Bingo firm gives up space rights at SM
BY CHRYSEE SAMILLANO
The manager of SM City-Bacolod informed the Mayor recently that Phuture Visions Company Inc., has decided to abrogate whatever rights it has to occupy the space in the building that was padlocked by the city government in March 2007 for lack of a Mayor's Permit.
PVI which had opened Happy Bingo at SM City in March last year is being operated by the sons of Bacolod Rep. Monico Puentevella.
Mall manager George Anthony Jardiolin, in his letter to Mayor Evelio Leonardia dated Jan. 3, 2008 , said that in view of this fact, the space that has been effectively turned over back to SM City-Bacolod, and they are requesting that the padlock of the city on the entrance of the bingo outlet be removed.
He also informed the Mayor that they are now negotiating with an applicant who also operates bingo outlets in several SM malls.
City Legal Officer Allan Zamora said the mayor had referred the matter to him so he assured Jardiolin that the city will remove the padlock the soonest possible time.
He said, however, that the city, consistent with its stand on PVI, will not allow any entity to operate bingo games if it has no prior "Mayor's Certification of No Objection."
In the absence of any Mayor's Certificate of No Objection, the city will not issue any Mayor's permit even if such entity is already an old bingo player in several SM malls, he said.*CGS

SP pushes for DFA sub-office
BY CHRYSEE SAMILLANO
The Bacolod Sangguniang Panlungsod recently passed a resolution reiterating a previous one asking the congressmen in Negros Occidental to work for the establishment of a Department of Foreign Affairs sub-regional office in Bacolod City or in the province.
An earlier resolution passed in July 2007 had included the congressman of the Lone District of Bacolod City.
Councilor Alex Paglumotan, who authored the resolution, said this time he coursed the resolution through Rep. Jeffrey Ferrer (4 th District, Neg. Occ.) asking him to sponsor a congressional action so his request can be acted upon. He said he was tasked by the SP to hand-carry the resolution to Ferrer.
The resolution said the DFA is very vital, if not significant to the needs of the Bacoleños and Negrenses as far as foreign related traveling activity is concerned.
The resolution said thousands of Bacoleños and Negrenses are traveling as tourists or businessmen or working as Overseas Filipino Workers and have to process their travel documents at the DFA regional office Iloilo City .
It said they will definitely be benefited by the convenience, secondary to economic reasons, by the establishment of a DFA sub-regional office in the city or province, in processing their travel documents and requirements.
The resolution also said it is high time that Bacolod City and Negros Occidental have a DFA sub-regional office, through a Congressional action to be undertaken by the congressmen from the different districts of the province.*CGS

Juday endorses Bacolod Chicken Inasal

As Pinoy as chicken inasal
DIRECTLINE By Boy Abunda
Monday, January 21, 2008
We fell in love with Ysabella, the top-rating soap opera aired on ABS-CBN’s Primetime Bida, not just because of the brilliant performances of its lead actors, especially that of award-winning actress Judy Ann Santos whose striking similarity to the lead character Ysabella is unmistakable, but also because of the chicken recipe that got us all craving for it the moment it had its primetime debut.
Real-life kitchen queen Juday played the title role so convincingly that it has become hard to separate the actor from the character. No other actress can give justice to the role of a young woman destined for culinary greatness other than Juday, whose first-rate acting chops can only be upstaged by her culinary expertise.
Similarly, no other chicken dish can rival Bacolod Chicken Inasal’s grilled wonder called Chicken Inasal, a delicious chicken recipe marinated in local herbs and spices, skewered on bamboo sticks then grilled to juicy perfection, other than the Ysabella Chicken, which became an instant hit in all the branches of the fast-growing restaurant chain.
Chicken Inasal, a native Filipino barbecue that originated from Bacolod City, is so popular there that there are street stands selling the chicken barbecue in almost every corner. It invaded Metro Manila in 1993 when the sisters and brother team of Rose, Bing and JM Tanalgo opened Bacolod Chicken Inasal’s first take-out and delivery counter in EDSA Central. It is now a favorite among the metro’s mall-crazy crowd.
Ysabella Chicken, on the other hand, is a very Pinoy take on the grilled chicken that also transcends regional borders. The secret recipe, which a culinary whiz from ABS-CBN developed, is very interesting because the carefully selected ingredients come from everywhere in the Philippines.
To give you an idea just how Ysabella Chicken tastes, just imagine the burst of flavors when you mix the finest garlic from Ilocos and the most mouth-watering Bagoong Balayan (shrimp paste) from Batangas (the other ingredients won’t be revealed since they are well-guarded secret) in one chicken dish. The result is a gastronomic delight.
The tie-up between ABS-CBN and Bacolod Chicken Inasal for the show proved to be phenomenal. “Weeks after Ysabella Chicken was aired on ABS-CBN, we had an unexpected increase in sales,” said Rose Tanalgo-Meim, Bacolod Chicken Inasal’s VP for marketing. “The exposure in the show provided that much-needed push for us.”
Although the soap opera bade farewell to its followers last week, the partnership between Bacolod Chicken Inasal and the superstar of the new generation is not about to end. Bacolod Chicken Inasal has actually tapped Juday to be its endorser to jumpstart the 2008 campaign for its flourishing business.
“The overwhelming increase in our sales because of our exposure in Judy Ann’s soap opera prompted us to get her as the endorser of our restaurant,” shared Tanalgo-Meim. “Judy Ann also represents values that are similar to our company’s like humility, simplicity and Filipino-ness. She also loves to cook that’s why she is the perfect endorser for us.”
Juday is grateful that Bacolod Chicken Inasal trusted her to become its endorser. Juday also shared that the restaurant is perfect for her healthy lifestyle.
“I eat a lot of chicken, especially if it’s grilled para healthy,” Juday said. “Kumakain ako ng inasal from Bacolod Chicken Inasal kaya in-endorse ko ito. Hindi naman ako pwedeng mag-endorse ng isang lugar kung hindi ko pinupuntahan.”
Juday has found the perfect Chicken Inasal at Bacolod Chicken Inasal because according to her its grilled chicken is juicy and delicious. “Hindi siya mapait,” she added. “Tama lang ang lasa. When you order, pwede mo pang pa-adjust ‘yung lasa.”
Bacolod Chicken Inasal is also getting ready to conquer the world. “A big group from Dubai invited us to open branches there,” said Tanalgo-Meim. “We are now in the process of restructuring to accommodate them.”
In the future, the dynamic group of siblings from Bacolod would like to introduce healthy dishes and more recipes from the south. Of course, Juday will play a big part in Bacolod Chicken Inasal’s future because Tanalgo-Meim believes that the actress has what it takes to propel the company to greater heights.
And here’s more good news: Ysabella Chicken that you’ve grown to love will still be available even after the soap.
hahahahaha!!!! this is trully puuuuuuurrrrfeeeect!!!! one famous actress endorsing a very famous Bacolod specialty...Chicken inasal of Bacolod Chicken Inasal..
Grabe ha!!!! soon they will have branches in Dubai?...wow!!!
Oh i see,This the reason why i saw Judays portraits on the entry doors of Bacolod Chicken Inasal in Trinoma a few days ago and may international branches na sila.Asenso na gid ang BCI.

But if you want a bit of comfortable dining, then one should opt for Chicken House or Chicken deli. The best chicken inasal around. haaayyyy... chicken inasal.. for now, i'm just dreaming of it.:)
correct...no one can ever equal the taste of the original chicken Inasal of Bacolod:)

Promoting Wushu & Tai Chi
If you want a relaxing form of exercise for good health and rejuvenation, you are welcome to join the tai chi sessions of the Wushu Federation Philippines- Bacolod Chapter. Nelson Manahan, WFP-Bacolod president and a businessman, said they are hilding the session at the South Transport Terminal of SM City Bacolod every Sunday from 7 to 8:30 a.m.
The organization, organized in April last year, has been promoting tai chi and wushu in various occasions, including the 2007 Masskara Festival and the Senior Citizens' Week where it staged an exhibition for both disciplines. It has 15 officers and about 30 members, Manahan said, adding the Bacolod chapter was formally recognized by Julian Camacho, national wushu federation president, who inducted the local officers during their MassKara activity last year.
Tai chi as a form of wushu martial arts, the officer said, uses movements done one's body relaxed and calm and the mind concentrated – following the principle, “Walk like a cat, light and firm”. He added that Tai chi is an art and system of exercise and a method of self defense that emphasizes the use of slow breathing, balanced, relaxed and rhythmical movements for the promotion of health, strength and peace of mind. The long lasting effect of this exercise, he added, is the promotion of deep breathing, digestion, excellent functioning of one's internal organs as well as blood circulation.
Manahan said they are looking forward to staging another tai chi and wushu exhibition during the Bacalaodiat Festival in Bacolod City next month. At the same time, he said the organization is screening male and female applicants, aged 9-14, ho are either in-school and out-of-school, for training for future regional, national and international cpmpetitions.

Here Comes Park Volley
You can trust the sports association that gave birth to the competitive national beach volleyball tournament to cook up something interesting that will draw more interest to its discipline as it celebrates its 30th year in the province.
Imagine a football field transformed into 32 courts with four players each side. It will be more action-packed and thrilling that a three-on-three street basketball tournament or a futsal game.
Welcome to the Park Volleyball Festival of the Negros Occidental Volleyball Association, which will be held at the St. La Salle ball field on Saturday, Feb. 2. The festival will feature 32 male and another 32 female teams with four members each side representing various Physical education classes in Negros Occidental. Among the schools invited to participate other than the host university are STI, AMA, La Salle Tech, Colegio San Agustin-Bacolod, UNO-Recolets, Carlos Hilado Memorial State College, Technological University of the Philippines – Visayas, Kabankalan Catholic College, said Roger Banzuela, NOVA president and USLS varsity sports director.
Banzuela said park volleyball is a new recreational and competitive event being promoted by the International Volleyball Federation through the Philippine Volleyball Federation and other national volleyball associations in the world.
The festival format requires a single round robin for four teams assigned to one court with the top team advancing to the quarterfinals.
Malot Lozada, tournament coordinator, said the court will measure 8x16 meters, the same size of a beach volleyball play area.
NOVA said USLS P.E. instructor Cris Bancal suggested the holding of the festival as a major activity for P.E. students enrolled in team sports classes. It said that while it has held park volleyball in some areas in the past, this will be the first time that the event will be held on a bigger scale.
Lozada said park volleyball is mainly recreational that its rules reflect the nature of the game. Game regulations are more relaxed than the usual volleyball match and players will be engaged in auto-refereeing, she pointed out.

Parade of lanterns to open festival
A spectacular parade of lanterns, illuminated floats, dragons and lions, will open the four-day BacoLaodiat Festival on Feb. 7, to usher the Chinese New Year, a press release from organizers said.
The event will start at SM, pass by the City Hall and public plaza, and proceed to the Capitol Lagoon which will be ablaze with lanterns on the water and on the grounds.
Lighted markers depicting the 12 animals of the Chinese zodiac will be installed along the festival circuit. All throughout the city, a synchronized fireworks show, the “Symphony of Sparks and Lights,” will immediately erupt following the declaration by Mayor Bing Leonardia of the start of the BacoLaodiat, which will climax with a two-hour cultural show of dances and songs, the press release said.
All throughout the celebration, Chinese temples will be decorated and lighted up at night and each will have special activities, like cooking demos, displays of Chinese paintings and calligraphy, exhibits of Chinese arts and crafts and herbal and traditional medicines, and Chinese cultural games to be participated in by members of the Chinese family associations.
Other activities include a Chopsticks Alley at Shopping area, and kiosks and rolling carts, colorful lanterns and an open-air dining tent where Chinese food will be served will be held at 6 th Street between Lacson and Hilado streets. Officials bat for support of new airport
By Ma. Ester L. Espina
"LET us give change a chance. Take pride in your airport."
This was the unified message of officials who sought the public's support for the Bacolod-Silay Airport during the inauguration and opening of the new air transportation gateway in Barangay Bagtic, Silay City Friday.
Sun.Star Network Online's coverage of the Sinulog 2008 Festival
The call was made amidst continued lobby of advocates for the retention of the old airport in Barangay Singcang, including Bacolod Mayor Evelio Leonardia who snubbed Friday's affair.
Vice President Noli de Castro who gave the Keynote Address said the opening of the new airport, which was recently elevated to the status of an "alternate international airport," is not a total loss of Bacolod City.
"Bacolod has great potential to develop business districts for commercial mixed-use," De Castro said, adding that the same track was taken by Iloilo City with the recent transfer of its airport in Cabatuan, Iloilo province.
The same call was made by Vice Governor Isidro Zayco who appealed to "give our new airport your full support," adding that the opening of the airport of international standard will help realize our vision of a global Philippines.
Zayco who represented Governor Joseph Maranon, who is still on official leave, also thanked President Gloria Macapagal-Arroyo for keeping her promise to have the new airport opened.
De Castro said the airport is Arroyo's "promised, turned into reality" and part of the continuing effort of the Department of Transportation and Communication (DOTC) to elevate the Philippine's transport system to a global standard.
He also said the new airport will give impetus to the President's vision of the Super Regions particularly with tourism promotion as the primary thrust for Central Philippines.
"This will open up a lot of opportunity for development in this part of the country," De Castro added.
He also said DOTC will construct an additional 500-meter runway extension, which will commence second quarter of this year to accommodate bigger aircrafts.
Currently, the runway can accommodate an Airbus A-330, which can seat about 300 passengers while the apron is designed to hold five aircrafts at a time.
The three-level airport is equipped with state-of-the-art Passenger Boarding Bridges, which will make it easier for the elderly and people with disability to board and descend from the aircraft.
It took three years for the construction of the airport, which was started in August 2004 and completed July 2007. The airport, which cost P5.639 billion, was made possible with funding support from the Japan Bank for International Cooperation.
Minister Eiichi Oshima, Deputy Chief of Mission of the Japan Embassy said the new airport will "meet the growing demand in air transportation, which will further improve the quality of life of the Negrenses."
Oshima also thanked the local and national government for securing the construction site and keeping their Japanese contractors safe. In October 2006, the NPA owned up to the bombing of the construction site.
"This is another success story of collaboration between Japan and the Philippines and we will continue to give economic support and sustain the Philippine's efforts in nation-building," Oshima added.
Meanwhile, Silay Mayor Jose Montelibano said the opening of the new airport is a "significant historical milestone in the province's development, making the airport, Negros' new portal to the world of opportunities."
Montelibano said that with the airport now in operation, "this will radically changed the land-use here and we are projecting that soon, sugar farms will turn into industrial zones."
With some complaining of the airport's distance from Bacolod, De Castro announced that the congressional office of Bacolod Representative Monico Puentevella will soon facilitate and commence the construction of the 10-kilometer diversion road, which will connect with the circumferential road and will reduce travel time to only 15 t0 30 minutes.
Third District Representative Jose Carlos Lacson on the other hand said the new airport is "the best livelihood project" for his district, adding that this will soon attract investors to the area.
Meanwhile, Philippine Airlines Manager, Job Lamela said they have not received any complaints so far from their passengers, except for the debilitating heat inside the terminal since the air conditioners were not functioning during Friday's affair.
Lamela also said they will continue to hold their ticketing office in the old airport terminal. PAL has also temporarily provided their employees shuttle service to and from the airport.
"I just hope they will soon come up with a shuttle service that's more reasonable," Lamela said.
There have been airport shuttle services established in various areas in Bacolod but at high prices. Taxis are said to have placed tariff as much as P400 from Bacolod to Silay.
SM Bacolod however announced that their shuttle service located at the SM South Transport Terminal will be operating four times a day starting from 4 a.m., 8 a.m., 11 a.m., and 2 p.m. and only at P100 per passenger.

Bingo firm gives up
space rights at SM

Bacolod City Hall padlocks cellular phone facility (http://www.mb.com.ph/PROV20080122115005.html)
Danny Fajardo
BACOLOD City — The city government’s Office of the Building Official (OBO) padlocked a cell site facility and ordered its cellular service provider to dismantle the tower for failure to comply with permits.
Teresita Guadalupe, OBO chief, ordered the cellular telecommunications firm to demolish its cell site tower and facilities at Celine Homes, Fortune Town in Barangay Estefania "for failure to have any official permit for its construction."
She said the cell site is illegally built without any building permit and its occupancy has been violating National Building Code, including its implementing rules and regulations.
She said that a Notice of Illegal Electrical Installation was also issued to the Central Negros Electric Cooperative, Inc. (Ceneco). Thd building official therefore ordered Ceneco to cut off its power supply to the cell site.
"Due process had been given to the telecommunications company but it failed to comply with all the requirements needed so we padlocked its facilities," the official said.
Guadalupe however said the company may appeal the city government’s decision to the secretary of the Department of Public Works and Highways (DPWH) within 15 days.
A team led by Guadalupe with the support of the City Legal Office (CLO) proceeded to the cell site last week and padlocked the gate of the cell site.
Hundreds of residents had been protesting the cell site construction which violates the 100-meter distance provision mandated in a city ordinance passed some years back, she said.

@Jay: I'm totally amazed. You still remember that "business proposal" we've discussed here at SSC a few months back. hehehehe.. I do agree that it'll make promising returns, investmentwise. I guess, it'll also be a bit disadvantageous to our part since we're both out of the country. Processing pa lang of licenses and stuffs will require us both to be present. But who knows, we might venture into another business when we retire back to our dear Bacolod.

The fare from city to airport here is P300 but going back for a metered taxi would be at least P200 already.

Also like to share experience here. In Iloilo, if we're really on tight budget, we take the jeepney all the way to Santa Barbara for P15 (from SM City or Jaro Plaza) then drop off point is Bangga Dama. There is a multicab service from that area to the airport for P10. The catch is that you'll wait until it gets at least 10 people for passenger...same approach as that of the tricycles. If you're in a hurry, you should've taken a taxi or a shuttle van or pay the remaining seats for the multicab.

Bacolod airport request
gets Arroyo nod -- Bing
BY CHRYSEE SAMILLANO
;
Bacolod Mayor Evelio Leonardia yesterday expressed elation and said he was joined in his reaction by other city mayors present when President Gloria Macapagal Arroyo gave a nod to his appeal for the retention and the reopening of the airport in Bacolod City .
Leonardia made the appeal during the meeting and election at Malacañang yesterday of the League of City Mayors where the President had joined them. Iloilo city Mayor Jerry Treñas, national chairman of the League, Bais City Mayor Hector Villanueva, and Tres Martires Mayor Melencio Sagon were among the chief executives from the Visayas present when this was discussed, Leonardia also said.
This was relayed in an interview with local media at the Bacolod City Hall yesterday where it was met with cheers and applause.
He said when he presented to the President the appeal for the retention or reopening of the Bacolod Airport for general aviation and a possible flying school, and even for commercial operation, like allowing one airline to operate, she agreed that it is possible.
“I believe that this development is like opening the door for further explorations to continue the operation of the airport even on another scale,” Leonardia said.
He said this is very significant for him even if the approval is still in principle since this is going to be pivotal to the crusade to have the airport operate again, he said.
Leonardia said he will ask the Retain Bacolod Airport Movement to embark now on a serious feasibility study on what possible steps should be taken, even to the extent of working with the group of PAL president Lucio Tan, who owns 20-hectares of the 37-hectare property on which the old airport stands. He said they can sit down later with other agencies of government involved.
MIKEY THANKED
“I thank Rep. Juan Miguel ‘Mikey' Arroyo (Pampanga, 2 nd District) who gave his endorsement to the idea of reopening the airport,” Leonardia said, adding that it is as if the Presidential son had given it CPR. “So now we can say we can continue the crusade for the airport,” he also said.
Asked if there is a target date for the reopening of the airport, Leonardia said this cannot yet be determined since they have to make formal studies and have to deal with other agencies, although he would like to have it as soon as possible.
Leonardia said that, under the circumstances, it looks like it has to be Air Philippines that will continue operating in the airport since it is also owned by Tan. At the same time he said, this must not take much of the load from the airport in Silay, considering that the government has spent so much on it and has to get back its investment, he said.
“For me, having Air Philippines is good enough,” Leonardia said. The operational expenses for the maintenance of the airport will be included in the study, he said.
WV MAYORS CONFIRM
Asked for comment, Bais Mayor Villanueva said “I was privy to the discussion when the President nodded to the proposal of Mayor Leonardia, meaning she has no objections that the old Bacolod Airport will be used,” he said. “This can be confirmed by Mayor Treñas,” he told reporters in a phone interview.
Iloilo Mayor Treñas confirmed that he heard the President agree to the proposal to allow even only one airline continue operating at the Bacolod Airport . “According to Mayor Leonardia it is going to be Air Philippines ,” Treñas said.
Tres Martires Mayor Sagon said he was also present when the President gave her nod. He also said the Bacolod Airport is near Bais City , or just a matter of eight hours travel. “The President did not object to the proposal, she nodded,” he added.
Bago Mayor Ramon Torres, who was also at the LCP meeting, said that if the Bacolod Airport is retained, it will be convenient for them, Bago being next to Bacolod in the south. He also said this will depend on the scheme considering that the government has spent so much on the construction of the airport in Silay.
Torres said they can adjust to whatever airline will operate in the Bacolod Airport , and this will also be favorable to the people in southern Negros .
JUBILATION
John Orola, special envoy to China , Japan and Korea , said he shares the feeling of many Bacoleños who are jubilant over the news that there is one airline that will continue operating in the city.
The President's agreeing to the retention or reopening of the Bacolod Airport , would be a very welcome development, he also said.
Orola also said he has received a lot of text messages congratulating the Mayor and his plans for Bacolod which concern tourism, he added.
Orola said if there is one carrier that will continue to operate in the city this will give travelers an option, especially those who want to go straight to Bacolod City . He said if the President approves the retention of the Bacolod Airport , a lot of people will be thankful.
He agrees that the international airport in Silay City is very impressive and has good facilities and that international flights should be encouraged to land there.
If Air Philippines will continue its operation in the city, Orola said, the feasibility study should be done as soon as possible.*CGS

And not another "gambling" related stuffs.:) But i know that its a crowd drawer(Bingo) and of course an eventual earner as well. But lets make SM City Bacolod different from other malls. Tani mas wholesome na form of entertainment. Mas better if TimeZone na lang. Lets leave it to the Casino Filipino(at Goldenfields and L'Fisher) for any gambling related fanfare or entertainment.:)

^^ Daw life, kis-a my sometimes....hehehe!!! Anyway, di bala according to ICAO, it will be a big no-no to have a commercial airport within 50 mile radius? Maybe it is a propaganda. And later these "Bacolodnons" that Bing might be referring to, might consider going to NBSA instead because of comfort it brings compared to Singcang. I think Negrenses would compromise with the distance of the airport for as long as it serves comfortably and safely.

^^ And besides, Bacolod will be more skyscraper friendly if this retention thing be down the drain for good. Ayaw talaga tumigil ni Bing huh. Very assertive for the retention. My golly if anything bad that may occur (knock on wood) while these neophyte pilots are criss crossing near residential areas, I bet Bing will just scratch his "bagul" and say "Oh my, my idea is really absurd".

New Bacolod-Silay Airport complements super-region strategy
Silay City, Negros Occidental (22 January) -- The P5.6-billion New Bacolod-Silay Airport which has been operational four days ago complements the super region strategy of President Gloria Macapagal-Arroyo.
Negros Occidental, the province where the new airport of international standards is located is part of the Central Philippines which, under the super region strategy adopted by the President prioritizes tourism investments and energy independence.
"The new airport gives further emphasis to the super region strategy to promote and hasten further economic growth and development nationwide with the focus on the comparative advantages per region and provinces to promote more effective and efficient complementation in the forward-backward linkages," Vice President Noli de Castro said in his message during the inauguration of the New Bacolod-Silay Airport.
De Castro added that under the strategy, the government is committed to pursue prioritized program of airport development to trigger business. This (airport) will open a gateway to regional centers and promote major tourism destination and to make tourism promotion the primary development plot to Central Philippines.
Japanese Embassy Representative Eiichi Oshima during the inauguration revealed that based on statistics the old Bacolod Airport is the fifth biggest airport in terms of the volume of domestic passengers in the country and has continually increased by more than 50 percent in the past ten years.
Thus, according to Oshima, a bigger and more efficient airport is needed to meet this demand and the completion of the New Bacolod-Silay Airport meets the demand that will eventually increase the economic activity in the province and improve the lives of the Negrenses.
"With the new airport in Silay, it offers endless opportunities for the city but it does not mean loss for Bacolod, rather it (Bacolod) can focus on its competitive edge in commerce and business and as a highly urbanized city, it has the potential to develop the old airport into a central business area or a commercial mix-use area," de Castro added.
Meanwhile, Bacolod Lone District Representative Monico Puentevella said that a 10-kilometer access road is set to be constructed within the year. When completed, the road should connect to the Bacolod Circumferential Road cutting travel time to only 15 minutes instead of the present 45-minute travel time going to new airport.
The New Bacolod-Silay airport is an example of a project where the government is an active facilitator for other donors like Japan Bank for International Cooperation (JBIC) to come in for financial assistance. (PIA/EAD)

Bacolod can develop into business hub – Noli (http://www.visayandailystar.com/2008/January/22/fromdcenter.htm)
Bacolod residents need not despair. The closure of the old airport does not mean that it will retrogress. Rather it opens a new vista of development into a business and residential hub.
And, yes, it can also be the site of communications with the entry into the city of several more phone centers. The latest is Convergys. And, if it is of any comfort to Negrenses, there is an ongoing competition for trained manpower, the initial offers escalating fast.
So, what's the beef? Just an emotional response for something which used to be. And, if plans are finally realized, an ancillary roadway, according to Rep. Monico Puentevella, will be constructed soon and will link the Bacolod-Silay airport to the Circumferential Road in Bacolod and reduce running time to just 15 minutes.
Well, that's about the same time required to motor all the way from our residence at the Capitol Heights to the old airport.
The only problem now is the allegedly prohibitive cost of fares to and from the new airport. Well, the shuttle buses at the SM Mall has brought down the fare to only an affordable P100 per passenger.
Right now, according to Ed Sutherland of the CIDA, arrangements are being made with cabs to allow them to lower their rates to about P150 per head from a downtown hotel to the airport. Manageable. In Manila , we often find ourselves paying the same amount from the NAIA II to where my children reside.
Bacolod airport request gets Arroyo nod -- Bing
BY CHRYSEE SAMILLANO
;
Do you think it approved ini ni GMA ang airport retention?

Nope .... a feasibility study should be done first as mentioned by Bing. But this is unlikely because the old airport is close to the NBSA .... so indi gid pwede kay maobject gid gyapon ang DOTC.... or if the Bacolod LGU will insist ... they have to find another location. But as far as I know ... Mayor Bing's claim is close to impossible... I hope they'll realize it sooner.

Asian football tilt
slated at Panaad
RP, 3 OTHER TEAMS VIE
IN CHALLENGE CUP QUALIFIERS
BY CEDELF TUPAS
International football returns to Negros Occidental in May when one of the qualifying stages of the Asian Challenge Cup is staged at the Panaad Park and Stadium in Bacolod City .
This was confirmed by Jose Mari Martinez, president of the Philippine Football Federation, who said that four teams, including the RP Team will see action from May 11-18.
The Philippines will be entertaining reigning Challenge Cup champion Tajikistan , Brunei and Bhutan at the Panaad..
Only the top team will move into the main tournament, where it will meet the three other group winners and seeded teams North Korea , Myanmar , Turkmenistan and host India in July in New Delhi and Hyderabad .
The winner of the Challenge Cup --- the tournament for Asia's lowest-ranked squads --- will gain a slot in the 2011 Asian Cup in Qatar .
Tajikistan , which defeated Sri Lanka , 4-0, for the crown in Chittagong , Bangladesh two years ago, is the top-ranked squad at 146 based on the FIFA rankings. The Philippines is at 181, followed by Brunei (186) and Bhutan (196).
The other hosts are Taiwan --- which is grouped with Sri Lanka , Pakistan and Guam --- Kyrgyzstan in Group C, where Bangladesh , Afghanistan and Laos will be playing, and Nepal , which will entertain Palestine , Cambodia and Macau .
COMPOSITION OF RP SQUAD
Martinez said he has tapped technical director Juan Cutillas and national coach Aris Caslib to determine the composition of the team.
“No player is assured of a slot in the team yet,” Martinez said in a telephone interview.
PFF assistant general-secretary Jojo Rodriguez said the PFF has a pool of 34 players that includes skipper Aly Borromeo, Emelio Caligdong and Archie Bayquin, that will be evaluated, before the final squad is announced
The list does not include Filipino-British brothers Phil and James Younghusband and Chris and Phil Greatwich, who were part of the RP XI that saw action during the Asean Football Championship Qualifiers in Bacolod in November 2006.
But Pocholo Borromeo, the PFF coordinator for international competitions, hinted that the Fil-British players may return for another tour of duty for the country.
Martinez hopes the team will be formed by February when the national team faces South Korean club Hyundai for an exhibition match at the Ultra in Pasig .
Bayquin and another goalkeeper, Edward Sacapaño as well as Wilson Dela Cruz are the only players from Negros Occidental who are in the RP pool.
The list includes June Antonio Abiera, Ian Araneta Jemson Ayuban, Richard Betita, Louie Michael Casas, Ruben Doctora Jr., Roxy Dorlas, Eliezar Fabroada, Peter John Fadrigalan, Jayric Iligan, Peter Jaugan, Nicholas Leonora, Jeffrey Liman, Mark Madrona, Ruffy Narvaez, Gerald Orcullo, Jerome Orcullo, Dan padernal, Rolly Perez, Mark Alvin Valeroso, Dave Peterson Villon, Harold Bayona, Roel Gener, Joebel Bermejo, Reynaldo Corton, Darren Hartmann, Neckson Leonora, Jeoffrey Lobaton and Joseph Rojo. *CPT

Negros Occidental posted P2.67 billion in investments generated through business registrations in 2007, statistics of the local office of the Department of Trade and Industry show.

Services sector generated the highest investments in 2007 at P2.004 billion followed by industry, P340.618 million, and agro-fishery and forestry, P325.697 million.
The 2007 figures, however, are way lower than the P7.263 billion total investments in 2006, when more than P6.2 billion was already registered from January to June alone.
DTI said business name registrations are renewed every five years.
In 2007, investments in January totaled P 434.034 million; February, P127.304 million; March, P71.292 million; April, P109.769 million; May, P138.433 million; June, P160.633 million; July, P115.658 million; August, P218.589 million; September, P353.903 million; October, P310.215 million; November, P368.441 million; and December, P262.698 million.

Services sector includes transportation, communication and storage, finance/pawnshop, dwelling/real estate, private professional service, trading/retailing and other similar businesses.
Meanwhile, investments in the industry sector come from chemicals and related products, concrete products, crop processing, fiberglass, fireworks, furniture, garments, gifts, toys and housewares, metalworks, mineral processing, processed food and beverage, and other related trades.*NLG

Bing meeting AirPhil today
to discuss airport reopening
BY CHRYSEE SAMILLANO
Bacolod Mayor Evelio Leonardia yesterday said he is meeting with top officials of Air Philippines in Manila today to explore the possibility of reopening the Bacolod Airport .
Leonardia had earlier said that President Gloria Macapagal Arroyo gave a nod to his appeal for the retention and reopening of the airport during the League of Cities of the Philippines meeting in Manila Monday where she had joined them.
He said that when he presented to the President, in the presence of other mayors, the appeal for the retention or reopening of the Bacolod Airport for general aviation, a possible flying school and even for commercial operation, like allowing one airline to operate, she agreed that it is possible.
“I thank the Retain Bacolod Airport Movement and many other groups and citizens of Bacolod who were the inspiration when we went through all these,” Leonardia said.
He said when Arroyo gave her yes, that was the go signal. But that means they have to go through the process, that is why he requested the RBAM to embark on a serious comprehensive feasibility study so they will know the options they have to undertake whether operating the airport for general aviation or as a flying school, he added.
“I am looking forward to the possibility that even only one airline will be allowed to continue operating in the airport,” Leonardia said.
He said they acknowledge the presence of the Bacolod-Silay Airport and that so much money has been poured into it. But they are not thinking of directly compete with it, he also said.
Leonardia said they are just after operating the Bacolod Airport for the convenience of the people of Bacolod and even those in the southern towns. He was with the some mayors of southern Negros and they are all in favor of the retention of the Bacolod Airport , he added.
He said the go-signal of the President for them is a pivotal point in their crusade. He said the group that will make a feasibility study is supposed to determine whether the one that will operate it is the city, or the owner, or whether it will be a joint venture.
“ From all indications, we believe that if it goes the natural course of things, that airport will reopen. The only problem now is if it will sabotaged,” Leonardia said.
Vice Mayor Jude Thaddeus Sayson said that since the city has an existing airport, he is hoping that President Arroyo, PAL president Lucio Tan and whoever is interested, will help work for its retention. It's been there for the past 72 years, he said. They are not against the operation of the airport in Silay, he also said.
Sayson said the Bacolod Airport can operate inter-island flights which is very much needed by the tourism industry. Many from the south want to come here but it would cost them so much, since they have to fly to Manila first to get here, he said.
Leonardia said the Boracay, Caticlan runway is just 900 meters but can receive as much as 71 flights a day. Even smaller planes can give the city economic activities, he said, adding that as projected by experts, tourism is going to be the number one industry in the world.*CGS

The Bacolod Airport may be closed to aircraft use but two airline firms continue to operate their ticketing offices there.

Bacoleño wins int'l poetry competition
BACOLEÑO Raymundo T. Pandan, Jr. has just been awarded the 2007 Meritage Press Holiday Poetry Contest Honorable Mention Award for his poem, "An Explanation."
According to contest judge, renowned New York-based novelist and poet, Eric Gamalinda, "An Explanation" is a "quiet, elegant little poem that feels like an iceberg: beautiful, mysterious, larger than it seems."
Eileen Tabios, who runs the contest from her press in the United States, wrote Pandan that "{t}his was a highly-contested field with the most entrants in recent history. Only three winners were chosen, so please know that your accomplishment is impressive."
Past winners of this contest include Palanca Awards Hall of Famer Luisa A. Igloria, Academy American Poest Laughlin Award-winner Barbara Jane Reyes and multiple Palanca awardees Joel Toledo and Naya Valadellon.
Pandan, a Palanca awardee for poetry (2006) and a National Book Award Finalist (2005), is also the dean of the University of St. La Salle College of Law and a practicing lawyer in the City.

New Bacolod-Silay Airport complements super-region strategy
THE P5.6-billion New Bacolod-Silay Airport, which has been operational four days ago, complements the super region strategy of President Gloria Macapagal-Arroyo.
Negros Occidental, the province where the new airport of international standards is located is part of the Central Philippines, which is under the super region strategy adopted by the President prioritizes tourism investments and energy independence.
The New Bacolod-Silay airport is an example of a project where the government is an active facilitator for other donors like Japan Bank for International Cooperation (JBIC) to come in for financial assistance.

Asian football tilt slated at Panaad
RP, 3 OTHER TEAMS VIE IN CHALLENGE CUP QUALIFIERS
*CPT
