And whats neat in the area @Smile & @Jay is the simplicity of life. Its very relaxing. People are more warm and accomodating. Wala pa damo mga tikalon kag mga taas ihi.:lol:

Sa Gaisano City sila gali, it would have been better if sa SM City na lang, hehe, mas nami ang environment.

Disappointed gid ko kay Mayor Bing, to think that he is one of the finest Bacolod mayors tapos amo ni iya nga gina ubra. Why not give change a chance? Layu man ang Mactan-Cebu Int'l Airport sa Cebu City pero ngaa wala man reklamo ang tawo, same with NAIA. Flying school? For what? As if damo-damo gid gusto mag-pilot diri sa Bacolod, ang iban ma-train na lang na ya sa established flying academies abroad. Delikado naman ang mga tawo nga ga-istar lapit sa airport. Kun ako sa iya, tutukan niya ang Government Center, di ba amo gid ni iya nga pilot project sang election? Hay, daw ako man gina-high blood pressure ah...

I think his advisers are the ones pressuring Him to make drastic decisions...like the take over and airport retention. I think what they really want here is to take over great projects and put their Names on it...

Nag high blood naman ako BP 148/98. anyway I enjoyed my tour in La Carlota City,
I heard the Old Airport will rename inday bing domestic airfort!!!!!! sus maria!!!!!

I need to go back to my study....

Bulante gid yah @Jay.. hahahaha.. @Smile/@Jay: Thas why the point here is to focus on positive projects thats truly hailed by the people of Bacolod and neighboring towns and cities. And not this retention thingy which IMO its just a product of pride and hurt feelings. Not to mention political/business inclinations which only A FEW will benefit.

I think we all share the same sentiments.I think he already lost his reputation as one of the good mayors of Bacolod because of this airport retention movement.Still,i have high hopes with Mayor Bing.There could be really something big behind this fight for the old airport.I don't know why but this how i look at scenario and i still prefer the NBSA against Bacolod Old Airport.

Its a wrong venture. Even if they will reopen the old airport, I will still opt to book a flight to NBSA. Nothing else.:)

Yes it should have been SM.ASAP in the Sm Carpark.Magurok gid ang gaisano City.:lol:

If they are going to reopen it, i think it will be used by Low Cost Carier -PAL sister company, Air Philippines and all owned by Lucio tan Group of Companies but the flight traffic will be controlled by NBSA terminal traffic controller.

for the old airport, i should say its a far better investment to make the old site as a mixed land use, its time for bacolod to have manufacturing firms. it will provide a lot of work, and aviation school? guys always remember, negros occidental had a lot of airstrips that can be tapped, most of them are private. biscom has one i know, old noahs arc, other mill sites do have one for sure. some haciendas, and fadcility wise? phew, i remember i have my o-j-t at RPN for broadcasting communications, its like playin with a piece of junk. besides, aviation school? how many will try to enroll? its not logical, what we need here is to store what is needed by the people not for a few hopefuls, who likes to flaunt stuff. we need to be considerably logical guys. well this is just an opinion, however i know i have my point.

Maski sa Gaisano lang oks na ina ang ASAP didto.At least mabuhi man ang taga South kay it's always Northside na lang.Gaisano City in Bacolod has variety type of shoppers,from all walks of life so it should be alright.

I like the jeepneys in Bacolod,mostly seats are very comfy plus the hi fi sound system.:banana:

180-strong NOPSSCEA contingent for WVPRISAA

THE Negros Occidental Private Schools Sports Cultural and Educational Association (NOPSSCEA) is sending a contingent of one hundred eighty athletes to the February 4-10 Western Visayas Regional Private Schools and Athletics Association or WVPRISAA, according to NOPSSCEA sports task force chairman and University of St. La Salle varsity spsorts director Roger Banzuela.

Twelve events will be contested in the WVPRISAA with all said events including the cultural competition to be staged in Kalibo, Aklan while athletics, swimming and football will be held in Iloilo City owing to lack of facilities in Kalibo.

Negros Occidental, represented by NOPSSCEA, is the reigning champion in men's football with the NOPSSCEA squad composed of standouts from NOPSSCEA titlist West Negros College, University of St. La Salle and University of Negros Occidental-Recoletos besting their Iloilo counterparts during last year's WVPRISAA games.

NOPSSCEA is also expected to figure well in swimming and volleyball while athletics as well as basketball have been a toss-up between Iloilo and NOPSSCEA during the past two to three stagings of this annual regional event which will again select the Western Visayas athletes who will compose the WVPRISAA contingent to this year's national PRISAA meet of which Western Visayas is the defending overall champion.

Former national team mainstay Norman FEgidero, Jr., head coach of West Negros College, mentors the NOPSSCEA men's champion football squad assisted by University of Negros Occidental-Recoletos head coach Carlo Torbela.

Security should be strengthened and hightened for the peace of mind of most flying public going to and from NBSA. We dont want any eventualities that may happen. NBSA's future is at stake. Esp. the group of Bing is lurking around any possible reason/s they may hit on NBSA just to keep their dream of reopening the old airport become a reality .

The Lunar New Year is celebrated in most parts of the country but only in Bacolod that they made it as a festival. Thats why most Fil-Chinese in Bacolod are elated by this move of the city council. And the Bacolod crowd are just as ecstatic.:cheers:

yah...i remember jay...it was really great to see it in action...RMC really brings first class medical facility in our province/Region :)

the parade will start from SM city and will end at 6th st. this event is the biggest this year...they will put up fireworks along Bacolods main street and they will have a simultaneous fireworks display...but there will be nightly fireworks display and parties on those dates. :) watch out coz i will bring you closer to that event :)

I didn't heard anything like this migs Suv in the Country except for New year Eve:lol:,simultaneous fireworks display at diffirent venues.This is really a grand celebration for Chinoy in Bacolod.This could be a magnificent event if your with friends at the rooftop of SMH.

A longer chopsticks alley, synchronized fireworks display, and illuminated floats are just among the featured attractions of this year's BacoLaodiat Festival to be held from Feb. 7-10 in Bacolod City .

Bacolaodiat event manager Marivic Rio yesterday said they want the Festival to become a major destination for the Chinese New Year not just in the province but all over the country.

She said the main festival site for this year's celebration will be the Capitol Shopping Center where the roots of the Chinese community came from. The activities will be held mainly at the 6 th Street all the way to Lacson and the Capitol Lagoon, she added.

Rio said this year's BacoLaodiat Festival will feature a synchronized fireworks display they call “Symphony of Lights and Sparks ” and the lighting up of installations at the Lagoon on the first day with Mayor Evelio Leonardia and other officials to open the BacoLaodiat Festival. Twelve animal installations will be put up by Charlie Co, who is handling the designs, at the Lagoon where people can go and have their pictures taken, she added.

Rio said there will be a longer chopsticks alley along 6 th Street up to McDonalds which will be lined up with kiosks that will sell Chinese delis and products, as well as, nightly entertainment to sustain the activity. She said they are getting local bands and are negotiating with celebrities to come over and join the celebration.

Rio said this time they have incorporated a lantern and streetdancing competition on the third day which will mainly focus on choreography and lantern design. A parade of illuminated floats, dragons and lions will start at 6 p.m. and this will be joined in by the 34 Chinese organizations from the northern and southern Negros , she added.

This year's theme is “strength and unity” since it has always been a principle of the Chinese that when there are two people, there will be always strength and opportunity and other activities include a tour of the Chinese temples, she said.

Leonardia said the BacoLaodiat started in 2005 after his talks with Iloilo Mayor Jerry Treñas when he visited Iloilo to observe the Chinese Festival celebration there. He, together with the Chinese group in Bacolod , then decided to put one up in the city.

The two previous BacoLaodiat Festival celebrations were big successes and the way it looks, the third will even outdo the others, Leonardia said. “As our philosophy in Bacolod , we always say we will try to do better than our best as we have done with the MassKara Festival,” he said. So that should also be the criteria for the BacoLaodiat, he added.

Meanwhile, William Ong, chairman of the 2008 BacoLaodiat Festival committee, said they consider 2008 a very lucky year for mankind. He said a date like August 8, 2008 comes once in a hundred years.

yap, exactly...its far from us...but let us remember that were not the only City on this island, people from the north waited also for more than 50 years for them not to travel that much. All we need to do now is to simply sacrifice a bit and embrace this change. Let this be an opportunity for us to grow. Bacolod is not the only City in negros Occidental. Soon, Kabankalan will have its own airport and people from the south will have easy access to it. let us also remember that Silay is not yet an international airport. its a domestic airport and soon to be an international airport if approved. the new airport can handle the bulk of passengers. if Bacolod airport will still open, it will compete against Silay and it will just be a hindrance in terms of Infrastructure. I just hope that the last tragedy wont happen again.

ah, I'm getting tired of this retain the airport movement, if they reopen the airport, it would just prevent taller buldings from being constructed, it would split air traffic with nsba, each facility could be underutilised, not to mention that the old airport's runway is too short.

Silay is not that far especially if it's a facility that the average person would be using for only once or twice a year, it's not like every citizen of bacolod would be flying every week, that's too much laziness, if people from kabankalan or cadiz could commmute to the old airport , why not the new one, ...plus an economic zone would earn the city and province more, reopening the old airport would just be a white elephant, we could use the resources for other things, even if lucio tan shoulders the cost. we could still use that money for something else...

But then bacolod politicians are really good at getting their way, I'm impressed that they were able to "allegedly" convince the President and a billionaire to go through with their plans, how I wish they'll just redirect that energy elsewhere...

BACOLOD CITY — Citing the various violations committed by developer Bacolod Real Estate Development Corp. (BREDCO), Bacolod Mayor Evelio R. Leonardia approved an ordinance mandating the city government to take over the port operations and the development of the 61-hectare property on the Bacolod reclamation area.

But the property developer has not yet lost. Mr. Leonardia said the city government "would still welcome any move by BREDCO to go back to the bargaining table with us."

City Ordinance No. 454 also allows the developer to retain its 70% share of the 180-hectare reclamation project "as compensation" for the works done on the property.

In response to the takeover notice, BREDCO President Simplicio Palanca filed on Wednesday a civil case asking the court to nullify the ordinance and award his company the ownership and perpetual possession of the port.

The developer also asked the court to declare Mr. Leonardia and eight other city officials guilty of breach of contract and order them to pay a total of about P10 million in damages and litigation expenses.

Named as the mayor’s co-defendants in the case were Vice-Mayor Jude Thaddeus Sayson, Councilors Al Victor Espino, Dindo and Kevin Ramos, Homer Bais, Greg Gasataya, Celia Flor and Roberto Rojas.

BREDCO developed the port as part of its 180-hectare reclamation project.

Violations

It was awarded the franchise to operate the port under the Comprehensive Revised Reclamation Agreement (CRRA) that BREDCO officials signed with the city government.

A government review of the agreement in 2005, however, showed that BREDCO had assigned its rights over the seaport as collateral for bank loans, without the consent and knowledge of the city.

"This exposes such [port] facilities to risks of foreclosure, possession, control, claims or suits by third parties — a situation most prejudicial to the interest of the city," Mr. Leonardia said.

Another violation to the agreement was the transfer to Top Harbor International, Inc. of BREDCO’s franchise to operate the port and reclaim an additional 61 hectares of foreshore land.

Other violations that were allegedly committed by BREDCO included failure to pay the P800,000 annual rental fee for the port and collection of toll fees on vehicles entering the port area.

"It must be made clear to our people that, by law, the right to reclaim foreshore lands and the right to build and operate a port and harbor belong only to the government, which may choose to confer those rights on a private party as a privilege under a franchise and subject to faithful compliance by such private party of the terms and conditions that accompany the franchise," Mr. Leonardia said.

Failed negotiations

BREDCO was notified of these violations in August 2005.

Negotiations were held in 2006, wherein BREDCO offered to increase its yearly rental every five years.

The city government, however, rejected the offer and demanded a rental of P17.5 million equivalent to 12% of BREDCO’s gross income in 2004 based on the records of the Philippine Ports Authority. No new agreement was reached.

Construction magnate eyeing
port operations in Bacolod

Property developer R-II Builders is eyeing a port operations project in Bacolod City , its chairman Reghis Romero II said yesterday.

“We are looking into Bacolod …With our experience in port operations, we can convert the domestic into an international port. (There are) industries that we are tied up with that we can bring here,” he said.

Romero, national president of the Chamber of Real Estate and Builders' Association, was in Bacolod City in a meeting with the CREBA-Negros Chapter headed by Eddie Pestaño.

R-II Builders owns and operates the Harbour Centre Port Terminal, a modern port situated within the 79-hectare Manila Harbour Centre, a development project which included the former Smokey Mountain garbage dump site.

“We are looking for other ports. We at R-II Builders are called a port city developer. We develop the port, we operate (it), and we create the industrial and commercial (opportunities). Once you have (these) then you have housing,” he said.

Asked about his local contacts for the possible Bacolod project, Romero said: “Yung (It's) CREBA. I talk with CREBA, (with) qualified developers.”

He did not yet identify a specific site in Bacolod where his company's planned port project could be developed.

At present, the city has two major commercial ports, the BREDCO port at the Reclamation area and the Negros Navigation port in Banago.

Romero said he is taking interest in Bacolod because it is a center of commercial activity. “There are a lot of possibilities in Bacolod . It can become an education hub,” he said.

He noted that if Bacolod becomes an education hub, more people will come to the city, which could mean more consumers.

BEDROOM COMMUNITIES

In his talk with CREBA-Negros Chapter officers and members, Romero said that with Bacolod 's thriving student population, he believes it would be wise for developers to “think of shelter facilities along this line.”

“Business in Negros Occidental is heavily concentrated in Bacolod , you may want to look at neighboring towns where bedroom communities for professionals and their families may thrive,” Romero told local developers.

He explained that bedroom communities is a phenomenon in Manila where professionals buy housing units outside Metro Manila only to serve as their bedroom or weekend abode.*NLG

i dont think they can sell their property here...i guess they loaned it so they can build their warehouse here before and due to the asian crisis before, nalugi sila and i bet their property here is already forfeited by the bank. sala man be ang ila strategy...they built their warehouse simultaneously with cebu and iloilo, teh kundi nadak an gid sila

FORMER Negros Slashers skipper Hubert John Ferriols said he doesn't mind playing second fiddle to teammate and ex-Slashers second stringer Reynel Hugnatan with both now playing together for the Alaska Aces under Coach Tim Cone in the Philippine Basketball Association (PBA).

"No, I don't really mind if I play backup to Reynel as long as we both contribute to the victory of our team," Ferrils told Sun.Star in a text message Thursday.

"Reynel is really doing good with his career now and I'm happy for him plus of course we're both happy that we're still playing together very much like the good old days in the MBA (Metropolitan Basketball Association)," Ferriols added.

Well-rested and prepared, the Aces proved too much for weary Coca Cola Tigers last Wednesday as they posted an 89-82 win in Game 1 of their best-of-three quarterfinal series of the Smart PBA Philippine Cup at the Cuneta Astrodome in Pasay City.

Hugnatan came through with 17 points and 10 rebounds while Ferriols added 11 points of his own to give the Aces a 1-0 lead in this short series with a chance to clinch a semis berth if they win again Friday.

"But still I"m not contented with the way we shot from the field---we converted 30 of 78 and that's just 38% and I think that's miserable. We need to shoot better if we want to take this series," he added.

Silay City gov't provides free airport shuttle service
By Erwin Ambo S. Delilan

THE Silay City Government is now offering free airport shuttle service to all passengers taking air travel at the New Bacolod-Silay Airport.

Mayor Jose Montelibano said, "This is our own way of bridging the gap in transportation system to and from the new airport."

Montelibano also explained that this was not done to compete with other private operators of shuttle buses to and from the new airport like SM City-Bacolod.

"This is just temporary for the meantine that some private operators are still processing of their franchises with the Land Transportation Franchising and Regulatory Board (LTFRB)," the mayor added.

Montelibano said Silay City's public plaza is the assembly point of the shuttle bus.

The free shuttle bus service schedules (departure from the plaza) are at 5:30 a.m., 8 a.m., 10:40 a.m., 3:30 p.m. and 5:30 p.m.
Departure schedules from the airport are at 7:10 a.m., 9 a.m., 11:20 a.m., 4:15 p.m. and 6:30 p.m.

The three airlines operating at the new airport also have their respective flight schedules. These are the Philippine Airlines, Air Philippines, and Cebu Pacific.

Montelibano said Silay City was once a barrio athlete. But with the operation of the new Bacolod-Silay airport, it became a giant warrior.

This new airport officially opened on January 18, 2008 with no less than Vice President Noli de Castro, presidential son and 2nd district of Pampanga Rep. Juan Miguel Mikey Arroyo, and DOTC Secretary Leandro Mendoza, among other guests.

Montelibano also said the new airport has provided Silay the wings that would propel its unstoppable growth and prosperity.

Acoustic showdown at Robinsons

ROBINSONS Place Bacolod proudly brings back the original unplugged contest sensation this February. It's another year of relaxing music and intense competition in Acoustic.

The "Acoustic Showdown Volume 2" steps up a notch with a refreshing sound of Bossa, with bigger prizes and chances of becoming Robinons Place Bacolod's most favorite regular performer during mall events and shows.

The first Acoustic Showdown was held in 2005. It was a highly contested event open to all amateur and professional bands. Salmos Dos Band was named the winner of the Grand Finals and got the Best Original Composition award.

This year, the contest is open to high school and college students not more than 22 years old only. To join, interested groups must be composed of 2-5 members and must submit their registration form, valid school ID, photocopies of birth certificate, band profile, and photo.

Screening and auditions will be on February 6, 13, & 20 where five groups will be chosen for each weekly final. Repertoire for screening and auditions must include 1 Love Song and 1 Bossa revival.

The contest will have its weekly finals on February 10, 16 & 23 where they will perform 1 Original Composition, 1 Bossa Revival and the contest piece that will be announced by the contest committee later on. The weekly winners will receive P3,000 each, and P1,000 each for the consolation winners. Also, P1,000 will also be given for each special award-Best Original Composition and Best Bossa during the weekly finals.

Meanwhile, two groups from each weekly final will compete for the Grand Finals on March 8, 2008. The Grand Finals winner will receive P10,000 while the consolation winners will receive P3,000 each and P2,000 will be given to each winner of the special award.

thats true, being the biggest in the country...this is what Bacolod can boast for :) I love it!!!!!!!!!!! plus the only store which showcase complete happymeal toys...only here in Bacolod...The McDonald's Museum :)

i even saw some koreans having their pics taken and they were like children having fun :) kanami sa ila tulokon :)

Veteran Bacolod forumers have reported this to me and they are turned off and do not wish to visit this thread anymore unless you guys post properly. It is difficult to read through your thread especially when most of the posts are nonsense, some posts were as if you were just typing using your mobile phone and some posts are of improper capitalization.

The Executive Director of the Air Transportation Office, Daniel Demagiba, yesterday created an 11-man team to study the request of Mayor Evelio Leonardia for the reopening of the Bacolod airport.

The Bacolod airport was shut down Jan. 17 after the last flight to give way for the opening of the P5.6 billion New Bacolod-Silay Airport in Silay City on Jan. 18.

Demagiba said he issued an office order creating the team with Director Wilfredo Borra of the Airways Navigational Services as chairman and Inocencio Esierto as vice chairman.

All of the nine other members of the team are technical personnel who will listen to the position of Bacolod and may come to the city to conduct another ocular inspection, Demagiba told DYEZ Aksyon Radyo.

The team will determine the viability of reopening the Bacolod airport, taking into consideration the facts presented by the group lobbying for it, Demagiba said.

Demagiba admitted that a report he submitted to Transportation Secretary Leandro Mendoza last month recommended the continued closure of the Bacolod airport.

The decision of the 11-man team will depend on the presentation of the Bacolod group, he said.*CPG

Proposed by Councilor Wilson Gamboa Jr., the ordinance also provides for the establishment of route system of public utility vehicles and trucks, and the redefining of loading and unloading zones in the city.

The ordinance aims to solve the bourgeoning traffic problems brought about by the inevitable growth in the city due to the realization of development sites, especially the establishment of the new government center, structures established by shopping centers and call centers, massive infrastructure projects brought about by the proliferation of mass housing programs and new market sites, it said.

It also said the city has conducted a series of traffic experiments under the supervision of the Traffic Management Unit and Bacolod Traffic Authority Office.*CGS

So that will be a Spa,Before i left Bacolod they have covered one section.I guess it will be two floor.They might have to construct the second and probably it will made of wood flooring or a thick sheetmetal plate.

The neighbor of Metrodome,Bacolod Chicken House has started to renovate thier resto and they started with the fence which was very nice.Metrodome and The Planta Hotel and Residences will definitely be like in Lacson Streets which has the Sorrento and the L'Fisher.Bacolod is getting much exciting evrytime i go home.Once mapuno na na Metrodome,nami nami na gid dira nga area plus magbukas pa gid ang Planta Hotel.

Maskin diri sa SSC,HOT gid always ang Bacolod eversince.SSC Bacolod lets just make pakot kon sin-o gid man nagreport pero sa gwa ta lang ni storyahan.:lol::lol::lol: pero kon tani maskin isa man lang sa aton ang ginapproach about sa problema niya.

Tai Chi group holds get-together

The Tai Chi Circle of Bacolod held a get-together at the Quarter Moon, Goldenfields Commercial Complex, in Bacolod City , recently, a press release from the group said.

The group celebrated its seventh anniversary on July 17 last year. It is composed of enthusiasts and professionals who adhere to the old Chinese Nei Jia (Internal Family) art of Tai Chi Chuan or “Grand Ultimate Fist.”

One's quality of life and mind are improved, and inner peace attained, through correct breathing, non-impact/non-injurious physical exercise, and proper diet and health-centered lifestyle, the press release said.

Tai Chi, originally founded for fighting and recently modified as a competitive sport, is now focusing on the health aspect of the art, TCCB teacher, Peter John Yap, said.

Also present at the gathering were Alex Ang, Nick Antonio, Charles Atas, Pepe Chiu, Azer de Asis, and Bill Gomez, Ben Halili, Humberto Lim, James Tupas, Jose Uy Jr., and Stephen Young.

Proposed plastic container ordinance hailed

THE people behind the Bacolod Anti-Baha Alliance (Baha) hailed the proposed ordinance by City Councilor Greg Gasataya that is aimed at regulating the use of plastic bags and cellophane as packing or bagging materials in the City.

The proposed ordinance is to be called Plastic Container Ordinance.

In a public hearing about flooding control in Bacolod, Baha convenor Jean Trebol said the proposed ordinance is really "beautiful" because plastics are the culprit in the clogging of the drainage and waterways.

But the city should see to it that the ordinance will be strictly implemented, Trebol said.

Under this proposed Plastic Container Ordinance, Gasataya, chair of the City Council committee on environment, stressed that the use and sale of plastic as bagging material must be regulated if not entirely prohibited to protect the environment.

Gasataya also said resorting to the use of biodegrable bagging containers such as paper or cloth bags, woven baskets, buri bags or bayong, carton boxes, non-plastic sack or bags, and sturdy reusable shopping bags except plastic sando bags, must be institutionalized.

His measure clearly provides, among others, the institutionalization of public participation in the development and implementation of integrated, comprehensive, and ecological waste management programs, added Gasataya.

Trebol, however, said: "No one can blame the people for feeling skeptical over the sincerity of government to enforce laws because local laws and even national laws are just piling up but most of them never reach enforcement."

The government, Trebol added, should see to it that the laws being made should be implemented and strictly enforced. "We want to see heads roll if they fail to implement this bill," she added.

Trebol also asked Councilor Gasataya to rate the city's enforcement of the Solid Waste Management (SWM) and for the local government, if there are failures on the enforcement, to be open to admit it.

Councilor Gasataya in response has admitted there is a problem. He said they have already started truly involving the barangays in the implementation of SWM, particularly in waste segregation and proper waste disposal.

But Trebol said the barangays should be in the frontline insofar as SWM implementation is concerned. They are really in the first line of defense on this program, Trebol added.

She said the habit of indiscriminately throwing or disposing garbage is so entrenched and so deep, therefore, the government should exert effort to disciplinepeople, make them feel concerned about the environment. The education should be sustainable, she further said.

So one of the plans is for Gasataya to lead the revival of the Clean and Green competition in the barangay.

Trebol, however, reminded the barangays not to forget that the purpose of the competition is not to receive the prize but learn and value the cleaning and greening of the environment.

"Please, make it a habit," she appealed.

Jonalyn Diaz, SM representative in the hearing, informed the body that they already have plastics that are biodegradable.

Artificially inseminated cow produces twin dairy calves

AN artificially inseminated cow at the Negros Occidental Provincial Livestock Breeding Center and Dairy Farm located in Barangay La Granja, La Carlota City recently produced twin male calves, the first occurrence of its kind in the province.

The Artificial Insemination (AI) of large ruminants is one of the ongoing projects of the Provincial Veterinary Office (PVO) that is made available to Negrense farmers since maintaining a pure dairy bull is costly, according to Provincial Veterinarian Renante Decena.

Artificial insemination is done by trained technicians of the PVO and one of its advantages is the prevention of the spread of various diseases in the course of breeding.

Artificial insemination is used in the breeding center for the purpose of maximizing the breeding performance of cows and for them to produce quality breeder livestocks. (Press release)

Acoustic showdown at Robinsons

ROBINSONS Place Bacolod proudly brings back the original unplugged contest sensation this February. It's another year of relaxing music and intense competition in Acoustic.

The "Acoustic Showdown Volume 2" steps up a notch with a refreshing sound of Bossa, with bigger prizes and chances of becoming Robinons Place Bacolod's most favorite regular performer during mall events and shows.

The first Acoustic Showdown was held in 2005. It was a highly contested event open to all amateur and professional bands. Salmos Dos Band was named the winner of the Grand Finals and got the Best Original Composition award.

This year, the contest is open to high school and college students not more than 22 years old only. To join, interested groups must be composed of 2-5 members and must submit their registration form, valid school ID, photocopies of birth certificate, band profile, and photo.

Screening and auditions will be on February 6, 13, & 20 where five groups will be chosen for each weekly final. Repertoire for screening and auditions must include 1 Love Song and 1 Bossa revival.

The contest will have its weekly finals on February 10, 16 & 23 where they will perform 1 Original Composition, 1 Bossa Revival and the contest piece that will be announced by the contest committee later on. The weekly winners will receive P3,000 each, and P1,000 each for the consolation winners. Also, P1,000 will also be given for each special award-Best Original Composition and Best Bossa during the weekly finals.

Meanwhile, two groups from each weekly final will compete for the Grand Finals on March 8, 2008. The Grand Finals winner will receive P10,000 while the consolation winners will receive P3,000 each and P2,000 will be given to each winner of the special award.

Silay City gov't provides free airport shuttle service

THE Silay City Government is now offering free airport shuttle service to all passengers taking air travel at the New Bacolod-Silay Airport.

Mayor Jose Montelibano said, "This is our own way of bridging the gap in transportation system to and from the new airport."

Montelibano also explained that this was not done to compete with other private operators of shuttle buses to and from the new airport like SM City-Bacolod.

"This is just temporary for the meantine that some private operators are still processing of their franchises with the Land Transportation Franchising and Regulatory Board (LTFRB)," the mayor added.
Montelibano said Silay City's public plaza is the assembly point of the shuttle bus.

The free shuttle bus service schedules (departure from the plaza) are at 5:30 a.m., 8 a.m., 10:40 a.m., 3:30 p.m. and 5:30 p.m. Departure schedules from the airport are at 7:10 a.m., 9 a.m., 11:20 a.m., 4:15 p.m. and 6:30 p.m.

The three airlines operating at the new airport also have their respective flight schedules. These are the Philippine Airlines, Air Philippines, and Cebu Pacific.

Montelibano said Silay City was once a barrio athlete. But with the operation of the new Bacolod-Silay airport, it became a giant warrior.

This new airport officially opened on January 18, 2008 with no less than Vice President Noli de Castro, presidential son and 2nd district of Pampanga Rep. Juan Miguel Mikey Arroyo, and DOTC Secretary Leandro Mendoza, among other guests.

Montelibano also said the new airport has provided Silay the wings that would propel its unstoppable growth and prosperity.

Tipon itching to win in Thailand

GOLD medallist Joan Tipon of Sitio Sibucao, Barangay Banago, Bacolod City would like to snare an Olympic berth in the Bangkok Olympic qualifying which runs Friday until February 2. "I want to have it in Bangkok rather than wait until March for the last qualifying in Kazakhstan," Tipon told Sun.Star Bacolod in a telephone interview moments before the five-man RP boxing team left for Bangkok Thursday.

The 1994 Hiroshima Asiad gold medallist, Elias Recaido Jr. of Bacolod City, who is now a member of the national coaching staff, said Thursday it will be a big psychological boost for Tipon if he qualifies in the Bangkok tournament. "It's important for his self-confidence now that he's getting his focus back, especially if he posts a win against his Thai rival Worapoj," Recaido said.

Recaido was referring to Tipon's Thai rival Pechkoom Worapoj whom he defeated en route to his Asiad gold in Doha, Qatar in 2006, but who got back at him when he defeated the Negrense in the first round of the AIBA world championship in Chicago last December 2007.

But Worapoj also missed an outright Olympic berth in Chicago so there's a good chance both fighters will again clash in Bangkok this time around.

A total of 141 boxers from 28 countries, including powerhouse North and South Korea, Uzbekistan, Kazakhstan, China and host Thailand, are fielding boxers in this qualifying tournament.

Aside from the boxers, national coaches Pat Gaspi and Ronald Chavez and team manager Dr. Francis Sta. Maria are with the RP team to Bangkok. City Taking Steps on Clean Up Drive Starts Assessment of Barangays


The Local Government Unit of Bacolod City is very serious on its city-wide clean up drive and starts the evaluation of the solid waste management situation in the city.

Last December 2007, after City Mayor Evelio R. Leonardia has issued a memo for the creation of the Bacolod City Clean and Green Coordinating Action Team, Chaired by Councilor Greg G. Gasataya, the team immediately began its head-on battle with the perennial problem of the city - garbage.

This was among the marathon of activities in store for cleaning up the city.

Last Wednesday, the Action Team, led by Councilor Gasataya, conducted an orientation and assessment with all the Barangay Captains of the 61 barangays of the city; the event was a joint effort of Clean and Green Coordinating Action Team with the cooperation of ABC President Diosdado Valenzuela. The orientation was held at the Social Hall of the Department of Education-Bacolod City 11 a.m.

Also the activity was graced by the presence of Vice Mayor Jude Thaddeus Sayson and Senator Pia Cayetano.

The event was done to assess the garbage situation of each barangay and provide an intensive action plan to address it.


The Action Team found its ally in the campaign to rid the city of residual wastes through the person of environmentalist lawyer Atty. Antonio Oposa, guest speaker of the said orientation program, who vouched his support in the campaign.

Atty. Oposa had made many friends as well as enemies in his cause for the protection and conservation of the environment; Atty. Oposa had filed several charges against Mayors, Councilors among other public officials who allegedly violated their duty-bound task of handling solid waste management.


At present, Chairman of the Action Team, Councilor Gasataya, who is also the Chairman in the Committee on Ecology and Environment, is continuing actions to promote a cleaner Bacolod.

One of them is authoring the “Proposed Ordinance Regulating the use of Plastic Bags/Plastic Cellophane (Polyethylene) as Packing / Bagging Materials and
Institutionalizing the Use of Biodegradable Containers within the City of Bacolod.”

Several committee hearings had been conducted for the said proposed ordinance.*

SCOOP to Hold Sports Caravan with LGUs

Sports Communicators Organization of the Philippines (SCOOP)-Bacolod is set to hold a “Sports Caravan” among key cities in the province of Negros Occidental starting next month.

Tapped as host cities are San Carlos, Cadiz and Silay in the north; Sipalay and Himamaylan in the south.

Reelected (SCOOP)-Bacolod president George R. Liza says the sports writers and broadcasters group will soon visit various parts of the province to dialogue with local government units in connection with their respective sports development programs.

“Liza, a freelance sports journalist, said plans are afoot for SCOOP to partner with the Philippine Sports Commission (PSC), the Games and Amusements Board (GAB) and the Province of Negros Occidental, among others, to stage a Scoop/PSC/GAB sports caravan which aims to establish sports linkages with LGUs of the province including Bacolod City.

“We aim to talk with LGU executives and their sports coordinators to find ways whereby we can help implement or draft a sports development program in their respective locality,” Liza explained.

He said the idea popped up during the SCOOP Awards for outstanding Negros athletes last December 29 when SCOOPers were challenged by commissioners Eric Loretizo and Ricardo “Ritchie” Garcia of the Philippine Sports Commission (PSC) to come up with programs and projects which can be implemented in cooperation with PSC. “We are challenged and we accept the challenge to do more for sports,” Liza added.

SCOOP has already received the go signal from PSC, GAB and the provincial government for the said project to push through.

Meanwhile, SCOOP has also formed a committee that will work on preparations for the 2008 Scoop Awards for outstanding athletes of Negros composed of Nida Buenafe (Negros Weekly), Cedelf Tupas (Visayan Daily Star), Allen Del Carmen (Starlife), Cyrus Garde (Negros Daily Bulletin), Mitch Lipa (ABS-CBN), Henry Doble (Kapawa News) and Henry Villalva (SunStar Bacolod).*t

Health personnel from Kabankalan City, E.B. Magalona and PHO under Dr. Luisa Efren participated in the activity spearheaded by Gani Perla, Health PRO University Research Co. regional directory.

Kabankalan and E.B. Magalona will be pilot areas in the province for the preparation of communication plans, situational analysis and baseline study, documenting and adapting best practices and developing innovative interpersonal communication, among others.

Before 2008 ends, I think the new government center will be functional already to the people of Bacolod. With the rate of construction now, its possible. And just imagine the rate of development in the area it would generate. Cant wait till its finished.:banana::banana:

You are absolutely correct on this one.As we keep on saying Bacolod dining experience is at it's best.Every visitor who frequents Bacolod cannot deny on this.Even the Go Negosyo,Joe Conception has noticed our restos in Bacolod and made some comment on one of the national newspaper on his column that Bacolod has good quality food,services which is comparabale to that Manila Restaurants except for the prices.

Mig, when i went there i saw some ground works for the fountain.It would be very beautiful with that water fountain.I remember in previous threads that people from other thread are laughing on us about our dream for a new city hall and have said that they may have thier city hall built first.It's funny that it turns out the other way around.:lol::lol::lol:

BREDCO has no right to sue

Bacolod folk were stunned yesterday when city legal officer Allan Zamora countered that the Bacolod Estate Development Authority no longer has the legal personality to file its case against city officials led by Mayor Evelio Leonardia and members of the Sangguniang Panlungsod who had approved the takeover ordinance.

Zamora claimed that BREDCO had assigned to Top Harbor International Inc. the right to reclaim, manage and operate the seaport. In effect, Zamora contended that BREDCO unilaterally terminated its Comprehensive Revised Reclamation Agreement that it entered into with the city.

In short, there is no longer an existing contract between BREDCO and Bacolod City because BREDCO is no longer operating the port and reclaiming the foreshore of the city.

That poses a legal question to the court. Earlier, former Vice Mayor Renecito Novero and C. Maralit filed a civil case against Leonardia and other city officials for the passage of City Ordinance No. 454 which called for the takeover of the port operations and the unfinished portion of the BREDCO reclamation project in Bacolod.

The eight others included Vice Mayor Jude Thaddeus Sayson, and Councilors Al Victor Espino, Dingo and Kevin Ramos, Homer Bais, Greg Gasatay, Celia Flor, and Roberto Rojas.

BREDCO legal luminaries earlier predicted a prolonged and bruising legal battle between BREDCO and the city government. And that also posed a threat to Bacolod’s ability to entice investors to the city should the BREDCO port close shop.

But while a lot were questioning the city’s ability to operate a port, R-II Builders chairman Regis Romero bared yesterday that he is interested in Bacolod.

“With our experience in port operations, we can convert the domestic port into an international port. There are industries that we are tied up with that we can bring here,” Romero reportedly told CREBA-Bacolod members, headed by Eddie Pestano.

R-II Builders owns and operates the Harbor Center Port Terminal, a modern port in the Manila Harbor Center.

That, to a certain extent, should send a chill up the spine of BREDCO top honcho Sammy Palanca who, last weekend, declared that he was willing to have the city buy him out with P2 billion so he could pack up and go to Silay City.
Anyway, Zamora’s legal counter, to a certain extent, added a new angle to the suit filed by Novero and company against the city officials.

BAHA Says: Regulation on Plastics Use Good Bill But Needs Strict Enforcement

The Anti BAHA Council participated in the public hearing conducted by Councilor Greg Gasataya, Chairman of the Sangguniang Panlungsod Committee on Environment, Wednesday relative to his proposed Ordinance which will regulate the use of plastic bags/plastic cellophane (polyethylyne) as packing/bagging materials and institutionalizing the use of biodegradable containers within the City of Bacolod.

Mrs. Jean Trebol, Norman Campos, Agnes Jalandoni, Nena Rosello, Franklin Villanueva, Phoebe Mellizo, Tina Monfort, Rene Hinojales, Dionisio dela Cruz, SM Supermarket Supervisor Jonalyn Diaz, representatives from Lopue’s Department Store, among others.

The public hearing was conducted at the SP Session Hall Wednesday where they have discussed options and suggestions to be considered in the proposed Ordinance.

Mrs. Trebol said that the Ordinance is really beautiful because plastics are the culprit in clogging the drainage and waterways.

But the city should ensure the strict implementation of this Ordinance.

“No one can blame the people for feeling skeptical in the sincerity of government to enforce laws because local laws and even national laws are just piling up but most of it never reached enforcement,” she pointed out.

The government should see to it that the laws being made should be implemented and strictly enforced, she said. “We want to see heads roll if they fail to implement this bill.”

She also asked Councilor Gasataya to rate the city’s enforcement of the Solid Waste Management and if there are failures on the part of the local government on the enforcement, then be open to admit it.

Councilor Gasataya in response has admitted that there is a problem.

But they have started the efforts of truly involving the barangays in the implementation of the Solid Waste Management more particularly in waste segregation and proper waste disposal.

Mrs. Trebol said the barangays should be in the frontline insofar as Solid Waste Management implementation is concerned.. They are really in the first line of defense on this program.

The habit of indiscriminately throwing or disposing garbage is so entrenched and so deep, therefore the government should exert effort on how to discipline the people, make them feel concerned about the environment. The education should be sustainable, she said.

Gasataya said this involves a long process of educating the public that they have a part in the implementation of the Solid Waste Management.

Hinojales also suggested that the government should encourage the public to make cleaning and greening a habit especially in the barangays.

The government can inspire people from doing their share by providing either incentives to those who follow the law and penalizing those who violate it.

“We want to see a barangay that is truly clean and green,” he said.

Gasataya said that they will revive the Clean and Green competition in the barangay.

Mrs. Trebol said that cleaning and greening of their respective barangay should be a habit. Yes, there is a competition and incentives for those barangay which will participate. But they should not forget that the purpose of the competition is not to receive the prize but learn and value cleaning and greening. Make it a habit, he said.

Mr. Diaz, SM representative has informed the body that they have already plastics that are biodegradable.

This has, in fact, impressed those in the public hearing because nobody was aware of its existence.

However, the BAHA council is so keen in asking SM where it is sourced and if it is really biodegradable.

They got a sample of the biodegradable plastic from Mr. Diaz for them to test it if it’s really degradable.* (CNC)

Rosa, Dagupan, Iloilo, Davao, Cainta, Poro Point in San Fernando, Batangas City, Balanga in Bataan, Tacloban, Ibrahim said.

The cost of the booths will be subsidized by the DTI, the CICT commissioner said.

The e-Services conference and exhibit will feature major outsourcing players across all information and communications technology (ICT) sectors and related industries, according to the Center for International Trade Expositions and Missions (CITEM), the trade promotions arm of the DTI.

That's right Mig Suv,It's slowly developing into a city of its own.Wala lang ko kapalapit sa ila Gaisano City kay its just a brief stopover for a breakfast at Jollibee Kabankalan.One you will notice is the cleanliness of the Kabankalan.Zaycoland could be finish this year which is additional attraction for the City of Kabankalan.So far i saw three national banks in thier,namely Equitable PCI,Bank of Commerce and the PNB.

Zaycoland is theme park with mostly have waterfun activities.I think it will be more like of that we have in Goldenfields.Good venue for the family outings.Zayco's has more plans for Kabankalan City.They a good hospital which was build by the Zayco's for the citizens of Kabankalan.
So lets watch out for Kabankalan kat surely maprogress pa gid sila kay most of thier neighboring cities even from oriental shop and do thier banking transaction there.

exactly!!! the progress is not contained in one City alone...but our neighboring towns and Cities are doing great as well. this makes negros occidental unique. :)

Bacolodiat Sets 1st Lantern Parade, Street Dancing

The 2008 Bacolaodiat Festival is gearing up for a presence that will be visually appreciated by the local community. The first ever Grand Evening Lantern Parade is a radiant spectacle featuring the 12 Chinese zodiac animals in a parade as giant lanterns in illuminated floats, with dragons and lions in attendance. The Chinese Lantern Street Dancing, on the other hand, is the Tsinoys’ way of reaching out to other cities and municipalities in the hope of a positive affirmation of a culture that has long been assimilated into the local community. As is customary, the Symphony of Sparks and Lights is a series of fireworks display believed to provide the welcome of positive energy and the chasing away of negative ones as the community ushers in the New Year.

Slated on the first day of the festival, February 7 at 6PM is the Grand Evening Parade. The parade of the Twelve Zodiac sign animals will start from SM and culminate in the Provincial Capitol Lagoon where the giant zodiac lantern will be displayed for the duration of the festival. The lantern parade is under the helm of Charlie Co’s creative leadership. He is collaborating with local artists from the groups of Tramontina, Arte Negrense and that of Neil Benavente. It is the intention of the activity to provide color to the opening festivities and develop in the community an appreciation for the Chinese philosophies that find their way into the Filipino culture, one of which is the 12-year cycle of animals referred to as the Chinese zodiac. In Chinese astrology the twelve animal signs represent twelve different types of personality. It traditionally begins with the sign of the Rat, which brings this year to the beginning of the Earth cycle with the year of the Earth Rat.

The Chinese Lantern Street-Dancing is a competition open to various private and public schools (secondary and college level), barangays, cities, and municipalities. It is set on February 9, 2008. The 6th Street Festival Site is the first performance area and the second will be in front of PNB-Lacson. The Lacson strip will once again be closed, in the same spirit that it was during the Masskara Festival last year. The participating groups, composed of 20 to 30 dancers, will be competing in terms of lantern design and choreography with adherence to the theme, Strength in Unity”, which celebrates the merging of both the Filipino and Chinese cultures. As a form of support to the participants, Panoy Cabalcar gave a chereographers’ workshop in early January. Cash prizes at stake are P70,000 for the champion, P50,000 for the second prize, P30,000 for the third prize and P5,000 for minor prizes.

The Symphony of Sparks and Lights is a city-wide synchronized lighting ceremony which will include installations and a city-wide firework show as the Mayor declares the opening of BacoLaodiat at the main stage along 6th Street. The fireworks will be done almost every night. The earliest documentation of fireworks dates back to 12th century China where they were first used to frighten away evil spirits with their loud sound (“bian pao”) and also to pray for happiness and prosperity. Eventually, the art and science of fireworks making developd into an independent profession of its own with the pyrotechnicians (firework-master) mounting dazzling displays of light and sound. Since then, any event-a birth, death, wedding, coronation, or New Year’s Eve celebration-has become a fitting occasion for noisemakers.

Indeed, Bacolaodiat will light the fire of community brotherhood come the Chinese New Year.*

Bridge widening .....i don't know kung which part na ini.Pero i think it's close to Himamaylan and Binalbagan.

^^That's right Migs.Even the lanes are extra wide.Designed and built to cater big trucks which is used to carry tons of Sugarcane.You will surely enjoy driving in this roads leading to the Southern most part of Negros Occidental.
