thankz boynegros and sugarfreak for that picz and info. bdw, y is't really slow to construct that building? maybe becoz of conflict between the owner and the city government? i hope it will be finish soon...
Your welcome. The Twin building construction are really slow coz they are building it manually without cranes and other construction equipments, I think right now they are already in the 5th to 6th floor. Calling SUV111.....please :lol:

Construction of this Horizon Tower is really slow. Daw mas ma una pa ang Planta and Westown to open this year. Maybe Mr. Palanca is a bit busy now handling serious matter like the impending city govt. take over of BREDCO. I hope this will be settled soon as its really not good news to potential investors eyeing BAcolod as their next priority ventures.:)

Horizon tower will no longer be a twin tower...the merged the two building into one and made a single tower, 8 storey building. The construction is quite slow due to the fact that they dont use cranes on that area to hasten the construction.

Horizon tower will no longer be a twin tower...the merged the two building into one and made a single tower, 8 storey building. The construction is quite slow due to the fact that they dont use cranes on that area to hasten the construction.
Migs i know sagad magpanilag dira sa Bacolod.Hopefully mabal-an ang bag-o nila nga rendering.:)I think okey man lang if they don't use cranes.I think medyo slow are progress nila because of the curing time needed for the intigrity of the building structures kay daw kadlagko gid sang mga haligi sang ila mga Horizon Tower.:)

Bacoleño wins int'l poetry competition (http://www.sunstar.com.ph/static/bac/2008/01/23/feat/bacole.o.wins.int.l.poetry.competition.html)
BACOLEÑO Raymundo T. Pandan, Jr. has just been awarded the 2007 Meritage Press Holiday Poetry Contest Honorable Mention Award for his poem, "An Explanation."
According to contest judge, renowned New York-based novelist and poet, Eric Gamalinda, "An Explanation" is a "quiet, elegant little poem that feels like an iceberg: beautiful, mysterious, larger than it seems."
Eileen Tabios, who runs the contest from her press in the United States, wrote Pandan that "{t}his was a highly-contested field with the most entrants in recent history. Only three winners were chosen, so please know that your accomplishment is impressive."
Past winners of this contest include Palanca Awards Hall of Famer Luisa A. Igloria, Academy American Poest Laughlin Award-winner Barbara Jane Reyes and multiple Palanca awardees Joel Toledo and Naya Valadellon.
Pandan, a Palanca awardee for poetry (2006) and a National Book Award Finalist (2005), is also the dean of the University of St. La Salle College of Law and a practicing lawyer in the City.

Convergys wanted to make their presence in Bacolod felt. They want Teletech and Teleperformance to know that they mean business in Bacolod. They want to capture the cream of the crop of most schools in the city. My first post here in this new thread. :)
Anyway, why there are still three question marks in regards to the title of the thread?
Well, may God bless this new thread.:cheers::cheers:
I think I can explain that.
Question marks show because your PC does not support Asian characters.
May help section on Wikipedia that will help you install and support Asian fonts for your PC.
http://en.wikipedia.org/wiki/Help:Japanese#Japanese-language_characters
Don't mind if those are the instructions for Japanese text, down below the page there are instructions on how to install all Asian fonts for your PC. :)

Bacolod is very fortunate with the natural resources that we have in Negros that creates a stable flow of electricity and with that , Bacolod has become attractive to the investor like this BPO plus the hard working and enthusiastic manpower that the city has.Bacolod City has felt the presence of this BPO's where 24 hrs services like restos and cafes, convinient stores and the public transport. It has given more opportunity to community in finding ways to earn money. The presence of expats in malls and hotels are also very noticeable. The charming characterestic of Bacolodians which makes them feel at home is a big plus for thier decision to stay longer and make Bacolod as thier second home.:)

Yep, the whole of USLS is a wifi-zone, pero mas malakas ang connection sa Mutien Marie Bldg., Café de La Salle (Ground Floor, Institute of Culinary Arts), Montelibano Library, kag sa Solomon Hall.
Nga pala, Sportsfest subong sa La Salle, and guess what, Convergys man ang sponsor, they're also doing talks and conferences every afternoon since Monday, I think they're already hiring potential call center agents. Apart from that, Universal Robina ang ga-sponsor for the sports drinks (C2 and Rush). :)

Bacolod City government faces court suit (http://www.philstar.com/index.php?Nation&p=49&type=2&sec=28&aid=2008012398)
THE SOUTHERN BEAT By Rolly Espina
Thursday, January 24, 2008
Even while Iloilo City was gripped by feverish reactions for the countdown this weekend of the Dinagyang Festival, and with an overflow crowd of visitors, including foreign diplomats, Bacolod City was plunged into another crisis with a prolonged court suit.
The issue involves City Ordinance No. 454, which calls for the takeover of the seaport operations of the Bacolod reclamation area. Mayor Evelio Leonardia on Tuesday announced that he had signed the “takeover ordinance” into law.
He recited the various violations by BREDCO of the comprehensive revised reclamation agreement it had entered into with the city. He claimed that these violations have remained uncorrected until today.
Among these was the transfer by BREDCO to another corporation, Too Harbor International Inc., the exclusive rights previously granted to it by the government – the right to reclaim a portion of the Bacolod City foreshore area and the right to operate the seaport.
He also claimed that BREDCO has encumbered its leasehold rights to the Land Bank of the Philippines and failed to pay the annual rental fee for the port.
BREDCO’s chief legal counsel, former vice mayor Renecito Novero, immediately announced that the private firm is filing a suit against several Bacolod officials behind the takeover bid.
They include Vice Mayor Thaddeus Sayson, Mayor Leonardia, the members of the Sangguniang Panlunsod – councilors Al Viktor Espino, Dindo Ramos, Kevin Ramos, Homer Bais, Greg Gasatay, Celia Flor, and Roberto Rojas.
This development dampened the preparations for the BacoLaodiat of the Fil-Chinese Chamber of Commerce and Bacolod City to highlight the Chinese New Year.
And also undercut, to a certain extent, was the major triumph of Bacolod lawyer Raymundo Pandan Jr., who was awarded the 2007 Heritage Press Holiday Poetry Contest in the United States.
Pandan’s winning poem is “An Explanation.” It was described by novelist and poet Eric Gamalinda as a “quiet, elegant little poem that feels like an iceberg: beautiful, mysterious, larger than it seems.”
It was reportedly a tight contest with only three winners chosen, according to Eileen Tabios, who runs the contest from the US.
Pandan, incidentally, is an awardee for poetry of the Palanca Awards 2006 and also a finalist in the National Book Awards 2005. He is the dean of the University of St. La Salle’s College of Law.
Takeover task force
The takeover was signed by Leonardia despite the statement of former Sugar Administrator Wilson Gamboa that it is unconstitutional and focused only on a small issue – the rental – and did not take into consideration the economic impact of the BREDCO reclamation in terms of real estate taxes and other tax benefits which the Bacolod City government has earned as a result of BREDCO’s development of the reclamation area.
The Metro Bacolod Chamber of Commerce and Industry also warned that the move would send a wrong signal to potential investors in Bacolod and could discourage businessmen from further investing in the city.
Leonardia, meanwhile, said he has organized a task force to take over the BREDCO port operations. During the preparatory phase, the task force will coordinate with the Philippine Reclamation Authority, Philippine Ports Authority and other government agencies on the organizational aspects of the takeover, including the agreement on tariffs, rates, duties and charges that are more at public levels.
But Leonardia also declared that the city government still welcomes any move by BREDCO to go back to the bargaining table “with us.”
“We believe that these issues with BREDCO can still be resolved,” he added.
“We will seek nullification of City Ordinance No. 454 because this is violative of the Constitution and the existing contract between the city government and BREDCO,” Novero said.
He added that a city ordinance cannot overshadow a contract.
He said the P20-million civil suit is just a cumulative damage claim and will include “all those who approved the ordinance and Leonardia.”
Leonardia, meanwhile, after claiming that President Gloria Macapagal-Arroyo had given the go-signal for continued operation of the Bacolod Airport even if only by one airline company, started discussions with Air Philippines on what to do and how to operate the old airport.
But that may take a long time to realize since the air navigation equipment and instruments of the previous airport had already been transferred to the Silay airport, which is 20 miles away.
The new airport was inaugurated last Saturday by Vice President Noli de Castro. And initial travel problems such as the high cost of land travel have been partially solved by a shuttle bus, based at SM Mall, which charges only P100 per passenger. That is certainly affordable.
The airport transfer also electrified Silay officials and private individuals who are now in the process of preparing the transformation of Barangay Balaring into an agricultural fishing area and the area near the airport into an industrial and tourism hub.

‘Meeting of tycoon, DOTC
chief on retention of airport positive'
BY CHRYSEE SAMILLANO
The meeting held by the Retain Bacolod Airport Movement with business tycoon Lucio Tan and Transportation and Communications Secretary Leandro Mendoza in Manila on the proposed retention of the Bacolod Airport brought positive developments, Bacolod Mayor Evelio Leonardia said yesterday.
The Mayor had earlier said that President Gloria Macapagal Arroyo gave a nod to his appeal for the retention and reopening of the Bacolod Airport during the League of Cities of the Philippines meeting in Malacañang Monday where she had joined them.
During their meeting Tuesday with Philippine Airlines president Lucio Tan, who owns 20 hectares of the 37 hectares airport property in Bacolod City , Leonardia said the former is all out for the retention of the Bacolod Airport , including the continued operation of Air Philippines .
He said Tan is agreeable because it will be more convenient for the people of Bacolod , and that they reminded him that he is an adopted son of the city.
Leonardia said Tan is even willing to spend for the operation of the airport and he noted that the airport in Silay City is quite a distance from Bacolod .
The Silay City proper is about 14 kilometers from Bacolod City , while the new airport is about 5 kms from the Silay proper.
Leonardia said, “We were very encouraged by his position, which is actually consistent with his original position ever since we brought the subject matter to him a month ago.”
Meanwhile, Mendoza will create a team from the Department of Transportation and Communication that will sit down with its counterpart in Bacolod City so that talks can be held immediately to explore and thresh out technicalities, administrative matters, legalities and even security, he said.
Leonardia said this is a very positive development for their crusade and definitely another leap forward. He said the meeting with Mendoza yesterday was held at the DOTC Office, together with RBAM convenors Rodolfo “Babes” Alvarez, Charlie Hagad, who has been flying for more than 25 years in Dallas , Texas , and Lucy Ponce.
“We hope we can settle all this and we are optimistic about the final results, and it looks like only sabotage can stop us now,” he said.*CGS

‘Please Pass To Everyone Who Really and Truly Loves Bacolod’ (http://www.negrosdaily.com/jan2308c4)
I got this from the email, which is obviously a follow-up to what Bacolod councilor Jocelle Batapa-Sigue discussed with us during the opening rites of the New Bacolod-Silay Airport in Silay City.
* * *
My personal view on the matter goes with this email-letter.
I print the letter-appeal, with a subject line as titled above, in its full text.
I had anothe talk with the good councilo yesterday and I know what she is working for is for the city to further attain a status that will redound to Bacoleños’ welfare.

A Letter of Appeal to Her Excellency Gloria Macapagal-Arroyo... for the Creation of A Bacolod City Special Economic Zone (SEZ), dated January 21, 2008
Dear Madame President:
Greetings of Peace, Your Excellency!
We express to you, Madame President, as a legislator of great foresight, our gratefulness in your having principally authored Republic Act No. 7916, otherwise known as “The Special Economic Zone Act of 1995” as a Senator of the Republic of the Philippines. Your legislation brought to life the Philippine Economic Zone Authority (PEZA), which performed 41 times more efficient than EPZA before.
As a policy-maker, you made it possible for the Philippines to excel in the international market by paving the way for over 132 economic zones, earning for the country a total of P1.03 trillion in revenues in only a span of 10 years and providing work for almost 600,000 Filipinos.
Today hundreds of famous international corporations such as Intel Technology, Epson, Nokia, Philips, Amkor, Fujitsu Computer, Toshiba, Lufthansa Technik, Hitachi, TDK Fujitsu, Rohm Electronics, Samsung Electronics, Ford Motors, Panasonic, Timex, Terumo, Dell, TOIE Animation, Air 21, Fairchild Semicon, Ibiden, Toyota Autoparts, Mitsumi, Convergys, Teletech Customer Care, HSBC EDP (Phils.), Lexmark International, NEC Toppan Circuit, Isuzu Autoparts, Furukawa Electric, Sanyo. Tamiya, Texas Instruments, Pentax, Dunlop, Tamiya, Lear, Moog, Sunpower, Honda, Takata, and many more, rely on Filipino craftsmanship and ingenuity inside these “ecozones” to be able to offer world-class products and services.
We, the undersigned Filipinos residing in Bacolod and Negros Occidental have witnessed these growth in other parts of the country that we now appeal to you Madame President to let us enjoy a share of your legislative wisdom as the chief economist of this country in the 21st century.
We have proven that we can compete with other cities since we have already captured the biggest locators in the information and communications technology (ICT) industry. With PEZA, your brainchild, five special economic zones have been proclaimed by Your Excellency in Bacolod to be ICT parks and buildings. These sites are now the workplace of almost 4,000 employees.
Is it not time, Madame President, that Bacolod and Negros Occidental be immediately given a chance to partake of the growth brought about by 96 percent of industries other than ICT (which is only about 6%) located in the economic zones?
Although only four of the economic zones existing right now are run by the national government, we appeal to you, Madame President, to establish, by simply a proclamation, the BACOLOD CITY SPECIAL ECONOMIC ZONE (BC-SEZ) in the old airport site and make history before your term ends, by opening the fifth public economic zone in the Philippines after 13 years.
Like in several SEZ, kindly also consider the less than twenty-five hectares property of the government to be enough. The about 20 hectares adjacent to the national government property belong to Mr. Lucio Tan and local landowners, and we would also be appealing to them to provide the residential, recreational, commercial and other support facilities for the locators within the site to make their properties profitable at the same time generate jobs for Bacolod.
Madame President, Region 6 has no operational SEZ at the moment and yet as a region, we are in the Top 5 outside of NCR to produce the most number of graduates for the last five years.
Our forty colleges and universities in Negros Occidental and more than 200 in the region, where almost half are premier state colleges, have been sending its graduates to the different economic zones all over country and even outside. They are simply waiting for the time to come back and share what they learned. Beyond and within our borders, we have proven that our human resource pool is highly-trainable, intelligent, creative, resourceful, and world-class.
We humbly believe that the Ilonggos are as capable as other Filipinos in crafting products for high-value industries such as electronics and semiconductors, electrical machinery and apparatus, transport and car parts, chemical and chemical products, medical and optical instruments, rubber and plastic products, and garments and textiles.
We need you, Madame President, to drive our economy up to speed with the rest of world. We believe in your quest for 1,000,000 jobs by 2010. As the heart of your “ Central Philippines ”, help us get a piece of that target.
PEZA Director General Lilia De Lima in a letter to Bacolod City Sanggunian dated June 12, 2007 already offered their full support “to make the City of Bacolod a more profitable site for investments by converting the existing Bacolod City Airport into a Special Economic Zone, once the new airport in Silay City starts its operation”. There is no other feasible area that can be immediately marketed and promoted as a SEZ in Bacolod City , given the pace of entry and inquiries of potential SEZ locators. Several SEZ locators now are considering the idea of over-spill or sub-outsourcing work already done in the SEZ of location due to lack of manpower requirement. This is in fact very evident in the ICT sector.
The presence of a SEZ in Bacolod will fully maximize the availability of highly-qualified as well as highly-trainable labor pool produced by private and public colleges and universities as well as state colleges and universities and technical-vocationa l schools in Negros Occidental and Region VI.
Hundreds of thousands of jobs shall be generated by and in the SEZ requiring our local labor pool and encouraging them not to leave their homes to earn a living. The jobs will mean increased purchasing power on the part of our constituents and in the long run it will result to a lot of multiplier effects – positively affecting ancillary business such as food, clothing, appliances, and other equipment.
With the presence of the SEZ, local manufacturers of appliances, garments, food and other products will be given a great push by government as they will now also enjoy the Income Tax Holiday for four (4) years for Non-Pioneer IT Enterprises, or six (6) years for Pioneer IT Enterprise and other incentives. After the ITH period, the option to pay a special 5% tax on gross income earned, in lieu of all national and local taxes, except real property taxes on land owned by developers. They will also enjoy exemption from payment of import duties and taxes on imported machinery and equipment and raw materials;
The old airport site has existing infrastructure and structures hence, the locators would be able to set-up quickly since the human resource, telecommunications infrastructure and local government support are already easily obtainable. The site is highly accessible, compact and conducive for economic activity. In fact, it is right in front of the first IT building in Region VI (the Robinson’s Metro Bacolod). The presence of a SEZ in the area will fill the gap resulting from the possible disproportion in economic growth of the south-western area of Bacolod compared to the East-Northern area where the new government center is located. A macro-planning of how the whole city will look need to be undertaken by the city.
Most importantly, Your Excellency, a SEZ will yield up-to-date knowledge that will create alternative options for Negrenses to diversify from sugar to agro-industrial technology.
Your Excellency, we are appealing to you not only for Bacolod City , but for the whole Province of Negros Occidental , a place which you consider your conjugal home.
We come from the private sector, academe, business, and ordinary people, breaking barriers and crossing borders among our towns and cities in Bacolod and Negros Occidental, we believe our community and our country deserves only the best.
Negros Occidental and Bacolod City has long been waiting for a strong common economic program that will push our communities to be among the major growth areas in the Philippines . Very sadly, we lament the fact that Bacolod City and Negros Occidental were never identified under RA 7916 as potential areas for special economic zones. So we need to apply, and with your intercession, our leaders will see our point.
Rest assured that there will be people who will help in this endeavor, with you at the helm of the project, Your Excellency, especially in essentially marketing the SEZ to investors and locators, as we have been doing for last two years for the ICT sector. We are willing to share our time as concerned private citizens to make this happen for our community, with your guidance.
Thank you and Godspeed!
Atty. Jocelle Batapa-Sigue, 3rd Floor, Bacolod City Hall, Luzuriaga-Araneta Sts., Bacolod City (034) 433-9011 local 220’; E-mail: batapa4bacolod@ yahoo.com; www.batapa.info*

Transport Terminals to be Setup Here
By Edgar Cadagat
Plans are now in place for the establishment of bus and passenger jeepney terminals in various parts of the city which will greatly contribute to relieving bottlenecks in the city in the near future, the SP Chairman on Transportation and Labor, told NDB in an interview yesterday.
Bacolod City Councilor Wilson Gamboa, Jr. said that, on tap is the establishment of a bus and jeepney terminal for buses and passenger jeepneys operating and plying the Northern Negros route. The bus terminal would be located just across the highway near the Pepsi-Cola plant in Barangay Bata and the Mandalagan highway.
Landowner Carlos Balcells has made available a space for the bus terminal that would help decongest traffic in the North Drive-Shopping Center area as public utility vehicles would no longer enter these areas from their Northern Negros route.
Managing the bus terminal would be the Filipino-Chinese Amity Club which has signed a MOA with Balcells in this regard. With the establishment of the Northern Negros bus terminal, vendors eking out livelihood in the Capitol Shopping Center area would be protected as they would be allowed to transfer there possibly on a permanent basis with stalls built for them.
The same are to be done in heavily-populated urban villages in the city with the cooperation of property owners.
In the People’s Homesite and Housing Corporation (PHHC), a passenger jeepney terminal will also be established.
Instead of just parking anywhere, congestion could be eased with the vehicles parking in the established terminal.*

‘Taipan Lucio Tan Willing to Shoulder
Expenses on Bacolod Airport Reopening’
Mayor Evelio R. Leonardia and the Re-Open (Retain) Bacolod Airport Movement officials Babes Alvarez and Charlie Hagad were able to sit down with business Taipan Dr. Lucio Tan Tuesday in his office in Manila to further ask his assistance on the possibility of re-opening the Bacolod airport.
Leonardia told NDB that Dr. Tan is all out in the operation of the general aviation, commercial aviation and is also open to the idea of a flying school to be established at the Bacolod airport.
He even expressed his willingness to shoulder the expenses of operating the old airport again.
He is in favor of the continued operation of the Bacolod airport for the convenience of the people of Bacolod.
“We have reminded him that he is an adopted son of Bacolod. Silay is quite a distant from Bacolod. We were encouraged by the position of Dr. Tan who was very consistent since the very start. He has not changed his position,” Leonardia said.
They also met with DOTC Sec. Leandro Mendoza yesterday and he will form a Team from DOTC to sit down with the Bacolod counterpart in the matter of technology, administrative concerns, financial aspect, security and other matters. It means that it will be realized as soon as possible.
This will be the start of a series of meetings to explore all possibilities.
“We feel this is a big leap for our crusade to re open the Bacolod airport,” he said.
He also reitered to the Re-open (Retain) Bacolod Movement to pursue with dispatch the feasibility study. With the way things are going, we are optimistic that only sabotage can stop us now, he said.*

MIGS ... I live in the north. Putting a PUJ terminal across PEPSI will mean increase in travel time & cost for all of us living in northern negros. Pero okay lang na... ky it will really help decongest the busy streets of Mandalagan. Sanayan lang man na... I'm sure ... In due time we'll get used to it. So no need na to protest to retain the old terminal in the shopping area .... HAHAHAHA! Daw airport lang!

I fully understand Mayor Bing's situation but he should not throw those unnecessary messages to the media. He's going to loose his reputation as a good Mayor.
That's the reason i cannot comment further on this.

The bay area at BREDCO is slowly making a good skyline view for BAcolod. Give it 5 or more years and this area will be more densed. With SM just around the corner, its really a catalyst to perk up business activity in the said area. Great pics @Smile.:)
