavenging problems.
He said among the targets of the MBCCI-PhilBio-GRIPP consortium survey is the slaughterhouse discharges.
“Slaughterhouse discharges are among the richest sources of methane because it is bio-degradable.
If it is impossible to implement waste segregation at the source, there are biogas mechanisms that can process both bio and non-bio degradable matters,” Lopez said.
“Simply clean Bacolod and I tell you, investors will be like ants seeking something sweet. You clean Bacolod, you generate power and employment, and you have fertilizer, too,” he said.*(Arman P. Toga)

Maybe they are preparing the lot for commercial lease or possible buyers. Since airport will open next week, I'm sure the North area will be more busier than ever. So the location is quiet strategic for the Ayalas since Honda and Ford motors are already there. I think it's a good move.:):)

No LTFRB details out yet on airport shuttle
BY CARLA GOMEZ
Lifted from Visayan Daily Star
Hotels in Bacolod City are setting up a common airport shuttle system for their guests, while public transport systems from some malls are also being discussed in preparation for the opening of the New Bacolod-Silay Airport on Jan. 18.
Passengers will be advised to leave Bacolod two hours before their flights as the about 20 kilometer drive to the new P5.6 billion airport at Barangay Bagtic, Silay, could be delayed by traffic and take longer than expected.
John Lizares, president of the Hotel and Restaurant Association of Negros Occidental, said a common shuttle system for about 18 hotels and resorts in Bacolod City has been discussed where guests will be charged P150 going to the airport and vise versa.
The shuttle system where pre-booking by guests for pick ups can be made will be provided by Nyala Rent-a-Car, he said.
Discussions are also underway for shuttle systems from some Bacolod malls to the airport and back.
Meanwhile, a survey of Bacolod hotel rates for the use of their vehicles for trips to the airport show prices ranging from P400 to P500 per trip, while taxi firms are mulling rates starting at P350.
Some rental firms have set rent for van use to the airport at P1,500 and vehicles that seat four persons at P1,000.
The Land Transportation and Franchising Regulatory Board has provided Silay Mayor Jose Montelibano with a Regional Memorandum Circular announcing routes to airport open for application for Certificate of Public Convenience.
The type of service open are GT express service with the following routes – Lopue's East, SM Bacolod, Robinsons Bacolod and Gaisano Mall to the Silay airport and vise versa; shuttle service – Silay proper, reclamation area port and Bacolod plaza to the new airport and back; and coupon transport service based at the Silay airport to any point in Negros Occidental, the memorandum signed by LTFRB regional director Porfirio Clavel said.
However, Clavel did not say if any applicants have been approved so far and how much the rates for such services will be for the commuting public.
Bacolod Rep. Monico Puentevella said he was informed by the Department of Transportation and Communication officials that by Monday temporary permits will be given for transport operators by the LTFRB regional office.*CPG

Hmmm, will they resort to the standard P50 per person for shuttle service from Silay to Bacolod too? Maybe it will be quite affordable since the Negros tariff on fare is cheaper compared to Panay's. Hopefuly, it would be a traveler-friendly price too.

Slaughterhouse
MOA review eyed
BY CHRYSEE SAMILLANO
Bacolod Councilor Alex Paglumotan yesterday said the Mayor will inspect the slaughterhouse in Barangay Handumanan, Bacolod City this week.
Paglumotan, chairman of the Committee on Markets and Slaughterhouse, said he and Councilor Celia Flor are also considering the review of the memorandum of agreement entered into by the city with AVM Bernardo Engineering, to see if the contractor has complied with its provisions. He said AVM Bernardo only installed their equipment in the slaughterhouse recently.
The contract for the completion and operation of the Bacolod City Slaughterhouse in Brgy. Handumanan was signed in February 2007 by Mayor Evelio Leonardia and engineer Antonio Valeriano Bernardo, representing the city and the AVM Bernardo, respectively.
Based on the MOA, AVM Bernardo, which is investing P54 million in the slaughterhouse, will complete the construction, rehabilitation and installation of equipment within 10 months but not to exceed 12 months from receipt of the notice to proceed.
It will rehabilitate the project in the nature of a Build-Operate-Transfer scheme.
The project will be operated as a double-A slaughterhouse by the private contractor who shall turn over its operation to the city after 20 years.
On the first year of operation of the slaughterhouse, the city is expected to earn P3.2 million in regulatory fees aside from the rental payment of AVM Bernardo.
For some time now, the city has been losing about P6 million a year in the operation of the present slaughterhouse in Brgy. 35, since the regulatory fees it is presently charging the meat vendors was established in 1974 yet and had never been upgraded.*CGS
