the old depot entertainment complex...but they will still open the bar once this hotel is finished :) nice and iya rendering actually...simple but this will add more life to the soon to be bustling Mandalagan street

I remember during my freshmen years in La Salle we used to jogged that oval 4 to 8 times during ROTC. Ka kapoy gd ya. after we graduate from ROTC it was taken out from the curriculum. Nice timing.:ohno::ohno::nuts::nuts:

Bacolod Councilor Alex Paglumotan yesterday said the Mayor will inspect the slaughterhouse in Barangay Handumanan, Bacolod City this week.

Paglumotan, chairman of the Committee on Markets and Slaughterhouse, said he and Councilor Celia Flor are also considering the review of the memorandum of agreement entered into by the city with AVM Bernardo Engineering, to see if the contractor has complied with its provisions. He said AVM Bernardo only installed their equipment in the slaughterhouse recently.

The contract for the completion and operation of the Bacolod City Slaughterhouse in Brgy. Handumanan was signed in February 2007 by Mayor Evelio Leonardia and engineer Antonio Valeriano Bernardo, representing the city and the AVM Bernardo, respectively.

Based on the MOA, AVM Bernardo, which is investing P54 million in the slaughterhouse, will complete the construction, rehabilitation and installation of equipment within 10 months but not to exceed 12 months from receipt of the notice to proceed.

It will rehabilitate the project in the nature of a Build-Operate-Transfer scheme.

The project will be operated as a double-A slaughterhouse by the private contractor who shall turn over its operation to the city after 20 years.

On the first year of operation of the slaughterhouse, the city is expected to earn P3.2 million in regulatory fees aside from the rental payment of AVM Bernardo.

For some time now, the city has been losing about P6 million a year in the operation of the present slaughterhouse in Brgy. 35, since the regulatory fees it is presently charging the meat vendors was established in 1974 yet and had never been upgraded.*CGS

yap, did a little grocery then bought pizza and ate at the parking lot :) hehehehe

mga ka berks...now that we have new hotels...i guess Bacolod can Host more conventions and people who plan to visit Bacolod this masskara season will no longer have a hard time in booking for their accomodation for the festival. My dream.... is for Bacolod to host the Ad congress....happy gid ako siguro kung maka host ta sina :) hehehehe

Sylvia Manor will also have a share this coming April for the convention of the MASONS...i guess other hotel will also have their own share but the biggest will be the New Pavillion Hotel and Convention Center. OOOOOHHH!!! I love it!!!

Lasalle's oval field looked cool to the eye and feel. May be this institution just want to keep up with its official color.:) But what i dont like here is the track oval. Is it too costly for Lasalle management to make this track rubberized?

I think they dont want to make their track rubberized...or maybe in the near duture...they concentrate more right now in infrastructure. Nope... My ongoing construction subong ang St. John's Institute (Preschool) on the opposite site --- the one near the Centro Caltex Station .... So next schoolyear pa guro ang opening.

ok lang man na mack...kung amo na ya bi karon ang panlasa mo sa ila backribs :) hehhehehe

so when ka mapuli.....miguhay gid kamo sang migo ko mo na ga residnete na subong in one of the hospitals in Bacolod

Hehe... I'm sure kilala ko gid ... C chad or gerard? Hehehe ... Indi ka man guro manugid. By mid February mabalik na ko da negros ky mastart naman ko training...

ahhhh yeah...i remember, but i am hoping that we can host it again. do you think Bacolod is ready to host such event?...if ever...does La salle coliseum can accomodate the delegates?...

actually they are starting their operation already inside circle inn...they will transfer as soon as sanparq is finished. I cant wait for it...then starbucks might open on April man siguro e...coz i heard they will be located at sanparq too.

have you heard about the plan of sanparq to build a 12 storey hotel in the vicinity? they already demolished the old alisbo memorial chapel, i guess they will build it there.:)

the place is quite huge actually...enough man ang parking :) it is really transforming...not only the east side but also the north side of bacolod is transforming fast

The north Bacolod area is really the "in thang", nowadays. The east side is also making waves esp. with the soon to open Govt center. With NBSA's opening, Silay and Talisay can further boost Bacolod's metropolitan status.:)

If Bacolod can really keep it that way @Smile. With the advent of more devts all across the city, business space will be scarce. So i guess, Silay and Talisay can be good alternatives. And i bet , the two local govts will surely welcome these investments in all sectors.:)

ROBINSONS LAND CORPORATION of taipan John Gokongwei is building new malls and possibly a new hotel in Tagaytay City in the next two to three years as it continues to remain bullish on the economy.

In a draft prospectus filed with the Securities and Exchange Commission (SEC), RLC identified five new malls that may open between 2007 and 2008: in Paco (Manila), Davao City (Davao del Sur), Tagaytay City, Dumaguete City (Negros Oriental), and Pulilan (Bulacan).

These sites will add 130,000 square meters in terms of gross floor area to the company's existing 18 malls with a total floor area of 1.2 million square meters.

RLC said it was also expanding Robinsons Place Manila by another 62,672 square meters to include boutiques with luxury brands and a first-class restaurant. The expansion of Robinsons Manila may be completed in the first quarter of 2008.

Expansion of Robinsons Place in Bacolod is also ongoing to include themed retail areas that may showcase regional Philippine cuisine, brands and products and other retail services. This will result in an additional 5,529 square meters and may be completed by the third quarter of 2008.

RLC's commercial center division, which develops, leases and manages shopping malls, accounted for 49 percent of RLC's total revenues as of the first half of 2006 and roughly 68 percent of total income in the same period.

RLC is also beefing up its hotel portfolio with plans to build one in Tagaytay City. The hotel is currently in the design phase and may be completed in 2009. The proposed hotel will consist of 54 hotel rooms, 36 serviced apartments, five luxury villas and conference facilities. As of June 30, RLC's hotel division accounted for 13.6 percent of its total revenues. The property giant now has three hotels and an apartelle offering a total of 820 rooms. These are Crowne Plaza Galleria Manila (263 rooms), Holiday Inn Galleria (285 rooms), Cebu Midtown Hotel (197 rooms) and Robinsons Apartelle (75 rooms).

mga ka berks...now that we have new hotels...i guess Bacolod can Host more conventions and people who plan to visit Bacolod this masskara season will no longer have a hard time in booking for their accomodation for the festival. My dream.... is for Bacolod to host the Ad congress....happy gid ako siguro kung maka host ta sina :) hehehehe

Sylvia Manor will also have a share this coming April for the convention of the MASONS...i guess other hotel will also have their own share but the biggest will be the New Pavillion Hotel and Convention Center. OOOOOHHH!!! I love it!!!

bacolod already hosted the ad congress twice...pero it would be nice if we could host it again, last time was in 1992, do you remember that bench ad of richard gomez rowing in the lake, that won the trophy during the bacolod ad congress..

They already did. If I'm not mistaken, since the early days of the AdCongress pa. :D

Wow! Though not yet officially opened, NBSA is already gaining grounds in becoming not just an airport of international standards. But an operational international airport. I hope to see more details on this great development to NBSA's future operations. A big plus to frequent travelers in and around the Asian region or even Europe and USA. An advantage also to OFW's and balikbayans. So it seems that @Xaviers posting before will finally be justified. Cheers to NBSA's big future.:cheers::cheers:

CICT exec says no to exclusive BPO coverage

MANILA, Philippines -- Although it assures long-term investments, "exclusivity" agreements could become a disadvantage to cities looking to attract BPO (business process outsourcing) investors, according to a government executive.

Commission on Information and Communications Technology (CICT) commissioner Monchito Ibrahim confirmed there are cities that offer BPO companies incentive to operate exclusively in a particular city. He cited Dumaguete as an example, having a signed a three-year agreement with call center Teletech.

While this would mean consistent capital investments into the local economy, it also reflects a desire for cities, especially outside of Metro Manila and Cebu, to take part in the lucrative BPO industry.

“This is happening in reality,” Ibrahim said via telephone. “But we are discouraging such agreements because in the end, it limits opportunities for these cities.”

Ibrahim is heading CICT’s efforts to establish more cities as ICT hubs to absorb a glut in investments due to the huge demand from the global BPO market.

He added: “Some cities are finding out that they have a lot more absorptive capacity, meaning they can accommodate more investors.”

In the case of Dumaguete, he said some companies have been moving to other cities like Bacolod and Davao, given its agreement with Teletech.

Maulik Parekh, Teletech Philippines country manager, meanwhile, refers to it as a “managed growth” strategy on the part of these cities.

He reiterated Teletech's strategy of “going where no one else is” and establishing relationships with local governments as well as schools, other than simply setting up facilities.

“Most of these cities are still agrarian in nature. It takes a while to create an industry given the necessary factors such as adequate worker supply,” Parekh said, asked for comments via telephone.

Teletech opened its facility in Dumaguete in February last year, employing more than 600 workers, majority of whom are local residents.

Parekh added: “We never tell the local government to not invite other players. But if we see that they are looking to establish a BPO economy, we tell them that Teletech can commit to helping them achieve it in two to three years.”

YES Migs... Good news gid for everyone .... It's really possible nga they'll soon serve international flights from Bacolod to anywhere else (vice versa).

Pero before... mga 2-3 years ago guro an international airline (NorthWest Airlines bala mo) had a convention in Nature's Village in Talisay... It was the time when the NBSA plan was finalized. I was just wondrin if they were also interested of putting services in Negros. Tani no? Hehehe ....

Tani tapuson na nila ang access roads to the NBSA ... I've been to the Iloilo Airport last month ... and it's beautiful. I also expect that the NBSA will be the same since they have the same Japanese contractor...

He said the access road to the airport has been paved, security measures are in place and transport services will be provided to and from the facility, located around 20 kilometers north of Bacolod.

The first flight into the new airport on Jan. 18 will be Cebu Pacific at 5:10 a.m., followed by Philippine Airlines at 6:40 a.m. and Air Philippines at 7:20 a.m. The inaugural ceremonies led by Vice-President Noli de Castro will be held at 9 a.m. on the same day.

"This is the same flight schedule in the old airport," Mr. Mangalili said.

Closing down

Unless the request of Bacolod city officials to retain the old airport is heeded, the Bacolod airport will be closed after the last flight out on Jan. 17.

Navigational equipment will be transferred to another planned airport in Kabankalan City, also in Negros Occidental.

Bacolod city officials have cited the new airport’s location as a disadvantage. The facility is located in Barangay Bagtic, about five kilometers away from the center of Silay City, which is about 14 kilometers north of Bacolod.

The new domestic airport, which was designed to meet international standards, has a two-kilometer runway, but provisions for an extension of up to one kilometer have been made.

"The extension is ready for concreting," Mr. Mangalili added.

Land Transportation Franchising and Regulatory Board Regional Director Porferio Clavel has said they will issue starting today a provisional authority to all applicants who want to provide transport services at the new airport.

Bacolod Air Transportation Office (ATO) Manager Antonio Alfonso said security in the new airport will be provided by personnel of the Philippine Army and the Philippine National Police Regional Mobile Group. Suspected New People’s Army rebels attacked the site during construction in October 2006.

The government took out a P4.3-billion loan from the Japan Bank for International Corp. to build the new airport.

The consortium of Takenaka Corp. and Itochu Corp. built the facility. — Chrysee G. Samillano

Mayor Bing is a good mayor...but i cant see any point why he is trying to retain the old airport...lets be happy that we have a new one...I cant see any any valid reason why this airport is a disadvantage, Mactan in Cebu and NIA in Iloilo are also far from the City Capital yet there are no comments whatsoever.haaaaaaaaaayyyy!!!! i just hope he will be enlightened and i hope theres no hidden agenda here...kung meron man....GOODLUCK BACOLOD!!!!

NO team in the Philippine Basketball Association Philippine Cup has climbed up the standings farther than reigning Fiesta Conference champion Alaska Aces.

From dead last, after they lost their first two games, the Aces are now in third place and could gain a tie for an automatic semifinal berth if the Air21 Express beat the Sta. Lucia Realtors in a game that is being played as this column went to press.

And a lot of credit for the Alaska turnaround goes to the team’s unsung hero Reynel Hugnatan.

A Bacolod native, Hugnatan is arguably the league’s most versatile player at both ends of the court.

On offense, he can handle the ball well enough and has a good enough court vision to play point guard and be the facilitator of the Alaska triangle offense. He is quick enough and has enough offensive moves facing the basket to play the wing position. He is even big enough and has the post moves to play power forward and even center if the need arises.

On defense, Hugnatan is quick enough on his feet to guard the smaller, faster players. And again, he has the size and strength to bang bodies with the big boys.

The first time I saw Hugnatan, was as a gangling teenager trying to make his mark in the then-fledgling Metropolitan Basketball Association.

He wasn’t as good a player then and I remember that he was cut from the University of Manila squad and went home to Bacolod to try out for the new professional basketball team: the Negros Slashers.

Like another Negros native, James Yap, Hugnatan was built to play basketball with long wiry legs and arms and huge hands which could easily palm a basketball.

Other Negrense players in the team, like Freche Ang and Leo Bat-og, were more polished than Hugnatan at the time and I think he made the team more on potential and because he was a native son of Bacolod.

A lethal lefty who worked hard on both ends of the court, he didn’t have the polish he now has. But he was always the favorite of the Negros Slashers fans because he always worked so damn hard on both ends of the court.

(Incidentally, Magnolia Beverage Master center Dorian Peña was also a member of the Slashers at the time and you can imagine how good that team was with a frontline of lethal lefties in Hugnatan, Peña and John Ferriols.)

Fast forward 10 years to the present. Hugnatan continues to work hard and his game continues to improve to the point that I see him now as unquestionably the PBA’s most underrated player.

And yes, Hugnatan is one of the biggest reasons the Alaska Aces have again stamped their class as a legitimate title threat this conference.

I saw the old Car display shop near of Lacson-Burgos streets is now the alisbo annex building…maybe the main building will be demolish for the soon to rise flyover



Dira nila nayon ibuild ang flyover? kung sa bagay daw traffic gid man da nga area.
2 flyovers daw ang ibuild xa bacolod (the other one in Lacson-BS Aquino Drive) ... but the project is shelved for a while because of the alleged anomalies in the Iloilo flyover project. So bantayan ta lang ni anay. Hehehe!

^^ I think Bacolod traffic congestion is manageable. What the city need is a good traffic light system and NOT flyovers. These type of structures are better off if built along highways and not in the city center. ^^ I think Bacolod traffic congestion is manageable. What the city need is a good traffic light system and NOT flyovers. These type of structures are better off if built along highways and not in the city center. i totally agree with you Jeff. Good traffic light system and more importantly DISCIPLINE among motorists using those traffic aids are what we need. :ohno:

you're right bro manageable,,,not much a bad traffic...but let's wait the operation and the outcome of the new bacolod government center and the chinatown square coz burgos street is the mainline street when we are going from and to...so maybe later on we need it a flyover...much better sana kung walang flyover,,,it could maintain a good open and fresh air

di bali yong nasa BS Aquino drive pwedi naman ma transfer ang northbound terminal sa Brgy. Bata or in Mandalagan ,,,and actually there is already a proposal to put-up a northbound terminal in Bata site

Dira nila nayon ibuild ang flyover? kung sa bagay daw traffic gid man da nga area.
2 flyovers daw ang ibuild xa bacolod (the other one in Lacson-BS Aquino Drive) ... but the project is shelved for a while because of the alleged anomalies in the Iloilo flyover project. So bantayan ta lang ni anay. Hehehe!

here in iloilo is now operated na...so basi madayon nga dira naman ma installed flyover

Thats absolutely right...it will just create eyesore to tourists and visitors plying around the city...and not just good traffic lights, enforcers should also be encouraged to be more strict in implementing traffic rules...the way i notice, theres really a laxity in the traffic management in our city...enforcers just watch...they dont scold the violators...especially if they know the driver...yaaaakkk!!!!

Fifteen incorporators signed last December 21, 2007 the Articles of Incorporation and By-Laws of BNEFIT, whose goal is to make that part of the country a viable location for ICT and business process outsourcing (BPO) services.

BNEFIT aims to assist local government units and the national government especially in designing programs that will complement the educational system and integrate ICT therein to produce a more competent and job-ready workforce.

Its other goal includes the establishment and institutionalization of a strong network and various linkages with all academic institutions in Bacolod and Negros Occidental in order to implement strategies that will address the gaps identified in the ICT sector.

yep, enforcers are lax in their jobs they need to be more strict and disciplined.
Most of the time there a to few of them sometimes none can be seen on the streets. Maybe u can only see them 3 or 4 times a weeks. Other than that the streets are in total chaos.

and yeah bing leonardia is 3/10 in my book, he is more of talk, gradure and media attenion seeker rather than a practical thinker and organzier he may well do good as tv promoter or a showbiz manager but as mayor he is just nothing. :ohno:

Roxas City is the first option of the Philippine Basketball Association (PBA) to host the season’s All-Star weekend.

Weighing on circumstances, however, the PBA is looking at Bacolod City as an alternative should the capital city of Capiz province decide it is not ready to host the annual league extravaganza.

According to league operations chief Rickie Santos, they are waiting for a call from Capiz to confirm its hosting.

“They [officials from Capiz] told us they will call the office but up to now, wala pa kaming natatangap na tawag. That’s why we’re also considering Bacolod pero wala pa silang firm proposal sa PBA,” said Santos.

Roxas City is the first option of the Philippine Basketball Association (PBA) to host the season’s All-Star weekend.

Weighing on circumstances, however, the PBA is looking at Bacolod City as an alternative should the capital city of Capiz province decide it is not ready to host the annual league extravaganza.

According to league operations chief Rickie Santos, they are waiting for a call from Capiz to confirm its hosting.

“They [officials from Capiz] told us they will call the office but up to now, wala pa kaming natatangap na tawag. That’s why we’re also considering Bacolod pero wala pa silang firm proposal sa PBA,” said Santos.

power shortage, firm says

The Philippine National Oil Co.-Energy Development Corp. yesterday assured that it is taking measures to mitigate the environmental impact of its entry into the Mt. Kanlaon Natural Park buffer zone in order to fulfill its commitment to provide cheap and renewable geothermal energy to Negros Occidental, and avert a power shortage by 2010.

PNOC-EDC, in its press statement, also assured that it will only enter 29 hectares of the 169-hectare buffer zone.

PNOC-EDC reaffirms its commitment to provide power to Negros Occidental through its Northern Negros Geothermal Power Plant in Barangay Mailum, Bago City , which can produce about 30-MW starting April 2010 and 40-MW from January 2011 onwards, NNGPP resident manager Gino dela Cruz said in the statement.

The commitment of NNGPP to provide geothermal power to Negros Occidental still stands even if PNOC-EDC is already a private firm after First Gen succeeded in acquiring 60 percent of the company's controlling stake, dela Cruz said.

Being a fully-privatized company would only enable PNOC EDC to become more globally competitive and responsive to the needs of the areas where it operates, he said.

He also said that much as they have tried to get power outside the Mt. Kanlaon buffer zone that was allocated for geothermal energy per R.A.9154, they are now left with no other choice but to utilize this allocated area if they are to live up to their commitment to provide clean power to Negros Occidental.

He said there is a technical situation in the geothermal reservoir that prevents PNOPC-EDC from fully utilizing the maximum capacity of the area outside the buffer zone.

The sustainable power outside the buffer zone is only 20 MW and we know that this is not enough if PNOC-EDC is to deliver the request of Negrenses for it to augment Central Negros Electric Cooperative's power supply and maintain Negros Occidental's status of being a green province, he also said.

“We have to act now if we want to avert the projected power crisis in Negros Occidental by 2010,” he said.

PNOC-EDC has prepared the requirements for use of the geothermal buffer zone provided by R.A. 9154, he said.

The company commissioned third party consultants to study the biodiversity of the 169-hectare buffer zone from May to Sept 2007 to reduce the area to be used for geothermal energy, the PNOC-EDC statement said.

The group was able to find a route that will reduce the area to be used to 29 hectares when the company goes in to operate in the buffer zone, the statement added.

PNOC-EDC said the following are the environmental measures that have been approved to protect the buffer zone:

• PNO-EDC has invented a new emission diffuser worth P1.5 million to trap geothermal sprays so prevent harm to the forest cover;

• All wastes will be brought out of the buffer zone and managed outside;

• Replacement reforestation at a ratio of 1:10 or a total of 125 hectares will be implemented. PNOC has already planted 332 hectares of plantations in NNGP since the start of its operation. It has also established 40 hectares in 2007 at Minoyan , Murcia and targets another 85 hectares for 2008 in the same town;

• Full injection of liquid wastes outside the buffer zone; and

• Biodiversity maintenance.

In all its operations, PNOC-EDC has always upheld its commitment to preserve the environment not only because it is part of its responsibility but because it needs a healthy watershed to maintain a geothermal reservoir, the statement said.

At present, geothermal energy is the only viable source of clean and green energy in Negros Occidental, PNOC-EDC said.

The gestation period needed to put up a hydroelectric, solar or biofuels plant cannot address Negros Occidental's projected power shortage in 2010, it said.

The cost of solar is still prohibitive based on the 1-MW facility in Sepalco in Cagayan de Oro, with an capacity cost of P14/kwh, and there is no large-scale source for the power needs of the province, it also said.

“I understand that there will be further discussions between our Senior Vice President, Agnes de Jesus, and the Church on these matters,” dela Cruz said. He added that he hopes that their meeting will clear things up and work for the best of Negros Occidental.*CPG

Bacolod Mayor Evelio Leonardia yesterday said that, in the worst-case scenario that the existing Bacolod Airport is closed, they will still bat for its re-opening as a secondary airport, but do not expect it to be competing with the airport in Silay.

Leonardia said he will have a meeting soon with Airport Security people because they would like to be assured that nothing will happen to the old airport if ever it is closed upon the opening of the airport in Silay.

They are concerned that the runway lights and other equipment there might be lost or damaged and be used as a reason not to reopen the airport, he said.

Leonardia submitted the petition for the retention of the existing Bacolod Airport to Malacañang last week together with 100,000 signatures supporting it.

He reiterated that they are not against the opening of the airport in Silay.

Leonardia said they called the attention of Executive Secretary Edgardo Ermita, who received the petition, to a provision according to the Lizares and Torres families that the property is meant for an airport. So that if it is going to be sold, or used for something else, they may have a legal right to take it back, he said.

“So that for these people who are talking and dreaming of five-star hotels, call centers and many other land use dreams, please remember that there is a possibility that could revert the property back to the original owners,” Leonardia said.

With the SP on his side, they have requested the national government to donate the 17 hectares owned by the government to Bacolod City , he said. The 20 other hectares is owned by Philippine Airlines.

Leonardia said they envision the area to be expanded through reclamation. “If you reclaim that area, for one you can lengthen the runway,” he said. That is the more ideal site for development of an export processing zone and they can even have a port constructed in that reclamation area, he added.

“These are medium and long-term plans but we believe this is the more better, more logical and more realistic dream,” Leonardia said.

Leonardia also said the move to convert the airport into a flying school elicited favorable response from an Indian group because there is a shortage of pilots in India . He said he believes the problem does not just affect India but is worldwide because aviation has grown by leaps and bounds in the past years and it is projected that tourism will become the number one industry in the world, he said.

This means that airplanes and airports will be very much in demand, he added.

Leonardia said they don't believe that, at this time, the distance between the two airports is a problem. He said Rodolfo Alvarez and Andy Hagad, who are both pilots, presented maps showing that the airports in Texas are even nearer than of the airports in Bacolod and Silay. The airports can also operate with one control tower, he added.

Leonardia said he and members of the Retain Bacolod Airport Movement have not given up. “We will continue to pursue this for as long as there is a possibility of operating the existing airport,” he said.

He said he just wants the people of Bacolod to be given an option.*CGS

Biz group on biogas-powered plant: 'We are not dreaming'

THE Metro Bacolod Chamber of Commerce and Industry, Inc. (MBBCI) officials in reaction to negative comments and questions regarding the viability of setting up the biogas (methane) powered plant from solid waste matters said, "We are not dreaming here."

MBCCI has partnered with Philippine Bio Sciences Inc.(PhilBio) and Green Renewable Independent Power Producers, Inc.(GRIPP) in setting up a biogas plant patterned after that of Inayawan, Cebu, which will become operational soon.

In a joint statement issued by MBCCI and signed by Frank Carbon and Jose Maria Zayco, vice presidents for internal affairs and external affairs respectively, MBCCI says, "We are reiterating anew our call to those who have received the survey forms assessing the volume and kind of solid waste matters Bacolod disposes daily."

"Those pieces of papers will clean Bacolod to the maximum degree thus brining in biogas investments. It will help solve our flooding problems caused by clogged drainage systems thus making Bacolod very attractive to outside investors while helping businesses affected by clogged drainage systems," the MBCCI statement said.

Same statement said a typical waste landfill complete with amenities necessary to comply with basic standards could cost Bacolod City some P200 million (1995 figures).

With PhilBio coming in, it will cost nothing for the City, yet communities will have jobs, truck haulers will have businesses, poverty is alleviated and most of all, Bacolod will be very clean," MBCCI said.

"Working with PhilBio and GRIPP is not a dream," Carbon and Zayco said.

Philbio is a Spanish funded corporation and is operating in many parts of the world collecting garbages in what it calls "Waste-To Energy-Process" which is capturing biogas into electric energy.

Its plant in Inayawan, Cebu, initially, will generate 10 megawatts when the plant operates reducing millions of unestimated costs of business and significant reduction to consumer prices of goods.

BACOLOD CITY, Jan 15, (PNA) - An affordable shuttle bus service to and from the P5.3 billion New Bacolod-Silay Airport in Silay City is being finalized to shorten the the 20-kilometer distance from Bacolod City proper and the airport facility, Negros Occidental acting governor Elpidio Isidro Zayco said.

Vice President Noli de Castro and Pampanga Congressman Juan Miguel "Mikey" Arroyo will grace the inauguration of the new airport of international standard in the afternoon of January 18, Zayco said.

The first flights to land in the morning of January 18 at the new airport before the official opening in the afternoon based on the Department of Transportation and Communication (DOTC), will be a Cebu Pacific plane from Manila at 5:10 am, a Philippine Airlines (PAL) plane at 6:40 am also from Manila, and an Air Philippines (AirPhil) aircraft at 7:20 am.

The old Bacolod Airport in Bacolod City will be closed after the last evening flight out on January 17, Zayco said.

Acting Gov. Zayco said he will finalize with DOTC secretary Leandro Mendoza the concern for an affordable shuttle bus service to and from the new airport located in Barangay Bagtic, Silay.

He also said the streetlights along the 6-kilometer McKinley Road going to the airport from Silay proper are currently being installed but must be completed.

There is a need to put in place an affordable shuttle service between the new airport and Bacolod for during peak hours the travel time may take one hour at the least with the new airport located northeast of the capital city of Bacolod.

The acting governor added that the 10-kilometer shortcut cut road from Bacolod to the new airport will be completed later this year yet.(PNA)

“PNOC Energy Development Corporation (PNOC EDC) reaffirms its commitment to provide power to Negros Occidental through its Northern Negros Geothermal Power Plant (NNGPP), which can supply the province about 30-MW of electric power starting April 2010 and 40-MW from January 2011 onwards. This electricity generation is net of our current obligations outside Negros Occidental.” This statement was made by NNGPP Resident Manager Engr. Gino P. dela Cruz.

This assurance that PNOC EDC gave to Negros Occidental Governor Joseph G. Marañon was made in connection with the public’s inquiry on the availability of power from NNGPP due to the projected deficit of the province by year 2011.

Engr. Dela Cruz further said that this commitment to the province still stands even if PNOC EDC is already a private company after First Gen succeeded in acquiring 60% of the company’s controlling stake. Being a fully-privatized company would only enable PNOC EDC to become more globally competitive and responsive to the needs of the areas where it operates.

From the start of its operation, PNOC EDC has considered the inputs of its stakeholders. The company has actively participated in the 5-year process of crafting the park bill from 1996 to 2001.

After getting confirmation of an existing resource inside the park from the World Bank’s consultant, the 38-member Park Board consisting of DENR, LGUs and NGOs agreed to reduce the geothermal block from 1,850 hectares to 169 hectares to access the resource and to minimize the forest impact. The allocated area was declared a geothermal buffer zone and segregated from the park’s protection zone under R.A.9154, known as the Mt. Kanlaon Park Act of 2001.

“However, as much as we have tried our best to get power outside the Mt. Kanlaon buffer zone that was allocated for geothermal energy per R.A.9154, we are now left with no other choice but to utilize this allocated area if we are to live up to our commitment to provide clean power to Negros Occidental. There is a technical situation in the geothermal reservoir that prevents us from fully utilizing the maximum capacity of the area outside the buffer zone. The sustainable power in Pataan is only 20 MW and we know that this is not enough if we are to deliver the Negrosanons’ request of augmenting Ceneco’s power supply and maintaining Negros Occidental’s status of being a green province,” Engr.dela Cruz disclosed.
“We have to act now if we want to avert the projected power crisis in Negros Occidental by 2010.”

Based on the adverse reaction of the geothermal reservoir after one year of operation, PNOC EDC has then prepared the requirements for the geothermal buffer zone provided by R.A. 9154. The company commissioned third party consultants to study the biodiversity of the 169-hectare buffer zone. The study was conducted from May-Sept 2007. Upon receipt of the study, the environmentalists and engineers of PNOC EDC walked through the buffer three times to further see how to reduce the area to be used. Restricted by law to limit its operations to 169-hectare buffer zone, the group was able to find a route that will reduce the area further to 29 hectares when the company goes on to operate in the buffer zone. As it implements, additional areas may be avoided.

The results and recommendations on how to minimize the impact on the biodiversity of the buffer zone were reviewed by noted scientists Perry Ong and Dr. Dan Lagunsad and by the Technical Working Group of the Park Board on Sept 28, 2007. It was approved by the Park Board on October 19, 2007. The following were the major environmental measures approved to protect the buffer zone:

PNOC EDC went to the extent of inventing a new emission diffuser worth P1.5 M to trap geothermal sprays so as not to cause any harm to the forest cover. This technology was created primarily for this project and will have soon be patented by the company.

All wastes shall be brought out of the buffer zone and managed outside the buffer zone;

Replacement reforestation at a ratio of 1:10 or a total of 125 hectares. We have already planted 332 hectares of plantations in NNGP since the start of its operation. We have also established 40 hectares in 2007 at Minoyan, Murcia and we target another 85 hectares for 2008 in the same town. On top of this, the company has planted a total of 6.2 million trees on 14,313 hectares in all its geothermal sites, including NNGP.

As proof of the company’s sincerity in listening to the concerns of all stakeholders to balance development with environmental protection, PNOC EDC has participated in the 5-year process of crafting R.A.9154. It has also accepted the reduction of the buffer zone from 1,850 hectares to 169 hectares. The company has also delayed the use of the buffer zone for as long as it could since the law was passed in 2001 and it waited for the reaction of the reservoir outside the buffer zone.

In all its operations, PNOC EDC has always upheld its commitment to preserve the environment not only because it is part of our responsibility as a good corporate citizen but more so because we need a healthy watershed to maintain our geothermal reservoir. Our track record in operating our geothermal steamfield in Kidapawan, North Cotabato, the site of majestic Mt. Apo, continues to prove that technology and man can work in harmony with nature. Ours is the last forest front in that park. We have also actively participated in the Park Area Management Board (PAMB) since the start of our operation in Mt. Apo.

At present, geothermal energy is the only viable source of clean and green energy in Negros Occidental. There are hydro projects lined up in Timbaban, Sibalong and Pandan, which are all in Panay and are therefore, intended for the island. The government embarked on biofuels but the project is still in its plantation stage. Hence, there are no indicative projects for these sources of energy in the province.

IT WILL most likely be a night showcasing Bacolod City's brightest hopes in pro boxing when the highly anticipated "Bacolod Boxing" card put up by Bugal sang Bacolodnon Boxing Promotions gets staged starting 6:00 p.m., at the Casino Filipino Bacolod.

Five homegrown boxers coming from various barangays in the city will clash against opponents from other parts of the country in this event which is envisioned to jump-start the pro boxing careers of the said Bacolod talents, according to Games and Amusements Board (GAB) commissioner and Negros Amateur Boxing Association (NABA) head Juan Ramon "Monju" Guanzon who has teamed-up with Monico "Nicky" Puentevella, Jr. to stage this event with the help of Cebu-based Negrense boxing patron Antonio "Bidoy" Aldeguer of the world-famous ALA boxing gym and stable.

Old airport's facilities to be sent to Kabankalan

ACTING Governor Isidro Zayco confirmed Monday that the facilities of the Old Bacolod Domestic Airport will be brought to Kabankalan City after the closure of its operations.

Zayco further said there was already an agreement with the Department of Transportation and Communication that these facilities will be transferred to the Kabankalan airport.

"The DOTC had earlier told us to ask for the old Iloilo Airport's facilities instead because it was much better than Bacolod's but we are already thankful that these equipment will be given to Kabankalan," Zayco added.

The executive explained that the Kabankalan airport is targeted to open on 2010 depending on the weather condition.

Meanwhile, he added that Air Transportation Office (ATO) personnel will be coming over to see how the airport is being constructed.

On the other hand, Zayco disclosed that it's all systems go for the opening of New Bacolod-Silay Airport after all pavements are done and light posts are already established.

"We are just waiting when the lights will be put on," he added.

He, meanwhile, said the new airport will be more convenient to the passengers especially with regards to their safety.

"We admit that somehow the new airport is quite far but manageable. The airport is just six kilometers from the highway," he said.

I think hindi dapat jeepney tawag sa public transport sa Bacolod kasi they're not re-modeled from jeeps. More like vaneys...from L-300 Vans...or PUVs (Public Utility Vans) or BUVs (Bacolod Utility Vehicles). :cheers:

^^ I think Bacolod traffic congestion is manageable. What the city need is a good traffic light system and NOT flyovers. These type of structures are better off if built along highways and not in the city center. With a reputation(our govt) of mediocre maintenance record, as seen in Manila and other Phil cities, flyovers will just be another haven for beggars, vendors, or worst an illegal mini transport terminal. Bacolod will be more pleasant without these flyovers.:)


I agree. flyovers are not symbols that the city is better than the rest...it just shows that traffic could not be managed with respect to the current geographical area of the city (e.g. small roads.streets; limited area to expand, number of cars within a meter/kilometer area of the street)

If the flyover would push through at Lacson BS Aquino, I would not like a straight one in Lacson St. It would destroy the beautiful night strip and establishments along its approaches from 22nd to 19th Street (inaka, bar 21, cafe bobs, gerry's grill) instead make it the one turning left towards B.S. Aquino (like EDSA-Ortigas) so that those pesky and kaskasero provincial jeeps would go up straight and not clog the traffic below.

Bacolod Mayor Evelio Leonardia yesterday said that, in the worst-case scenario that the existing Bacolod Airport is closed, they will still bat for its re-opening as a secondary airport, but do not expect it to be competing with the airport in Silay.

Leonardia said he will have a meeting soon with Airport Security people because they would like to be assured that nothing will happen to the old airport if ever it is closed upon the opening of the airport in Silay.

They are concerned that the runway lights and other equipment there might be lost or damaged and be used as a reason not to reopen the airport, he said.

Leonardia submitted the petition for the retention of the existing Bacolod Airport to Malacañang last week together with 100,000 signatures supporting it.

He reiterated that they are not against the opening of the airport in Silay.

Leonardia said they called the attention of Executive Secretary Edgardo Ermita, who received the petition, to a provision according to the Lizares and Torres families that the property is meant for an airport. So that if it is going to be sold, or used for something else, they may have a legal right to take it back, he said.

“So that for these people who are talking and dreaming of five-star hotels, call centers and many other land use dreams, please remember that there is a possibility that could revert the property back to the original owners,” Leonardia said.

With the SP on his side, they have requested the national government to donate the 17 hectares owned by the government to Bacolod City , he said. The 20 other hectares is owned by Philippine Airlines.

Leonardia said they envision the area to be expanded through reclamation. “If you reclaim that area, for one you can lengthen the runway,” he said. That is the more ideal site for development of an export processing zone and they can even have a port constructed in that reclamation area, he added.

“These are medium and long-term plans but we believe this is the more better, more logical and more realistic dream,” Leonardia said.

Leonardia also said the move to convert the airport into a flying school elicited favorable response from an Indian group because there is a shortage of pilots in India . He said he believes the problem does not just affect India but is worldwide because aviation has grown by leaps and bounds in the past years and it is projected that tourism will become the number one industry in the world, he said.

This means that airplanes and airports will be very much in demand, he added.

Leonardia said they don't believe that, at this time, the distance between the two airports is a problem. He said Rodolfo Alvarez and Andy Hagad, who are both pilots, presented maps showing that the airports in Texas are even nearer than of the airports in Bacolod and Silay. The airports can also operate with one control tower, he added.

Leonardia said he and members of the Retain Bacolod Airport Movement have not given up. “We will continue to pursue this for as long as there is a possibility of operating the existing airport,” he said.

Giving up the airport is quite hard...yes....but we can't do about it. NBSA will open and the old airport will be closed. But look at Cebu...they didn't decline because the airport was transfered at the island across them. AS I could remember, Makati used to be the old Manila Airport too with Paseo de Roxas and Ayala Ave as the former runways. It was surrounded by swamps along Pasig River. Who would think that after Ayala developed it (they thought it was a foolish thing to do :bash:) it grew into the country's financial-business, fashion and commercial capital? So why not make the domestic airport a new growth area for Bacolod. The runway could be the main avenue of the IT Park/Business zone which will feature high rises and other infrastructures that would look impressive ...overlooking the sea. This would spur new developments around (and as soon as Monico's "cratered" Araneta street will be paved well) southern Bacolod City:banana::banana::banana:

I have been your avid supporter (and because you went to my grad party..he hehehe) since then and I believe, you have made me proud of my city.

We are here still in support of your dream for Bacolod as a premiere city of the country and NBSA is just the start.

All we need is a better traffic management boy...theres something missing here e....and that is the will of the officials to make the traffic situation even more better. They just seem to ignore it. we have wide roads here. we can ease out traffic congestion if they will impose stricter rules and apprehend those who violate it. Give them a much bigger fine for the violation they committed. i think Bacolod should also form a group that will clear out illegal vendors in the sidewalks like the MMDA...they too are causing traffic...pedestrians can no longer pass the sidewalk coz they're blocking it...whew!!!!! Site 2: Hacienda Guanzon, Mansilingan, Bacolod City - not chosen; too near the mountains and subdivisions:tongue3:
Site 3: Bagtic, Silay City - chosen one! less slopes, less populated area

maybe your right...but hes already the mayor before the airport was constructed, he could have done something before the construction started.. all the while Bacolodnons thought he was ok with it but suddenly the airport retention program emerged. we were all shocked about it. Maybe what the Mayor is aiming for is that the old airport is not solely owned by the City so if we opt to have a business area, the City wont benefit that much, rather...look for another area to build a Business district and let the old airport continue being the alternative landing site. But then again, how can Bacolod develop its infrastructure if the airport is still within the city limits.?

Oh, ok, hehe!! I choose to sacrifice the ricefields na lang if it will be in Bacolod, but Silay is a good option. Most of the airports of today prefer to be as far away to any urban area as possible.
