I think hindi dapat jeepney tawag sa public transport sa Bacolod kasi they're not re-modeled from jeeps. More like vaneys...from L-300 Vans...or PUVs (Public Utility Vans) or BUVs (Bacolod Utility Vehicles). :cheers:
When i was in Bacolod,Bacolodians still choose to call it jeepneys but i agree ,PUV's or BUV's as you call it is more appropriate name for them.:)

^^these are wonderful pictures. :) have you noticed during your stay here in Bacolod jay that people are too picky in riding jeepneys?...if your jeepney doesnt look good, goodluck!!! wala gid may masakay sa imo :) but if your jeepney looks like in the pic, jackpot gid.

One of a kind gid ya?:lol::lol::lol:I tour myself around the plaza and i have enjoy walking under those tall trees and treat myself with a BananaQ and a refreshing cold softdrinks.:cheers:

Yup that's the first thing i noticed.Jeepneys that are almost new are always fully loaded.And some pasaheros are always after to those with sound system.:lol::lol::lol:

Film showing, lectures set for Recycling Day
Film showings and lectures on climate change and other environmental issues will be held during the Recycling Day, Saturday, 8 a.m. to 2 p.m. at the North Transport Terminal of SM in Bacolod City , a press release from organizers said.
The R-Day is also supported by the office of Councilor Jocelle Batapa-Sigue and the Eath Day 2008 organizations, the press release said.
Just as in previous Waste Market Fairs, shoppers can trade their traditional and non-traditional waste items into cash at the Recycling Market Day. Traditional waste items, the press release said.
The event will also be a venue to those interested in joining the Earth Day 2008 celebration which will kick off and culminate at the mall, the press release added.*

yup sometimes jeepney drivers has little way of knowing who among his passengers has not paid:lol: and the problem with our professional drivers is that most of these guys don't even have enough education:ohno:

i just want to share my views about retain bacolod airport.....
the signature drive of retain bacolod airport circulated in our school, UNOR to be exact. and i was one of the many who signed on it,,actually some of my classmates just signed on it without knowing the jest on the signature drive. BUT me, i really read the papers kag ang ila nga mga points, and daw tsakto man,,,so i signed,,galing sbong i realized nga tani ishut down na lng ang operation sng singcang airport once NSBA will be operational ky kun ang city government ang magasto mag maintain kanugon lng sang money,,tani ilaan na lng na sa iban nga mga projects sng city.,,,

I'm making a study with Visayan jeepneys by the way, hehehe!!
Anyway, Cebu is distinct with their "monster jeepneys" or elf-converted-jeepneys. According to some of my student's interview, they were once surplus trucks which was later converted into jeepneys of art and speed. Its large size and capacity is built to serve high-capacity routes of Metropolitan Cebu. Its art is indicated in its body and also built for speed and capacity. One distinct feature though is the code signages on top of the jeepney, indicating its route.
Iloilo's passad jeepneys takes its inspiration with the Ford Pierra before. The manufacturers themselves, thinking that they can be distinct from the usual Sarao jeepneys of Manila, thought of creative ways in making the jeepney look more like an SUV or a luxury car or an ordinary car, giving rise to the passad. Its streamlined shape has made it aerodynamic, therefore speedy. The paint being used is of urethane (?) paint and most of the drivers or operators opted to decorate their interior with some stereo and will not remove the plastic cover for years. Because it immitates cars, it is known to be squat and low-raised.
Bacolod on the other hand has created a trend of L300 jeepneys. Taken from the popular AUV, the jeepneys of Bacolod is also of machine of art and speed. I think they also use the same as those of Iloilo's (urethane). It gives a distinct luxurious feel to the passengers as it is well kept and maintained and like a convert from an AUV to a jeepney.
The jeepneys of the Visayas is a sign of creativity that we have here. :)

its nice to see colorful jeepnys running down our highways. here in Bacolod, they set it as a competition :) and its good to know that they are trying to phase out the old ones.

Our jeepneys had evolved in a very unique transformation. Before it was just the typical Sarao-like vehicles. But looked at these PUV's now, they're magnificent works of art on the move.:)

Hilmarc's Construction was the one who did my previous company's bldg. in Alabang ...
ok man ang workmanship ... yun nga lang some manager's who managed the erection of the bldg. took advantage of it ...:ohno:
kaya ang tiles na ginamit sa bldg. namin ... kaparehas nung tiles sa bagong bahay nila ... u know why ...:lol:

Yup, ang multicab ga byahe sa Cebu pero wala sa city proper, ara sa Mandaue to Mactan, Lapulapu, Consolacion, Liloan, etc. :)

Yes Mig kalapad pa gid ina sa likod and there's a terrace facing Mt. Kanla-on.Aside sa parking lot nga lapad pati office space dako man.You will appreciate more in terms of the appearance of this building if you are going to see it personally.When i went there for this photo,landscapping and the water fountain on the front portion are all on progress.More likely mga 8floor man ini ang height sang building.Combining the front and the extension part.:)

Ingredients:
250g Pilit (Php 12.50)
100g Chicken (Php 15.00)
50g Carrots (Php 5.00)
125g Potato (Php 6.00)
Left over Andok's Liempo (libre lang - ulam the night before na nasa ref)
Turmeric Powder (Kalawag in Ilonggo)
Chicken cubes (Php 5.00)
Onion (Php 2.00)
Garlic (Php 1.00)
TOTAL (Php 45.50) and serves 6 persons
1. Rinse malagkit rice and put about half a teaspon of turmeric powder and let it stand for 30 mins.
2. Saute garlic, onion and add chicken and liempo, simmer and cover for 10 mins.
3. Add malagkit rice with turmeric powder
4. Add water and chicken cube and cook for 15 mins.
5. Add potato and carrots and cook for another 15 mins.
6. Cook further until rice is tender...then serve

THE Metro Bacolod Chamber of Commerce and Industry, Inc. (MBBCI) officials in reaction to negative comments and questions regarding the viability of setting up the biogas (methane) powered plant from solid waste matters said, "We are not dreaming here."
MBCCI has partnered with Philippine Bio Sciences Inc.(PhilBio) and Green Renewable Independent Power Producers, Inc.(GRIPP) in setting up a biogas plant patterned after that of Inayawan, Cebu, which will become operational soon.
In a joint statement issued by MBCCI and signed by Frank Carbon and Jose Maria Zayco, vice presidents for internal affairs and external affairs respectively, MBCCI says, "We are reiterating anew our call to those who have received the survey forms assessing the volume and kind of solid waste matters Bacolod disposes daily."
"Those pieces of papers will clean Bacolod to the maximum degree thus brining in biogas investments. It will help solve our flooding problems caused by clogged drainage systems thus making Bacolod very attractive to outside investors while helping businesses affected by clogged drainage systems," the MBCCI statement said.
Same statement said a typical waste landfill complete with amenities necessary to comply with basic standards could cost Bacolod City some P200 million (1995 figures).
With PhilBio coming in, it will cost nothing for the City, yet communities will have jobs, truck haulers will have businesses, poverty is alleviated and most of all, Bacolod will be very clean," MBCCI said.
"Working with PhilBio and GRIPP is not a dream," Carbon and Zayco said.
Philbio is a Spanish funded corporation and is operating in many parts of the world collecting garbages in what it calls "Waste-To Energy-Process" which is capturing biogas into electric energy.
Its plant in Inayawan, Cebu, initially, will generate 10 megawatts when the plant operates reducing millions of unestimated costs of business and significant reduction to consumer prices of goods.
"Let's follow this example. If Cebu can make their City clean, why can't we?" Carbon and Zayco said.

‘Biofuels won't
imperil food supply'

Roberto Montelibano, president of the Metro Bacolod Chamber of Commerce and Industry, yesterday said the use of land in Negros Occidental for the planting jatropha and sugarcane for biofuels will not imperil the country's food supply because what will be used are abandoned, not existing agricultural lands.
Senator Miriam Santiago, author of the Biofuels Act of 2007 in the Senate, has sought more governmental oversight powers over biofuel development saying that biofuels could adversely affect the country's ability to produce its own food.
The use of land for jatropha and sugarcane for biofuels will not compete with the food needs of the country because what is being used are abandoned land, Montelibano said.
The Philippines has 6 million hectares of abandoned lands, most of which are logged over areas, he said.
In Negros Occidental 540,000 hectares of such that are mostly cogonal exists, he said, and “we are pushing for the use of abandoned lands for jatropha.”
Negros Occidental has offered 30,000 hectares of such land for the planting of jatropha to PhilForest, a subsidiary of the Department of Environment and Natural Resources, he said.
Montelibano said he has planted jatropha on a 12-hectare model area in Murcia , Negros Occidental, which is very little.
As for ethanol from sugarcane, Montelibano said the Sugar Regulatory Administration is identifying areas beyond those used for the production of sugar for food.

test of slaughterhouse
DRY RUN OF HOG SECTION SET END OF JAN
The contractor of the Bacolod City Slaughterhouse in Brgy. Handumanan, Bacolod City will conduct a dry run of its hog section by the end of the month.
AVM Bernardo Engineering project supervisor, Jerald Michael de Mesa, yesterday said the equipment arrived only two weeks ago and has been installed in the slaughterhouse by almost 50 percent. He said the equipment for the cattle section area is still expected to arrive, as well as a container van.
De Mesa said the rehabilitation of the building is about 70 percent complete and they will also finish the construction of the perimeter fence. He said Antonio Bernardo, who heads AVM Bernardo, is still in Singapore but will be present during the dry run to evaluate when the facility could start operating.
There is no target date when the facility will start operation since they have no instruction yet regarding the matter, De Mesa said. The facility can handle 800 heads a day and operations will start at 8 p.m. and end 4 a.m. he said.
De Mesa said the operation of the slaughterhouse will ensure a faster and more hygienic services.
Mayor Evelio Leonardia said they were informed that after the contractor has conducted a dry run, normally it will be just a matter of weeks to start the operation of the facility.
“I think this is a thousand times better than the situation in the old facility,” Leonardia said. This is really a step forward for the city in terms of hygiene and more animals can be slaughtered in a day, compared to the old slaughterhouse,” he added.
Leonardia said the structure was constructed in 1999 and it is high time that it becomes functional. He said he is glad that the Sangguniang Panlungsod, led by Vice Mayor Jude Thaddeus Sayson, has been very supportive of this. He also thanked Councilor Napoleon Cordova and City Administrator Roger Balo who went into the nitty-gritty of the project, he said.
Leonardia said he has asked the SP to study the possibility of retaining the old slaughterhouse for poultry services. Because of the conditional nature of the contract, as much as possible they want to retain the old facility, just like the present City Hall which they want to retain to protect the interest of the city, he said.
He has referred the contract between the city and AVM Bernardo to the City Legal office for study, Leonardia said. But than anything else, he said, he is concerned with having the project started and operated to serve the people.
Leonardia said that if the other party fails to comply with its obligations they will pursue them but his primary consideration is to see to it that they start to operate.
He said the city is spending P6million-P7 million annually for the operation of the old slaughterhouse, while in the new one, the contractor will pay the city for the rent, aside from the regulatory fees which they estimate at about P3 million in the beginning years of operation. The contractor will turn over the facility to the city after 20 years, he added.
Councilor Alex Paglumotan said he will ask the Mayor for help so that the old slaughterhouse will not revert to the donor. Then they will plan for use of the area as a training center, he said. The Veterinary Office and the city pound will continue to be housed in the old facility, he added.
Meanwhile, Handumanan Brgy. Captain Ricardo Danoy said the existence of the new slaughterhouse will help provide income to the barangay since there are no other businesses in the area. He said they will pass a barangay ordinance that will help them collect a certain fee for every slaughtered animal, he said.
Danoy said there are skilled workers in the barangay who have been hired for the rehabilitation of the facility. The contractor has also skilled workers that will train people to handle slaughtering jobs. He added that based on the contract, it appears that the contractor is complying with what is expected of them. While they are trying it retain the old slaughterhouse, he said he believes the city is now liberated from sustaining it.*CGS

Mini-Complex for Visitors, Tourists Up for Inauguration Next Week
Travellers to Negros Oriental taking the Kabankalan-Mabinay route will be the recipient of good news Friday, January 25, with the inauguration of a halfway mini-complex for those who are traveling with a restaurant farmers’ center, a tourist attraction and later a pension house.
The mini-complex have been built in the compound owned by the Negros Occidental State College of Agriculture (NESCA), located in the highway at Barangay Oringao, Kabankalan City.

It was Alvarez who allocated the funds for the development of NESCA which is under the supervision of its President, Dr. Freddie Maningo, who has refurbished the Olympic-size swimming pool, developed the man-made lagoon found amidst a virtual tropical forest and plans to build a pension house soon with another P1-M allocation from Alvarez’ congressional fund.

BAGO City Mayor Ramon Torres welcomed the expansion of Philippine National Oil Company - Northern Negros Geothermal Project (PNOC-NNGP) up to the Mt. Kanlaon's 196 hectares buffer zone area.
"As a host city, PNOC's move to expand is something that we look forward considering the power needs of the province soon," Torres said.
He said PNOC has a good track record and there was no instance that it encroached the forest.
Instead PNOC has reforest the whole area surrounding its operations, the Bago mayor explained.
Torres explained that while PNOC will give Bago City a copy of its master plan on how to dig its well expansion, he said, "The procedure is purely underground digging. So it will not encroach the forest."

^^ As one of the Phils' highly urbanized/first class cities, Bacolod had always been at par with the rest for quite a long time already. What we are experiencing now are infusion of fresh infrastructures vital to our economic prospects and potentials. Our local govt already laid some necessary ordinances to spur the city's future trade and industry. Well what we can do now is just to support all these positive inputs. Coz for sure, soon we'll ALL reap the so called harvest.:)

thats the problem here...workers are so neglected...deprived by the benefits and right compensation. Just take a look at our health care personnels here in the Philippines, they are just earning 8000-12000 a month. But when you go the states, you'll be earning as much as 300,000 pesos..just imagine the difference. Thats the reason why we decide to go out and seek for a greener pasture because we cannot find it here...in our own Land. Here in our Country, politics is the lucrative job, we have to dwell with it. hehehehe but i hope someday we can solve this problem and make our Country stand again with pride and dignity. :)

75th diocesan anniversary
The celebration of the diamond anniversary of the Bacolod Diocese will kick off Saturday with the opening of the San Sebastian Cathedral’s doors by Bacolod Bishop Vicente Navarra. The Bacolod cathedral will also be site of religious pilgrimages and the prelate is announcing the grant of plenary indulgences for pilgrims.
This actually follows the tradition of the opening of the Holy See in Rome where the Pope blesses and opens the door of St. Peter’s Basilica for the occasion.
Jan. 20, Sunday, will also be the fiesta of San Sebastian, patron of the Bacolod City.

Im still in Boracay kag my movie shooting d ang mga Koreans for 1 month. Here's the funny part ... Last night the set was in Clubhouse Paraw -- a very nice & classy party place in the island ... They were shooting a disco scene ... and I laughed hard when they turned the music on ... it was OTSO-OTSO! .... Hahaha! As in daw maligid ko kakadlaw ... Tanan nga pinoy nagkadlaw ... Pero gaenjoy gd ang koreano ....

There are a lot of competing festivities ongoing in Western Visayas. Many of these are Sto. Niño festivals, each promising to draw in visitors to participate or view spectacular exhibition dances or street dancing.
Kabankalan City Mayor Pedro Zayco, for example, has been on television since last week, inviting Negrenses and other Western Visayas residents to join the Sinulog festival of his southern Negros Occidental city.
Also competing for attention is the time-honored Ati-Atihan of Kalibo, Aklan – actually the first of a series of Sto. Niño festivities for the province. But nothing could beat the electrifying lure of Kalibo’s street dancing where anyone who feels like it can join and dance to his heart’s delight.
There is the other competing spectacle – Iloilo’s Dinagyang. I would have preferred to visit Iloilo this weekend and enjoy the spectacle of the various competing tribes as they pirouette in their varied choreographed dances. Top government dignitaries are reportedly attending the affair topped by Speaker Jose de Venecia.
There will also be US Ambassador Kristie Kenney who has reportedly confirmed her attendance in the now world-famous festival. Three senators, according to Iloilo City Mayor Jerry Treñas, will also attend the affair. They are Senators Richard Gordon, Mar Roxas and Francis Pangilinan.
Cabinet Secretaries Hermogenes Ebdane of Public Works and Highways, Leandro Mendoza of DOTC, Ronaldo Puno of DILG, and Bayani Fernando of MMDA will also grace the occasion.
More important, 12 city mayors, who belong to the League of Cities of the Philippines, which Treñas heads, have reportedly confirmed their attendance in the Iloilo City affair.
I originally planned to attend the Dinagyang. I had attended only two Dinagyangs and wanted to be updated on the latest choreographic trends of the competing tribes.
But I found myself marooned in Negros because of several major events. The first, of course, is the opening of the new airport of international standards in Silay City tomorrow afternoon.
Vice President Noli de Castro will be the principal guest with presidential son, Rep. Mikey Arroyo (Pampanga), also expected to be present.
This bears watching. The Air Transportation Office earlier had claimed that everything was already in place for the airport to become fully operational.
Well, for the matter, the three airlines which used to land in the Bacolod airport, have already published in advertisements their daily schedules at the new P5.4-billion airport.
And all flights – inbound and outbound – will start early tomorrow morning.
Navigational equipment have been installed in the new airport. And the personnel of the airlines have put up their respective offices in the new site in Bagtic, Silay City.
But there are still kinks to be ironed out. Bacolodnons and Negrenses are asking – who are the shuttle bus operators who were granted permits by the LTFRB? And where are the buses going to be stationed for the commuters? And how much is the fare to and from the new airport?
The same with cab fares. How much is the authorized rate? Of course, one can always insist on metered rates. But what if the cab drivers insist that they charge double because they may have no passengers on their return trip to Bacolod?
These were questions that hounded Iloilo City residents and officials before these issues were finally settled. Bagtic, incidentally, is 20 kilometers awayh from Bacolod City.
Silay City Mayor Jose Montelibano claims that the lighting of McKinley Road, a two-lane highway, is being attended to and may be completed soon. But when?
And then, there is the petition by a group of Bacolod residents and businessmen to have the present airport retained for use for light planes so that its tourism value is not lost.
Bacolod City Mayor Evelio Leonardia remains optimistic that President Gloria Macapagal-Arroyo will act on it, particularly with PAL’s top honcho Lucio Tan joining the group.
All is set for the inauguration. Vamos a ver.

Silay City Mayor Jose “Oti” Montelibano is excited with the start of operation at the Bacolod Silay Airport tomorrow, as this will bring tremendous economic gains to Silay City.
“I feel the same with a kid who is waiting so excitedly to receive a Christmas gift. I feel that way as the opening of the airport will become reality tomorrow,” he said.
There will be inauguration and commercial opening of the new Bacolod-Silay airport on January 18, 2008, 3:30 p.m. The new airport is a priority project of President Gloria Macapagal Arroyo.
However, Vice President Noli de Castro will be the one to lead the official opening of the new airport.
He will also lead in the unveiling of the marker to be assisted by DOTC Sec. Leandro Mendoza, Minister Akira Sugiyama of the Embassy of Japan, Chief Rep. H. Togo of the Japan Bank of International Cooperation, Mayor Jose Montelibano, Gov. Joseph Marañon will send his representative, 3rd District Rep. Jose Carlos Lacson, Bacolod Cong. Monico Puentevella, Cong. Juan Miguel “Mikey” Arroyo, 2nd District of Pampanga and Air Transportation Office Acting Sec. Dimagiba.
Rev. Fr. Abenir Pineda of the San Diego Parish, Silay City will give the invocation. The Silay City rondalla will play the Philippine National anthem.
Silay Mayor Montelibano will deliver the welcome remarks While Minister Sugiyama will deliver his message, same with Gov. Marañon through his representative.

BACOLOD CITY, Jan. 17 (PNA) -- Policemen of La Castellana in southern Negros Occidental will receive additional cash incentives starting this month for achieving zero crime during the town' festival after nine years.
In an interview with the Philippines News Agency, Sr. Insp. Raymond Maningo, the town's Philippine National Police chief, expressed appreciation to the local government, led by La Castellana Mayor Alberto Nicor, for giving an additional P500 monthly cash incentives per policeman.
“This will motivate the men to further improve their performance and to better serve the community,” Maningo said.
Twenty-three town police officers, including the police chief, will avail of the additional allowance every month.
“This is because for the first time in the nine years of the Bayles de Luces festival, there was no reported incident, minor or otherwise, thus achieving zero crime from the festival’s opening salvo on December 30, 2007 to January 5, 2008,” Maningo said.
Part of the incentive, he also said, is a set of PNP-General Officer’s Attire or GOA uniform brought by the mayor.
"With this kind of support and recognition of our work, we are set to accomplish more and intensify the campaign against crimes within our area of responsibility," he said. (PNA)

The interior of NBSA's Mabuhay lounge feels so homey. I like the mixed furnitures they used here. It looked so much like a deluxe hotel lobby. The subdued lights made the ambience really classy and relaxing. Hopefully, more pics of NBSA's Mabulay lounge or lounges?:)

To soften the very "industrial" ambience, i think NBSA management must add some indoor plants(like orchids) on top of these conveyor belts.:)

Precisely!!! but it saddens me that we've been downgraded from category 1 to category 2 of FAA safety ratings. kasuluya ah!!!! i hope they can do something about it...
Our region is so blessed to have 2 modern airports of international standard...as what you've said, soon to be an international airport...

Yes for now, mayor Bing ONLY SOUNDED like yielding to outcries in some sectors for him and Babes Alvarez to let go of their hyped dreams of retaining the old Bacolod airport.:) But i'm sure for them, the battle has just begun.

New Bacolod, Iloilo airports declared int’l gateways
BACOLOD CITY—The Philippine government will declare the New Bacolod-Silay and Iloilo airports as international gateways open to flights from neighboring Asian countries, Transportation Secretary Leandro Mendoza said yesterday.
“We are declaring both airports international gateways because they conform to international standards. And if there are airlines that want to bring in international flights they can operate immediately,” Mendoza said.
The two airports, he said, met standards set by the International Civil Aviation Organization (Icao).
The P5.6-billion New Bacolod-Silay Airport in Barangay Bagtic, Silay, begins domestic flight operations today.
Declaring the airport an international gateway will bring progress to Negros Occidental, Mendoza said, citing as example the vicinity around the Cebu International Airport that has become an industrial zone.
“They are building two golf courses around the new Iloilo airport and declaring an area as an industrial zone,” he said. Mendoza said the Kalibo airport that had been declared an international gateway now had daily flights from Korea, with some flights also coming in from China.
The Philippine government is also opening other airports, such as the Lagindingan Airport in Cagayan de Oro City, replacing the existing Cagayan de Oro and Iligan airports that are sitting on plateaus with very low cloud ceilings, Mendoza said.
The Lagindingan Airport is 40 kilometers from the Cagayan de Oro Airport and the Santa Barbara Airport in Iloilo is 22 km from Iloilo City.
Mendoza also disclosed that the Philippines would host the Association of Southeast Asian Nations (Asean) transportation ministers meeting for 2008.
“The more international destinations we have, the better for the country because we are going to be competitive,” he said.
The secretary, however, said the old Bacolod airport could not be upgraded to international standards because it did not have the space and could not be compliant with Icao standards.
The Icao requires that the distance between two airports should not be less than 40 km. The distance between the Bacolod and Silay airports is only 18 km

NegOcc police on red alert

PROVINCIAL Police Director Rosendo Franco has placed the entire Negros Occidental on red alert status in preparation for the grand opening of the New Bacolod (Silay) Airport in Bagtic, Silay City Friday afternoon.
Franco said, "Not only in Silay but we are on heightened alert in the entire province now."
The airport that is of international standards will accommodate the inaugural flight with Cebu Pacific's place at 5:30 a.m. Friday and will be opened to air traffic at 3:30 p.m. of the same day.
Franco stressed, "We don't want to be complacent. We want to secure not only the airport but as well as the local and foreign dignitaries who are coming for the special event in Silay."
He said troopers from 6th Regional Mobile Group and Police's Provincial Mobile Group will augment the Silay City Police Force in securing the P5 billion airport property starting Friday.
Expected to grace the affair are Vice President Noli de Castro, Transportation and Communication Secretary Leandro Mendoza, Presidential son-turned-Pampanga Rep. Mikey Arroyo, among others.
Japanese Ambassador Makoto Katsura and Japan Bank of International Cooperation (JBIC) Rep. Hiroshi Togo are also coming.
Acting Governor Isidro Zayco will lead Negros Occidental officials in the ribbon-cutting and welcoming of guests.
Meanwhile, Col. Honorato de los Reyes, commander of the Army's 303rd Infantry Brigade, also prepared his men to secure the periphery of the new airport.
Remote
Franco, however, said it's a remote possibility for the New People's Army (NPA) to attack the airport facilities.
The airport, Franco said, is for the good of the province and so it's no longer ideal for the NPA to destroy it.
The Silay airport was attacked by the alleged NPA on October 8, 2006.
The rebels reportedly damaged around P20 million worth of new air navigational and construction equipment.
The attack was meant to demean the police forces in Negros as well as to demand for the revolutionary tax from the Korean and Japanese contractors.
Members of the NPA's Komiting Rehonal Negros-Larangang Guerilya 3 (KRN-LG3) were suspected to be behind the attack.
"I don't think so they will attack the airport again," Franco said.
Welcome development
Silay City Mayor Jose "Oti" Montelibano said the new airport in their City is truly welcome development.
"This will probably open a lot of businessmen, economic and investment opportunities for our City dubbed as the Paris of Negros," the mayor said.
After the airport, Montelibano believes that unos sang pagbag-o (wind of change) will surely come to Silay.
Montelibano is confident that Silay will soon be the "Call Center Capital" of Negros.
"We will make Silay the City in Negros that doesn't sleep," he said in a jest.
This, as Montelibano is also planning to put up a special economic zone in Silay probably beside the new airport.
Support the new airport
Bacolod solon Monico Puentevella, on the other hand, appealed to both Bacoleños and Negrenses to support the new airport.
He said the new airport in Silay will surely pave the way for a better Negros.
With the new airport of international standards, Puentevella is confident that Bacolod City or Negros Occidental can now compete with Cebu and Davao.
Let's be proud that we have now the new airport of international standards, the solon stressed.

As to the wish of Mayor Evelio Leonardia and people composing the Retain the Old Bacolod Airport Movement to get President Arroyo's nod to retain the old Bacolod Airport in Singcang area, Puentevella said, "It's up to the president to decide on it."
He, however, said, "It's a dim opportunity considering that Silay airport is now a testament of progress that President Arroyo gave to Negros."
The new airport was conceptualized during the incumbency of then president Joseph Estrada and former Negros Occidental governor Rafael Coscolluela.
Both President Arroyo and Gov. Joseph Marañon have just implemented the P5 billion project that formed part of the 25th Yen loan package that the country has secured from JBIC sometime in 1998.

BACOLOD CITY — Bacolod Bishop Vicente Navarra yesterday celebrated mass and blessed the new P5.6-billion New Bacolod (Silay) Airport, which will start commercial operations today.
Vice-President Manuel "Noli" L. de Castro will inaugurate the new airport this afternoon together with Transportation and Communication Secretary Leandro R. Mendoza, Minister Akira Sugiyama of the Japanese embassy, Japan Bank for International Cooperation representative H. Togo and local government officials.
The old 37-hectare airport in Bacolod, which had been in operation since 1936, was shut down after the last flight last night.
Still opposing the new airport, Bacolod Mayor Evelio R. Leonardia, who was in the last flight, said the Torres and Lizares families who donated the property for the old airport, have the legal right to regain the property if it is no longer used as an airport.
"According to the donors — the Lizares and Torres families, the property is meant for an airport. So that if it is going to be sold, or used for something else, they may have a legal right to take it back," he said.
The Lizares and Torres families donated 17 hectares for the airport. Tycoon Lucio C. Tan owns the other 20 hectares.
Retain old airport
Mr. Leonardia was in Manila to submit a petition for the retention of the old airport to Executive Secretary Eduardo R. Ermita. The petition was supported by 100,000 signatures.
The new airport, located about 20 kilometers north of Bacolod in Barangay Bagtic, Silay City, occupies 187 hectares, has a 2,000-meter runway, 15 check-in counters, and three pre-departure areas that lead to three tubes.

Responding to the government’s call for the creation of local ICT councils across the country, various players in the information and communication technology (ICT) industry in Negros Occidental have formed the Bacolod-Negros Occidental Federation for ICT (BNEFIT) to pursue ICT-readiness and competitiveness as part of the Philippine Cyber Corridor.
Fifteen incorporators signed last December 21, 2007 the Articles of Incorporation and By-Laws of BNEFIT, whose goal is to make that part of the country a viable location for ICT and business process outsourcing (BPO) services.
BNEFIT aims to assist local government units and the national government especially in designing programs that will complement the educational system and integrate ICT therein to produce a more competent and job-ready workforce.
Its other goal includes the establishment and institutionalization of a strong network and various linkages with all academic institutions in Bacolod and Negros Occidental in order to implement strategies that will address the gaps identified in the ICT sector.
Incorporators of the council include Batapa-Sigue, Loida Acha of West Negros College, Teresa Asuncion Borromeo of Ayala Land, Julie Gretchen Dizon of Focus Pacific Communications, Dennis Jalbuena of Fernando F. Gonzaga Inc., Richard Loveland of Teleperformance, Hans Montenegro of Convergys, Raymund Nones of Solegy LLC, Andrew Regalado of ANCorp., Reymund Sabay of the University of Negros Occidental–Recoletos (UNO-R), Shiegfred Tan of the University of St. La Salle (USLS), Michael Tanner of Teletech, Mary Verdure Tolentino of the ITSNET, Teresa Villanueva of Lasaltech, and Agnes Villar of HERRA Diversified Holdings Corp.
BNEFIT has seventy-five members who agreed to form the federation during the first ICT conference held in Bacolod last November 15 and 16 including representatives from the cities of Silay, San Carlos, Bago, and Sipalay and the municipalities of Moises Padilla and Pulupandan, real estate groups, as well as schools such as Bago City College, Kabankalan Catholic College, Silay Insitute, and Binalbagan Catholic College.
The conference was attended by Commission on Information and Communications Technology (CICT) commissioner Monchito Ibrahim and Bonifacio Belen of the Cebu Educational Development Foundation for IT (CEDF-IT).
On November 23, BNEFIT became one of the founding members of the Philippine Federation of ICT Organizations and Councils organized by the CICT chaired by secretary Ray Anthony Roxas-Chua III, named Philippine’s outsourcing and off-shoring (O&O) czar recently by President Arroyo.
Other founding organizations were the Iloilo Federation for Information Technology (IFIT), Cebu Educational Development Foundation for IT (CEDFIT), Davao ICT, Inc. in tandem with the Davao City Chamber of Commerce and Industry, Inc. (DCCCII), Cagayan De Oro (CDO) ICT with the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber), and the Iligan Information and Communication Technology and E-Commerce Council (IICTECC).
The CICT with the Business Processing Association of the Philippines (BPAP) is aiming to capture ten percent of the world’s outsourcing market equivalent to $ 13-billion revenues and one million employment by 2010 through public-private sector initiatives.

Emotions ran high yesterday as Bacolod City residents waved goodbye to Philippine Airlines PR136 at 6:40 p.m. , the last flight out of the Bacolod Airport .
Seeing the last plane taking off from the tarmac along with Bacolod Mayor Evelio Leonardia, members of the press, airport security and personnel, PAL Bacolod manager Job Lamela said he felt sad and at the same time excited.
Sad, as he was leaving his office at the airport where he had reported for work everyday for the past 44 years, and excited to see his new office in the Silay airport today. Lamela started as a ticket clerk of PAL in 1964 and will retire from the service in November this year.
Flight captain Gilbert Marasigan from Lipa, Batangas said his adrenaline was high and he felt privileged to be on the historic flight out of the Bacolod airport.
Marasigan said the facility has a “soft spot” in his heart and it has become his favorite airport since he started flying to Bacolod four years ago.
On board the flight were 152 passengers that included former Rep. Carlos Cojuangco (Neg. Occ., 4 th District), businessman Ed Alunan, lawyer Solomon Lobrido and Edwin Nacionales.
Nacionales, who used to head the Special Projects Program of the Negros Occidental provincial government under the administration of Gov. Rafael Coscolluela, said the flight is sentimental for him as he was chairman of the airport study group that studied the transfer of the airport in Silay.
Alunan said he took the sentimental journey out of the Bacolod facility as it is the airport his grandfather never reached when his flight from Koronadal, Mindanao crashed in 1947 on its way to Negros Occidental. He is taking the first flight today on board the Cebu Pacific that is scheduled to land the airport in Silay at 5:30 a.m.
Airport security men PO2 Stephen David, who has been working at the airport for 12 years, said he will miss the convenience of going to the Bacolod Airport , which is near his house and he felt sad for the vendors who will be displaced from their source of income.
Convenience is also the one of things Lamela said he will miss most at the Bacolod Airport where he only has to walk a short distance from his office to the tarmac, or to the parking lot.
However, he is excited to be moving to a better and modern facility in Silay, where hopefully, airport operation will be more fluid.
Asked for his most memorable experience at the Bacolod Airport , Lamela said it was the time when one of PAL's aircrafts overshot the runway and he had to deal with the situation as the company's manager.
But he said there is no question as far as safety is concern in the Bacolod Airport , since the facility is safe for aircrafts that are allowed to land there. However, he said the area is too small that they can no longer expand the terminal.
At the moment, he said he just felt honored to be the last PAL manager at the old airport, and first manager in the new one in Silay.*NAB

The Philippine government is declaring the New Bacolod-Silay and Iloilo airports alternate international airports open to flights from neighboring countries, Transportation and Communications Secretary Leandro Mendoza announced yesterday.
We are declaring both airports international gateways because they conform to international standards set by the International Civil Aviation Organization, he said.
The declaration will be made through a bulletin to be posted worldwide before the end of this month, allowing international flights from the ASEAN region to land in Silay City , he said.
The P5.6 billion New Bacolod-Silay Airport in Barangay Bagtic, Silay, begins domestic flight operations at 5:40 a.m. today and inauguration rites at 3:30 p.m. will be attended by Vice President Noli de Castro.
The terminal fee for passengers using the New Bacolod-Silay Airport will be P30 but the amount will be increased after a public hearing, Mendoza said. The Davao airport terminal fee is already P200, he said.
The Bacolod airport that began operations in 1936 closed down after the last flight yesterday.
Declaring the New Bacolod-Silay Airport an international gateway will bring progress to Negros Occidental, Mendoza said, noting that the vicinity around the Cebu international airport has become an industrial zone.
The reason why we are opening a lot of international airports is because the Philippines will be the host of the ASEAN transportation ministers meeting for 2008 and in December we are going to sign a multilateral agreement to declare a single sky for the ASEAN countries, he said.
“The more international destinations we have the better for the country because we are going to be competitive,” he said.
The old Bacolod airport could not be upgraded to international standards because it does not have the space and it cannot be compliant to ICAO standards, he said.
So the new airport in Silay City should be very welcome for Negros Occidental, practically all big provinces want new airports, he said.
Mendoza also pointed out that the Kalibo airport that has been declared an international gateway now has daily flights from Korea and flights also come in from China .
PRIVATE AIRPORT ONLY
Bacolod Mayor Evelio Leonardia is lobbying for the retention of the Bacolod airport even after the new one in Silay City opens.
The Bacolod airport closed yesterday and the likelihood of its reopening can only be as a private airport with no commercial operations, Mendoza said.
The Bacolod airport cannot continue commercial operations simultaneously with the Silay airport for safety reasons, he said.
The ICAO requires that the distance between two airports should not be less than 24 miles or about 40 kilometers, and the distance between the Bacolod and Silay airports is only about 18 kilometers so there might be safety problems, he said.
And even if the Bacolod airport is allowed to operate as a private airport no ATO personnel will be posted there, but it will still have to be regulated to prevent air accidents with the proximity of the Silay airport, he said.
INCLUDE MAYOR
Meanwhile, Mendoza said he has directed his people to include Leonardia as part of the inauguration rites program of the new airport in Silay City this afternoon.
“The gateway to Silay is Bacolod , we cannot do away with the mayor,” he said.
“Mayor Leonardia is going to be my guest, we are officially inviting him,” Mendoza said.
Mendoza was reacting to the new airport inauguration program released by the DOTC that does not include the name of the mayor.
PUBLIC TRANSPORT
Meanwhile, he said he was informed by the Land Transportation Franchising Regulatory Board that there have been numerous applications for franchises to operate public transportation to and from the New Bacolod-Silay Airport .
The LTFRB has so far approved a substantial number of franchises for taxis and buses, he said.
Meanwhile, Mendoza said DOTC is supportive of the airport of Kabankalan City that is locally initiated, and will also back the opening of the Sipalay airport for tourism if needed.

Today, after almost ten years of planning and building, the new so-called Bacolod-Silay Airport will be inaugurated with the Vice President of the Philippines presiding over the ceremonies. After a protracted and sometimes controversial construction, marked by so many incidents, including a destructive attack attributed to the New People's Army, those who had dreamed of and those who believe the project is advantageous to them, will gaze at the new facility and bask in their “success”.
As the new airport begins to function, the people of Negros Occidental will have a chance to assess the wisdom of choosing this particular site for its location. It is to be recalled that when the idea of building a new airport that would serve the entire province of Negros Occidental , all but two or three of the town and city mayors then in office had expressed their preference for another place. For some reason or another, however, the funding agency had decided, or been persuaded, to choose the one where the facility has been constructed, and which is to start operating today.
Before the opening, a lot of misgivings had been expressed, most important of which was the fact that the airport, its terminal building, tarmac and runway, had been completed and readied, but nobody had attended to the very vital adjunct that is the highway that would facilitate smooth, safe and convenient travel to it from various parts of the province that it is serving.
This is hindsight now, but the site that the mayors had opted for at the outset was one that could have been accessed by several cities and towns as well.
But, as most of our people, and even our officials say, this airport is already there, it is completed, the P5.6 has been spent, all of it, we hope, on the project. So let us accept and use it, and pray it will serve us as we hope.*

I think they will retain for the P30-P50 terminal fee range as for now. But expect the terminal fee to increase in double within this year. Iloilo ATO has already filed a petition to increase its terminal fee (and may soon be implemented by April 2008), and Bacolod would follow suit.
For me, P200 is ok as long as they maintain the airport well, or improve it...ATO, FAA is watching. :D

TELETECH, one of the giants in call center business in the country, has introduced its new site director for Bacolod operations.
Nicki Agcaoili was tasked to direct Teletech's Bacolod operations, which employ 2,200 call center agents.
Teletech is hoping to reach the 2,300 mark in terms of number of agents by the end of March this year.
For now, Teletech senior recruitment specialist Dette Rodriguez said 70 percent of the locally employed 2,200 agents are from various places in Negros island including those from the Oriental side. While 30 percent are from Western Visayas and Luzon.
Nationwide, Teletech has 15,000 call agents.
Meanwhile, aside from having a new director, Teletech-Bacolod is also building new facilities and amenities to offers to its employees and future employees.

Nicki Agcaoili was tasked to direct Teletech's Bacolod operations, which employ 2,200 call center agents.
Teletech is hoping to reach the 2,300 mark in terms of number of agents by the end of March this year.
For now, Teletech senior recruitment specialist Dette Rodriguez said 70 percent of the locally employed 2,200 agents are from various places in Negros island including those from the Oriental side. While 30 percent are from Western Visayas and Luzon.
Nationwide, Teletech has 15,000 call agents.
Meanwhile, aside from having a new director, Teletech-Bacolod is also building new facilities and amenities to offers to its employees and future employees.
These will include a fitness center, 24-hour cafeteria, male and female sleeping quarters, game room, and fully equipped medical clinic. (Press release)
This is one good news. :)hehehehe I think Bacolod Teletech is one of the Biggest in the Philippines. :)

Precisely!!! but it saddens me that we've been downgraded from category 1 to category 2 of FAA safety ratings. kasuluya ah!!!! i hope they can do something about it...
I think its an American vendetta. I have read articles and news bout this. Our pilots are one of the best trained in the world, and our airlines has one of the lowest fatal air crash records; As far as i could remember we have only one international crash record (PAL Rome-Manila flight in the 1950's which crashed after take off). Scheduled flight crashes locally did not even reach 10 since 1945. The US has the most number of aircraft disasters since then, mostly caused by pilot errors. Why don't they look at their own backyard. Safety wise we are more compliant than them. I think whats wrong with us are few technical factors like records, and the likes. maybe its just another tactic for their "anti-terror" campaign :bash:^^^^^^

New Slaughterhouse: Highly Mechanized, Sanitized and Profitable

This time Bacoleños are assured of a sanitized, clean and fresh meat the new Bacolod City Double A Slaughter House in Brgy. Handumanan, Bacolod City.
A hog is slaughtered in less than 8 minutes. According to Engr.Michael de Mesa, supervising engineer of AVM Construction which undertakes the construction of the slaughterhouse, the whole system can slaughter 50 heads of animals in an hour. Slaughter time is 8:00 p.m. until finished.
Steps in slaughtering the animals within the standard of slaughter house: 1. upon arrival of the animal/hog, it is made to rest in the holding pen in front of the building.
2. From the holding area,it is brought to the hog restrainer, then electrified to let it sleep. 3. Once in deep sleep, it is brought to the sticking platform, then to the scalding vat where it is dipped in a pool with boiling water.
4. From there it is brought to the grumbling table for behairing, afterwhich it is placed on the overhead railing system to finish behairing with the slaughterman standing on the eviseration platform. 5. After behairing, it is sliced and the internal organs are brought to the offal room for cleaning.
6. From there the meat is weighed in the digital track scale, then to the dispatching area if the hog owner is around. If not, it is being kept inside the chilling room. Before the meat is released, it passes through the meat inspector’s of the Veterinary Office.
All personnel working in the slaughter house are sterilized via the foot bath which is on the way to the slaughter area. Market Committee chairman Counc. Alex Paglumotan said AVM is trying to comply with its role in the contract. We need a new slaughter house like this, he said.
Vice Mayor Thaddy Say-son said, although he is not sure if the job is within schedule due to inevitable circumstance, but this is the most important thing for the city. There is the facility which is capable of processing meat for export. This is an added benefit to the city. Presently, we are exporting live hogs and animals which is very disadvantageous to the shipper. Once the slaughter house is operational, Bacolod will be exporting meat all over the country, or even abroad. Handumanan Brgy. Capt. Ricardo Danoy said this will bring a lot of benefits to his constituents. Aside from taxes it will derive, it will also provide livelihood to the people.
Executive Asst. Ernie Pineda is positive that the slaughter house will encourage investors all over.
Mayor Evelio Leonardia said, this new slaughter house will enable the city government to save P10 million a year for rentals as it is presently paying in the old abbatoir.
De Mesa said AVM Bernardo will hire workers in the old slaughter house, and also allow vendors there to vend also in the new slaughter house. This is economic mobility, he said.*

After the two new modern airports, WV will have another two new modern slaughterhouses.
The Iloilo city government is also expected to operate its P55-million new slaughterhouse in Brgy. Tacas, Jaro within this quarter.
After the completion of these two new abattoirs, we will now ready to export carcass or choice-cut porks and other meats anywhere in the country and even outside the country.

CLO, markets coordination
sought in sidewalk clearing
A resolution asking the market supervisors of the three major markets in Bacolod City to coordinate with the City Legal Office in strictly enforcing City Ordinance 160 that will clear all market sidewalks of “relief good items” was approved by the Bacolod Sangguniang Panlungsod Wednesday.
Proposed by Councilor Alex Paglumotan, chairman of the Committee on Markets and Slaughterhouse, the resolution said the “relief good items” causes congestion in the market sidewalks and affects pedestrians and the buying public, in violation of C.O. 160.
The SP also approved a resolution inquiring from the City Treasurer's Office the present status of collections together with the arrearages, surcharges, interests and all other unpaid obligations of the market vendors from the three major public markets in Bacolod City , and the Manokan Country.
It also approved a resolution asking the Bacolod Traffic Authority through the CLO to clear Luzuriaga Street of parked vehicles which cause traffic congestion in the area.*CGS

W/ the opening of Convergys and the coming of the new one I think they should put up some new things and facilities that could attract employees. Competition right now in the call center industry are very stiff. Good moved by Teletech.:)

flyover isnt really needed for Bacolod...and were not in favor of it. What were asking now is for them to manage the traffic and everything will be fine. The roads here in Bacolod can still accomodate the growing numbers of vehicles inthe City, maybe when the time comes that its getting worst, then maybe we can venture to that alternative.
